  • MIL-Evening Report: Some Reddit users just love to disagree, new AI-powered troll-spotting algorithm finds

    In today’s fractured online landscape, it is harder than ever to identify harmful actors such as trolls and misinformation spreaders.

    Often, efforts to spot malicious accounts focus on analysing what they say. However, our latest research suggests we should be paying more attention to what they do – and how they do it.

    We have developed a way to identify potentially harmful online actors based solely on their behavioural patterns – the way they interact with others – rather than the content they share. We presented our results at the recent ACM Web Conference, and were awarded Best Paper.

    Beyond looking at what people say

    Traditional approaches to spotting problematic online behaviour typically rely on two methods. One is to examine content (what people are saying). The other is to analyse network connections (who follows whom).

    These methods have limitations.

    Users can circumvent content analysis. They may code their language carefully, or share misleading information without using obvious trigger words.

    Network analysis falls short on platforms such as Reddit. Here, connections between users aren’t explicit. Communities are organised around topics rather than social relationships.

    We wanted to find a way to identify harmful actors that couldn’t be easily gamed. We realised we could, focusing on behaviour – how people interact, rather than what they say.

    Teaching AI to understand human behaviour online

    Our approach uses a technique called inverse reinforcement learning. This is a method typically used to understand human decision-making in fields such as autonomous driving or game theory.

    We adapted this technology to analyse how users behave on social media platforms.

    Behavioural analysis could help the fight against the growing problem of online misinformation.

    The system works by observing a user’s actions, such as creating new threads, posting comments and replying to others. From those actions it infers the underlying strategy or “policy” that drives their behaviour.

    In our Reddit case study, we analysed 5.9 million interactions over six years. We identified five distinct behavioural personas, including one particularly notable group – “disagreers”.

    Meet the ‘disagreers’

    Perhaps our most striking result was finding an entire class of Reddit users whose primary purpose seems to be to disagree with others. These users specifically seek out opportunities to post contradictory comments, especially in response to disagreement, and then move on without waiting for replies.

    The “disagreers” were most common in politically-focused subreddits (forums focused on particular topics) such as r/news, r/worldnews, and r/politics. Interestingly, they were much less common in the now-banned pro-Trump forum r/The_Donald despite its political focus.

    This pattern reveals how behavioural analysis can uncover dynamics that content analysis might miss. In r/The_Donald, users tended to agree with each other while directing hostility toward outside targets. This dynamic may explain why traditional content moderation has struggled to address problems in such communities.

    Soccer fans and gamers

    Our research also revealed unexpected connections. Users discussing completely different topics sometimes displayed remarkably similar behavioural patterns.

    We found striking similarities between users discussing soccer (on r/soccer) and e-sports (on r/leagueoflegends).

    This similarity emerges from the fundamental nature of both communities. Soccer and e-sports fans engage in parallel ways: they passionately support specific teams, follow matches with intense interest, participate in heated discussions about strategies and player performances, celebrate victories, and dissect defeats.

    Despite their differences, fans of soccer and the online multiplayer battle game League of Legends behave in very similar ways online.

    Both communities foster strong tribal identities. Users defend their favoured teams while critiquing rivals.

    Whether debating Premier League tactics or League of Legends champions, the underlying interaction patterns – the timing, sequence and emotional tone of responses – remain consistent across these topically distinct communities.

    This challenges conventional wisdom about online polarisation. While echo chambers are often blamed for increasing division, our research suggests behavioural patterns can transcend topical boundaries. Users may be divided more by how they interact than what they discuss.

    Beyond troll detection

    The implications of this research extend well beyond academic interest. Platform moderators could use behavioural patterns to identify potentially problematic users before they’ve posted large volumes of harmful content.

    Unlike content moderation, behavioural analysis does not depend on understanding language. It is hard to evade, since changing one’s behavioural patterns requires more effort than adjusting language.

    The approach could also help design more effective strategies to counter misinformation. Rather than focusing solely on the content, we can design systems that encourage more constructive engagement patterns.

    For social media users, this research offers a reminder that how we engage online – not just what we say – shapes our digital identity and influences others.

    As online spaces continue to grapple with manipulation, harassment and polarisation, approaches that consider behavioural patterns alongside content analysis may offer more effective solutions for fostering healthier online communities.

    The 2.8m crocodile was removed from the wild following several reports from the local community.

    A 2.8-metre estuarine crocodile has been captured in a baited trap on the Little Annan River near Cooktown on 27 April 2025.

    Wildlife Rangers from the Department of the Environment, Tourism, Science and Innovation (DETSI) set the trap near Rossville on 24 April 2025, after receiving sighting reports from local residents.

    Lindsay Delzoppo, DETSI’s Director Northern Wildlife Operations, said the crocodile had been declared a ‘problem crocodile’ and targeted for removal based on its size and location – near private campgrounds where people often swim.

    “The fact that it had entered a baited trap after only three days, shows it must have been pretty hungry, he said.

    “We’d like to thank the members of community who reported the crocodile sightings to us. Such information is vital for us to locate the animal promptly and assess that it needed to be targeted for removal,” Mr Delzoppo said.

    “We would also like to thank the Cook Shire Council for their support and assistance while our wildlife rangers were investigating this and other crocodile sighting reports in the Cooktown area.

    “The removal of this animal is a reminder that crocodiles are highly mobile and can turn up in places they may not have been seen for many years, especially after flooding.”

    “People living on and visiting Cape York Peninsula should be aware that crocodiles may be present in any waterway, even if there are no warning signs.”

    Cook Shire Council Mayor Robyn Holmes confirmed that wildlife rangers have successfully removed a crocodile from the Little Annan River, crediting strong collaboration between agencies.

    “This is great news for the community,” Mayor Holmes said. “I want to thank the wildlife rangers not only for capturing the crocodile but also for educating the public and putting up recent sighting warning signs during their investigation.

    “Thank you to everyone who reported sightings to DETSI. I encourage all residents to report any crocodile sightings—this helps protect our community.

    “We live in crocodile territory. Staying alert and reporting sightings keeps everyone safer.”

  • MIL-OSI Australia: Rangers crack down on illegal activity in South Burnett State Forests

    Queensland Parks and Wildlife Service (QPWS) is issuing a strong reminder to visitors about the serious consequences of illegal activity in State forests and national parks.

    Rangers have observed a concerning increase in unsafe and unlawful behaviour across State forests and national parks including Wondai and Benarkin State Forests in recent months, with a number of fines issued over the Easter holiday period.

    Of particular concern is the number of adults and children riding unregistered motorbikes, not holding valid driver licences and failing to wear helmets, increasing the risk of serious injury.

    Rangers detected an increase in people camping without a permit which impacts on the visitor experience through overcrowding and places unnecessary pressure on facilities and amenities.

    Recent enforcement activity has resulted in the issuing of several Penalty Infringement Notices (PINs) including:

    • $1209 issued for operating a vehicle with an unrestrained child
    • $322 for failure to wear a helmet while riding a motorbike
    • $322 for camping without a permit
    • $322 for driving/riding an unregistered vehicle

    QPWS Senior Ranger Luke stressed that the same rules that apply in public and on public roads also apply in state forests.

    “These rules exist for a reason. Those who choose to disregard these regulations are putting themselves and others at risk, damaging these delicate ecosystems, and spoiling the camping experience for responsible visitors.

    “A State forest is not a motocross track, and when people go off-road or ride dangerously, they put themselves at risk, destroy vegetation and cause erosion.

    “You would not do it in the main street of Wondai, the local botanic gardens or your backyard, so don’t do it in a State forest or national park.”

    Ranger Luke also highlighted the importance of camping permits.

    “Permits help to prevent overcrowding, protect wildlife and ensure a safe and enjoyable experience for all visitors.

    “At just $7.25 per person, a permit is a small price to pay to camp in some of Queensland’s most spectacular locations. Camping illegally can end up being a very costly mistake and can result in a $322 fine.”

    QPWS will continue to conduct regular patrols of State forests in the South Burnett including Wondai and Benarkin State Forests, and those caught breaking the law will face heavy penalties.

    The Class of 2025 is just days away from walking across the commencement stage to receive their Doctor of Dental Medicine degrees.

    This week, the students gathered with their fellow classmates and faculty to celebrate their many accomplishments for one last time before UConn Health’s 54th Commencement on May 12.

    The annual senior awards celebration—this year taking place at the New Britain Museum of American Art—includes the presentation of student and faculty awards.

    “On behalf of the entire School of Dental Medicine community, I congratulate each of our soon-to-be new graduates for completing arguably the most challenging and rigorous dental programs anywhere,” said Dr. Steven Lepowsky, dean of the School of Dental Medicine. “In doing so, we are confident that you are well prepared to enter the profession as exceptionally well trained and competent beginning practitioners. You are well poised to face the challenges of the next phase of your professional careers.”

    The dean continued, “Your professional journey does not end with graduation. The majority of you will be entering residency programs in a few weeks, while others will be entering practice, but regardless of that next step, I want to encourage you to continue to learn and grow with the same enthusiasm and spirit that you have demonstrated with us over the past four years.”

    Students in the Class of 2025 gather for the annual School of Dental Medicine senior awards ceremony.

    “It was an honor to attend the student awards reception,” said David Cruzate, the class representative. “The night of camaraderie with our friends, colleagues, and faculty felt like such a culmination and celebration of our time here at UConn. I am forever grateful to be a part of our community!”

    After commencement, Cruzate will be heading to Togus Veterans Affairs Medical Center in Augusta, Maine for his Advanced Education in General Dentistry residency.

    Cynara McPhail, president of the School of Dental Medicine Alumni Association Board and 1984 graduate of the School of Dental Medicine, made remarks to the students as well.

    Earlier in the week, the School of Dental Medicine hosted an induction ceremony for the Phi Chi Chapter of the prestigious Omicron Kappa Upsilon (OKU) National Dental Honor society.

    Samira Abdelrehim, Dedrian Barrett, Emma Bergstrom, Sierra Furey, Dani Gosselin, and Michael Truhlar were inducted for their outstanding achievements in scholarship, professionalism, and ethics.

    “Induction into OKU is based on scholarship and character, and is a great honor in dental medicine,” said Dr. Donna Paolella, associate dean for admissions and president of the Phi Chi chapter. “The faculty and students inducted this year are very impressive, and this is a well-deserved honor.”

    Phi Chi Chapter of the OKU National Dental Honor Society student and faculty inductees.

    Dr. Eric Bernstein, associate dean for academic affairs, and Dr. Takanori Sobue, associate professor in the Department of Periodontology, were inducted as faculty.

    During the student awards recognition ceremony, Dr. Ellen Eisenberg was announced as this year’s Kaiser Permanente award winner for excellence in teaching and Dr. Hang Le received the South Park Inn Award for outstanding service to the community.

  • MIL-OSI Global: Four records that embody the joy of the double album – from the Beatles to Outkast

    In the summer of 1966, a race was on between two very different opponents. On one side was Bob Dylan, the established and bestselling folk artist. On the other was new act The Mothers of Invention, a genre- (and mind-) bending band led by avant garde composer Frank Zappa. The aim? To release the first “double album” (four-sided LP) in popular music.

    On June 20, Dylan’s Blonde on Blonde prevailed, pipping The Mothers of Invention’s Freak Out! by a single week. But the outcome was largely unimportant – not least because the first double album had actually been released six years prior, in the form of R&B singer Jimmy Clanton’s Jimmy’s Happy/Jimmy’s Blue.

    But the “race” did at least demonstrate there was interest in the double album as a format – and that, with the commercial success of Blonde on Blonde (Freak Out! unsurprisingly failed to trouble the charts), the public weren’t put off by the inflated price of a two-LP set.

    The double album may have subsequently gone through a rocky patch in the 1970s when “self-indulgent” prog rockers used it to unleash interminable dreary eternities – but it remains a crucial, albeit uncommon, part of pop music. Here are some of the standouts that you may or may not have come across.

    1. Speakerboxxx/The Love Below by Outkast (2003)

    Rumours of a falling out between Outkast members Big Boi and André 3000 were rife in the lead-up to the release of Speakerboxxx/The Love Below in September 2003. The fact thia project was essentially two solo albums stuck together didn’t help matters.

    Whatever the circumstances it was recorded under, the result was synapse-popping, gut-reorganising, breathtakingly adventurous music. It’s not perfect and, like many double albums before and since, critics have suggested it would have been better served trimmed down and issued as a single disc. But the benefit of the double album format is that it allows artists the time and freedom to experiment.

    Across its two-and-a-half-hour running time, Big Boi and André push boundaries and create a space for hip hop to embrace its weirdness.

    2. Blinking Lights and Other Revelations by Eels (2005)

    American alt-rock band Eels’ sixth studio album saw songwriter-singer-producer Mark Everett (known as “E”) in reflective mood, taking stock of his entire life up to this point.

    Given that his life had included his sister’s 1996 suicide, his mother’s death from cancer soon after, his father’s alcoholism and the death of his cousin in 9/11, it would have been reasonable to expect one of the most depressing albums of all time. And yet, somehow, it’s anything but.

    Described by the Guardian as “one of the best albums to have arisen out of grief” and by E as “a love letter to life itself, in all its beautiful, horrible glory”, Blinking Lights manages to take all that pain and misery and turn it into something genuinely positive and life-affirming.

    Recorded over several years, mostly in E’s Los Angeles basement, the album’s production veers between intricate and lo-fi. E’s singing voice – a unique combination of gruff and tender – is its only constant.

    Having spent 90 minutes going through every conceivable emotion (and perhaps several more besides), we make it to the final line of the final track, Things the Grandchildren Should Know, where E tells us: “If I had to do it all again, then it’s something I’d like to do.”

    After all the struggles, all the devastation and trauma, the fact he still considers life sweet enough to live all over again is goosebump-inducing: an extraordinary moment from an extraordinary album.

    3. Aerial by Kate Bush (2005)

    For whatever reason, the number of double albums released by male artists dwarfs those released by females. Donna Summer, Christina Aguilera and Beyoncé are among the few, and Taylor Swift almost had one with The Tortured Poets Department (technically its 15-song “second instalment” was a separate release from the first). But these are relatively uncommon examples.

    As for a double album that’s been written and produced solely by a female artist – well, replace “uncommon” with “almost non-existent”.

    “Almost” because in 2005, Kate Bush did it with Aerial. Her first album in over a decade, Aerial saw Bush at her idiosyncratic best. In her hands (and voice), commonplace events are made to sound extraordinary – and they’re sung to a constantly shifting palette of musical styles, ranging from baroque to dance.

    It’s impossible to predict what’s going to come next, and that is joyous. Just to show how nothing is ever perfect, though, two of the tracks feature disgraced Australian entertainer Rolf Harris, whose contributions Bush removed from the 2018 re-issue.

    4. The Beatles/The White Album by The Beatles (1968)

    On May 30 1968, almost exactly one year after the release of Sgt. Pepper’s Lonely Hearts Club Band, the fab four returned to Abbey Road studios to begin work on their next album, a self-titled affair which will forever be known as the White Album.

    But where do the most important band in the world go after they’ve just hit a “musically ground-breaking, hyper-influential career high-water mark”? They go bigger, of course.

    Millions of words have already been written about the brilliance of the Beatles, but their prolific artistry around this period still can’t be overstated. When the White Album was released in November 1968, the band had produced a staggering 53 songs in just 18 months, spread across two albums (one a double), a double EP and four chart-topping singles. Thirty of those songs appear on this album, most of them written during the band’s meditation retreat to Rishikesh in India in early 1968.

    It’s the least collegiate of all the Beatles’ albums and Harrison, Lennon and McCartney would often work on their own tracks in three different studios. But it’s also their most experimental and diverse, taking in everything from hard rock and blues-rock to saloon satire, pastoral folk, vaudeville, and avant-garde sound collage.

    Its stark, plain white cover may have been designed to contrast with the colourfully trippy artwork of Sgt. Pepper’s, but it shares its acclaim, regularly making “best album cover of all time” lists.

    The Beatles may have been coming apart as a group when they were making it – and the sound collage track Revolution 9 may make beginning-to-end listens a bit of a challenge – but for many of us, the White Album is still the biggest and best album from the biggest and best band.

  • MIL-OSI Global: How Canada can turn tariff tensions into a global affordable housing alliance

    Canada is facing a worsening housing crisis. Home prices have exploded, with 45 per cent of Canadians saying they are deeply worried about finding affordable housing.

    The country needs to build an additional 3.5 million homes by 2030 to achieve housing affordability. However, housing supply is lagging well behind that target even as demand continues to rise, driven largely by population growth and immigration.

    Into this crisis have come new costs. In March 2025, the United States imposed 25 per cent tariffs on Canadian steel and aluminum imports. Canada immediately hit back with its own 25 per cent duties on U.S. steel and aluminum, affecting roughly $12.6 billion of steel and $3 billion of aluminum goods.

    In practical terms, that means higher costs for key building materials like steel beams, aluminum cladding, appliances and machinery.

    Industry groups say these duties will drive up the price of new construction and further erode affordability. In a market already strained, adding tariff charges is like pouring salt on an open wound: it makes every new home more expensive to build and to buy.

    Factory-built housing offers a way forward

    Modern methods of construction, such as modular and prefabricated housing, are a promising answer to the housing shortage. These methods involve large components of houses being produced in factories and assembled at their final location.

    Factory-built housing can be done about 50 per cent faster and up to 35 per cent cheaper than site-built homes.

    Importantly, this speed and affordability do not come at the expense of quality or energy performance. Canadian-built modular homes achieve top efficiency ratings and reach net-zero energy while frequently delivering superior performance compared to site-built homes. They are also greener, as controlled factory processes produce far less waste.

    In Japan, modular factories produce over 15 per cent of all new housing. Sweden’s construction industry heavily relies on prefabricated construction as well; it is present in approximately 84 per cent of detached houses.

    Other countries are rapidly scaling up modern construction methods. Singapore mandates every public housing project to use modular techniques because this enables mass apartment production with efficiency.

    The combination of expensive labour costs and immediate housing needs makes Australia, the United Kingdom and parts of the United States optimal markets for modular construction expansion.

    Canada can lead in modular housing

    Canada has key advantages that make it well suited to expand modular and prefabricated housing. In particular, it has a strong forest products sector for supplying wood panels and engineered timber, a skilled construction and technology workforce and a growing policy drive for lower-carbon building.

    Canadian builders have already shown they can deliver modular housing at scale. Launched in 2020, Canada’s Rapid Housing Initiative committed $1 billion to modular projects, followed by another $1.5 billion in 2021 to quickly house vulnerable populations.

    The Rapid Housing Initiative exceeded its target, creating nearly 4,700 new homes in short order. It proved that factory-built housing can be both fast and high-quality in Canada.

    Canada has the opportunity to build on that success. The 2024 federal budget created a Homebuilding Technology and Innovation Fund aimed at expanding prefabricated housing. It set aside $50 million through Next Generation Manufacturing Canada (to be matched by industry) and up to $500 million in low-cost loans from the Canada Mortgage and Housing Corporation for prefabricated apartment projects.

    Prime Minister Mark Carney has also shown interest in modular and prefabricated housing technologies to create sustained demand.

    Provinces like Ontario and British Columbia are focusing on modular construction to cut red tape and better understand how to expand it. Canada’s National Research Council is also consulting on aligning building codes and inspections for factory-built homes with the help of Canadian universities.

    A global alliance on modular housing

    As Canada faces a deepening housing crisis, it has the opportunity to turn today’s tariff tensions into deeper international partnerships.

    By forming an international affordable housing consortium, Canada could collaborate with countries that have succeeded in modern construction methods, like Sweden, Japan, Australia and Germany, to share knowledge. Together, these nations could harmonize building standards and invest in research.

    Here are five practical moves Canada can take to build this global modular housing alliance:

    1. Create a zero-tariff modular homes club.

    Canada should use the trade tools it already has, like the Canada-European Union Comprehensive Economic and Trade Agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, to eliminate most tariffs with the European Union and Asian countries. Canada should negotiate an add-on protocol that lets modular components, such as panels and factory equipment, cross borders without tariffs.

    2. Launch a joint show-home projects in partner countries.

    We propose a “FastBuild 1000 initiative” initiative that would see each member nation commit to building a minimum of 1,000 modular homes. Pilot sites could include Vancouver, Sydney, Hamburg and Osaka — urban centres in countries already familiar with modern construction techniques. Engineers could travel across countries to test how modules fit different climates and design codes, while giving factories steady orders.

    3. Pool global buying power for materials and appliances.

    Canada and its partners could form a modular materials co-operative that bundles steel, engineered timber, heat pumps and windows. The proposed system should leverage economies of scale in factory production to make the final product much cheaper.

    4. Open-source designs and one-click certifications.

    Ottawa’s catalogue of pre-approved housing designs could be expanded into a global online catalogue where partner countries can download and adapt pre-existing designs while keeping the structure safe and secure. Simplified, one-click certification would help speed up approvals across borders.

    5. Create a ‘modular skills passport’ and research and development hub.

    Canadian universities and colleges could train workers through micro-credentials in areas like offsite manufacturing, digital construction, robotics, penalization and on-site assembly. Some countries like Japan have a huge prefabrication industry valued at over $24 billion. Linking research and development would give Canada access to the latest technologies while offering partner countries entry into the Canadian construction sector.

    By investing in this kind of international collaboration, Canada can address its domestic housing crisis while leading a fast, green housing revolution that makes homes affordable worldwide.

  • MIL-OSI Security: 19 Members of a Drug Trafficking Ring Indicted in Cleveland

    CLEVELAND – A federal grand jury in the Northern District of Ohio has returned a 29-count indictment against 19 members and associates of a Cleveland drug trafficking ring. Those charged are Derek Brantley, 41, Cleveland Heights; Juan Johnny Colon, 42, Cleveland; Luis Joel Rondon, 44, Cleveland; Sydney Anthony, 25, Parma Heights; Ryan Bell, 39, Brunswick; Mark Byrd, 44, Cleveland; Nicholas Calvert, 37, Avon Lake; Jocelyn Dolan, 22, Newton Falls; Antonio Greenlee, 37, Cleveland; Andre Jenkins, 43, Cleveland; Melanie Crespo, 32, Elyria; Jordan Marsh, 27, Cleveland; Nicholas Malusky, 38, Parma; Sean Masters, 54, Fort Pierce, Florida; Brandon Payne, 32, Cleveland; Lee Pomales, 38, Cleveland; Mason Pulvino, 28, North Ridgeville; Martha Rios, 68, Cleveland; and Kalem Watts, 45, Cleveland.

    Federal and local law enforcement agents and officers made the apprehensions in a series of coordinated arrests.

    According to court documents, from October 2023 to December 2024, the defendants charged were alleged to have trafficked various controlled substances but were mostly dealing cocaine. Although based in Cleveland, the ring operated throughout Northeast Ohio and as far away as Fort Bragg, North Carolina. Their operations also included attempts to infiltrate the Ohio prison system.

    Throughout the investigation, authorities seized thousands of dollars in cash and a number of illegal drugs that included cocaine, methamphetamine, and fentanyl. Several illegally possessed firearms were also confiscated throughout the investigation.

    During the investigation, several locations in Cleveland were found to be used as stash houses to store and package cocaine and methamphetamine, as well as store firearms.

    An indictment is merely an allegation. Defendants are presumed innocent and entitled to a fair trial in which it will be the government’s burden to prove guilt beyond a reasonable doubt.

    If convicted, each defendant’s sentence will be determined by the Court after review of factors unique to the case, including each defendant’s prior criminal record, if any, their role in the offense, and the characteristics of the violation. In all cases, the sentence will not exceed the statutory maximum, and, in most cases, it will be less than the maximum.

    This prosecution is part of an Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi­-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    The specific mission of the OCDETF Cleveland Strike Force is to disrupt and dismantle major criminal organizations and subsidiary organizations, including criminal gangs, transnational drug cartels, racketeering organizations, and other groups engaged in illicit activities that present a threat to public safety and national security and are related to the illegal smuggling and trafficking of narcotics or other controlled substances, weapons, humans, or the illegal concealment or transfer of proceeds derived from such illicit activities in the Northern District of Ohio. The OCDETF Cleveland Strike Force is composed of agents and officers from the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms (ATF), and Explosives, Homeland Security Investigations, United States Marshals Service (USMS), U.S. Postal Inspection Service, Internal Revenue Service, and U.S. Border Patrol, along with task force officers from numerous local law enforcement agencies, including the Cleveland Division of Police. Prosecutions are led by the Office of the United States Attorney for the Northern District of Ohio.

    This case was investigated by the FBI Cleveland Division.

  • MIL-OSI Security: Harbour Grace — State of emergency called in area of Adam’s Cove, evacuation order in place

    A state of emergency has been called in Adam’s Cove by the Town of Small Point-Broad Cove-Blackhead-Adam’s Cove in light of a wildfire that has been burning out of control since yesterday afternoon. An emergency evacuation order was issued last evening and a number of residents have been evacuated. Route 70, between the communities of Blackhead and Western Bay, remains closed at this time. The public is directed to stay away from the area.

    During a state of emergency, local government is empowered to apply policies and measures, that may not normally be permitted, to aid in the safety and protection of the public, such as an evacuation order and road closures. RCMP officers are engaged to ensure all safety measures are being followed and that those under an evacuation order have been safely evacuated. Please adhere to all safety measures! Those who do not follow the rules of the state of emergency unnecessarily tie up resources that are best used to address the emergency itself.

    The fire is currently burning in the community of Adam’s Cove. A number of homes have been damaged or destroyed. Route 70 will remain closed while emergency crews continue their efforts to address the fire. Access to the area is not permitted.

    Emergency shelters are available to assist those who have been evacuated at Persalvic Elementary School in Victoria and the AYLA Building in Lower Island Cove. Counsellors are available at Persalvic Elementary to speak with those impacted by the fire, including children.

    At this time, the public is directed to avoid the area while emergency resources continue to do their work. Those who have been evacuated are strongly advised to remain away from their property. The fire has compromised the safety of a number of structures. Updates to the state of emergency and evacuation order will be provided. Those who have been evacuated will be notified when it is safe to return to their property.

    WASHINGTON, D.C. – Today, U.S. Senators Marsha Blackburn (R-Tenn.), Michael Bennet (D-Colo.), Thom Tillis (R-N.C.), and Chris Coons (D-Del.) introduced the bipartisan Strengthening Essential Manufacturing and Industrial (SEMI) Investment Act to expand tax incentives for semiconductor facilities to include upstream materials suppliers. This would help protect U.S. defense supply chains by supporting domestic investment and reducing reliance on foreign adversaries like Communist China.

    • Fueled by massive government subsidies, China’s state-controlled companies now dominate nearly 85% of global processing capacity for rare earth minerals used in semiconductor manufacturing.
    • Last month, China imposed new export bans on rare earth materials like gallium, germanium, and antimony, which are key to semiconductor production.
    • Under current law, tax incentives are only available for facilities that directly produce semiconductors or manufacturing equipment. However, much of the upstream materials and components used in these facilities are sourced from China, leaving our critical supply chains vulnerable and heavily reliant on foreign adversaries.

    • To safeguard national security and counter China’s growing dominance in the semiconductor sector, the SEMI Investment Act would foster the development of a robust U.S.-based supply chain by expanding the tax credit to include upstream materials suppliers.

    Cash payments can now be made for on-street car parking bays in Harpenden and St Albans City Centre.

    The measure has been introduced to help people who struggle with digital payment methods, either the PayByPhone app or contactless.

    Instead, motorists can choose to pop into a PayPoint shop near the bays and pay by cash.

    All they need to provide is the registration plate of their vehicle and the PayByPhone location code of the parking bay which can be found on signs and payment machines.

    The initiative follows St Albans City and District Council’s decision to charge for the use of 243 limited waiting bays in Harpenden and 70 in St Albans.

    Another improvement of the service will allow people using the PayByPhone app to enter only one code.

    Currently, they need to input two codes – one to activate the free half-hour parking and the other to activate payment for additional time.

    A new one-code system is being tested and scheduled to come into operation later this month to make the app easier to use.

    Councillor Helen Campbell, Lead for Parking, said:

    It was always our intention to find a way for people to pay by cash although modern parking machines do not allow this.

    Most people are using PayByPhone with many others using contactless, but it is important that we allow for cash payments too.

    We recognise there are some people who might not be able to use a mobile phone app or contactless or who simply prefer not to do so.

    We do not want anyone to feel excluded from using these parking spaces, so I am pleased that our PayPoint system is now up and running. It is all about giving our residents and visitors choice and flexibility.

    The shops taking part in the scheme will display a PayPoint sticker in the window and are strategically located close to the bays.

    In Harpenden, you can pay by cash at: Morrisons Daily, 46 High Street, and Wines Beers Spirits, 28 Station Road.

    In St Albans, you can pay by cash at: Dulcies, 30 St Peter’s Street, Tas Food and Wine, 109 Victoria Street, Shree News, 147 Victoria Street, The Little Convenience Store, 130 London Road, and the Esso Service Station, 99-111 London Road.

    Motorists are reminded that with PayByPhone you can also phone over a payment to 0330 400 7275.

    In Harpenden, you can use one of the nine contactless payment machines by inputting your registration plate.

    The Lord Mayor of Leeds, Councillor Abigail Marshall Katung, this morning marked the 80th anniversary of Victory in Europe Day by laying a wreath at the city’s war memorial.

    The Lord Mayor was joined at war memorial in Victoria Gardens by the Lord Lieutenant of West Yorkshire, Ed Anderson, the Leader of Leeds City Council, Councillor James Lewis, and Leeds City Council chief executive, Ed Whiting, Mayor of West Yorkshire, Tracy Brabin together with veterans and guests.

    Victory in Europe Day, known as VE Day, marked the unconditional surrender of the German armed forces on May 8 1945, ending nearly six years of fighting in the European theatre of war.

    However, fighting in the Far East continued for another three months following VE Day, with Japanese forces surrendering on August 14 1945. The surrender of Japan is known as Victory over Japan Day, or VJ Day.

    The Lord Mayor of Leeds, Councillor Abigail Marshall Katung, said: “The Second World War was the costliest conflict in human history, fought to defend the freedoms that we still enjoy today. 

     “It was therefore my honour to lay a wreath in remembrance of all the sacrifices made by the people of many nations who worked and fought together against tyranny.”

    The culmination of the anniversary in Leeds will see the Lord Mayor host a special civic event to mark both VE and VJ Day at Leeds Minster on Saturday evening (May 10).

    The civic event will be especially poignant, as the Lord Mayor will present 101-year-old Jack Mortimer, one of the last surviving veterans of D-Day, with the Leeds Award.

    The Leeds Award formally recognises the achievement of people who have made an enormous contribution to the city, with their names proudly displayed on the wall in the antechamber of Leeds Civic Hall.

    Guests invited to the civic event include royal representatives and civic leaders from across West Yorkshire, along with diplomats and ambassadors.

     The event will feature orchestral, choir, and bagpipe performances, contemporary songs of the war era, and personal stories of Leeds people who contributed to the victory.

    Spokesperson Lin Jian made the remarks while responding to a relevant query at a daily news briefing.

    Lin said the current situation in the South China Sea is generally stable, with no issues regarding the freedom of navigation and overflight enjoyed by countries under international law.

    Activities conducted by countries in the South China Sea should adhere to international law and the spirit of the Declaration on the Conduct of Parties in the South China Sea (DOC), and must not target third countries and jeopardize regional peace and stability, he added.

    “The Philippines, violating international law and the DOC, has frequently made infringements and provocations and stirred up troubles at sea,” Lin said, adding that it has sought to collude with external forces to disrupt peace in the South China Sea, showing off military power and serving as a pawn, which will ultimately backfire.

    Lin pointed out that certain extraterritorial countries, including the United States, have been assembling small circles in the South China Sea, engaging in confrontation in the name of cooperation, showing off military strength under the guise of freedom, and creating chaos in the name of order, posing the greatest risk to peace and stability in the region.

    The top 20 Asia-Pacific (APAC) banks saw a modest 6.5% increase in combined revenue from $1.6 trillion in 2023 to $1.75 trillion in 2024, driven by exceptional growth from Indian and Japanese banks. On the other hand, several Chinese banks faced stagnation or declines amid tighter regulations and slowing credit demand. This shift highlights evolving regional dynamics and signals changing leadership in APAC’s banking landscape, reveals GlobalData, a leading data and analytics company.

    Murthy Grandhi, Company Profiles Analyst at GlobalData, comments: “APAC banking landscape witnessed a striking shift in momentum in 2024, as Indian and Japanese banks delivered powerful revenue growth, some of the China’s traditionally dominant institutions recorded either marginal gains or outright declines. It also reveals not just a reshuffling of leaders, but also deeper structural signals driven by macroeconomic realignments, domestic policy shifts, and evolving capital flows.”

    Only three banks achieved revenue growth exceeding 40% in 2024: India’s HDFC Bank led with an impressive 89.5% year-on-year (YoY) increase, while Japan’s Sumitomo Mitsui Financial and Mizuho Financial followed with growth rates of 42.8% and 41.6%, respectively

    Grandhi explains: “HDFC Bank’s rise can be attributed to its merger with HDFC Ltd., robust retail lending growth, and digital banking expansion. Likewise, State Bank of India recorded a 19.4% jump to $72 billion, fueled by rising credit demand in infrastructure, manufacturing, and rural segments.

    “Japanese banks staged a strong comeback after years of modest performance. This surge is underpinned by enhanced cross-border M&A advisory, corporate lending in Southeast Asia, and increased activity in the green finance space.”

    Japan-based Mitsubishi UFJ Financial posted an 11.7% increase to $81.7 billion, reflecting stronger domestic lending and strategic international acquisitions.

    Chinese banks continued to dominate the revenue leaderboard, securing 11 of the top 20 positions. ICBC led with $227.9 billion in revenue, though it posted a slight YoY contraction of -0.6%. Similarly, China Construction Bank ($198.1 billion, -2%), Postal Savings Bank of China ($81.7 billion, -0.7%), and Shanghai Pudong Development Bank ($49.2 billion, -4.4%) reflected a slowdown. The declines stem from reduced credit demand, property sector headwinds, and the cautious lending stance amid tighter regulatory controls.

    Nevertheless, Bank of China showed resilience with a 2.6% increase in revenue to $177.6 billion, supported by strong offshore financing operations and currency settlements, benefiting from the yuan’s expanding role in trade settlements.

    Grandhi concludes: “As the global financial system braces for a volatile 2025, APAC banks are navigating a complex matrix of geopolitical tensions, tariff escalations, and tightening liquidity. The US-China trade recalibration, semiconductor export restrictions, and ongoing regional disputes could dampen cross-border capital flows and increase regulatory compliance costs.

    Q: Why did you choose UConn?

    A: I committed to come to UConn without ever stepping foot on campus. I had a virtual visit, and although the campus is beautiful with state-of-the-art athletic facilities, the culture was most captivating. UConn had exactly what I was looking for and more. From an academic standpoint, it had the major that I was looking for. From an athletics standpoint, I valued the desire to bring a softball championship back to Storrs and honor its great history. In my first conversation with the head coach, I knew immediately that she cared about recruiting great people as we talked about everything other than softball. Not only did I want to play at a high level while earning a degree, but I wanted to be a coach in becoming the best player and person I could be.

    Q: What’s your major or field of study, and what drew you to it?

    A: Sport Management. What drew me to the program was their mission statement. “Our mission is to graduate scholar-practitioners and researchers who have the knowledge, skills, and values to lead the sports industry in the 21st century and who envision sport as a vehicle for positive social outcomes.” Sport was a big part of my development, and I wanted to be a part of and learn from the best of the best, as UConn Athletics has a rich history of competitive excellence.

    Q: Did you have a favorite professor or class?

    A: My favorite class was Sport-Based Youth Development, taught by Justin Evanovich. Part of this course is partnered with UConn Husky Nutrition and Sport, which is a unified approach to addressing state-level SNAP-Ed goals and objectives while leveraging the strengths and expertise of each agency and honoring Husky Nutrition and Sport’s core values: Relevancy, Relationships, and Representation.

    Q: What activities were you involved in as a student?

    A: Captain of the UConn softball team; Athletes in Action, a Christian ministry on campus that serves athletes in their walk with Christ; Goal line project, supports the academic and personal development of elementary and middle school students in the surrounding communities; Team IMPACT matches children facing serious illness and disability with college sports teams, creating a long-term, life-changing experience for everyone involved; alumni committee for the UConn softball team – building a bridge between all those who came before us and laying the foundation of the program; and UConn game day operations – student assistant for game day operations and faculty management.

    Q: What’s one thing that surprised you about UConn?

    A: How pretty the campus was! Again, I never came on a visit, so when I arrived for the first time, I came through the main entrance by Horsebarn Hill and thought, “What are those cows?!!”

    Q: What are your plans after graduation/receiving your degree?

    A: I will be pursuing a master’s degree in Higher Education and Student Affairs at UConn and working as a graduate assistant for the Office of Institutional Equity/Title IX.

    Q: How has UConn prepared you for the next chapter in life?

    A: Professionally, I have had many opportunities to network and grow my skills, as well as attend conferences and forums.
