    LHASA, July 10 (Xinhua) — China’s SF Airlines on Thursday launched a cargo flight linking Lhasa in China’s Xizang Autonomous Region and Ezhou in Hubei Province.

    The Boeing 757-200 of the company left Lhasa Konggar International Airport at 12:10 p.m., carrying agricultural products including tomatoes, chicken eggs, rapeseed oil and barley to Ezhou, becoming the first scheduled flight in Xijiang dedicated exclusively to cargo.

    According to the plan, round trip flights on this air route will be carried out once a week. The aircraft is capable of delivering more than 30 tons of cargo on the Lhasa-Ezhou route.

    The opening of the flight on the new route will make it more convenient to deliver products from Xizang not only to other regions of the country, but also beyond its borders, said Liu Shuxin, an employee of the Xizang branch of SF Airlines.

    Given Xijiang’s strategic location as the “gateway to South Asia,” the launch of the Lhasa-Ezhou route will help other regions in the country expand their supply of products to the South Asian market, he added.

    According to official data, airports in the Xizang Autonomous Region served 3.7 million passengers in the first half of this year.   • MIL-OSI USA: NASA Aircraft, Sensor Technology, Aid in Texas Flood Recovery Efforts

    In response to recent flooding near Kerrville, Texas, NASA deployed two aircraft to assist state and local authorities in ongoing recovery operations.
    The aircraft are part of the response from NASA’s Disasters Response Coordination System, which is activated to support emergency response for the flooding and is working closely with the Texas Division of Emergency Management, the Federal Emergency Management Agency (FEMA), and the humanitarian groups Save the Children and GiveDirectly.
    Persistent cloud-cover has made it difficult to obtain clear satellite imagery, so the Disasters Program coordinated with NASA’s Airborne Science Program at NASA’s Johnson Space Flight Center in Houston to conduct a series of flights to gather observations of the impacted regions. NASA is sharing these data directly with emergency response teams to inform their search and rescue efforts and aid decision-making and resource allocation.
    The high-altitude WB-57 aircraft operated by NASA Johnson departed from Ellington Field on July 8 to conduct aerial surveys. The aircraft is equipped with the DyNAMITE (Day/Night Airborne Motion Imager for Terrestrial Environments) sensor.
    The DyNAMITE sensor views the Guadalupe River[KA1] [RC2]  and several miles of the surrounding area, providing high-resolution imagery critical to assessing damage and supporting coordination of ground-based recovery efforts. This system enables real-time collection and analysis of data, enhancing situational awareness and accelerating emergency response times.
    In addition, the agency’s Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) is flying out of NASA’s Armstrong Flight Research Center in Edwards, California, aboard a Gulfstream III. Managed by the agency’s Jet Propulsion Laboratory in Southern California, the UAVSAR team is planning to collect observations over the Guadalupe, San Gabriel, and Colorado river basins Wednesday, Thursday, and Friday. Because UAVSAR can penetrate vegetation to spot water that optical sensors are unable to detect, the team’s goal is to characterize the extent of flooding to help with understanding the amount of damage within communities.
    Flights are being coordinated with FEMA, the Texas Division of Emergency Management, and local responders to ensure data is quickly delivered to those making decisions on the ground. Imagery collected will be sent to NASA’s Disaster Response Coordination System.
    Additionally, the Disasters Program, which is part of NASA’s Earth Science Division, is working to produce maps and data to assess the location and severity of flooding in the region and damage to buildings and infrastructure. These data are being shared on the NASA Disasters Mapping Portal as they become available.

  • MIL-OSI Banking: Andrew Bailey: The meaning of reserve currency

    It is a great pleasure to have the opportunity to make some remarks this afternoon. This is not just to be able to follow a fascinating and timely lecture, but also because I worked for Andrew Crockett at the Bank of England nearly 40 years ago. Andrew was inspiring to work for, one of the deepest thinkers about international economic policy and central banking. He also had a quite incautious side too. He was a practitioner of one of his favourite phrases – “if you have never missed a plane, you obviously arrive at airports too early”. Andrew was also the creator of the Financial Stability Forum, and its first chair.

    I want to spend my time developing a theme that has run though Maury’s lecture, namely what has been the meaning of the term reserve currency, and what does it mean today. My conclusion is that it is best to think of the term as one that has evolved with the times, and continues to do so. Thinking of it as a constant term does not help to understand its meaning.

    I will start with the nineteenth century meaning of the term. The monetary regime was the classical gold standard, and convertibility of domestic currency into gold at a fixed price was the nominal anchor of the system. The term reserve therefore referred to the gold reserves that were held to enable convertibility and the promise thereof.

    The nineteenth century Bank of England spent time managing that reserve balance to create confidence in the promise of convertibility. Today, our banknotes still carry the words “I promise to pay the bearer on demand, the sum of”. Nowadays, it means that someone can have another banknote, but under the gold standard it meant much more. This system did not put as much emphasis on financial stability, with the consequence that when crises occurred (as they did in that time), they were managed with a certain degree of adhocery. Hence, Walter Bagehot wrote his famous critique of the Bank.

    There was rather more to the concept of reserve currency in this period. Sterling was the premier currency of international trade, built on trade with the British Empire, but extending further over time to the countries of the so-called Sterling Area. It is one of the questions in central bank Trivial Pursuit to name countries in the Sterling Area.

    The collapse of this system between the wars led to the Bretton Woods system coming into existence and its heyday once full convertibility was restored. This system had the joint dollar-gold anchor in the form of a fixed dollar-gold rate and pegging of the major currencies. The consequence was a substantial growth of official dollar reserves, and the further emergence thus of the dollar as the reserve currency.

    The system therefore had a joint anchor. Because Bretton Woods solved the so-called Trilemma by restricting capital flows, the threat of countries exhausting reserves was limited, but not sufficiently so to prevent difficult devaluations at times. Moreover, I tend to think of the Triffin Dilemma as posing the question – what if the bluff of the dollar-gold tie had been called, and what would be the consequence?

    From the early 1970s that system broke down. Countries moved to free float, with periodic attempts at management, and a lifting of restrictions on capital controls. Alongside this was the emergence of the domestic anchor of monetary policy, usually an inflation target. The dollar had become the predominant currency of international trade and payments.

    The role and nature of reserves had changed. No longer were they a nineteenth century description of the central bank’s balance sheet and its liquidity under the classical gold standard. Rather, they became a description of so-called official reserves typically, but not always, held by governments, though often managed by central banks. Their role was different, reflecting the changes to the solution of the Trilemma. As foreign exchange intervention to influence exchange rates came to an end, the role of reserves in many countries was to act as a bulwark against pressures from capital flows, as seen in the Asian crisis of the late 1990s.

    A few numbers help here. The stock of FX reserves relative to global GDP increased from 3% to 11% between 1976 and last year.

    During that period, foreign currency reserves as a proportion of global reserve assets including gold increased from 50% to 90%, while the dollar’s share of foreign currency reserves declined from 80% to 57%. I take four points from these figures: the total stock of FX reserves has increased; the share of gold fell; the dollar’s share fell as it moved from being the anchor currency to the largest currency; and the evidence further supports the view that the meaning of the term reserve currency has changed over time.

    Today, with domestic monetary anchors, financial stability has become the focus of international co-ordination, the opposite of the gold standard arrangements. The meaning of reserve currency has changed again as a consequence. I would point to two important features of today’s system.

    First, the concept of reserve currency has a lot more to do with the supply and denomination of safe assets which act as security in the financial system, and are increasingly at the heart of it. This version of the concept of reserve currency has as much to do with the role of US Treasuries as a safe asset, that is present not just in official reserves but also to provide security and collateral in financial markets.

    Second, these arrangements are backed up by the provision of contingent liquidity insurance in the form of central bank swaps and a repo facility. These arrangements underpin the role and primacy of the reserve currency.

    I will end with two points which strike me as unfinished or emerging. First, at least for the large economies, it could be asked today, what is the point of official reserves? My view is that today their use is more to do with preserving financial stability in the event of stress. They may be needed to support financial system liquidity in situations of extreme stress.

    My second point, as BIS colleagues have emphasised, is that we need to watch carefully the evolution of payments forms and whether innovation here introduces fragility into what I would call the “money system”.

    If, for instance, stablecoins emerge as a new form of money, we have to decide how to ensure the singleness of money and therefore trust in money in this world, and what role the notion of reserve currency should play here.

    To finish, thank you Maury for such a stimulating lecture. You pushed me to think further about the meaning of reserve currency. The conclusion I draw was that we need to emphasise more its adaptable nature, but thereby be very clear what it means in the world of today and tomorrow.

  • Centre launches two-year celebrations for Dr. Syama Prasad Mookerjee’s 125th birth anniversary

    The Ministry of Culture has announced a two-year official commemoration to mark the 125th birth anniversary of Bharat Kesari Dr. Syama Prasad Mookerjee, honouring the enduring legacy of a leader whose contributions have shaped India’s political, cultural and educational journey.

    Union Minister for Culture and Tourism, Gajendra Singh Shekhawat, who was the Chief Guest at the inaugural event held in the national capital, paid rich tributes to Dr. Mookerjee’s vision for national unity and self-reliance. He said that India today is fulfilling the dreams Dr. Mookerjee once envisioned.

    “He must be blessing us, seeing that India’s aircraft has reached the moon and that a son of India speaks with the Prime Minister from space,” the Minister said. Referring to the transformation in Jammu and Kashmir, he said, “His soul must feel content that Tiranga Yatras are carried out fearlessly at Lal Chowk, and that all laws of India are fully implemented in Kashmir. Today, there is one nation, one flag and one Constitution.”

    Shekhawat further said that under the leadership of Prime Minister Narendra Modi, the government is committed to realising Dr. Mookerjee’s vision of a united and developed India. “After Independence, how India should be built — to give shape to that vision, the present Modi government is moving ahead on the path shown by him,” he added.

    Speaking at the event, Vivek Aggarwal, Secretary, Ministry of Culture, highlighted Dr. Mookerjee’s ideals and their relevance in contemporary India. “He was a great patriot, a visionary educationist and a staunch believer in India’s unity and integrity,” he said. He added that the commemoration will not be confined to Delhi alone but will be observed across all states and union territories over the next two years.

    Union Minister for Science & Technology, Dr. Jitendra Singh, who also addressed the gathering, described Dr. Mookerjee as one of the greatest scholars and statesmen of the pre-Independence era. He recalled Dr. Mookerjee’s courage in resigning from the government on matters of principle, saying, “That kind of integrity and conviction is rare.”

    President of the Ekatma Manav Darshan Anusandhan Evam Vikas Pratishthan, Dr. Mahesh Chandra Sharma, offered a detailed perspective on Dr. Mookerjee’s role during Partition and India’s constitutional history. He said Dr. Mookerjee firmly opposed the idea of Partition and worked to save parts of Bengal and Assam from being handed over to Pakistan.

    Chairman of the Syama Prasad Mookerjee Research Foundation, Dr. Anirban Ganguly, traced Dr. Mookerjee’s journey from his early academic brilliance to his impact on national politics. He recalled how Dr. Mookerjee strongly opposed Article 370 and famously said, “Ek desh mein do Vidhan, do Pradhan, aur do Nishan nahi chalenge.” He noted that Dr. Mookerjee became a Vice Chancellor at the age of 33, entered the Union Cabinet at 45, founded the Bharatiya Jana Sangh at 50, and sacrificed his life at just 52.

    The inaugural programme featured a special exhibition showcasing rare photographs, archival material and multimedia displays highlighting Dr. Mookerjee’s contributions in education, nation-building and industrial development. A commemorative stamp and coin were also released by the Ministry to honour his memory.

    The National School of Drama staged a theatrical production on the life and times of Dr. Mookerjee, while young scholars from the Centre for Cultural Resources and Training presented a soulful instrumental ensemble under the guidance of noted flautist Pt. Chetan Joshi.

  • MIL-OSI Africa: Zimbabwe undertakes second Joint External Evaluation to strengthen National Health Security

    From 29 June to 4 July 2025, Zimbabwe conducted its second Joint External Evaluation (JEE) to assess the country’s capacity to prevent, detect, and respond to public health threats under the International Health Regulations (2005). The JEE, coordinated by the Ministry of Health and Child Care (MoHCC) with support from WHO and partners, marks a critical milestone in strengthening Zimbabwe’s public health emergency preparedness and response systems.

    The JEE is a voluntary, collaborative process used globally to assess a country’s readiness to manage infectious disease outbreaks and other health emergencies. It is conducted every five years, with the country’s first evaluation completed in 2018.

    “The JEE gives us a structured opportunity to check how ready we are to detect and respond to public health threats and we thank all the partners who have made this possible,” said Dr Wenceslaus Nyamayaro, MoHCC Acting Chief Director, Public Health. 

    The internal self-assessment, the first phase of the JEE, was completed in July 2025 with over 100 participants from across sectors including health, environment, veterinary services, defense, disaster management, civil society, and development partners including WHO, UNICEF, FAO, Africa CDC and others. This participatory process assessed 19 technical areas ranging from biosafety and surveillance to legislation and points of entry.

    Key areas that emerged as requiring urgent attention include outdated or poorly implemented legal instruments, coupled with limited availability of legal support at subnational levels. Gender equity in emergencies remains a concern, with notable gaps in funding for gender-based violence (GBV) prevention and response, as well as low representation of women in emergency preparedness and decision-making processes. Funding for emergency response activities was also highlighted as inadequate.  Surveillance systems for foodborne illnesses and healthcare-associated infections (HAIs) are still fragmented, highlighting the need for stronger cross-sector coordination. Coordination between the human, animal and environmental health sectors is still weak, showing the need to improve how these groups work together. Biosafety and biosecurity capacities also require strengthening, particularly in terms of laboratory infrastructure and staff training. Additionally, readiness at points of entry remains limited, with gaps in the ability to detect and respond to public health threats at borders and airports.

    Zimbabwe also assessed its progress in tackling antimicrobial resistance (AMR), a growing global threat. While the country has developed a robust One Health AMR National Action Plan and established 14 multisectoral surveillance sites, challenges remain in laboratory capacity, integration of data systems and containment of multidrug-resistant organisms (MDROs).

    The next phase of the JEE will involve an external validation mission scheduled for 6–13 September 2025. A team of international subject matter experts, coordinated by WHO’s Regional Office for Africa, will work with technical teams in Zimbabwe to validate scores, review documentation and conduct site visits to key health facilities including laboratories and points of entry. Following the mission, Zimbabwe will develop or update its National Action Plan for Health Security (NAPHS). This plan will consolidate findings from the JEE, past outbreak reviews, and risk assessments to guide future investments and reforms in public health preparedness.

    “The evaluation is about continuous improvement. It reflects Zimbabwe’s commitment to protect the health of its people through stronger systems, better data, and broader collaboration,” said Dr. Desta Tiruneh, WHO Representative to Zimbabwe.

    The evaluation was made possible with funding from the Health Resilience Fund (HRF) through WHO, with additional support mobilized by MoHCC from Africa CDC and UNICEF.

    NEW DELHI, July 10 (Xinhua) — Two Indian Air Force pilots were killed during a training exercise in the western state of Rajasthan on Wednesday, the Indian Air Force confirmed.

    A training aircraft crashed during a routine training session in Churu district of Rajasthan.

    “An Indian Air Force (IAF) Jaguar fighter jet trainer suffered an accident during a routine training mission and crashed near Churu in Rajasthan today. Both pilots sustained fatal injuries. No damage to civilian property reported,” the IAF said on social media.

  • MIL-OSI Canada: Provincial Fire Ban Issued for Area Between Provincial Forest and Churchill River

    The Saskatchewan Public Safety Agency (SPSA) has issued a fire ban effective at 8 a.m. on July 10, 2025, due to high fire activity and extreme fire risk. The ban encompasses the area north of the provincial forest boundary, up to the Churchill River. 

    The fire ban prohibits any open fires, controlled burns and fireworks in the designated boundary. This includes provincial parks, provincial recreation sites and the Northern Saskatchewan Administration District within the boundary. The ban does not include ATV/UTV restrictions at this time.

    “The extreme heat we have been experiencing means there is a need for everyone to take precautions and use extreme caution outdoors,” SPSA Vice-President of Operations Steve Roberts said. “Please be cautious if you are using ATVs/UTVs and report a fire if you see one.” 

    The SPSA encourages municipalities, rural municipalities and communities to continue to determine if fire bans are needed in their areas to prevent unwanted human-caused wildfires.

    A list of fire bans and restrictions in provincial parks and recreation sites can be found here.

    The SPSA has recently brought in assets from Quebec to assist with wildfire efforts. The two Quebec CL-415 aircraft and 100 wildfire personnel are currently assigned to the DITCH, PISEW, DORE and MUSKEG fires.

    As of 11:00 a.m., there are 65 active wildfires in Saskatchewan. Of those active fires, seven are categorized as contained, 13 are not contained, 29 are ongoing assessment and 16 are listed as protecting values.

    Four communities remain under an evacuation order: Resort Subdivision of Lac La Plonge, La Plonge Reserve, Northern Village of Beauval and Kinoosao.

    India has outlined a bold roadmap for energy security and a sustainable future at the 9th OPEC International Seminar held in Vienna, Austria. Addressing global energy leaders and industry experts, Minister of Petroleum and Natural Gas, Hardeep Singh Puri, emphasized India’s commitment to achieving energy independence by 2047 and net-zero emissions by 2070.

    Speaking on the theme ‘Oil Markets: Energy Security, Growth & Prosperity’, Puri detailed India’s extensive plans to expand hydrocarbon exploration. Under the Open Acreage Licensing Policy (OALP) Round-10, the government has opened 2.5 lakh sq km for exploration, with the target to scale this up to 0.5 million sq km by 2025 and 1 million sq km by 2030. He also highlighted India’s potential breakthrough in discovering a Guyana-scale oilfield in the Andaman Sea, positioning the country for major upstream growth under the leadership of Prime Minister Narendra Modi.

    Key policy reforms are driving this momentum. India has transitioned from a Production Sharing Contract regime to a Revenue Sharing Model under the Hydrocarbon Exploration and Licensing Policy (HELP) and has amended the Oilfields (Regulation and Development) Act, 1948 to improve lease management, safety and dispute resolution.

    Notably, 99% of previously designated ‘No-Go’ areas have been opened, freeing over 1 million sq km for exploration. This expansion is underpinned by large-scale national data initiatives, including the National Seismic Program, the Andaman Offshore Project, Mission Anveshan, and the Extended Continental Shelf Survey.

    Highlighting India’s growing role in global energy markets, Puri noted that as the world’s third-largest energy consumer with daily demand of about 5.4 million barrels, India is both a structural growth engine and a stabilizing force in the oil market. “India will contribute nearly 25% of the incremental global energy demand growth in the coming years,” he said.

    To strengthen its energy security, India is diversifying its crude oil import sources from 27 to 40 countries, ramping up domestic production, advancing alternative fuels, and expanding its refining capacity to 310 MMTPA by 2028. The country also aims to boost its petrochemical sector, targeting a USD 300 billion industry by 2030.

    Despite global geopolitical tensions, Puri highlighted India’s success in ensuring affordable energy for its citizens. “India is the only major economy to reduce fuel prices even as global oil prices rose,” he pointed out.

    On the clean energy front, the Minister underlined the role of biofuels in India’s decarbonization pathway. The Global Biofuels Alliance — initiated by India — now has the support of over 29 countries and 14 international organisations. Domestically, the country is accelerating the use of ethanol, compressed biogas (CBG), biodiesel and sustainable aviation fuel (SAF). “India firmly believes the global energy transition must be just, inclusive and equitable. For 1.4 billion Indians and billions across the Global South, development must go hand in hand with dignity,” he said.

    He also shared the success of the Pradhan Mantri Ujjwala Yojana (PMUY), the world’s largest clean cooking programme. Since its launch, over 103 million LPG connections have been provided to women from economically weaker households, raising LPG coverage from 55% in 2014 to near-universal access today. Despite a 58% rise in global LPG prices, PMUY beneficiaries pay only $6–7 for a standard 14.2 kg cylinder — about 39% less than the international market price last year — supported by significant government subsidies and oil marketing companies absorbing $4.7 billion in losses.

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) announced the Federal Aviation Administration has awarded a series of Airport Improvement Program (AIP) grants to local NY-23 airports: $731,951 to the Corning-Painted Post Airport, $394,724 to the Akron Jesson Field Airport, $386,272 to the Buffalo-Lancaster Regional Airport, and $201,400 to the Chautauqua County Jamestown Airport.

     

    Specifically, the Federal Aviation Administration (FAA) awarded an AIP grant to the Town of Erwin Industrial Development Agency to fund the final phase of construction at Corning-Painted Post Airport. This project will rehabilitate 3,269 feet of an existing paved runway to maintain the structural integrity.

     

    At Akron Jesson Field Airport, an AIP grant was awarded to Christian Airmen Inc. to conduct an initial pavement survey and develop a new pavement management plan.

     

    At Buffalo-Lancaster Regional Airport, an AIP grant was awarded to Lancaster Airport Inc. to conduct an initial pavement study and develop a new pavement management plan.

     

    At Chautauqua County Jamestown Airport, an AIP grant was awarded to the County of Chautauqua to reconstruct the existing Terminal Apron lighting and to reconstruct 13,900 square yards of existing Terminal Apron pavement.

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) announced that 18 California airports were awarded a combined $81.3 million in grant funding from the Federal Aviation Administration (FAA) to bolster aviation infrastructure. The funding comes through the Airport Improvement Program (AIP), which invests in airport infrastructure projects such as runways, taxiways, noise cancellation, airport signage, airport lighting, and airport markings.

    “Californians and the millions of people who visit our state each year deserve a safe and easy airport travel experience,” said Senator Padilla. “That starts with modernizing and rehabilitating outdated airport infrastructure. These critical investments will not just make travel smoother for passengers, but will reduce noise pollution in neighboring communities.”

This grant funds a portion of the final phase, which consists of reconstruction of 1,788 feet.
    • San Diego International Airport — $15 million: This project acquires and installs full noise mitigation measures for 250 residences affected by airport noise exposure.
    • San Luis Obispo County Regional Airport — $8.71 million: This project rehabilitates 6,101 feet of existing paved Taxiway A to maintain the structural integrity of the pavement and to minimize foreign object debris to extend its useful life. This grant is associated with an Airport Infrastructure Grant that funds the remaining eligible portion of the project. This grant funds a portion of the total project.
    • Hollywood-Burbank/Bob Hope Airport — $7.92 million: This project constructs a new 105,816 square yard Terminal Apron to bring the airport into conformity with current standards. This grant funds the final phase, which consists of construction of 74,071 square yards.
    • March Air Reserve Base — $3.27 million: This project reconstructs 13,950 square yards of the existing Golf Apron pavement that has reached the end of its useful life.     • Chino Airport — $1.05 million: This project rehabilitates 500 feet of existing paved Taxiway G to maintain the structural integrity of the pavement to extend its useful life. It also extends existing Taxiways H and L an additional 1,800 feet in length to bring the airport into conformity with current standards, while constructing new 1,800-foot Taxiways K, S, and T to bring the airport into conformity with current standards. This grant funds phase 1, which consists of design.

  • MIL-OSI Europe: Press release – Managing the influx of substandard goods from non-EU web shops

    On Wednesday, Parliament adopted proposals to manage the growing influx into the EU of substandard and potentially dangerous cheap goods from non-EU web shops.

    The report adopted with 619 votes in favour, 26 against and 46 abstentions identifies ways to alleviate the pressure on customs and market surveillance authorities struggling to check and ensure the safety of the 12 million small e-commerce packages arriving in the EU every day.

    Warehousing and removal of customs tax exemptions

    So-called “warehousing might be one helpful solution to check and ensure the safety of packages, MEPs say. This would involve convincing non-EU traders to set up warehouses inside the EU to process client deliveries. Checking their bulk shipments of similar goods into these EU-based warehouses would be considerably easier than checking individual packages coming to the EU from third countries.

    MEPs also support the removal of the current customs duty exemption for goods worth less than €150 in the framework of the wider Customs Code reform, as approximately 65% of parcels entering the EU are deliberately undervalued.

    Handling fee for small e-commerce parcels

    The report cautiously supports the Commission’s proposal to impose a €2 handling fee for individual e-commerce packages from outside the EU, as announced in its communication on e-commerce. MEPs want the Commission to verify that this amount is proportionate, compliant with WTO rules, and would not be passed on to EU consumers.

    Digitalisation and better rules enforcement

    The report also suggests that digitalisation and especially the use of new AI tools and block chain technology might ease the customs overload and make checks more efficient. MEPs urge EU member states to allocate more money to customs authorities for the uptake of these new tools. They call on the EU to focus on implementing existing rules and make sure platforms fulfil their obligations.

    MEPs also want member states to restrict high-risk vendors from operating in their critical infrastructure and border security systems, such as for the procurement of security screening and cargo scanning equipment used at airports and ports.

    Next steps

    Some of the proposals adopted today will be discussed during the negotiations between Parliament and Council on a major reform of Union’s Customs Code that started yesterday on 8 July 2025.

    The following story is from Drew Acosta, former IADC Missouri S&T Student Chapter Vice President, 2024 IADC Student Chapter scholarship recipient and Drilling Engineer at Chevron.

    Growing up in rural East Texas, I always associated oil and gas with opportunity. However, I never anticipated the impact it would have on my life. As a kid, I dreaded the smell of crude oil that filled the dry desert air during trips to Odessa to visit my cousins. Watching family and friends leave for a few weeks to work on rigs was a routine part of life.

    My introduction to IADC came in spring 2022, during my second semester at Missouri S&T. I had just transferred to play baseball and study petroleum engineering after spending two years studying business at another university. Encouraged by friends, I attended the IADC Annual General Meeting in Austin in fall 2023. The warm welcome I received from the IADC community was unforgettable and unlike any other conference experience I had as a student. It was then that I knew I wanted to pursue a career in drilling.

    I took on a leadership role within my university’s IADC chapter and never looked back. The fellowship and support I got from IADC was invaluable. In 2024, IADC awarded me a scholarship that was crucial in helping me complete my education as a first-generation college student. Additionally, I organized a WellSharp certification class for fellow students, with IADC providing the necessary resources.

    In February 2025, I began my full-time role as a Drilling Engineer at Chevron in Houston. This position allows me to stay involved in events for young professionals and attend many more conferences in the future. Now, I’m the family or friend heading out to the rig for a few weeks, eagerly waiting for the plane to land at the Midland airport so I can feel the sandy, crude-scented wind and continue working on the next phase of my career.

    Reflecting on my journey, IADC has been a pivotal factor in bridging those two points of my life, supporting me every step of the way.

    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) announced $21,254,275 in federal funding to support infrastructure improvements at ten airports across Virginia. This funding comes through the U.S. Department of Transportation’s Federal Aviation Administration Airport Infrastructure Grant program, made possible by the bipartisan infrastructure law.

    “We are thrilled to announce this funding for Virginia’s airports,” the senators said. “This investment is a major win for Virginia’s travelers and communities and will help to ensure our airports are safer, more efficient, and ready to meet growing demand in the years to come.” 

    The funding is broken down as follows:

    • $6,000,000 to the Peninsula Airport Commission to reconstruct 6,500 feet of existing paved taxiways at Newport News-Williamsburg Airport;
    • $5,927,653 to the Roanoke Regional Airport Commission through grants to rehabilitate existing runway and taxiway at Roanoke-Blacksburg Airport;

    • $1,699,218 to the Charlottesville-Albemarle Airport Authority to upgrade and replace existing security equipment at Charlottesville-Albemarle Airport;
    • $1,229,342 to the City of Lynchburg to rehabilitate runway at Lynchburg Regional Airport;
    • $750,000 to the Orange County Board of Supervisors to construct a new hangar for aircraft storage at Orange County Airport;
    • $600,000 to the County of Halifax to reconstruct runway lighting at William M. Tuck Airport;
    • $164,000 to the Dinwiddie County Airport and Industrial Authority to expand the terminal apron to allow for a wider variety of aircrafts at Dinwiddie County Airport;
    • $107,112 to the County of New Kent to remove trees obstructing operations at New Kent County Airport;
    • $76,950 to the Tazewell County Airport Authority to remove trees obstructing operations at Tazewell County Airport; and
    • $700,000 to the Commonwealth of Virginia to update Virginia’s existing airport system plan.

    Sens. Warner and Kaine have long supported efforts to improve Virginia’s airports. Sens. Warner and Kaine have secured millions in federal funding for airports across Virginia through the Bipartisan Infrastructure Law. Last month, the senators announced over $5 million in federal funding, building on more than $12 million for improvements to Virginia’s airports announced in January of this year. In October 2024, they announced nearly $57 million in federal funding for revitalizations efforts, and in September 2024, they announced more than $46 million in federal funding for improvements to Virginia airports through the Airport Improvement Program. The senators have previously announced $104.6 million in combined federal funding for the new terminal building at Dulles.

    IAM District 837 has officially opened the economic portion of high-stakes contract negotiations with Boeing Defense. The IAM Union represents more than 3,200 highly skilled members at facilities in St. Louis, St. Charles, Mo., and Mascoutah, Ill.

    IAM Union members are the driving force behind Boeing’s military production, assembling and maintaining advanced aircraft and weapons systems, including the F-15, F/A-18, and cutting-edge missile and defense technologies. Their work plays a vital role in safeguarding national security and supporting U.S. and allied defense operations.

  • MIL-OSI Canada: Contract awarded for Phase 2 of Counter Uncrewed Aircraft Systems Capability in support of Operation REASSURANCE

    On July 7, 2025, the Government of Canada awarded two contracts for a total value of $169,187,671.90 to CACI, Inc. – FEDERAL as part of the second phase of the Counter Uncrewed Aircraft System (CUAS) Urgent Operational Requirement. This is a critical new capability to support Canadian Armed Forces (CAF) members deployed on Operation REASSURANCE.

    This contract includes the integration and mounting of the CUAS onto a new light armoured tactical vehicle platform, as well as in-service support for the systems for up to 10 years.

    As the international security environment changes, the Government of Canada is continually working to equip CAF personnel with the capabilities they need to protect Canada and its national interests.
