    The Ministry of Tourism, Government of India, is participating at World Travel Market (WTM) London, being held from 5th – 7th November, 2024 at Excel London. United Kingdom is the second largest source market for inbound tourists to India. With a strong diaspora population of almost 1.9 million, United Kingdom has one of the biggest Indian diaspora. Ministry is participating at WTM with a delegation of almost 50 stakeholders including State Governments, inbound tour operators, airlines, hoteliers from the Indian travel industry to showcase India’s vibrant cultural diversity and the vast range of tourism products and immersive experiences. This initiative aligns with India’s strategic goal to enhance inbound tourism and position the country as a premier global travel destination.

    The India Pavilion at WTM 2024 showcases the India’s rich kaleidoscope of cultures, languages, and traditions, each contributing not only to its rich tourism landscape but also the gamut of niche tourism experiences such as spiritual & wellness, wedding, adventure, ecotourism and gourmet. The focus of this year`s India pavilion is Wedding Tourism, MICE and Mahakumbh. A special mock Mandapam in the Pavilion has been created to give the look and feel of an Indian wedding.

    Besides Ministry of Tourism, Government of India, several other stakeholders including State Tourism Departments, tour operators, airlines, PSUs etc is participating in the India Pavilion at WTM.  The co-participants include State Tourism Departments from Uttarakhand, Jammu& Kashmir, Puducherry, Dadra & Nagar Haveli and Daman & Diu, tour operators / Destination Management Companies, airline, resorts and IRCTC.  Other State Tourism Departments of Goa, Odisha, Kerala, Tamil Nadu, Telangana, Karnataka, Rajasthan, Uttar Pradesh and Madhya Pradesh are also participating to showcase their unique tourism experiences and connect with potential clients and partners. The India pavilion was jointly inaugurated by the High Commissioner of India, Shri Vikram Doraiswami and Director General, Ministry of Tourism, Government of India, Ms Mugdha Sinha in the presence of Smt Parvati Parida, Deputy Chief Minister of Odisha, Shri Juapally Rao, Tourism Minister of Telengana and Tourism Ministers from other States.

    A total number of 9.5 million foreign tourists visited India during 2023 out of which 0.92 million visits were from UK, making it the third largest source market for inbound tourists to India.  The Chalo India initiative was launched by the Hon`ble Prime Minister of India to engage the Indian diaspora for promoting India to their non-Indian friends. As part of this initiative, the Indian diaspora will invite their non-Indian friends to explore the grandeur of Incredible India. The Ministry of Tourism has developed the Chalo India portal where the diaspora can register and refer their non Indian friends to visit India. Gratis e tourist visa to the visiting foreign guests is also been given as an incentive under the program. Through this initiative, the Indian diaspora will play a vital role in promoting the country as a premier global tourist destination, showcasing its rich heritage and diverse culture to the world. In order to populate this initiative on a larger scale, and in view of UK having the 2nd largest Indian diaspora community, Ministry is kicking off the program under Chalo India initiative from London.

    Among its other initiatives, Ministry of Tourism has recently launched the ‘Incredible India Content Hub and Digital Portal’ on the revamped Incredible India digital portal on the World Tourism Day, 27th September 2024.  The Incredible India Content Hub is a comprehensive digital repository for the use of diverse range of stakeholders including government officials, ambassadors, tour operators, journalists, students, researchers, film makers, authors and content creators. The Incredible India Digital Portal is a tourist-centric one stop digital solution designed to enhance the travel experience for visitors to India.

    India remains the world’s fastest growing major economy and is committed to ensure that its continued growth path is equipped to deal with the challenges of climate change, its goal of achieving net-zero emission by 2070 etc. The G20 leadership year has showcased the diversity and capacity of the tourism potential of India to the world. The improvement in tourism infrastructure such as hospitality network, aviation India is poised for a leap in tourism. At the same time India is committed to the G20 Goa Roadmap for developing sustainable and nature positive, pro planet and green tourism destinations.

  • MIL-OSI Asia-Pac: Text of Vice-President’s address at 70th Annual Meeting of the General Body of Indian Institute of Public Administration (IIPA) in New Delhi

    Very good morning to all of you.

    Distinguished members of the Executive Council, esteemed faculty, dedicated officers, and valued members of the IIPA, the 70th year is special and is special for an institution.

    It is both a moment of celebration, introspection, and reflection. Celebration because it is a significant milestone in the journey towards serving the country that is home to one-sixth of humanity. Introspection and reflection so as to move ahead with greater vigour and dedication, aligning with the emerging aspirations of Bharat.

    Over the last decade, spurred by a series of people-centric policies and initiatives, there has been in place a mood of hope and possibility, high expectancy, and aspirations. Institutions such as the IIPA, with a rich canvas of experienced human resource have to be in a high state of proactive role. Undoubtedly, IIPA has advanced governance, domestically and championed international cooperation and knowledge exchange.

    This institution has enriched the discourse around public administration, ensuring that our civil servants are equipped with a broad, forward-looking outlook that encompasses both national and international best practices. As indicated on earlier occasions by me from this platform, IIPA must deliberate the purpose of its coming into being, the goal, the achievements thus far, and how to optimise its performance and relevance in the journey ahead.

    A fundamental premise of the IIPA was that Indian public administration should have Indian characteristics distanced from colonial mindset, aligning with our aspirations post-independence. This is a time to take a stock of the progress on this anvil. We are indeed proud when we look at the overall trajectory, more so in the last decade. We are now defying the earlier defied colonial ideas and symbols. Kingsway has transformed itself to now Kartavya Path and Racecourse is Lok Kalyan Marg.

    Netaji Bose stands in the canopy where once King George’s statue was there. The ensign of the Indian Navy was changed to include our tricolour and we now have 1500 colonial era statutes that are not on the book anymore.

    The new criminal laws, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhitaand Bharatiya Sakshya Adhiniyam have unshackled Indian criminal justice system from colonial legacy. It is a monumental and revolutionary change and now Dand Vidhan has become Nyaya Sanhita, Nyaya Vidhan, effecting improvements to protect victims’ interests, carry out prosecution efficiently and amongst many other much needed wholesome changes.

    Friends, Bharat is quickly jettisoning the colonial mindset, now we do not need English to learn medicine or technology. The question that we all must think is this is public administration marching in the right direction.

    On the 75th anniversary our Prime Minister reminded us that we need to build an India free of colonial mindset. On this momentous occasion in our post-independence journey the Prime Minister gave ‘Panch Pran’ or five resolves. These are worth taking by one and all as they need action at the level of one and all.

    One, a resolve of developed India, there can be no difference on this.  Removing any trace of the colonial mindset, taking pride in our legacy, our strength of unity and lastly fulfilling the duties of citizen with honesty.

    Our public administration would be out of sync with national good and spirit if it does not imbibe these values. People in public administration should be invariably committed to the values of nationalism, the idea of a developed and united India and to serving all Indian citizens without fear or favour.

    It is IIPA’s responsibility to infuse these values in the steel frame of Bharat. Distinguished audience, IIPA can massively contribute in fructifying these goals. IIIPA is immediately befitting platform for ideation and innovation when it comes to policy evolution and implementation.

    The democratic fabric of this country is amply reflected in the preamble of the Indian constitution, its fundamental rights in part three and fundamental duties in part four, capital A of the constitution. Rights blossom with a proactive public administration, visionary policies and expressions must be transformed into reality ensuring people aware in fullness their rights. This is ongoing process, it needs to fast track, ensuring rights is much beyond just having an intent about it. It is a matter of capabilities and competence. The world is changing too fast. We have to keep pace with it and so must our public administration.

    Friends, as we stand at the significant juncture, public administration faces unprecedented challenges as also opportunities. The rapidly evolving digital landscape, the imperatives of climate change and ever-rising aspirations of our citizens demand impactful, transformative, effective governance approaches. In today’s context, digital transformation is not just an option, it is beyond necessity, it is beyond flight with us. It is absolute necessity.

    India’s success with digital public goods and platforms has been globally acknowledged by global institutions and the countries as a role model for the developing world. In this sphere, we have shown the world how technology can be leveraged for inclusive governance for 1.4 billion people, even in the remotest corner. Through our India is Tech programme, we are setting a template for the global South to emulate and implement technological solutions for governance.

    The world is fast adopting India model, seeking our assistance and giving India a soft diplomacy cutting edge. IIPA must continue to play a pivotal role in preparing civil servants and public administrators for this fast changing digital age. Our training programmes and research initiatives are required to focus on emerging technologies like artificial intelligence, blockchain, data analytics, machine learning and the kind while ensuring their ethical and responsible implementation in public service delivery. The cornerstone of effective public administration is continuous learning and capacity building. IIPA has a great role to play on these aspects.

    Distinguished audience, however, while embracing technology, we must also ensure it does not create further divisions. Rapidly advancing technology can exclude the most vulnerable section of the society. Therefore, our approach should be inclusive, a hallmark of our 5,000 year old civilisational ethos and we need to be inspired as we are at the moment by Antyodaya ensuring that technological advancements reach all corners of our population.

    As we integrate technology, we must prioritise cyber security and data privacy. These are emerging areas of great concern for ordinary citizens. An environment of trust must be fostered where citizens feel that their information is secure and used responsibly by all institutions concerned.

    Distinguished audience, as we progress into a new era of governance, data must be at the forefront of our decision-making process. Evidence-based studies are essential to understand the impact of various welfare policies. Data is bedrock, fundamental premise of assessing needs of the society. It is data that dispels myth, makes us aware of the ground reality and therefore, it is quiescence to any governance at the heart of which is welfare of the people.

    Assessments based on empirical evidence will not only enhance the credibility of our institutions but also build public trust in governance. I emphasise this because in a country like ours, we may have to be empirical on occasions on account of mass data that has to be analysed. It will also give a befitting reply to those who are not ready to accept the phenomenal rise of Bharat and leave no effort to taint and tarnish our institutions.

    On various occasions, I have expressed my concern over emerging worrisomely alarming scenario where some within, some without are engaged in a structured manner with evil design that is inimical to Bharat’s interest to run down our institutions, taint them differently and make all efforts that our progress be not recognised but the country has moved forward with speed. As we discuss the transformative power of public administration, there has been recognition of the immense power of the half of humanity, our mothers and sisters. Women have demonstrated exemplary administrative acumen managing households with a high degree of efficiency, foresight and resilience. People present here particularly in the front row are aware how top positions that of the Chief Secretary and DGP and Secretaries in Government of Indian States are being occupied very ably by this gender.

    Friends, imagine the quantum leap our economy could take if women were equally represented, if their representation was uniform in all domains of public service, policy making. After nearly three decades of consistent and delayed efforts, the long-anticipated justice was finally delivered with the Parliament passing Women’s Reservation Bill, providing one-third reservation for women in state legislatures and Lok Sabha, a game changer. This will have geometric impact on our harmony, policy making, societal growth and overall development.

    This decision not only acknowledges the leadership potential of women but also fulfils a profound aspect of social justice. I strongly believe increasing participation of women in policy making will promote an empathetic and sensitive governance.

    Friends, India is a land of fairs and festivals with frequent religious congregations dotting our landscape over the year. These celebrations on occasions are overshadowed and marred by mishaps that are avoidable. I had reflected this on two earlier occasions also. IIPA has a huge role to play in this, sensitising district administration at the national level, all over the country, needs to pick up.

    Surely anticipatory steps can avoid most of these mishaps. Just imagine what a long way we have come when we look at the technological aspect of IMD. When we have natural disasters, cyclones of gravity, human lives are saved. Property destruction is also saved. In this backdrop there is no reason why when we have fairs and festivals and congregations all over the country, well in advance the information is known. A country that is known to the world to have organised Kumbh Mela without any problem.

    I am sure IIPA will take a step to ensure that district administration in the country is abling sensitise to have a calendar so that these events are well planned. Right from making amenities to the people who congregate and sensitise the administration that handles sometimes delicate situations same goes about dilapidated buildings, bridges. Surely IIPA can step in and sensitise on these and related aspects. I have only reflected illustratively, IIPA can get as exhaustive as possible.

    Democracy gets strengthened with people’s commitment to discipline and nationalistic thoughts going up. Democracy has to be nurtured, it has to blossom. Every citizen’s participation has to be there. That is reflected in PART IVA of the constitution, fundamental duties, we have to inculcate in by a spirit of nation first. Nation always first, nation above personal or other interest. Development has to be addressed in a bipartisan manner, development has to be away from routine aspects of politicking.

    Friends, with constant I need to indicate to you there are forces both in Bharat and abroad that want to impede Bharat from moving forward on the path of economic upsurge. An upsurge that is exponential, an upsurge that is unprecedented, an upsurge that is unrivalled amongst large economies, an upsurge the world is stunned with. The rise of Bharat as a favourite global destination of opportunity and investment in the accolades emanating from IMF and the world bank. Some people seek to impede these then our rise in strategic and diplomatic spheres where our voice is being heard at the moment as never before. When India is emerging through able leadership at global level as a centre that stands for dialogue and diplomacy.

    India that is credited in the world for bringing Global South on the central stage and getting inclusion of African Union in G20. When we find these forces, we have to get into a mode to be committed passionately with a mission to ensure that Bharat’s rejuvenation and resurgence is fast-tracked rather than impeded.

    In this also administration has to play a pivotal role and guidance must emanate from the IIPA. I emphasise this because our bureaucracy by its very nature has a potential to be transformative to any degree. They are role model in the district and elsewhere for the people at large.

    Particularly impressionable minds and therefore, if IIPA takes steps how these role models are more exposed to our impressionable minds in schools and colleges. How they inculcate a sense of discipline by impactful presence on the road. How they make our institutions effective by visiting a school or a primary health centre. These are aspects on which I am sure IIPA will look into.

    Distinguished audience, as we work towards the vision of a developed Bharat@2047 and that’s a challenge. We are proud of our accomplishments being placed at the moment as the fifth largest global economy on way to becoming third one. But there has to be eight-fold rise in our per capita income that is a challenge we have to meet and therefore, I would urge IIPA has already been aligning its programmes with national priorities.

    Its training programmes have evolved significantly incorporating modern pedagogical methods and practical case studies. The institute needs to further strengthen these initiatives to enhance problem-solving capacities among civil servants, promote evidence-based policy making and strengthen ethical leadership and governance. Our civilisation is synonymous with ethical standards. Ethics always has played a key role over thousands of years of existence of our civilisation, ethics binds us, ethical standards can never be compromised. But these have to be nurtured, these have to be nurtured constantly by ensuring that where temptation is too tempting, one would normally yield. The spinal strength has to emanate from the courses that have to be spread from institutions like IIPA.

    Friends, now entering eighth decade, the institution will surely focus more on emotional intelligence of the trainees. Developing soft skills, emotional intelligence and cultural competence among public officials is crucial so that officials can understand the struggles of the marginalised and the underprivileged, design and implement policies that truly address those challenges. I have had the occasion in my position to address probationers. The kind of satisfaction and happiness they will get to serve one-sixth of humanity in this position is not available elsewhere. That confidence has to be imparted by bodies like IIPA.

    Whatever you deliberate in the meeting today, I would appeal it should revolve around this central idea, effective and efficient public administration is the very basis of our development journey.

    Friends, we all in togetherness are vectors of development of the this Amrit Kaal. When I see talent before me, the people in the first row and subsequent rows, I feel humbled because I don’t have to speak to them what should be done. I have to learn from their experience what should be done and the organisation is indeed blessed to have such a reservoir of talent, of experience, exposure, commitment. I am sure it will optimally perform.

    I wish this meeting and the team here all the very best. I am confident that with your continued dedication IIPA will scale new heights of excellence in the years to come.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said that Bharat is quickly jettisoning the colonial mindset, we are now defying the earlier deified colonial ideas and symbols and Indian public administration should have Indian characteristics distanced from colonial mindset, aligning with our aspirations post independence.

    While addressing the gathering at the 70th Annual Meeting of the General Body of Indian Institute of Public Administration (IIPA), New Delhi today, Vice-President underlined, “Indian public administration should have Indian characteristics distanced from colonial mindset aligning with our aspirations post independence. Look at the overall trajectory, more so in the last decade.”

    “We are now defying the earlier deified colonial ideas and symbols. King’s way is now Kartavya Path and Race Course Road is Lok Kalyan Marg. It is a monumental and revolutionary change that the ‘Dand’ Sanhita has now become the ‘Nyaya’ Sanhita, effecting improvements to protect victim’s interests, carry out prosecution efficiently, amongst many other aspects.     Recalling the ‘Panch Prans’ iterated by the Prime Minister during his Independence day speech in 2022, Shri Dhankhar stated, “…Prime Minister reminded us that we need to build an India free of colonial mindset. To that end, he gave panch pran or five resolves. (a) a resolve of developed India, (b) Removing any trace of the colonial mindset, (c) Taking pride in our legacy, (d) Our strength of unity, and (e) Fulfilling the duties of citizens with honesty. Our public administration would be out of sync with national mood and spirit if it does not imbibe these values”.

    Highlighting the importance of emotional intelligence and soft skills among public officials, Shri Dhankhar said, “Focus more on emotional intelligence of its trainees. Developing soft skills, emotional intelligence, and cultural competence among public officials is crucial so that officials can understand the struggles of the marginalized and the underprivileged; design and implement policies that truly address those challenges”.

    In his address, Shri Dhankhar further emphasized the need to enhance civil servants’ problem-solving abilities and reinforce ethical leadership, stating that while ethical standards are fundamental to our civilization, they require constant nurturing to withstand temptation.

    Emphasising on the importance of technology adoption in public administration, he said, “Our training programs [IIPA’s] and research initiatives should focus on emerging technologies like artificial intelligence, blockchain, and data analytics, while ensuring their ethical and responsible implementation in public service delivery. The cornerstone of effective public administration is continuous learning and capacity building.”

    Drawing attention to the concern of digital marginalisation and need of an inclusive approach, Shri Dhankhar underlined, “However, while embracing technology, we must also ensure that it does not create further divisions. Rapidly advancing technology can exclude the most vulnerable sections of society. Therefore, our approach should be inclusive and inspired by ‘antyoday,’ ensuring that technological advancements reach all corners of our population.”

    Stressing on the need for data driven and evidence based studies to asses impact of welfare measures, Shri Dhankhar underlined “As we progress into a new era of governance, data must be at the forefront of our decision-making processes. Evidence-based studies are essential to understand the impact of various welfare policies. Assessments based on empirical evidence will not only enhance the credibility of our institutions but also build public trust in governance. It will also give a befitting reply to those who are not ready to accept the phenomenal rise of Bharat and leave no stone unturned to taint and tarnish our institutions!”

    The Vice-President pointed out that while India is a land of fairs and festivals, these celebrations are sometimes marred by avoidable mishaps, underscoring the crucial role IIPA can play in sensitizing district administrations at the national level. He emphasized that with proper anticipatory measures and advanced planning, particularly regarding amenities and safety, such incidents can be minimized.

    INDIA- VIETNAM JOINT MILITARY EXERCISE VINBAX 2024 COMMENCES AT AMBALA, HARYANA

    The 5th Edition of Vietnam Indian Bilateral Army Exercise “VINBAX 2024” commenced today at Ambala. The exercise is scheduled to be conducted from 04 to 23 November 2024 at Ambala and Chandimandir. The exercise is a sequel to previously conducted bilateral exercise in Vietnam in 2023 and a major milestone in strengthening the bilateral relations between India and Vietnam.

    This edition marks a significant increase in the scope with Bi Service level participation for the first time by personnel of Army and Air Force from both the countries. The Indian Army contingent comprising 47 personnel is being represented by a Regiment of the Corps of Engineers along with personnel from other arms and services. The Vietnamese contingent comprising of similar strength will be represented by the troops Vietnam People’s Army.

    The aim of VINBAX-2024 is to enhance joint military capability of both sides in employment and deployment of Engineer Company and Medical Teams to undertake engineering tasks as part of United Nation Contingent in Peace Keeping Operations under Chapter VII of the United Nations Charter.

    The conduct of VINBAX-2024 as a field training exercise with enhanced scope from previous editions of bilateral exercise will strengthen mutual confidence, interoperability and enable sharing of best practices between the Indian Army and Vietnam People’s Army.  A 48 hours Validation Exercise with Humanitarian Assistance & Disaster Relief demonstration and equipment display is also part of the schedule to assess the standards achieved by both contingents while executing technical military operations under similar scenarios in UN missions. The joint exercise will also provide an opportunity to the troops of both the Contingents to learn about the social and cultural heritages of each other.

  • MIL-OSI Asia-Pac: PRESIDENT OF INDIA INTERACTS WITH WOMEN ACHIEVERS IN THE INDIAN AVIATION SECTOR

    The President of India, Smt Droupadi Murmu interacted with a group of women achievers in the Indian Aviation Sector at Rashtrapati Bhavan today (November 4, 2024). This meeting took place under the initiative “The President with the People” which aims to establish a deeper connect with people and recognise their contributions.

    Speaking on the occasion, the President said that women are playing a key role in various operational and technical areas in India’s civil aviation sector. She noted that 15 percent of Air Traffic Controllers are women, 11 percent of flight dispatchers are women, and 9 percent of aerospace engineers are women. She also noted that 18 percent of pilots who received commercial licenses last year were women. She appreciated all women achievers who think innovatively and have the courage to tread new paths.

    The President said that the inclusive efforts of the Government of India have given a boost to the progress of women in the civil aviation sector. More and more women are now choosing aviation as their career. She emphasised that along with increasing the participation of women in the aviation industry, equal opportunities moving forward in this field are also necessary.

    The President said that apart from education and proper training, support of family is also important. It is often seen that many women are not able to fulfill their dreams even after receiving higher education due to a lack of support from family. She urged the women achievers to become guides for other women and encourage them to choose their careers and realise their dreams.

    Prime Minister Condoles loss of lives in Almora Road Accident

    Announces ex-gratia from PMNRF

    The Prime Minister of India, Shri Narendra Modi, has expressed his condolences to the families and loved ones of those who tragically lost their lives in a severe road accident in Almora, Uttarakhand. In a statement shared on social media by @PMOIndia, the Prime Minister conveyed his sorrow for the affected families, along with his sincere wishes for the swift recovery of all those injured in the accident.

    “I extend my deepest condolences to those who have lost their loved ones in the unfortunate road accident in Almora, Uttarakhand. I am also praying for the speedy recovery of all the injured,” said the Prime Minister.

    Shri Narendra Modi has further has announced an ex-gratia of Rs. 2 lakh from Prime Ministers National Relief Fund for the next of kin of each deceased in the mishap. The injured would be given Rs. 50,000.

  • MIL-OSI Asia-Pac: Government e Marketplace (GeM) launches 170 Seed Categories on the portal

    On a mission to simplify access to quality agricultural & horticulture seeds, Government e Marketplace (GeM) has revamped & introduced 170 Seed categories on the portal. Created ahead of the upcoming cropping season, the newly populated categories feature nearly 8,000 seed varieties that can be procured by Central/State PSUs and other governing bodies for further dissemination across the country.

    Created after consultation with stakeholders including state seed corporations and research bodies, seed categories on GeM portal offer a ready framework for seed procurement, incorporating the extant rules & regulations by Government of India and necessary parameters, easing the entire process for procuring authorities.

    The roll out of these new categories is a part of GeM’s broader strategy to promote category based procurement through the portal. With an emphasis on increasing efficiency, category based procurement of seeds aims to reduce time consumed in tendering processes, stimulate transparency & accountability in government procurement, while facilitating increased participation of sellers across the country.

    “We invite sellers to leverage these new seed categories and list their offerings to participate freely in government tenders. We also encourage seed corporations/state bodies to utilise these new categories for cost-effective procurement of quality seeds” said Smt. Roli Khare, Deputy CEO, GeM

    Coal India Limited (CIL), under the Ministry of Coal, marked its 50th Foundation Day yesterday at the CIL Headquarters in Kolkata. The celebration was graced by Union Minister of Coal and Mines, Shri G. Kishan Reddy, as the chief guest, along with Shri Vikram Dev Dutt, Secretary of the Ministry of Coal, as the guest of honour. This significant event not only celebrated CIL’s remarkable contributions to the nation’s energy sector over the past five decades but also laid the groundwork for its future initiatives and strategic direction.

    On this momentous occasion, Union Minister Shri G Kishan Reddy, launched the Golden Jubilee logo and unveiled the mascot “Angara.” The logo symbolizes CIL’s pivotal role as the backbone of India’s energy sector, reflecting the company’s commitment to innovation, progress, and sustainability. The mascot embodies the strength and resilience of coal miners, highlighting their courage and dedication. The Mascot is inspired by Royal Bengal Tiger.

     

    During his address, Shri G. Kishan Reddy extended heartfelt congratulations to the officers, staff, and workers of Coal India Limited (CIL) for reaching the milestone of 50 years of operation and stressed that increasing coal production and enhancing supplies to reduce imports should be CIL’s foremost priorities. He underscored the importance of miners’ welfare and the rehabilitation of communities affected by mine closures. “Contractual workers play a significant role in Coal India’s output, and I applaud the management’s decision to implement Performance Linked Incentives for them, effective FY 2023-24,” he stated.

    The Minister pointed out that under the visionary leadership of Prime Minister Shri Narendra Modi, the Coal Mines Special Provision (CMSP) Act was enacted in 2015 to augment coal production through transparent allocation of coal mines via auction. This initiative has been pivotal in ensuring coal availability for sectors such as steel, cement, and power utilities. He further stated that the launch of commercial coal mining in 2020 ushered in transparency, ease of doing business, and investment opportunities, helping to open the coal sector. Expressing confidence in CIL, he stated that the company has the competency and commitment to compete in the current open market scenario.

    Shri Reddy reiterated that while coal will remain a central component of India’s energy landscape for the coming decades, the nation is also heavily investing in renewable energy and addressing climate change. He commended CIL’s diversification efforts, including the setting up of a thermal power plant and foraying into critical mineral acquisition. In the Viksit Bharat initiative, Coal India has a vital l role to play and it needs to shoulder this responsibility.

    Addressing the event, Secretary of Coal, Shri Vikram Dev Dutt highlighted that CIL provides coal to Indian consumers at competitive rates compared to imported coal. He added that coal stocks at power plants reached 31.6 MT as on October 28, 2024, as compared to 18.8 MTs of corresponding period of last year with a growth of 68%, largely attributed to the contribution of CIL. Coal Secretary also said, Coal India should recalibrate its processes, operational and cost efficiency in accordance to the changing business dynamics.

    Shri Kishan Reddy also released the Strategy Report on Coal and Lignite Exploration, inaugurated the Mine Closure Portal, and announced the development of a 50 MW solar power plant at the Nigahi project of Northern Coalfields Limited, involving an investment of ₹250 crores. This solar initiative is expected to generate 49 million units of electricity. The Minister concluded the ceremony by presenting awards to outstanding performers in both institutional and individual categories, recognizing their significant contributions to CIL’s success.

    As Coal India Limited celebrates this significant milestone, the organization reaffirms its commitment to driving sustainable growth and energy security for the nation. Looking ahead, CIL is poised to embrace new challenges and opportunities while continuing to uphold its legacy as a cornerstone of India’s energy sector

    The Department of Biotechnology, in collaboration with its autonomous institutions & PSUs, successfully completed Special Campaign 4.0. The Scientific Cadre Unites, Divisions and its AIPSUs made a significant contribution to the Special Campaign 4.0 organized by the Department of Administrative Reforms & Public Grievances (DARPG).

    The aims of the campaign was to improve cleanliness of the offices and clearing pendency in the MP’s references, references from State Governments, Inter-Ministerial references, Parliamentary Assurances, PMO references, Public Grievances and PG Appeals etc. Besides, records of the offices were reviewed and action was taken for weeding out/retention ‘following CSMOP, GFR and Public Record Act, 1993’. More than 108 cleanliness campaigns were conducted and pending PMO/MP’s references were disposed of during the period. 59 Public Grievance petitions and 10 Public Grievance appeals were cleared. The offices earned revenue amounting to Rs 15,16,404/- on disposal of scrap and redundant items. 84,200 sq feet space has been freed. Besides, 8 rules/processes has been simplified. With regard to record management, this Department along with its organizations, reviewed 9152 physical and 814 efiles out of which, 5200 physical files have been weeded out and 328 efiles have been closed.

    The Department of Biotechnology has not only done the cleanliness and disposal of pendency, but also showed various best practices during the Special Campaign 4.0 viz. organizing awareness program on Fire Protection and Prevention (by BRIC-IBSD), wonderful creative work (namely- “Waste to Wealth”) from the waste iron rods/materials left during the construction sites (by BRIC-NIAB) etc.

    A nine member delegation from South African Navy (SAN) led by RAdm (JG) Nevielie Kurt Howell, visited Headquarters Sea Training (HQST) at Southern Naval Command (SNC) from 21-31 Oct 24. The visit was aimed at enhancing bilateral Naval training cooperation between the two Navies through Operational Sea Training (OST) of ships and submarines conducted by Indian Navy’s FOST Organisation.

    During the visit, the head of delegation called on RAdm Upul Kundu, Chief of Staff, Headquarters Southern Naval Command and RAdm Srinivas Maddula, Flag Officer Sea Training and expressed the need to enhance professional engagement between both the Navies.

    The visit focused on understanding various facets of conduct of Work Up through exposure to Harbour and Sea training activities undertaken by Indian Naval Work Up Team at Kochi. It also included visits to various training schools and establishments under SNC. Salient aspects included familiarisation with simulators, professional interactions and demonstration of Damage Control and Firefighting.

    The successful conduct of the visit opens various avenues for training cooperation and reaffirms strong professional relationship between the two Navies. The training collaboration bears testimony to Indian Navy as the Preferred Training Partner in the IOR.

    The Ministry of Culture continues its special festival series, Amrit Parampara, a grand initiative to unite India through the shared legacy of art and culture. Following the successful inauguration on 2nd November, the ‘Kaveri Meets Ganga’ program – the first in the Amrit Parampara series – captivated audiences again on its second day at Kartavya Path and CCRT Dwarka, showcasing performances that highlighted India’s traditional and folk arts in the spirit of Ek Bharat Shrestha Bharat.

    This festival series, jointly organized by the Ministry’s autonomous institutions – Sangeet Natak Akademi, Kalakshetra, and CCRT – brings together the best of South Indian music and dance to North India, while also celebrating artistic traditions from the North. The ‘Kaveri Meets Ganga’ program, held from 2nd to 5th November 2024, is inspired by Chennai’s revered Margazhi Festival, reflecting the diversity of Indian culture through a tribute to its traditional and folk arts.

    The Ministry of Culture is honored to present this series with a focus on reviving traditional art forms, particularly those that are fading. Through the innovative use of immersive technology and modern presentation, Amrit Parampara aims to create unforgettable experiences, honoring India’s artistic heritage and Sardar Patel’s vision of unity in diversity. The two-year commemoration of Sardar Patel’s 150th birth anniversary adds a layer of national pride to the celebrations, connecting his legacy with the festival’s message of unity.

    The second day’s events continued this celebration with a rich lineup of artists who showcased the diversity and unity inherent in India’s cultural heritage.

    At Kartavya Path, the evening opened with an enthralling Shehnai performance by Jagdish Prakash and his group from Delhi, filling the air with auspicious sounds that set the stage for the day’s celebrations. Following this, S. Radhakrishnan on the Saraswati Veena and Mukesh Sharma on the Sarod showcased a mesmerizing instrumental duet, combining the traditions of South and North India. The audience was then treated to an exquisite Carnatic vocal performance by the renowned duo Ranjani and Gayatri from Tamil Nadu, whose harmonies brought an enchanting aura to the venue. The evening concluded with an energetic Kuchipudi performance by Vasant Kiran and artists from Karnataka, bringing vibrant storytelling through classical dance.

    Simultaneously, at CCRT Dwarka, audiences were captivated by the Symphony of Kalakshetra Foundation from Chennai, which highlighted the richness of Carnatic music and the depth of South Indian rhythmic patterns. The Symphony was followed by a Classical Dance Ensemble from CCRT performed by Shri Rahul Varshney and Team Soch from Delhi, who combined dance forms to celebrate the cultural significance of India’s traditions. The evening at CCRT ended on a reflective note with a soulful Bhajan by Sooryagayathri, who brought devotional music to life with her serene and heartfelt voice.

    Amrit Parampara continues to be a remarkable festival experience, providing audiences across Delhi a unique opportunity to engage with India’s classical and folk arts in a modern, engaging setting. With a lineup of performances designed to evoke both pride and nostalgia, the festival fosters a sense of unity and appreciation for the diversity of Indian heritage. In a post on X, he celebrated the enthusiasm surrounding the recent designation of Assamese as a Classical Language, an important recognition of the region’s rich linguistic and cultural heritage.

    The Prime Minister, responding to a post by Chief Minister of Assam Shri Himanta Biswa Sarma announcing the beginning of Bhasha Gaurav Saptah, a weeklong celebration of Assam’s rich linguistic heritage, today tweeted:

    “#BhashaGauravSaptah is a noteworthy effort, highlighting people’s enthusiasm on Assamese being conferred Classical Language status. My best wishes.     In a significant acknowledgment of India’s efforts to eradicate tuberculosis, Prime Minister Shri Narendra Modi highlighted the nation’s achievements in reducing TB incidence. 

    Responding to a post by Union Health Minister Shri Jagat Prakash Nadda that acknowledges the recognition of India’s remarkable progress, by the World Health Organisation, in reducing tuberculosis by 17.5% from 2015 to 2023, the Prime Minister’s posted on X:

    “Commendable progress! The decline in TB incidence is an outcome of India’s dedicated and innovative efforts. Through a collective spirit, we will keep working towards a TB-free India.”

  • MIL-OSI Asia-Pac: Enforcement of targeted measures by various agencies after imposition of GRAP to control and abate air pollution in Delhi-NCR during the period from 15.10.2024 to 31.10.2024

    With the implementation of revised Graded Response Action Plan (GRAP) by the Commission for Air Quality Management (CAQM) in NCR and Adjoining Areas since 15.10.2024, comprehensive and target specific actions under Stages I & II of GRAP are being taken by the concerned agencies responsible for control of air pollution in NCR. Stage-I of GRAP has been in-force since 15.10.2024 and Stage-II since 22.10.2024 in the entire NCR. During 15.10.2024 – 31.10.2024 period, a range of preventive and remedial measures were initiated to abate air pollution in the region. Summary of the actions taken by different agencies in this regard are as follows:

    Setting up a GRAP Monitoring Control Room in the Commission To follow up and monitor the targeted actions by NCR States, a GRAP Monitoring Control Room has been set up in the Commission since 15.10.2024 which is headed by Member (CAQM). A dedicated WhatsApp group has been created for smooth flow of information between Control Room and concerned Nodal Officers of States. The Control Room remains operational throughout the week.

    Some of the highlights of GRAP actions taken by the NCR States are as under: Inspection of Construction & Demolition (C&D) sites and action taken: As per the GRAP action, inspection of C&D sites has been intensified by concerned agencies to ensure compliance of air pollution control measures. Based on such inspections, action is being taken against non-complying units. More than 7000 C&D sites were inspected across NCR and Environmental Compensation (EC) has been imposed on 597 non-complying sites and orders for closure have been issued for 56 sites.

    Deployment of Mechanical Road Sweeping Machines (MRSMs), Water Sprinklers (WS) and Anti-Smog Guns (ASGs) to control Road Dust: To control the dust pollution at its source, deployment of MRSMs, Water Sprinklers and ASGs has been increased across NCR. In Delhi alone on an average 81 MRSMs were deployed daily while in Haryana and UP, 36 MRSMs were deployed daily to arrest the dust pollution from roads. Similarly, on an average around 600 water sprinklers and ASGs each were also deployed on daily basis across NCR.

    Enforcement actions in Vehicular Sector: Intensive drive was taken to challan non-compliant vehicles on account of non-possession of PUCs, visibly polluting, carrying C&D waste, etc. Overaged vehicles found plying on road were also impounded.  A total of around 54,000 vehicles have been challaned for non-possession of PUCs and around 3900 overaged vehicles have been impounded across NCR during the period (15.10.2024 – 31.10.2024).

    Enforcement of MSW Management measures: Intensive inspections were carried out for illegal dumping sites across NCR and necessary action taken against illegal sites. More than 5300 such inspections were carried out. Accordingly, action against defaulters for MSW burning during GRAP period was also taken.

    Enforcement actions in Industrial Sectors and use of DG sets: Enforcement drives have been taken by NCR State agencies to inspect industries and DG sets and take action against non-complying units by imposing EC and/or issuing closure.  Approx. 1400 industries and 1300 DG sets were inspected and action against non-complying units were taken.  

    Efforts by the concerned agencies responsible for control of air pollution in Delhi-NCR will be further intensified during the GRAP period as per the prevailing situation.

    The Union Minister of Ports, Shipping & Waterways, Shri Sarbananda Sonowal widely interacted with students community as he attended the 78th Foundation Day of Assam Medical College & Hospital as well as at the 62nd Foundation Day of Dibru College as the Chief Guest in Dibrugarh, Assam today. Shri Sonowal highlighted the role that the PM Shri Narendra Modi led Government played to revamp the education sector of the country, which has put India on track to be ‘Viswa Guru.’

    Speaking to the young minds of Assam Medical College, the Union Minister, said, “The role played by any doctor is crucial to build scientific temperament in the society. It is a matter of immense pride that the rich legacy of the Assam Medical College is in safe hands of all of you to further this temperament while enriching the lives of people, both physically as well as mentally. The prowess of doctor’s community as well as that of our scientists proved essential to thwart the threat that COVID posed. While the vaccination healed people, the selfless service by doctor’s community proved crucial to heal the community. Today, the talent of doctors of India is top notch when it comes to clinical excellence. The rapid growth of medical tourism is a testament to this. While we excel at the contemporary medicine practice, our age old traditional medicinal systems has proven effects on healing the health and mind. India’s biggest soft power export to the world is Yoga which has been healing the health and mind of all of humanity. Today, under the dynamic leadership of Prime Minister Shri Narendra Modi ji, we are integrating the best of traditional medicine with that of modern medicine in order to provide a holistic treatment and provide for a complete wellbeing. The legacy of Assam Medical College must be honed to support our talent pool to become world class doctors and researchers.     Shri Sonowal also attended the 62nd Foundation Day Celebration of Dibru College in Dibrugarh, Assam today. It was founded with the support from public and eventually it became as a pioneering college of the region, receiving top honours from the National Assessment and Accreditation Council (NAAC). Shri Sonowal also offered floral tributes to the founding Principal of the college Bharat Narayan Jamowar as well as Vice Principal Nanda Lal Borgohain here today.

    Speaking at this event, Shri Sarbananda Sonowal said, “The 21st century is one of competition, and we must participate to reach success with dignity.     As of 2nd November 2024, a total quantity of 90.69 LMT of paddy has arrived in the Punjab mandis out of which 85.41 LMT have been procured by State agencies and FCI. The paddy is being purchased at MSP @ Rs 2320/- as decided by Govt of India for Grade ‘A’ paddy and the total paddy purchased by Government till date in the ongoing KMS 2024-25, amounts to Rs 19800 crore benefitting 4 lakh farmers. Further, 4640 millers have applied for shelling of paddy and 4132 Millers have already been allotted work by Punjab State Government.

    The Procurement of Paddy for KMS 2024-25 has commenced in Punjab from 1st October 2024 and 2927 designated mandis and temporary yards are operational throughout the State for smooth procurement from the farmers of Punjab. Central Government has fixed an estimated target of 185 LMT for Paddy Procurement for the ongoing KMS 2024-25 which shall continue upto 30.11.2024.

    Though the procurement commenced a bit late due to heavy rains in September and high moisture content in paddy, it is back on track and has picked up in full swing now.

    100% Targets Achieved in Redressal of Public Grievances and Appeals

    Adopted Onsite Verification of Public Grievances strategy for Disposal of Pending Matters

    The Ministry of Panchayati Raj has successfully concluded the Special Campaign 4.0, conducted between  2nd to 31st October, 2024 aimed at resolving public grievances, conducting cleanliness drives, record management etc. while successfully accomplishing targets set across major parameters. It has achieved 100% target set on the Special Campaign for Disposal of Pending Matters (SCDPM) Portal 4.0 in addressing the Public Grievances and Public Grievance Appeals.

    During the Special Campaign 4.0, a total of 823 Public Grievances and 155 Public Grievance Appeals were disposed off, achieving complete target fulfillment. To streamline file management, 1525 e-files were identified for review, with 650 e-files thoroughly reviewed and 124 e-files closed, with the process continuing efficiently through the e-office system.

    Taking proactive steps in grievance redressal, the Ministry of Panchayati Raj intensified its follow-up/ engagement with States/UTs during the Special Campaign 4.0, by deputing teams of officials for onsite verification of public grievances. This approach has proven to be  highly effective, with numerous grievance petitioners expressing satisfaction over the amicable and appropriate resolution of their concerns.

    The progress of Special Campaign 4.0 was continuously monitored with Secretary, Ministry of Panchayati Raj Shri Vivek Bharadwaj, conducting a review of the campaign’s progress on 15th October 2024. In this period,  Panchayat Sammelan on “Ease of Living: Enhancing Service Delivery at the Grassroots” was also organised in Hyderabad, reinforcing the Ministry’s commitment to citizen-centric governance. The Special Campaign 4.0 also coincided with two important initiatives – the Swachhata Pakhwada (16 – 31 October 2024) and the National Learning Week (Karmayogi Saptah) (19 – 25 October 2024, extended up to 27 October 2024). This synchronization provided enhanced momentum to individual and organizational efforts in improving skillsets and maintaining cleanliness. During this campaign, comprehensive cleanliness drives were conducted across the Ministry’s three office premises at Krishi Bhawan, Jeevan Bharati Building and Jeevan Prakash Building in New Delhi, fostering a productive and healthy work environment.

    The Ministry also renewed it’s  commitment to maintaining the momentum of the Special Campaign throughout the year in order to  enhance administrative efficiency and focus on  citizen service delivery.

    Union Minister of State for Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, released India’s updated National Biodiversity Strategy and Action Plan (NBSAP), at the 16th meeting of the Conference of Parties (COP 16) to the Convention on Biological Diversity (CBD). The document was released during a special event called ‘Roadmap for achieving the Kunming-Montreal Global Biodiversity Framework (KMGBF) targets and release of India’s updated NBSAP’, on 30th October 2024, in Cali, Colombia.

    The event witnessed the distinguished presence of Mauricio Cabrera, Vice-Minister of Environment and Sustainable Development, Colombia; Ms. Kandya Obezo, Vice-Minister of Multilateral Affairs, Colombia; and Ms. Astrid Schomaker, Executive Secretary, CBD; Shri Tanmay Kumar, Special Secretary, Ministry of Environment, Forest and Climate Change, Government of India, and Shri C. Achalender Reddy, Chairman, National Biodiversity Authority.

    During the event, Shri Kirti Vardhan Singh stated that the updated NBSAP, aligned with the KMGBF, is a vital roadmap to address the strategies to halt and reverse biodiversity loss by 2030, with a longer-term vision of living in harmony with nature by 2050. He highlighted that India had adopted the ‘Whole-of-Government’ and ‘Whole-of-Society’ approach in updating its NBSAP. The Minister further highlighted that the updated NBSAP acknowledges environmental challenges and outlines strategies to address them through ecosystem restoration, species recovery programmes, and community-driven conservation efforts focusing on the restoration of degraded ecosystems, the protection of wetlands, and the sustainable management of marine and coastal areas.

    Special Secretary, MoEFCC, emphasized India’s governance framework for biodiversity conservation, exemplified by the Biological Diversity Act of 2002 and its amendments of 2023. This framework includes a three-tier institutional structure comprising the National Biodiversity Authority, State Biodiversity Boards, and local Biodiversity Management Committees, ensuring effective implementation at all levels. The MoEFCC serves as the central agency responsible for coordinating biodiversity conservation efforts across India. The NBSAP update was driven by an extensive consultative process, led by MoEFCC and involving 23 central Ministries, multiple Departments, State-level organizations, communities, and other stakeholders. The updated NBSAP aligns with the Kunming-Montreal Global Biodiversity Framework, setting 23 national biodiversity targets through an extensive consultative process involving diverse stakeholders.

    It was further informed that India’s updated National Biodiversity Strategy and Action Plan (NBSAP) had been prepared under the able and constant guidance of Shri Bhupender Yadav, Union Minister for Environment, Forest and Climate Change, and Ms. Leena Nandan, Secretary, MoEFCC. The updated NBSAP emphasizes the adoption of a transformative approach and focuses on an ecosystem-based management approach, a bottom-up approach for implementation, mainstreaming biodiversity, sectoral integration, and inter-agency cooperation. It also provides insight into the current status of biodiversity across India and trends therein, existing policy and institutional framework, biodiversity expenditure, and potential biodiversity finance solutions.

    The Ministry of Tourism today successfully completed the prequel events leading up to the prestigious MysuruSangeethaSugandha Festival 2024. These prequel events, held on 2nd November 2024 at the National Gallery of Modern Art (NGMA), Bengaluru; Ramamandiram, Rudrapatna; and Arpreyaswami Temple, Doddamallur, celebrated Karnataka’s rich musical heritage and set the stage for the main festival in Mysuru.

    At NGMA Bengaluru, the event featured an enthralling Carnatic vocal performance by Smt. R.A. Ramamani, whose soulful rendition captivated the audience. The event was graced by Ms. Priyanka Mary Francis, Director of NGMA, as the chief guest. Her presence emphasized the importance of blending art and culture to promote Karnataka’s musical traditions.

     

    In Rudrapatna, known as the cradle of Carnatic music, the Ramamandiram hosted an inspiring flute concert by Vid. AmithNadig and Party, drawing an enthusiastic response from the local community. Ganakalabhushana Vid. Dr. R.K. Padmanabha was the esteemed chief guest, honoring the tradition of music in Rudrapatna and encouraging the continuation of its rich legacy.

     

    At Arpreyaswami Temple, Doddamallur, the day concluded with a divine and spiritually uplifting Carnatic vocal concert by Shri T.V. Ramprasadh ,whose performance resonated with the audience, blending sacredness and melody seamlessly.

    The prequel events have paved the way for the main MysuruSangeethaSugandha Festival, which will be held from 8th to 10th November 2024 at the Karnataka State Open University Convocation Hall, Mysuru. The festival promises an array of captivating performances by acclaimed artists, celebrating Karnataka’s musical heritage and enriching the cultural landscape of Mysuru.

    The Ministry of Tourism invites all music enthusiasts to join in this celebration of tradition and harmony, further showcasing Mysuru as a premier destination for cultural excellence.

    The Ministry of Culture, Government of India, in collaobration with the International Buddhist Confederation (IBC) is organizing the First Asian Buddhist Summit (ABS) on 5th – 6th November, 2024 in New Delhi. The theme of this summit is on ‘Role of Buddha Dhamma in Strengthening Asia’. The Hon’ble President of India is expected to grace the event as the Chief Guest. Through the summit, it shall bring together Sangha leaders, scholars, experts and practitioners from various Buddhist traditions across Asia to foster dialogue, promote understanding and address contemporary challenges faced by the Buddhist community. Buddhism holds a unique position in the spiritual and cultural history of India and pan Asia.

    The teachings of the Buddha, His disciples and preachers has kept Asia united through a common outlook towards life, divinity, and social values. The Buddha Dhamma has emerged as a valuable component of India’s culture, aiding the country in developing steadfast foreign policy and effective diplomatic ties. From the incorporation of Buddhist symbols as part of independent India’s national identity to the adoption of Buddhist values in its foreign policy, Buddha Dhamma, India and Asia are complimentary to each other. The Summit is also a manifestation of India’s Act East Policy, which is principled on collective, inclusive and spiritual development of Asia with Dhamma as the guiding light. With this spirit, the Asian Buddhist Summit will cover the following themes:

    1.         Buddhist Art, Architecture and Heritage

    2.         Buddha Cārikā and Dissemination of Buddha Dhamma

    3.         Role of Holy Buddhist Relics and its Relevance in Society

    4.         Significance of Buddha Dhamma in Scientific Research and Well-Being

    5.         Role of Buddhist Literature and Philosophy in 21st Century

    In addition to deliberations on the above topics, a special exhibition is curated on the theme India as the Dhamma Setu (Bridge) connecting Asia; would also form part of the event, among other creative displays at the venue. The Summit marks a unique opportunity in bringing together diverse voices of Buddha’s Dhamma across Asia.     NMDC, India’s largest iron ore producer, has once again demonstrated its operational excellence by registering its best-ever October performance since inception. The company’s impressive production of 4.07 million tonnes (MT) and sales of 4.03 MT of iron ore surpassed previous October records, marking a 3.8% increase in production and 17.15% growth in sales compared to the corresponding period last year.

    This remarkable achievement brings NMDC’s cumulative figures for FY25 to 21.55 MT for production and 23.84 MT for sales, underscoring its commitment to meeting the country’s growing demands for iron ore. Shri Amitava Mukherjee, CMD (Additional Charge), attributed NMDC’s remarkable performance to the unwavering commitment and said, “These record-breaking figures with 3.8% growth in production and 17.15% growth in sales demonstrate the success of our strategic decisions, technology advancements, and long-term focus. We continuously assess our performance, and with this momentum, we’re confident of surpassing our best this fiscal”

    The growth in production volumes are achieved through meticulous mine planning while the impressive sales figures are driven by increased demand and consistent offtake by customers.

    NMDC’s focus on enhancing production capacity, ensuring reliable iron ore supply, and adopting environmentally sustainable practices reinforces its dedication to responsible mining. The corporation remains steadfast in contributing to India’s mining sector growth, aligning with its mission to foster a robust future for the industry.

    As a Navratna PSU under the Ministry of Steel, NMDC plays a vital role in meeting India’s steel production demands. With its continued strong performance, NMDC is poised to drive growth and sustainability in the mining sector.

    RINL Visakhapatnam Steel Plant held a grand valedictory function, marking the successful conclusion of the Vigilance Awareness Week (VAW-2024) as per the guidelines set forth by the Central Vigilance Commission (CVC) under the able leadership of Chief Vigilance Officer (CVO) Dr. S. Karuna Raju, IAS at the L&DC Auditorium of RINL, today.

    The ceremony commenced with a warm welcome extended to the esteemed guests, including the Chief Guest, Dr. Abraham Varughese, Director, NSTL Visakhapatnam, along with RINL Directors, CISF Commandant, and representatives from various associations, RINL employees, school children, and their parents.

    The Chief Guest, Dr. Abraham Varughese, Director NSTL, Visakhapatnam, along with Chief Vigilance Officer (CVO) Dr. S. Karuna Raju, IAS and RINL Directors inaugurated the celebrations by lighting the ceremonial lamp. Following this, students from Chinmaya Bal Vihar School presented a heartfelt prayer song, setting a reflective tone for the event.

     

    Messages from the President, Vice-President, Prime Minister, and the CVC were read aloud, reinforcing the importance of integrity in governance.

    In his address, Dr. S. Karuna Raju, Chief Vigilance Officer (CVO), RINL delivered an impactful speech emphasizing the critical need to foster a culture of integrity within government organizations. Dr. S Karuna Raju articulated the importance of commitment to integrity, stressing that transparency and accountability are essential for building public trust. He addressed the profound effects on organizations when integrity is compromised, highlighting the necessity for ethical behaviour among leaders and integrity in public procurement processes. Dr. S Karuna Raju, IAS declared anti-corruption a national imperative and urged everyone to be vigilant in every sphere of life.

    Addressing the senior officials of RINL, the Chief Guest Dr. Abraham Varughese, Director NSTL, highlighted on this year’s theme “Culture of Integrity for Nation’s Prosperity.” He emphasized the profound connection between integrity, personal ethics, and moral behaviour, illustrating how these elements contribute to effective governance and sustainable economic growth.

    Dr. Varughese affirmed that nurturing a culture of integrity is a shared responsibility. He expressed his belief that through such commitment, the nation can truly thrive and prosper. His speech resonated deeply with the audience, inspiring a renewed dedication to fostering integrity in all facets of public and private life.

    The Chief Guest Dr. Abraham Varughese was honoured at today’s VAW-2024 Valedictory Function by Dr. S. Karuna Raju, IAS, CVO RINL along with Sri Ch SRVGK Ganesh, Director (finance) and Sri GVN Prasad, Director (Commercial),

    The highlight of the function was the prize distribution ceremony, recognizing the winners of various competitions held during VAW-2024.

    The Prizes were awarded by the Chief Guest, CVO, RINL Directors celebrating the achievements of participants who showcased their understanding of vigilance and integrity.

     

    Earlier, through a power point presentation, the vigilance department provided an overview of various programs conducted during the three-month Vigilance awareness campaign aimed at promoting the theme, “Culture of Integrity for Nation’s Prosperity” which highlighted activities included sensitization programs, Gram Sabha, Road show, competitions for students, employees and their dependants, walkathon, social media outreach, and workshops focused on Dynamic digital presence. The initiatives were designed to build awareness and engage participants in discussions about integrity and anti-corruption.

     

    The vote of thanks was presented by Sri Dipankar Das, HOD of the Vigilance Department, RINL.

    The valedictory function not only marked the end of VAW-2024 but also served as a reaffirmation of RINL’s commitment to transparency and ethical governance, setting a precedent for future initiatives.

    The Wildlife Crime Control Bureau (WCCB) of the Ministry of Environment, Forest and Climate change has constituted a team to enquire into the death of ten elephants in Bandhavgarh Tiger Reserve of Madhya Pradesh. The team is conducting an independent enquiry in the matter.

    Further, the State Government of Madhya Pradesh has also constituted a five-member State level committee, to enquire into the matter and submit a report to the Government. The five-member committee is headed by APCCF (Wildlife). The committee has members from civil society, scientist and veterinarian. The matter is also being enquired into by the Head of State Tiger Strike Force (STSF). The STSF has combed the forests and the adjoining villages and is conducting an in-depth enquiry about the incident.

    The Principal Chief Conservator of Forest and Chief Wildlife Warden, Madhya Pradesh is camping in Bandhavgarh and supervising the enquiry and actions being taken in the matter. On the other hand, Additional Director General of Forests (Project Tiger & Elephant) & Member Secretary, National Tiger Conservation Authority, along with AIG NTCA, Nagpur, have visited the sites and held discussions with the State officials on the various related issues and probable cause of the deaths of elephants.

    As per the preliminary information shared by the concerned officers from the State of Madhya Pradesh, the death of the elephants may be because of poisoning. The final cause of death shall only be ascertained after through enquiry, detailed Postmortem reports, results of histopathological and toxicological reports and other corroborative evidences. Further, preventive measures are being taken to avoid possibilities of such incidents by the State officials and monitoring of other elephant herds in and around Bandhavgarh reserve has been enhanced as informed by the officials.

    Background

    The patrolling staff of Bandhavgarh Tiger Reserve detected the death of four elephants in Salkhania beats of Pataur and Khiatuli range of Bandhavgarh Tiger Reserve in Madhya Pradesh on 29.10.24. On further combing of the adjoining areas, six more elephants were found sick or unconscious in the vicinity. The field staff and local veterinary officers started medication of the sick elephants, which was supported by a team of veterinarians from the School of Wildlife Forensic and Health (SWFH). The services of Dr. A. B. Srivastava, Retired Head of SWFH was also taken. The opinion of veterinarian and faculty at Wildlife Institute of India (WII), Dehradun was also taken.

    However, four sick elephants succumbed to death on 30.10.24. Further, even after continuous medication and treatment, remaining two sick and unconscious elephants lost their lives on 31.10.24. Out of those dead ten elephants, one was male and nine were female. Further, amongst the ten dead elephants, six were juvenile/subadults and four were adults. The information revealed that the herd of thirteen elephants had raided the Kodo millet crop in the vicinity of the forest.

    The postmortem of the ten elephants was done by a team of 14 veterinarians/wildlife veterinarian. The viscera after the postmortem have been sent to IVRI Izzatnagar, Bareilly and FSL, Sagar for toxicological and histopathological investigations on 01.11.24. However, the blood and other samples were sent to SWFH on 30.10.24, while treatment of the sick elephants, have prima facie indicated the presence of toxins in the samples sent.

    The Union Minister of Ports Shipping and Waterways Shri Sarbananda Sonowal attended the final match of the prize money football tournament organised by the ‘North Balijan Chah Bagicha Chah Community Morcha’, in collaboration with the ‘Dinjan Mandal Chah Community Morcha’ and the people of Balijan at Dibrugarh, Assam today. Sonowal’s presence at Balijan South Playground energised the players and heightened the crowd’s excitement as Young Boys FC faced off against Balijan South FC in the tournament’s final game.

    Speaking at the event, Shri Sonowal emphasised the importance placed on increasing participation among children and youth. “Over the last two years, Assam and the Northeast have witnessed significant transformation along with the rest of India, under the dynamic leadership of Prime Minister Shri Narendra Modi ji,” Sonowal said. “Since the beginning of the BJP regime, Assam’s sports sector has achieved remarkable success. The successful organisation of various national and international tournaments has established Assam as a key sports hub.”

    Shri Sonowal also highlighted the state government’s ambitious steps, guided by the state sports policy, which have laid a strong foundation for growth and development in the sector.

    Football is a popular sport in Assam and the Northeast. To further boost enthusiasm for the game, Guwahati hosted the FIFA U-17 World Cup. “Many of our football players have achieved remarkable success nationwide,” said Union Minister Shri Sarbananda Sonowal, who was then the CM. “I believe there is a need for a strong policy to support this momentum. Assam’s ‘Khel Maharat’ initiative has created an excellent platform for players, as we see in today’s competition. The people of Balijan extend their gratitude to the organisers,” Sarbananda Sonowal added.

    Shri Sonowal was joined by MLA of Lahowal, Binod Hazarika; the Chairman of Assam Petro Chemicals Limited, Bikul Deka; the Chairman, Assam State Housing Board (ASHB), Pulak Gohain, the Chairman, Dibrugarh Development Authority (DDA), Ashim Hazarika, and Niranjan Saikia, along with Dibrugarh Chah Morcha, President, Pran Tanti and the Chairman, Assam Tourism Development Corporation, Rituparna Baruah, were among those present at the event.

    Raksha Mantri Shri Rajnath Singh called upon Indian youth to indigenously develop high-end technologies, which the country imports, to realise Prime Minister Shri Narendra Modi’s vision of Viksit Bharat. He was addressing the 65thFoundation Day celebrations at Indian Institute of Technology (IIT), Kanpur on November 02, 2024.

     

    Raksha Mantri described ‘technology’ as the biggest factor behind the rapid changes taking place in every field today, with countries competing to master niche tech, such as Artificial Intelligence, to establish an edge in the current geopolitical scenario. Explaining it further, he pointed out that based on technological developments, there are three groups of countries – the first are at the pinnacle in advanced tech; the second have reached a stagnant state and third are at a stage of technological take-off.

    Placing India in the third group, Shri Rajnath Singh stated that the nation is today surging towards the top position in technological advancements. He stressed on the need to get a hold on high-end technology, urging the young ignited minds to realise their potential and contribute to the country’s progress. He termed institutions like IIT Kanpur as academic engines, which can provide a dynamism to India in the present competitive environment, and place it among the first set of countries.

    Highlighting the increasing role of technology in the defence ecosystem across the globe amidst ongoing conflicts, Raksha Mantri said that the use of drones, laser warfare, cyber ​​warfare, precision guided missiles and hypersonic missiles has transformed warfare into a technology-oriented one. “The biggest hurdle in achieving ‘Aatmanirbharta’ in defence is that we are compelled to import some high-end technologies necessary for our items. There is a need to focus on defence application of modern cutting-edge technologies in view of the changing nature of warfare,” he added.

     

    Shri Rajnath Singh assured the Government’s full support in this endeavour and reiterated the commitment to take all stakeholders, including the private sector and academia, together to make India self-reliant in defence. “India has dreamed of becoming a developed nation by 2047 on the strength of our youth. We must put in all our power to realise that dream. There is a proverb, ‘If you want to go fast, go alone. If you want to go far, go together’. We need to walk together to achieve our target,” he said.

    Enumerating the steps taken by the Government to promote self-reliance and innovation in defence, Raksha Mantri spoke about the Innovations for Defence Excellence (iDEX) initiative which provides a grant of Rs 1.5 crore to innovators and start-ups. He added that Acing Development of Innovative Technologies with iDEX (ADITI) scheme was launched to promote innovations in critical and strategic defence technologies, wherein start-ups are eligible to receive grant-in-aid of up to Rs 25 crore for their research, development, and innovation endeavours in defence technology.

    Shri Rajnath Singh added that the Government’s efforts of achieve self-reliance are yielding desired results as the defence exports, which were around just Rs 600 crore ten years ago, crossed a record number of Rs 21,000 crore in Financial Year 2023-24. He exuded confidence that the progress will continue and defence exports will reach Rs 50,000 crore by 2029-30.

    Raksha Mantri pointed out that manufacturing of a technology involves three major steps – ideation, application & production – and institutions like IIT Kanpur can play a big role from incubating ideas to creation of products. He underscored the importance of coming out with products and technologies, which become a necessity for the Armed Forces once they are developed.

    As part of the celebrations, IIT Kanpur hosted a special event on defence innovation, aligning with the vision of ‘Aatmanirbhar Bharat’. Shri Rajnath Singh visited a Defence Research, Product, and Incubation Showcase organised by the Start-up Incubation and Innovation Centre (SIIC) at IIT Kanpur, which highlighted pioneering solutions from 23 SIIC-incubated start-ups, presenting advancements in defence technology such as autonomous systems, AI-driven surveillance, and next-generation communication tools. Raksha Mantri engaged with Start-up founders and research teams at the exhibition stalls, commending their contributions to enhance national security.

    Several MoUs were also signed to strengthen partnerships, including IIT Kanpur’s collaborations with BEML and Hindustan Aeronautics Limited (HAL) to drive advancements in military logistics & defence innovation, and a partnership with Kanpur University to strengthen incubation efforts. Secretary of DDR&D and DRDO Chairman Dr Samir V Kamat presented sanction letters for six transformative DRDO projects, while SIDBI’s Matching Offer for iDEX-funded start-ups further boosted essential funding support.

     

    The event also included key discussions on the country’s latest defence initiatives, such as iDEX’s Defence India Start-up Challenge 12 and ADITI 2.0 Challenges, which provided attendees with valuable insights into the defence innovation landscape. A commemorative tree plantation, led by Shri Rajnath Singh, symbolised IIT Kanpur’s enduring legacy in technological and defence advancement and commitment to sustainability.

    Secretary (Defence Production) Shri Sanjeev Kumar, Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat, Director of IIT Kanpur Prof Manindra Agrawal, Professor-in-Charge of SIIC Prof Deepu Philip, students and distinguished alumni of the institute attended the event.

    The Union Minister Shri Sarbananda Sonowal honoured the winners of the Yonex Sunrise All India Sub Junior Ranking Badminton Tournament, held from October 25 to 30, in Dibrugarh, Assam today. Organized by the Dibrugarh District Sports Association, the tournament showcased talented young athletes from across the country, with Assam’s players demonstrating commendable performance.

    At his residence in Dibrugarh, Shri Sonowal congratulated the victorious athletes, along with their parents and coaches, and engaged in discussions about their achievements. He expressed confidence that these young sportspersons would continue to elevate the reputation of Assam’s sports community with renewed enthusiasm and improved performance in the future.

  • MIL-OSI Asia-Pac: Ministry of Culture completes Special Campaign 4.0 focusing on institutionalization of Swachhata and minimizing pendency in the Offices

    Ministry of Culture (MoC), along with its organizations, participated in the Special Campaign 4.0 while focusing mainly on institutionalization of Swachhata and minimizing pendency in Government Offices.

    During implementation phase from 2nd to 31st October,2024, the Ministry achieved 100% targets in carrying out cleanliness drives in all designated 529 sites. 100% files in Record Management viz.12,668 Physical files and 3261 E-files were reviewed. 1167 Physical Files & 470 E-Files have been weeded out and closed, respectively. Revenue to the tune of Rs.31,73,667/- was generated by disposing of scarps. A total of 46876 Sq.ft. area was freed. In addition, 100% Public Grievances; 60% Public Grievances Appeals, 73% MP References 55% PMO References were disposed of. Ministry released 5 Press Statements. 187 Tweets were also issued by the Ministry and its various organizations.

    Digitization of Records

    The National Archives of India(NAI), an attached office of Ministry of Culture, has collections of approximately 34 crore pages. The NAI has a plan to convert all its physical collections into digital and make it accessible to the society online.  NAI has started a digitization programme through outsourcing. NAI has started the work of digitization of 30 Crore pages and uploading the same on Department search portal i.e. www.abhilekh-patal.in. and the work is expected to be completed in two years.  56,07,806 pages have been digitized in the month of October 2024 with complete DMS implementation, Bar-coding and each record have 24 number of indexing field.

    Conservation of Records

    As a part of restorative conservation of records, The National Archives of India (NAI) repaired 2380 number of sheets; stitched and bound 14 vols and 160 files/mics items; and also repaired 44 maps during the period.

    Appraisal of Records

    Ministry of Home Affairs, Ministry of Railway, Ministry of Coal and Directorate General CRPF, New Delhi have intimated NAI for appraisal of 680, 1366, 81 and 102 files, respectively. NAI has initiated action for joint appraisal of the above files as per provisions of Public Record Act & Rules.

    Record Management Training

    The following Training Programmes in Record Management were conducted by National Archives of India during Special Campaign 4.0 :-

    1. 178th Orientation course on Records Management for the Central Government officials/Departmental Records Officers was conducted for three days from 23-25 October 2024 at NAI, Records Centre, Jaipur. 27 participants from various Ministries/ Departments like Ministry of Finance, Ministry of Heavy Industries, Ministry of Defence, Atomic Energy, Archaeological Survey of India and PSUs etc. participated in this orientation course.

     

     

    2.As part of special campaign 4.0, a workshop/training session on ‘Records Management’ was conducted by NAI at Ministry of Coal on 18th October, 2024. Approximately 40 participants including ASO, SO and US level officers attended the workshop.

     

     

    Exhibition

    The National Archives of India organized an exhibition titled “सुशासन और अभिलेख as part of Special Campaign 4.0 for Swachhata. The exhibition was inaugurated by Hon’ble Culture Minister Shri Gajendra Singh Shekhawat on 1st October 2024 at NAI and remained open for public viewing till 30th October, 2024.

    Best Practice:

    Adding a creative dimension to the SHS Campaign,2024 and Special Campaign 4.0 some of the Organizations of Ministry of Culture have undertaken the following initiatives with citizen involvement and collective action as part of good practice:-

    1. Waste to Art Initiatives by National Council for Science Museums (NCSM) by engaging community in the waste to art initiatives: –
      1. 3 days Waste to Art Exhibition organized at National Science Centre, New Delhi, a Unit of NCSM, from 24th to 26th September,2024.

     

     

    b) Shadow Art piece crafted from discarded electronic, electrical & spare parts,  and A Coffee Table Book curated by NCSM Hqrs, Kolkata using waste material.

     Over 450,000 People Participate in Swachhata Initiatives Across Indian Railways

    Indian Railways Plants Over 263,000 Saplings in Swachhata Pakhwada Drive

    2259 anti littering drives were launched where 12,609 persons were penalized and 177133 persons were counseled for not littering across Railway premises

    Indian Railways has always been a key participant of Government of India’s Swachh Bharat Mission (SBM) with theme ‘Swachh Rail, Swachh Bharat’ and with extensive initiatives to ensure a cleaner and more hygienic travel experience for passengers.

    During Pakhwada period, Indian Railways’ Units undertook day wise plan/ activities like plantation drive, Swachh Samwaad, Swachh Railgaadi, Swachh Station, Swachh Parisar, Swachh Aahar, Swachh Parsadhan etc. This year special focus was kept on cleanliness of Railway track located in station adjacent areas and areas around tracks falling in urban/semi urban areas, cleanliness of drains & toilets, cleaning of railway colonies, Railway buildings/establishments etc

    During Swachhata Pakhwada 2024, Indian Railway has performed a remarkable exercise w.r.t. cleanliness Details are as under:-

    • 7285 number of stations, 2754 trains and 18331 offices were covered for extensive cleanliness during the Pakhwada.
    • 45.20 crore square meter area was cleaned up.
    • A total length of 20,182 kms of tracks were cleaned.
    • 465723 persons took part in Swachhata Pleade/Shramdan activities.
    • 1,17,56,611 meter of drains were cleaned up during the campaign.
    • On 821 locations, Nukkad Nataks were organized for the awareness of passengers.
    • 2259 anti littering drives were launched over Indian Railways where 12,609 persons were penalized and 177133 persons were counseled for not littering the Railway premises.
    • 1541 Swachhata awareness webinars/seminars were organized which were attended by 66,188 persons.
    • During the drive, 2,63,643 number of saplings were planted.
    • At Railway Workshops, 5400 tons of scrap was collected during the Pakhwada.
    • Overall, 4619 tons of waste was collected during Pakhwada.
    • 710 tons of plastic waste was removed.
    • 19,759 number of Dust bins were installed.
    • As a part of feedback mechanism, 50,276 SMS/feedbacks were obtained from passengers regarding cleanliness levels.
    • Swachh Aahar drives were launched at around 2597 locations and around 6960 number of food stalls were deeply cleaned. Similarly, Swachh Neer drives were launched at around 4478 locations and around 17579 number of water booths were cleaned.
    • ‘Waste to Art’ selfie points were created at 452 stations.

    Every Railway personal took part the campaign whole heartedly, with around 2100 action plans & 3250 nos. of different kind of cleanliness activities under aforesaid day wise plans like swachhata pakhwada logo & banners have been posted on Railways’ website, announcement in trains/stations for proper disposals of waste in trains/stations for passenger awareness, Prabhat Pheris taken out with the slogan “Swachh Rail Swachh Bharat” to raise awareness, Nukkad Nataks organized with the help of NGOs, Religious bodies and School children at railway stations for awareness of passengers, people are encouraged to desist from open defecation in areas approaching stations, on track, in yard or depot premises through IEC, Do/Don’t posters displayed for passengers on cleanliness, Intensive cleaning of Railway premises (Stations, Trains, Railway Colonies, Retiring/Waiting Rooms, Running Rooms, Rest House and Dormitories canteens, food stalls in and around station premises).

    Like every year, since inception of swachhata pakhwada, Indian Railways has been observing Swachhata Pakhwada every year with true spirit. This year, IR has observed swachhata pakhwada from 1st October to 15th October 2024.

    Chairman & CEO,Railway Board, Shri Satish Kumar launched the Swachhata Pakhwada programme on 01st Oct, 2024, from conference hall of Rail Bhawan by administrating Swachhata Pledge.Shri Kumar encouraged the Railway officials to keep their ambient clean and urged that we should not constraint cleanliness practices only during this fort night campaign but all time through the year. A skit performance was also organized by Railway Board’s officials for spreading awareness for cleanliness among people. Under the campaign ‘Ek Ped Maa Ke Naam’, around 2,000 saplings were distributed among Railway officials at Rail Bhawan, in inaugural function. Winner of essay competition on subject Swabhav Swachhata – Sanskar Swachata were awarded by Chairman & CEO, Railway Board. A health camp for personals of Railway Board engaged in cleanliness activates was also organized wherein around 120 personals were covered.

    Indian Railway always endeavor to carry such campaigns in a ‘Whole of Society Approach’ with emphasis on people’s participation making ‘sanitation everyone’s business’. Indian Railways remains committed to maintaining high standards of cleanliness and hygiene. The initiatives undertaken during Swachhata Pakhwada will continue to be implemented to ensure a cleaner, greener and more sustainable travel experience for all.

    Raksha Mantri Shri Rajnath Singh, on November 02, 2024, visited the Field Gun Factory, Kanpur, a unit of Advanced Weapons and Equipment India Limited (AWEIL), in Uttar Pradesh. It specialises in manufacturing Barrel and Breach assemblies of various Artillery Guns and Tanks including Tank T-90 and Dhanush Gun.

    During the visit, Raksha Mantri inspected key facilities, including the Heat Treatment and the New Assembly Shop of the factory, to take stock of critical indigenous defence capabilities. He was accompanied by Secretary (Defence Production) Shri Sanjeev Kumar and Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat.

    Following the visit to the shop floor, Shri Rajnath Singh was briefed by the CMDs of three Defence Public Sector Undertakings (DPSUs) based in Kanpur – AWEIL, Troop Comforts India Limited, Gliders India Limited – and Director of Defence Materials and Stores Research & Development Establishment, a DRDO laboratory located in Kanpur.

    During the presentations, the CMDs of the new DPSUs apprised Raksha Mantri about the product profile, major ongoing projects, R&D efforts and modernisation activities being undertaken in their pursuit to meet the requirement of the Services.

    AWEIL specialises in manufacturing of Small, Medium and large caliber Gun systems. The main products of TCL are Combat Uniforms, Ballistic Protective Gears, Extreme Cold Clothing and Tentages for high altitude. Whereas, GIL has the largest and oldest production unit of parachutes in India.
