    Post-study outcomes from tertiary education measure where graduates go (their destinations) and how much they earn after completing study.
    The data can be broken down into:

    the level of study on the New Zealand Qualifications and Credentials Framework (NZQCF)
    the field of study
    student characteristics (age, gender, region where they lived, etc) and
    the tertiary provider they studied with.

    The data tells you the number of graduates who:

    are in employment
    are in different types of further study
    are on a jobseeker benefit
    are overseas
    have changed their employment or jobseeker status over a period between two years prior to their graduation and the outcome year, or
    are in another (unknown) destination (if they don’t fit any of the above criteria).

    The data also tells you employed graduates’ median and quartile earnings in years 1, 3, 5, 7 and 9 after they graduated and, for comparison, median and quartile earnings for employed students two years before their graduation.
    Things to remember when using this data
    Cohorts
    We show outcomes for graduates 1, 3, 5, 7 and 9 years after graduation. To create a large enough set of data to analyse across qualification level, subject area, age, gender, ethnicity, etc, we group graduates into four-year cohorts.
    We use the calendar year to measure further tertiary study and the tax year for all other information (employment, income, days overseas and days on benefit).

    The same graduate may appear in two different cohorts. A student who graduated in 2020 may have their outcomes measured in the 2021 calendar/2022 tax year for the Year 1 cohort and measured in the 2023 calendar year/2024 tax year for the Year 3 cohort.
    Who is included in the data?
    The outcomes in these spreadsheets are for domestic graduates who completed qualifications at tertiary education providers reporting qualification completions to the Tertiary Education Commission (TEC). This data excludes graduates who were receiving a disability benefit or in a Corrections facility for any period within the outcome year.
    National-level data includes all qualification completions reported to TEC. Provider-level data includes Student Achievement Component-funded providers and Industry Training Organisations. Some smaller providers may not have outcome data if their graduate numbers do not reach the statistical threshold.
    Outcomes are influenced by a range of factors
    Graduates’ outcomes are influenced by a range of factors outside of providers’ control. These include different regional labour markets, individuals’ choices, and graduates’ other qualifications, skills and experience.
    Outcomes are grouped by qualification subject area, not specific qualification
    We’ve used this higher level of grouping because there are often too few graduates at individual qualification level to produce any meaningful data. We have grouped together some qualifications that are likely to give graduates different outcomes. For example, graduates with a Bachelor in Oral Health (needed to become a dental hygienist) and a Bachelor of Dental Surgery (needed to become a dentist) are grouped together under dentistry.
    Older graduates are included in this data
    This data presents earnings and destinations not only for young graduates but for all age groups (under 25 years old, 25–39 years old, and 40 years and over). Older graduates who complete similar qualifications will likely have different outcomes from younger graduates, as other factors such as prior learning and work experience influence outcomes for older graduates. Accordingly, for older graduates traditionally used outcome indicators of earnings, employment, unemployment, and further study might not be enough to define which groups of graduates have relatively better outcomes from their tertiary study.
    To improve outcome information for older graduates, this data includes measures such as:

    change in employment or jobseeker status over a period between two years prior to student’s graduation and the outcome year, and
    employed students’ earnings two years prior to their graduation compared to employed graduates’ earnings in the outcome year.

    Outcomes are included for only a graduate’s highest and latest qualification
    In previous data sets employment outcomes were attributed to all qualifications completed by a graduate.
    In this data we attribute outcomes only to a learner’s highest and latest (by the outcome year) qualification, so a graduate has labour market outcomes attributed only once. The highest and latest qualification completed by a person is derived from all data reported to the TEC or NZQA by tertiary providers and Industry Training Organisations (ITOs). If a learner completed two equal-level qualifications in the same year at an ITO and a provider, we have attributed the outcomes to the ITO qualification, not the provider qualification.

    This post-study outcomes data does not give information on earnings and employment prospects for particular occupations. Graduates will often find jobs outside their area of study.

    A domestic graduate lives in New Zealand and has either New Zealand or Australian citizenship, or permanent New Zealand residency.

    To protect confidentiality all graduate counts are randomly rounded to base 3.[2] Graduate counts below five, including zero counts, are not included.
    Graduate destinations
    Graduates might be counted under multiple destinations.
    When a graduate meets the criteria for more than one destination, they are counted in each of these destinations.

    The graduate met the definition of a jobseeker (as outlined above) 2 years prior to qualification completion and did not meet the definition of a jobseeker in the outcome year.

    Other

    The graduate didn’t meet any of the above criteria, or there was no record in that year for them in the IDI data.

    Measuring earnings
    Gross earnings from employed graduates

    Earnings include taxable earnings from wages and salary, paid parental leave, ACC compensation and self-employment.
    Earnings are measured across graduates who are employed.
    Earnings in tax years 2021–2023 are adjusted with the Labour Cost Index to the March 2024 dollars.
    Earnings are rounded to the nearest $1,000.

    Hours of work
    Earnings will be understated for any qualifications and fields of study where there are significant numbers of young graduates in part-time work or who only work part of the year. This is because no adjustments are made for graduates’ hours of work.

    Defining area of study
    The field of study is determined from the courses graduates take in their study. The New Zealand Standard Classification of Education (NZSCED) is used to classify the fields of study.

    Results are presented at the broad, narrow and detailed NZSCED levels.
    Number of graduates
    Where the total number of graduates was 20 or below, we excluded the results from this data. Take care interpreting earnings and destination results when there is a small number of graduates as the results may fluctuate.
    Merged providers
    Some providers have merged over the period covered by this data. Where this has occurred, we have combined the former providers’ graduate outcomes to give outcomes for the merged provider.

  • MIL-Evening Report: Talk to Me was a rollercoaster, but the Philippou brothers’ Bring Her Back will trap you in a house of horrors

    They may have only made two feature films so far, but Danny and Michael Philippou are already being hailed as Australia’s premiere horror auteurs.

    Their 2023 debut Talk To Me sparked a bidding war between distributors upon its premiere at Sundance.

    It went on to become prestige indie studio A24’s highest grossing horror release ever at the United States box office. That’s an impressive feat, given A24 is behind some of the most revered horror films of the 21st century, including Ari Aster’s Hereditary (2018) and Midsommar (2019), and Robert Eggers’ The Witch (2015).

    This context helps explain the sky-high expectations around the release of the Philippous’ newest horror film, Bring Her Back. The brothers even expressed their nerves around the film’s release during a preview screening introduction.

    But I’d suggest they breathe a sigh of relief. Bring Her Back trades the chaotic thrills of Talk To Me for a slow-burning, sensory-driven exploration of grief that’s as engrossing as it is unbearable.

    Same universe, but not a sequel

    Bring Her Back is very tonally distinct from and not explicitly narratively linked to Talk To Me. However, the directors have explained it exists in the same fictional universe as their original smash hit.

    This explains why, despite the stark difference in tone – Bring Her Back is a much more sombre watch – there are many thematic and stylistic parallels. These similarities are visible from the films’ marketing materials, through to individual frames.

    Bring Her Back’s sombre notes

    Talk To Me is a riotous, bloody and loud racket of teen supernatural possession horror.

    Like Richard Carter’s song Le Monde, a viral hit from the movie’s soundtrack, the film rises and falls cacophonously. It follows a group of teens at a party as they decide to commune with the dead through an occult party prop: a cursed hand.

    Trauma, grief, gore and comedy strike discordantly at the piano keys as the body count piles up.

    In contrast to Talk To Me’s tonal and sonic mayhem, Bring Her Back heavily pounds at the same two notes throughout: grief and trauma.

    Set in the horror staple of a mysterious, suffocating house, the film follows step-siblings Piper (Sora Wong) and Andy (Billy Barratt) as they adjust to life with their new foster mother, Laura (Sally Hawkins), after their father’s sudden death. The teen’s sense of vulnerability in the strange new environment is heightened by the fact Piper is blind.

    Bring Her Back builds on a trend of sensory-driven horror films – including the Quiet Place franchise, Bird Box (2018), and The Silence (2019) – that impel viewers to navigate threatening environments through the main character’s sensory loss or impairment.

    Uncomfortable on the ear

    In Bring Her Back, the viewer inhabits the destabilising environment of the house through layered sensory textures that feel increasingly claustrophobic and threatening.

    Case in point is the harsh rush of water in the running shower where the teens find their father’s gruesome dead body in the opening moments. As the film progresses, this sound manifests as a genuine threat to Piper’s life, in the form of relentlessly pouring (and potentially occult) rain.

    The oppressive rain gradually fills up the house’s desolate, unfenced swimming pool, which is the site of previous trauma for foster mother Laura.

    Simply traversing the house’s backyard becomes increasingly perilous for Piper as she becomes accustomed to her environment, a process the audience shares through the audio-visuals of her hands gliding across walls, counter tops and corners.

    The immersive sound design is dense with hands scraping, sliding and slapping – as well as some truly hideous teeth gnashing. These tactile sounds integrate chillingly with the otherwordly soundtrack composed by Cornel Wilczek, who also composed the score for Talk to Me.

    Haunting performances

    The teens soon learn that another foster child, the mute and mysterious Oliver (Jonah Wren Phillips), also inhabits the house. The strange relationship between Laura and Oliver couldn’t be more ominous.

    Sally Hawkins is captivatingly monstrous as the outwardly warm but increasingly overbearing and unhinged mother figure (particularly for those of us with a fresh memory of Hawkins’ loveably zany mum, Mrs Brown, from the Paddington films).

    Piper is tempted to sink into the warm embrace Laura offers. The viewer, however, is privy to Laura’s vicious streak – evident in her rough, uncaring gestures, harsh glares and sinister flashes of cunning.

    Young Jonah Wren Phillips is transfixing as the creepy Oliver, delivering a performance through piercing stares and tortured bodily contortions rather than dialogue.

    Unbearably grim

    Bring Her Back exhibits a dense film literacy. The Philippous have discussed the influence of classic “psycho biddy” films such as What Ever Happened to Baby Jane? (1962), and foundational ghost films such as The Innocents (1961).

    But for me, Bring Her Back chimes most evocatively with the trauma- and grief-soaked Japanese horror wave of the early 2000s, and particularly with Hideo Nakata’s J-Horror masterpiece Dark Water (2002).

    This tragic ghost story similarly deploys the rippling, rushing and dripping of water as an agent of death and decay within fractured mother-daughter relationships.

    Inhabiting the world of Bring Her Back ends up feeling like an unbearably grim and claustrophobic endurance effort – which is exactly what the Philippous intended.

    While this is not the exhilarating rollercoaster of Talk To Me, the shift in tonal gears showcases the Philippous’ impressive range within the horror genre’s rich emotional terrain.

  • MIL-Evening Report: NSW is again cleaning up after major floods. Are we veering towards the collapse of insurability?

    Once again, large parts of New South Wales have been devastated by floods. It’s estimated 10,000 homes and businesses may have been damaged or destroyed and the Insurance Council of Australia reports more than 6,000 insurance claims have been received for the Mid North Coast and Hunter region.

    Hundreds of families are displaced. With many homes now uninhabitable, they face a uncertain future.

    As the mop-up begins, stories are emerging of households and businesses not covered by insurance, with some residents saying insurance companies were asking up to A$30,000 annually for cover.

    There are many others who are underinsured, with insurance payouts not meeting the full costs of rebuild, repair and replacement. The Insurance Council of Australia has declared the event an “insurance catastrophe”.

    The impacts of these floods reflect global trends. In 2024, there were around 60 natural disaster events that each exceeded A$1.5 billion in economic losses. Total losses worldwide reached A$650 billion.

    As one of the most disaster-prone countries in the Western world, is Australia the canary in the coalmine for a global collapse of insurance? With these types of disasters escalating in a changing climate, it is reasonable to feel – and fear – this is the case.

    An uninsurable future?

    In 1992, sociologist Ulrich Beck argued unpredictable global risks, such as climate change, would bring an end to the private insurance market, with profound effects on the modern world.

    The idea of an uninsurable future stirs up imaginings of apocalyptic landscapes – crumbling buildings, streets strewn with refuse and people eking out a living amid the rubble and ruins.

    But the reality is, as we are seeing in central NSW, it is not a future event that demands attention. Many individuals and communities are already living with an unfolding collapse of insurance affordability and availability.

    The consequences can be dire, especially for those already struggling to make ends meet.

    How are governments responding?

    Speaking on ABC radio on Thursday morning, NSW Premier Chris Minns said he would be “putting the heat” on insurance companies:

    Everyone’s going to have to do their part […] and that means insurance companies will have to step up and pay out claims quickly.

    In the lead-up to the federal election, both major parties made clear they believed insurers were “ripping off” Australians. The Coalition even proposed new emergency divestiture powers that would allow the government to break up major insurers in the case of market failure.

    But this is no solution at all, given insurance pricing and coverage is largely set by global “reinsurers”. Reinsurance is a kind of insurance coverage for insurance companies themselves – that is, policies to cover the cost of paying out claims after major disasters.

    Just ten multi-billion dollar companies control 70% of the reinsurance market.

    Who should bear rising costs?

    Insurers, led by the Insurance Council of Australia, are pushing for a Flood Defence Fund and retrofitting homes for disaster resilience, paid for by governments and households.

    These ideas might seem logical. But they draw attention away from a thriving industry and regulations and policies aimed at making insurance more affordable and effective for ordinary people.

    In places like Australia, the increasing cost of insurance cuts across all types, with the largest rises coming in home, vehicle, and employers’ liability insurance.

    Many insurers are reporting healthy profits. Globally, the sector is experiencing “exceptionally strong growth”.

    Over the three years to 2024, revenue from premiums in the insurance sector increased by over 21% globally – a “whopping” rise, according to the finance corporation Allianz.

    Where to from here?

    The insurance sector will continue to grow – and profit – until it no longer can due to climate change and other pressures.

    But it is not a future crash of insurers that should be of primary concern. It is the real-time collapse of insurance for households, businesses and communities.

    As this collapse of insurance unfolds, it is largely left to households and communities to take action and build resilience.

    Examples include squatters taking possession of flood-damaged vacant homes in Lismore and, when combined with the housing crisis, the growth in informal housing and settlements on the fringes of major population centres.

    These are desperate responses. But they are also realistic, given governments and insurers are failing to reverse this trending collapse.

    What else we could do

    After each major disaster event comes a rise in insurance costs and a withdrawal of insurance coverage. To avoid being a canary in the coalmine, Australia urgently needs government intervention in the insurance industry – an industry very resistant to such intervention.

    To ensure everyone is adequately covered when disaster strikes, this could come in the form of an equitable and affordable public insurance scheme.

    As more Australians lose the ability to insure themselves, governments must also address growing structural inequality that is undermining social cohesion and our capacity for collective resilience.

  • MIL-Evening Report: Researchers created a chatbot to help teach a university law class – but the AI kept messing up

    “AI tutors” have been hyped as a way to revolutionise education.

    The idea is generative artificial intelligence tools (such as ChatGPT) could adapt to any teaching style set by a teacher. The AI could guide students step-by-step through problems and offer hints without giving away answers. It could then deliver precise, immediate feedback tailored to the student’s individual learning gaps.

    Despite the enthusiasm, there is limited research testing how well AI performs in teaching environments, especially within structured university courses.

    In our new study, we developed our own AI tool for a university law class. We wanted to know, can it genuinely support personalised learning or are we expecting too much?

    Our study

    In 2022, we developed SmartTest, a customisable educational chatbot, as part of a broader project to democratise access to AI tools in education.

    Unlike generic chatbots, SmartTest is purpose-built for educators, allowing them to embed questions, model answers and prompts. This means the chatbot can ask relevant questions, deliver accurate and consistent feedback and minimise hallucinations (or mistakes). SmartTest is also instructed to use the Socratic method, encouraging students to think, rather than spoon-feeding them answers.

    We trialled SmartTest over five test cycles in a criminal law course (which one of us was coordinating) at the University of Wollongong in 2023.

    Each cycle introduced varying degrees of complexity. The first three cycles used short hypothetical criminal law scenarios (for example, is the accused guilty of theft in this scenario?). The last two cycles used simple short-answer questions (for example, what’s the maximum sentencing discount for a guilty plea?).

    An average of 35 students interacted with SmartTest in each cycle across several criminal law tutorials. Participation was voluntary and anonymous, with students interacting with SmartTest on their own devices for up to ten minutes per session. Students’ conversations with SmartTest – their attempts at answering the question, and the immediate feedback they received from the chatbot – were recorded in our database.

    After the final test cycle, we surveyed students about their experience.



    What we found

    SmartTest showed promise in guiding students and helping them identify gaps in their understanding.

    However, in the first three cycles (the problem-scenario questions), between 40% and 54% of conversations had at least one example of inaccurate, misleading, or incorrect feedback.

    When we shifted to much simpler short-answer format in cycles four and five, the error rate dropped significantly to between 6% and 27%. However, even in these best-performing cycles, some errors persisted. For example, sometimes SmartTest would affirm an incorrect answer before providing the correct one, which risks confusing students.

    A significant revelation was the sheer effort required to get the chatbot working effectively in our tests. Far from a time-saving silver bullet, integrating SmartTest involved painstaking prompt engineering and rigorous manual assessments from educators (in this case, us). This paradox – where a tool promoted as labour-saving demands significant labour – calls into question its practical benefits for already time-poor educators.

    Inconsistency is a core issue

    SmartTest’s behaviour was also unpredictable. Under identical conditions, it sometimes offered excellent feedback and at other times provided incorrect, confusing or misleading information.

    For an educational tool tasked with supporting student learning, this raises serious concerns about reliability and trustworthiness.

    To assess if newer models improved performance, we replaced the underlying generative AI powering SmartTest (ChatGPT-4) with newer models, such as ChatGPT-4.5, which was released in 2025.

    We tested these models by replicating instances where SmartTest provided poor feedback to students in our study. The newer models did not consistently outperform older ones. Sometimes, their responses were even less accurate or useful from a teaching perspective. As such, newer more advanced AI models do not automatically translate to better educational outcomes.

    What does this mean for students and teachers?

    The implications for students and university staff are mixed.

    Generative AI may support low-stakes, formative learning activities. But in our study, it could not provide the reliability, nuance and subject-matter depth needed for many educational contexts.

    On the plus side, our survey results indicated students appreciated the immediate feedback and conversational tone of SmartTest. Some mentioned it reduced anxiety and made them more comfortable expressing uncertainty. However, this benefit came with a catch: incorrect or misleading answers could just as easily reinforce misunderstandings as clarify them.

    Most students (76%) preferred having access to SmartTest rather than no opportunity to practise questions. However, when given the choice between receiving immediate feedback from AI or waiting one or more days for feedback from human tutors, only 27% preferred AI. Nearly half preferred human feedback with a delay and the rest were indifferent.

    This suggests a critical challenge. Students enjoy the convenience of AI tools, but they still place higher trust in human educators.

    A need for caution

    Our findings suggest generative AI should still be treated as an experimental educational aid.

    The potential is real – but so are the limitations. Relying too heavily on AI without rigorous evaluation risks compromising the very educational outcomes we are aiming to enhance.

    People with disability are missing out on screening programs that could help detect cancer early, and after diagnosis, are less likely to survive, our study shows.

    Overall, this means people with disability are more likely to die from cancer than people without disability.

    We draw together evidence showing the striking inequity at the heart of current approaches to controlling cancer.

    But there are ways to improve access to the types of screening programs and cancer services many people without disability use routinely.

    What we did and what we found

    We reviewed evidence from 73 studies from around the world. These studies compared cancer outcomes in people with disability to those without.

    Let’s start with cancer screening, one way to prevent deaths from cancer. Screening picks up early signs of cancer or can prevent it from developing into a problem if found early enough. Early detection usually means more treatment options and higher chances of a good outcome.

    However, our review found people with disability are missing out on these life-saving screening programs all around the world, including for breast, cervical and bowel cancer.

    In fact, some studies in our review showed these cancers are more likely to be diagnosed at an advanced stage in people with disability.

    Once diagnosed, people with disability are still at a disadvantage. We found lower survival rates than cancer patients without disability.

    This could be because of delayed diagnosis and inaccessible treatment, and we’d need further research to be sure. But we do have relevant evidence from some studies.

    A UK study of cancer deaths in people with intellectual disability found more than a third had their cancer diagnosed after going to the emergency department. Almost half of the cancers in the study were already at an advanced stage when diagnosed.

    Another review of global evidence found cancer patients with disability receive poorer quality cancer care. This included delays in treatment, being undertreated or having excessively invasive treatment. People with disability also had less access to in-hospital services and pain medication.

    From diagnosis to treatment, global evidence shows people with disability are being excluded from health services that many people without disability routinely access and benefit from.

    The situation is no different in Australia and it is costing lives.

    In previous work, we found cancer is a leading cause of earlier deaths among Australians with disability. It’s the cause of about 20% of the extra deaths we see in people with disability compared to people without.

    Why is this happening?

    We clearly need to do more to improve health care for people with disability. But we also need to take action in other areas to address underlying issues.

    People with disability are more likely to be poor and live in disadvantaged circumstances than the rest of the Australian population, which may put them at higher risk of cancer.

    Many factors that cause cancer – for example, smoking, unaffordable healthy food, and drinking high levels of alcohol – disproportionately impact disadvantaged groups, including people with disability.

    Many people with disability live with additional health conditions, which can lead to a lack of attention to routine issues. This can result in cancer screening and routine care becoming less of a priority.

    Buildings where services are provided and medical diagnostic equipment is located are not always accessible for people with disability.

    The health system itself can be inaccessible, with little support to help people with disability access services. For instance, navigating cancer care can be overwhelming, especially for people who need support for daily activities, transport or communication.

    People with disability, especially with intellectual disability, need extra time and support to give informed consent to screening, treatment or procedures – resources and time particularly overstretched in public health systems.

    People with disability can also experience both direct and indirect discrimination in health care, which lead to poorer outcomes. This includes discriminatory attitudes towards people with disability and their carers, and making assumptions about a patient based on their disability.

    What can we do about it?

    For cancer control to be inclusive and work for people with disability, we need to look at:

    • prevention – public health interventions, such as quit smoking or healthy lifestyle programs, need to be co-designed with and tailored to people with disability

    • early detection – national screening programs must develop strategies and take active steps to include people with disability. Clinics need to be physically accessible, information needs to be available in a range of accessible formats, and extra time needs to be allocated to get genuine informed consent

    • ensuring people with disability have a voice – cancer care needs to be tailored to an individual person, as everyone’s needs are different. We need to support and include people with disability in conversations about their care so they can make informed decisions. This means providing information in ways that work for them, and allowing time to understand and ask questions

    • training health professionals to understand and respond to the needs of people with disability and make the adjustments required for optimal cancer care, particularly for people with an intellectual disability.

  • MIL-Evening Report: Google is going ‘all in’ on AI. It’s part of a troubling trend in big tech

    Google recently unveiled the next phase of its artificial intelligence (AI) journey: “AI mode”.

    This new feature will soon be released as a new option to users of Google’s search engine in the United States, with no timeline yet for the rest of the world. The company says it will be akin to having a conversation with an expert well versed on a wide range of topics.

    This is just one of many steps Google is taking in pursuit of its “all-in” approach to AI.

    The “all-in” approach extends beyond just integrating the technology into different applications. Google is providing products all along the AI supply chain – a process known as “vertical integration” – housing everything from AI computer chips through to the user interfaces we interact with on a daily basis, such as Google maps or Gmail.

    Google isn’t the only AI company with ambitions of vertical integration. For example, OpenAI recently acquired a hardware startup co-founded by Apple’s Jony Ive, which will centralise hardware development within the company. Amazon is taking similar steps. It owns cloud computing platforms, custom chips, device plans and is incorporating more AI services into products.

    This may be the beginning of a trend of vertical integration across big tech. And it could have significant implications for users and companies alike.

    The AI ‘tech stack’

    Hardware, software, data sources, databases and servers are some of the layers that make up what is commonly referred to as the “AI tech stack”.

    There are four main layers to Google’s evolving vertical tech stack:

    1. Hardware layer. Google develops its own AI chips, known as tensor processing units (TPUs). The company claims these chips provide superior performance and efficiency compared to general purpose processors.

    2. Infrastructure layer. The company uses its own cloud infrastructure to source its computing power, networking and storage requirements. This infrastructure is the foundation for running and scaling AI capabilities.

    3. Model development layer. In-house research capabilities are used to drive the development of their products and services. This includes research around machine learning, robotics, language models and computer vision.

    4. Data layer. Data is constantly sourced from users across all Google platforms, including its search engine, maps and email. Data collection is a condition of using any Google application.

    Some argue vertical integration is an optimal and cost-effective business strategy in many industries, not just tech. However, the realities of this set-up prove otherwise.

    Fuelling power imbalances

    Google and OpenAI are two of just a handful of companies which dominate the global technology market.

    Thanks to this market dominance, these companies can charge higher markups for their goods and services and abuse practices in online advertising.

    Vertical integration further skews this power imbalance by centralising the layers of the AI tech stack to one company. A distribution of hardware, infrastructure, research and development and data across multiple industries helps support a more equitable playing field across the industry.

    The loss of this equity creates greater barriers to entry for smaller companies as the larger conglomerates keep everything in-house.

    It also reduces incentives to innovate in ways that benefit consumers because it eliminates the business competition that usually drives innovation.

    Data is often described as the new gold. This is especially true in the case of AI, which is heavily reliant on data. Through its many platforms, Google has access to a continuous stream of data. In turn, this gives the company even more power in the industry.

    Other tech companies such as Amazon are moving towards vertical integration in the AI sector.

    The vulnerabilities of vertical integration

    The success of a company that is vertically integrated relies on housing the best knowledge and expertise in-house. Retaining this level of resourcing within a small handful of companies can lead to knowledge and expertise hoarding.

    Research shows knowledge and expertise hoarding reduces social learning and increases disparities between “winners” and “losers” in a given market. This creates an overall vulnerable industry, because net gains are lost in the pursuit of exclusivity.

    Exclusivity also breeds a lack of resilience. That’s because the points of failure are centralised.

    Risk is better managed with additional oversight, transparency and accountability. Collaborations across industry rely on these processes to work together effectively.

    Centralising the AI tech stack within one organisation eliminates external scrutiny, because it reduces interactions with external providers of products and services. In turn this can lead to a company behaving in a more risky manner.

    Regulatory bodies can also provide external scrutiny.

    However, the current push to deregulate AI is widening the gap between technology development and regulation.

    It is also allowing for big tech companies to become increasingly opaque. A lack of transparency raises issues about organisational practices; in the context of AI, practices around data are of particular concern.

    The trend towards vertical integration in the AI sector will further increase this opacity and heighten existing issues around transparency.

    WASHINGTON, D.C. — Today, U.S. Representative Nanette Diaz Barragán (CA-44) led the entire California Democratic Congressional Delegation in sending a letter to President Donald Trump and Health and Human Services Secretary Robert F. Kennedy, Jr., urging them to safeguard federal funding for the Head Start program. The letter comes in response to alarming reports that the Trump Administration considered eliminating Head Start funding during recent federal budget discussions.

  • MIL-OSI Security: Sixteen Defendants Federally Charged in Connection with DanaBot Malware Scheme That Infected Computers Worldwide

    LOS ANGELES – A federal grand jury indictment and criminal complaint unsealed today charge 16 defendants who allegedly developed and deployed the DanaBot malware which a Russia-based cybercrime organization controlled and deployed, infecting more than 300,000 victim computers around the world, facilitated fraud and ransomware, and caused at least $50 million in damage.

    The defendants include Aleksandr Stepanov, 39, a.k.a. “JimmBee,” and Artem Aleksandrovich Kalinkin, 34, a.k.a. “Onix”, both of Novosibirsk, Russia. Stepanov was charged with conspiracy, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, unauthorized access to a protected computer to obtain information, unauthorized impairment of a protected computer, wiretapping, and use of an intercepted communication.

    Kalinkin was charged with conspiracy to gain unauthorized access to a computer to obtain information, to gain unauthorized access to a computer to defraud, and to commit unauthorized impairment of a protected computer. Both defendants are believed to be in Russia and are not in custody.

    According to the indictment and complaint, DanaBot malware used a variety of methods to infect victim computers, including spam email messages containing malicious attachments or hyperlinks. Victim computers infected with DanaBot malware became part of a botnet (a network of compromised computers), enabling the operators and users of the botnet to remotely control the infected computers in a coordinated manner. The owners and operators of the victim computers are typically unaware of the infection.

    The DanaBot malware allegedly operated on a malware-as-a-service model, with the administrators leasing access to the botnet and support tools to client coconspirators for a fee that was typically several thousand dollars a month. The DanaBot malware was multi-featured and had extensive capabilities to exploit victim computers. It could be used to steal data from victim computers, and to hijack banking sessions, steal device information, user browsing histories, stored account credentials, and virtual currency wallet information.

    DanaBot also had the capability to provide full remote access to victim computers, to record keystrokes, and record videos showing the activity of users on victim computers. DanaBot has further been used as an initial means of infection for other forms of malware, including ransomware. The DanaBot malware has infected over 300,000 computers around the world, and caused damage estimated to exceed $50 million.

    DanaBot administrators operated a second version of the botnet that was used to target victim computers in military, diplomatic, government, and related entities. This version of the botnet recorded all interactions with the computer and sent stolen data to a different server than the fraud-oriented version of DanaBot. This variant was allegedly used to target diplomats, law enforcement personnel, and members of the military in North America, and Europe.

    “Pervasive malware like DanaBot harms hundreds of thousands of victims around the world, including sensitive military, diplomatic, and government entities, and causes many millions of dollars in losses,” said United States Attorney Bill Essayli for the Central District of California. “The charges and actions announced today demonstrate our commitment to eradicating the largest threats to global cybersecurity and pursuing the most malicious cyber actors, wherever they are located.”   

    “The enforcement actions announced today, made possible by enduring law enforcement and industry partnerships across the globe, disrupted a significant cyber threat group, who were profiting from the theft of victim data and the targeting of sensitive networks,” said Special Agent in Charge Kenneth DeChellis of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Cyber Field Office. “The DanaBot malware was a clear threat to the Department of Defense and our partners. DCIS will vigorously defend our infrastructure, personnel, and intellectual property.”

    “Today’s announcement represents a significant step forward in the FBI’s ongoing efforts to disrupt and dismantle the cyber-criminal ecosystem that wreaks havoc on global digital security,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “We are grateful for the coordinated efforts of our domestic and international law enforcement partners in holding cyber criminals accountable, no matter where they operate.”

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Kalinkin would face a statutory maximum sentence of 72 years in federal prison, and Stepanov would face a statutory maximum sentence of five years in federal prison.

    As part of today’s operation, Defense Criminal Investigative Service (DCIS) agents effected seizures and takedowns of DanaBot command and control servers, including dozens of virtual servers hosted in the United States. The U.S. government is now working with partners including the Shadowserver Foundation to notify DanaBot victims and help remediate infections.

    These law enforcement actions were taken in conjunction with Operation Endgame, an ongoing, coordinated effort among international law enforcement agencies aimed at dismantling and prosecuting cybercriminal organizations around the world.

    Amazon, Crowdstrike, ESET, Flashpoint, Google, Intel 471, Lumen, PayPal, Proofpoint, Spycloud, Team CYMRU, and ZScaler provided valuable assistance.

    The investigation into DanaBot was led by the FBI’s Anchorage Field Office and the Defense Criminal Investigative Service, working closely with Germany’s Bundeskriminalamt (BKA), the Netherlands National Police, and the Australian Federal Police. The Justice Department’s Office of International Affairs provided significant assistance.

    Assistant United States Attorney Aaron Frumkin of the Cyber and Intellectual Property Crimes Section is prosecuting these cases. Assistant United States Attorney James E. Dochterman of the Asset Forfeiture and Recovery Section is handling the forfeiture case.

    Padilla Joins Entire California Democratic Delegation in Urging Trump Administration to Protect Head Start Funding

    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.) joined the entire California Democratic Congressional Delegation in urging President Donald Trump and Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. to safeguard federal funding for the Head Start program. The letter comes in response to alarming reports that the Trump Administration has considered eliminating Head Start funding during recent federal budget discussions.

    California’s Head Start program is the largest in the nation. In Fiscal Year 2023 alone, Head Start and Early Head Start programs served more than 94,000 children across the state. These programs offer critical support to children by integrating early education with health, nutrition, and family services, providing targeted support to those facing poverty, housing insecurity, and systemic inequities.

    “From Los Angeles County to the Central Valley to rural tribal lands, Head Start provides comprehensive early learning, health, nutrition, and family support services to children who are disproportionately impacted by poverty and housing instability,” wrote the lawmakers. “These essential services support our state’s economy by allowing parents to work and go to school, while giving our future workforce the strong start that they need to be successful later in life.”

    “The elimination or reduction of Head Start funding would be catastrophic,” continued the lawmakers. “In California, it would shut the doors of 1,835 Head Start and Early Head Start Centers and eliminate access to early education for tens of thousands of children — disproportionately children of color, English learners, children with disabilities, and those living in low-income and rural communities. Thousands of parents would also lose their ability to go to work or school, and otherwise participate in the economy.”

    Since its founding in 1965, Head Start has served over 40 million children and families nationwide. Decades of research confirm that the program improves school readiness, boosts long-term academic and employment outcomes, and helps break the cycle of poverty.

    “Head Start is not optional — it is a national commitment that must be honored,” concluded the lawmakers. “For these reasons, we urge you to reject any future attempts to weaken or eliminate this program and to ensure its continued success for the children and families who rely on it every day.”

Last month, Padilla and Senators Ben Ray Luján (D-N.M.) and Raphael Warnock (D-Ga.) led 25 Senators in slamming the Trump Administration’s mass firings of federal employees at the Office of Head Start (OHS) and the Office of Child Care (OCC) and demanding Secretary Kennedy immediately reinstate these employees. Padilla also joined 41 Senators in another letter blasting the Trump Administration’s direct attacks on the Head Start program.

    LOS ANGELES, CA — Today, U.S. Senators Alex Padilla, Ranking Member of the Senate Judiciary Immigration Subcommittee, and Adam Schiff (both D-Calif.) joined Representative Luz Rivas (D-Calif.-29), Representative Sydney Kamlager-Dove (D-Calif.-37), and 34 other lawmakers in urging Department of Homeland Security Secretary Kristi Noem to reconsider the termination of the legal status of a four-year-old Bakersfield girl and her family, potentially leading to life-threatening deportation. The young girl, identified by her initials as S.G.V., has short bowel syndrome and could die within days if she is deported and loses essential medical care at Children’s Hospital Los Angeles.
    “We urge you to reconsider the termination of S.G.V. and her family’s legal status as S.G.V.’s doctors say she could die within days without treatment,” wrote the lawmakers. “Due to S.G.V.’s short bowel syndrome, she receives intensive medical treatments such as: being tethered to feeding tubes 24 hours a day; spending 14 hours each night being hooked up to an intravenous feeding system; and receiving a different type of nutrition via a gastric tube into her stomach four times a day. In 2023, S.G.V. and her family were allowed to enter the U.S. legally on humanitarian grounds.”
    “Your Department has revoked this child’s legal status in the U.S., which interrupts the urgent, life-saving care she receives at Children’s Hospital Los Angeles every six weeks,” continued the lawmakers. “We believe this family’s situation clearly meets the need for humanitarian aid and urge you and this Administration to reconsider its decision. It is our duty to protect the sick, vulnerable, and defenseless. Without action, S.G.V. will die. We urge a prompt response from your Department and a swift decision to extend this family’s legal status in the U.S.”

    Royal Challengers Bengaluru blazed past table-toppers Punjab Kings to book their place in the final of the 18th season of the Indian Premier League (IPL) with a commanding eight-wicket victory on Thursday.

    After a spirited bowling display spearheaded by Josh Hazlewood and Suyash Sharma — both claiming three-wicket hauls — Bengaluru’s batters followed up with an aggressive chase to seal the win. From the first over, it was one-way traffic, and the batters ensured it stayed that way in the second innings.

    Defending a modest 101-run total, Punjab showed early resistance as Kyle Jamieson, recalling his 2021 WTC final heroics, dismissed Virat Kohli (12) by extracting extra bounce and drawing an edge to Josh Inglis behind the stumps — a maiden-wicket over that marked Kohli’s lowest score in a chase during IPL 2025.

    Impact substitute Mayank Agarwal, partnered by Philip Salt, counterattacked with a 21-run over against Jamieson to close the powerplay.

    PBKS captain Shreyas Iyer introduced Musheer Khan into the attack, and the youngster delivered by trapping Mayank lbw for 19(13). However, Punjab’s hopes faded as Salt continued his onslaught, reaching a half-century in just 23 balls. Skipper Rajat Patidar then finished the job in style with a slog-sweep into the stands, sealing RCB’s spot in the final.

    Earlier, PBKS collapsed to 48/4 inside the powerplay. Marcus Stoinis (26 off 17 balls, 2 fours and 2 sixes) was the only batter to cross the 20-run mark. Suyash Sharma’s three wickets dismantled the middle order.

    After electing to bowl first, RCB got off to a dream start. The pace trio of Bhuvneshwar Kumar, Yash Dayal, and Hazlewood dominated the early overs.

    Yash struck first, removing Priyansh Arya for 7 via a sharp catch at cover by Krunal Pandya. PBKS were 9/1 in 1.2 overs.

    Prabhsimran Singh played some attacking shots but edged one to keeper Jitesh Sharma for 18 off 10 balls, giving Bhuvneshwar his first wicket. PBKS were 27/2 in 3 overs.

    Hazlewood, returning from injury, made an immediate impact by removing Shreyas Iyer (2) and fellow Australian Josh Inglis (4), reducing PBKS to 38/4 in 5.1 overs.

    Nehal Wadhera’s resistance didn’t last, as a thick edge off Yash crashed into the stumps. PBKS slumped to 50/5 in 6.3 overs.

    Things worsened in the 8th over when Suyash cleaned up both Shashank Singh (3) and Impact Sub Musheer Khan (0), leaving PBKS reeling at 60/7.

    Stoinis was the only remaining hope, but Suyash bowled him for 26, his third wicket. PBKS were 78/8 in 10.3 overs.

    Romario Shepherd dismissed Harpreet Brar (4), and Hazlewood wrapped up the innings by removing Omarzai, who edged to Jitesh. PBKS were all out for 101 in 14.1 overs.

    Suyash (3/17) and Hazlewood (3/21) were the standout bowlers, with Yash claiming 2/26. Bhuvneshwar and Romario took one wicket each.

    A growing number of Canadian travellers are embracing “soft adventure” travel. This trend blends a desire for active engagements in nature and educational and culturally relevant experiences with the chance to reset and relax.

    Low-risk outdoor activities such as wine tasting, canoeing, fishing, whale-watching and cycling are all examples of this growing trend. This shift reflects a “growing desire for peace of mind and rejuvenation” among Canadians in their travel experiences.

    A recent survey found 61 per cent of Canadians plan to focus on “soft travel” or “calm-cations” in 2025. While this trend spans all age groups, it’s particularly strong among Gen Z, with 81 per cent showing a preference for it.

    At the same time, many Canadians are searching for travel opportunities closer to home amid tensions between the two countries.

    In these times of global uncertainty, soft adventure tourism offers affordable options for Canadians and international visitors to explore and experience all that Canada has to offer. As tourism experts, we have some suggestions for destinations that provide travellers with a chance to pause, breathe and recharge.

    The West Coast

    Along the coast of Vancouver Island, orcas, humpback whales, sea lions, seals and porpoises draw visitors each summer. Tourism operators offer whale-watching tours all over the island, giving travellers a chance to experience its marine life firsthand. Just a day trip from Victoria, the Kinsol Trestle is a chance to walk or cycle through nature.

    For a closer look at the region’s wildlife, travellers can join sea kayaking tours in Port McNeill on Vancouver Island with Kingfisher Wilderness Adventures. Here, visitors might spot grizzly bears and they can hear stories from Kwakwaka’wakw First Nations guides and interpreters.

    British Columbia is home to more than 200 distinct Indigenous communities that offer tourism experiences ranging from pristine beaches to savouring cuisine in award-winning restaurants and more.

    On the mainland, Harrison Hot Springs, B.C. offers visitors the chance to relax in mineral hot springs for a nominal fee. Other soft adventure experiences include beach-front maintained trails for walking and hiking, as well as picnicking locations. Visitors can take the short drive to Rosedale, B.C., where a brief hike brings them to the base of Bridal Veil Falls Park.

    The Prairie provinces

    Alberta’s landscapes have served as the backdrop for many films and television series, including Brokeback Mountain, Game of Thrones, The Last of Us and The Revenant. For film tourism enthusiasts, the province offers no shortage of iconic film locations to explore. Some scenes of Game of Thrones’ final season were shot in Banff National Park.

    In Saskatchewan, Lake Diefenbaker is known for golfing, boating and walleye fishing. It’s the largest body of water in the southwest of the province, and it offers an opportunity to traverse a picturesque parkland while witnessing wildlife like elk, caribou, cougar and lynx.

    In Manitoba, Churchill offers sightings of both beluga whales and polar bears. Each summer, hundreds of belugas enter the Churchill River, and the town offers kayaking, boat tours and paddleboarding to see them.

    While you’re in Churchill, you can also see the northern lights up to 300 nights a year, along with numerous historic sites like the Prince of Wales Fort.

    Central Canada

    With 250,000 freshwater lakes, remote canyons, more than 1,200 canoe routes and 22 diveable historic shipwrecks, Ontario is filled with soft adventure travel opportunities. Travellers have countless ways to connect with nature and history in the province.

    In Tobermory, a harbour village on the province’s Bruce Peninsula, travellers can take guided tours to explore underwater shipwrecks, as well as visit the region’s distinctive “flowerpot” rock formations and natural grottos.

    Québec offers an experience that at times feels distinctly European. In Old Montréal and the Old Port, cobblestone streets and artisan vendors make it feel like you’re stepping into the past. Both locations are steeped in history and culinary excellence.

    Atlantic Canada

    In New Brunswick, Hopewell Rocks Provincial Park, nestled along the Bay of Fundy, offers guided tours for travellers. Visitors are encouraged to check the tidal wave schedule to see the rock formations known as sea stacks, which are caused by tidal erosion.

    Nova Scotia’s capital, Halifax, is a vibrant coastal city known for its lively nightlife and flourishing culinary scene. Across the harbour in Dartmouth-Cole Harbour, visitors can go bird watching or take part in a cycling adventure on the easy-to-moderate Salt Marsh Trail. A visit to Peggy’s Cove is a must.

    The province is also home to tourism initiatives that reflect the region’s diverse cultural heritage. Among these is Elevate and Explore Black Nova Scotia, which is designed to enrich the travel experience for Black people visiting or living in the province.

    Over on Prince Edward Island, visitors can explore Lucy Maud Montgomery’s birthplace, the author of beloved childhood classic Anne of Green Gables, in Cavendish. Nearby at the museum, visitors can reimagine Anne Shirley’s iconic adventures in a return to the magic of storytelling and place, before making their way to Greenwich Beach via the boardwalk through P.E.I.’s largest sand dunes.

    In Newfoundland and Labrador, Gros Morne National Park offers visitors views of “soaring fjords and moody mountains” alongside the chance to spot puffins in their natural habitat. Recognized as a UNESCO World Heritage Site, the park also provides opportunities for fishing.

    If closer to historical Gander, take a ferry excursion to Fogo Island, which offers bird watching and boat trips.

    The Northern Territories

    In the Yukon, travellers can engage with Indigenous tourism, arts and culture through experiences offered by the Yukon First Nation and Tourism Industry Association.

    Visitors to the Yukon can cool their feet in the cold mountain streams while trying their hand at gold panning in historic Dawson City. Once a hub of the 19th-century Klondike Gold Rush, it still features several preserved frontier-style buildings.

    In the Northwest Territories, travellers can witness the aurora borealis and take guided photography tours to see wildlife up close. Further east, Nunavut offers a range of adventure tourism opportunities, including sea kayaking, whitewater kayaking and canoeing.

    Together, these northern destinations offer travellers a chance to immerse themselves in the natural beauty, history and living cultures of Canada’s North while embracing the slower pace and meaningful experiences at the heart of soft adventure travel.

    World number one Jannik Sinner sent Frenchman Richard Gasquet into retirement with a 6-3 6-0 6-4 hammering in the battle of generations at the French Open on Thursday to ease into the third round.

    It was the second time in as many years in Paris that the 23-year-old beat local hero Gasquet, who said he would end his career that started over two decades ago and yielded 16 tour-level singles titles after his home Grand Slam.

    With his team watching on in matching white T-shirts that read “Merci Richard” the 38-year-old soaked up his ovation and video messages from peers including Novak Djokovic and the recently retired Rafa Nadal on the big screen.

    “I’d like to thank Jannik for his kindness and the player that he is and I know he’ll have a great career.” Gasquet said.

    “I have great memories with all of you. You all supported me in defeat and victory … I began playing in a club in the south and travelled and played across France. So I remember all the tournaments I played in, not just Roland Garros.

    “We always had a welcome here that was extraordinary. I’d like to thank the federation. Tennis finishes for me today.”

    Gasquet, who made his French Open debut in 2002 when top seed Sinner was still in a crib, drew huge roars from the Court Philippe Chatrier crowd when he unleashed his single-handed backhand on the Italian early in the match.

    Fans were slightly more subdued when Sinner raced ahead 4-1 and won the opening set, before they were almost silenced when he dished out a bagel in the next set to leave Gasquet with a mountain to climb.

    Sinner faced more resistance in the first eight games of the next set as Gasquet mounted an unlikely comeback attempt, but he broke for a 5-4 lead and promptly closed out the match, before paying tribute to his opponent.

    “We have a good relationship off the court. We’re different generations, but it’s your moment,” Sinner said.

    “Congrats to your family, your team. Without great people around each player, it’s impossible to make such an incredible career. You played in such an incredible era of tennis and everyone will recognise you, even after your retirement.”

    Victory ensured U.S. and Australian Open champion Sinner became the first man born in 1990 or later to record 16 straight wins at Grand Slams. He will next play Czech Jiri Lehecka.

    Temperature limits the world agreed to avoid are looming into view.

    The global temperature has been 1.5°C hotter than the pre-industrial average for almost two years now. The reason, overwhelmingly, is that greenhouse gas emissions are at record highs from the burning of fossil fuels and forests.

    In a new analysis, the World Meteorological Organization has predicted that global average warming will remain above 1.5°C for the rest of this decade. By some measure, this would place the world nearly halfway to the lower limit of the Paris agreement, which urged countries to avoid warming of 1.5°C as a 20-year average.

    Exceeding a globally agreed temperature limit is scary. Perhaps scarier is the speed at which we appear to be breaking our promises.

    Half a year of record heat

    After 2024 was confirmed as the hottest in 175 years of temperature-keeping, some climate scientists expected 2025 to be cooler. El Niño, the warm phase in a natural cycle of Earth’s climate, was subsiding and the cooler La Niña was set to kick in.

    This climate fluctuation, centred on the Pacific Ocean, slowly sloshes water and heat between ocean basins every few years and disrupts weather patterns worldwide.

    “Typically, La Niña will lower the global temperature by a couple of tenths of a degree Celsius,” explains Richard P Allan, a professor of climate science at the University of Reading. “However, this time around, it’s apparently not enough to stop the world warming – even temporarily.”

    January 2025 was the hottest on record – a whole 1.7°C hotter than an average January before the mass burning of coal, oil and gas. Allan argues that “human-driven ocean warming is increasingly overwhelming these natural climate patterns”.

    The ocean has absorbed most of the excess heat generated by our emissions, but this blue buffer between us and a hotter atmosphere shows signs of fraying. A research station that has been taking the temperature of the western English Channel for more than 120 years now reports “almost continuous marine heatwave” conditions according to oceanographer Tim Smyth of the Plymouth Marine Laboratory.

    A record-hot Atlantic Ocean is bad news for people living in the Caribbean and the south-east of North America. In its latest forecast for the 2025 hurricane season, which begins on June 1, the US National Oceanographic and Atmospheric Administration (NOAA) predicted an “above average” number of cyclonic storms.

    Much of this elevated risk is due to warmer seawater at the ocean surface fuelling stronger storms. But there’s only so much that meteorologists can do to stay ahead of the warming climate, as the rapid rate of global heating stretches long-range forecasting to its breaking point.

    “The rapidly changing climate means we have not necessarily experienced the extremes that modern-day atmospheric and oceanic warmth can produce,” say atmospheric scientist Simon H Lee (University of St Andrews), climate scientist Hayley J Fowler and meteorologist Paul Davies (both of Newcastle University).

    “In a stable climate, scientists would have multiple decades for the atmosphere to get into its various configurations and drive extreme events, such as heatwaves, floods or droughts,” they say. Scientists typically use weather observations gathered over 30-year periods to characterise the climate.

    “But in our rapidly changing climate, we effectively have only a few years – not enough to experience everything the climate has to offer.”

    How hot will it get?

    Compared with its average temperature in the latter half of the 19th century, which is what scientists typically refer to as the climate’s pre-industrial baseline, Earth is on track to be 2.7°C hotter by 2100, according to an annual report by leading experts of Earth system science, published in October 2024.

    This conclusion is based on governments meeting their emissions goals (a big if) and it may already be out of date, given the unexpectedly hot first half of 2025.

    On its own, this charitable estimate projects nearly double the level of warming attained so far. It’s unclear if civilisation could survive climate conditions like these, which are radically more hostile than anything our ancestors have experienced.

    What’s behind the accelerating rate of global warming? Here are two of the report authors, ecologists Thomas Newsome of the University of Sydney and William Ripple of Oregon State University.

    “Each year, we track 35 of the Earth’s vital signs, from sea ice extent to forests. [In 2024], 25 are now at record levels, all trending in the wrong directions,” they say.

    While renewable energy sources like wind and solar have grown rapidly, fossil fuel use remains 14 times greater. What’s more, aerosols that are effective at reflecting the Sun’s energy back into space and cooling the Earth (soot is one example) are thought to be falling in the atmosphere.

    “Other environmental issues are now feeding into climate change,” Newsome and Ripple continue. Deforestation is shrinking the amount of carbon stored on land while rising temperatures and extreme weather are drying out and burning other carbon-rich habitats, like marshes and peatlands.

    Sea ice is melting too, ensuring the ocean absorbs yet more of the heat being trapped by an increasingly thick blanket of greenhouse gas.

    Bleak. But how much the planet warms this century is a moving target: everything we do today, and in coming years, will lower it. On this front, Sven Teske has, if not good news, then less bad news to share.

    Over the past few months, workers have poured, tested and cured the pool’s concrete shell.

    Construction has passed the halfway point. Work is now focused on:

    There will also be a new creche and community room for leisure centre members to use.

    These are being fitted and furnished now and will open soon.

    Standing at up to143 metres tall, the crane is taller than Parliament House, which is 107 metres high.

    More than 100 semi-trailers were needed to deliver the crane pieces, and it took almost three weeks to build.

    The crane is:
    -capable of lifting steel beams up to 80 metres long – nearly the length of four basketball courts
    -has a capacity of 1,600 tonnes, or the weight of 260 elephants.

    To aid in the construction of the new bridge, Coppins Crossing Road is now closed for up to three weeks.

    This will allow the crane to lift the steel girders into place.

    To safely view the crane in action, park at the Namarag Reserve carpark off Thancoupie Crescent. Please do not go beyond barriers or stop on Coppins Crossing Road.

    The Molonglo River Bridge Project

    When completed, the 200-metre-long Molonglo River Bridge will be the longest weathering steel bridge in Australia and the tallest road bridge in Canberra.

    It will support the growing region and better connect suburbs in the Molonglo Valley to Belconnen and the rest of Canberra.

    Construction began in January 2024. Initial works included the realignment of the northern approach road to Coppins Crossing. The new temporary road opened in May 2024.

    The bridge’s foundation and substructure are now complete. The superstructure of the bridge is being constructed.

    The Australian and ACT governments jointly fund the project under the Commonwealth’s Investment Road and Rail Program.

    Moth Winn was diagnosed with a terminal illness at the age of 53 and in the same week he and his wife, Raynor, lost their home. As the bailiffs arrived, the couple made a remarkable decision: to take a 630-mile year-long coastal walk from Somerset to Dorset, through Devon and Cornwall.

    Their journey was first told in Raynor Winn’s bestselling memoir The Salt Path, which has now been made into a film. In The Salt Path, Gillian Anderson and Jason Isaacs portray the hardship and hope the couple experienced as they walked through sunshine and storms with little more than a tent and a handful of cash.

    But their walk is part of a much older story. Without realising it, Raynor and Moth joined a centuries-old tradition of seeking healing and transformation along the south-west coast. In the 19th century, people travelled to the coast because doctors believed coastal air and seawater could treat illness. This idea became known as “change of air” treatment and was widely prescribed to urban patients suffering from “nervous disorders”, such as stomach pains and chest issues. These seaside visits were understood as a form of medicine.

    England’s westerly edge

    The South West Coast Path is the UK’s longest national trail. The route has over 115,000 feet of ascent and descent – the equivalent of scaling Mount Everest four times. It was officially protected in 1973 to preserve and improve access to the path and now attracts nearly 9 million visitors each year. But its origins lie in the working lives of local people, especially coastguards watching for smugglers and fishermen following pilchard shoals.

    In the 19th century, the region also became a destination for domestic tourists. It was made more accessible as passenger rail lines were extended to places including Plymouth and Penzance. Some visitors walked to explore unfamiliar landscapes, while others did so on medical advice.

    The seaside towns of Penzance and Torquay emerged as health resorts and by the first world war they were known as “havens for invalids”. Between 1800 and 1854, Torquay’s population grew from 800 to 14,000, mostly made up of medical residents on temporary stays.

    Healing in the elements

    Before the walk, Moth was diagnosed with corticobasal degeneration (CBD) after seeing a doctor about shoulder pain and tremors. CBD is a rare degenerative condition that affects the brain and gradually leads to difficulties with movement, speech, memory and swallowing.

    When he began the walk, Moth’s mobility had deteriorated and he was experiencing severe pain and numbness in his left leg. For the first half of the film, Jason Isaacs drags his foot along the ground to show this physical strain. The challenge of walking was made harder by the rugged terrain – steep hills, jagged rocks and harsh winds.

    As Moth and Raynor walked, something unexpected happened. Moth’s symptoms began to ease, his condition improved, and he eventually stopped taking pain relief. He believed the change was linked to the regular movement and the sense of purpose the walk gave them during a bleak period. He described walking as having a restorative power that offered him a new, unlicensed freedom.

    The idea that walking by the coast could have healing properties has deep roots. In the 19th century, walking was considered beneficial, but the emphasis was on gentle movement in clean air rather than endurance through rough landscapes.     As the film ends, we learn that 12 years after their walk Moth is still living with CBD and the couple still use long-distance walks to treat his symptoms.     “We, the participating states of the Multilateral Sanctions Monitoring Team (MSMT), released today its first report. This multilateral mechanism was established in October 2024 to monitor and report on the implementation of United Nations sanctions measures on the Democratic People’s Republic of Korea (DPRK). The report is available on the official MSMT website (https://msmt.info).

    “The report, which focuses primarily on unlawful DPRK-Russia military cooperation including arms transfers and Russia’s training of DPRK troops, consolidates information provided by MSMT participating states on violations and evasions of sanction measures stipulated in relevant United Nations Security Council resolutions (UNSCRs). The report also contains information provided by open-source intelligence organizations.

    “This report is a product of our efforts to address the monitoring gap arising from the disbandment of the UN Security Council’s 1718 Committee Panel of Experts in April 2024, which was caused by Russia’s veto in March 2024.     Few issues in the U.S. today are as controversial as diversity, equity and inclusion – commonly referred to as DEI.

    Although the term didn’t come into common usage until the 21st century, DEI is best understood as the latest stage in a long American project. Its egalitarian principles are seen in America’s founding documents, and its roots lie in landmark 20th-century efforts such as the 1964 Civil Rights Act and affirmative action policies, as well as movements for racial justice, gender equity, disability rights, veterans and immigrants.

    These movements sought to expand who gets to participate in economic, educational and civic life. DEI programs, in many ways, are their legacy.

    Critics argue that DEI is antidemocratic, that it fosters ideological conformity and that it leads to discriminatory initiatives, which they say disadvantage white people and undermine meritocracy. Those defending DEI argue just the opposite: that it encourages critical thinking and promotes democracy − and that attacks on DEI amount to a retreat from long-standing civil rights law.

    Yet missing from much of the debate is a crucial question: What are the tangible costs and benefits of DEI? Who benefits, who doesn’t, and what are the broader effects on society and the economy?

    As a sociologist, I believe any productive conversation about DEI should be rooted in evidence, not ideology. So let’s look at the research.

    Who gains from DEI?

    In the corporate world, DEI initiatives are intended to promote diversity, and research consistently shows that diversity is good for business. Companies with more diverse teams tend to perform better across several key metrics, including revenue, profitability and worker satisfaction.

    Businesses with diverse workforces also have an edge in innovation, recruitment and competitiveness, research shows. The general trend holds for many types of diversity, including age, race and ethnicity, and gender.

    A focus on diversity can also offer profit opportunities for businesses seeking new markets. Two-thirds of American consumers consider diversity when making their shopping choices, a 2021 survey found. So-called “inclusive consumers” tend to be female, younger and more ethnically and racially diverse. Ignoring their values can be costly: When Target backed away from its DEI efforts, the resulting backlash contributed to a sales decline.

    But DEI goes beyond corporate policy. At its core, it’s about expanding access to opportunities for groups historically excluded from full participation in American life. From this broader perspective, many 20th-century reforms can be seen as part of the DEI arc.

    Consider higher education. Many elite U.S. universities refused to admit women until well into the 1960s and 1970s. Columbia, the last Ivy League university to go co-ed, started admitting women in 1982. Since the advent of affirmative action, women haven’t just closed the gender gap in higher education – they outpace men in college completion across all racial groups. DEI policies have particularly benefited women, especially white women, by expanding workforce access.

    Many Ivy League universities didn’t admit women until surprisingly recently.

    Similarly, the push to desegregate American universities was followed by an explosion in the number of Black college students – a number that has increased by 125% since the 1970s, twice the national rate. With college gates open to more people than ever, overall enrollment at U.S. colleges has quadrupled since 1965. While there are many reasons for this, expanding opportunity no doubt plays a role. And a better-educated population has had significant implications for productivity and economic growth.

    The 1965 Immigration Act also exemplifies DEI’s impact. It abolished racial and national quotas, enabling the immigration of more diverse populations, including from Asia, Africa, southern and eastern Europe and Latin America. Many of these immigrants were highly educated, and their presence has boosted U.S. productivity and innovation.

    Ultimately, the U.S. economy is more profitable and productive as a result of immigrants.

    What does DEI cost?

    While DEI generates returns for many businesses and institutions, it does come with costs. In 2020, corporate America spent an estimated US$7.5 billion on DEI programs. And in 2023, the federal government spent more than $100 million on DEI, including $38.7 million by the Department of Health and Human Services and another $86.5 million by the Department of Defense.

    The government will no doubt be spending less on DEI in 2025. One of President Donald Trump’s first acts in his second term was to sign an executive order banning DEI practices in federal agencies – one of several anti-DEI executive orders currently facing legal challenges. More than 30 states have also introduced or enacted bills to limit or entirely restrict DEI in recent years. Central to many of these policies is the belief that diversity lowers standards, replacing meritocracy with mediocrity.

    But a large body of research disputes this claim. For example, a 2023 McKinsey & Company report found that companies with higher levels of gender and ethnic diversity will likely financially outperform those with the least diversity by at least 39%. Similarly, concerns that DEI in science and technology education leads to lowering standards aren’t backed up by scholarship. Instead, scholars are increasingly pointing out that disparities in performance are linked to built-in biases in courses themselves.

    That said, legal concerns about DEI are rising. The Equal Employment Opportunity Commission and Department of Justice have recently warned employers that some DEI programs may violate Title VII of the Civil Rights Act of 1964. Anecdotal evidence suggests that reverse discrimination claims, particularly from white men, are increasing, and legal experts expect the Supreme Court to lower the burden of proof needed by complainants for such cases.

    The issue remains legally unsettled. But while the cases work their way through the courts, women and people of color will continue to shoulder much of the unpaid volunteer work that powers corporate DEI initiatives. This pattern raises important equity concerns within DEI itself.

    What lies ahead for DEI?

    People’s fears of DEI are partly rooted in demographic anxiety. Since the U.S. Census Bureau projected in 2008 that non-Hispanic white people would become a minority in the U.S by the year 2042, nationwide news coverage has amplified white fears of displacement.

    Research indicates many white men experience this change as a crisis of identity and masculinity, particularly amid economic shifts such as the decline of blue-collar work. This perception aligns with research showing that white Americans are more likely to believe DEI policies disadvantage white men than white women.

    At the same time, in spite of DEI initiatives, women and people of color are most likely to be underemployed and living in poverty regardless of how much education they attain. The gender wage gap remains stark: In 2023, women working full time earned a median weekly salary of $1,005 compared with $1,202 for men − just 83.6% of what men earned. Over a 40-year career, that adds up to hundreds of thousands of dollars in lost earnings. For Black and Latina women, the disparities are even worse, with one source estimating lifetime losses at $976,800 and $1.2 million, respectively.

    Racism, too, carries an economic toll. A 2020 analysis from Citi found that systemic racism has cost the U.S. economy $16 trillion since 2000. The same analysis found that addressing these disparities could have boosted Black wages by $2.7 trillion, added up to $113 billion in lifetime earnings through higher college enrollment, and generated $13 trillion in business revenue, creating 6.1 million jobs annually.

    In a moment of backlash and uncertainty, I believe DEI remains a vital if imperfect tool in the American experiment of inclusion. Rather than abandon it, the challenge now, from my perspective, is how to refine it: grounding efforts not in slogans or fear, but in fairness and evidence.

  • MIL-OSI Global: There’s no evidence work requirements for Medicaid recipients will boost employment, but they are a key piece of Republican spending bill

    Republicans in the U.S. Senate are sparring over their version of the multitrillion-dollar budget and immigration bill the House of Representatives passed on May 22, 2025.

    Some GOP senators are insisting on shrinking the budget deficit, which the House version would increase by about US$3.8 trillion over a decade.

    Others are saying they oppose the House’s cost-cutting provisions for Medicaid, the government’s health insurance program for people who are low income or have disabilities.

    Despite the calls from U.S. Sen. Josh Hawley of Missouri and a few other Republican senators to protect Medicaid, as a scholar of American social policy I’m expecting to see the Senate embrace the introduction of work requirements for many adults under 65 who get health insurance through the program.

    The House version calls for the states, which administer Medicaid within their borders and help pay for the program, to adopt work requirements by the end of 2026. The effect of this policy, animated by the conviction that coverage is too generous and too easy to obtain, will be to deny Medicaid eligibility to millions of those currently covered – leaving them without access to basic health services, including preventive care and the management of ongoing conditions such as asthma or diabetes.

    Ending welfare

    The notion that people who get government benefits should prove that they deserve them, ideally through paid labor, is now centuries old. This conviction underlay the Victorian workhouses in 19th-century England that Charles Dickens critiqued through his novels.

    U.S. Rep. Brett Guthrie, R-Ky., put it bluntly earlier this month: Medicaid is “subsidizing capable adults who choose not to work,” he said.

    This idea also animated the development of the American welfare state, from its origins in the 1930s organized around the goals of maintaining civil order and compelling paid labor. Enforcing work obligations ensured the ready availability of low-wage labor and supported the growing assumption that only paid labor could redeem the lives and aspirations of the poor.

    “We started offering hope and opportunity along with the welfare check,” Wisconsin Gov. Tommy Thompson argued in the early 1990s, “and expecting certain responsibilities in return.”

    This concept also was at the heart of the U.S. government’s bid to end “welfare as we know it.”

    In 1996, the Democratic Clinton administration replaced Aid to Families with Dependent Children, or AFDC, a long-standing entitlement to cash assistance for low-income families, with Temporary Aid for Needy Families, known commonly as TANF. The TANF program, as its name indicates, was limited to short-term support, with the expectation that most people getting these benefits would soon gain long-term employment.

    Since 1996, Republicans serving at the state and federal levels of government have pressed to extend this principle to other programs that help low-income people. They’ve insisted, as President Donald Trump put it halfway through his first term, that unconditional benefits have “delayed economic independence, perpetuated poverty, and weakened family bonds.”

    Such claims are unsupported. There is no evidence to suggest that work requirements have ever galvanized independence or lifted low-income people out of poverty. Instead, they have punished low-income people by denying them the benefits or assistance they require.

    Work requirements haven’t worked

    Work requirements have consistently failed as a spur to employment. The transition from the AFDC to TANF required low-income families to meet work requirements, new administrative burdens and punitive sanctions.

    The new work expectations, rolled out in 1997, were not accompanied by supporting policies, especially the child care subsidies that many low-income parents with young children require to hold a job. They were also at odds with the very low-paying and unstable jobs available to those transitioning from welfare.

    Scholars found that TANF did less to lift families out of poverty than it did to shuffle its burden, helping the nearly poor at the expense of the very poor.

    The program took an especially large toll on low-income Black women, as work requirements exposed recipients to long-standing patterns of racial and gender discrimination in private labor markets.

    Restricting access to SNAP

    Work requirements tied to other government programs have similar track records.

    The Supplemental Nutrition Assistance Program, which helps millions of Americans buy groceries, adopted work requirements for able-bodied adults in 1996.

    Researchers have found that SNAP’s work requirements have pared back eligibility without any measurable increase in labor force participation.

    As happens with TANF, most people with SNAP benefits who have to comply with SNAP work requirements are already working to the degree their personal circumstances and local labor markets allow.

    The requirements don’t encourage SNAP recipients to work more hours; they simply lead people to be overwhelmed by red tape and stop renewing their SNAP benefits.

    Failing in Arkansas

    The logic of work requirements collapses entirely when extended to Medicaid.

    Red states have been pressing for years for waivers that would allow them to experiment with work requirements – especially for the abled-bodied, working-age adults who gained coverage under the Affordable Care Act’s Medicaid expansion.

    The first Trump administration granted 13 such waivers for what it saw as “meritorious innovations,” building “on the human dignity that comes with training, employment and independence.”

    The House passed the budget bill on May 22, 2025. It includes steep cuts to Medicaid and imposes work requirements for eligibility.

    Arkansas got the furthest with adding work requirements to Medicaid at that time. The results were disappointing.

    “We found no evidence that the policy succeeded in its stated goal of promoting work,” as one research team concluded, “and instead found substantial evidence of harm to health care coverage and access.”

    The Biden administration slowed down the implementation of these waivers by directing the Centers for Medicare and Medicaid Services to suspend or stem any state programs that eroded coverage. Meanwhile, state courts consistently ruled against the use of Medicaid work requirements.

    In Trump’s second term, Iowa, Arizona and at least a dozen other states have proposed “work requirement” waivers for federal approval.

    Trying it again

    The waiver process is meant to allow state experiments to further the statutory objectives of the Medicaid program, which is to furnish “medical assistance on behalf of families with dependent children and of aged, blind, or disabled individuals, whose income and resources are insufficient to meet the costs of necessary medical services.”

    On these grounds, the courts have consistently held that state waivers imposing work requirements not only fail to promote Medicaid’s objectives but amount to an arbitrary and capricious effort to undermine those objectives.

    “The text of the statute includes one primary purpose,” the D.C. Circuit ruled in 2020, “which is providing health care coverage without any restriction geared to healthy outcomes, financial independence or transition to commercial coverage.”

    Changing Medicaid in all states

    The House spending bill includes a work requirement that would require all able-bodied, childless adults under 65 to demonstrate that they had worked, volunteered or participated in job training for 80 hours in the month before enrollment.

    It would also allow states to extend such work requirements to six months and apply the new requirements not just to Medicaid recipients but to people who get subsidized health insurance through an Affordable Care Act exchange.

    If passed in some form by the Senate, the House spending bill would transform the landscape of Medicaid work requirements, pushing an estimated 4.8 million Americans into the ranks of the uninsured.
