  • MIL-OSI USA: Restoring American Airspace Sovereignty

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
    Section 1.  Purpose. Unmanned aircraft systems (UAS), otherwise known as drones, offer the potential to enhance public safety as well as cement America’s leadership in global innovation.  But criminals, terrorists, and hostile foreign actors have intensified their weaponization of these technologies, creating new and serious threats to our homeland.  Drug cartels use UAS to smuggle fentanyl across our borders, deliver contraband into prisons, surveil law enforcement, and otherwise endanger the public.  Mass gatherings are vulnerable to disruptions and threats by unauthorized UAS flights.  Critical infrastructure, including military bases, is subject to frequent — and often unidentified — UAS incursions.  Immediate action is needed to ensure American sovereignty over its skies and that its airspace remains safe and secure.
    Sec. 2.  Definitions.  For the purposes of this order:
    (a)  the term “unmanned aircraft systems” or “UAS” has the meaning given in 49 U.S.C. 44801;
    (b)  the term “critical infrastructure” has the meaning given in 42 U.S.C. 5195c(e), and includes systems and assets in all of the designated critical infrastructure sectors identified in National Security Memorandum 22 of April 30, 2024 (Critical Infrastructure Security and Resilience) (NSM-22); and
    (c)  the term Sector Risk Management Agency or “SRMA” has the same meaning given in 6 U.S.C. 650 and as further described in NSM-22.
    Sec. 3.  Policy.  It is the policy of the United States to ensure control over our national airspace and to protect the public, critical infrastructure, mass gathering events, and military and sensitive government installations and operations from threats posed by the careless or unlawful use of UAS.
    Sec. 4.  Task Force to Restore American Airspace Sovereignty.  To assist in ensuring control over our national airspace, there is hereby established the Federal Task Force to Restore American Airspace Sovereignty (Task Force).  The Task Force shall be chaired by the Assistant to the President for National Security Affairs (APNSA) or a designee, and include principals, or their designees, from appropriate executive departments and agencies as identified by the APNSA.  The Task Force shall review relevant operational, technical, and regulatory frameworks and develop and propose solutions to UAS threats, as appropriate and consistent with applicable law, and shall make recommendations on the implementation of all actions identified in this order.
    Sec. 5.  Airspace Regulations to Protect the Public.  The Administrator of the Federal Aviation Administration (FAA) shall:
    (a)  with respect to the rulemaking required by section 2209(f) of the FAA Extension, Safety, and Security Act of 2016, as amended:
    (i)   promptly submit a notice of proposed rulemaking (NPRM) to the Office of Management and Budget (OMB) and the Task Force establishing the statutorily required process for restricting drone flights over fixed site facilities, and interpreting, to the extent appropriate, critical infrastructure consistent with the definition of that term in this order; and
    (ii)  promulgate a final rule as soon as practicable after publication of the NPRM;
    (b)  make national security and homeland security assessments under section 2209 in coordination with Sector Risk Management Agencies (SRMAs), the Secretary of Defense, the Secretary of Homeland Security, or the Attorney General, as appropriate, and whenever military installations or operations are implicated, with the Secretary of Defense; and
    (c)  within 180 days of the date of this order, make freely available online Notices to Airmen (NOTAMs) and Temporary Flight Restrictions (TFRs) in an open format easily accepted for drone geofencing and Aircraft Navigation and Guidance system purposes.  This online availability should supplement, but not replace, existing NOTAMs and TFR promulgation methods.
    Sec. 6.  Enhancing Airspace Sovereignty.  (a)  the Attorney General, in coordination with the Administrator of the FAA, shall take appropriate steps to ensure full enforcement of applicable civil and criminal laws when drone operators endanger the public, violate established airspace restrictions, or operate a drone in furtherance of an element of another crime;
    (b)  on a recurring basis, the Attorney General shall submit to the President, through the APNSA, legislative proposals that would revise criminal penalties for violations of restricted airspace; and
    (c)  within 30 days of the date of this order, and to the extent allowed by law, the Attorney General and the Secretary of Homeland Security shall ensure that their respective departments’ grant programs permit otherwise eligible State, local, tribal, and territorial (SLTT) agencies to receive grants to purchase UAS or equipment or services for the detection, tracking, or identification of drones and drone signals, consistent with the legal authorities of those SLTTs.
    Sec. 7.  Detection, Tracking, and Identification of Drones and Drone Signals.  (a)  To the extent permitted by law and consistent with the Fourth Amendment, executive departments and agencies shall use all available existing authorities to employ equipment to detect, track, and identify drones and drone signals.
    (b)  Within 30 days of the date of this order, the Attorney General, the Secretary of Transportation, the Secretary of Homeland Security, and the Chairman of the Federal Communications Commission shall revise the August 2020 “Advisory on the Application of Federal Laws to the Acquisition and Use of Technology to Detect and Mitigate Unmanned Aircraft Systems” to reflect relevant developments in Federal law and regulations addressing drones.
    (c)  Within 60 days of the date of this order, the Administrator of the FAA shall provide, to the extent permitted by law, including the Privacy Act of 1974 (5 U.S.C. 552a), automated real-time access to personal identifying information associated with UAS remote identification signals to appropriate executive departments and agencies and SLTT agencies for the purposes of enforcing applicable Federal or State law, with appropriate national security and privacy safeguards.
    (d)  Within 60 days of the date of this order, the Secretary of Homeland Security and the Administrator of the FAA, in coordination with the heads of other SRMAs as appropriate, shall publish guidance to aid private critical infrastructure owners or operators in employing technologies to detect, track, and identify drones and drone signals.
    Sec. 8.  Enhancing General Protections.  Within 90 days of the date of this order, the Secretary of Homeland Security and the Attorney General, in coordination with the Secretary of Defense and the Secretary of Transportation, shall submit a recommendation to the President, through the APNSA, using risk-based assessment as defined in 6 U.S.C. 124n(k)(8), on whether the northern and southern land borders; large airports; Federal facilities; critical infrastructure; and military installations, facilities, and assets should be designated as covered facilities or assets under 6 U.S.C. 124n and 10 U.S.C. 130i and whether any changes to law would be necessary relating to such designation.  
    Sec. 9.  Building Counter-UAS Capacity.  (a)  Within 30 days of the date of this order, the Attorney General and the Secretary of Homeland Security shall explore integrating counter-UAS operational responses as part of Joint Terrorism Task Forces for the purpose of protecting mass gathering events.
    (b)  The Attorney General, in coordination with the Secretary of Defense; the Secretary of Transportation, acting through the Administrator of the FAA; the Secretary of Homeland Security; the Director of OMB; and the Chairman of the Federal Communications Commission, shall promptly take all appropriate steps to implement the recommendations of the March 2022 Feasibility Report to Congress with regard to the creation of the National Training Center for Counter-Unmanned Aircraft Systems (Center), and, upon establishment of the Center, focus initial training provided by the Center on development of Federal and SLTT capabilities to secure major upcoming national and international sporting events held in the United States, such as the FIFA World Cup 2026 and the 2028 Summer Olympics.
    Sec. 10.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
    (d)  The costs for publication of this order shall be borne by the Department of Transportation.

    Schumer has been a long-time, relentless advocate for air safety standards following the tragic crash of Colgan Air Flight 3407. In February 2009, the tragic crash of Flight 3407 near Buffalo, New York claimed 50 lives and alerted the nation to the shortfalls in our aviation safety system, particularly at the regional airline level. In the wake of the tragedy, Schumer worked with the families who lost loved ones in the crash, to pass the Airline Safety and Federal Aviation Administration Extension Act of 2010. This landmark aviation safety legislation addressed many of the factors contributing to the increasing safety gap between regional and mainline carriers by requiring the FAA to develop regulations to improve safety, including enhanced entry-level pilot training and qualification standards, pilot fatigue rules, airline pilot training and safety management programs, and the creation of an electronic Pilot Record Database.

    Notably, the legislation included a mandate that first officers – also known as co-pilots – hold an Airline Transport Pilot (ATP) certificate, which requires that the pilot log 1,500 flight hours, and the advocacy of the families has led to many other laws including regulations to combat pilot fatigue, the establishment of the electronic Pilot Records Database, and more.

    Washington, D.C. — U.S. Senator Ted Budd (R-N.C.), a member of the Senate Committee on Commerce, Science, and Transportation, and Representative Troy Nehls (R-Texas-22), Chairman of the Subcommittee on Aviation for the House Transportation and Infrastructure Committee today celebrated the news that President Trump issued a transformative executive order to repeal the prohibition on overland supersonic flight, establish an interim noise-based certification standard, and repeal other regulations that hinder supersonic flight.

    The executive order follows Senator Budd and Representative Nehls’ introduction of the Supersonic Aviation Modernization (SAM) Act, which would require the Federal Aviation Administration (FAA) Administrator to issue regulations to legalize civil supersonic flight in the United States. President Trump’s executive order directly aligns with the goals of this legislation.

    BACKGROUND:

    For the past fifty-two years, the United States has had a speed limit in the sky. 14 CFR § 91.817, enacted in 1973, dictates that no person may operate a civil aircraft in the United States at a true flight Mach number greater than 1. This rule prohibits non-military related supersonic flight over the United States, setting an artificial speed limit in the national airspace.

    American companies, like Boom Supersonic, have developed quiet supersonic technologies and have already demonstrated that their aircraft can operate above Mach 1 without a sonic boom reaching the ground.

    This is due to a well-known phenomenon called Mach cutoff, in which a sonic boom refracts in the atmosphere and never reaches the ground.

    Despite these innovations, FAA regulations continue to restrict supersonic operations.

    President Trump’s executive order will permit operators to fly aircraft at supersonic speeds within the National Airspace System if no sonic boom reaches the ground, the intended outcome of the SAM Act.

    The SAM Act was cosponsored by Senators Thom Tillis (R-N.C.), Mike Lee (R-Utah), and Tim Sheehy (R-Mont.). Representative Sharice Davids (D-Kan.-3) joined Representative Nehls in introducing the bill in the House.

(“Captivision” or the “Company”) (NASDAQ: CAPT), a pioneering manufacturer and global LED solution provider, announced that on June 4, 2025, it received a staff determination letter (the “Determination Letter”) from the Listing Qualifications Department of The Nasdaq Stock Market LLC (“Nasdaq”) notifying the Company that it had not regained compliance with the Market Value of Listed Securities (“MVLS”) Requirement by June 2, 2025. The Determination Letter has no immediate effect and will not immediately result in the suspension of trading or delisting of the Company’s securities.

    As previously reported in a Current Report on Form 6-K filed on December 9, 2024, the Company received a deficiency letter from the Nasdaq Staff on December 3, 2024, notifying the Company that for the last 30 consecutive business days, the Company’s MVLS was below the minimum of $50 million required for continued listing on The Nasdaq Global Market pursuant to Nasdaq Listing Rule 5450(b)(2)(A). The Company was provided an initial period of 180 calendar days, or until June 2, 2025, to regain compliance with the MVLS Requirement.

    Additionally, on May 22, 2025, Staff notified the Company that since it had not yet filed its Form 20-F for the period ended December 31, 2024, it no longer complied with Nasdaq Listing Rule 5250(c)(1) (the “Filing Requirement”). However, pursuant to Listing Rule 5810(c)(2), this deficiency serves as a separate and additional basis for delisting, and the Company should also address this concern before a Hearings Panel (the “Panel”) if it appeals Staff’s determination.

    Accordingly, and as described in the Determination Letter, the Company intends to timely request a hearing before the Panel. The hearing request will automatically stay any trading suspension or delisting action for an additional 15 calendar days following the date of the request; however, Nasdaq provides a process for requesting an extension of the stay through the hearing date and any subsequent extension period granted by the Panel. In connection with its hearing request, the Company will request to have the stay extended through the hearing and any additional extension period that may be granted by the Panel thereafter. However, there can be no assurance that the Panel will grant the Company an extended stay or an additional extension to demonstrate compliance, or that the Company will be able to regain compliance by the end of any additional extension period.

    NASA’s University Student Research Challenge (USRC) seeks to challenge students to propose new ideas/concepts that are relevant to NASA Aeronautics.  The challenge will provide students from accredited U.S. colleges or universities with grants for their projects, as well as the challenge of raising cost share funds through a crowdfunding campaign. The process of creating and implementing a crowdfunding campaign acts as a teaching accelerator — requiring students to act like entrepreneurs and raise awareness about their research among the public.
    The solicitation goal can be accomplished through project ideas such as advancing the design, developing technology or capabilities in support of aviation, by demonstrating a novel concept, or enabling advancement of aeronautics-related technologies.

    NASA’s Commercial Supersonic Technology project sought proposals for a fuel injector design concept and fabrication for testing at NASA’s Glenn Research Center in Cleveland.
    The proposal for the fuel injector design aimed to establish current state-of-the-art in low NOx supersonic cruise while meeting reasonable landing take-off NOx emissions. The technology application timeline is targeted for a supersonic aircraft with entry into service in the 2035+ timeframe.
    Proposals were due by May 31, 2024 at 5 pm EDT.

    Competition for NRA awards is open to both academia and industry.
    The current open solicitations for ARMD Research Opportunities are ROA-2024 and ROA-2025.

    NRA solicitations are released by NASA Headquarters through the Web-based NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES).

    ENSURING AMERICAN SOVEREIGNTY OVER ITS SKIES: Today, President Donald J. Trump signed an Executive Order to ensure American sovereignty over its skies and a safe and secure airspace.
    Unmanned aircraft systems (UAS), otherwise known as drones, pose a growing threat as criminals, terrorists, and hostile foreign actors increasingly weaponize these technologies to endanger public safety and national security. 
    The Order establishes the Federal Task Force to Restore American Airspace Sovereignty to review and propose solutions to UAS threats.
    It directs the Administrator of the Federal Aviation Administration (FAA) to establish a process to restrict drone flights over critical infrastructure and other public facilities.  
    It instructs the FAA Administrator to make Notices to Airmen and Temporary Flight Restrictions freely available online for drone geofencing and Aircraft Navigation and Guidance system purposes.
    The Order requires the Attorney General and FAA Administrator to increase enforcement of civil and criminal laws against drone operators endangering the public, violating airspace restrictions, or committing a crime.
    It authorizes Federal agencies to use existing authorities to detect, track, and identify drones and drone signals, and enables state, local, tribal, and territorial  law enforcement agencies to access grant programs for similar equipment.
    The Order mandates the publication of guidance to help private critical infrastructure owners and operators employ drone detection technologies.
    It calls for a risk-based assessment to designate borders, large airports, Federal facilities, critical infrastructure, and military installations as protected areas.
    The Order directs the Attorney General and Secretary of Homeland Security to explore integrating counter-UAS operation responses as part of Joint Terrorism Task Forces that are stood up for mass gathering events.
    It also directs the Administration to create a National Training Center for Counter-UAS to build the needed counter-UAS capacity to secure major events like the 2026 FIFA World Cup and 2028 Summer Olympics.  
    ADDRESSING GROWING DRONE THREATS: President Trump is taking decisive action to counter the escalating misuse of drones.
    Criminals, terrorists, and hostile foreign actors have intensified their weaponization of drone technologies, creating new and serious threats to our homeland.

    WASHINGTON — U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) joined U.S. Sens. Maria Cantwell (D-WA), Ranking Member of the Senate Committee on Commerce, Science and Transportation, Tammy Duckworth (D-IL), Ranking Member of the Subcommittee on Aviation, Space, and Innovation, Amy Klobuchar (D-MN), Raphael Warnock (D-GA), and Ed Markey (D-MA) in introducing the Safe Operation of Shared Airspace Act of 2025 to strengthen aviation safety. The legislation follows Warner and Kaine’s years-long advocacy against further crowding in the capital area airspace – which will continue – and comes in direct response to the January 29, 2025 collision between an Army Black Hawk helicopter and a regional commercial jet operating as American Airlines flight 5342 near Ronald Reagan Washington National Airport (DCA) that took the lives of 67 people.

    The crash exposed multiple system failures, including the Army Black Hawk not transmitting safety-enhancing ADS-B technology (radio systems that aircraft use to share their positions with each other and with air traffic control), unsafe route design for mixed traffic near DCA, and lack of Federal Aviation Administration (FAA) and Department of Defense (DoD) coordination to prevent future incidents. The Safe Operation of Shared Airspace Act of 2025 addresses these specific failures, as well as broader long-standing FAA air traffic controller shortages, FAA internal safety management systems, and the need for important post-accident safety reviews.

Kaine. “This bill includes a number of important steps, such as mandating a safety review of flight operations in the National Capital Region, improving air traffic controller hiring and training, and enhancing employee reporting and transparency.     The Safe Operation of Shared Airspace Act of 2025 includes several of Sens. Warner and Kaine’s priorities and will: 

    • Strengthen Aviation Safety to Protect the Flying Public by:
      • Closing the ADS-B Out Military Loophole: The bill ends certain Department of Defense (DoD) and other federal agency exemptions from using Automatic Dependent Surveillance-Broadcast (ADS-B) Out near DCA and other busy airports. The Army Black Hawk involved in the Jan. 29 crash was equipped with ADS-B Out, but it was not transmitting. The Army operated “100% of missions” in the National Capital Region with this critical safety technology deactivated and not transmitting, making military aircraft invisible to air traffic controllers and nearby planes.
      • Expanding Use of ADS-B In to Boost Safety: Within four years of enactment, the legislation requires all mainline and regional airlines to install ADS-B In and operate with it activated unless otherwise instructed by FAA air traffic control. This technology allows pilots to see nearby aircraft on their displays, and ensures better separation from other aircraft, dramatically improving situational awareness.
      • Initiating FAA Safety Review of DCA Airspace Management and Other Busy Airports to Prevent Close Calls and Tragic Crashes: The bill requires a comprehensive FAA/DoD safety review of DCA airspace to assess how helicopter, drone and military flights impact commercial operations and to better prevent future incidents. And it ensures a thorough evaluation of all non-commercial flight routes near the airport. The bill requires the same comprehensive FAA/DoD safety review of other busy U.S. airports (other Class B airports), prioritizing safety reviews of such airports with high volumes of mixed flight traffic.
      • Creating Independent Expert Review Panel for Effective SMS at FAA:  The legislation creates an independent expert panel to review FAA’s Safety Management System and ensure it is effective and integrated across all FAA operations within 180 days. The panel will include aviation safety experts, labor representatives, and NASA officials to lend their specific expertise to ensure the review is comprehensive.
      • Requiring Risk Assessments After Major Aircraft Accidents: The bill requires FAA to do a safety risk assessment – specifically a Transport Airplane Risk Assessment Methodology (TARAM) analysis – following any major, fatal airline crash, regardless of whether the crash is linked to an aircraft design or manufacturing issue.
    • Grow and Protect FAA Staffing Now and in the Future by:
      • Expanding High-Quality Controller Training Pipeline and Boosts Hiring: The bill codifies FAA’s existing Enhanced Air Traffic-Collegiate Training (Enhanced AT-CTI) program, which boosts FAA controller training capacity and allows FAA to hire highly qualified college graduates directly into air traffic control facilities to begin as controller trainees. The graduates have to have completed FAA-certified air traffic curriculums and meet other FAA controller qualifications, which would ensure an equivalent level of education and training from qualified evaluators to that of the FAA Academy. By adding nine certified Enhanced AT-CTI schools for a target of 15 total schools, FAA will be able to hire hundreds more controller trainees each year into its controller training pipeline to boost controller staffing. The bill also extends the requirement for FAA to hire as many controllers as possible through 2033.
      • Protecting FAA Workforce from Cuts and Hiring Freezes: The legislation reverses the Trump Administration’s hiring freeze and prohibits future hiring freezes on FAA’s safety workforce. It also prohibits any Executive Branch action to offer deferred resignation programs or voluntary buyouts to FAA workforce.
      • Closing Medical Review Backlogs: The bill requires FAA to hire more licensed medical professionals to fully staff its Aviation Medical Examiner team, addressing persistent backlogs in medical reviews for controllers, pilots, and other safety critical aviation professionals.
      • Creating New Controller Instructor Recruitment Program: The legislation requires a new FAA outreach program recruiting experienced controllers approaching retirement to become instructors at FAA’s Academy or at understaffed air traffic facilities.
    • Ensure Better FAA Oversight and Demand Information Sharing and Communication Between FAA and DOD
      • Establishing First-Ever FAA Oversight Office for Military Aviation Coordination: The bill establishes a dedicated FAA oversight office to oversee and coordinate military aircraft and helicopter flights and carry out airspace safety reviews, ensuring stronger communication between the Department of Defense and FAA offices to prevent future incidents.
      • Establishing a New Joint FAA-DoD Council on ADS-B: The bill establishes a joint FAA-Department of Defense Council to regularly review Federal government operations using ADS-B Out exemptions to ensure they meet the law.
      • Improving FAA and Military Aviation Safety Information Sharing: The bill would require aviation safety data sharing between the Department of Defense and the FAA via MOUs with each military service. For example, the Army does not typically share safety information from its Aviation Safety Management Information System with FAA except through lengthy Freedom of Information Act requests.
      • Preventing Conflicts of Interest at FAA: The legislation requires a Department of Transportation (DOT) rulemaking to ensure the DOT and the FAA are abiding by Federal government-wide financial conflicts of interest law and a DOT Inspector General Review of conflicts of interest at the DOT and FAA.
      • Requiring GAO Investigation of DOD Exemption Abuse: The bill requires the Government Accountability Office to investigate whether the Department of Defense and other Federal agencies have been misusing ADS-B, and determine whether agencies followed the law.

    Sens. Warner and Kaine have been closely involved with the in the investigation of the January 29th collision, meeting with first responders and offering condolences to the families and loved ones of the 67 lives lost immediately following the tragedy. The senators also saw through passage of a legislation to remember the victims of the crash. Sens. Warner and Kaine also requested answers from FAA on its plans to protect the flying public in the wake of the January 29 collision. In March of this year, the senators responded to the preliminary National Transportation Safety Board (NTSB) report on the crash. The senators have also sounded the alarm for years about the need for increased safety for the flying public, including fighting against additional flights out of DCA that contribute to overcrowding.

    Stadium and Airport Concessions Charge New York Captive Audiences Double the Street Price, Despite Receiving Tens of Millions in Public Subsidies Every Year

    Washington, D.C – Congressman Dan Goldman (NY-10) led nine House Democrats in urging the House Appropriations Committee to direct the Federal Trade Commission (FTC) to investigate stadium and airport concession prices to increase transparency and prevent potential price gouging practices. 

    New Yorkers are paying some of the highest concession prices in the country at publicly subsidized sports venues. At Madison Square Garden, the average price of a beer is $16—more than twice the citywide average—making it the third most expensive among NBA arenas. At Highmark Stadium, home of the Buffalo Bills, beer costs $10 on average, double the price fans would pay elsewhere. These costs come despite substantial public support. Madison Square Garden receives an estimated $42 million annually from New York City through a property tax exemption, while 60% of the Bills’ new stadium is being financed with public funds from the state. 

    “Despite the significant public investment into airports and sports venues, through direct grants, state and local tax credits, economic development incentives, and tax-exempt bonds, the cost of concessions at a ballgame or an airport remains unaffordable for the average American family,” the Members wrote. 

    Some stadiums have seen great success in implementing so-called “street pricing”, which pegs concessions prices to the average cost of food and drink to the average cost in the surrounding area. The Atlanta Falcons’ Mercedes-Benz stadium specifically lowered concession costs by 50% and saw a 30% increase in sales after implementing street pricing. The members request that the FTC survey stadiums across the country to determine what sustainable, affordable practices work best. 

    “A nationwide survey of concession prices and street pricing practices at these venues would allow the FTC, lawmakers, and most importantly, fans and travelers, to gain more transparency into potential price gouging by venues and determine what sustainable, affordable practices work best. We urge you to include the report language below to direct the FTC conduct such a survey and provide a report to Congress on its findings,” the Members wrote.

    As you begin to work on the Fiscal Year 2026 (FY26) Financial Services and General 

    Government (FSGG) Appropriations bill, we write to request that you include report language to direct the Federal Trade Commission (FTC) to conduct a survey of concession prices and affordable pricing practices across major airports and sports stadiums. 

    In 1985, the average fan at the Major League Baseball (MLB) All-Star Game in Minneapolis spent about $5 on beer and other concessions (a little less than $15 in 2025 dollars). Today, this does not even cover the cost of a single beer at Nationals Park. Inside the stadium, fans across major sports, including at National Basketball League (NBA), National Football League (NFL), and National Hockey League (NHL) games, face exorbitant prices for concessions after paying high ticket fees. While serving very different purposes, airports share many of the same dynamics as sports stadiums. Travelers often arrive at airports hours before departure and face 

    restrictions on bringing in outside food and beverages. With few options, travelers face extreme markups for drinks and food before their flights. Despite the significant public investment into airports and sports venues, through direct grants, state and local tax credits, economic development incentives, and tax-exempt bonds, the cost of concessions at a ballgame or an airport remains unaffordable for the average American family. 

    According to a recent report by the Groundwork Collaborative, most large U.S. airports 

    implement some policies to seek to curb excessive pricing. Even then, the most common approach, known as “street pricing plus,” allows vendors to charge 10 to 18 percent more than off-airport prices. Set by state and local transit authorities, these policies vary widely across airports and leave high prices to compound the already high costs of air travel. Similarly, several individual sports teams have begun introducing “value deals,” offering a handful of basic items (such as bottled water, pretzels, and hot dogs) at lower prices. Following their move to Mercedes-Benz stadium in 2017, the Atlanta Falcons implemented significant concession price cuts – about 50 percent – aligning their prices with what fans may pay on the street. After this cut, the Falcons saw a 30 percent increase in overall transactions, a 20 percent increase in merchandise sales, and a 20 percent increase in the number of items per transaction. The Falcons’ move and other case studies, including Portland International Airport and Salt Lake City Airport, reveal that these “street pricing” practices can be a win-win for businesses and consumers. 

    With housing, food, and other everyday costs already so high, families visiting airports or sports stadiums – venues supported by their tax dollars – should not have to worry about drastic price markups. It’s clear that some form of street pricing is effective to make concessions more affordable while remaining sensible for businesses at these venues.  

    A nationwide survey of concession prices and street pricing practices at these venues would allow the FTC, lawmakers, and most importantly, fans and travelers, to gain more transparency into potential price gouging by venues and determine what sustainable, affordable practices work best. We urge you to include the report language below to direct the FTC conduct such a survey and provide a report to Congress on its findings. 

    “Airport and Sports Stadium Concessions.–The Committee is concerned about the high cost of concessions at airports and sports stadiums that receive public financing. While the Committee is pleased to see some venues make certain concessions more affordable through street pricing practices (i.e. aligning vendor prices inside the venue with prices that one may pay across the street), travel and sports remain unaffordable for most families. The Committee directs the FTC to conduct a survey of concession prices and street pricing practices across airports and major stadiums. The FTC shall provide a report to the Committee no later than 180 days of enactment of this act on its findings.”

    On social media not being representative of real life:

    The American people are sort of caught up in the drama of this, but I don’t think at the end of the day, tweets and, and social media posts really determine what’s most important to the American people. I think what they’re concerned about is what we all promised on the campaign trail, what President Trump was elected to do, the mandate that we got by 77 million popular votes. And that is to make sure that the border is secure, to rebuild our military industrial base at a very difficult time. That’s the only new spending in this bill.

    The rest of it is securing historic tax cuts for the people, making the tax cuts permanent, having a pro-growth set of infusion into the economy, jet fuel of the economy, which is what this bill will provide, and at the same time, a historic level of savings for the American people. It’s a fiscally responsible product. It is the first in a series of steps to get us back on a sound fiscal trajectory. And I think, Joe, it’s a very important message for us to send to the bond markets, the stock market, investors, job creators, entrepreneurs, risk takers around the world. And here, of course, in the US economy. The Congress is serious. We have steady hands on the wheel. We’re going to address the debt problem at the same time as we are making the economy work again, and we can’t wait to get that done.

    On reducing the deficit and national debt:

    I love Rick Scott, Mike Lee and Ron Johnson. I mean, they’re good friends. We have lots of discussion about this. We are all deficit and debt hawks. We’re concerned about the fiscal trajectory of the country. The national debt is the number one national security threat, we have to address it. But here’s what I think Ron is missing in all of this is. He’d like to cut, you know, $8 trillion overnight, some huge figure like that. So would I, but we don’t have the votes to do that. And if you did that that quickly, it would actually do real harm to the US economy. So we have to do this in a step-by-step sequence.

    Look, I liken this to an aircraft carrier. Y’all have heard my analogy. I mean, we did not get in this situation overnight. The US economy is like a large vessel on the sea. You don’t turn it on a dime. It takes a mile of open ocean. But this is the largest turn on that wheel that we’ve had since I’ve been alive. I mean, this is the largest cut in spending that any legislative body on the face of the earth in all human history has ever achieved. And we did that by a long, deliberate process of getting everyone there. Remember, I have a very diverse Republican caucus. I’ve got people from very different districts across the country. They all see the same problem set with different lenses. And I’ve got to concoct 218 votes, currently 217 votes to get something across the line. So, we did that. We reached equilibrium, we achieved this massive achievement with the package.

    On the repercussions if the One Big Beautiful Bill Act isn’t signed into law:

    If we don’t get this bill passed, not only are the American people going to have the largest tax increase in US history descend upon their heads at the end of this year when all this expires, but all these other pro-growth incentives in the economy won’t happen. And small business owners and job creators and entrepreneurs will not expand their businesses. Wages won’t go up. The job participation rate will remain low, and inflation will continue to increase. We won’t have the solutions.

    But also, remember, if we don’t deliver on this and we don’t deliver a little bit on SALT relief, then we’re not going to have the house majority. And if we lose the house majority, the Democrats take over, they will impeach Donald Trump. I would forecast probably on the first few days of the new Congress, next January, January ‘27, and everything will go to chaos. So this team has to stay in power. This team has to stay working on our plan to get our fiscal trajectory back. And it all begins with the one big beautiful bill. Everybody who is criticizing this is playing with fire. We have got to deliver this product. We promised the people we would, and I think we will by July 4th.

    Kyiv, June 6 /Xinhua/ – Ukraine attacked two airfields and other important military facilities in Russia on Friday night, the General Staff of the Armed Forces of Ukraine (AFU) reported on Telegram.

    The Engels airfield in the Saratov region in the southwest of the Russian Federation, which is a concentration site for Russian combat aircraft following an operation carried out by the Security Service of Ukraine (SBU) on June 1, came under attack.

    At least three fuel and lubricant tanks caught fire at the airfield and dozens of explosions were heard.

    The Dyagilevo airfield in the Ryazan region in western Russia, where air tankers and escort fighters are based, was also attacked. They are used to support missile strikes on Ukrainian territory. In addition, Russian strategic bombers fly out of Dyagilevo.

    According to preliminary data, a fire broke out in the target area; the information is being verified.

    In addition, a number of other Russian military facilities came under fire. In particular, a logistics point in the Kursk region of Russia was hit. The results of the attack are being clarified.

    All strikes were carried out by units of the Ukrainian Armed Forces and the Main Intelligence Directorate of the Ministry of Defense of Ukraine in cooperation with other components of the Defense Forces.

    On June 1, the SBU carried out a special operation called “Web”, during which it attacked airfields in several regions of the Russian Federation. According to the service’s estimates, 34 percent of Russian strategic aviation aircraft were damaged as a result of the strikes. –0–

  • MIL-OSI Global: The UK is gearing up for autonomous warfare – but missing the reality of war today

    The UK is facing a security crisis. Great power competition has returned, and the threat of hostility from Russia, China, Iran and North Korea is increasing. The west can no longer assume military superiority, and the UK can no longer depend unconditionally on the US. The character of war itself is changing as new technology is introduced.

    This is the situation laid out in the latest strategic defence review. The implications for the UK are clear: the country must prepare for high-intensity, protracted war, not counter-insurgency operations like Iraq or Afghanistan.

    In order to address these challenges, the review says, “the UK must pivot to a new way of war.” Nuclear weapons are important here, and will be renewed and expanded. But the recommendations in the review focus on conventional weaponry and, above all, new remote and autonomous technology.

    The ongoing Ukraine war underpins much of the thinking about the military changes the UK needs to make. That conflict has demonstrated a significant change in the character of 21st-century warfare. Most obviously, it has involved a proliferation of cheap, expendable remote systems, some of which have autonomous capabilities.

    Remote first-person-view drones, and drones controlled by unjammable fibre-optic cables, have become ubiquitous on the frontline – reconnoitring, targeting and striking troops on both sides. They have made conventional strategic manoeuvres at the front almost impossible, while also striking civilian and military targets deep in Russia and Ukraine.

    At sea, uncrewed naval drones have struck Russian shipping and infrastructure in Crimea. The Ukrainian armed forces have also developed a digital battle management system and live-data, AI-enabled targeting system, drawing together information from satellite, open-source, ground-sensor and signal intelligence. This has allowed Ukrainian commanders to see deeply across the battlespace, and target Russian forces with an unprecedented depth and precision.

    As a result of remote systems enabled by digitised targeting, military forces have become exponentially more lethal in close battle – and also in the deep.

    The strategic defence review aims for the UK to incorporate these two elements into its war-fighting capabilities, recommending massive investment in remotely controlled and autonomous systems.

    It calls for the UK to create a “leading, tech-enabled defence power”. Part of this involves integrating UK forces and the construction of a unified “digital targeting web”. This would be fed by sensors from every domain (land, air and sea) so that all forces have access to the same intelligence and a common operating picture. The idea is that a target identified in one domain might be prosecuted by forces in another, to “enhance the Armed Forces’ precision and lethality at scale and reach”.

    In order to achieve this, the review also calls for improved and more innovative relationships between British defence, tech and industry. Once again, a lot has been learnt from Ukraine, whose industrial and tech sectors have been integrated into the war from the start.

    The missing link

    The review’s authors – three external experts led by former defence secretary and Nato chief, Lord Robertson – are correct to highlight the increasing importance of remote (and sometimes autonomous) systems in warfare. They are clear that military forces should increasingly draw on live data, processed by artificial intelligence, to help them understand the battlespace, plan and target. The UK must remain competitive with peer enemies who are developing these capabilities.

    However, even assuming that all of this is affordable at 2.5% of the UK’s GDP from 2027 (a 0.2% rise from where defence spending is now), there is a serious gap in the review’s proposals.

    As a scholar who has studied war in the 21st century, and has just completed a book on AI and war, I believe the document vastly overexaggerates the capability of AI and autonomy. For example, it states:

    In modern warfare, simple metrics such as the number of people and platforms deployed are outdated and inadequate. It is through dynamic networks of crewed, uncrewed, and autonomous assets and data flows that lethality and military effect are now created.

    This analysis presumes that autonomy will be vital in the future, and implies it will displace the need for large numbers of human combatants. In fact, true autonomy is still rare in combat – and will remain so, according to my research.

    Even if autonomous drone swarms appear, they will not eliminate the need for human programmers or operators behind the frontline. AI has limited military functions which require a huge amount of human input.

    The review prioritises preparedness for protracted inter-state war. But it ignores the blindingly obvious from Ukraine: the imperative of mass.

    The Ukrainian frontline combat forces have expanded to about 300,000 – Ukraine claims its whole force, including allied fighters, is around 1 million. There are about 400,000 Russian combat troops in Ukraine. Casualties have been eye-watering: the Russians have suffered about 800,000 casualties, the Ukrainians nearly 500,000.

    In my view, the strategic defence review has been mesmerised by the prospect of new technology – and, perhaps, by some wishful thinking.

    In 21st-century war, troop mass matters. Fleets of drones and the most sophisticated digital targeting will be irrelevant without human forces willing to fight and to operate them.

    What is the review’s answer to this? While acknowledging that in the cold war, the British fielded forces of 311,000, UK regular armed forces are to remain the same size: 136,000, of which the army will consist of only 73,000 troops and staff.

    The review proposes that active reserves (volunteer, part-time forces) will be increased by 20%, and that the strategic reserve (ex-regulars) “is central to military mobilisation and must be reinvigorated”.

    It is not surprising that the review’s authors have offered such thin solutions to the question of mass. There has been profound resistance from successive governments, Whitehall and civil society to any expansion in the size of British military forces in the UK. But it is doubtful that an expanded reserve and a reinvigorated strategic reserve will be remotely enough for the UK to fight and win a war of any kind in the coming decade.

    An iconic Second World War aircraft will fly over Stoke-on-Trent later this week as part of the city’s Centenary celebrations.

    The People’s Parade and Party in the Park, taking place on Saturday, 7 June 2025, will be marked by a flypast from a Battle of Britain Memorial Flight Lancaster Bomber.

    One of the most notable aircraft of the Second World War, the Lancaster became famous for its role in the Dambusters raids and missions over occupied Europe.

    The aircraft, will approach from west to east just after 3pm, flying over Stoke on Trent College, across Hanley Park and then the city centre, providing a striking tribute from the skies as the Party in the Park unfolds below.

    One of only two airworthy Lancasters in the world, the plane is part of the Royal Air Force’s Battle of Britain Memorial Flight and is a powerful symbol of the UK’s wartime resilience.

    Stoke-on-Trent Lord Mayor, and Armed Forces Champion, Councillor Steve Watkins, said: “I’m honoured to welcome the RAF’s iconic Lancaster Bomber to our skies for the very first Stoke-on-Trent Day.

    “This flypast will be a spectacular moment – visually striking, but also deeply meaningful. It stands as a powerful tribute to our city’s role in the Second World War and our long-standing history of service and resilience.

    “In our Centenary year, this is especially poignant. I encourage everyone to find a good vantage point, look to the skies and take pride in the rich heritage of Stoke-on-Trent.”

    The People’s Parade is a major event in the city’s Centenary programme and will feature community groups, marching bands, artists and performers from across all six towns. The Party in the Park will keep the 100th birthday celebrations going in Hanley Park until 6pm.

    Northeast India is rapidly emerging as a powerhouse of economic growth and connectivity, driven by transformative infrastructure projects and strategic investments, according to a recent Press Information Bureau release. Under the leadership of the Ministry of Development of North Eastern Region (MDoNER) and guided by Prime Minister Narendra Modi’s “Act East” policy and “Transformation by Transportation” vision, the region is shedding its historical isolation to become a beacon of inclusive development.

    Significant budgetary allocations have fueled infrastructure advancements, addressing long-standing gaps in connectivity. The North East Special Infrastructure Development Scheme (NESIDS), restructured in 2022-23 and extended until 2026, has supported projects in roads, power, water supply, and other critical sectors. The Prime Minister’s Development Initiative for North East Region (PM-DevINE), launched in 2022 with a Rs 6,600 crore outlay, is driving sustainable development aligned with PM GatiShakti, focusing on infrastructure, social development, and livelihood opportunities for youth and women.

    Iconic projects like the Bogibeel Bridge, inaugurated in 2018, and the development of 10 greenfield airports over the past 11 years have revolutionized connectivity, boosting tourism in the region. The introduction of Roll-on Roll-off (Ro-Ro) waterway services on the Brahmaputra River, connecting Dhubri, Hathsingimari, and Guwahati, has enhanced logistics efficiency. A Rs 4,136 crore scheme approved in August 2024 for hydroelectric projects will support 15,000 MW of capacity by 2031-32, funded through the Ministry of Power’s Gross Budgetary Support.

    Economic development has been a key focus, with 974 industrial units registered under NESIDS and Rs 1,010.99 crore disbursed for developmental packages by March 31, 2025, including Rs 400 crore in 2024-25. The Rising North East Investors Summit, held on May 23-24, 2025, drew Rs 4.3 lakh crore in investment interest from over 80 countries, positioning the region as India’s next economic hub. The summit highlighted a decade-long investment of Rs 21,000 crore in the Northeast’s education sector. Additionally, 126 Externally Aided Projects worth Rs 1,35,487.85 crore have been supported since 2017, further catalyzing growth.

    The agricultural sector is thriving, with the region poised to lead India’s edible oil production and organic farming. The North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC) has expanded its product range from 38 to 78, introducing innovative items like Organic Tea Box and Sumac Berry Powder. The Van Dhan Vikas Yojana has empowered 3.3 lakh tribal gatherers through 19,155 self-help groups, while 434 Farmer Producer Companies have benefited 2.19 lakh farmers across 1.73 lakh hectares. The agarwood sector has seen a six-fold increase in export quotas, with simplified processes enhancing value chain development in Assam and Tripura.

This bipartisan, bicameral legislation would use existing federal funding to create an incentive for surface transportation projects at and within five miles of an airport. This will help improve access and reduce congestion around our busiest airports.

    Background:
    The Don’t Miss Your Flight Act would create a discretionary grant program using existing Highway Trust funds for road, bridge, tunnel, passenger rail or transit projects that make improvements at and within 5 miles of a public airport that reduce congestion, expand capacity, expand access or rehabilitate surface transportation infrastructure. The Highway Trust Fund is an existing federal account under the U.S. Department of Transportation’s Federal Highway Administration.
     
    This legislation is endorsed by the Air Line Pilots Association, Airports Council International, American Association of Airport Executives, Allied Pilots Association, Association of Flight Attendants-CWA, Association of Professional Flight Attendants and Southwest Airlines Pilots Association.

  • MIL-OSI USA: Quigley Questions Trump FAA Administrator on Plane Noise, Reduction of Safety Personnel

    Today, U.S. Representative Mike Quigley (IL-05) questioned the Trump administration’s Acting FAA Administrator Chris Rocheleau. During a House Appropriations Committee hearing, Quigley asked Rocheleau how the FAA is reducing airplane noise and how the agency can function with Trump’s recent reduction in critical safety workers. 

    As Vice-Chair of the Congressional Quiet Skies Caucus, Quigley advocates for reducing plane noise from O’Hare International Airport, which plagues his constituents in areas like Park Ridge and Big Oaks.

    “In last year’s FAA reauthorization bill, the Quiet Skies Caucus worked hard to include bipartisan measures to address aviation noise. These measures, like the creation of an aviation noise officer and regional officers, and a requirement that the FAA review and revise noise standards, were in direct response to my constituents’ needs. Despite this accomplishment, we still don’t know if the administration is fulfilling these requirements,” said Quigley. “I’m hoping we can receive an update from the FAA soon, and that we can have a bipartisan discussion with the Caucus.”

    “We’re also hearing that 12% of informational specialists — critical safety personnel who update our maps, charts, and data after disturbances in our airspace — have left or are planning on leaving the FAA,” Quigley added. “Who is performing these critical functions in the meantime?”

  • MIL-OSI Asia-Pac: Mable Chan ends Chongqing visit

    Secretary for Transport & Logistics Mable Chan today led a Hong Kong Logistics Development Council delegation to meet officials of the Chongqing Municipal People’s Government and inspect the high-speed rail freight services in Chongqing.

    At the meeting with Vice Mayor of Chongqing Municipal People’s Government Zheng Xiangdong and other officials, the delegation reported Hong Kong’s latest logistics developments in Hong Kong.

    They also discussed further deepening co-operation in intermodal cargo transshipment and building the Chongqing-Hong Kong logistics corridor under the Hong Kong-Chongqing Co-operation Conference Mechanism, with a view to leveraging the strengths of the two hubs to serve the country’s needs.

    The delegation also inspected the operations of high-speed rail freight services to gain insights into how Chongqing leverages its railway transport system, complemented by intermodal cargo transshipment modes such as air and sea transport, to enhance the overall rail freight service capacity.

    They also met representatives of local logistics and transportation enterprises to further explore collaboration opportunities between the two places.

    Ms Chan said Hong Kong’s status as an international aviation hub and maritime centre, coupled with its professional strengths, means it can better serve Chongqing, a key manufacturing base of the country, by providing an efficient export channel for local goods.

    Yesterday, Ms Chan and the delegation attended the Hong Kong-Chongqing logistics sector co-operation seminar, where she highlighted Hong Kong’s advantages in logistics and transport to the local logistics sector.

    The seminar was organised by the Hong Kong Logistics Development Council and the Hong Kong Trade Development Council.  

    Yesterday afternoon, the delegation met representatives of local shipping enterprises to discuss enhancing the maritime ties between Hong Kong and Chongqing.

    They also toured the Chongqing International Logistics Hub Park to learn about its operation, and met Deputy Director of the Hong Kong & Macao Affairs Office of the Chongqing Municipal People’s Government Zhang Yaqian, to exchange views on ways to facilitate exchanges and collaborations in logistics and transport.

    Ms Chan concluded her visit this afternoon and will return to Hong Kong in the evening.

    The European Consumer Organisation (BEUC) has recently lodged a complaint with the European Commission about unfair commercial practices by certain ‘low-cost’ airlines, which subject consumers to unreasonable charges for their hand baggage[1]. These unacceptable practices violate EU consumer law, the Air Services Regulation and the relevant CJEU case law, in particular judgment C-487/12 of 2014, which recognises hand baggage as an integral part of passenger air transport and states that it should not incur additional charges, ‘on condition that such hand baggage meets reasonable requirements in terms of its weight and dimensions’[2].

    In view of the European Parliament resolution of October 2023 calling on the Commission to revise the current EU legislation on air services and to implement the relevant CJEU ruling[3], can the Commission answer the following:

    • 1.What measures does it intend to take, within its competences, to support the effective implementation of the relevant CJEU ruling by airlines?
    • 2.Does it intend to support the clarification/harmonisation of the rules on hand baggage and the definition thereof in the revision of the passenger rights regulation[4] to ensure the protection of consumers / air passengers in the EU?
    • 3.Alternatively, does it intend to propose a specific definition of the term ‘reasonable requirements in terms of the weight and dimensions’ of hand baggage in the upcoming revision of Regulation (EC) No 1008/2008, on the basis of the relevant CJEU ruling?

    Town Planning Board visits Hangzhou and Shanghai  
    To gain insights into successful experiences in urban-rural integration, the delegation visited Xiaogucheng Village in Jingshan Town, where the delegation learned the pivotal role of enterprises in rural revitalisation. By creating distinctive village houses and streetscapes, promoting an agricultural and tea culture, and converting some village homes into home-stay lodgings linked with surrounding attractions, the Village has been transformed into a new agri-cultural tourism destination. The delegation also visited the Xixi National Wetland Park, the first national wetland park in China, where the members observed its ecological protection projects, which presented a sustainable development model worthy of reference for Hong Kong. 
    The delegation then proceeded to visit Shanghai. Representatives of the Shanghai Municipal Bureau of Planning and Natural Resources introduced to the delegation the history, current status and future prospects of Shanghai’s urban planning, particularly Shanghai’s development strategy to solidify its status as a leading financial and commercial hub, while also shifting focus to develop its I&T and manufacturing/industrial sector in recent years. The delegation visited the century-old Zhang Yuan to learn more about its revitalisation through acquisition and preservation of structures without demolition, and relocation of occupants by the local government, with a view to effectively preserve the traditional cultural landscape of Shanghai.
     
    The delegation also visited the GrandneoBay Sci-tech Innovation Park of Shanghai Jiao Tong University (SJTU) where members learned how the research and development (R&D) platform facilitating the integration of industry, academia and research, as well as the local Government’s leading role in initiating innovation from 0 to 1, passing on to enterprises to drive scalability from 1 to 100. The key focus is to leverage the SJTU’s applied R&D achievements and combine the effort of the Government and the support of enterprises to provide capital assistance for the SJTU’s research talent to launch start-ups, transforming scientific achievements into marketable products and driving industrialisation. Finally, the delegation visited the assembly manufacturing centre of the Commercial Aircraft Corporation of China (COMAC) to learn about COMAC’s outstanding achievements and contributions in the manufacturing of large civil aircraft and the advancement of the aviation industry, particularly the advanced automated manufacturing processes and comprehensive monitoring systems, which impressed the delegation.Issued at HKT 17:55

    The PLA National Defense University (NDU) sent a delegation to attend the 22nd Shangri-La Dialogue (SLD) upon invitation on May 29. The visit is scheduled till June 2, during which the delegation will also have exchanges with military and civilian units in Singapore.

    Journalist: Not long ago, the 4th Ministerial Meeting of the China-CELAC Forum was held in Beijing. President Xi Jinping attended the opening ceremony and delivered an important speech. Could you please provide more details about military cooperation between China and Latin American and Caribbean (LAC) countries?

    Zhang Xiaogang: Recently, President Xi Jinping attended the 4th Ministerial Meeting of the China-CELAC Forum and delivered a keynote address. He summarized the best practices for developing China-LAC relations, and announced the launch of five programs of Solidarity, Development, Civilization, Peace and People-to-People Connectivity. In the speech, President Xi has charted the course for building a China-LAC Community with a Shared Future.

    China-LAC cooperation has withstood winds and rains, and transcended mountains and oceans across half a globe. The cooperation has bolstered economic growth and improved the livelihoods of the LAC region, bringing tangible benefits to the local people. In recent years, the Chinese and LAC militaries have had frequent high-level exchange, and conducted numerous working level meetings. Events such as the China-LAC States Defense Forum, China-LAC Military Medicine Forum and Seminar for Senior Military Officers from LAC Countries have been held multiple times. China-LAC defense cooperation has been productive, deepening our friendship and mutual trust. The Chinese side stands ready to work with the defense establishments and militaries of LAC countries to act on the Global Security Initiative, and deepen substantive cooperation in such areas as mutual visits, professional exchanges and personnel training.     Journalist: In his recent speech, Lai Ching-te said that Taiwan would continue to strengthen its defenses and avoid war by preparing for it. Will the PLA conduct military exercises as countermeasures as before?

    Zhang Xiaogang: As long as Lai Ching-te continues his provocations for “Taiwan independence”, there will be no tranquility in the Taiwan Strait and no stability for our Taiwan compatriots. We warn the DPP authorities that “Taiwan independence” separatists will come to no good end. The PLA will remain combat-ready at all times, enhance combat readiness, and safeguard our national sovereignty and territorial integrity.

    Journalist: The US recently unveiled plans for the Golden Dome missile defense system, and announced that it would be completed in 3 years. May I have your comments on this?

    Zhang Xiaogang: The US presses ahead with the Golden Dome system and deploys space-based weapons, continuously expands its military build-up and stokes an arms race in outer space. Such acts violate relevant principles of the Outer Space Treaty, heighten the risk of turning the space into a war zone and triggering a space arms race, and shake the international security and arms control regime. Its actions will once again open the Pandora’s box. This proves again that no country has done more than the US in militarizing the space and making it a battlefield. We urge the US side to stop expanding military build-up in space, and take concrete actions to uphold global strategic stability.

    Journalist: I have two questions. The first one is that Japan’s Defense Ministry recently announced that Chinese aircraft carrier PLANS Liaoning conducted take-off and landing operations of ship-borne aircraft in the East China Sea. Officials of the Japan Self-Defense Forces said that similar activities were conducted by Chinese aircraft carriers before, but this training occurred in waters closer to Japan. The Japanese Defense Ministry therefore decided to make it public and this is the first time for the Ministry to release such information. What’s your comment on this?

    The second question is that the US President Donald Trump recently said that the US was mass-producing hypersonic missiles. As one of the major countries that develop hypersonic technologies, how does the Chinese side view the impact on the global arms control regime caused by the US accelerating its deployment of such strategic weapons?

    Zhang Xiaogang: On the first question, the task fleet led by PLANS Liaoning conducted training in relevant waters, which does not target any specific country or entity and is in line with international law and practice. I think the Japanese side overreacted.

    On your second question, We pursue a national defense policy that is defensive in nature, never engage in arms race with any other country, and are committed to global strategic stability.

    Journalist: I have two questions. The first one is that the US Carrier Strike Group led by USS Nimitz re-entered the South China Sea through the Singapore Strait on May 26 after its visit to Malaysia. What’s your comment on this?

    The second question is that reports suggest that the Indian side recovered an undetonated PL-15E air-air missile during the India-Pakistan conflict. Can you confirm this? Will this give the Indian side assess to relevant military technology?

    Zhang Xiaogang: On your first question, activities to flex its muscle and stir up troubles in the South China Sea will find no support. The Chinese side will firmly safeguard our territorial sovereignty and maritime rights and interests, and maintain peace and stability in the South China Sea.

    On your second question, the type of missile you mentioned is for export and has also been exhibited in international and domestic defense expos multiple times.

    Journalist: I have two questions. The first is the Commander of the US Army Pacific recently claimed that China’s increasingly aggressive behavior in the Indo-Pacific had made the situation more dangerous. He said that no one would have imagined that Beijing would conduct drills simulating a blockade of Taiwan five years ago, but now such moves were commonplace. In addition, head of the US Indo-Pacific Command said that the Chinese side was conducting comprehensive exercises in preparation for recovering Taiwan and was increasingly active in other regions of the Pacific. May I have your comments on this?

    The second question is that according to Taiwan media reports, the DPP authorities have stepped up its procurement of the Patriot missiles, drawn personnel from its Marine Corps to form combat units for the “Greater Taipei Area”, and launched several drills on responses to the so-called “PLA attacks on Taiwan”. Public opinion in Taiwan believes that these actions are preparing for Lai Ching-te’s desertion in the face of war. Do you have any comment?

    Zhang Xiaogang: For your first question, Taiwan is part of China. Resolving the Taiwan question is a matter for the Chinese, which brooks no external interference. For the cross-Strait situation, there is no factor more destabilizing than the provocations made by the “Taiwan independence” separatists and the disruptions by foreign forces. It’s legitimate, necessary, lawful and justified for the Chinese side to take actions to safeguard national sovereignty and territorial integrity. We urge the US side to stop fanning the flames on the Taiwan question. Such behaviors would only backfire.

    For your second question. Don’t be fooled by Lai Ching-te’s reckless provocations now. When the day comes, people like him will be the first to run away. For the PLA, defeating military elements of the “Taiwan independence” separatist forces is like shooting fish in a barrel. Those notorious separatists have no chance to escape.

Why didn’t the Chinese side send higher level military officials to attend the dialogue? The US Department of Defense has already announced its attendance at the dialogue, and said that the US was a more credible regional partner than China. What’s your comment on that? My second question is that this year marks the 80th year of the World Anti-Fascist War. Many European countries have held celebrations commemorating this victory. September 3rd marks the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression. Many people are expecting the Chinese side to hold a military parade to commemorate this anniversary. What’s your comment on that?

    Zhang Xiaogang: On your first question, China consistently engages in constructive dialogues to articulate our vision and initiatives. We are committed to enhancing mutual trust and deepening cooperation through these exchanges, contributing Chinese wisdom to the building of a community with a shared future for mankind. The PLA NDU delegation attending this year’s SLD will have in-depth exchanges with participating parties to build more consensus.

    As for the second question, I have no information to release here.

    Journalist: What is the Chinese Ministry of National Defense’s assessment on the equipment supplied by the Chinese military to Pakistan in the recent conflict between India and Pakistan? An Indian official said that China provided satellite and air defense systems for Pakistan, but these systems performed below average. What’s your comment on that?

    Zhang Xiaogang: Pakistan and India are neighbors who cannot move away from each other. We call on the both sides to keep calm, exercise restraint and avoid complicating the situation. China will continue to play a constructive role in maintaining regional peace and stability.

    Journalist: It’s reported that US Defense Secretary recently said that the US side would build up its military to meet China’s “threat” at every turn, and counter China in the Indo-Pacific. In addition, Commander of the US Army Pacific said that the US army was building agile new units in response to potential conflicts with China. What’s your comment on

    Zhang Xiaogang: Conflict and confrontation should not be the choice of either side. Mutual respect, peaceful coexistence and win-win cooperation is the right way for China and the US to deal with each other. The US side should stop conjuring up a powerful enemy for itself whether intentionally or unintentionally. Such imagination is not rational and extremely dangerous. The Chinese military will make all-out efforts to enhance our combat readiness, and firmly safeguard national sovereignty, security and development interests.

    Journalist: Some US and Israeli media outlets call on the US to stop its military assistance to Egypt, because of Egypt’s close cooperation with China. What’s your comment on this?

    Zhang Xiaogang: China-Egypt cooperation is not aimed at any third party, nor will it be interfered by any third party. The Chinese and Egyptian militaries will continue to deepen friendship, mutual trust and practical cooperation.

    Journalist: As China’s first aircraft carrier with catapult system, PLANS Fujian is undergoing a series of intensive sea trials. What kind of signal does that send out?

    Zhang Xiaogang: The sea trial is a necessary part for the construction of aircraft carriers. PLANS Fujian will conduct relevant tests as planned.

    Journalist: According to a satellite image revealed last week, H-6 bombers and a KJ-500 airborne early warning aircraft were seen on Yongxing Dao of Xisha Qundao. What is the purpose of this deployment? Some experts suggest that it is to send signals to the Philippines and Vietnam. What’s your comment on that?

    Zhang Xiaogang: I am not aware of the information you mentioned. I want to emphasize that the Xisha Qundao is an inherent part of the Chinese territory. We oppose the hype about relevant military activities.

    Journalist: An African Young Officers Delegation visited China recently. Some commentary regarded the trip as one that combines culture, technology and friendship. Could you please provide more details on this?

    Zhang Xiaogang: The African Young Officers Delegation concluded its 10-day visit to China on May 15. During the visit, nearly a hundred military officers from over 40 African countries, including Egypt, Mozambique, Tanzania and Kenya, came to cities such as Beijing, Changsha and Shaoshan. They visited military units, academies and high-tech enterprises, attended themed lectures and seminars, toured the Museum of the Communist Party of China and the former residence of Comrade Mao Zedong, and had in-depth exchanges with their Chinese counterparts. Members of the delegation expressed how impressive and inspiring this visit was. This is the 4th African Young Officers Delegation invited to China by the Chinese Ministry of National Defense. This visit deepened the traditional friendship between the Chinese and African militaries, and advanced the building of an All-weather China-Africa Community with a Shared Future for the New Era.

    Journalist: I have two questions. The first one is that the US Indo-Pacific Commander reportedly said that China was outpacing the US in the production of warships and other equipment. He said that the rates of changes on the depth and breadth of PLA’s exercises was what kept him up at night. May I have your comments on this?

    The second question is that it’s reported that China’s third large hospital ship PLANS Ark Auspicious has been commissioned, marking the deployment of large ocean-going hospital ship to the Eastern Theater Command, South Theater Command and North Theater Command respectively. What’s your comment on this?

    Zhang Xiaogang: On your first question, China does not engage in arms race with any other country. We develop our military to defend China’s national sovereignty, security and development interests and to bring stability and positive energy to global peace and security.

    On your second question, PLANS Ark Auspicious is the third 10,000-ton-class ocean-going hospital ship domestically designed and built by China. It features a combat-oriented layout and is equipped with advanced medical equipment. PLANS Ark Auspicious, together with Ark Peace and Ark Silk Road, not only forms the backbone of medical support on the sea, but also executes tasks of international humanitarian medical services, emergency medical rescue in major disasters, and foreign exchanges and cooperation on military medicine. PLAN hospital ships will help the Chinese military materialize the vision of building a maritime community with a shared future and offer the world more public security goods of higher quality.

    Journalist: Does the Chinese delegation plan to meet with any other delegations on the sidelines of the Shangri-La Dialogue? Is there any planned meeting with the US delegation?

    Zhang Xiaogang: Regarding this, we will release information in due course. The Chinese side values our defense relations with the US military and is open to communications at different levels. We hope the US side will earnestly respect China’s core interests and major concerns, work with us in the same direction, and promote the steady and sound development of military-to-military relations.

    Journalist: Minister of National Defense Admiral Dong Jun recently visited France and Germany, and attended the 6th UN Peacekeeping Ministerial. Please provide further details about this.

    Zhang Xiaogang:Minister of National Defense Admiral Dong Jun led a delegation to visit France and Germany and attend the 6th UN Peacekeeping Ministerial in Berlin from May 11 to 17. Minister Dong held talks with French Minister of the Armed Forces Sébastien Lecornu and German Federal Minister of Defence Boris Pistorius respectively. The leaders had an in-depth exchange of view on international and regional issues of mutual interests, and reached consensus on strengthening substantive engagements and cooperation between the Chinese and French and the Chinese and German militaries. Minister Dong also met with UN Secretary-General António Guterres and Under Secretary-General Jean-Pierre Lacroix on the sidelines of the 6th UN Peacekeeping Ministerial. In his speech delivered at the conference, Minister Dong emphasized that the Chinese side will work with different parties to act on the Global Security Initiative, uphold the core position of the UN, redouble efforts on the United Nations Peacekeeping Operations (UNPKOs), support the training of professional peacekeepers, optimize the composition and capabilities of Chinese Peacekeeping Standby Force, advance continuous innovation of UNPKOs, and contribute more to UNPKOs.

    Journalist: Lately, official new media accounts of PLA theater commands and services and arms have been opened on the ‘China Bugle” app. What’s your comment on that?

    Zhang Xiaogang: China Bugle is the mobile flagship platform of information release launched by the PLA News Media Center. As of now, the PLA Army, Navy, Air Force, Rocket Force, and the PAP, as well as the PLA Eastern, Southern, Western, Northern and Central Theater Commands have opened their official new media accounts on this app. This demonstrates the deep integration of different forms of military media, and provides an important channel for the public to learn about defense and military development in an all-round manner. Going forward, more military units and media outlets will join the “China Bugle” app to form an integrated new media platform for military news.

    Journalist: The draft of the Japanese defense ministry’s Defense White Paper 2025 was revealed. The draft claims that China is ramping up its nuclear, missile, maritime and aviation capabilities; that PLA’s activities near Taiwan demonstrate that Beijing is trying to improve its combat capabilities; and strengthened China-Russia military cooperation is a concern for Japan. What’s your comment on this?

    Zhang Xiaogang: In the draft of its Defense White Paper, the Japanese side repeats its irresponsible comments about China’s military development, and points fingers at China’s legitimate military activities and external military cooperation. We are strongly opposed to this. This year marks the 80th year of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. At this special historical juncture, it’s even more important for Japan to reflect on its behaviors, instead of making unfounded smears and accusations against others. We urge the Japanese side to follow the path of peaceful development, act prudently in the domain of military and security, and earn the trust of its Asian neighbors and the rest of the international community with concrete actions.

    Journalist: Head of Taiwan’s defense authorities Koo Li-hsiung reportedly said in an interview that US forces and alliances across Asia was crucial for holding Beijing in check. He also expressed hope for the US to expedite arms sales to Taiwan to help Taiwan address military threats from China.What’s your comments on this?

    Zhang Xiaogang: The Taiwan question is purely an internal affair of China, which brooks no interference. We will strive for the prospect of peaceful reunification with utmost sincerity and greatest effort. However, should the “Taiwan independence” separatists make provocations, challenge our bottom lines, or even cross the red lines, we will have to take decisive measures. The US side supports “Taiwan independence” separatists through arms sales. Such acts are self-defeating and will push Taiwan into the abyss of war.

    Journalist: Recently, the Chinese and Cambodian militaries successfully held the Golden Dragon 2025 joint exercise. Please provide more details.

    Zhang Xiaogang: The Chinese and Cambodian armed forces conducted the Golden Dragon 2025 joint exercise in Kampong Chhnang Province and the airspace and waters off the Sihanoukville Port from May 14 to 28. As the 7th iteration of the Golden Dragon series, this year’s exercise has three highlights. First, it focused on counter-terrorism and humanitarian assistance operations, conducting drills on relevant subjects. Second, the China-Cambodia Joint Support and Training Center at Port Ream provided support for drills on the sea for the first time. Air force helicopters took part in the exercise for the first time. Land, naval, air and joint logistic support components from both sides conducted drills together. Third, the exercise consisted of two parts: naval & air operations and ground & air operations. Participating troops were organized into mixed groups to learn from each other during tactical training and comprehensive drills, which helped to enhance command coordination and emergency response capabilities of the two sides. During the joint exercise, the PLA contingent also donated school supplies and provided free medical services to the local community. China and Cambodia are iron-clad friends with rock-solid relations. The Chinese and Cambodian militaries will work in concert to act on the important consensus between leaders of the two countries, and make greater contributions to building a China-Cambodia All-weather Community with a Shared Future for the New Era, and to preserving regional security and stability.

    Journalist: The Philippine Coast Guard said that the Coast Guard and Armed Forces of the Philippines and the US Coast Guard conducted a joint patrol in waters off Palawan, which reaffirmed the Philippines’ commitment to maritime security and the “rule-based international order”. What’s your comment on this?

    Zhang Xiaogang: At present, the situation in the South China Sea remains generally stable. The freedom of navigation and overflight entitled to all countries under international law has never been an issue. Some countries provoke confrontation in the name of cooperation, flex muscles under the guise of freedom, and create chaos with the pretext of order. They have become the biggest source of risks that undermines peace and stability in the South China Sea. We urge relevant countries to stop ganging up and stirring up troubles in the South China Sea, and stop harming regional peace and stability.

    Journalist: I have two questions. The first question is about the PLA aircraft carrier Liaoning and its task fleet. They are currently off the southeast coast of Taiwan. The Taiwan authority said that they have taken joint intelligence means to monitor relevant operations throughout the whole process. Some people suggest that the PLA will probably conduct military exercises before or after the Dragon Boat Festival. Can you confirm whether the PLA has relevant plans? My second question. According to media reports, the CIA is about to release its annual report, suggesting that the Chinese mainland poses the greatest threat to the world and increasing menace against Taiwan. It also said that the rapid modernization of the PLA would prevent the US from entering the Pacific. What’s your comment on this?

    Zhang Xiaogang: On your first question. Relevant military activities organized by the PLA recently are routine arrangements according to our annual training plan.

    On your second question, as we all know, China is unwavering in our commitment to peace, development and international order. The biggest threat to the current cross-Strait situation comes from separatist activities for “Taiwan independence” and support from foreign forces. If relevant countries truly care about stability in the Taiwan Strait, they should abide by the one-China principle and unequivocally oppose “Taiwan independence”.

During my visit to the Marshall Islands last year, I said that Taiwan and the Marshall Islands are truly a family. When Vice President Hsiao and I took office last year, President Heine led a delegation to Taiwan. It is now one year since our inauguration, and I am delighted to see President Heine once again, just as if I were seeing family arrive from afar. Through my visit to the Marshall Islands, I gained a profound sense of the friendship between the peoples of our two nations, well-demonstrated by bilateral exchanges in such areas as healthcare, agriculture, and education. And it is thanks to President Heine’s longstanding support for Taiwan that our countries have been able to further advance collaboration on even more issues, including women’s empowerment and climate change. In recent years, the geopolitical and economic landscape has changed rapidly. We look forward to Taiwan and the Marshall Islands continuing to deepen our partnership and build an even closer cooperative relationship. In just a few moments, President Heine and I will witness the signing of several documents, including a memorandum of understanding and a letter of intent, to expand bilateral cooperation in such fields as sports, education, and transportation. President Heine stated that Taiwan’s continued support has been invaluable to the people and national development of the Marshall Islands, particularly in the areas of health, education, agriculture, and climate change. She also expressed deep appreciation to Taiwan for providing Marshallese students with opportunities to study in Taiwan, and for the care extended to Marshallese who travel here for medical treatment. President Heine also announced that she would be presenting a copy of a resolution by the people and government of the Republic of the Marshall Islands reiterating their appreciation for the support provided by the people and government of the Republic of China (Taiwan), and calling on the United Nations to take immediate action to resolve the inappropriate exclusion of Taiwan’s 23 million people from the UN system. She added that she looked forward to the bilateral discussions later that day, and to continuing the important work that both countries carry out together. After the bilateral talks, President Lai and President Heine witnessed the signing of a letter of intent regarding sports exchanges and a memorandum of understanding regarding the Presidents’ Scholarship Fund by Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Marshallese Minister of Foreign Affairs and Trade Kalani R. Kaneko. President Lai then presided over a launch ceremony for a loan program to purchase aircraft, marking the formal beginning of Taiwan-Marshall Islands air transport cooperation.     President Lai attends 2025 Europe Day Dinner
    On the evening of May 29, President Lai Ching-te attended the 2025 Europe Day Dinner. In remarks, President Lai stated that Taiwan looks forward to further establishing institutionalized mechanisms with Europe for our trade and investment ties and hopes to take an innovative and diverse approach to sign an economic partnership agreement with the European Union, to provide a more transparent, stable, and predictable business environment for our enterprises. The president said that Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains, and noted that Taiwan and Europe have endless potential for collaboration, whether it is in safeguarding freedom and democracy or advancing our economic and trade relationship. He expressed hope to further strengthen our partnership and work together toward global peace, stability, and prosperity. A transcript of President Lai’s remarks follows: Chairman [Henry] Chang (張瀚書), thank you for the invitation, and congratulations on your second term. I’m confident that under your leadership, the ECCT [European Chamber of Commerce Taiwan] will build even more bridges for cooperation between Taiwan and Europe. Your hard work over the years has helped deepen Taiwan-Europe relations and brought about such fruitful cooperation. Thank you. This year we celebrate the 75th anniversary of the Schuman Declaration. In 1950, then-French Foreign Minister Robert Schuman proposed to create a European federation dedicated to preserving peace. The declaration symbolized a new flowering in the post-war era of democracy, unity, and cooperation. As we face the geopolitical challenges and drastic economic changes of today’s world, the Schuman Declaration still speaks to us profoundly. This year is also the 80th anniversary of the end of World War II in Europe. Moving forward, Taiwan will continue to advance cooperation with our democratic partners, and will join hands with Europe to build a partnership of even greater resilience and mutual trust. Europe is Taiwan’s third largest trading partner. It is also Taiwan’s largest source of foreign direct investment. Last year, bilateral trade between Taiwan and Europe totaled US$84.7 billion. This demonstrates our vibrant economic and trade ties and reflects the high levels of confidence our businesses have in each other’s markets and systems. We look forward to Taiwan and Europe further establishing institutionalized mechanisms for our trade and investment ties. And we hope to take an innovative and diverse approach to sign an economic partnership agreement with the EU, to provide a more transparent, stable, and predictable business environment for our enterprises. Today’s Taiwan has an internationally recognized democracy and a semiconductor industry vital to global security and prosperity. This enables us to play a key role in restructuring global democratic supply chains and the economic order. In particular, we see supply chains dominated by a new authoritarian bloc expanding their influence through non-market mechanisms, price subsidies, and monopolies on resources, as they seek global control of critical technologies and manufacturing capabilities. Their actions not only distort principles of market fairness, but also threaten the international community’s basic expectations for democracy, the rule of law, and corporate responsibility. In response, Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    BOLTON, MS – Today, United States Representative Bennie G. Thompson (D-MS) announces the Military Academy appointments for the Second Congressional District. 

    Dylan Michael Wiley has received an appointment to the United States Naval Academy, Class of 2029, after being nominated by U.S. Congressman Bennie G. Thompson.

    Dylan successfully completed his studies at the Naval Preparatory School (NAPS) in Newport, Rhode Island, where he demonstrated academic excellence and dedication. Throughout his time at NAPS, he excelled in his coursework and made significant contributions to the school community. His positive outlook and unwavering commitment to his future at the Naval Academy reflect his strong aspirations to succeed and lead. Among his many accomplishments, Dylan represented his peers as a NAPS representative. Additionally, he held the role of Supplementary Student Assistant for Physics and served as the NAPS 2nd Company Guide-On. 

    Dylan is the son of Nelson and Debra Wiley, Jr. of Raymond, Mississippi, and he looks forward to continuing his educational journey at the United States Naval Academy.

    Nicholas McGlorthan, has received an appointment to the United States Air Force Academy, Class of 2029, after being nominated by U.S. Congressman Bennie G. Thompson. 

    Nicholas has successfully completed the Air Force Preparatory School in Colorado Springs, CO. At the USFA Prep School, Nicholas further developed his leadership and academic skills. He served as a Character Officer, guiding fellow Cadets in upholding the honor code. He took part in land navigation exercises in the Colorado mountains, marched in parades, and completed college-level courses in trigonometry, chemistry, and writing. He also participated in an aviation course, which included hands-on flight experience. Hiking the Colorado mountains has become one of his favorite pastimes. Nicholas plans to major in Mechanical Engineering at the Air Force Academy and is exploring a future career in drone piloting.

    He is the son of Sharron McGlorthan of Jackson, Mississippi, and he looks forward to continuing his educational journey at the United States Air Force Academy.

  • MIL-OSI Australia: Simulated plane crash puts joint-response efforts to the test

    CFA participated in a major multi-agency training exercise on Tuesday, which tasked crews to respond to a simulated aircraft crash at the Ballarat Aerodrome.

    Representatives from CFA, Victoria Police, VICSES, Ambulance Victoria and Fire Rescue Victoria took part in the exercise with support from the Ballarat Shire Council. 

    CFA District 15 Assistant Chief Fire Officer Lachie Redman said multi-agency exercises play a vital role in strengthening emergency readiness. 

    “Joint training like this helps us build familiarity across agencies so that, in a real event, we’re already speaking the same language and understand how each other operates,” Lachie said. 

    “It’s also a chance to refine how we communicate across different radio systems and work together as one coordinated unit.” 

    First responders were briefed on the scenario when the exercise got underway to ensure their response was as realistic as possible. 

    The exercise simulated a light aircraft emergency involving a distressed passenger, culminating in a high-speed landing attempt at Ballarat Aerodrome. 

    The aircraft overshot the runway, collided with a fence, and broke apart on impact, ejecting several passengers. 

    Emergency crews responded as bystanders began gathering near the crash site. 

    The objective of the exercise was to test and improve the way emergency services work together when responding to large-scale emergencies. 

    CFA District 15 Commander Damien Scott, who oversaw CFA’s response at the exercise, said he hopes crews never have to face such a serious incident in real life, but they are well prepared if required.  

    “Our crews performed well throughout the simulation,” Damien said. 

    “Exercises like this let us challenge our plans, practice key roles and build confidence across the crew,” Damien said. 

    “They’re especially valuable for newer members getting exposure to this scale of response in a controlled environment.” 

    Each agency held a debrief after the exercise concluded to review lessons learned and share improvement ideas. 

    “We’d rather identify any gaps in training than discover them during an actual incident,” Damien said. 

    “Everyone involved has come away from this with better knowledge, stronger connections, and a clearer understanding of how we operate together.”

  • MIL-OSI China: China’s 1,000-kW-class civil turboshaft engine obtains production license

    A civil turboshaft engine, primarily designed for helicopters, has obtained its production license and secured a sales contract, laying a solid foundation for the growth of low-altitude equipment, Aero Engine Corporation of China (AECC) announced on Thursday.

    The AES100 engine represents China’s first independently developed 1,000-kW-class advanced civil turboshaft engine, achieving full compliance with international airworthiness standards.

    The granting of this production license signifies China’s capability to independently develop and manufacture advanced civil turboshaft engines, said Li Gaiqi, chief designer of the AES100 engine.

    He noted that this achievement is of great importance to the AES100 engine in serving the low-altitude economy and supporting the general aviation industry.

    The engine can maintain stable operations in complex conditions, including icy, heavy rain and strong electromagnetic environments. It has a high safety level, excellent cost-effectiveness and broad environmental adaptability, with outstanding performances in key indicators such as energy efficiency and service life, reaching internationally advanced levels, according to the AECC.

    It can be used in 5-to-6-tonne twin-engine helicopters and 3-to-4-tonne single-engine helicopters, as well as tiltrotor aircraft and other aerial vehicles, and can undertake missions in such areas as transport, sightseeing, patrols and rescue operations.

    The engine production license is a document issued by the Civil Aviation Administration of China to authorize manufacturers to produce civil aviation engines in accordance with approved designs, quality assurance systems and technical management systems. It is a critical qualification in the aircraft manufacturing sector.

  • MIL-OSI Security: Secretary Noem Ends Politicized TSA Watchlist Program That Has Failed to Prevent a Single Terrorist Attack in its Existence; Calls for Congressional Investigation

    The Quiet Skies Program is a redundant, corrupted program that costs US taxpayers $200 million a year

    WASHINGTON — Today, the Department of Homeland Security announced it is ending the Quiet Skies Program, which since its existence has failed to stop a single terrorist attack while costing US taxpayers $200 million a year. The program, under the guise of “national security,” was used to target political opponents and benefit political allies. TSA will continue performing important vetting functions tied to legitimate commercial aviation security threats to both ensure the safety of the American traveler and uphold its statutory obligations. REAL ID, implemented on May 7 of this year, will further help bolster TSA security. 

    DHS and TSA have uncovered documents, correspondence, and timelines that clearly highlight the inconsistent application of Quiet Skies and watchlisting programs, circumventing security policies to benefit politically aligned friends and family at the expense of the American people. In addition to its own internal investigation, DHS’s Secretary Kristi Noem is calling for a Congressional investigation to uncover further corruption through this program.

    “It is clear that the Quiet Skies program was used as a political rolodex of the Biden Administration—weaponized against its political foes and exploited to benefit their well-heeled friends. I am calling for a Congressional investigation to unearth further corruption at the expense of the American people and the undermining of US national security,” said Secretary Kristi Noem. “TSA’s critical aviation and security vetting functions will be maintained, and the Trump Administration will return TSA to its true mission of being laser-focused on the safety and security of the traveling public. This includes restoring the integrity, privacy, and equal application of the law for all Americans.” 

    DHS revealed earlier this week evidence detailing the politicization of TSA’s watchlisting program under the previous administration.

    This includes William “Billy” Shaheen, spouse of fellow Democrat and sitting U.S. New Hampshire Senator, Jeanne Shaheen, being given blanket exemptions from review, while non-politically aligned members like then-Congresswoman Tulsi Gabbard received additional screening and monitoring by Federal Air Marshalls.

    Despite William Shaheen traveling with a known or suspected terrorist three times, then TSA Administrator Pekoske gave explicit direction to exclude Shaheen from the Silent Partner Quiet Skies list. After Senator Shaheen directly lobbied then former Administrator Pekoske, on her husband’s behalf, Pekoske granted Billy Shaheen a blanket Quiet Skies exemption. 

    Shaheen was not the only high-profile individual that was placed on this exclusion list: this list also included members of foreign royal families, political elites, professional athletes, and favored journalists.

    LOS ANGELES – As part of a statewide effort to address the surge in copper wire theft and infrastructure vandalism, California Attorney General Rob Bonta today was joined by local law enforcement, business leaders, schools, utilities, and elected officials for a roundtable discussion. California has seen an increase in copper wire thefts throughout the state, which have left neighborhoods in the dark, resulted in telecommunication and utility outages, impacted business and agricultural operations, and threatened public safety. Alongside today’s roundtable, Attorney General Bonta issued a new law enforcement bulletin that summarizes the California statutes related to copper wire theft and laws governing junk dealers’ and recyclers’ obligations to collect and report information on copper transactions.

    “My office won’t tolerate anyone vandalizing critical infrastructure and endangering our communities to make a buck off of stolen copper,” said Attorney General Bonta. “While the value of copper remains high, we can expect it will continue to be a target of theft and vandalism, unless we step in now and do something about it. From law enforcement to state and local government, the telecommunications industry to the business community, and advocacy organizations and nonprofits; we all have a role to play in preventing copper theft, securing our infrastructure, and protecting Californians. DOJ stands ready to support local law enforcement and work together to hold perpetrators accountable for their crimes.”

    Between June and December 2024, the telecom industry alone reported nearly 6,000 incidents of copper theft and infrastructure vandalism nationwide. Roughly one-third – or 1,805 – of those incidents happened in California. Bad actors steal encased copper cables and cut them into short lengths before burning them to remove the sheathing to reveal the raw copper inside. That copper is then typically sold to scrap metal dealers, some of whom, in periods of high demand, are willing to accept the valuable commodity purportedly without knowing its origin. The ripple effect of each act of vandalism, each cable cut, is massive. From public safety to health care, energy, transportation, financial systems, IT, education, and more, life today can hardly function without the infrastructure behind communications systems. 

    Copper theft and vandalism causes: 

      • Disruptions to the 911 emergency system and to law enforcement operations; 
      • Power outages; 
      • Backups and safety hazards on public transit, freeways, bridges, and airports; 
      • Service interruptions to streetlights and traffic lights;
      • Contamination of water and sewer systems; 
      • And disruptions to healthcare systems and schools. 

    If you notice any suspicious activity, please inform your local law enforcement immediately. It is crucial to report these thefts right away to prevent widespread communication disruptions and potentially save millions of dollars in damages.
