    President Lai meets New Zealand delegation from All-Party Parliamentary Group on Taiwan  
    On the morning of April 17, President Lai Ching-te met with a delegation from New Zealand’s All-Party Parliamentary Group on Taiwan. In remarks, President Lai thanked the government of New Zealand for reiterating the importance of peace and stability across the Taiwan Strait on multiple occasions since last year. He also stated that this year, the Taiwan-New Zealand economic cooperation agreement (ANZTEC) is being implemented in its complete form. The president expressed hope that deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among our indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. A translation of President Lai’s remarks follows: I extend a warm welcome to all of our guests. New Zealand’s All-Party Parliamentary Group on Taiwan was established in 2023, marking a significant milestone in the deepening of Taiwan-New Zealand relations. I would like to thank Members of Parliament Stuart Smith and Tangi Utikere for leading this delegation, and thank all our guests for demonstrating support for Taiwan through action. We currently face a rapidly changing international landscape. Authoritarian regimes continue to converge and expand. Democracies must actively cooperate and jointly safeguard peace, stability, and the prosperous development of the Indo-Pacific region. Since last year, the government of New Zealand has on multiple occasions reiterated the importance of peace and stability across the Taiwan Strait. On behalf of the people of Taiwan, I would like to express our sincere gratitude for these statements and demonstrations of support. This year, ANZTEC is being implemented in its complete form. We look forward to exploring even more diverse markets with New Zealand. Deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. Taiwan and New Zealand share the universal values of democracy, freedom, and respect for human rights, and parliamentary diplomacy is a tradition practiced by democracies around the world. Looking ahead, our parliamentary exchanges and mutual visits are bound to become more frequent. This will enable us to explore even more opportunities for cooperation and further deepen and solidify the democratic partnership between Taiwan and New Zealand. MP Smith then delivered remarks, saying that it is a great pleasure and an honor to be received by President Lai. The MP, noting that President Lai already covered many of the points he planned to make, went on to say that New Zealand and Taiwan share many values. He indicated that both are trading nations that rely on easy access for imports and exports, and that is why freedom of navigation is so important. That is why New Zealand had a naval vessel sail through the Taiwan Strait, he said, to underline the importance of freedom of navigation and our mutual security. MP Smith said that they look forward to building stronger relationships and enhancing the trade between our two nations. He added that New Zealand has much to offer in the field of geothermal energy to assist Taiwan, and mentioned that New Zealand is third largest in terms of the number of rocket launchers for satellites, which could assist Taiwan with communications in the future. New Zealand has other products as well, he said, but looks for assistance from Taiwan’s technology and technological sector. Lastly, MP Smith stated that he looks forward to a long and prosperous relationship between Taiwan and New Zealand. MP Utikere then delivered remarks, indicating that like Taiwan, New Zealand is a nation that is surrounded by ocean, which means that they rely on strong partnerships with communities of interest all around the globe. He said that the all-party parliamentary friendship group that was established and that they are a part of goes a long way in ensuring that a secure relationship between our two parliaments can continue to prosper. The MP also thanked Taiwan’s Representative to New Zealand Joanne Ou (歐江安) and her team for their work, which has ensured the success of the delegation’s visit. He said that the delegation experienced meetings with ministers in Taiwan’s government, members of the legislature, and those from the non-government organization sector as well. He also said that they enjoyed the opportunity to visit Wulai, and that the strength of the connections between the indigenous peoples of Taiwan and the indigenous peoples of Aotearoa New Zealand is something that certainly landed with members of the delegation. MP Utikere noted that he will take up President Lai’s offer on experiencing more of Taiwan, and will spend a few extra days in Tainan, which he understands has a very special place in the president’s heart, adding that he looks forward to his time and experiences there. The MP concluded his remarks by saying that this will be a relationship that continues to go from strength to strength. After their remarks, the New Zealand delegation sang the Māori song “Tutira Mai Nga Iwi” to extend best wishes to Taiwan. Also in attendance at the meeting were New Zealand Members of Parliament Jamie Arbuckle, Greg Fleming, Hamish Campbell, Cameron Luxton, and Helen White.

    President Lai meets delegation led by Tuvalu Deputy Prime Minister Panapasi Nelesone 
    On the afternoon of April 15, President Lai Ching-te met with a delegation led by Tuvalu Deputy Prime Minister and Minister of Finance and Economic Development Panapasi Nelesone and his wife. In remarks, President Lai thanked Tuvalu for its staunch and long-term backing of Taiwan’s international participation. The president said he looks forward to our nations deepening bilateral ties in such areas as agriculture, medicine, education, and information and communications technology and working together toward greater peace, prosperity, and development in the Pacific region. A translation of President Lai’s remarks follows: I extend a very warm welcome to Deputy Prime Minister Nelesone and Madame Corinna Ituaso Laafai as they lead this delegation to Taiwan. Our distinguished guests are the first delegation from Tuvalu that I have received at the Presidential Office this year. During my visit to Tuvalu last year, I met and exchanged views with Deputy Prime Minister Nelesone and the ministers present. I am delighted to meet you again today and thank you once again for the hospitality you accorded my delegation. The culture of Tuvalu and the warmth of its people are not easily forgotten. Tuvalu’s support for Taiwan has also touched us deeply. I want to take this opportunity to thank Tuvalu for staunchly backing Taiwan’s international participation over the past several decades. Our two countries have supported each other like family and have together made contributions in the international arena. Last Tuesday, I received the credentials of Ambassador Lily Tangisia Faavae and expressed my hope for Taiwan and Tuvalu continuing to deepen bilateral relations. This visit by Deputy Prime Minister Nelesone is an important step in that regard. Our two countries will be signing a labor cooperation agreement and an agreement concerning the recognition of training and certification of seafarers. This will expand bilateral cooperation at multiple levels and bring our relations even closer. Taiwan and Tuvalu are maritime nations and share the values of democracy and freedom. Our two countries have stood shoulder to shoulder to protect marine resources and address the challenges posed by climate change and authoritarianism, and we aspire to work toward greater peace, prosperity, and development in the Pacific region. Our nations have produced fruitful results in such areas as agriculture, medicine, education, and information and communications technology. I anticipate that, with the support of Deputy Prime Minister Nelesone and our distinguished guests, we can continue to employ a more diverse range of strategies to begin a new chapter in our diplomatic partnership. Together, we can make even greater and more concrete contributions to regional development.     President Lai pens Bloomberg News article on Taiwan’s response to US reciprocal tariffs
    On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. At a time of growing global uncertainty, underpinned by growing Chinese assertiveness, closer trade ties are more than sound economics; they are a critical pillar of regional security. Our approach is long-term and principled, grounded in a lasting commitment to our friendship with the US, a firm belief in the benefits of fair and reciprocal trade, and an unwavering dedication to peace and stability across the Taiwan Strait. We are confident that our shared economic and security interests will not only overcome turbulence in the international trade environment – they will define the future of a free and open Indo-Pacific.

    President Lai receives credentials from new Tuvalu Ambassador Lily Tangisia Faavae  
    On the morning of April 8, President Lai Ching-te received the credentials of new Ambassador Extraordinary and Plenipotentiary of Tuvalu to the Republic of China (Taiwan) Lily Tangisia Faavae. In remarks, President Lai welcomed the ambassador to her new post and thanked Tuvalu for its long-term support for Taiwan’s international participation. The president also noted that joint efforts between our two countries have produced fruitful results in such areas as medicine and public health, agricultural and fisheries technology, and information and communications technology. He expressed his hope that we will continue to deepen our bilateral relations so as to generate even greater well-being for our peoples and promote peace, stability, and prosperity in the Pacific region. Widely recognized for her exceptional talent, Ambassador Faavae is an outstanding official with extensive experience in public service. Moreover, during her term as Permanent Secretary of the Ministry of Health and Social Welfare, she voiced support for Taiwan at the World Health Assembly.     President Lai meets British Office Taipei Representative Ruth Bradley-Jones
    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. For example, joint statements released after the Australia-UK ministerial consultations, as well as the G7 foreign ministers’ meeting, underlined a high level of concern for peace and stability across the Taiwan Strait. The UK government has publicly expressed support for Taiwan’s international participation on multiple occasions. And last November, the UK House of Commons passed a motion clearly asserting that United Nations General Assembly Resolution 2758 does not mention Taiwan. These actions attest to the UK’s belief in supporting democracy and peace, and have further solidified our countries’ friendship. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests. We are together focused on how to make our societies safer and more prosperous tomorrow than they are today, she said, and as like-minded democracies, innovative economies, and practical partners, the sincere and pragmatic cooperation between Taiwan and the UK is bringing material benefits to the prosperity and well-being of our people every day.

    President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI China: China’s consumption gains momentum with vast potential

    At the energetic China International Consumer Products Expo, crowds throng exhibit halls packed with global brands showcasing a dazzling array of goods.

    From cosmetics and massage chairs to flying cars and humanoid robots, the arrival of retail commodities from all over the world offers a window into the vitality of China’s ever-evolving consumer market.

    This year’s expo, which concluded on Friday, has attracted over 1,700 enterprises and 4,100 brands from more than 70 countries and regions, with a record-breaking 65 Fortune Global 500 companies and industry leaders participating in the six-day event.

    The hustle and bustle in Hainan is just one facet of the dynamism of the Chinese market. On a broader scope, official data released this week revealed that retail sales of consumer goods rose 5.9 percent year on year last month — a marked acceleration from the 4 percent growth reported for the first two months of this year.

    In the first quarter of 2025, China’s retail sales expanded 4.6 percent year on year, which was 1.1 percentage points faster than in 2024, according to the National Bureau of Statistics.

    “Overall, consumer spending in the first quarter of this year continued to improve on the back of policy support,” Sheng Laiyun, deputy head of the bureau, said at a press conference, citing pro-spending policies such as the country’s consumer goods trade-in program.

    “The combination of policies in both supply and demand has successfully stimulated consumer sentiment, with notable impacts on capital markets and retail growth momentum,” according to a Deloitte report released at the expo. “This will lay the groundwork for sustained optimism going forward.”

    Evolving services consumption

    As pressures of a sluggish global economy mount, market observers say that China’s consumption upgrade and economic shift toward services-driven growth — sustained by a population of over 1.4 billion — carry immense potential.

    At the Hainan expo, services consumption in sectors such as low-altitude aviation, the silver economy, health and wellness, and AI-powered innovation products from global firms, have dominated many booths.

    OSIM, which has participated in the expo for five consecutive years, is debuting its latest massage chair and its flagship uDream wellness chair, integrating cutting-edge AI that monitors stress and customizes multi-sensory relaxation.

    OSIM sees the expo as a key platform to engage in meaningful conversations with Chinese consumers, said Lin Xiaohui, deputy general manager of brand management and marketing of OSIM North Asia.

    “As China’s consumption structure upgrades, service-related spending is playing an increasingly important role, especially in sectors like health care, education and entertainment,” said Zhang Tianbing, leader of the consumer products and retail sector of Deloitte Asia Pacific.

    “Demographic shifts, including an aging population and smaller household sizes, are reshaping consumer preferences in China,” Zhang said, adding that health consciousness and digital consumption habits are spreading increasingly across all age groups.

    Notably, China’s services consumption is expanding at a faster pace than that of goods, with retail sales of services growing 5 percent year on year in the first quarter of 2025.

    From January to March 2025, the country’s per capita spending on services increased 5.4 percent year on year and accounted for 43.4 percent of its total per capita consumer spending, official data showed.

    Kuang Xianming, vice president of the China Institute for Reform and Development, projected that services consumption will exceed 50 percent of China’s total consumption by 2030, signaling the country’s pivotal shift to a service-driven economy. “This expanding market is highly attractive to foreign companies.”

    Open, shared market

    Chinese policymakers have positioned the expansion of domestic demand as the paramount priority on the government’s economic work agenda for this year, emphasizing increased spending power, improved expectations and strengthened consumer confidence.

    The country’s focus on domestic tasks is particularly meaningful against the backdrop of a complex international landscape. By maintaining high-standard opening-up and promoting a more sustainable consumption recovery, China seeks to share its opportunities with the global community.

    “Expanding domestic consumption is not only key to high-quality development but also a strategic move amid global economic uncertainties,” Kuang told Xinhua.

    More importantly, as China continues to open up, this ever-expanding market will become a shared market, he said.

    “We see a lot of encouraging signs by the Chinese government to help boost local consumption. So we’re very excited about what’s to come,” said Mike Hofmann, managing director at Tricker’s China, one of the UK’s oldest established shoemakers. This is the second time his company is exhibiting at the expo, which helped them raise brand awareness in China last year.

    In a key move in China’s opening-up strategy, the Hainan Free Trade Port is set to begin independent customs operations by the end of the year, and global enterprises are eyeing the vast opportunities that come with open trade.

    “Its success will not only benefit China but also provide valuable insights for economies worldwide,” said Zhang Xiangchen, deputy director general of the World Trade Organization.

    Douglas Alexander, minister of state of the British Department for Business and Trade, is also looking forward to the launch of the Hainan Free Trade Port’s independent operations.

    “The UK is keen to explore the opportunities for free and open trade – trade which benefits both Chinese and British firms,” Alexander said. The United Kingdom is the guest country of honor at this year’s expo, showcasing 53 brands across the fashion, beauty, homeware, health and jewelry industries, doubling its 2024 presence.

    Dong Debiao, partner at Deloitte China strategy and client center, told Xinhua that he expects the independent customs operations of Hainan’s free trade port to drive consumption further.

    Hainan is also likely to become a consumption hub linking China and Southeast Asia, with unique advantages in the high-end retail and services trade sectors, he said.

    China will strengthen the building of domestic pilot free trade zones, carry out pioneering and leading reforms, and firmly respond to external risks and challenges in the light of a complex and severe international situation, the Ministry of Commerce said on Friday.

    The ministry will strengthen guidance for pilot free trade zones, expand the reform task authorization for the three pilot free trade zones in Tianjin, Guangdong province, and Fujian province, which were established 10 years ago, and assign them new pilot reform tasks.

    China will support eligible pilot free trade zones to carry out integrated innovation throughout the entire industry chain in key sectors such as biomedicine, equipment manufacturing and marine economy, the commerce ministry said.

    “China will also strengthen policy empowerment for the pilot free trade zones in the central and western regions and border areas, and support them to better play a demonstrative and leading role in serving major national strategies,” said Meng Huating, director of the free trade zone and free trade port department of the Ministry of Commerce.

    Since their establishment a decade ago, the Guangdong, Tianjin, and Fujian pilot free trade zones have made remarkable progress in bold experimentation, as well as pioneering and integrated reforms, the commerce ministry said.

    The three pilot free trade zones have seen rapid development in building modern high-end industrial clusters, and they have gradually formed demonstration samples for coordinated regional development.

    As “experimental fields” for reform and opening-up, the three pilot free trade zones have shaped more than 140 high-quality institutional innovative achievements that have been replicated and promoted at the national level, providing a “free trade solution” for the innovative growth of related industries, the commerce ministry said.

    In Guangdong province, the pilot free trade zone has carried out businesses such as cross-border renminbi loans and bonded aircraft maintenance.

    “We have continued to expand our opening-up in sectors such as law, construction, finance, accounting, engineering, and tourism to Hong Kong and Macao, and issue professional qualification certificates to relevant personnel. Guangdong has become the preferred destination for investment from Hong Kong and Macao,” said Shuang Dehui, deputy director of the Department of Commerce of Guangdong province.

    In Tianjin, more than 100 innovative measures have been implemented at the pilot free trade zone, including convenient Customs clearance, and it has become the most convenient seaport in the Beijing-Tianjin-Hebei region, according to the local government.

    To celebrate the upcoming 2025 International Chinese Language Day, which falls on Sunday, Chinese language learners, enthusiasts of Chinese culture, international Chinese educators and diplomats in China gathered in Beijing on Friday to celebrate the special day dedicated to demonstrating the unique charm of the Chinese language.

    The launch ceremony of the day, themed “Chinese Language: A Gift Across Time and Space” this year, was held at Beijing Foreign Studies University. It featured a variety of rich cultural events, including exhibitions of Chinese calligraphy works and digital art, lectures on Chinese films and sci-fi novels, and demonstrations of traditional Chinese dress. Hundreds of foreign students studying Chinese in China participated in the event.

    The International Chinese Language Day was established in 2020 by the Ministry of Education’s Center for Language Education and Cooperation and ChinesePlus — an organization dedicated to the study and teaching of Chinese language and literature. Over the past five years, more than 1,000 organizations in over 160 countries have organized more than 5,000 activities to celebrate the event.

    Do Thanh Van, head of the Confucius Institute at Hanoi University, said via video that Chinese is more than just a means of communication. It’s a bridge that connects cultures, allows history to speak to the present and helps China and the world understand each other better.

    “In Vietnam, Chinese language education is becoming a bridge of linguistic exchange. From a simple ‘ni hao’ (hello) to sharing their hopes and dreams, countless students are opening doors to Chinese civilization. And also, through Chinese, the beauty of our Vietnamese ao dai (a traditional Vietnamese garment) and the charm of our water puppetry can be shared with friends in China. Language shrinks distances and helps cultures thrive through interaction.”

    Around the 2025 International Chinese Language Day, hundreds of institutions, including Chinese embassies and consulates in various countries, Confucius Institutes, as well as Chinese and foreign universities, have hosted — or are expected to host — thousands of activities.

    On Tuesday, the Confucius Institute in Vietnam held a series of Chinese cultural experience activities for Chinese language fans, including calligraphy, paper cutting, Chinese knot making and face painting, which attracted many participants.

    Vinh Bun Eang, assistant to Deputy Prime Minister, Minister of Education, Youth and Sport of Cambodia, said that in Cambodia, Chinese is becoming a very popular foreign language. It’s not only a practical tool for expanding personal development opportunities, but also an important window for appreciating Chinese culture and arts, exploring China’s rich history and wisdom and experiencing China’s modern creative industries.

    “I believe that as the Chinese language continues to spread widely in Cambodia, the friendship between the two nations will grow even stronger, and together we will build an even closer Cambodia-China community with a shared future,” he said.

    Artem Vlasovskiy from Russia has learned Chinese for 11 years and he is pursuing a PhD in intercultural studies at Beijing Foreign Studies University. Vlasovskiy said he has read lots of Chinese classic works in literature and philosophy and found that the way Chinese people handle things has remained largely unchanged for hundreds of years. “Language is the foundation for mutual understanding. By learning Chinese, I can better understand all aspects of your culture and life,” said the 29-year-old.

    Sunday, or April 20, also marks this year’s United Nations Chinese Language Day. In 2010, the UN established Chinese Language Day, as one of the special days for its six official languages. Since 2011, guyu — one of the sixth of the 24 solar terms of the traditional Chinese calendar that starts around April 20 — has been chosen as the date for UN Chinese Language Day to pay tribute to Cang Jie, a mythical figure who is said to have invented Chinese characters 5,000 years ago, according to the UN website.

    A number of activities were held at the UN headquarters in New York on Tuesday to celebrate the upcoming Chinese Language Day.

    On Friday, Foreign Ministry spokesman Lin Jian congratulated the UN on the 2025 Chinese Language Day and expressed his delight at seeing more and more people learning Chinese.

    “The Chinese language is a vehicle that traverses history and is a bridge to the future. We look forward to more people using Chinese as a bridge to understand China and the world. We are also willing to work with all countries to use dialogue to overcome opposition,” he said at a regular news conference in Beijing.

    Wang Dinghua, chairman of the university council of Beijing Foreign Studies University, said: “The Chinese language carries the wisdom of thousands of years of Chinese civilization. It transcends the river of history … as well as China and the world. It is a cultural treasure that China offers to the world.” Wang said that language education plays an increasingly important role in promoting cultural exchange and friendship.

    He called on language education partners around the world to strengthen cooperation and continue contributing to the exchange and mutual learning among different civilizations.

    Chinese President Xi Jinping’s just-concluded Southeast Asia tour focused on good-neighborly relations and promoted mutually beneficial cooperation, and achieved a complete success, Chinese Foreign Minister Wang Yi said on Friday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said during a press briefing that Xi’s trip to Vietnam, Malaysia and Cambodia from Monday to Friday was the first overseas tour of the Chinese head of state this year.

    The tour sent a strong signal that China firmly defends multilateralism and international trade rules, Wang said.

    On Xi’s visit to Vietnam, Wang said that the strategic guidance of the top leaders of the two parties and countries is the biggest advantage of and the most important political guarantee for the development of China-Vietnam relations.

    The leaders of the two parties and countries unanimously confirmed that in accordance with the overarching goals characterized by “six mores,” the two sides will advance the development of their comprehensive strategic cooperation with higher quality and on deeper levels, and accelerate the building of a China-Vietnam community with a shared future that carries strategic significance, he said.

    During Xi’s visit to Vietnam, bilateral railway cooperation has been expanded and upgraded, which particularly demonstrated the determination of the two countries to seek common development, Wang said.

    On Xi’s visit to Malaysia, Wang said its most significant outcome was that the leaders of the two countries elevated China-Malaysia relations to a new height and announced the building of a high-level strategic China-Malaysia community with a shared future.

    This marks another leap in the positioning of the bilateral relationship after China and Malaysia announced the joint building of a China-Malaysia community with a shared future in 2023, Wang noted.

    A highlight of this visit is that the two sides agreed to become a pacesetter for regional cooperation on new quality productive forces, focusing on cutting-edge fields such as digital economy, green economy and artificial intelligence, he added.

    Speaking of Xi’s visit to Cambodia, Wang noted that the highlight was the joint announcement by Xi and Cambodian Prime Minister Hun Manet on elevating the China-Cambodia relationship to an all-weather China-Cambodia community with a shared future in the new era, which marks the first time that China has elevated its bilateral relationship with a Southeast Asian country to an all-weather level.

    Wang said that during Xi’s Southeast Asia tour, the Chinese president pointed out that economic globalization benefits all countries and no country can retreat into isolation.

    Trade wars will undermine the international trading system, the stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries, Xi noted.

    As key members of the Global South, China and neighboring countries should strengthen coordination and cooperation, stand together to combat the undercurrent of camp-based confrontation, jointly oppose unilateralism and counter the law of the jungle where the strong prey on the weak with the Asian values of peace, cooperation, openness and inclusiveness, so as to safeguard the bright prospects of our Asian family, Xi said.

    Xi underscored that despite the headwind of mounting protectionism, China will pursue high-quality development, expand high-standard opening up and share development opportunities with neighboring countries.

    In the signed article, Xi said this visit “feels like going to the home of a good friend.”

    He fondly recalled the historic legacy of the good-neighborly relations between the two nations and the friendly exchange that spans two millennia of their shared history.

    “The great Chinese and Khmer civilizations have flourished together, inspiring each other through centuries,” he wrote.

    Xi also highlighted the two countries’ mutual commitment to friendship and righteousness, emphasizing that the friendship was forged by Cambodia’s King Father Norodom Sihanouk and Chairman Mao Zedong, Premier Zhou Enlai, among the elder generations of Chinese leaders.

    In 2020, Xi presented Queen Mother Norodom Monineath Sihanouk with the Friendship Medal of the People’s Republic of China. This medal, Xi said, embodies “the profound friendship of the Chinese people toward the people of Cambodia.”

    In his meeting with Hun Sen, the Chinese president said the two sides should deepen practical cooperation across various fields, advance the construction of Cambodia’s Industrial and Technological Corridor and Fish and Rice Corridor, and strengthen collaboration in energy, transportation and other key sectors.

    In view of the headwinds on the international landscape, Xi said unilateralism and hegemonism receive no support of the people, adding that history has shown the unstoppable trend toward a multipolar world, economic globalization, and cultural diversity.

    Chinese Ambassador to Cambodia Wang Wenbin has said in a written interview with Xinhua that as history and reality have both proven, China and Cambodia are good neighbors, good brothers, good friends and good partners who share weal and woe and stand together through thick and thin.

    The friendship between the two countries is not a transactional relationship, nor a stopgap measure, still less a bloc confrontation. It is rooted in the practical needs of the respective national development and rejuvenation, serves the common interests of both nations and peoples, and aligns with the historical trend of solidarity, self-strengthening and shared development among Global South countries, Wang said.

    In his signed article, Xi said that as important members of the big Asian family, China and Cambodia must ride the tide of history and heed the two peoples’ aspirations, and must strive together and thrive together.

    Noting that this is his second visit to Cambodia in nine years, Xi expressed hope that the visit will spearhead progress in building a China-Cambodia community with a shared future.

    For many years, China has been Cambodia’s largest trading partner and top source of investment, and industrial and supply chain cooperation between the two countries has continued to deepen. The entry into force of both the Regional Comprehensive Economic Partnership and the China-Cambodia Free Trade Agreement has further strengthened the foundation for bilateral trade and investment.

    Thanks to such free trade agreements, premium agricultural products from Cambodia, including banana, mango and longan, are finding their way into Chinese households.

    “China is a trustworthy partner for Cambodia,” said the Cambodian Ministry of Commerce’s Secretary of State and Spokesperson Penn Sovicheat. “Looking forward, our two-way trade volume will continue to rise, undoubtedly.”

    During talks with Hun Manet, Xi urged the two sides to expand mutually beneficial cooperation of higher quality and voiced China’s readiness to share opportunities and seek common development with Cambodia.

    He called on both sides to vigorously promote high-quality Belt and Road cooperation, and continuously enrich the “Diamond Hexagon” cooperation framework, so as to inject new impetus into their respective modernization efforts.

    China encourages more Chinese enterprises to invest in Cambodia, Xi said, adding that it will open its mega-market to Cambodia and import more high-quality agricultural products from the country.

    In his meeting with Hun Sen, the Chinese president said the two sides should deepen practical cooperation across various fields, advance the construction of Cambodia’s Industrial and Technological Corridor and Fish and Rice Corridor, and strengthen collaboration in energy, transportation and other key sectors.

    In view of the headwinds on the international landscape, Xi said unilateralism and hegemonism receive no support of the people, adding that history has shown the unstoppable trend toward a multipolar world, economic globalization, and cultural diversity.

In a letter to Secretary of Health and Human Services Robert F. Kennedy Jr., Congressman Hoyer and his colleagues questioned the extent of the devastation and consequential impacts these mass layoffs will have on the state and country. 

    “This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses.     Dear Secretary Kennedy: 

    We write with shared concerns regarding the plan you announced on March 27, 2025, to begin yet another extensive round of mass terminations of civil servants at the Department of Health and Human Services (Department or HHS), along with an irrational and dangerous reorganization of the staff and operating divisions of the Department. In the weeks since that announcement, thousands of HHS employees have been summarily fired, wreaking havoc and chaos on our public health system. These actions are having a devastating and disproportionate impact on our state of Maryland. We demand a full and comprehensive analysis on what these cuts will mean for access to care, critical services, and lifesaving research in the state. We also demand an in-person meeting with you to discuss these concerns and the impact of the Department’s actions on our constituents. According to the announcement, cuts would include at least 3,500 full-time employees at the Food and Drug Administration (FDA), 2,400 employees at the Centers for Disease Control and Prevention (CDC), 1,200 employees at the National Institutes of Health (NIH), and 300 employees at the Centers for Medicare and Medicaid Services (CMS). 

    According to the Maryland Department of Labor, preliminary data shows at least 2,755 jobs were cut in 11 federal offices located across the state, with an impact rippling across multiple counties.

    This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe. 

    The latest reductions are part of a multipronged attack on our state, as the Department has abruptly terminated billions in critical public health grants, including $200 million to Maryland that would go towards vaccination programs, disease surveillance, and alleviating health disparities. The critical services the Department is responsible for were already threatened from the Administration’s initial haphazard firings of probationary employees by the Department of Government Efficiency (DOGE) and Elon Musk’s Fork in the Road policy, which forced thousands of Department staff to resign or retire early. Now, the Administration is further decimating the teams of civil servants that work to make Americans healthy and safe every day.

    As you well know, the FDA, NIH, CMS, and multiple other HHS agencies are headquartered in Maryland, and these cuts pose a direct threat to our constituents, Maryland’s economy, and all Americans.

    At the FDA, headquartered in White Oak, the Administration has annihilated the Center for Devices and Radiological Health and the Center for Drug Evaluation and Research – which the Maryland medical device and pharmaceutical industries rely on for the safe and timely approval of their products or therapeutics for patients. The Administration has also attacked the FDA’s Center for Tobacco Products – which plays a critical role in prevention and harm reduction for Maryland youth. The FDA communications team that writes alerts about contaminated drugs and warnings to emergency room doctors about emerging threats was also terminated — which will have dire consequences for patient care. Across the FDA, thousands of Maryland based staffers that help to keep our food and health systems safe have been summarily dismissed, by an Administration only purporting to want to “Make America Healthy Again.” 

    At the NIH, based in Bethesda, this Administration has compounded its efforts to undermine the excellence of our crown jewel of scientific and medical research, with yet another round of terminations. This Administration has decimated NIH Institutes by firing leadership and critical staff to the point of non-functionality, including the National Institute of Allergy and Infectious Diseases, the National Institute on Aging, and the National Institute of Neurological Disorders and Stroke. 

    Maryland has already been hard hit by attacks to NIH research. In February, the NIH unveiled a new indirect cost rate guidance that would cap indirect cost rates that Maryland researchers rely on to sustain their groundbreaking, life-saving research, studies, and patient clinical trials. It also arbitrarily froze or terminated research grants in the state and has delayed the review of NIH grant applications. This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives. 

    Attacks to the NIH are only the beginning of cuts to our health research infrastructure. The Agency for Healthcare Research and Quality (AHRQ), based in Rockville, is critical for tracking data on healthcare outcomes and conducting research to improve the safety of patient care has been taken apart by DOGE. The Administration plans to merge AHRQ with another operating division at the Department and gut its budget, all while firing half of its employees. 

    The Substance Abuse and Mental Health Services Administration (SAMHSA), based in Rockville, has already faced hundreds of layoffs. The Department dismissed 10 percent of SAMHSA’s workforce during the first rounds of firings, and the Administration plans to further reduce the agency by up to 50 percent. While Maryland has made significant progress in preventing and reducing opioid overdose-related deaths, Baltimore City still has a death rate nearly double that of any other large city in the country. Now, the Administration is pulling the rug from underneath our state and the dozens of community-based organizations on the ground that rely on SAMHSA for training, resources, and technical assistance that helps with opioid use disorder prevention and treatment services.

    CMS, based in Woodlawn, faced hundreds of cuts to staff, including the elimination of the Office for Minority Health and the Office of Equal Opportunity and Civil Rights, which respectively helps address health disparities across the country and resolves discrimination complaints. Employees at CMS’ Innovation Center (CMMI) were fired and a third of the Medicare-Medicaid Coordination office, which helps serve the over 160,000 Marylanders that are dually enrolled in Medicare and Medicaid were let go. CMS is responsible for overseeing coverage for over 160 million Americans through Medicare, Medicaid, the Children’s Health Insurance Plan (CHIP) and the Affordable Care Act (ACA) Marketplace. This includes 1.6 million Marylanders who rely on Medicaid and CHIP for lifesaving health coverage. Any attack on CMS represents a threat to Marylanders’ and the nation’s access to care.

    At the Health Resources and Services Administration (HRSA), headquartered in Rockville, 500- 600 civil servants were fired, compromising HRSA’s mission to improve care for vulnerable and low-income communities. The Maternal and Child Health Bureau was wiped out by staffing cuts, crippling efforts to combat the maternal mortality crisis. Maryland women’s health disparities, including maternal morbidity, remain higher than national averages, and will only be exacerbated by this action. DOGE has also reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program that provides high quality, accessible primary and preventive medical, behavioral and dental services to all people, regardless of income or insurance status. Maryland’s sixteen Federally Qualified Health Centers deliver comprehensive primary healthcare to more than 360,000 patients across Maryland. That access to care in our state are at risk without civil servants to effectively run the program. 

    The Indian Health Service (IHS), which is also headquartered in Rockville, was not mentioned in initial reporting regarding the HHS reorganization or reduction in force. In fact, longtime civil servants in the Senior Executive Service (SES) have reported that their duty stations have been reassigned to remote IHS locations ranging from Alaska to South Dakota. While these locations suffer from high vacancy rates, the Department is pushing staff that do not have the qualifications or background for available IHS roles into an ultimatum: relocate your family across the country for a job that does not actually exist, or leave the Department. 

    Additionally, the Department fired approximately 500 staffers at the Administration for Children and Families (ACF) in the April 1 wave of terminations, paralyzing the Department’s ability to effectively operate its human services programs. As you know, most program and support staff were eliminated in five regional offices around the country. While ACF’s Region 3 Office – which serves Maryland – remains open for now, staff in Region 3 will likely have to absorb the work and caseload of now shuttered Regions 1, 2,5, 9 and 10. This will put an untenable strain on their ability to support states like Maryland in operating child support, family assistance and child welfare programs, and providers operating Head Start and child care programs.

    This is in addition to the nearly two hundred probationary ACF employees who have been on administrative leave since mid-February, and because of this Administration, are still unable to 3 provide states like Maryland with the technical assistance needed to operate critical programs, increasing the financial burden on already-struggling households. Head Start serves seven thousand children in Maryland. Thousands more families rely on the availability of affordable, quality childcare in the state – availability which is endangered when the civil servants that help providers adapt to workforce challenges or monitor for abuse and neglect in our state’s facilities are shamefully fired or prevented from doing their jobs.

    Also at ACF, the Department terminated the entire Low Income Home Energy Assistance Program (LIHEAP) staff, threatening the timely disbursement of millions of dollars to states like Maryland, to help thousands of our constituents stay safe in the coming summer months. More than 18% of Maryland households are energy burdened; the Maryland Office of Home Energy Programs received a record number of energy assistance applications last year. Likewise, the Department eliminated the Office of Family Assistance – undermining the ability for the nearly 28,000 Maryland families receiving Temporary Assistance for Needy Families (TANF) to receive critical support without interruption.

    Both the dismantling of the Administration for Community Living and the slashing of reportedly half of the staff that work on federal aging and disability programs at the Department will cause real harm to programs in Maryland that support some of our state’s most vulnerable communities – seniors and individuals with disabilities. This includes programs that prevent elder abuse, connect seniors with nutritious meals, and provide supports to caregivers – like the Maryland Caregiver Navigation Grant.

    Perhaps most galling, is that you have admitted that many of these firings at the Department are in error, telling reporters “We’re going to do 80% cuts, but 20% of those are going to have to be reinstated, because we’ll make mistakes.” Further reporting found that HHS has no intention of actually reinstating a significant number of the staffers that have been fired or rectifying the mistakes it has made – calling into question your control of the situation and understanding of the Department’s reorganization. As the Secretary, you are ultimately responsible for answering for both these “mistakes” and any harm that comes from your destruction of our public health workforce and infrastructure. 

    As such, we request an in-person meeting with you no later than May 1, 2025, to discuss these concerns. We also request comprehensive answers to the following questions, including details on the reductions at the Department to date, and your plans for additional workforce reductions and reorganization.

  • MIL-OSI USA: Hoyer, Meeks to Introduce Major Russian Sanctions, Ukraine Assistance Bill

    WASHINGTON, DC – Today, Congressmen Steny H. Hoyer (MD-05), former Majority Leader, and Representative Gregory W. Meeks (NY-05), Ranking Member of the House Foreign Affairs Committee introduced a comprehensive bill to support Ukraine and thwart Russia’s ability to wage its illegal war there. Like the Senate bill introduced earlier this month by Senator Lindsey Graham, this legislative package imposes numerous sanctions and other economic measures against Russia should it fail to cease its war of aggression against Ukraine. But this legislation also includes further vital provisions to sustain security assistance to Ukraine for its defense, generate resources for post-war reconstruction, and override presidential actions to terminate existing sanctions without cause. The bill also imposes new sanctions and export control authorities to place additional pressure on Russia, including to curb tankers carrying Russian oil above the international price cap and to ensure dual-use controls on semiconductors and other technologies that could be used to support Russia’s weapons capabilities.

    Lyle, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, visited Klickitat Falls to observe Yakama Nation members dipnet fishing on the Klickitat River and meet with Tribal leaders and members. Senator Murray spoke with Chairman Gerald Lewis others about the importance of salmon recovery efforts in the Columbia and Snake Rivers, as well as forestry management and other issues. Forest management and wildfire prevention in particular have become a major cause for concern for the Yakama Nation in recent weeks, as the Trump administration’s federal funding cuts and freezes directly affect their ability to manage their lands or respond to fires on adjoining federal lands.

    Senator Murray has also been raising the alarm and demanding answers on the Trump administration’s plans to shutter the Bureau of Indian Affairs (BIA) office in Toppenish, which the Yakama Nation relies on for everything from timber sales to Indian Child Welfare Act cases.

    WASHINGTON, DC – Today, U.S. Representative Ilhan Omar (D-MN)  and U.S. Senator Mazie K. Hirono (D-HI), a senior member of the Senate Judiciary Committee, led 13 of their colleagues in a letter to President Trump condemning his unlawful invocation of the Alien Enemies Actof 1798. The letter follows the Supreme Court’s recent decision to only allow Trump to continue rapid deportations under the statute if individuals are given notice and an opportunity to challenge the deportation. Senator Hirono and Representative Omar also lead the introduction of the Neighbors Not Enemies Act, legislation that would repeal the antiquated Alien Enemies Act. 

    “We write regarding your unlawful invocation of the Alien Enemies Act of 1798, resulting in noncitizens being deported without any due process, not to mention violating the requirement that the statute be invoked only in response to an act of war, predatory incursion, or invasion by a foreign government,” begin the lawmakers. “Our immigration laws can already hold gang members accountable and provide for their deportation. The government should not be able to falsely accuse individuals in the United States, including U.S. citizens, of gang membership and send them to foreign prisons without any judicial review or remedy.”

    In 1798, President John Adams signed the “Alien and Sedition Acts” which was comprised of four bills: The Naturalization Act; the Alien Friends Act; the Sedition Act; and the Alien Enemies Act. Today, the Aliens Enemies Act (AEA) is the only one that remains in effect. The AEA allows the president to target foreign nationals of a specific country to be “apprehended, restrained, secured and removed” without due process during wartime. 

    The Act has only been invoked three times in American history: the War of 1812, World War I, and World War II. In their letter, the lawmakers assert that Tren de Aragua—a Venezuelan gang—does not qualify as an arm of the Venezuelan government.

    “By claiming a foreign ‘invasion’ or ‘incursion,’ you are clearly attempting to suspend due process for noncitizens and speed up your mass deportation campaign,” the lawmakers continued. “Circumventing immigration law, and its requirement of verifiable evidence, will result in people with no gang affiliation being incorrectly targeted and deported.”

    The lawmakers also emphasized that the Trump Administration’s choice of deportation sites will likely subject people to human rights abuses as El Salvador’s prisons are notorious for their inhumane conditions, including denial of medical care, lack of food, and outright torture. 

    “Over 260 people have died in those prisons in the last two and a half years, including some with signs of serious physical abuse,” wrote the lawmakers. “We should not subject individuals to mistreatment and more, much less individuals who have had no due process and have not been found guilty of any crimes.”

    In their letter, the lawmakers also demand that the Trump Administration provide regular updates about the people who have already been deported, as well as information about deportees including their names, nationalities, ages, the number of individuals under the age of 18, and what evidence was used to determine whether an individual was a member of Tren de Aragua. 

    “Invoking the Alien Enemies Act does not make Americans safer,” concluded the lawmakers. “It endangers all of us, by removing due process protections and ignoring the plain text of the statute.” 

    In the Senate, this letter was also signed by Senators Cory Booker (D-NJ), Ed Markey (D-MA), Jeff Merkley (D-OR), Alex Padilla (D-CA), Bernie Sanders (I-VT), Brian Schatz (D-HI), Chris Van Hollen (D-MD), Elizabeth Warren (D-MA), and Peter Welch (D-VT).

    Dear President Trump:

    We write regarding your unlawful invocation of the Alien Enemies Act of 1798, resulting in noncitizens being deported without any due process, not to mention violating the requirement that the statute be invoked only in response to an act of war, predatory incursion, or invasion by a foreign government. Our immigration laws can already hold gang members accountable and provide for their deportation. The government should not be able to falsely accuse individuals in the United States, including U.S. citizens, of gang membership and send them to foreign prisons without any judicial review or remedy. The Supreme Court, when confronted with the manner in which you conducted the removals, unanimously rejected the implementation and its corresponding lack of notice and opportunity to challenge individuals’ removals. Moreover, deporting these individuals to Salvadorian prisons will also subject them to inhumane conditions, further exacerbating the legal issues in invoking the Alien Enemies Act.

    The Alien Enemies Act was passed as part of the infamous Alien and Sedition Acts, and it was used during World War II to detain tens of thousands of innocent Japanese, German, and Italian individuals based on nothing but their ethnicity. This wartime use of the Alien Enemies Act served as a precursor to Executive Order 9066, resulting in the incarceration of 111,000 Japanese Americans. Those who were caught up in that xenophobic panic, as well as organizations like the Japanese American National Museum, have condemned your recent invocation of the act.

    We reiterate that the plain language of the law limits the president’s use of the Alien Enemies Act to two enumerated situations: times of declared war, and times of invasion or “predatory incursion” by a foreign nation or government. The Act has only been invoked three times in American history: the War of 1812, World War I, and World War II. A Venezuelan gang does not qualify as an arm of the Venezuelan government.

    By claiming a foreign “invasion” or “incursion,” you are clearly attempting to suspend due process for noncitizens and speed up your mass deportation campaign. Circumventing immigration law, and its requirement of verifiable evidence, will result in people with no gang affiliation being incorrectly targeted and deported. Multiple individuals who were subjected to the Alien Enemies Act had ongoing cases arguing that they were not members of Tren de Aragua. An attorney for one individual says that her client was mislabeled as a member of the gang due to a tattoo supporting the Spanish soccer team Real Madrid and for flashing the popular hand symbol for “rock and roll.” Another individual is a tattoo artist. A third individual was a make-up artist who was seeking asylum due to his sexual orientation.

    Aside from these foregoing concerns, your choice of deportation sites will likely subject people to human rights abuses. El Salvador’s prisons are notorious for their inhumane conditions, including denial of medical care, lack of food, and outright torture. Over 260 people have died in those prisons in the last two and a half years, including some with signs of serious physical abuse. An Amnesty International UK report accused the Salvadorian authorities of a “systematic policy of torture towards all those detained.” The specific prison that will house the deported individuals, the Center for Terrorism Confinement (CECOT), has been described as a place “to dispose of people without formally applying the death penalty.” According to a Times reporter who watched the individuals be transferred to CECOT, the “intake began with slaps.” When detainees fell due to how quickly they were being moved, they were kicked, slapped, and shoved. One person asked for his mom and cried. He was slapped again. We should not subject individuals to mistreatment and more, much less individuals who have had no due process and have not been found guilty of any crimes.

    At this point, we request that you provide us with information and regular updates on the following:

    1. The names, nationalities, and ages of the people sent to El Salvador to be imprisoned in CECOT, including the number of individuals under the age of 18;
    2. What evidence was used to determine that each individual was a member of Tren de Aragua;
    3. The overall estimated costs and sources of funding associated with detaining and deporting these individuals; and
    4. The procedures for individuals to challenge your administration’s determination that they are a member of Tren de Aragua, either here in the United States or in El Salvador, including how much time you provide to individuals to mount a legal challenge.

    In closing, invoking the Alien Enemies Act does not make Americans safer. It endangers all of us, by removing due process protections and ignoring the plain text of the statute. We urge you to abandon this decision.

    BEIJING, April 18 — Chinese President Xi Jinping’s just-concluded Southeast Asia tour focused on good-neighborly relations and promoted mutually beneficial cooperation, and achieved a complete success, Chinese Foreign Minister Wang Yi said on Friday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said during a press briefing that Xi’s trip to Vietnam, Malaysia and Cambodia from Monday to Friday was the first overseas tour of the Chinese head of state this year.

    The tour sent a strong signal that China firmly defends multilateralism and international trade rules, Wang said.

    On Xi’s visit to Vietnam, Wang said that the strategic guidance of the top leaders of the two parties and countries is the biggest advantage of and the most important political guarantee for the development of China-Vietnam relations.

    The leaders of the two parties and countries unanimously confirmed that in accordance with the overarching goals characterized by “six mores,” the two sides will advance the development of their comprehensive strategic cooperation with higher quality and on deeper levels, and accelerate the building of a China-Vietnam community with a shared future that carries strategic significance, he said.

    During Xi’s visit to Vietnam, bilateral railway cooperation has been expanded and upgraded, which particularly demonstrated the determination of the two countries to seek common development, Wang said.

    On Xi’s visit to Malaysia, Wang said its most significant outcome was that the leaders of the two countries elevated China-Malaysia relations to a new height and announced the building of a high-level strategic China-Malaysia community with a shared future.

    This marks another leap in the positioning of the bilateral relationship after China and Malaysia announced the joint building of a China-Malaysia community with a shared future in 2023, Wang noted.

    A highlight of this visit is that the two sides agreed to become a pacesetter for regional cooperation on new quality productive forces, focusing on cutting-edge fields such as digital economy, green economy and artificial intelligence, he added.

    Speaking of Xi’s visit to Cambodia, Wang noted that the highlight was the joint announcement by Xi and Cambodian Prime Minister Hun Manet on elevating the China-Cambodia relationship to an all-weather China-Cambodia community with a shared future in the new era, which marks the first time that China has elevated its bilateral relationship with a Southeast Asian country to an all-weather level.

    Wang said that during Xi’s Southeast Asia tour, the Chinese president pointed out that economic globalization benefits all countries and no country can retreat into isolation.

    Trade wars will undermine the international trading system, the stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries, Xi noted.

    As key members of the Global South, China and neighboring countries should strengthen coordination and cooperation, stand together to combat the undercurrent of camp-based confrontation, jointly oppose unilateralism and counter the law of the jungle where the strong prey on the weak with the Asian values of peace, cooperation, openness and inclusiveness, so as to safeguard the bright prospects of our Asian family, Xi said.

    Xi underscored that despite the headwind of mounting protectionism, China will pursue high-quality development, expand high-standard opening up and share development opportunities with neighboring countries.

  • MIL-OSI USA: Rep. Peters Introduces Bill to Bolster Ship Repair Industry, Jobs, and Navy Sailors’ Wellbeing in San Diego

    Today, Representatives Scott Peters (D-CA-50) and Jen Kiggans (R-VA-02) introduced the Smart Ship Repair Act (SSRA) of 2025, a follow-up to Rep. Peters’ SSRA of 2023 and SSRA of 2024, which have both become law. This iteration of the SSRA would increase the amount of time a ship is allowed to stay in its homeport for repairs before the Navy can move a ship and its crew to other locations for maintenance work. 

    The SSRA of 2025 would require the Navy to change its current practice of soliciting ship repair contracts on a coast-wide basis for work periods longer than 12 months to only those that are projected to last more than 18 months. Currently, ships homeported in San Diego that need more than 12 months of maintenance could be moved to other facilities along the West Coast if the Navy receives a more cost -effective bid from other companies to perform the work.  This makes it difficult for San Diego’s ship repair industry to recruit and maintain its workforce and invest in its facilities. It also forces sailors to possibly spend their time ashore away from their families after long deployments at sea. 

    “San Diego is home to a vibrant ship repair industry that employs nearly 8,000 workers and supports the Navy’s force posture in the Asia-Pacific,” said Rep. Peters. “This bill will help protect those jobs and support a high quality of life for sailors and their families while also ensuring the Navy can meet its ship repair needs as it prepares for the threats of the future.” 

    “From 2014 to 2024, the Navy’s surface fleet in Hampton Roads decreased from 48 to 28 vessels, creating challenges for our ship repair industry and causing a 30% workforce reduction,” said Rep.     RESTORING ACCOUNTABILITY TO THE FEDERAL WORKFORCE: Today, President Donald J. Trump’s Office of Personnel Management (OPM) took action to implement President Trump’s Executive Action titled “Restoring Accountability to Policy-Influencing Positions Within the Federal Workforce.”

    • OPM proposed a rule to amend the civil service regulations to include Schedule Policy/Career for career employees with important policy-determining, policy-making, policy-advocating, or confidential duties.
      • These employees will serve as at-will employees, without access to cumbersome adverse action procedures or appeals, overturning Biden Administration regulations that protected poor performing employees.
      • Line federal employees who implement those policies, like Border Patrol agents or wage and hour inspectors, will generally be excluded.
    • This rule empowers federal agencies to swiftly remove employees in policy-influencing roles for poor performance, misconduct, corruption, or subversion of Presidential directives, without lengthy procedural hurdles.
    • Schedule Policy/Career positions remain career positions, filled through existing nonpartisan, merit-based hiring processes.
      • These employees will keep their competitive status and are not required to personally or politically support the President, but must faithfully implement the law and the administration’s policies.
    • OPM estimates 50,000 positions will ultimately be moved into Schedule Policy/Career, approximately 2% of the Federal workforce.
      • The proposed rule does not directly move positions into Schedule Policy/Career. That will be done by a subsequent executive order after a final rule issues.

     
    FIXING A BROKEN SYSTEM: The proposed rule tackles systemic issues in federal workforce accountability, addressing unaccountable, policy-determining federal employees who put their own interests ahead of the American people’s.

    • Federal employees report their agencies do not hold employees accountable:
      • The Merit Principles Survey shows less than a quarter of federal employees believe their agencies address poor performers effectively.
      • When asked what typically happens to poor performers in their work unit, federal employees’ most common response is they “remain in the work unit and continue to underperform.”
    • This happens because the process for removing federal employees is lengthy and difficult:
      • The Government Accountability Office reports it takes 6 months to a year to remove poor performers, even before appeals.
      • Only two-fifths of federal managers are confident they could remove employees who committed serious misconduct.
      • Just one-quarter believe they could remove an employee for poor performance in a critical element of their job.
    • Unaccountability allows corruption to fester in agencies:
      • For example, a recent audit of the Federal Deposit Insurance Corporation (FDIC) found widespread misconduct by senior leaders, such as male supervisors pressuring female subordinates for sexual favors in exchange for career assistance.
      • The FDIC almost never seriously disciplined employees for such corrupt behavior. Not a single complaint to the agency’s Anti-Harassment program resulted in a removal, or even a demotion.
      • The auditors found the FDIC tolerated misconduct because the removal process was too difficult to use. 
    • Some bureaucrats also use the protections the system gives them to oppose presidential policies and impose their own preferences:
      • Recent polling asked senior federal employees in Washington, D.C., what they would do if the President gave them a lawful order they considered bad policy. A plurality said they would ignore the order and do what they thought best.
      • During the first Trump administration career attorneys in the Department of Justice’s Civil Rights Division would not assist in litigation charging Yale University with racially discriminating against Asian and Caucasian  applicants.
      • In the President’s first term, career employees in the Department of Education would not constructively assist in drafting major rules like the Title IX rules.
      • An Equal Employment Opportunity Commission administrative judge (AJ) recently sent an agency-wide email stating that the agency’s Acting Chair (who was appointed by President Trump) was “not fit to be our chair much less hold a license to practice law” and that the AJ would not implement President Trump’s Executive Orders.
    • Unaccountable bureaucracy undermines democracy. For the government to be accountable to the American people, elected officials must be able to hold policy-determining and policy-making career employees accountable for their performance and conduct.

    The Lower Elwha Kallam Tribe Project Lands Restoration Act is one of the last steps of the Elwha and Glines Canyon Dam removal project & will help restore fisheries
    WASHINGTON, D.C. – U.S. Senators Maria Cantwell (D-WA), Patty Murray (D-WA) and Representative Emily Randall (D, WA-06) introduced a pair of bills to transfer land back to the Lower Elwha Klallam Tribe and Quinault Indian Nation to be held in trust. Land is taken into trust when land is transferred to the Bureau of Indian Affairs (BIA) to be held in trust for the benefit of the tribe.
    “The Lower Elwha Klallam Tribe led a historic regional effort to restore salmon runs by removing obsolete dams along Elwha River,” said Sen. Cantwell. “Now, it’s time to return over 1,000 acres of land that was taken to build the dams and allow the Lower Elwha Klallam people to reclaim ancestral lands.” 
    “For generations, the Lower Elwha Klallam Tribe have acted as stewards of the lands along the Elwha River—transferring this land back to Tribal ownership is not only the right thing to do, but it will support important Tribal-led habitat restoration and salmon recovery efforts, improving these precious ecosystems for everyone,” said Senator Murray. “As the Trump administration shutters Bureau of Indian Affairs and Indian Health Service facilities, fires the people responsible for ensuring our nation is living up to its trust obligations to Tribes, and terminates federal funding that is owed to our Tribes, I will keep fighting back with everything I have and working to ensure that Tribes in the Pacific Northwest have the support they need to not just survive, but to thrive.”
    “Since time immemorial the Lower Elwha Klallam and the Quinault Indian Nation have stewarded these lands and waters for today’s inhabitants, and for the benefit of the next seven generations,” said Rep. Randall. “These bills — transferring land into trust and restoring the original reservation lands — are part of our federal government’s promise, our constitutional responsibility, and our treaty obligation to protect Tribal Lands and the people who call them home.”
    Lower Elwha Klallam Tribe Project Lands Restoration Act:
    This bill would transfer three parcels of land totaling 1,082 acres to the BIA to be held in trust for the Lower Elwha Klallam Tribe.
    The land is just outside the boundaries of the Olympic National Park and includes 1,061 acres originally acquired by the National Park Service to demolish two dams along the Elwha River.
    The two remaining parcels were acquired by the U.S. Department of the Interior to construct a pipeline to transfer surface water to the Tribe’s new fish hatchery – the House of Salmon.
    The land transfer would boost habitat restoration efforts led by the Lower Elwha Tribe and federal agencies, aiding in the recovery of all five species of Pacific salmon and other native fish, including Chinook, coho, chum, pink and sockeye salmon, along with steelhead and bull trout.
    This bill is an important action in the decades long effort to restore the Elwha River.
    “The Tribe is excited by the introduction of this bill by Senators Maria Cantwell and Patty Murray and Congresswoman Emily Randall,” said Chairwoman Frances Charles, Lower Elwha Klallam Tribe. “This bill is an important final action to the dam removal project and the restoration of the Elwha River ecosystem and salmon fisheries. The transfer of these lands along the Elwha River to the Tribe will safeguard the federal investment in the restoration of the river and fisheries through tribal management of the resources. The bill will also protect the Tribe’s sacred cultural homelands by restoring them to the stewardship of the Tribe.”
    The proposal for the land to be taken into trust is supported by WSDOT, the Makah Tribe, and the City of Port Angeles.
    “Returning 72 acres of the Quinault Indian Nation’s original reservation will restore the Tribe’s ancestral lands and help preserve one of the area’s last remnants of old growth forest as a living museum for future generations,” said Sen. Cantwell.
    “The Quinault Indian Nation Land Transfer Act will right a historic wrong by transferring 72 acres of land from the Forest Service to be held in trust for the Quinault Nation, more than 100 years after the forced breakup and sale of their lands irrevocably changed their way of life,” said Senator Murray. “I’m proud to be part of this important effort to fulfill our nation’s promise to the people of the Quinault Indian Nation—and I’ll keep doing everything I can to fight back against Trump and Elon’s disastrous cuts across the federal government that are hurting Tribes and undermining our nation’s ability to live up to our trust and treaty obligations.”
    Quinault Indian Nation Land Transfer Act:
    This bill would transfer 72 acres from the Forest Service to the Bureau of Indian Affairs to be held in trust for the Quinault Indian Nation.
    The 72 acres, known as Allotment 1157, was originally part of the Quinault reservation that was established by the Treaty of Olympia of 1856.
    After the passage of the Dawes Act of 1887, the Quinault Indian Reservation was separated into individual allotments and in 1928, Allotment 1157 was given to away through a Trust Deed signed by President Calvin Coolidge.
    The Allotment was eventually sold to a timber company and was purchased by the U.S. Forest Service in 1996 for conservation.
    Allotment 1157 is one of the last remnants of old growth forest, particularly old growth cedar, that were a significant part of the Quinault’s reservation.
    The Quinault Nation plans to utilize this land as a living museum for educational purposes, where students and college interns will learn how to preserve other historical places. Trees and downed wood on this land will be utilized for cultural purposes as has been done in the past. 
    The proposal for the land to be taken into trust is supported by Jefferson and Grays Harbor County, the Hoh Tribe, and the Quileute Tribe. A document containing written letters of support is available HERE.
    With the passage of the Dawes Act in 1867, the Quinault Reservation was broken up into 80-acre allotments, many given to individual Tribal Members. As private interests quickly moved in to buy up the allotments, including allotment 1157, reservation land was lost to the Tribe.
    “The forced breakup of our reservation erased one of the foundations of our way of life, our view that the land and waters of our homeland were for communal use by all. The Quinault Indian Nation Land Transfer Act will help right a historic wrong,” said Quinault Indian Nation President Guy Capoeman. “This legislation helps fulfill the promise the United States government made to the Quinault Nation that the lands set aside for the Quinault Indian Reservation will always belong to the Quinault Nation. We thank Senators Maria Cantwell and Patty Murray and Congresswoman Emily Randall for introducing this important legislation and for her leadership in Congress.”

    Termination of Naturalization Grants Leaves Legal Residents Without Support to Become U.S. Citizens

    WASHINGTON, D.C. – Representative Jimmy Gomez (CA-34) is leading 54 House Democrats in demanding the Trump administration reinstate the Citizenship and Assimilation (C&A) Grant Program after it was fully terminated last month—just weeks after a surprise funding freeze. This move abruptly cut off support for local organizations helping lawful permanent residents become U.S. citizens, despite the fact that these grants were fully funded by Congress and legally awarded.     “We write to express our outrage regarding the Department of Homeland Security’s (DHS) decision to terminate all work under the Citizenship and Assimilation (C&A) Grant Program,” wrote Rep. Gomez and the lawmakers. “We demand immediate action to restore funding for the C&A Program and a prompt response to our questions regarding the rationale and legal basis for its termination.”

    “This action marks a significant escalation since an abrupt funding freeze was announced just weeks ago on February 4, 2025,” continued the lawmakers. “The sudden and unilateral decision to terminate legally awarded grants funded by Congressional appropriation, without prior notice to Congress or affected grantees, raises serious concerns about due process, legal authority, and the Department’s commitment to advancing naturalization services for aspiring citizens.”

    The lawmakers’ new letter follows an effort led by Rep. Gomez on March 7 demanding answers after the program was frozen without warning. DHS has still not responded. Then on March 27, grantees were notified the program was being shut down — some immediately, others with just 30 days’ notice. Since 2009, the C&A Grant Program, previously known as the Citizenship and Integration Grant Program, has funded organizations that assist immigrants with citizenship applications, English language instruction, and civics education. The lawmakers warn its sudden termination will disrupt services and harm immigrant communities.

    The Department of Biotechnology (DBT), Government of India, along with BIRAC conducted the 12th Webinar in its Biofoundry and Biomanufacturing Initiative series on 17th April, 2025. The session focused on “Cell and Gene Therapy”, a critical domain under the Precision Biotherapeutics thematic area of BioE3 (Biotechnology for Economy, Environment & Employment) Policy for fostering high-performance biomanufacturing. Approved by the Union Cabinet in August 2024, the BioE3 Policy aims to position India as a global leader in bio-based innovations. The rapidly evolving field of “Cell and Gene Therapy” with transformative potential for treatment of a range of complex and previously untreatable diseases is a priority segment under the Precision Biotherapeutics vertical of the BioE3 Policy. The Webinar provided a platform for academia, industry leaders, start-ups, and researchers to discuss advancements, as well as, opportunities in Cell and Gene Therapy.

    Dr. Alka Sharma, Senior Adviser/Sc ‘H’, DBT, highlighted the BioE3 Policy’s vision to foster high-performance biomanufacturing by supporting sustainable green growth. She summarized that BioE3 Policy has been approved by the Hon’ble Prime Minister for fostering high-performance biomanufacturing. She said today’s Webinar will deliberate upon current landscape, emerging opportunities, challenges, and the strategic interventions which are essential for strengthening this sector in the country.

    Dr. Kamakshi Chaithri, Scientist ‘D’, DBT, provided an overview of the thematic sector. She highlighted the need for prioritizing this sector at a critical time, emphasizing the importance of these therapies in offering a potential curative outcome for several life threatening diseases including cancers and rare diseases. She touched upon how the sector is positioned globally and nationally, and stressed on the need for a focused and holistic approach for addressing the challenges in the cell and gene therapy product development chain. She further highlighted the steps taken by DBT under the BioE3 Policy, to foster innovation and facilitate a conducive ecosystem for development of indigenous cell and gene therapies.

     Dr. Debojyoti Chakraborty, Principal Scientist at CSIR-Institute of Genomics and Integrative Biology, New Delhi discussed the gene editing technologies under development for various diseases such as sickle cell disease, ocular diseases etc. He highlighted the need to address the manufacturing and regulatory hurdles in the pathway from discovery to commercialization of these therapies and the issues to be considered in bringing about development of affordable and accessible therapies. 

    Dr. Anil Kamat, Head, Clinical Development, Immuneel Therapeutics, touched upon the local and global landscape of cell and gene therapies and elaborated on the commercial approval of the BIRAC supported CAR-T Cell therapy by Immuneel Therapeutics. He discussed various challenges in scale up and manufacturing of cell & gene therapies. He further suggested way forward for improved access, availability and affordability of these therapies.

    The session concluded with a vibrant Q&A segment moderated by DBT and BIRAC officials. Participants actively engaged with the experts, discussing challenges and opportunities in biomanufacturing for cell and gene therapy and addressing the regulatory requirements.

    Hong Kong Customs fully supports National Security Education Day  
    The Open Day featured meaningful activities, including an exhibition on national security education to enhance public understanding of national security and introduce Customs’ work in safeguarding this key area. Visitors enjoyed the performances by the Customs Detector Dog Team and the Dragon and Lion Dance Team as well as the display of firearms and weapons. Game booths and an inflatable jumping castle for children were also set up. The games were designed to introduce the department’s responsibility of performing its gatekeeping role in an interactive manner. In particular, the virtual reality games enabled the participants to experience Customs work in a simulated environment, while a number of fitness tests including an isometric strength test and standing long jump arranged at the recruitment booth to strengthen the participants’ understanding of Customs fitness requirements.
     
    The Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, also attended the event and took part in an eye-dotting ceremony to kick off a dragon-lion dance performance with the Commissioner of Customs and Excise, Mr Chan Tsz-tat.
     
    The public’s response to the open day was overwhelming, demonstrating that the event helped enhance their understanding of the significance of Customs in safeguarding national security.

  • MIL-OSI Asia-Pac: Government takes steps to ensure affordable Domestic Natural Gas to CNG (Transport) and PNG (Domestic) Segments under CGD Sector

    The Government has introduced key policy measures aimed at strengthening the allocation framework for domestic natural gas, in alignment with its vision of promoting cleaner energy access, enhancing urban air quality, and bolstering domestic energy security.

    With a focus on ensuring the sustained availability and affordability of natural gas for key public-facing segments—Compressed Natural Gas (CNG) used in transport and Piped Natural Gas (PNG) used in domestic households for cooking—the Ministry of Petroleum and Natural Gas (MoPNG) has introduced the following important enhancements to the Domestic Gas Allocation Policy:

    1. Advance Quarterly Allocation:

    • From Q1 FY 2025-26, domestic natural gas allocations for CNG (T) and PNG (D) segments will be done on a two-quarter advance basis.
    • Allocation will also now include New Well Gas (NWG) from nomination fields of ONGC and OIL.
    • Estimations by GAIL and ONGC will help ensure supply visibility to CGD entities in advance, enhancing planning and delivery efficiency.

    2. NWG Allocation on Pro-Rata Basis:

    • Auction-based allocation for NWG has been replaced with a quarterly pro-rata allocation to ensure timely and reliable supply.
    • GAIL will allocate NWG to CGD entities in proportion to their requirements, in accordance with prevailing MoPNG guidelines.

    3. Allocation Ratios maintained:

    • Despite increasing demand in the CGD sector, allocation ratios of domestic gas have broadly been maintained:
      • Q3 2024–25: 54.68% of projected demand allocated
      • Q1 2025–26: 55.68% allocation
      • Q2 2025–26 (Projected): 54.74% allocation
    • Broad trajectory in domestic gas allocation reflects the Government’s commitment to prioritize public-facing segments like transport and domestic cooking.

    4. Pricing Linked to Indian Crude Basket:

    • As both APM gas and New Well Gas prices are linked to Indian Crude Basket prices, calculated monthly, with the recent decline in crude prices, this allocation of domestic gas would make natural gas more affordable for CNG (T) and PNG (D) consumers.

    These strategic measures by the Government will lead to enhanced ability of CGD entities to forecast demand and manage supply efficiently, improved supply predictability and better affordability for CGD companies due to crude-linked pricing. These measures will ensure a stable, affordable, and transparent domestic gas supply system for the critical transport and domestic segments under the CGD network, benefitting millions of urban and semi-urban consumers across India.

    ​The Hong Kong Special Administrative Region (HKSAR) Government strongly opposes and expresses grave dissatisfaction towards the United States (US) authorities’ imposition of port fees on vessels owned, operated, or built by Chinese companies and other relevant measures.  

    A spokesperson for the HKSAR Government said, “Under the unique institutional strengths of ‘one country, two systems’, Hong Kong, as a globally renowned international maritime centre, has long been providing a free and open, level-playing and efficient, as well as a well-regulated business environment for shipping enterprises worldwide to operate. The US measures are blatantly discriminatory, deliberately dividing the international maritime community and undermining the spirit of solidarity and co-operation built over the years. Such actions fall short of the basic standards of international conduct.”

    The HKSAR Government condemns such bullying acts. Hong Kong will continue to uphold the spirit of openness and co-operation, working with global maritime partners to safeguard free trade principles and promote the healthy development of the international shipping industry. The spokesperson emphasised that only by adhering to fairness and justice, mutual benefit, and win-win co-operation can the common interests of the global maritime community be truly protected.

    Union Minister for Electronics and Information Technology, Railways, and Information & Broadcasting, Shri Ashwini Vaishnaw, today highlighted the significant strides India has made in electronics manufacturing in the last 10  years under the leadership of Prime Minister Shri Narendra Modi. Speaking at VVDN industry facility in Manesar, Haryana, the Minister highlighted that the New Electronics Component Manufacturing Scheme, recently cleared by Cabinet, further strengthens India’s position in global electronics supply chains. The Minister also said that the scheme guidelines will be issued soon.

    In a landmark development for India’s electronics manufacturing landscape, Union Minister Shri Ashwini Vaishnaw also inaugurated an VVDN Technologies’ state-of-the-art Surface Mount Technology (SMT) Line and Mechanical Innovation Park at the company’s Global Innovation Park in Manesar, Haryana.

    Union Minister Ashwini Vaishnaw said that electronics manufacturing in India has grown fivefold in the last six years, with the total value crossing ₹11 lakh crore. Exports have seen a sixfold increase over the last decade and now exceed ₹3.25 lakh crore. Terming this as one of the biggest success stories of the ‘Make in India’ initiative, Shri Vaishnaw said that the sector now employs over 25 lakh people and is poised for exponential growth in the coming years.

    During his visit to the facility, Shri Vaishnaw noted the growing strength of India’s design ecosystem, pointing out that the location hosts a team of over 5,000 engineers working on complex, AI-embedded systems. “India now has the talent not only to manufacture but also to design sophisticated electronic products,” the Minister said, adding that this gives the country a significant edge over others lacking in design capability. Union Minister also interacted with the engineers and workers of the facility and urged them to continue to work towards boosting the electronics manufacturing ecosystem in India.

    He also emphasized the importance of indigenously produced tools, stating that India is now designing and manufacturing design tools domestically—an important leap in achieving technological self-reliance. Citing the recent deployment of 6,000 AI servers by VVDN, Shri Vaishnaw termed it a milestone that showcases India’s hardware capability.

    The Minister reiterated India’s commitment to building a trusted electronics manufacturing base, anchored in the protection of intellectual property rights, design-led innovation, and diverse rare earth supply chains. He also shared details of a three-tier skilling strategy, which includes basic training, on-site product-specific training, and industry-aligned university courses—especially relevant for high capital-expenditure skills in the sector.

    New Electronics Component Manufacturing Scheme

    Shri Vaishnaw also made a key announcement about the recent Cabinet approval of the Electronics Component Manufacturing Scheme said that while active components are covered under the National Semiconductor Mission, passive components will be supported through this scheme. Together, they will complete the bouquet of electronics component manufacturing—making India truly self-reliant, he said.

    Union Minister added that the scheme is expected to significantly boost domestic production, create jobs, and reduce import dependency. He expressed confidence that India’s integrated approach to design, manufacturing, skilling, and trusted innovation will propel the nation to a leadership position in the global electronics landscape.

    About the Facilities

    The newly inaugurated SMT Line is VVDN’s largest to date and supports PCB sizes up to 850mm x 560mm with an industry-leading speed of 250,000 components per hour. It will enable the mass production of high-tech products such as AI servers, networking devices, and motherboards.

    Meanwhile, the Mechanical Innovation Park, spanning 1,50,000 sq. ft., will house facilities for tool-making, CNC, EDM, injection molding, and more creating a fully integrated design-to-production ecosystem.These facilities are expected to generate over 3,000 new skilled jobs, furthering the government’s vision for employment generation and high-tech skilling.

    VVDN is an Indian company focused on design-led manufacturing with full backward integration. With 11 R&D centres and a team of over 5,000 engineers, VVDN is a leader in developing next-generation solutions such as AI servers, EV products, cameras, Wi-Fi 7 access points, and more. During the event, the  Minister also visited VVDN’s cutting-edge R&D Labs including the Server R&D Lab, 5G R&D Lab and Video Image Tuning Lab, along with the server and camera production lines.

    The inauguration event serves as a testament to the synergy between progressive government policy and dynamic private sector initiatives. Under Prime Minister Shri Narendra Modi’s leadership, India has created an enabling environment marked by improved ease of doing business, reliable power supply world-class infrastructure, and strong institutional support.

     At the 15th meeting of BRICS Agriculture Ministers, India reaffirmed its commitment to inclusive, equitable, and sustainable agriculture. Union Agriculture Minister Shri Shivraj Singh Chouhan emphasized the need to place the welfare of small and marginal farmers at the centre of global agricultural strategies and clarified that agriculture, for India, is not merely an economic activity, but a source of livelihood, food, and dignity for millions of families. He underscored that global food security and rural development goals would remain incomplete unless small farmers are protected and empowered.

    Union Minister Shri Shivraj Singh Chouhan highlighted that the world’s 510 million smallholder farmers are the backbone of the global food system and are also the most vulnerable in the face of climate change, price volatility, and resource scarcity. Shri Chouhan stated that we cannot leave smallholders to fight these challenges alone; they need our policy support. He presented cluster-based farming, Farmer Producer Organizations (FPOs), cooperative models, and natural farming as effective approaches for the collective empowerment of small farmers and improving their market access.

    The meeting underlined the need to make agricultural trade fair, control global price volatility, and ensure remunerative prices for small farmers. He reiterated the importance of public food stockholding systems, minimum support prices (MSP), and value chains that connect smallholders directly to consumers. Shri Chouhan cited India’s food storage and distribution capacity during the COVID-19 crisis as a case in point, through which free rations were distributed to over 800 million people.

    Shri Shivraj Singh Chouhan shared its technological initiatives – Digital Agriculture Mission, AgriStack, drone technology, and Climate-Resilient Villages – and explained how these innovations have significantly improved service delivery, transparency and farmer incomes. Union  Minister also mentioned initiatives like Lakhpati Didi and Drone Didi as examples of India’s commitment to the social and economic empowerment of rural women, stating, “For India, empowering women socially, economically, and politically is a mission.”

    During the meeting, He called for deeper collaboration to combat climate change by sharing its key programs – National Mission for Sustainable Agriculture (NMSA), National Innovations on Climate Resilient Agriculture (NICRA), Waste to Wealth, Circular Economy, bio-fertilizers, and traditional farming practices. In this context, the BRICS Agriculture Ministers launched the “BRICS Land Restoration Partnership” to address land degradation, desertification, and soil fertility loss. He supported this initiative, highlighting that it would benefit small farmers, tribal communities, and local cultivators through the convergence of traditional knowledge and scientific innovation.

    In the Joint Declaration, BRICS nations collectively reiterated their resolve to make the global agri-food system fair, inclusive, innovative, and sustainable. The declaration emphasized commitments to food security, climate adaptation, empowerment of women and youth, sustainable fisheries and livestock development, soil and land restoration, digital agriculture certification, and promotion of financial and trade mechanisms for the agricultural economies of the Global South. The formal announcement of the BRICS Land Restoration Partnership further reinforced the group’s collective commitment to halting land degradation and desertification.

    Union Minister Shri Shivraj Singh Chouhan also invited BRICS nations to participate in World Food India 2025 and the World Audio-Visual Entertainment Summit 2025, positioning these platforms as avenues for innovation, partnership, and global collaboration. Concluding his address with India’s ancient Vedic values, the Shri Chouhan offered a universal benediction; May all be happy, may all be healthy, may there be welfare and well-being for all. This vision reflects not only India’s national priorities but also its leadership role on the international stage.

  • MIL-OSI Asia-Pac: Government is not considering levying Goods and Services Tax (GST) on UPI transactions over ₹2,000

    The claims that the Government is considering levying Goods and Services Tax (GST) on UPI transactions over ₹2,000 are completely false, misleading, and without any basis. Currently, there is no such proposal before the Government.

    GST is levied on charges, such as the Merchant Discount Rate (MDR), relating to payments made using certain instruments.

    Effective January 2020, the Central Board of Direct Taxes (CBDT) has removed the MDR on Person-to-Merchant (P2M) UPI transactions through the Gazette Notification dated 30thDecember 2019.

    Since currently no MDR is charged on UPI transactions, there is consequently no GST applicable to these transactions.

    The Government remains committed to promoting digital payments via UPI.

    To support and sustain the growth of UPI, an Incentive Scheme has been operational from FY 2021-22. This scheme specifically targets low-value UPI (P2M) transactions, benefiting small merchants by alleviating transaction costs and promoting wider participation and innovation in digital payments.

    The total incentive payouts under this scheme over the years reflect the Government’s sustained commitment to promoting UPI-based digital payments. Allocation under the scheme over the years has been:

                •           FY2021-22: ₹1,389 crore

                •           FY2022-23: ₹2,210 crore

                •           FY2023-24: ₹3,631 crore

     

    These measures have significantly contributed to India’s robust digital payments ecosystem.

    According to the ACI Worldwide Report 2024, India accounted for 49% of global real-time transactions in 2023, reaffirming its position as a global leader in digital payments innovation.

    UPI transaction values have seen an exponential increase, growing from ₹21.3 lakh crore in FY 2019-20 to ₹260.56 lakh crore by March 2025. Specifically, P2M transactions have reached ₹59.3 lakh crore, reflecting growing merchant adoption and consumer confidence in digital payment methods.

    The Department of Empowerment of Persons with Disabilities (DEPwD), Union Ministry of Social Justice and Empowerment, organised various awareness programmes on the World Haemophilia Day, through its National Institutes and Composite Regional Centres (CRCs) across the country.

    The day is observed annually on April 17 as a global healthcare initiative to create awareness on bleeding disorders. It aims to promote better control and prevention of haemophilia, through collaboration with local policymakers, as well as to ensure improved treatment and care for those affected.

    The theme for World Haemophilia Day 2025 was, ‘Access for All: Women and Girls Bleed Too’. It highlights the need for better diagnosis and treatment for women and girls with bleeding disorders and aims to ensure equal access to care for the female population.

    On 17th April 2025, the Swami Vivekananda National Institute of Rehabilitation Training and Research (SVNIRTAR), Cuttack, organized a special programme to raise awareness among healthcare professionals, students, and the general public on this crucial health issue. Experts discussed haemophilia-related information, prevention, and diagnosis.

     

     

    The National Institute for Locomotor Disabilities (NILD), Kolkata, organized an awareness programme and webinar. The institute’s Rehabilitation Nursing Department conducted a health talk on the symptoms and prevention of haemophilia. Professionals in the field highlighted the importance of this day. Approximately 130 Divyangjan/patients and their caregivers participated in the event.

     

     

    The National Institute of Mental Health Rehabilitation (NIMHR), located in Sehore, Madhya Pradesh, celebrated the day with a series of impactful educational, cultural, and community-based events aimed at increasing awareness about the disorder.

     

    The Composite Regional Centre (CRC), Nellore, conducted awareness sessions for nursing college students about bleeding disorders and also organized a blood donation camp in collaboration with the Indian Red Cross Society. Around 150 participants, including CRC staff, D.Ed trainees, and parents of Divyangjan, took part in the event.

     

     

    CRC Tripura conducted an awareness programme where institute officials and experts shared detailed information about haemophilia. CRC Rajnandgaon organized a blood donation camp, while the regional center of NIEPID, Navi Mumbai, hosted a webinar on the topic ‘Haemophilia: Care and Rehabilitation’.

     

     

    CRC Davangere, CRC Jaipur, and several other National Institutes and CRCs under the DEPwD also conducted a series of awareness programmes to mark the occasion.

    ANRF Supports 18 Hub Institutions and 106 Partnering Spokes Under PAIR Program Strengthening India’s Research Ecosystem Through Strategic Mentorship and Collaboration

    Anusandhan National Research Foundation (ANRF) has announced the selection of PAIR Networks—comprising 18 Hub institutions and 106 partnering Spokes—under its flagship initiative, the Partnerships for Accelerated Innovation and Research (PAIR) Program.

    The network connects universities and colleges with leading research institutions through structured mentorship and collaboration. The PAIR program aims to strengthen India’s higher education and research ecosystem by nurturing innovation, building research capacity and promoting excellence across regions.

    The academic community responded enthusiastically to the call, with 30 proposals received from top academic institutions for Hub selection and 166 institutions as potential Spokes. After rigorous evaluation, 18 institutions have been selected as Hubs to lead collaborative research and capacity-building efforts in partnership with 106 Spokes across the country.

    The selected institutions have been categorized into two strategic modes to foster deeper research engagement and inclusive growth:

    • Category A: 7 Hub institutions with 45 Spokes
    • Category B: 11 Hub institutions with 61 Spokes

    Rooted in the vision of the National Education Policy (NEP) 2020, the PAIR Program is a pivotal step in ANRF’s mission to unlock the untapped research potential of India’s academic landscape. By fostering strategic partnerships and mentorship, the initiative is set to transform institutions into centres of innovation, leadership and global relevance.

  • MIL-OSI Asia-Pac: INS SUNAYNA (IOS SAGAR) ARRIVES IN MOZAMBIQUE UNDER SAGAR MISSION TO STRENGTHEN MARITIME TIES

    INS Sunayna, currently on deployment to Africa as Indian Ocean Ship IOS SAGAR arrived at Nacala Port, Mozambique on 17 Apr 25. The ship had earlier participated in the inaugural session of the India-Africa maritime partnership exercise AIKEYME 25, at Dar-es-Salaam, Tanzania.

    IOS SAGAR is a unique mission based on the Government of India’s regional initiative of maritime collaboration titled SAGAR, which stands for Security and Growth for All in the Region. The mission is aimed at fostering international cooperation between India and several African countries.

    The ship was flagged off on her mission from Karwar on 05 Apr 25 by Hon’ble Raksha Mantri. She had embarked 44 naval personnel from nine friendly foreign nations, including Comoros, Kenya, Mozambique, Seychelles, Sri Lanka, and South Africa, on her departure from India.

    On her arrival at Nacala, the ship was welcomed by Commander Nelson H. Mabjaia, Chief of Commission, with the Mozambique Naval Band in attendance.

    A range of collaborative activities and outreach programs are planned to be held during the port stay, aimed at promoting capacity building, operational synergy, and community engagements with the Mozambique Navy. These include joint training on Visit, Board, Search and Seizure (VBSS) drills as well as firefighting and damage control procedures. The ship will also host a deck reception on board for local officials and dignitaries in a celebration of maritime friendship.

    Community interactions by the ship’s crew will feature a yoga session to promote wellness and health, ship visits for Indian diaspora and local school children, an interschool quiz competition focused on maritime awareness and regional history as well as a guided tour for military cadets of the Nampula Military Academy, to offer firsthand insights into naval operations.

    On completion of her port visit, the ship will embark personnel of Mozambique Navy as Sea Riders for a joint surveillance mission in the Mozambique Exclusive Economic Zone (EEZ), reaffirming the shared commitment to maritime security and countering non-traditional threats.

    The port call marks a significant milestone enhancing maritime cooperation and interoperability between the Indian and Mozambique Navies. It also underscores India’s enduring commitment to strengthening maritime partnerships in the Indian Ocean Region, enhancing mutual trust, and fostering collective regional security in consonance with the vision of the SAGAR initiative.
