    Dayton, Ohio, 22 May 2025 – The Deputy Chair of the NATO Military Committee, Lieutenant General Andrew M. Rohling, participated in the Public Forum of the NATO Parliamentary Assembly Spring Session, on Thursday, 22nd May. LTG Rohling intervened in a panel discussion on how to bolster the defence industrial base across Europe and North America.

    From 22 to 26 May 2025, Dayton (OH), hosted the Spring 2025 NATO Parliamentary Assembly. The region is home to Wright-Patterson Air Force Base, where the Dayton Accords, ending the Bosnian War, were signed in 1995.

    DCMC participated in a panel on “Putting the Transatlantic Defense Industrial Base back on track” organised along this year’s Spring Session of the NATO NPA. Speakers discussed the opportunities for a deeper strategic cooperation of the defence industry across Europe and North America, in an increasingly competitive global landscape. LTG Rohling concluded that “collectively, NATO has right leadership, the right plans and capability targets. We are a strong Alliance and we will remain strong together”.

    Dayton is also the well-known birthplace of aviation and a national hub in aerospace technology. In the panel discussion, DCMC pointed out that “a truly transatlantic defence industrial base is imperative” in the face of our shared security challenges. LTG Rohling added that “investing in common production infrastructure, critical supply chains and embracing joint procurement” are crucial steps for a strengthened industrial base across Europe and North America, along with advancements in the fields of standardization and interoperability.

    HANGZHOU, May 26 (Xinhua) — Some 17,000 buyers from China and overseas visited the 4th China-Central and Eastern European Countries (CEE) Expo, which concluded in Ningbo, east China’s Zhejiang Province, Sunday.

    The volume of placed import orders amounted to 10.98 billion yuan, the organizers reported. In addition, during the fair, agreements were signed on the implementation of 24 investment projects, primarily related to areas important for the formation of productive forces of a new quality – artificial intelligence, production of high-end equipment, etc.

    The organizers noted a significant expansion of the geography of participants. In addition to 14 CEE countries, 120 countries and regions of the world were represented at the current EXPO, the number of participating enterprises approached 1,500, and about 4,000 foreign buyers visited the fair.

    It is particularly noteworthy that the newly established section “Intelligent and Digital CEE” brought together 37 leading companies in the field of artificial intelligence and robotics, in particular, companies from Hungary, Slovakia and Slovenia demonstrated their developments in VR, flight simulators and an aircraft resembling a bat.

    Progress was also made in improving cooperation mechanisms during the fair. Thus, the dialogue on customs and quarantine control led to an agreement on the admission of agricultural products from Bulgaria and Croatia to the Chinese market and the establishment of a cross-border information exchange mechanism. It was decided to open a liaison office of the China-CEECA Agricultural Cooperation Promotion Association in Ningbo, which is designed to provide comprehensive support for the entry of relevant products from CEECA countries to the Chinese market. -0-

  • MIL-OSI Security: IAEA Concludes Long Term Operation Safety Review of Slovenia’s Krško Nuclear Power Plant

    An International Atomic Energy Agency (IAEA) team of experts yesterday completed a review of long term operational safety of the Krško Nuclear Power Plant (NPP) in Slovenia.

    The Safety Aspects of Long Term Operation (SALTO) review mission was requested by the plant’s operator, Nuklearna Elektrarna Krško (NEK). Krško NPP started commercial operation in 1983. It is the only reactor in Slovenia and is co-owned with neighbouring Croatia. Located approximately 70 kilometers east of Slovenia’s capital Ljubljana, and 40 kilometres north-west of Croatia’s capital Zagreb, Krško NPP is equipped with one pressurized-water reactor and has a net electrical output of 700 Megawatt electric (MW(e)). In 2023, the operating license of the NPP was extended from initially 40 years to 60 years until 2043.

    During the ten-day mission that ended on 22 May, the team reviewed the plant’s preparedness, organization and programmes for safe long term operation, which built upon an initial IAEA pre-SALTO mission held at the plant in 2021. The mission was conducted by a twelve-person team consisting of experts from Canada, the Czech Republic, France, Hungary, three IAEA staff members and four observers from France, Hungary, Sweden, and the Nuclear Energy Agency. During the review, the SALTO team held in-depth discussions with staff from the Krško NPP and conducted several site walkdowns.    

    The team noted the progress in measures taken by the operator to ensure safe LTO. “The professionalism, openness and receptiveness for improvements of plant staff to meet and move beyond the IAEA safety standards is commendable,” said team leader and IAEA Nuclear Safety Officer Martin Marchena who noted that most ageing management and LTO activities were already in alignment with IAEA safety standards. “We encourage the plant to address the review findings and proceed with the implementation of all remaining activities for safe LTO”, he added.

    The team identified good performances that will be shared with the nuclear industry globally, including:

    • Operating a 360-degree “Virtual Walkdown” application that allows staff to visually evaluate equipment through photos and associated design and maintenance data in support of ageing management activities.
    • The comprehensive establishment, documentation and revalidation of the equipment qualification programme for LTO, which ensures that components can perform their intended safety functions under all conditions.
    • Ageing management activities for the reactor pressure vessel are well-established and form a well-structured and comprehensive programme.

    The team also provided suggestions to further improve safe LTO, for example:

    • The plant should consider further developing a systematic approach for the oversight of the LTO programme.
    • The plant should consider adequately documenting the methodology and results used for scope setting (the identification of relevant systems, structures and components) for ageing management.
    • The plant should consider completing and fully documenting ageing management of electrical and instrumentation and control systems, structures and components (I&C SSCs).

    The plant management expressed a determination to maintain the level of preparedness for safe LTO and further cooperate with the IAEA in this field.

    “We appreciate the IAEA’s support to our plant in ageing management and preparation for safe LTO,” said Gorazd Pfeifer, President of the Krško management Board.  “It is very important for us to get an external view on our business. The competencies and experience of the IAEA team enable us to effectively identify areas for improvement.  The results of this mission will help us to improve our activities for safe LTO and to further align them with IAEA safety standards.”

    The team provided a draft report to the plant management and to the Slovenian Nuclear Safety Administration (SNSA), the country’s nuclear regulatory authority, at the end of the mission. The plant management and SNSA will have an opportunity to make factual comments on the draft. A final report will be submitted to the plant management, SNSA and the Slovenian Government within three months.

A SALTO peer review is a comprehensive safety review addressing strategy and key elements for the safe long term operation of nuclear power plants. They complement OSART missions, which are designed as a review of programmes and activities essential to operational safety. Neither SALTO nor OSART reviews are regulatory inspections, nor are they design reviews or substitutes for an exhaustive assessment of a plant’s overall safety status.

    LTO of nuclear power plants is defined as operation beyond an established time frame determined by the license term, the original plant design, relevant standards, or national regulations. As stated in IAEA safety standards, to maintain a plant’s fitness for service, consideration should be given to life limiting processes and features of systems, structures, and components (SSC), as well as to reasonably practicable safety upgrades to enhance the safety of the plant to a level approaching that of modern plants.

  • MIL-OSI Global: What action can Israel’s allies take over its expansion of military operations in Gaza?

    The British, French and Canadian leaders issued a joint statement on May 19 in which they condemned Israel’s “egregious actions” in Gaza, warning that concrete action could follow if it does not stop its military offensive. They said an 11-week blockade on humanitarian aid reaching the territory had led to an “intolerable” level of human suffering.

    Israel’s prime minister, Benjamin Netanyahu – who the International Criminal Court (ICC) alleges is responsible for war crimes in Gaza – responded angrily. He accused the leaders in London, Ottawa and Paris of offering Hamas a “huge prize” for its October 7 attack on Israel.

    This drew a rebuttal from the British foreign secretary, David Lammy, who declared that “opposing the expansion of a war that’s killed thousands of children is not rewarding Hamas”. So, what action can Israel’s western allies take over its offensive in Gaza?

    The most realistic option is probably the recognition of Palestinian statehood. The Netanyahu government has expressed fierce opposition to the establishment of a Palestinian state, saying recently it would be a “win for terrorism”.

    But this recognition would send a strong message of support for a two-state solution, which most of the world has long seen as the only way to end the Palestinian-Israeli conflict. And the UK, along with Canada, has said it is joining a French initiative to recognise Palestine as a state at a June conference in New York, organised to advance a two-state solution.

    By doing so, the UK, France and Canada would join 160 states that already recognise Palestine. These include 11 states in the EU: Bulgaria, Cyprus, the Czech Republic, Hungary, Ireland, Poland, Romania, Slovakia, Slovenia, Spain and Sweden.

    Stop selling arms

    Another option is for western states to stop selling arms to Israel. France has done this already. And the British government partially suspended arms exports to Israel in September 2024 over concerns they could be used unlawfully in Gaza.

    However, in the three months that followed, the government reportedly approved US$169 million (£126 million) worth of military equipment to Israel. This is more than the total amount it approved between 2020 and 2023.

    The UK maintains that its “exports of military goods to Israel are low”, and the same is true for Canada. The UK and Canada together provide less than 1% of the annual value of Israel’s military imports. But a full suspension would be a major political statement, demonstrating diminishing international support for Israel’s military offensive in Gaza.

    For a total ban to have any effect on the Israeli military’s operations, it needs to be complemented by similar action from more significant arms providers. Germany, for instance, accounted for 30% of Israel’s arms imports between 2019 and 2023.

    The UK and Canada are also part of the global F-35 jet fighter programme, with the UK alone supplying 15% of the value of each jet. F-35 jets play a key role in Israel’s military operations in Gaza. But stopping British-made parts for F-35s from being supplied to Israel is unlikely.

    It would involve pulling out of the entire programme, which the government says is crucial for international security. However, given the High Court is hearing a case that alleges the sale of components for F-35s indirectly to Israel breaks domestic and international law, its stance could change.

    Western countries could also suspend their trade with Israel. The EU accounts for almost 30% of Israeli exports, with a similar amount of Israeli imports coming from the EU. The UK is the 11th-largest importer of Israeli goods.

    This option would have a significant impact on Israel’s economy, and is being considered by both the UK and EU. On May 20, Lammy announced the suspension of negotiations over a new free trade deal between the UK and Israel. And the EU has said it will review its trade association deal with Israel, after 17 of the bloc’s 27 foreign ministers backed the move.

    A complete suspension of the EU’s trade agreement with Israel would require unanimity, so it is unlikely. But a partial suspension is possible, as this would only require at least 55% of member states to vote in favour.

    Sanction Israeli settlers

    One more option is the expansion – and coordination – of efforts to sanction Israeli nationals who promote violence against Palestinians. In 2024, France, Canada and the EU imposed financial sanctions and travel bans against extremist Israeli settlers who had been found guilty of using violence against Palestinian civilians in the West Bank.

    The UK has now taken a similar approach, introducing sanctions on several individuals and entities involved in the Israeli settler movement. This includes prominent Israeli settler Daniella Weiss, who featured in Louis Theroux’s recent documentary, The Settlers. Weiss has dismissed the sanctions, saying they will not affect her or the broader settler movement.

    Britain’s government is also reportedly considering sanctions against Israel’s finance minister, Bezalel Smotrich, and national security minister Itamar Ben-Gvir. Lammy referred to Smotrich’s recent comments that the Israeli military offensive will be “destroying everything that’s left” of Gaza as “monstrous”.

    Sanctions could, in theory, be complemented by bans on the import of goods from Israeli settlements. Israel’s finance ministry says that 2.5% of the country’s agricultural exports and 1.5% of industrial exports to the EU originate in settlements.

    This type of ban would be difficult for France to introduce due to EU law, but it might not be impossible. Ireland is also trying to ban the trade of goods from such settlements.

    Above all, Israel’s allies should step up their efforts to respect international law. In November 2024, the ICC issued an arrest warrant for Netanyahu over alleged war crimes relating to the Gaza war.

    The UK and Canada have said they would arrest Netanyahu if he travels to either country – and they could apply pressure on France to join them. France has not said whether it would arrest Netanyahu if he sets foot on French territory.

    The humanitarian situation in Gaza is likely to worsen over the coming weeks and months. If Israel’s western allies want to use their influence to force the Israeli government to end the conflict, now is the time.

    –  having regard to its previous resolutions on the outcome of the Committee on Petitions’ deliberations,

    –  having regard to Articles 10 and 11 of the Treaty on European Union (TEU),

    –  having regard to Articles 20, 24 and 227 of the Treaty on the Functioning of the European Union (TFEU) on the right of EU citizens and residents to bring their concerns to the attention of Parliament,

    –  having regard to Article 228 TFEU on the role and functions of the European Ombudsman,

    –  having regard to Article 44 of the Charter of Fundamental Rights of the European Union concerning the right to petition the European Parliament,

    –  having regard to the provisions of the TFEU relating to the infringement procedure and, in particular, to Articles 258 and 260 thereof,

    –  having regard to the concluding observations of the UN Committee on the Rights of Persons with Disabilities of 21 March 2025 on the combined second and third periodic reports of the European Union,

    –  having regard to Rules 55 and 233(7) of its Rules of Procedure,

    A.  whereas the purpose of the annual report on the outcome of the Committee on Petitions’ deliberations is to present an analysis of the petitions received in 2023 and of relations with other institutions, as well as to present an accurate picture of the objectives achieved in 2023;

    B.  whereas in 2023, Parliament received 1 452 petitions, which represents an increase of 16,2 % compared to the 1 217 petitions submitted in 2022 and of 4,0 % compared to the 1 392 petitions registered in 2021; whereas the total amount of petitions received continues to be significantly lower than the peak reached in 2013 and 2014, when Parliament received 2 891 and 2 715 petitions, respectively;

    C.  whereas in 2023, the number of users supporting one or more petitions on Parliament’s Petitions Web Portal was 26 331, which represents a considerable increase compared to the 22 441 users recorded in 2022 (both numbers are considerably lower than the 209 272 supporters recorded in 2021); whereas the number of clicks in support of petitions also increased slightly in 2023, reaching a total of 29 287 (compared with 27 927 in 2022 and 217 876 in 2021);

    D.  whereas however, the overall number of petitions remains modest in relation to the total population of the EU, revealing that efforts still need to be stepped up to increase citizens’ awareness of their right to petition and the possible usefulness of petitions as a means of drawing the attention of the institutions and the Member States to matters that affect and concern citizens directly; whereas in exercising the right to petition, citizens expect the EU institutions to provide added value in finding a solution to their problems;

    E.  whereas the criteria for the admissibility of petitions are laid down in Article 227 TFEU and Rule 232(1) of Parliament’s Rules of Procedure, which require that petitions must be submitted by an EU citizen or by a natural or legal person who is resident or has a registered office in a Member State and is directly affected by matters falling within the EU’s fields of activity;

    F.  whereas of the 1 452 petitions submitted in 2023, 429 were declared inadmissible and 13 were withdrawn; whereas the high percentage (29,55 %) of inadmissible petitions in 2023 confirms that there is still a widespread lack of clarity about the scope of the EU’s areas of responsibility; whereas in order to reduce the number of inadmissible petitions, efforts still need to be made to clarify further the scope of the EU’s fields of activity;

    G.  whereas the Committee on Petitions (PETI) played a significant role in combating discrimination against Romanian and Bulgarian citizens during the period in which their countries had not yet joined the Schengen area; whereas PETI made a key contribution in advocating equal treatment and addressing the unjustified barriers faced by these citizens; whereas the starting point was Petition 0004/2023, submitted by Răzvan Eugen Nicolescu on behalf of the ‘Asociația pentru Energie Curată și Combaterea Schimbărilor Climatice’, as well as the subsequent plenary resolution on accession to the Schengen area, adopted under Rule 227(2) of the Rules of Procedure(1);

    H.  whereas the right to petition Parliament is a fundamental right of EU citizens, offering both citizens and residents an open, democratic and transparent mechanism to address their elected representatives directly; whereas this essential tool empowers citizens to actively and effectively participate in the life of the Union; whereas through petitions, EU citizens can complain about failures to implement EU law and help detect breaches of EU law;

    I.  whereas Parliament is the only EU institution directly elected by EU citizens; whereas the right to petition the European Parliament is one of the fundamental rights of EU citizens and residents and it allows them to address their elected representatives directly; whereas many persons with disabilities lack equal access to information and communication due to the limited availability of accessible formats and due to the fact that national sign languages are not recognised as part of the EU’s multilingualism; whereas Parliament has long been at the forefront of the development of the petitions process internationally and has the most open, democratic and transparent petitions process in Europe, allowing petitioners to participate actively and effectively in its activities, whereas in exercising the right to petitions, citizens expect the EU institutions provide added value, cooperating with the Commission and Member State authorities, in solving their problems;

    J.  whereas the information submitted by petitioners in their petitions and during committee meetings, along with the Commission’s assessments and the replies from the Member States and other bodies, also provide valuable input for the work of other parliamentary committees, given that admissible petitions are forwarded to the relevant committee for an opinion or for information; whereas, therefore, petitions can also play a role in the legislative process, providing concrete feedback on the impact of EU policies and enabling policies to address emerging needs;

    K.  whereas the activities of the Committee on Petitions are based on the input provided by petitioners, enabling Parliament to enhance its responsiveness to complaints and concerns relating to respect for fundamental EU rights and compliance with EU legislation in the Member States; whereas petitions are therefore a useful source of information on instances of misapplication or breaches of EU law, enabling an assessment of the application of EU law and its impact on the rights of EU citizens and residents; whereas in 2023 fundamental rights were one of the three most important concerns of all petitioners; whereas, in the context of the structured dialogue with the Commission, the Committee on Petitions called on the Commission to fight discrimination in the European Union, including through initiatives to guarantee equal rights and to strengthen measures against all forms of discrimination, including those based on sex, racial or ethnic origin, disability, age, religion or belief and sexual orientation;

    L.  whereas according to Article 17 TEU the Commission should ensure the correct application of the Treaties and of measures adopted pursuant to them; whereas the Commission’s strategic approach to addressing issues raised in petitions must be fully consistent with the Treaties in order to ensure the most effective follow-up of petitions, aiming at guaranteeing full and timely protection of citizens’ rights arising from EU law;

    M.  whereas each petition must be considered and examined carefully, efficiently, impartially, fairly and transparently, in line with the standards set in Article 41 of the Charter of Fundamental Rights of the European Union on the Right to good administration; whereas all petitioners have the right to receive a reply informing them about the decision on admissibility and follow-up actions taken by the committee within a reasonable period of time, in their own language or in the language used in the petition; whereas timely and effective responses by the Commission and Member States to the issues raised in the petitions, along with solutions for redress, where appropriate, contribute to strengthening the trust citizens place in the Union and its policies;

    N.  whereas the Committee on Petitions attaches the utmost importance to the examination and public discussion of petitions at its meetings; whereas petitioners have the right to present their petitions and frequently take the floor in the discussion, thereby actively contributing to the work of the committee; whereas in 2023, the Committee on Petitions held 10 committee meetings, at which 191 petitions were discussed with 114 petitioners present and actively participating by taking the floor;

    O.  whereas the main subjects of concern raised in petitions submitted in 2023 related to the environment, fundamental rights, personal matters and justice;

    P.  whereas when adopting its meeting agenda, the Committee on Petitions pays attention to petitions and topics with a high degree of relevance for discussion at EU level and to the need to maintain a balanced geographical coverage of topics according to the petitions received;

    Q.  whereas 82,4 % of the petitions received in 2023 were submitted via Parliament’s Petitions Web Portal, which is a slight increase compared to 2022 (79,05 %), thus reconfirming it as by far the most used channel for citizens to submit petitions to Parliament;

    R.  whereas in February 2023, the Petitions Web Portal was revamped and relaunched to align it with current expectations and make it easier for residents of the Member States to exercise their right to submit petitions to Parliament; whereas the updated Petitions Portal 2.0 integrated seamlessly with Parliament’s web publishing tool, enabling faster and simpler content updates and new features (including seven ‘Quick Start Guides’ that provide clear, step-by-step instructions for submitting, tracking and supporting petitions); whereas a new search engine powered by elastic search technology enhanced the user experience by delivering more accurate results efficiently leading to the new portal’s prioritising a truly citizen-centred approach; whereas during 2023 all petitions were prepared and published in a timely manner, within a few days of their adoption, and all internal and external requests for support on the use and content of the Petitions Portal were replied to successfully, in a timely manner and in all languages;

    S.  Whereas in 2023, the Committee on Petitions (PETI) held four fact-finding visits, during which Members travelled to Romania to examine the management and the protection of the brown bear population and illegal logging, to Donegal (Ireland) to investigate the use of defective mica blocks in construction in Ireland and to Catalonia (Spain) to assess in situ the language immersion model in Catalonia; whereas PETI members were also part of a joint delegation from the Committee on Employment and Social Affairs, the Committee on Civil Liberties, Justice and Home Affairs and PETI that travelled to New York to attend the 16th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (CRPD COSP);

    T.  whereas under Parliament’s Rules of Procedure, the Committee on Petitions is also responsible for relations with the European Ombudsman, who investigates complaints about maladministration within the institutions and bodies of the EU; whereas the previous European Ombudsman, Emily O’Reilly, presented her annual report for 2022 to the Committee on Petitions at its meeting of 27 June 2023;

    U.  whereas the Committee on Petitions is a member of the European Network of Ombudsmen, which also includes the European Ombudsman, national and regional ombudsmen and similar bodies in the Member States, the candidate countries and other European Economic Area countries, and which aims to promote the exchange of information about EU law and policy, and to share best practice;

    1.  Emphasises Committee on Petition’s fundamental role in protecting and promoting the rights of EU citizens and residents by ensuring that petitioners’ concerns and complaints are examined in a timely, effective and appropriate manner and that petitioners are informed about the actions taken and progress made on their petitions; recalls that all petitions are treated through an open, democratic and transparent petition process;

    2.  Commends the essential work done by the Committee on Petitions on the petitions concerning the Akamas Peninsula, the most biodiverse area in Cyprus, which has for decades experienced repeated systemic violations of the Habitats Directive(2) and the Birds Directive(3), in an overall context of a lack of effective and legally binding measures to protect this area and in view of recent plans brought forward by the Cypriot competent authorities, with devastating effects on the area’s very fragile natural ecosystems, in violation of EU environmental legislation; underlines that, following the Committee on Petitions’ work on this matter, on 13 March 2024 the Commission decided to bring Cyprus before the Court of Justice of the European Union (CJEU) for the Cypriot authorities’ failure to comply with the Habitats Directive; regrets that in the time that has passed since that decision – over one year – the Commission has not submitted a file to the CJEU, and has thus failed to officially start legal proceedings;

    3.  Underlines the key work performed by the Committee on Petitions on the protection of workers’ rights against discrimination and the abuse of fixed-term contracts in the public sector in Italy; appreciates that the Commission took into due account the very sound legal documents provided by the petitioners, which were carefully assessed in various meetings of the Committee on Petitions, when it decided to bring Italy before the CJEU for failing to end the abusive use of fixed-term contracts and discriminatory employment conditions, in breach of Council Directive 1999/70/EC;

    4.  Commends the PETI Committee for considering Petition 1168/2023, submitted by Mihai Igna on behalf of the Association ‘Together We Bring Prosperity’, which calls for the restitution of Romania’s national treasure and historical archives currently held in Russia; emphasises the profound historical significance of this debate for all Member States that have been historically impacted by Russia’s acts of looting, particularly in the context of the ongoing war in Ukraine, as it highlights the broader challenges related to cultural preservation and safeguarding national heritage during times of geopolitical conflict; stresses that the PETI Committee’s engagement with this issue demonstrates its commitment to upholding the rights of EU citizens and Member States, and protecting Romania’s historical legacy and supporting its legitimate claims on the international stage; recalls the subsequent plenary resolution concerning the return of Romanian national treasure illegally appropriated by Russia(4);

    5.  Reiterates the importance of a continuous public debate on the EU’s fields of activity in order to ensure that citizens are properly informed about the scope of the Union’s competences and the different levels of decision-making; calls for an EU-wide enhanced structured information and communication campaign to be carried out without additional cost (i.e., by using the current resources of the European Parliament Liaison Offices) in all EU official languages in collaboration with national and regional ombudsmen, NGOs, and educational institutions to increase awareness of petition rights among citizens from all Member States, particularly addressing rural and disadvantaged communities and marginalised groups, as well as remote islands and regions; proposes an expansion of outreach efforts free from additional costs through social media and local community events; emphasises the need for broader public awareness and awareness-raising campaigns, through the active involvement of communications services, to help increase citizens’ knowledge about their right to petition, as well as the scope of the EU’s responsibilities and the competences of the Committee on Petitions, with a view to reducing the number of inadmissible petitions and enhancing citizen engagement in the decision-making process; recommends improving the digital accessibility of the Petitions Portal, including through adaptations for people with disabilities and higher quality translations into all official EU languages; recommends exploring the potential of the existing IT tools in order to increase citizens’ support on the portal, including through redirecting options to relevant complaint mechanisms;

    6.  Recalls the European dimension of the Committee on Petitions, which can be addressed by citizens from all 27 Member States on issues that fall within the scope of the EU Treaties and EU law; believes that the Committee has a special responsibility to uphold this European dimension and to demonstrate the added value of European unity and integration to citizens; underlines that the European dimension must be based on solidarity, the promotion of social and economic rights, the protection of minority languages and cultures, and the active fight against climate change;

    7.  Points out that petitions constitute a unique opportunity for Parliament and the other EU institutions to directly connect with EU citizens and maintain a regular dialogue with them, particularly in cases where they are affected by the misapplication or breach of EU law; stresses the need for enhanced cooperation between the EU institutions and national, regional and local authorities on inquiries regarding the implementation of, and compliance with, EU law; believes that such cooperation is crucial to address and resolve citizens’ concerns over the application of EU law and that it contributes to strengthening the democratic legitimacy and accountability of the Union; calls, therefore, for the participation of Member States’ representatives in committee meetings and for timely and detailed responses to requests for clarification or information sent by the Committee on Petitions to national authorities; notes the increase in the number of petitions received in 2023 addressing structural disparities, including in remuneration and retirement income among population groups; calls for these concerns to be systematically analysed and addressed through coordinated action with the relevant committees and the Commission; further calls for enhanced protection and support for individuals exposed to abuse or exclusion who face obstacles in accessing appropriate support mechanisms and justice;

    8.  Recalls that petitions contribute considerably to the exercise of the Commission’s role as the guardian of the Treaties by providing citizens with an additional tool to report alleged breaches of EU law; stresses that constructive cooperation between the Committee on Petitions and the Commission through timely and detailed answers from the Commission, which are based on thorough examinations of the issues raised in petitions, is essential to ensure the successful treatment of petitions;

    9.  Reiterates its call on the Commission to provide legal clarifications on the key criteria underpinning its strategic approach to enforcing EU law and to regularly update the Committee on Petitions on developments in infringement proceedings and to ensure that the Committee on Petitions gets access to the all relevant documents on EU Pilot and infringement procedures and legislative initiatives that were launched based on petitions received; is of the opinion that increased transparency and regular feedback on the handling of ongoing infringement procedures by the Commission would be beneficial for the Committee’s follow-up of open petitions; welcomes the recent Commission initiative to include petitions in the search system of the infringement register of the Commission; stresses that it is important for the Commission to conduct timely investigations into petitions, highlighting violations of rights affecting a large number of citizens and residents within the EU and to consult, where appropriate, the relevant national ombudsman; expresses its concerns about the way the Commission is handling some infringement procedures launched against Member States, including those related to issues raised in many petitions; encourages the Commission to put in place all necessary measures to improve transparency and effectiveness of its management of infringement procedures, which can be perceived as opaque by citizens;

    10.  Calls on the Commission to assess whether the national authorities are taking the necessary measures to respond to citizens’ concerns, as expressed in their petitions, where cases of failure to comply with EU law occur, and to launch infringement procedures where necessary; emphasises that timely and proactive action by the Commission in cases of breaches of EU law is crucial to prevent such breaches, which could undermine citizens’ trust in European institutions, becoming systemic in nature;

    11.  Recalls that freedom of expression is a fundamental pillar of European democracy; condemns any attempt to censor, marginalise or intimidate citizens or their elected representatives on the basis of their political opinions; stresses also that respect for the results of elections, at national and European level, is essential for maintaining citizens’ trust in the democratic process;

    12.  Emphasises the need for enhanced and more active cooperation between Member States and the Committee on petitions in order to unblock those petitions requiring prompt responses and reactions from the national authorities; recalls that the delayed responses of the Member States could have an impact on the timely resolution of issues raised by citizens and negative consequences for the solution of breaches of Union law; notes that the Member States should guarantee responses to petitions within the three-month deadline requested; stresses that improved coordination and dialogue would facilitate a more efficient handling of citizens’ concerns, prevent unnecessary delays and strengthen the effectiveness of the petition process;

    13.  Notes with concern that the recommendations issued by the Committee on Petitions in its report of 19 March 2024, following its mission to Catalonia, have not yet been fully implemented by the relevant educational authorities, particularly those concerning the protection of linguistic rights for all students and their families; expresses deep regret over the tensions encountered by members of the Committee during their visit to Barcelona from 18 to 20 December 2023, and calls for respectful dialogue and cooperation among all stakeholders to ensure that democratic institutions can carry out their mandates in a climate of mutual respect and understanding;

    14.   Strongly condemns the harassment and intimidation to which the official members of the Delegation of the Committee on Petitions were subjected during their fact-finding visit to Barcelona from 18 to 20 December 2023, with the aim of assessing in situ the language immersion model in Catalonia, its effects on families moving to and residing in the Autonomous Community, as well as on multilingualism and non-discrimination and the principle of the rule of law;

    15.  Regrets that the competent education authorities in the region have not implemented the recommendations issued by the Committee on Petitions in its report of 19 March 2024 following the mission, aimed at protecting the linguistic rights of students and their families;

    16.  Recalls that the e-Petition database is an essential internal tool that allows the members of the Committee on Petitions to access all necessary information in order to follow up on the state of play of each petition and to be able to make informed decisions on the treatment of the petitions; notes that the e-Petition database also plays an important role in communication with petitioners;

    17.  Recalls the Commission’s commitment to create an interinstitutional IT tool, together with Parliament, with which to share information and documents on all follow-up actions taken on petitions, such as infringement procedures, legislative proposals or replies by national authorities, thus enhancing the transparency and efficiency of the treatment of petitions, which, in a wider context, would contribute to increasing citizens’ trust in the EU institutions and the European project;

    18.  Recalls that cooperation with other committees in Parliament is essential for the comprehensive treatment of petitions, paying particular attention to petitions on gender equality, family diversity, environmental justice and the linguistic rights of minorities; notes that in 2023, 34 requests for opinion (corresponding to 31 petitions) and 223 requests for information were sent to other committees; notes that of the 34 opinions requested, only 25 answers were received by the end of 2023 (in 14 cases an opinion was provided, while in 10 cases the committee decided not to draft an opinion and on four occasions no official decision has been communicated); recalls that petitioners are informed of decisions to request opinions from other committees for the treatment of their petitions; underlines that parliamentary committees should step up their efforts to actively contribute to the examination of petitions by providing their expertise so as to enable Parliament to respond more swiftly and comprehensively to citizens’ concerns;

    19.  Believes that the petitions network is a useful tool for facilitating the follow-up of petitions in parliamentary and legislative work; trusts that regular meetings of the petitions network are crucial in order to ensure more visibility for the Committee on Petition’s activities and a better understanding of its work and mission, as well as to strengthen cooperation with the other parliamentary committees;

    20.  Underlines that the Committee on Petitions expressed its position on important issues raised in petitions by adopting its report on the outcome of the Committee on Petitions’ deliberations during 2022(5);

    21.  Highlights a slight decrease in the number of petitions submitted on external relations issues compared to 2022; notes that this could be explained by the new geopolitical context in 2023 and in particular a decrease in the number of petitions on the war in Ukraine and a significant increase in petitions dealing with the new conflicts in the Middle East; notes that the Committee on Petitions took account of citizens’ concerns about sanctions, security, conflict resolution, visa policy, progress of EU candidate countries, among other issues, putting on its agenda a number of petitions dealing in particular with questions related to the situation of refugees, in particular of children and on the situation of Venezuelan refugees in the EU; acknowledges the efforts of the committees already actively addressing these issues and emphasises that the Committee on Foreign Affairs and the Committee on Civil Liberties, Justice, and Home Affairs should take note of these petitions in their deliberations;

    22.  Takes note that health, which was one of the main areas of concern for petitioners in 2022, appeared to continue to play an important role in 2023; notes, in particular, that the Committee on Petitions examined and discussed petitions on the ban on chemicals and heavy metals in children’s toys, on support for healthy and environmentally friendly food systems and lifestyles and on the implementation of EU regulations on added sugars in foods intended for infants and young children;

    23.  Draws attention to the significant number of petitions submitted and discussed in relation to citizens’ concerns over the reintroduction of border checks between some Member States raising the problematic aspect of limitation of the free movement of persons within the EU and other aspects such as the strengths and the weaknesses of the extension of the Schengen area; recalls that Member States may reintroduce internal border controls(6) in the event of a serious threat to public policy or internal security, or under exceptional circumstances threatening the overall functioning of the Schengen area; appreciates the significant role played by the Committee on Petitions, in particular the host of activities carried out, the adoption in committee of a short motion for a resolution on the accession to the Schengen area on 27 June 2023 and the related Parliament resolution, to strongly support the enlargement of the Schengen area to include Romania and Bulgaria the organisation of the public hearing on Schengen Borders on 18 July 2023 in association with the Committee on Civil Liberties, Justice and Home Affairs; welcomes the unanimous decision by the Council for the full membership of both countries of the Schengen area as of 1 January 2025 allowing the full exercise of the fundamental freedoms of the EU Single Market; emphasises that preventing Member States from joining the Schengen area despite fulfilling all necessary requirements was a discriminatory decision that lacked legal justification and severely affected many EU citizens;

    24.   Takes note of the sudden increase in petitions of Spanish origin in the second half of 2023 concerning the risks to the rule of law in Spain as a result of the Spanish Government’s intention to adopt an Amnesty Law contrary to constitutional and European law; deplores the attacks on the rule of law and the separation of powers carried out by the Spanish Government;

    25.  Underlines the work of the Committee on Petitions in connection with petitions relating to common rules on a single standard for hand luggage dimensions, highlighting citizens’ concerns about the inconvenience and discomfort caused by inconsistent rules on airline carry-on luggage and the resulting hidden costs; emphasises its call for compliance with a relevant European Court of Justice ruling in the context of the revision of EU air services legislation; points, in this regard, to the short motion for a resolution on standardised dimensions for carry-on luggage adopted by the Committee on Petitions on 20 September 2023 followed by the adoption of a resolution by single vote of the European Parliament on 4 October 2023; welcomes the fact that in November 2023 the Commission put forward a review of the passenger rights framework and a series of proposals designed to improve the experience of passengers and travellers, including the requirement of a limited number of common sizes and weights to reduce the confusion; notes with regret that passengers with disabilities are still facing too many barriers while travelling, especially in case of multimodal journeys; regrets that the public transport systems of many Member States do not comply with the requirements of United Nations Convention on the Rights for Persons with Disabilities (UNCRPD);

    26.  Notes that environmental issues remained an area of serious concern for petitioners in 2023 with more than 21 % of petitions dedicated to environmental issues; regrets that some of these petitions allege incorrect implementation of EU legislation by the Member States, with some Member States already facing infringement procedures for the breach of EU environmental laws; notes that numerous petitions describe complaints about air quality, noise pollution, waste management/treatment, the deterioration of natural ecosystems and violation of the Habitats Directive in different Member States; highlights the public hearing on the state of implementation of the Habitats Directive organised on 24 May 2023; notes the work the Committee on Petitions continued to carry out in 2023 on the impact of climate change in different fields, not only in the environmental area, but also in the use of land, putting a number of petitions received on these topics on the agenda; points to the workshop on the impact of climate change on social security and the most vulnerable groups organised on 22 March 2023 and also to the presentation of the study on compensation for victims of climate change disasters on 18 July 2023;

    27.  Draws attention to the workshop organised by the Committee on Petitions on 25 January 2023 on transparency of pricing and reimbursement of medicinal products, which discussed transparency from the perspectives of patients and consumers, producers of medicinal products, and academic research; notes that the discussions focused on research and development costs of companies and information available on the prices paid for medicines, underlining the importance of transparency on these issues;

    28.  Stresses the importance of delivering on EU citizens’ expectations regarding the protection of the environment and urges the Commission, together with the Member States, to ensure the correct implementation of EU legislation in the environmental field, in particular in the field of illegal logging; points to the petitions on environmental issues, which reflect a growing public concern about the implications of climate change, requiring consistent enforcement of the existing EU environmental legislation by both the Commission and the Member States; stresses that addressing EU citizens’ expectations regarding the protection of the environment should be considered as important as taking into account the economic realities of each Member State; underlines that excessive regulations have a negative impact on emerging economies; highlights, therefore, that each Member State should be allowed to make decisions about its transition process and that environmental legislation should not hinder economic competitiveness;

    29.   Acknowledges the positive effects of the fact-finding visit to Romania from 15 to 18 May 2023 on the management and protection of the brown bear population; notes with regret, however, that there are still too many fatal accidents caused by brown bears in connection with humans and livestock, making further monitoring and cooperation with the national authorities necessary; underlines that the protection of human lives and security should always be the priority;

    30.   Following the fact-finding visit to Romania, stresses the need for a balance between wildlife protection and the citizens’ safety; underlines that each Member State should be allowed to take measures, including population control of the species, in order to prevent threats to the lives and property of its citizens;

    31.  Stresses the commitment of the Committee on Petitions to protect the rights of persons with disabilities; recalls the annual workshop of held by the Committee on Petitions on 29 November 2023 on the rights of persons with disabilities; recalls that its first part focused on how persons with disabilities dealt with the recent crises (energy costs, war, high inflation, etc.) and how EU measures helped to overcome these obstacles while the second part addressed the issue of how the European institutions have built inclusive communication with citizens with disabilities; also highlights, in this context, the adoption by the Committee of an opinion in the form of a letter on establishing the European Disability Card and the European Parking Card for persons with disabilities on 29 November 2023; stresses that access to social security benefits for persons with disabilities falls under national responsibility and social coordination schemes, and that disputes should also be addressed through and respected by the judicial mechanisms in place and their competencies via the obligation of the exhausting of legal remedies, rather than through direct intervention by the Commission, in respect of the principle of subsidiarity; underlines as well in this context the imperative need for a full and consistent transposition of the European Accessibility Act and calls on the Member States to avoid further delays that hinder the rights of persons with disabilities; recalls that the Accessibility Act aims at improving the life of at least 87 million persons with disabilities, facilitating their access to, inter alia, public transport, banking services, computers, TVs, e-books and online shops;

    32.  Stresses the important contribution made by the Committee on Petitions to the protection of the rights of persons with disabilities, as revealed by its treatment of a number of petitions on this sensitive topic; acknowledges, in this context, the efforts of Parliament’s services and notes that not just the best technical but the most accessible solution for deaf citizens must be found in order to communicate with them in their own mother tongue, in national sign languages; requests the modification of the Rules of Procedures in close cooperation with the Committee on Constitutional Affairs (AFCO) in order to eliminate the mandatory exclusively written communication with citizens who are sign language users, deaf or hard of hearing so that, upon their request, they can use their sign language during the procedure; also highlights, in this context, the adoption by the Committee of an opinion in the form of a letter on establishing the European Disability Card and the European Parking Card for persons with disabilities on 29 November 2023;

    33.  Underlines, furthermore, the specific protection role played by the Committee on Petitions within the EU in the framework of the UN Convention on the Rights of Persons with Disabilities through its capacity to hear petitions and highlights the committee’s important ongoing work on petitions concerning disability-related issues; while noting a slight decrease in the number of petitions on disability in 2023 compared to 2022, stresses that the number nearly doubled compared to 2021; further points out that discrimination and access to public transport and employment, continue to be major challenges faced by persons with disabilities and emphasises the Committee’s special attention to the request for the European Disability Statute to recognise the rights of people with autism; welcomes the adoption of a short motion for a resolution on harmonising the rights of autistic people, emphasising the need to improve access to diagnosis, healthcare, education, employment, accessibility and provision of reasonable accommodation, legal capacity and lifelong community support including as regards culture and sport; draws attention, furthermore, to the particular role of the Committee on Petitions in safeguarding the rights of children and their parents, acknowledging numerous petitions received on children’s rights, which require special attention and action; recalls, in this context the provisions of the EU Charter of Fundamental Rights, in particular the Article 24 thereof on the rights of the child, to allow every child to maintain a personal relationship and direct contact with both of his/her parents, unless that is contrary to the child’s interests; reiterates as well the risk that families with autistic children are being targeted by offers of unproven, potentially harmful and illegal therapies and interventions which may amount to serious physical abuse of children;

    34.  Recalls the fact that relations with the European Ombudsman represent one of the responsibilities conferred on the Committee on Petitions by Parliament’s Rules of Procedure; welcomes Parliament’s constructive cooperation with the European Ombudsman, with whom the Committee on Petitions shares the objectives of ensuring the transparency, professionalism and integrity of the EU institutions vis-à-vis European citizens, as well as its involvement in the European Network of Ombudsmen; stresses the need to step up cooperation with the European Ombudsman in order to ensure a swift, impartial and transparent response to citizens’ complaints about any administrative malfunctioning within the EU institutions;

    35.   Underlines the key work performed by the Committee on Petitions on the protection of workers’ rights; underlines that several petitions received in this area were followed up by further actions such as the debate on the use of fixed-term contracts, as well as that on the European citizens’ initiative-turned petition ‘Good Clothes, Fair Pay’ focusing on the harmful situation of workers in the global garment and footwear industry, or the Parliamentary Question for Oral Answer on the Working conditions of teachers in the European Union, also having as its basis a petition received on this subject; reiterates the importance of ensuring fair working conditions and greater protection of workers in the EU, calling on the Member States and the Commission to effectively address concerns raised in petitions related to labour rights and trade unions; 

    36.   Recalls the European Parliament study on Homelessness in the EU which was commissioned by the Committee on Petitions and presented at its meeting in November 2023; notes that this study made an important contribution on this pressing social and economic challenge, which represents one of the most severe forms of societal exclusion, highlighting the need for a public policy change towards preventing homelessness in the first place, inter alia by providing secure and affordable housing; recalls that illegal squatting cannot be considered a solution to homelessness, as the right to property is enshrined in Article 17 of the EU Charter of Fundamental Rights; underlines that Member States should seek real solutions rather than promoting illegal squatting, as housing policy falls under the exclusive competence of the Member States;

    37.  Acknowledges the European Ombudsman’s regular contributions to the work of the Committee on Petitions throughout the year; firmly believes that the Union’s institutions, bodies and agencies must ensure consistent and effective follow-up to the recommendations of the Ombudsman;

    38.  Stresses that European citizens’ initiatives (ECIs) represent an important instrument for active citizenship and public participation; welcomes the discussion in some meetings of unsuccessful ECIs, which were sometimes subsequently reformulated as petitions, giving citizens the opportunity to present their ideas and hold a constructive debate, while contributing to their participation in the EU’s democratic processes; takes note of the significant number of new ECIs registered by the Commission in 2023, which shows that citizens are seizing the opportunity to use participatory instruments to have a say in policy and lawmaking processes; calls on the Commission to better engage with citizens and give adequate follow-up to successful ECIs; welcomes the important effort put in place to organise, in association with other committees, four public hearings on successful ECIs, which allowed the organisers to present the initiative’s objectives and engage with Members of the European Parliament and representatives of the European Commission; underlines that the Commission’s commitment to responding to valid ECIs is essential to maintaining citizens’ trust in the ECI as the most significant instrument of participatory democracy;

    39.   Urges the Commission to give due consideration to the parliamentary resolutions adopted on European Citizens’ Initiatives (ECIs) and to enhance its engagement with citizens, particularly by ensuring appropriate and effective follow-up to successful ECIs, thereby reinforcing the democratic process and ensuring that citizens’ voices are adequately reflected in EU policymaking;

    40.  Underlines that the Petitions Web Portal is an essential tool for ensuring a smooth, efficient and transparent petitions process; welcomes, in this regard, the improvements to data protection and security features that have made the portal more user-friendly and secure for citizens; stresses that efforts to make the portal more accessible must be continued, including making it more accessible for sign-language users and persons with disabilities; notes that the Petitions Web Portal has been one of the European Parliament’s most visited websites, thus serving as a first point of contact with Parliament for many EU citizens;

    41.   Recalls the European dimension of the Committee on Petitions, which can be addressed by citizens from all 27 Member States on issues that fall within the scope of the Union’s activities; believes that the Committee has a special responsibility to uphold this European dimension and to demonstrate the added value of European unity and integration to citizens and continue addressing issues related to violations of EU law, as well as loopholes and shortcomings in the provisions of existing EU law; believes that timely avoidance of petitions with clear national competences along with comprehensive explanations and instructions about alternative courses of action, where appropriate, could contribute to a constructive approach and an enhanced citizens engagement considers, in this context, that the European Parliament should increase its efforts to promote the role and work of its Committee on Petitions and raise awareness among all EU citizens of the possibility to address a petition to the European Parliament; recalls that due to the limited time allotted to committee meetings, most petitions are treated through written procedure; recalls, in this context, that all petitions received, including those in the area of international affairs, should be handled with the necessary transparency and impartiality; is of the opinion that the selection of petitions for discussion in committee should reflect a geographical and political balance of submissions received; believes, moreover, that geographical balance should also be sought when organising the committee’s fact-finding visits, yearly and over the course of each legislative term;

    42.  Welcomes the adoption of the short motion for a resolution on the creation of a European Capital of Local Trade(7) at the plenary session of January 2023; underlines that this achievement is an excellent result for the Committee on Petitions, noting that this project has been successfully included as a preparatory action in the 2024 budget, with a total budget of EUR 3 million; recalls that the project to create a European Capital of Small Retail (ECSR) was officially presented by the Commission in Barcelona in December 2023;

    43.  Instructs its President to forward this resolution and the report of the Committee on Petitions to the Council, the Commission, the European Ombudsman, and the governments and parliaments of the Member States, their petitions committees and their national ombudsmen or similar competent bodies.

    ZAGREB, May 23 (Xinhua) — Croatia and China have reached an agreement to cooperate in developing knowledge and technology for biodiversity conservation and green development, the Croatian government said in a statement on Friday.

    It was reported that Chinese Minister of Science and Technology Yin Hejun, who is on a visit to Croatia, met with the country’s Prime Minister Andrej Plenkovic and the Minister of Science and Education Radovan Fuks, and signed a memorandum of cooperation with the Croatian Ministry of Science and Education in the field of biodiversity conservation and green development with the aim of jointly promoting sustainable socio-economic growth.

    According to the statement, this is a continuation of the process of Chinese companies’ participation in infrastructure and investment projects in Croatia, and also underlines the Croatian government’s desire to increase exports to China.

  • MIL-OSI Security: Uzbekistan Man Extradited From Ukraine and Arraigned on Charges of Stealing Millions of Dollars in Cryptocurrency

    Buffalo, N.Y.-U.S. Attorney Trini E. Ross announced that Nikita Andreevich Sklyuev a/k/a Valeriy Dorojkin, 37, of Uzbekistan, was extradited from Ukraine and arraigned today on an indictment charging him with wire fraud and fraudulent use of unauthorized access device. The charges carry a maximum penalty of 20 years in prison and a $250,000 fine.

    Assistant U.S. Attorney Douglas A. C. Penrose, who is handling the case, stated that according to the indictment, in June 2018, Sklyuev submitted a computer software application, “EOSIO Wallet Explorer,” to Apple to be sold through the Apple App Store. The EOSIO Wallet Explorer purported to be a cryptocurrency wallet, but was in fact a malicious computer software application designed to steal the cryptocurrency user’s private key, thereby giving Sklyuev access to the user’s cryptocurrency funds. In September 2018, an individual in the Western District of New York (Victim) purchased the EOSIO Wallet Explorer application and then installed it on his iPhone. Once the Victim entered his private key following the installation, Sklyuev had unauthorized access to the Victim’s cryptocurrency wallet, which contained approximately 2,092,395.5356 EOS cryptocurrency, which at the time was valued at approximately $11.8 million dollars. On September 25, 2018, Sklyuev changed the private key to the Victim’s wallet, which resulted in the Victim losing all control and access to his wallet. In February 2019, Sklyuev transferred the EOS cryptocurrency from the Victim’s wallet to numerous other online wallets that were under his control.

    Sklyuev was arraigned this morning before U.S. Magistrate Judge Jeremiah J. McCarthy and is being held pending a detention hearing on July 3, 2024. Today’s arraignment follows the successful June 20, 2024, extradition of Sklyuev from Ukraine. The Justice Department’s Office of International Affairs worked with Romanian and Ukrainian authorities to secure his arrest and extradition.

    The indictment is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia and the U.S. Marshals Service, under the direction of Marshal Charles Salina.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

    NEWS RELEASE SUMMARY – November 16, 2023

    SAN DIEGO – An indictment partially unsealed today charges 14 defendants with fraud and money laundering offenses for a scheme centered around fraudulent unemployment applications submitted to the California Employment Development Department during the pandemic. The indictment alleges the fraud netted the defendants almost $5.2 million in funds from the state of California.

    According to the indictment, David Constantin and Constantin Bobi Sandu, who was arrested and charged separately in March 2023, helped hundreds of applicants apply for EDD benefits using fraudulent documents. Constantin and Sandu recruited potential applicants through Facebook and met applicants at parks throughout Southern California to complete the application process. Applicants paid Constantin or Sandu a partial fee up front for assisting with fraudulent applications and another fee after applicants received EDD payments.

    The indictment alleges that from July 2020 to August 2022, Constantin transmitted more than $128,000 in fraud proceeds to associates in Romania. Another defendant who fraudulently obtained EDD benefits with Constantin’s help, Eduard Buse, transmitted almost $129,000 to Romania in the same period. Buse also purchased a 2020 BMW X6 with over $105,000 in cash fraud proceeds in December 2022 and shipped the vehicle to Romania. Several other defendants also transmitted fraud proceeds to accounts in Romania.

    David Constantin was arrested in Romania at the request of the United States on November 13th by Romanian authorities who also served search warrants and seized, among other things, the BMW with California license plates. The Department of Justice will seek Constantin’s extradition to the United States. Buse and defendants Leonard Miclescu, Constantin Iosif Constantin and Florentina Sima were arrested in California and Texas. Nine other defendants remain at large.

    This case is being prosecuted by Assistant U.S. Attorneys Jessica Adeline Schulberg and Valerie Chu with assistance from the Department of Justice’s Office of International Affairs, FBI’s Legal Attaché in Bucharest, and Romanian authorities including the Directorate for Combating Organized Crime (DCCO) Service for Countering of Organized Criminal Groups, Brigade for Combating Organized Crime (BCCO) – Pitești, County Service for Countering Organized Crime – Teleorman, Romanian Gendarmerie Battalion, Romanian Ministry of Justice, and Romanian Criminal Investigative Directorate – Fugitive Unit.

    International Day of Solidarity with Political Prisoners in Belarus: Joint Statement to the OSCE, May 2025

    UK and 37 other countries call for immediate and unconditional release of political prisoners in Belarus.

    I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus: Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Luxemburg, Montenegro, the Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom, and my own country Poland. 

    The following participating States are also joining this statement: Albania, Austria, Bosnia and Herzegovina, Liechtenstein, Malta, Moldova, North Macedonia, San Marino and Switzerland.  

    Since the death of political prisoner and activist Vitold Ashurak in prison on 21 May 2021, we mark the International Day of Solidarity with Political Prisoners in Belarus annually.  

    Since May 2021, at least seven more political prisoners have died in the regime’s captivity: Mikalai Klimovich, Ales Pushkin, Vadzim Khrasko, Ihar Lednik, Aliaksandr Kulinich, Dmitry Schletgauer and Valiantsin Shtermer. They were unjustly persecuted for their political opinions, and failed to receive adequate medical attention and care. 

    In June last year, a group of 38 participating states invoked the Vienna Human Dimension mechanism and questioned many individual cases related to prisoners’ dignity, access to medication and medical care, to legal counsel of their own choosing, to effective remedies and a fair legal trial, as well as contacts with their families. The Belarus authorities did not bring any meaningful response to these questions nor has Belarus made progress on the recommendations of either the 2020 or 2023 Moscow Mechanism reports. 

    Some of those prisoners have since then been released, after completion of their sentences or through pardons, however the arbitrary detention of citizens for exercising their human rights persists. As of May 15, 2025, VIASNA estimates that there were 1189 political prisoners in Belarus. Many of them have serious health issues, disabilities, are over the age of 60, and are suffering from mental disorders. Many of them are subjected to torture and ill-treatment, including deprivation of necessary medical assistance. The UN Committee against Torture reported that torture in these prisons is systemic, habitual, widespread and deliberate with a pattern of impunity for perpetrators. 

    This is the day to remember them all. A day to reiterate our call for the Belarusian authorities:  

    • to stop repressing individuals for exercising their rights to freedom of expression, to freedom of association and to peaceful assembly;  

    • to release all political prisoners immediately and unconditionally, and to ensure their rehabilitation.  

    This is also the day to express our solidarity with relatives and friends of political prisoners, who are subject to political and administrative repression in Belarus and in exile, as part of a wider brutal crackdown on opposition figures, human rights defenders, civil society representatives, journalists and other media actors, and other citizens who dare voice any opposition or dissent.  

    In the face of this disregard of OSCE principles and commitments by the Belarusian authorities, we will continue to support the Belarusian people’s aspiration for a free, democratic and independent Belarus.

  • MIL-OSI Europe: Cardinal Tagle at the Pontifical Mission Societies Assembly: let us learn from the Apostles, made missionaries by the encounter with the Risen Christ

    Rome (Agenzia Fides) – The missionary work of the Church has its source in the wonder of those who encountered the Risen Jesus, “and were sent by Him”. And even today, the people and entities involved in missionary work can persevere and renew their zeal only through a personal encounter with the Risen Christ, “who changes lives”. Cardinal Luis Antonio Gokim Tagle reminded the National Directors of the Pontifical Mission Societies (PMS), gathered in Rome for their annual General Assembly, that the experience witnessed of the first disciples of Jesus during the early Church, remains the benchmark for every authentic missionary work and initiative.Who “animates” the “animators”The meeting between Cardinal Tagle and the National Directors of the PMS took place in the late afternoon of Wednesday, March 21, at the International Center of San Lorenzo da Brindisi. In his addres, the Cardinal began by defining the task and responsibilities entrusted to his interlocutors in the audience. He recalled that the PMS National Director can be seen as “the sign, symbol and instrument of the Church’s missionary identity, according to the teachings of the Second Vatican Council.”For this reason, the Mission Director is called to be “the face, voice, hands, feet and heart of a Church that makes mission and mission that makes the Church in his/her local Church”.Since their origin – the Cardinal recalled – the Pontifical Missionary Societies “have been expressions of the Catholic faithful’s fidelity to Christ, transformed into missionary co-responsibility, i.e. missionary discipleship”.However, apostolic zeal is never a self-generated impulse nor the result of the mechanical application of a “missionary method.””To animate others to mission,” the Cardinal repeated several times, “we must be animated for mission, just like the first disciples.” He added, “we often forget that only the encounter with the Risen One made them missionaries. The gift of the Holy Spirit sealed their missionary zeal, their courage and creativity in proclaiming the good things God had done in Jesus Christ”. Therefore, insisted the Pro Prefect of the Missionary Dicastery “missionary animation is not just a task but a spiritual encounter with the Risen Lord that transforms one’s life, making one search for people with whom to share the Good News”. In this regard, the Cardinal suggested that valuable insights could be drawn from the readings proposed by the Church’s liturgy during the Easter season, the “time of the Risen One.”The apostolic foundations of missionary cooperationIn the accounts of the beginning of missionary work, the inherent nature and genetic traits of missionary work are revealed: the universal destination of the Gospel’s message of liberation, care for the poor, and the solicitude for cooperation and sharing of goods, gifts, charisms, and ministries. Cardinal Tagle highlighted these aspects through suggestive examples. For instance – the Cardinal reminded the National Directors of the PMS gathered in Assembly – when disputes arose over the requirement for non-Jews converting to Christianity to undergo circumcision, Paul and Barnabas went to Jerusalem and “convened an assembly with the apostles and elders.” This became the first Council, the Council of Jerusalem, where they held a “conversation in the Holy Spirit,” involving the apostles and elders, listening to God’s Word and discerning the movements of the Spirit. “Thus, an ‘organization’ of universal scope but deeply spiritual in nature was taking shape.”From those early steps of the nascent Church – noted Cardinal Tagle – it emerges that prayer, listening to the Word of God, discernment, mutual respect are distinctive traits that characterize every form of organized universal missionary cooperation. This – added the Cardinal – is “the ‘soul’ of the ‘organization.’”The Apostle – continued the Cardinal Pro-Prefect, choosing other events of the first Christian communities immediately linked to the mission of the PMS – also initiated a fundraising campaign among the new Gentile Churches in Macedonia and Achaia to support the poor Church in Jerusalem. The Apostle of the Gentiles praised the Churches of Macedonia for sharing what they could, despite their poverty, testifying to the “circulation of love” between young and older Churches, which also drives the activities of the PMS. “Whoever sows sparingly,” as stated in the Second Letter of Saint Paul to the Corinthians, “will also reap sparingly, and whoever sows bountifully will also reap bountifully…for God loves a cheerful giver.”Common prayer, sharing of the Eucharist and also of material goods accompanied the life of the early Christian communities. The community sold their possessions and laid the proceeds at the apostles’ feet, who distributed them according to the need of each. In this regard, Cardinal Tagle recalled the story of Ananias and Sapphira, narrated in the Acts of the Apostles. They sold a piece of land but kept part of the proceeds for themselves. Peter rebuked them, saying, “You have not lied to men but to God.” After this, both Ananias and Sapphira died. In the Church of Christ, the Cardinal remarked, such events occurred “even shortly after the Resurrection and Pentecost.” However, the essential traits accompanying and characterizing the first apostolic work were those of prayer, mutual respect, listening, and sharing. These are all elements that today characterize and make every authentic missionary cooperation recognizable.The Cardinal reiterated that even the Pontifical Mission Societies draw “from this first Easter experience.” The work of the PMS National Directors can also be seen and lived as an extension of that of the first Apostles. “We too,” the Cardinal concluded, “can animate mission and animate our organization by learning from them who had encountered the Risen Lord and had been sent by Him in the power of the Holy Spirit.” (GV) (Agenzia Fides, 23/5/2025)

    For the first time, traces of the West Nile virus have been found in mosquitoes in the UK, according to a report published this week by the UK Health Security Agency.

    Here’s what you need to know about the virus and the disease it causes.

    What is West Nile virus?

    West Nile virus is a mosquito-borne virus first identified in Uganda in 1937. It belongs to the same viral family as dengue and yellow fever. The virus is most commonly transmitted by Culex mosquitoes, particularly the species Culex pipiens, which mainly feeds on birds.

    Birds are the primary host for West Nile virus, and the virus spreads in a cycle from infected birds to mosquitoes and then back to birds. Occasionally, mosquitoes can transmit the virus to humans or other animals.

    Most human infections – around 80% – cause no symptoms. When symptoms do occur, they are usually mild: fever, fatigue, headaches, body aches and sometimes nausea. But in rare cases, around one in 150 infections, the virus can cause severe illness, including encephalitis (inflammation of the brain) or meningitis. Older adults, especially those over 50, are most at risk of serious complications.

    The virus cannot normally be spread from person to person, though rare cases of transmission have occurred through blood transfusions or from mother to baby during pregnancy.

    How did it get to the UK?

    Although the exact route isn’t known, experts believe the virus may have arrived in the UK via migratory birds infected elsewhere. The mosquitoes probably picked up the virus after feeding on these birds during their northward journey.

    The detection was made as part of a routine mosquito surveillance programme run by the Animal and Plant Health Agency. Mosquitoes collected from marshlands in south-east England tested positive in PCR (polymerase chain reaction) tests, which detect fragments of the virus’s genetic material.

    It’s important to note that a positive PCR test doesn’t necessarily mean the virus is infectious. After a mosquito becomes infected, the virus needs time – several days – to multiply inside the mosquito before it can be transmitted. And this process is highly temperature dependent.

    Can the virus spread in the UK?

    The UK’s relatively cool climate has, until now, helped keep mosquito-borne diseases at bay. At summer temperatures of around 15°C, it can take up to 100 days for the virus to develop inside a mosquito – longer than the insect’s lifespan. In contrast, in hotter climates (above 30°C), this process can take just a few days.

    For a local outbreak to occur, there would need to be a critical mass of infected birds and mosquitoes, with enough warm weather to sustain multiple cycles of transmission. So far, that hasn’t happened in the UK.

    But climate change could alter the equation. With rising global temperatures and longer, hotter summers, the conditions that allow viruses such as West Nile to spread may become more common in the UK.

    What’s happening elsewhere?

    West Nile virus was once limited to Africa and the Middle East but has spread significantly in recent decades. Large outbreaks have been recorded in countries including Greece, Romania, Israel, Russia and the US.

    The US outbreak began in New York City in 1999 when an unusual number of birds were found dead in a city zoo. A veterinary pathologist at the Bronx Zoo, Tracey McNamara, helped link the bird deaths to the human illnesses being reported.

    Since then, the virus has spread across most of the US, Canada and parts of South America, resulting in over 60,000 reported human cases, 28,000 hospitalisations and more than 3,000 deaths.

    In 2024, 19 European countries reported a total of 1,436 local cases, most in men over 65, with 125 deaths. Most were in Italy, Greece and Spain – countries with hot, mosquito-friendly summers.

    Outbreaks were also reported in birds and horses, which are both susceptible to the virus.

    Should UK residents be concerned?

    While the detection of West Nile virus in UK mosquitoes is noteworthy, experts emphasise that the public health risk remains very low. No human cases have been reported in the UK to date, and current summer temperatures are not yet conducive to sustained transmission.

    The greater risk for most British people probably comes from travel – particularly to southern Europe, where cases are rising.

    Travellers are advised to take standard mosquito precautions: wear light-coloured clothing, long sleeves and trousers, and use insect repellent, especially in the evening when mosquitoes are most active.

    For now, the virus is unlikely to spread widely in the UK. But as climate patterns shift, continued surveillance and public awareness will be key to staying ahead of the risk.

    The OSCE Transnational Threats Department, in co-operation with Greek document experts, held a training course on detecting forged documents and impostors at border crossing points for 193 future border police agents studying at the ‘Avram Iancu Training School for Border Police Agents’ in Oradea, Romania, on 22 and 23 May.
    The training is particularly timely as Romanian Border Police identified 1,090 cases of forged documents in 2024 and ongoing training ensures border agents can quickly detect fraudulent documents, keeping the country’s borders secure. Through discussions with document experts from Greece, the participants enhanced their knowledge about the latest trends in document forgery including high-quality counterfeit residence permits, signs of tampering such as overprinting on document holder photos and real-world case studies of forged passports with missing pages.
    “The training brings added value to the Avram Iancu Training School for Border Police Agents Oradea study programme, making a significant contribution to the training of future border guards in document forgery detection proficiency and, hence, to increased security at Schengen borders. The timing of the training activity is also appropriate, as the students will take the graduation exam between 24 May and 5 June 2025, and will join the operational structures of the Romanian Border Police on 6 June 2025. Therefore, this OSCE training improves their professional capabilities at the beginning of their career in the field of public order and security,” said Police Chief Commissioner Felicia Voicu, Director of the Avram Iancu Training School for Border Police Agents.
    This training course is part of an ongoing OSCE project supporting the Organization’s participating States and Partners for Co-operation in reducing the illegal crossing of borders with a fake or stolen identity, funded by the United States.

    It is a great pleasure to be with you in Ljubljana.

    Let me begin by setting the stage for what I hope will be an insightful discussion on policy options in the presence of geoeconomic shocks and uncertainty.

    I will focus on Central, Eastern and Southeastern European (CESEE) countries.  

    After a respectable recovery last year, we downgraded growth for 2025 and 2026 across Europe  

    Heightened uncertainty and trade policy volatility have been the main factors.  And the latest data releases from Q1 2025 are so far in line with our forecast.

    The downgrade for the CESEE region[1] has been more sizeable than for advanced Europe: from over 3 percent in 2025 and 2026 to 2.4 and 2.7 percent respectively.

    The larger impact is primarily due to a comparatively larger manufacturing sector. The growth revision would have been even larger if not for the German infrastructure package and an acceleration of Europe wide-defense spending

    Inflation in CESEE countries meanwhile is coming down somewhat faster. But, as the chart shows, inflation rates will remain above targets for some time. Persistent services inflation and lagged effects of still high wage growth are key drivers – a point I will return to later as a risk to competitiveness.

    In my remarks today, I will address two points: (i) how the changing global landscape is affecting CESEE countries and (ii) what the key policy priorities are.

    Let me give a summary of my key points

    • What do we know so far about the effects of trade disputes including via trade diversion?

    In a nutshell, the impact across the CESEE regions varies widely. Some of the most US-tariff-exposed countries, namely Hungary and Slovak Republic and to a lesser extent the Czech Republic, are in the constituency.

    The tariffs between the US and China have just been lowered from very extreme levels, but they remain high and could increase again. Economic spillovers could be large for some specific sectors, even though our preliminary assessment is that the trade diversion effects should be manageable overall.

    • What can policymakers do to navigate a more uncertain and volatile period?

    Primarily, changes are permanent. Businesses and households will need to adapt to these. A principle-based approach can help lessen the impact.  

    • First, maintain trade openness as much as possible. Protectionism will hurt inward investment, lower investment further and bring down productivity and income growth.
    • Second, stay the course on sound macroeconomic policies. In times of uncertainty, markets will scrutinize fundamentals. Durable policies can limit increases in risk premia. This means that central banks should remain cautious on monetary normalization and governments need to keep an eye on fiscal sustainability.
    • Third, generate growth through traditional means: domestic structural reforms. The size of untapped gains from domestic structural reforms is surprisingly large.
    • The question here is how the CESEE region can overcome political constraints. In my final observation I will discuss how the EU budget can play a catalyzing role.

    I will highlight two channels:

    • Direct exposure to US tariffs
    • Potential effects of trade diversion from US-China trade dispute

    The CESEE region’s integration into global value-chains and trade linkages creates exposure to shifting trade dynamics.

    The EU has sizable direct trade linkages with China and the US (LHS), and linkages by individual CESEE countries to the US are substantial.

    Exposures are especially large in the Slovak Republic and Hungary. Exports to the US (primarily cars, car parts, batteries, and in the case of Hungary electronics) account for about 3 per cent of GDP in 2024.

    Czechia and Hungary have also large export positions to the US via smartphones and computers exports. For the time being, tariffs on these items have been exempted per the announcement made on April 11.

    Any increase in tariffs would have substantial dampening effects on growth.

    Indirect effects via supply chains will also become important tailwinds. In a 2024 IMF study, we show that an increase in EV imports from China could have significant GDP effects in the range of 1-1½ percent over 5 years via the supply chains in CESEE countries heavily reliant on the automotive sector.  A slowdown in Germany’s automotive sector has about a 5-10 times larger impact in percent of GDP in Slovakia and Hungary given their larger share of the sector relative to Germany.

    If US-China trade tensions persist, multiple channels of trade diversion could come into play.

    EU imports from China could increase, U.S. companies could try to find new export destinations including in Europe, and European firms could seek to find new export opportunities in the U.S. and China as a result of high China-U.S. tariffs.

    Finally, competition on third-country markets could increase as countries look for new export markets. CESEE countries could be innocent bystanders. For instance, Turkish businesses could experience increased competition in third markets reducing margin or market shares.

    We have estimated the potential size of trade diversion from China using a partial equilibrium approach.

    Our preliminary estimates from April 8 tariff announcements[2] for the EU are for higher imports from China of around 0.25 percent of EU GDP in the near term.[3] The estimates are similar to ECB estimates discussed in their latest economic Bulletin. The 90-day rollback of most bilateral tariffs imposed since April 2 announced by the US and China on May 12 implies lower numbers, but better to be prepared for the worst.

    Trade diversion would also affect inflation. Increased import competition would likely lower final prices. Headline inflation could be reduced by 20 basis points in 2026.

    The economic effects for consumers and producers are likely mixed. Lower final goods prices would benefit consumers. Similarly, lower imported intermediates could also benefit European firms by reducing input costs. But trade diversion means also a rise in competition and in specific sectors such as consumer electronics or transportation equipment, adjustment effects could be large.

    With all that said, the aggregate size of trade diversion effects appears manageable, although the impact could be large in individual countries and sectors.

    Let me turn to policy priorities.

    Let me now say a few words on what the CESEE region can do in the face of tariffs.    

    • First, Europe—and everyone—needs more trade, not less. The EU as well as CESEE should continue its open trade policy and expand its network of trade agreements.  
    • Second, we must accept that the global trade regime has changed. This means that any support to mitigate tariff or trade diversion effects should remain temporary, and targeted. 

    Support measures cannot substitute for differences in the underlying fundamentals. In particular, the recent appreciation of CESEE currencies in unit-labor-cost adjusted terms is a concern.

    What can policymakers do in the short term?

    In the current global environment, navigating uncertainty is crucial.

    In the short run, governments should aim to retain macroeconomic stability through credible and sustainable macroeconomic policies and build resilience. 

    Starting with monetary policy, central banks need to remain focused on durably reaching price stability targets.  

    • In several large CESEE countries—including Hungary—inflation is slowing, but is still above targets.   
    • Central banks should ease cautiously. We advise caution because core inflation in the CESEE region remains higher than hoped for, and inflation expectations are more responsive to current inflation levels.   

    Still high wage growth requires close attention. Increases have outpaced productivity and are contributing to higher inflation persistency. High labor costs also pose a risk to CESEE’s competitiveness. 

    Our fiscal advice remains broadly unchanged. For many countries, rebuilding fiscal buffers is still a priority.  

    • The challenge is how to manage rising long-term spending pressures from aging, healthcare, climate, and now higher defense spending. 
    • Some countries can accommodate temporary increases in priority spending while keeping debt sustainability in mind.  
    • But for many CESEE countries the space is limited. This means they will have to undertake smart adjustments: (i) make public services more efficient and programs better targeted; (ii) reallocate spending priorities away from low priority areas, (iii) and boost fiscal revenues. In many cases, this can be done without raising tax rates by closing loopholes and more efficient administration. 

    We continue to have concerns about Europe’s medium-term outlook: growth is low and there are rising spending needs:   

    • Labor supply is dwindling because of aging. 
    • Investment has been slowing. 
    • And Europe’s productivity growth has been very low over the last two decades. 

    This makes meeting fiscal pressures increasingly difficult. 

    • Spending needs are expected to rise significantly over the next decades, for advanced economies by 5¾ percentage points and emerging economies by 8 percentage points of GDP.  
    • In the CESEE region, energy-related investments needs are urgent and very large. 
    • And across the region, defense spending is on the rise.  

    This brings us to my final point which is how CESEE countries could generate medium-term growth.

    Domestic structural reforms, while often overlooked, provide a large untapped source of European growth potential. 

    • In a forthcoming study, we find that comprehensive national reforms could raise real GDP levels by about 5 percent in advanced economies and between 6.6 and 9.3 percent in the CESEE region. 
    • These are sizeable gains and could be an important growth antidote to the poisonous effects of uncertainty and volatile policy disputes.

    These reforms would remove inefficiencies at home and complement the earlier discussed EU-wide reforms. Specifically: 

    • Domestic labor market and skill-upgrading reforms top the priority list in terms of their macroeconomic
    • Fiscal-structural reforms and lower cost of business regulations would provide another substantial impetus.  
    • Reducing corruption and inefficiencies through governance reforms is particularly important in several CESEE countries. 

    Successful implementation of these reforms will require political will, and in some cases, also capacity building.  

    Overcoming the reform inertia is “the challenge” of Europe.

    Let me conclude with a few observations on how to overcome this obstacle.

    We think the EU budget could play a catalyzing role. Recent initiatives—such as the Recovery and Resilience Facility (RRF)—have made important strides in strengthening policy performance. The next Multiannual Financial Framework (MFF) for 2028-2034 should build on this momentum, further embedding a performance-based approach, especially in areas where current incentives are weak, but outcomes depend heavily on effective effort.

    This is particularly relevant for pre-allocated funds tied to national plans, where member states design and implement policies. In such cases, stronger performance incentives can help ensure that investments yield meaningful results.

    To maximize the impact of EU financing, the budget could reward projects that complement EU-level objectives—for example, national reforms like streamlining permitting processes for local distribution networks that connect with cross-border energy infrastructure.

    At the same time, policy coherence across all levels of government is essential. While the EU budget can offer strategic direction and alignment incentives, successful implementation ultimately depends on ownership at national, regional, and local levels. The EU budget can set incentives, but decisions need to be made at home.

  • MIL-OSI Security: International Investigation Leads to Shutdown of Ransomware Group

    “Radar/Dispossessor” servers and domains successfully dismantled

    On August 12, FBI Cleveland announced the disruption of “Radar/Dispossessor”—the criminal ransomware group led by the online moniker “Brain”—and the dismantling of three U.S. servers, three United Kingdom servers, 18 German servers, eight U.S.-based criminal domains, and one German-based criminal domain.

    Since its inception in August 2023, Radar/Dispossessor has quickly developed into an internationally impactful ransomware group, targeting and attacking small-to-mid-sized businesses and organizations from the production, development, education, healthcare, financial services, and transportation sectors. Originally focused on entities in the United States, the investigation discovered 43 companies as victims of the attacks, from countries including Argentina, Australia, Belgium, Brazil, Honduras, India, Canada, Croatia, Peru, Poland, the United Kingdom, the United Arab Emirates, and Germany. During its investigation, the FBI identified a multitude of websites associated with Brain and his team.

    Ransomware is a type of malicious software, or malware, that encrypts data on a computer making it unusable. A malicious cybercriminal holds the data hostage until the ransom is paid. If the ransom is not paid, the victim’s data remains unavailable. Cybercriminals may also pressure victims to pay the ransom by threatening to destroy the victim’s data or to release it to the public.

    Radar Ransomware follows the same dual-extortion model as other ransomware variants by exfiltrating victim data to hold for ransom in addition to encrypting victim’s systems. Simply, the ransomware identifies and attacks new victims and, re-victimizes current victims.

    Radar/Dispossessor identified vulnerable computer systems, weak passwords, and a lack of two-factor authentication to isolate and attack victim-companies. Once the criminals gained access to the systems, they obtained administrator rights and easily gained access to the files. The actual ransomware was then used for encryption. As a result, the companies could no longer access their own data. Once the company was attacked, if they did not contact the criminal actor, the group would then proactively contact others in the victim company, either through email or phone call. The emails also included links to video platforms on which the previously stolen files had been presented. This was always with the aim of increasing the blackmail pressure and increasing the willingness to pay.

    Finally, the compromise was announced by the attackers on a separate leak page and a countdown set until public release of the victim data if no ransom was paid.

    As ransomware can have many variants, such as this case, the total number of businesses and organizations affected is yet to be determined. The FBI encourages those with information about Brain or Radar Ransomware—or if their business or organization has been a target or victim of ransomware or currently paying a criminal actor—to contact its Internet Crime Complaint Center at ic3.gov or 1-800-CALL-FBI. Your identity can remain anonymous.

    The investigation and joint takedown were conducted in conjunction with the the U.K.’s National Crime Agency, Bamberg Public Prosecutor’s Office, Bavarian State Criminal Police Office (BLKA), and U.S. Attorney’s Office for the Northern District of Ohio.

    NEWS RELEASE SUMMARY – February 15, 2024

    SAN DIEGO –Eduard Buse and Florentina Sima pleaded guilty in federal court today to fraud and money laundering charges, admitting they participated in a scheme to steal more than $5 million in California unemployment benefits intended to help workers affected by the pandemic.

    Buse and Sima were indicted by a federal grand jury in October 2023 along with 12 others. The indictment alleged that the fraud scheme involved helping hundreds of undeserving applicants apply for benefits using fraudulent documents. In their respective plea agreements, Buse and Sima admitted the fraud resulted in almost $5.2 million in bogus claims paid by the state of California.

    “These covid relief funds were meant to provide critical financial relief during the pandemic. Instead, the money was used to buy luxury cars and jewelry,” said U.S. Attorney Tara McGrath. “We will not only continue to prosecute those who diverted money intended to serve as a lifeline, but we will pursue every avenue to recover and return that money to public use.”

    “The Covid-19 pandemic placed an enormous financial strain on millions of Americans; however, some individuals decided to use other people’s pain as an opportunity for financial gain,” said FBI San Diego Special Agent in Charge Stacey Moy. “Our pursuit of justice for those affected by fraud during the pandemic will not stop until each and every person who took advantage of individuals during this critical time is prosecuted for defrauding the U.S. government and innocent people.”

    “The defendants’ abuse of programs designed to help people in need during and in the wake of the Covid pandemic is particularly despicable,” said Special Agent in Charge Tyler Hatcher, IRS Criminal Investigation, Los Angeles Field Office. “Even worse, they took money intended to help people keep their heads above water and showered themselves with luxury items. IRS Criminal Investigation is committed to rooting out this sort of evil by following the money to bring people like these defendants to justice.”

    According to Buse’s plea agreement, he not only collected $28,350 in undue EDD benefits for himself but also facilitated payouts of $244,050 to 14 co-conspirators, including Sima. Buse then sent $128,902.99 and Sima sent $58,881.53 of fraud proceeds to their associates in Romania through money service businesses.

    Buse admitted that he purchased a 2020 BMW X6 for $105,044 in Glendale, California, with proceeds from the fraud and shipped it from San Diego to Romania on April 28, 2023.

    On November 13, 2023, Romanian authorities served search warrants on addresses affiliated with Buse at the request of the United States. They seized the BMW with California license plates along with approximately $9,476.50 in U.S. currency; a Rolex Yacht Master II and a rose gold luxury men’s watch purchased for $15,550 U.S. dollars; a Rolex Sky Dweller watch; a Breitling 1884 men’s watch; and a Rolex Oyster Perpetual Date women’s watch.

    As part of their plea agreements, Buse and Sima agreed to forfeit the BMW, cash and luxury watches, along with all other property seized in connection with the case.

    Buse also agreed to forfeit $128,902.99 and agreed to pay restitution in the amount of $244,050 to the State of California Employment Development Department. Sima agreed to forfeit $58,881.53 and pay the same amount in restitution to the State of California Employment Development Department.

    Buse and Sima are scheduled to be sentenced on May 20, 2024, at 9 a.m. before U.S. District Judge Larry A. Burns. This case is being prosecuted by Assistant U.S. Attorneys Jessica Adeline Schulberg and Valerie Chu.

    At an award ceremony taking place during a Plenary of the Seventy-eighth World Health Assembly in Geneva on Friday, 23 May 2025, public health prizes and awards were presented to persons and institutions from around the world for their outstanding contributions to public health.

    The six 2025 laureates received their awards from the Seventy-eighth World Health Assembly President Teodoro J. Herbosa, together with high-level representatives of the foundations that established these public health awards and prizes, and WHO Director-General, Dr Tedros Adhanom Ghebreyesus.

    In February 2025, the Executive Board of the World Health Organization decided to distinguish six laureates to celebrate their unique role for public health in their countries, their regions and globally.

    They come from four WHO Regions: Africa, Eastern Mediterranean, Europe and Western Pacific.

    Sasakawa Health Prize


    Dr Merete Nordentoft from Denmark is the 2025 winner of the Sasakawa Health Prize

    The Sasakawa Health Prize is awarded for outstanding innovative work in health development to a person or persons, an institution or institutions, or a nongovernmental organization or organizations. Such work includes the promotion of given health programmes or notable advances in primary health care.

    The Executive Board awarded the Sasakawa Health Prize for 2025 to Dr Merete Nordentoft from Denmark for her outstanding innovative work in health development.

    Dr Merete Nordentoft has made important contributions to mental health care by providing concrete, primary health-care-based solutions to address gaps in the chain of care. In 1998, she created the OPUS outreach treatment programme that has resulted in significantly improved outcomes for young people with first-episode psychosis, demonstrating substantial achievements in advancing mental health programmes and improving the quality of care. One of OPUS’s key success factors is the direct involvement of communities and family members. The concept has since served as inspiration for many countries throughout the world. Her intervention research on suicide prevention has directly informed Denmark’s national action plan for suicide prevention, which includes regional suicide preventive clinics and collaboration between helplines run by nongovernmental organizations and professional helplines.

    The focus on early intervention and increasing the accessibility of mental health services at the community level benefits vulnerable groups.

    “With the right support, early enough, recovery is not only possible – it is likely,” said Dr Merete Nordentoft.

    United Arab Emirates Health Foundation Prize

    The United Arab Emirates Health Foundation Prize is awarded for an outstanding contribution to health development to a person or persons, an institution or institutions, or a nongovernmental organization or organizations.

    The Executive Board awarded the 2025 Prize to Dr Jožica Maučec Zakotnik from Slovenia for her outstanding contribution to health development.

    Dr Jožica Maučec Zakotnik has made exceptional contributions to the promotion of healthy lifestyles and to ensuring equal access to preventive services in health care for all. She co-developed an innovative model of multidisciplinary, free-of-charge health promotion centres that include access to mental health services, breaking access barriers for the most vulnerable through collaboration with social services and schools.

    She also led the establishment in 2005 of the MURA Health and Development Centre, meant to address social determinants of health in an impoverished region, that became a WHO collaborating centre in 2009 for cross-sectoral approaches to health and development. At the National Public Health Institute, Dr Zakotnik collaborated with firefighting associations to increase awareness of colorectal cancer screening amongst men. As a State Secretary (2001–2004 and 2017–2018), she helped to scale up successful pilot programmes at the national level, including for the first national programme on nutrition, the strategy for promotion of health-enhancing physical activity and the MURA mental health programme.

    “Together we can make a lasting difference in the lives of countless individuals – at home and beyond,” said Dr Jožica Maučec Zakotnik.

    Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for Research in Health Care for the Elderly and in Health Promotion

    His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah Prize for the Promotion of Healthy Ageing is awarded to a person or persons, an institution or institutions, or a nongovernmental organization or organizations who have made an outstanding contribution to research, health promotion, policy and/or programmes on healthy ageing.

    The Executive Board awarded the 2025 Prize jointly to Professor Huali Wang (China) and the Geriatric Healthcare Directorate of the Ministry of Health (State of Kuwait) for their outstanding contributions to healthy ageing.

    Professor Huali Wang has made significant contributions to healthy ageing at the national and global levels. She helped shape China’s national healthy ageing strategic plan and national dementia action plan, developing a comprehensive approach for mental care. The approach, now active across 27 regions, has resulted in dementia screenings for over 100 000 older adults, as well as health education campaigns and interdisciplinary, community-based service models that integrate professional and family support. Professor Wang also pioneered the development of dementia caregiver support groups, establishing in 2000 China’s first Memory Café, which promotes community involvement and has since become a national model. Professor Wang has championed cognitive stimulation therapy training and implementation in over 20 provinces. Professor Wang has collaborated with WHO on global dementia guidelines and on the iSupport online course, helping to extend caregiver support worldwide. The social prescribing pilot programme that Professor Wang initiated in Shangrao has received global recognition.

    “This award is not just a recognition of our past work but a call to action for future endeavours – together, we can make a difference in the lives of many,” said Professor Huali Wang.

    The Geriatric Healthcare Directorate at the Ministry of Health, Kuwait, has designed a multifaceted and comprehensive approach to healthy ageing. It developed a National Health Strategy for Older Adults (2024–2030) that provides a clear framework for the provision of accessible, high-quality integrated care and the promotion of active and healthy ageing. The implementation of the Kuwait Older Adults Health Survey has helped to inform policies and improve service delivery. Innovative mobile vaccination campaigns have benefited an additional 1000 older adults and caregivers. Comprehensive training programmes on healthy ageing, benefiting over 1000 caregivers, physicians, pharmacists and nurses are reported to have improved health-care delivery and coverage for older adults by 40%. The Directorate carries out community engagement initiatives to create inclusive and accessible environments that are responsive to the needs of older people and it also collaborates with nongovernmental organizations to foster community support.

    “This recognition is not only a reflection of our efforts, but a renewed responsibility to continue striving for excellence in elderly care, preserving dignity and honouring their lifelong contributions,” said Dr Fatemah Bendhafari from the UAE Geriatric Healthcare Services Directorate of Kuwait’s Ministry of Health.

    Dr LEE Jong-wook Memorial Prize for Public Health

    The Dr LEE Jong-wook Memorial Prize for Public Health is awarded to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations, who have made an outstanding contribution to public health.

    The WHO Executive Board awarded the 2025 Prize to Professor Helen Rees (South Africa) for her outstanding contribution to public health at the local, national, regional and global levels.

    Professor Helen Rees founded the Wits Reproductive Health and HIV Institute (Wits RHI) in 1994, which has treated over 650 000 people living with HIV and which operates in 52 sites across South Africa with regional partnerships in 23 countries. In 2004, she created the Hillbrow Health Precinct, an innovative model that integrates urban regeneration, medical research and community-based health services, such as care for adolescents living with HIV and vaccination services, and that provides essential health services to some of Johannesburg’s most marginalized residents. Professor Rees has also made major research contributions covering HIV prevention, vaccines against human papillomavirus and COVID-19 and her research on HIV prevention, including pre-exposure prophylaxis and long-acting injectable treatments, has transformed HIV-prevention strategies for vulnerable populations.

    “Public health and human rights are intertwined, driven by the social determinants of health and the access people have to care – let us continue the struggle for health for all,” said Professor Helen Rees.

    Nelson Mandela Award for Health Promotion


    Dr Majed Zemni from Tunisia is the winner of the 2025 Nelson Mandela Award for Health Promotion

    The Nelson Mandela Award for Health Promotion is awarded to a person or persons, an institution or institutions, a governmental or nongovernmental organization or organizations, who or which has/have made a significant contribution to health promotion.

    The Executive Board awarded the 2025 Award to Dr Majed Zemni (Tunisia) for his outstanding contribution to health promotion.

    Dr Majed Zemni has made extensive and impactful contributions to health promotion, particularly in his roles as President of the Tunisian Association of Forensic Medicine and Criminal Sciences and as President of the National Office of Family and Population (ONFP) of Tunisia. He helped issue key legal instruments, such as guidelines for forensic medicine and legislation relating to patients’ rights and medical liability. As part of the National Committee of Medical Ethics, he contributed to the development of protocols for managing the deceased that ensured human dignity during the COVID-19 pandemic. He worked at the Psychological Assistance Centre for Women and Children Victims of Violence. He also maintained the ONFP’s International Training and Research Centre as a WHO collaborating centre. His efforts have helped reorient health services with a patient-centred approach, with particular attention to people living with HIV and persons deprived of their liberty, and through multisectoral engagement involving other ministries and stakeholders in the development and implementation of programmes.

    “Health is a common denominator for all humanity, regardless of borders, races or policies,” said Dr Majed Zemni. “We must all strive to establish health security and a healthier future for all.”

    The call for nominations of candidates for each prize is sent out each year after closure of the World Health Assembly. Nominations can be made by national health administrations of a WHO Member State and by any former recipient of the prizes. At its 156th session in February 2025, the Executive Board designated the 2025 winners of the prizes, based on proposals made by a selection panels composed of Executive Board Members, and working independently for each prize.

  • MIL-OSI Security: Mastermind of $5 Million Unemployment Fraud Scheme and Accomplices Sentenced to Prison

    NEWS RELEASE SUMMARY – August 28, 2024

    SAN DIEGO – David Constantin, mastermind of a scheme to steal more than $5 million in California unemployment benefits intended to help workers affected by the pandemic, was sentenced in federal court today to five years in prison and was ordered to pay $ $5,178,276 in restitution to the state.

    The co-mastermind of the scheme, Constantin Bobi Sandu, charged separately, was sentenced in 2023 to 40 months in prison.

    According to Constantin’s plea agreement, between July 2020 and August 2022, Constantin and Sandu conspired with 213 co-conspirators to fraudulently obtain at least $5,178,276 in California unemployment insurance benefits.

    Thirteen other defendants were charged on the same indictment as Constantin with wire fraud and money laundering related to the unemployment fraud scheme.  Four of the defendants were sentenced on July 31, 2024, and ordered to pay restitution to the state of California. They are:

    • Eduard Buse, 34 months and $244,050;
    • Constantin Iosif Constantin, 32 months and $281,000;
    • Leonard Miclescu, 15 months and $34,650; and
    • Filip Nicolae, 13 months and $26,250.

    Additional defendants include:

    • Florentina Sima, wife of Buse, who was sentenced on May 29, 2024 to 15 months in custody and $28,350 in restitution; and
    • Florin Nicolae, who pleaded guilty and is scheduled to be sentenced on August 30, 2024, at 9 a.m.

    According to admissions in their plea agreements, these defendants submitted fraudulent applications to the California Economic Development Department, falsely claiming to be United States citizens who had been employed full time prior to the pandemic, and who had earned substantial income. To substantiate these claims, the defendants submitted false documents, including fake Forms W-2 purporting to be from their prior employers, phony health insurance cards, and fake utility bills to support their claimed residence in California.

    These defendants caused the California Employment Development Department to pay out hundreds of thousands of dollars in fraudulent benefits to individuals who were not entitled to those benefits. Many of them laundered their fraudulent proceeds by transferring funds to Romania. 

    In some cases, while claiming that they needed the funds to take care of their families, the defendants used the proceeds of the fraud to purchase luxury items. Buse, for example, purchased a 2020 BMW for more than $100,000 and shipped it to Romania.

    Other defendants are being sought by the United States so that they can be held accountable. 

    This case is being prosecuted by Assistant U.S. Attorneys Jessica Adeline Schulberg and Valerie H. Chu.

    SPEAKER:  Ms. Julie Kozack, Director of the Communications Department, IMF

    MS. KOZACK: Good morning, everyone and welcome to this IMF Press Briefing.  It is wonderful to see you all today on this rainy Washington morning, especially those of you here in person and of course also those of you joining us online.  My name is Julie Kozak.  I’m the Director of Communications at the IMF.  As usual, this press briefing will be embargoed until 11:00 a.m. Eastern Time in the United States.  And as usual, I will start with a few announcements and then I’ll take your questions in person on WebEx and via the Press Center.  

    So first, our Managing Director, Kristalina Georgieva, and our First Deputy Managing Director, Gita Gopinath, are currently attending the G7 Finance Ministers and Central Bank Governors meeting taking place in Canada right now.  Second, on May 29th through 30th, the Managing Director will travel to Dubrovnik, Croatia to attend a joint IMF Croatia National Bank Conference focused on promoting growth and resilience in Central, Eastern, and Southeastern Europe.  The Managing Director will participate in the opening panel and will hold meetings with regional counterparts.  

    On June 2nd, the Managing Director will travel to Sofia, Bulgaria to attend the 30th Anniversary celebration of the National Trust Ecofund.  During her visit, she will also hold several bilateral meetings with the Bulgarian authorities.  

    Our Deputy Managing Director, Nigel Clarke, will travel to Paraguay, Brazil, and the Netherlands next month.  On June 6th, he will launch the IMF’s new regional training program for South America and Mexico, which will be hosted in Asuncion by the Central Bank of Paraguay.  From there, he will travel to Brasilia to deliver a keynote speech on June 10th during the Annual Meeting of the Caribbean Development Bank.  He will also then travel to the Netherlands on June 12th to 13th to participate in the 2025 Consultative Group to Assist the Poor Symposium and to meet with the Dutch authorities.  

    Our Deputy Managing Director, Kenji Okamura, will be in Japan from June 11th to 12th for the 10th Tokyo Fiscal Forum to discuss fiscal frameworks and GovTech in the Asia Pacific region.  

    And finally, on a kind of housekeeping or scheduling issue, the Article IV Consultation for the United States will be undertaken on a later timetable this year, with discussions to be held in November.  

    And with those rather extensive announcements, I will now open the floor to your questions.  For those connecting virtually, please turn on both your camera and microphone when speaking.  All right, let’s open up.  Daniel.

     

    QUESTIONER: Thanks for taking my question.  I just wonder if the IMF has any reaction to the passage of last night in the House of Representatives of the One Big, Beautiful bill.  And a related question, how concerned are you by the increase in yields on long-dated U.S. treasuries?  What do you think it says about the market’s view of U.S. debt going into the future and sort of any possible spillovers for IMF borrowers as well?  MS. KOZACK: On the first question, what I can say is we take note of the passing of the legislation in the House of Representatives earlier this morning.  What we will do is we will look to assess a final bill once it has passed through the Senate and also once it’s been enacted.  And, of course, we will have opportunities to share our assessment over time in the various products where we normally would convey our fulsome views.  

    On your second question, which was on the bond market.   What I can say there is that we know that the U.S. government bonds are a safe haven asset, and the U.S. dollar, of course, plays a key role as the world’s reserve currency.  The U.S. bond market plays a critical role, of course, in finance and in safe assets.  And this is underpinned by the liquidity and depth of the U.S. market and also the sound institutions in the U.S.  We don’t see any changes in those functions.  And, of course, what we can also say is that although there has been some volatility in markets, market functioning, including in the U.S. Treasury market, has so far been orderly.  

     

    QUESTIONER: My question is about Ukraine.  Two topics particularly.  So, the first one, when is the next review of the Ukraine’s EFF is going to be completed, and what amount of money would be disbursed to Kyiv?  And could you please outline the total sum that is remaining within the current program?  And the second part, it’s about debt level.  What is the IMF assessment of current Ukraine’s government debt level?  Is it stable?  Do you see any vulnerabilities and any risks for Ukraine?  Thank you.  

    MS. KOZACK: Any other questions on Ukraine?  Does anyone online want to come in on Ukraine?  Okay, I don’t see anyone.  

    What I can say on Ukraine is that just two days ago, our Staff team started policy discussions with the Ukrainian authorities on the eighth review under the eff.  So, the team is on the ground now.  The discussions are taking place in Kiev and the team will provide an update on the progress at the end of the mission.

    In terms of the potential disbursement, I’m just looking here; that’s the seventh disbursement.  We will come back to you on the size of the disbursement, but it should show in the Staff report for the Seventh Review what would be expected for the Eighth Review.  And it would also show the remaining size of the program.  But we’ll come back to you bilaterally with those exact answers.  

    And what I can then say on the debt side is at the time of the Seventh Review under the program, we assessed debt, Ukraine’s debt to be sustainable on a forward-looking basis and as with every review that the team of course, will update its assessment as part of the eighth review discussion.  We’ll have more to say on the debt as the eighth review continues.  

     

    QUESTIONER: Just one more thing on Ukraine.  Does it make sense for them to consider using the euro as a defense currency for their currency, given the shifting geopolitical sense and what we are seeing with the dollar? MS. KOZACK: So right now, under the program, Ukraine has an inflation targeting regime, and that is where what the program is focused on, our program with Ukraine. So, they have an inflation targeting regime.  They are very much focused on ensuring the stability of that monetary policy regime that Ukraine has.  And, of course, that involves a floating exchange rate.  And I don’t have anything beyond that to say on the currency market.

     

    QUESTIONER: The agreement with the IMF established a target for the Central Bank Reserve to meet by June.  According to the technical projection, does the IMF believe Argentina will meet this target?  And if it’s not met, is it possible that we will grant a waiver in the future?

    MS. KOZACK: anything else on Argentina?  

    QUESTIONER: About Argentina, what is your assessment of the progress of the program agreed with Argentina more than a month after its announcement in last April?  

     

    QUESTIONER: The government is about to announce a measure to gain access to voluntarily, of course, but to the dollars that are “under the mattress”, as we call them, undeclared funds to probably meet these targets that Roman was asking about.  I was wondering if this measure has been discussed with the IMF.  And also, you mentioned Georgieva visiting Paraguay and Brazil, if you there’s any plan to visit Argentina as well?  

    QUESTIONER: President Milei is about to announce, you know, Minister Caputo, in a few minutes that there is a measure to use similar to attacks Amnesty.  Is the IMF concerned that this could violate its regulations against illicit financial flows? 

    MS. KOZACK: So, with respect to Argentina, on April 11th, I think, as you know, our Executive Board approved a new four-year EFF arrangement for Argentina.  It was for $20 billion.  It contained an initial disbursement of $12 billion.  And that the aim of that program is to support Argentina’s transition to the next phase of its stabilization program and reforms.  

    President Milei’s administration’s policies continued to deliver impressive results.  These include the rollout of the new FX regime, which has been smooth, a decline in monthly inflation to 2.8 percent in April, another fiscal surplus in April, and reaching a cumulative fiscal surplus of 0.6 percent of GDP for the year, and efforts to continue to open up the economy.  At the same time, the economy is now expanding, real wages are recovering, and poverty continues to fall in Argentina.  

    The Fund continues to support the authorities in their efforts to create a more stable and prosperous Argentina.  Our close engagement continues, including in the context of the upcoming discussions for the First Review of the program.  This First Review will allow us to assess progress and to consider policies to build on the strong momentum and to secure lasting stability and growth in Argentina.  And in this regard, there is a shared recognition with the authorities about the importance of strengthening external buffers and securing a timely re-access to international capital markets.  

    What I can say on the question about the announcements on that — the question on the undeclared assets.  All I can say right now is that we’re following developments very closely on this, and of course, the team will be ready to provide an assessment in due course.  

    On the second part of that question, I do want to also note, and this is included in our Staff report, that the authorities have committed to strengthening financial transparency and also to aligning Argentina’s AML CFT, the Anti-Money Laundering framework, with international standards, as well as to deregulating the economy to encourage its formalization.  So, any new measures, including those that may be aimed at encouraging the use of undeclared assets, should be, of course, consistent with these important commitments.  

    And on your question about Paraguay and Brazil, I just want to clarify that it is our Deputy Managing Director, Nigel Clarke, who will be traveling to Brazil and Paraguay, not the Managing Director.  

     

    QUESTIONER: Two questions on Syria.  With the U.S. and EU announcing the lifting of sanctions recently, how does this affect any sort of timeline with providing economic assistance?  And secondly, the Managing Director has said that the Fund has to first define data.  Can you just walk through what that entails?  

    MS. KOZACK: Can you just repeat what you said?  The Managing Director has said?

     

    QUESTIONER: The need to define data.  Just sort of a similar question.  I’m just wondering, following the World Bank statement last week about, you know, Syria now being eligible to borrow from the bank, what sort of discussions the Fund has had with the Syrian authorities since the end of the Spring Meetings and, you know, any update you can give us around possible discussions around an Article IV.  

     

    QUESTIONER: About the relationship and if there’s any missed planned virtual or on the ground? 

    MS. KOZACK: Let me step back and give a little bit of an overview on Syria. So, first, you know, we’re, of course, monitoring developments in Syria very closely.  Our Staff are preparing to support the international community’s efforts to help with Syria’s economic rehabilitation as conditions allow.  We have had useful discussions with the new Economic Team who took office in late March, including during the Spring Meetings.  And, of course, you will perhaps have seen the press release regarding the roundtable that was held during the Spring Meetings.  IMF Staff have already started to work to rebuild its understanding of the Syrian economy.  We’ve been doing this through interactions with the authorities and also through coordination with other IFIs. And just to remind everyone, our last Article IV with Syria was in 2009.  So, it’s been quite some time since we have had a substantive engagement with Syria.  Syria will need significant assistance to rebuild its economic institutions.  We stand ready to provide advice and targeted and well-prioritized technical assistance in our areas of expertise. I think this goes a little bit to your question on, like, what do we mean by defining data.  I think what the Managing Director was really referring to there is since it has been such a long time since we have had a substantive engagement with Syria, the last Article IV, as I said, was in 2009.  I think there, what she’s really referring to is the need to really work with the Syrian authorities to rebuild basic economic institutions, including the ability to produce economic statistics, right, so that we — so that we and the authorities and the international community of course, can conduct the necessary economic analysis so that we can best support the reconstruction and recovery efforts.  

    With respect to the lifting of sanctions, what I can say there is that, of course, the lifting of sanctions and the lifting of sanctions are a matter between member states of the IMF.  What we can say in serious cases that the lifting of sanctions could support Syria’s efforts to overcome its economic challenges and help advance its reconstruction and economic development.  Syria, of course, is an IMF member, and as we’ve just said, you know, we are, of course, engaged closely with the Syrians to explore how, within our mandate, we can best support them.  

     

    QUESTIONER: My question is on Russia.  In what ways is the IMF monitoring Russia’s economy under the current sanctions and conflict conditions, and have regular Article IV Consultations or other surveillance activities with Russia resumed to track its economic developments?  

    MS. KOZACK: What I can say with respect to Russia is that we are, our Staff, are analyzing data and economic indicators that are reported by the Russian authorities.  We are also looking at counterparty data that is provided to us by other countries, and this is particularly true for cross-border transactions, as well as data from third-party sources. So, this data collection using official and other sources does allow us to put together a picture of the Russian economy.  

    We did provide an assessment in the 2025 April WEO, the one that we just released about a month ago.  In this WEO, we assess Russia’s growth at — we expect Russia to grow at 1.5 percent in 2025, 0.9 percent in 2026, and we expect inflation to come down to 8.2 percent in 2025 and 4.4 percent in 2026.  And I don’t have a timetable for the Article IV at this time.  

     

    QUESTIONER: I’d like to ask about Deputy Management Director Okamura’s visits to Japan.  So, my question is, what economic topics will be on the agenda during his stay?  Could you tell me a bit more in detail?  

    MS. KOZACK: Deputy Managing Director Okamura will travel to Japan, as I said, from June 11th to 12th, and he will be attending the Tokyo Fiscal Forum.  So, this will be the 10th Tokyo Fiscal Forum.  It’s an annual conference that we co-host in Japan every year and the focus is on issues of fiscal policy. In this particular one, Deputy Managing Director Okamura will be discussing fiscal frameworks. It’s very important for all countries to have sound fiscal frameworks so they can implement sound fiscal policy.  He will also be discussing GovTech not only in Japan but in the Asia Pacific region.  And of course, GovTech is very important for countries because it’s a way of modernizing and making government both provision of services in some cases but also potentially collection of revenue more effective and more efficient.  So, those will be the focus of his discussions in Tokyo.  

     

    QUESTIONER: I have a question on the recent bailout package by IMF to Pakistan.  The Indian government has expressed a lot of displeasure with Pakistan planning to use this package to build — rebuild — areas that allegedly support cross-border terrorism.  Does the IMF have any assessment of this?  Secondly, I also have another question.  Could you please provide information on the majority vote that was received in approving this bailout package for Pakistan on May 9th?  If you can disclose the information.  

    MS. KOZACK: Any other questions on Pakistan?  

     

    QUESTIONER: Just adding to that, do you have an update on the implications of the escalation of facilities in that border between Pakistan and India on both economies.  

     

    QUESTIONER: Thanks a lot.  I guess the only spin I would put on is generally what safeguards does the IMF have that its funds won’t be used for military or in support of military actions, not only there but as a general matter.  And I also, if you’re able to, there was some controversy about the termination of India’s Executive Director of the IMF, K.V. Subramanian.  Do you have any insight into–there are reports there–what it was about but what do you say it’s about?  Thanks a lot.  

    MS. KOZACK: With respect to the Indian Executive Director who had been at the Fund, all I can say on this is that the appointment of Executive Directors is a member for the — is a matter for the member country.  It’s not a matter for the Fund, and it’s completely up to the country authorities to determine who represents them at the Fund.  

    With respect to Pakistan and the conflict with India, I want to start here by first expressing our regrets and sympathies for the loss of life and for the human toll from the recent conflict.  We do hope for a peaceful resolution of the conflict.  

    Now, turning to some of the specific questions about the Board approval of Pakistan’s program, I’m going to step back a minute and provide a little bit of the chronology and timeframe.  The IMF Executive Board approved Pakistan’s EFF program in September of 2024.  And the First review at that time was planned for the first quarter of 2025.  And consistent with that timeline, on March 25th of 2025, the IMF Staff and the Pakistani authorities reached a Staff-Level Agreement on the First Review for the EFF.  That agreement, that Staff-Level Agreement, was then presented to our Executive Board, and our Executive Board completed the review on May 9th.  As a result of the completion of that review, Pakistan received the disbursement at that time.  

    What I want to emphasize here is that it is part of a standard procedure under programs that our Executive Board conducts periodic reviews of lending programs to assess their progress.  And they particularly look at whether the program is on track, whether the conditions under the program have been met, and whether any policy changes are needed to bring the program back on track.  And in the case of Pakistan, our Board found that Pakistan had indeed met all of the targets.  It had made progress on some of the reforms, and for that reason, the Board went ahead and approved the program.  

    With respect to the voting or the decision-making at our Board, we do not disclose that publicly.  In general, Fund Board decisions are taken by consensus, and in this case, there was a sufficient consensus at the Board to allow us to move forward or for the Board to decide to move forward and complete Pakistan’s review.  

    And with respect to the question on safeguards, I do want to make three points here.  The first is that IMF financing is provided to members for the purpose of resolving balance of payments problems.  

    In the case of Pakistan, and this is my second point, the EFF disbursements, all of the disbursements received under the EFF, are allocated to the reserves of the central bank.  So, those disbursements are at the central bank, and under the program, those resources are not part of budget financing.  They are not transferred to the government to support the budget. 

    And the third point is that the program provides additional safeguards through our conditionality.  And these include, for example, targets on the accumulation of international reserves.  It includes a zero target, meaning no lending from the central bank to the government.  And the program also includes substantial structural conditionality around improving fiscal management.  And these conditions are all available in the program documents if you wanted to do a deeper dive.  And, of course, any deviation from the established program conditions would impact future reviews under the Pakistan program.  

     

    QUESTIONER: I have a question on Egypt.  There is a mission in Egypt for the First Review of the EFF loan program.  So, can you please update us on the ongoing discussions, especially since the Prime Minister of Egypt announced yesterday that the program could be concluded in 2027 rather than 2026?  

    MS. KOZACK: Any other questions on Egypt?  I have a question from the Press Center on Egypt, which I will read aloud.  The question is when will the Fifth Review currently underway with the Egyptian government be concluded, and when will the Executive Board approve this review?  And how much money will Egypt receive once the review is approved?  

    So, here’s what I can share on Egypt.  First, let me start here.  So first, I just want to say that the Fund remains committed to supporting Egypt in building its economic resilience and fostering higher private sector-led growth.  Egypt has made clear progress on its macroeconomic reform program, with notable improvements in inflation and foreign exchange reserves.  For the past few weeks, IMF Staff has had productive discussions with the Egyptian authorities on economic performance and policies under the EFF.  As Egypt’s macroeconomic stabilization is taking hold, efforts must now focus on accelerating and deepening reforms that will reduce the footprint of the state in the Egyptian economy, level the playing field, and improve the business environment.  Discussions will continue between the IMF and the Egyptian authorities on the remaining policies and reforms that could support the completion of the Fifth Review.  

     

    QUESTIONER: My question is about Sri Lanka.  Sri Lanka’s program is subject to IMF Board approval.  The review is subject to IMF Board approval, but we still haven’t got any word on when that would be.  Is there any delay in this?  And is this delay attributed to the pending electricity adjustments, tariff adjustments, that the Sri Lankan government has committed to?  

    MS. KOZACK: So just stepping back for a minute.  On April 25th, IMF Staff and the Sri Lankan authorities reached Staff-Level Agreement on the Fourth Review of Sri Lanka’s program under the EFF.  And once the review is approved by our Executive Board, Sri Lanka will have access to about $344 million in financing.  Completion of the review is subject to approval by the Executive Board, and we expect that Board meeting to take place in the coming weeks.  

    The precise timing of the Board meeting is contingent on two things.  The first is implementation of prior actions, and the main prior actions are relating to restoring electricity, cost recovery pricing and ensuring proper function of the automatic electricity price adjustment mechanism.  And the second contingency is completion of the Financing Assurances Review, which will focus on confirming multilateral partners, committed financing contributions to Sri Lanka and whether adequate progress has been made in debt restructuring.  So, in a nutshell, completion of the review is subject to approval by the Executive Board.  We expect the Board meeting to take place in the coming weeks.  And it’s contingent on the two matters that I just mentioned.  

     

    QUESTIONER: Thank you for having my questions on Ecuador.  Since the IMF is still completing the second review under the EFF program for Ecuador, do you think it’s going to be time to change the program, the goals, or maybe the amount of the program?  Because Ecuador is now facing different challenges compared to 2024.  The oil prices are falling, so that is going to affect the fiscal situation for Ecuador.  And also, I would like to know if Ecuador is still looking for a new program under the RSF.  And the last one, I would like to know if, do you think that Ecuador is going to need to make some important changes this year on oil subsidies and a tax reform?  I think, as I said, Ecuador now is facing some important challenges in the fiscal situation, so do you think it’s going to be possible because of, you know, all the social protests and all that kind of stuff?  Do you think it’s going to be possible to do that in Ecuador?  

     

    QUESTIONER: Is there a request, an official request, in place to modify the program?  And if there is, of course, details of the new one, you can share.  

    MS. KOZACK: And then I have one question online from the Press Center regarding Ecuador.  Is the sovereign negotiating new targets, given their fiscal position deteriorated compared to last year?  Our understanding is that $410 million was not dispersed under the First Review.?

    So let me share what I can on Ecuador.  So, right now, representatives from the IMF, the World Bank, and the Inter-American Development Bank are in Quito this week to meet with the authorities and discuss the strengthening of financial and technical support to the country.  As part of this tripartite visit, we have a new IMF Mission Chief who is participating, and she is also using that opportunity to have courtesy meetings with the authorities and to continue discussions and advance toward a Second Review under Ecuador’s EFF.  

    What else I can add, just as background, is that the Executive Board in December approved the First Review of Ecuador’s 48-month EFF.  About $500 million was disbursed after the approval of that Frist Review.  And at that time, the Executive Board also concluded the Article IV Consultation.

    I can also say that the authorities have made excellent progress in the implementation of their economic program under the EFF.  And regarding the precise timing of the Second Review, we will provide an update on the next steps in due course and when we’re able to do so.  

     

    QUESTIONER: Just a quick question on tariffs.  I’m just wondering if the IMF has a response to the U.S.-China deal that was struck in Geneva earlier this month.  You know, if the deal holds, I appreciate it’s a 90-day pause, but if the deal holds, how would you foresee that changing the Fund’s current economic forecast for the U.S. and China and for the global economy?  Thanks.  

    MS. KOZACK: As you noted, earlier in May, China and the U.S. announced a 90-day rollback of most of the bilateral tariffs imposed since April 2nd, and they established a mechanism to discuss economic and trade relations.  The two sides reduced their tariff from peak levels, leaving in place 10 percent additional tariffs.  So, the additional tariffs before this agreement were 125 percent.  Now, the additional tariff has agreed to be 10 percent, you know, for the 90 days.  This is obviously a positive step for the world’s two largest economies.

    What I can also add is that for the U.S., you may recall, during the Spring Meetings, we talked a lot about the overall effective tariff rate for the U.S.  At that time, we assessed it at 25.5 percent.  This announcement and the reduction in tariffs will bring the U.S. effective tariff rate down to a bit over 14 percent.  

    Now, with respect to the impact, what I can say is that the reduction in tariffs and the easing of tensions does provide some upside risk to our global growth forecast.  We will be updating that global growth forecast as part of our July WEO.  And so that will give us an opportunity to provide a full assessment.  All of this said, of course, the outlook, the global outlook in general does remain one of high uncertainty.  And so that uncertainty is still with us.  

     

    QUESTIONER: I have a broad question regarding the following – at the IMF World Bank Spring Meeting, the recent one,  the Treasury Secretary Bessent called for the IMF and the World Bank to refocus on their core mission on macroeconomic stability and development.  Did the IMF start any discussion on this topic with the U.S. administration?  And my second question, do you foresee any changes to your lending programs to take into account the views of the Trump Administration regarding issues like climate change and international development?  Thank you.  

    MS. KOZACK: What I can say on this is the U.S. is our largest shareholder, and we greatly value the voice of the United States.  We have a constructive engagement with the U.S. authorities, and we very much appreciate Secretary Bessent’s reiteration of the United States’ commitment to the Fund and to our role.  The IMF has a clearly defined mandate to support economic and financial stability globally.  Our Management Team and our entire Staff are focused exactly on this mandate, helping our 191 members tackle their economic challenges and their balance of payments risks.  

    What I can also add is that at the most recent Spring Meetings, the ones we just had in April, our membership identified two areas where they’ve asked the IMF to deepen our work.  And the first is on external imbalances, and the second is on our monitoring of the financial sector.  So they’re looking for us to really deepen our work in these two areas.  

    As far as taking that work forward, we will continue working with our Executive Board on these areas, as well as to carry out some important policy reviews.  And I think the Managing Director referred to these during the Spring Meetings.  The first is the Comprehensive Surveillance Review, which will set out our surveillance priorities for the next five years.  And the second is the review of program design and conditionality.  And that will carefully consider how our lending can best help countries address low growth challenges and durably resolve their balance of payments weaknesses.  

    I have a slight update for you on Ukraine, which says — so the eighth — so if we look at the documents that were published at the time of the Seventh Review program, the one that was approved by the Executive Board a little while ago, based on that, the Eighth Review disbursement would be about $520 million.  And, the discussions of the Eighth Review are ongoing, and any disbursement, as always, is subject to approval by our Executive Board.

  • MIL-OSI Europe: Press release – Court of Auditors: MEPs back Croatian candidate Ivana Maletić

    On Thursday, Parliament endorsed Ivana Maletić for a second term as Croatia’s Member of the European Court of Auditors.

    Maletić, whose appointment was endorsed by the Committee on Budgetary Control on 14 May 2025, has been serving on the European Court of Auditors since 2019. Prior to that, she served as an MEP from 2013 to 2019, following a career in Croatia’s Ministry of Finance. Maletić holds a master’s degree in accounting, auditing and finance from the University of Zagreb, and is currently working on a PhD with the University of Rijeka.

    MEPs backed Maletić’s nomination in a secret ballot, by 460 votes in favour and 72 against, and with 59 abstentions.

    Next steps

    The final decision will be taken by EU member states in the Council.

    As stipulated in the EU Treaty, each member state proposes one candidate to serve on the European Court of Auditors. The Council of the EU, after consulting the European Parliament, adopts the list of members for a six-year term.

  • MIL-OSI Security: Main organisers of large-scale drug transports to Nordic countries arrested in Serbia

    In an operation coordinated via Eurojust, the Serbian authorities arrested five suspects this week for organising the long-term, large-scale transport of illicit drugs to Sweden, Finland, Denmark and Norway. Previously, eight fictitious owners of haulage companies used for these transports had already been detained in Serbia. This week’s successful action is the result of a joint investigation team (JIT) between Serbia and the four Nordic countries, set up and supported by Eurojust.

    The criminal network that has now been brought down was responsible for transporting large quantities of narcotics, such as cocaine, amphetamines and cannabis, from Spain and the Netherlands to Sweden, Finland, Denmark and Norway. The network mainly arranged drivers and the lorries for transports via France and Germany. The drugs were hidden in secret compartments in the trucks, occasionally together with firearms.

    Locally operating criminal groups were responsible for selling and distributing the illicit drugs. Over the last few years, several suspects have been arrested and, in some cases, convicted in Sweden, Denmark and Norway for their involvement in the drug trade via the transport network.

    The total volume of drugs handled is not available, but the Serbian authorities estimate that at least 1.6 tonnes of various narcotics and approximately 62 000 tablets and pills were transported. Investigations had been ongoing as of 2020, when in April 2024 a JIT was set up to consolidate the investigative efforts. Eurojust provided logistical, organisational and financial support to this JIT. The Agency also organised a series of coordination meetings to prepare for the action this week.

    During the operations in Serbia, several encrypted mobile phones were seized, as well as a firearm, ammunition and documents referring to the foundation of the Serbian transport companies. The coordination and cooperation between all countries involved was also facilitated by the fact that both Serbia and Norway are among the twelve countries outside the European Union to have a Liaison Prosecutor at Eurojust.

    The operations were carried out and supported by the following authorities:

    • Serbia: Prosecution Office for Organised Crime, Belgrade; Police Service for the Fight Against Organised Crime
    • Sweden: Swedish Prosecution Authority, National Unit Against Organised Crime: Swedish Customs

    MS. KOZACK: Good morning, everyone and welcome to this IMF Press Briefing.  It is wonderful to see you all today on this rainy Washington morning, especially those of you here in person and of course also those of you joining us online.  My name is Julie Kozak.  I’m the Director of Communications at the IMF.  As usual, this press briefing will be embargoed until 11:00 a.m. Eastern Time in the United States.  And as usual, I will start with a few announcements and then I’ll take your questions in person on WebEx and via the Press Center.  

    So first, our Managing Director, Kristalina Georgieva, and our First Deputy Managing Director, Gita Gopinath, are currently attending the G7 Finance Ministers and Central Bank Governors meeting taking place in Canada right now.  Second, on May 29th through 30th, the Managing Director will travel to Dubrovnik, Croatia to attend a joint IMF Croatia National Bank Conference focused on promoting growth and resilience in Central, Eastern, and Southeastern Europe.  The Managing Director will participate in the opening panel and will hold meetings with regional counterparts.  

    On June 2nd, the Managing Director will travel to Sofia, Bulgaria to attend the 30th Anniversary celebration of the National Trust Ecofund.  During her visit, she will also hold several bilateral meetings with the Bulgarian authorities.  

    Our Deputy Managing Director, Nigel Clarke, will travel to Paraguay, Brazil, and the Netherlands next month.  On June 6th, he will launch the IMF’s new regional training program for South America and Mexico, which will be hosted in Asuncion by the Central Bank of Paraguay.  From there, he will travel to Brasilia to deliver a keynote speech on June 10th during the Annual Meeting of the Caribbean Development Bank.  He will also then travel to the Netherlands on June 12th to 13th to participate in the 2025 Consultative Group to Assist the Poor Symposium and to meet with the Dutch authorities.  

    Our Deputy Managing Director, Kenji Okamura, will be in Japan from June 11th to 12th for the 10th Tokyo Fiscal Forum to discuss fiscal frameworks and GovTech in the Asia Pacific region.  

    And finally, on a kind of housekeeping or scheduling issue, the Article IV Consultation for the United States will be undertaken on a later timetable this year, with discussions to be held in November.  

    And with those rather extensive announcements, I will now open the floor to your questions.  For those connecting virtually, please turn on both your camera and microphone when speaking.  All right, let’s open up.  Daniel.

     

    QUESTIONER: Thanks for taking my question.  I just wonder if the IMF has any reaction to the passage of last night in the House of Representatives of the One Big, Beautiful bill.  And a related question, how concerned are you by the increase in yields on long-dated U.S. treasuries?  What do you think it says about the market’s view of U.S. debt going into the future and sort of any possible spillovers for IMF borrowers as well?  MS. KOZACK: On the first question, what I can say is we take note of the passing of the legislation in the House of Representatives earlier this morning.  What we will do is we will look to assess a final bill once it has passed through the Senate and also once it’s been enacted.  And, of course, we will have opportunities to share our assessment over time in the various products where we normally would convey our fulsome views.  

    On your second question, which was on the bond market.   What I can say there is that we know that the U.S. government bonds are a safe haven asset, and the U.S. dollar, of course, plays a key role as the world’s reserve currency.  The U.S. bond market plays a critical role, of course, in finance and in safe assets.  And this is underpinned by the liquidity and depth of the U.S. market and also the sound institutions in the U.S.  We don’t see any changes in those functions.  And, of course, what we can also say is that although there has been some volatility in markets, market functioning, including in the U.S. Treasury market, has so far been orderly.  

     

    QUESTIONER: My question is about Ukraine.  Two topics particularly.  So, the first one, when is the next review of the Ukraine’s EFF is going to be completed, and what amount of money would be disbursed to Kyiv?  And could you please outline the total sum that is remaining within the current program?  And the second part, it’s about debt level.  What is the IMF assessment of current Ukraine’s government debt level?  Is it stable?  Do you see any vulnerabilities and any risks for Ukraine?  Thank you.  

    MS. KOZACK: Any other questions on Ukraine?  Does anyone online want to come in on Ukraine?  Okay, I don’t see anyone.  

    What I can say on Ukraine is that just two days ago, our Staff team started policy discussions with the Ukrainian authorities on the eighth review under the eff.  So, the team is on the ground now.  The discussions are taking place in Kiev and the team will provide an update on the progress at the end of the mission.

    In terms of the potential disbursement, I’m just looking here; that’s the seventh disbursement.  We will come back to you on the size of the disbursement, but it should show in the Staff report for the Seventh Review what would be expected for the Eighth Review.  And it would also show the remaining size of the program.  But we’ll come back to you bilaterally with those exact answers.  

    And what I can then say on the debt side is at the time of the Seventh Review under the program, we assessed debt, Ukraine’s debt to be sustainable on a forward-looking basis and as with every review that the team of course, will update its assessment as part of the eighth review discussion.  We’ll have more to say on the debt as the eighth review continues.  

     

    QUESTIONER: Just one more thing on Ukraine.  Does it make sense for them to consider using the euro as a defense currency for their currency, given the shifting geopolitical sense and what we are seeing with the dollar? MS. KOZACK: So right now, under the program, Ukraine has an inflation targeting regime, and that is where what the program is focused on, our program with Ukraine. So, they have an inflation targeting regime.  They are very much focused on ensuring the stability of that monetary policy regime that Ukraine has.  And, of course, that involves a floating exchange rate.  And I don’t have anything beyond that to say on the currency market.

     

    QUESTIONER: The agreement with the IMF established a target for the Central Bank Reserve to meet by June.  According to the technical projection, does the IMF believe Argentina will meet this target?  And if it’s not met, is it possible that we will grant a waiver in the future?

    MS. KOZACK: anything else on Argentina?  

    QUESTIONER: About Argentina, what is your assessment of the progress of the program agreed with Argentina more than a month after its announcement in last April?  

     

    QUESTIONER: The government is about to announce a measure to gain access to voluntarily, of course, but to the dollars that are “under the mattress”, as we call them, undeclared funds to probably meet these targets that Roman was asking about.  I was wondering if this measure has been discussed with the IMF.  And also, you mentioned Georgieva visiting Paraguay and Brazil, if you there’s any plan to visit Argentina as well?  

    QUESTIONER: President Milei is about to announce, you know, Minister Caputo, in a few minutes that there is a measure to use similar to attacks Amnesty.  Is the IMF concerned that this could violate its regulations against illicit financial flows? 

    MS. KOZACK: So, with respect to Argentina, on April 11th, I think, as you know, our Executive Board approved a new four-year EFF arrangement for Argentina.  It was for $20 billion.  It contained an initial disbursement of $12 billion.  And that the aim of that program is to support Argentina’s transition to the next phase of its stabilization program and reforms.  

    President Milei’s administration’s policies continued to deliver impressive results.  These include the rollout of the new FX regime, which has been smooth, a decline in monthly inflation to 2.8 percent in April, another fiscal surplus in April, and reaching a cumulative fiscal surplus of 0.6 percent of GDP for the year, and efforts to continue to open up the economy.  At the same time, the economy is now expanding, real wages are recovering, and poverty continues to fall in Argentina.  

    The Fund continues to support the authorities in their efforts to create a more stable and prosperous Argentina.  Our close engagement continues, including in the context of the upcoming discussions for the First Review of the program.  This First Review will allow us to assess progress and to consider policies to build on the strong momentum and to secure lasting stability and growth in Argentina.  And in this regard, there is a shared recognition with the authorities about the importance of strengthening external buffers and securing a timely re-access to international capital markets.  

    What I can say on the question about the announcements on that — the question on the undeclared assets.  All I can say right now is that we’re following developments very closely on this, and of course, the team will be ready to provide an assessment in due course.  

    On the second part of that question, I do want to also note, and this is included in our Staff report, that the authorities have committed to strengthening financial transparency and also to aligning Argentina’s AML CFT, the Anti-Money Laundering framework, with international standards, as well as to deregulating the economy to encourage its formalization.  So, any new measures, including those that may be aimed at encouraging the use of undeclared assets, should be, of course, consistent with these important commitments.  

    And on your question about Paraguay and Brazil, I just want to clarify that it is our Deputy Managing Director, Nigel Clarke, who will be traveling to Brazil and Paraguay, not the Managing Director.  

     

    QUESTIONER: Two questions on Syria.  With the U.S. and EU announcing the lifting of sanctions recently, how does this affect any sort of timeline with providing economic assistance?  And secondly, the Managing Director has said that the Fund has to first define data.  Can you just walk through what that entails?  

    MS. KOZACK: Can you just repeat what you said?  The Managing Director has said?

     

    QUESTIONER: The need to define data.  Just sort of a similar question.  I’m just wondering, following the World Bank statement last week about, you know, Syria now being eligible to borrow from the bank, what sort of discussions the Fund has had with the Syrian authorities since the end of the Spring Meetings and, you know, any update you can give us around possible discussions around an Article IV.  

     

    QUESTIONER: About the relationship and if there’s any missed planned virtual or on the ground? 

    MS. KOZACK: Let me step back and give a little bit of an overview on Syria. So, first, you know, we’re, of course, monitoring developments in Syria very closely.  Our Staff are preparing to support the international community’s efforts to help with Syria’s economic rehabilitation as conditions allow.  We have had useful discussions with the new Economic Team who took office in late March, including during the Spring Meetings.  And, of course, you will perhaps have seen the press release regarding the roundtable that was held during the Spring Meetings.  IMF Staff have already started to work to rebuild its understanding of the Syrian economy.  We’ve been doing this through interactions with the authorities and also through coordination with other IFIs. And just to remind everyone, our last Article IV with Syria was in 2009.  So, it’s been quite some time since we have had a substantive engagement with Syria.  Syria will need significant assistance to rebuild its economic institutions.  We stand ready to provide advice and targeted and well-prioritized technical assistance in our areas of expertise. I think this goes a little bit to your question on, like, what do we mean by defining data.  I think what the Managing Director was really referring to there is since it has been such a long time since we have had a substantive engagement with Syria, the last Article IV, as I said, was in 2009.  I think there, what she’s really referring to is the need to really work with the Syrian authorities to rebuild basic economic institutions, including the ability to produce economic statistics, right, so that we — so that we and the authorities and the international community of course, can conduct the necessary economic analysis so that we can best support the reconstruction and recovery efforts.  

    With respect to the lifting of sanctions, what I can say there is that, of course, the lifting of sanctions and the lifting of sanctions are a matter between member states of the IMF.  What we can say in serious cases that the lifting of sanctions could support Syria’s efforts to overcome its economic challenges and help advance its reconstruction and economic development.  Syria, of course, is an IMF member, and as we’ve just said, you know, we are, of course, engaged closely with the Syrians to explore how, within our mandate, we can best support them.  

     

    QUESTIONER: My question is on Russia.  In what ways is the IMF monitoring Russia’s economy under the current sanctions and conflict conditions, and have regular Article IV Consultations or other surveillance activities with Russia resumed to track its economic developments?  

    MS. KOZACK: What I can say with respect to Russia is that we are, our Staff, are analyzing data and economic indicators that are reported by the Russian authorities.  We are also looking at counterparty data that is provided to us by other countries, and this is particularly true for cross-border transactions, as well as data from third-party sources. So, this data collection using official and other sources does allow us to put together a picture of the Russian economy.  

    We did provide an assessment in the 2025 April WEO, the one that we just released about a month ago.  In this WEO, we assess Russia’s growth at — we expect Russia to grow at 1.5 percent in 2025, 0.9 percent in 2026, and we expect inflation to come down to 8.2 percent in 2025 and 4.4 percent in 2026.  And I don’t have a timetable for the Article IV at this time.  

     

    QUESTIONER: I’d like to ask about Deputy Management Director Okamura’s visits to Japan.  So, my question is, what economic topics will be on the agenda during his stay?  Could you tell me a bit more in detail?  

    MS. KOZACK: Deputy Managing Director Okamura will travel to Japan, as I said, from June 11th to 12th, and he will be attending the Tokyo Fiscal Forum.  So, this will be the 10th Tokyo Fiscal Forum.  It’s an annual conference that we co-host in Japan every year and the focus is on issues of fiscal policy. In this particular one, Deputy Managing Director Okamura will be discussing fiscal frameworks. It’s very important for all countries to have sound fiscal frameworks so they can implement sound fiscal policy.  He will also be discussing GovTech not only in Japan but in the Asia Pacific region.  And of course, GovTech is very important for countries because it’s a way of modernizing and making government both provision of services in some cases but also potentially collection of revenue more effective and more efficient.  So, those will be the focus of his discussions in Tokyo.  

     

    QUESTIONER: I have a question on the recent bailout package by IMF to Pakistan.  The Indian government has expressed a lot of displeasure with Pakistan planning to use this package to build — rebuild — areas that allegedly support cross-border terrorism.  Does the IMF have any assessment of this?  Secondly, I also have another question.  Could you please provide information on the majority vote that was received in approving this bailout package for Pakistan on May 9th?  If you can disclose the information.  

    MS. KOZACK: Any other questions on Pakistan?  

     

    QUESTIONER: Just adding to that, do you have an update on the implications of the escalation of facilities in that border between Pakistan and India on both economies.  

     

    QUESTIONER: Thanks a lot.  I guess the only spin I would put on is generally what safeguards does the IMF have that its funds won’t be used for military or in support of military actions, not only there but as a general matter.  And I also, if you’re able to, there was some controversy about the termination of India’s Executive Director of the IMF, K.V. Subramanian.  Do you have any insight into–there are reports there–what it was about but what do you say it’s about?  Thanks a lot.  

    MS. KOZACK: With respect to the Indian Executive Director who had been at the Fund, all I can say on this is that the appointment of Executive Directors is a member for the — is a matter for the member country.  It’s not a matter for the Fund, and it’s completely up to the country authorities to determine who represents them at the Fund.  

    With respect to Pakistan and the conflict with India, I want to start here by first expressing our regrets and sympathies for the loss of life and for the human toll from the recent conflict.  We do hope for a peaceful resolution of the conflict.  

    Now, turning to some of the specific questions about the Board approval of Pakistan’s program, I’m going to step back a minute and provide a little bit of the chronology and timeframe.  The IMF Executive Board approved Pakistan’s EFF program in September of 2024.  And the First review at that time was planned for the first quarter of 2025.  And consistent with that timeline, on March 25th of 2025, the IMF Staff and the Pakistani authorities reached a Staff-Level Agreement on the First Review for the EFF.  That agreement, that Staff-Level Agreement, was then presented to our Executive Board, and our Executive Board completed the review on May 9th.  As a result of the completion of that review, Pakistan received the disbursement at that time.  

    What I want to emphasize here is that it is part of a standard procedure under programs that our Executive Board conducts periodic reviews of lending programs to assess their progress.  And they particularly look at whether the program is on track, whether the conditions under the program have been met, and whether any policy changes are needed to bring the program back on track.  And in the case of Pakistan, our Board found that Pakistan had indeed met all of the targets.  It had made progress on some of the reforms, and for that reason, the Board went ahead and approved the program.  

    With respect to the voting or the decision-making at our Board, we do not disclose that publicly.  In general, Fund Board decisions are taken by consensus, and in this case, there was a sufficient consensus at the Board to allow us to move forward or for the Board to decide to move forward and complete Pakistan’s review.  

    And with respect to the question on safeguards, I do want to make three points here.  The first is that IMF financing is provided to members for the purpose of resolving balance of payments problems.  

    In the case of Pakistan, and this is my second point, the EFF disbursements, all of the disbursements received under the EFF, are allocated to the reserves of the central bank.  So, those disbursements are at the central bank, and under the program, those resources are not part of budget financing.  They are not transferred to the government to support the budget. 

    And the third point is that the program provides additional safeguards through our conditionality.  And these include, for example, targets on the accumulation of international reserves.  It includes a zero target, meaning no lending from the central bank to the government.  And the program also includes substantial structural conditionality around improving fiscal management.  And these conditions are all available in the program documents if you wanted to do a deeper dive.  And, of course, any deviation from the established program conditions would impact future reviews under the Pakistan program.  

     

    QUESTIONER: I have a question on Egypt.  There is a mission in Egypt for the First Review of the EFF loan program.  So, can you please update us on the ongoing discussions, especially since the Prime Minister of Egypt announced yesterday that the program could be concluded in 2027 rather than 2026?  

    MS. KOZACK: Any other questions on Egypt?  I have a question from the Press Center on Egypt, which I will read aloud.  The question is when will the Fifth Review currently underway with the Egyptian government be concluded, and when will the Executive Board approve this review?  And how much money will Egypt receive once the review is approved?  

    So, here’s what I can share on Egypt.  First, let me start here.  So first, I just want to say that the Fund remains committed to supporting Egypt in building its economic resilience and fostering higher private sector-led growth.  Egypt has made clear progress on its macroeconomic reform program, with notable improvements in inflation and foreign exchange reserves.  For the past few weeks, IMF Staff has had productive discussions with the Egyptian authorities on economic performance and policies under the EFF.  As Egypt’s macroeconomic stabilization is taking hold, efforts must now focus on accelerating and deepening reforms that will reduce the footprint of the state in the Egyptian economy, level the playing field, and improve the business environment.  Discussions will continue between the IMF and the Egyptian authorities on the remaining policies and reforms that could support the completion of the Fifth Review.  

     

    QUESTIONER: My question is about Sri Lanka.  Sri Lanka’s program is subject to IMF Board approval.  The review is subject to IMF Board approval, but we still haven’t got any word on when that would be.  Is there any delay in this?  And is this delay attributed to the pending electricity adjustments, tariff adjustments, that the Sri Lankan government has committed to?  

    MS. KOZACK: So just stepping back for a minute.  On April 25th, IMF Staff and the Sri Lankan authorities reached Staff-Level Agreement on the Fourth Review of Sri Lanka’s program under the EFF.  And once the review is approved by our Executive Board, Sri Lanka will have access to about $344 million in financing.  Completion of the review is subject to approval by the Executive Board, and we expect that Board meeting to take place in the coming weeks.  

    The precise timing of the Board meeting is contingent on two things.  The first is implementation of prior actions, and the main prior actions are relating to restoring electricity, cost recovery pricing and ensuring proper function of the automatic electricity price adjustment mechanism.  And the second contingency is completion of the Financing Assurances Review, which will focus on confirming multilateral partners, committed financing contributions to Sri Lanka and whether adequate progress has been made in debt restructuring.  So, in a nutshell, completion of the review is subject to approval by the Executive Board.  We expect the Board meeting to take place in the coming weeks.  And it’s contingent on the two matters that I just mentioned.  

     

    QUESTIONER: Thank you for having my questions on Ecuador.  Since the IMF is still completing the second review under the EFF program for Ecuador, do you think it’s going to be time to change the program, the goals, or maybe the amount of the program?  Because Ecuador is now facing different challenges compared to 2024.  The oil prices are falling, so that is going to affect the fiscal situation for Ecuador.  And also, I would like to know if Ecuador is still looking for a new program under the RSF.  And the last one, I would like to know if, do you think that Ecuador is going to need to make some important changes this year on oil subsidies and a tax reform?  I think, as I said, Ecuador now is facing some important challenges in the fiscal situation, so do you think it’s going to be possible because of, you know, all the social protests and all that kind of stuff?  Do you think it’s going to be possible to do that in Ecuador?  

     

    QUESTIONER: Is there a request, an official request, in place to modify the program?  And if there is, of course, details of the new one, you can share.  

    MS. KOZACK: And then I have one question online from the Press Center regarding Ecuador.  Is the sovereign negotiating new targets, given their fiscal position deteriorated compared to last year?  Our understanding is that $410 million was not dispersed under the First Review.?

    So let me share what I can on Ecuador.  So, right now, representatives from the IMF, the World Bank, and the Inter-American Development Bank are in Quito this week to meet with the authorities and discuss the strengthening of financial and technical support to the country.  As part of this tripartite visit, we have a new IMF Mission Chief who is participating, and she is also using that opportunity to have courtesy meetings with the authorities and to continue discussions and advance toward a Second Review under Ecuador’s EFF.  

    What else I can add, just as background, is that the Executive Board in December approved the First Review of Ecuador’s 48-month EFF.  About $500 million was disbursed after the approval of that Frist Review.  And at that time, the Executive Board also concluded the Article IV Consultation.

    I can also say that the authorities have made excellent progress in the implementation of their economic program under the EFF.  And regarding the precise timing of the Second Review, we will provide an update on the next steps in due course and when we’re able to do so.  

     

    QUESTIONER: Just a quick question on tariffs.  I’m just wondering if the IMF has a response to the U.S.-China deal that was struck in Geneva earlier this month.  You know, if the deal holds, I appreciate it’s a 90-day pause, but if the deal holds, how would you foresee that changing the Fund’s current economic forecast for the U.S. and China and for the global economy?  Thanks.  

    MS. KOZACK: As you noted, earlier in May, China and the U.S. announced a 90-day rollback of most of the bilateral tariffs imposed since April 2nd, and they established a mechanism to discuss economic and trade relations.  The two sides reduced their tariff from peak levels, leaving in place 10 percent additional tariffs.  So, the additional tariffs before this agreement were 125 percent.  Now, the additional tariff has agreed to be 10 percent, you know, for the 90 days.  This is obviously a positive step for the world’s two largest economies.

    What I can also add is that for the U.S., you may recall, during the Spring Meetings, we talked a lot about the overall effective tariff rate for the U.S.  At that time, we assessed it at 25.5 percent.  This announcement and the reduction in tariffs will bring the U.S. effective tariff rate down to a bit over 14 percent.  

    Now, with respect to the impact, what I can say is that the reduction in tariffs and the easing of tensions does provide some upside risk to our global growth forecast.  We will be updating that global growth forecast as part of our July WEO.  And so that will give us an opportunity to provide a full assessment.  All of this said, of course, the outlook, the global outlook in general does remain one of high uncertainty.  And so that uncertainty is still with us.  

     

    QUESTIONER: I have a broad question regarding the following – at the IMF World Bank Spring Meeting, the recent one,  the Treasury Secretary Bessent called for the IMF and the World Bank to refocus on their core mission on macroeconomic stability and development.  Did the IMF start any discussion on this topic with the U.S. administration?  And my second question, do you foresee any changes to your lending programs to take into account the views of the Trump Administration regarding issues like climate change and international development?  Thank you.  

    MS. KOZACK: What I can say on this is the U.S. is our largest shareholder, and we greatly value the voice of the United States.  We have a constructive engagement with the U.S. authorities, and we very much appreciate Secretary Bessent’s reiteration of the United States’ commitment to the Fund and to our role.  The IMF has a clearly defined mandate to support economic and financial stability globally.  Our Management Team and our entire Staff are focused exactly on this mandate, helping our 191 members tackle their economic challenges and their balance of payments risks.  

    What I can also add is that at the most recent Spring Meetings, the ones we just had in April, our membership identified two areas where they’ve asked the IMF to deepen our work.  And the first is on external imbalances, and the second is on our monitoring of the financial sector.  So they’re looking for us to really deepen our work in these two areas.  

    As far as taking that work forward, we will continue working with our Executive Board on these areas, as well as to carry out some important policy reviews.  And I think the Managing Director referred to these during the Spring Meetings.  The first is the Comprehensive Surveillance Review, which will set out our surveillance priorities for the next five years.  And the second is the review of program design and conditionality.  And that will carefully consider how our lending can best help countries address low growth challenges and durably resolve their balance of payments weaknesses.  

    I have a slight update for you on Ukraine, which says — so the eighth — so if we look at the documents that were published at the time of the Seventh Review program, the one that was approved by the Executive Board a little while ago, based on that, the Eighth Review disbursement would be about $520 million.  And, the discussions of the Eighth Review are ongoing, and any disbursement, as always, is subject to approval by our Executive Board.

    NINGBO, May 22 — With over 8,000 featured products on display, from traditional goods like wines and cheese to cutting-edge varieties like VR glasses, the 4th China-CEEC Expo & International Consumer Goods Fair unveiled its curtain on Thursday, unleashing vast cooperation potential between China and Central and Eastern European Countries (CEEC).

    The expo, running from Thursday to Sunday in Ningbo, east China’s Zhejiang Province, has attracted 435 enterprises from 14 CEEC countries and nine other countries, including the UK, France, Germany and Italy.

    A total of 1,028 domestic companies are also attending the event, showcasing local distinctive industries and competitive consumer goods. The event also attracts more than 3,000 overseas buyers from 72 countries and regions. Tentative import deals worth over 10 billion yuan (about 1.39 billion U.S. dollars) are expected to be reached with CEEC partners during the event, according to the organizers.

    In addition to traditional consumer goods, the expo also showcases vanguard digital and intelligent technologies, serving as a broad platform for presenting innovative breakthroughs in categories such as aircraft, VR devices, medical equipment and humanoid robots.

    “The expo is a gateway for our products to reach international markets, and we plan to establish headquarters in CEEC to further explore and expand our presence in the region,” said Fan Rui, founder of Aoxue Ruishi Technology Co., Ltd., who brought his company’s extended reality (XR) glasses to the event.

    Co-hosted by the Zhejiang provincial government and China’s Ministry of Commerce, the expo, initiated in 2019, has played an important role in increasing exports of CEEC products to the Chinese market, and cementing mutual understanding on cooperation between China and CEEC countries.

    Data from China’s commerce ministry showed that in 2024, China’s trade with CEEC increased by 6.3 percent year over year, reaching a record high of 142.3 billion U.S. dollars.

  • MIL-OSI China: Modric to leave Real Madrid after Club World Cup

    Real Madrid midfielder Luka Modric announced Thursday that he will leave the club after this summer’s FIFA Club World Cup.

    The 39-year-old Croatian confirmed his decision two days before what will now be his final appearance at the Santiago Bernabeu stadium against Real Sociedad on Saturday, although he will remain with the club for the Club World Cup, which kicks off on June 15.

    “The time has come. I never wanted it to come, but that’s football, and in life everything has a beginning and an end. On Saturday, I’ll play my last game at the Santiago Bernabeu,” announced the Croatian.

    The news comes as the Spanish press had been speculating that Modric might sign a one-year extension after his current deal expires at the end of June.

    Modric has made 56 appearances in all competitions this season, with his ability to dictate tempo still important to Madrid.

    “I want to sincerely thank the club, especially President Florentino Perez, my teammates, coaches, and everyone who has helped me throughout this time,” said Modric, who joined from Tottenham Hotspur in 2012 and has played 590 times for the club, winning four La Liga titles, six Champions Leagues, and various domestic trophies during that time.

    “Over these years, I’ve experienced incredible moments, comebacks that seemed impossible, finals, celebrations, and magical nights at the Bernabeu. We’ve won everything, and I’ve been very happy.”

    “I’m leaving with a full heart. Full of pride, gratitude, and indelible memories. And although, after the Club World Cup, I will no longer wear this shirt on the pitch, I will always be a Real Madrid fan,” concluded the midfielder.

  • MIL-OSI Global: Russia is labelling Oscar Jenkins a ‘mercenary’, not a prisoner of war. What’s the difference – and why does this matter?

    Oscar Jenkins, a 33-year-old former teacher from Melbourne, was one of many foreigners who responded to Ukrainian President Volodymyr Zelensky’s call in 2022 for volunteers to join Ukraine’s armed forces to help repel Russia’s invasion.

    In early 2024, Jenkins joined Ukraine’s International Legion of Territorial Defence, which has attracted some 20,000 fighters from 50 countries since the war began. He had no previous military experience, but this wasn’t a requirement to join.

    In December, Jenkins was captured by Russian forces in Russian-occupied eastern Ukraine and accused of serving as a “mercenary” in Ukraine’s 66th Mechanised Brigade’s 402nd Rifle Battalion. He was tried in a Russian court and sentenced on May 16 to 13 years imprisonment in a maximum-security penal colony.

    When a foreigner volunteers to fight in a war, their legal status under international law can be complicated.

    Are they a soldier with the full authorisation of one of the warring parties to engage in hostilities? Or are they an illegal mercenary?

    And what happens if they are captured?

    Why legal status matters

    The answers to these questions have very real importance to the thousands of foreigners who have joined Ukraine’s International Legion since 2022.

    Russian authorities have classified all of Ukraine’s foreigner fighters as “mercenaries”. They’ve used this label to deny foreign fighters the status of “prisoner of war” (POW), with the requisite protections that come along with that under international humanitarian law.

    While foreigners are permitted under international law to enlist in the armed forces of a state for political or moral reasons, mercenaries have historically been outlawed due to their sole motivation being financial gain.

    International humanitarian law (the rules that govern war) define mercenaries as individuals who are not nationals or residents of a state engaged in war and are recruited to fight outside that state’s official armed forces.

    They are motivated solely by private gain (like money or promises of reward), often well in excess of what the traditional armed forces are paid. Mercenaries are essentially professional soldiers who sell their services to a state without any real ties to that country.

    Once a fighter is classified as a “mercenary”, they lose all the legal protections that are traditionally afforded lawful combatants.

    This includes prisoner of war status if they are captured and immunity from prosecution for fighting in a conflict. Prisoners of war are also entitled to humane treatment and access to food and medical care. And they cannot be subjected to sham trials or torture.

    According to my research, many of the foreign nationals who joined the International Legion were motivated by a desire to defend Ukraine against Russia’s aggression. They were sworn into Ukraine’s armed forces and paid the same as a Ukrainian soldier of equal rank.

    Once enlisted in the armed forces, they were immediately exempt from “mercenary” status, irrespective of their motivation for joining.

    As such, these foreign fighters should be entitled to the full range of protections guaranteed to members of Ukraine’s armed forces under the Geneva Conventions.

    Labelling lawful foreign members of the Ukrainian armed forces as “mercenaries”, and denying them their protections, is an abuse of international law.

    How can Australia protect its nationals?

    If an Australian enlists in Ukraine’s armed forces and is captured by Russian forces, there is a limited toolkit the Australian government can use to help him or her. However, it is not powerless.

    Through its embassy in Moscow, Australia can request access to detainees to assess their welfare while in prison. Russia can, however, decline this access. Details of a detainee’s capture may also be withheld.

    Australia can also apply diplomatic pressure to ensure humane treatment of prisoners and their full POW rights.

    This can be done by working with international bodies, such as the UN Working Group on Arbitrary Detention or organisations like the International Committee for the Red Cross (ICRC), which can request access to detainees.

    It appears the government is already doing some of these things. According to Foreign Minister Penny Wong, the government has been working with Ukraine and the ICRC to advocate for Jenkins’ welfare and release, and providing consular support to Jenkins’ family.

    Australia also has an obligation to warn its citizens they will likely face severe consequences if they travel to Ukraine to fight and are captured by Russian forces, given Russia’s misuse of the “mercenary” label.

    Through back-channel negotiations, Australia could also push Ukraine or its allies to include Australians being held by Russia in future prisoner swaps.

    In January of this year, Ukraine and Russia carried out such an exchange of 470 prisoners from both nations. And in talks last week in Turkey, both sides agreed to release another 1,000 prisoners on each side.

    Such exchanges have involved foreign fighters in the past. In 2022, 10 foreign citizens were included in a prisoner swap, including five Britons, two Americans, a Croatian, a Swede and a Moroccan. Several of them had been convicted of being mercenaries and sentenced to death after a Russian sham trial.

    There is no guarantee Jenkins would qualify for such an exchange, however, if Russia continues to classify him as a mercenary.
