  • MIL-Evening Report: Caitlin Johnstone: It’s a genocide, but it’s also so much more than that

    The mass atrocity in Gaza is a genocide, obviously, and is an undisguised ethnic cleansing operation.

    But it’s also a lot more than that.

    It’s an experiment  —  to see what kinds of abuses the public will accept without causing significant disruption to the imperial status quo.

    It’s a psychological operation  –  to push out the boundaries of what’s normal and acceptable in our minds so that we will consent to even more horrific abuses in the future.

    It’s a symptom  —  of Zionism, of colonialism, of militarism, of capitalism, of Western supremacism, of empire-building, of propaganda, of ignorance, of apathy, of delusion, of ego.

    It’s a manifestation  —  of violent racist, supremacist and xenophobic belief systems that have always been there but were previously restrained, meeting with the unwholesome nature of alliances that have long been in place but have been aggressively normalised.

    It’s a mirror  —– showing us accurately and impartially who we currently are as a civilisation.

    It’s a disclosure  —  showing us what the Western empire we live under really is underneath its fake plastic mask of liberal democracy and righteous humanitarianism.

    It’s a revelation  –  showing us who among us really stands for truth and justice and who has been deceiving us about themselves and their motives this entire time.

    It’s a catalyst  –  a galvanising force and a rallying cry for all who realise that the murderous power structures we live under can no longer be allowed to stand, and a blaring alarm clock opening more and more snoozing eyes to the need for revolutionary change.

    It’s a test  –  of who we are as a species and what we are made of, and of whether we can transcend the destructive patterning that is driving humanity to its doom.

    It’s a question  — asking us what kind of world we want to live in going forward, and what kind of people we want to be.

    It’s an invitation  —  to become something better than what we are now.

  • MIL-OSI United Kingdom: Health chiefs issue measles warning to holidaymakers as cases rise globally

    Parents travelling during school holidays are being advised to check children are protected against measles amid a global rise in cases. 

    With the start of the school holidays, parents and carers in Leeds are being urged to ensure their children have an up-to-date Measles Mumps and Rubella (MMR) vaccine, as measles cases rise nationally and internationally.

    The uptake of routine childhood vaccinations has been decreasing over the last ten years, with similar trends observed in West Yorkshire.

    Health chiefs are concerned that low MMR vaccination rates could lead to further cases emerging, particularly given the high numbers of people mixing and travelling during the holidays.  

    Measles is a serious disease which can spread easily among unvaccinated people. Babies, children, pregnant women and people with weakened immune systems are at highest risk.

    The disease can lead to hospitalisation and in rare cases, death. Symptoms typically begin with cold-like signs, such as a high temperature, a runny or blocked nose, sneezing, coughing, and red, sore, watery eyes.

    A few days later, small white spots may appear inside the cheeks and on the back of the lips. This is followed by a rash that usually starts on the face and behind the ears before spreading to the rest of the body.

    Victoria Eaton, Leeds City Council’s director of public health, said: “As we enter the summer holidays, we want everyone to enjoy the season safely and in good health.

    “This year outbreaks have been seen in several European countries, including France, Italy, Spain and Germany and the World Health Organisation recently reported that Pakistan, India, Thailand, Indonesia and Nigeria currently have among the highest number of measles cases worldwide.

    “These are places where people may be going on holiday or travelling to visit family and friends.

    “Checking your family’s MMR vaccination status is a simple but important step in protecting your loved ones and the wider community.

    “If you’re unsure whether you or your child are fully vaccinated, please contact your GP to check your records and arrange vaccination, especially if you’re planning to travel over the summer break.”

    The MMR vaccine, which is usually given to children around their first birthday and again at 3 years 4 months offers the best protection against measles. Two doses provide long-lasting immunity.

    Councillor Fiona Venner, Leeds City Council’s executive member for equalities, health and wellbeing, said:  “We want everyone to enjoy their holidays but checking your child is fully vaccinated against measles before you go will ensure you and your child are protected and safe.

    “It’s never too late to get the vaccine, even if you have missed a first, or second dose. A non-porcine version of the MMR vaccine is also available – however, you may need to request this from your GP practice ahead of vaccination.

    “If you think you or your child has measles, phone your GP or NHS 111 for advice. To reduce the risk of spreading it to others, please avoid contact with other people. Call ahead first before attending any healthcare settings.”

    Fatal crash at Roger River Road, Roger River

    Friday, 25 July 2025 – 7:54 pm.

    Sadly, a 17-year-old man has died following a crash at Roger River Road, Roger River today.
    Police and emergency services were called to the scene about 12.15 pm.
    Initial inquiries indicate the man was travelling north on Roger River Road in a Ford Ranger Flattray Utility, as part of his employment, when he has veered to the incorrect side of the road, entered the verge and travelled a short distance before colliding with a tree.
    Anyone with information or relevant dash cam footage, is asked to contact police on 131 444 and quote ESCAD 144-25072025.
    Our thoughts are with the man’s family and loved ones. A report will be prepared for the coroner.

    Gold medal:     The Secretary for Education, Dr Choi Yuk-lin, congratulated the Hong Kong teams today (July 25) on their outstanding performances. “The impressive results achieved by the Hong Kong teams bear testament to the concerted efforts of the Government and various stakeholders in promoting STEAM (science, technology, engineering, the arts, and mathematics) and gifted education. The Education Bureau (EDB) will continue to strengthen the promotion of STEAM and gifted education in primary and secondary schools, and encourage the effective use of the school-based student talent pool to identify and nurture more students with talent,” Dr Choi said.

    Joint statement from UK and Australia on the Australia-UK Ministerial Consultations (AUKMIN) July 2025

    1 . On 25 July 2025, the Minister for Foreign Affairs Senator the Hon Penny Wong and the Deputy Prime Minister and Minister for Defence the Hon Richard Marles MP hosted the Secretary of State for Foreign, Commonwealth and Development Affairs the Rt Hon David Lammy MP and the Secretary of State for Defence the Rt Hon John Healey MP for the Australia-UK Ministerial Consultations (AUKMIN) in Sydney.

    2 . Ministers noted the global security environment had become more dangerous and unpredictable since they last met in December 2024. They recognised the elevated importance of the enduring Australia-UK relationship in responding together to address these challenges.

    3 . Ministers agreed to significantly increase their cooperation to bolster Australia and the UK’s defence and national security, enhance economic security and mitigate and address the impacts of climate change. Ministers agreed on the enduring importance of the UK-Australia relationship in delivering economic growth to our peoples and globally.

    4 . Ministers underscored the role Australia and the UK play in upholding the rules, norms and institutions, including respect for universal human rights, that underpin global prosperity and security, and noted their deep, clear and longstanding commitment to the multilateral system. They committed to consider joint initiatives and advocacy on multilateral reform, including on the UN Secretary-General’s UN80 Initiative, to ensure the multilateral system is able to continue to deliver on critical core functions and mandates.

    Closer cooperation in the Indo-Pacific

    5 . Ministers reaffirmed that the security, resilience and prosperity of the Indo-Pacific and Euro-Atlantic regions are interconnected. They committed to continue to expand efforts to safeguard internationally agreed rules and norms and respect for sovereignty. Ministers agreed on the need to shape a world characterised by adherence to rules and norms, rather than power or coercion.

    6 . Ministers committed to further strengthen cooperation, bilaterally and with regional partners, to ensure a peaceful, stable and prosperous Indo-Pacific. Ministers agreed the UK and Australia’s enduring engagement in the Indo-Pacific was important to shaping a favourable strategic balance in the region.

    7 . Recognising the deteriorating geostrategic environment, Ministers emphasised the need for all countries to manage strategic competition responsibly, and the importance of dialogue and practical measures to reduce the risks of miscalculation, escalation and conflict.

    8 . Ministers reiterated their strong opposition to coercive or destabilising activities by China’s Coast Guard, naval vessels and maritime militia in the South China Sea, including sideswiping, water cannoning and close manoeuvres that have resulted in injuries, endangered lives and created risks of miscalculation and escalation. Ministers agreed to continue cooperating to support freedom of navigation and overflight in the region, including through participation in joint activities. They also reiterated their concern about the situation in the East China Sea.

    9 . Ministers emphasised the obligation of all states to adhere to international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), which provides the comprehensive legal framework for all activities in the ocean and seas. They agreed that maritime disputes must be resolved peacefully and in accordance with international law. Ministers reaffirmed that the 2016 South China Sea Arbitral Tribunal decision is final and binding on the parties. They emphasised any South China Sea Code of Conduct must be consistent with UNCLOS and not undermine the rights of States under international law.

    10 . Ministers agreed on the critical importance of peace and stability across the Taiwan Strait. They called for the peaceful resolution of cross-Strait issues through dialogue and not through the threat or use of force or coercion, and reaffirmed their opposition to unilateral changes to the status quo. They expressed concern at China’s destabilising military exercises around Taiwan. Ministers recognised that the international community benefits from the expertise of the people of Taiwan and committed to support Taiwan’s meaningful participation in international organisations where statehood is not a pre-requisite or as an observer or guest where it is. They reiterated their will to continue to deepen relations with Taiwan in the economic, trade, scientific, technological, and cultural fields.

    11 . Ministers strongly condemned the DPRK’s ongoing nuclear and ballistic missile programs and called for the complete, verifiable and irreversible denuclearisation of the DPRK. Ministers also expressed grave concern over the DPRK’s malicious cyber activity, including cryptocurrency theft and use of workers abroad to fund the DPRK’s unlawful weapons of mass destruction and ballistic missile programs.

    12 . Ministers emphasised their commitment to ASEAN centrality and recognised the critical role of ASEAN-led architecture in promoting peace, stability and prosperity in the region. They reaffirmed their ongoing commitment to support the practical implementation of the ASEAN Outlook on the Indo-Pacific.

    13 . Ministers underscored their commitment to deepen engagement on trade and investment diversification in Southeast Asia, including through Invested: Australia’s Southeast Asia Economic Strategy to 2040, Australia’s AUD 2 billion Southeast Asian Investment Financing Facility and dedicated Southeast Asia Investment Deal Teams, and the UK’s enhanced economic engagement. Ministers agreed to continue to strengthen coordination on clean energy transition in Southeast Asia and cooperation to bolster the region’s economic resilience through the mobilisation of private finance for climate objectives and green infrastructure, exploring collaboration on financing of low-carbon energy projects, and coordination of support to the ASEAN Power Grid.

    14 . Ministers reaffirmed their commitment to combat people smuggling, human trafficking and modern slavery in South and Southeast Asia, recognising that women and girls were most impacted, with a focus on trafficking into scam centres.

    15 . Ministers reiterated their commitment to the Indian Ocean Rim Association (IORA) as the premier ministerial-level forum in the Indian Ocean region. They agreed to continue collaboration on shared priorities in the Indian Ocean, including maritime security.

    16 . Ministers reiterated their serious concern at the deepening humanitarian crisis and escalating violence in Myanmar, compounded by the devastating earthquake in March. They strongly condemned the Myanmar regime’s violent oppression of its people, including the continued bombardment of civilian infrastructure. They called for all parties to prioritise the protection of civilians. They called on the regime to immediately cease violence, release those arbitrarily detained, allow safe and unimpeded humanitarian access, and return Myanmar to the path of inclusive democracy. Ministers reiterated their support for ASEAN’s efforts to resolve the crisis, including through the Five Point Consensus and the work of the ASEAN Special Envoy and UN Special Envoy. They welcomed ASEAN leaders’ recent call for an extended and expanded ceasefire, and inclusive national dialogue.

    17 . Ministers highlighted their commitment to continue to work with Pacific island countries through existing regional architecture, recognising the centrality of the Pacific Islands Forum. They agreed on the importance of pursuing Pacific priorities as set out in the 2050 Strategy for the Blue Pacific Continent. Ministers joined Pacific partner calls for increased access to climate finance, including further support to Pacific-owned and led mechanisms such as the Pacific Resilience Facility. Ministers welcomed ongoing reform of multilateral climate funds, including the Green Climate Fund (GCF), to provide better outcomes for Pacific island countries, noting encouraging progress made regarding the accreditation of Direct Access Entities and GCF regional presence. Ministers welcomed the UK’s continued contributions to Pacific security through their assistance in the removal of explosive remnants of war via their participation in the Australian-led Operation Render Safe. Ministers agreed to continue to work together to advance transparent and high-quality development in line with the Pacific Quality Infrastructure Principles (PQIPs), including through the Pacific Business Club. Ministers committed to work collaboratively on respective approaches to the Multilateral Development Banks (MDBs) to encourage reform consistent with the PQIPs. Ministers underscored our shared commitment to cyber coordination and capacity-building in the Pacific including through support to the inaugural Pacific Cyber Week in August 2025, a concept endorsed by the Pacific Islands Forum. Ministers emphasised the importance of sharing expertise and strengthening people-to-people links for a more cyber-resilient Pacific.

    Ambitious partners, facing global challenges together

    18 . Ministers unequivocally condemned Russia’s full-scale invasion of Ukraine and called on Russia to immediately withdraw its troops from Ukraine’s internationally recognised territory, and adhere fully to its obligations under international law, including in relation to the protection of civilians and treatment of prisoners of war. They reiterated their commitment to making sure that Ukraine gets the military and financial support it needs to defend itself in the fight now and agreed to step up action against Russia’s war machine. They emphasised the importance of taking further action against Russia’s shadow fleet, acknowledging the sanctions both countries had imposed in this regard. They also called on Russia to immediately cease their illegal deportation of Ukrainian children and reunify those already displaced with their families and guardians in Ukraine.

    19 . Ministers reiterated their deep concerns about the role of third countries in supporting Russia’s illegal war in Ukraine and the associated impact for the security of the Indo-Pacific. They called on China to prevent its companies from supplying dual-use components to Russia’s war effort, and exercise its influence with Russia to stop Moscow’s military aggression and enter negotiations to end the war in good faith. Ministers strongly condemned the DPRK’s support for Russia through the supply of munitions and deployment of DPRK personnel to enable Russia’s war efforts. Ministers called on Iran to cease all support for Russia’s illegal war against Ukraine and halt the transfer of ballistic missiles, UAVs and related technology.

    20 . Ministers agreed deepening military cooperation between Russia and the DPRK was a dangerous expansion of Russia’s war that has significant implications for security in the Indo-Pacific region. They expressed deep concerns about any political, military or economic support Russia may be providing to the DPRK’s nuclear and ballistic missile programs. Ministers affirmed their commitment to cooperating with international partners to strengthen efforts to hold the DPRK to account for violations and evasions of UN Council Resolutions (UNSCRs) including as founding members of the Multilateral Sanctions Monitoring Team (MSMT). Ministers acknowledged the release of the MSMT’s first report, which shines a light on unlawful DPRK-Russia military cooperation including arms transfers and Russia’s training of DPRK troops. Ministers urged all UN Member States to abide by their international obligations under the UNSCRs to implement sanctions, including the prohibition on the transfer or procurement of arms and related material to or from the DPRK.

    21 . Ministers called on Iran and Israel to adhere to the ceasefire and urged Iran to resume negotiations with the US. Ministers stated their determination that Iran must never develop a nuclear weapon. It is essential that Iran act promptly to return to full compliance with its safeguards obligations, cooperate fully with the International Atomic Energy Agency, and refrain from actions that would compromise efforts to address the security situation in the Middle East. Ministers condemned Iran’s unjust detention of foreign nationals and raised ongoing concerns over the human rights situation in Iran, particularly the escalation of the use of the death penalty as a political tool during the 12-day conflict, and the ongoing repression of women, girls and human rights defenders.

    22 . Ministers reiterated their support for Israel’s security and condemnation of Hamas’ horrific attacks on 7 October 2023, and underlined that Israeli actions must abide by international law. They called for an immediate ceasefire in Gaza, an end to Israeli blocks on aid, and the urgent and unconditional release of all hostages.

    23 . Ministers reaffirmed their conviction that an immediate and sustained ceasefire, alongside urgent steps towards a credible and irreversible pathway to a two-state solution are the only ways to deliver lasting peace, security and stability for Israelis, Palestinians and the wider region.

    24 . Ministers expressed grave concerns at the horrific and intolerable situation in Gaza. They continue to be appalled by the immense suffering of civilians, including Israel’s blocking of essential aid. They reiterated their call for Israel to immediately enable full, safe and unhindered access for UN agencies and humanitarian organisations to work independently and impartially to save lives, end the suffering and deliver dignity. Ministers also condemned settler violence in the West Bank, which has led to deaths of Palestinian civilians and the displacement of whole communities, and expressed opposition to any attempt to expand Israel’s illegal settlements.

    25 . Ministers expressed their deep concern for the safety and security of humanitarian personnel working in conflict settings around the world. They reaffirmed their commitment to finalise a Declaration for the Protection of Humanitarian Personnel and implement practical actions to ensure greater respect for and protection of humanitarian personnel. Ministers also called on all countries to endorse the Declaration once launched and to reaffirm their responsibility to uphold humanitarian principles and ensure respect for international humanitarian law. Ministers discussed the essential role of the humanitarian system which is critical to saving lives and livelihoods and avoiding mass displacement. Ministers noted that the core work of the UN, the Red Cross and Red Crescent Movement, and international, national and local humanitarian organisations, must be preserved. Ministers also reiterated support for the Emergency Relief Coordinator’s humanitarian reset.

    26 . Ministers committed to continue close collaboration on protecting and promoting gender equality internationally and countering rollback of rights, including through Australia-UK Strategic Dialogues on Gender Equality and progressing subsequent agreed commitments, such as the UK-Australia Gender Based Violence MoU.

    27 . Ministers reaffirmed their commitment to the full implementation of the Women Peace and Security (WPS) agenda. They acknowledged the 25th anniversary of UN Security Council Resolution 1325 and agreed to continue working together on implementing the WPS agenda, promoting the full, equal, meaningful and safe participation and leadership of women in conflict prevention, mediation and resolution, and working together on preventing conflict-related sexual violence and ending impunity.

    28 . Ministers reiterated their serious shared concerns about human rights violations in China, including the persecution and arbitrary detention of Uyghurs and Tibetans and the erosion of their religious, cultural, education and linguistic rights and freedoms. They expressed their deep concern with the transfer of a cohort of 40 Uyghurs to China against their will in February this year. Ministers shared grave concerns about the ongoing systemic erosion of Hong Kong’s autonomy, freedom, rights and democratic processes, including through the imposition of national security legislation and the prosecution of individuals such as British national Jimmy Lai and Australian citizen Gordon Ng. They shared their deep concern over the actions of Hong Kong authorities in targeting pro-democracy activists both within Hong Kong and overseas, including in Australia and the UK.

    29 . Ministers expressed growing concern over foreign information manipulation and interference (FIMI) and attempts to undermine security and democratic institutions and processes. They committed to working closely to analyse and respond to FIMI in order to raise the costs for malign actors, and build collective responses to FIMI, including in multilateral fora, and to promote resilient, healthy, open and fact-based environments.

    30 . Ministers acknowledged the unprecedented opportunities presented by critical and emerging technologies, including artificial intelligence, and the need to mitigate harms to build trust and confidence. They committed to collaborate on reciprocal information sharing on advanced AI capabilities and research, including between Australian agencies and the UK AI Security Institute, and working together to capture the opportunities of AI through the bilateral Cyber and Critical Technology Partnership.

    31 . Australia welcomed the UK’s new Laboratory for AI Security Research (LASR) and looked forward to exploring the opportunities for cooperation between our nations. The lab will pull together our world-class industry, academia and government agencies to ensure we reap the benefits of AI, while detecting, disrupting and deterring adversaries who would use it to undermine our national security and economic prosperity.

    32 . Ministers expressed shared concern over the persistent threat of malicious cyber activities impacting our societies and economies and agreed to continue to work closely on leveraging all tools of deterrence, including the use of attributions and sanctions to impose reputational, financial costs and travel bans on these actors. Our respective statements calling out the egregious activity of Russia’s GRU on Friday 18 July is a good example of such cooperation.

    33 . The UK is pleased to welcome Australia as a partner to the Common Good Cyber Fund, designed to strengthen cybersecurity for individuals most at risk from digital transnational repression. The Fund was first launched by the Prime Ministers of the UK and Canada under the G7 Rapid Response Mechanism. This participation underscores the growing commitment among G7 partners and like-minded nations to counter this threat and to deliver support to those who may be targeted.

    34 . Ministers reiterated their commitment to the Commonwealth as a unique platform for cross-regional dialogue and cooperation. They noted the importance of the Commonwealth in elevating the voices of small developing states on issues of global importance. Ministers took note of the important role of the Commonwealth Small States Offices in New York and Geneva, and committed to looking into options for expansion of this offer.

    Building shared defence capability

    35 . Ministers welcomed the continued growth in the bilateral defence relationship including the deployment of a British Carrier Strike Group to Australia for Exercise Talisman Sabre 2025 as part of an Indo-Pacific deployment. HMS Prince of Wales is the first UK aircraft carrier to visit Australia since 1997 and the deployment demonstrates the UK’s ongoing commitment to increase interoperability with Australia in the Indo-Pacific following significant contributions to Exercises Pitch Black and Predator’s Run in 2024. Ministers look forward to future opportunities in Australia and the wider region, including leveraging the Royal Navy’s (RN) offshore patrol vessels persistently deployed in the Indo-Pacific.

    36 . Ministers also welcomed the success of the inaugural Australia-UK Staff Level Meeting, with the second meeting set to take place in Australia later this year. This forum will continue to progress joint strategic and operational objectives, supporting the evolution of the bilateral relationship.

    37 . Ministers reaffirmed their enduring commitment to the generational AUKUS partnership, which is supporting security and stability in the Indo-Pacific and beyond, enhancing our collective deterrence against shared threats. This capability and technology sharing partnership will deliver military advantage to deter adversaries and promote regional security. The partnership also provides new pathways for innovation, boosting interoperability between partners and strengthening our combined defence industrial base.

    38 . Ministers announced their intent to sign a bilateral AUKUS treaty between the UK and Australia on Saturday, 26 July. The Treaty is a landmark agreement, which will underpin the next 50 years of UK-Australian bilateral cooperation under AUKUS Pillar I.

    39 . The Treaty will enable comprehensive cooperation on the design, build, operation, sustainment, and disposal of our SSN-AUKUS submarines; support the development of the personnel, workforce, infrastructure and regulatory systems required for Australia’s nuclear-powered submarine program; and realise increased port visits and the rotational presence of a UK Astute Class submarine at HMAS Stirling under Submarine Rotational Force – West.

    40 . The Treaty will enable our two countries to deliver a cutting-edge undersea capability through the SSN-AUKUS, in conjunction with our partner the US. Through working together we are supporting stability and security in the Indo-Pacific and beyond for decades to come, creating thousands of jobs, strengthening our economies and supply chains, building our respective submarine industrial bases and providing new opportunities for industry partners.

    41 . Ministers welcomed the significant progress made towards delivering Pillar I, including the entry into force of the AUKUS Naval Nuclear Propulsion Agreement between Australia, the UK and US on 17 January 2025 and the progress in design of the SSN-AUKUS submarines that will be operated by the RN and the Royal Australian Navy (RAN).

    42 . Ministers welcomed the UK’s June commitment, in its Strategic Defence Review, to build up to 12 SSN-A submarines, and continuous submarine production through investments in Barrow and Raynesway that will allow the UK to produce a submarine every 18 months, and recognised the UK’s additional investment to transform the UK’s submarine industrial base.

    43 . Ministers reaffirmed Australia and the UK’s strong and ongoing commitment to the delivery of the AUKUS Optimal Pathway. Reflecting the UK’s enduring dedication to this partnership, and long-standing engagement in the Indo-Pacific, Ministers welcomed the planned deployment of a RN submarine to undertake a port visit to Australia in 2026, delivering a varied programme of operational and engagement activities. The visit will support preparations for the establishment of the Submarine Rotational Force – West from as early as 2027, and represents another step forward on the shared path towards the delivery of SSN-AUKUS – ensuring our navies are ready, integrated, and capable of operating together to promote security and stability in the region.

    44 . Ministers underscored the importance of ensuring Australia’s acquisition of a conventionally-armed, nuclear-powered submarine capability sets the highest non-proliferation standard, and endorsed continued close engagement with the International Atomic Energy Agency.

    45 . Ministers affirmed their commitment under AUKUS Pillar II to continue to deliver tangible advanced capabilities to our defence forces and welcomed progress to date. By leveraging advanced technologies, our forces become more than the sum of their parts. They underlined the importance of Pillar II in streamlining capability acquisition and strengthening our defence innovation and industry sectors.

    46 . As part of Talisman Sabre 25, AUKUS partners participated in Maritime Big Play activities as well as groundbreaking AI and undersea warfare trials. The partners tested the remote operation of the UK’s Extra Large Unmanned Underwater Vehicle, Excalibur, controlled from Australia while operating in UK waters. The exercise once again accelerated interoperability between our forces and the accelerated integration of remote and autonomous systems.

    47 . Ministers noted the successful UK E-7A Seedcorn training program in Australia. The program, which is set to conclude in December 2025, was established to preserve a core of Airborne Early Warning and Control expertise within the Royal Air Force (RAF) and to lay a strong foundation for the introduction of the UK’s own Wedgetail aircraft. Thanks to the exceptional support of the Royal Australian Air Force (RAAF), since its inception in 2018, 30 RAF personnel – including pilots, mission crew, engineer officers, aircraft technicians, and operations specialists – have benefited from world-class training and exposure to the Wedgetail capability.

    48 . Ministers welcomed the upcoming deployment of a RAAF E-7A Wedgetail to Europe in August under Operation Kudu to help protect vital supply lines for humanitarian aid and military assistance into Ukraine. Delivering upon the vision for true interchangeability detailed in the Wedgetail Trilateral Joint Vision Statement in 2023, this deployment will see the Wedgetail jointly crewed by Australian and British service members in a live operational setting.  Ministers also welcomed Australia’s decision to extend support for training Ukrainian personnel under Operation Interflex, through Operation Kudu, to the end of 2026. Australia and the UK will also continue to work closely together to share insights and observations from the conflict.

    49 . Ministers reiterated their nations’ continued investment in the Five Power Defence Arrangements (FPDA) as a unique multilateral arrangement that plays a constructive role in building habits of cooperation and enhancing the warfighting capabilities of its members. They look forward to Exercise Bersama Lima 2025 which will feature high-end warfighting serials and next-generation assets such as Australia’s F-35s and the UK’s Carrier Strike Group.

    50 . Ministers affirmed their shared ambition to conduct a bilateral defence industry dialogue at both the Senior Official and Ministerial levels, providing a forum to deepen defence industry collaboration, enhance joint capability development, and cooperate on procurement reform to ensure improved efficiency in capability acquisition and sustainment.

    51 . Ministers agreed to deepen cooperation on using Active Electronically Scanned Array (AESA) radar technology in both nations. This includes exploring the potential of using Australian AESA radar technologies for UK integrated air and missile defence applications. They agreed to undertake a series of targeted risk reduction activities in the near future to inform future decisions.”

    52 . Ministers agreed to progress personnel exchanges that support the future combat effectiveness of the Australian Hunter Class and British Type 26 Frigates. To support the introduction of these platforms into service, the RAN and RN will undertake a series of maritime platform familiarisation activities that enable our people to gain experience in critical capabilities, including underwater and above water weapon systems, primary acoustical intelligence analysis, and overall signature management.

    53 . Ministers agreed to strengthen their sovereign defence industries through closer collaboration between the UK’s Complex Weapons Pipeline and Australia’s Guided Weapons and Explosive Ordnance Enterprise. As a first step the Ministers announced a collaborative effort to develop modular, low cost components for next-generation weapon systems.

    54 . Ministers acknowledged the shared legacy and the contribution of veterans to the bilateral relationship. They reaffirmed their commitment to identify avenues for closer collaboration on improving veterans’ health and transition services.

    Partnering on trade, climate and energy

    55 . Ministers agreed to work closely to safeguard and strengthen the role that free and fair trade and the rules-based multilateral trading system plays in economic prosperity and building resilience against economic shocks.

    56 . Ministers reaffirmed the importance of the rules-based multilateral trading system, with the World Trade Organization (WTO) at its core, to economic security and prosperity. Ministers agreed to deepen cooperation to reform and reposition the Organization, and the broader global trading system, to meet the trade challenges of the new economic and geopolitical environment. Ministers agreed to continue working together to overcome blockages in multilateral rulemaking, including by working in smaller and more agile plurilateral groupings to address contemporary challenges, such as non-market policies and practices, which could complement ongoing multilateral efforts. They welcomed cooperation on plurilateral rulemaking, including efforts to have the E-Commerce Agreement incorporated into WTO architecture and brought into force as soon as possible. They reaffirmed the importance of restoring a fully-functioning dispute settlement system as soon as possible, welcoming the UK’s decision to join the Multi-Party Interim Appeal Arbitration Arrangement (MPIA) while our countries work to fix the system.

    57 . Ministers welcomed the entry into force of the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in December 2024 and welcomed Australia as 2025 Chair. Ministers affirmed the need to work cooperatively together to ensure the CPTPP remains high standard and fit-for-purpose in addressing evolving challenges through continued progress on the CPTPP General Review and expansion of the membership. They looked forward to planned CPTPP trade and investment dialogues with the EU and with ASEAN.

    58 . Ministers welcomed the second meeting of the Australia-United Kingdom Free Trade Agreement (A-UKFTA) Joint Committee on 3 June which celebrated the strong and growing trade and investment relationship between the UK and Australia and the strong uptake of the agreement’s benefits.

    59 . Ministers welcomed close engagement on economic security under the annual United Kingdom-Australia Economic Security Dialogue, noting that its establishment by AUKMIN in 2023 was timely in preparing for future needs. They reflected on the closer integration of our analysis capabilities and committed to a joint-funded track 1.5 to generate practical insights and informal policy dialogue that will inform our joint economic security efforts.

    60 . As both countries continue to develop their bilateral partnership through the UK-Australia FTA, the Economic Security Dialogue, and other fora, Ministers committed to deepening cooperation in key sectors of mutual interest. Ministers view this as an opportunity to explore new areas of collaboration and share best practices in the interests of boosting bilateral trade and investment, facilitating innovation and research, and supporting our mutual economic security and resilience. This year, officials in relevant departments will compare approaches with the aim to identify areas of common interest or complementary strength and discuss further opportunities for related cooperation. This may include initiatives to advance supply chain resilience, frontier research, investment promotion, public finance cooperation, and effective regulation.

    61 . Ministers affirmed the calls in the Global Stocktake under the Paris Agreement for countries to come forward in their next NDCs with ambitious emissions reduction targets aligned with keeping 1.5 degrees within reach. In that context, Ministers recognised the immense economic opportunities in ambitious climate action and a rapid transition to renewable energy. Ministers welcomed the UK’s ambitious NDC and looked forward to Australia’s NDC and Net-Zero Plan. Ministers further welcomed the report released by the UN Secretary General titled ‘Seizing the Moment of Opportunity: Supercharging the new energy era of renewables, efficiency, and electrification’ that highlighted the compelling economic case for the rapidly declining cost of renewable energy, and the rapidly growing role of the clean energy economy in powering jobs and economic growth. Ministers affirmed their determination to fulfil multilateral climate commitments and reiterated the importance of reforming the finance system and improving access to climate finance for developing countries. Ministers recommitted to building nature-positive economies to support a central theme of Brazil’s COP Presidency. The UK reiterated its support for Australia’s bid to host COP31 in partnership with the Pacific and expressed the hope that a decision would soon be reached. Ministers welcomed UK sharing its hosting experience and agreed to explore secondments to support COP31 planning. The UK and Australia welcome the close collaboration between our countries in the Intergovernmental Negotiating Committee (INC) negotiations for an international legally binding instrument on plastic pollution, including through our shared membership of the High Ambition Coalition to End Plastic Pollution. At this critical juncture ahead of INC-5.2, the final opportunity to secure an agreement, we call upon all members of the INC to recommit to working constructively to achieve an effective comprehensive agreement that addresses the full lifecycle of plastic. We recognise that Commonwealth countries are particularly affected by plastic pollution and in that regard we renew our commitment to collaborating through the Commonwealth Clean Ocean Alliance, to tackle plastic pollution in the commonwealth. Ministers pledged to deepen collaboration through the UK-Australia Climate and Clean Energy Partnership.

    62 . Ministers welcomed close cooperation to support the development of resilient critical mineral supply chains governed by market principles. This includes developing a roadmap to promote a standards-based market to reflect the real costs of responsible production, processing and trade of critical minerals as agreed at the recent G7 meeting on 17 June. Ministers agreed upon the importance of the sustainable and responsible extraction and processing of critical minerals for the energy transition, and committed to working together on solutions. These include the new Critical Minerals Supply Finance developed by UK Export Finance (UKEF) which can provide finance support to overseas critical minerals projects that supply the UK’s high-growth sectors. UKEF has up to £5bn in finance support available for projects in Australia and will work closely with Export Finance Australia. Ministers also undertook to ensure the UK is consulted on the design and implementation of Australia’s Critical Minerals Strategic Reserve.

    63 . Ministers discussed the leading roles being played by Australia and the UK in the full and effective implementation of the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement welcoming in particular Australia’s role as Co-Chair of the Preparatory Commission. Ministers were encouraged by each country’s progress towards ratification of the treaty, which is a landmark agreement for protection of the world’s ocean.

    64 . Ministers discussed the increasing geostrategic, climatic, and resource pressures on the Antarctic and Southern Ocean region and reaffirmed their shared and long-standing commitment to the Antarctic Treaty System (ATS). Ministers committed to upholding together the ATS rules and norms of peaceful use, scientific research, international cooperation and environmental protection, and to deepen understanding of the impact of climate change on the oceans and the world through Antarctic research including in the context of the International Polar Year of 2032/33. Ministers welcomed the United Kingdom’s chairing of CCAMLR for 2024-5 and 2025-6.

    65 . Ministers agreed on the importance of ensuring all children have the right to grow up in a safe and nurturing family environment. Ministers recognised the transformative impact on children’s health, capacity to learn and economic prospects that growing up in a family-based environment can have. Ministers acknowledged the UK’s Global Campaign on Children’s Care Reform and agreed to work together to drive international awareness and demonstrate their commitment to children’s care reform.

    66 . Ministers reiterated their commitment to upholding shared values and continuing to invest in sustainable development, gender equality, disability equity and social inclusion, which underpin global prosperity. To support sustainable development, Ministers agreed to deepen cooperation with emerging donors of development assistance, to diversify funding, enhance development effectiveness, share lessons and build trust and transparency with partners. Ministers committed to work together to deliver sustainable solutions for Small Island Developing States (SIDS), recognising their unique vulnerabilities and to ensure meaningful engagement in international processes, including ODA graduation.

  • Indian men’s hockey team to tour Australia for four-match series in August

    The Indian men’s hockey team is set to tour Australia in August for a four-match series, scheduled to be held at the Perth Hockey Stadium from August 15 to 21.

    The matches will be played on August 15, 16, 19, and 21.

    The two sides recently faced each other in the FIH Pro League 2024–25 in Europe, where Australia edged out India 3–2 in both legs. However, India had earlier scripted a memorable 3–2 victory over the Kookaburras at the 2024 Paris Olympics — their first Olympic win over Australia since the 1972 Munich Games.

    While recent encounters have been closely fought, Australia have historically held the edge in the rivalry, winning 35 of the 51 matches played between the two teams since 2013. India have won nine times, with seven matches ending in draws.

    The series will serve as an important preparation phase for India ahead of the Asia Cup 2025, set to be held in Rajgir, Bihar, from August 29 to September 7. The tournament offers a direct qualification spot for the FIH Hockey Men’s World Cup 2026, making the Australia tour a key milestone in India’s buildup.

    Speaking about the tour, chief coach Craig Fulton said, “This tour comes at a crucial time for us, just ahead of the Asia Cup in Bihar. While these are technically friendly matches, they form a very important part of our preparation phase. Playing against a team like Australia will test us in all aspects — both on the ball and off it — and that is exactly what we need to sharpen up before a major tournament.”

    “We have just completed a 10-day training block, and the mood in the camp is upbeat as we are fully focused on what lies ahead. One of our key goals on this tour is to use the first two matches for selection purposes, while the remaining games will be played with the shortlisted squad for the Asia Cup. Our focus is firmly on moving forward — the goal now is to prepare well and go to the Asia Cup with the intent to win it,” he added.

    Jim Chalmers:

    The purpose of economic reform is to boost incomes and lift living standards over time. When we came to office, living standards were in free fall, inflation was much higher and galloping, real wages were falling, interest rates had already started to come up – and we’ve been turning things around. We’ve got inflation much lower, sustainably within the Reserve Bank’s target band, real wages are growing again, interest rates have started to come down, unemployment is low, we’ve delivered a couple of surpluses and we’ve got the Liberal debt down as well.

    We’ve made a lot of progress together in our economy, but we know that there’s more work to do. We’ve got a big agenda that we are delivering, that we are rolling out. But we know that at a time when people are still under pressure, the global economic environment is uncertain and when we’ve got these persistent structural issues in our economy as well, we’ve got more work to do and that’s what our efforts on economic reform are all about.

    Our Economic Reform Roundtable is all about making our economy more productive and more resilient and our budget more sustainable at the same time. Now, these are long‑standing issues in our economy and there’s no quick fix. We have an agenda that we’re rolling out, and we are looking to build consensus about next steps when it comes to our economy.

    Now, when it comes to the range of views which have been provided, especially in the last couple of days, whether it be from the union movement, the business community, the Productivity Commission, there have been a range of proposals put to us. I know that the Member for Wentworth and the federal parliament is hosting a tax reform discussion today as well.

    I want to make it really clear – we welcome ideas on the future of our economy from every corner of our economy and every part of our communities. This is a good thing to see the kind of engagement and interest that we’ve seen in the government’s Economic Reform Roundtable and all of the processes which surround it. We don’t expect there to be a unanimous view, but we are seeking common ground. We do welcome ideas from all parts of our country and we’re very encouraged by the level of interest and engagement that we are seeing.

    When it comes to the Productivity Commission report released overnight, I wanted to make a couple of points specifically about that. The Productivity Commission makes it really clear that this challenge in our economy has not been just a feature of our economy the last couple of years, but for the last couple of decades. Our productivity challenge is a long‑standing challenge. The weakest decade for productivity growth in the last 60 years was the decade that our political opponents presided over. So, this challenge has been in our economy for some time.

    There are no quick fixes and we want to work with business and unions and the community more broadly to turn that around over time. Making our economy more productive is one of the most important ways that we can boost incomes and lift living standards over time, and that’s why it’s such a priority for us. Our priorities are to make our economy more productive, to make our economy more resilient in the face of all this global uncertainty, and also to make our budget more sustainable. At the same time, the Productivity Commission has provided some thinking to help us work through these issues. We also welcome the input from unions and businesses and others. I suspect that there will be more of this between now and the Roundtable next month, and that’s a very good thing. Happy to take a couple of questions.

    Journalist:

    Minister, I’ve just got a few questions from our journos in Canberra. On productivity, business and unions are already taking shots at each other in the media over the Productivity Roundtable. Are you worried that the process is becoming unconstructive already?

    Chalmers:

    Not at all. There’ll be a range of views about our productivity challenge and that’s a good thing. We welcome engagement and interest and ideas from unions, from business, from the Productivity Commission, from the community sector and from others. It’s a good thing in a country like ours that we can tease out our differences and seek common ground and that’s what we’re seeing right now. This is precisely why we’re seeking to bring people together. Not because we expect everyone to have a unanimous view. But because everyone’s got an interest in strengthening our economy and strengthening our budget, making our economy more productive and more resilient, lifting living standards and boosting incomes.

    Every Australian has an interest in that. Not every Australian will have a unanimous view, but this is our best effort to seek common ground around these big, persistent structural challenges in our economy. We think it’s a good thing that that conversation that people are engaged in is robust. We think it’s a good thing that people are being blunt and upfront about their views. I think that gives us the best possible chance of working out if there’s common ground and where that common ground might exist.

    Journalist:

    How does Queensland benefit from the opening of [INAUDIBLE] beef imports from the US?

    Chalmers:

    Well, this has been a long standing process that has been underway. It’s a scientific process that involves experts and scientists and it makes sure that our arrangements are up to scratch. I see that there’s a lot of commentary around this in the last day or 2. I know that our political opponents want to play their usual low‑rent politics over it but this is a long‑standing scientific process. It’s coming to a conclusion and it’s all about making sure that we have the best arrangements based on the best scientific advice.

    Journalist:

    The ACTU says that workplace managers are dragging down the nation’s productivity. Is that a view you share?

    Chalmers:

    I think it’s obvious that when it comes to decisions taken by managers and by boards and by others, obviously, that has implications for productivity. I think it would be unusual in the extreme if the ACTU representing Australian workers weren’t able to make that view public. And as I said before, and in answer to your colleague’s question here, I think it’s a good thing.

    Whether it’s the unions, the business community, the PC or others, people should be free to express their views about the best way forward when it comes to making our economy more productive. Obviously, decisions taken by managers and by boards and by others are relevant here to the productivity challenge and I think the ACTU should be able to make their views public.

    Journalist:

    Hoping to ask you a question about the ABC’s Four Corners story about the ATO and Paul Keating’s company. Are you confident that ordinary taxpayers would have the same level of access and the opportunity to get a similar outcome on a tax write‑off as the former Prime Minister Paul Keating?

    Chalmers:

    Well, first of all, I want to make it clear that the first I knew about that decision was when I read it on the ABC website. It’s not something that I was involved in or aware of. In fact, the decision, as I understand it, was made about a decade ago in 2015. That’s 3 treasurers ago, 4 if you include Scott Morrison’s sneaky second stint as Treasurer. So, a long time ago under a government of a different persuasion and a few treasurers ago.

    The ATO takes these decisions independently, that’s how the system works, and treasurers of both political persuasions don’t make commentary on the tax affairs of individuals or individual companies. These decisions are rightly taken independently by the ATO. They have their own processes when it comes to reviewing and considering appeals and feedback that they get from different taxpayers. And that is appropriately a matter for them.

    Journalist:

    Will you be contacting them though, and asking them for a full explanation?

    Chalmers:

    Look, I speak regularly with the Commissioner of Tax Rob Heferen. I appointed him not that long ago. We met not that long ago, we catch up relatively frequently, but it’s not for me to second‑guess decisions taken 10 years ago under other treasurers and other tax commissioners. There are good reasons why the ATO takes those sorts of decisions independently, free of political involvement or interference.

    Journalist:

    Do you think that Glencore is bluffing when it says it’s going to close its copper smelter? And if it isn’t bluffing, what is the federal government doing to protect 17,000 indirect jobs through the chain of supply in North Queensland?

    Chalmers:

    This is a very anxious time for the workers of North Queensland and North West Queensland as well. Very anxious time. The Industry Minister, Tim Ayres, gave an update to the Senate yesterday – as I understand it – on these matters. Our priority is to try and find a way through. Minister Ayres, I think, is convening the major players involved here in the next few weeks to try and find a way through.

    I’m not interested in second guessing the explanations that the company might be providing. I’m interested in trying to find a way through, so I work with Tim Ayres. He’s been very focused on this. We’re obviously very aware of it. It’s obviously an anxious time for all of the workers and communities involved and so if we can find a way through, we will. Tim Ayres is bringing people together to try and see what the next steps could be.

    Journalist:

    Minister, France has announced it will recognise Palestine at the UN General Assembly in September, would that influence Australia’s position?

    Chalmers:

    That’s a matter for the French government. Our Australian position is very clear. We’ve called for an immediate end of the war in Gaza and we support an enduring 2 state solution as the best pathway out of this endless cycle of violence. So the Australian position is clear. I know that Penny Wong will be speaking later on today in the context of the AUKMIN ministers meeting in Sydney, so she might have more to add about that then.

    Journalist:

    Ms Spender is hosting her own tax roundtable today where halting the $3 million super tax will be discussed. Would you be open to hearing those similar sorts of views from that roundtable in your own discussions and roundtable?

    Chalmers:

    I’ve been consulting on that issue for 2 and a half years now. We announced that decision, that policy, 2 and a half years ago. We’ve done 3 rounds of formal consultation, there’s been Treasury‑led technical roundtables, stakeholder roundtables, bilateral engagement, so we’ve been engaging and consulting on that for years now. I know that Allegra has a view about it and she has a right to express that view, as do people participating at the roundtable. I want to say this more broadly, I think it’s absolutely terrific that Allegra Spender is bringing people together as part of the tax component of this Economic Reform Roundtable.

    The Economic Reform Roundtable, as I said, is about productivity, resilience and budget sustainability and obviously, tax has a role to play in all 3 of those things so I think it’s a really good thing that Allegra is bringing those experts together in Canberra today. As I understand it, I will obviously listen to and respect the views put forward around that table today in Canberra. My position on making these generous tax concessions – still generous, still concessional – but fairer and more sustainable is well known, well established.

    A leaked document has revealed secretive plans to revise terror laws in New Zealand so that people can be charged over statements deemed to constitute material support for a proscribed organisation.

    It shows the government also wants to widen the criteria for proscribing organisations to include groups that are judged to “facilitate” or “promote and encourage” terrorist acts.

    The changes would see the South Pacific nation falling in line with increasingly repressive Western countries like the UK, where scores of independent journalists and anti-genocide protesters have been arrested and charged under terrorism laws in recent months.

    The consultation document, handed over to the New Zealand Council for Civil Liberties (NZCCL), reveals the government has been in contact with a small number of unnamed groups this year over plans to legally redefine what material support involves, so that public statements or gestures involving insignia like flags can lead to charges if construed as support for proscribed groups.

    As part of a proposal to revise the Terrorism Suppression Act, the document suggests the process for designating organisations as terror groups should be changed by “expanding the threshold to enable more modern types of entities to be designated, such as those that ‘facilitate’ or ‘promote and encourage’ terrorist acts”.

    The Ministry of Justice has been contacted in an attempt to ascertain which groups it has been consulting with and why it believed the changes were necessary.

    NZCCL chairman Thomas Beagle told Mick Hall In Context his group was concerned the proposed changes were a further attempt to limit the rights of New Zealanders to engage in political protest.

    ‘What’s going on?’
    “When you look at the proposal to expand the Terrorism Suppression Act, alongside the Police and IPCA conspiring to propose a law change to ban political protest without government permission, you really have to wonder what’s going on,” he said.

    A report by the Independent Police Conduct Authority (IPCA) in February proposed to give police the right to ban protests if they believed there was a high chance of public disorder and threats to public safety.

    That would potentially mean bans on Palestinian solidarity protests if far right counter protestErs posed a threat of violent confrontation.

    The stand-alone legislation would put New Zealand in line with other Five Eyes and NATO-aligned security jurisdictions such as Australia, the United Kingdom, and Canada.

    Beagle points out proposed changes to terror laws would suppress freedom of speech and further undermine freedom of assembly and the right to protest.

    “We’ve seen what’s happening with the state’s abuse of terrorism suppression laws in the UK and are horrified that they have sunk so far and so quickly,” he said.

    More than 100 people were arrested across the UK on suspicion of supporting Palestine Action, a non-violent protest group proscribed as a terrorist organisation by the British government earlier this month.

    Arrests in social media clips
    Social media clips showed pensioners aggressively arrested while attending rallies in Liverpool, London, Manchester, Edinburgh, Bristol and Truro over the weekend.

    Independent journalists and academics have also faced state repression under the UK’s Terrorism Act.

    Among those targeted was Electronic Intifada journalist Asa Winstanley, who had his home raided and devices seized in October last year as part of the opaque counter-terror drive “Operation Incessantness”.

    In May, the country’s Central Criminal Court ruled the raid was unlawful.

    Journalist Richard Medhurst has had a terror investigation hanging over his head since being detained at Heathrow Airport in August last year and charged under section 8 of the Terrorism Act. Activist and independent journalist Sarah Wilkinson had her house raided in the same month.

    Others have faced similar intimidation and threats of jail. In November 2024, Jewish academic Haim Bresheeth was charged after police alleged he had expressed support for a “proscribed organisation” during a speech outside the London residence of the Israeli ambassador to the UK.

    Meanwhile, dozens of members of Palestine Action are in jail facing terror charges. The vast majority are being held on remand where they may wait two years before going to trial — a common state tactic to take activists off the street and incarcerate them, knowing the chances of conviction are slim when they eventually go to court.

    ‘Targeted amendments’
    The document says the New Zealand government wants to progress “targeted amendments” to the Act, creating or amending offences “to capture contemporary behaviours and activities of concern” like “public expressions of support for a terrorist act or designated entities, for example by showing insignia or distributing propaganda or instructional material.”

    It suggests that the existing process for proscribing an organisation is slow and cumbersome, noting that: “Specific provisions need to be followed to designate entities not on a UN list, but the decision-making process is lengthy and the designation period is short. This impacts timely decision-making and the usefulness of designation as a tool to prevent terrorism.”

    It proposes to improve “the timeliness of the process, by considering changes to who the decision-maker is” and extending the renewal period from three to five years.

    The document suggests consulting the Attorney-General over designation-related decisions to ensure legal requirements are met may not be required and questions whether the designation process requiring the Prime Minister to review decisions twice is necessary. It asks whether others, like the Foreign Minister, should be involved in the decision-making process.

    Beagle believes the secretive proposals pose a threat to New Zealand’s liberal democracy.

    “Political protest is an important part of New Zealand’s history,” he said.

    “Whether it’s the environment, worker’s rights, feminism, Māori issues, homosexual law reform or any number of other issues, political protest has had a big part in forming what Aotearoa New Zealand is today.

    Protected under Bill of Rights
    “It’s a right protected by New Zealand’s Bill of Rights and is a critical part of being a functioning democracy.”

    The terror laws revision forms part of a wider trend of legislating to close down dissent over New Zealand’s foreign policy, now closely aligned with NATO and US interests.

    The government is also widening the definition of foreign interference in a way that could see people who “should have known” that they were being used by a foreign state to undermine New Zealand’s interests prosecuted.

    The Crimes (Countering Foreign Interference) Amendment Bill, which passed its first reading in Parliament on November 19, would criminalise the act of foreign interference, while also increasing powers of unwarranted searches by authorities.

    The Bill is effectively a reintroduction of the country’s old colonial sedition laws inherited from Britain, the broadness of the law having allowed it to be used against communists, trade unionists and indigenous rights activists.

    Threats against judicial officers are increasing, new data revealed on the inaugural United Nations International Day for Judicial Wellbeing show.

    Between 2023 and 2024, the number of Victorian judicial officers who sought support to manage a threat more than doubled, with the largest number coming from Magistrates.

    Based on 2025 reports to date, the overall number of reported threats is expected to increase a further 70 per cent.

    The figures reflect New South Wales research from July 2022 which found 61 per cent of surveyed judges had experienced some form of threat, with 41 per cent threats of harm. The sitting and retired judges surveyed reported threats were most commonly experienced in person in the courtroom or court precinct followed by on social media.

    The Australian Judicial Officers Association (AJOA) called on the Attorneys-General of the Commonwealth, the States and the Territories to formulate and implement consistent policies and measures to address the increasing threats.

    “The increasing prevalence of threats to the safety and security of Australian judicial officers is alarming and unacceptable,” AJOA President Justice Steven Moore said.

    “It demands urgent action to ensure judicial officers and court staff may go about their work without unnecessary risks to their psychological and physical health and safety, and to ensure that they may properly discharge their oaths of office.”

    Justice Moore said while judicial decisions were often significant for those involved or widely discussed in the community, personal threats should never be tolerated as ‘part of the job’.

    “Legitimate scrutiny of decision making is a cornerstone of the law. If someone disagrees with the basis for a decision or believes a legal error has occurred there are avenues of appeal for that to be properly considered,” he said.

    “Judicial officers perform an essential social role. It means putting personal opinion aside and applying laws enacted by parliament and legal precedents. Threats of personal harm for performing this role are unwarranted and should alarm the community.”

    “It is particularly sobering to consider the deteriorating situation in relation to safety and security of judges in the United States, where judges have been murdered as recently as 2023,” he said.

    “Although the experience in the US shouldn’t be assumed to automatically flow to Australia, there is clearly an erosion of respect for, and understanding of, the role of judicial officers, that left unabated has the potential to undermine our system of justice.”

    The United Nations chose July 25 for the International Day for Judicial Wellbeing to coincide with the anniversary of the Nauru Declaration of Judicial Wellbeing.

    The 2024 declaration, which was endorsed by the Chief Justices and senior judicial figures of countries including Australia, Canada, England, Jamaica and numerous Pacific Island Nations, states that the court environment and culture must demonstrate zero tolerance for corruption, discrimination, harassment, bullying and other negative behaviours.

    30 new police constables on the beat

    Tasmania Police has today welcomed 30 new constables into its ranks, with recruit course 1/2025 officially graduating from the police academy.
    Commissioner Donna Adams and Education and Training Commander Damien George were among those in attendance at the police academy at Rokeby to congratulate the new constables – 18 men and 12 women – on their achievements.
    Recruits will be assigned to Bellerive, Bridgewater, Burnie, Devonport, Glenorchy, Hobart and Launceston stations.
    Constable Kyan Clay, of Hobart and Constable Bailey Jupp, of Penguin, have been awarded the dux of course and runner-up dux of course, respectively.
    Commander George said the 30 new officers had worked hard over a 28-week training course and were ready to begin serving the community.
    “Each one of these recruits should be extremely proud of what they have already achieved, and I look forward to seeing where their new career takes them,” he said.
    “They’re stepping into roles which are anything but ordinary, with each shift offering a new opportunity to serve and engage with our communities.”
    With ages spanning 18 to 51, the new police constables bring a range of past career and life experiences to their new roles.
    Dux of the course Constable Kyan Clay, 27, is starting his policing career after previously working as an electrical engineer with Powerlink in Queensland.
    Constable Clay said he was excited by the challenges and opportunities ahead.
    “Becoming a constable, that process has given me a lot of confidence. To me that role means being someone who is approachable, who can make people feel safe and can bring justice to the community.
    “I am really looking forward to being in the community and helping people.”
    Also graduating on Friday was former Launceston real estate agent Jayne Bayles who, at 51, is one of the more mature-aged recruits to pass the course.
    Friday’s ceremony marked the third graduating class of new constables in 2025, with 22 constables graduating in January and 15 constables in April.
    The next graduating class is in late September.
    Commander George said policing was a dynamic and rewarding career and encouraged people interested in being a Tasmania Police officer to take the next step.

  • MIL-Evening Report: Ceasefire talks collapse – what does that mean for the humanitarian catastrophe in Gaza?

    Efforts to end the relentless siege of Gaza have been set back by the abrupt end to peace talks in Qatar.

    Both the United States and Israel have withdrawn their negotiating teams, accusing Hamas of a “lack of desire to reach a ceasefire”.

    US President Donald Trump’s special envoy Steve Witkoff says it would appear Hamas never wanted a deal:

    While the mediators have made a great effort, Hamas does not appear to be coordinated or acting in good faith. We will now consider alternative options to bring the hostages home and try to create a more stable environment for the people in Gaza

    State Department spokesman Tommy Piggott reads Steve Witkoff’s statement on the collapse of the Gaza peace talks.

    The disappointing development coincides with mounting fears of a widespread famine in Gaza and a historic decision by France to formally recognise a Palestinian state.

    French President Emmanuel Macron says there is no alternative for the sake of security of the Middle East:

    True to its historic commitment to a just and lasting peace in the Middle East, I have decided that France will recognise the State of Palestine

    What will these developments mean for the conflict in Gaza and the broader security of the Middle East?

    ‘Humanitarian catastrophe’

    The failure to reach a truce means there is no end in sight to the Israeli siege of Gaza which has devastated the territory for more than 21 months.

    Amid mounting fears of mass starvation, Australian Prime Minister Anthony Albanese says Gaza is in the grip of a “humanitarian catastrophe”. He is urging Israel to comply immediately with its obligations under international law:

    Israel’s denial of aid and the killing of civilians, including children, seeking access to water and food cannot be defended or ignored.

    According to the United Nations Palestinian refugee agency UNRWA, more than 100 people – most of them children – have died of hunger. One in five children in Gaza City is malnourished, with the number of cases rising every day.

    Commissioner-General Philippe Lazzarini says with little food aid entering Gaza, people are

    neither dead nor alive, they are walking corpses […] most children our teams are seeing are emaciated, weak and at high risk of dying if they don’t get the treatment they urgently need.

    The UN and more than 100 aid groups blame Israel’s blockade of almost all aid into the territory for the lack of food.

    Lazzarini says UNRWA has 6,000 trucks of emergency supplies waiting in Jordan and Egypt. He is urging Israel – which continues to blame Hamas for cases of malnutrition – to allow the humanitarian assistance into Gaza.

    Proposed ceasefire deal

    The latest ceasefire proposal was reportedly close to being agreed by both parties.

    It included a 60-day truce, during which time Hamas would release ten living Israeli hostages and the remains of 18 others. In exchange, Israel would release a number of Palestinian prisoners, and humanitarian aid to Gaza would be significantly increased.

    During the ceasefire, both sides would engage in negotiations toward a lasting truce.

    While specific details of the current sticking points remain unclear, previous statements from both parties suggest the disagreement centres on what would follow any temporary ceasefire.

    Israel is reportedly seeking to maintain a permanent military presence in Gaza to allow for a rapid resumption of operations if needed. In contrast, Hamas is demanding a pathway toward a complete end to hostilities.

    A lack of mutual trust has dramatically clouded the negotiations.

    From Israel’s perspective, any ceasefire must not result in Hamas regaining control of Gaza, as this would allow the group to rebuild its power and potentially launch another cross-border attack.

    However, Hamas has repeatedly said it is willing to hand over power to any other Palestinian group in pursuit of a Palestinian state based on the 1967 borders. This could include the Palestinian National Authority (PNA), which governs the West Bank and has long recognised Israel.

    Support for a Palestinian state

    Israeli leaders have occasionally paid lip service to a Palestinian state. But they have described such an entity as “less than a state” or a “state-minus” – a formulation that falls short of both Palestinian aspirations and international legal standards.

    In response to the worsening humanitarian situation, some Western countries have moved to fully recognise a Palestinian state, viewing it as a step toward a permanent resolution of one of the longest-running conflicts in the Middle East.

    Macron’s announcement France will officially recognise a full Palestinian state in September is a major development.

    France is now the most prominent Western power to take this position. It follows more than 140 countries – including more than a dozen in Europe – that have already recognised statehood.

    While largely symbolic, the move adds diplomatic pressure on Israel amid the ongoing war and aid crisis in Gaza.

    However, the announcement was immediately condemned by Israeli Prime Minister Benjamin Netanyahu, who claimed recognition “rewards terror” and

    risks creating another Iranian proxy, just as Gaza became. A Palestinian state in these conditions would be a launch pad to annihilate Israel – not to live in peace beside it.

    Annexing Gaza?

    A Palestinian state is unacceptable to Israel.

    Further evidence was recently presented in a revealing TV interview by former Israeli Prime Minister Ehud Barak who stated Netanyahu had deliberately empowered Hamas in order to block a two-state solution.

    Instead there is mounting evidence Israel is seeking to annex the entirety of Palestinian land and relocate Palestinians to neighbouring countries.

    Given the current uncertainty, it appears unlikely a new ceasefire will be reached in the near future, especially as it remains unclear whether the US withdrawal from the negotiations was a genuine policy shift or merely a strategic negotiating tactic.

    Birds are perhaps the most colourful group of animals, bringing a splash of colour to the natural world around us every day. Indeed, exclusively black and white birds – such as magpies – are in the minority.

    However, new research by a team from Princeton University in the United States has revealed a surprising trick in which birds use those boring black and white feathers to make their colours even more vivid.

    In the study, published today in Science Advances, Rosalyn Price-Waldman and her colleagues discovered that if coloured feathers are placed over a layer of either white or black underlying feathers, their colours are enhanced.

    A particularly striking discovery was that in some species the different colour of males and females wasn’t due to the colour the two sexes put into the feathers, but rather in the amount of white or black in the layer underneath.

    Why birds are so bright – and how they do it

    Typically, male birds have more vivid colours than females. As Charles Darwin first explained, the most colourful males are more likely to attract mates and produce more offspring than those that aren’t as vivid. This process of “sexual selection” is the evolutionary force that has resulted in most of the colours we see in birds today.

    Evolution is a process that rewards clever solutions in the competition among males to stand out in the crowd. Depositing a layer of black underneath patches of bright blue feathers has enabled males to produce that extra vibrancy that helps them in the competition for mates.

    The reason the black layer works so well is that it absorbs all the light that passes through the top layer of coloured feathers. The colour we see is blue because those top feathers have a fine structure that scatters light in a particular way, and reflects light in the blue part of the spectrum.

    The feathers appear particularly vivid blue because the light in other wavelengths is absorbed by the under-layer. If the under-layer was paler, some of the light in the other parts of the light spectrum would bounce back and the blue would not “pop out” as much.

    Different tricks for different colours

    Interestingly, in the new study, the researchers found that for yellow feathers the opposite trick works. Yellow feathers contain yellow pigments – carotenoids – and in this case they are enhanced if they have a white under-layer.

    The white layer reflects light that passes through the yellow feathers, and this increases the brightness of these yellow patches, making them more striking in contrast to surrounding patches of colour.

    A surprisingly common technique

    The authors focused most of their work on species of tanager, typically very colourful fruit-eating birds that are native to Central and South America.

    However, once they had discovered what was happening in tanagers, they checked to see if it was occurring in other birds.

    This additional work revealed that the use of black and white underlying feathers to enhance colour is found in many other bird families, including the Australian fairy wrens which have such vivid blue colouration.

    This widespread use of black and white across so many different species suggests birds have been enhancing the production of colour in this clever way for tens of millions of years, and that it is widely used across birds.

    The study is important because it helps us to understand how complex traits such as colour can evolve in nature. It may also help us to improve the production of vibrant colours in our own architecture, art and fashion.

  • MIL-OSI Analysis: As seas rise and fish decline, this Fijian village is finding new ways to adapt

    In the village of Nagigi, Fiji, the ocean isn’t just a resource – it’s part of the community’s identity. But in recent years, villagers have seen the sea behave differently. Tides are pushing inland. Once abundant, fish are now harder to find. Sandy beaches and coconut trees have been washed away.

    Like many coastal communities, including those across the Pacific Islands region, this village is now under real pressure from climate change and declining fish stocks. Methods of fishing are no longer guaranteed, while extreme weather and coastal erosion threaten homes and land. As one villager told us:

    we can’t find fish easily, not compared to previous times […] some fish species we used to see before are no longer around.

    When stories like this get publicity, they’re often framed as a story of loss. Pacific Islanders can be portrayed as passive victims of climate change.

    But Nagigi’s experience isn’t just about vulnerability. As our new research shows, it’s about the actions people are taking to cope with the changes already here. In response to falling fish numbers and to diversify livelihoods, women leaders launched a new aquaculture project, and they have replanted mangroves to slow the advance of the sea.

    Adaptation is uneven. Many people don’t want to or can’t leave their homes. But as climate change intensifies, change will be unavoidable. Nagigi’s experience points to the importance of communities working collectively to respond to threats.

    Unwelcome change is here

    The communities we focus on, Nagigi village (population 630) and Bia-I-Cake settlement (population 60), are located on Savusavu Bay in Vanua Levu, Fiji’s second largest island. Fishing and marine resources are central to their livelihoods and food security.

    In 2021 and 2023, we ran group discussions (known as talanoa) and interviews to find out about changes seen and adaptations made.

    Nagigi residents have noticed unwelcome changes in recent years. As one woman told us:

    sometimes the sea is coming further onto the land, so there’s a lot of sea intrusion into the plantations, flooding even on land where it never used to be

    In 2016, the devastating Tropical Cyclone Winston destroyed homes and forced some Nagigi residents to move inland to customary mataqali land owned by their clan.

    As one resident said:

    our relocation was smooth because […] we just moved to our own land, our mataqali land.

    But some residents didn’t have access to this land, while others weren’t willing to move away from the coast. One man told us:

    leave us here. I think if I don’t smell or hear the ocean for one day I would be devastated.

    Adaptation is happening

    One striking aspect of adaptation in Nagigi has been the leadership of women, particularly in the small Bia-I-Cake settlement.

    In recent years, the Bia-I-Cake Women’s Cooperative has launched a small-scale aquaculture project to farm tilapia and carp to tackle falling fish stocks in the ocean, tackle rising food insecurity and create new livelihoods.

    Women in the cooperative have built fish ponds, learned how to rear fish to a good size and began selling the fish, including by live streaming the sale. The project was supported by a small grant from the United Nations Development Programme and the Women’s Fund Fiji.

    Recently, the cooperative’s women have moved into mangrove replanting to slow coastal erosion and built a greenhouse to farm new crops.

    As one woman told us, these efforts show women “have the capacity to build a sustainable, secure and thriving community”.

    The community’s responses draw on traditional social structures and values, such as respect for Vanua – the Fijian and Pacific concept of how land, sea, people, customs and spiritual beliefs are interconnected – as well as stewardship of natural resources and collective decision-making through clans and elders, both women and men.

    Nagigi residents have moved to temporarily close some customary fishing grounds to give fish populations a chance to recover. The village is also considering declaring a locally-managed marine area (known as a tabu). This is a response to climate impacts as well as damage to reefs, pollution and overfishing.

    For generations, village residents have protected local ecosystems which in turn support the village. But what is new is how these practices are being strengthened and formalised to respond to new challenges.

    Adaptation is uneven

    While adaptation is producing some successes, it is unevenly spread. Not everyone has access to customary land for relocation and not every household can afford to rebuild damaged homes.

    What Nagigi teaches us, though, is the importance of local adaptation. Villagers have demonstrated how a community can anticipate risks, respond to change and threats, recover from damage and take advantage of new opportunities.

    Small communities are not just passive sites of loss. They are collectives of strength, agency and ingenuity. As adaptation efforts scale up across the Pacific, it is important to recognise and support local initiatives such as those in Nagigi.

    Sharing effective adaptation methods can give ideas and hope to other communities under real pressure from climate change and other threats.

    Many communities are doing their best to adapt often undertaking community-led adaptation, even despite the limited access Pacific nations have to global climate finance.

    Nagigi’s example shows unwelcome climatic and environmental changes are already arriving. But it’s also about finding ways to live well amid uncertainty and escalating risk by using place, tradition and community.

  • MIL-OSI Analysis: Is sleeping a lot actually bad for your health? A sleep scientist explains

    We’re constantly being reminded by news articles and social media posts that we should be getting more sleep. You probably don’t need to hear it again – not sleeping enough is bad for your brain, heart and overall health, not to mention your skin and sex drive.

    But what about sleeping “too much”? Recent reports that sleeping more than nine hours could be worse for your health than sleeping too little may have you throwing up your hands in despair.

    It can be hard not to feel confused and worried. But how much sleep do we need? And what can sleeping a lot really tell us about our health? Let’s unpack the evidence.

    Sleep is essential for our health

    Along with nutrition and physical activity, sleep is an essential pillar of health.

    During sleep, physiological processes occur that allow our bodies to function effectively when we are awake. These include processes involved in muscle recovery, memory consolidation and emotional regulation.

    The Sleep Health Foundation – Australia’s leading not-for-profit organisation that provides evidence-based information on sleep health – recommends adults get seven to nine hours of sleep per night.

    Some people are naturally short sleepers and can function well with less than seven hours.

    However, for most of us, sleeping less than seven hours will have negative effects. These may be short term; for example, the day after a poor night’s sleep you might have less energy, worse mood, feel more stressed and find it harder to concentrate at work.

    In the long term, not getting enough good quality sleep is a major risk factor for health problems. It’s linked to a higher risk of developing cardiovascular disease – such as heart attacks and stroke – metabolic disorders, including type 2 diabetes, poor mental health, such as depression and anxiety, cancer and death.

    So, it’s clear that not getting enough sleep is bad for us. But what about too much sleep?

    Could too much sleep be bad?

    In a recent study, researchers reviewed the results of 79 other studies that followed people for at least one year and measured how sleep duration impacts the risk of poor health or dying to see if there was an overall trend.

    They found people who slept for short durations – less than seven hours a night – had a 14% higher risk of dying in the study period, compared to those who slept between seven and eight hours. This is not surprising given the established health risks of poor sleep.

    However, the researchers also found those who slept a lot – which they defined as more than nine hours a night – had a greater risk of dying: 34% higher than people who slept seven to eight hours.

    This supports similar research from 2018, which combined results from 74 previous studies that followed the sleep and health of participants across time, ranging from one to 30 years. It found sleeping more than nine hours was associated with a 14% increased risk of dying in the study period.

    Research has also shown sleeping too long (meaning more than required for your age) is linked to health problems such as depression, chronic pain, weight gain and metabolic disorders.

    This may sound alarming. But it’s crucial to remember these studies have only found a link between sleeping too long and poor health – this doesn’t mean sleeping too long is the cause of health problems or death.

    So, what’s the link?

    Multiple factors may influence the relationship between sleeping a lot and having poor health.

    It’s common for people with chronic health problems to consistently sleep for long periods. Their bodies may need additional rest to support recovery, or they may spend more time in bed due to symptoms or medication side effects.

    People with chronic health problems may also not be getting high quality sleep, and may stay in bed for longer to try and get some extra sleep.

    Additionally, we know risk factors for poor health, such as smoking and being overweight, are also associated with poor sleep.

    This means people may be sleeping more because of existing health problems or lifestyle behaviours, not that sleeping more is causing the poor health.

    Put simply, sleeping may be a symptom of poor health, not the cause.

    What’s the ideal amount?

    The reasons some people sleep a little and others sleep a lot depend on individual differences – and we don’t yet fully understand these.

    Our sleep needs can be related to age. Teenagers often want to sleep more and may physically need to, with sleep recommendations for teens being slightly higher than adults at eight to ten hours. Teens may also go to bed and wake up later.

    Older adults may want to spend more time in bed. However, unless they have a sleep disorder, the amount they need to sleep will be the same as when they were younger.

    But most adults will require seven to nine hours, so this is the healthy window to aim for.

    It’s not just about how much sleep you get. Good quality sleep and a consistent bed time and wake time are just as important – if not more so – for your overall health.

    The bottom line

    Given many Australian adults are not receiving the recommended amount of sleep, we should focus on how to make sure we get enough sleep, rather than worrying we are getting too much.

    To give yourself the best chance of a good night’s sleep, get sunlight and stay active during the day, and try to keep a regular sleep and wake time. In the hour before bed, avoid screens, do something relaxing, and make sure your sleep space is quiet, dark, and comfortable.

  • MIL-OSI Analysis: Kazuo Ishiguro said he won the Nobel Prize for making people cry – 20 years later, Never Let Me Go should make us angry

    Our cultural touchstone series looks at works that have had a lasting influence.


    Kazuo Ishiguro’s Never Let Me Go was published 20 years ago. Since then, the Japanese-born English writer has been awarded the Nobel Prize in 2017 and knighted for services to literature in 2018.

    Never Let Me Go has been translated into over 50 languages. It has been adapted into a film, two stage plays, and a ten-part Japanese television series. A critical and commercial success, the novel has been reissued in an anniversary edition with a fresh introduction from the author.


    A spate of reappraisals has accompanied this anniversary: “An impossibly sad novel […] it made me cry several times […] sadness spilled off every page.” “No matter how many times I read it,” one critic wrote, “Never Let Me Go breaks my heart all over again.”

    These brief excerpts are clear: the novel pulls us into a morass of sadness that never lets us go. “I’ve usually been praised for producing stuff that makes people cry,” Ishiguro has said. “They gave me a Nobel prize for it.”

    Strange and familiar

    I want to reconsider the emotional charge of Never Let Me Go.

    The deluge of tears attested to by critics hinges on the relationship Ishiguro meticulously crafts between narrator and reader. This is initiated in the novel’s first lines. Ishiguro places us in an alternative 1990s England. His opening gambit will be familiar to novel readers:

    My name is Kathy H. I’m thirty-one years old, and I’ve been a carer now for over eleven years. That sounds long enough, I know, but actually they want me to go on for another eight months […] My donors have always tended to do much better than expected.

    Within a few pages, the narration slips into Kathy’s recollections of her idyllic 1970s youth at a boarding school called Hailsham. We are immersed in a childhood world of friendship and exclusion, jealousy and love. This is a recognisable world. Ishiguro’s first-person narration affords the reader vicarious access to Kathy’s interior tangle of emotion, desire and reflection, such that we can recognise something of ourselves in her.

    Yet something is amiss in her narration. Flat and rather affectless, it is a decidedly less curious, less passionate and more tempered mode of narration than we might expect. The threadbare texture frays the narrative world. What are we to make of the opaque references to “carer”, “they” and “donors”?

    This uncanny tension between the strange and the familiar simmers until a third of the way through the novel, when a “guardian” at Hailsham reveals the students’ futures:

    Your lives are set out for you. You’ll become adults, then before you’re old, before you’re even middle-aged, you’ll start to donate your vital organs. That’s what each of you was created to do.

    Good liberals

    Kathy is a clone, condemned to death so her organs can be harvested for “normals”. That this heartless system “reduces the most hardened critics to tears” comes as no surprise. After all, Ishiguro has evoked the familiar genre of the 19th-century boarding-school bildungsroman to encourage us to believe that this is a form of subjectivity we can share. This bildung – the German word for “formation” – is not an integration into society but rather a dismemberment by society.

    That this does not provoke anger, in readers and characters alike, does come as a surprise. For if the proclamation of the students’ fates is not distressing enough, Ishiguro forces us to confront the clones’ response or, rather, the lack thereof. There are no incandescent flashes of fury or even mild expressions of dismay.

    Instead, the clones are “pretty relieved” when the speech stops. Knowledge of their impending death passes them like a ship in the night, inciting “surprisingly little discussion”. In this disconcerting silence, the relation between reader and clone is mediated through another genre: science fiction.

    The bildungsroman and science fiction, identification and misidentification, intimacy and estrangement – these are the tools of Ishiguro’s trade. He manipulates them, and us, with precision. There is intimacy as we recognise that the students’ everyday lives – reading novels, creating art, playing sport – are much like our own. There is estrangement as we realise that the clones are willingly cooperating in their own deaths. They will “donate” and “complete” in the narrative’s chilling terms.

    In other words, we cry because the clones are just like us, but our anger towards the machinery of donation is blunted because the clones are not yet us, in that their complicity eerily lacks our instinct for self-preservation.

    Confident that we will take ourselves as the measuring stick, Ishiguro compels us to adopt a position of superiority characterised by a paternalistic ethos of sympathy and care. In this way, he persuades us to read as good liberals. We acknowledge the humanity of the clones and embrace the diversity of our common condition. At the same time, we are complacent in the knowledge that we are almost the same, but not quite. We are insulated by a disavowed difference.

    An abstract formal equality, evacuated of concrete historical content, is precisely what is expressed when the same critics who praise the novel’s melancholic tone claim that Ishiguro shows us “what it is to be human” or that he enlivens this otherwise “meaningless cliche”.

    Beyond liberal sentiments

    Is Ishiguro doing anything more than offering a banal endorsement of common humanity? It seems to me that he is, and in doing so he is summoning our liberal sentiments only to turn them against us.

    The mechanism he uses is as old as the novel form itself: the romance plot. Romance leads to the happily-ever-after of marriage: a perfect union in which each person completes the other.

    Not long after we learn that Kathy and her friends are clones destined to die, we become privy to a rumour: students who can prove they are “properly in love” are eligible for a “deferral” of their donations. To fast-forward through the novel’s tangled romance plot to the denouement, Kathy and Tommy – a fellow clone – track down Hailsham’s former administrator to plead their case. Not only is their request for deferral rejected, but the possibility of deferral is dispelled as a pernicious rumour.

    The allure of romance has been a lure, a cold steel trap in the guise of a warm embrace. Ishiguro dangles the promise of romance only to expose its sinister echoes in the donation system.

    The “completion” of romance is macabrely inverted. Completion through matrimonial union with an ideal other is transformed into the “donation” of organs, which completes an unknown “normal”, whose life can continue as a result of the clone’s death.

    Ishiguro positions us so that we are unwittingly aligned with the “normal” population, whose “overwhelming concern was that their own children, their spouses, their parents, their friends, did not die from cancer, motor neuron disease, heart disease”.

    What we want the clones to do (resist their fates) and the means of doing so (romance) are revealed as responsible for the donation system. If we want Kathy and Tommy to live because they love each other – and we do because Ishiguro has compelled us to care for them – then we are endorsing the logic that designates them as disposable in the first place.

    The anger Ishiguro has deliberately blunted returns, redoubled. Our care is transformed into complicity. We, rather than the clones, are the targets of Ishiguro’s ire.

    Translating this into political terms, Ishiguro is giving aesthetic form to neoliberalism’s eclipse of liberalism. It is no coincidence that Never Let Me Go takes place in England between the 1970s and 1990s, the exact period of neoliberalism’s emergence and consolidation.

    But this is no simple transition. Never Let Me Go implies that liberalism is the ghost in the neoliberal machine. The novel is a representation of a vicious neoliberal class system, where those who can afford replacement parts can substantiate the fantasy of liberal individualism, while those who can’t serve as replacement parts.

    In this sense, Ishiguro can be read as posing a series of incisive questions, not simply offering the platitude that we are all human. What are the costs of love? Why is there a trade-off between caring for those close to us and caring for those who are distant? How do our claims of shared humanity pave the way for domination? Why do we assume that our way of life is superior because it is predicated on liberal principles? How do we break from a callous system in which we too are complicit?

    Twenty years on, these questions are as relevant as ever. To begin answering them, perhaps we have to wipe the tears from our eyes and turn to anger.

  • MIL-OSI Analysis: 3 reasons young people are more likely to believe conspiracy theories – and how we can help them discover the truth

    Conspiracy theories are a widespread occurrence in today’s hyper connected and polarised world.

    Events such as Brexit, the 2016 and 2020 United States presidential elections, and the COVID pandemic serve as potent reminders of how easily these narratives can infiltrate public discourse.

    The consequences for society are significant, given a devotion to conspiracy theories can undermine key democratic norms and weaken citizens’ trust in critical institutions. As we know from the January 6 riot at the US Capitol, it can also motivate political violence.

    But who is most likely to believe these conspiracies?

    My new study with Daniel Stockemer of the University of Ottawa provides a clear and perhaps surprising answer. Published in Political Psychology, our research shows age is one of the most significant predictors of conspiracy beliefs, but not in the way many might assume.

    People under 35 are consistently more likely to endorse conspiratorial ideas.

    This conclusion is built on a solid foundation of evidence. First, we conducted a meta analysis, a “study of studies”, which synthesised the results of 191 peer-reviewed articles published between 2014 and 2024.

    This massive dataset, which included over 374,000 participants, revealed a robust association between young age and belief in conspiracies.

    To confirm this, we ran our own original multinational survey of more than 6,000 people across six diverse countries: Australia, Brazil, Canada, Germany, the US and South Africa.

    The results were the same. In fact, age proved to be a more powerful predictor of conspiracy beliefs than any other demographic factor we measured, including a person’s gender, income, or level of education.

    Why are young people more conspiratorial?

    Having established conspiracy beliefs are more prevalent among younger people, we set out to understand why.

    Our project tested several potential factors and found three key reasons why younger generations are more susceptible to conspiracy theories.

    1. Political alienation

    One of the most powerful drivers we identified is a deep sense of political disaffection among young people.

    A majority of young people feel alienated from political systems run by politicians who are two or three generations older than them.

    This under representation can lead to frustration and the feeling democracy isn’t working for them. In this context, conspiracy theories provide a simple, compelling explanation for this disconnect: the system isn’t just failing, it’s being secretly controlled and manipulated by nefarious actors.

    2. Activist style of participation

    The way young people choose to take part in politics also plays a significant role.

    While they may be less likely to engage in traditional practices such as voting, they are often highly engaged in unconventional forms of participation, such as protests, boycotts and online campaigns.

    These activist environments, particularly online, can become fertile ground for conspiracy theories to germinate and spread. They often rely on similar “us versus them” narratives that pit a “righteous” in-group against a “corrupt” establishment.

    3. Low self-esteem

    Finally, our research confirmed a crucial psychological link to self-esteem.

    For individuals with lower perceptions of self worth, believing in a conspiracy theory – blaming external, hidden forces for their problems – can be a way of coping with feelings of powerlessness.

    This is particularly relevant for young people. Research has long shown self esteem tends to be lower in youth, before steadily increasing with age.

    What can be done?

    Understanding these root causes is essential because it shows simply debunking false claims is not a sufficient solution.

    To truly address the rise of conspiracy theories and limit their consequences, we must tackle the underlying issues that make these narratives so appealing in the first place.

    Given the role played by political alienation, a critical step forward is to make our democracies more representative. This is best illustrated by the recent election of Labor Senator Charlotte Walker, who is barely 21.

    By actively working to increase the presence of young people in our political institutions, we can help give them faith that the system can work for them, reducing the appeal of theories which claim it is hopelessly corrupt.

    More inclusive democracy

    This does not mean discouraging the passion of youth activism. Rather, it is about empowering young people with the tools to navigate today’s complex information landscape.

    Promoting robust media and digital literacy education could help individuals critically evaluate the information they encounter in all circles, including online activist spaces.

    The link to self-esteem also points to a broader societal responsibility.

    By investing in the mental health and wellbeing of young people, we can help boost the psychological resilience and sense of agency that makes them less vulnerable to the simplistic blame games offered by conspiracy theories.

    Ultimately, building a society that is resistant to misinformation is not about finding fault with a particular generation.

    It is about creating a stronger, more inclusive democracy where all citizens, especially the young, feel represented, empowered, and secure.

  • MIL-OSI Analysis: Ceasefire talks collapse – what does that mean for the humanitarian catastrophe in Gaza?

    Efforts to end the relentless siege of Gaza have been set back by the abrupt end to peace talks in Qatar.

    Both the United States and Israel have withdrawn their negotiating teams, accusing Hamas of a “lack of desire to reach a ceasefire”.

    US President Donald Trump’s special envoy Steve Witkoff says it would appear Hamas never wanted a deal:

    While the mediators have made a great effort, Hamas does not appear to be coordinated or acting in good faith. We will now consider alternative options to bring the hostages home and try to create a more stable environment for the people in Gaza

    State Department spokesman Tommy Piggott reads Steve Witkoff’s statement on the collapse of the Gaza peace talks.

    The disappointing development coincides with mounting fears of a widespread famine in Gaza and a historic decision by France to formally recognise a Palestinian state.

    French President Emmanuel Macron says there is no alternative for the sake of security of the Middle East:

    True to its historic commitment to a just and lasting peace in the Middle East, I have decided that France will recognise the State of Palestine

    What will these developments mean for the conflict in Gaza and the broader security of the Middle East?

    ‘Humanitarian catastrophe’

    The failure to reach a truce means there is no end in sight to the Israeli siege of Gaza which has devastated the territory for more than 21 months.

    Amid mounting fears of mass starvation, Australian Prime Minister Anthony Albanese says Gaza is in the grip of a “humanitarian catastrophe”. He is urging Israel to comply immediately with its obligations under international law:

    Israel’s denial of aid and the killing of civilians, including children, seeking access to water and food cannot be defended or ignored.

    According to the United Nations Palestinian refugee agency UNRWA, more than 100 people – most of them children – have died of hunger. One in five children in Gaza City is malnourished, with the number of cases rising every day.

    Commissioner-General Philippe Lazzarini says with little food aid entering Gaza, people are

    neither dead nor alive, they are walking corpses […] most children our teams are seeing are emaciated, weak and at high risk of dying if they don’t get the treatment they urgently need.

    The UN and more than 100 aid groups blame Israel’s blockade of almost all aid into the territory for the lack of food.

    Lazzarini says UNRWA has 6,000 trucks of emergency supplies waiting in Jordan and Egypt. He is urging Israel – which continues to blame Hamas for cases of malnutrition – to allow the humanitarian assistance into Gaza.

    Proposed ceasefire deal

    The latest ceasefire proposal was reportedly close to being agreed by both parties.

    It included a 60-day truce, during which time Hamas would release ten living Israeli hostages and the remains of 18 others. In exchange, Israel would release a number of Palestinian prisoners, and humanitarian aid to Gaza would be significantly increased.

    During the ceasefire, both sides would engage in negotiations toward a lasting truce.

    While specific details of the current sticking points remain unclear, previous statements from both parties suggest the disagreement centres on what would follow any temporary ceasefire.

    Israel is reportedly seeking to maintain a permanent military presence in Gaza to allow for a rapid resumption of operations if needed. In contrast, Hamas is demanding a pathway toward a complete end to hostilities.

    A lack of mutual trust has dramatically clouded the negotiations.

    From Israel’s perspective, any ceasefire must not result in Hamas regaining control of Gaza, as this would allow the group to rebuild its power and potentially launch another cross-border attack.

    However, Hamas has repeatedly said it is willing to hand over power to any other Palestinian group in pursuit of a Palestinian state based on the 1967 borders. This could include the Palestinian National Authority (PNA), which governs the West Bank and has long recognised Israel.

    Support for a Palestinian state

    Israeli leaders have occasionally paid lip service to a Palestinian state. But they have described such an entity as “less than a state” or a “state-minus” – a formulation that falls short of both Palestinian aspirations and international legal standards.

    In response to the worsening humanitarian situation, some Western countries have moved to fully recognise a Palestinian state, viewing it as a step toward a permanent resolution of one of the longest-running conflicts in the Middle East.

    Macron’s announcement France will officially recognise a full Palestinian state in September is a major development.

    France is now the most prominent Western power to take this position. It follows more than 140 countries – including more than a dozen in Europe – that have already recognised statehood.

    While largely symbolic, the move adds diplomatic pressure on Israel amid the ongoing war and aid crisis in Gaza.

    However, the announcement was immediately condemned by Israeli Prime Minister Benjamin Netanyahu, who claimed recognition “rewards terror” and

    risks creating another Iranian proxy, just as Gaza became. A Palestinian state in these conditions would be a launch pad to annihilate Israel – not to live in peace beside it.

    Annexing Gaza?

    A Palestinian state is unacceptable to Israel.

    Further evidence was recently presented in a revealing TV interview by former Israeli Prime Minister Ehud Barak who stated Netanyahu had deliberately empowered Hamas in order to block a two-state solution.

    Instead there is mounting evidence Israel is seeking to annex the entirety of Palestinian land and relocate Palestinians to neighbouring countries.

    Given the current uncertainty, it appears unlikely a new ceasefire will be reached in the near future, especially as it remains unclear whether the US withdrawal from the negotiations was a genuine policy shift or merely a strategic negotiating tactic.

    Around 5:45am, the Joint Emergency Services Communication Centre (JESCC) received a report that a woman had been sexually assaulted by a male who was unknown to her on Boetdoemba Street, near the intersection with Progress Drive.

    The male fled the scene prior to police arrival and investigations are ongoing to identify and locate him. He is described as being of Aboriginal appearance, wearing a black long-sleeved shirt, green camouflage print shorts and high-cut white socks.

  • MIL-Evening Report: As oceans warm, tropical fish are moving south. New friendships may be helping them survive

    When you think about climate change in our oceans, you may picture coral bleaching, melting sea ice, or extreme weather events. But beneath the ocean’s surface, another quiet shift is underway. Australia’s tropical fish are heading south into cooler waters.

    These fish are not just visiting. They are settling into the milder “temperate” reefs that used to be too cold for them. As they do, they encounter new environments, new challenges and new neighbours.

    In our new research we studied the behaviour of these new migrants. We found some tropical fish are not just surviving in their new homes, they’re thriving. And, surprisingly, much of that success comes down to who they’re hanging out with.

    A slow-motion invasion

    On Australia’s east coast, the fish typically hitch a ride on the strengthening East Australian Current as it pushes warm water and the tropical species further south.

    Some species are showing up hundreds of kilometres beyond their usual home range. Many tropical fish arrive on temperate reefs during summer, and used to die over winter when the water grew colder. Now, as winter water temperatures increase, some tropical fish survive year-round in temperate reefs.

    But life at the edge of your range is risky. These fish encounter colder water temperatures, unfamiliar predators and a reef full of competitors. So, how do they cope?

    Risky business: but some fish can adapt

    We studied five tropical fish species and two temperate species across a 2,000km stretch of Australia’s east coast, from the tropics to the cold temperate south. We observed how these fish fed, sheltered and reacted to threats, using underwater video cameras.

    Analysis of the footage revealed tropical fish behaved differently in the colder waters. They spent more time hiding and less time feeding. They were also more wary of predators, displaying a cognitive shift in “lateralisation” — a preference to consistently turn left or right, which can help fish make faster escape decisions when threatened.

    Such risk-averse behaviour is likely to help fish stay alive in unfamiliar reefs by avoiding predators. But it also reduces food intake and growth, unless these fish find new friends.

    New school mates, better outcomes

    Previous research has shown when tropical fish gather or “shoal” with temperate fish, they grow bigger and survive longer into winter than fish in tropical-only shoals.

    We wanted to understand the mechanism for this phenomenon. Could tropical fish be learning from temperate shoal mates? And how might their behaviour change when shoaling with temperate fishes?

    Using underwater videos, we found three tropical damselfish species spent more time feeding and less time sheltering when they formed mixed shoals with temperate fish. They also appeared bolder and were more successful at finding food.

    We think these mixed shoals offer key advantages: safety in numbers, more eyes watching for predators, and perhaps most importantly, social learning. By shoaling with local temperate species such as the Australian Mado, tropical fish may learn where and when it’s safe to feed, and how to behave in these foreign temperate ecosystems.

    This kind of behavioural “plasticity” is a powerful tool in a changing climate. Fish that can adjust their behaviours in ways that boost their fitness are more likely to survive as climatic conditions rapidly shift in our oceans.

    Not all fish benefit

    These interactions were not always beneficial. Two herbivorous tropical fish species, the convict tang and brown tang, did not show the same benefits, likely because their specialised diets made it harder to learn from omnivorous temperate species.

    And for the temperate fish, the presence of tropical fish in shoals were often problematic. At the northern, warmer edge of their range, temperate fish fled more often and fed less when tropical fish were present. That’s worrying, because warming alone is already pushing many temperate species toward their biological limits. Adding new competitors might push them over the edge.

    A changing reef community

    All this comes amid dire news of the Earth’s oceans. Research published today shows 2023 set new records for the duration, extent and intensity of marine heatwaves.

    Fish migration to temperate reefs is a glimpse of the future: even warmer waters, shifting species ranges and new species interactions.

    Our results suggest these new species interactions and relationships, particularly mixed-species shoaling, can help tropical fish survive longer in temperate ecosystems. But they may also disrupt existing ecosystems and place extra stress on local temperate species.

    In this way, climate-driven range shifts are more than just a temperature driven story. They’re stories about behaviour, relationships, and resilience.

    Understanding how fish respond to their new neighbours and how those responses shape who stays and who goes, will be key to managing reefs in a rapidly warming ocean.

  • MIL-Evening Report: What is chikungunya virus, and should we be worried about it in Australia?

    This week, the World Health Organization (WHO) raised concerns about a surge in the number of cases of a mosquito-borne viral infection called chikungunya.

    Diana Rojas Alvarez, a medical officer at the WHO, highlighted an outbreak occurring across La Réunion and Mayotte. These small islands in the Indian Ocean were previously hit during an epidemic of the virus in 2004–05.

    Between August 2024 and May 2025, more than 47,500 confirmed cases and 12 deaths from chikungunya were reported in La Réunion. Some 116 cases were reported in Mayotte between March and May this year.

    But more than 100 countries have seen local transmission of this virus to date, and the WHO has also flagged recent cases in Africa, Asia and Europe.

    So, what is chikungunya, how does it spread, and should we be worried here in Australia?

    What are the symptoms?

    The main symptoms of chikungunya include fever, joint pain and joint swelling. However, other symptoms may include headache, rash, muscle pain, nausea and tiredness. On rare occasions, chikungunya can be fatal.

    Some people are more prone to having worse symptoms, including infants, older adults, and people with pre-existing medical conditions.

    Symptoms can take up to 12 days to appear, but most people start to experience symptoms three to seven days after being bitten by an infected mosquito.

    There’s no specific treatment for chikungunya other than managing the pain with medications, such as paracetamol.

    Most people recover after a few weeks, but some people can experience ongoing tiredness and joint pains for many months, or even years.

    How does it spread?

    Infected female mosquitoes spread chikungunya. The mosquitoes become infected when they feed on a person carrying the virus in their blood. Once infected, the virus reproduces in the mosquito, and then they can transmit it to other people when the mosquitoes bite them.

    There are more than 3,000 different types of mosquitoes on Earth, but only two are commonly involved in transmitting chikungunya: Aedes aegypti and Aedes albopictus.

    A. aegypti and A. albopictus look similar and can be easily confused. Both are about 4–7 millimetres in size and have similar black and white markings on their thorax and legs.

    Both are day-time biters, unlike other mosquitoes that typically bite at dawn or dusk. They’re known as “ankle biters” because they mainly bite exposed legs and ankles. These aggressive mosquitoes bite multiple times and are known to follow people indoors to get their meal of human blood.

    These species also transmit dengue virus, yellow fever virus and Zika virus.

    Where does chikungunya occur?

    Chikungunya was first documented in Tanzania in 1952. While outbreaks initially occurred across Africa and Asia, over time the virus has spread around the world. As of December 2024, local transmission of chikungunya had been reported in 119 countries and territories.

    The 2004–05 epidemic was the largest so far, with hundreds of thousands of people infected. The epidemic started in the Indian Ocean islands, but eventually spread across to India. Since then, outbreaks have become more frequent and widespread.

    A key contributor to the proliferation of chikungunya is climate change. Warmer temperatures, altered rainfall patterns, and increased humidity are creating ideal conditions for mosquito breeding. This allows the mosquitoes to adapt to new environments and therefore expand into new habitats.

    The increase is also partly because chikungunya has evolved and been introduced into new populations, whose immune systems have not previously been exposed to the virus.

    So, should we be worried?

    While evidence suggests A. aegypti has been present in northern Queensland since the 1800s (outbreaks of dengue occurred in Townsville in 1879 and Rockhampton in 1885), A. albopictus is a more recent arrival, first documented in the Torres Strait in 2005.

    A. aegypti mosquitoes are now found in areas across north, central and southern Queensland, while A. albopictus is currently still only found in the Torres Strait.

    Nonetheless, to date, there have been no recorded cases of chikungunya transmission within Australia.

    But cases do occur in people who have recently travelled overseas, most often to South and Southeast Asia, or the Pacific Islands.

    In 2023 there were 42 cases of chikungunya recorded in Australia, 70 in 2024, and 90 so far in 2025. Previous years have seen figures above 100, however numbers in recent years may have been lower due to COVID impacting travel.

    As climate change continues to support the spread of A. aegypti and A. albopictus, the risk of transmission within Australia increases.

    That said, there is some evidence we might be lucky in Australia, with potential immune protection from a related local virus, Ross River virus.

    I’m travelling, what should I do?

    Two vaccines are approved for use in the United States against chikungunya, but there’s currently no vaccine approved in Australia. The only way to reduce your risk of infection is to avoid being bitten by mosquitoes.

    People travelling to places where chikungunya is known to occur should wear loose-fitting and light-coloured clothing with enclosed shoes, use insect repellent, close windows and consider using mosquito bed nets. Taking these steps also reduces the risk of other mosquito-borne infections, such as dengue fever.

    If you travel to a place where chikungunya occurs and you get bitten by mosquitoes, monitor yourself for signs and symptoms.

    If you become unwell, see a doctor immediately.

    Seventeen CFA volunteers received a hero’s welcome at the MCG last night, completing a lap of honour ahead of the annual Emergency Services Match.

    The volunteers, from CFA Districts 16 and 17, were specially selected following their efforts during the past fire season, including responses to major fires at Kadnook, the Grampians National Park and the Little Desert. 

    CFA Chief Officer Jason Heffernan said the event was a fitting tribute to those who have gone above and beyond for their communities. 

    “These members have worked tirelessly during major incidents, often giving up weeks of their own time to support local and neighbouring communities,” Jason said.  

    “The lap of honour was a nice way to acknowledge their commitment, and we’re proud to see our people recognised on such a big stage.” 

    Participating volunteers hailed from brigades including Horsham, Minyip, Woorndoo, Avoca, Pomonal, Stawell, Ararat, Carapooee, Gooroc, Beaufort, Skipton, Lexton and St Arnaud. 

    One of the CFA members that took the field was Pomonal Fire Brigade 3rd Lieutenant David Compton, who said it had been a challenging couple of years for his community.  

    “It’s been a tough stretch for Pomonal. We’ve had back-to-back fire seasons that really took a toll on locals and CFA crews alike,” David said.  

    “Events like this are a great reminder that the work of emergency services doesn’t go unnoticed. It means a lot to be recognised in this way. 

    “As a footy fan, stepping onto the ‘G was a real buzz, something I’ve always wanted to do.” 

    The opportunity to participate was offered to areas heavily impacted by fire activity in recent years. 

    Many of the members selected had responded to multiple large-scale incidents, and several had returned to the fireground more than once across the same season. 

    The Emergency Services Match is an annual event held by the Hawthorn Football Club highlighting vital contribution made by Victoria’s Emergency Services organisations.

    A new pilot program is removing barriers preventing people in the justice system from accessing life-saving healthcare.

    Launched this month at ACT Community Corrections’ city office, the 12-month initiative allows clients on corrections or parole orders to access free, confidential testing and treatment for hepatitis C while fulfilling their reporting obligations.

    Minister for Corrections, Dr Marisa Paterson, toured the testing site today to mark World Hepatitis Day, which calls for urgent action to remove the financial, social and systemic obstacles that stand in the way of hepatitis elimination and liver cancer prevention.

    “World Hepatitis Day reminds us that no one should miss out on care because of stigma or circumstance,” Dr Paterson said.

    “This pilot brings testing and treatment directly to people who need it most, in an accessible, familiar location.

    “The program reflects the ACT Government’s commitment to improving health outcomes for all Canberrans”

    Hepatitis C is a significant public health concern in Australia, with individuals in correctional settings disproportionately affected due to socio-economic factors such as drug use, mental health issues, homelessness, financial and social disadvantage.

    The pilot program offers quick, finger-prick testing, with results available within minutes for antibody tests, or within an hour for GeneXpert testing for those previously infected. Individuals who test positive can access free treatment with direct-acting antivirals, which cure the virus in 99 per cent of cases.

    The pilot also provides continuity of care for detainees transitioning from the Alexander Maconochie Centre back into the community.

    An evaluation will be conducted after 12 months to assess its impact and explore opportunities to expand the model.

    Thirteen Canberra-based artists and arts groups will share in over $415,000 in funding through the first round of the ACT Government’s 2025 Arts Activities ($5,000 to $50,000) program, supporting a diverse range of creative projects across literature, music, digital games, screen, dance, theatre and visual arts.

    The funding will assist artists to create, develop and promote their work locally, nationally and internationally, and supports the ACT Government’s commitment to strengthening Canberra’s identity as Australia’s Arts Capital.

    Among the successful recipients, Paul House has received support to create a multi-media installation for the National Gallery of Victoria’s Country Road Biennale in 2026. Zora Kerr will be able to develop a prototype for the digital game ‘I Am This Castle’, Dance artist Sugar Kaye Grefaldeo will stage Fortūna, a new dance/theatre work, while James Batchelor will present his new dance work Resonance at the Canberra Theatre Centre. In literature, Marissa McDowell received funding to develop imagiNATION, a project imagining the future through First Nations storytellers, poets and animators.

    Minister for Business, Arts and Creative Industries Michael Pettersson congratulated the successful applicants:

    “Congratulations to all the successful recipients of the first round of Arts Activities funding. I’m excited by the diversity and creativity of the projects that this funding will support and look forward to seeing the outcomes.”

    “The continuation of this type of support for Canberra’s unique creative industries is essential in establishing ourselves as Australia’s Arts Capital. This funding enables creative individuals to be innovative and develop and grow their art, while nurturing our region’s creative and diverse arts sector.”

    Arts Activities $5 to $50K funding is open twice a year and provides support for one-off projects that help artists develop their skills and practice, assist their careers and employment, and enable them to engage with audiences through exhibitions and performances in the ACT, interstate and internationally.

    A new wastewater testing program has been introduced at the Alexander Maconochie Centre (AMC) as part of ongoing efforts to monitor and respond to drug use.

    The testing, which began in May 2025, helps identify traces of drugs and illicit substances present at the AMC. It complements existing drug and alcohol testing strategies, including testing of all incoming detainees as well as random and targeted testing during detention.

    Minister for Corrections Dr Marisa Paterson said the initiative is an important step in strengthening ACT Corrective Services’ approach to drug management.

    “Wastewater testing gives us another tool to understand what substances may be circulating in the AMC,” Dr Paterson said.

    A sample taken on 13 May 2025 showed elevated levels of amphetamines, methylamphetamine and EDDP, a metabolite of methadone. These findings align with urinalysis data from the same period, which indicated a high rate of newly admitted detainees entering custody under the influence of illicit substances.

    While the initial results are informative, Dr Paterson emphasised that more data is needed before drawing firm conclusions.

    “It’s important to note that this is just the beginning. We need ongoing monitoring and comparative data to fully understand the implications and to guide future action,” Dr Paterson said.

    The wastewater testing program will continue as part of the AMC’s broader drug strategy, which includes random and targeted testing, support services, and rehabilitation programs.

    Challenges in keeping correctional centres completely free of contraband, including drugs, are experienced universally across correctional facilities within Australia and beyond.

    ACTCS has a comprehensive range of tools and processes to prevent contraband from entering the AMC and is continually improving its contraband detection and prevention methods to adapt to new and evolving attempts to introduce contraband into AMC.

    Washington (July 24, 2025) – Senator Edward J. Markey (D-Mass.) and Representative Sydney Kamlager-Dove (CA-37) today announced the reintroduction of the End Solitary Confinement Act, legislation that would end solitary confinement in federal prisons, jails, and detention centers, with limited exceptions. This bill would create minimum standards for incarceration, including by requiring that facilities give detainees access to out-of-cell interaction and recreation and by capping the length of solitary confinement at four hours.

    Solitary confinement has many different names, including “restrictive housing” in Massachusetts. Individuals held in solitary confinement can be isolated in a small, concrete, windowless cell for 22 hours or longer. Placement in solitary for any length of time, whether days or even hours, can cause severe, long-term harm. Individuals held in solitary confinement may suffer serious adverse effects on their mental and physical health, including an increased risk of suicide, heart disease, anxiety, and depression. Solitary confinement is also disproportionately inflicted on Black, Brown, and LGBTQ+ individuals, as well as on vulnerable populations, including persons with preexisting mental health illnesses.

    “Solitary confinement is a cruel and unnecessary practice that has no place in our country. This practice isn’t rehabilitation, it’s torture,” said Senator Markey. “Forcing people, including those from vulnerable groups, into small, cramped, concrete prison cells without human interaction for hours, days, weeks, and even months on end is inhumane. I am proud to introduce this legislation, alongside Representative Kamlager-Dove, to move us closer to ending solitary confinement, once and for all.”

    “Solitary confinement is torture, period,” said Congresswoman Kamlager-Dove. “This outdated practice, dating back to the 1800s, does nothing to promote rehabilitation. Research consistently shows it causes severe mental health issues, intensifies existing barriers to recovery, and disproportionately harms incarcerated Black, Brown, and LGBTQ+ individuals. We must abolish solitary confinement entirely—and I’m proud to lead the charge with this bill that will finally end its use in the United States.”

    Cosponsors in the Senate include Senators Elizabeth Warren (D-Mass.), Bernie Sanders (I-Vt.), and Jeff Merkley (D-Ore).

    This legislation is endorsed by the American Civil Liberties Union, Center for Constitutional Rights, Vera Institute of Justice, National Religious Campaign Against Torture, Unlock the Box Campaign, the #HALTsolitary Campaign, and Zealous.

    Specifically, the End Solitary Confinement Act would:

    • End solitary confinement in federal prisons, jails and other detention settings with limited exceptions, including a 4-hour maximum for emergency de-escalation;
    • Protect vulnerable populations, including elderly individuals and pregnant persons, from placement in solitary confinement;
    • Ensure detainees have meaningful access to out-of-cell time, group programming, and basic needs and services;
    • Impose strict due process protections, including access to representation and neutral decision-makers;
    • Create oversight and enforcement mechanisms, including mandatory reporting, a private cause of action, oversight by a community monitoring body, and enhanced media access; and
    • Incentivize states and municipalities to adopt similar bans on solitary confinement.

    Senator Markey has worked consistently to reform prison practices and provide resources to formerly and currently incarcerated people. Senator Markey and Senator Amy Klobuchar (D-Minn.) introduced the Fair Chance Jobs Month Resolution in May 2025, to ensure that formerly incarcerated individuals have a fair chance at securing good-paying, stable employment. In February 2024, Senator Markey sent a letter to then-Secretary of Energy Jennifer Granholm urging the Department of Energy (DOE) to make good-paying clean energy jobs accessible to currently and formerly incarcerated people.

  • MIL-OSI Australia: Lowy Institute keynote speech – Navigating Australia’s Trading Future

    I begin by acknowledging the traditional custodians of the land on which we gather today, and pay my respects to their elders past, present and emerging.

    Good afternoon everyone and thank you to the Lowy Institute and Executive Director, Dr Michael Fullilove, for the opportunity to speak today.

    Australia is a trading nation.

    From the first known trading networks between indigenous Australians in northern Australia and the Makasar of Indonesia; to the Australian wool which helped clothe the world in the early 20th century; to the energy and mineral resources that have helped societies across the globe develop their economies.

    For centuries, we have relied on our ability to export as we have built the robust and modern economy from which we all benefit today.

    However, until recently, most Australians did not have cause to pay much attention to international trade.

    But that has changed in recent years.

    The imposition of trade impediments by the Chinese Government on $20 billion worth of Australian exports highlighted the risk of putting all your eggs in one basket.

    Upon my appointment as Minister for Trade and Tourism in 2022, working alongside Prime Minister Albanese and Minister for Foreign Affairs, Senator Wong, we worked calmly and methodically to resolve these blockages for Australian businesses.

    Our patient and calibrated approach to stabilising the bilateral relationship with China – without compromising our core interests and values – was vital in achieving the removal of these impediments.

    This means that our world class wine, beef, lobster and many other products are now back on the tables of Chinese consumers, benefiting Australian businesses and local jobs.

    This turnaround could not have been achieved without personal engagement – I have now met my Chinese counterpart, Commerce Minister Wang Wentou, ten times.

    Our government has also taken steps to deepen our economic ties with our nearest neighbours and increase opportunities with new partners further abroad.

    We have worked hard to strengthen our relationships in Southeast Asia, boosting two-way trade and investment with our closest region and reached Australia’s first free trade agreement in the Middle East, when we signed the Australian-UAE agreement late last year.

    I look forward to visiting Abu Dhabi again soon to turbo-charge business and investment.

    Getting our products into the UAE is like getting it into the Woolies warehouse, if you can get it there, you can then get it to all the surrounding countries in the Middle East.

    I am proud of what our Government has achieved in the past three years, with solid foundations laid for continuing the work of building stronger and deeper trading relationships with international partners.

    The diversification of our trade networks will open new opportunities for Australian exporters to ship their goods to the world and bring down the cost of living for Australians.

    Of course, diversification doesn’t mean selling less to our largest trading partners, it means selling more to new partners.

    As the Treasurer laid out in his recent address to the National Press Club, the Albanese Labor Government has organised its economic policy for the second term around three priorities:

    • productivity;
    • economic resilience; and
    • budget sustainability.

    Trade and investment support all three of these priorities.

    Trade drives productivity through competitive innovation, spurred by global competition.

    Trade enhances economic resilience by diversifying markets and supply chains.

    And, trade contributes to budget sustainability by increasing revenues through exports and economic growth.

    Nearly a third of Australia’s economic output is supported by trade.

    One in four Australian jobs relate to trade.

    And foreign investment provides the capital to build for the future, and access to global talent, new ideas, best practices and cutting-edge technologies.

    Business craves certainty to enable long-term investment and planning.

    For the past eight decades that certainty has been based on the institutions forged from the wreckage of World War Two – from trade agreements that have allowed the free flow of resources and capital, and the rules based order which has allowed for an even playing field, ushering in an unprecedented period of global economic growth.

    But, these institutions and norms we worked so hard to build are being questioned and the rules we wrote are being challenged.

    One of the chief designers of the global trading system, the United States, is now questioning the benefits of open, rules-based trade.

    The Trump Administration is seeking to expand domestic manufacturing and influence the policies of trading partners.

    Australia is a medium-sized open economy that is highly integrated with the global economy.

    We rely on being able to send our produce, resources and human capital to the world to sustain the high standard of living which we enjoy today.

    What we risk seeing is a shift from a system based on shared prosperity and interdependence to one based solely on power and size.

    We cannot risk a return to the ‘law of the jungle’.

    If our trading partners’ growth slows, without doubt we will suffer.

    The costs to consumers and businesses of a global economic slowdown will be felt for generations, and the shockwaves of inflation will worsen.

    Even before the imposition of tariffs by the current US Administration, several other forces have been reshaping global trade for some time.

    Firstly, heightened geostrategic competition is increasing the intersection of national security and economic prosperity, made more complex by the rapidly evolving technology that is enabling both extraordinary new growth and adding to the global competition.

    Secondly, the widespread use of industrial policy to support key sectors as nations seek to rebuild industrial bases and sovereign manufacturing capability and ensure technological dominance.

    And thirdly, the transition towards net zero emissions.

    These forces demand a more strategic, coordinated approach to trade policy.

    An approach that balances openness with resilience and long-term competitiveness.

    In 2025, we’re no longer in a “set and forget” world.

    We can no longer afford to take the rules that underpin a stable trading system for granted.

    So, how will the Albanese Labor Government navigate these challenges to best position Australia in a turbulent global economy?

    We will be guided by five key principles.

    The first principle is that free and open markets are essential to Australia’s prosperity.

    Imposing tariffs of our own would drive up the costs for Australian families and businesses.

    This position was backed up by the Productivity Commission in its most recent Trade and Assistance Review released earlier this month.

    Our markets will remain open, and we will stand by our trade agreements. In fact, we will make them even stronger.

    Our second principle is that world trade should be governed by rules and not by power alone.

    We will always stand up for Australian industry and Australian jobs.

    By fighting for a level playing field for our businesses and workers.

    And by providing the right support to ensure our exporters are not locked out of the opportunities we have fought hard for.

    The third principle is that of cooperation.

    We have and will continue to take a good faith approach to trade negotiations – which means engaging with a genuine desire to achieve mutually beneficial outcomes and uphold the rules-based order which has benefited so many.

    The fourth principle is that we will not leave those affected behind – Australian businesses, workers or the broader community.

    As the Prime Minister has said, no one held back, no one left behind.

    We will work hard to ensure that the benefits of trade are shared widely, which is why the Albanese Government is putting so much effort into inclusive trade policies, including our First Nations trade agenda.

    That agenda has already had some big wins – a new international treaty recognising First Nations’ traditional knowledge, and a chapter specifically relating to first nations trade in our UAE agreement, which is the first time this has happened in any Australian trade agreement.

    The final principle is that we will not compromise our fundamental values and interests.

    Like the Pharmaceutical Benefits Scheme, and our biosecurity system.

    To be clear, the announcement yesterday of the outcome of the technical assessment of beef from the United States is the culmination of a decade of science and risk-based import assessments and evaluations.

    Australia is the land of the ‘’fair go’, we value social justice, fairness, inclusion and equality.

    Programs like the PBS, which are at the heart of the health and wellbeing of our country, will never be up for negotiation under an Albanese Labor Government.

    And while we believe in free and fair trade, we will not trade away parts of our core identity.

    With these principles in mind, our government will continue to advance a trade policy which delivers for all Australians.

    During the election campaign we committed to initiatives that would provide support to businesses impacted by protectionist trade measures.

    This included strengthening our anti-dumping regime to help create a level playing field by addressing unfair trade.

    In addition, we put $50 million dollars on the table to work closely with key industry peak bodies, supporting businesses to find and access new market opportunities and we will provide $1 billion in zero interest loans to firms.

    We also committed to establishing a Strategic Reserve for critical minerals so we can make sure Australia can respond to trade and supply disruptions from a position of strength with our key partners.

    And we will put Australian businesses at the front of the queue for government procurement and contracts.

    This is in addition to implementing our Southeast Asia Economic Strategy2040 and our Roadmap for Economic Engagement with India.

    And by backing local manufacturing through the Future Made in Australia policy, we will continue to invest in the skills, technology and renewable energy to make more things here, creating jobs and opportunities for Australians.

    Of course, our ability to compete abroad depends on how productive we are at home.

    Which is why the Government has such an ambitious domestic productivity reform agenda.

    And that agenda depends, in turn, on the quality of our trade and investment connections to the world.

    As I alluded to earlier in my remarks, trade diversification will continue to be a key focus.

    We are fortunate to already have a strong network of 18 free trade agreements with 30 partners, covering almost 80 per cent of the value of our two-way trade.

    But there is unfinished business.

    I am committed to concluding a deal with the European Union, the missing piece in the puzzle of Australia’s network of FTAs, with a market of over 450 million consumers.

    Having met recently with my European counterpart I know there is a genuine desire to reach an outcome.

    But it will require a Team Australia approach both internationally and domestically with stakeholders, including business and farmers.

    And I am committed to expanding our trade deal with India, the world’s most populous nation with a rapidly growing middle class.

    Just these two new agreements bring in almost 2 billion new consumers for Australian products.

    The good news is that my Indian counterpart, Piyush Goyal, and I have a shared vision to boost two-way trade and investment.

    There is new energy in regional trade agreements.

    We are here to work with the region to back this trend.

    As Chair of the CPTPP in 2025, Australia is seeking to expand the membership and deepen its high standard rules.

    And closer to home, in the Pacific region, I want to ensure the gains from trade are spread throughout our neighbourhood.

    Many Pacific island partners tell us they want to participate more fully in global supply chains. I want our friends like Fiji and PNG to be part of our regional trading network that has worked so well for us.

    One of the key ingredients in development and poverty alleviation in Southeast Asia has been a story of opening up to trade.

    That’s why so many of our neighbours are backing regionalism in trade as a response to the current turbulence.

    Because backing these norms of rules and openness backs our region’s strength and vitality.

    We will leverage the G20, OECD and APEC to build support for continued openness around the world, acting as a calm and considered voice for trade across the world.

    Underpinning these bilateral and regional deals is the World Trade Organization, through which most global trade still flows according to its rules.

    Our message to the world is simple: we will continue to respect the rules and be a partner you can count on.

    Shaping the rules of the road is in our DNA.

    We were a founding member of the General Agreement on Tariffs and Trade in 1948 and played a major role in the Uruguay Round negotiations which led to the creation of the WTO.

    Now we face a major challenge in global trade – a time when Australia can play its part as a calm and considered international partner, leveraging our relationships to support free and fair trade.

    The meeting of the world’s trade ministers in Cameroon in March next year must tackle the big issues of WTO reform – how we make decisions, make new rules, and enforce those rules.

    We have got to bring new agreements like the one we have helped create on E-commerce, into the WTO rulebook.

    We must also make progress on agriculture, where there has been a tilted playing field for far too long.

    Australian businesses, workers and consumers are on the front line of this new era of global trade policy.

    That is why we will back business with real, practical support to assist Australian exporters to seize the new opportunities created by our trade deals.

    The Government is committed to genuine consultation – to ensure that our approach both reflects our community’s experience and meets our nation’s expectations.

    Taking an economy wide approach has allowed us to navigate these last few months of tariff disruption successfully.

    It is only with that same approach that we can navigate through the period of uncertainty ahead.

    And ensure that Australia isn’t just a passive witness to our circumstances – but instead shapes them – as we have at key points before in our history.

    The new trading landscape we face is difficult, and challenging.

    But we have to have the courage of our convictions.

    We know that open, rules-based trade and investment works.

    An outward looking trade and investment policy is central to this Government’s ambitions for our economy.

    From our earliest days, Australia has always been a trading nation.

    Our businesses, our people and our communities benefit from it.

    And we will continue to be a successful trading nation if we can both lift our performance at home and shape our circumstances abroad.

    With a genuine Team Australia approach, I am confident we are up to that task.
