    In a significant blow to Australia’s defence capabilities, the federal government is cancelling what would have been the nation’s largest-ever space project: a A$7 billion military satellite communications system.

    The decision was confirmed in a press statement today. It comes just 18 months after the Albanese government gave the green light to the ambitious program.

    Defence industry sources quoted by The Australian newspaper indicated that insufficient funding was allocated to start the program, despite its strategic importance. According to the ABC, “defence industry figures believe there are cheaper options available”.

    The project’s cancellation would mark a dramatic reversal for a program that was meant to make Australia’s military communications safer at a time when the cyber threat landscape has been steadily evolving.

    The rise and fall of JP9102

    The ambitious satellite program is known as JP9102. It was awarded to US defence contractor Lockheed Martin in April 2023 after a competitive tender process that included major players like Airbus, Northrop Grumman and Optus.

    The project aimed to launch several large military-grade satellites. It would also involve several ground stations, new satellite communications operations centres, and a central management system. Taken together, this would create a secure communications network for Australia’s military.

    Currently, the Australian Defence Force (ADF) uses a complex network of up to 89 different “capabilities” (military assets) that rely on satellite communications.

    This existing system lacks the comprehensive security and coverage that JP9102 promised to deliver. Without it, Australia’s military communications are potentially left vulnerable to cyber and electronic warfare attacks.

    In its statement, the Department of Defence claims its “current satellite communications capabilities support the immediate needs of the organisation”.

    What can military satellites deliver?

    The proposed satellite system was intended to create what experts call an “uncrackable data network” across the ADF.

    These military-grade satellites would have provided secure communications for fighter jets, naval vessels and ground forces across the vast Indo-Pacific region.

    Unlike commercial satellites, military satellites incorporate advanced encryption and anti-jamming capabilities. This makes them significantly more resistant to cyber attack and electronic warfare.

    Military satellites face sophisticated cyber threats from both state and non-state actors.

    China and Russia are widely recognised as having advanced capabilities in this domain. They have the ability to jam satellite signals, intercept communications and potentially even take control of satellite systems. North Korea has also demonstrated growing capabilities in cyber warfare, particularly in signal jamming.

    In 2014, Russian forces reportedly jammed and disrupted satellite communications during their operations in Crimea. More recently, at the start of Russia’s invasion of Ukraine in 2022, hackers disabled thousands of satellite modems that were part of the Viasat satellite network, causing disruptions to both military and civilian communications across Europe.

    In the commercial sector, Iran has been accused of jamming satellite broadcasts and GPS signals.

    This demonstrates how even nations with less advanced military capabilities can pose significant threats to satellite communications.

    JP9102 was considered a “bleeding-edge technology project”. It included plans for machine learning capabilities to increase agility and responsiveness.

    The Australian Strategic Policy Institute has previously praised the project’s potential for making room for future technological improvements:

    The JP9102 satellites may, if they are based on open-architecture design or software-based systems, take advantage of future on-orbit servicing technologies that could extend their operational life and enhance their capabilities over time.

    A budget reality

    The key takeaway here is the growing gap between Australia’s defence ambitions and its budget reality. As regional tensions continue to increase and cyber threats evolve, the decision to cancel JP9102 highlights the challenging trade-offs between needing to secure Australia’s military communications and the costs of doing so.

    It raises the question of how Australia will secure its military communications in an increasingly contested Indo-Pacific region. The cancellation of JP9102 creates a significant capability gap in Australia’s military communications strategy that will need to be addressed.

    Defence planners will likely need to explore alternative solutions. These might include partnerships with commercial satellite providers or joining the military satellite networks of allied nations, such as the United States.

         The self-service library station located at the Hong Kong Cultural Centre in Tsim Sha Tsui will suspend services from 10pm on November 11 (Monday) to 8.30am on the following day to facilitate the periodic inspection and testing of electrical installations at the venue, a spokesman for the Leisure and Cultural Services Department announced today (November 4).      During the service suspension period, readers are welcome to use the book drop services of other public libraries including those at the MTR Central, Kowloon Tong and Nam Cheong stations to return library materials. They may also renew library materials by telephoning 2698 0002 or 2827 2833 or via www.hkpl.gov.hk.

         A spokesman for the Education Bureau (EDB) today (November 4) said that the EDB had received the 2024 Territory-wide System Assessment (TSA) report submitted by the Hong Kong Examinations and Assessment Authority (HKEAA). As compared to that of last year, the performance of the Primary Three and Secondary Three students participating in the assessment of the three major subjects of Chinese Language, English Language and Mathematics this year remains generally steady.      The spokesman said, “The EDB thanks the school sector for continuously adopting diversified teaching strategies and measures over the past year to cater for different needs of students and raising students’ interests and learning abilities. The EDB will continue to work closely with all stakeholders, render full support to schools, and strengthen teachers’ professional capacities and enhance learning and teaching effectiveness through organising teacher training, enriching learning and teaching resources, such as continuing to enhance the Student Assessment Repository as a one-stop platform for learning, teaching and assessment, organising diversified activities, and providing appropriate school-based support services.     ???”Since the enhancement measures rolled out in 2018, the TSA has been implemented according to its policy intent and position as ‘a low-stake assessment with emphasis on feedback’ in a satisfactory manner without increasing the burden on students. The EDB encourages schools to make good use of the information of the TSA report to analyse students’ strengths and weaknesses in various learning areas, as well as to combine schools’ related internal assessment results to review existing learning and teaching measures, and devise more suitable curriculum plans and teaching strategies to cater for learner diversity and raise learning and teaching effectiveness.”          The HKEAA will later provide primary and secondary schools with school-level data at Primary Three (only for schools with participation of all their Primary Three students) and Secondary Three levels directly for use as feedback on learning and teaching. The EDB will not obtain reports of individual schools from the HKEAA. With regard to the 2024 TSA report, the EDB will hold thematic seminars on “Promoting Assessment for Learning” in November and December to promote and support schools and teachers in making effective use of assessment data and information to enhance learning and teaching. Teachers can enroll via the EDB training calendar.      Student performance figures of the TSA from 2004 to 2024 are shown in the Annex.   • MIL-Evening Report: Authentically embracing tikanga Māori can help New Zealand in the growing Asian markets

    The Asian markets have long been seen as a linchpin for New Zealand’s economic success. And the key to future growth could be the cultural similarities between Māori and communities across the Asian region.

    These shared values include mana (honour/prestige), manaakitanga (reciprocity/hospitality), karakia (prayer), whakapapa (genealogy) and veneration of kaumatua (elders).

    My ongoing research has found embracing the cultural values of tikanga Māori could give New Zealand an edge in these competitive Asian markets.

    Growth potential

    Asia was projected to drive 60% of global GDP growth in 2024, led by India and China.

    Seven of New Zealand’s top ten export destinations are in the Asian region. Exports to China alone amounted to NZ$20 billion last year. Exports to India amount to $520 million.

    Asia’s projected growth presents a unique opportunity for any country trying to increase its trade in the region. New Zealand holds a unique advantage when engaging with Asia which relates to cultural distance – the extent to which shared values and norms differ from nation to nation.

    Research has shown cultural distance is an important factor in international trade and management.

    Cultural distance is what sets a country’s culture apart, including differences in language, societal values and family structures. It’s not static, and there could be clusters within countries where diversity exists.

    European Australia, for example, is less distant to the European New Zealand than other countries due to shared colonial origins. But these British-based cultures are considered to have a greater distance from their own indigenous populations.

    Similarly, Asian countries can be considered as having a bigger cultural distance from Anglo-American cultures. Individualism, for example, is a core value of Western cultures, whereas collectivism is key in Asian cultures.

    Building connections

    My research has found there are certain shared values between Māori and Asian cultures that mean the cultural distance is less than it is with Anglo-American cultures.

    Similar to many Asian cultures, the Māori worldview is deeply rooted in the intricate relationships between humans, ancestors, and the natural world.

    This can be seen through whakapapa and mana, both intrinsically linked to one’s connection to the natural environment and human beings.

    This has similarities with spiritual practices in Asia, including Hinduism and Buddhism. The concept of bumitama in Balinese culture, for example, translates to “humanity-land-god”, reflecting a holistic view where humans are interconnected with nature and the divine.

    The Māori concept of manaakitanga – the principle of reciprocity, where an individual is recognised and respected for not just who they are but as a representative of everyone who has gone before – is an acknowledgement that individuals are all connected through their ancestors.

    Manaakitanga has parallels in many Asian cultures. For example, the ancient Sanskrit adage atithi devo bhava is the cornerstone of Indian hospitality.

    Kaumātua – an elder in Māori society – holds a position of immense significance. As the custodians of knowledge, tradition and spiritual wisdom, kaumātua is pivotal in guiding the community, particularly the youth.

    This approach of transmission of knowledge, values and cultural heritage from elders to younger generations is a core function of many Asian societies.

    New Zealand’s advantage

    This comparison simplifies complex cultural systems. It’s important to acknowledge that the nuances and complexities of each culture are vast and multifaceted.

    But examining shared similarities can help foster a deeper appreciation for the resonance between Māori and Asian cultures.

    The government needs to consider the cultural distance between Māori and Asian cultures as it works to promote trade with its Asian partners.

    Incorporating tikanga Māori in international policy and engagement can enable authentic relationships with Asia.

    In addition, New Zealand could further include Māori representation in diplomacy with specific Māori diplomatic roles for Asia.

    Strategies can include adopting Māori values in decision-making – such as focusing on manaakitanga and kaitiakitanga. The government needs to also support Māori businesses to enter Asian markets and encourage training focused on Asian and Māori cross-cultural exchanges that include opportunities to learn Asian languages to bolster communication.

    But this would require a thorough alignment of the New Zealand government towards Te Tiriti o Waitangi principles – a move that is unlikely with the current centre-right coalition.

    It is clear embracing tikanga Māori could provide an edge to New Zealand when it comes to engagement with Asia to foster stronger economic, trade, investment and tourism relationships.

    The Asian Development Bank (ADB) recently launched the Georgia Public–Private Partnership (PPP) Monitor. Helen Steward, Principal Markets Development Advisory Specialist in ADB’s Office of Markets Development and Public–Private Partnerships (OMDP), explains what the PPP Monitor is all about.

    What are Public–Private Partnerships or PPPs?

    Public–private partnerships are contractual arrangements where a government partners with the private sector to build and manage public infrastructure, such as roads and highways, renewable energy plants, hospitals, and schools. PPPs may also be used by government to bring in private sector to manage existing public infrastructure more efficiently.

    What is the PPP Monitor?

    The PPP Monitor is a publication series of ADB. It profiles PPP-enabling environments in ADB’s developing member countries (DMCs) across Asia and the Pacific. The PPP Monitor features a data-driven, online version that allows users to compare the key PPP parameters and attributes across the featured DMCs.

    Who can use the PPP Monitor?

    The PPP Monitor provides the investor community with business intelligence on the enabling environment, policies, priority sectors, and deals to facilitate informed investment decisions. 
    For ADB DMCs the PPP Monitor serves as a diagnostic tool to identify gaps in their legal, regulatory, and institutional frameworks.

    ADB and other international development agencies can also benefit from the PPP Monitor as it could be useful in initiating dialogues to assess a country’s readiness to implement PPPs to develop and sustain its infrastructure.

    What are the key takeaways from the Georgia PPP Monitor?

    • Georgia has a nascent but developing ecosystem for PPPs.
    • ADB has been involved in developing the PPP program in Georgia for many years by facilitating the establishment of the PPP legal framework in the country.
    • The government realized the importance of PPPs as an alternative way of financing infrastructure investments and has been developing a PPP institutional, policy, and legal and regulatory framework.
    • In 2018, the Law of Georgia on Public–Private Partnerships, also known as the PPP Law, was adopted. This was followed by a package of bylaws related to the introduction and implementation of PPPs in Georgia.
    • The PPP Law and the secondary legislation provide the legal basis for procuring and managing PPPs in Georgia. It covers both concession and non-concession types of PPPs. It provides the definition and eligibility criteria for PPPs, the various stages for project development and management, and the relevant entities involved in PPP project identification, screening, preparation, procurement, and management, including their functions. It also establishes the process for dispute resolution and the identification and management of contingent liabilities.
    • The PPP Law and the secondary legislation also require the establishment of a formal PPP institutional structure including a PPP Agency, which has been set up under the Office of the Prime Minister of Georgia, and a related risk and fiscal management function under the Ministry of Finance. The PPP Agency became operational in 2019 and guidelines for identifying, appraising, procuring, implementing, and monitoring PPPs have been developed to support the PPP Law and the supporting secondary legislation.

    How many PPPs have been developed in Georgia?

    From 1990 to 2023, about 42 PPP projects from different sectors (e.g., airports, energy, information and communications technology, water and sewerage, and social infrastructure) successfully achieved financial closure. The total investment made in these projects is approximately $4 billion.

    According to the PPP Agency, since the adoption of the PPP Law in 2018, only a few new PPPs have been initiated and reached financial closure and these have all been in the energy sector.

    What challenges exist in the public private partnership landscape?

    Significant progress has been made in improving the PPP landscape, especially in establishing the regulatory framework and with recent PPP training programs instigated by the PPP Agency. However, there is so far only a limited pipeline of viable projects and significant challenges remain to be addressed, including low awareness of PPPs; limited capacity of government officials; lack of PPP initiatives at the local and national levels; and lack of a project development fund, among others.

    What is ADB doing to support PPPs in Georgia?

    Having supported the drafting of the PPP legislation, implementing guidelines, model concession agreements, and annual fiscal risk statements, ADB is poised to support PPP development further in Georgia. PPPs offer an avenue to improve value for money in infrastructure development and service delivery. However, the current capacity of the public sector to drive and implement PPPs is constrained. ADB has been working in partnership with the PPP Agency to address some of the challenges. ADB is helping raise awareness about PPPs through events. Earlier in October, ADB held a specialist training course on PPPs for senior government officials to help address the capacity gaps and contribute toward building a pipeline of projects. ADB is also undertaking a feasibility assessment on affordable housing to explore PPP opportunities and is also in early discussion with various government agencies to help screen and prepare potential pilot PPP projects.

    Spanned by footbridges and shaded by greenery, the open nullah at King Yip Street in Kwun Tong has undergone a remarkable transformation. Now known as Tsui Ping River, the revitalised waterway brings the Government’s “River in the City” concept to life.

    New life

    In implementing the project, the Drainage Services Department worked hard to enhance both the ecology and landscaping of the river. More than 50 Chinese banyan trees now line the riverbanks, forming a precious green corridor.

    Bird perches, rock pools, and aquatic plants were introduced, while parts of the concrete riverbed were replaced with natural materials to make the habitat more welcoming of biodiversity. These improvements breathe new life into the former nullah.

    Precise control

    In order to lower the risk of flooding, meanwhile, part of the riverbed was also deepened, and a smart water gate was installed to manage water levels effectively.

    Drainage Services Department Senior Engineer (Drainage Projects) Antony Wan explained: “Tsui Ping River is operated by a precise control system which is linked to the weather forecast system of the Hong Kong Observatory. It collects river water or tidal level data through the water level monitoring devices installed in the river. Through data analysis, the system controls the operation of the Tsui Ping River according to real-time conditions.

    “The smart water gate installed at the downstream of Tsui Ping River can adjust its rise and fall according to the tidal flow to regulate the water level and stabilise the water body. When the river water flows downstream, a waterfall effect will be created to ensure drainage capacity and enhance the waterscape.”

    Mr Wan added that during inclement weather, or when there is a high water level at the upstream, the smart water gate will be lowered to the riverbed level to maintain the normal drainage capability of the river.

    The smart water gate not only regulates tidal flow but also minimises unpleasant odours caused by the river drying up. In addition, dry-weather flow interceptors were installed on Shui Wo Street, King Yip Street and Wai Fat Road to intercept polluted dry flow from storm drains and divert it to the sewerage system, thereby reducing the flow of pollutants entering the Tsui Ping River.

    Cultural change

    In recent years, the Government has been keen to promote a water-friendly culture, which includes turning rivers into spaces that attract people. On the Tsui Ping River, a floating pontoon has been installed. Connecting to both banks, it rises and falls with the tides, offering a unique walking route for residents and visitors.

    The department’s mascot, “Drainy”, appears in 75 different illustrations along the river, inviting people to record their walks with a selfie or two. Meanwhile, a total of six cross-river walkways, including one that connects Cha Kwo Ling and the Kwun Tong Promenade, enhance the waterway’s accessibility for nearby residents.

    Vibrant district

    The Government is dedicated to turning Kowloon East into a Green Core Business District.

    Energizing Kowloon East Office Senior Works Consolidation Manager Cheng Wai-ho outlined that in implementing the Tsui Ping River project, the authorities aimed to transform the former nullah into a green and vibrant urban artery and create an open public space centred on the river.

    “Driven by the Energizing Kowloon East initiative, Kowloon East has been transformed into a unique, attractive and vibrant central business district,” he said. “At present, Kowloon East has the highest density of green buildings in Hong Kong. We hope that Tsui Ping River will become a new landmark of Kwun Tong, attracting more multinational companies, financial institutions and startups to Kowloon East.”

    Besides attracting businesses, the district continues to expand its recreational spaces. The Government’s aim is to develop Kowloon East into a vibrant central business district that supports a harmonious work-life balance for inhabitants.

    Turlock, CA – On Friday, Congressman John Duarte (CA-13) cosponsored Congressman David Valadao’s (CA-22) House Resolution 1544: Expressing support for the recognition and commemoration of the Sikh Genocide of 1984 to stand with the Sikh community. This resolution acknowledges the horrific events of June 1984, when the Indian Army stormed the Golden Temple in Amritsar, leading to widespread loss of life and destruction, targeting Sikh religious sites and members of the Sikh community. This attack marked the beginning of decades of systemic violence and repression, with countless Sikhs suffering assaults, discrimination, and assassinations.

    “Our Sikh friends and neighbors have long endured unimaginable hardships,” said Rep. Duarte. “I am proud to support Rep. Valadao’s recognition of the Sikh Genocide. By acknowledging these atrocities, we can stand with the Sikh community in their calls for justice, healing, and remembrance.”

    The Sikh Genocide Resolution will commemorate the state-sponsored violence inflicted on Sikh communities in 1984, which affected cities and regions across India. The resolution urges accountability for all involved and rejects any attempt to deny or downplay the genocide. This resolution marks an important step for justice and healing within the Sikh community.

    Background:

    • Sikhism is the world’s fifth-largest religion, with over 25 million followers globally, including over 500,000 in the United States. Sikhs have contributed to American society for over 120 years across agriculture, industry, technology, medicine, and the arts sectors. 
    • In 1984, an estimated 30,000 Sikhs were killed during targeted violence, with widespread destruction of Sikh homes, businesses, and gurdwaras.
    • The resolution highlights that thousands of Sikh families continue to suffer from the trauma inflicted during the genocide and the ongoing denial of justice for the atrocities committed

  • MIL-OSI Security: Mission Man Sentenced to Federal Prison for Conspiring to Distribute Methamphetamine and Failure to Appear in Federal Court

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Mission, South Dakota, man convicted of Conspiracy to Distribute a Controlled Substance and Failure to Appear. The sentencing took place on August 5, 2024.

    Ethan Blue Bird, age 35, was sentenced to three years and 10 months in federal prison, followed by five years of supervised release, a $1,000 fine and ordered to pay a $200 special assessment to the Federal Crime Victims Fund.

    Blue Bird was indicted for failure to appear in April of 2023 and later, in January of 2024 for Conspiracy to Distribute a Controlled Substance. He pleaded guilty on May 6, 2024.

    From January of 2021 through April of 2023, Blue Bird was involved in a conspiracy with several others in the distribution of methamphetamine on the Rosebud Indian Reservation. As part of the conspiracy, Blue Bird was responsible for distributing over 50 grams of methamphetamine. On April 24, 2022, Blue Bird was found in possession of a firearm. He admitted to law enforcement to being a daily user of methamphetamine. Following his initial indictment, Blue Bird was released on bond conditions. On March 28, 2023, Blue Bird failed to appear for the jury trial previously scheduled relating to the firearm offense.  

    These cases were investigated by the Rosebud Sioux Tribe Law Enforcement Services, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI, and the U.S. Marshals Service. Assistant U.S. Attorneys Meghan Dilges and Kirk Albertson prosecuted the cases.

    Blue Bird was immediately remanded to the custody of the U.S. Marshals Service.

    Governor Roy Cooper declared November as American Indian Heritage Month, celebrating the history, heritage and contributions of North Carolina’s eight state recognized tribes including the Coharie, Eastern Band of Cherokee, Haliwa-Saponi, Lumbee, Meherrin, Occaneechi Band of the Saponi Nation, Sappony and Waccamaw-Siouan. This month also honors our state’s four urban Indian organizations consisting of the Cumberland County Association for Indian People, Triangle Native American Society, and the Guilford, Metrolina Native American Associations.

    “This month, we take time to honor the culture and history of our American Indian tribes who have been here for generations,” said Governor Cooper. “We are grateful for their many contributions to our state and we look forward to continuing support for our indigenous communities.”

    This year’s theme, “NC United Tribes – 50 Years of Tribal Unity,” represents the inherit strength of North Carolina’s recognized tribes and Indian organizations and honors the more than 130,000 American Indians who call our state home. North Carolina has the second largest American Indian population east of the Mississippi River and the seventh largest American Indian population in the Unites States. In 2021, NC Department of Administration Secretary Pam Brewington Cashwell made history as the first American Indian woman to head a state cabinet agency in North Carolina.

    In celebration of American Indian Heritage Month, the NC Commission of Indian Affairs is again partnering with the NC Museum of History, NC American Indian Heritage Commission, as well as North Carolina American Indian tribes and urban American Indian organizations to coordinate a weekend of special events. The 29th Annual American Indian Heritage Celebration kicks off with a virtual Education Day on November 22 at 9 a.m. featuring storytelling and pottery among other activities. The November 23 celebration will be held in-person at the North Carolina Museum of Natural Sciences and will include various demonstrations and performances highlighting the artistry, customs, and culture of North Carolina’s American Indian tribes.   • MIL-OSI Security: Haskell Resident Sentenced for Robbery

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Keith Wyatt Underwood, age 32, of Haskell, Oklahoma, was sentenced to 77 months in prison for one count of Robbery in Indian Country.

    The charges arose from an investigation by the Haskell Police Department, the Federal Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    On July 10, 2023, Underwood pleaded guilty to the charge.  According to investigators, on July 24, 2022, Underwood was discovered by a property owner stealing copper cables from a Muskogee County property.  Underwood then pulled a revolver on the resident before driving away with the stolen cables.  The crime occurred in Muskogee County, within the boundaries of the Muscogee (Creek) Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable John C. Coughenour, Senior District Judge in the United States District Court for the Western District of Washington, sitting by assignment, presided over the hearing in Muskogee, Oklahoma.  Underwood will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

  • MIL-OSI Security: Stilwell Resident Sentenced to 24 Years for Murder and Federal Firearms Offense

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jerry Lee Matlock, Jr., age 41, of Stilwell, Oklahoma, was sentenced to 168 months in prison for one count of Second Degree Murder in Indian Country, and 120 months in prison for one count of Use, Carry, Brandish and Discharge of a Firearm During and in Relation to a Crime of Violence.  The sentences are set to be served consecutively for a total of 288 months in prison.

    The charges arose from an investigation by the Federal Bureau of Investigation, the Adair County Sheriff’s Office, and the Oklahoma State Bureau of Investigation.

    On February 12, 2024, Matlock pleaded guilty to the charges.  According to investigators, on the evening of September 14, 2021, Matlock intentionally fired his rifle at an individual from inside a pickup truck, then drove from the scene of the crime.  Adair County deputies responding to a shooting discovered a Stilwell resident deceased from a gunshot wound to the chest.  Law enforcement apprehended Matlock less than a mile away, parked in his pickup truck, with a Remington 700 bolt action rifle and ammunition.  The crimes occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable John C.     MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Timothy Randall England, age 36, of Tahlequah, Oklahoma, was sentenced to 300 months in prison for the 2023 murder of a Stilwell resident.

    The charge arose from investigations by the Cherokee County Sheriff’s Office, the Cherokee Nation Marshal Service, the Adair County Sheriff’s Office, the Oklahoma State Bureau of Investigation, and the Federal Bureau of Investigation.

    On April 30, 2024, England pleaded guilty to one count of Murder in Indian Country—Second Degree.   According to investigators, on February 7, 2023, England traveled to a Stilwell residence, waited outside for the resident to arrive, then fired upon the victim eight times with a 7.62×39 rifle before fleeing the scene.  Three of the shots struck the victim, who died at the scene.  England was later apprehended by the Cherokee Nation Marshal Service in Tahlequah and arrested without incident.  The crime occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable Raúl M. Arias-Marxuach, Chief Judge in the U.S. District Court for the District of Puerto Rico, sitting by assignment, presided over the hearing in Muskogee.  England will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Mason Anthony Wilson, age 28, of Gore, Oklahoma, was sentenced to 120 months in prison for one count of Child Abuse in Indian Country and 120 months in prison for one count of Child Neglect in Indian Country.  The terms are set to be served concurrently.

    The charges arose from an investigation by the Muskogee Police Department and the Federal Bureau of Investigation.

    On June 5, 2024, a federal jury found Wilson guilty at trial on both counts.  According to investigators, in April 2022, Wilson caused injuries to a 2-month-old baby in his care, including multiple fractured bones, and failed to provide medical care for the child.  The crimes occurred in Sequoyah County, within the boundaries of the Cherokee Nation Reservation of Oklahoma, in the Eastern District of Oklahoma.

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Ronald Wayne Yarbrough Jr., age 54, of Lehigh, Oklahoma, was sentenced to 115 months in prison for voluntary manslaughter.

    The charge arose from an investigation by the Federal Bureau of Investigation.

    On August 31, 2023, Yarbrough pleaded guilty to an Information of one count of Voluntary Manslaughter in Indian Country.  According to investigators, on November 24, 2022, Yarbrough instigated a fight outside the family home.  During the fight, Yarbrough stabbed the victim in the neck.  The victim was later declared dead at an area hospital.  The crime occurred in Coal County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.

  • MIL-OSI United Nations: The Future of Peacekeeping, New Models, and Related Capabilities: Independent Study commissioned by the United Nations Department of Peace Operations

    In an independent study commissioned by the United Nations Department of Peace Operations (DPO), new models for UN peacekeeping are outlined to address evolving global threats. Commissioned at the request of Germany and other co-chairs of the UN Peacekeeping Ministerial process, this study aims to shape discussions for the upcoming Berlin UN Peacekeeping Ministerial on May 13-14, 2025. The event will center on the theme: “The Future of Peacekeeping.”

    The study finds that UN peacekeeping remains an effective multilateral tool for preventing and limiting armed conflict, sustaining peace, as well as responding to a broader range of threats to international peace and security. It also reviews security threats and challenges that future peacekeeping missions must address. Among the most important are armed conflict, the weaponization of new and emerging technologies, transnational organized crime, the climate crisis, and public health emergencies, which are combining in complex ways that ignore international political borders.

    Looking to the future, fresh thinking is needed about what roles peacekeeping can and should play. The study’s vision for UN peacekeeping is a politically focused, people-centered, modular tool that can unite the Security Council around effective multilateral responses to a broad range of threats and challenges. To support this vision, the study offers 30 plausible models to inform future UN missions. The models describe a mix of longstanding peacekeeping tasks; how those traditional tasks might be performed in different ways in changed contexts and with new technologies; and propose novel activities for future UN peacekeeping.

    This study also highlights the need for investments in key capabilities to strengthen current and future peacekeeping missions, irrespective of the precise combination of models and mandates. There are also strong links between peacekeeping and the UN’s broader prevention and peacebuilding agendas, as well as the Agenda 2030 for Sustainable Development, which can be reinforced further.

    First two settlements and cooperation agreements with corporate defendants as states prepare for trial in ongoing generic drug price-fixing litigation

    (COLUMBIA, S.C.) – Attorney General Alan Wilson today joined a coalition of 50 states and territories announcing two significant cooperation agreements and settlements with Heritage Pharmaceuticals and Apotex totaling $49.1 million to resolve allegations that both companies engaged in widespread, long-running conspiracies to artificially inflate and manipulate prices, reduce competition, and unreasonably restrain trade with regard to numerous generic prescription drugs. As part of their settlement agreements, both companies have agreed to cooperate in the ongoing multistate litigations led by Connecticut against 30 corporate defendants and 25 individual executives. Both companies have further agreed to a series of internal reforms to ensure fair competition and compliance with antitrust laws. A motion for preliminary approval of the $10 million settlement with Heritage was filed today in the United States District Court for the District of Connecticut in Hartford. A settlement with Apotex for $39.1 million is contingent upon obtaining signatures from all necessary states and territories and will be finalized and filed in the U.S. District Court in the near future.

    The settlements come as the states prepare for the first trial to be held in Hartford, Connecticut.

    “I am proud to join my fellow state attorneys general in resolving this matter related to generic drug price fixing,” Attorney General Wilson said. “This settlement resolves a portion of the litigation, and the litigation continues as we seek to hold other defendants accountable and protect consumers.”  

    Connecticut’s Assistant Attorney General Joseph Nielsen is the lead attorney for a coalition of nearly all states and territories filing three antitrust complaints, starting first in 2016. The first Complaint included Heritage and 17 other corporate Defendants, two individual Defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffery Glazer and Jason Malek, have since entered into settlement agreements and are cooperating. The second Complaint was filed in 2019 against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The Complaint names 16 individual senior executive Defendants. The third complaint, to be tried first, focuses on 80 topical generic drugs that account for billions of dollars of sales in the United States and names 26 corporate defendants and 10 individual defendants. Six additional pharmaceutical executives have entered into settlement agreements with the States and have been cooperating to support the States’ claims in all three cases.  

    The cases all stem from a series of investigations built on evidence from several cooperating witnesses at the core of the different conspiracies, a massive document database of over 20 million documents, and a phone records database containing millions of call detail records and contact information for over 600 sales and pricing individuals in the generics industry. Each complaint addresses a different set of drugs and defendants and lays out an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls’ nights out”, lunches, cocktail parties, and golf outings and communicated via frequent telephone calls, emails and text messages that sowed the seeds for their illegal agreements. Throughout the complaints, defendants use terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion. Among the records obtained by the States is a two-volume notebook containing the contemporaneous notes of one of the States’ cooperators that memorialized his discussions during phone calls with competitors and internal company meetings over a period of several years.

  • MIL-OSI: Crown LNG Announces Execution of Final Agreements to Acquire Kakinada and Grangemouth LNG Import Terminal Assets

    LONDON, Nov. 01, 2024 (GLOBE NEWSWIRE) — Crown LNG Holdings Limited (Nasdaq: CGBS) (“Crown” or “Crown LNG”), a leading provider of LNG liquefaction and regasification terminal technologies for harsh weather locations, today announced the conclusion of two strategic acquisition agreements forming the basis of Crown LNG’s entry into the global LNG infrastructure network: KGLNG and Grangemouth. The KGLNG agreement finalizes the acquisition of all shares of KGLNG, which owns the operating license for the Company’s planned LNG import terminal in Kakinada, India. The Grangemouth agreement finalizes the acquisition of LNG import terminal assets in Grangemouth, Scotland from GBTron Lands Limited.

    The Kakinada project, located on the East coast of India, is licensed to operate 365 days a year, a first for the harsh weather prone area. Imported gas from the planned terminal would reach demand centers via the East-West Pipeline, helping to support the Indian government’s drive to more than double the share of natural gas in the country’s energy mix to 15% by 2030.

    Total consideration for the KGLNG acquisition will be made in shares of Crown LNG equal to $60 million.

    The Grangemouth project, located on the East coast of Scotland, seeks to support the UK’s increasing drive for energy security post-Brexit and in the context of geopolitical impacts on energy markets. Currently, the UK relies on just three facilities for all of the country’s LNG imports, which increased 74% from 2021 to 2022.

    Total consideration for the GBTron acquisition will be made in shares of Crown LNG equal to $25 million.

    Department of Pension & Pensioners’ Welfare has launched the 3rd Nation-wide Digital Life Certificate campaign which is being held in 800 cities/ Districts across India from November 1-30, 2024. The department has notified the guidelines through O.M. dated 9th August, 2024. This is the biggest-ever DLC Campaign undertaken.

    The Campaign is being held in collaboration with Pension Disbursing Banks, India Post Payments Bank, Pensioners’ Welfare Associations, CGDA, DoT, Railways, UIDAI & Ministry of Electronics and Information Technology with the aim of reaching all the pensioners in the remotest corners of the country.

    The focus is majorly on promoting Face Authentication Technology. Ministry of Electronics and Information Technology and UIDAI will provide technical support during this Campaign. Face Authentication has been made more seamless and convenient for the elderly Pensioners and can be used on Android as well as iOS.

    DD, AIR and PIB teams are actively geared up to provide full support to this campaign for Audio, Visual and Print publicity. Outreach efforts will be further complemented by SMSs, tweets (#DLCCampaign3), Jingles and Short films to spread awareness about the campaign.

    The total DLCs generated on 1st November, 2024, by evening, were 1.81 lakhs.

    NMDC, India’s largest iron ore producer, concluded Vigilance Awareness Week 2024 with a valedictory function that underscored the importance of integrity and ethical practices. A three-month-long awareness campaign, which started on August 16 2024 and runs until November 15, by conducting various events at project sites and headquarters. The Vigilance Awareness Week commenced on 28th October 2024, concluded at headquarters with a keynote session by Shri Mahesh M. Bhagwat, IPS, Addl. DGP (L&O) Hyderabad, on ‘Culture of Integrity for Nation’s prosperity’ followed by unveiling of the in-house vigilance magazine “Subodh” and prize distribution for the children, employees & stakeholders who have taken part in various activities.

    The valedictory event was attended by senior leadership of NMDC, including Amitava Mukherjee, CMD (Addl. Charge), Shri Vinay Kumar, Director (Technical) and (Personnel, Addl. Charge), NMDC, and Shri B. Vishwanath, Chief Vigilance Officer, along with NMDC employees.

    Chief guest Shri Mahesh M. Bhagwat, IPS, Addl. DGP (L&O) Hyderabad, spoke on the significance of integrity, transparency, commitment, and dedication. He shared insights on how integrity is bedrock to operations, citing theory of Sigmund Freud on the developmental stages that shape adult behavior. He encouraged employees to develop the habit of being vigilant apart from their duty; to share responsibility of creating a fair and trustworthy workplace.

    Addressing the gathering, Amitava Mukherjee, CMD (Addl. Charge) commended the vigilance team for their efforts throughout the year. “The vigilance organization is more than a fault-finding body. NMDC has made remarkable strides in capacity building as we aim for our 100 MnT goal. This is a quantum leap forward, requiring us to make systematic, informed decisions. Correct digital interventions enhance transparency and efficiency. Preventive Vigilance leads to refinement and codification of processes which limits reliance on individual discretion in decision making” he remarked. He urged participants to actively engage in preventive vigilance activities, strengthen systems for transparency, and adhere to standardized procurement practices in line with government guidelines.

    Shri B. Vishwanath, Chief Vigilance Officer, emphasized the role of the CVC’s guidelines in achieving fair, ethical, and sustainable processes within the organization. He highlighted the success of capacity-building initiatives, stating, “Vigilance awareness programs were conducted in more than 28 schools and colleges across Hyderabad, Bailadila, Jagdalpur, Nagarnar, Panna, and Donimalai, reaching over 1,800 students. In Hyderabad, we included 1,000 students in various skits and activities.”

    The fourth edition of the in-house vigilance magazine, “Subodh,” was launched during the event, serving as a valuable resource for employees and stakeholders.

    Throughout Vigilance Awareness Week, various events were organized at different projects, including quiz competitions, slogan writing, elocution, essay writing, and best housekeeping initiatives. Winners of these competitions were recognized during the valedictory session, celebrating their contributions to promoting ethical practices within the organization.

    One day prior to the above program, NMDC had organised a ‘Run for Unity’ on October 31, 2024, in honor of Sardar Vallabhbhai Patel’s birth anniversary during this week. The event was flagged off by Chief Vigilance Officer Shri B. Vishwanath and CGM Smt. Priyadarshini.     The Department of Health and Family Welfare (DoHFW) launched Special Campaign 4.0 from October 2 to October 31, 2024, aimed at institutionalizing cleanliness (Swachhata) and reducing pending tasks across its headquarters, central government hospitals, attached offices, subordinate offices, autonomous bodies, and CPSUs nationwide.

    Under the leadership of Union Health Secretary Ms. Punya Salila Srivastava, the campaign’s implementation was regularly reviewed to ensure efficiency and meet established targets.

    Key achievements during the campaign include the disposition of 25 references from Members of Parliament, 3 Parliamentary assurances, 5,160 public grievances, and 595 associated appeals, as well as the simplification of 45 rules and processes. Additionally, 52,665 physical files were reviewed, resulting in the weeding out of 31,659 files, and 12,428 e-files were reviewed, with 10,174 closed. The campaign also saw the conduct of 1,433 cleanliness campaigns across various offices, freeing up 40,742 sq. ft. of office space, and generating revenue amounting to ₹18,63,356 from the sale of scrap materials and e-waste. These activities reflect DoHFW’s commitment to enhancing operational efficiency and promoting a culture of cleanliness within its institutions.

    The progress of implementation phase of the campaign was uploaded daily on SCDPM portal (https://scdpm.nic.in) of the Department of Administrative Reforms & Public Grievances (DARPG). Social media updates, PIB Statements and Best Practices were also uploaded on the portal by showcasing the progress in the campaign.

    Air Marshal Ajay Kumar Arora assumed the appointment of Air Officer-in-Charge Maintenance, Indian Air Force, at Air Headquarters (Vayu Bhawan), today. The Air Marshal, after taking over, laid a wreath at the National War Memorial in honour of the armed forces personnel who have made the supreme sacrifice for the nation.

    Air Marshal Arora was commissioned in the Aeronautical Engineering stream of IAF in Aug 1986. He is a graduate of Air Force Technical College, Air Command and Staff College, USA and College of Defence Management, Secunderabad. An electronics and communication engineer by qualification, he is also an alumnus of lIT Kharagpur and a Doctrate degree holder in Management from University of Pune.

    He has held key command and staff appointments in his illustrious career of 38 years. He was the Director General (Aircraft) before assuming the appointment of Air Officer-in-charge Maintenance.

    The officer has been awarded with Vishisht Seva Medal in year 2018 and Ati Vishisht Seva Medal in 2024 for his distinguished service. He is married to Mrs Sangeeta and the couple is blessed with a son, Pulkit.

    The Central Board of Indirect Taxes & Customs (CBIC), Department of Revenue, Ministry of Finance, actively engaged in the Special Campaign 4.0 from 2nd-31st October, 2024, with special focus on Swachhata.

    The initiatives during this period focused on instilling the principles of cleanliness while also addressing important backlogs in key work areas. The campaign prioritised addressing public complaints to enhance service delivery and responsiveness. Efforts were made to declutter and optimise office environments by removing outdated and unnecessary items including the clearance of seized contraband, such as narcotic substances and foreign-origin cigarettes, ensuring that these items were disposed of in compliance with legal regulations.

    This year, CBIC also marked the 10th anniversary of the Swachh Bharat Mission through the spirited celebration of ‘Swachhata Hi Seva 2024, under the theme ‘Swabhav Swachhata Sanskaar Swachhata (4S) campaign’. This initiative emphasised large-scale awareness and public participation in maintaining cleanliness, specifically targeting Cleanliness Target Units (CTUs) across the country. With active involvement from CBIC officers, staff and field offices, the campaign fostered a collaborative environment that significantly enhanced its impact.

    The concerted efforts of CBIC formations resulted in the achievement of several key milestones as follows:

    • Resolution of 433 public grievances, 80 public grievance appeals, and five MP references.
    • Elimination of 27,656 physical files out of 49,667 files reviewed.
    • Review and closure of 1,501 e-files out of 36,237 assessed
    • 819 cleanliness events organised across office premises and public areas.
    • Generation of approximately Rs. 3.80 lakh from the disposal of 17,121 kg scrap, freeing 16,706 square feet of additional office space.
    • Destruction of 73 kg of drugs, 49 lakhs foreign cigarettes, and other contraband worth Rs. 460 crore by Delhi Customs (Preventive) Commissionerate and Customs (Airport and General) Commissionerate jointly, besides Customs Commissionerate (Prev.), Vijayawada disposed of 82.72 lakh sticks of smuggled cigarettes valued at Rs. 5.5 crore as part of the ongoing battle against illicit imports.

    Several best practices were implemented across various Customs and GST offices to promote sustainability and employee welfare. A Bio-Gas Plant was set up in the Customs Colony in Vapi, turning waste into wealth.

    The CGST Faridabad Commissionerate transformed two abandoned rooms filled with old records and furniture into a cafeteria and a crèche within its premises. The CGST Jaipur Zone planted 11,000 saplings of over 100 native species using an innovative afforestation method that utilized organic waste and only 30% of the usual water requirement. The CGST Gurugram Audit Commissionerate reclaimed office space to develop a crèche for employee welfare. Additionally, efforts to ensure cleanliness extended to Valappu Beach in Cochin, where more than 400 officers, including 100 students, volunteered. The campaign also led to the cleaning of office premises and the repair and painting of old furniture, which were subsequently donated to Jila Parishad Hindi Ucha Primary School and Primary School, Umrer, Nagpur, with these initiatives being effectively showcased on social media platforms.

    Around 200 posts were shared on ‘X’ and other social media platforms through CBIC’s official handle and field offices, significantly amplifying the Swachhata message. Efforts will persist in building on these practices and ensuring their sustainability throughout the year.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah today interacted with the Librarians of trust-run libraries and government libraries in Gandhinagar Lok Sabha constituency of Gujarat and said that the role of libraries is very important in building the future of a country.

    In a post on X platform, Shri Amit Shah said, “Libraries play an important role in building the future of any country. Today I interacted with the librarians of the trust-run libraries and government libraries of Gandhinagar Lok Sabha constituency. I am happy that these librarians are promoting the interest of library enthusiasts in books by making an emotional connect with them. Due to their efforts, the number of readers in these libraries is going to increase by at least 30% in the coming days.”

    On this occasion, Union Home Minister and Minister of Cooperation, Shri Amit Shah donated books worth Rs. two lakh to each library under his Lok Sabha constituency. Apart from this, he suggested ways to increase readership by at least 30 percent in the coming time and emphasized on making heritage books available online. Shri Shah advised using software which can help understand individuals’ reading preferences and help librarians procure more books of their choice.

  • MIL-OSI Asia-Pac: Last date for submitting applications (fresh & renewal) on National Scholarship Portal for 2024-25 under NMMSS extended till 15 November, 2024

    The last date for submission of applications by the selected meritorious students on the National Scholarship Portal (NSP) for the National Means-cum-Merit Scholarship Scheme (NMMSS) for the year 2024-25 has been extended up to 15.11.2024. The NSP portal is open for submission of applications by students with effect from 30th June 2024. In this project year 2024-25, the selected students are first to do a One-Time Registration (OTR) on the NSP, after which they have to apply for the scholarship scheme that they have selected. The FAQ details for registration on NSP can be accessed at https://scholarships.gov.in/studentFAQs.

    Through the ‘National Means-cum-Merit Scholarship Scheme’ implemented by the Department of School Education & Literacy, scholarships are awarded to meritorious students from economically weaker sections to arrest their drop-out after elementary level, i.e., Class VIII and encourage them to complete their school education up to higher secondary level, i.e., Class XII.

    The scheme provides one lakh fresh scholarships every year for Class IX students who clear the qualifying exam for the scholarship conducted by the State/UT governments. The scholarship is continued through renewal mode from Classes X to XII based on the student’s academic performance. The scheme is applicable only to students studying in State Government, Government-aided, and local body schools and the scholarship amount is Rs. 12000 per annum per student.

    The National Means-cum-Merit Scholarship Scheme (NMMSS) is implemented through the National Scholarship Portal (NSP) – the one-stop platform for scholarship schemes disbursed to students by the Government of India. As of 01.11.2024, 86323 fresh and 162175 renewal applications have been finally submitted by applicants. NMMSS scholarships are disbursed directly into the bank accounts of selected students by electronic transfer through the Public Financial Management System (PFMS) following DBT mode. The eligibility parameters for availing the scholarship include parental income not more than Rs. 3.50 lakh per annum and a minimum of 55% marks or equivalent grade in the Class VII examination for appearing in the selection test for award of scholarship (relaxable by 5% for SC/ST students).

    On the NSP portal, there are two levels of verification of the scholarship application of selected students: Level-1 (L1) verification is at the Institute Nodal Officer (INO) and Level-2 (L2) is with the District Nodal Officer (DNO). The last date for INO level (L1) verification is 30.11.2024 and for DNO level (L2) verification is 15.12.2024.
