  • MIL-Evening Report: Trump’s racist, corrupt agenda – like a bank robbery in broad daylight

    US President Donald Trump and his team is pursuing a white man’s racist agenda that is corrupt at its core. Trump’s advisor Elon Musk, who often seems to be the actual president, is handing his companies multiple contracts as his team takes over or takes down multiple government departments and agencies.

    Trump wants to be the “king” of America and is already floating the idea of a third term, an action that would be an obvious violation of the US Constitution he swore to uphold but is doing his best to violate and destroy.

    Every time we hear the Trump team spouting a “return to America’s golden age,” they are talking about 60-80 years ago, when white people ruled and schools, hospitals, restrooms and entire neighborhoods were segregated and African Americans and other minority groups had little opportunity.

    Every photo of leaders from that time features large numbers of white American men. Trump’s cabinet, in contrast to recent cabinets of Democratic presidents, is mainly white and male.

    This is where the US going. And lest any white women feel they are included in the Trump train, think again. Anything to do with women’s empowerment — including whites — is being scrubbed off the agenda by Trump minions in multiple government departments and agencies.

    “Women” along with things like “climate change,” “diversity,” “equality,” “gender equity,” “justice,” etc are being removed from US government websites, policies and grant funding.

    The white racist campaign against people of colour has seen iconic Americans removed from government websites. For example, a photo and story about Jackie Robinson, a military veteran, was recently removed from the Defense Department website as part of the Trump team’s war on diversity, equity and inclusion.

    Broke whites-only colour barrier
    Robinson was not only a military veteran, he was the first African American to break the whites-only colour barrier in Major League Baseball and went on to be elected to the Baseball Hall of Fame for his stellar performance with the Brooklyn Dodgers.

    How about the removal of reference to the Army’s 442nd infantry regiment from World War II that is the most decorated unit in US military history? The 442nd was a fighting unit comprised of nearly all second-generation American soldiers of Japanese ancestry who more than proved their courage and loyalty to the United States during World War II.

    The Defense Department removing references to these iconic Americans is an outrage. But showing the moronic level of the Trump team, they also deleted a photo of the plane that dropped the atomic bomb on Hiroshima, Japan at the end of World War II because the pilot named it after his mother, “Enola Gay.”

    Despite the significance of the Enola Gay airplane in American military history, that latter word couldn’t get past the Pentagon’s scrubbing team, who were determined to wash away anything that hinted at, well, anything other than white, heterosexual male. And there is plenty more that was wiped off the history record of the Defense Department.

    Meanwhile, Trump, his team and the Republican Party in general while claiming to be focused on eliminating corruption is authorising it on a grand scale.

    Elon Musk’s redirection of contracts to Starlink, SpaceX and other companies he owns is one example among many. What is happening in the American government today is like a bank robbery in broad daylight.

    The Trump team fired a score of inspectors general — the very officials who actively work to prevent fraud and theft in the US government. They are eliminating or effectively neutering every enforcement agency, from EPA (which ensures clean air and other anti-pollution programmes) and consumer protection to the National Labor Relations Board, where the mega companies like Musk’s, Facebook, Google and others have pending complaints from employees seeking a fair review of their work issues.

    Huge cuts to social security
    Trump with the aid of the Republican-controlled Congress is going to make huge cuts to Medicaid and Social Security — which will affect Marshallese living in America as much as Americans — all in order to fund tax cuts for the richest Americans and big corporations.

    Then there is Trump’s targeting of judges who rule against his illegal and unconstitutional initiatives — Trump criticism that is parroted by Fox News and other Trump minions, and is leading to things like efforts in the Congress to possibly impeach judges or restrict their legal jurisdiction.

    These are all anti-democracy, anti-US constitution actions that are already undermining the rule of law in the US. And we haven’t yet mentioned Immigration and Customs Enforcement (ICE) and its sweeping deportations without due process that is having calamitous collateral damage for people swept up in these deportation raids.

    ICE is deporting people legally in the US studying at US universities for writing articles or speaking about justice for Palestinians. Whether we like what the writer or speaker says, a fundamental principle of democracy in the US is that freedom of expression is protected by the US constitution under the First Amendment.

    That is no longer the case for Trump and his Republican team, which is happily abandoning the rule of law, due process and everything else that makes America what it is.

    The irony is that multiple countries, normally American allies, have in recent weeks issued travel advisories to their citizens about traveling to the United States in the present environment where anyone who isn’t white and doesn’t fit into a male or female designation is subject to potential detention and deportation.

    The immigration chill from the US will no doubt reduce visitor flow resulting in big losses in revenue, possibly in the billions of dollars, for tourism-related businesses.

    Marshallese must pay attention
    Marshallese need to pay attention to what’s happening and have valid passports at the ready. Sadly, if Marshallese have any sort of conviction no matter how ancient or minor it is likely they will be targets for deportation.

    Further, even the visa-free access privilege for Marshallese and other Micronesians is apparently now under scrutiny by US authorities based on a statement by US Ambassador Laura Stone published recently by the Journal

    It is a difficult time being one of the closest allies of the US because the RMI must engage at many levels with a US government that is presently in turmoil.

    The above is one section of the outer wall at Marshall Islands High School. Surely, if this was a public school in America today, these messages would already have been whitewashed away by the Trump team censors who don’t like any reference to “inclusiveness,” “women,” and especially “gender equality.”

    However, these messages painted by MIHS students are very much in keeping with Marshallese society and customary practices of welcoming visitors, inclusiveness and good treatment of women in this matriarchal society.

  • MIL-OSI Security: U.S and ROK Navy Divers Conclude Successful SALVEX Korea 2025

    CHINHAE NAVAL BASE, Republic of Korea – U.S. Navy divers from Mobile Diving and Salvage Unit (MDSU) 1 and their counterparts from the Republic of Korea Navy (ROKN) successfully concluded Salvage Exercise (SALVEX) Korea 2025, in Chinhae, South Korea on April 11, 2025.

    This year’s exercise marked over four decades of partnership, emphasizing enhanced interoperability in a range of complex diving and salvage operations.

    Throughout SALVEX Korea 2025, divers participated in a range of practical training evolutions. These included gear familiarization, tactical procedure exchanges, and full-mission profile salvage operations, all designed to enhance their ability to work together seamlessly.

    “The ROKN divers are incredibly skilled and professional. They bring a unique perspective and approach to every challenge, and we learn from each other every time we are in the water together,” said Chief Warrant Officer 2 Nick Blankshine, Company Commander for MDSU Company 1-8. “That shared knowledge and those bonds of trust are essential for facing maritime challenges together.

    Divers sharpened their search and recovery expertise, practicing the location and recovery of simulated deceased bodies from a mock wreckage on the sea bed. Showcasing cutting-edge technology, U.S. Navy divers trained their ROKN counterparts on the Diver Augmented Vision Display system, which significantly enhances underwater visibility in challenging conditions.

    Divers also conducted deep sea dives to 170 feet, utilizing a wet dive bell deployed from the Tongyeong-class salvage and rescue ship ROKS Gwangyang (ATS-32).

    “Being lowered into the ocean inside a dive bell is a surreal experience,” said Navy Diver 3rd Class Anthony Briggs, assigned to MDSU 1. “One minute you’re surrounded by the team, the next it’s just you, your dive partner, and the emptiness of the ocean. It makes you feel small, for sure, but it also reinforces the trust you have in your training and the people on the surface.”

    Demonstrating their proficiency with unmanned systems, ROKN divers showcased their remotely operated vehicle, used for underwater exploration and object manipulation. U.S. Navy divers observed the demonstration, sharing their own experiences and insights on utilizing remotely operated underwater vehicle technology in challenging underwater environments. This exchange of knowledge underscored the commitment to shared learning throughout SALVEX.

    “Working alongside the ROK navy divers during the search and recovery was an incredible experience. Despite our different backgrounds, we were united by our shared training and commitment to the mission,” said Briggs. “The teamwork showcased during the exercise is a true testament to the power of SALVEX.”

    SALVEX Korea 2025 stands as a powerful testament to the enduring U.S. – ROK Alliance and its unwavering commitment to a free and open Indo-Pacific. Through continued bilateral exercises and cooperation, the U.S. and ROKN stand ready to respond to any challenge.

    Commander, Logistics Group Western Pacific supports deployed surface units and aircraft carriers, along with regional allies and partners, to facilitate patrols in the South China Sea, participation in naval exercises and response to natural disasters.

    The 2025 National Security Education Day was marked in the Hong Kong Special Administrative Region (HKSAR) on Tuesday.
    This year’s event, themed “The 10th anniversary of National Security Education Day: advancing toward more in-depth and effective implementation,” attracted more than 1,800 people.
    Xia Baolong, head of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, addressed the opening ceremony via video link.
    Xia said that the past 10 years have witnessed the full implementation of the overall national security concept and the fiercest struggle in Hong Kong in safeguarding national security.
    History and reality showed that attempts of external forces to destabilize Hong Kong and use Hong Kong to contain China will never succeed. Hong Kong compatriots have a tradition of loving the country and Hong Kong. Those who betray the motherland and Hong Kong will never come to a good end, he said.
    The practice of “one country, two systems” has entered a new stage, and everyone should cherish it even more, and consolidate and develop Hong Kong’s hard-won sound situation today, he said.
    Xia urged people to face up with challenges related to Hong Kong’s development and security, remain vigilant, unite as one, ensure high-level security to support high-quality development, and advance the steady and long-term implementation of the “one country, two systems” principle.
    John Lee, chief executive of the HKSAR, said that the international situation is complex and changing, and threats to national security may arise suddenly. Everyone must do their utmost to safeguard national sovereignty, security and development interests, continue to strengthen national security barriers, consolidate security foundation of high-quality development, create a new era of prosperity, and make greater contributions to the nation’s development and the great rejuvenation of the Chinese nation.

  • MIL-OSI China: China to do what is necessary to protect cybersecurity

    China will continue to do what is necessary to protect its own cybersecurity, a Chinese foreign ministry spokesperson said on Tuesday.

    Spokesperson Lin Jian said at a daily news briefing when asked to comment on the Harbin Public Security Bureau saying that they implicated three U.S. agents in cyberattacks during the Asian Winter Games earlier this year.

    Lin noted that at the ninth Asian Winter Games, the U.S. government conducted cyberattacks on the information systems of the Games and the critical information infrastructure in Heilongjiang. This move is egregious for it severely endangers the security of China’s critical information infrastructure, national defense, finance, society and production as well as its citizens’ personal information.

    “China condemns the above-mentioned malicious cyber activity by the U.S. government,” Lin said.

    “We urge the U.S. to take a responsible attitude on the cybersecurity issue, and stop any attack, including cyberattack, and groundless vilification against China,” Lin said, noting that China has raised concerns with the U.S. through various means on its cyberattacks on China’s key infrastructure.

  • MIL-OSI China: China’s finance ministry to issue 12.5B yuan of RMB treasury bonds in HK

    China’s Ministry of Finance said on Tuesday that it will issue this year’s second batch of renminbi-denominated treasury bonds in the Hong Kong Special Administrative Region on April 23.

    The scale of the bonds will be 12.5 billion yuan (1.74 billion U.S. dollars), according to a statement released by the ministry.

    The amount is the same as the previous issuance made on Feb. 19.

    Specific issuance arrangements will be announced on the website of the Hong Kong Monetary Authority’s Central Moneymarkets Unit, the ministry said.

  • MIL-OSI China: Cross-border exchanges heat up as China records 15.3 pct spike in entries, exits in Q1

    Travel and exchanges across China’s borders have seen a vibrant uptick in early 2025, with the country recording 163 million entries and exits in the first quarter of 2025, marking an increase of 15.3 percent year on year.

    While mainland residents accounted for the majority of cross-border trips, the sharpest growth came from foreign nationals, who made 17.44 million border crossings, up 33.4 percent from the same period in 2024, data from the National Immigration Administration (NIA) showed.

    Officials attributed the surge of foreign nationals in border crossings to recent changes in border control policies, part of China’s broader opening up efforts.

    The visa-free transit initiative, combined with other visa-waiver policies, has attracted more visitors to China, said Lin Yongsheng, spokesperson for the NIA.

    In its latest easing of transit policies on Dec. 17, China allowed eligible citizens from 54 countries to enter through more ports visa-free and stay for up to 10 days before departing for a third destination.

    Visits made by foreign tourists to popular destinations like Huangshan Mountain have jumped 21.6 percent, compared to the same period last year.

    China has also extended unilateral visa-free access to travelers from more countries, allowing stays of up to 30 days. Similar expansion has been introduced to regional visa exemptions and mutual visa agreements.

    These sweeping policy changes have made exploring the country easier than ever before, fueling a rising wave of “China Travel” content on platforms like YouTube.

    Among the recent first-timers was IShowSpeed, a 20-year-old U.S. content creator whose real name is Darren Jason Watkins Jr.

    The young man live-streamed his explorations through Chinese streets and alleys, sharing with his millions of subscribers a memorable episode in which he chased his kung fu dream at the Shaolin Temple in central China.

    “China is an underrated tourist destination. I don’t know why people overlooked China,” he said, a view shared by many in his audience.

    Exploring beyond borders 

    At the same time, spontaneous international getaways have become a part of everyday life for many Chinese people, thanks in part to easier access to global flights, expanded visa-free arrangements, and a rising desire to explore the world.

    Wang Liuqing, who works in north China’s Shanxi Province, and her friends spent their Qingming Festival holidays at Jeju Island in the Republic of Korea earlier this month.

    “A visa-free destination would be our top pick. The jelly-like sea and cherry blossoms on the island were absolutely stunning — every spot was perfect for a photo of a lifetime,” said Wang.

    More than 80 countries and regions have introduced visa-free or visa-on-arrival policies for Chinese travelers.

    To attract more Chinese tourists, many international destinations are streamlining visa procedures and stepping up marketing efforts. According to Skift, a U.S. travel industry news site, China’s outbound tourism market is projected to reach around 200 million trips by 2028.

    Dai Bin, president of the China Tourism Academy, said that more Chinese tourists are now willing to pay for a better lifestyle — opting for good hotels, fine dining, and high-quality cultural performances during trips.

    Faster customs clearance 

    Getting across Chinese borders has become much easier, thanks to new measures such as real-time traffic monitoring at entry ports, which has helped streamline operations.

    At the Detian-Ban Gioc Waterfall at the China-Vietnam border, crowds of tourists are buzzing with excitement.

    Miles away, at the Shuolong border checkpoint in south China’s Guangxi Zhuang Autonomous Region, officers reported that policies such as waiving fingerprint collection have boosted immigration processing efficiency by 40 percent.

    Visiting two countries in a single day has become possible. Meanwhile, Vietnamese fruits, like the durian, have made it to more households in China.

    At the Friendship Pass in Guangxi, Chinese freight drivers can clear customs in 15 seconds using ID and biometric scans.

    In the first quarter alone, the inspection station there handled over 200,000 inbound and outbound trips by freight trucks, up 16.8 percent year on year.

    Nationwide, border officers handled 8.5 million trips by planes, trains, vessels and motor vehicles from January to March, the NIA data showed.

    More measures are in the pipeline to further enhance communication and exchanges between China and the rest of the world, according to the NIA.

  • MIL-OSI United Nations: 16 April 2025 News release WHO Member States conclude negotiations and make significant progress on draft pandemic agreement

    After more than three years of intensive negotiations, WHO Member States took a major step forward in efforts to make the world safer from pandemics, by forging a draft agreement for consideration at the upcoming World Health Assembly in May. The proposal aims to strengthen global collaboration on prevention, preparedness and response to future pandemic threats.

    In December 2021, at the height of the COVID-19 pandemic, WHO Member States established the Intergovernmental Negotiating Body (INB)to draft and negotiate a convention, agreement or other international instrument, under the WHO Constitution, to strengthen pandemic prevention, preparedness and response.

    Following 13 formal rounds of meetings, nine of which were extended, and many informal and intersessional negotiations on various aspects of the draft agreement, the INB today finalized a proposal for the WHO Pandemic Agreement. The outcome of the INB’s work will now be presented to the Seventy-eighth World Health Assembly for its consideration.

    “The nations of the world made history in Geneva today,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “In reaching consensus on the Pandemic Agreement, not only did they put in place a generational accord to make the world safer, they have also demonstrated that multilateralism is alive and well, and that in our divided world, nations can still work together to find common ground, and a shared response to shared threats. I thank WHO’s Member States, and their negotiating teams, for their foresight, commitment and tireless work. We look forward to the World Health Assembly’s consideration of the agreement and – we hope – its adoption.”

    Proposals within the text developed by the INB include establishing a pathogen access and benefit sharing system; taking concrete measures on pandemic prevention, including through a One Health approach; building geographically diverse research and development capacities; facilitating the transfer of technology and related knowledge, skills and expertise for the production of pandemic-related health products; mobilizing  a skilled, trained and multidisciplinary national and global health emergency workforce; setting up a coordinating financial mechanism; taking concrete measures to strengthen preparedness, readiness and health system functions and resilience; and establishing a global supply chain and logistics network.

    The proposal affirms the sovereignty of countries to address public health matters within their borders, and provides that nothing in the draft agreement shall be interpreted as providing WHO any authority to direct, order, alter or prescribe national laws or policies, or mandate States to take specific actions, such as ban or accept travellers, impose vaccination mandates or therapeutic or diagnostic measures or implement lockdowns.

    Dr Tedros paid tribute to the members of the Bureau who guided the INB process: Co-Chairs Ms Precious Matsoso (South Africa) and Ambassador Anne-Claire Amprou (France), and Vice-Chairs Ambassador Tovar da Silva Nunes (Brazil), Ambassador Amr Ramadan (Egypt), Dr Viroj Tangcharoensathien (Thailand); and Ms Fleur Davies (Australia). Past members included former Co-Chair, Mr Roland Driece (the Netherlands), and former Vice-Chairs Ambassador Honsei (Japan) and Mr Ahmed Soliman (Egypt). The Director-General also acknowledged the constant support provided by WHO Secretariat colleagues.

    INB Co-Chair Ms Matsoso said: “I am overjoyed by the coming together of countries, from all regions of the world, around a proposal to increase equity and, thereby, protect future generations from the suffering and losses we suffered during the COVID-19 pandemic. The negotiations, at times, have been difficult and protracted. But this monumental effort has been sustained by the shared understanding that viruses do not respect borders, that no one is safe from pandemics until everyone is safe, and that collective health security is an aspiration we deeply believe in and want to strengthen.”

    Fellow INB Co-Chair, Ambassador Amprou, said the draft agreement is a major step in strengthening the global health security architecture so people of the world would be better protected from the next pandemic.

    “In drafting this historic agreement, the countries of the world have demonstrated their shared commitment to preventing and protecting everyone, everywhere, from future pandemic threats,” Ambassador Amprou said. “While the commitment to prevention through the One Health approach is a major step forward in protecting populations, the response will be faster, more effective and more equitable. This is a historic agreement for health security, equity and international solidarity.”

    The INB was established in December 2021, at a special session of the World Health Assembly , bringing together Member States and relevant stakeholders, including international organizations, private sector, and civil society. At the World Health Assembly in  June 2024, governments made concrete commitments to complete negotiations on a global pandemic agreement within a year. The upcoming Assembly starting 19 May 2025 will consider the proposal developed by the INB and take the final decision on whether to adopt the instrument under Article 19 of the WHO Constitution.

  • MIL-OSI USA: Rep. Doggett and Other House Democrats Introduce Major Russian Sanctions, Ukraine Assistance Bill

    Washington, D.C.—As President Trump defends Russia’s deadliest attack against Ukrainian civilians this year and continues to parrot Kremlin propaganda blaming Ukrainian President Volodymyr Zelensky for starting the war, U.S. Representatives Lloyd Doggett (D-TX); Gregory W. Meeks (D-NY), Ranking Member of the House Foreign Affairs Committee; Steny Hoyer (D-MD), former Majority Leader; William Keating (D-MA), Ranking Member of the Europe Subcommittee; and Gerry Connolly (D-VA), Ranking Member of the Oversight and Government Reform Committee, introduced a comprehensive bill to support Ukraine and thwart Russia’s ability to wage its brutal, illegal war. 

    Specifically, the legislative package imposes numerous sanctions and other economic measures against Russia, sustains defensive security assistance to Ukraine, generates resources for post-war reconstruction, and overrides presidential actions to terminate existing sanctions without cause. The bill would also enact new sanctions and export control authorities to place additional pressure on Russia, including to curb tankers carrying Russian oil above the international price cap and to ensure dual-use controls on semiconductors and other technologies that could be used to support Russia’s weapons capabilities.

    The morning after Russia’s full-scale invasion of Ukraine three years ago, which is now the deadliest war in Europe since World War II, Rep. Doggett filed the first sanctions legislation against Russia and remains a steadfast, ironclad supporter of Ukrainians in their fight for freedom. This legislative package builds on his bill banning Russian energy that was signed into law and includes two provisions he authored to strengthen the current ban on Russian petroleum products laundered into the United States and leverage frozen Russian sovereign assets to establish a reconstruction trust fund for Ukraine.

    “I’m pleased to join this comprehensive bill, including provisions I authored to stop laundered Russian oil imports and to use frozen Russian assets for compensation to Ukrainians. We support Ukraine and reaffirm our recognition of Putin as a war criminal with sole responsibility for the war. And we strongly reject appeasement by Trump and his Republican enablers of Putin, who should bear the ever-mounting costs of his ongoing destruction. The world is watching whether America will remain a beacon of hope, standing with our democratic allies, or drift itself into Russian-style authoritarianism,” said Rep. Doggett. 

     “The US-led international response to Russia’s illegal, full-scale invasion of Ukraine has isolated Moscow as a global pariah, devastated the Kremlin’s capacity to fund this war, and provided essential support to the Ukrainians fighting for freedom. Now is not the time to ease up on this successful approach nor put pressure solely on the victim, Ukraine. The U.S. must remain committed to shoring up Ukraine’s ability to negotiate a just, acceptable end to this war and to holding Russia – and those supporting its illegal invasion – accountable for as long as Putin’s war of choice continues. This weekend’s missile attack in Sumy that claimed dozens of civilian lives, including children, further demonstrates the barbarity Russia has used to sow terror throughout this war, and the need to impose serious consequences for its atrocities. Make no mistake – Vladimir Putin started this war.     KUALA LUMPUR, April 15 (Xinhua) — Chinese President Xi Jinping arrived here Tuesday for a state visit to Malaysia.

    He was warmly welcomed by Malaysia’s Prime Minister Anwar Ibrahim at Kuala Lumpur International Airport.

    In a written statement upon his arrival at the airport, Xi said he expected to take his visit as an opportunity to further deepen the bilateral traditional friendship and strengthen political mutual trust.

    Xi called on the two sides to promote cooperation in modernization endeavors, jointly enhance exchanges and mutual learning between civilizations, and continuously elevate the building of a China-Malaysia community with a shared future to new heights.

    HANOI, April 15 — China and Vietnam have agreed to build a more extensive and in-depth all-round cooperation pattern.

    The two countries made the announcement Tuesday in a joint statement released in the context of Chinese President Xi Jinping’s state visit to Vietnam.

    The two countries will accelerate synergy between their development strategies, implement in earnest the cooperation plan between the two governments on synergizing the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, according to the statement.

    China and Vietnam will prioritize accelerating the interconnectivity of railway, expressway, and port infrastructure between the two countries, said the statement. The two sides will develop international railway transport and launch more cross-border train services between them. They will also encourage airlines of the two countries to resume and add flights in keeping with market needs.

    China is actively promoting access procedures for Vietnamese farm products such as citrus and herbal medicine. Vietnam will accelerate the import of sturgeon from China.

    In the statement, the two sides agreed to implement the agreement on search and rescue at sea and another on establishing a hotline on incidents in fishing activities at sea.

    The two countries made the announcement Tuesday in a joint statement released in the context of Chinese President Xi Jinping’s state visit to Vietnam.

    The two sides agreed to carry out closer multilateral strategic coordination and jointly tackle global challenges, according to the statement.

    Concerning trade and investment restrictions, the two sides reaffirmed their commitment to upholding the rules-based, open, transparent, inclusive and non-discriminatory multilateral trading system with the World Trade Organization at its core, and to carrying forward economic globalization in an open, inclusive, balanced, universally beneficial manner with win-win results, said the statement.

    The two sides emphasized the importance of maintaining peace and security in the Asia-Pacific region and agreed to practice open regionalism, it said.

    China expressed its willingness to work with the Association of Southeast Asian Nations (ASEAN) to accelerate the signing and implementation of the agreement on the China-ASEAN Free Trade Area 3.0 and strive to push regional economic integration toward a higher level, said the statement.

    KUALA LUMPUR, April 15 — Chinese President Xi Jinping arrived here at dusk on Tuesday for a state visit to Malaysia. Xi was warmly welcomed by Malaysian Prime Minister Anwar Ibrahim at the Kuala Lumpur International Airport.

    In a written statement released upon his arrival, Xi expressed the hope for fruitful outcomes from the visit that would usher in a new “Golden 50 Years” for bilateral relations.

    The two countries celebrated the 50th anniversary of their diplomatic relations in 2024. In 2023, Xi met with Anwar in Beijing, where the two sides agreed to jointly build a China-Malaysia community with a shared future.

    Malaysia is the second leg of Xi’s ongoing tour of Southeast Asia, which will also take him to Cambodia later this week. The visit is his second trip to Malaysia as the Chinese head of state.

    During the visit, Xi will discuss with Malaysian King Sultan Ibrahim Sultan Iskandar and Prime Minister Anwar bilateral relations, as well as international and regional issues of common concern.

    “The visit by President Xi would continue to strengthen bilateral ties and expand strategic collaboration between the two countries,” said Lee Pei May, a political expert at the International Islamic University Malaysia.

    “Malaysia and China are neighbors whose relationship will continue to strengthen, capable of enduring both tests of time and adversity,” Lee added.

    China has remained Malaysia’s largest trading partner for 16 consecutive years, with the volume hitting an all-time high of 212.04 billion U.S. dollars in 2024. In recent years, Malaysia’s tropical fruits such as durian, mangosteen and jackfruit have become increasingly popular among Chinese consumers.

    In a signed article published in Malaysian media ahead of his arrival, Xi described China and Malaysia as “friendly neighbors across the sea.”

    He urged both sides to “keep a firm grip” on the strategic helm that guides bilateral friendship, highlighting how China and Malaysia made the decision to establish diplomatic ties more than half a century ago by “breaking through the gloom of the Cold War.”

    “China will work with Malaysia and other ASEAN countries to combat the undercurrents of geopolitical and camp-based confrontation, as well as the countercurrents of unilateralism and protectionism, in keeping with the historical trend of peace and development,” Xi wrote.

    Malaysia was the first ASEAN country to establish diplomatic relations with China. It currently holds the ASEAN chairmanship for 2025.

    Azmi Hassan, a senior fellow at the Nusantara Academy for Strategic Research, a local research institute, noted that China continues to benefit Malaysia and its other ASEAN trade partners, particularly through initiatives like the Belt and Road Initiative, which provides stable and long-term access to the Chinese market.

    Xi’s visit comes at an opportune time to strengthen economic and trade ties amid global uncertainties, Hassan said.

    In the first quarter of this year, ASEAN maintained its position as China’s largest trading partner, with total trade reaching 1.71 trillion yuan (234.17 billion dollars) and accounting for 16.6 percent of China’s total foreign trade, according to China’s General Administration of Customs.

    The significance of President Xi’s visit goes beyond bilateral relations, said Ong Tee Keat, president of the Belt and Road Initiative Caucus for Asia Pacific.

    “It will greatly impact ASEAN-China relations, injecting new momentum into regional development and stability,” he said.

    May the Ship of China-Malaysia Friendship Sail Toward an Even Brighter Future

    Xi Jinping

    At the invitation of His Majesty Sultan Ibrahim, King of Malaysia, I will soon pay a state visit to Malaysia. This will be my second visit to your beautiful country in 12 years. I look forward to experiencing Malaysia’s remarkable progress and transformation in person, and meeting with Malaysian friends to celebrate our friendship and plan for future cooperation.

    China and Malaysia are friendly neighbors across the sea. The Maritime Silk Road stood witness to the millenium-old friendly exchanges between our countries. As a Malay proverb puts it, “air dicincang tidak akan putus,” or “water can’t be cut apart.” Through the ages, such strong bonds of friendship between our peoples have grown from strength to strength. Over 1,300 years ago, Chinese Buddhist monk Yijing of the Tang Dynasty traveled to the Malay Peninsula on his pilgrimage voyage and produced the earliest known written account of the ancient kingdom of Kedah. More than 600 years ago, Chinese navigator and explorer Zheng He of the Ming Dynasty and his fleet called at Malacca during five of his seven historic expeditions. His visits planted seeds of peace and friendship. To this day, the Sam Po Kong Temple, Bukit Cina, and Princess Hang Li Poh’s Well endure as a living testament to the local community’s everlasting veneration of the legendary Chinese navigator. Some 80 years ago, when the Chinese People’s War of Resistance Against Japanese Aggression reached a critical juncture, the Nanyang Volunteer Drivers and Mechanics from Malaysia braved immense dangers to reach China’s Yunnan Province, and helped keep the Burma Road operational, as it was a vital lifeline of China’s wartime supplies. Today this remarkable story of courage still echoes in the hearts of both peoples. As we honor our shared past and embrace the future, our two countries must work together to give fresh momentum to our ship of friendship that has sailed through the long river of history, and ensure that it forges ahead steadily toward brighter horizons.

    We must keep a firm grip on the strategic helm that guides our ship of friendship. Fifty-one years ago, breaking through the gloom of the Cold War, leaders of China and Malaysia made the decision to establish diplomatic relations, pioneering a groundbreaking new chapter in relations between China and ASEAN countries. China and Malaysia have since respected each other’s development paths while maintaining strategic independence. We have provided mutual support on issues vital to our respective core interests and on our major concerns, setting an exemplary model for two countries to prosper together through mutually beneficial cooperation. In 2023, Prime Minister Anwar Ibrahim and I agreed on building the China-Malaysia community with a shared future. The decision marked a new milestone in the bilateral relations. China and Malaysia must enhance strategic communication, increase mutual political trust, follow through on the Belt and Road cooperation plan between the two governments, strengthen the synergy between our development strategies, expand experience sharing on national governance, and promote our bilateral relations through high-standard strategic cooperation.

    We must expand results-oriented cooperation which serves as the ballast that steadies our ship of friendship. In 2024, China-Malaysia trade reached 212 billion U.S. dollars, up by nearly 1,000 times the level at the inception of our diplomatic relations. China has been Malaysia’s largest trading partner for 16 consecutive years. Malaysian durians can now be delivered directly from orchards to Chinese supermarkets within 24 hours, and they are immensely popular among Chinese consumers. To date, the Malaysia-China Kuantan Industrial Park has received a total investment of over 11 billion yuan (1.5 billion dollars), and will create many long-term jobs when all its planned projects are completed with production reaching their designed capacity. Our bilateral cooperation potential is being progressively realized in the digital economy, green development, industrial investment and transport infrastructure construction. We must deepen mutually beneficial collaboration, advance high-quality Belt and Road cooperation, and strengthen cooperation on industrial and supply chains, with a focus on the digital economy, green economy, blue economy and tourism economy, so as to advance modernization of both countries.

    We must fuel the engines of people-to-people exchanges to propel our ship of friendship forward. China and Malaysia have mutually granted visa exemption to each other’s nationals. The year 2024 saw nearly 6 million mutual visits between the two countries, which exceeded the pre-COVID level. “Malaysia, truly Asia,” the tourism promotional ad that highlights the unique charm of Malaysia’s culture, history and landscape, has inspired numerous Chinese tourists to visit Malaysia for leisure vacations or sightseeing. More and more Malaysian tourists are traveling to China to appreciate its historical legacy and experience its contemporary vibe. I hope our peoples will visit each other as often as family. Our two countries must promote people-to-people and cultural exchanges so as to enhance mutual understanding and friendship between our two peoples, especially the younger generation.

    We must harness the momentum of collaboration at the multilateral level. China and Malaysia are both major developing countries in the Asia-Pacific. We are also emerging market economies and members of the Global South. We have similar positions on safeguarding international fairness and justice and on advancing open and inclusive development. We have maintained close collaboration within multilateral mechanisms, including East Asia cooperation, APEC and the UN. China welcomes Malaysia as a BRICS partner country. Its inclusion in the organization aligns with the historic trend of the Global South’s pursuit of solidarity-driven collective advancement and serves the common interests of developing countries. This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the 80th anniversary of the founding of the UN, and the 70th anniversary of the Bandung Conference. As we honor these milestones, our two countries must strengthen mutual cooperation in international and regional affairs, and champion the Five Principles of Peaceful Coexistence and the Bandung Spirit. We must uphold the UN-centered international system and the international order underpinned by international law, and promote fairer and more equitable global governance. We must uphold the multilateral trading system, keep global industrial and supply chains stable, and maintain an international environment of openness and cooperation.

    As a community with a shared future, China and Malaysia share the smooth times and the rough, stand united in peace and crisis, and thrive and endure together. “Share weal and woe,” a popular proverb in both countries, defines the very essence of such a relationship. We must stay ahead of the times, surge forward with unyielding resolve, and jointly build a brighter future of development, growth and prosperity.

    Having weathered storms of the times, the friendly relations and cooperation between China and ASEAN countries have emerged stronger and more resilient. China was the first ASEAN dialogue partner to accede to the Treaty of Amity and Cooperation in Southeast Asia, and the first to establish a free trade area and a comprehensive strategic partnership with ASEAN. China-ASEAN cooperation is the most results-oriented and productive in the region. China and ASEAN pulled together in solidarity in response to multiple challenges, such as the Asian financial crisis, the global financial crisis, the COVID-19 pandemic and the growing headwinds against economic globalization. Our bilateral cooperation is more robust than ever. In 2024, China-ASEAN trade exceeded 980 billion dollars, making us each other’s largest trading partner for five consecutive years. The Version 3.0 China-ASEAN Free Trade Area upgrade negotiations have substantially concluded. More and more premium specialty products from ASEAN countries are now finding their way into millions of Chinese families, while Chinese literary works, animations, films and TV productions are increasingly captivating audiences in ASEAN countries with the rich tapestry of Chinese culture and the warm pulse of contemporary life in China.

    China firmly supports ASEAN unity and community-building, and supports ASEAN centrality in the regional architecture. China fully supports Malaysia in its role as the ASEAN chair for 2025 and looks forward to Malaysia serving as a stronger bridge between the two sides as the country coordinator for China-ASEAN Dialogue Relations. Through its modernization, China is striving to build itself into a great modern socialist country in all respects, and advancing the rejuvenation of the Chinese nation on all fronts. Chinese modernization follows a path of peaceful development. China will promote global peace, development and shared prosperity with other countries through mutually beneficial cooperation. The Chinese economy is built on a solid foundation, with multiple strengths, high resilience and vast potential for growth. The core conditions supporting its long-term positive growth remain firmly in place, with the underlying upward trend unchanged. China has set its target for economic growth at around five percent for 2025.     Fiji and New Zealand will work together ever more closely to navigate the challenging strategic environment, Deputy Prime Minister and Foreign Minister Peters says. 
    “New Zealand and Fiji share an indispensable partnership in the Pacific,” Mr Peters says, following his meeting in Nadi last night with Fiji Prime Minister Sitiveni Rabuka. “In these uncertain times, the Fiji-New Zealand relationship must deliver for our peoples and the region.”  
    “As small, export-dependent countries facing economic headwinds, we focused on our regional and international connections and delivering the best possible outcomes for the Fijian and New Zealand people,” Mr Peters says. “We also discussed our ambition to grow two-way trade to $2 billion by 2030, and New Zealand’s recent decision to make it easier and cheaper for Fijians to visit our country.”
    Minister Peters, who arrived in Fiji from Hawaii yesterday, says last night’s discussion also focused on the role of the United States in the Pacific. 
    “During our visit to Honolulu, we were reminded of the United States’ significant investment in regional and global security. We continued this focus with Prime Minister Rabuka and we welcome our close cooperation with Fiji on a myriad of security issues, including defence cooperation, drug trafficking and people smuggling.
    “We also exchanged ideas for how to cooperate to tackle shared challenges, how New Zealand can best support Fiji and the region’s economic development, and the importance we both attach to support for the Pacific from partners with similar values. We looked forward to the Pacific Islands Forum in Solomon Islands in September, which will provide regional leadership on priority Pacific issues.”

    We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States of America and the High Representative of the European Union, unequivocally denounce the ongoing conflict, atrocities and grave human rights violations and abuses in Sudan, as the world marks two years since the beginning of the devastating war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF).

    As a direct result of the actions of the SAF and the RSF, the people of Sudan, especially women and children, are enduring the world’s largest humanitarian and displacement crises, and continued atrocities, including widespread conflict-related sexual violence, ethnically motivated attacks and reprisal killings. These must end immediately.

    We strongly condemn the RSF attacks carried out in and around El Fasher on the Zamzam and Abu Shouk IDP camps, which have caused numerous casualties, including humanitarian workers. Civilians must be protected and allowed safe passage.

    As famine continues to spread across Sudan, G7 members are disturbed by reports of the use of starvation of civilians as a method of warfare and reiterate that such actions are prohibited under international humanitarian law.

  • MIL-OSI USA: SBA Offers Relief to Kentucky Small Businesses and Private Nonprofits Affected by Excessive Rain

    ATLANTA – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to small businesses and private nonprofit (PNP) organizations in Kentucky who sustained economic losses caused by excessive rain, flash flooding and high winds occurring July 30 through August 2, 2024. 

    The disaster declaration covers the primary county of Breckinridge; and the adjacent counties of Grayson, Hancock, Hardin, Meade and Ohio in Kentucky; as well as Perry in Indiana. 

    Under this declaration, the SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises. 

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster. 

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.250% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    Washington, D.C. – On the “Save Social Security Day of Action,” Senate Democrats are highlighting how Donald Trump and Elon Musk’s Department of Government Efficiency (DOGE) takeover of the Social Security Administration is hurting Americans.

    New York Times: ‘Just a Mess’: Staff Cuts, Rushed Changes and Anxiety at Social Security: “‘I didn’t know he was going to pull this,’ said Teresa Boswell, whose vote for Mr. Trump in November helped flip Arizona, but who found herself fuming outside the Social Security office in Glendale last week, unable to sign up for $1,200 in monthly benefits after she retired from her job processing legal papers. ‘This is a joke.’
    Virender Kanwal, a biology professor in New Jersey, applied for retirement benefits online at the end of February, a few months before her 70th birthday. She said she knew she would have to provide proof of her citizenship to complete the process but did not want to risk mailing in her passport, so she planned to visit a field office. To do so, she needed an appointment, and those need to be secured over the phone. Ms. Kanwal said she called daily for weeks but never got through…She began calling every few minutes, and said she was eventually placed on hold for six and a half hours before an agent finally answered just before midnight and gave her an appointment. “This is not what we expect from our country,” Ms. Kanwal said.
    In Poughkeepsie, N.Y., a 90-year-old man using a walker came to a field office because he thought he had to prove he was still alive. In Clinton, S.C., a woman with one leg fell down in the parking lot after coming into the office to show her identification.
    In Southern California, older people with disabilities are spending hours taking public buses to get to Social Security offices only to be turned away, nonprofit groups said.
    ‘People just don’t know what’s going to happen,’ said Bob Kelley, founder of the San Diego Seniors Foundation. ‘Everything is up in the air, so it’s just confusion right now.’
    Bonnie Baum, 68, a resident of the sprawling 55-and-older community Sun City West, decided to stick it out in the hopes of talking to someone. She said her application for $1,800 in monthly retirement benefits had been rejected because she did not file the paperwork on time. She had been unable to reach anyone on the phone, and said she had enough difficulty navigating her smartphone, much less Social Security’s online system. ‘It’s just a mess,” she said.”
    Washington Post: Social Security website keeps crashing, as DOGE demands cuts to IT staff: “The [Social Security] website has crashed repeatedly in recent weeks, with outages lasting anywhere from 20 minutes to almost a day, according to six current and former officials with knowledge of the issues. Even when the site is back online, many customers have not been able to sign in to their accounts — or have logged in only to find information missing. For others, access to the system has been slow, requiring repeated tries to get in.
    In Upland, California, 72-year-old Kathy Stecher began trying to apply for retirement benefits more than a week ago. One of her first steps was to visit the Social Security website to book a required appointment at her local field office, because she believed she had to authenticate her identity in person first. But over several days stretching from last month through Wednesday, the website wouldn’t let Stecher schedule a visit…When she finally reached someone on the phone, the website’s booking tool wasn’t working, she said. The employee sighed and told her that similar problems have become routine, forcing customers to wait on hold for hours.
    In recent weeks, Robert Raniolo, 67, a retired financial analyst in New York, found himself stuck when he tried to update his emergency contact by designating his niece instead of his wife, who has dementia. Since he began receiving retirement benefits five years ago, Raniolo has never missed a payment or had trouble getting online, he said. But this time he got an error message — and kept getting them. ‘Bad Request,’ read one notification, according to a screenshot he provided to The Washington Post. ‘There has been an unexpected system error,’ read another. He was directed to try again during ‘regular service hours’ on the East Coast. So Raniolo kept trying…Nothing worked.’
    CBS: Social Security wrongly told disabled people and some seniors their benefits ended, causing alarm: “Chris Hubbard, whose 37-year-old disabled adult son relies on the program to pay for his group home, told CBS MoneyWatch she became aware of the problem on March 31, when people in a Facebook group for mothers of autistic children flagged the problem. 
    Hubbard, who lives with her husband in Westborough, Massachusetts, said she checked her son’s account and was alarmed to find a similar message, leading her to stay up through the night to keep refreshing the page. She fell asleep at 5 a.m. without seeing a change, she said.
    ‘I was continuing to be worried because the message was still on the site, saying this beneficiary doesn’t receive payments,’ Hubbard said.
    The next morning, however, the correct information was on her son’s page, and the money was deposited on April 1, as scheduled. But she and her husband say they received no outreach from Social Security about the problem, or an explanation of the error. They opted against calling the agency because of the long waits now often required to get someone on the phone.
    The Hubbards said they’re worried the glitch could signal more problems with the service, pointing to the potential impact of cuts to SSA’s workforce.”
    Washington Post: Long waits, waves of calls, website crashes: Social Security is breaking down: “The Social Security Administration website crashed four times in 10 days this month because the servers were overloaded, blocking millions of retirees and disabled Americans from logging in to their online accounts. In the field, office managers have resorted to answering phones in place of receptionists because so many employees have been pushed out. Amid all this, the agency no longer has a system to monitor customer experience because that office was eliminated as part of the cost-cutting efforts led by Elon Musk. And the phones keep ringing. And ringing.
    The recording that 66-year-old Kathy Martinez heard when she called the toll-free number two weeks ago from the San Francisco Bay Area said her hold time would be more than three hours — she was calling to ask what her retirement benefits would come to if she filed for them now or waited until she turned 70. She hung up and tried again last week at 7 a.m. Pacific time. The wait was more than 120 minutes, but she was offered a callback option, and in two hours she spoke with a ‘phenomenally kind person who called me,’ she said. Martinez said she wants to wait to file for benefits to maximize her check. But ‘I’m kind of thinking, I wonder if I should take it now. When I apply, I will do it over the phone. But will there still be a phone system?’
    In one office in central Indiana, the phone lines are jammed by 9 a.m. with hundreds of retirees, further taxing a staff of less than a dozen that is responsible for nearly 70,000 claimants across the state, according to one employee. That worker, who like others spoke on the condition of anonymity for fear of retribution, said the questions have become predictable: What is the U.S. DOGE Service doing to Social Security? Will the office close? Will my benefits continue?
    In one Philadelphia office, the federal government’s return-to-office edict has left 1,200 staffers competing for about 300 parking spots, according to an employee. Staffers wake up as early as 4:30 a.m. to try to snag a space, and some are buying backup spots for $200 a month nearby. As morale has cratered, some employees have stopped wearing business clothes and now come to work in jeans and a T-shirt because, as they tell colleagues, they no longer take pride in their work, the employee said.
    In Baltimore, an employee who works on critical payment systems said nearly a quarter of his team is already gone or will soon be out the door as a result of resignations and retirements. Talented software developers and analysts were quick to secure high-paying jobs in the private sector, he said — and the reduction in highly skilled staff is already having consequences. His office is supposed to complete several software updates and modernization processes required by law within the next few weeks and months, he said. But with the departures, it seems increasingly likely that it will miss those deadlines.”

  • MIL-OSI USA: Justice Department Continues Efforts to Stop Unlawful Tax Return Preparers

    Today, the federal tax filing deadline, the Justice Department’s Tax Division acknowledges the majority of taxpayers and tax return preparers who voluntarily meet their yearly filing obligations. The Tax Division also cautions taxpayers to choose their return preparers carefully and to look out for unscrupulous preparers who make promises of tax reductions not based on legitimate positions and who include errors or false information on tax returns that could leave a taxpayer subject to liability for unpaid taxes, penalties, and interest.

    Over the last year, the Tax Division has worked with U.S. Attorneys’ Offices around the country to bring civil and criminal actions against dishonest tax preparers. These actions include criminal indictments and prison sentences when appropriate as well as civil injunctions to stop ongoing fraud, civil penalties, and disgorgement of ill-gotten proceeds when appropriate. The Justice Department’s message has been clear: those who prepare fraudulent returns will face serious and lasting consequences.

    Examples of civil injunctions obtained by the Tax Division over the last and current filing seasons include:

    • On Oct. 28, 2024, a federal district court in the Southern District of Indiana permanently enjoined Juan Santiago and his tax preparation business, Madison Solutions LLC, from preparing tax returns for others or employing any person acting as a federal tax return preparer. The government’s complaint alleged that Santiago and his business engaged in fraudulent filing schemes by improperly claiming Head of Household filing status, the Child Tax Credit, and business deductions to which their clients were not entitled. The government estimated that these false returns cost the government over $1 million each filing season.
    • On Oct. 3, 2024, a federal district court in the Southern District of Florida entered a permanent injunction against George and Luis Brito and their business, Brito and Brito Accounting USA Inc. The injunction prohibits them from preparing tax returns for others. The government’s complaint alleged that since 2019, the Britos had prepared thousands of tax returns annually, and that they prepared returns that understated their clients’ income by claiming false or inflated business expenses and fabricating residential energy credits.
    • On March 29, 2024, following a 12-day trial, a federal district court in the Eastern District of Michigan permanently enjoined Annetta Powell and seven of her businesses from preparing tax returns for others. The court found that Powell and her businesses prepared returns that reported fake Schedule C businesses and business expenses, claimed household help income they knew the customers did not qualify for, and claimed head of household filing status without doing the required due diligence. The court also ordered Powell to disgorge $697,797 in ill-gotten profits.

    The Tax Division has also sought to strip fraudulent preparers of ill-gotten gains and to hold in contempt those who attempt to flout court-ordered restraints on further fraudulent activity. Over the last year, the division has brought these cases to court, including:

    • On Oct. 24, 2024, a federal district court in the Northern District of Texas held that Jennifer Murley violated a previous injunction against returning tax returns for others. The IRS had suspended Murley’s Electronic Filing Identification Number (EFIN), but she and her tax preparation firm misappropriated EFINs assigned to others. The court ordered Murley to disgorge over $700,000 in ill-gotten gains she received for preparing returns in violation of the previous court order.
    • On Oct. 23, 2024, a federal district court in the Southern District of Florida found Gerald Vito and James Eleby in contempt for violating a previous injunction from 2021 that enjoined them from preparing tax returns for others. Vito and Eleby worked with Kwame Thomas to continue to file returns after being barred from doing so, and the court ordered them to disgorge a total of $988,789.56 in ill-gotten and to notify their clients of the injunction or face possible incarceration.

    Criminal indictments and convictions against fraudulent preparers obtained by the Tax Division since the 2024 filing season include the following :

    • Thierry Musese, who ran a return preparation business from his barbershop located in Auburn, Maine, was charged with preparing false returns and generating fraudulent refunds for clients by including bogus business losses, fuel and residential energy credits. Musese also allegedly defrauded his clients by diverting a portion of their tax refund to himself without their permission. If convicted Musese faces a maximum penalty of three years in prison for each count of preparing a false tax return and a maximum penalty of 20 years in prison for wire fraud.
    • John Borgela, a Florida return preparer, was sentenced to 30 months in prison for conspiring to file hundreds of false tax returns for clients from his business, Empire Tax services. Borgela typically inflated tax withholdings and reported fictitious itemized deductions to reduce his clients’ tax liability or to generate refunds. He concealed his involvement in the fraud by not including his name as the person who prepared the return on his clients’ tax returns.
    • Vervia Watts, a return preparer in Illinois, was sentenced to one year and a day in prison for preparing and filing false returns for clients. Watts prepared over 900 fraudulent income tax returns for her clients, reporting false education expenses and business income to obtain larger refunds from the IRS. She caused a tax loss to the United States of approximately $1.3 million.
    • On April 17, 2024, Jonathan Barefoot, a Mississippi return preparer, was sentenced to 30 months in prison for preparing false tax returns for clients. Barefoot conspired with others to claim inflated tax refunds for clients by reporting false education credits, itemized deductions, and business losses. He and his co-conspirators caused a loss to the United States of approximately $3.5 million.

    The Tax Division reminds taxpayers that the IRS has information, tips, and reminders on its site for choosing a tax preparer carefully (Choosing a Tax Professional and How to Choose a Tax Return Preparer) and has launched a free directory of credentialed federal tax preparers. The IRS also offers taxpayers tips to protect their identities and wallets when filing their taxes.

    In addition, IRS Free File, a public-private partnership, offers free online tax preparation and filing options on IRS partner websites for individuals whose adjusted gross income is under $79,000. For individuals whose income is over that threshold, IRS Free File offers electronic federal tax forms that can be filled out and filed online for free. The IRS has tips on how seniors and individuals with low to moderate income can get other help or guidance on tax return preparation, too.

    In the past decade, the Tax Division has obtained civil injunctions and criminal convictions against hundreds of unscrupulous tax preparers. Information about these cases is available on the Justice Department’s website. An alphabetical listing of persons enjoined from preparing returns and promoting tax schemes can be found on this page.   • MIL-OSI Security: Justice Department Continues Efforts to Stop Unlawful Tax Return Preparers

    Today, the federal tax filing deadline, the Justice Department’s Tax Division acknowledges the majority of taxpayers and tax return preparers who voluntarily meet their yearly filing obligations. The Tax Division also cautions taxpayers to choose their return preparers carefully and to look out for unscrupulous preparers who make promises of tax reductions not based on legitimate positions and who include errors or false information on tax returns that could leave a taxpayer subject to liability for unpaid taxes, penalties, and interest.

    Over the last year, the Tax Division has worked with U.S. Attorneys’ Offices around the country to bring civil and criminal actions against dishonest tax preparers. These actions include criminal indictments and prison sentences when appropriate as well as civil injunctions to stop ongoing fraud, civil penalties, and disgorgement of ill-gotten proceeds when appropriate. The Justice Department’s message has been clear: those who prepare fraudulent returns will face serious and lasting consequences.

    Examples of civil injunctions obtained by the Tax Division over the last and current filing seasons include:

    • On Oct. 28, 2024, a federal district court in the Southern District of Indiana permanently enjoined Juan Santiago and his tax preparation business, Madison Solutions LLC, from preparing tax returns for others or employing any person acting as a federal tax return preparer. The government’s complaint alleged that Santiago and his business engaged in fraudulent filing schemes by improperly claiming Head of Household filing status, the Child Tax Credit, and business deductions to which their clients were not entitled. The government estimated that these false returns cost the government over $1 million each filing season.
    • On Oct. 3, 2024, a federal district court in the Southern District of Florida entered a permanent injunction against George and Luis Brito and their business, Brito and Brito Accounting USA Inc. The injunction prohibits them from preparing tax returns for others. The government’s complaint alleged that since 2019, the Britos had prepared thousands of tax returns annually, and that they prepared returns that understated their clients’ income by claiming false or inflated business expenses and fabricating residential energy credits.
    • On March 29, 2024, following a 12-day trial, a federal district court in the Eastern District of Michigan permanently enjoined Annetta Powell and seven of her businesses from preparing tax returns for others. The court found that Powell and her businesses prepared returns that reported fake Schedule C businesses and business expenses, claimed household help income they knew the customers did not qualify for, and claimed head of household filing status without doing the required due diligence. The court also ordered Powell to disgorge $697,797 in ill-gotten profits.

    The Tax Division has also sought to strip fraudulent preparers of ill-gotten gains and to hold in contempt those who attempt to flout court-ordered restraints on further fraudulent activity. Over the last year, the division has brought these cases to court, including:

    • On Oct. 24, 2024, a federal district court in the Northern District of Texas held that Jennifer Murley violated a previous injunction against returning tax returns for others. The IRS had suspended Murley’s Electronic Filing Identification Number (EFIN), but she and her tax preparation firm misappropriated EFINs assigned to others. The court ordered Murley to disgorge over $700,000 in ill-gotten gains she received for preparing returns in violation of the previous court order.
    • On Oct. 23, 2024, a federal district court in the Southern District of Florida found Gerald Vito and James Eleby in contempt for violating a previous injunction from 2021 that enjoined them from preparing tax returns for others. Vito and Eleby worked with Kwame Thomas to continue to file returns after being barred from doing so, and the court ordered them to disgorge a total of $988,789.56 in ill-gotten and to notify their clients of the injunction or face possible incarceration.

    Criminal indictments and convictions against fraudulent preparers obtained by the Tax Division since the 2024 filing season include the following :

    • Thierry Musese, who ran a return preparation business from his barbershop located in Auburn, Maine, was charged with preparing false returns and generating fraudulent refunds for clients by including bogus business losses, fuel and residential energy credits. Musese also allegedly defrauded his clients by diverting a portion of their tax refund to himself without their permission. If convicted Musese faces a maximum penalty of three years in prison for each count of preparing a false tax return and a maximum penalty of 20 years in prison for wire fraud.
    • John Borgela, a Florida return preparer, was sentenced to 30 months in prison for conspiring to file hundreds of false tax returns for clients from his business, Empire Tax services. Borgela typically inflated tax withholdings and reported fictitious itemized deductions to reduce his clients’ tax liability or to generate refunds. He concealed his involvement in the fraud by not including his name as the person who prepared the return on his clients’ tax returns.
    • Vervia Watts, a return preparer in Illinois, was sentenced to one year and a day in prison for preparing and filing false returns for clients. Watts prepared over 900 fraudulent income tax returns for her clients, reporting false education expenses and business income to obtain larger refunds from the IRS. She caused a tax loss to the United States of approximately $1.3 million.
    • On April 17, 2024, Jonathan Barefoot, a Mississippi return preparer, was sentenced to 30 months in prison for preparing false tax returns for clients. Barefoot conspired with others to claim inflated tax refunds for clients by reporting false education credits, itemized deductions, and business losses. He and his co-conspirators caused a loss to the United States of approximately $3.5 million.

    The Tax Division reminds taxpayers that the IRS has information, tips, and reminders on its site for choosing a tax preparer carefully (Choosing a Tax Professional and How to Choose a Tax Return Preparer) and has launched a free directory of credentialed federal tax preparers. The IRS also offers taxpayers tips to protect their identities and wallets when filing their taxes.

    In addition, IRS Free File, a public-private partnership, offers free online tax preparation and filing options on IRS partner websites for individuals whose adjusted gross income is under $79,000. For individuals whose income is over that threshold, IRS Free File offers electronic federal tax forms that can be filled out and filed online for free. The IRS has tips on how seniors and individuals with low to moderate income can get other help or guidance on tax return preparation, too.

     Mountain Gateway Museum, in partnership with the McDowell County Public Library, soon will launch a new monthly book club exploring regional history through literature.

    The first gathering of the Mountain Stories Book Club will be held on Wednesday, June 25, from 6-7:30 p.m. at the museum’s new location (78-C Catawba Ave., Old Fort). The featured book is “Guests on Earth” by Lee Smith, a historical novel set in Asheville’s Highland Hospital during the 1930s.

    This free event is open to the public and will highlight a different book each month that connects to western North Carolina’s rich and complex history.

    Copies of “Guests on Earth” are available through McDowell County Public Library in multiple formats.     STATESVILLE

    Fort Dobbs State Historic Site will start construction on a new $2 million visitor center on Monday, April 28. This will be the first major improvement at the site since the opening of the reconstructed fort in 2019.

    At nearly 3,700 square feet, the new facility will be more than five times larger than the current visitor center. In addition to a contemporary exhibit gallery, modern restrooms, and paved parking, the new building will have an expanded gift shop, lobby, and office spaces for staff. The Friends of Fort Dobbs, the site’s non-profit support group, will oversee the project. Construction is expected to take 6-8 months with the grand opening anticipated by early 2026.

    The current visitor center is housed in a log cabin built by the Fort Dobbs Chapter of the Daughters of the American Revolution (DAR) as a meeting house in 1941. Though important to the site’s preservation story, the cabin is ill-equipped to serve the site’s thousands of visitors and school children each year.

    “Thanks to the tireless advocacy of the Friends of Fort Dobbs, there will be a purpose-built visitor center at this historic site for the first time,” said Site Manager Scott Douglas. “I am thrilled to have more space and a proper museum gallery in which to tell the larger story of North Carolina in the French and Indian War!”

    The site will continue to serve the public while work is underway. However, there will be periods of closure and times when tours are limited or unavailable. Visitors are encouraged to monitor Fort Dobbs’ website and social media accounts for operations updates and pay attention to directional signage at the site, as access routes and parking areas will shift for construction. The site will not be able to accommodate large groups traveling by bus once work begins.

    As we approach the 250th anniversary of the signing of the Declaration of Independence in 2026, America 250 NC invites all North Carolinians to participate in a powerful national moment of reflection and unity: “Two Lights for Tomorrow.” Communities across the United States will unite this Friday, April 18, 2025, to honor the spirit of cooperation and courage that helped ignite the American Revolution.

    On the night of April 18, 1775, Paul Revere and William Dawes rode out from Boston to alert their fellow patriots of the movement of the British regulars. A prearranged signal — two lanterns in the tower of Christ Church — warned that the British troops were traveling via the Charles River. Other riders joined Revere and Dawes, creating a network across the Massachusetts countryside. These midnight rides preceded the battles at Lexington and Concord, the start of the American Revolution.

    Two hundred and fifty years later, “Two Lights for Tomorrow” commemorates Revere’s famous ride and uses the imagery of two shining lights to honor the beginning of the American Revolution.

    Overnight on Friday, April 18, 2025, two lights will shine forth from statehouses across the nation, including North Carolina’s State Capitol in Raleigh. Communities across North Carolina have been invited to participate by shining two lights on their own significant buildings. North Carolina residents are encouraged to display two lights in their homes as well.

    Participants in the campaign include the Battleship North Carolina, Museum of the Albemarle, N.C. Transportation Museum, Historic Bethabara Park, Historic Halifax, Historic Camden County Courthouse, Eastern Cabarrus Historical Society in Mt. Pleasant and House in the Horseshoe State Historic Site. Communities across the state, including New Bern, Topsail Beach, Waxahaw, Pinehurst, Harrells, Roanoke Rapids, High Shoals, Currituck County, Camden County and McDowell County are participating with proclamations and events. Local chapters of the Sons of the American Revolution and Daughters of the American Revolution are also participating, along with many other organizations and individuals.

    The nationwide initiative is part of the upcoming America 250 semiquincentennial observance in 2026. In North Carolina, the event is led by the N.C. Department of Natural and Cultural Resources’ America 250 NC initiative.

  • MIL-Evening Report: Trump’s trade war puts America’s AI ambitions at risk

    The global trade war triggered by US President Donald Trump earlier this month shows no signs of ending anytime soon. In recent days, China suspended exports of a wide range of critical minerals that are vital ingredients in everything from electric cars and drones to the semiconductor chips that power artificial intelligence (AI) servers.

    Around the same time, Trump also indicated he would soon impose new tariffs on semiconductor chips.

    All of this is happening at the same time the US is forging ahead with a US$500 billion (A$784 billion) project known as “Stargate” to accelerate the development of AI in the country.

    But the escalating trade war does not square with America’s ambitious AI plans. In fact, Trump’s tariffs (which, in the case of China, now total 145%) are set to undermine these plans by increasing the cost of AI development and disrupting supply chains for AI goods.

    In turn, this will hinder the pace of AI innovation and adoption in the US – and potentially elsewhere.

    Inflating the prices of essential components

    AI development requires significant computational power and specialised hardware such as high-end graphic processing units (GPUs), which are predominantly manufactured in Taiwan and South Korea and often assembled in China.

    US tariffs will directly inflate the prices of these essential components. One analysis estimates tariffs could increase the material costs of data centre building by around 20%, with IT hardware components potentially rising by 25%.

    This is a major concern for AI industry leaders such as OpenAI, which operates ChatGPT. For example, the company’s chief executive, Sam Altman, recently said his team is “working around-the-clock” to determine how the trade war would affect the cost of running their AI models.

    But the increased cost on AI development caused by the trade war will also mean tech startups in the US will have higher barriers to entry and fewer opportunities to test AI capabilities. In turn, this will harm AI innovation.

    In theory, tariffs might support the reshoring of chip production in the US through initiatives such as the CHIPS and Science Act, which promotes domestic US semiconductor production. But it would take years for such efforts to fully bear fruit. And Trump has also recently taken steps to walk away from the CHIPS and Science Act.

    Aggressive AI nationalism

    The trade war also creates risks for the international development of AI.

    For example, the cost increases that flow from tariffs could create a reluctance to invest in AI infrastructure – particularly data centres. Other tech companies might also cancel or delay plans to build data centres in the US partly because of higher equipment prices.

    In addition, tariffs could push countries into further fortifying their AI efforts, creating a kind of aggressive AI nationalism. They could also encourage domestic AI development to promote national interests. This could lead to isolationism and put another nail in the coffin of the open-source culture that once fuelled AI innovation.

    Tariffs are supposed to promote domestic industries. But high costs and a fracturing of the cooperation that is indispensable to the continuation of the AI landscape might well be the outcome.

    Knock-on effects for Australia

    Australia is not the direct target of most US tariffs. But the tariffs on advanced technologies and critical components pose risks to its ability to develop AI.

    Although Australia aims to bolster its domestic AI capabilities, it currently relies heavily on imported hardware for AI development. Tariffs will likely make it more expensive for Australian companies and research institutions to acquire the necessary infrastructure, such as semiconductors, GPUs, and cloud computing equipment. In turn, this will potentially hinder their technological progress.

    As the US clamps down on trade and technologies, Australia may find itself locked out of international research projects, perhaps those involving US companies or technologies.

    Such limits on data sharing, international cross-border AI talent, and cloud infrastructure risk slowing the rate of innovation.

    To mitigate the above risks, Australia must invest more in developing domestic AI capacity and diversifying its technological partnerships.
