  • MIL-Evening Report: How a drone delivering medicine might just save your life

    Drones can deliver pizza, and maybe one day your online shopping. So why not use them to deliver urgent medicines or other emergency health-care supplies?

    Trials in Australia and internationally have shown the enormous potential for drones to work with existing health services to deliver medicine, medical equipment, pathology samples, or provide surveillance in medical emergencies.

    Some emergency services are already using drones to deliver health care. Earlier this year, NSW Fire and Rescue used a drone to deliver essential medicine to someone stranded by floodwater while they were supported by phone. Follow the journey from launch to pick-up in the video below.

    Drones have enormous potential

    Drones are appealing because they can rapidly transport medical supplies, especially without traffic delays. They can quickly access places other forms of transport cannot, including remote or difficult-to-reach areas, such as cliffs. And when drones cannot land, they can use a parachute to safely drop their delivery. This means drones can deliver essential items, such as antivenom or defibrillators, before first responders reach the scene.

    Drones can also support medical efforts by providing birds-eye-view images and scans of sites before humans are sent in. This means it’s safer for first responders, such as ambulance crew, as they have a better idea of what to expect when they arrive in-person.

    Drones help find missing persons

    An Australian trial this year involved NSW Ambulance using drones for search and rescue in remote and hard-to-reach locations.

    Specially trained paramedics piloted the drones during the two-month trial. Drones had high-intensity search lights and used thermal imaging to help find missing persons. Video and audio capabilities allowed paramedics to communicate with the person once they were found, and to monitor them and the situation.

    This trial is a great example of how drones can be used to extend the capacity of first responders.

    Trials like this can also collect data about how well the drones work for different teams and circumstances. The more data we have about how drones can support first responders and medical staff, the better we can design services that include them.

    Drones send samples to the lab

    Darling Downs Health in Queensland has also been trialling drones. These transport pathology samples and pharmaceuticals between small rural hospitals in Nanango or Wondai, and the larger regional hospital in Kingaroy.

    This means pathology samples can be flown to the laboratory as soon as they are collected, instead of waiting for a courier. Patients can therefore be diagnosed and begin treatment earlier.

    The Mater Hospital in Brisbane is setting up a similar service to provide pathology services to the Moreton Bay islands. This service aims to avoid transporting pathology samples by ferry.

    Drones for beaches, hearts, or up mountains

    Surf Life Saving Queensland is running a regular drone patrol. Drones monitor shark activity and help co-ordinate responses, such as beach closures.

    Drones have been used in New South Wales to drop flotation devices to swimmers in danger.

    Swedish researchers have trialled using drones to deliver defibrillators to people who have called an ambulance and are suspected of being in cardiac arrest. A drone could deliver a defibrillator in 92% of suspected cardiac arrests. The delivery time was quicker than an ambulance 64% of the time.

    In mountainous regions of India, drones are used to deliver medications to remote health services as part of the Medicine from the Sky program.

    But there are limitations

    Despite drones’ potential to supplement existing health and emergency services, there are limitations.

    Their battery life and weight affects flight time. For instance, the NSW Ambulance trial reported the range of drones is 7 kilometres from base. So, it may be necessary to transport the drone closer to the area of need before it’s launched. This may reduce drones’ usefulness for rural and remote areas. There are also weight limits to what they can carry.

    Some drones may be limited to flying during the day. They may not be able to fly in poor weather conditions, reducing their effectiveness during natural disasters. Temperature and humidity can spoil pathology samples and some medications, which restricts what drones can be used for.

    Existing legislation may also limit where drones can operate.

    Is this the future?

    Many promising trials show drones can effectively help support health and emergency services.

    However, many of these trials have yet to released their final evaluations. So we still need evidence of whether drones improve health outcomes and are cost-effective. This would be essential if we were to routinely use drones to support health care and emergency services beyond these trials.

    The health-care sector would also benefit by learning from companies in other sectors that use drones. This would give the health sector insights into how and when to use drones safely, and how to scale up operations cost-effectively.

  • MIL-OSI New Zealand: Speech to the 2025 LGNZ Conference

    Good morning. It’s great to be here in Christchurch. Can I acknowledge Sam and Susan for having me here and to all of you for the important work you do around the country.
    Can I also acknowledge my Ministerial colleague Simon Watts. Simon and I work really closely together, because the Local Government portfolio intersects so closely with Housing, Transport, Infrastructure and RMA Reform.

    I thought I would begin with a reflection on the local government landscape.

    As a starting point, it is clear to me that New Zealanders have serious questions about the performance of local government.

    The Government shares those concerns.

    New Zealanders question your “licence to lead”, to requisition your conference theme this year.

    These questions have been bubbling for a long time, but this year it feels like they have reached a boiling point. 

    Restrictive planning rules holding back economic growth and exacerbating the housing crisis, crumbling local infrastructure, rapidly rising rates, and a reputation for largesse have led Kiwis to question whether local government is fit for purpose. 

    Key projects across the country continue to get declined by your own planning departments. Housing continues to be difficult to build, because of restrictive planning rules in your plans.

    I still find myself trying to convince councils of basic economics: that restrictive planning leads to higher house prices, higher rents and intergenerational inequity.

    Now, criticism of local government goes hand-in-hand with criticism of central government as well. 

    You would say, fairly, that our planning and infrastructure systems are broken.

    You are right.

    Central government has overseen the broken planning and infrastructure systems you’ve been operating within for 30 years. Only now are we starting to fix them and I’ll talk a bit about that today.

    We have been a bad partner with you for a long time as well, with all of you relying on coordination across half a dozen central government Ministries to assist you in serving your communities. 

    As the Minister for most of those agencies, you don’t need to convince me about the difficulties you face in this coordination, believe me.

    We have not made it easy for you.

    As you know, there is massive work underway to fix the fundamentals of many of the problems I’ve just talked about.

    Today I mainly want to talk about Resource Management Act Reform, but I want to briefly talk first about housing.

    Going for Housing Growth

    This government is determined to fix the fundamentals of our housing market and address New Zealand’s long-running housing crisis.

    Fixing our housing crisis will help grow the economy by directing investment away from property.

    It will help the cost of living by making renting or home ownership more affordable.

    It will help the government books by reducing the amount of money we spend on housing subsidies.

    Most importantly, letting our cities grow will help drive productivity growth, probably our greatest economic challenge.

    Last year, I announced the Government’s Going for Housing Growth policy. 

    This is about getting the fundamentals of the housing market sorted.

    Going for Housing Growth consists of three pillars of work:

    Pillar 1 is about freeing up land for development and removing unnecessary planning barriers. 

    Pillar 2 is focused on improving infrastructure funding and financing to support urban growth, and Pillar 3 provides incentives for communities and councils to support growth.

    Pillar 1 is very important.

    Report after report and inquiry after inquiry has found that our planning system, particularly restrictions on the supply of urban land, are at the heart of our housing affordability challenge.

    We are not a small country by land mass, but our planning system has made it difficult for our cities to grow. As a result, we have excessively high land prices driven by market expectations of an ongoing shortage of developable urban land to meet demand.

    Pillar One of Going for Housing Growth will smash the urban limits holding our cities and regions back and will be delivered through our new planning laws that I’ll talk about in a moment, as well as the national direction that sits under them.

    Put simply, it will be easier for our cities to grow upwards, particularly around public transport, and in city centres. It will also be easier for cities to expand outwards.

    In February this year I talked to you about the changes we are making to infrastructure funding and financing to support urban growth.

    Land supply is one thing. But infrastructure is critical.

    You all know that under the status quo, councils and developers face significant challenges to fund and finance enabling infrastructure for housing.

    Development Contributions are not fit for purpose. They under-recover costs of infrastructure and they are too inflexible.

    We need to move to a future state where funding and financing tools enable a responsive supply of infrastructure where it is commercially viable to build new houses.

    This will shift market expectations of future scarcity, bring down the cost of land for new housing, and improve incentives to develop land sooner instead of land banking.

    To achieve this future, our overarching approach is that ‘growth pays for growth’.

    I’m pleased to report that we’re making good progress on legislation to give you a more flexible toolkit of mechanisms to better support growth in a flexible planning environment.

    I expect two Bills to be in the House by November this year. One Bill will replace Development Contributions with a new Development Levy System and make a series of other useful changes.

    The second will overhaul the Infrastructure Funding and Financing Act to make it much simpler to use.

    These are all complex, major reforms that you have been asking for, for years. They deliver on this Governments commitment to make sure growth finally pays for growth.

    I strongly encourage you to engage with this work. It is absolutely critical to New Zealand’s future. It is complicated and complex but it really matters. I cannot stress this enough to you.

    We are committed to getting this toolkit in place and making it work for you and work for developers. DIA and HUD are here at the conference and are leading a workshop on the development of the new and updated tools.

    The government expects you to use these tools to help support urban growth. You’ll see that in our City and Regional Deal Framework – and there will be help along the way to work out how to use them. That’s one of the reasons we’ve powered up the National Infrastructure Funding and Finance company, our new National Infrastructure Agency.

    Last year you asked for new funding and financing tools and you released a list of 25.

    We’ve acted.

    Time of use pricing legislation is before Parliament. 

    We have made clear that all new roads will be considered for tolling.

    Local Water Done Well is well underway.

    Infrastructure Funding and Financing Act reform will be before Parliament before the end of the year – which we’ll use as a form of value capture, or cost recovery.

    We’re replacing the Development Contribution regime.

    We’ve introduced the Regional Infrastructure Fund. 

    But I have to say, the list of things councils want from government is growing, but the evidence that you are doing what you can to enable growth and cut your own cloth is shrinking. And New Zealanders are noticing. 

    You cry out for more financing and funding tools. We’re giving them to you. You ask for a better, simpler planning system. We’re giving this to you, too. 

    We are getting our house in order. Its time you sorted yours out. 

    I want you to make hard decisions about your spending. People don’t elect you to make the easy decisions – they elect you to make the tough ones. 

    This government has had to make some very tough calls, not all of them very popular.

    My message to you is this. 

    It’s ok to build a local road without spending hundreds of thousands on artworks. Not everything you do has to be an architectural masterpiece. Not everything has to win awards for being the most sustainable or the most innovative or the most beautiful. 

    Simplicity is smart. Complexity is costly. Ratepayers don’t care what Greenstar rating your new council facilities have or whether some international architectural body thinks your latest build is pretty or not. The only awards your projects should be winning are for cost efficiency and effectiveness. 

    That’s where central government is heading. We’re moving to modular, standardised designs for school property and for hospital facilities. I’ve told NZTA to get back to basics with road building. Simplicity and cost-effectiveness are in and gold plating is out. New Zealand can’t afford it.

    I also want local government to properly embrace your ability to supercharge growth, particularly through your control of the planning system.

    Right now, many of your district and regional plans put a choke hold on your local economies and housing markets. That case is now incontrovertible.

    Soon, you have an opportunity to rewrite these wrongs of the past. In the next term of local government, you will all be grappling with implementing New Zealand’s new planning system. A system that will be far more enabling of growth, housing, and business. 

    This year, elected members will be judged by New Zealand for their commitment to growing their local economies and their regions. They will be judged on whether they are going to help the housing crisis or hinder it.

    I implore you to think about this when you are outlining your visions for your regions in the coming months. 

    Resource management reforms

    Let me get onto the RMA. The Government is reforming our planning system after thirty three years with the failed experiment that is the RMA.

    New Zealand is a country of only five million people on a land mass the size of the United Kingdom. Yet, we have managed to design a planning system that locks up so much land we have some of the most expensive houses in the developed world.

    Achieving our economic goals will be impossible without fundamental planning reform.

    A 2021 report commissioned by the Infrastructure Commission found the time taken to consent a major project more than doubled from 2014 to 2019 and we were spending $1.3 billion on resource consents a year.

    This is a colossal amount for a resource management system that has consistently failed to deliver better outcomes for development and the natural environment.

    We need to go as hard as we can to lift our economic growth rate. Growth is what raises our incomes and means better and higher paying jobs. 

    To achieve real growth, we need more roads, more farms, more congestion-busting public transport projects, more aquaculture, more mines, more housing, more transmission lines, and more electrification.

    There are two broad objectives to our reform programme.

    First, we aim to make it easier to get things done by unlocking development capacity for housing and business growth, accelerating delivery of high-quality infrastructure and enabling primary sector growth and development.

    The second objective is to safeguard the environment and human health, adapt to the effects of climate change, and improve regulatory quality in the resource management system.

    So, how are we getting on with our reform programme?

    In December 2023, we repealed legislation the previous Government introduced to replace the Resource Management Act. This was Phase 1 of our reforms. 

    In December, under Phase 2 of the reforms, we passed the Fast-track Approvals Act. This will help drive economic growth by streamlining the process for approving infrastructure and development projects.

    We are also in the midst of the biggest series of changes to national direction in New Zealand’s history. We are amending 12 different instruments and the introducing four new instruments, centred on three packages: infrastructure and development, the primary sector and freshwater.

    Our intention is to carry over most of this work into the new system.

    Replacing the RMA

    That brings me to our replacement planning system, or Phase 3 of our reforms. 

    We have been developing new legislation to replace the RMA since an expert advisory group delivered its blueprint for reform at the start of the year. We are delivering a radical new system. 

    One big change is to narrow the scope of the resource management system and the effects it controls. The RMA right now just does far too much.

    When you’re trying to manage for everything, often, you achieve nothing.

    The new system will have a narrower approach to effects management based on the economic concept of externalities. Effects that are borne solely by the party undertaking the activity will not be controlled, while financial or competitive matters will be excluded.

    No more council officers telling someone how their living room should look. Or where their washing line should do. Or what way their front door should face. 

    The other big change I wanted to mention now is around standardised zones.

    There will be national set standards around land use zones in the new system.

    New Zealand does not need 1,175 different types of zones. In Japan, which uses standardised planning, they have only 13 zones.

    Standardised zones will significantly reduce the cost of plan development borne by councils.

    Across New Zealand local government incurs costs of $90 million per year, developing consulting and implementing regional and district plans.

    Under the new system, council costs for developing your own zones, definitions, policies, objectives, rules and overlays will significantly reduce, as these would be set at the national level.

    They will focus on where the zones developed by central government will apply, and develop bespoke zones, if needed.

    An economic analysis of the EAG report estimated a halving in the overall costs of plan making and implementation, across the country. This could save an estimated $14.8 billion in council administrative and compliance costs, over a 30-year period.

    Enabling a new planning and natural environment system will reset how we plan for New Zealand’s future growth.  

    It will require change to how central government provides direction on the things that matter most to New Zealanders, and to how local government delivers these things for communities. It will require new institutions, such as a national regulator, to support delivery. 

    I want to acknowledge at this point the discussion about the future of regional councils and local government reform. As I’ve said publicly, once you start thinking about RMA reform, you quite quickly get into a discussion about “who does what” in the system, and whether things could be improved.

    Of course back in the late 1980s while Geoffrey Palmer was taking a break from putting the House into urgency to draft the RMA, Michael Bassett was doing local government reform contemporaneously.

    So, we’re having a look at the functions we will need in the new system. Nothing is off the table, but I am mindful of the scale and pace of change that we’re undertaking already.

    The new legislation is on track to be introduced by the end of this year, pass next year, and come into force in 2027.

    There are big economic benefits for New Zealand and your local communities if we get this right.   

    I encourage you to consider how you prepare for this change over the next twelve months and how to make the most of the new tools we are providing local government to enable growth.

    Stopping unnecessary plan changes under the RMA 

    In light of this speedy transition, we have to start thinking about what we need to do now to help councils focus their efforts, as well as save ratepayers money.

    Plans created in the new system will necessarily look and operate differently to RMA plans – meaning that planning work completed under the RMA may be incompatible with the new system. 

    I have heard from councils that, despite our plans to replace the RMA, you are still required by the law to plough on with 10-year plan and policy statement reviews and implement the requirements of the National Planning Standards. 

    These requirements tie up council resources on planning processes that are unlikely to be completed by the time the new system is in place, and even worse, will be largely wasted. 

    We don’t want you to waste your limited resources on tinkering unnecessarily with plans under the RMA when very soon, you should instead be spending that time preparing for the RMA’s replacement. 

    Today I am announcing that the Government will stop unnecessary plan changes under the RMA – except for limited plans that we consider important to continue. This will be done via an amendment to the RMA Amendment Bill currently before the House. It had its second reading yesterday.
    The change we are making will suspend requirements for councils to complete 10-year plan and regional policy statement reviews, as well as implement national planning standards.

    Councils will not be able to notify new plan or policy statements or changes to them unless they meet certain exemption criteria. 

    Plan or policy statement changes that have been notified, but not proceeded to hearings, will also be subject to the plan stop. Provisions that had legal effect on notification will be reversed. These plan changes will need to be withdrawn, unless they meet exemption criteria. 

    There is little point in progressing long and costly hearings on a plan change that will be incompatible with the new planning system, or probably won’t even be complete by the time the new system is switched on. 

    Councils that are using the Streamlined Planning Process, private plan changes, or parts of plan changes that uphold Treaty settlement obligations or relate to natural hazards, will be exempt from the plan stop. 

    Councils will also be able to apply to the Minister for the Environment if they have important plan changes that can’t wait until the new system. There’s a process to support this. 

    Councils and ratepayers have been calling for this kind intervention to relieve pressure on their resources where work is likely to be significantly changed under the new system. 

    So my message is that the transition to the new system starts now.

    Regulation making power

    As part of this transition, a few weeks ago I announced that Cabinet has agreed to insert a temporary regulation making power in the second RMA amendment Bill before it goes back to Parliament for its final reading.

    This power would allow the Government to modify or remove provisions in council plans if they negatively impact economic growth, development capacity or employment.

    We know this is a significant step, but New Zealanders elected us with a mandate to deliver economic growth and rebuild our economy, and that’s exactly what this new power will help do.

    We aren’t willing to let a single line in a district plan unjustifiably hold back potential economic, employment or development opportunities. 

    You should also see this as an opportunity. I know how painful plan change processes are, how costly, and how long. I suspect you all could name one or two things in your local plans that you have slated for removal though your next plan change process. 

    Well, this is your chance. Write to me yourselves, and highlight provisions you want removed from your plans to enable growth.  

    Embedding a ‘yes’ culture

    I want to end today by reminding you all of the size of our planning problems, and the size of the prize in getting these reforms right. 

    Consenting costs are up 70 per cent since 2014 and the average time to process consents is up 50 per cent.

    The consents that your planning departments issue are far too complex, and include lengthy, disproportionate conditions. One example is from a NZTA project, where the condition decision document was 170 pages long.

    The problem is not limited to significant infrastructure. Consents for relatively minor repairs are also unduly complex. To carry out minor maintenance to repair culverts now sometimes requires a full consent and full hydrological and engineering assessment. Just to repair a culvert. 

    Plans used to be simple. In the 1970s, when New Zealand building numbers were some of the highest they had ever been, the Wellington and Christchurch district plans were less than 200 pages long. By the early 2000s, both cities had plans in excess of 1000 pages, and were violently complex. Now, they are even longer.

    Local government has a key role to play in implementing this bold new system. But we need you to truly grasp and drive the opportunity these reforms present. 

    This means properly balancing the protection of the environment with the necessity of development.

    It means accepting that things like houses, supermarkets, and quarries are not ‘nice to haves’; they are essentials for human life.

    It means recognising that we live in a market economy, not a planned one. 

    It means understanding that we cannot justify being as restrictive and fragmented as we have been in the past.

    As a country, we have to start saying ‘yes’ a lot more, and ‘no’ a lot less.

    The stakes are big: can we build a system that responds to need, not NIMBYs? One that treats enabling land use as an economic necessity, not a nice to have?

    We are not interested in tinkering. We are building a planning system where growth of our urban areas, infrastructure and primary sector is not just allowed – it’s expected. Where councils are accountable for delivering capacity, not blocking it. 

    The time for excuses is over. The culture of “yes” starts now.

    Chinese Premier Li Qiang on Tuesday said that China is ready to work with Australia to further deepen and expand bilateral cooperation, aiming for a higher level of mutual benefit that better serves the interests of both peoples.

    Li made the remarks during the 10th China-Australia Annual Leaders’ Meeting with Australian Prime Minister Anthony Albanese in Beijing.

    All countries are facing new challenges in their development amid rising instability and uncertainty in the global economy, Li said, adding that in this context, the significance of strengthening exchanges and cooperation between China and Australia, as major economic and trade partners, has become more prominent.

    Li noted that earlier in the day, Chinese President Xi Jinping met with Prime Minister Albanese and reached an important consensus on further deepening China-Australia relations.

    Li said that the Chinese and Australian economies are highly complementary, with broad space for cooperation in areas such as energy resources, agricultural products, green development, and technological innovation.

    China is willing to fully utilize various dialogue mechanisms with the Australian side and strengthen the planning and design for cooperation across different sectors to explore more shared interests and new drivers of economic growth, and ultimately unlock the vast potential of bilateral economic and trade cooperation, Li added.

    It is hoped that Australia will provide a fair, open and non-discriminatory business environment for Chinese enterprises operating in Australia, Li said, adding that China is keen to provide vigorous support for exchanges in culture, education, tourism and regional collaboration, and further facilitate personnel exchanges between the two sides.

    Li said that China and Australia, as both advocates and beneficiaries of multilateralism and free trade, are active promoters of cooperation in the Asia-Pacific region. He urged the two sides to strengthen communication and collaboration within multilateral frameworks, maintain the rules-based multilateral trading system, and work together to foster a conducive environment for international economic and trade cooperation.

    Noting that Australia-China relations are currently developing with positive momentum, Albanese said the Australian side attaches great importance to and is committed to building a stable and constructive bilateral relationship with China. Australia adheres to the one-China policy and opposes “Taiwan independence,” he added.

    Albanese said Australia is willing to strengthen high-level exchanges and dialogue with China in various fields, including diplomacy and trade, and ensure that differences do not define the bilateral relationship.

    Noting that the economies of Australia and China are highly complementary, Albanese said Australia looks forward to deepening mutually beneficial cooperation in areas such as trade, agriculture, tourism and culture, and enhancing people-to-people exchanges in education, civil society and youth sectors.

    Australia is willing to provide a stable and predictable environment for Chinese enterprises to invest and operate in Australia, and welcomes more Chinese students and tourists to visit the country, he added.

    Albanese said Australia firmly supports multilateralism and free and fair trade, is willing to work with China to address global challenges such as climate change, and jointly safeguard the multilateral trading system with the World Trade Organization at its core.

  • MIL-OSI China: China to hold SCO Tianjin summit from Aug. 31 to Sept. 1

    Leaders from more than 20 countries and heads of 10 international organizations will attend the Tianjin summit of the Shanghai Cooperation Organization (SCO) and related events, said Chinese Foreign Minister Wang Yi on Tuesday.

    The SCO Tianjin summit will be held from August 31 to September 1, Wang said in Tianjin during a joint press meeting with SCO Secretary-General Nurlan Yermekbayev.

    On the same day, Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, chaired SCO member states’ meeting of the council of the ministers of foreign affairs in Tianjin.

    Belarusian Foreign Minister Maksim Ryzhenkov, Indian External Affairs Minister Subrahmanyam Jaishankar, Iranian Foreign Minister Seyed Abbas Araghchi, Kazakhstan’s Deputy Prime Minister and Minister of Foreign Affairs Murat Nurtleu, Minister of Foreign Affairs of Kyrgyzstan Jeenbek Kulubaev, Pakistani Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Russian Foreign Minister Sergey Lavrov, Tajik Foreign Minister Sirojiddin Muhriddin, Uzbek Foreign Minister Bakhtiyor Saidov, SCO Secretary-General Nurlan Yermekbayev, and Director of the Executive Committee of the SCO Regional Anti-Terrorist Structure Ularbek Sharsheev attended the meeting.

    He said that member states should stay true to the original aspiration and carry forward the Shanghai Spirit, consolidate the foundation of security, pursue mutual benefit and win-win results to drive the new engine of development, pursue friendship and good-neighborliness, and safeguard fairness and justice.

    Wang expressed appreciation for the support of member states for China’s role as the rotating chair, adding that the SCO is set to enter a new phase of high-quality development through member states’ joint efforts.

    The participating parties highly commended China’s outstanding work and positive outcomes as the rotating chair, and expressed their willingness to coordinate and collaborate with China to ensure the success of the Tianjin summit.

    All parties fully recognized the important role of the SCO in strengthening strategic mutual trust among member states, promoting regional development and prosperity, maintaining common security, and deepening the bonds between the peoples.

    In the face of turbulent international situations, all parties agreed that it is essential to further promote the Shanghai Spirit, strengthen solidarity and coordination, safeguard national sovereignty and territorial integrity, fight against the “three evil forces” of terrorism, extremism, and separatism.

    Han Xu and Zhang Ziyu combined for 36 points to lead defending champion China to a 91-69 victory over South Korea in a Group B match at the 2025 FIBA Women’s Asia Cup on Tuesday.

    Both teams struggled to find their rhythm offensively in the first half. China missed several early chances under the rim, with Li Yuan, Luo Xinyu and Han all misfiring in the paint. South Korea also failed to capitalize on multiple wide-open opportunities, and the game remained scoreless for nearly two minutes before Park Ji-hyun broke the drought with a basket.

    With the Chinese squad slow to settle, 23-year-old forward Luo stepped up with several key offensive rebounds and flashy dishes. 18-year-old Zhang, who stands 226cm tall, entered midway through the first quarter and remained a dominant presence in the paint, although South Korea targeted her lack of mobility on offense. An He-ji nailed a stunning long-range buzzer-beater to cut China’s lead to just three points at the end of the first period.

    In the second quarter, South Korea suffered a scare when veteran center Park Ji-su sustained a shoulder injury while defending Zhang. She was forced to the bench but returned for the second half after treatment.

    China made a crucial tactical adjustment after the break, unveiling the twin-tower lineup of Han and Zhang for the first time in the tournament. The move paid immediate dividends, as the two centers scored in quick succession to extend China’s lead to double digits. South Korea kept the margin within striking distance thanks to a flurry of three-pointers, hovering around a 10-point gap.

    In the final three minutes of the third quarter, China switched to a small-ball lineup with no traditional center. The pace picked up, and sharp drives by Jia Saiqi and Wang Siyu helped China take a 17-point cushion into the final quarter.

    China’s shooting behind the arc, which had been cold through the first three quarters (1-of-12), finally warmed up in the fourth. Huang Sijing, Yang Liwei and Zhai Ruoyun knocked down timely triples, stretching the lead. Meanwhile, South Korea struggled with fatigue down the stretch, and several smart cuts failed to produce points.

    As the clock ran out, China secured a 91-69 win to remain unbeaten in the group stage.

    Han and Zhang each scored a team-high 18 points for China, with Han also grabbing a game-high 12 rebounds. For South Korea, Choi I-saem hit four three-pointers to lead her team with 16 points, while An He-ji added 15.

    “This was the most crucial game of the group stage, and we did a lot of preparation for it,” said China’s head coach Gong Luming at the post-game press conference.

    “Our young team was eager to perform well, but they were a bit anxious at the start and didn’t play up to their usual level,” he noted, adding, “But on the defensive end, the players gave good effort.”

    Speaking about the two key lineup adjustments in the game, Gong said the twin-tower combination of Han and Zhang was effective on offense, but also admitted it had defensive drawbacks.

    “The twin-tower hasn’t been used much in practice. We hope to build better chemistry between them through real-game experience – it will be an important option for us in the future,” Gong explained.

    He also emphasized that China can’t rely solely on its advantage in the paint, so he used a smaller lineup at times, aiming for faster transitions and quick scoring after securing rebounds.

Warner (D-Virginia), Chairman and Vice Chairman of the Senate Select Committee on Intelligence, today released the following statements after the Senate Select Committee on Intelligence passed the Intelligence Authorization Act for Fiscal Year 2026 (IAA) today on a bipartisan 15-2 vote. The bill authorizes funding, provides legal authorities, and enhances oversight of national security threats and our United States Intelligence Community.
    “I’d like to thank my colleagues for their tireless work on this bill that will go a long way towards keeping America safer and making the intelligence agencies charged with doing so more transparent and efficient. I am pleased this bill includes needed reforms and restructuring to the Office of the Director of National Intelligence, restricts the travel of adversarial diplomats inside the United States, and protects Intelligence Community installations by adding further reviews to nearby land purchases which safeguards them against drone threats. This bill passed out of committee on a bipartisan basis and I hope my colleagues will support its passage by the full Senate,” said Senator Cotton.

    Require that visas be denied to certain nationals applying to work at the United Nations if they are known or suspected of being foreign intelligence officers or committing intelligence or espionage activities;
    Prohibit the Intelligence Community from contracting with Chinese military companies engaged in biotechnology research, development, or manufacturing;
    Codify tour and travel restrictions for Chinese, Russian Iranian and North Korean diplomats in the United States;
    Improve the Intelligence Community’s artificial intelligence capabilities and capacity and establish guidelines for the IC’s procurement and use of artificial intelligence;
    Shores up counter-intelligence risks posed by Salt Typhoon compromises of U.S. telecommunications infrastructure by leveraging IC procurement power;
    Strengthen the security of telecommunications networks by establish baseline cybersecurity requirements for vendors of telecommunications services to the IC;
    Establish authorities for protecting Central Intelligence Agency facilities from unmanned aircraft systems;

    CULVER CITY, CALIFORNIA Apple TV+ today earned a record-breaking 81 Emmy Award nominations across 14 hit Apple Original titles for this year’s 77th Emmy Awards. Severance became this year’s most-nominated series with 27 nominations, and The Studio made history as the most-nominated freshman comedy series with 23 nominations in total.     As the most-nominated freshman comedy series in history, in addition to Outstanding Comedy, The Studio scores Outstanding Lead Actor, Directing, and Writing for Seth Rogen; Outstanding Supporting Actor for Ike Barinholtz; and Outstanding Supporting Actress for Kathryn Hahn and Catherine O’Hara. It also earned five of the six nominations in the Outstanding Guest Actor category, including first-ever acting nominations for directors Martin Scorsese and Ron Howard, alongside Bryan Cranston, Dave Franco, and Anthony Mackie, plus an Outstanding Guest Actress nomination for Zoë Kravitz.

    In its sophomore season, Apple’s beloved Shrinking nabs its first-ever nomination for Outstanding Comedy Series, and Harrison Ford is recognized with his first Emmy Award nomination for his celebrated performance in the series. Jason Segel nabs Outstanding Lead Actor in a Comedy, alongside Outstanding Supporting Actor and Actress nominations for Michael Urie and Jessica Williams, respectively.

    Following last year’s Emmy Award win for Outstanding Writing for a Drama Series, Slow Horses lands nominations for Outstanding Drama, Outstanding Lead Actor for Sir Gary Oldman, Outstanding Directing for Adam Randall, Outstanding Casting, and Outstanding Writing for a Drama Series for Will Smith.

    Apple Original Films’ The Gorge lands the first Outstanding Television Movie nomination for Apple TV+, as Apple Original documentaries Deaf President Now! and Bono: Stories of Surrender are also recognized.

    Apple TV+ series stars lead with the most performance nominations overall, earning 31 acting category nominations, including 10 top acting nominations for acclaimed performances in The Studio, nine nominations for the stars and guest stars of Severance, and four nominations each for performances in Shrinking and Presumed Innocent. Dope Thief star Brian Tyree Henry also scores a nomination for Outstanding Lead Actor in a Limited or Anthology Series or Movie, as Sir Gary Oldman lands his second nomination for Outstanding Lead Actor in a Drama Series for Slow Horses, and Sharon Horgan is recognized with her second nomination for Outstanding Lead Actress in a Drama Series for the BAFTA Award-winning Bad Sisters.

    The nominations were announced today by the Television Academy, and the winners will be unveiled at the Creative Arts ceremonies on September 6 and 7, and the Primetime Emmy Awards ceremony on September 14, 2025.

    To date, Apple Original films, documentaries, and series have earned 580 wins and 2,761 award nominations and counting, including multi-Emmy Award-winning comedy Ted Lasso and historic Oscar Best Picture winner CODA.

    Severance

    Presumed Innocent
    Presumed Innocent is an eight-episode limited series starring and executive produced by Jake Gyllenhaal, hailing from David E. Kelley and executive producer J.J. Abrams and based on the New York Times bestselling novel of the same name by Scott Turow. Starring Gyllenhaal in the lead role of chief deputy prosecutor Rusty Sabich, the series takes viewers on a gripping journey through the horrific murder that upends the Chicago Prosecuting Attorney’s office when one of its own is suspected of the crime. The series explores obsession, sex, politics, and the power and limits of love, as the accused fights to hold his family and marriage together.     Disclaimer is a gripping psychological thriller in seven chapters, starring Academy Award winners Cate Blanchett and Kevin Kline. Written and directed by five-time Academy Award winner Alfonso Cuarón, “Disclaimer” is based on the bestselling novel of the same name by Renée Knight. Acclaimed journalist Catherine Ravenscroft (Blanchett) built her reputation revealing the misdeeds and transgressions of others.     Dope Thief

    The Gorge

    The story of the greatest civil rights movement most people have never heard of. Deaf President Now! recounts the eight days of historic protests held at Gallaudet University in 1988 after the school’s board of trustees appointed a hearing president over several very qualified Deaf candidates. After a week of rallies, boycotts and protests, the students of Gallaudet University triumph as the hearing president resigns and beloved dean Dr. I. King Jordan becomes the university’s first Deaf president. The protests marked a pivotal moment in civil rights history, with an impact that extended well beyond the Gallaudet campus, and paved the way for the Americans with Disabilities Act (ADA).   • MIL-OSI New Zealand: More international doctors to be fast-tracked

    The Government has welcomed the announcement by the Medical Council of New Zealand that will see doctors from Chile, Luxembourg, and Croatia added to the Comparable Health System pathway, which will streamline the registration process and help strengthen New Zealand’s frontline health workforce, Health Minister Simeon Brown says.

    “This is a practical step that will help us get more doctors into hospitals and clinics across the country more quickly,” Mr Brown says.

    “New Zealand is in an international contest to train, attract, and retain skilled medical professionals. The addition of Chile, Luxembourg, and Croatia to the list of Comparable Health Systems will make it easier for qualified doctors from these countries to live and work in New Zealand.”

    The Comparable Health System pathway enables international medical graduates from certain countries to fast-track their registration with the Medical Council of New Zealand, provided their qualifications and training meet recognised standards. With this latest decision, there are now 29 countries on the list, following the inclusion of Japan and South Korea earlier this year in February.

    “New Zealand has long benefited from the skills and expertise of international medical professionals. They play a vital role in supporting our domestically trained workforce and ensuring patients can access timely, quality healthcare,” Mr Brown says.

    “This builds on other initiatives the Government has to boost New Zealand’s health workforce. Earlier this year I announced a two-year training programme to support up to 100 additional overseas-trained doctors into New Zealand’s primary care workforce.

    “Over 180 expressions of interest were received for this programme, exceeding the number of places available. This strong response shows that there is untapped potential in New Zealand. Overseas trained doctors are eager to work where they are most needed, and this Government is opening the door for them to do so.

    “Through our record $16.68 billion investment across three Budgets, we are making sure our health system is properly resourced to meet the growing demands placed on it. That funding is already delivering results, with record funding for general practice to increase capacity, upgraded urgent care services across the country, and a new 24/7 digital health service. This is how we are putting patients first. 

    “The Medical Council’s announcement adds to the body of work the Government is undertaking to rebuild our health system around the needs of patients, so that all New Zealanders can receive the timely, quality healthcare they need.”

    Chancellor of the Exchequer Rachel Reeves delivered her second Mansion House speech on the evening of Tuesday 15 July 2025.

    Lord Mayor, Governor, Ladies and Gentlemen.

    My thanks go to the City of London Corporation for hosting us here this evening…

    …and to the Lord Mayor for his address…

    …as well as to the Economic Secretary to the Treasury for all her hard work.

    It is a year since my party was elected to office…

    …and year since I was appointed as Chancellor of the Exchequer.

    Recently, on a visit to a primary school, a young girl asked me –

    “if you could have any job in the world, what would it be?”

    Given the events of the last few weeks, I suspect many of you would have sympathised if I had said –

     “anything but the Chancellor.”

    But I didn’t.

    Because I am proud to stand here tonight and address you for a second time at Mansion House…

    …as the Chancellor of Exchequer.

    This evening, I want to talk about the progress we have made over the past year:

    Restoring stability;

    Securing investment;

    And delivering reform.

    And I want to talk about the future:

    The economy that we are building;

    The opportunities that we are seizing;

    And the prosperity that we together are creating.

    In my Mais lecture last year, I talked about how a resilient economy must be built on security.

    And the importance of that security has been brought into sharp focus in recent months.

    As the world changes before our eyes, and global economies are becoming more uncertain.

    The job of a responsible government is not just to watch this change –  

    We must step up, not step back.

    We must build a dynamic economy on strong and secure foundations…

    …where success is not limited to a handful of sectors, a few people, or certain parts of the country…

    …but where the rewards of hard work are shared…

    …harnessing the contribution of every part of Britain.

    This is the foundation of an economy and a country that is more active and more confident…

    …where people and business look to the future and talk about hope…

    …talk about opportunity…

    …assured of their own capability, and of the ability of our country to boldly face the challenges ahead…

    …and certain in the prize when they succeed:

    Of higher wages and higher living standards;

    The renewal of Britain in every home and every high street.

    To put it simply: a Britain that is better off.

    The financial services sector is critical to my ambitions for our country.

    It is one of the largest and most successful sectors in the UK…

    …worth around 10% of total economic output…

    …and supporting 1.2 million jobs in clusters right around the UK:

    In Cardiff, and Belfast and Edinburgh where we have growing Fintechs;

    In Manchester, where BNY have their new Angel Square hub;

    And in London, the financial centre of the world.

    And financial services is also critical in people’s everyday lives:

    Whether that’s a couple looking to buy their first home;

    A budding entrepreneur wanting to start  their first business;

    Or people getting more out of the money they’re putting aside for the future.  

    And that’s what these plans, that I will set out tonight, will deliver.

    Growth must be built on a platform of economic stability.

    When we came into office…

    …it was our government, this government, that restored Britain’s reputation as a beacon of stability by putting the public finances back on a firm footing…

    …getting debt on a downward path, while investing prudently alongside business.

    That was – and still is – the right choice…

    …because there is nothing progressive – [political redaction] – about a government that simply spends more and more each year on debt interest, instead of on the priorities of ordinary working people.

    And fiscal stability is a choice that reflects economic reality.

    A trade deal with the United States, where we were the first country to sign a deal so that British businesses are better protected against tariffs, and where we have worked with our G7 colleagues to avert new taxes.

    And I am pleased to welcome the European Union’s Financial Services Commissioner Maria Luis Albuquerque.

    Maria Luis, we met earlier today to discuss our continued cooperation on financial services, and I look forward to working more closely with you.

    And a trade deal with India, with whom our recent FTA agreement will give us the best trading relationship of any country in the world with India.

    And we have concluded the first Economic and Financial Dialogue with China in six years.

    And we are implementing the Berne Financial Services Agreement with Switzerland too.

    At the G20 in South Africa later this week I will continue the call I made at the IMF Spring meetings –

    …underpinned by stronger multilateral institutions.

    And that’s why we must be willing to change how we do things to stay competitive in that global economy.

    We have ripped up the planning rules;

    We have swept away regulations;

    We have published our industrial strategy;

    And today we can go further, by announcing the Financial Services Growth and Competitiveness Strategy…

    …including my Leeds Reforms…

    …named after one of the UK’s great hubs for financial services…

    …and the city that I have been proud to represent as a Member of Parliament for fifteen years.

    These are the most wide-ranging package of reforms to financial services regulation in more than a decade.

    At Mansion House last year, I said we must regulate for growth and not just for risk…

    …and we are delivering on that commitment…

    …while continuing to protect financial stability…

    …so that the benefits of a thriving and growing financial services sector can be realised for people all over Britain.

    Let me set out the details of that package in four parts:

    First, I am rolling back regulation that has gone too far in seeking to eliminate risk;

    Second, I am delivering targeted changes in the areas where the UK already has particular strengths;

    Third, I am making changes to capital requirements to unlock more productive capital;

    And fourth, I am introducing measures to boost retail investment so that more savers can reap the benefits of UK economic success.

    I will begin with the biggest reforms.

    As I promised last year, I am delivering the most significant reform to the Financial Ombudsman Service since its inception…

    …including proposing to limit for ten years for claims.

    This will speed up the time it takes for consumers to get redress for their complaints…

    … returning it to its original purpose as a simple, impartial arbitration service…

    …and ensuring that it no longer acts as a quasi-regulator.

    And I welcome the announcement today, made by the Financial Ombudsman Service that will reduce the interest rate it applies before a decision from 8% to base rate plus 1%.

    I am introducing new targets for the FCA and PRA to cut times on authorisations and approvals…

    …and I have tasked the FCA with assessing the impact of the Consumer Duty and whether it unduly effects wholesale activity…

    …to ensure that regulators are really regulating for growth.

    And I am streamlining the Senior Managers and Certification Regime…

    …reducing the burdens it imposes on firms by 50%…

    …and slashing approval timelines…

    …so you can bring in talent to your business more quickly.

    My next set of reforms provide targeted regulatory support to the areas where the UK does already have a comparative advantage.

    For insurance – where Britain is the destination of choice for underwriting complex, specialised and high-value risk…

    …I am introducing a new competitive framework for captive insurance.

    For asset management – where the UK is the world’s second largest centre…

    …I am futureproofing the regulatory regime and will publish draft legislation in early 2026.

    For sustainable finance, I am determined to focus our efforts on policies that matter most to our world-leading sector and support investment in the transition…

    …so, after consultation and consideration, I have decided not to pursue a green taxonomy…

    …but instead work with regulators through the Transition Finance Council to capitalise on the £200 billion opportunity of the global transition to net zero.

    And for Fintech – where almost half of Europe’s Fintech’s are already based here in the UK…

    …the PRA and FCA are launching a scale-up unit to support innovative firms to grow in the UK, including in our world-leading payments system.

    And I will drive forward developments in blockchain technology…

    …including tokenised securities and stablecoins…

    …and an ambitious design for a new digital gilt instrument…

    …so that UK financial services can be at the forefront of digital asset innovation.

    And because I believe the UK is the best place in the world for financial services…

    …today I’ve announced the Office for Investment’s new concierge service.

    Launching by October this year, it will provide a tailored service to companies considering setting up and expanding in the UK…

    …and I am grateful to Chris Hayward from the City of London Corporation, for his work to drive this forward.

    Now, let me turn to the changes I am making to capital requirements…

    …to allow UK banks to do more lending and release more capital for investment into our infrastructure and into our businesses.

    First, I am supporting the Bank of England’s decision to raise the asset threshold for MREL requirements to between £25 and £40 billion.

    This will benefit the challenger banks and bring increased competition and innovation to the market…

    …and support those businesses to expand their footprint here in the UK.

    Second, I am confirming our approach to Basel 3.1…

    …implementing lower capital requirements for domestically focussed banks from January 2027…

    …while preserving flexibility on our approach for international banks to ensure the UK always remains competitive while aligning with international standards.

    Third, I have committed to meaningful reform of the UK’s ringfencing regime…

    …recognising that now is the time to go further in tackling inefficiency and boosting growth…

    …while retaining the aspects of the regime that support financial stability and protect consumer deposits.

    And fourth, following the new, growth focussed remit letter I sent in November…

    …I welcome the Financial Policy Committee’s announcement that it will review the overall level of bank capital needed for UK financial stability…

    …reporting back to me by the end of this year.

    The review will inform the work the Treasury is taking forward with the Bank…

    …to ensure the prudential framework strikes the optimal balance to deliver resilience, growth and competitiveness.

    And I welcome the recent changes the Financial Policy Committee has announced to the loan-to-income limit on mortgage lending…

    …which the PRA and FCA are implementing immediately…

    …that means tens of thousands more people could be able to get a mortgage in the next year alone…

    …with Nationwide already offering its ‘Helping Hand’ mortgage to more first time-buyers…

    …supporting alone an additional 10,000 each year.

    And my thanks to Dame Debbie Crosbie for her leadership.

    My final set of reforms are focussed on boosting savings investment.

    I recognise the potential for ISA reform to improve returns for savers…

    …and access capital for UK businesses.

    I have confirmed that Long-Term Asset Funds can be included in stocks and shares ISAs…

    …allowing long-term ISA investors to benefit from this innovative product.

    And I will continue to consider further changes to ISAs…

    …engaging widely in the coming months…

    …and recognising that despite the differing views on the right approach…

    …we are united in wanting better outcomes for both UK savers and for the UK economy.

    For too long, we have presented investment in too negative a light…

    …quick to warn people of the risks, without giving proper weight to the benefits…

    …and our tangled system of financial advice and guidance…

    …has meant people cannot get the right support to make decisions for themselves. 

    That is why we are working with the FCA to introduce a brand-new type of targeted support for consumers ahead of the new financial year.

    And I also welcome the campaign to promote the benefits of retail investment which will launch next April…

    …and the action to look at our current approach to risk warnings – and that will report back in January…

    …and I’m grateful to Chris Cummings of the Investment Association for spearheading both of those initiatives.

  • MIL-OSI Security: Justice Department Highlights DEA Drug Seizures for First Half of 2025, Successful Operations Over the Last Several Weeks

    WASHINGTON — Today, Attorney General Pamela Bondi highlighted the great work of the Drug Enforcement Administration (DEA) to get illegal drugs off our streets and protect innocent Americans from addiction, overdose, and drug-related crime and violence. Since January 20, 2025, DEA has seized approximately 44 million fentanyl pills, 4,500 pounds of fentanyl powder, nearly 65,000 pounds of methamphetamine, more than 201,500 pounds of cocaine, and made over 2,105 fentanyl-related arrests.

    “Our DEA agents are doing historic work to keep our communities safe from deadly drugs like fentanyl and dismantle the cartels selling them,” said Attorney General Pamela Bondi. “I want to remind all Americans to exercise extreme caution: a pill can kill.”

    “DEA is hitting the cartels where it hurts—with arrests, with seizures, and with relentless pressure. From meth labs in California to fentanyl pills disguised as pharmaceuticals seized at our border, these operations are saving American lives every single day,” said DEA Acting Administrator Robert Murphy. “We are not slowing down. We are dismantling these networks piece by piece—and we won’t stop until the last brick of their empire falls.”

    Over the last several weeks, DEA has conducted a number of successful operations across the United States including:

    • In Lexington County, South Carolina,  DEA, in coordination with its state and local partners, seized over 156 pounds of fentanyl and 44 pounds of methamphetamine, a firearm and arrested one trafficker.
    • In Gainesville, Georgia, DEA, and its state and local partners intercepted over 705 pounds of methamphetamine hidden in a truckload of cucumbers and arrested two traffickers.
    • In Minneapolis, Minnesota, DEA and its federal and local partners seized 889 pounds of methamphetamine, one handgun and arrested three traffickers.
    • In Kern County, California, DEA and its local partners shut down a major methamphetamine conversion lab, seizing over 240 pounds of crystal methamphetamine, 151 gallons of liquid methamphetamine, and arrested five traffickers.
    • In Fresno, California, DEA and its federal, state and local partners seized 24 pounds of carfentanil disguised as real prescription pills— the largest single seizure to date of carfentanil in Northern California.
    • In Galveston, Texas, DEA, in close coordination with its federal partners at CBP, helped uncover over 1,700 pounds of methamphetamine—worth more than $15 million dollars—hidden inside a vehicle.
    • In Austin, Texas, DEA, in coordination with its FBI, state and local partners, seized 783 pounds of methamphetamine hidden inside a refrigerated truck carrying blueberries.
    • In a single coordinated takedown spanning Indiana, Kentucky, and Arizona, DEA, working alongside its federal, state and local partners, DEA seized 59 illegal firearms, possessed by serious violent felons—along with 74 pounds of methamphetamine, 11 pounds of fentanyl, 11 pounds of cocaine, cash, and conducted 23 arrests.
    • In Miami, Florida, DEA in coordination with its FBI partners, seized over $10 million dollars in cryptocurrency, directly linked to the Sinaloa cartel.
    • In El Paso, Texas, DEA, with the assistance of its federal partners at HSI and U.S. Border Patrol, seized 115 pounds of methamphetamine from a drug-laden vehicle outfitted with a GPS tracker.
    • In Omaha, Nebraska, DEA and its local partners seized machinegun conversion devices, AR-style pistols and fentanyl pills in a raid that dismantled a multi-state poly-drug operation.

    [WASHINGTON, D.C.] — Combat Veteran and U.S. Senator Tammy Duckworth (D-IL), who served in the Reserve Forces for 23 years and is a member of the U.S. Senate Armed Services Committee (SASC), secured several important provisions to support our state’s residents, Servicemembers, Veterans and economy in the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) that SASC recently approved last week and the full Senate will now consider. Some of the priorities Duckworth secured to help Illinoisans include protecting Rock Island Arsenal from any restructuring until the Army provides more information about their proposed plans, expanding access to vital health care services for our state’s servicemembers, Veterans as well as military families and supporting research and development at the Illinois Quantum and Microelectronics Park in Chicago.  
    “The brave Illinoisans who serve our nation in uniform at home and abroad deserve to know that our country fully supports them as they and their families sacrifice to defend our country,”?said Senator Duckworth.?“While I do not support every provision in this bipartisan compromise, I’m proud I was able to secure several important provisions to benefit our state by protecting operations at Rock Island Arsenal, protecting health care access for our military and Veteran families and supporting groundbreaking quantum computing research in Chicago. I’m glad the Armed Services Committee included these important provisions in this year’s NDAA and I hope the full Senate approves it as soon possible.” 
    Key Duckworth provisions secured in this year’s Committee-passed NDAA that would support Illinoisans include:
    Supporting and Protecting Rock Island Arsenal Operations:
    By Protecting Jobs: This provision would restrict the Secretary of the Army from using any funds allocated for restructuring until the Army provides more information about their proposed plan to integrate Joint Munitions Command and Army Sustainment Command, helping ensure operations at Rock Island Arsenal are not affected unnecessarily.
    By Sustaining Workload and Industrial Base: This provision would establish a 5-year pilot program requiring DoD to give preference to public-private partnerships in arsenals, especially those non-public partners that ensure equitable workshare to DoD employees to protect critical skills. This provision would help ensure arsenals and factories, like Rock Island Arsenal, remain active and viable while preserving the skilled workforce, equipment and production capacity critical to the nation’s defense industrial base.
    By Constructing a Child Development Center at Rock Island Arsenal: The bill authorizes $50 million in Major Construction funds for a new addition to the Child Development Center at Rock Island Arsenal and to consolidate the existing facilities and make upgrades to meet DoD guidelines and safety requirements, ensuring that eligible families at Rock Island Arsenal have a safe, modern facility for childcare. 
    By Improving Predictive Manufacturing Analytics at Army Arsenals: Language urging the continued implementation of industrial control networks across our Army’s arsenals to enable the collection, aggregation, and analysis of data associated with the manufacture and repair of equipment and supplies. This work completed by MxD, the nation’s digital manufacturing and cybersecurity institute, located in Chicago, helps ensure the efficiency and security of the critical manufacturing completed at Rock Island Arsenal and the Army’s other arsenals.? 
    By Expanding Robotic Enhancements for Armaments Manufacturing: Language authorizing an additional $5 million for the Secretary of the Army to expand prototyping and production capacity by integrating robotics, automation and digital manufacturing into the munitions industrial base, further modernizing production at Rock Island Arsenal with technology pioneered by innovators in Chicago.? 
    By Improving the Governance of the Organic Industrial Base: Language directing the Army to analyze the effectiveness of their current governance and resourcing model for the Army’s arsenals, depots as well as ammunition plants and identify opportunities for changes to ensure the enterprise and its workforce can support the military’s munitions and sustainment requirements now and in the future. The Senator helped secure this provision alongside Senator Tom Cotton (R-AK). ? 
    Safeguarding Veteran Medical Care in North Chicago: This provision, led with Senator Durbin, would secure a one-year extension of the Joint Medical Facility Demonstration Fund, which supports the operations of the North Chicago-based Lovell Federal Health Care Center (FHCC). This provision will help safeguard continued access to vital services for military families and Veterans in the area.  
    Protecting Cities Like Chicago from the Trump Administration’s Overreach with the Military: A modified version of a provision of Senator Duckworth’s Military In Law Enforcement Accountability Act (MiLEAA) requires servicemembers identify themselves as part of the military when assisting federal law enforcement when operating in the United States. As the Trump Administration continues to send federal agents and our nation’s military into our communities to intimidate their fellow Americans, this provision ensures that servicemembers identify themselves properly—to avoid public misunderstanding about who is providing logistical support versus conducting arrests or law enforcement duties. 
    In light of the Trump administration’s increasing use of troops to support law enforcement within the United States, another provision will help ensure troops know how to responsibly operate within the bounds of domestic laws and protect American civil rights. This provision requires DoD to provide legal training to all servicemembers, including a refresher within 90 days of any mobilization or deployment, on their responsibilities under the law of armed conflict, rules of engagement, defense support for civil authorities and standing rules for the use of force within the United States.
    Strengthening Domestic Suppliers of Critical Uniform Components: Language prohibiting the Department of Defense from sourcing clothing, fabrics or components from countries of concern—such as China, Iran, North Korea and Russia—when using domestic sourcing waivers under the Berry Amendment, to prevent further weakening of the U.S. clothing and textile industrial base and bolstering Chicago’s top-quality garment industry.
    Investing in Quantum Technology in Chicago: Language recognizing the importance of the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative (QBI) program, which aims to build a commercially useful FTQC by 2033, and encouraging the Department to concurrently prepare algorithms to operate those machines, while the hardware is being built. This provision recognizes the importance of the development of the first FTQC, which is being built at the Illinois Quantum and Microelectronics Park in Chicago, Illinois. 
    Championing Domestic Manufacturing in Belleville: Language requesting DoD provide data and analysis on the necessary war reserves for footwear and textiles, and the accompanying surge needs in the event of crisis or conflict. This report language is a modified version of the Senator’s Better Outfitting Our Troops (BOOTS) Act, which recognizes that our defense industrial base for combat boots needs investment in order for it to support our troops and help ensure they have the sturdiest and most protective boots in a possible war, like those manufactured in Illinois at Belleville’s Belleville Boot Manufacturing Co.
    Advancing U.S. Bioindustrial Manufacturing Innovation in Champaign: This provision would support the innovative work being done at advanced facilities like the University of Illinois Fermentation and Agriculture Biomanufacturing Hub (iFAB) by requiring more information on how DoD is investing in this technology critical for national security.
    Encouraging Investment in Nuclear Energy and Domestic Printed Circuit Boards: Language allowing the Office of Strategic Capital to enter into investments in nuclear fusion and fission energy and directing OSC to explore printed circuit boards (PCBs) and PCB assemblies, to ensure these critical technologies—which Illinois plays a central role in manufacturing and advancing—has sufficient capital investments to scale for warfighting. 
    Protecting Servicemembers from Dangerous PFAS in their Protective Garments: Language requiring the DoD to articulate its plan for acquiring chemical, biological, radiological and nuclear threat protective garments free from toxic PFAS chemicals as soon as possible.?Innovative Illinois research and development and manufacturing is leading the way on alternatives that protect servicemembers without relying on toxic chemicals.  
    Designing a New Aircraft Maintenance Hangar at Scott Air Force Base: The bill authorizes $6 million in Planning and Design funds for the construction of a new aircraft maintenance hangar to support the training and operational mission of the 126th Aerial Refueling Wing at Scott Air Force Base. The current hangar was constructed in 1956, remains in disrepair and no longer meets Department of Defense standards or mission requirements, making a new hangar critical to the Wing’s mission. 
    Renovating General Jones Readiness Center: The bill authorizes $5 million in Planning and Design funds for major alternations to the General Richard L. Jones National Guard Readiness Center in Chicago. This facility was built in 1931 and remains one of the largest readiness centers in the country. Renovating it to meet mission requirements is a top priority for the Illinois National Guard. 
    In addition to these provisions, Senator Duckworth also successfully worked to protect Universities like Northwestern University and University of Illinois from having their DoD funding for critical technological research cut unnecessarily. 
    Other key funding for Illinois projects contained in the committee-passed bill include:
    $5 million authorized in Planning and Design funds to support forging annex at Rock Island Arsenal.
    $3.05 million authorized in Planning and Design funds to support range control at Marseilles Training Center.
    $8 million authorized in Planning and Design funds to support the Peoria Armory Readiness Center.
    $36 million authorized to boost Fort Sheridan area maintenance support activity.

    Tbilisi, July 16 (Xinhua) — The central banks of Georgia and the Republic of Korea (ROK) have officially launched a joint project to develop non-cash payments aimed at modernizing the payment infrastructure and expanding financial inclusion in Georgia, the National Bank of Georgia reported on Tuesday.

    A delegation from the Central Bank of Kazakhstan and the Korea Institute of Financial Telecommunications and Clearing /KFTC/ recently visited Georgia on a working visit. During the visit, a cooperation agreement was signed, which provides for the launch of the above-mentioned project.

    Tbilisi, July 16 (Xinhua) — The central banks of Georgia and the Republic of Korea (ROK) have officially launched a joint project to develop non-cash payments aimed at modernizing the payment infrastructure and expanding financial inclusion in Georgia, the National Bank of Georgia reported on Tuesday.

    A delegation from the Central Bank of Kazakhstan and the Korea Institute of Financial Telecommunications and Clearing /KFTC/ recently visited Georgia on a working visit. During the visit, a cooperation agreement was signed, which provides for the launch of the above-mentioned project.

    However, persistent nutritional gaps and mounting environmental pressures reveal a complex path ahead, according to a new study by the UN Food and Agriculture Organization (FAO) and the Organisation for Economic Cooperation and Development (OECD) – an influential international policy forum.

    The Agricultural Outlook 2025-2034, released on Tuesday, projects a six per cent increase in global per capita consumption of animal-source foods by 2034 – beef, pork, poultry, fish, dairy and other animal products.  

    The trend is most pronounced in lower middle-income countries, where intake is expected to rise by 24 per cent, far outpacing the global average.  

    “These projections point to better nutrition for many people in developing countries,” said Qu Dongyu, Director-General of the FAO.

    Increased incomes, better diets – but not for all

    The surge in consumption in middle-income economies is attributed largely to rising disposable incomes, changing dietary preferences and urbanisation. In these countries, daily per capita intake of animal-sourced foods is projected to reach 364 kilocalories, surpassing the 300 kcal benchmark.

    At the same time, consumption in low-income countries will remain low – reaching just 143 kcal per day, less than half the amount deemed necessary for a healthy diet – highlighting stark inequalities in access to nutrient-rich diets and the challenges ahead to ensure everyone is food secure.

    Mr. Qu urged greater efforts to ensure people in the lowest-income countries also benefit from improved nutrition and food security.

    Production expanding but emissions rising

    To meet rising demand, global agricultural and fish production is projected to increase by 14 per cent over the next decade, largely driven by productivity gains in middle-income nations.

    Output of meat, dairy and eggs is expected to grow by 17 per cent, while total livestock inventories are projected to expand by seven per cent.

    However, these gains come at an environmental cost: direct greenhouse gas (GHG) emissions from agriculture are set to rise by six per cent by 2034, despite improvements in emissions intensity.

    As production becomes more efficient, the emissions generated per unit of output will decline, but the overall footprint will still grow unless additional measures are taken.

    Other key findings

    • Cereal yields to grow 0.9 per cent annually, with harvested area expanding just 0.14 per cent per year – half the pace of the last decade
    • By 2034, 40 per cent of cereals will go directly to human consumption, 33 per cent to animal feed, and the rest to biofuels and industry
    • Biofuel demand set to rise 0.9 per cent annually, led by Brazil, India and Indonesia
    • Sub-Saharan Africa’s beef herd projected to grow 15 per cent, though productivity remains just one-tenth of North America’s
    • India and Southeast Asia will drive 39 per cent of global consumption growth by 2034; China’s share falling to 13 per cent from 32 per cent
    • High-income countries to see drop in per capita fats and sweeteners intake due to health trends and policy shifts

    A win-win: More nourishment, fewer emissions

    The report outlines a scenario in which nourishment improves for all, and agricultural emissions are reduced by as much as seven per cent below current levels by 2034.

    Achieving this dual outcome would require major investments to improve productivity, alongside widespread adoption of existing low-emission technologies such as precision farming, improved livestock feed and prioritising nutritional production.

    Future progress will depend on a blend of policy coordination, technological innovation and targeted investments – especially in countries where the gap between demand and nutritional value is stark.

    “We have the tools to end hunger and boost global food security,” said Mathias Cormann, Secretary-General of the OECD.

    “Well-coordinated policies are needed to keep global food markets open, while fostering long-term productivity improvements and sustainability in the agriculture sector.”

    Pivotal role for global trade

    The Outlook also reiterates the importance of trade, given that 22 per cent of all calories eaten will have crossed international borders by 2034.

    “International trade will remain indispensable to the global agri-food sector,” the report stressed.

    “Multilateral cooperation and a rules-based agricultural trade are essential to facilitating these trade flows, balancing food deficits and surpluses across countries, stabilising prices and enhancing food security, nutrition and environmental sustainability.”

    Perry-Eaddy has been with the school for many years, receiving her BSN, Certificate in Pain Management, MS, and Ph.D. from the UConn School of Nursing. She completed her postdoctoral fellowship at the Children’s Hospital of Philadelphia, affiliated with the University of Pennsylvania.

    In 2022, she was named a National Institute of Health (NIH) PRIDE Functional and Translational Genomics Scholar, and in 2021, she was named a NIH K99/R00 MOSAIC Scholar where she is currently completing her R00.

    She is an active member of the American Association of Critical Care Nurses, Pediatric Acute Lung Injury and Sepsis Investigators, American Thoracic Society and the Society of Critical Care Medicine where she is an editorial board member for Pediatric Critical Care Medicine. She is also an invited advisory board member to the Sepsis Alliance.

    Kelley joined UConn in 2018 where she was appointed to serve as the Frederick A. DeLuca Foundation Visiting Associate Professor for Innovations and New Knowledge, a first-of-its-kind role.     Yang is an assistant professor at UConn and is recognized for her work in cancer survivorship, particularly in addressing cognitive impairment, sleep disturbances, pain, fatigue, and depressive symptoms, as well as symptom management strategies using multi-omics approaches. She has garnered numerous grants from organizations such as the National Institutes of Health, Oncology Nursing Foundation, Rockefeller University, American Nurses Foundation, American Society for Pain Management Nursing, Connecticut Breast Health Initiative, and the UConn Clinical Research and Innovation Seed Program.

    She has played a central role in planning and conducting clinical cancer research focused on the adverse toxicities and symptoms of cancer treatment to optimize benefits from treatment. She actively engages with cancer survivors, oncologists, and community partners to enhance research participation, raise awareness, and promote education on cancer survivorship.

    Her work pioneered investigations into the adverse effects and symptoms of emerging treatments, such as immunotherapy and targeted therapy, as well as their behavioral and gut mechanisms in the precision health symptom science field.

    In acknowledgment of the impact of her work, she was recognized as a prestigious Heilbrunn Nurse Scholar by the Rockefeller University Heilbrunn Family Center for Research Nursing for her immunotherapy-associated symptom research and its potential to advance the field. In addition, she was selected as a Butler-Williams Scholar by the National Institute on Aging to support her immunotherapy study in older adults.

The Aquarium is a division of the North Carolina Department of Natural and Cultural Resources which oversees the state’s resources for the arts, history, libraries and nature.

    The Aquarium also walks the walk with composting bins for visitors on the food deck and in office areas for staff and volunteers. Everyone, from visitors to volunteers has access to the Aquarium water refill stations. The food vendor, SharkBites uses compostable cups, dinnerware and utensils for meals and drinks. The drink vending machines only dispense aluminum cans.     The North Carolina Aquarium at Fort Fisher is just south of Kure Beach, a short drive from Wilmington on U.S. 421 and less than a mile from the Fort Fisher ferry terminal.     As film lovers enjoy the 50th anniversary of Jaws, Steven Spielberg’s 1975 film about a frightful shark, the N.C. Aquarium on Roanoke Island is celebrating Shark and Ray Awareness Day to inspire appreciation and conservation of these important ocean species. The Aquarium is part of the N.C. Department of Natural and Cultural Resources.

    On Monday, July 14 the public is invited to join the Aquarium for special event activities to learn about sharks and rays and how to protect them. On this special day, visitors can become “Ocean Wanderers” and “Fin-fluencers” by participating in fun knowledge quest scavenger hunts throughout the Aquarium. Together with Aquarium educators, visitors can learn about shark migration and conservation, sharks that travel across the world, and sharks that call North Carolina home. Visitors who follow riddles to complete fact-finding scavenger hunts will receive a prize. Guests can play a Spot-A-Shark game and are encouraged to photograph a shark and share positive messages about sharks on social media. Shark and Ray Awareness Day activities are included with regular Aquarium admission.

    Hannah Catherman, education curator at the Aquarium said, “Educating the public about the importance of sharks and rays within the marine ecosystem is an integral part of our conservation messaging.  We are excited to bring the world of sharks and rays to the community and inspire future generations of ocean stewards!”

    In addition to special knowledge quests and crafts, the Aquarium will be offering regularly scheduled shark and ray-themed programming, including behind-the-scenes experiences at the Aquarium’s 285,000-gallon Graveyard of the Atlantic shark habitat, Shipwreck Stories, shark and stingray feedings, and sensory-friendly experiences with stingrays at the popular touch pools in the Sea Senses gallery. A daily calendar of events is available on the Aquarium website. Founded in 1976, the Aquarium is celebrating its 50th anniversary in 2026.

    It is with tremendous sadness that we announce the passing of Pat Simmons, Director and CEO of the North Carolina Zoo on July 14, 2025. Simmons had courageously battled cancer for nearly five years.

    Pat Simmons was a highly respected zoo director within the Association of Zoos and Aquariums (AZA). Simmons had more than 41 years of experience leading AZA-accredited zoos: the Akron Zoo in Ohio from 1985 to 2014 and the North Carolina Zoo in Asheboro from 2015 to 2025. She was Chairwoman of the Board of the Association of Zoos and Aquariums in 2012, and was appointed to the Board of the World Association of Zoos and Aquariums (WAZA) from 2015 to 2021.

    Simmons was nationally and internationally recognized in the zoo and aquarium industry, receiving numerous awards and appointments in support of wildlife conservation, sustainability, and women in leadership roles.

    Simmons was renowned as a visionary leader. She spearheaded Vision (2016) and Master Planning (2018 and 2024-2025) for the North Carolina Zoo. Out of these plans, Simmons established an upcoming decade of growth for the Zoo, starting with Asia. The 12.5-acre Asia region will open in June 2026, the first major expansion at the North Carolina Zoo since 1994. Australia, the next continent, is fully funded and slated to open in 2029. The replacement Aviary/Amazon (which is partially funded) completes this period of continent expansion at the North Carolina Zoo. These vibrant new habitats, which will feature some of the world’s most extraordinary animals and plants, will be cherished for generations to come.

    Cheryl Armstrong, the Executive Director of the North Carolina Zoo Society, remarked, “Pat laughed easily and often and extended her warmth toward everyone. The Zoo Society family will always remain grateful for the wisdom, caring, and friendship Pat Simmons shared with us. As much as we will miss her, we know the good she achieved during her lifetime will not stop now. The kindness, integrity, and moxie that Pat instilled in the people who knew her will survive long into the future to help make the world a better place for all its inhabitants.”

    Pat Simmons’ mission was to inspire people to be stewards of the natural world and protect the diversity of animals and plants. Towards this, Simmons prioritized the interconnections between humans, plants, and animals through modern habitat design, award-winning educational programming, and memorable guest experiences. Under Simmons’ leadership, the North Carolina Zoo’s lauded wildlife conservation program has flourished on a global scale.   • MIL-OSI Africa: Japan-Mauritius Foreign Ministers’ Meeting

    On July 15, commencing at 2:00 p.m. for approximately 35 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs, held a meeting with Hon. Dhananjay Ramful, Minister of Foreign Affairs, Regional Integration and International Trade, Republic of Mauritius.

    1. At the outset, Minister Iwaya stated that Mauritius, located at a strategic point in the Indian Ocean connecting Asia and Africa, is an important partner in promoting a “Free and Open Indo-Pacific (FOIP)” based on the rule of law and that he would like to further strengthen cooperation between the two countries, taking advantage of the upcoming TICAD9 next month.
    2. In response, Minister Ramful expressed his gratitude for Japan’s cooperation in various fields. He also referred to the good relations between the two countries and expressed his hope for further strengthening of the bilateral relations, particularly in the economic field.
    3. The two ministers concurred to advance initiatives such as maritime security with a view to achieving peace and stability in the Indo-Pacific region, also in view of the promotion of a “Free and Open Indo-Pacific” (FOIP). They also reaffirmed that they will work together in order to increase investment from Japanese companies to Mauritius, which serves as a gateway for investment in Africa.
    4. The two ministers also exchanged views on issues, including regional situation in East Asia such as their policies toward North Korea including on the nuclear and missile issues as well as the abductions issue, United Nations Security Council reform, and other issues and concurred to further strengthening cooperation in regional and international arena. Minister Ramful expressed his support for Japan’s efforts toward immediate resolution of the abduction issue.

  • MIL-OSI Africa: United Nations Economic Commission for Africa (ECA) and Republic of Congo explore e-commerce solutions to strengthen agricultural value chains and combat hunger

    Achieving the African Union’s goal of ending hunger by 2025 and the global target of Zero Hunger by 2030 remains a significant challenge for the continent.

    In the Republic of Congo, despite continued government efforts to enhance domestic food production and distribution, only 4% of arable land is currently being cultivated. Food access remains constrained by inadequate infrastructure and stark imbalances between supply and demand, leaving an estimated 455,000 people in food and nutrition insecurity.

    To address these challenges, the United Nations Economic Commission for Africa (ECA), through its Sub-Regional Offices for Eastern and Central Africa, conducted a fact-finding mission in collaboration with the Ministry of Trade. Held from 30 June to 4 July 2025, in Brazzaville and Pointe-Noire, the mission aimed to explore how e-commerce and digital tools can accelerate food trade and improve access—particularly for vulnerable populations—while strengthening national and regional agricultural value chains.

    This initiative is part of ECA’s flagship program, “Innovative Digital Trade under the AfCFTA for Promoting Food Security and Agricultural Value Chains in Africa.”

    Strengthening E-Commerce for Agricultural Development

    During the mission, ECA engaged with nearly 200 stakeholders, including three ministers: the Minister of Trade, Supplies and Consumer Affairs; the Minister of Agriculture; and the Minister of Small and Medium Enterprises, Handicrafts, and the Informal Sector. Senior officials from the Ministries of Agriculture, Telecommunications, and the Digital Economy also participated, alongside representatives from MTN, Airtel, the Regulatory Agency for Electronic Communications, the Congolese Agency for Quality and Standardization, commercial banks, agribusinesses, and development partners such as the UN Resident Coordinator’s Office, FAO, and WFP.

    The mission focused on assessing how digital trade can support national food development strategies and how food e-commerce can be scaled to enhance food security and agricultural value chains.

    “If current trends continue, Africa risks missing Sustainable Development Goal 2 – Zero Hunger – by 2030,” said Simone Assah Kuete, Economic Affairs Officer at ECA’s Office for Eastern Africa.

    “Food products are highly perishable and require specialized infrastructure for handling, storage, and distribution. Without reliable cold chains and efficient logistics, maintaining food quality from farm to table becomes virtually impossible.”

    She highlighted that In 2023, an alarming 20% of the population in Sub-Saharan Africa faced severe malnourishment—compared to 8.1% in Asia, 7.3% in Oceania, and 6.2% in Latin America. Moreover from 2019 to 2023, the number of food-insecure people in Sub-Saharan Africa rose from 258 million to 358 million—a 39% increase—while other regions saw declines. “In this context, leveraging digital tools to reduce market information asymmetries and strengthen food systems is no longer optional—it is an urgent imperative,” she added.

    National Commitment to E-Commerce Reform

    Lenda Sitou Milandou, Special Adviser to the Ministry of Trade, welcomed the mission and praised the strong collaboration that made it a success.

    “Food security remains a top priority in our national development agenda,” she affirmed. “To achieve it, we must develop robust legal, regulatory, and institutional frameworks to enable the growth of e-trade in food products.”

    Key Outcomes and Next Steps

    The mission identified high-demand national food products and assessed the current use of e-commerce platforms in the Republic of Congo. It also explored opportunities to enhance digital payment systems—currently limited—through partnerships with commercial banks and mobile network operators.

    The dialogue revealed critical challenges in food production and trade, policy gaps, infrastructure and capacity needs, and the potential role of digital intermediaries in improving food systems.

    This initiative marks a pivotal step toward aligning e-commerce strategies with agricultural transformation in the Republic of Congo. It reflects ECA’s ongoing commitment to supporting member states in leveraging innovation to foster sustainable, inclusive growth.
