  • MIL-Evening Report: Labor’s second-term defence priorities – could they include a pact with Europe?

    An apt metaphor for the Department of Defence in Labor’s second term might be the Titanic. The good ship “defence” has hit an iceberg: the senior officers are reassuring all is fine, the band is playing and the crew are busy. But the ship is gradually sinking.

    The iceberg is the $A368 billion AUKUS nuclear submarine project. The scale of the program in terms of money, time and workforce is progressively damaging the rest of the defence portfolio. AUKUS is now so large it is seen as a fourth service, alongside the navy, army and air force.

    Given the challenges facing Australia’s defence budget, what are we to make of the proposed defence pact with the European Union?

    European defence partners

    An ever-changing world always intrudes on defence planning.

    The latest is the European Union (EU) suggesting a defence partnership with Australia. To some degree, this simply formalises existing arrangements and practices. Individual European nations, such as Germany and France, already have strategic partnerships with Australia, while Italy and Spain undertake defence training in Darwin.

    A new partnership would elevate Australia’s European defence relationships to a different level, given the EU is a supra-national grouping of 27 countries with a GDP comparable to the United States. On the upside, EU defence spending is steadily being increased, creating new possibilities for Australian defence industry exports and the joint manufacture of selected equipment such as Germany’s Boxer vehicle in Brisbane.

    But funding a deepening relationship with the EU while sustaining those in the Indo-Pacific would be challenging. And AUKUS means the government will need to carefully balance today’s demands with suddenly emerging pressures.

    Treading water

    If the Europeans do land a defence pact with Australia – will it be worth their while?

    In this decade, Australia’s defence budget will simply be marking time. AUKUS has already begun crowding out other defence possibilities that might better fit today’s changed strategic circumstances.

    The navy’s surface warship fleet will decline until well into the 2030s. Its ageing amphibious and submarine fleets have become unreliable and its two brand new replenishment oilers are both inexplicably unserviceable.

    The army, unsure of itself, is crafting a new “theory of army” to update strategic and operational principles.

    Billions are being spent buying new-build and refurbished armoured vehicles, and old-design helicopters. These projects commenced before Labor’s first term and are less suited to today’s needs.

    The RAAF is better off, having finally received the last of its F-35 fighters even if they need updating as soon as possible. Ideally, the air force should be investing now in future new equipment for delivery in the 2030s, when some current in-service aircraft approach their end of life. But thanks to AUKUS, there is no money for this.

    No time to waste

    Both the Morrsion and the first Albanese government emphasised that this decade is particularly dangerous: a major war might break out unexpectedly.

    Three areas stand out for Labor to get busy on:

    1. The Trump Factor

    The Trump factor is threatening the existing defence plans built around tight military integration with the US. US President Donald Trump’s policy volatility makes the US an unreliable ally. This uncertainty works against relying on defence plans that literally bet the future of the nation on US support in time of war.

    The new National Defence Strategy due in early 2026, must address the Trump factor in a robust and comprehensive manner. The scale of the problem may mean a new grand strategy is needed.

    2. Labor’s first term Strategic Defence Review

    This review was fundamentally flawed. It failed to consider AUKUS – or indeed the navy’s surface war fleet – in its overall advice on the design of the future Australian Defence Force. Nor did it include defence funding needs in any detail beyond “should be increased”.

    Consequently, the review provided an inadequate foundation on which to forecast a long term plan for the force. This plan is now being steadily distorted as factors not previously considered intrude. The flow on effect means the original planned growth in defence budgets is now seriously insufficient.

    For better or worse, defence must be rebuilt around AUKUS. The attempt to keep the two separate has failed. AUKUS is no longer just a submarine project, but the core of the future defence force.

    As a result, army modernisation and the navy’s large amphibious ships look vulnerable.

    3. Future opportunities

    There are opportunities for the Australian Defence Force, despite the challenges. For example, the very rapid rise of robots being demonstrated in Ukraine portends the future of warfare.

    Defence is presently trapped in the old paradigm of buying a few large and very expensive crewed platforms like AUKUS, and is neglecting emerging uncrewed system models that are small and affordable.

    The defence department lacks money to explore such new ideas but the government could use the mostly untapped A$15 billion reconstruction fund, which handily includes defence manufacturing as a priority.

    Australian defence industry is potentially on the cusp of becoming a regional uncrewed system manufacturer, including the high-end Ghost Bats and Ghost Sharks, or the more affordable Speartooths, Fathoms, Bluebottles and Atlases. Australian made uncrewed systems have been combat proven in Ukraine.

    The reconstruction fund could build this industry sector, moving defence into the future and ensuring defence industry survives the AUKUS iceberg.

  • MIL-OSI China: Disney’s ‘Lilo & Stitch’ remake draws warm reception at Beijing premiere

    Disney’s live-action remake of “Lilo & Stitch” premiered in Beijing on May 16, with the story of a Hawaiian girl and her alien companion drawing positive reactions from Chinese audiences.

    The film, directed by Dean Fleischer Camp, stars Maia Kealoha as Lilo alongside Sydney Agudong, Billy Magnussen, Tia Carrere and Hannah Waddingham, with Chris Sanders, who directed the original 2002 animated version, returning to voice Stitch.

    The film follows a young Hawaiian girl who befriends a troublemaking alien, in a story about family bonds that mirrors the plot of the popular original.

    Stitch, officially designated Experiment 626, a fugitive alien from Planet Turo, has become both a global fan favorite and merchandising phenomenon. Disney aims to capitalize on the character’s enduring popularity with this new film. The original animated film remains a Disney cornerstone, known for its humor, emotional depth and Hawaiian setting.

    The live-action adaptation, written by Chris Kekaniokalani Bright and Mike Van Waes, maintains the original’s themes of family and belonging while showcasing Hawaiian landscapes and culture, according to Disney.

    Director Dean Fleischer Camp aimed to update the story for contemporary audiences while preserving the characters’ appeal.

    “The original has always been my favorite Disney film, and I was blown away when I first saw it,” Camp said, noting the film’s unique visual style, rooted in Sanders’ artistic vision, set it apart from other Disney productions. He described it as an unconventional fairytale set in contemporary Hawaii, focusing on ordinary characters pursuing happiness. This realistic foundation, he said, made it ideal for a live-action adaptation that could explore deeper emotional truths while staying faithful to the original.

    Sanders, who directed the 2002 original and created Stitch’s distinctive design to challenge alien movie conventions, insisted on continuing to voice the character despite working on another project.

    “I’m going to do this voice for as long as I possibly can. This is a very personal character to me,” said Sanders, who was producing “The Wild Robot” for DreamWorks when casting for the remake began.

    “Having Chris Sanders back was a dream come true,” said Camp. “He has been so generous with not just his voice, but his time and his mind in guiding us and telling us when we’re off track and making himself open to advice and answering questions. And then getting into the ADR booth and just seeing that voice come out of his face was totally surreal. I know, intellectually, Chris Sanders does the voice of Stitch, and I know Chris Sanders, but then my brain exploded when I saw the two together.”

    The film stars Hawaiian newcomer Maia Kealoha as Lilo, a spirited 6-year-old with a love for hula and Elvis Presley. Filmmakers reviewed over 800 audition tapes before casting the Big Island native, who they said captures the character’s distinctive personality and emotional depth.

    “Maia’s a born performer, but it was her inherent curiosity and imagination that struck us,” the director said.

    The China premiere featured singer Lars Huang performing the Chinese theme song for “Lilo & Stitch” — his Mandarin cover of Elvis Presley’s “Burning Love” — along with a meet-and-greet session and a ceremony illuminating a giant Stitch statue at Beijing’s Taikoo Li Sanlitun shopping district.

    “‘Burning Love’ is a vibrant and romantic song,” Huang said of his Mandarin cover. “Through my vocals, I hope to capture Stitch’s irresistible charm while conveying the song’s passionate message of love. May it inspire listeners to embrace life courageously and find their own ‘ohana.”

    The song will be released simultaneously with the film on May 23.

    China Eastern Airlines operated a “Lilo & Stitch”-themed flight from Shanghai to Beijing on May 15, carrying premiere attendees, with the decorated aircraft set to continue serving international routes, the airline said.

  • MIL-OSI China: Aerial tourism the modern ‘journey to the west’

    Instead of climbing thousands of steps to see the centuries-old Buddhist sculptures carved into the towering cliff face, visitors to the Maiji Mountain Grottoes in northwest China have a new thrilling option: boarding an aircraft and enjoying a spectacular view from high in the sky.

    The local scenic spot has launched an eVTOL (electric vertical takeoff and landing) aircraft program since March, offering visitors an opportunity to soar at an altitude of 300 meters and enjoy a bird’s-eye view of the 1,600-year-old grottoes.

    This aerial sightseeing service has infused heritage exploration with a futuristic vibe, giving visitors an unprecedented immersive experience.

    “That should be the way we travel in the 21st century,” a web user commented on a WeChat post.

    This is just one of the latest examples of scenic spots in northwest China incorporating low-altitude technologies into tourism. As National Tourism Day marked on May 19, low-altitude tourism is now under a spotlight as the country prioritizes the orderly development of low-altitude sectors to stimulate consumption.

    Home to a wealth of stunning natural and cultural attractions spread across vast distances, the northwest region is full of unique opportunities. Unlike the southern and eastern parts of China, which are relatively flat and often obscured by fog and rain, this high-altitude inland region with abundant sunshine is filled with mountains and canyons, making it an ideal landscape for aerial sightseeing.

    For example, Xinjiang Uygur Autonomous Region alone boasts a flight area of around 1.8 million square km, accounting for one-sixth of the country’s total. There are more than 320 days of good flying weather each year.

    Deng Lili is one enthusiast. During the recent May Day holiday, she took a 25-minute helicopter ride from Shihezi City in northern Xinjiang, flying over some of the region’s iconic landscapes, including the Tianshan Mountains and the Manas River Grand Canyon.

    “It was gorgeous,” she recalled with exhilaration. “Seeing the emerald rivers and winding red rocks from above was a truly fantastic experience.”

    In Gansu Province, sightseeing tours with aircraft and gliders over the Yellow River and alongside reservoirs have taken off over the past two years.

    Known for its Danxia landforms, or reddish sandstone and rocks, the Zhangye Colorful Danxia Scenic Spot in Gansu is seeing more travelers trading traditional viewing strolls for the more thrilling experiences of helicopters and hot air balloons.

    Visitors like Wang Jiao, from Henan Province in central China, described her recent aerial adventure as a sensory delight. “Flying above the multicolored ridges of weathered strata feels as if I could reach out and touch the vibrant hues with my fingertips.”

    According to the local tourism bureau, aerial tourism has evolved from a niche to sought-after choice, becoming a new growth driver in the industry.

    Behind the success of aerial tourism is a strategic effort to drive China’s emerging low-altitude economy, which refers to activities within airspace below 1,000 meters.

    Since being highlighted in the nation’s 2024 government work report as a “new engine for economic growth,” many provincial regions in the country’s west have begun formulating plans to accelerate the development of low-altitude economy. For instance, Xinjiang aims to build a total of 98 general aviation airports by 2035, equating to around 5.9 airports for every 100,000 square km once completed.

    Data from the lifestyle app Xiaohongshu shows that topics related to drones in Xinjiang have garnered over 820,000 views, with many users sharing detailed tips on how to take picturesque drone photos. Some popular scenic areas have begun offering shared drone services and training for certified pilots.

    Wei Xiang, a researcher at the Chinese Academy of Social Sciences who specializes in tourism market, said China’s low-altitude tourism features integration of advanced aerial technologies.

    Some cutting-edge flying vehicles, such as the “Land Aircraft Carrier,” a flying car developed by Chinese EV company Xpeng, have made local headlines by conducting high-temperature and high-altitude tests in Xinjiang and Qinghai. Meanwhile, aviation enterprises in Xinjiang are exploring the deployment of EHang’s EH216-S autonomous eVTOL aircraft for scenic tourism applications.

    Wei attributed the advancements to China’s strong manufacturing and innovation capabilities.

    “China has an extremely comprehensive supply chain and system in the manufacturing sector, which accounts for the richness of low-altitude vehicles,” Wei said.

    Wei also calls for simplified airspace regulations, accelerated infrastructure development and enhanced talent cultivation to drive better development in this area.

  • MIL-OSI Australia: Strong demand and reduced domestic competition have contributed to significant earnings for Qantas Group and Virgin Australia

    Australia’s two largest airline groups have both recorded strong financial results for the first half of 2024-25, reflecting a number of factors including strong ongoing demand for flying and limited domestic competition, the ACCC’s latest Domestic Airline Competition report has found.

    Qantas Group reported earnings before interest and taxes of $1.5 billion for the first half of 2024-25, with $916 million coming from its domestic operations across both Qantas and Jetstar.

    Of the Qantas Group’s total earnings, Qantas Domestic, including Qantaslink, contributed the highest share of the group’s earnings at $647 million. Much of this result can be attributed to the airline’s dominance in the corporate travel market – Qantas Group had an 80 per cent share of the corporate travel market over the reporting period, coinciding with a resurgence in demand.

    “The high half-yearly earnings reported by Qantas Group reflect its dominance of the domestic airline sector, with Qantas and Jetstar accounting for over 60 per cent of passengers,” ACCC Commissioner Anna Brakey said.

    The domestic operations of Jetstar recorded the biggest increase in earnings across the Qantas Group, increasing by 53.7 per cent between the first half 2023-24 and 2024-25, to $269 million. Jetstar Domestic became the sole low-cost carrier in Australia after the exit of Tigerair in 2020, and again when Bonza collapsed in April 2024.

    “Jetstar has been able to capitalise on the continued absence of competitive pressure from another low-cost carrier in the domestic market to increase its market share and operating margin,” Ms Brakey said.

    While Virgin Australia does not publicly report half-year results, its then CEO, Jayne Hrdlicka, said in February that the airline group had achieved record profits in the first half of the current financial year, following its post-administration restructure under Bain Capital.

    After the withdrawal of Rex from routes connecting capital cities, Virgin Australia has increased its share of passengers to 34.4 per cent in March 2025, up from 31.3 per cent from a year prior. Virgin Australia also secured three of Rex’s Boeing 737 aircraft leases, which has facilitated its ability to add seat capacity and improve network resilience.

    Record passenger volumes in April following weather disruptions in March

    Although the data was not yet available for this report, airlines and airports were expecting a significant increase in travellers in April with school holidays, Easter and ANZAC day all condensed into a three-week period. Airservices Australia noted that 17 April 2025 (the Thursday before Good Friday) was the busiest day for domestic travel in the past five years.

    This follows disruptions to travel in March, when passenger levels declined by 4.9 per cent compared to March 2024, which can be attributed to Ex-Tropical Cyclone Alfred and associated severe weather events along the east coast of Australia.

    Flights operating between Brisbane-Sydney and Brisbane-Melbourne experienced a 9.9 per cent and 9 per cent reduction in passengers in March 2025 respectively. Meanwhile, Gold Coast and Maroochydore airports experienced the biggest decline in passengers over this period by 30.2 per cent and 25.1 per cent respectively.

    The weather disruptions also contributed to the average industry flight cancellation rate increasing significantly in March 2025 to 5 per cent, compared to the long-term industry average of 2.2 per cent.

    Despite the disruptions caused by Ex-Tropical Cyclone Alfred, the on-time arrival rate has improved over the past six months to levels just below the long-term industry average of 80.7 per cent. The average industry on-time arrival rate was 80.2 per cent in March 2025, an improvement from 74.5 per cent in October 2024.

    “It is encouraging to see the on-time arrival rate improving as this means travellers can have more confidence that their flight will arrive at the time they booked,” Ms Brakey said.

    Seasonal patterns driving recent movements in airfares

    Following a peak in October 2024, the average airfare fell by 16.1 per cent in the three months to January 2025, before increasing again by 9.6 per cent by March 2025.

    “The trends observed in average airfares since January reflect seasonal factors and are broadly consistent with those observed in previous years,” Ms Brakey said.

    “Average airfares have come down from their peak in October 2024.”

    Demand for domestic air travel in the first quarter of 2025 was lower than 12 months prior. However, 2024 was a particularly unusual year by comparison due to significant events that led to unprecedented demand for flights to Melbourne and Sydney, such as the Taylor Swift concerts in February 2024, which in turn led to higher airfares as demand outstripped supply. The Easter long weekend also fell in March last year which contributed to the increase in demand for travel during this time.

    Background

    On 6 November 2023, the Treasurer directed the ACCC to recommence domestic air passenger transport monitoring. Under this direction the ACCC is to monitor prices, costs and profits relating to the supply of domestic air passenger transport services for a period of three years and to report on its monitoring at least once every quarter.

    The ACCC collects data from Jetstar, Qantas, Rex and Virgin Australia for monitoring purposes.

    Rex entered voluntary administration in July 2024 but continues to operate its regional services. The government is guaranteeing regional flight bookings for Rex customers throughout the voluntary administration process.

  • MIL-OSI USA: German Verdi Trade Union Stands in Solidarity with IAM Union Lufthansa Technik Puerto Rico Workers Amid Stalled Contract Talks

    As Lufthansa Technik Puerto Rico workers continue their fight for a fair first contract, international support is growing. The German service-sector union Verdi has called on Deutsche Lufthansa AG to intervene and support its Puerto Rican subsidiary in resolving long-standing contract disputes with the IAM Union.

    “Negotiations are proving very difficult, particularly with regard to overtime pay and wage increases,” said Verdi Union Vice Chair Christine Behle in a letter to Lufthansa’s leadership. “This is neither acceptable to the employees in Puerto Rico nor to Verdi. Nor does it do justice to the daily performance.”

    The IAM has been in negotiations with Lufthansa Technik Puerto Rico for over a year, advocating for a contract that guarantees fair pay, safer working conditions, and respect on the job for the skilled aviation maintenance workers who keep commercial aircraft flying safely.

    “It is unacceptable that a German company wants to impose worse conditions for employees outside of Germany,” Behle continued in a message of encouragement to the workers in Aguadilla, Puerto Rico. “We stand for good working conditions all over the world and send you our solidarity greetings.”

    “These workers have been shortchanged for too long, and we’re here to make them whole,” said IAM Southern Territory General Vice President Craig Martin. “They’ve put in the work, kept planes flying, and met every expectation. It’s time the company steps up and delivers the respect, wages, and protections these workers have more than earned.”

    The IAM Union has vowed to continue standing with its members in Puerto Rico, demanding that the company return to the bargaining table with proposals that reflect its workers’ hard work and professionalism.

    “The letter from Verdi underscores a growing global concern: Lufthansa Technik’s failure to reach a fair deal with its Puerto Rican workforce not only reflects poorly on the company’s international labor practices, but also contradicts the values it claims to uphold in its home country,” said IAM Air Transport Territory General Vice President Richie Johnsen.

    President Donald Trump announced while in Saudi Arabia on May 14, 2025, that the United States would lift sanctions on Syria. The turnaround was a huge victory for the government of Syrian President Ahmad al-Sharaa as he attempts to consolidate power nearly six months on from his movement’s stunning toppling of the longtime regime of Bashar al Assad.

    But it wasn’t all down to Syria lobbying on its own behalf. In announcing the policy shift, Trump largely attributed the shift to his Saudi hosts as well as Turkey. Both nations are longtime Assad foes who quickly championed al-Sharaa and have been pushing the U.S. to normalize ties with Syria’s new government.

    Turkey, whose resources and land have been heavily affected by instability in neighboring Syria, was particularly instrumental in pushing Trump to accept the post-Assad government, even over objections from Israel.

    As experts in international relations and Turkish law and politics, we believe the developments in Syria point to the outsized role a small-to-middle power like Turkey can have in regional and international matters. That is particularly true in the Middle East, where world powers such as the U.S. are perceived to have a declining and at times unpredictable influence.

    An opening in Syria

    After 13 years of devastating civil war, Syria faces a slew of large challenges, including the immediate task of state building. Not only is violence still readily apparent in Syria itself – as the recent killing of Alawites, allegedly by government forces, or fighters aligned with them, showed – but neighboring Israel has also repeatedly attacked positions in Syria in an attempt to weaken the new government. To Israel’s government, a strong, militarized Syria would pose a threat, particularly in regard to the unstable border at the Golan Heights.

    Despite the issues that confront Syria’s new government, it has nonetheless demonstrated a remarkable aptitude for gaining international acceptance – a notable fact given al-Sharaa’s leadership ties to the Hayat Tahrir al-Sham, a formerly al-Qaeda linked group listed as one of the U.S. foreign terrorist organizations since 2014.

    Turkey presses its influence

    In this context, Turkey’s hand has been especially important.

    Since Trump took office, Turkish President Tayyip Erdogan has pressed the American president to lift sanctions. The two men had struck up a strong relationship during the first Trump administration, with the U.S. president declaring himself to be a “big fan” of the Turkish leader.

    Turkey’s behind-the-scenes diplomacy can be seen as part of its broader effort to fill the vacuum left by Assad’s fall. Doing so not only bolsters Erdogan’s position as a regional player, but it also advances his domestic agenda.

    Turkey has moved quickly on numerous fronts in charting the future course of Syria by pursuing economic and security projects in the country. First and foremost, Turkey has upped its investment in Syria.

    Also, as it did in Libya and Somalia, Turkey has contributed to the training and equipping of new Syrian security forces.

    In the northeast Syrian province of Idlib, Turkey is funding education, health care and electricity, and the Turkish lira is the de facto currency across northwestern Syria.

    The roots of these engagements lie in Turkey’s interest in managing its own security situation.

    Since 1984, Turkey has been fighting Kurdish separatist groups, most notably the Kurdistan Workers’ Party, or PKK, which is aligned with the Kurdish YPG militia in northeast Syria – one of the groups that fought Assad’s forces during Syria’s civil war.

    Assad’s fall led to Russia’s retreat from Syria. Meanwhile, Iranian influence, too, has waned as a result of not only Assad’s departure, but also the military downgrading of Hezbollah in neighboring Lebanon. And the U.S. no longer actively supports the Kurdish YPG militia in northeast Syria.

    Into this void of external influence, Turkey quickly seized an opportunity to reshape the security landscape.

    Ankara, which still controls large chunks of territory in Syria’s northeast from the fight against Assad and Syrian Kurdish groups, agreed to a Syrian plan to incorporate the YPG, the armed wing of the Kurdish Syrian Democratic Forces, or SDF, into the new Syrian army.

    The Turkish perspective has long been that the fight against the PKK can succeed in the long run only with stability on Syrian soil. Now, the PKK is trying to reach peace with the Turkish government, but whether the SDF in Syria will disarm and disband is far from certain. As such, having a strong, stable Syrian government in which a Kurdish majority is accommodated may be in Ankara’s best interests.

    Meanwhile, al-Sharaa’s success in rebuilding Syria after the civil war would also help Turkey on another front: the issue of Syrian refugees.

    Turkey currently hosts around 3.2 million refugees from Syria – the most of any country. The sheer number and length of stay of these displaced people have put a strain on Turkey’s economy and social relations, leading to clashes between Turks and Syrian refugees.

    There is also a broad consensus in Turkey that the Syrian refugee problem in Turkey can be solved only through a comprehensive return strategy.

    Although naturalized Syrians in Turkey make up an important constituency within the voter base of Erdogan’s ruling AK Party, the only solution currently envisaged by the Turkish president and his allies is repatriation. For this, rapid and stable development of infrastructure and the housing stock in Syria is considered essential.

    Prospects for small-to-middle powers

    Turkey’s strategic opportunity in Syria is not without clear risks, however. The incursions by the Israeli military illustrates the challenge Turkey faces in advancing its own interests in Syria. It is notable that Trump’s announcement on sanctions was seemingly made without the knowledge – and against the wishes – Israeli Prime Minister Benjamin Netanyahu.

    Additionally, Turkey is looking to finesse a growing role in the region into strengthening its position over the long-running dispute in Cyprus. The island, which lies a couple of hundred miles off Syria’s coast, is divided into two regions, with Greek Cypriots in the south and a breakaway Turkish Cypriot north – with only Turkey recognizing the self-declared state in the north. Turkey is trying to regulate maritime jurisdiction in the eastern Mediterranean through an agreement with Syria, but the plan is stalled since the European Union supports Greece’s position in Cyprus.

    The Turkish moves in Syria are nonetheless being broadly felt elsewhere. Arab nations like Saudi Arabia and Qatar support the post-Assad arrangement in Syria and see their own interests being served alongside Turkey’s, although the rivalry of the Sunni world is at stake.

    The lifting of sanctions by the U.S. will have long-term political impacts beyond short-term economic impacts. Syria has little direct trade with the U.S., only exporting its agricultural products and antiques. But the appearance of political legitimacy and recognition is a diplomatic win for Turkey, as well as for Syria. The political opening brings with it the promise of future investment in Syria.

    Turkey’s dealing with Syria showcases how small-to-middle powers can chart the waters of statecraft in their own way. The days of international affairs being dominated by superpowers appear to be over – as many have long predicted. And in Syria, Turkey is providing a blueprint for how small-to-middle powers can work that to their advantage.

    The dream of seeing the iconic Red Arrows soar over Ryde once again this summer is edging ever closer to reality, according to Armed Forces Day organiser Ian Dore.

    Speaking this week, Ian — who is also the Isle of Wight Council’s Armed Forces Champion — acknowledged the challenges faced in bringing such a high-profile display to the Island, but remained optimistic.

    “Like many events this year, Armed Forces Day has had its fair share of hurdles,” he said. “But when it comes to securing the Red Arrows, we are within touching distance.”

    A crowdfunding campaign launched just last week has already raised more than £3,280, thanks in no small part to the generosity of local businesses.

    Among the first to step forward was Kev Coghlan, of Coghlan Plant Hire and Transport, who sponsored Red 5 — the aircraft flown by Flight Lieutenant Dustin Wales — in a nod to the Star Wars connection.

    Also lending his support is Geoff Underwood, a well-known Island businessman and community figure. Mr Underwood, who runs IFPL and is a Deputy Lieutenant and former High Sheriff, has sponsored Red 1, flown by Squadron Leader Jon Bond.

    “With the Battle of Britain Memorial Flight already confirmed, the addition of the Red Arrows would be the icing on the cake,” Ian added. “They remain the most requested attraction by far.”

    However, the clock is ticking. The Reds are expected to receive official Public Display Authority later this week, and organisers have until Thursday morning to finalise arrangements.

    “At the time of writing, we estimate we need just under £3,000 to get us over the line,” said Ian. “If there are any Armed Forces Covenant signatories or local businesses who haven’t yet come forward, now is the time. This is a chance to be part of one of the Island’s biggest single-day events.”

    He concluded with heartfelt thanks to those who have already contributed: “Kudos and big salutes to everyone who’s helped so far. Your support means the world to the Island’s Armed Forces community.”

    PECOS, Texas, May 19, 2025 (GLOBE NEWSWIRE) — Electric Hydrogen, an American manufacturer of high-power electrolyzer plants, announced today that Infinium, a leading producer of commercial eFuels, has selected Electric Hydrogen’s 100 megawatt (MW) HYPRPlant for its large-scale eFuels facility in Texas, Project Roadrunner.

    Electric Hydrogen’s HYPRPlant is a complete solution that lowers hydrogen total installed project cost by up to 60% relative to other electrolyzer solutions. The company manufactures HYPRPlants in the United States: its proprietary electrochemical stacks are built in Electric Hydrogen’s Massachusetts gigafactory while the chemical process modules are manufactured in Texas, drawing on strong local expertise from the oil and gas industry.   • MIL-OSI NGOs: Yemen: US air strike that has left dozens of migrants dead must be investigated

    A US air strike on a migrant detention centre in Sa’ada, north-western Yemen on 28 April killed and injured dozens of migrants and must be investigated as a violation of international humanitarian law, said Amnesty International today, amid reports that hundreds of people have been killed and injured as a result of US air strikes on Yemen since March 2025.

    According to satellite imagery analysis, the US attacks carried out on Sa’ada prison compound struck the migrant detention centre and another building on the site.

    Amnesty International spoke with three individuals who work with African migrant and refugee communities in Yemen.  Two of them, who had visited the migrant detention centre as well as two nearby hospitals, and their morgues in the aftermath of the air strike, confirmed witnessing evidence of a high number of casualties.  The organization also analysed satellite imagery and video footage of horrific scenes showing migrants’ bodies strewn across rubble and rescuers trying to pull badly wounded survivors from the debris.  

    “The US attacked a well-known detention facility where the Huthis have been detaining migrants who had no means to take shelter. The major loss of civilian life in this attack raises serious concerns about whether the US complied with its obligations under international humanitarian law, including the rules on distinction and precautions,” said Agnès Callamard, Amnesty International’s Secretary General.

    “The US must conduct a prompt, independent and transparent investigation into this air strike and into any other air strikes that have resulted in civilian casualties as well as those where the rules of international humanitarian law may have been violated.”

    Witnesses who visited the Republican hospital and al Talh General hospital in Sa’ada, told Amnesty International they saw more than two dozen Ethiopian migrants who sustained injuries including severe amputations and fractures. They also said that the morgues at the hospitals ran out of space to receive dead bodies, so casualties received from the air strike had to be stacked outside. The ICRC, whose staff were at the site in the immediate aftermath of the attack, also confirmed in a statement a high number of casualties, many of whom were migrants.

    Under international humanitarian law attacking forces have an obligation to do everything feasible to distinguish between military and civilian targets, to verify whether their intended target is a military objective and to cancel an attack if there is doubt.  When attacking a military objective, parties to a conflict must also take all feasible precautions to minimise harm to civilians in the vicinity. 

    If civilian harm is found to have occurred, victims and their families should receive full reparation for violations of international humanitarian law. Furthermore, if investigations find that there were direct attacks on civilians and civilian objects or indiscriminate attacks striking military targets and civilians without distinction and which killed or injured civilians, they should be investigated and treated as violations of internation law and potential war crimes.

    Amnesty International’s arms experts analysed photos of the remnants of the weapons used in the attack and identified fragments of at least two 250 pound precision-guided GBU-39 Small Diameter Bombs. US Central Command did not announce the target of the attack but a US defense official said they were assessing “claims” of civilian casualties in the strike, and conducting “our battle-damage assessment”. This assessment, including any conclusions related to civilian harm and efforts to respond to it, should promptly be made public.

    The US should have known Sa’ada prison was a detention facility, that has been used for years by the Huthis to detain migrants and that it was regularly visited by ICRC. They should also have known that any aerial attack could result in significant civilian harm.

     Amnesty also recalls that another detention facility within the same Sa’ada prison compound was hit by a Saudi-led coalition air strike on 21 January 2022, using a US-made precision guided munition, killing more than 90 detainees and injuring dozens. According to satellite imagery, since that strike in 2022 the Huthi de facto authorities have constructed additional buildings at that location, one of which was also struck on 28 April.

    Amnesty International was unable to conclusively identify a legitimate military target within the Sa’ada prison compound. Restrictions by the Huthi de facto authorities on independent investigations, including access to the second location struck on 28 April, limit our ability to fully investigate the attack, or to rule out the possibility that there were military objectives within the prison compound. Any attack that fails to distinguish between civilians and civilian objects on the one hand, and legitimate military targets on the other, even within the same compound, constitutes an indiscriminate attack and a violation of international humanitarian law.

     ‘Shock and horror on their faces’

    Amnesty International analysed dozens of videos and photos published by Huthi al Masira TV channel in addition to seven videos privately shared by one witness. This digital evidence showing bodies scattered in the rubble points to dozens of civilian migrant deaths and injuries in the air strike on the detention centre.

    The Huthi-run Ministry of Interior stated that, at the time of the attack, the detention facility was holding 115 African migrant detainees, of whom 68 were killed and 47 were injured.  If this number of casualties proves accurate, it would be the worst case of civilian harm in a single incident by the US military since an air strike in Mosul, Iraq in 2017.

    Amnesty International could not independently verify the death toll, nor speak to survivors or medical workers, due to the Huthis’ ongoing crackdown on civic space. Huthi officials have issued several statements and directives prohibiting people from sharing names, photos, or any information related to the US air strikes’ casualties on social media and other public platforms. Multiple people said they were afraid to speak out of fear of reprisal. In recent years, aid workers, journalists and activists have been detained by the Huthis and accused of espionage.

    Despite this, Amnesty International was able to speak, on condition of anonymity, with three individuals working with African migrant and refugee communities who said that all the migrant detainees held at this detention centre were Ethiopian, with the exception of one Eritrean.  

    One witness said he saw 25 injured migrants in the Republican hospital and nine in Al Talh General hospital in Sa’ada: “They suffered from different fractures and bruises. Some were in critical condition and two had amputated legs… The morgue in the Republican hospital was overwhelmed and there was no place left for tens of corpses that were still left outside the morgue for the second day.”

    Another witness who visited both hospitals and spoke to dozens of the injured Ethiopian migrants said:

    “They told me they were sleeping when they were hit with the first missile at around 4 a.m. in the morning (…) They said they woke up to find dismembered bodies around them. You could see the shock and horror on their faces. Some were still unable to speak because of the trauma.”

    On 27 April, a day before the attack, US Central Command announced it had struck over 800 targets in Yemen since 15 March and that they were intentionally limiting disclosing information about their operations for reasons of operational security.

    US Congress should ensure ongoing efforts to mitigate civilian harm

    Critical systems put in place in recent years building on work started under the first Trump Administration to reduce and better respond to civilian harm caused by US lethal actions abroad are under threat by the current Trump Administration. News outlets have reported that programs at the Defense Department focused on civilian harm mitigation and response are being gutted, and that the US President has rolled back constraints on commanders authorizing certain types of air strikes and special operations.  It has also been reported that Defense Secretary Pete Hegseth fired the top military lawyers responsible for ensuring compliance with international humanitarian law in military operations.

    “At a time when the US appears to be shrinking efforts aimed at reducing civilian harm by US lethal actions, the US Congress should play its oversight role and demand information on investigations to date on these strikes. Congress must further ensure that civilian harm mitigation and response mechanisms remain intact and robustly respond to this and other recent incidents,” said Agnès Callamard.

    Background

     Between November 2023 and January 2025, Huthi armed forces have targeted at least 74 commercial and military vessels in the Red Sea, the Gulf of Aden and the Indian Ocean, which they claimed were linked to Israel, the USA or the UK.

    US President Joe Biden began air strikes against the Huthis in 2024. The new wave of US strikes under the Trump Administration started on 15 March 2025 after the Huthis announced on 11 March that they would resume attacks on Israeli ships passing through the Red and Arabian seas in response to Israel blocking aid into the occupied Gaza Strip.

    Since 15 March, the Huthis have launched missiles and drones at the USS Harry S. Truman, an aircraft carrier stationed in the Red Sea. They have also resumed their attacks on Israel, striking near Tel Aviv’s Ben Gurion Airport on 4 May. Israel retaliated in May with air strikes including on Hodeidah port and Sana’a airport.

    On 6 May, the US announced it was ending its military campaign against the Huthis in Yemen.

    China’s fixed-asset investment went up 4 percent year on year in the first four months of 2025, official data showed Monday.

    Excluding the property sector, the country’s fixed-asset investment grew 8 percent year on year during this period, according to the National Bureau of Statistics (NBS).

    Infrastructure investment rose 5.8 percent year on year, while manufacturing investment increased 8.8 percent.

    By industry, investment in the primary industry grew 13.2 percent year on year, while secondary industry investment rose 11.7 percent. The tertiary industry saw investment decrease by 0.2 percent.

    In the high-tech sector, investment in information services surged 40.6 percent, while computer and office equipment manufacturing investment increased 28.9 percent. Investment in aviation, spacecraft and equipment manufacturing grew 23.9 percent, and professional technical services investment rose 17.6 percent.

    Monday’s data also showed that China’s value-added industrial output expanded 6.1 percent year on year in April, while the retail sales of consumer goods, a major indicator of the country’s consumption strength, grew 5.1 percent year on year. The surveyed urban unemployment rate on average in China dropped to 5.1 percent in April.

    Police are reiterating warnings to bushwalkers after another search and rescue response was launched to rescue two bushwalkers near Lake Newdegate in the Mount Field National Park.
    “Around 10pm last night, police were alerted via a satellite messaging device, that two bushwalkers required assistance after becoming stranded at the Newdegate Hut due to suffering from the effects of exposure,” said Acting Inspector Paul Johns from Marine and Rescue Services.
    “The weather prevented the party from walking out of the area and concerns were held due to further deterioration of weather conditions.”
    “The Westpac Rescue Helicopter was dispatched, however, due to weather conditions and cloud it was unable to safely land, and a search and rescue team was deployed to walk to the area.”
    “Just prior to 3.30am this morning rescue personnel, consisting of two police rescue officers and two wilderness paramedics, reached the bushwalkers. The bushwalkers were treated at the hut and extracted by helicopter at 9am this morning, after the weather conditions improved.”
    “Last week we saw several bushwalker weather alerts issued by the Bureau of Meteorology, and this rescue is an example of how it’s imperative to only bushwalk if you are prepared – both with physical capability, and equipment to keep you safe.”

From 2025, flights from the EU must use 2% SAF (Sustainable Aviation Fuel) — fuel with a biogenic component. By 2050, this share will reach 63%, — said Ekaterina Parkhomchuk, Director of the NSU-NNC UMS Collective Use Center.

    SAF (Sustainable Aviation Fuel) is a product of processing biomass, which includes vegetable oils, animal fat, lignocellulosic wood waste, and microalgae. Processing, depending on the type of feedstock, may include catalytic hydrogenation, hydrocracking, hydrodeoxygenation, isomerization, gasification, and the Fischer-Tropsch process. The resulting processing product is then added to kerosene obtained from fossil hydrocarbon sources.

    Russia is one of the largest producers of jet fuel — 12.8 million tons of this type of fuel were produced in 2021 — and also has huge raw material potential for SAF production. In 2020, the production of vegetable oils amounted to 7.3 million tons. The production of “sustainable aviation fuel” requires certification and control over compliance with the requirements for the minimum content of the “biocarbon” share, so a routine method for its analysis is needed. This analysis can be performed by measuring the concentration of radiocarbon, for example, indirectly by the radioactivity of the material, or by the direct method of accelerator mass spectrometry (AMS). Both methods for determining radiocarbon have been developed in Russia, but accelerator mass spectrometry is represented only in the Novosibirsk UMS Center of Collective Use of NSU-NNC.

    Search for biogenic carbon

    — “Biogenic” carbon differs from fossil carbon in its isotopic composition — primarily in the concentration of the radioactive isotope C-14 (radiocarbon) relative to the main stable isotope C-12. In modern biological objects, the proportion of radiocarbon, although extremely small — about 10 to the minus tenth power % — is still at a level detectable by modern technology; however, due to the beta decay of the C-14 nucleus, over time the amount of radiocarbon in fossil raw materials becomes orders of magnitude smaller and quantitative determination becomes impossible.

    Accelerator mass spectrometry provides the ability to reliably measure the concentration of radiocarbon in any samples at a level above 10 to the -14th power %, which is 0.01% of the current level in the biosphere. Therefore, by conducting UMS analysis of any materials, including kerosene, food additives, drugs, etc., it is possible to determine with high accuracy the proportion of carbon of modern biological origin, – explained Ekaterina Parkhomchuk.

    The NSU-NNC UMS Collective Use Center received 4 samples from RGUNG as introductory or test experiments, including two reference (standard) samples, which were kerosene obtained exclusively from biological raw materials and kerosene from fossil oil, as well as two samples of kerosene obtained by mixing the first two in proportions unknown to Novosibirsk scientists. Innovative sample preparation aimed at overcoming the “sulfur barrier” was used in the analysis of the samples. As Ekaterina Parkhomchuk explained, the complexity of fuel analysis lies in the high content of sulfur and nitrogen, which cause rapid corrosion of measuring instruments. A unique graphitizer has been developed at Novosibirsk State University, which allows working even with high-sulfur oils. This gives Russia a technological advantage over foreign analogues.

    — UMS analysis requires the production of a graphite cathode from the material being studied. This is done by burning the sample, extracting the target carbon dioxide from the resulting complex gas mixture and catalytically carbonizing it into elemental graphite. The difficulty of analyzing most hydrocarbon fuels is that the material may contain impurity elements such as sulfur and nitrogen, which quickly disable traditionally used “graphitizers”, such as those offered by the Swiss company Ionplus. Several years ago, NSU developed and assembled a graphitization stand that allows for the preparation of graphitized samples for UMS cathodes with sufficient purity even from high-sulfur oils, which distinguishes it from foreign analogues. It was used for the work described, — said Ekaterina Parkhomchuk.

    The studies were conducted under special conditions, observing all standardized requirements for laboratories that conduct radiocarbon studies not only of ancient samples, but also of samples containing excessive amounts of radiocarbon. These measures are designed to ensure radiation and biological safety, as well as to prevent cross-contamination of samples and false test results. Sample preparation of biological and C-14-labeled samples is carried out in different laboratories. Personnel working in one laboratory do not have access to the other. Employees of both laboratories maintain isolation from each other, do not cross paths in offices, lunch rooms, and recreation areas. Also, both laboratories use separate chemicals, materials, and utensils.

    — Three graphite cathodes were made from each sample and UMS analysis was performed on all samples. It turned out that one reference sample did not contain C-14, i.e. it belonged to fossil raw materials (most likely oil), and the concentration of radiocarbon in the second reference sample slightly exceeded the modern level of C-14. This indicates that the time of origin of the plant raw materials from which the biogenic fuel was obtained corresponds to the period 2000-2010, when the concentration of radiocarbon in the atmosphere was still higher than usual as a result of nuclear tests conducted in the 50-70s of the last century. In other words, both samples really belonged to two different sources of production — fossil (oil, gas or coal) and modern (biomass). And the other two samples showed results different from the first two — one contained about 6% biogenic carbon, and the second — about 13%. Our experimental results coincided with the calculated ratios, according to which the RGUNG specialists prepared mixed samples, which confirms the validity of using the UMS method to determine biocarbon, – summed up Ekaterina Parkhomchuk.

    Promising technology

    The technology of joint processing of lignocellulosic raw materials PCH-SAF, developed at the Gubkin Russian State University of Oil and Gas (National Research University), is based on the processes of fast pyrolysis, delayed coking and hydrocracking of traditional oil and plant raw materials. Waste is used as the initial biomass – sawdust of coniferous and deciduous trees, sunflower husks, etc.

    — This technology consists of the joint processing of plant and oil raw materials. There are three stages of obtaining the component: fast pyrolysis of biomass, coking and hydrocracking. By means of fast pyrolysis, we liquefy the initial biomass and obtain the so-called bio-oil at the output. At the coking stage, co-processing of oil residues, for example, tar, with bio-oil occurs. At the hydrocracking stage, the raw material is a mixture of vacuum gas oil with the gas oil fraction of the coking process, containing bio-oil components, — explained Mikhail Ershov, professor of the Department of Oil Refining Technology.

    One of the advantages of the technology developed at RGUNG is the use of the existing infrastructure of oil refineries. It is assumed that when it is implemented on an industrial scale, there will be no need to replace the catalyst at the hydrocracking unit, and if necessary, only the process conditions may need to be adjusted. The process is currently at the laboratory stage, a laboratory sample has been developed and is being tested. This work is being carried out within the framework of the RSF grant No. 22-79-10280 “Study of new methods for obtaining renewable aviation fuel from lignocellulosic biomass using a complex of thermal and thermocatalytic processes.”

    Prospects for cooperation

    Mikhail Ershov clarified that kerosene obtained using PCH-SAF technology must meet the requirements of GOST 10227, which applies to fuels for jet engines, and be no different from petroleum kerosene.

    — In the context of the global transition to renewable energy sources, green fuel and reducing the carbon footprint, we must follow these trends. Compliance with ICAO emissions requirements will contribute to the growth of imports of renewable components, and therefore dependence on supplier countries (China, India). The PCH-SAF technology we propose, due to the existing infrastructure, will allow for a short transition to the production of aviation biofuel with a reduced carbon footprint without significant capital investments. In case of successful testing and confirmation of a reduction in the carbon footprint, it is necessary to approve such fuel with the participation of leading organizations FAU “25th State Research Institute of Chemmotology of the Ministry of Defense of the Russian Federation”, FAU “TsIAM named after P.I. Baranov”, FSUE GosNII GA for use in civil and military aircraft, — he said.

    Mikhail Ershov noted that currently there is no domestic method for measuring biogenic components in petroleum products, in particular, aviation fuel. However, with an increase in the share of biogenic raw materials involved, there will be a need to confirm the biogenicity of fuels. Therefore, RGUNG specialists plan to develop a standard method for determining biocarbon using UMS together with NSU scientists.

    Ekaterina Parkhomchuk believes that the UMS method has proven its accuracy, sensitivity and reliability, and can become a key tool for the transition of aviation to “green” rails. And the introduction of the technology developed by RGUNG specialists into industry will open the way for Russia to leadership in the production of sustainable aviation fuel.

    — Currently, standard methods for analyzing materials for biogenic origin have been developed in different countries, and radiocarbon analysis is considered the “gold standard” among all possible methods. The method of accelerator mass spectrometry, unique in sensitivity, accuracy, and productivity, and the sample preparation methods we have developed are considered very promising for this new area of economic activity, — Ekaterina Parkhomchuk summarized.

  • MIL-OSI China: Chinese firm helps ease traffic congestion in Guinea’s capital with three-level interchange

    Amid the long lines of vehicles in the heart of Conakry, the capital of Guinea, the outline of a yellow-and-white interchange is becoming increasingly visible.

    The three-level interchange, built by Power Construction Corporation of China (POWERCHINA), is scheduled to be fully operational by the end of May, marking the end of a historical lack of modern flyovers in the West African country.

    The Bambeto Roundabout Interchange Project is located at the intersection of Prince Road and T2 Road. This area was once considered a major traffic bottleneck in Conakry; during peak hours, congestion was particularly severe, making daily travel a headache for residents.

    Once the Bambeto interchange is open to traffic, it will effectively remove this bottleneck.

    Gong Qiaoqi, manager of the project, told Xinhua that the interchange features an overpass, a ground-level roundabout, and an underpass. The design aims to simultaneously serve the city’s inbound and outbound traffic, inter-regional travel, and quick access to the airport, greatly reducing traffic congestion in the area and surrounding districts.

    Christophe Sandouno, a local doctor, considered this interchange as more than just a road project, saying it is a “catalyst” for urban development.

    “Getting through Bambeto used to be a nightmare. We’d rather spend half an hour crossing by boat than be stuck in traffic for two hours. Once the interchange is fully open, travel time will be greatly reduced,” Sandouno said.

    Mohamed Cherif Diallo, local worker supervisor of the project team, expressed his pride in the project.

    “The Bambeto interchange is very impressive — it is the first three-level transportation facility in Guinea’s history,” he said. “We hope to see more excellent Chinese projects in Guinea in the future.”

    For the residents of Conakry who pass by the project daily, this interchange carries their hopes for a better future. Some shopkeepers volunteer to keep order around the construction site, taxi drivers familiarize themselves with new navigation routes, and children on their way home from school count the progress of the interchange construction.

    As the morning light shines on the structure, the interchange, a symbol of the wisdom and efforts of both Chinese and Guinean builders, presents a new silhouette on the city skyline. Once fully open, it will not only optimize Conakry’s transportation layout, but also serve as a vivid example of a three-dimensional solution for urban road improvement and development in African countries.

  • MIL-OSI China: Sky-high thrills amid Xinjiang’s low-altitude tourism

    I felt a gentle tremble as I climbed onto the viewing platform, partly because I was underdressed and partly due to the awe-inspiring view. From the distant snow-capped peaks to the green canyon below, and the majestic Guozigou Bridge in between, the breathtaking mountain scenery stretched as far as the eye could see.

    This was one of the most memorable stops on my journey through northwest China’s Xinjiang Uygur Autonomous Region in early May. The platform has gained popularity online, thanks to numerous recent posts on “rednote,” an app better known as Xiaohongshu, promoting a “must-photograph” site there — a rugged 2-meter-high cliff that can only accommodate one person atop it at a time, while photographers below use drones to capture images.

    With the faraway snowy mountains and towering spruce trees in the background, the drone photos can create an illusion of standing at a great height, giving a thrilling impression of the person “jumping off a cliff.”

    There was a long queue of tourists at the foot of the huge rock, each waiting for their chance at a clifftop encounter, while the hum of hovering drones, as well as the screams of timid travelers, was a constant presence.

    The high-profile photo spot is not the only example of drone-related tourism in Xinjiang, a region that boasts a flight area of around 1.8 million square km, accounting for one-sixth of the country’s total. Enthusiasts can enjoy more than 320 days of good flying weather throughout the year, making it an ideal destination for aerial activities.

    Drones have increasingly become a must-have piece of equipment for tourists in Xinjiang. Local tour guides are touting their drone skills to attract more clients; some scenic areas have begun offering shared drone services; and everywhere one looks, young women in long, brightly colored dresses are posing against the green grass and blue lakes, while their amateur pilot partners nervously seek out the perfect shot.

    In addition to drones, sightseeing tours with helicopters and fixed-wing aircraft have taken off across the region over the past two years. Powered hang gliders and air balloons are growing from niche to sought-after experiences.

    Deng Lili is one such thrill-seeking tourist. She took a 25-minute helicopter ride from northern Xinjiang’s Shihezi City during the recent May Day holiday, flying over some of the region’s iconic landscapes, including the Tianshan Mountains and Manas River Grand Canyon.

    “It was gorgeous,” she recalled with exhilaration. “Seeing the emerald rivers and winding red rocks from above was a truly fantastic experience.”

    Since Xinjiang is home to a range of stunning natural and cultural attractions, and these scenic spots are located at considerable distances from one another, it offers an opportunity to develop aerial sightseeing. Ji Deyuan, vice general manager of the company Xinjiang Tongyong Aviation, told me that there is already stiff competition across Xinjiang, as there are 20 low-altitude tourism zones and 15 air tourism companies offering 16 routes.

    Behind the aerial tourism boom lies Xinjiang’s strategic push to lead China’s burgeoning low-altitude economy. Since the sector was listed in the country’s 2024 government work report as a “new engine of economic growth,” Xinjiang, like many places, has incorporated the low-altitude economy into its development plan.

    The region aims to build a total of 98 general aviation airports by 2035, equating to around 5.9 airports for every 100,000 square km once completed. Additionally, an industrial park focusing on the research and development, production and maintenance of drones and manned aircraft is currently in the planning and construction phase.

    A think tank report on the development of Xinjiang’s low-altitude economy estimates that by 2025, China’s low-altitude economy is expected to exceed 1.5 trillion yuan (about 210 billion U.S. dollars) in market size, and Xinjiang will become one of the fastest-growing areas in the country.

    For travelers, the trend offers a fresh lens to appreciate nature from above; for entrepreneurs, it is a playground of innovation. Some cutting-edge flying vehicles, such as the “Land Aircraft Carrier,” a flying car developed by Chinese EV company Xpeng, have made local headlines by conducting high-temperature and high-altitude tests in Xinjiang.

    Local media also reported that a Xinjiang aviation firm was considering the use of EH216-S, an autonomous “flying taxi” featuring vertical takeoff and landing by Chinese drone maker EHang, to launch aerial sightseeing services in popular scenic spots like Nalati and Kalajun grasslands.

    Low-altitude tourism has come under the spotlight as the country champions the orderly development of low-altitude sectors to boost consumption. As more companies enter the market, the potential for the sector seems nothing less than sky-high.

    What you need to know: The state is investing almost $1.7 billion for improvements to California’s highway system, including $86.5 million for improvements to infrastructure damaged during the Los Angeles firestorms earlier this year.

    SACRAMENTO – Governor Gavin Newsom today announced that the California Transportation Commission (CTC) has allocated nearly $1.7 billion to help improve and strengthen the state highway system. Guided by Governor Gavin Newsom’s Build More, Faster – For All infrastructure agenda, these improvements will make California communities safer and more climate resilient.

    In addition to these proactive, long-range efforts, the CTC allocated $86.5 million to repair vital roadways and other transportation infrastructure damaged during recent wildfires and storms in Southern California.

    “Today’s monumental investment puts Californians’ tax dollars to work making critical safety and resiliency improvements to highways throughout the state that support the travel of millions of residents each day. We’re also directing millions to help repair vital infrastructure damaged by the Los Angeles fires.”

    Projects include:

    • $195.5 million to rehabilitate roadway and drainage systems, add a bike trail and pedestrian bridge, as well as upgrade safety along Interstate 805 in the cities of San Diego, Chula Vista and National City.
    • $129 million to replace the existing Cordelia Commercial Vehicle Enforcement Facility along westbound Interstate 80 near Fairfield.
    • $30 million to replace a retaining wall and rebuild a slope drapery protection system near Big Rock Road in Malibu and reconstruct hillsides above State Route 1 near Mulholland Drive, all of which were impacted by the Palisades Fire and rainstorms.

    “Investments made today support Caltrans’ mission to build and maintain a transportation system that helps Californians now and decades into the future,” said Mike Keever, Acting Director for Caltrans. “This funding translates into safer travel, more accessible mobility options and strengthening our roadways to protect all travelers during extreme weather events.”

    Of the total allocation this month, $655 million came via Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, and nearly $567 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA).

    IIJA, also known as the federal bipartisan infrastructure bill, is a once-in-a-generation investment in our nation’s infrastructure to improve the sustainability and resiliency of our country’s energy, water, broadband and transportation systems. California has received nearly $62 billion in federal infrastructure funding since its passage, including investments to upgrade the state’s roads, bridges, rail, public transit, airports, ports and waterways. The funding alone has already created more than 170,000 jobs in California.

    Meanwhile, SB 1 invests approximately $5 billion annually toward transportation projects. It provides funding split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of funds, including projects that are partially funded by SB 1.

    This year’s white paper on the development of China’s satellite navigation and positioning service industry noted that by the end of 2024 the cumulative number of satellite navigation patent applications in China had exceeded 129,000 and approximately 288 million mobile phones in the country were equipped with positioning capabilities enabled by the BeiDou Navigation Satellite System (BDS).

    In 2024, the core output value of chips, algorithms and terminal devices, directly related to China’s satellite navigation and location-based service industry, went up to 169.9 billion yuan, said Yu Xiancheng, president of the Global Navigation Satellite System (GNSS) and Location Based Services (LBS) Association of China (GLAC).

    The BDS has achieved high-precision lane-level navigation, covering more than 99 percent of urban and rural roads across the country. It provides over 1 trillion location services daily and supports a total daily navigation mileage of over 4 billion kilometers.

    Additionally, the BDS empowers road tests for intelligent connected vehicles and ensures the application of intelligent assisted driving in more than 50 cities nationwide.

    “The BDS not only meets domestic demands, but also enables people all over the world to enjoy high-quality public navigation services from China,” said Li Donghang, head of the GLAC Beidou-Space Time Technology Research Institute. The BDS products and services have been exported to over 140 countries and regions.

    As a core supplier of global satellite navigation systems recognized by the United Nations, the BDS has been fully integrated into the standards of 11 international organizations, including civil aviation, maritime affairs and mobile communications.

    More than 30 African countries, including Nigeria, Tunisia, Senegal, Cameroon, and Djibouti, have established BeiDou Continuously Operating Reference Stations (CORS), providing high-precision positioning services for local water conservancy, transportation, agriculture, and meteorological monitoring.

    In South America, the Chancay Port in Peru is the first smart port to apply the “5G + BeiDou high-precision positioning + AI” technology.

  • Minister of State for Defence to lead Indian delegation at LIMA 2025 in Malaysia

    Minister of State for Defence, Sanjay Seth, will lead the Indian delegation to the 17th edition of the Langkawi International Maritime and Aerospace Exhibition (LIMA 2025), scheduled to be held in Langkawi, Malaysia, from May 20 to 24.
     
    A dedicated Indian Pavilion has been set up at the exhibition and will be formally inaugurated by the Minister. The pavilion will showcase the growing strength and capabilities of India’s defence sector, reflecting the country’s focus on self-reliance and innovation in defence production.
     
    Several Defence Public Sector Undertakings (DPSUs)—including Mazagon Dock Shipbuilders Limited, Bharat Dynamics Limited, BEML, Hindustan Aeronautics Limited, and Gliders India Limited—will participate, alongside private Indian defence firms. These entities will exhibit cutting-edge technologies and indigenous advancements in aerospace and maritime systems.
     
    India’s participation will also feature key defence assets, including a Dornier aircraft and an Indian Naval Ship, demonstrating the operational readiness and technological prowess of the Indian Armed Forces.
     
    On the sidelines of the exhibition, Minister Sanjay Seth is expected to hold bilateral discussions with the Malaysian Minister of Defence, Dato’ Seri Mohamed Khaled bin Nordin. The meeting aims to further enhance defence cooperation and reinforce the Comprehensive Strategic Partnership between India and Malaysia.
     
    India and Malaysia share a strong and multifaceted relationship, with defence and security forming a key pillar of bilateral engagement. The two nations have continued to expand their collaboration under the Comprehensive Strategic Partnership, which was formalised during the Malaysian Prime Minister’s visit to India in 2024.
     
    First held in 1991 and conducted biennially, LIMA is one of the largest maritime and aerospace exhibitions in the Asia-Pacific region. It serves as a vital platform for strategic dialogue, defence diplomacy, and technological innovation, making India’s participation at LIMA 2025 both timely and impactful.
  • MIL-OSI Asia-Pac: New HQ helps air cadet corps soar

    Established more than half a century ago, the Hong Kong Air Cadet Corps (HKACC) has long been a foundation for the development of local aviation talent. Until recently, however, training was carried out at borrowed school and community centre facilities.

    HKACC Commanding Officer Chan Mang-lang highlighted the challenges faced over the years. “Venue limitations restricted our ability to hold training activities according to our needs or introduce professional equipment like flight simulators.”

    Renovation project 

    To improve its training environment, in 2018 the corps began looking for a suitable location to establish a new headquarters and training centre. Ultimately, in 2023, it chose a vacant school on Shiu Fai Terrace in Wan Chai.

    HKACC Deputy Officer Commanding Operations Group Martin Choi explained that the original school had 12 classrooms and an assembly hall, meaning the refit could be accomplished without major renovations, allowing for time and cost savings.

    After over a year of refurbishments, the new headquarters officially opened in March. Classrooms were transformed into multi-purpose rooms, conference rooms and other facilities, providing cadets with ample training and learning areas. The corps also added several small flight simulators and a helicopter simulator.

    “As Hong Kong integrates into the Greater Bay Area’s aerospace developments, the new headquarters equip the youth with cutting-edge facilities to explore aviation careers,” said Mr Choi. “These professional facilities could enhance the cadets’ technical skills. In future, we will also introduce one-to-one fixed-wing aircraft simulators for cadets.”

    Overcoming challenges

    As a youth uniformed group, foot drill training is vital for the corps. The original playground has been converted into a parade ground for Chinese-style foot drills and a flag-raising training zone. During reconstruction, however, technical challenges arose when it came to installing flagpoles.

    Due to the lack of road access, which prevented large machinery from entering the site, the contractor opted to use manual labour and small machines to lift and install three steel sections for the 15m main flagpole and the two 13m flagpoles on either side of it.

    Building pride

    The new headquarters also features a national education corner aimed at strengthening young people’s national identity and pride through showcasing the country’s achievements and development.

    HKACC No. 402 Squadron Non-commissioned Officer-in-charge Lui Wai-fung, who joined the corps five years ago, outlined that the new training centre offers numerous opportunities for training and growth, as well as increasing cadets’ sense of belonging.

    Vital support

    From April 2024, the corps has been supported and funded by the Government Flying Service (GFS), which also assisted in establishing the new headquarters.

    GFS Air Crewman Officer III Nicholas Choi stated that the service participated in site selection meetings led by the Security Bureau and the Development Bureau to ensure that the facilities at the new headquarters would meet  the corps’ future development needs. Having offered technical and professional advice to assist the corps in setting up its flight simulation equipment and teaching facilities, it also provides ongoing virtual reality and flight simulator training for cadets. In addition, it hosts cadets at GFS headquarters on enriching educational field trips.

    Bright prospects

    GFS Acting Senior Pilot Martin Yu explained that on such visits, “when the cadets enter the hangar, they may actually have a quick touch on the helicopters, so they are usually very happy and become more interested in our daily job for GFS and aviation on the whole.”

    Mr Yu also revealed that over 10% of current flight personnel in the GFS are former cadets, and said he hopes this percentage can rise even further in the future.

    “Apart from that, many cadets has become a professional in aviation industry, including in many different streams, like the air traffic controllers, like in the maintenance industry, in the aviation, as well as a pilot.”

  • MIL-OSI Canada: Backgrounder – Canada’s commitments at 2025 United Nations Peacekeeping Ministerial meeting

    Following the 2025 United Nations Peacekeeping Ministerial (UNPKM) meeting in Berlin, Germany, Canada committed to providing more than $40 million in new projects and contributions to continue supporting UN peace operations and related peacebuilding efforts.

    These commitments include a pledge to continue providing tactical airlift support to UN peace operations until 2027. Canada will also continue to support the protection of civilians (including women and children) and providing specialized training and to counter the threat of misinformation, disinformation, malinformation and hate speech in the context of UN peace operations. As a historic partner in supporting UN peace operations, Canada remains committed to advancing the meaningful participation of uniformed women in peace operations and to supporting critical UN capacity gaps.

    Peacekeeping training, capacity building and partnerships

    Canada’s pledging commitments include:

    • more than $11.4 million to support training, capacity building and partnerships
    • more than $3 million to support training and capacity-building efforts to help prepare more than 450 personnel from partner countries to deploy to UN peace support operations
    • an expansion of tactical airlift capabilities and support to the UN through airlift capabilities on an opportunity basis (subject to aircraft availability)
    • assistance to 2 peacekeeping training institutions in the Indo-Pacific region (Vietnam and Malaysia) to build their capacity to plan and deliver their own UN-certified Staff Officer and Civil-Military Cooperation courses
    • delivery of 3 combat first-aid train-the-trainer courses to provide selected partners with an important prerequisite for deployment and to create a national cadre of instructors.

    Canada’s Military Training and Cooperation Program will continue to provide member nations with a wide range of training courses that directly or indirectly strengthen their ability to participate in peace support operations and help improve the interoperability of their personnel in multinational peace support operations. Canada will increasingly share peacekeeping capacity-building activities with like-minded partners and, where appropriate, through the UN Light Coordination Mechanism, to increase opportunities for effective international collaboration and achieve greater impact.

    Through the Canadian Police Arrangement, the RCMP will:

    • augment training and capacity-building partnerships, including through the deployment of subject-matter experts to 3 peacekeeping regional training centres
    • support pre-deployment training for individual women police officers from contributing nations to help them meet UN requirements and increase the number of women police officers in UN missions
    • set up a community of practice consisting of previously deployed women to serve as a resource to support women peacekeepers around the world.

    Enhancing Peace Operations Through Training and Capacity-Building Support to the UN

    Project partner: UN Department of Peace Operations and UN Department of Management Strategy, Policy and Compliance

    Funding announced: $3.3 million

    This funding will support multiple UN teams that focus on: strengthening child protection; countering improvised explosive devices and explosive ordnance capabilities; protecting civilians; preventing sexual exploitation and abuse (the SEA Programme of Action); leadership training (for section commanders and force chiefs of staff); preventing conflict-related sexual violence and peacekeeping intelligence; as well as new and emerging areas such as UN transitions and integrated planning and analysis. 

    Contributing to Addressing and Mitigating Misinformation and Disinformation in UN Peace Operations

    Funding announced: $2.2 million

    This funding will support several UN teams that focus on strategic communications and countering misinformation, disinformation, malinformation and hate speech in the context of peace operations, including training and technology tools.

    Funding announced: $2 million

    This funding will support capacity building of uniformed men and women, medical and paramedical personnel deployed in peace operations through the delivery of basic field trauma training, including mental health components and advanced medical training or a train-the-trainers course.

    Driving Excellence: Support to Peacekeeping Training Institutions

    Project partner: UN Institute for Training and Research

    Funding announced: $2 million

    This funding will build the capacity of targeted peacekeeping training institutions in Senegal and Indonesia to successfully develop and deliver national and peacekeeping pre-deployment training to uniformed personnel.

    Increasing Access to Peacekeeping Training Through E-Learning

    Project partner: Peace Operations Training Institute

    Funding announced: $1.5 million

    This funding will provide complementary e-learning training to peacekeepers individually, at a regional/national peacekeeping training institution or in field missions.

    Protection of Civilians in UN Peace Operations and Effects of Disinformation

    Project partner: Henry L. Stimson Center

    Funding announced: $242,285

    This funding will support research on how the full spectrum of UN peace operations can better protect civilians and understand how misinformation and disinformation affect the ability of UN peace operations to protect civilians in the context of 5 UN peace operations: including Colombia, the Democratic Republic of the Congo, Lebanon, South Sudan and Sudan.

    Supporting the Cyprus Peace Process II

    Project partner: UN Development Programme

    Funding announced: $136,000

    This funding will provide support to the UN Good Offices Mission in Cyprus and the United Nations Peacekeeping Force in Cyprus to better develop and refine approaches to peacekeeping and peacebuilding in the country through evidence-based research data.

    Supporting Military Gender Advisors and Gender Focal Points

    Funding announced: over $2 million

    This funding will support UNITAR to train military gender advisers and gender focal points for UN peace support operations and to train trainers and deliver national-level gender-mainstreaming courses to selected UN troop-contributing countries.

    Supporting the UN Integrated Training Service (ITS)

    Funding announced: over $800,000

    This funding will support UN ITS to deliver 4 train-the-trainer courses for UN staff officers and 1 train-the-trainer course for UN military observer using the newly updated UN curriculums to bolster national training cadres.

    UN Triangular Partnership Programme (TPP)

    Funding announced: $600,000

    This funding will support the UN TPP to deliver a 9-week cross-pillar training course in Cambodia focusing on explosive hazard awareness and heavy equipment operation. 

    Women, Peace and Security

    Canada will provide more than $26.5 million to support the UN’s Women, Peace and Security agenda, including the Elsie Initiative Fund, and training and capacity building. The RCMP commits to supporting women in peace operations by:

    • providing subject-matter experts to support pre-deployment training for individual women police officers (pre-SAAT)
    • meeting and exceeding the UN Secretary-General’s Uniformed Gender Parity Strategy targets with more than 30% women representation in international deployments
    • Establishing a national mentoring/networking program involving previously deployed women

    United Nations Elsie Initiative Fund for Uniformed Women in Peace Operations

    Funding announced: $15 million

    This project provides direct support to the Elsie Initiative Fund to: support barrier assessments; construct gender-sensitive accommodations; offer training and daycare facilities; provide financial premiums for gender-strong unit deployments; and develop gender policies, strategies and action plans, as well as training and capacity building.

    Supporting Uniformed Women’s Participation in UN Peace Operations

    Funding announced: $3.4 million

    This funding will support selected troop- and police-contributing countries in operationalizing the results of assessments of barriers to the meaningful participation of women in uniform in peace operations.

    Supporting the UN to Increase Meaningful Participation of Women in Peace Operations

    Funding announced: $3 million

    This funding will support several UN teams that focus on accelerating the UN’s implementation of the Women, Peace and Security agenda, strategic communications and women’s outreach courses in information communications technology, including Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), with the UN C4ISR Academy for Peace Operations.

    Promoting Gender-Sensitive Strategies, Policies and Training for UN Peacekeeping

    Funding announced: $2.4 million

    This funding will support the development and coordination of concrete strategic and policy changes, as well as targeted initiatives at all levels within UN headquarters and in field missions, to create an inclusive workplace culture and promote gender parity.

    Amplifying the Elsie Initiative Through Data-informed Capacity Building

    Project partner: Cornell University

    Funding announced: $2.1 million

    This additional funding will support global policy discussions, national security sector actors and research entities in targeted troop- and police-contributing countries. The aim is to increase country-level capacity and motivation to advance women’s meaningful participation in UN peacekeeping by using data-informed technical assistance in 6 countries and producing policy recommendations and papers.

    Women, Peace and Security Mandate in the Indo-Pacific

    Project partners: Kingston Leadership Team Inc. and UN Women in partnership with the United Nations Development Programme (UNDP)

    Funding announced: $720,000

    This funding will support several sub-projects that focus on: supporting UN peacekeeping through its Indo-Pacific Strategy; continued partnership with the Malaysian Peacekeeping Centre to deliver bilateral and multilateral Women, Peace and Security training, including train-the-trainer courses; and contribute toward a project delivered by UN Women and the UNDP in collaboration with Vietnam’s Ministry of National Defence to advance Women, Peace and Security, including in peace support operations.

    Pyongyang, May 17 (Xinhua) — Kim Jong Un, general secretary of the Workers’ Party of Korea (WPK) and chairman of the State Affairs Commission of the Democratic People’s Republic of Korea (DPRK), visited the 1st Guards Air Force Division of the Korean People’s Army (KPA) on Thursday and oversaw air defense and air attack drills, the Korean Central News Agency (KCNA) reported Saturday.

    Kim Jong-un said it was important to evaluate the air defense forces’ ability to carry out real combat missions and take necessary measures. Such training is very useful to give pilots experience in modern air combat methods, he added.

    The statement said the exercises were intended to give flight personnel, as well as representatives of anti-aircraft missile forces, radar systems and electronic warfare (EW) units, experience in performing tasks to detect, track and destroy enemy cruise missiles and drones.

    The DPRK leader also set important tasks in such aspects as the development of aircraft weapons systems, air defense systems, an integrated detection and electronic warfare system, as well as an integrated counter-drone system, KCNA reports. –0–

    BEIJING, May 17 (Xinhua) — China’s National Meteorological Center (NMC) on Saturday morning extended a yellow alert for dense fog in some parts of the country.

    Heavy fog with visibility less than 1 km is expected to cover parts of the East China Sea, coastal areas of Jiangsu and Zhejiang provinces and the port of Shanghai from Saturday morning to midday, the report said.

    Visibility in some places in the provinces of Shandong, Jiangsu, Zhejiang, Anhui, Jiangxi, Hunan, Guizhou and Chongqing will drop to less than 200 meters, the center reported.

    Drivers have been urged to obey speed limits to ensure road safety, while airports, highways and ports have been ordered to ensure transport security.

    The NMC also extended the blue alert for strong winds expected to hit parts of Hebei Province, Liaoning Province, Beijing City, Tianjin City and Inner Mongolia Autonomous Region from 08:00 Saturday morning to 08:00 Sunday morning, with gusts reaching 28.4 m/s.

    Let us recall that China has adopted a four-level warning system for adverse weather conditions, in which the highest level of danger is indicated by red, followed by orange, yellow and blue. -0-

  • MIL-OSI USA: Golden announces release of $1.6 million in federal funds for Auburn-Lewiston airport upgrades

    WASHINGTON — Congressman Jared Golden (ME-02) today announced the release of $1.6 million in previously frozen funds for airport terminal upgrades previously awarded to the Auburn-Lewiston Municipal Airport. 

    “This project will support the growth and success of Androscoggin County,” Golden said. “The release of these funds will allow for the construction of the new hangar and related upgrades to proceed as planned — improving the airport experience for those who already use it and paving the way for passenger air service in the future. I’m proud to have worked with the Airport’s leadership and the administration to get these funds flowing.”

    The funds were originally secured by Golden as part of the FY2023 Appropriations Process. The Airport sought to draw down the approved funds in January and reached out to Golden two months later when the funds were still not made available. Golden’s office contacted the Federal Aviation Administration (FAA) on the Airport’s behalf, and learned the grants were frozen pending review for compliance with executive orders. 

    The lack of funding meant the airport was at risk of missing a critical mid-May contractor payment deadline, jeopardizing the project’s future. Over several months, Golden’s office worked with Airport Director Jonathan LaBonté to stress the importance of the project and the looming deadline to the FAA and secure the funds’ release.

    On Thursday, the FAA announced the funds would be released. 

    “As we position the Auburn-Lewiston Municipal Airport to be the preferred general aviation airport in southern and western Maine, we’ve quickly run out of space for the pilots wishing to base their aircraft here,” LaBonté said. “With the support of Congressman Golden, additional federal investment will be paired with local and state dollars to construct a 10-unit T-hangar to welcome even more aviators here. In the last two years, we’ve grown to host a flight school, three aircraft maintenance businesses and dozens more aircraft, in addition to our role hosting a base for LifeFlight of Maine. This new federal investment continues that momentum.”

    Opened in 1935, the Auburn-Lewiston Airport has been a hub for corporate, charter, cargo and recreational aviators for nearly a century.
