    I have a piece of information to announce at the top.

    The first meeting of International Military Cooperation Organs of the Shanghai Cooperation Organization (SCO) Member States for 2025 will be held in Qingdao, Shandong, from March 26 to 27. Representatives from defense ministries of the SCO member states and the SCO secretariat will attend the meeting to exchange views on future defense and security cooperation. The meeting will be hosted by the Chinese Ministry of National Defense.

    Journalist: President Xi Jinping attended the plenary meeting of the delegation of the People’s Liberation Army (PLA) and the People’s Armed Police Force (PAP) during the third session of the 14th National People’s Congress (NPC) and gave an important speech. He emphasized the need to meet the requirements for high-quality development and ensure the effective implementation of the 14th Five-Year Plan (2021-2025) for military development. Could you share more details on that?

    Zhang Xiaogang: On March 7, President Xi Jinping attended the plenary meeting of the delegation of the PLA and the PAP during the third session of the 14th NPC. He emphasized that an effective implementation of the 14th Five-Year Plan for military development is of great significance for achieving the centenary goal of the PLA on schedule and for building a strong country and rejuvenating the Chinese nation through Chinese modernization.

    Over the past four years, a series of major accomplishments have been made in the implementation of the 14th Five-Year Plan for military development, which has reached a critical stage of overcoming challenges and making breakthroughs. From the strategic height of advancing Chinese modernization, President Xi set clear requirements and made overall arrangement to ensure high-quality fulfillment of the objectives set by the 14th Five-Year Plan for military development. The speech provides important guidance for achieving the centenary goal of the Chinese military and supporting the great cause of national rejuvenation, and inspires all the servicemen and women to be more confident in overcoming challenges head-on, thereby meeting the requirements for high-quality development and achieving the set objectives and tasks on schedule.

    The whole military will keep studying and implementing the guiding principles of President Xi’s important speech. With a strong sense of political responsibility and historical mission, we will ensure effective execution and efficient implementation, pursue a path of high-quality, high-efficiency, low-cost and sustainable development, take critical steps to meet the centenary goal of the PLA, and comprehensively improve the strategic capabilities in defending national sovereignty, security and development interests.

    Journalist: The PLAAF Bayi Aerobatic Team visited Thailand and participated in the celebrations for the 50th anniversary of China-Thailand diplomatic relations and the 88th anniversary of the founding of the Royal Thai Air Force. Please give us more details.

    Zhang Xiaogang: At the invitation of the Royal Thai Air Force, the PLAAF Bayi Aerobatic Team performed at the celebrations for the 50th anniversary of China-Thailand diplomatic relations and the 88th anniversary of the founding of the Royal Thai Air Force from March 2 to 10. The team had a non-stop ferry flight from an airfield in North China to Bangkok, through aerial refueling with a YU-20 tanker aircraft. During the event, the team demonstrated complex maneuvers such as six-ship formation roll and five-ship horizontal upward blossom. The audience cheered when smoke trails of red, white, blue and yellow appeared in the air. Aerobatic flight performance builds the bridge of lasting, family-like friendship between China and Thailand. The PLAAF Bayi Aerobatic Team will continue to reach out and fly around the world to showcase its openness, confidence and commitment to excellence.

    Journalist: After the release of the newly-revised common regulations, media analysis suggested that the regulations placed greater emphasis on combat readiness. Meanwhile, there are some changes to rules on staying overnight in barracks and personnel egress. Do you have any comment on this?

    Zhang Xiaogang: The military is first and foremost a fighting force that exists for war. The newly-revised common regulations are aimed at helping the PLA fight and win wars. They incorporate the standard of combat effectiveness into all aspects of military development, and emphasize combat readiness at all levels of military functions, from soldiers to officers to generals. They integrate strict discipline with genuine care for service members, and combine rigorous management with thoughtful policies. On the basis of ensuring combat readiness, adjustments have been made to optimize rules regarding staying overnight in barracks, and personnel egress and leave. These heartwarming measures benefiting service members are designed to boost their morale and strengthen their commitment to the cause of building a strong military.

    Journalist: It is reported that the Japanese Ministry of Defense has, for the first time, publicly disclosed the progress in developing a new ballistic missile with a range of 3,000 kilometers, far beyond the scope of its exclusively defense-oriented policy. The missile is an offensive weapon developed in response to the calls from the US for its allies to enhance their offence capabilities. Please comment on that.

    Zhang Xiaogang: In recent years, Japan has repeatedly breached its commitments under the pacifist constitution and moved further down the path of military enhancement. Such actions are dangerous and will gain no support. Recent history tells us that Japanese militarism once brought immeasurable disasters to the people of Japan, Asia, and the whole world. This year, we will celebrate the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. We urge the Japanese side to learn from historical lessons, act prudently in the field of military security, contribute more to regional peace and stability, and win the trust of its Asian neighbors and the larger international community through concrete actions.

    Journalist: The Philippine Defense Secretary claimed that China’s increasing “aggression” in the disputed waters was considered the greatest threat to the national security of the Philippines. He also said that the Philippines and its security allies would together push back any “aggressive attempt” by China, and take measures against any attempt to impose an air defense zone or restrict freedom of flights over the South China Sea. Do you have any comment on this?

    Zhang Xiaogang: China has indisputable sovereignty over Nanhai Zhudao and its adjacent waters, and has sovereign rights and jurisdiction over relevant waters. We are committed to peace and stability in the region. In fact, there has never been any problem with regard to the freedom of navigation and overflight in the South China Sea. However, the Philippine side has repeatedly infringed on China’s sovereignty and made provocative moves, and some countries outside the region keep fanning the flames and stirring up troubles. Their behaviors undermined tranquility in the South China Sea. With many options in our toolkit, China stands firm in our resolve to protect our territorial sovereignty and maritime rights and interests. We urge the Philippine side not to miscalculate the situation, to immediately stop risky but futile provocations, and to return to the right track of properly handling disputes through dialogue.

    Journalist: The US side claimed that China might be developing a large nuclear-powered aircraft carrier with an equal tonnage of US carriers. Please comment on that.

    Zhang Xiaogang: Relevant reports are pure speculation. It should be emphasized that our aircraft carrier development is always based on comprehensive considerations, including the needs of national security and the development of equipment and technology.

    Journalist: It is reported that the nominee for US Under Secretary of Defense for Policy said that the status of Taiwan was not existential to the US, but Washington had important national security interests in Taiwan, and Taiwan needed to dramatically hike defense spending to around 10% of its GDP. An official from Taiwan’s defense authorities said that it was in the core interests of the US to maintain stability in the Asia-Pacific and the status quo across the Taiwan Strait, and thus the US is unlikely to give up Taiwan. What is your comment on this?

    Zhang Xiaogang: The Taiwan question is purely an internal affair of China, which brooks no external interference. The US side attempts to contain China with Taiwan, and is doubling down on arming Taiwan. At the same time, the DPP authorities are seeking to exploit such situation to increase its defense spending. Their actions have gravely harmed the security and well-being of our compatriots in Taiwan, and severely undermined peace and stability in the Taiwan Strait. The DPP authorities, intoxicated with the illusion of soliciting US support for “Taiwan independence,” willingly act as a pawn and betray the people of Taiwan. Ultimately, the useful fool will end up being an abandoned tool.

    Journalist: Recently, some Japanese media reported on the passage of Japanese military vessels through the Taiwan Strait in February. Japanese defense officials stated that this pertained to the operations of the Self-Defense Forces and would not comment further. However, they expressed grave concerns over the increasing activities of the Chinese military around Japan and emphasized that they would respond calmly yet resolutely. Please comment on that.

    Zhang Xiaogang: China respects the right of navigation entitled to all countries under the international law. However, China firmly opposes any attempt by any country to stir up troubles in the Taiwan Strait, infringe upon China’s sovereignty and security, or send wrong signals to “Taiwan independence” separatist forces.

    It needs to be emphasized that activities of the Chinese military in relevant waters and airspace are in accordance with international law and practice. They are legitimate, justified and beyond reproach. We firmly oppose unfounded accusations made by the Japanese side against China’s routine training activities.

  • MIL-OSI USA: Dusty Inferno Hits Oklahoma

    An area of low pressure over the U.S. Southwest began to collide with humid air flowing north on March 14, 2025. The combination powered a destructive weather front that unleashed a chaotic weekend of winds, thunderstorms, hail, dust, and wildfires as the front pushed east through several U.S. states.
    Dust streamed northeast across Texas and Oklahoma behind a line of thunderstorms when the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-21 satellite captured this image on March 14, 2025. Amidst the blanket of dust, smoke plumes are visible streaming from wildland fires burning near several towns in Oklahoma, including Camargo, Iconium, Langston, Leedey, Maramec, Merrick, Orlando, Pawhuska, and Stillwater.
    In Oklahoma, hurricane-force winds gusted up to 85 miles (137 kilometers) per hour, triggering a massive dust storm and fanning fast-moving grass fires that caused the state’s governor to declare a state of emergency in 12 counties. The high winds and fires damaged more than 400 homes and structures, including at least 70 homes in Stillwater that were destroyed. The extreme weather also caused tens of thousands of power outages and triggered deadly traffic accidents.
    More than 170,000 acres of land burned, according to The Oklahoman. Many fires raged in parched grasslands that had been abnormally dry and drought-prone in recent weeks, according to the U.S. Drought Monitor.
    “Wildfires are really many hazards at once,” said Doug Morton, a remote sensing scientist at NASA’s Goddard Space Flight Center, citing dangers including the direct threat to life and property, health hazards posed by the smoke, and issues of visibility that make road and air travel dangerous. “In Oklahoma, the mixture of dust and smoke compounded the problem and led to treacherous conditions,” Morton said.
    The same storm system generated dozens of tornadoes, some of which touched down in Arkansas, Missouri, Illinois, Indiana, Mississippi, Alabama, and Georgia, taking dozens of lives and flattening homes in several communities.

  • MIL-OSI New Zealand: RAISINA DIALOGUE 2025: KĀLACHAKRA – PEOPLE, PEACE AND PLANET

    Namaskar, Sat Sri Akal, kia ora and good afternoon everyone.
    What an honour it is to stand on this stage – to inaugurate this august Dialogue – with none other than the Honourable Narendra Modi.
    My good friend, thank you for so generously welcoming me to India and for our warm discussions this morning.
    I am a great admirer of your extraordinary achievements as Prime Minister.
    In the almost 11 years that you’ve occupied the Prime Minister’s office, you have weathered the COVID crisis and still managed to expand India’s economy by 50%.
    You have lifted 250 million of your countrymen out of poverty and eliminated extreme poverty.
    Today, India is at the leading edge of technology with massive innovative potential.
    You were the first country to land on the moon’s South Pole.  In the process drawing the world’s attention to India’s extraordinary technological prowess.
    And Prime Minister, during your tenure, the Men in Blue have been the most dominant side in cricket’s white ball competitions, most recently winning the Champions Trophy last week against my Men in Black and breaking many New Zealanders hearts – including mine – in the process!
    Congratulations!
    Among this catalogue of achievements is the reason we gather today: the Raisina Dialogue.  A forum that provides a moment every year for thought-leaders from across the world to focus their collective minds on the contemporary strategic challenges being navigated right here in the Indian Ocean.
    I applaud Dr Jaishankar and Samir Saran for the intellectual leadership they have shown driving this Dialogue over the past 10 years. 
    It has grown into a hugely influential forum.  Look no further than the luminaries you attract: 6 former Heads of Government and Ministers from over thirty countries.
    I hope my remarks today, add to the debate in some small way.
    Ladies and gentlemen, it’s more than 200 years since Indians and New Zealanders first began living side-by-side.
    At the beginning of the 19th century – well before we became a nation – Indian sailors jumped ship in New Zealand, with some meeting locals and marrying into our indigenous Māori tribes.  A few years later, Māori traders began travelling to Kolkata to sell tree trunks used in sailing ships.
    An exchange that echoes down the ages.
    Just as they were 200 years ago, Kiwi-Indians today are fully integrated into our multicultural society.  New Zealanders of Indian heritage comprise 11% of the people living in Auckland, our biggest city.
    I’ve brought with me to New Delhi a selection of Kiwi-Indian community leaders. Members of Parliament, captains of industry, professional cricketers and even an online influencer who has revolutionised investment for women the world over.  In short, a selection of Kiwi-Indians who get up every single morning to make New Zealand a better place to live.
    And our trade has diversified considerably from wood thanks to the increased sophistication of your economy.  India today is a critical source of pharmaceuticals and machinery for us. While we are a great tourism and education destination for you.
    India has become an ever more significant feature of our society.
    And yet, while there has been much that has developed and changed, there has been something missing at the core of our relationship.
    With a country as consequential as India, we need rich political interaction, engaged militaries, strong economic architecture, and connections that support a diaspora that bridges between our two great nations.
    Prime Minister Modi and I sat down today and charted out the future of our two countries’ relationship.
    A future that builds from where we have been.  One that is wholly more ambitious about what we will do together in the future. 

    We agreed to our Defence Forces building greater strategic trust with one another, while deploying together and training together more.
    We want our scientists collaborating on global challenges like climate change and on commercial opportunities like space.
    We are supporting our businesses to improve air links and build primary sector cooperation.
    We will facilitate students, young professionals and tourists to move between our countries.
    And we’ve instructed our trade negotiators to get on and negotiate a free trade agreement between our two great nations.

    A comprehensive agenda to underpin a comprehensive relationship. As we look to the future, the opportunity for both our governments is to sustain that momentum.
    Not only to follow through on the commitments we have made to one another. But to proactively build on that platform, by exploring new opportunities and creating new architecture.
    To ensure that we are creating strategic trust and commercial connection between two countries at the bookends of our wide Indo-Pacific region.
    Ladies and gentlemen, it is to the Indo-Pacific that I now turn.  There are many reasons to be excited about our region.  I want to single out the two biggest opportunities.
    First, India and New Zealand are fortunate enough to live in the world’s most economically dynamic region.
    The Indo-Pacific will represent two-thirds of global economic growth over the coming years.  By 2030, it will be home to two-thirds of the world’s middle-class consumers.
    And India itself lies at the heart of this exciting economic future.  It’s easy to focus on the troubles the world faces, but its worth reflecting for a moment on what economic development at this scale means at a human level.
    Here in India, you’ve gone from only the very few in rural areas having a water or power connection to almost everyone. It means people with better health and education outcomes.  And that creates hope and optimism about the future for individuals and their families.
    Replicated across literally hundreds of millions of people, that process of development generates dynamic economies.  Growth that offers massive opportunities for every country in the Indo-Pacific, and families and individuals within them.
    The second big opportunity is technological change.  We are on the cusp of a transformation of our economies and societies in a way that we can barely now imagine.
    I’m talking about artificial intelligence, which is within reach of achieving the cognitive powers of a human being.  But I’m also thinking of a range of other technologies – quantum, biotech, advanced manufacturing – that are going to have profound impacts on our economies.
    It has felt like this technological transformation has been long-heralded, but never quite arrived. Well, it seems to me that a series of innovations – the always online world, big data, powerful computing, machine learning – are cumulating in ways that are going to tip over into a dislocation that is new and altogether different. 
    The game is about to change.  We are on the cusp of an explosion in the application of AI, a technology that will have an impact across the whole economy, not just in one or two sectors. A technology that will transform the way we work, study and entertain ourselves.  A technology that will force governments to think in entirely different ways about how they deliver public services and secure their nations.
    Certainly, this presents risks that will need to be managed.  For example, militaries are already using AI, which means the international community is going to need to develop new norms about how this is done in a way that ensures compliance with the rules of war and ensures human responsibility in conflict.
    But my message is that, while we need manage change, we cannot allow ourselves to be paralysed by the risks.  For those who believe they can outcompete through this period of technological dislocation, the opportunities are there.  The citizens, the companies, and the countries that embrace the coming change will be the ones that reap the dividends. 
    Yet, there’s also no doubt that there are fundamental trend lines in the Indo-Pacific that present geo-strategic risks to growth and prosperity.
    These have long-term drivers that are not going away, and have been amplified by recent events.
    Past assumptions – that underpinned the previous generation’s geopolitical calculations – are being upended.
    A fortnight ago, the Singaporean Foreign Minister, Vivian Balakrishnan, put this change eloquently when he said: “the world is now shifting from unipolarity to multipolarity, from free trade to protectionism, from multilateralism to unilateralism, from globalisation to hyper-nationalism, from openness to xenophobia, from optimism to anxiety”.
    This is a global change, not isolated to one region. Certainly, though, we live today in an Indo-Pacific navigating contest and rivalry, with a period of strategic uncertainty.  I would highlight three big shifts that make for challenging times ahead.
    Fist, we are seeing rules giving way to power. 
    Previously, we could count on countries respecting the UN Charter, the Law of the Sea and world trade rules.  That sadly cannot be assumed in an age of sharper competition.
    Instead, we risk dangerous miscalculation at flashpoints. These range from the militarisation of disputed reefs to dangerous air movements.  From land border incursions to breakout nuclear capabilities.
    Of course, it is not just flashpoints, but a slow shift in Indo-Pacific realities that change calculations.  Recent demonstrations of naval force near New Zealand’s maritime surrounds, for example, sent a signal that alarmed many of my fellow citizens.
    Second, we are witnessing a shift from economics to security. 
    After the Cold War, the dominant paradigm in relations between Indo-Pacific countries was a sustained effort to raise material living standards by tending to our economies.
    Make no mistake, “bread and butter” issues still loom very large, and are a priority for governments all around the region.  Indeed, economic growth is my Government’s highest priority.
    But across the Indo-Pacific, we also see Governments dedicating increased attention and resource to military modernisation. Military build-ups reflect a need to prepare against uncertainty and insecurity.  Some military build-ups, however, are underway without the reassurance that transparency brings.
    National security demands are expanding.  Governments need to protect their people and assets against foreign interference, cyberattacks, and terrorism.
    In the last few months, a new threat has emerged, with damage to critical infrastructure, like sub-sea cables. You can’t have prosperity without security, not least when the tools of commerce themselves require protection.
    The third geo-economic shift is from efficiency to resilience. 
    Where previously, Indo-Pacific economies saw ever deeper interdependence as a dynamo for growth, that can no longer be assumed in an age of decoupling.
    Onshoring, protectionism and trade wars are displacing best price, open markets, and integrated supply chains.
    And so we find ourselves in a world that is growing more difficult and more complex, especially for smaller states.
    However, we must engage with the world as it is, not as we wish it to be. So, like most countries across the region, New Zealand’s strategic policy is being shaped by our assessment of these trends.
    We have agency to shape the Indo-Pacific that we want, but we must do so with energy and with urgency.
    Ladies and gentlemen, as New Zealand looks to protect and advance our interests in the Indo-Pacific, we can only do so alongside partners.  Partners like India that have a significant role to play in the Indo-Pacific.
    In an increasingly multipolar world, India’s size and geo-strategic heft gives you autonomy.  At the same time, your democratic partners in the Indo-Pacific offer you a force multiplier for our convergent interests. 
    For at a time when democracy is in decline with less than half the world’s adults electing their leaders, it is an inspiration that 650 million Indians turned out to vote last year in the largest election in history.
    Your national election is a triumph of logistics and a triumph of legitimacy.  An election that means your leaders serve their people, rather than your people serving their leaders.
    Now, I don’t advocate arbitrary divisions between democracies and autocracies. And just because we are democracies, we won’t always see eye-to-eye. 
    Nonetheless, there’s truth in the fact that our democratic governance means we share a belief in the freedom to choose, giving everyone a voice and respect for the rules.  Our interests increasingly converge around seeing these three ideas as an aligned set of organising principles for our Indo-Pacific region.
    First, we want to live in an Indo-Pacific where countries are free to choose their own path free from interference.
    A region where no one country comes to dominate.
    It is a sign of the times that I stand here defending respect for sovereignty. Yet, New Zealand’s approach is increasingly shaped around that objective.
    Just on Saturday, I joined a call led by Prime Minister Starmer focused on what more those contributing to Ukraine’s defence can do to support a just and lasting peace.  To help a country whose sovereignty and territorial integrity has been so flagrantly attacked.
    In my home region, our fellow Pacific neighbours are navigating geo-strategic dynamics that are their sharpest in nearly 80 years.
    In a deeply contested world, Pacific partners are being asked to make choices that may undermine their national sovereignty.  They risk falling into over-indebtedness, they must make choices about dual-use infrastructure, and they face pressure to enter new security arrangements.
    New Zealand invests in working alongside Pacific countries to boost their capacity to make independent choices free from interference. 
    Yet, size alone cannot inoculate a country from these dynamics.  Building strong and diversified relationships is the key to mitigating the risks of dependence on a few.
    That is why my Government is investing in our key relationships, from traditional partners to thickening and deepening our relationships across Southeast Asia, and in a serious way with India, too. 
    And we have a responsibility to invest in our own security as a downpayment on our future ability to choose our own path.  That is why New Zealand will be scaling up and doing more to support our own defence.
    We plan to better resource and equip our Defence Force to ensure we can continue to defend our interests.  Whether in our near region, in our alliance with Australia, or in support of collective security efforts with partners like India.
    Alongside this investment in capability, we are making tangible contributions across the Indo-Pacific.  When I was in Japan last year, I saw firsthand the work our aviators do to detect and deter North Korea’s sanctions-busting activities.
    The New Zealand Navy is leading Combined Task Force 150 responsible for multinational activities to protect trade routes and counter smuggling, piracy and terrorism in the Indian Ocean and Gulf of Aden. We are fortunate indeed that India has agreed to take up the Deputy Command.  Underlining these naval connections, one of our frigates, HMNZS Te Kaha, is in Mumbai later this week.
    As we seek an Indo-Pacific in which countries are free to choose their own path, I’m determined New Zealand plays its role.  Whether through our work with Pacific Islands partners, our relationships in the Indo-Pacific, or through our defence efforts.
    A second principle both India and New Zealand subscribe to is the criticality of Indo-Pacific regional institutions, even as these evolve.
    Regional architecture scaffolds our region’s security and its prosperity.
    ASEAN continues to promote regional peace and economic development. Through its convening power and its centrality, it also provides a place for the region’s players to come together to discuss strategic issues.
    ASEAN sits at the centre of the East Asia Summit, which for twenty years now has enabled political dialogue across the region, a forum that builds understanding, reduces the risk of miscalculation and contributes to strategic trust.
    Yet, the Indo-Pacific architecture is not static as it adapts to new realities.  Mini-lateral groupings are important new pieces of the puzzle.
    The Quad has emerged as an important vehicle promoting an open, stable and prosperous Indo-Pacific region.  India’s contribution to that evolution has of course been vital.  While New Zealand has no pretensions to Quad membership, we stand ready to work with you to advance Quad initiatives.
    We ourselves are strengthening our work with Japan and the Republic of Korea, as well as Australia.  Last year, I convened the Indo-Pacific Four to discuss Ukraine and North Korea. 
    And with serious headwinds buffeting the global trade system, New Zealand is seriously invested in Indo-Pacific trade and economic integration groupings.
    From CPTPP, the gold standard of FTAs internationally, to RCEP, perhaps the world’s most inclusive.
    And we welcome India’s engagement in the regional economic architecture, with our work together in the Indo-Pacific Economic Framework (IPEF), important in an era in which we seek to build one another’s resilience.
    The third Indo-Pacific principle we align around is a region in which respect for the rules is foundational.
    Globally, rules are being undermined: whether those around territorial integrity, freedom of navigation, or laws of war.  Yet, these are the very rules that preserve an Indo-Pacific order that is not “might is right” alone. 
    And, as I have said before, there is no prosperity without security. The rules that underpin our security also allow our businesses to operate with certainty. Those rules deliver daily in meaningful ways for our people.
    For example, one in four jobs in New Zealand rely on exports and our exporting businesses being able to depend on the predictability that those rules deliver. And in a miracle, that’s only possible thanks to globally-accepted aviation standards, 120,000 flights carry 12 million passengers and operate safely between their destinations every day.
    These rules shape the character of our region.  We remain committed to this rules-based system, even while acknowledging its shortcomings.  It is a truism that the world of 2025 is vastly different from 1945, and yet global institutions sadly have been slow to adapt.
    We are not talking about “starting over” by remaking the global order. Instead, I tend to agree with Dr Jaishankar when he says we want an order in which change is evolutionary – at a pace that is comfortable and steady.
    That’s why New Zealand supports reforming global governance frameworks to better reflect today’s realities.  Rather than casting them aside, they should give greater voice to the developing world and under-represented regions.
    Countries like India – that play such a central role in the global community – should have a seat at the table. We’ve therefore long supported India having a permanent seat on a reformed UN Security Council.
    Distinguished guests, ladies, and gentlemen.
    It has been a privilege to speak to you today, at this important forum for global dialogue.
    The geostrategic picture I’ve painted is stark.  Rules are giving way to power; economics to security; and efficiency to resilience.
    The tectonic shifts unfolding highlight that we – working alongside partners and friends – must navigate disruption, uncertainty, and sharpening pressure on our national interests.
    Yet, we will not be overwhelmed by complexity and challenge. We must go forward with confidence.
    We live at the heart of the world’s most exciting and dynamic region – the Indo-Pacific.
    We live in an era of technological transformation that offers outsized opportunities.
    We are countries with solid underlying democratic institutions, which will underpin our societies’ future success.
    India and New Zealand have extraordinarily talented people. 
    Both our countries have a clear plan that reflects and reinforces the connections between our security and prosperity. 
    We cannot afford to be thrown by the rapid pace of change – we must grapple with shifting realities and capitalise on these for all our peoples’ benefit.
    We will create and seize opportunities. Invest in our capabilities.
    This is our region. Its future will be shaped by the choices we make—together.

    A UK Government spokesperson said:

    “Today, on 17 March 2025, the Council of the International Civil Aviation Organisation (ICAO) rejected Iran’s preliminary objection in the case of Flight PS752.

    “Canada, Sweden, Ukraine, and the United Kingdom welcome the decision by the ICAO Council to accept jurisdiction in the case.

    “This decision takes us a step closer to holding Iran to account for its illegal downing of Flight PS752 in January 2020. We will now proceed to the next phase in our case against Iran at ICAO.

    “We remain committed to seeking justice, transparency, and accountability for the 176 innocent victims and their families.”

    WASHINGTON, DC – After a series of powerful tornadoes swept through the South and Midwest this weekend, killing at least 34 Americans, U.S. Senator Jack Reed (D-RI) is expressing condolences to the victims; urging swift emergency federal assistance for impacted communities; and urging the Trump Administration to immediately reverse arbitrary staff cuts at the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service, a component of NOAA that issues early warnings and predictive modeling to help people prepare for weather emergencies.
    The so-called Department of Government Efficiency (DOGE), headed by shadow president Elon Musk, recently forced NOAA and the NationalWeather Service to layoff about 10 percent of its workforce.  The mass-firing included some of America’s top meteorologists and researchers who are charged with providing the public with accurate, life-saving weather reports and data. 
    And last week it was reported by the Associated Press that the Trump Administration is readying another mass-firing of NOAA employees which would make Americans even more vulnerable to hazardous weather.  If plans for these latest cuts move forward, nearly 20 percent of NOAA’s 13,000-person workforce would be terminated.
    “We mourn the lives lost and stand with those impacted by these storms.  The federal government must do its part to help communities recover and rebuild.  The Trump Administration should speed aid to the hardest hit areas, cease the NOAA cutbacks, and immediately rehire the NOAA employees it arbitrarily fired.  The mass-culling of America’s top meterolgists and researchers at NOAA was an ill-conceived, short-sighted, cost-cutting move that undermines public safety.  The Trump Administration doesn’t seem to respect the important work these scientists and researchers do, otherwise, it wouldn’t try to hollow out and understaff these critical posts,” said Reed.
    The staffing shortages caused by the Trump Administration’s arbitrary cuts have already halted and delayed several NOAA balloon launches that collect weather data.
    “The Trump Administration should stop decimating government services and destabilizing the process of forecasting and tracking storm intensity.  The Trump Administrating is undermining public safety and hindering the nation’s ability to forecast and respond to sudden, severe weather events.  NOAA helps people prepare and avoid disaster.  The devastation of these tornados and storm systems should be a wakeup call and the Trump Administration needs to recalibrate and swiftly change course to help prevent future tragedies,” said Reed.  “Investing in real-time storm tracking and predictive modeling saves lives.”
    NOAA is a critical federal agency charged with monitoring and forecasting weather across the U.S. and tracking climate trends.  NOAA also researches ocean systems, marine life, and maps the seas; among other critical tasks.  The federal agency has its own fleet of research and survey vessels and specialized aircraft, operated by a combination of NOAA Corps officers and civilians.  NOAA oversees the National Weather Service and the National Hurricane Center, maintaining a network of radar systems, satellites and weather balloons to help predict and track extreme weather events.
    Last fall, Senator Reed sounded the alarm about Project 2025’s extremist plan to dismantle NOAA, which it labelled “one of the main drivers of the climate change alarm industry.”  Reed warned plans to gut the National Weather Service and emergency management would be a major disaster.
    The Trump Administration’s devastating cuts to key federal agencies are leaving state and local emergency managers to question whether they can count on the federal government in times of need.  Victims of the California wildfires are still waiting for emergency recovery assistance from the Trump Administration, and President Trump has called the Federal Emergency Management Agency (FEMA) a “disaster” and suggested it might “go away” leaving states in need further isolated after future catastrophes.

    In the opening scene of Love, Actually, Hugh Grant’s character says how, whenever he gets gloomy with the state of the world, he thinks about the arrivals gate at Heathrow airport. The reason is on screen: we see couples kissing, old friends embracing, children smiling and laughing as they jump into the arms of their parents.

    Airports are great places to really understand the importance of physical affection – hugging, kissing, cuddling, holding hands, or even just touching. But physical affection is ubiquitous in everyday life, too – and with good reason. Science shows that non-sexual physical affection produces more than just moments of joy – it also benefits our mental and physical health.

    Physical affection is one of the most direct and important ways that people communicate intimacy in their romantic relationships. And it seems to occur in romantic relationships all over the world, despite cross-cultural differences in ideas of love and romance.

    People in romantic relationships report more intimate physical affection than singletons. They’re also more comfortable allowing their partners to touch more of their bodies than strangers or friends. For example, most people are comfortable being touched on their thighs and abdomen by their partner, but not by other people.

    Even how we touch our partners is different to how we touch other people. When participants in one study were asked to stroke their partner, a friend, a stranger, or an artificial arm, they did so more slowly with their partner. Slower strokes may be experienced as more pleasant and erotic than quicker strokes. Even just thinking about physical affection from a partner evokes pleasant and erotic sensations.

    There is now strong evidence showing that physical contact is associated with better physical and mental health. One review of “touch interventions” – think massage – in 212 studies involving more than 13,000 participants found that physical touch benefited everything from sleep patterns to blood pressure to fatigue. Touch interventions were especially helpful in reducing pain, depression and anxiety.

    Couple’s therapy

    Before you rush off to book yourself a massage, you should know that much of the evidence suggests the strongest benefits come from physical affection with romantic partners. Several studies have found that, in couples, physical affection is associated with a range of physiological effects, including lower blood pressure and better immune responses.

    In couples, physical affection is also associated with better psychological wellbeing. One study found that couples who sleep-touched – cuddling shortly before or after sleep – felt happier and calmer in the morning, which meant they were more likely to enjoy the company of their partners.

    Physical affection – including kissing and affection after sex – is also associated with greater relationship and sexual satisfaction, and better ratings of one’s relationship overall, which in turn contribute to better psychological wellbeing. And even when conflicts do occur, hugging seems to reduce levels of negative mood in couples.

    Cuddle up, because there’s more. Receiving physical affection from a partner makes us feel psychologically stronger. One study found that women showed less activation in parts of the brain that respond to threat when holding their husband’s hand. Even just imagining touch from a partner can increase one’s willingness to take on challenging tasks.

    Another way to look at this is to examine what happens when we lose physical affection. Studies have shown that “touch deprivation” – the absence of touch – is associated with greater symptoms of depression and anxiety. Indeed, the loss of affection from others during the pandemic hit many people hard. Among couples, a lack of physical affection is associated with lower relationship satisfaction, stress, and feelings of loneliness.

    There are several ways in which physical affection provides these benefits. Affectionate touch is known to activate reward centres of the brain, which boosts our mood and promotes feelings of wellbeing. Touch also stimulates the release of oxytocin, which can strengthen social bonds and increase feelings of trust between individuals. It’s for these reasons that oxytocin is sometimes called the “cuddle chemical”.

    Physical affection also reduces levels of the stress hormone cortisol and reduces perceived pain, which suppress physiological stress systems. One study found that a 10-minute neck-and-shoulder massage from one’s partner helped lower cortisol responses, helping to regulate levels of stress.

    Psychologically, physical affection in romantic relationships is an important way to keep our emotions under control. Touching one’s partner in a caring manner helps to improve their mood and makes them feel loved, secure, and safe. As feelings of connection, trust, and belonging are strengthened through non-sexual physical signs of affection, negative effect is reduced and psychological well-being is improved.

    However, not everyone likes to be touched, even if it is by their romantic partners. Some people are “touch avoidant” – and some people may actually be apprehensive about being touched. For instance, people with avoidant attachment styles – characterised by a discomfort with emotional closeness – often have very negative views about cuddling and are more hesitant to touch their partners. Conversely, people with anxious attachment styles – characterised by a fear of abandonment – may desire more touch than they receive.

    But when couples have similar touch preferences, it can lead to greater attraction, closeness, and commitment to one another. And if you’re looking for a fun way to incorporate non-sexual physical affection into your relationships, consider home massage. One study found that couples who took turns massaging each other at home felt a deeper connection with each other, and felt more relaxed and less stressed.

  • MIL-OSI Global: The US military has cared about climate change since the dawn of the Cold War – for good reason

    In 1957, Hollywood released “The Deadly Mantis,” a B-grade monster movie starring a praying mantis of nightmare proportions. Its premise: Melting Arctic ice has released a very hungry, million-year-old megabug, and scientists and the U.S. military will have to stop it.

    The rampaging insect menaces America’s Arctic military outposts, part of a critical line of national defense, before heading south and meeting its end in New York City.

    Yes, it’s over-the-top fiction, but the movie holds some truth about the U.S. military’s concerns then and now about the Arctic’s stability and its role in national security.

    In the late 1940s, Arctic temperatures were warming and the Cold War was heating up. The U.S. military had grown increasingly nervous about a Soviet invasion across the Arctic. It built bases and a line of radar stations. The movie used actual military footage of these polar outposts.

    But officials wondered: What if sodden snow and vanishing ice stalled American men and machines and weakened these northern defenses?

    In response to those concerns, the military created the Snow, Ice and Permafrost Research Establishment, a research center dedicated to the science and engineering of all things frozen: glacier runways, the behavior of ice, the physics of snow and the climates of the past.

    It was the beginning of the military’s understanding that climate change couldn’t be ignored.

    As I was writing “When the Ice is Gone,” my recent book about Greenland, climate science and the U.S. military, I read government documents from the 1950s and 1960s showing how the Pentagon poured support into climate and cold-region research to boost the national defense.

    Initially, military planners recognized threats to their own ability to protect the nation. Over time, the U.S. military would come to see climate change as both a threat in itself and a threat multiplier for national security.

    Ice roads, ice cores and bases inside the ice sheet

    The military’s snow and ice engineering in the 1950s made it possible for convoys of tracked vehicles to routinely cross Greenland’s ice sheet, while planes landed and took off from ice and snow runways.

    In 1953, the Army even built a pair of secret surveillance sites inside the ice sheet, both equipped with Air Force radar units looking 24/7 for Soviet missiles and aircraft, but also with weather stations to understand the Arctic climate system.

    The Army drilled the world’s first deep ice core from a base it built within the Greenland ice sheet, Camp Century. Its goal: to understand how climate had changed in the past so they would know how it might change in the future.

    The military wasn’t shy about its climate change research successes. The Army’s chief ice scientist, Dr. Henri Bader, spoke on the Voice of America. He promoted ice coring as a way to investigate climates of the past, provide a new understanding of weather, and understand past climatic patterns to gauge and predict the one we are living in today – all strategically important.

    In the 1970s, painstaking laboratory work on the Camp Century ice core extracted minuscule amounts of ancient air trapped in tiny bubbles in the ice. Analyses of that gas revealed that levels of carbon dioxide in the atmosphere were lower for tens of thousands of years before the industrial revolution. After 1850, carbon dioxide levels crept up slowly at first and then rapidly accelerated. It was direct evidence that people’s actions, including burning coal and oil, were changing the composition of the atmosphere.

    Since 1850, carbon dioxide levels in the atmosphere have spiked and global temperatures have warmed by more than 2.5 degrees Fahrenheit (1.3 Celsius). The past 10 years have been the hottest since recordkeeping began, with 2024 now holding the record. Climate change is now affecting the entire Earth – but most especially the Arctic, which is warming several times faster than the rest of the planet.

    Seeing climate change as a threat multiplier

    For decades, military leaders have been discussing climate change as a threat and a threat multiplier that could worsen instability and mass migration in already fragile regions of the world.

    Climate change can fuel storms, wildfires and rising seas that threaten important military bases. It puts personnel at risk in rising heat and melts sea ice, creating new national security concerns in the Arctic. Climate change can also contribute to instability and conflict when water and food shortages trigger increasing competition for resources, internal and cross-border tensions, or mass migrations.

    The military understands that these threats can’t be ignored. As Secretary of the Navy Carlos Del Toro told a conference in September 2024: “Climate resilience is force resilience.”

    Consider Naval Station Norfolk. It’s the largest military port facility in the world and sits just above sea level on Virginia’s Atlantic coast. Sea level there rose more than 1.5 feet in the last century, and it’s on track to rise that much again by 2050 as glaciers around the world melt and warming ocean water expands.

    High tides already cause delays in repair work, and major storms and their storm surges have damaged expensive equipment. The Navy has built sea walls and worked to restore coastal dunes and marshlands to protect its Virginia properties, but the risks continue to increase.

    Planning for the future, the Navy incorporates scientists’ projections of sea level rise and increasing hurricane strength to design more resilient facilities. By adapting to climate change, the U.S. Navy will avoid the fate of another famous marine power: the Norse, forced to abandon their flooded Greenland settlements when sea level there rose about 600 years ago.

    Climate change is costly to ignore

    As the impacts of climate change grow in both frequency and magnitude, the costs of inaction are increasing. Most economists agree that it’s cheaper to act now than deal with the consequences. Yet, in the past 20 years, the political discourse around addressing the cause and effects of climate change has become increasingly politicized and partisan, stymieing effective action.

    In my view, the military’s approach to problem-solving and threat reduction provides a model for civil society to address climate change in two ways: reducing carbon emissions and adapting to inevitable climate change impacts.

    The U.S. military emits more planet warming carbon than Sweden and spent more than US$2 billion on energy in 2021. It accounts for more than 70% of energy used by the federal government.

    In that context, its embrace of alternative energy, including solar generation, microgrids and wind power, makes economic and environmental sense. The U.S. military is moving away from fossil fuels, not because of any political agenda, but because of the cost-savings, increased reliability and energy independence the alternatives provide.

    As sea ice melts and Arctic temperatures rise, the polar region has again become a strategic priority. Russia and China are expanding Arctic shipping routes and eyeing critical mineral deposits as they become accessible. The military knows climate change affects national security, which is why it continues to take steps to address the threats a changing climate presents.

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, delivered remarks on the Senate floor today to urge her colleagues to support the continuing resolution to prevent a harmful government shutdown. 

    A transcript of Senator Collins’ remarks is as follows:

    “Mr. President, I rise to urge passage of this funding measure to prevent an unnecessary, harmful, and costly government shutdown at midnight tonight.

    “Mr. President, government shutdowns are inherently a failure to govern effectively and have negative consequences all across government.  They inevitably require certain government employees, such as Border Patrol agents, members of our military and Coast Guard, TSA screeners, and air traffic controllers to report to work with no certainty at all on when they will receive their next paycheck. 

    “That’s just unfair.

    “Shutdowns also put critical investments in our national defense on hold.  Training exercises would be limited, which could hurt our nation’s readiness.  New programs would be paused, delaying new capabilities from getting to our war fighters.  That’s why we have always in the past avoided CRs for the Department of Defense. 

    “At our borders, the men and women performing vital law enforcement activities would have to do so without pay and without the assistance of support staff, putting more pressure on front line operators.

    “Other harmful potential impacts include curtailed operations for the Veterans Benefits Administration, resulting in the closure of education and GI Bill call centers, and the suspension of career counseling and transition assistance for our veterans; the closure of our wonderful national parks to visitors; increased travel delays, as the onboarding of additional TSA agents would stall and some FAA employees would face furloughs; and costly delays for projects at the Army Corps of Engineers and critical water infrastructure projects.

    “That is just a very partial list of the harm that would be done from a government shutdown.

    “This unfortunate situation that we’re in with a continuing resolution, should, however, have been avoided.

    “The Senate should have finished these bills last year, and I called for that repeatedly, as did many other members.

    “Senator Murray and I worked as a team, provided leadership, consulted with the members of our Senate Appropriations Committee.  Each of us worked so hard to report 11 of the 12 bills with overwhelming bipartisan support, including six which came out of our Committee unanimously.  Unfortunately, these bipartisan bills languished on the calendar for months, never being brought to the floor for consideration.  This decision by the then-Senate majority leader denied Senators the opportunity to debate and amend our reported bills, and denied the House and the Senate the chance to go to conference and work out the differences among the bills.

    “Similarly, attempts since January, by House Chairman Tom Cole and I to reach agreement with our Democratic counterparts, regrettably, were not successful, despite my making five good faith offers.

    “Now, Madam President, that opportunity is gone.

    “A year-long CR is by no means my first choice, but our focus now, given where we are, must be on preventing a government shutdown. 

    “For the most part, this is a straightforward CR that simply continues fiscal year 2024 funding levels.

    “Now, it does include, and this is important, a number of needed anomalies that are aimed at addressing pressing needs. 

    “For example, the CR realigns funding in the appropriations accounts for the Department of Defense to meet current global threats and cover the cost of pay raises for junior enlisted personnel.

    “It provides increased funding for housing assistance, and for what is known as the WIC Program – for women, infants, and children – to maintain support for these vulnerable families.

    “Within the Department of Homeland Security, the continuing resolution includes targeted increases to support ICE operations, avoid furloughs of TSA airport screeners, and to fund much-needed pay raises for members of our Coast Guard.

    “It also includes increased funding for the FAA so that more air traffic controllers can be hired to make our nation’s airspace safer.

    “Madam President, we can delay no longer.  It is essential that the continuing resolution be adopted today in order to prevent a harmful government shutdown.  I urge its adoption.

    “And Madam President, let each and every one of us here commit to working together on the FY 2026 budget so we can enact appropriations bills prior to the start of the new fiscal year.

    “Thank you, Madam President.”

    The Commission’s reply to the Court’s observations and recommendations was published alongside the audit[1].

    The REPowerEU Plan[2] suggested an aspirational target of 10 million tonnes of EU renewable hydrogen production and 10 million tonnes of renewable hydrogen imports by 2030 to lower the imports of Russian fossil fuels, proposing to increase the mandatory targets for renewable hydrogen consumption in industry and the transport sector[3].The co-legislators however decided on a lower level of binding targets under the Renewable Energy Directive[4].

    In addition, the co-legislators also agreed on mandatory targets for renewable hydrogen consumption in industry in 2035 and laid out pathways in the aviation[5] and maritime[6] sector to promote the uptake of renewable and low-carbon hydrogen up to 2050.

    The Commission is currently working with Member States, including through an assessment of their National Energy and Climate Plans, to ensure the timely transposition of the mandatory demand volumes decided by the co-legislators in industry and transport.

    As per data from the Bureau of Immigration, India recorded 9.52 million Foreign Tourist Arrivals (FTAs) in 2023, reflecting a 47.90% increase compared to 2022. The number of FTAs for Leisure, Holiday, and Recreation in 2023 was 4.40 million, registering an 86.96% growth compared to 2022. Similarly, FTAs for Business and Professional purposes stood at 0.98 million in 2023, marking a 49.66% increase from the previous year.

    FTAs have recovered to 87.1% of the pre-pandemic levels closely aligning with the global recovery rate of 88.8% and surpassing the Asia-Pacific region’s recovery rate of 65.4%.

    The growth in Foreign Tourist Arrivals (FTAs) is mainly driven by the post-pandemic revival of global travel and increasing confidence in India as a diverse and culturally rich destination. Enhanced air connectivity has improved accessibility to key tourist spots, while continuous development of tourism infrastructure has elevated the visitor experience. Additionally, targeted domestic and international marketing campaigns have strengthened India’s global appeal, positioning it as a premier destination for travelers worldwide.

    Ministry of Tourism has taken several measures/initiatives over the years to increase tourist arrivals in the country, details of which are:

     

    ●       The Ministry of Tourism under the schemes of ‘Swadesh Darshan’, ‘National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)’ and ‘Assistance to Central Agencies for Tourism Infrastructure Development’ provides financial assistance to State Governments/ Union Territory Administrations/ Central Agencies for the development of tourism related infrastructure and facilities at various tourism destinations in the country.

    ●       Ministry of Tourism through its various campaigns and events promotes various tourism destinations and products of India in domestic and international markets. Some of the initiatives are Dekho Apna Desh campaign, Chalo India campaign, International Tourism Mart, Bharat Parv.

    ●       The Incredible India Content Hub was launched which is available in the public domain. Promotions are also carried out through the web-site – www.incredibleindia.org and social media handles of the Ministry.

    ●       Thematic tourism like wellness tourism, culinary tourism, rural, eco-tourism, etc. amongst other niche subjects are promoted so as to expand the scope of tourism into other sectors as well.

    ●       Enhance the overall quality and visitor experience through initiatives focused on capacity building, skill development such as ‘Capacity Building for Service Providers’ ‘Incredible India Tourist Facilitator’ (IITF), ‘Paryatan Mitra’ and ‘Paryatan Didi’.

    ●       For improving air connectivity to important tourist destinations, Ministry of Tourism has collaborated with Ministry of Civil Aviation under their RCS-UDAN Scheme. As on date, 53 tourism routes have been operationalized.

    Narita Airport serves as a hub airport in Asia with an extensive network connecting 120 cities—102 overseas and 18 in Japan. The annual number of foreign passengers using international flights in 2024 was 21.79 million, the highest since the airport opened. To study a potential new service for foreign passengers, whose numbers are expected to continue growing, the companies will conduct field trials using Panasonic HD’s PIMTO mobile robot vending service, which moves within the area near the boarding gates to sell products. The product lineup, developed in collaboration with Mashup, one of the companies operating the field trials, will feature local products and subculture items that provide a uniquely Japanese feel. The field trials aim to increase customer satisfaction by offering memorable purchasing experiences and appealing products to passengers, including foreign visitors to Japan, just before their departure from Narita Airport.

    PIMTO mobile robot vending service

    1. Utilization of unmanned vending robots

    Panasonic HD will provide mobile unmanned vending robots that can increase the number of sales outlets without requiring store construction or additional equipment installation. A variety of items that fit within the designated boxes can be sold, with payments accepted via credit cards, QR codes, and transportation IC cards. Since there is no need to continuously move robots around the airport, it was concluded that autonomous travel or advanced preparation for that purpose would not be necessary. Therefore, the robots will be operated solely through manual control using a wired controller connected to the robot or remote control, considering its cost advantages in terms of the robot units and service operations.In the field trials, the robots move to high-traffic areas depending on which boarding gates are in use, improving customer convenience and sales. The robots are basically operated by a wired controller, although remote control will also be tested.

    2. Proposal for experience design

    Robots (vending spots) that best suit the customers, location, and other circumstances are proposed.Based on marketing research, including identifying the needs of inbound visitors, the field trials use robots with creative features, such as control buttons and the robot’s appearance, allowing foreign customers to select products as if they were playing a game, and enhance their purchasing experience, as well as messages displayed on the robot’s body in 11 languages to attract passengers’ interest in their native language.

    3. Merchandising support

    Products that best suit the passengers, location, and other circumstances are proposed.For the field trials, Panasonic HD, Mashup, NAA, and gray park, Inc. collaborated to design a purchasing experience themed Wings & Wonders, aiming to increase customer satisfaction with the services near the departure gates. Based on this, a product lineup has been developed featuring original products available only at Narita Airport, local specialty products, 3D molded chocolates, and a wide range of subculture items rich in Japanese charm, such as soft vinyl figures, and capsule toys.     The Chancellor will meet top regulator bosses in Downing Street today (Monday 17 March) as she unveils an action plan to deliver on the pledge to cut the administrative cost of regulation on business by a quarter, make Britain the best place to do business and drive economic growth.

    The radical shake up will cut costly red tape that fails to deliver for local communities, such as hundreds of pages of guidance on protecting bat habitats – which goes far beyond legal requirements, needlessly costs businesses money and slows down planning decisions for major infrastructure projects.

    The Plan comes after the Prime Minister set out his vision for a more lean and agile state in a speech last week, abolishing the world’s biggest quango – NHS England – to scrap duplication and give more power and tools to local leaders so they can better deliver for their communities. The Prime Minister and Chancellor are clear that regulators must work for the people of Britain, not get in the way of progress.  

    Following weeks of intense negotiations, watchdogs have signed up to 60 growth boosting measures – including:  

    • Fast-tracking new medicines to market through a new pilot to provide parallel authorisations from key healthcare regulators, so that patients can access the medicine they need quicker;

    • Attracting more investment from international financial services firms by setting up a bespoke ‘concierge service’ to help them get to grips with UK regulations, making it easier to do business in the UK;

    • Paving the way for package deliveries by drone, as the Civil Aviation Authority permits at least two more large drone-flying trials in the coming months – which have already helped cut travel times for blood samples from 30 minutes down to 2 minutes between hospitals – and streamlines the regulatory process for manufacturing drones;

    • Allowing families to manage their spending safely as the Financial Conduct Authority reviews contactless payment limits, including the £100 cap on individual payments, while speeding up queues at checkout.

    • Support for homeownership as the Financial Conduct Authority simplifies mortgage lending rules, including making it easier to re-mortgage with a new lender and reduce mortgage terms.

    • Helping start-ups secure funding to grow through the Financial Conduct Authority issuing more notices where they are likely to approve applications from budding entrepreneurs.

    The government will continue to work closely with regulators to ensure they are regulating for growth, not just risk. Cabinet Ministers will report back to the Chancellor in the summer with further suggestions for streamlining the regulatory landscape and better regulation will be a key part of the upcoming Modern Industrial Strategy.    

    Chancellor of the Exchequer Rachel Reeves said: 

    “The world is changing and that’s why we must go further and faster to deliver on our Plan for Change to kickstart economic growth. Today we are taking further action to free businesses from the shackles of regulation. By cutting red tape and creating a more effective system, we will boost investment, create jobs and put more money into working people’s pockets.”  

    Business and Trade Secretary Jonathan Reynolds said: 

    “Unnecessary regulation chokes competition and stifles business – that’s why we’re taking action to unleash industry right across the UK to go for growth.  

    “With a regulatory system that encourages innovation and economic growth combined with our Industrial Strategy, our Plan for Change can make the UK the best place to startup, invest and thrive.”  

    Further pro-business measures announced today include cutting red tape that blocks new housing and infrastructure.  

    It should not be the case that to convert a garage or outbuilding you need to wade through hundreds of pages of guidance on bats.  Environmental guidance, including on protecting bats, will be looked at afresh. Natural England has agreed to review and update their advice to Local Planning Authorities on bats to ensure there is clear, proportionate and accessible advice available.  

    We will make it simpler and faster for projects to agree environmental permits, in some case removing them altogether for low-risk and temporary projects, putting an end to delays that can slow down decisions needed to get spades in the ground. Combined with the appointment of a single lead environmental regulator, this will speed up approvals and save businesses millions in time and resource.    The government will also consult on allowing regulators to be more agile in making sensible decisions on which low-risk activities should be exempt from environmental permits. This will allow them to focus on high-impact, high-priority areas, such as low-carbon infrastructure – while ensuring nature protections are not weakened.    

    These come alongside action to crack down on complexity in the UK regulatory system, with the Chancellor promising to significantly cut the number of regulators by the end of the Parliament to reduce overlap.    

    Regulators will be summoned for performance reviews twice a year from the relevant Secretary of State and will be judged against a set of targets agreed with the businesses they affect, which could how quickly they make decision on planning applications and new licenses for businesses and products. The regulators will immediately begin discussing these targets with businesses and publish them by June. 

    Following the decision to primarily consolidate the Payment Systems Regulator into the Financial Conduct Authority, the Regulator for Community Interest Companies will be folded into Companies House to avoid duplicative disclosure requirements for companies which provide a benefit to their community. Cabinet ministers will report back to the Chancellor by the summer with further suggestions to cut numbers and create a more effective system.  

    Major regulators will also have their legal duties slimmed down, so that they do not waste time satisfying redundant duties that do not align with their core purpose or the public’s priorities. This work will begin with the financial services regulators, energy watchdog Ofgem, water regulator Ofwat and the Office for Road and Rail.  

    The Treasury will also explore ways to streamline financial services regulators’ ‘have regards’ to improve predictability and business confidence. The role of the Financial Ombudsman Service will also be reviewed to ensure that it is acting as an impartial service that provides quick and predictable resolutions to disputes – not as a quasi-regulator.   

    The new system will also support businesses to innovate instead of putting obstacles in the way, led by Lord Willetts as Chair of the Regulatory Innovation Office (RIO). The RIO works with businesses and regulators to embed a pro-innovation regulatory system that enables ground-breaking new technologies to reach the market quicker.   

    The RIO is focused on ensuring regulation supports transformative applications of emerging technologies, for example using AI to improve the efficiency and accuracy of radiology reporting, and the use of engineering biology by world leading UK companies developing innovative foods like lab grown meats.

  • MIL-OSI Australia: Montrose bushfire contained after gallant effort from firefighters

    The fire burned approximately 40 hectares

    Firefighters battled challenging conditions and difficult terrain to bring a fast-moving bushfire under control in Montrose over the weekend.

    The fire, which started next to the Dr Ken Leversha Reserve on Saturday afternoon, was fanned by unpredictable gusty winds overnight on Sunday, causing it to quickly spread to the Dr Ken Leversha Reserve and double in size, prompting an emergency warning to be issued for residents.

    The strong and sudden wind change, described as a downburst, resulted in an ember attack in multiple directions.

    CFA District 13 Assistant Chief Fire Officer Dave Renkin said strike teams faced very difficult conditions.

    “The area was inaccessible for vehicles, so we heavily relied on aircraft support.

    “At the height of the incident, over 40 firefighting resources were on scene.”

    “Fortunately, the winds died down enough for us to gain control on Sunday,” Dave said.

    “This aided with a welcome dose of heavy rainfall certainly assisted ground crews with suppression efforts.”

    At the height of the incident, over 100 firefighters from CFA, Forest Fire Management Victoria and Fire Rescue Victoria were on scene, alongside more than 40 firefighting vehicles, four helicopters and three dozers.

    “There’s no doubt that without the extraordinary efforts of strike teams, the losses would have been far greater.”

    “I want to thank all emergency responders for their efforts.

    Their swift and coordinated actions were pivotal in limiting the extent of losses,” Dave said.

    “It was a great effort all around to achieve a relatively successful outcome.”

    There is still a strong presence of emergency services workers at the fireground, performing hazardous tree removal works and monitoring conditions to ensure the safety of the area.

    Victoria Police confirmed one property was lost, another partially damaged, and one outbuilding destroyed.

    The cause of the fire remains under investigation.

    Saipan – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that HongJiang Yang, age 68, citizen of the People’s Republic of China (PRC), was sentenced on March 14, 2025 to 30 days imprisonment by the District Court for the Northern Mariana Islands for Conspiracy to Transport Illegal Aliens and Conspiracy and Aiding & Abetting Transportation of Illegal Aliens, in violation of 8 U.S.C. § 1324(a)(1)(A)(ii), (v)(I), and (II).  He was previously found guilty by jury verdict.  The court also ordered one year of supervised release, 50 hours of community service, and a $100 special assessment fee.

    The following co-conspirators have pled guilty and were sentenced for Conspiracy to Transport Illegal Aliens, in violation of 8 U.S.C. §1324(a)(I)(A)(ii) and (v)(I):

    • Xiaohua Li – age 58:  Sentenced on February 22, 2024, to one year probation, 50 hours community service, and a $100 mandatory assessment fee.
    • Kun Gao – age 44:  Sentenced on March 15, 2024, to 30 days in prison, one year of supervised release, and a $100 mandatory assessment fee
    • YongBing Tang – age 55:  Sentenced on July 2, 2024, to 30 days in prison, one year of supervised release, 50 hours community service, and a $100 mandatory assessment fee.

    On July 11, 2023, Homeland Security Investigations (HSI) Saipan received information that the United States Coast Guard conducted an emergency maritime rescue operation for 11 individuals in distress on a small vessel off the coast of Rota in the Commonwealth of the Northern Mariana Islands (CNMI).  The individuals included nine PRC citizens and two CNMI residents.  HSI Saipan initiated an investigation into violations of Title 8 of the United States Code for bringing in and harboring aliens, in addition to other violations, for attempting to unlawfully bring non-United States citizens to Guam.

    The evidence at trial established that two evenings prior, the boat departed Saipan and headed south. Overloaded and in high seas, it ran out of gas before sunrise and started drifting.  Instead of immediately calling authorities for rescue, those on board made a last-ditch attempt to reach Guam by asking another boat to deliver more fuel. After that effort failed, they at last radioed the United States Coast Guard, triggering a search by military aircraft from the United States and two allied nations.  The individuals were located at dusk and rescued by a Navy helicopter after midnight.  By delaying their call for help, defendant Yang and the others made an already dangerous situation much more so, for themselves and their rescuers.           

    “Attorney General Bondi has made immigration enforcement the highest priority of the Department,” stated United States Attorney Anderson.  “We will fulfil our mission through federal, territorial, and commonwealth partnerships to deter unlawful migration and promote safety at sea. Anyone with information regarding this type of criminal activity should contact Homeland Security Investigations.”

    “The sentencing of Mr. Yang and the co-conspirators highlights ICE-HSI’s commitment to stopping smuggling efforts and preventing the evasion of federal immigration law, said Homeland Security Investigations Special Agent in Charge Lucy Cabral-DeArmas. “Stopping these crimes not only protects our communities, but also targets the inherent dangers present with human smuggling.  ICE-HSI protects our borders through enforcing our immigration authority.”

    This case was investigated by Homeland Security Investigations and prosecuted by Assistant United States Attorney Eric S. O’Malley in the District of the Northern Mariana Islands.

  • MIL-OSI Australia: Airports report record aeronautical revenues despite slower growth in passenger numbers

    Click to enlargeAustralia’s four largest airports, Brisbane, Melbourne, Perth and Sydney, each reported their highest ever aeronautical revenues in 2023-24, the ACCC’s latest Airport Monitoring Report shows.

    The 24.3 per cent increase in revenues to $2.6 billion occurred despite the four major airports collectively handling fewer passengers than before the pandemic. While domestic and international passengers grew by 13.7 per cent to 114.6 million since 2022-23, passenger numbers remained 4.7 per cent below 2018-19 levels.

    “The increase in aeronautical revenues in 2023-24 was driven in large part by the continued recovery in international passenger numbers, which rose by 32.1 per cent at the four airports monitored in our report,” ACCC Commissioner Anna Brakey said.

    “Domestic passenger numbers also grew by 6.7 per cent.”

    Sydney, Brisbane and Melbourne airports also substantially increased their operating profits from aeronautical activities in 2023-24.

    “Sydney Airport was once again clearly the most profitable of the four major airports for aeronautical services in 2023-24, both in aggregate and on a per-passenger basis,” Ms Brakey said.

    In 2023-24 Sydney Airport recorded an aeronautical operating profit of $570.5 million, which represented a 20.2 per cent return on its aeronautical assets. Sydney Airport advised that both its aeronautical revenues and operating profits in the year were inflated by back-payments received during the 2023-24 financial year from its contractual agreements with airlines. The agreements started on 1 July 2022, but the terms were not agreed to until the 2023-24 financial year.

    Brisbane and Melbourne airports reported aeronautical operating profits of $194.7 million and $198.9 million respectively, despite Brisbane Airport catering to far fewer passengers than Melbourne Airport. Both airports reported a 64.1 per cent increase in aeronautical operating profit in 2023-24.

    Perth Airport was the only monitored airport to report a fall in aeronautical profits, down by 29.1 per cent to $70.7 million after a significant increase in security and depreciation expenses.

    Car parking profits and ‘landside access’ revenues up

    Operating profits from car parking grew for all four airports in 2023-24. Brisbane Airport made the largest profits, increasing by 21.1 per cent to $113.4 million. Melbourne Airport made an operating profit of $108.1 million from car parking, followed by Sydney Airport with $95.6 million and Perth Airport with $70.7 million.

    All four monitored airports reported operating profit margins above 60 per cent for the second year in a row for their car parking operations.

    “Car parking remains a very profitable business for the monitored airports as they report strong demand for parking,” Ms Brakey said.

    “Brisbane Airport made an operating profit of 76.6 cents for every dollar of revenue it collected from car parking.”

    Sydney Airport was the most expensive for 30 to 60 minute parking and parking for up to 24 hours at the terminal, while Melbourne Airport was the cheapest in both categories.

    Long-term parking at a distance from the terminal booked online was most expensive at Perth and Sydney airports and cheapest at Melbourne Airport.

    “To save money, motorists are encouraged to book online, if possible, instead of paying the drive-up rates, and should consider using free waiting zones at the airports,” Ms Brakey said.

    Revenues from landside transport access services, such as rideshare operators, taxis and buses, grew by 18 per cent to $69.6 million, as vehicle numbers rebounded. All four airports continued to report a growth in rideshare services.

    Airports maintain their ‘good’ quality of service rating, despite falling satisfaction from airlines

    All four airports maintained an average overall rating of ‘good’ for the quality of service and facilities in 2023-24.

    These results were mainly due to high ratings by passengers, continuing consistent trends over the last 10 years.

    Ratings by airlines generally fell, and all four airports received only a ‘satisfactory’ result. The most common airline concerns related to aircraft parking facilities, baggage facilities, common user check-in facilities, aerobridges and public amenities.

    “The airports all maintained their ‘good’ rating for quality of service, which is based on surveys of passengers and airlines, as well as objective measures such as the number of check-in kiosks per passenger,” Ms Brakey said.

    “However, the falling satisfaction from airlines indicates the airports have some work to do.”

    Airports have recommenced investment after Covid

    After years of relatively little investment due to the pandemic, the airports have invested $985.1 million in aeronautical facilities in 2023-24, a figure set to increase in coming years.

    Melbourne airport’s $502.3 million investment accounted for more than half the total investment in aeronautical assets in 2023-24. This included work on runway overlays, taxiways and terminals, such as the replacement of passenger screening equipment as well as works to resurface the north-south runway and replace the lighting system.

    Other major projects underway, or recently announced, include new runways for Melbourne and Perth, new terminals for Perth and Brisbane, upgrades to terminals in Brisbane, Sydney and Melbourne.

    A new airport will also open at Western Sydney in 2026.

    “While the four major airports held back on investment during the pandemic period, this is starting to change now there is more certainty around demand for travel,” Ms Brakey said.

    “These significant capital works should help increase capacity at our major airports, leading to more flight options for travellers.”

    Under direction from the Australian Government, the ACCC monitors the prices, costs and profits of aeronautical and car parking services at Australia’s four largest airports. The ACCC also monitors the quality of these services under the Airports Act.

    The possible ratings for airport quality of services are ‘very poor’, ‘poor’, ‘satisfactory’, ‘good’ or ‘excellent’.

    The ACCC measures operating profit by earnings before interest, taxes and amortisation (EBITA). Operating profit margin is EBITA as a percentage of revenue.

    Aeronautical operations are those that directly relate to providing aviation services, including runways, aprons, aerobridges, departure lounges and baggage handling equipment.

  • MIL-OSI China: Yemen’s Houthis say launched retaliatory attack on US aircraft carrier

    Yemen’s Houthi group said it launched a retaliatory attack against the USS Harry S. Truman aircraft carrier in the Red Sea on Sunday in response to dozens of U.S. airstrikes on its positions.

    “The American enemy launched a blatant aggression against our country with more than 47 air raids targeting Sanaa and seven other governorates,” Houthi military spokesperson Yahya Sarea said in a televised statement aired by Houthi-run al-Masirah TV.

    “In response to the aggression, we carried out a military operation, targeting USS Harry S. Truman and its escorts with a drone and 18 ballistic and cruise missiles,” Sarea stated.

    The Houthi attack came after the Houthi Supreme Political Council — the group’s highest governing authority — vowed a “painful” retaliation, framing the American attacks as support for Israel and warning they would “drag the situation to a more severe and painful level.”

    The spokesperson also confirmed that his group would “continue to impose a naval blockade on the Israeli enemy” in its area of operations, including the Red Sea, the Arabian Sea, the Gulf of Aden, and the Bab al-Mandab Strait, until the entry of aid into Gaza is permitted.

    U.S. warplanes launched extensive airstrikes across northern Yemen on Saturday night, targeting multiple Houthi-controlled locations. According to the latest Houthi estimates on Sunday, the bombardment resulted in at least 53 deaths and 98 injuries.

    This is the first U.S. military operation against the Houthi group since U.S. President Donald Trump assumed power in January and redesignated the group as a “foreign terrorist organization.”

    Trump warned on the social media platform Truth Social on Saturday that if the Houthis do not stop their attacks on the Red Sea shipping, “hell will rain down upon you like nothing you have ever seen before,” claiming the U.S. aerial attacks on the “terrorists’ bases, leaders, and missile defenses were to protect American shipping, air, and naval assets, and to restore navigational freedom.”

    The U.S. Central Command said earlier on X platform that the airstrikes were launched from a U.S. aircraft carrier north of the Red Sea.

    The U.S. airstrikes came days after the Houthi group announced on Tuesday that it would resume launching attacks against Israeli-linked shipping until the crossings of the Gaza Strip are reopened and aid allowed in.

    From November 2023 to Jan. 19 this year, the Houthi group, which currently controls much of northern Yemen, including the capital Sanaa, launched dozens of attacks against Israel-linked ships and Israeli cities to show solidarity with Palestinians who are engulfed in a prolonged conflict with Israel.

    The attacks later expanded to include U.S. and British ships after the U.S.-British navy coalition started to intervene and launch strikes against Houthi targets to deter the group.

    The Houthis stopped their attacks on Jan. 19, when a Gaza ceasefire deal took effect.

  • MIL-Evening Report: Australia’s defence – navigating US-China tensions in changing world

    Australia is caught in a jam, between an assertive American ally and a bold Chinese trading partner. America is accelerating its pivot to the Indo-Pacific, building up its fighting forces and expanding its military bases.

    As Australia tries to navigate a pathway between America’s and Australia’s national interests, sometimes Australia’s national interest seems to submerge out of view.

    Admiral David Johnston, the Chief of the Australia’s Defence Force, is steering this ship as China flexes its muscle sending a small warship flotilla south to circumnavigate the continent.

    He has admitted that the first the Defence Force heard of a live-fire exercise by the three Chinese Navy ships sailing in the South Pacific east of Australia on February 21, was a phone call from the civilian Airservices Australia.

    “The absence of any advance notice to Australian authorities was a concern, notably, that the limited notice provided by the PLA could have unnecessarily increased the risk to aircraft and vessels in the area,” Johnston told Senate Estimates .

    Johnston was pressed to clarify how Defence first came to know of the live-fire drill: “Is it the case that Defence was only notified, via Virgin and Airservices Australia, 28 minutes [sic] after the firing window commenced?”

    To this, Admiral Johnston replied: “Yes.”

    If it happened as stated by the Admiral — that a live-fire exercise by the Chinese ships was undertaken and a warning notice was transmitted from the Chinese ships, all without being detected by Australian defence and surveillance assets — this is a defence failure of considerable significance.

    Sources with knowledge of Defence spoken to by Declassified Australia say that this is either a failure of surveillance, or a failure of communication, or even more far-reaching, a failure of US alliance cooperation.

    And from the very start the official facts became slippery.

    The first information passed on to Defence by Airservices Australia came from the pilot of a Virgin passenger jet passing overhead the flotilla in the Tasman Sea that had picked up the Chinese Navy VHF radio notification of an impending live-fire exercise.

    The radio transmission had advised the window for the live-fire drill commenced at 9.30am and would conclude at 3pm.

    We know this from testimony given to Senate Estimates by the head of Airservices Australia. He said Airservices was notified at 9.58am by an aviation control tower informed by the Virgin pilot. Two minutes later Airservices issued a “hazard alert” to commercial airlines in the area.

    The Headquarters of the Defence Force’s Joint Operations Command (HJOC), at Bungendore 30km east of Canberra, was then notified about the drill by Airservices at 10.08am, 38 minutes after the drill window had commenced.

    When questioned a few days later, Prime Minister Anthony Albanese appeared to try to cover for Defence’s apparent failure to detect the live-fire drill or the advisory transmission.

    “At around the same time, there were two areas of notification. One was from the New Zealand vessels that were tailing . ..  the [Chinese] vessels in the area by both sea and air,” Albanese stated. “So that occurred and at the same time through the channels that occur when something like this is occurring, Airservices got notified as well.”

    But the New Zealand Defence Force had not notified Defence “at the same time”. In fact it was not until 11.01am that an alert was received by Defence from the New Zealand Defence Force — 53 minutes after Defence HQ was told by Airservices and an hour and a half after the drill window had begun.

    Defence Minister Richard Marles later in a round-about way admitted on ABC Radio that it wasn’t the New Zealanders who informed Australia first: “Well, to be clear, we weren’t notified by China. I mean, we became aware of this during the course of the day.

    “What China did was put out a notification that it was intending to engage in live firing. By that I mean a broadcast that was picked up by airlines or literally planes that were commercial planes that were flying across the Tasman.”

    Later the Chinese Ambassador to Australia, Xiao Qian, told ABC that two live-fire training drills were carried out at sea on February 21 and 22, in accordance with international law and “after repeatedly issuing safety notices in advance”.

    Eyes and ears on ‘every move’
    It was expected the Chinese-navy flotilla would end its three week voyage around Australia on March 7, after a circumnavigation of the continent. That is not before finally passing at some distance the newly acquired US-UK nuclear submarine base at HMAS Stirling near Perth and the powerful US communications and surveillance base at North West Cape.

    Just as Australia spies on China to develop intelligence and targeting for a potential US war, China responds in kind, collecting data on US military and intelligence bases and facilities in Australia, as future targets should hostilities commence.

    The presence of the Chinese Navy ships that headed into the northern and eastern seas around Australia attracted the attention of the Defence Department ever since they first set off south through the Mindoro Strait in the Philippines and through the Indonesian archipelago from the South China Sea on February 3.

    “We are keeping a close watch on them and we will be making sure that we watch every move,” Marles stated in the week before the live-fire incident.

    “Just as they have a right to be in international waters . . .  we have a right to be prudent and to make sure that we are surveilling them, which is what we are doing.”

    Around 3500 km to the north, a week into the Chinese ships’ voyage, a spy flight by an RAAF P-8A Poseidon surveillance plane on February 11, in a disputed area of the South China Sea south of China’s Hainan Island, was warned off by a Chinese J-16 fighter jet.

    The Chinese Foreign Ministry responded to Australian protests claiming the Australian aircraft “deliberately intruded” into China’s claimed territorial airspace around the Paracel Islands without China’s permission, thereby “infringing on China’s sovereignty and endangering China’s national security”.

    Australia criticised the Chinese manoeuvre, defending the Australian flight saying it was “exercising the right to freedom of navigation and overflight in international waters and airspace”.

    Two days after the incident, the three Chinese ships on their way to Australian waters were taking different routes in beginning their own “right to freedom of navigation” in international waters off the Australian coast. The three ships formed up their mini flotilla in the Coral Sea as they turned south paralleling the Australian eastern coastline outside of territorial waters, and sometimes within Australia’s 200-nautical-mile (370 km) Exclusive Economic Zone.

    “Defence always monitors foreign military activity in proximity to Australia. This includes the Peoples Liberation Army-Navy (PLA-N) Task Group.” Admiral Johnston told Senate Estimates.

    “We have been monitoring the movement of the Task Group through its transit through Southeast Asia and we have observed the Task Group as it has come south through that region.”

    The Task Group was made up of a modern stealth guided missile destroyer Zunyi, the frigate Hengyang, and the Weishanhu, a 20,500 tonne supply ship carrying fuel, fresh water, cargo and ammunition. The Hengyang moved eastwards through the Torres Strait, while the Zunyi and Weishanhu passed south near Bougainville and Solomon Islands, meeting in the Coral Sea.

    As the Chinese ships moved near northern Australia and through the Coral Sea heading further south, the Defence Department deployed Navy and Air Force assets to watch over the ships. These included various RAN warships including the frigate HMAS Arunta and a RAAF P-8A Poseidon intelligence, surveillance and reconnaissance plane.

    With unconfirmed reports a Chinese nuclear submarine may also be accompanying the surface ships, the monitoring may have also included one of the RAN’s Collins-class submarines, with their active range of sonar, radar and radio monitoring – however it is uncertain whether one was able to be made available from the fleet.

    “From the point of time the first of the vessels entered into our more immediate region, we have been conducting active surveillance of their activities,” the Defence chief confirmed.

    As the Chinese ships moved into the southern Tasman Sea, New Zealand navy ships joined in the monitoring alongside Australia’s Navy and Air Force.

    The range of signals intelligence (SIGINT) that theoretically can be intercepted emanating from a naval ship at sea includes encrypted data and voice satellite communications, ship-to-ship communications, aerial drone data and communications, as well as data of radar, gunnery, and weapon launches.

    There are a number of surveillance facilities in Australia that would have been able to be directed at the Chinese ships.

    Australian Signals Directorate’s (ASD) Shoal Bay Receiving Station outside of Darwin, picks up transmissions and data emanating from radio signals and satellite communications from Australia’s near north region. ASD’s Cocos Islands receiving station in the mid-Indian ocean would have been available too.

    The Jindalee Operational Radar Network (JORN) over-the-horizon radar network, spread across northern Australia, is an early warning system that monitors aircraft and ship movements across Australia’s north-western, northern, and north-eastern ocean areas — but its range off the eastern coast is not thought to presently reach further south than the sea off Mackay on the Queensland coast.

    Of land-based surveillance facilities, it is the American Pine Gap base that is believed to have the best capability of intercepting the ship’s radio communications in the Tasman Sea.

    Enter, Pine Gap and the Americans
    The US satellite surveillance base at Pine Gap in Central Australia is a US and Australian jointly-run satellite ground station. It is regarded as the most important such American satellite base outside of the USA.

    The role of ASD in supporting the extensive US surveillance mission against China is increasingly valued by Australia’s large Five Eyes alliance partner.

    A Top Secret ‘Information Paper’, titled “NSA Intelligence Relationship with Australia”, leaked from the National Security Agency (NSA) by Edward Snowden and published by ABC’s Background Briefing, spells out the “close collaboration” between the NSA and ASD, in particular on China:

    “Increased emphasis on China will not only help ensure the security of Australia, but also synergize with the U.S. in its renewed emphasis on Asia and the Pacific . . .   Australia’s overall intelligence effort on China, as a target, is already significant and will increase.”

    The Pine Gap base, as further revealed in 2023 by Declassified Australia, is being used to collect signals intelligence and other data from the Israeli battlefield of Gaza, and also Ukraine and other global hotspots within view of the US spy satellites.

    It’s recently had a significant expansion (reported by this author in The Saturday Paper) which has seen its total of satellite dishes and radomes rapidly increase in just a few years from 35 to 45 to accommodate new heightened-capability surveillance satellites.

    Pine Gap base collects an enormous range and quantity of intelligence and data from thermal imaging satellites, photographic reconnaissance satellites, and signals intelligence (SIGINT) satellites, as expert researchers Des Ball, Bill Robinson and Richard Tanter of the Nautilus Institute have detailed.

    These SIGINT satellites intercept electronic communications and signals from ground-based sources, such as radio communications, telemetry, radar signals, satellite communications, microwave emissions, mobile phone signals, and geolocation data.

    Alliance priorities
    The US’s SIGINT satellites have a capability to detect and receive signals from VHF radio transmissions on or near the earth’s surface, but they need to be tasked to do so and appropriately targeted on the source of the transmission.

    For the Pine Gap base to intercept VHF radio signals from the Chinese Navy ships, the base would have needed to specifically realign one of those SIGINT satellites to provide coverage of the VHF signals in the Tasman Sea at the time of the Chinese ships’ passage. It is not known publicly if they did this, but they certainly have that capability.

    However, it is not only the VHF radio transmission that would have carried information about the live-firing exercise.

    Pine Gap would be able to monitor a range of other SIGINT transmissions from the Chinese ships. Details of the planning and preparations for the live-firing exercise would almost certainly have been transmitted over data and voice satellite communications, ship-to-ship communications, and even in the data of radar and gunnery operations.

    But it is here that there is another possibility for the failure.

    The Pine Gap base was built and exists to serve the national interests of the United States. The tasking of the surveillance satellites in range of Pine Gap base is generally not set by Australia, but is directed by United States’ agencies, the National Reconnaissance Office (NRO) together with the US Defense Department, the National Security Agency (NSA), and Central Intelligence Agency (CIA).

    Australia has learnt over time that US priorities may not be the same as Australia’s.

    Australian defence and intelligence services can request surveillance tasks to be added to the schedule, and would have been expected to have done so in order to target the southern leg of the Chinese Navy ships’ voyage, when the ships were out of the range of the JORN network.

    The military demands for satellite time can be excessive in times of heightened global conflict, as is the case now.

    Whether the Pine Gap base was devoting sufficient surveillance resources to monitoring the Chinese Navy ships, due to United States’ priorities in Europe, Russia, the Middle East, Africa, North Korea, and to our north in the South China Sea, is a relevant question.

    It can only be answered now by a formal government inquiry into what went on — preferably held in public by a parliamentary committee or separately commissioned inquiry. The sovereign defence of Australia failed in this incident and lessons need to be learned.

    Who knew and when did they know
    If the Pine Gap base had been monitoring the VHF radio band and heard the Chinese Navy live-fire alert, or had been monitoring other SIGINT transmissions to discover the live-fire drill, the normal procedure would be for the active surveillance team to inform a number of levels of senior officers, a former Defence official familiar with the process told Declassified Australia.

    Expected to be included in the information chain are the Australian Deputy-Chief of Facility at the US base, NSA liaison staff at the base, the Australian Signals Directorate head office at the Defence complex at Russell Hill in Canberra, the Defence Force’s Headquarters Joint Operations Command, in Bungendore, and the Chief of the Defence Force. From there the Defence Minister’s office would need to have been informed.

    As has been reported in media interviews and in testimony to the Senate Estimates hearings, it has been stated that Defence was not informed of the Chinese ships’ live-firing alert until a full 38 minutes after the drill window had commenced.

    The former Defence official told Declassified Australia it is vital the reason for the failure to detect the live-firing in a timely fashion is ascertained.

    Either the Australian Defence Force and US Pine Gap base were not effectively actively monitoring the Chinese flotilla at this time — and the reasons for that need to be examined — or they were, but the information gathered was somewhere stalled and not passed on to correct channels.

    If the evidence so far tendered by the Defence chief and the Minister is true, and it was not informed of the drill by any of its intelligence or surveillance assets before that phone call from Airservices Australia, the implications need to be seriously addressed.

    A final word
    In just a couple of weeks the whole Defence environment for Australia has changed, for the worse.

    The US military announces a drawdown in Europe and a new pivot to the Indo-Pacific. China shows Australia it can do tit-for-tat “navigational freedom” voyages close to the Australian coast. US intelligence support is withdrawn from Ukraine during the war. Australia discovers the AUKUS submarines’ arrival looks even more remote. The prime minister confuses the limited cover provided by the ANZUS treaty.

    Meanwhile, the US militarisation of Australia’s north continues at pace. At the same time a senior Pentagon official pressures Australia to massively increase defence spending. And now, the country’s defence intelligence system has experienced an unexplained major failure.

    Australia, it seems, is adrift in a sea of unpredictable global events and changing alliance priorities.

    The NSW Government is today launching five new Tactical Armoured Vehicles, which will significantly strengthen the capability of the NSW Police Force (NSWPF) to respond to high-risk, tactical and counter-terrorism situations.

    The armoured Lenco ‘Bearcat’ vehicles were custom designed and custom built for the specific needs of the NSWPF – at a total cost of $3.5 million.

    All five Bearcats will be strategically positioned across NSW to support the work of Tactical Police and Police Negotiaters.

    Key features include ballistically rated steel and glass with riot shield covers, rotating roof hatches, spotlights, external speakers, high-tech camera systems and advanced technical and communication capabilities.

    In an Australian first, one of the new Bearcats is equipped with an extendable ramp to allow police to quickly and safely access multi-storey buildings and aircraft. This vehicle will be stationed in Sydney, the other four vehicles will be stationed in northern, western and southern regions – allowing the Tactical Operation Unit and Tactical Operations Regional Squads to quickly respond to high-risk situations.

    The five new Bearcats bring the total number of specialised armoured vehicles in NSW to six and will further allow officers to swiftly and effectively respond to high-risk and counter-terrorism situations, ensuring the safety of the people of NSW.

    Minister for Police and Counter-terrorism, Yasmin Catley said:

    “These custom vehicles will greatly improve the capability of the Tactical Operations Unit to respond to and disrupt high-risk situations across the state.

    “The NSW Police Force is world class so it’s only fitting it has modern resources and technology to fight crime and keep our community safe.

    “Only a Labor Government backs our hardworking police 100% and ensures they have the capability they need.”

    NSW Police Commissioner Karen Webb APM said:

    “These vehicles are deployed by the Tactical Operation Unit during high-risk situations.

    “This is about protecting our specialist officers.

    “All of these vehicles are bullet and blast resistant and have the capacity to transport hostages or injured personnel.”

    The death toll from U.S. overnight airstrikes on Houthi sites across northern Yemen has risen to 31, with at least 101 others wounded, Al Jazeera reported Sunday.

    The death toll is expected to rise further as U.S. airstrikes continue across Yemen.

    The casualties were reported across multiple locations, including the capital Sanaa, the northern province of Saada, a Houthi stronghold, as well as other Houthi-controlled Yemeni provinces.

    The military campaign, which started Saturday evening, struck the Al-Jarraf residential neighborhood in northern Sanaa, followed by several bombardments on the Shoab residential area in eastern Sanaa, Houthi-run al-Masirah TV reported.

    Later in the evening, fresh strikes hit sites in the northern part of the province’s namesake central city Saada, the group’s northern main stronghold.

    According to local residents, the strikes in Sanna targeted ammunition and rocket depots near the Houthi-controlled state television station in the Al-Jarraf neighborhood. A white smoke plume could be seen rising from the neighborhood, and a series of explosions were triggered following the airstrikes, witnesses said.

    This is the first military operation conducted by the U.S. military against the Houthi sites since U.S. President Donald Trump assumed office in January and redesignated the group as a “foreign terrorist organization.”

    Trump posted on social media Truth Social that the aerial attacks on the “terrorists’ bases, leaders, and missile defenses were to protect American shipping, air and naval assets, and to restore navigational freedom.”

    He also warned the Houthis that if they do not stop their attacks “starting today … hell will rain down upon you like nothing you have ever seen before.”

    In the meantime, the U.S. Central Command posted footage on X showing warplanes taking off a U.S. aircraft carrier in the Red Sea, saying that it “initiated a series of operations consisting of precision strikes against Iran-backed Houthi targets across Yemen to defend American interests, deter enemies, and restore freedom of navigation.”

    Following the U.S. airstrikes, the Houthis vowed to launch retaliatory attacks, saying “this aggression will not pass without a response,” and that the group is “fully prepared to confront escalation with escalation,” the Houthis’ political bureau said in a statement aired by al-Masirah TV.

    On Tuesday, the Houthi group announced that it would resume launching attacks against any Israeli ship in the Red Sea, Arabian Sea, the Gulf of Aden and the Bab al-Mandab Strait until the Gaza Strip’s crossings are reopened and aid allowed in.

    From November 2023 to Jan. 19, the Houthi group, which currently controls much of northern Yemen including the capital Sanaa, had launched dozens of drone and rocket attacks against Israel-linked ships and Israeli cities to show solidarity with Palestinians amid the ongoing Israel-Hamas conflict.     The CFS, SA Metropolitan Fire Service, Department for Environment and Water, SA Police and SA State Emergency Services are responding to multiple ignitions near Katarapko Island.

    Firefighters on approximately 26 trucks, supported by aircraft and boats, are on scene working to quickly extinguish the blazes.

    The cause of the fires is yet to be determined and Fire Investigators have been notified.

    Smoke may be impacting communities and roads in the area, and visibility may be reduced. You should stay informed and be aware of the health impacts of smoke on yourself and others.

    Emergency services may be working on and around roads in the area, and motorists are advised to stay away. If you need to travel on roads in the area, please take care and drive to the local conditions.

  • MIL-OSI USA: Career Spotlight: Engineer (Ages 14-18)

    An engineer applies scientific principles to design, build, and test machines, systems, or structures to meet specific needs. They follow the steps of the engineering design process to ensure their designs work as planned while meeting a variety of requirements, including size, weight, safety, and cost.
    NASA hires several types of engineers to help tackle a range of missions. Whether it’s creating quieter supersonic aircraft, building powerful space telescopes to study the cosmos, or developing spacecraft to take humanity to the Moon, Mars, and beyond, NASA pushes the boundaries of engineering, giving us greater knowledge of our universe and a better quality of life here on Earth.

    Aerospace engineer: Applies engineering principles to design hardware and software specific to flight systems for use in Earth’s atmosphere or in space.

    Chemical engineer: Uses chemistry to conduct research or develop new materials.

    Civil engineer: Designs human-made structures, such as launch pads, test stands, or a future lunar base.

    Electrical engineer: Specializes in the design and testing of electronics such as computers, motors, and navigation systems.

    Mechanical engineer: Designs and tests mechanical equipment and systems, such as rocket engines, aircraft frames, and astronaut tools.

    High school is the perfect time to build a solid foundation of science and math skills through challenging academic courses as well as extracurricular activities, such as science clubs, robotics teams, or STEM camps in your area. You can also start researching what type of engineering is right for you, what colleges offer those engineering programs, and what you need to do to apply to those colleges.
    Engineering roles typically require at least a bachelor’s degree.

    Looking for some engineering experiences you can try right away? NASA STEM offers hands-on activities for a variety of ages and skill levels. Engineering includes iteration – repeating something and making changes in an effort to learn more and improve the process or the design. When you try these activities, make a small change each time you repeat the process, and see whether your design improves.
    NASA’s student challenges and competitions give teams the opportunity to gain authentic experience by taking on some of the technological challenges of spaceflight and aviation.
    NASA also offers paid internships for U.S. citizens aged 16 and up. Interns work on real projects with the guidance of a NASA mentor. Internship sessions are held each year in spring, summer, and fall; visit NASA’s Internships website to learn about important deadlines and current opportunities.
