Shri Rajesh Kumar Singh took over as Defence Secretary at South Block in New Delhi on November 01, 2024. He is a 1989-batch IAS officer from Kerala cadre, who had assumed the charge of the Officer on Special Duty (Defence Secretary-designate) on August 20, 2024.
Before taking charge, Shri Rajesh Kumar Singh laid a wreath and paid homage to the fallen heroes at the National War Memorial, New Delhi. “The nation will remain forever indebted to our brave soldiers who make the supreme sacrifice in the service of the motherland. Their extraordinary bravery and sacrifice is a source of strength & inspiration for us to make India a safe and prosperous nation,” he said.
Earlier, Shri Rajesh Kumar Singh was holding the charge of Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry from April 24, 2023 to August 20, 2024. Prior to that, he held the post of Secretary, Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying.
The officer has held many other important positions in the Union Government as Director, Works and Urban Transport in the Ministry of Urban Development, Commissioner (Lands) – DDA, Joint Secretary – Ministry of Petroleum and Natural Gas, Joint Secretary – Department of Agriculture, Cooperation & Farmers Welfare and Chief Vigilance Officer – Food Corporation of India. He has also held important positions in the State Government as Secretary, Urban Development and lately as Finance Secretary, Government of Kerala.
Shri RK Singh succeeds Shri Giridhar Aramane, a 1988-batch IAS officer of Andhra Pradesh cadre, who superannuated from service on October 31, 2024.

The Government has approved the Central Sector Scheme ‘Namo Drone Didi’ for providing Drones to the Women Self Help Groups (SHGs) under DAY-NRLM, with an outlay of Rs. 1261 Crores. The scheme aims to provide drones to 14500 selected Women SHGs during the period from 2024-25 to 2025-2026 for providing rental services to farmers for agriculture purpose (application of liquid fertilizers and pesticides for the present). The Department of Agriculture & Farmers’ Welfare has released the Operational Guidelines this scheme and all the stakeholders have been requested to make meaningful use of these operational guidelines to ensure prompt roll out and implementation of the ‘Namo Drone Didi’ Scheme. The major components of the operational guidelines are as under:
The Scheme will be governed at the Central level by the Empowered Committee of the Secretaries of Department of Agriculture & Farmers’ Welfare, Department of Rural Development, Department of Fertilizers, Ministry of Civil Aviation and Ministry of Women and Child Development.
The Implementation and Monitoring Committee headed by the Additional Secretary, Department of Rural Development and having representation from all other stakeholders will be responsible for effective planning, implementation and monitoring of the scheme and it will provide overall advice and guidance to all technical matters related to the implementation of the scheme.
Under the scheme, a Central Financial Assistance @ 80% of the cost of drone and accessories/ancillary charges up to a maximum of ₹ 8.0 lakhs will be provided to the women SHGs for purchase of drones as a package.
The Cluster Level Federations (CLFs) of SHGs/SHGs may raise the balance amount (total cost of procurement minus subsidy) as loan under National Agriculture Infra Financing Facility (AIF). Interest subvention @ 3% on the AIF loan will be provided to the CLFs/SHGs.
The CLFs/SHGs shall also have the option to access loans from other sources/programmes/schemes of Ministry of Rural Development.
Under the scheme, not only the drones but, drones as a package will be supplied. The package will consists of basic drone with spray assembly for spraying liquid fertilizers and pesticides, Drone carrying box, standard battery set, downward facing camera, dualchannel fast battery charger, battery charger hub, anemometer, pH meter and 1 year onsite warranty on all items.
The package also includes 04 spare battery sets, one spare propeller set (each set contains 6 propellers), nozzle set, dual channel fast battery charger, battery charger hub, 15 days training for drone pilot and drone assistant, one year comprehensive insurance, 2 years annual maintenance contract and applicable GST. The additional sets of batteries will ensure continuous drone flying which can easily cover 20 acres in a day.
One of the members of the women SHGs will be selected for 15 day training comprising of mandatory drone pilot training and additional training for agriculture purpose for nutrient and pesticide application. The other member/ family member of the SHG with inclination to take up repairs of electrical goods, fitting and mechanical works will be trained as drone assistant. The drone manufacturers shall provide these trainings as a package along with the supply of drones as per the training schedule indicated in the Operational Guidelines.
The Lead Fertilizer Companies (LFCs) responsible for the States will be the implementing agencies of the scheme at the State level and they will establish necessary coordination with the State Departments, Drone manufacturers, Cluster Level Federations of SHGs/SHGs and the farmers/beneficiaries etc. The drones will be procured by the LFCs through a fair and transparent process and the ownership of drones will be placed with the CLF of SHGs or SHGs.
Implementation of the scheme hinges on rightful selection of the area/cluster and SHG group where there is demand for drone to provide agriculture services. As the introduction of drones in agriculture is at nascent stage, the States will closely monitor the interventions, provide handholding support to the women SHGs and help them in getting the business to cover an area of at least 2000 to 2500 acres in a year. The State Departments of Agriculture & State Mission Directors of DAYNRLM will have a very strong convergence and they will take the ownership of the scheme for its successful implementation at the ground level with the help of State Level Committee.
Effective monitoring of the scheme will be through an IT based Management Information System (MIS) i.e. Drone Portal which will act as endto-end software for service delivery and monitoring, funds flow and disbursement of funds. The portal will also track operations of each drone and provide live information on drone usage.
It is envisaged that the initiatives under the scheme will provide sustainable business and livelihood support to SHGs and they would be able to earn additional income for them. The scheme will help in infusing advance technology in agriculture for improved efficiency, enhanced crop yield and reduced cost of operation for the benefit of farmers.
Production of some key minerals in the country has continued to witness strong growth during FY 2024-25, after reaching record production levels in FY 2023-24. Iron ore account for about 70% of the total MCDR mineral production by value. Production of iron ore was 274 million metric tonne (MMT) in FY 2023-24.
As per provisional data, production of iron ore has increased from 128 MMT in FY 2023-24 (April-September) to 135 MMT in FY 2024-25 (April-September), showing a healthy 5.5% growth. Production of manganese ore has risen by 6.2% to 1.7 MMT in FY 2024-25 (April-September) from 1.6 MMT during the corresponding period of previous year.
In the non-ferrous metal sector, primary aluminium production in FY 2024-25 (April-September) posted a growth of 1.2% over the corresponding period last year, increasing to 20.90 lakh ton (LT) in FY 2024-25 (April-September) from 20.66 LT in FY 2023-24 (April-September). During the same comparative period, refined copper production has grown by 4.6% from 2.39 LT to 2.50 LT.
India is the 2nd largest aluminium producer, among top-10 producer in refined copper and 4th largest iron ore producer in the world. Continued growth in production of iron ore in the current financial year reflects the robust demand conditions in the user industry viz. steel. Coupled with growth in aluminium and copper, these growth trends point towards continued strong economic activity in user sectors such as energy, infrastructure, construction, automotive and machinery.

Union Minister of Commerce and Industry, Shri Piyush Goyal, successfully concluded his visit to the Kingdom of Saudi Arabia. During the visit, Shri Piyush Goyal participated in the Plenary Session of the 8th Edition of Future Investment Initiative (FII), with representatives from global Governments and the industry. He highlighted the critical role of international partnerships and economic diplomacy in fostering global cooperation, innovation, technological advancement, and investment. He urged global investors to seize emerging opportunities in India, particularly in high-growth sectors such as artificial intelligence, renewable energy, digital infrastructure, and advanced manufacturing.
Shri Piyush Goyal also co-chaired the 2nd Ministerial Meeting of the Economy and Investment Committee under the India-Saudi Strategic Partnership Council (SPC) along with Minister of Energy, Kingdom of Saudi Arabia, His Royal Highness Prince Abdulaziz bin Salman Al-Saud on 30th October 2024 in Riyadh. The Strategic Partnership Council was established in 2019, following the visit of the Hon’ble Prime Minister Shri Narendra Modi to the Kingdom of Saudi Arabia in October 2019.
The Committee reviewed the progress achieved by the four Joint Working Groups: Agriculture and Food Security; Energy; Technology and Information Technology; and Industry and Infrastructure. They noted the deepening of bilateral economic partnership between India and Saudi Arabia and deliberated on ways to enhance trade and investment.
The Minister held fruitful ministerial engagements in Riyadh, including with the Minister of Energy, Minister of Industry and Mineral Resources and Minister of Investment. These engagements focused on collaborative initiatives in trade, energy, and technology. These discussions culminated in a series of actionable agreements, aimed at enhancing trade volumes and facilitating a smooth flow of investments between the two countries. The agreements emphasise cooperation in energy transition, digital transformation, and the exchange of expertise to accelerate economic growth.
Shri Piyush Goyal also met with Mr. Peter Herweck, CEO of Schneider Electric and Mr. William E. Ford, Chairman and CEO of General Atlantic, to discuss India’s economic landscape and investment opportunities across sectors.
In recent years, many bilateral agreements have been formalised between India and Saudi Arabia, covering sectors such as food exports, pharmaceuticals, electrical interconnectivity, energy, small and medium enterprises, digitization and electronic manufacturing. Both countries are also exploring collaboration in emerging fields like fintech, new technologies, energy efficiency, clean hydrogen, textiles, mining, etc. The Committee Meeting reviewed these developments and reaffirmed their commitment to advancing cooperation across various areas of shared interest.
Later in the day, Minister Shri Piyush Goyal interacted with the Institute of Chartered Accountants of India (ICAI) chapter in Saudi Arabia and emphasized the role of chartered accountants in supporting India’s expanding global trade network. Discussions highlighted ICAI’s efforts to promote Indian standards globally, including initiatives to upskill professionals and bolster India’s position in global financial services.
The Minister launched the Lulu Wali Diwali Festival at the Lulu Hypermarket by lighting a Big Diya made with LED, furthering India-Saudi cultural and economic ties. The Diwali Utsav, organised in partnership with Lulu Hypermarket, brings the festive spirit of India’s Festival of Lights to Saudi Arabia, showcasing an array of Indian products, from festive decor and traditional foods to handicrafts. The launch was followed by unveiling of a giant product wall comprising 10,000+ Indian products including Ghee from Uttarakhand, Ladakh Apple, Indian Cavendish banana, Dragon Fruit from Maharashtra, new range of Millets based breakfast cereals, and Qaadu Organic beauty products.
At the Indian Embassy in Riyadh, the Minister unveiled the One District, One Product (ODOP) Wall, featuring unique products from various districts across India. The ODOP initiative, part of the Government of India’s “Vocal for Local” campaign, aims to promote regional craftsmanship by showcasing the rich cultural heritage of India through distinctive, high-quality products.
This visit marks a significant milestone in strengthening the strategic partnership between India and the Kingdom of Saudi Arabia. It underscores both nations’ commitment to deepening economic ties and addressing global challenges through collaborative efforts. The outcomes of the discussions are expected to unlock new avenues for investment and trade, driving economic growth and innovation in both countries.
The Indian Army contingent comprising 25 personnel departed for Cijantung, Jakarta, Indonesia to take part in the 9thedition of India-Indonesia Joint Special Forces Exercise GARUD SHAKTI 24. The Exercise will be conducted from 1stto 12thof November 2024.
The Indian contingent is being represented by troops from The Parachute Regiment (Special Forces) and Indonesian contingent comprising 40 personnel is being represented by Indonesian Special Forces Kopassus.
The aim of Exercise GARUD SHAKTI 24 is to acquaint both the sides with each other’s operating procedures, enhance mutual understanding, cooperation and interoperability between the Special Forces of both armies. The Exercise is designed to develop bilateral military cooperation and strengthen bond between two armies through conduct of discussions and rehearsal of tactical military drills.
The Exercise will involve planning and execution of special operations, orientation to advance special forces skills, sharing of information on weapon, equipment, innovations, tactics, techniques & procedures. Joint Exercise GARUD SHAKTI 24 will also involve jointly practicing Special Forces Operations in Jungle terrain, strikes on terrorist camps and a Validation Exercise integrating basic and advance special forces skills apart from gaining an insight into the lifestyle and culture of both countries to foster military cooperation.
The Exercise will provide an opportunity to both the contingents to strengthen their bond and share best practices. It will also act as a platform to achieve shared security objectives and foster bilateral relations between two friendly nations.

The value of total retail sales in September, provisionally estimated at $29.6 billion, decreased 6.9% compared with the same month in 2023, the Census & Statistics Department announced today.
After netting out the effect of price changes over the same period, the provisional estimate of the volume of total retail sales for the month was 8.7% lower year-on-year.
Of the total retail sales value in September, online sales accounted for 10.4%. Provisionally estimated at $3.1 billion, the value of online retail sales decreased 11.8% compared with a year earlier.
The value of sales of commodities in supermarkets dropped 1.1% in September year-on-year.
There were also declines in sales in the following categories: electrical goods and other consumer durable goods not elsewhere classified (-7.6%); jewellery, watches and clocks, and valuable gifts (-17.9%); food, alcoholic drinks and tobacco (-3.2%); wearing apparel (-8.7%); medicines and cosmetics (-2.5%); commodities in department stores (-11.4%); motor vehicles and parts (-26.7%); fuels (-8.6%); furniture and fixtures (-14.4%); footwear, allied products and other clothing accessories (-3.8%); Chinese drugs and herbs (-17.7%); and optical shops (-10.6%).
By contrast, the value of other consumer goods not elsewhere classified increased by 2.9% in September over a year earlier. Sales of books, newspapers, stationery and gifts rose 20.3%.
The Government said that the near-term performance of the retail sector will still be affected by the change in consumption patterns of residents and visitors.
Nevertheless, an improved outlook for the Mainland economy following the recent introduction of a wide range of stimulus measures, and a possible easing of the Hong Kong dollar alongside the US dollar with the commencement of the US interest rate cut, will be conducive to boosting sentiment and supporting spending.
In addition, the central government’s various measures benefitting Hong Kong, the Hong Kong Special Administrative Region Government’s various initiatives to boost market sentiment and increasing employment earnings will also benefit the retail sector.

Navy Medicine was one of the critical lines of effort for the Keen Sword 25 Exercise. Keen Sword is the latest in a series of joint-bilateral field training exercises designed to increase combat readiness and interoperability of JSDF and U.S. forces. The U.S.-Japan alliance is built on shared interests and values and a commitment to freedom and human rights. Both countries are focused on ensuring regional peace and security in the Indo-Pacific region, including building new partnerships, and strengthening multilateral cooperation. Service members from the U.S. Navy, Marine Corps, Army, Air Force, Space Force, and Coast Guard will conduct training with their JSDF counterparts alongside Australian and Canadian partners throughout mainland Japan, Okinawa prefecture, and its surrounding waters. An EMF is designed to be a mobile medical facility that can conduct medical operations like an actual hospital. They have operating rooms, lab capabilities, radiology, and ICUs. EMF Bravo’s deployment for Keen Sword 2025 reinforces the commitment to operational readiness and the enduring U.S.-Japan alliance, which is crucial to maintaining peace and stability in the Indo-Pacific region. EMF Bravo provides medical support to the warfighter. EMF Bravo ensures that U.S. forces are medically ready and can provide care in any environment, from combat casualty care to humanitarian assistance. EMF Bravos’ role enhances interoperability with Japan Self-Defense Forces (JSDF) and other allied forces, ensuring seamless medical support in joint operations.
EMF Bravo is a Combat-Ready Medical Force. The unit is a critical asset, ready to support military operations by providing medical support anytime, anywhere, ensuring the health and readiness of our forces. EMF Bravo provides support for Joint and Multinational Exercises. The team’s participation in Keen Sword 2025 demonstrates the ability to operate alongside Japanese and other allied medical teams, showcasing the ability to provide seamless care in joint operations. EMF Bravo is prepared for a wide range of contingencies, including combat medical support, disaster response, and humanitarian assistance.
The exercise generated a lot of media interest. Local Japanese news outlets were eager to be involved in a media event that gave both Japanese and U.S. reporters and broadcasters unfettered access to the EMF leadership and subject matter experts responsible for coordinating the efforts. The press asked many questions, and everyone who witnessed the seamless integration of the JSDF and U.S. health services knew that in the event of an emergency, natural disaster, or other contingencies, the Japanese and U.S. military and civilian population would receive the most advanced and capable military healthcare delivery in the world!
The continuum of care brought the U.S. Naval Hospital Okinawa into the exercise, which simulated a mass casualty scenario incorporating planning to move injured personnel from Role 2 to Role 3. A prolonged mass casualty scenario then opens up third—and fourth-order effects that lead to a bed expansion plan that transforms the Multi-Service Ward. The constant demand for blood products triggers a blood request, activating a walking blood bank.
These combined exercises allow multiple organizations to come together, and each apply practice to purpose pointing out areas that work well and teams excel, as well as finding areas of concern that can then be targeted for training and reassessment long before the real-world need occurs. The Japanese Self-Defense Force (JSDF) did just that throughout the Keen Sword event. When you walked through the controlled chaos of EMF Bravo you quickly noticed that there were more than one group working together in complete unison. The JSDF and U.S. personnel were working together elbow to elbow to save lives. It did not matter what force or nationality they came from once Navy Medicine received them at EMF Bravo the patient would then begin to transition through the patient triage and diagnostic process. EMF Bravos’ deployment for Keen Sword 2025 reinforces the commitment to operational readiness and the enduring U.S.-Japan alliance, which is crucial to maintaining peace and stability in the Indo-Pacific region.
The U.S. Navy Medicine Readiness and Training Command Okinawa (USNMRTCO) supports the Defense Health Agency’s U.S. Naval Hospital, Okinawa (USNHO) as the largest OCONUS Navy Medicine medical treatment facility and stands at the ready to respond to contingency operations to support the INDOPACOM region. It is a critical regional asset for direct care delivery, regional referrals, and medical contingency operations. The staff of USNHO understands their vital role as pre-positioned, forward-deployed naval forces within the first island chain, aligned and in support of the joint military commands and operations.

To develop Hong Kong into an East-meets-West centre for international cultural exchange, this year’s Asia+ Festival, presented by the Culture, Sports and Tourism Bureau and organised by the Leisure and Cultural Services Department (LCSD), continues to collaborate with consulates general and overseas cultural organisations in Hong Kong to stage the Asian Ethnic Cultural Performances. The event will take place on November 10 (Sunday), from 2pm to 6pm at the Hong Kong Cultural Centre Piazza and Foyer, where the cultural essence and artistic talent from over 20 Asian and Belt and Road countries and regions will be featured. Admission is free. Members of the public are welcome to join. The theme for this year’s edition is “Celebration in Splendour”. Through folk music, dance, costume display, handicrafts and special delicacies, the event enables visitors to learn about how people of different nations celebrate milestones and important moments in their lives. Highlights include ethnic dances from Cambodia, Indonesia, Kazakhstan, Kuwait, Laos, Nepal, the Philippines, Russia, Singapore, Sri Lanka, Thailand, Türkiye and Vietnam; as well as traditional musical instrument performances from Kazakhstan, Korea and Kuwait. Of particular note is a 20-plus-member Kuwaiti group who will for the first time fly in to perform a sword dance and Middle East instruments, namely Daf and Mirwas. “Very, very regrettably, the frequency and the brutality of crimes in Myanmar has only increased in the past year,” Nicholas Koumjian, Head of the Independent Investigative Mechanism for Myanmar, said.
Koumjian spoke to reporters today (31 Oct) in New York, highlighting the concern of the increase in aerial attacks, “which are impacting largely the civilian population and creating terror among the population.”
“The number of casualties that have been affected by these attacks has increased,” he added.
The head of the Investigative Mechanism also stressed the systematic use of torture in detention, “the evidence that we have gathered has indicated that detention that torture is used frequently, regularly, and particularly note the very disturbing use of sexual violence and against those who are detained, and that includes against both women and men, people of all genders, of all sexual preferences and people, including against both adults and minors,” he said.
Moving on to the situation for the Rohingyas refugees, Koumjian said, “they’ve been both victims of collateral damage and directly targeted in attacks.”
He went on saying, “Frequently they’ve been told to leave their homes, but there really is nowhere for them to go. They cannot cross the border, although some have managed to cross the border into Bangladesh, and Bangladesh has accepted some the borders generally closed. People have to pay bribes to get across into the safety of the refugee camps.”
The head of the Investigative Mechanism also expressed concerns that much of the evidence shows attacks against the civilian population by the Myanmar military.
He said, “We’ve seen increasing evidence of very brutal crimes committed by opposition forces, and we’re concerned with that, and we want the message to go out. Our mandate is to collect evidence of the most serious international crimes committed by in Myanmar, and that’s regardless of the ethnicity, religion, political persuasions of either the perpetrators or the victims.”
“We will collect evidence of crimes committed by opposition forces also if those rise to the level that they fall within our mandate,” the head of the Investigative Mechanism concluded.
Koumjian is the first Head of the Myanmar Mechanism, which was established by the Human Rights Council on 27 September 2018, and welcomed by the General Assembly on 22 December 2018.

The Health Bureau (HHB) and the Department of Health (DH) today (November 1) held the “Celebrating the 75th National Day 10 000 Steps a Day Walking Challenge 2024” Kick-off Ceremony to promote the health benefits of walking. On the occasion of the 75th anniversary of the founding of the People’s Republic of China (PRC), Hong Kong will for the first time partner with the Greater Bay Area (GBA) Mainland cities to jointly promote walking under the theme of “Walking Together in Healthy Bay Area” to mark the celebration. Shenzhen and Zhuhai also held the Kick-off Ceremony of their walking activities today. The Secretary for Health, Professor Lo Chung-mau, and the Director of Health, Dr Ronald Lam, officiated at the Kick-off Ceremony, while other officiating guests included Legislative Council Member Mr Tommy Cheung; the Under Secretary for Health, Dr Libby Lee; the Controller of the Centre for Health Protection of the DH, Dr Edwin Tsui; the Chairperson of the Task Group on Promotion of Physical Activities, Dr Lui Siu-fai; the Vice-chairperson of the Task Group on Promotion of Physical Activities, Dr Lobo Louie, and Ms Shelley Lee. Addressing the ceremony, Professor Lo said, “I sincerely thank the GBA Mainland Cities for their support in promoting walking together on the same day for the celebration of the 75th anniversary of the National Day, as well as promoting a healthy lifestyle among the GBA residents. I would also like to express gratitude for the enthusiastic participation and support in this event from various sectors of community, and I am particularly pleased to meet the ‘people of the same age as our motherland’ here today (that is, being born in 1949), including the Legislative Council Member Mr Tommy Cheung and Ms Lee Lai-kuen, Shelley.” He emphasised, “Like many other regions and countries, Hong Kong is confronted with the threats arising from an ageing population and non-communicable diseases, and insufficient physical activity is one of the key risk factors of non-communicable diseases, but yet this risk is modifiable. According to the DH’s Student Health Service Annual Health Report for 2022-23 school year, around 90 per cent of students had an insufficient level of physical activity, i.e. not meeting the World Health Organization (WHO)’s recommendation of doing at least 60 minutes of daily moderate to vigorous-intensity physical activity. As for members of the public aged 18 or above, according to the Population Health Survey 2020-22 conducted by the DH, 24.8 per cent performed an insufficient level of physical activity, i.e. not meeting the WHO’s recommendation of doing at least 150 minutes of moderate-intensity aerobic physical activity; or at least 75 minutes of vigorous-intensity aerobic physical activity; or an equivalent amount of physical activity throughout the week. Therefore, I call on everyone, whether school children or adults, to perform more physical activities. School children could participate in the ‘e+ Go to Park’ launched by the HHB in collaboration with the Education Bureau, the DH and the Leisure and Cultural Services Department (LCSD); members of the public aged 18 or above could seize this opportunity to participate in the ’10 000 Steps a Day’ Walking Challenge.” He added, “Walking is simple form of physical activity and brings plenty of health benefits including maintaining a healthy body weight, improving cardiopulmonary function, strengthening muscles and bones, relieving symptoms of anxiety and depression, as well as reducing the risk of chronic diseases.” To encourage members of the public to increase their physical activities, the DH launched the “10 000 Steps a Day” Campaign in 2022. For the second Walking Challenge in 2023, a total of 16 000 people participated, with the total number of steps accumulated exceeding 5 billion. The Walking Challenge commences today and lasts for one month. In addition to individual Walking Challenge, it also includes a Workplace Organisation Walking Challenge, aiming to raise public awareness of the physical and mental health benefits of walking, encourage friends and colleagues to support each other and walk 10 000 steps daily. Adults are recommended to gradually increase their daily step goal to 10 000 based on an individual’s own physical conditions, abilities, pace and circumstances. Any amount of walking is better than sitting, even if the goal cannot be reached yet. Participants enrol in the Walking Challenge and record their step count during the challenge period through “e+Life”, the health challenge platform launched under the eHealth app. Participants reaching a daily average of 10 000 steps during the challenge period can be awarded an electronic certificate of achievement from the “e+Life” platform. Ada Deer was just four years old when she attended the first general council meetings for her tribe, the Menominee Nation, which has been rooted in the Great Lakes region for more than 10,000 years. She was committed from her earliest years to advocating for her people, but when she was a young woman, in 1961, the Federal Government terminated the Menominee Nation’s recognition, halting all federal services to the tribe and placing all tribal property and assets in the hands of a private corporation. This resulted in a drastic decline in employment and the decimation of basic services, including health care, for the Menominee people, as the reservation hospital closed due to lack of funding.
Inspired by the civil rights movements happening around the country, Deer helped to form a new group demanding that the U.S. government recognize the rights of her tribe. The group mobilized in opposition to federal policies, especially those related to land sales, and argued for restoring the Menominee Nation’s legal right to exist. Their efforts ultimately resulted in President Nixon signing legislation in 1973, restoring federal recognition to the Menominee Tribe. That year, when asked about her advocacy in an interview, Deer said, “Mainly, I want to show people who say nothing can be done in this society that it just isn’t so. You don’t have to collapse just because there’s federal law in your way. Change it!”
Ada Deer went on to become the first woman to chair the Menominee Tribe in Wisconsin, and then the first woman to serve as the Assistant Secretary For Indian Affairs at the Department of the Interior. During her confirmation hearing before Congress, Deer recounted, “At Menominee, we collectively discovered the kind of determination that human beings only find in times of impending destruction… Against all odds, we invented a new policy, restoration.” While in office, she helped set federal policy for more than 550 federally recognized tribes, guided by this policy of restoration.

WASHINGTON – The U.S. Department of Labor announced today that its Mine Safety and Health Administration completed impact inspections in September 2024 at eight mines in Indiana, Kentucky, New Hampshire, Pennsylvania, Virginia, West Virginia and Wisconsin and issued 112 violations.
The agency conducts impact inspections at mines that merit increased agency attention and enforcement due to poor compliance history; previous accidents, injuries and illnesses; and other compliance concerns. Of the 112 violations MSHA identified in September 2024, 24 were evaluated by inspectors as significant and substantial. The agency began conducting impact inspections after an April 2010 explosion in West Virginia at the Upper Big Branch Mine killed 29 miners.
Since 2023, MSHA’s impact inspections have identified 4,679 violations, including 1,285 significant and substantial and 87 unwarrantable failure findings. An S&S violation is one that is reasonably likely to cause a reasonably serious injury or illness. Violations designated as unwarrantable failures occur when an inspector finds aggravated conduct that constitutes more than ordinary negligence.
“September 2024 impact inspections identified hazards such as lack of personal protective equipment and inadequate machine guarding. These important protections keep miners safe and prevent serious accidents,” said Assistant Secretary for Mine Safety and Health Chris Williamson. “The Biden-Harris administration continues to demonstrate that impact inspections remain an important tool to hold operators accountable and eliminate hazards that put miners’ safety and health at risk.”
North Indianapolis Quarry & Mill, a crushed and broken limestone mine in Hamilton County, Indiana, operated by Martin Marietta Materials Inc., was one of the eight mines selected for an impact inspection given previous safety concerns and its history of violations. On Sept. 12, 2024, MSHA personnel identified 42 violations of mandatory safety and health standards, 14 of which were designated S&S, and one 107(a) imminent danger order at the mine. Inspectors issue imminent danger orders to remove miners immediately when hazards present the imminent likelihood of a serious accident.
Specifically, inspectors found the following conditions:
MSHA issued an imminent danger order after finding a miner standing on an elevated deck without fall protection, a condition that exposed the miner to the danger of a fall of about 23 feet to the ground below. Falls from heights are the cause of many serious and fatal mining accidents.
Serious housekeeping issues found throughout the mine. Accumulations of materials in work areas contributed to unsafe conditions that could lead to slips, trips and falls – the most common issue found during the inspection – that accounted for 13 violations.
Violations for not ensuring safe access to work areas, including one S&S finding. The mine operator failed to maintain safe travel ways, exposing miners to slip and trip hazards in several locations. Inadequate maintenance of access routes increases the potential for accidents during routine operations.
Three citations for improper examinations of working places. Inadequate examinations prevented hazardous conditions from being identified, corrected and recorded, which exposed miners to hazards. MSHA’s examination standard requires the mine operator to notify miners promptly of any violation not promptly corrected. Adequate examinations are essential for preventing accidents and ensuring safe working environments.
Three citations for inadequate guarding, including two evaluated as S&S. Inspectors observed guards failing to protect miners from contact with the tail pulley of one belt conveyor and a head pulley of another belt conveyor. MSHA issued one non-S&S violation for an opening in the guard of a tail pulley on a third belt conveyor. These violations exposed miners to entanglement with moving machine parts.
These findings indicate a range of systemic safety failures that exposed miners to unnecessary safety hazards. The high rate of S&S violations, combined with repeated failures to comply with safety standards, underscores the need for the mine operator to improve its safety culture and compliance with MSHA standards.

Augustine Thang Zawm Hung was born on 4 December 1973 in Mindat. He studied philosophy at the major seminary of Pyin Oo Lwin, and theology at Saint Joseph’s Catholic Major Seminary of the archdiocese of Yangon.He was ordained a priest on 17 November 2002 for the clergy of Hakha.After ordination, he first served as parish priest of Saint Michael’s, Kanpetlet, Mindat (2003-2005). He was awarded a licentiate in sacred scripture from the Pontifical Biblical Institute in Rome (2005-2009), and went on to serve as secretary of the diocese of Kalay (2009-2010), secretary of the diocese of Hakha (2010-2012). [WASHINGTON, D.C.] – Tonight, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee who served 23 years in the Reserve Forces—released the following statement after voting against Pete Hegseth’s nomination to serve as Secretary of Defense. After the U.S. Senate voted 50-50, Hegseth was confirmed by a tie-breaking vote from Vice President JD Vance in favor of his nomination.
“Throughout his nomination process, Pete Hegseth proved again and again that he does not have the qualifications, the breadth of knowledge or the moral fiber to lead the greatest military on the face of the earth. Managing our nation’s largest and most complex organization, the 3 million personnel who fall under its umbrella and our nearly $900 billion defense budget takes a serious candidate. Yet, it is deeply shameful that tonight—despite shouting from the rooftops that they wanted to bring meritocracy back to our military—nearly every Republican chose to confirm someone who so obviously lacks the merits to serve as our Secretary of Defense. And our brave servicemembers, our military readiness and our national security will pay the price.
“Not only does Pete Hegseth lack the experience to do the job, the mountain of abuse and sexual misconduct allegations that have come to light further underscores how unfit he is to uphold good order and discipline in our Armed Forces. Rank and file members of our great military would be held accountable for the actions Mr. Hegseth has allegedly committed and would not be able to serve, much less be promoted. It is insulting to ask our servicemembers to uphold the absolute highest standards, only to turn around and lower the standards for Pete Hegseth to lead them.
“I’m deeply concerned by the message that confirming someone as unqualified as Pete Hegseth is sending to our servicemembers—including the brave women in combat who, unlike Mr. Hegseth, have earned their roles—as well as our adversaries around the world. Last week, Duckworth delivered an impassioned speech on the Senate floor slamming U.S. Secretary of Defense nominee Pete Hegseth for his lack of experience and qualifications to lead the Department of Defense. Speaking next to a framed copy of the Soldier’s Creed—a copy that hangs over her desk in the Senate and hung above her bed during her recovery at Walter Reed Medical Center after the helicopter she co-piloted was shot down—Duckworth underscored that it would be insulting to ask our servicemembers to train and perform to the absolute highest standards if the Senate confirms a Secretary of Defense who is wholly unprepared and unqualified to lead them in any way.
During his confirmation hearing, Duckworth demonstrated some of the areas where Mr. Hegseth lacks the experience or knowledge that a serious Defense Secretary nominee should have, grilling him on basic questions that he failed to answer. She asked him if he ever led an audit. He would not confirm. She asked him to describe at least one of the main international security agreements a Secretary of Defense is responsible for leading. He could not name any. She asked him to name at least one nation that is a part of ASEAN, an organization with several member states who have mutual defense treaties, alliances or enhanced defense cooperation agreements with the U.S. None of the three countries he named were correct.

In connection with a murder and wounding case happened in Yuen Long on January 22, Police further arrested two 22-year-old men for murder and wounding, and a 20-year-old woman for conspiracy to wounding in Tin Shui Wai, Tsing Yi and Yuen Long respectively yesterday (January 24).
In the murder and wounding case, a 24-year-old man died and a 28-year-old man was injured.
Together with the arrests made earlier, Police arrested a total of eight men and one woman, aged 19 to 27. Among them, Police today (January 25) laid holding charges against the 20-year-old man and the 22-year-old man each with one count of murder and one count of wounding. The 20-year-old man was also laid holding charges with one count of driving without a valid license and one count of driving without third party insurance. The case will be mentioned at Fanling Magistrates’ Courts in the morning of January 27.
Besides, the four male arrestees, aged 22 to 26, were released on bail and are required to report back to Police in late February. The 20-year-old female arrestee is being detained for further enquiries.
For the two men who had been charged earlier, the case was mentioned at Tuen Mun Magistrates’ Courts this morning.
Active investigation by the Regional Crime Unit of New Territories North is under way. Anyone who witnessed the case or has any information to offer is urged to contact the investigating officers on 3661 3356.

A co-founder of a national Palestinian solidarity network in Aotearoa New Zealand today praised the “heroic” resilience and sacrifice of the people of Gaza in the face of Israel’s ruthless attempt to destroy the besieged enclave of more than 2 million people.
Speaking at the first solidarity rally in Auckland Tāmaki Makaurau since the fragile ceasefire came into force last Sunday, Janfrie Wakim of the Palestine Solidarity Network Aotearoa (PSNA) also paid tribute to New Zealand protesters who have supported the Palestine cause for the 68th week.
“Thank you all for coming to this rally — the first since 7 October 2023 when no bombs are dropping on Gaza,” she declared.
“The ceasefire in Gaza is fragile but let’s celebrate the success of the resistance, the resilience, and the fortitude — the sumud [steadfastness] — of the heroic Palestinian people.
“Israel has failed. It has not achieved its aims — in the longest war [15 weeks] in its history — even with $40 billion in aid from the United States. It has failed to depopulate the north of Gaza, it has a crumbling economy, and 1 million Israelis [out if 9 million] have left already.”
Wakim said that the resistance and success in defeating Israel’s “deadly objectives” had come at a “terrible cost”.
“We mourn those with families here and in Gaza and now in the West Bank who made the ultimate sacrifice with their lives — 47,000 people killed, 18,000 of them children, thousands unaccounted for in the rubble and over 100,000 injured.

She said the genocide had been enabled by the wealthiest countries in the world and the Western media — “including our own with few exceptions”.
“Without its lies, its deflections, its failure to report the agonising reality of Palestinians suffering, Israel would not have been able to commit its atrocities,” Wakim said.
“And now while we celebrate the ceasefire there’s been an escalation on the West Bank — air strikes, drones, snipers, ethnic cleansing in Jenin with homes and infrastructure being demolished.
“Checkpoints have doubled to over 900 — sealing off communities. And still the Palestinians resist.
“And we must too. Solidarity. Unity of purpose is all important. Bury egos. Let humanity triumph.”

90-year-old supporter During her short speech, Wakim introduced to the crowd the first Palestinian she had met in New Zealand, Ghazi Dassouki, who is now aged 90.
She met him at a Continuing Education seminar at the University of Auckland in 1986 that addressed the topic of “The Palestine Question”. It shocked the establishment of the time with Zionist complaints and intimidation of staff which prevented any similar academic event until 2006.
Wakim called for justice for the Palestinians.
“Freedom from occupation. Liberation from apartheid. And peace at last after 76 years of subjugation and oppression by Israel and its allies,” she said
She called on supporters to listen to what was being suggested for local action — “do what suits your situation and energy. Our task is to persist, as Howard Zinn put it”.
“When we organise with one another, when we get involved, when we stand up and speak out together, we can create a power no government can suppress,” she said.
“We don’t have to engage in grand, heroic actions to participate in the process of change. Small acts, when multiplied by millions of people, can transform the world.”

Calls to block NZ visits by IDF soldiers Among many nationwide rallies across Aotearoa New Zealand this weekend, were many calls for the government to suspend entry to the country from soldiers in the Israeli Defence Forces (IDF).
“New Zealand should not be providing rest and recreation for Israeli soldiers fresh from the genocide in Gaza,” said PSNA national chair John Minto.
“We wouldn’t allow Russian soldiers to come here for rest and recreation from the invasion of Ukraine so why would we accept soldiers from the genocidal, apartheid state of Israel?”
As well as the working holiday visa, since 2019 Israelis have been able to enter New Zealand for three months without needing a visa at all.
This visa-waiver is used by Israeli soldiers for “rest and recreation” from the genocide in Gaza.
Minto stressed that IDF soldiers had killed at least 47,000 Palestinians — 70 percent of them women and children.
“All these red flags for genocide have been visible for months but the government is still giving the green light to those involved in war crimes to enter New Zealand,” Minto said.
Last month, PSNA again wrote to the government asking for the suspension of travel to New Zealand for all Israeli soldiers and reservists.
Meanwhile, 200 Palestinian prisoners held in Israeli jails have been set free under the terms of the Gaza ceasefire deal between Israel and Hamas. Seventy of them will be deported to countries in the region, reports Al Jazeera.
Masses of people have congregated in Ramallah, celebrating the return of the released Palestinian prisoners.
A huge crowd waved Palestinian flags, shouted slogans and captured the joyful scene with their phones and live footage shows.
The release came after Palestinian fighters earlier handed over four female Israeli soldiers who had been held in Gaza to the International Red Cross in Palestine Square.
The smiling and waving soldiers appeared to be in good health and were in high spirits.

The department appeals to swimmers to be considerate and to keep the swimming pools clean. They are advised not to swim after a full meal and should use the toilet facilities if necessary before swimming.

The Symphony Kukai has been staged in Auckland, New Zealand’s largest city, showcasing the life of Kukai, a prominent symbol of cultural exchange, through a moving musical performance by both Chinese and New Zealand musicians.

As an economist, I have spent years studying this topic. Trade policy has profound effects on how industries operate, from production locations to competitive dynamics. These changes impact everyday life, from the cost of your morning coffee to the job security in your local community.
And, because the president has extensive control over trade policy, every presidential election is a referendum on the issue.
The two most recent administrations – President Donald Trump and Vice President Mike Pence from 2017 to 2021 and President Joe Biden and Vice President Kamala Harris from 2021 to today – have had starkly different approaches to trade policy. The contrast shows how a president’s economic philosophy can reshape the nation’s global business strategy.
Both Trump and Harris are on the ballot in November. Harris is expected to carry on Biden’s trade policies if she wins. This comparison offers insight into how the next U.S. president will govern on trade.
2017-2021: Trump and Pence on trade
Trump pursued a protectionist trade agenda during his time in office.
Protectionism refers to government policies that limit international trade to benefit domestic industries. These measures include tariffs – taxes on imported goods – quotas and regulations that make imports more expensive.
One of Trump’s first acts in office was withdrawing from the Trans-Pacific Partnership — a colossal 12-nation pact that would have covered 40% of global output. His decision cost America both access to lucrative Asian markets and a powerful counterweight to China’s economic influence.
Closer to home, Trump renegotiated the North American Free Trade Agreement (NAFTA) into the United States-Mexico-Canada Agreement,
tightening rules for automakers. The effect? While wages for workers in the automotive industry and vehicle prices for American consumers increased, it barely spurred any additional domestic car production.
Trump also launched a tariff-driven trade war with China and the European Union, asserting it would address unfair practices and reduce the U.S. trade deficit. The strategy, however, prompted retaliatory tariffs, resulting in higher consumer prices and job losses in U.S. industries dependent on imported components. While some sectors benefited from the approach, American farmers suffered due to export losses, necessitating government subsidies.
The administration also launched initiatives like the Indo-Pacific Economic Framework for Prosperity, or IPEF, signaling a return to Obama-era trade strategies prioritizing regional partnerships in the Pacific. The IPEF aims to strengthen economic ties with Asian countries by coordinating policies to enhance supply chain resilience and promote clean energy rather than focusing solely on tariff reductions.
The Biden-Harris approach emphasizes international cooperation while valuing domestic job creation, particularly in clean energy and manufacturing. However, maintaining many of Trump’s tariffs on Chinese goods, steel and aluminum has kept costs high for some U.S. businesses and consumers.
Building on the Biden administration’s policies, the Harris campaign has signaled its aim to shield lower- and middle-income households from new tariffs that could raise prices while maintaining a tough stance on China through existing tariffs and trade restrictions.
Presidential powers and influence on trade
The president plays a critical role in setting America’s trade policy.
The president can negotiate international trade deals, although Congress must approve them to become law. The executive branch also controls tariffs; under statutes such as the Trade Act of 1974, the president can impose them without congressional approval.
In addition, the president can declare national emergencies related to trade, appoint trade representatives, issue executive orders to manage federal trade policies, and impose sanctions that can influence global trade dynamics.
Free trade agreements can boost exports and promote economic growth, but they may also displace certain workers. In contrast, tariffs on imports protect some domestic industries but raise prices for American consumers. Studies show that tariffs imposed under Trump, and continued by Biden, have led to higher prices, reduced output and lower employment, harming the U.S. economy.
Trade policies also affect diplomatic relationships and global supply chains. So, as voters sift through the candidates’ trade policy positions, they must look beyond the soundbites. Understanding how each approach affects job markets, consumer prices and global competitiveness will help voters cast an informed ballot that aligns with their vision for the country’s future.
