         A female director of a chain education centre was sentenced to 240 hours of community service order today (December 23) at the Eastern Magistrates’ Courts for engaging in wrongly accepting payment when selling tutorial programmes, in contravention of the Trade Descriptions Ordinance (TDO). The female director was also ordered by the court to make a compensation of about $70,000 to the victims of the case.     Hong Kong Customs in July 2023 received numerous complaints alleging that a chain education centre suddenly announced business closures of five branches, failing to provide prepaid tutorial programmes purchased by and arrange refunds to customers.     After an investigation, Customs found that the some branches of the education centre were in arrears with rent and salaries. However, they still accepted payments for prepaid programmes even anticipating that they would be unable to continue operating.     Customs reminds traders to comply with the requirements of the TDO. Traders should not accept advance payments from consumers if they are uncertain whether the pertinent services can be delivered to consumers within a specific or reasonable time. Consumers are also reminded to procure services at reputable shops and think prudently before making decisions regarding consumption by prepayment. After purchasing services, consumers should keep the transaction receipts and related records, which can become basic information in case a complaint is lodged in the future.           Under the TDO, any trader commits an offence if at the time of acceptance of payment, the trader intends not to supply the product or there are no reasonable grounds for believing that the trader will be able to supply the product within a specified or reasonable period. The maximum penalty upon conviction is a fine of $500,000 and imprisonment for five years.     Members of the public may report any suspected violations of the TDO to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

         Muse Fest HK 2024, launched by the Leisure and Cultural Services Department (LCSD) in November, has successfully concluded, attracting more than 630,000 people to participate in more than 70 delightful programmes organised by the LCSD museums and art spaces, representing a 20 per cent increase in participants as compared to last year. This year marked the 10th edition of Muse Fest under the same theme “Hong Kong H.A.S. (History. Art. Science.) Museums”, introducing Hong Kong’s rich and distinctive cultural heritage and artistic diversity. Notably, the two-day inaugural event of Muse Fest 2024, Fun@Museum Carnival, received an overwhelming response, having attracted the participation of more than 25,000 members of the public and tourists, which was three times the number compared to last year.      The Fun@Museum Carnival, focusing on Chinese culture, was a collaborative curation by the LCSD cultural sections, which featured a total of 24 diverse performances and interactive workshops on the development and inheritance of Chinese culture and history at the Hong Kong Cultural Centre Piazza, Hong Kong Museum of Art, Hong Kong Space Museum (HKSpM) and Salisbury Garden in Tsim Sha Tsui on November 2 and 3. Highlights included performances of Intangible Cultural Heritage (ICH) items such as the lion dance, fire dragon dance and puppetry. Apart from taking photos, visitors could try to dance the lion and unicorn, and join workshops to make flower buttons, lion head crafts and postcards. The Waxing in Conservation booth of the LCSD Conservation Office invited visitors to experience using wax materials to protect various types of artifacts and make magnets as souvenirs. The Gear Up – Nano World Outreach Programme booth presented by the Science Promotion Unit of the Hong Kong Science Museum, the Library-on-Wheels outreach truck and the Cosmic Voyage Treasure Hunt Activity organised by the HKSpM also attracted families to share the fun.      The November weekends saw fun days at various museums, including the Sheung Yiu Folk Museum, the Hong Kong Railway Museum, the Fireboat Alexander Grantham Exhibition Gallery, the Hong Kong Museum of the War of Resistance and Coastal Defence, the Hong Kong Heritage Museum, the ICH Centre at the Sam Tung Uk Museum as well as the Oil Street Art Space (Oi!). The Flagstaff House Museum of Tea Ware, in celebration of its 40th anniversary, held special events on two evenings, staging an outdoor immersive light show “Gentle Smoke of Tea” on the museum’s façade, and a concert, interactive display and exhibitions in the museum. Furthermore, the exclusive events, Meet the Curator – Hong Kong Museum of the War of Resistance and Coastal Defence and The Fireboat Then and Now Guided Tour – A Fireman Leads the Way, organised for LCSD Museum Pass holders were well received.??????     In addition, 12 Guangdong and Macao museums from the Guangdong-Hong Kong-Macao Greater Bay Area Museum Alliance also joined this year’s Muse Fest. Specifically, the Shenzhen Museum introduced the Shenzhen Branch of Hong Kong Museum Festival 2024 – The Beauty of Ingenuity series of research activities, which received an enthusiastic response. Programmes such as wood carving and gilding, a woodworking activity with mortise and tenon joinery, seal engraving, printmaking and a drama education class were highly popular. The relevant online social media platforms received a total of over 75,000 hits. The events were widely covered by the media in the Mainland.      To extend the museum experience journey and deepen the public’s knowledge of the history of museums, art, culture, science and films, Muse Fest’s Selected Museum Publications and Souvenirs Mega Sale will continue until March 31, 2025, offering discounts of up to 50 per cent for selected museum publications and souvenirs.     NEW DELHI, INDIA (23 December 2024) – The Asian Development Bank (ADB) and Vastu Housing Finance Corporation Limited (Vastu) have entered into a senior secured loan agreement of up to $70 million to enhance access to affordable and sustainable housing loans in India’s underserved states. This financing will be utilized to provide loans to economically weaker sections and low-income groups, with an emphasis on female borrowers. At least 15% of the funds will be allocated to first-time borrowers.

    “ADB aims to address the critical housing shortage in India while promoting environmentally friendly housing that enhances climate resilience for homeowners by focusing on lower-income households and sustainable housing,” said PSOD Director General Suzanne Gaboury. “This partnership with Vastu illustrates ADB’s commitment to supporting financial inclusion and sustainable development in India, in alignment with the country’s national financial inclusion strategy.”

    According to the Reserve Bank of India, shortfalls of 45 million houses for economically weaker communities and 50 million for low-income groups account for 95% of India’s overall housing deficit. These groups often struggle to access credit due to high mortgage costs and limited credit history. This highlights the necessity for affordable housing finance companies that provide loans to new borrowers and self-employed individuals in rural and semi-urban areas.

    The Reserve Bank of India issued Directions under Section 35A read with Section 56 of the Banking Regulation Act, 1949 to Colour Merchants Co-operative Bank Ltd., Ahmedabad vide Directive AMD.DOS.SSM.No.S1053/11-03-039/2023-2024 dated September 25, 2023, the validity of which was extended up to close of business on December 25, 2024 vide Directive DOR.MON.D-55/12.21.039/2024-25 dated September 24, 2024.

    2. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond close of business on December 25, 2024. Accordingly, the Reserve Bank of India, in exercise of the powers vested in it under sub-section (1) of Section 35A read with Section 56 of the Banking Regulation Act, 1949, hereby extends the Directive for a further period of three months from close of business on December 25, 2024 to close of business on March 25, 2025, subject to review.

    3. All other terms and conditions of the Directive under reference shall remain unchanged.

         According to the report “Hong Kong Innovation Activities Statistics 2023” released today (December 23) by the Census and Statistics Department, the gross domestic expenditure on research and development (GERD) in Hong Kong has been on the rise and reached $33,006 million in 2023, representing an increase of about 10 per cent compared with the corresponding figure in 2022 ($30,138 million). The GERD as a ratio to the Gross Domestic Product (GDP) has also further increased to 1.11 per cent in 2023. In addition, the number of research and development (R&D) personnel showed a steady increase over the years and reached 43,403 in 2023 (compared with 39,710 in 2022).     A government spokesman said, “The country indicates clear support in the National 14th Five-Year Plan for Hong Kong to develop into an international innovation and technology (I&T) centre. Promoting I&T development has always been one of the key policy areas of the current-term Government. In recent years, the Government has been focusing on encouraging innovation activities, developing I&T infrastructure, strengthening basic research and promoting commercialisation of R&D outcomes, attracting and nurturing talent, supporting start-ups, etc. Moreover, since taking office, the current-term Government has been actively enhancing the local I&T ecosystem by consolidating our strengths in upstream basic research, accelerating the midstream transformation and realisation of scientific research outcomes, and supporting industry development in the downstream. Various initiatives have achieved good progress. It is encouraging to see that the GERD and the GERD as a ratio of the GDP have recorded satisfactory growth in 2023. We will continue to promote I&T development in Hong Kong at full steam following the development directions and major strategies as set out in the Hong Kong I&T Development Blueprint.”     The spokesman also stated that a series of measures have been announced in the 2024 Policy Address, including promoting the development of new industrialisation, preparing for the establishment of the third InnoHK research cluster, launching the Pilot I&T Accelerator Scheme, setting up a $10 billion I&T Industry-Oriented Fund, etc., to achieve high-quality economic development through technological empowerment. In addition, the Government promulgated the Development Outline for the Hong Kong Park (the Park) of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone in November this year to foster the development of the Park.     “The Government will continue to take forward various policy measures to create favourable conditions for Hong Kong’s I&T development, with a view to further promoting the development of I&T and new quality productive forces in Hong Kong, and realising the vision of developing Hong Kong into an international I&T centre,” the spokesman added.

         The Department of Health (DH) today (December 23) reminded the public that an online registration system for dental general public session (ORDGP) will come into operation next Monday (December 30) and that the existing preliminary registration arrangements for dental general public sessions will cease from the same day. Members of the public will no longer need to queue in person at the relevant dental clinic to obtain a disc quota.      “The ORDGP will come into operation on December 30. The starting time for the online registration for balloting will be advanced from the originally proposed 9.30am to 6am, while the closing time will remain unchanged, i.e. 11.30am, to make it easier for members of the public in need of emergency public dental services to register for public dental services at designated dental clinics on the next working day,” said a spokesman for the DH.      He added that the DH has long been providing free emergency dental treatments to the public, through designated sessions in 11 government dental clinics on a quota basis, to deal with prescriptions for pain relief, tooth extraction or other emergencies such as an oral abscess.      Following the launch of the ORDGP, members of the public in need of emergency public dental services can access the ORDGP via the eHealth mobile application or the DH’s Dental Public Session website to register under their real name for public dental services at designated dental clinics on the next working day. Each person can only register once per day during the above-mentioned registration period. Quotas will be allocated by computer ballot. If the following day is a Saturday or a public holiday, ORDGP will not accept registrations.      The system will conduct balloting immediately after the online registration is closed. People who are successfully allocated a quota will receive a confirmation notification via SMS with the ID “#DH-DENT GP”. They can also log into the ORDGP to check the ballot result after 12.30pm on the same day, or call the hotline on 2892 2111 to check from 9am to 5pm during office hours.      “To cater for the needs of the elderly, half of the quotas will be allocated on a priority basis to elderly people aged 65 or above. Elderly people, who are not allocated a priority quota in the first round, will join other registered persons for the allocation of the remaining quotas by ballot,” the spokesman said.      To allow members of the public to understand more about the online registration process, the DH has uploaded the relevant introduction and demonstration videos to the Dental Public Session website today for public viewing.      Anyone who needs assistance registering may visit any dental clinics with dental general public session between 8.30am and 11.30am to register with the assistance of on-site staff, without using their own personal mobile phone or computer.      Members of the public who are allocated a quota must bring the originals of their identity documents used for registration to the designated dental clinics on the specified date and time to receive dental services. Citizens registered with eHealth and their family members/carers can also view their relevant attendance records on the eHealth app.      If any quota remains unallocated after balloting, the ORDGP will provide the public with a list of relevant dental clinics. Members of the public can make appointments on a first-come, first-served basis by calling the remaining quota registration hotline (tel: 2892 2577) between 2pm and 5pm on the same day, or between 7.45am and 9.15am on the service day of the general public session for the remaining quotas (if available).      The DH has established an extensive district network to assist those in need, including District Health Centres, District Health Centre Expresses, Neighbourhood Elderly Centres and the District Elderly Community Centres under the Social Welfare Department, District Councillors’ offices, Community Care Teams and dental clinics run by 15 social welfare institutions or non-governmental organisations. The DH has completed a number of online briefing sessions this month to introduce and demonstrate the relevant registration steps and process to the staff members of the above district networks.      During the initial period of commissioning the ORDGP, apart from operating an enquiry hotline (tel: 2892 2111) from 9am to 5pm on weekdays during office hours, the DH will also provide additional enquiry hotline service hours from 9am to 1pm on five public holidays (including January 1, 5, 12, 19 and 26, 2025) for answering enquiries from members of the public.      The spokesman emphasised that the public dental services are dedicated for those in need of emergency dental treatments only. Given the limited quotas, it is hoped that the service will not be abused. The DH will closely monitor the operation and the effectiveness of the ORDGP.      Separately, the service hours of general public session for Mona Fong Dental Clinic will be changed from Thursday afternoons to Thursday mornings with effect from January 2, 2025, which will be the same as the other 10 clinics with general public sessions.          The Government today (December 23) announced that the Chief Executive (CE) has reappointed Ms Mary Huen as Hong Kong, China (HKC)’s representative and Mr Spencer Fung as alternate representative to the Asia-Pacific Economic Cooperation (APEC) Business Advisory Council (ABAC). At the same time, the CE has appointed Mr Geoffrey Kao as HKC’s alternate representative to ABAC. All appointments are for a term of two years from January 1, 2025.
     
         “I am very grateful to Ms Huen and Mr Fung for continuing to serve on ABAC, and to Mr Kao for agreeing to represent HKC in ABAC. I am confident that their extensive experience in the business sector and valuable insights will further enhance the work of ABAC, bringing concrete benefits to the Asia-Pacific region,” the Secretary for Commerce and Economic Development, Mr Algernon Yau, said.
     
         Ms Huen is the Chief Executive Officer (Hong Kong and Greater China & North Asia) of Standard Chartered Bank (Hong Kong) Limited. Mr Fung is the Group Executive Chairman of Li & Fung. Mr Kao is the Executive Director of Wah Ming Hong Limited.
     
         ABAC was established in 1996 as a permanent business advisory body to provide advice to APEC on business sector priorities. HKC has appointed three representatives and three alternate representatives to ABAC. Currently, the Chairman of Esquel Group, Ms Marjorie Yang, and the Managing Partner of Qiming Venture Partners, Ms Nisa Leung, are the other two HKC’s representatives.          The Transport Department (TD) today (December 23) launched E-Auction (e-auction.td.gov.hk), an online auction platform for Ordinary Vehicle Registration Marks (VRMs). Interested bidders registered as users are no longer required to attend a physical auction and can bid for VRMs through a computer or mobile device anywhere.

    E-Auction arrangements and implementation timetable

         The first online auction is scheduled for February 2025. Fewer VRMs, some 50, will be put up for auction in the initial phase and details will be announced in late January 2025. Two online auctions are planned to be held each month, with each auction lasting for five days, starting from noon on the first day and ending at noon on the fifth. The TD will gradually increase the number of VRMs in the online auction after reviewing its operations to ensure the smooth running of the E-Auction platform.

         Registered users can bid for their desired Ordinary VRMs via E-Auction within the specified time slots of each online auction session, and they may choose to set auto bids prior to the auction. Successful bidders can complete the follow-up procedures at the one-stop platform, including arranging electronic payment and receiving the relevant documents to assign the secured VRMs to the vehicles under the purchaser’s name provided in the Memorandum of Sale of VRM. Registered users can also receive auction information regularly through the platform. Non-registered users can browse the E-Auction website to learn about registration and auction procedures, the auction schedule, VRMs pending auction, real-time auction price, etc.

    User registration arrangements

         Members of the public should register as an E-Auction user by “iAM Smart+” equipped with the digital signing function; or by using a valid digital certificate and an email address upon completion of identity verification. Registered “iAM Smart” users should provide their Hong Kong identity card number, while non-Hong Kong residents who are not “iAM Smart” users should provide the number of their passport or other identification documents.

         A spokesman for the TD reminded bidders that applicants who have submitted a $1,000 deposit to reserve a VRM for auction should register as an E-Auction user in advance and participate in the online auction. Otherwise, their reserved VRMs may be sold to other bidders. In addition, cheque or cash payment is not accepted in the E-Auction.

    Category of VRMs put up for E-Auction

         The E-Auction will only be applicable to Ordinary VRMs. The TD will announce details of the online auction sessions in advance through the E-Auction website and prevailing channels including press releases and newspaper advertisements; and each registered user will receive such information by email. Auctions for VRMs with “HK” or “XX” as a prefix, special VRMs and personalised VRMs will continue to be carried out through physical auctions by bidding paddles and their announcement arrangements remain unchanged.

         The TD will inform all applicants who have submitted a deposit to reserve Ordinary VRMs for auction of the E-Auction arrangements in detail by post. Members of the public are welcome to visit the E-Auction website and watch the tutorial videos for more information.          The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (December 23) that in view of notifications from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in areas in the United States (US) and the United Kingdom (UK), the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the relevant areas with immediate effect to protect public health in Hong Kong.     The relevant areas are as follows:UK—-Norfolk County(1) King’s Lynn & West Norfolk DistrictUS—-State of California(2) Marin County(3) San Joaquin CountyState of South Dakota(4) Beadle County(5) Charles Mix County(6) Faulk County(7) Hutchinson County(8) McPherson County(9) Moody County(10) Spink CountyState of Iowa(11) Sioux County(12) Palo Alto CountyState of North Dakota(13) Bottineau County(14) McHenry County(15) Ransom CountyState of Tennessee(16) Gibson CountyState of Utah(17) Piute County(18) Sanpete County     A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 63 470 tonnes of chilled and frozen poultry meat, and about 17.2 million poultry eggs from the US, and about 900 tonnes of chilled and frozen poultry meat and about 990 000 poultry eggs from the UK in the first nine months of this year.     “The CFS has contacted the American and British authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

         With regard to an incident on November 21 last year in which a young passenger was suspected to have stepped into a gap between a platform and the train of the Automated People Mover (APM) system at Hong Kong International Airport, the Government is highly concerned about the incident and has completed the review of the investigation report and relevant supplementary information submitted by the Airport Authority Hong Kong (AAHK) as requested by the Government.     On system safety, the AAHK’s investigation did not find any systematic safety issues with the APM system. Infrared devices are installed at the platform screen doors (PSDs) and train doors such that when it detects that a passenger or obstacle has been trapped between the PSD and the train door, the system will instruct the PSDs and the train doors to remain open. Meanwhile, when the PSDs or train doors cannot close properly due to an obstruction, the system will instruct the train not to depart and an alert will be issued to the controllers in the Integrated Airport Centre simultaneously. Furthermore, the AAHK commenced a project to narrow the gap between the platform and the train in mid-2023 and completed it in June this year, which will serve to prevent passengers from stepping into the platform gap. The Electrical and Mechanical Services Department (EMSD) has confirmed that the APM system is safe in its design and operation.     On notification of incidents, according to the Airport Authority (Automated People Mover) (Safety) Regulation (Cap. 483C), the AAHK shall give notice to the Government of every accident and occurrence on the APM of a type described in the Schedule to Cap. 483C, which includes an incident in which a person falls between a train and a platform.     The AAHK conducted a thorough and in-depth investigation into the incident and found no evidence of a cover-up of the incident by any staff. It admitted that the scope of the first investigation, conducted by the AAHK’s relevant department early this year, was not thorough enough to identify the incident early. According to the investigation of the AAHK, after the young passenger stepped into the gap between the platform and the train, other passengers immediately pulled her out of the gap. Since train doors were closed as scheduled, the system alert was not triggered. The AAHK did not receive any complaint or injury report filed by the passenger concerned or her family at that time. That said, the AAHK admitted that there was lack of clarity in the APM Operation and Emergency Procedure Manual, and a lack of alertness in reporting and communication among the frontline staff concerned, resulting in the incident not being properly recorded at that time. Therefore, the relevant staff of the AAHK failed to identify the incident in time and report it to the Government.     The Government notes that the AAHK has already taken disciplinary actions against the relevant staff, and has seriously requested the AAHK to implement the following improvement measures to prevent a recurrence of similar incidents:(i) Strengthening of the incident notification mechanism: updating the APM Operation and Emergency Procedure Manual and arranging relevant training for frontline staff to enhance staff awareness in handling and recording incidents, which will enable the relevant departments of the AAHK to notify the Government according to the records;(ii) Enhancement of the incident investigation mechanism: arranging a dedicated department to co-ordinate investigations and follow-up actions in relation to incidents or potential incidents related to APM passenger safety in order to ensure all future incidents or potential incidents would be investigated in a thorough and comprehensive manner; and(iii) Enhancement of the CCTV system at the platform: adjusting and enhancing the CCTV set-up at the platform to cover more viewing angles, with a view to facilitating the detection and investigation of APM incidents by staff.      ???The Government notes that the AAHK enhanced the incident investigation mechanism immediately and has been actively implementing the other two improvement measures, which include finishing the updating of the APM Operation and Emergency Procedure Manual and arranging relevant training next month to strengthen the incident notification mechanism, and completing the enhancement of the CCTV system at the platform by March next year. The Government will closely monitor the AAHK’s progress of implementation. The EMSD has also confirmed that the APM system is safe in its design and operation, and that the aforementioned narrowing of the platform gap and enhancement of the CCTV system will help prevent the recurrence of similar incidents.

    Introduction

    Known since 2014, Cloud Atlas targets Eastern Europe and Central Asia. We’re shedding light on a previously undocumented toolset, which the group used heavily in 2024. Victims get infected via phishing emails containing a malicious document that exploits a vulnerability in the formula editor (CVE-2018-0802) to download and execute malware code. See below for the infection pattern.

    When opened, the document downloads a malicious template formatted as an RTF file from a remote server controlled by the attackers. It contains a formula editor exploit that downloads and runs an HTML Application (HTA) file hosted on the same C2 server. The RTF and HTA downloads are restricted to certain time slots and victim IP addresses: requests are only allowed from target regions.

    The malicious HTA file extracts and writes several files to disk that are parts of the VBShower backdoor. VBShower then downloads and installs another backdoor: PowerShower. This infection scheme was originally described back in 2019 and has changed only slightly from year to year.

    Previously, Cloud Atlas employed PowerShower to download and run an executable file: a DLL library. This DLL would then fetch additional executable modules (plug-ins) from the C2 server and execute these in memory. Among these plug-ins was one specifically designed to exfiltrate files with extensions of interest to the attackers: DOC, DOCX, XLS, XLSX, PDF, RTF, JPG and JPEG. The plugins were downloaded and their output was uploaded via the WebDAV protocol over public cloud services. Interestingly, after a plug-in was successfully downloaded, the DLL would delete the file from the cloud.

    The VBCloud backdoor now replicates the executable file’s original capabilities, such as downloading and executing malicious plug-ins, communicating with a cloud server, and performing other tasks. We first detected attacks using this implant in August of last year. Since then, we’ve observed numerous variations of the backdoor which have helped it to stay under the radar. This new campaign loads VBCloud via VBShower, which also downloads the PowerShower module. PowerShower probes the local network and facilitates further infiltration, while VBCloud collects information about the system and steals files. Below, we use a sample seen in September 2024 as a case study to examine each stage of a Cloud Atlas attack that employs the new toolkit.

    Technical details

    HTA

    The exploit downloads the HTA file via the RTF template and runs it. It leverages the alternate data streams (NTFS ADS) feature to extract and create several files at %APPDATA%RoamingMicrosoftWindows. These files make up the VBShower backdoor.

    After the download is complete, the malware adds a registry key to auto-run the VBShower Launcher script.

    The backdoor also launches further scripts: VBShower Launcher (copy) and VBShower Cleaner.

    The attackers create custom HTA files for each victim, so the names of the scripts and registry keys are mostly unique. For example, we have seen intertwine used as a name template, while the file names themselves looked as follows.

    • “intertwine.ini:intertwineing.vbs”;
    • “intertwine.ini:intertwineinit.vbs”;
    • “intertwine.ini:intertwine.vbs”;
    • “intertwine.ini:intertwine.con”.

    VBShower

    This script acts as a loader, responsible for reading and decrypting the contents of AppCache028732611605321388.log:AppCache028732611605321388.dat, before using the Execute() function to pass control to that file.

    VBShower::Cleaner

    This script is designed to clear the contents of all files inside the LocalMicrosoftWindowsTemporary Internet FilesContent.Word folder by opening each in write mode. While the files persist, their contents are erased. This is how the Trojan covers its tracks, removing malicious documents and templates it downloaded from the web during the attack.

    The script uses the same method to erase both its own contents and the contents of the VBShower Launcher copy, which is used solely for the malware’s first run.

    The backdoor’s payload is contained encrypted within a DAT file.

    The VBShower backdoor then runs in memory, subsequently performing several operations in a loop.

    • Check for the autorun registry key and restore it if missing.
    • Attempt to download additional encrypted VB scripts from the C2 server and run these. If the downloaded data is larger than 1 MB, the module saves the script to disk inside alternate data streams (NTFS ADS) and runs it with the help of the “wscript” utility. Otherwise, it runs the script in the current context.
    • If an alternate data stream contains a TMP file, the backdoor sends it to the C2 server with a POST request. The additional scripts downloaded from the C2 use the TMP file to store their output.

    We were able to detect and analyze a number of scripts downloaded and executed by the VBShower backdoor.

    The first script we found does the following.

    • Gets the domain, username and computer.
    • Gets the names and values of the registry keys in the SOFTWAREMicrosoftWindowsCurrentVersionRun branch.
    • Gets information about the file names and sizes in the following folders:
      • %AppData%;
      • %AllUsersProfile%;
      • %AllUsersProfile%Canon;
      • %AllUsersProfile%Intel;
      • %AllUsersProfile%Control;
      • %AllUsersProfile%libs;
      • %AllUsersProfile%Adobe;
      • %AllUsersProfile%Yandex;
      • %AllUsersProfile%Firefox;
      • %AllUsersProfile%Edge;
      • %AllUsersProfile%Chrome;
      • %AllUsersProfile%avp.
    • Gets the names of running processes, their start dates and the commands that started them.
    • Gets a list of scheduler tasks by running cmd.exe /c schtasks /query /v /fo LIST.

    All data collected this way is saved in a TMP alternate data stream and forwarded to the C2 server by the VBShower::Backdoor component.

    The paths listed above (%AllUsersProfile%) are used for installing the VBCloud backdoor. The steps performed by the script are most likely needed to check if the backdoor is present and installed correctly.

    A further script downloads a ZIP archive, extracts it into the %TMP% directory, and collects the names and sizes of downloaded files to then send an extraction report to the C2. This is done to verify that the files were received and unpacked.

    VBShower downloads two similar scripts that are designed for installing the VBCloud and PowerShower backdoors. These scripts first download an archive from a hardcoded link and then unpack it into the %ALLUSERSPROFILE% folder. In the case of VBCloud, the script changes the extension of the unpacked file from TXT to VBS and creates a scheduler task to run VBCloud. In the case of PowerShower, the extension of the unpacked file is changed from TXT to PS1, whereupon the script adds the file to the Run registry branch.

    Unlike VBShower’s own scripts, downloadable scripts with a payload are present on disk as files, rather than hidden inside alternate data streams.

    Besides installing backdoors, these scripts build a report that consists of the names of running processes, their start dates and the commands that started them, registry keys and values in the Run branch, and a list of files and directories at the path where the archive was unpacked. This report is then sent to the C2 server.

    PowerShower

    PowerShower is nearly identical to VBShower in terms of functionality.

    PowerShower downloads additional PowerShell scripts from the C2 and executes these. If the downloaded data begins with the character “P”, PowerShower interprets the data as a ZIP archive, rather than a PowerShell script, and saves the archive to disk as “%TMP%Firefox.zip”. PowerShower does not unpack the archive, serving as a downloader only.

    The downloaded PowerShell scripts run in memory, without being saved to disk. Most of the scripts save their output to sapp.xtx, which PowerShower then sends as a report to the C2.

    The PowerShower scripts use the same C2 domains as VBShower.

    PowerShower::Payload (1)

    The script gets a list of local groups and their members on remote computers via Active Directory Service Interfaces (ADSI). The script is most often used on domain controllers.

    The script unpacks the Firefox.zip archive previously downloaded by the PowerShower backdoor, and executes the keb.ps1 script contained in the archive as a separate PowerShell process with a hidden window. The keb.ps1 script belongs to the popular PowerSploit framework for penetration testing and kicks off a Kerberoasting attack.

    PowerShower::Payload:: Inveigh

    We also observed the use of PowerShell Inveigh, a machine-in-the-middle attack utility used in penetration testing. Inveigh is used for data packet spoofing attacks, and collecting hashes and credentials both by intercepting packets and by using protocol-specific sockets.

    The Inveigh script is extracted from the ZIP archive downloaded by PowerShower and runs as described under PowerShower::Payload (3).

    VBCloud

    As described above, VBCloud is installed via VBShower. We found the following module installation paths.

    The core functionality of the VBCloud module duplicates that of VBShower: both download and run PowerShell scripts with a payload, and then send the output to the C2. Unlike VBShower, however, VBCloud uses public cloud storage as the C2.

    The VBCloud script does not contain any loops, and it is designed to execute only once. However, it gets triggered by a scheduled task every time the user logs into the system, which means it will run frequently. We’ve also seen variants of the backdoor that executed their core functionality in a loop with a thirty-minute delay between repetitions. These variants ran the script once via the Run registry branch when the system booted up for the first time after being infected.

    VBCloud does the following:

    • Check the availability of the kim.nl.tab.digital WebDav server by sending an HTTP MKCOL request to create the directories named “kmsobuqjquut” and “rwqdmpaohxns” with the credentials hardcoded in the script. If the server is unavailable, the script switches to the backup address “webdav.mydrive.ch”.
    • If the WebDav server is available, create a file in the “kmsobuqjquut” directory on that server via an HTTP PUT The file name follows the pattern ddmmyy_HHMMSS, and the extension is randomly selected from among TXT, RTF, DOC, PPT, MDS, PNG and JPEG. We have seen files named “070824_001919.txt” and “250724_002919.doc”. Files like these contain the username and MAC addresses of network adapters, effectively confirming that the script is active on the infected system.
    • The Trojan then attempts to download one of three files from the “rwqdmpaohxns” directory: “criclyqnduv.txt”, “jhflenoqelp.txt” or “avnwiabihik.txt”. If VBCloud successfully downloads the file, it immediately deletes it from the cloud with an HTTP DELETE request, and then executes it in the current process via the Execute() function after decrypting the contents. As in the case of PowerShower, the payload can be made up of various scripts.

    This script is designed to send information about disks to the C2.

    This script is designed to exfiltrate files and documents. It iterates through local drives and removable media in search of files with the extensions DOC, DOCX, XLS, XLSX, PDF, TXT, RTF and RAR. The script checks the size of any files it finds to match this condition and collects those between 1000 and 3,000,000 bytes to exfiltrate. The files must have been modified no more than 72 hours before the current date. The script then copies matching files to a ZIP archive it creates, named “mapping.zip”. It also adds a file with metadata such as the created time, modified time, last opened time, and full path to the file. Upon exceeding 4,000,000 bytes, an archive is uploaded to cloud storage and deleted from the system. It is replaced with a new one, and the file harvesting process continues. The archive is uploaded in RC4-encrypted form, with a name that follows the template “%d_13134” and one of the following extensions chosen at random: MP3, AAC, MP2, FLAC, WAV, ALAC, MQA, OGG, DSD, WMA, and MP4.

    • The file D877F783D5D3EF8Cs contains the user ID and encryption key used for interaction between the desktop client and Telegram servers.
    • The file key_datas contains local encryption keys.

    Geography of attacked users

    Several dozen users were attacked in 2024, 82% of these in Russia. Isolated attacks were recorded in Belarus, Canada, Moldova, Israel, Kyrgyzstan, Vietnam and Turkey.

    Conclusion

    We continue to monitor activity linked to Cloud Atlas. In a new campaign that began in August 2023, the attackers made changes to their familiar toolkit. This time, instead of an executable library to load malware modules, the group relied on the VBShower backdoor as the loader. Besides, they are now using a new module in their attacks: VBCloud. This collects and uploads system information and other data. These actions employ a variety of PowerShell scripts that enable the attackers to perform a range of tasks on the victim’s system. VBCloud uses public cloud storage as a C2 server.

    The infection chain consists of several stages and ultimately aims to steal data from victims’ devices. We’ve observed that, similar to past Cloud Atlas campaigns, phishing emails continue to be the initial access point. This underscores the still-pressing need for organizations to strengthen their infrastructure defenses and improve employee awareness to ward off these kinds of attacks.

    The Mayor of London, Sadiq Khan has today declared that London is set to be the undisputed global capital for women’s sport in 2025, with some of the world’s biggest sporting events to be hosted in the capital next year.

    The final in London is set to have a world-record attendance for a one-day women’s rugby event, with demand outstripping the supply of tickets for the Twickenham showpiece. Attendance is expected to top both the 58,498 who watched England beat France at the same venue in 2023 and the 66,000 at the Stade de France for the women’s Olympic sevens at Paris 2024. In total, more than 220,000 tickets have already been sold for the tournament, ensuring it will be the best attended in history.

    Ahead of the Women’s Rugby World Cup, Twickenham will host one of the biggest matches in the 2025 Guinness Women’s Six Nations Rugby as England face France on 26 April, in a clash of the two highest ranked teams in the tournament.

    Another major milestone for women’s sport next year will be the return of a women’s tennis tournament to the iconic Queen’s Club for the first time in more than 50 years. The new Women’s WTA 500 event begins on 9 June, with former British No.1 and Olympic Silver medallist Laura Robson appointed as Tournament Director. The tournament will be held shortly ahead of the prestigious 2025 Wimbledon Championships at the All England Lawn Tennis Club, where the world’s best women’s and men’s tennis players will compete for the for the biggest prize in the sport.

    In cricket, England Women face India in a highly anticipated clash between two of the world’s best sides. They will compete in a T20 International at The Kia Oval on 4 July, ahead of a One Day International (ODI) on 19 July at Lord’s, the Home of Cricket. The first ever Vitality Blast Women’s Finals Day will take place at The Kia Oval on 27 July while The Hundred competition is scheduled to take place across August, where London has two women’s teams – the Oval Invincibles (based at The Kia Oval) and London Spirit (based at Lord’s).

    The summer will also see the return of world class athletics to London Stadium as the 2025 London Athletics Meet is staged on 19 July as part of the Wanda Diamond League series. The 2024 event was a sell out for a second year in a row and featured international superstars including Dina Asher-Smith, Keely Hodgkinson and Femke Bol, with a world class line up expected again this year.

    London remains the world’s top destination for women’s football. On 26 February the England Lionesses, the current European Champions, will host reigning World Champions Spain at Wembley Stadium in a repeat of the 2023 FIFA Women’s World Cup final. The Adobe Women’s FA Cup final will take place at the same venue on 18 May.

    London teams also make up almost half of the Barclays Women’s Super League (WSL). Arsenal, Chelsea, Crystal Palace, Tottenham Hotspur and West Ham United are all currently competing in the 24/25 WSL, with the season running until May 2025. After a summer break, the 25/26 WSL season will begin in September.

    The capital is also the best city to watch netball, with the Copper Box on Queen Elizabeth Olympic Park the home of Netball Super League (NSL) team London Pulse. The new NSL season will run from March to July 2025, with the NSL Grand Final taking place at the O2 Arena on 6 July.

    In basketball, the Playoff Finals will also return to the O2 Arena on May 18, where the top teams from the Women’s and Men’s Super League’s will compete for the coveted title.

    An estimated six million people attended sporting events across the capital this summer, including the UEFA Champions League Final and European Professional Club Rugby Finals, cementing London’s position as the undisputed sporting capital of the world.*

    Polling from YouGov found that 62 per cent of Londoners feel proud of living in London when major sporting events are hosted, with 72 per cent of 18 to 24-year-olds feeling proud. More than two-thirds (69 per cent) of Londoners think that hosting major sporting events impacts positively on London’s economy.**

    The capital was also crowned the world’s leading sporting events host in the 2024 Global Cities Report as well as the best cultural experience destination.***

  • MIL-OSI Global: 4B: how South Korean women are leading a radical movement against misogyny

    Donald Trump’s return to the White House has sparked fears about the future for women’s rights in the US. Trump has a long history of misogyny and has boasted about his role in shaping the court that overturned women’s constitutional right to an abortion in 2022. His victory thus, unsurprisingly, sparked a reaction.

    Following November’s election, some American women encouraged each other to delete dating apps, sign up for self-defence classes, and get on birth control. Others drew attention to 4B, a radical feminist movement founded in South Korea that has seen some women refuse to marry, have children, engage in romance, or participate in sexual relationships with men.

    The movement, which first came about in the 2010s as a response to the misogyny that is pervasive across South Korean society, went viral on social media in the aftermath of Trump’s election, especially in the US. It takes its name from its four defining tenets: bihon (no marriage), bichulsan (no childbirth), biyeonae (no dating), and bisex (no sex).

    Feminist activism in South Korea is not new, but it only gained wide popularity and support over the past decade. In 2016, a woman was killed at a public toilet near the Gangnam subway station in the country’s capital, Seoul, by a stranger who told the police he committed the crime because he had been “belittled by women” many times in the past. The tragic event sparked mass public mourning and prompted backlash against misogyny across the nation.

    The #MeToo movement, which has highlighted sexual harassment and abuse around the world, took hold in South Korea the following year. This started with allegations of rape, assault and sexually predatory behaviour against renowned Korean filmmaker Kim Ki-duk and actor Cho Jae-hyeon.

    Kim responded to South Korea’s state broadcaster MBC, where the accusations were first made, by saying, “I never tried to satisfy my personal desires using my status as a film director,” and claimed that he only engaged in “consensual sexual relationships”. Cho pledged his innocence, saying: “The things I see in news are so different from truth.” And, in January 2021, the Seoul Central District Court ruled in his favour.

    But allegations quickly spread to the political arena. Ahn Hee-jung, the governor of the western province of South Chungcheong resigned in 2018 after his secretary publicly accused him of repeatedly raping her. Ahn was sentenced to three-and-a-half years in prison for sexual assault.

    The former mayor of Seoul, Park Won-soon, was then found dead in 2020 after an apparent suicide one day after his secretary filed a complaint against him with the police over sexual harassment. More than 500,000 people signed a petition calling on the government not to use public money for Park’s five-day state funeral.

    Sexual violence in South Korea is not exclusive to influential figures. Thousands of people in South Korea – the vast majority of whom are female – have fallen victim to illicit filming in public places over the past decade. Between 2011 and 2017, there was a fivefold increase in the number of people identified by the police for illicit filming, from 1,300 to 5,300. South Korea’s former president, Moon Jae-in, said in May 2024 that spy cams had become a “part of daily life”.

    Many of these clips are subsequently shared on adult websites. A report by international non-governmental organisation Human Rights Watch in 2021 found that the anguish caused by this crime was so severe that it led to depression and suicidal thoughts among the affected women and girls. It was out of this deep-seated misogyny that South Korea’s 4B movement was born.

    From hopelessness to resentment

    The 4B movement took root at a time when South Korea was undergoing its own reckoning with gender violence and inequality. But, in my position as a researcher of online political participation and activism, I see it as also entwined in a broader societal movement in which a generation of South Koreans in their 20s and 30s have given up on numerous things. This includes not only dating, marriage and childbearing, but also employment, home ownership, and, in general, hope for their future.

    This sense of hopelessness can be traced to the aftermath of the Asian financial crisis in 1997, when economic reforms were implemented to increase the flexibility of the labour market. Since then, a growing number of South Korean citizens have found themselves unable to find secure employment, which has led a growing number of young people to give up entirely on searching for a job.

    These feelings of hopelessness have manifested in gender conflict online. Many young men see themselves as victims of the achievements of South Korea’s feminist movements over the past two decades, particularly the abolition of the country’s military service bonus point system in 1999. This system granted men who had completed their mandatory military service an additional 3% to 5% in public official recruitment exams.

    South Korean politicians have weaponised this growing resentment, and have used sexism and misogyny for electoral gain. South Korea’s now suspended current president, Yoon Suk Yeol, won the presidential election in 2022, in part thanks to his efforts to consolidate the support of aggrieved young male voters. During his campaign, Yoon promised to abolish the ministry of gender equality and family, accusing it of treating men like “potential sex criminals”.

    There are certainly aspects of this trend of giving up that are specific to South Korea. But it also resonates across many advanced industrialised societies that are becoming increasingly unequal. Societal conflicts are being compounded by growing economic divides in an increasingly polarised world.

  • MIL-OSI Global: Repression of climate and environmental protest is intensifying across the world

    Climate and environmental protest is being criminalised and repressed around the world. The criminalisation of such protest has received a lot of attention in certain countries, including the UK and Australia. But there have not been any attempts to capture the global trend – until now.

    We recently published a report, with three University of Bristol colleagues, which shows this repression is indeed a global trend – and that it is becoming more difficult around the world to stand up for climate justice.

    This criminalisation and repression spans the global north and south, and includes more and less democratic countries. It does, however, take different forms.

    Our report distinguishes between climate and environmental protest. The latter are campaigns against specific environmentally destructive projects – most commonly oil and gas extraction and pipelines, deforestation, dam building and mining. They take place all around the world.

    Climate protests are aimed at mitigating climate change by decreasing carbon emissions, and tend to make bigger policy or political demands (“cut global emissions now” rather than “don’t build this power plant”). They often take place in urban areas and are more common in the global north.

    Four ways to repress activism

    The intensifying criminalisation and repression is taking four main forms.

    1. Anti-protest laws are introduced

    Anti-protest laws may give the police more powers to stop protest, introduce new criminal offences, increase sentence lengths for existing offences, or give policy impunity when harming protesters. In the 14 countries we looked at, we found 22 such pieces of legislation introduced since 2019.

    2. Protest is criminalised through prosecution and courts

    This can mean using laws against climate and environmental activists that were designed to be used against terrorism or organised crime. In Germany, members of Letzte Generation (Last Generation), a direct action group in the mould of Just Stop Oil, were charged in May 2024 with “forming a criminal organisation”. This section of the law is typically used against mafia organisations and had never been applied to a non-violent group.

    In the Philippines, anti-terrorism laws have been used against environmentalists who have found themselves unable to return to their home islands.

    Criminalising protest can also mean lowering the threshold for prosecution, preventing climate activists from mentioning climate change in court, and changing other court processes to make guilty verdicts more likely. Another example is injunctions that can be taken out by corporations against activists who protest against them.

    3. Harsher policing

    This stretches from stopping and searching to surveillance, arrests, violence, infiltration and threatening activists. The policing of activists is carried out not just by state actors like police and armed forces, but also private actors including private security, organised crime and corporations.

    In Germany, regional police have been accused of collaborating with an energy giant (and its private fire brigade) to evict coal mine protesters, while private security was used extensively in policing anti-mining activists in Peru.

    4. Killings and disappearances

    Lastly, in the most extreme cases, environmental activists are murdered. This is an extension of the trend for harsher policing, as it typically follows threats by the same range of actors. We used data from the NGO Global Witness to show this is increasingly common in countries including Brazil, Philippines, Peru and India. In Brazil, most murders are carried out by organised crime groups while in Peru, it is the police force.

    Protests are increasing

    To look more closely at the global picture of climate and environmental protest – and the repression of it – we used the Armed Conflicts Location Event database. This showed us that climate protests increased dramatically in 2018-2019 and have not declined since. They make up on average about 4% of all protest in the 81 countries that had more than 1,000 protests recorded in the 2012-2023 period:

    We used this data to see what kind of repression activists face. By looking for keywords in the reporting of protest events, we found that on average 3% of climate and environmental protests face police violence, and 6.3% involve arrests. But behind these averages are large differences in the nature of protest and its policing.

    A combination of the presence of protest groups like Extinction Rebellion, who often actively seek arrests, and police forces that are more likely to make arrests, mean countries such as Australia and the UK have very high levels of arrest. Some 20% of Australian climate and environmental protests involve arrests, against 17% in the UK – with the highest in the world being Canada on 27%.

    Meanwhile, police violence is high in countries such as Peru (6.5%) and Uganda (4.4%). France stands out as a European country with relatively high levels of police violence (3.2%) and low levels of arrests (also 3.2%).

    In summary, while criminalisation and repression does not look the same across the world, there are remarkable similarities. It is increasing in a lot of countries, it involves both state and corporate actors, and it takes many forms.

    This repression is taking place in a context where states are not taking adequate action on climate change. By criminalising activists, states depoliticise them. This conceals the fact these activists are ultimately right about the state of the climate and environment – and the lack of positive government action in these areas.

    Red meat has been a part of diets worldwide since early man. It is an excellent source of protein, vitamins (such as B vitamins) and minerals (such as iron and zinc).

    However, red meat has long been associated with increasing the risk of heart disease, cancer and early death. What may not be so well known is the link between red meat consumption and type 2 diabetes.

    A paper published in the Lancet in September 2024 highlighted this link to type 2 diabetes using data from the Americas, the Mediterranean, Europe, south-east Asia and the Western Pacific (20 countries included).

    This recent study, with nearly 2 million participants, found that high consumption of unprocessed red meat, such as beef, lamb and pork, and processed meat, such as bacon, salami and chorizo, increased the incidence of type 2 diabetes.

    The researchers also highlighted a link between the consumption of poultry and the incidence of type 2 diabetes, but the link was weaker and varied across the populations.

    Type 2 diabetes is a serious public health issue affecting 462 million people globally. It occurs when our bodies don’t make enough insulin or can’t use insulin well.

    Insulin is a hormone produced by the pancreas, a small leaf-shaped gland that sits behind the stomach and just in front of the spine. Insulin helps blood glucose enter cells, which stops levels from rising in the blood.

    In type 2 diabetes, due to our body not having enough insulin or inability to use the insulin (also referred to as “insulin resistance” or “impaired insulin sensitivity”), blood glucose reaches high levels, causing symptoms such as extreme thirst, increased need to pass urine and feelings of tiredness. Long-term health issues include nerve damage, foot problems and heart disease.

    The underlying mechanisms linking red meat intake with type 2 diabetes are unclear. Mechanisms could relate to the function of the pancreas, insulin sensitivity or a combination of the two.

    Possible mechanisms

    Red meat has high levels of saturated fat and is low in polyunsaturated fats, which could disrupt insulin sensitivity.

    Research has also shown that a high protein intake from animal sources (compared to vegetarian sources) can increase the risk of type 2 diabetes, possibly due to the high levels of branched-chain amino acids (BCAA) in animal protein.

    BCAA include the amino acids leucine, isoleucine and valine. In a small study, short-term BCAA infusions increased insulin resistance in humans. Similar findings were shown in larger human studies.

    High levels of plasma BCAA can have various origins. These connections between red meat, BCAA, insulin resistance and type 2 diabetes are worth exploring further.

    Another potential mechanism involves gut microbiota, the collection of microbes in our gut.

    Our microbiota metabolises choline (a water-soluble essential nutrient) and L-carnitine (an amino acid found naturally in food), both of which are abundant in red meat, producing trimethylamine. Increased trimethylamine has been associated with a higher risk of developing type 2 diabetes.

    How we cook meat may also add to this conundrum. Cooking meat at high temperatures, such as grilling and barbecuing, can produce harmful compounds called “advanced glycation end products”.

    These compounds can damage cells due to oxidative stress (caused by unstable atoms called free radicals), lead to inflammation (which can be damaging if it occurs in healthy tissues or lasts too long) and insulin resistance.

    Red meat is a great source of iron. But some studies have shown long-term iron intake or iron overload, particularly haem iron (iron from animal-based sources), may increase the risk of type 2 diabetes.

    Eat less red meat

    According to a World Health Organization report, in the last 50 years, global consumption of all types of meat has increased. In some wealthy countries, such as the UK, red meat consumption appears to be stable or declining. Although there is a lot of variation in meat consumption between and within countries.

    In the UK, people are advised to consume no more than 70g (cooked weight) of red meat per day and to avoid eating processed meat. A similar recommendation is given across many countries.

    With the winter holidays around the corner and the festive gatherings in full swing, reducing red meat consumption will be difficult, especially for those who really like the taste. So enjoy these moments without worrying, and where possible, try to consume fibre-rich vegetables with red meat.

    Small steps can be taken to reduce your red meat intake by having smaller portions or choosing a day in the week that is meat free (meat-free Mondays, say), or substituting some (or all) of the meat in recipes with chicken, fish, beans, lentils or the like.

    And for those days you do eat red meat, try poaching, steaming or stewing it – it’s healthier than grilling or barbecuing.

    A resilient and secure supply of foundational semiconductors is critical to U.S. national and economic security.  These semiconductors are essential to key sectors of the U.S. economy, powering cars, medical devices, critical infrastructure, key aerospace and defense systems, and the goods and services we rely on every day.
    The People’s Republic of China (PRC) routinely engages in non-market policies and practices, as well as industrial targeting, of the semiconductor industry that enables PRC companies to significantly harm competition and create dangerous supply chain dependencies in foundational semiconductors.  
    Today, the Biden-Harris Administration is taking additional action to protect American workers and businesses from the PRC’s unfair trade practices in the semiconductor sector and support a healthy domestic industry for foundational semiconductors. 
    These actions include:
    Launching a Section 301 investigation to examine the PRC’s targeting of foundational semiconductors.
    The Office of the U.S. Trade Representative is launching a Section 301 investigation to examine the PRC’s targeting of foundational semiconductors (also known as legacy or mature node chips) for dominance and the impact on the U.S. economy.
    In addition, the investigation will initially assess the impact of the PRC’s acts, policies, and practices on the production of silicon carbide substrates or other wafers used as inputs into semiconductor fabrication.
    PRC semiconductors often enter the U.S. market as a component of finished goods. This Section 301 investigation will examine a broad range of the PRC’s non-market acts, policies, and practices with respect to the semiconductor sector, including to the extent these semiconductors are incorporated as components into downstream products for critical industries like defense, automotive, medical devices, aerospace, telecommunications, and power generation and the electrical grid. 
    Awarding and catalyzing billions of dollars in semiconductor manufacturing projects across the country.
    The Biden-Harris Administration has championed efforts to ensure more chips are made in America by American workers, in particular through CHIPS and Science Act funding, which allocates at least $2 billion for mature semiconductors.  This was a key part of President Biden’s vision for renewing American economic leadership and a vibrant American industrial base.
    The United States is investing across the semiconductor supply chain—including the upstream materials critical to chip manufacturing such as silicon carbide and wafers.  To date, the Department of Commerce has catalyzed billions of dollars in private sector investments that will serve the American auto and defense industries, including the Texas Instruments projects in Texas and Utah, the GlobalFoundries projects in Vermont and New York, and the Bosch project in California.  Many of these investments also include supply agreements with customers across critical infrastructure industries to maximize the predictability, volume, and quality of domestically manufactured chips needed to power complex technology.  These investments are compounded and sustained by this Administration’s 48D Advanced Manufacturing Investment Credit, which will provide up to a 25% tax incentive for the manufacturing of semiconductors, semiconductor manufacturing equipment, and wafer production.
    Reducing national security risks in federal supply chains.
    Semiconductors are key components of U.S. critical infrastructure that have many military applications. It is vital that federal agencies procure secure and trusted chips. 
    To clean up federal procurement of semiconductors, the Biden-Harris Administration is:
    Implementing a statutory provision in the James M. Inhofe National Defense Authorization Act for FY 2023 that prohibits executive agencies from procuring or obtaining products and services that include chips from certain Chinese fabs and other entities of concern.
    Releasing a Request for Information (RFI) to gauge the best ways for government contractors to scale up their use of domestically manufactured chips, particularly for critical infrastructure.  The RFI intends to solicit commercial ideas from industry that may inform future policymaking in support of the government-wide effort to leverage existing manufacturing capacity.
    Issuing guidance to help the Federal Government – the world’s largest buyer – organize its demand for domestic semiconductors so that agencies can mitigate the risk posed by undue dependence on foreign manufacturing, limited competition, and possible higher manufacturing costs.  This effort includes agencies developing strategies to dual or multiple source semiconductors, increasing transparency for critical infrastructure supply chains, and providing the government’s demand for the products and services that use these chips.
    Prioritizing supply chain resilience and bolstering our toolkit to address non-market policies and practices.
    President Biden made supply chain resilience a Day One priority in his Administration.  The first-ever U.S. Government Quadrennial Supply Chain Review, published on December 19, provides an in-depth assessment of the United States’ critical supply chains, actions taken over the last four years to make each supply chain more resilient, and necessary steps to increase U.S. resilience in the future. 
    The Review includes a comprehensive strategy to respond to non-market policies and practices because they pose a significant challenge in critical industries covered in the supply chain report.  The strategy details the types of comprehensive action necessary to combat non-market policies and practices, including procurement policies. 
    Working with our partners around the world to strengthen cooperation on semiconductor supply chains and address shared concerns about China’s unfair practices.
    Semiconductor supply chains are critical not only to the United States but to all of our allies and partners.  The Biden-Harris Administration has closely consulted with allies and partners on promoting economic resilience and addressing the PRC’s non-market practices in the semiconductor supply chain, including through the following efforts:
    The State Department launched the CHIPS and Science Act’s International Technology Security and Innovation (ITSI) Fund, which has thus far partnered with eight countries – Costa Rica, Panama, Vietnam, Indonesia, India, Kenya, the Philippines, and Mexico – to promote semiconductor supply chain development, security, and diversification.
    The Department of Commerce announced the Indo-Pacific Economic Framework for Prosperity (IPEF) Agreement Relating to Supply Chain Resilience with 13 diverse partner countries across the Indo-Pacific, led by the United States, to coordinate more resilient supply chains for semiconductors and other industries.
    Within the G7, the United States has championed efforts to bolster economic resilience and address harmful market distortions and global excess capacity in key sectors resulting from non-market policies and practices.   This led to the establishment of mechanisms to jointly monitor and respond to these detrimental practices, including in the semiconductor sector.  
    President Biden recognizes the benefits for our workers and businesses from strong alliances and a rules-based international trade system based on fair competition.  The Biden-Harris Administration will continue to collaborate with allies and partners on this critical issue in the coming days and weeks.

  • MIL-OSI Asia-Pac: Vehicle plate bidding goes online

    The Transport Department today launched E-Auction, an online auction platform for Ordinary Vehicle Registration Marks (VRMs).

    Interested bidders registered as users are no longer required to attend a physical auction and can bid for VRMs through a computer or mobile device anywhere.

    The first online auction is scheduled for February 2025. Fewer VRMs, some 50, will be put up for auction in the initial phase and details will be announced late next month.

    Two online auctions are planned to be held each month, with each auction lasting for five days, starting from noon on the first day and ending at noon on the fifth.

    The department will gradually increase the number of VRMs in the online auction after reviewing its operations to ensure the smooth running of the E-Auction platform.

    Registered users can bid for their desired Ordinary VRMs via E-Auction within the specified time slots of each online auction session, and they may choose to set auto bids prior to the auction.

    Successful bidders can complete the follow-up procedures at the one-stop platform, including arranging electronic payment and receiving the relevant documents to assign the secured VRMs to the vehicles under the purchaser’s name provided in the Memorandum of Sale of VRM.

    Non-registered users can browse the E-Auction website to learn about registration and auction procedures, the auction schedule, VRMs pending auction, real-time auction price, etc.

    The E-Auction will only be applicable to Ordinary VRMs. Auctions for VRMs with “HK” or “XX” as a prefix, special VRMs and personalised VRMs will continue to be carried out through physical auctions by bidding paddles and their announcement arrangements remain unchanged.

    The department will inform all applicants who have submitted a deposit to reserve Ordinary VRMs for auction of the E-Auction arrangements in detail by post.

         The opening ceremony of the reprovisioned Chung Ying Street Checkpoint in Sha Tau Kok was held today (December 23). A pilot scheme for facial recognition technology has been introduced at the new checkpoint, allowing people living or working at Chung Ying Street to access the area unimpeded through “contactless channels” without having to stop and produce their Closed Area Permit (CAP) or use their fingerprint to verify their identity. The aim is to facilitate the flow of people and enhance the checkpoint’s processing capacity.     Addressing the opening ceremony, the Chief Secretary for Administration, Mr Chan Kwok-ki, noted that to facilitate entry to and exit from Chung Ying Street, the Government has replaced the former checkpoint made up of marquees with a permanent structure, and for the first time introduced facial recognition technology. This allows people living and working on Chung Ying Street to be the first to use “contactless channels” for unimpeded access. The Government will continue to explore the application of relevant technology to complement the future opening of Chung Ying Street for tourism. In the future, holders of valid CAPs for access to Chung Ying Street may, upon prior enrolment, pass through the checkpoint via “contactless channels”. In adopting the pilot scheme, the Government hopes to replace the current mode of manual inspections through applying innovative technology to assist users of the checkpoint, enhance the checkpoint’s capacity, and highlight Hong Kong’s high-quality digital technology as an international metropolis.     Mr Chan also expressed his gratitude to the various government departments and organisations for their joint efforts in the successful completion of the reprovision project, thereby providing better facilities for Chung Ying Street, an area rich in unique historical and cultural value.     The checkpoint’s design has integrated historical and modern elements, showcasing the characteristics of Hong Kong’s traditional train stations. Its exterior wall is decorated with copper plate engravings featuring a historical train, preserving the history of the branch line.     The Government has reviewed an investigation report by the Airport Authority (AAHK) regarding an incident in November last year involving the Automated People Mover system (APM) at Hong Kong International Airport.

     

    On November 21, 2023, a young passenger using the APM system was suspected to have stepped into a gap between a platform and a train.

     

    With regard to system safety, the authority’s investigation did not find any systematic safety issues with the APM system.

     

    Infrared devices are installed at the platform screen doors (PSDs) and train doors, such that when a device detects that a passenger or obstacle has been trapped between a PSD and a train door, the system will instruct the PSDs and the train doors to remain open.

     

    The AAHK also completed a project in June this year to narrow the gap between platforms and trains, thereby serving to prevent passengers from stepping into the platform gap.

     

    The Electrical & Mechanical Services Department has confirmed that the APM system is safe in its design and operation.

     

    In relation to notification of incidents, the AAHK will give notice to the Government of any incident in which a person falls between a train and a platform, in accordance with the relevant regulations.

     

    The AAHK conducted a thorough and in-depth investigation into the incident and found no evidence of a cover-up by any staff. It admitted that the scope of its first investigation, conducted early this year, was not thorough enough.

     

    The AAHK’s investigation found that after the young passenger stepped into the gap between the platform and the train, other passengers immediately pulled her out of it. As the train doors were closed, as scheduled, no system alert was triggered. The AAHK did not receive any complaint or injury report filed by the passenger or her family at that time.

     

    That said, the AAHK admitted that there was lack of clarity in the APM Operation & Emergency Procedure Manual, and a lack of alertness in reporting and communication among frontline staff, resulting in the incident not being properly recorded at that time.

     

    As a result, AAHK staff failed to identify the incident in time and report it to the Government.

     

    The Government noted that the AAHK has already taken disciplinary actions against the relevant staff. It requested that the authority implement improvement measures to prevent similar incidents from occurring again.

     

    It also noted that the AAHK has enhanced its incident investigation mechanism and has been implementing two other improvement measures.

     

    One of these involves finishing updates to the APM manual and arranging relevant training next month to strengthen the incident notification mechanism. The other involves completing the enhancement of the CCTV system on platforms by March next year.

    Dr. Darran Newman found the work that was meant for her when she started her development career as a sociologist at the Planning Institute of Jamaica (PIOJ).  Today she is a highly competent international development expert with over 25 years of policy-related and field experience from working with multilateral, bilateral development agencies and government, providing global development leadership.  Her extensive experience in social development included integrating gender equality and social inclusion in development programming and policy processes.

    During the period 1999-2013 she worked with the UK Government’s Department for International Development (renamed FCDO) and the European Commission, carrying out socio-political and poverty analysis, and bringing expertise in promoting gender equality and women’s empowerment to interdisciplinary team working and global research.

    As a social development specialist, she conducted social audits and social impact and gender assessments for agricultural innovation initiatives in India and Central and Western Africa.  Championing gender equality and the rights and empowerment of women and girls was a central part of the social development analytical support for Eastern Europe, Tajikistan, Kyrgzhstan and Southern Africa country programmes.

    Driven by a strong urge to support international development in the Caribbean, in 2013 she returned to the region to join the Caribbean Development Bank (CDB) as Portfolio Manager for the Basic Needs Trust Fund (BNTF).   Subsequently, she led the Bank’s Technical Cooperation Division for 4 years.  Since 2021 she held position of Advisor to the Vice-President (Operations) and more recently holds the position of Advisor to the Acting President.

    One of her major aspirations is to always be a change-maker and work with others to achieve deep and wide systemic change in the Caribbean.

    Darran has always wanted to be in a position where she could help to create better futures especially for children.  This passionate advocacy for children’s rights led her to investigate child policy implementation in Jamaica.  She has a master’s degree in Sociology and completed a PhD in Social Policy.

    Chief Secretary Chan Kwok-ki addressed the opening ceremony of the reprovisioned Chung Ying Street Checkpoint in Sha Tau Kok today.

    A pilot scheme for facial recognition technology has been introduced at the new checkpoint, enabling people living or working at Chung Ying Street to access the area unimpeded through “contactless channels” without having to stop and produce their Closed Area Permit (CAP) or use their fingerprint to verify their identity.

    Addressing the opening ceremony, Mr Chan noted that to facilitate entry to and exit from Chung Ying Street, the Government has replaced the former checkpoint made up of marquees with a permanent structure, and for the first time introduced facial recognition technology, allowing people living and working on Chung Ying Street to be the first to use “contactless channels” for unimpeded access.

    He said the Government will continue to explore the application of relevant technology to complement the future opening of Chung Ying Street for tourism, adding that in the future, holders of valid CAPs for access to Chung Ying Street may, upon prior enrolment, pass through the checkpoint via “contactless channels”.

    The Chief Secretary highlighted that in adopting the pilot scheme, the Government hopes to replace the current mode of manual inspections through applying innovative technology to assist users of the checkpoint, enhance its capacity and highlight Hong Kong’s high-quality digital technology as an international metropolis.

    Mr Chan also thanked the various government departments and organisations for their joint efforts in the successful completion of the reprovision project, providing better facilities for Chung Ying Street, an area rich in unique historical and cultural value.

    The checkpoint’s design has integrated historical and modern elements, showcasing the characteristics of Hong Kong’s traditional train stations.

    Its exterior wall is decorated with copper plate engravings featuring a historical train, preserving the history of the branch line. Multiple energy-saving designs have also been incorporated in the checkpoint.

    Growth in the Asia-Pacific (APAC) region is projected to slow over the next few years, impacted by an ageing population, trade tensions, and greater policy uncertainty. However, parents’ focus on the quality of ingredients used in baby care and childcare products remains high despite concerns over their financial situation.  Aligning with this,  37% of respondents stated that high quality products/ingredients mean good value for money to them when purchasing baby care and child care products*, says GlobalData, a leading data and analytics company.

In a GlobalData consumer survey*, 55% of respondents in APAC stated that they are either extremely or quite concerned about their personal financial situation.     The burden of 12-month diagnosed prevalent cases of atopic dermatitis (AD) is forecast to increase at an annual growth rate (AGR) of 0.10% from around 42.02 million cases in 2023 to 42.42 million cases in 2033 in the seven major markets (7MM*), according to GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “Atopic Dermatitis (AD): Epidemiology Forecast to 2033”, reveals AD cases are rising because of the increasing prevalence of environmental and lifestyle risk factors and the increase in incidence of AD in adulthood.

    Yixuan Zhang, MSc, Epidemiologist at GlobalData, comments: “The pathogenesis of AD is unclear and most likely stems from the interaction of a combination of genetic susceptibility, environmental and lifestyle risk factors, and dysfunctional cell-mediated immunity.”

    According to GlobalData epidemiologists, there were around 44% of mild 12-month diagnosed prevalent cases of AD, 42% moderate cases of AD, and 14% severe cases of AD in 2023 in the 7MM.

    AD is a complex disease presenting with a range of clinical manifestations and symptoms, depending on the patient demographic and disease severity. In severe cases, AD is associated with sleep disturbances due to the pruritic rashes that appear on the skin during a flare-up, depression and anxiety, and loss of productivity, contributing to the economic and disease burden globally.

    Zhang concludes: “The highest prevalence is seen in childhood, followed by the middle-aged and older population. A positive correlation has been found between a country’s gross domestic product (GDP) and disease burden. However, new epidemiological patterns are slowly emerging, such as AD prevalence increasing in low-income countries and new AD-onset in adults becoming increasingly more common, particularly in the West.”

    With 47 brands sponsoring the 2024 World Series, the competition’s largest sponsorship deal in terms of annual value is joint between both Nike and SeatGeek, both worth a reported $100 million each. SeatGeek has agreed a five-year deal to become the official secondary ticket marketplace of MLB, as of the 2023 season. Nike has agreed a 10-year deal, which came into effect in 2020 and sees the brand serve as MLB’s kit supplier. Overall, the competition is estimated to generate $814.80 million in sponsorship revenue for the 2024 season, reveals GlobalData, a leading data and analytics company.

    GlobalData’ s latest report, “Post Event Analysis – World Series 2024”,  reveals that the event generated a reported $714.29 million from domestic media revenue. Fox has agreed the rights in the US to broadcast the World Series. The 2024 World Series winners, Los Dodgers, are expected to receive around $35 million in prize money.

    In terms of viewership for this year’s World Series, the competition drew more than 30 million combined average viewers across North America and Asia. As reported by Fox, World Series viewership in the US averaged 15.8 million across its platforms, a 67% increase compared to the 2023 edition and the most watched series since the seven-game 2017 World Series. The World Series delivered for Fox the most-watched single-network telecast across all of television on each of the five nights games were played.

    The 2024 World Series saw a total attendance of 253,104 over five games, making the average attendance per game 50,621. This is the highest average attendance of the World Series since 2003. In terms of ticket prices, according to reports, these were among the most expensive in MLB history. Leading up to Game one in LA, the average price for a World Series ticket in the secondary market was $3,887, according to ticket reseller TicketHQ.
