    Today we have issued another round of invitations to the government’s Economic Reform Roundtable.

    The Roundtable is all about building consensus on long term economic reform, with a focus on resilience, productivity and budget sustainability.

    The latest round of invitees includes expert voices on economic policy, leaders with broad industry and policy experience, and important perspectives from regulators, the public sector and the states.

    It’s an outstanding group of people who we believe will make a big contribution to the future direction of economic reform.

    They are thought leaders who have been chosen for their ability to make meaningful contributions across a broad range of areas and across each of the three days.

    More invitations will be issued for participants to attend specific sessions, as the agenda takes shape.

    Sue is the Chair of National Housing Supply and Affordability Council; a non‑executive director of Rio Tinto, Macquarie Group and INSEAD; and a Fellow of the University of Sydney Senate. Previously, Sue was CEO and Managing Director of Mirvac and President of Chief Executive Women.

    Dr Kerry Schott AO

    Kerry is a Director of AGL, Chair of the Carbon Market Institute and Chair of the Competition Review Expert Advisory Panel. Recently, she was Chair of the New South Wales Net Zero Emissions and Clean Economy Board, Chair of the Advisory Board to EnergyCo NSW, and an Adviser to Aware Super. Kerry brings extensive experience in transport, infrastructure and energy, across both business and government sectors.

    Matt is the CEO and Managing Director of the Commonwealth Bank of Australia.     Ben is a former Treasurer of Western Australia and holds a number of current board positions, including for Woodside. Ben held a number of ministerial positions in WA and became the first Indigenous treasurer of an Australian parliament. Ben brings extensive knowledge of public policy, finance, international trade and Indigenous affairs.

    Dr Ken Henry AC

    Ken is an Australian economist and former public servant, including as Secretary of the Department of the Treasury from 2001 to 2011. Ken has held numerous positions in both government and the private sector, and is currently Chair of the Australian Climate and Biodiversity Foundation, the Nature Finance Council, and Wildlife Recovery Australia.

    The Hon Andrew Fraser

    Andrew is the Chair of the Australian Retirement Trust, Chancellor of Griffith University and a Director of the Bank of Queensland. He also works in the charity sector, where he serves as the Chair of Orange Sky Australia. Andrew is a former Deputy Premier and Treasurer of Queensland, and brings broad experience across the private and public sectors, and the charitable and education sectors.

    Allegra Spender MP

    Allegra is the Federal Independent Member for Wentworth. Prior to entering Parliament, Allegra worked as a business analyst at McKinsey, a policy analyst with UK Treasury and was later the Managing Director at Carla Zampatti Pty Ltd. Allegra was also previously the Chair of the Sydney Renewable Power Company, and CEO of the Australian Business and Community Network.

    Daniel is NSW Treasurer and the current Chair of the Board of Treasurers. Daniel has been a member of the NSW Legislative Council for over ten years and has delivered three Budgets in his over two years as the Treasurer of NSW.

    Gina Cass‑Gottlieb

    Gina is Chair of the Australian Competition and Consumer Commission. Gina has over 30 years’ experience advising on merger, competition and regulatory matters in Australia and New Zealand. Gina brings broad and deep experience on consumer and competition issues across the economy.

    Dr Steven Kennedy PSM

    Steven is Secretary of the Department of the Prime Minister and Cabinet, and was previously Secretary to the Treasury.     Jenny Wilkinson commenced as Secretary to the Australian Treasury in June 2025, becoming the first woman to hold this position in its 124‑year history.     The RBA welcomes ASIC’s decision to grant Clearstream Banking S.A. (Clearstream) a clearing and settlement facility licence.

    Clearstream plays an important part in the Australian debt securities market. It is important the RBA and ASIC, as co-regulators of clearing and settlement facilities operating in Australia, are able to have sufficient oversight of such facilities. The licence granted by ASIC will support this oversight.

    The RBA has completed an initial licensing assessment of Clearstream against the relevant obligations under Part 7.3 of the Corporations Act 2001. The RBA and ASIC have also entered into a memorandum of understanding with Clearstream’s home regulators, Banque centrale du Luxembourg and the Commission de Surveillance du Secteur Financier. The RBA will rely on the supervision of Clearstream’s home regulators, where appropriate, consistent with the Reserve Bank’s Approach to Supervising and Assessing Clearing and Settlement Facility Licensees.

  • MIL-OSI Submissions: Tech – Robotic AI Skin Announced as Finalist in Australia’s First Robotics Sprint

    SYDNEY, NSW – Robotic AI Skin has been selected as one of six finalists in the inaugural Propel-AIR program, Australia’s first dedicated AI and Robotics Sprint.

    Inneurva, the Sydney medtech and robotics startup behind the innovation, will now compete for the opportunity to travel to Boston and work alongside MassRobotics.

    Teaching Machines to Feel

    Inneurva is developing flexible, intelligent artificial skin that brings a sense of touch to robots through soft, sensor-rich patches that can be attached to robotic grippers, humanoid robots, or even clothing.

    “We want to give AI the intelligence of touch. With Robotic AI Skin, robots can feel what they touch and respond accordingly, whether it’s identifying a person, checking body temperature, or assessing the ripeness of fruit,” said founder Tass Paritt.

    “The CEO of NVIDIA  Jensen Huang recently spoke about the arrival of physical AI, a new generation of artificial intelligence that doesn’t just see or hear, but actually feels the world around it. Our project is part of that movement. We are not just teaching machines to think, we’re teaching them to feel.”

    The technology captures complex tactile information including pressure, temperature, and gesture recognition, using embedded AI to interpret and respond in real time. This enables safer, more intuitive interactions between humans and machines.

    Modular Technology with Wide Applications

    The sensor patch can be applied to robotic grippers, humanoid limbs, or worn as smart fabric. It allows machines to recognise who is touching them, detect how something is touched, and learn and adapt to the meaning of those interactions.

    Applications range from healthcare robots and eldercare assistants to industrial automation and agriculture. Robots equipped with Robotic AI Skin could detect the ripeness of fruit during picking or monitor human health indicators during physical interaction.

    Strong Research Foundation 

    Robotic AI Skin is backed by foundational IP and supported through collaborations with CSIRO, University of Technology Sydney, and a UK-based university research partner. The team has received early-stage funding and support from Microsoft’s Startup Hub.

    With backing from Microsoft’s Startup Hub, the team is exploring the creation of a “tactile language model” using synthetic data, an emerging field that parallels large language models but for physical sensation.

    Commercial Pathways

    The company aims to explore multiple pathways to commercialisation including OEM partnerships with robotics manufacturers, licensing of core tactile sensing IP and AI models, and custom development for medtech and assistive robotics.

    “Touch is the missing piece in robotics. We want to make it easy to embed tactile intelligence into any device so robots can understand us better and act more safely,” Paritt said.

    The team is currently building an MVP with plans to deliver a functional prototype within six months. Through Propel-AIR, Inneurva will focus on simulation testing and refining product-market fit.

    The winner will travel to MassRobotics in Boston for a one-month residency, with access to leading robotics companies and world-class institutions like MIT and Harvard.

  • MIL-Evening Report: Separated men are nearly 5 times more likely to take their lives than married men

    Breakups hurt. Emotional and psychological distress are common when intimate relationships break down. For some people, this distress can be so overwhelming that it leads to suicidal thoughts and behaviours.

    This problem seems especially the case for men. Intimate partner problems including breakups, separation and divorce feature in the paths to suicide among one in three Australian men aged 25 to 44 who end their lives.

    Men account for three in every four suicides in many nations worldwide, including Australia. So improving our understanding of links between relationship breakdown and men’s suicide risk has life-saving potential.

    Our research, published today, is the first large-scale review of the evidence to focus on understanding men’s risk of suicide after a breakup. We found separated men were nearly five times more likely to die by suicide compared to married men.

    What did we find?

    We brought together findings from 75 studies across 30 countries worldwide, involving more than 106 million men.

    We focused on understanding why relationship breakdown can lead to suicide in men, and which men are most at risk. We might not be able to prevent breakups from happening, but we can promote healthy adjustment to the stress of relationship breakdown to try and prevent suicide.

    Overall, we found divorced men were 2.8 times more likely to take their lives than married men.

    For separated men, the risk was much higher. We found that separated men were 4.8 times more likely to die by suicide than married men.

    Most strikingly, we found separated men under 35 years of age had nearly nine times greater odds of suicide than married men of the same age.

    The short-term period after relationship breakdown therefore appears particularly risky for men’s mental health.

    What are these men feeling?

    Some men’s difficulties regulating the intense emotional stress of relationship breakdown can play a role in their suicide risk. For some men, the emotional pain tied to separation – deep sadness, shame, guilt, anxiety and loss – can be so intense it feels never-ending.

    Many men are raised in a culture of masculinity that often encourages them to suppress or withdraw from their emotions in times of intense stress.

    Some men also experience difficulties understanding or interpreting their emotions, which can create challenges in knowing how to respond to them.

    Overall, our research found relationship breakdown may lead to suicide for some men because of the complex interaction between the individual (emotional distress) and interpersonal (changes in their social network and availability of support) impacts of a breakup.

    Many of these impacts don’t seem to feature in the paths to suicide after a breakup for women in the same way.

    Breakups also impact social networks

    As intimate relationships become more serious, we tend to spend less time investing in our friendships, especially if juggling the demands of a career and family.

    Many men, especially in heterosexual relationships, rely on their intimate partner as a primary source of social and emotional support – often at the expense of connections outside their relationship.

    This can create a risky situation if relationships break down, as it seems many men are left with little support to turn to. This rang true in our research, as men’s social disconnection and loneliness seemed to increase their suicide risk following relationship breakdown.

    We also know people can struggle to know how to support men after a breakup. Research has found some men who ask for support are told to just “get back on the horse”. Such a response invalidates men’s pain and reinforces masculine stereotypes that relationship breakdown doesn’t affect them.

    So, what can we do?

    There is no simple answer to preventing suicide following relationship breakdown, but a range of opportunities exist.

    We can intervene early, by educating young people with the skills to end relationships healthily, handle rejection and regulate the difficult emotions of a breakup.

    We can embed support groups and other opportunities for connection and peer support in relationship services that are regularly in contact with those navigating separation, to help combat loneliness.

    We can ensure mental health practitioners are equipped with the skills necessary to engage and respond effectively to men who seek help following a breakup, to help keep them safe until they can get back on their feet.

    Most importantly, if men come to any of us seeking support after a breakup, we can remember that time is often a great healer. The best we can do is sit with men in their pain, rather than try and get them to stop feeling it. This connection could be life-saving.

  • MIL-Evening Report: WA had the highest rates of Indigenous child removal in the country. At last, the state is finally facing up to it

    First Nations people please be advised this article speaks of racially discriminating moments in history, including the distress and death of First Nations people.


    In 1997, Australia was confronted with the landmark Bringing Them Home report. It chronicled the country’s long, dark history of the forced removal of First Nations children.

    The report also made recommendations on what to do next. Compensation was key among them. Every state and territory heeded that call in the years that followed, except Western Australia.

    In the decades since, many have called for the recognition of, and compensation for, First Nations people in WA forcibly removed from their families, culture and Country. In May, Premier Roger Cook answered that call, announcing a redress scheme for living survivors of the Stolen Generations.

    But the Stolen Generations aren’t just historical; they’re ongoing. Many still feel the reverberations of decades of trauma. WA will finally seek to redress some of it.

    Generations forced apart

    WA had the highest rates of forcible removal of Aboriginal children in this country. Today, more than 50% of Aboriginal people in WA are either Stolen Generations survivors or their direct descendants.

    Historian Margaret Jacobs wrote that through the 1905 Aborigines Protection Act, “Indigeneity itself became inextricably associated with neglect”.

    Aboriginal families, due solely to their Aboriginality, were regarded as inferior and their children were removed en masse to missions where traditional cultural practices were prohibited. Stolen Generations child removals continued until the 1970s.

    In the missions where Aboriginal children were placed after removal, psychological, physical and sexual abuse was widespread. The children, often removed as infants, were institutionalised and raised by religious missionaries.

    Speaking in traditional languages or engaging in cultural practices were prohibited, with the goal being to strip them of their Aboriginality so they could be fully assimilated into Western society. To minimise barriers to this, parents and families were prohibited from communicating or visiting their children.

    The human consequences of these inhumane practices have been monumental.

    The financial impact

    Attachment theory attests to the importance of early childhood experiences of love, care and safety on an individual’s future life outcomes. The theory suggests infants develop one of four main attachment styles in response to the care they receive from their parents or other carers during infancy.

    The significance of this in the context of generations of children being forcibly removed from their caregivers cannot be understated.

    In addition, the majority of Stolen Generations children survived various forms of abuse within these institutions and live with the resulting trauma of that.

    Under the 1905 act, any property or personal items owned by Aboriginal people could be confiscated at any time and money owing to Aboriginal peoples, including wages, was to be paid to the Chief Protector of Aborigines.

    This prevented Aboriginal families from securing financial stability and establishing intergenerational wealth, despite their significant labour contributions to WA’s economic development.

    A good indicator of intergenerational wealth consolidation can be found in rates of home ownership.

    Currently, 45.8% of Aboriginal people in the greater Perth area own their home, compared with 70.4% of their non-Aboriginal counterparts.

    Of those, 10.8% of Aboriginal households own their home outright, compared with 28.5% for non-Aboriginal owners.

    This makes redress not just a symbolic move, but a deeply practical one too.

    Compounding disadvantage

    Overall, these circumstances have created a “gap within the Gap”.

    This refers to the first gap, being that Aboriginal people have poorer life outcomes than their non-Aboriginal counterparts.

    The gap within that gap is that Stolen Generations survivors and their descendants have poorer life outcomes than the general Aboriginal population.

    Stolen Generations peoples and their descendants are more likely to have mental health disorders, to experience family violence, homelessness or criminal justice involvement, and to have an addiction, including substances and gambling, while also being less likely to have a support network.

    This state scheme will make individual payments to living survivors of the Stolen Generations who were forcibly removed before July 1 1972.

    It will deliver a one-off payment of $85,000 to survivors in recognition of the trauma and pain they suffered through their removal.

    Registrations for Stolen Generations members who are eligible for this scheme will open in the latter half of 2025 and payments will commence by the end of the year.

    It won’t fix everything, but it’s a welcome sign of progress.

  • MIL-OSI Australia: Multi-agency effort rescues woman buried in silage

    A woman who became trapped under a large volume of silage was successfully rescued following a multi-agency operation at a property in Darnum on Sunday, 13 July.

    The woman had been standing on a concrete pad near the base of a silage pit when a four-metre-high sheer wall of fodder collapsed on top of her.   

    Despite being almost completely submerged, she managed to hold onto her phone and call for assistance. 

    CFA crews from Warragul and Nilma North were among the first on scene, arriving shortly after 4:30pm alongside SES, Fire Rescue Victoria, Victoria Police and Ambulance Victoria.  

    CFA Incident Controller Brian Brewer said the woman’s upper body had already been uncovered by the time crews arrived, but her lower body remained buried. 

    “It was a time-critical situation, light was fading fast, and there was a storm approaching. Those factors influenced how we approached the rescue,” Brian said. 

    It took crews just over an hour to successfully extricate the woman, who was carried by stretcher to a waiting ambulance and transferred to a helicopter for transport to hospital.  

    “In more than 40 years with CFA, this was certainly one of the more unusual rescues I’ve attended.  

    Brian, who is member of Warragul Fire Brigade, said crews faced several logistical hurdles.  

    “Conditions on the property were challenging. The yard was extremely wet, vehicle access was limited, and we had to carry in gear by hand. We relied on lighting and hand tools to free her,” Brian said. 

    “We also had spotters monitoring the remaining silage wall throughout the operation for any signs of movement. We knew if rain set in, the conditions could quickly worsen and put everyone at greater risk.” 

    Brian praised the cooperation between agencies throughout the incident. 

    “It was very much a team effort. CFA, SES, FRV, Victoria Police and Ambulance Victoria all worked together seamlessly under pressure.”

  • MIL-OSI China: Olympians expected to make highlight as Universiade swimming kicks off

    Swimming at the Rhine-Ruhr World University Games will feature several student-athletes who competed at the Paris 2024 Olympic Games.

    High-profile coaches who have been behind some of biggest stars will also be part of the Games.

    Team USA will see Olympians Emma Lebron Weber and Jacob Ryan Mitchell as well as world junior mixed and women’s relay gold medalist Maxine Charlize Parker in the pool.

    Olympians Julie Brousseau, Patrick Hussey and Emma O’Croinin will be the shepherds for Canada.

    Canada’s Ashley McMillan will be on the chase for medals having made the final in the 200m individual medley at the 2024 world championships.

    Britain will have a strong presence in the 100m breaststroke with Commonwealth Games bronze medallist Archie Goodburn in the squad.

    Loughborough’s Fleur Lewis will be on the medal hunt in the 800m freestyle after breaking an 18-year-old British short-course record in the 1,500m freestyle at the BUCS Championships 2023.

    With the World Aquatics Championships beginning immediately after the opening of the FISU Games, many student-athletes will be heading straight from Berlin to Singapore.

    Among them is Paige Van Der Westhuizen from Zimbabwe, who studies at the University of Stirling in Scotland.

    “I’m feeling good,” she said. “Having the World University Games just before the World Aquatics Championships will be tough, but I’m excited.”

    Swimming Australia’s head coach Rohan Taylor, who had coached Beijing 2008 Olympic champion Leisel Jones, said that the FISU Games will also help provide an incentive to keep student-athletes in their sport.

    “Athletes often face a crossroads that can end their careers,” Taylor said on Thursday. “They think they have to choose between university and a professional career of swimming.”

    “The World University Games provide an incentive for athletes to continue developing both paths by keeping them in the sport longer.”

  • MIL-OSI Australia: New search area for Melissa Trussell

    Police – including from the specialist Water Operations Unit – are today conducting a fresh search on Garden Island for the remains of Melissa Trussell.

    A previously unsearched area of water and mangroves on the northern side of Garden Island will be the focus of today’s search.

    This new location has been identified in a comprehensive cold case review of the original investigation that has also resulted in new leads being pursued by Major Crime Investigation Branch detectives.

    The review has also led to numerous exhibits in the case being re-submitted to Forensic Science SA for fresh DNA testing using advanced techniques unavailable at the time of Rosemary’s murder and Melissa’s disappearance in May 2000.

    Melissa, aged 15 years and her mother, Rosemary Brown, aged 33 years, were last seen leaving their home in Blair Athol at about 2.30am on Saturday 13 May 2000. The body of Melissa’s mother, Rosemary Brown was found in mangroves at Garden Island on 2 July 2000.

    “As part of the renewed investigation, we have identified a previously unsearched area and we’re hopeful that we can find the remains of Melissa,” Detective Superintendent Darren Fielke, Officer in Charge of Major Crime Investigation Branch said.

    “This search demonstrates that we will not give up looking for answers.

    “We will continue to investigate this matter and will not stop until we can provide closure and hopefully justice for the loved ones of both Rosemary Brown and Melissa Trussell.”

    Earlier this month, family of Melissa released a public plea for information exactly 25 years since Rosemary’s body was discovered in mangroves at Garden Island

    “We would like to thank the public for new information provided to Crime Stoppers following this appeal,” Detective Superintendent Fielke added.

    “We urge anyone with any information on this case, no matter how minute, to contact police or Crime Stoppers on 1800 333 000 or online at www.crimestopperssa.com.au – you can remain anonymous.”

    Rewards up to $1,000,000 will be paid by the Government of South Australia, at the discretion of the Commissioner of Police, to anyone who provides information and assistance that leads to the conviction of the person or persons responsible for the suspected murder of Melissa Trussell (Brown) (and/or leading to the location and recovery of the victim’s remains).

    P-plater caught at dangerous speed on Midland Highway

    Friday, 18 July 2025 – 9:46 am.

    A P-plater will be proceeded against after he was caught travelling 44km over the speed limit on the Midland Highway yesterday.
    About 4.30pm, police intercepted the 17-year-old, who had held his licence for just four days, near Oatlands, where he was detected travelling at 144km/h.
    Senior Constable Shane Leek from Oatlands Police said the teenager’s provisional licence meant he was subject to a 100km/h speed restriction.
    The driver was also found to be in breach of several other licence conditions, including:

    Using a mobile phone while driving under a P1 licence
    Failure to display a rear P plate
    Breaching peer passenger restrictions under a P1 licence

    “This behaviour posed a serious risk to the driver, their passengers, and other road users,” said Senior Constable Leek.
    “Excessive speed, combined with inexperience and distraction, can have tragic consequences.”
    The teenager now faces a $1537 fine, 11 demerit points and has been disqualified from driving for 3 months.

    Always carry your licence
    Clearly display P plates on the front and rear of your vehicle
    Do not exceed 100km/h, even where higher limits apply
    Maintain a blood alcohol content of 0.00
    Do not use a mobile phone while driving
    Comply with all Tasmanian Road Rules
    Follow peer passenger restrictions (limit of one passenger aged between 16 and 21 years).

    Road safety is everyone’s responsibility, and these conditions are in place to protect not only young drivers but the wider community.

  • MIL-OSI Canada: National Defence signs technology partnership arrangement with Australia for Arctic Over-the-Horizon Radar

    On June 20, 2025, representatives of the governments of Canada and Australia signed a landmark technology partnership arrangement, a critical milestone in the rapid development and deployment of Canada’s A-OTHR system.

    Through this arrangement, Australian industry partners will work with Canadian companies to build expertise and capacity in Canada, grow our domestic sovereign defence industry, support high-paying Canadian jobs, and help Canada scale up its own radar system and technology.

    Canada’s Arctic Over-the-Horizon Radar (A-OTHR) system is a key component of Canada’s North American Aerospace Defense Command (NORAD) modernization plan and will provide advanced early warning, enable faster detection and decision making by the Canadian Armed Forces (CAF) for airborne threats, and provide long-range surveillance to meet Canada’s domestic and continental security needs.

    After careful consideration, Canada determined that a technology partnership with the Government of Australia, which currently operates one of the most advanced Over-the-Horizon Radar capabilities in the world, would provide the best solution for strengthening CAF domain awareness of Canada’s northern approaches. It will also quickly deliver a crucial capability to the CAF and NORAD commanders.

    The first stage of the A-OTHR program will deliver an initial capability by the end of 2029.

    Commissioner’s foreword

    Since commencing as Commissioner of Taxation on 1 March 2024, I continue to be impressed by the expertise, professionalism and dedication of ATO staff.

    Our performance is strong, but as with any organisation, we need to take opportunities to improve. Accordingly, I am grateful that the ATO has had the opportunity to be reviewed as part of the Australian Public Service Commission’s (APSC) capability review program, particularly so early in my tenure. Independent reviews such as this provide us with honest and frank perspectives on what to improve to set us up for the future.

    I would like to extend my sincere thanks to the review team for their professionalism, rigour, and the depth of insight they brought to this process. Their extensive experience and thoughtful engagement have been invaluable.

    The review found that we are a high-performing organisation, which is a testament to the dedication and capability of our people. At the same time, it has identified areas where we can do better – opportunities to strengthen our systems, sharpen our focus, and deliver even greater value to the Australian community.

    We deliver well on our core purpose of collecting tax so government can deliver services for the Australian community. However, what delivers us success now will not be enough alone to achieve our vision for an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences.

    We need to examine what we do and how we do it, identify opportunities for improvement and make decisive shifts to unlock our full potential.

    Our performance evolution will help us get there. Drawing on key insights from our APSC capability review, it outlines how we – as one ATO – will align our efforts to not only deliver today’s priorities, but also prepare for and tackle tomorrow’s challenges.

    We are fortunate to be building on a strong foundation. The capability review identified many strengths we can be proud of. We’ll use these strengths to propel us forward on our performance evolution, taking practical actions to set a course for the future, where we will:

    • think bigger
    • act bolder
    • deliver together.

    While this plan does not outline every detail of the actions we will take, it establishes the key shifts that will empower us to strengthen what we do best, allowing us to adapt our actions as our environment changes.

    The Executive team and I will play a key role here. We must role model the behaviours needed for the ATO to achieve its vision, drive accountability and ensure we don’t lose momentum. We must also openly and genuinely support employees to act as one to deliver our performance evolution.

    Whilst the staff who support the Tax Practitioner Board (TPB) and the Australian Charities and Not-for-profits Commission (ACNC) are ATO staff, our performance evolution relates to those in the Tax Office itself.

    I will leave it to the Chair of the TPB and the ACNC Commissioner to draw on the Capability Review insights that best serve the delivery of their statutory functions.

    I’m grateful to have the opportunity to capitalise on our high performance and look forward to continuing to improve as we implement our performance evolution.

    The Australian Public Service Commission’s capability review affirmed the ATO’s position as a high performing and globally respected tax administration.

    We have a proven track record and have excelled when circumstances have called for us to be at our best. Our role in the government’s response to the pandemic demonstrated what we’re capable of and underscored our potential to be truly exceptional. Learning from this and our many other successes, as well as our mistakes, we should not stand still. We need to continually improve.

    The capability review’s insights inform where to focus our ongoing improvement efforts. This future view highlights the capabilities we need to adapt and respond to the changing demands of government, the community and our own operations.

    Key insights from the review indicate that to continue to serve the Australian community with excellence and integrity, achieve our vision, and proactively address future challenges, we need to:

  • MIL-OSI China: Europe urged to diversify trade markets over US tariff coercion, supply chains disruption

    As Washington presses ahead with additional tariffs on products from the European Union (EU) and beyond, European officials and experts are urging the diversification of trade markets to mitigate the damage that such coercive financial statecraft is inflicting on global supply chains.

    TARIFF GAME SETTING OFF CHAIN REACTION

    U.S. President Donald Trump announced Saturday that his administration would impose 30 percent tariffs on EU and Mexican exports, arguing that bilateral trade had long been unbalanced and lacked reciprocity.

    The Irish Sinn Fein leader Mary Lou McDonald described the tariff threat as “volatile” and “not helpful at all.” “That poses a challenge for Ireland, for Europe, for the world,” she told Xinhua at a press conference in London.

    Countries across Europe have been warning about the impact of the seemingly unrelenting tariff assaults on their economies.

    The Bank of Slovenia estimated that U.S. tariffs could indirectly disrupt the broader European value chain and impact about 15,000 jobs in Slovenia, a significant number in a country of just 2.1 million people.

    The Bank of England also said in its latest Financial Stability Report that the global economy faces rising downside risks, citing U.S. tariffs, and despite a new trade agreement between Britain and the United States in May, a further escalation in trade disputes globally could amplify financial stress and drag on economic growth in Britain.

    Companies of all sizes, from those exporting to the U.S. to manufacturers heavily reliant on global supply chains, are feeling the strain that the tariffs are placing on their operations.

    Neb Chupin, founder of Croatia’s Hermes International, a successful fig jam producer in the U.S. market, said, “With 10 percent tariffs, we are losing about 20,000 U.S. dollars a week. What would happen with 30 or even 50 percent tariffs? I cannot even sleep at night as the situation is very unstable.”

    With 40 percent of exports going to the U.S., Finland’s pharmaceutical industry could also be severely affected by potential U.S. tariffs. Johanna Sipola, deputy CEO of Keskuskauppakamari, or the Finnish Chamber of Commerce, called the tariffs “unrealistic” and warned that the greater risk is the uncertainty they create.

    “If the tariffs were implemented, the repercussions for international pharmaceutical production would be significant. The industry’s delivery chains are unusually global, and even minor disruptions can trigger substantial changes in medicine prices and demand,” Sipola said.

    Beyond the immediate effects, the high-stakes tariff game is setting off a chain reaction across global supply chains and geopolitical dynamics.

    Gavran Igor, an economic analyst from Bosnia and Herzegovina, said that the longer-term impact of the tariffs could prove even more damaging for Balkan manufacturers that are integrated into EU-based industries, particularly automotive supply chains.

    Czech Republic’s Finance Minister Zbynek Stanjura said that exports to the United States account for less than 3 percent of the country’s total exports. However, the country would also be indirectly affected through its European partners who purchase Czech goods and components.

    STRENGTHENING COOPERATION WITH MULTI-PARTNERS URGED

    Inevitably, even countries with modest trade ties to the world’s largest economy can still feel the ripple effects of Washington’s unpredictability. In response, experts recommend that European nations broaden their trade partnerships, especially with China, Southeast Asia and other regions.

    “Europe must, in the long term, become more independent from the American market. A joint free trade zone with the ASEAN countries and the rapid ratification of the agreement with Mercosur are urgently needed,” Dirk Jandura, president of the Federation of German Wholesale, Foreign Trade and Services, said in a statement after Trump’s new tariff announcement.

    Mario Boselli, chairman of the Italy China Council Foundation, said that the shifting dynamics might prompt Europe to reconsider its external economic strategy. In his view, strengthening cooperation with China is a “highly strategic choice.”

    “If economies, like the EU, China, the United Kingdom, Brazil and India, keep global trade open, the U.S. tariffs’ impact on global supply chains will be lower. That’s the opportunity,” said Carlo Altomonte, associate professor of the Department of Social and Political Sciences of Bocconi University in Milan.

    Martin Geissler, Partner at the management consultancy Advyce & Company, echoed the suggestions by sharing Germany’s auto industry as an example. “German automakers have often not yet recognized the growth prospects that exist in Africa and many emerging countries,” Geissler said, contrasting this with China’s strategic engagement with multi-partners.

    Bernardo Mendia, Secretary General of the Portugal-China Chamber of Commerce and Industry, is leading a Portuguese delegation to the ongoing China International Supply Chain Expo in Beijing.

    A key factor driving Portugal’s participation this year, in his words, is the rise of protectionism, logistical disruptions and geopolitical shifts. In the face of these challenges, China offers a distinctive platform to develop innovative solutions, business models, and collaborative partnerships, he said.

    Looking ahead, experts believe that Washington’s trade policies could ultimately backfire on the U.S. economy itself.

    “The U.S. needs many of our industrial products, which cannot be easily replaced in the short term. This allows German manufacturers of these goods to largely pass on the tariffs in their prices to the detriment of the U.S. economy,” said Juergen Matthes, head of International Economic Policy, Financial and Real Estate Markets Research Unit at the German Economic Institute.

    Lodging the SMSF annual return (SAR) is the most important compliance obligation you must meet. The SAR covers the income tax return, regulatory information and member contribution reporting, and also enables payment of the SMSF supervisory levy.

    Over 65,000 self-managed super funds (SMSFs) still have outstanding lodgment obligations for the 2023 year, and we are observing a similar trend in late lodgments for 2024.

    We are concerned about the growing number of SMSFs falling behind with their lodgment obligations and remind trustees of the importance of understanding and meeting their lodgment and compliance obligations.

    If you fail to lodge your SAR on time, there may be penalties applied and SMSF tax concessions can be lost. If your fund’s lodgment is overdue, its Super Fund Lookup may change to ‘regulation details removed.’ This can restrict your SMSF from receiving rollovers and employer contributions.

    During 2025–26 we will be undertaking targeted compliance action for SMSFs that are behind with their lodgment obligations. Unless prompt action is taken in relation to the outstanding obligations of these funds, their trustees can expect our compliance action to deliver sanctions which could include their disqualification from running an SMSF.

    The traditional powerhouses asserted their dominance as the group stage of the 2025 FIBA Women’s Asia Cup concluded on Wednesday, with China, Australia, Japan and South Korea all securing top-two finishes in their respective groups.

    China will await its semifinal opponent, while Japan prepares for a qualification showdown against New Zealand on Friday. Australia, still seeking its first Women’s Asia Cup title, will face the winner of the South Korea-Philippines qualifier.

    Defending champion China and world No. 2 Australia both advanced undefeated to the semifinals, but it was China’s tactical experimentation – led by the sensational debut of teenage center Zhang Ziyu – that captured headlines.

    Under returning head coach Gong Luming, China breezed through its group. The tournament marks Gong’s first major competition since resuming leadership in February. He used the preliminary games to test several lineups, including a towering frontcourt pairing of the 2.26-meter (7-foot-5) Zhang with 2.11-meter (6-foot-11) Han Xu, as well as a center-less configuration.

    “This team has only been together for a little over three months, and it takes time to build chemistry,” Gong said. “We have a prototype, but we are still lacking in many details.”

    Zhang, 18, has been the breakout star of the tournament.

    “Need we say more?” a FIBA website article noted. “China’s next great hope will finally grace FIBA’s flagship event for women’s national teams in Asia, as Zhang Ziyu is set to make easily one of the most anticipated senior debuts in recent years.”

    Zhang has lived up to the hype, averaging 14.3 points on 81% shooting through three games. She and Han have formed a dominant pairing that Han believes is far from fully realized.

    “Given our short time playing together, the ‘twin towers’ are probably only at 30 percent of our potential,” Han said.

    China’s depth has also impressed. National team rookie Zhai Ruoyun, 27, knocked down four 3-pointers in her debut, while Jia Saiqi has anchored the defense with a team-high 2.3 steals per game. Offensively, China is averaging 95.3 points per game-second only to Australia.

    For China’s rivals, Han’s confident words serve as a stark warning: “As long as we play our game, I believe no one can beat us.”

    Australia, a medalist in every Asia Cup since joining the FIBA Asia zone in 2017, has looked equally strong despite a transitional roster. With only Chloe Bibby returning from 2023, the Opals have shown impressive cohesion, beating the Philippines and Lebanon by margins of 76 and 79 points, respectively.

    Australia capped group play with a strong second-half comeback to defeat Japan, showcasing a remarkably balanced offense. Eleven of the team’s 12 players are averaging at least seven points per game, contributing to a tournament-high 102.3 points per game.

    Japan’s journey through the group stage was more turbulent. Head coach Corey Gaines opted to rest key players, resulting in narrow wins over Lebanon and the Philippines by a combined margin of just seven points.

    Veteran Maki Takada, 35, remains central to Japan’s offense, but their trademark 3-point shooting has been inconsistent. Japan leads the tournament in attempts (38.7 per game) but is shooting just 34.5%.

    Ramu Tokashiki, 34, in her fifth Asia Cup appearance, has yet to find top form, averaging 5.0 points, 2.0 rebounds, 1.0 assist and 1.0 three-pointer per game.

    South Korea has leaned on perimeter scoring but suffered a major blow when top shooter Kang Lee-seul was injured in the opening game. Park Ji-hyun (16.0 ppg) and Choi I-saem (15.3 ppg) have stepped up to lead the offense.

    Star center Park Ji-su is contributing across the board-averaging 7.3 points, 4.0 rebounds, 3.0 assists, 1.3 steals and 1.3 blocks per game-while providing a strong defensive presence and rebounding anchor for Korea’s gritty style of play.

    The top six teams will qualify for the 2026 FIBA Women’s Basketball World Cup qualifiers. With a win over Lebanon to finish third in its group, the Philippines not only kept its semifinal hopes alive but also made history-securing its first-ever spot in the global qualifiers.

    Dairy exporters will benefit from the settlement of New Zealand’s CPTPP quota dispute with Canada, as announced by the Government today.
    The Dairy Companies Association of New Zealand (DCANZ) welcomes the news and congratulates the Government for settling the long-running issue that has been costing New Zealand because of quotas that couldn’t be fully used. DCANZ also acknowledges the work of the previous Government in initiating the dispute process.
    The heart of the issue has been Canada limiting the use of the 16 small quotas that facilitate CPTPP dairy access by allocating the majority of import licenses to its own processors, which mostly don’t use them. This practice, along with quota licence hand-back-and-reallocation happening late in the quota year and no penalties for under-use, has limited other importers with a stronger interest in New Zealand products from using the agreed access. Other administrative processes have also added cost and slowed trade when it does occur.
    In 2023, a panel of trade law experts ruled that Canada’s approach did not comply with the CPTPP agreement requirements to administer the quotas in a manner that provides importers the opportunity to utilise the volumes fully.New Zealand was forced to trigger the mandatory negotiations allowed for under the CPTPP’s rules when Canada didn’t comply with this ruling. While not achieving the preferred immediate move to a simpler on-demand system so that quota licences only go to importers who want to use them, DCANZ agrees that adequate improvements have been made to settle the dispute.
    DCANZ Executive Director Kimberly Crewther says she looks forward to New Zealand exporters enjoying an easier time trading into the 16 CPTPP dairy tariff rate quotas from 1 January 2026.
    “The improved administrative provision that will result from this agreement will make the quotas commercially more usable and valuable for our exporters.
    “Under the agreement, Canada will bring forward the dates for return and reallocation of quota licences that the initial recipients will not use and introduce penalties for recipients who either do not use their allocation or transfer it on to importers who want to use it.
    “This has been a long time coming and we believe it will make a positive difference.
    “We will be watching implementation closely. Significantly, if those changes don’t work, there is also provision that quota allocation could move to our first preference of an on-demand system.”
    In the meantime, Crewther says DCANZ remains concerned that Canadian subsidised exports are continuing to harm New Zealand exporters’ interests in global markets for dairy protein products.
    “Canada needs to be held equally to account for this, via the World Trade Organisation (WTO).
    “Earlier this year, DCANZ joined United States and Australian dairy industry representatives in calling for government action to stop Canada from dumping artificially low-priced dairy protein exports on world markets.
    “Its milk pricing mechanisms are enabling their dairy processors to access milk proteins at below the cost of production and so distort its export of a range of products.
    “This practice is at odds with Canada’s international trade obligations and must be addressed as a matter of urgency under the WTO’s rules.”

  • MIL-Evening Report: Pragmatic engagement – what Albanese’s visit reveals about China relations in a turbulent world

    The Albanese government has faced an increasingly uncertain world since its re-election in May.

    US President Donald Trump has cast a long shadow over the Australia–US alliance, raising fresh questions about Canberra’s long-term regional strategy.

    Against this backdrop, Prime Minister Anthony Albanese’s approach to foreign policy is reflecting a careful recalibration – one that seeks to balance security partnerships with the pursuit of economic opportunities, especially with Australia’s largest trading partner, China.

    Albanese has wrapped up a six-day visit to China which was characterised by a highly pragmatic approach to dealing with the problems and irritants in the bilateral relationship.

    Economic engagement

    Albanese’s visit to Beijing, Shanghai and Chengdu – cities emblematic of Australia’s political, economic and cultural connections with China – was more than symbolic.

    It was a high-profile diplomatic venture, with Albanese meeting both the Chinese President Xi Jinping and Premier Li Qiang.

    But it was more than a leaders’ summit. A large team of key business leaders in banking, manufacturing, mining and education were on the trip to meet their Chinese counterparts and seek more cooperation.

    Economic engagement dominated the visit. As Albanese highlighted before his trip, “my priority is jobs”.

    Broader partnerships spanning multiple sectors, including healthcare, education and green energy, were canvassed. The two nations also explored closer cooperation on energy transition and climate change.

    Chinese Ambassador to Australia Xiao Qian has even floated a collaboration on artificial intelligence.

    However, the suggestion has been met with caution in Canberra due to ongoing concerns around national security and data governance.

    Cooperate where we can

    Beyond trade and investment, the visit also marked an effort to rebuild people-to-people exchanges.

    Since last year, Australian citizens have been able to visit China for up to 30 days without a visa. In turn, Australia will welcome more Chinese visitors under a new Memorandum of Understanding promoting Australia as a premier tourist destination for Chinese travellers.

    Albanese’s meetings with Xi Jinping and Li Qiang also yielded concrete results.

    The official joint statement emphasised economic cooperation, particularly in climate-related areas such as steel decarbonisation, dryland farming and the green economy.

    These outcomes align with the Albanese government’s guiding principle: cooperate where we can.

    The deeper economic cooperation has been noted in China, where there is an expectation collaboration will continue to accelerate on the back of improved relations.

    As James Laurenceson of the Australia–China Relations Institute recently noted, a stronger economic partnership will help foster more resilient ties across the board.

    More independent foreign policy

    Other analysts also see increased mutual benefits in the bilateral relationship.

    China-watcher James Curran suggests the visit may signal a maturing, more independent Australian foreign policy.

    The primary role of Australian statecraft is to do everything we possibly can to avoid a conflict. To avoid ever getting close to a decision about following the Americans into a war of that kind.

    This was best illustrated by Albanese’s refusal to provide Washington with a wide-ranging and largely open-ended commitment to support the US in any conflict with China over Taiwan.

    Indeed, as Curran observes, Albanese has tried to steer the relationship away from disagreement and towards pragmatic engagement.

    Following his meeting with Xi, Albanese was repeatedly asked by Australian journalists if he raised sensitive issues such as Taiwan, China’s military build-up and the South China Sea.

    While he confirmed these topics were addressed, he emphasised a preference for peaceful engagement:

    […] we want peace and security in the region. That is in the interest of both Australia and in the interest of China.

    Unsurprisingly, the joint statement made no reference to these issues, reflecting a mutual decision to sidestep confrontation in favour of stabilising the relationship.

    Quietly managing differences

    This diplomatic posture toward China would appear to be a defining feature of the Albanese government’s second term: strengthening cooperation while quietly managing differences.

    Rather than highlighting points of contention, the government is opting to avoid open disagreement where possible.

    Overt disputes risk destabilising bilateral ties. If issues are raised publicly, it is unlikely to shift entrenched positions on either side. This explains why the ownership of the Port of Darwin, for example, was not mentioned during Albanese’s meeting with Xi.

    Critics, however, argue this risks projecting weakness towards China.

    Justin Bassi, executive director of the Australian Strategic Policy Institute, warns the government is staying silent in the face of ongoing Chinese coercion:

    Australia is only complying with China’s desires when the government says nothing and leaves the public to trust that the threats posed by China are all being dealt with in the classified realm. This is not viable policy. Australia’s sovereignty must not be contingent on Beijing’s preferences.

    Even within China, analysts are cautious about Albanese’s approach. As one Chinese scholar told us, “a stable relationship does not necessarily mean a friendly one”.

    In fact, while the Chinese media has stressed Australia and China’s shared commitment to regional stability, this was barely mentioned in the official joint statement.

    Mutual interests

    Still, there is recognition on both sides that pragmatism rather than ideological grandstanding is the more sustainable path forward.

    In sum, Albanese’s visit does not mark a dramatic reset or bold new direction in Australia–China relations. Rather, it signals a shift toward greater realism.

    In an increasingly complex and multipolar world, diplomacy grounded in mutual interests, rather than ideology, is not just practical, but may be a growing trend across the globe.

    I once leapt out of a train carriage because two strangers were loudly discussing the ending of the last Harry Potter book. Okay – I didn’t leap, but I did plug my ears and flee to another carriage.

    Recently, I found myself in a similar predicament, trapped on a bus, entirely at the mercy of two passengers dissecting the Severance season two finale.

    But not everyone shares my spoiler anxiety. I have friends who flip to the last page of a book before they’ve read the first one, or who look up the ending before hitting play. According to them, they simply need to know.

    So why do some of us crave surprise and suspense, while others find comfort in instant resolution?

    What’s in a spoiler?

    Spoilers have become a cultural flashpoint in the age of streaming, social media and shared fandoms.

    Researchers define “spoiler” as undesired information about how a narrative’s arc will conclude. I often hear “spoilers!” interjected mid-sentence, a desperate protest to protect narrative ignorance.

    Hitchcock’s twist-heavy Psycho elevated spoiler sensitivity. Its release came with an anti-spoilers policy including strict viewing times, lobby warnings recorded by the auteur himself, and even real policemen urging “total enjoyment”. A bold ad campaign implored audiences against “cheating yourselves”.

    The twists were fiercely protected.

    Even the Star Wars cast didn’t know Darth Vader’s paternity twist until premiere night. Avenger’s Endgame filmed multiple endings and used fake scripting to mislead its stars. And Andrew Garfield flat-out lied about his return to Spider-Man: No Way Home – a performance worthy of an Oscar – all for the sake of fan surprise and enjoyment.

    But do spoilers actually ruin the fun, or just shift how we experience it?

    The satisfaction of a good ending

    In 2014, a Dutch study found that viewers of unspoiled stories experienced greater emotional arousal and enjoyment. Spoilers may complete our “mental models” of the plot, making us less driven to engage, process events, or savour the unfolding story.

    But we are also likely to overestimate the negative effect of a spoiler on our enjoyment. In 2016, a series of studies involving short stories, mystery fiction and films found that spoiled participants still reported high levels of enjoyment – because once we’re immersed, emotional connection tends to eclipse what we already know.

    But suspense and enjoyment are complex bedfellows.

    American media psychology trailblazer Dolf Zillmann said that suspense builds tension and excitement, but we only enjoy that tension once the ending lands well.

    The thrill isn’t fun while we’re hanging in uncertainty – it’s the satisfying resolution that retroactively makes it feel good.

    That could be why we scramble for an “ending explained” when a film or show drops the ball on closure. We’re trying to resolve uncertainty and settle our emotions.

    Spoilers can also take the pressure off. A 2009 study of Lost fans found those who looked up how an episode would end actually enjoyed it more. The researchers found it reduced cognitive pressure, and gave them more room to reflect and soak in the story.

    Spoilers put the audience back in the driver’s seat – even if filmmakers would rather keep hold of the wheel. People may seek spoilers out of curiosity or impatience, but sometimes it’s a quiet rebellion: a way to push back against the control creators hold over when and how things unfold.

    That’s why spoilers are fertile ground for power dynamics. Ethicists even liken being spoiled to kind of moral trespass: how dare someone else make that decision for me?!

    But whether you avoid spoilers or seek them out, the motive is often the same: a need to feel in control.

    Shaping your emotions

    Spoiler avoiders crave affect: they want emotional transportation.

    When suspense is part of the pleasure, control means choosing when and how that knowledge lands. There’s a mental challenge to be had in riding the story as it unfolds, and a joy in seeing it click into place.

    That’s why people get protective, and even chatter about long-aired shows can spark outrage. It’s an attempt to police the commentary and preserve the experience for those still waiting to be transported.

    Spoiler seekers want control too, just a different kind. They’re not avoiding emotion, they’re just managing it. A spoiler affords control over our negative emotions, but also softens the blow, and inoculates us against anxiety.

    Psychologists dub this a “non-cognitive desensitisation strategy” to manage surprise, a kind of “emotional spoiler shield” to protect our attachments to shows and characters, and remind us that TV, film and book narratives are not real when storylines hit close to home.

    Knowing what happens turns into a subtle form of self-regulation.

    So, what did I do when Severance spoilers floated by? Did I get off the bus? Nope, I stayed put and faced the beast. As I tried to make sense of the unfamiliar plot points (The macrodata means what? Mark stays where?), I found the unexpected chance to dive deeper.

    Maybe surprise is not the sum of what makes something entertaining and worth engaging with. Spoiler alert! It’s good to have an end to journey towards, but it’s the journey that matters, in the end.

    From poached to panfried, when it comes to eggs, it’s all sunny side up, as new research from the University of South Australia confirms that this breakfast favourite won’t crack your cholesterol.

    Long blamed for high cholesterol, eggs have been beaten up for their assumed role in cardiovascular disease (CVD). Now, UniSA researchers have shown definitively that it’s not dietary cholesterol in eggs but the saturated fat in our diets that’s the real heart health concern.

    In a world-first study, researchers examined the independent effects of dietary cholesterol and saturated fat on LDL cholesterol (the ‘bad’ kind), finding that eating two eggs a day – as part of a high cholesterol but low saturated fat diet – can actually reduce LDL levels and lower the risk of heart disease.

    CVD is the leading cause of death worldwide, responsible for nearly 18 million deaths each year. In Australia, one person dies from CVD every 12 minutes, accounting for one in four of deaths nationwide.

    Lead researcher, UniSA’s Professor Jon Buckley, says it’s time to rethink the reputation of eggs.

    “Eggs have long been unfairly cracked by outdated dietary advice,” Prof Buckley says.

    “They’re unique – high in cholesterol, yes, but low in saturated fat. Yet it’s their cholesterol level that has often caused people to question their place in a healthy diet,” Prof Buckley says.

    “In this study, we separated the effects of cholesterol and saturated fat, finding that high dietary cholesterol from eggs, when eaten as part of a low saturated fat diet, does not raise bad cholesterol levels.

    “Instead, it was the saturated fat that was the real driver of cholesterol elevation.

    “You could say we’ve delivered hard-boiled evidence in defence of the humble egg.”

    “So, when it comes to a cooked breakfast, it’s not the eggs you need to worry about – it’s the extra serve of bacon or the side of sausage that’s more likely to impact your heart health.”

    Artificial intelligence is rapidly becoming an everyday part of lives. Many of us use it without even realising, whether it be writing emails, finding a new TV show or managing smart devices in our homes.

    It is also increasingly used in many professional contexts – from helping with recruitment to supporting health diagnoses and monitoring students’ progress in school.

    But apart from a handful of computing-focused and other STEM programs, most Australian university students do not receive formal tuition in how to use AI critically, ethically or responsibly.

    Here’s why this is a problem and what we can do instead.

    AI use in unis so far

    A growing number of Australian universities now allow students to use AI in certain assessments, provided the use is appropriately acknowledged.

    But this does not teach students how these tools work or what responsible use involves.

    Using AI is not as simple as typing questions into a chat function. There are widely recognised ethical issues around its use including bias and misinformation. Understanding these is essential for students to use AI responsibly in their working lives.

    So all students should graduate with a basic understanding of AI, its limitations, the role of human judgement and what responsible use looks like in their particular field.

    We need students to be aware of bias in AI systems. This includes how their own biases could shape how they use the AI (the questions they ask and how they interpret its output), alongside an understanding of the broader ethical implications of AI use.

    For example, does the data and the AI tool protect people’s privacy? Has the AI made a mistake? And if so, whose responsibility is that?

    What about AI ethics?

    The technical side of AI is covered in many STEM degrees. These degrees, along with philosophy and psychology disciplines, may also examine ethical questions around AI. But these issues are not a part of mainstream university education.

    This is a concern. When future lawyers use predictive AI to draft contracts, or business graduates use AI for hiring or marketing, they will need skills in ethical reasoning.

    Ethical issues in these scenarios could include unfair bias, like AI recommending candidates based on gender or race. It could include issues relating to a lack of transparency, such as not knowing how an AI system made a legal decision. Students need to be able to spot and question these risks before they cause harm.

    In healthcare, AI tools are already supporting diagnosis, patient triage and treatment decisions.

    As AI becomes increasingly embedded in professional life, the cost of uncritical use also scales up, from biased outcomes to real-world harm.

    For example, if a teacher relies on AI carelessly to draft a lesson plan, students might learn a version of history that is biased or just plain wrong. A lawyer who over-relies on AI could submit a flawed court document, putting their client’s case at risk.

    How can we do this?

    There are international examples we can follow. The University of Texas at Austin and University of Edinburgh both offer programs in ethics and AI. However, both of these are currently targeted at graduate students. The University of Texas program is focused on teaching STEM students about AI ethics, whereas the University of Edinburgh’s program has a broader, interdiscplinary focus.

    Implementing AI ethics in Australian universities will require thoughtful curriculum reform. That means building interdisciplinary teaching teams that combine expertise from technology, law, ethics and the social sciences. It also means thinking seriously about how we engage students with this content through core modules, graduate capabilities or even mandatory training.

    It will also require investment in academic staff development and new teaching resources that make these concepts accessible and relevant to different disciplines.

    Government support is essential. Targeted grants, clear national policy direction, and nationally shared teaching resources could accelerate the shift. Policymakers could consider positioning universities as “ethical AI hubs”. This aligns with the government-commissioned 2024 Australian University Accord report, which called for building capacity to meet the demands of the digital era.

    Today’s students are tomorrow’s decision-makers. If they don’t understand the risks of AI and its potential for error, bias or threats to privacy, we will all bear the consequences. Universities have a public responsibility to ensure graduates know how to use AI responsibly and understand why their choices matter.

  • MIL-Evening Report: New Barbie with type 1 diabetes could help kids with the condition feel seen – and help others learn

    Barbie has done many things since she first appeared in 1959. She’s been an astronaut, a doctor, a president and even a palaeontologist. Now, in 2025, Barbie is something else: a woman with type 1 diabetes.

    Mattel’s latest Barbie was recently launched by Lila Moss, a British model who lives with type 1 diabetes. The doll comes with a visible insulin pump and a continuous glucose monitor, devices many people with diabetes rely on.

    To some people, this might seem like just another version of the doll. But to kids living with type 1 diabetes – especially young girls – it’s a big deal. This new Barbie is not just a toy. It’s about being seen.

    What is type 1 diabetes?

    Type 1 diabetes is a condition where the body stops making insulin, the hormone that helps control blood sugar levels.

    It’s not caused by lifestyle or diet. It’s an autoimmune condition (a disorder where the immune system mistakenly attacks healthy cells) and often starts in childhood.

    People with type 1 diabetes need to take insulin every day, often through multiple injections or an insulin pump. They also need to check their blood sugar regularly, using finger pricks or a continuous glucose monitor worn on the skin (usually the upper arm).

    Although type 1 diabetes can be effectively managed, there is no cure.

    Millions of people across the world live with this condition, and numbers are on the rise. In Australia, type 1 diabetes affects more than 13,000 children and teens, while in New Zealand, around 2,500 children under 18 have type 1 diabetes. Globally, 1.8 million young people are affected.

    Managing type 1 diabetes isn’t easy for children

    Young people with type 1 diabetes must think about their condition every day – at school, during sports, at sleepovers and even while playing. They may have to stop what they’re doing and check their blood sugar levels. It can feel isolating and frustrating.

    Stigma is a big issue for children and young people with type 1 diabetes. Some young people feel embarrassed using their insulin pumps or checking their blood sugar in public. One study found pre-teens with diabetes sometimes felt they received unwanted attention when using devices such as insulin pumps and glucose monitors.

    Stigma can make young people less likely to take care of their diabetes, which can create problems for their health.

    Seeing a Barbie with an insulin pump and glucose monitor could make a significant difference.

    Children form their sense of identity early, and toys play a surprisingly powerful role in that process. While children with type 1 diabetes can often feel different from their peers, toys can help normalise their experience and reduce the sense of isolation that can come with managing a chronic condition.

    Research shows toys and media such as books and TV shows reflecting children’s experiences can boost self-esteem, reduce stigma and improve emotional wellbeing.

    For girls especially, Barbie is more than a doll. She represents what is often perceived to be admired or desirable and this can influence how girls perceive their own bodies. A Barbie with a glucose monitor and insulin pump sends a clear message: this is part of real life. You’re not alone.

    That kind of visibility is empowering. It tells children their condition doesn’t define them or limit their potential. It also helps challenge outdated stereotypes about illness and disability.

    Some may worry a doll with a medical condition might make playtime too serious or scary. But in reality, play is how kids learn about the world. Toys that reflect real life – including health issues – can help children process emotions, ask questions, reduce fear and feel more in control.

    A broader shift towards inclusivity and representation

    Mattel’s new Barbie shows diabetes and the devices needed to manage the condition in a positive, everyday way, and that matters. It can start conversations and help kids without diabetes learn what those devices are and why someone wears them. It builds understanding early.

    Mattel has added to its range of Barbies in recent years to showcase the beauty that everyone has. There are now Barbies with a wide range of skin tones, hair textures, body types and disabilities – including dolls with hearing aids, vitiligo (loss of skin pigmentation) and wheelchairs. The diabetes Barbie is part of this broader shift toward inclusivity and should be applauded.

    Every child should be able to find toys that reflect who they are, and the people they love.

    This Barbie won’t make diabetes go away. But she might help a child feel more seen, more confident, more like their peers. She might help a classmate understand that a glucose monitor isn’t scary – it’s just something some people need. She might make a school nurse’s job easier when explaining to teachers or students how to support a student with diabetes.

    Living with type 1 diabetes as a child is tough. Anything that helps kids feel a little more included, and a little less different, is worth celebrating. A doll might seem small. But to the right child, at the right moment, it could mean everything.

  • MIL-Evening Report: Australian law is clear: criticism of Israel does not breach the Racial Discrimination Act

    Earlier this month, the Federal Court found controversial Muslim cleric Wissam Haddad breached the Racial Discrimination Act.

    Justice Angus Stewart ruled a series of speeches Haddad posted online were “fundamentally racist and antisemitic [and] profoundly offensive” towards Jewish people in Australia.

    However, the court also ruled criticism of Israel, Zionism and the Israel Defense Forces are not antisemitic and therefore do not breach the law.

    This finding could help inform the current debate on how to define antisemitism in Australia.

    Antisemitism and the law

    Haddad’s sermons were found to include “perverse generalisations” about Jewish Australians made at a time of “heightened vulnerability” following the October 7 2023 attacks on Israel by Hamas.

    The court’s decision is based on provisions in the Racial Discrimination Act.

    The act applies equally to all racial and ethnic groups in Australia. It does not refer directly to antisemitism, nor does it prohibit it specifically.

    But Jewish people have been recognised as a distinct ethnic group protected by the act since 2002. As such, several successful court cases have been brought by Australian Jews under the laws.

    To breach the act, speech must be likely to “offend, insult, humiliate or intimidate” a reasonable member of the target group – in this case, Jewish people in Australia. Trivial or minor harms do not meet this standard.

    Also, the speech must have been done “because of” the race or ethnicity of the target group. This means the race or ethnicity of the person or group must be one of the reasons for the speech.

    The law protects against racial discrimination, which includes ethnicity. It does not prohibit religious discrimination. However, for Jews, Sikhs and other ethno-religious groups there is some overlap.

    There is no liability under the Racial Discrimination Act if the speech was done “reasonably and in good faith” for a “genuine purpose in the public interest”.

    This is the free speech defence.

    Other breaches of the RDA

    In 2002, the Federal Court found the act was breached by a website that denied the extent and existence of the Jewish Holocaust.

    The website’s creator, Frederick Toben, claimed the content was true and its publication was in the public interest. However, the language used by Toben was deliberately provocative. His clear intention to offend Jewish people meant no defence was available.

    In September 2023, a Melbourne secondary college breached the act by allowing Jewish students to be systematically bullied and harassed, including through the use of racial epithets and Nazi swastikas.

    The court took into account the intergenerational trauma experienced by students whose families were affected by the Holocaust. The school was ordered to pay compensation to the students totalling more than $400,000.

    Criticism of Israel does not breach the law

    Crucially, in the recent Haddad decision, the court stated “it is not antisemitic to criticise Israel”.

    Parts of a speech made by Haddad that referred directly to the conduct of Israel and the Israel Defense Forces did not breach the Racial Discrimination Act because they could not reasonably be regarded as referring to Jewish people.

    Further, references in the speech to Zionism were regarded by the court as referring to a political ideology, rather than Jewish ethnicity.

    However, the court did recognise that criticism of Zionism and Israel was sometimes coded, or included subtle references to Jewish identity.

    Under the act, courts must carefully consider the context of relevant speech, including the tone and language used. That means blaming Jewish people for the actions of Israel or the Israeli military, for example, could in fact breach the law.

    Antisemitism definition

    The Federal Court’s decision in the Haddad case preceded the proposed antisemitism strategy by Jillian Segal, the government’s special envoy on combating hatred against Jewish people.

    Her report recommends the International Holocaust Remembrance Alliance’s definition of antisemitism be embedded in all public institutions.

    The definition is controversial because it appears to conflate criticism of Israel with racial and ethnic prejudice. Concerns have been raised legitimate criticism of Israel and its government would be stifled if the definition was widely embraced.

    A version of the definition was adopted in February by Universities Australia, the governing body for Australian universities.

    Some universities have rejected the definition on the grounds it may restrict legitimate academic freedom on campus.

    No defence available to Haddad

    Haddad argued his speeches were justified because they were based on Islamic scriptures. However, after weighing up expert evidence, the court found denigrating Jewish people was not supported by scripture.

    The speeches were not made “reasonably and in good faith”, given Haddad had used inflammatory language. He further “courted controversy” by also maligning Christians and Hindus.

    As the speeches were no more than “bigoted polemic”, no conflict between religious freedom and the Racial Discrimination Act arose.

    In summary, Haddad breached the act by making profoundly offensive speeches regarding Jewish people in Australia.

    The court ordered the sermons be removed from social media, while Haddad was ordered not to repeat them.

    The decision clarifies that antisemitic speech is prohibited by the discrimination laws, although criticism of Israel is not.

    The first All-Russian Festival of Student Families is taking place in Moscow on the site of the Bauman Moscow State Technical University on July 17 and 18.

    During the plenary session in the question-and-answer format, the Chairperson of the Federation Council Valentina Matviyenko, Deputy Prime Minister Dmitry Chernyshenko, and the head of the Ministry of Education and Science Valery Falkov told students about support measures in the event of starting a family. The event was also attended by the Chairperson of the Federation Council Committee on Science, Education and Culture Lilia Gumerova and the Head of the Republic of Mordovia, Chairman of the State Council Commission on Family Artem Zdunov.

    Welcoming the festival participants, Valentina Matvienko noted that the number of student families in Russia increased by 17% in 2024, and thanked the Ministry of Education and Science for the work done.

    Dmitry Chernyshenko answered a question from a student family from Volgograd State University, Yakub and Victoria Ziba, about existing and planned measures of support from the state for young families.

    “The day before in Magnitogorsk, our head of state, talking to young guys at the plant, said: “There is no greater happiness in life than children. This is the meaning of life.” Therefore, do not delay this matter. As President Vladimir Putin said, the state will lend a shoulder. We will do everything in this direction. It is gratifying that the majority of Russians would like to have not one or two children, but three or more,” the Deputy Prime Minister said.

    According to VTsIOM, the trend towards having many children is becoming increasingly stable.

    The Deputy Prime Minister thanked Valentina Matviyenko for the adoption by the Federation Council of laws to increase maternity benefits for female students and to establish the concept of a “student family.”

    He added that key tools for self-realization, including for student families, are included in the national project “Youth and Children”.

    Recently, participants of the youth forum “Territory of Meanings” in “Senezh” proposed to create a year-round center dedicated to family and social policy. In August, Rosmolodezh will announce a competition among the subjects of our country. The winning region will receive up to 150 million rubles for organizing programs in 2026 from the federal budget.

    Dmitry Chernyshenko noted that, on the initiative of Valentina Matvienko, a draft standard for family policy in universities was developed.

    “We will need to standardize family units in dormitories, providing for a separate kitchen, mother and child rooms. We have introduced this as a requirement for competitive selection in world-class campuses under construction,” the Deputy Prime Minister concluded.

    He also noted the importance of developing social volunteering and suggested paying special attention to the families of young scientists at the annual Congress of Young Scientists, which will take place this fall.

    Valery Falkov, in turn, said that in order to increase awareness of support measures, universities have launched a “single window” format for young families, mothers and fathers with children. 458 head universities and 264 branches have already implemented this format. In addition, work is underway together with the Ministry of Digital Development and Communications and the Analytical Center under the Government to create a navigator of support measures for student families on the State Services portal.

    “We have so many student families in many universities that the rector should know them all and treat each of them attentively. Along with the presence of a department, the ability to contact a “one-stop shop”, the presence of the corresponding service, we, of course, count on – and see in many universities – the active, proactive participation of rectors, so do not hesitate to communicate directly with the university management,” the head of the Ministry of Education and Science addressed the students.

    Concluding the meeting, Valentina Matvienko put forward the initiative to hold an All-Russian Forum of Student Families annually.

    In addition, Valentina Matvienko, Dmitry Chernyshenko and Valery Falkov got acquainted with the forum’s exposition dedicated to supporting student families. Today, there are more than 25.7 thousand families in Russian universities, of which about 13 thousand families have children.

    Since the beginning of the 2024/2025 academic year, the job description of vice-rectors for youth policy and educational work has officially included the function of supporting young families. This practice is already used in more than 450 universities.

    The exhibition presented a model of a short-term stay group for children (at the beginning of 2024, there were 40 such rooms in universities, their number has already grown to 207, by 2030, 1 thousand rooms will be opened) and a family room in a dormitory (it is planned to be used as a conditional standard for universities). At the moment, 348 universities provide rooms in dormitories for student families.

    Also, the rectors of five Russian universities (Tambov State University, National Research University Higher School of Economics, Buryat State University, State University of Management and Kabardino-Balkarian State University) presented best practices for working with student families.

    The 1st All-Russian Festival of Student Families is held within the framework of the national project “Family”, among its main goals is the popularization of family values, the institution of family and marriage among student youth.
