  • MIL-OSI China: Two-way tourism between China, Europe gathers pace over May holiday

    From European visitors walking through China’s historic neighborhoods to Chinese tourists sampling regional cuisine in southern Europe, two-way travel between China and Europe is steadily gaining momentum and evolving in form.

    As the May holiday season unfolds, tourism flows are picking up on both sides, supported by streamlined visa policies and enhanced travel connectivity, and shaped by growing interest in flexible, culturally rich experiences.

    Growing interest in China travel

    “We now have 12 tour groups travelling in China,” said Ewa Gajewska, a project manager with CT Poland, a Polish travel agency specializing in China tours for 25 years. To accommodate heightened demand during Poland’s peak travel period in May, the agency added extra departures beyond its original plans.

    “Almost every group this year has been full, with 26 tourists plus a tour leader,” she told Xinhua, adding that some returning clients are now opting to explore lesser-known but captivating destinations such as Yunnan and Guizhou.

    While Gajewska’s insights reflect the Polish market, similar trends have been observed elsewhere.

    Clients returning from other Asian destinations consistently found China’s tour offerings “more engaging and diverse,” said Alesya Plyavina, manager at Latvian Antario Travel Agency. “Potential tourists are already booking trips to China even for the end of the year.”

    According to Chinese travel platform Trip.com, inbound travel bookings from around the world rose by 173 percent year-on-year as of April 25.

    One major driver behind the renewed interest is China’s recent visa facilitation policies. Since late 2024, China has extended visa-free stays from 15 to 30 days for ordinary passport holders from 38 countries, including 32 European nations. Additionally, travelers from 54 countries, more than half of which are European, are now eligible for visa-free transit in China for up to 240 hours.

    “The extension of the visa-free entry to 30 days helps a lot in generating more demand and bookings,” said Vera Nebel, Asia product manager at German travel agency Ikarus Tours. “We experienced an increase in bookings for those tours of more than 15 days, because it’s a long journey from Germany to China, and it’s a big country.”

    In addition to the visa-free policy, convenient services and infrastructure such as digital payments, shared bikes and high-speed trains have also enhanced the experience for first-time visitors, said veteran Dutch tour guide Tom Lops, who has visited China over 30 times.

    “Think basically, and let yourself be surprised by all the new impressions you will have in this country,” he said.

    Exploring Europe in Chinese way

    As Europeans discover China as a diverse travel destination, Chinese tourists are exploring the continent with increasing depth and sophistication.

    Airbnb China’s latest May holiday report showed Chinese user searches for international destinations had more than doubled from last year, with many European countries ranking among the top 30 choices. Hiking, road trips and island tours are now preferred choices.

    Szymon Sikora, an English-language guide at Poland’s Wieliczka Salt Mine, a UNESCO World Heritage Site, frequently leads Chinese tourists on immersive “miner tours” — a hands-on experience where guests dress as miners and explore underground tunnels.

    “Sometimes I feel maybe I should learn Mandarin,” he told Xinhua, adding that more Chinese tourists are opting for immersive and adventurous experiences over traditional sightseeing.

    In Slovenia, Liao Shasha, general manager of Visdom Travel Agency, noted growing interest from Chinese tourists due to relaxed visa policies and better flight connectivity. Rather than large group tours, Chinese visitors now prefer smaller, flexible groups seeking personalized and upscale experiences, Liao said.

    These evolving preferences mirror not only new global tourism patterns but also broader developments in China. Decades of stable development and high-quality modernization have enlarged the middle-income group in China and led to rising demand for more sophisticated, customized travel experiences.

    “More Chinese tourists are willing to pay for a better life — fine hotels, great food, world-class performances,” said Dai Bin, president of the China Tourism Academy. “These ‘small but fine’ and deeply emotional travel experiences are bringing depth and warmth to global tourism.”

    Tourism brings cooperation opportunities

    As China-Europe travel gathers pace, European observers believe its influence goes beyond tourism — helping foster mutual understanding and encouraging broader cooperation.

    In Bosnia and Herzegovina, the visa-free agreement with China, in place since 2017, has significantly boosted tourism and people-to-people interactions. As the two countries mark the 30th anniversary of diplomatic relations this year, local tourism officials anticipate greater collaboration ahead.

    Haris Fazlagic, president of the Sarajevo Canton Tourist Board, said the visa policy is crucial to expanding tourism. “It gives us the motivation to improve services, expand offerings and reach more Chinese visitors.”

    Looking ahead, Sarajevo aims to launch direct flights, enhance infrastructure and develop experiences tailored to Chinese travelers, Fazlagic added.

    In neighboring Croatia, the number of Chinese tourists in 2024 approached the pre-pandemic record of around 300,000. Meanwhile, “China, with its cultural and historical sights, can be a truly top-notch lure for Croatians,” said Davorko Vidovic, former deputy speaker of the Croatian Parliament.

    He welcomed China’s visa-free policy, seeing it as an essential step toward stronger economic, cultural and political ties.

    “I hope that when the one-year trial ends, the visa-free policy will be extended as it can open up enormous opportunities for cooperation between the two sides,” Vidovic told Xinhua.

    The Day 3 of the inaugural WAVES Summit 2025 witnessed an insightful session titled Spotify House: Evolution of Folk Music in India at the Jio World Convention Centre, Mumbai. Hosted under the ‘WAVES Culturals and Concerts’ segment, the session brought together leading voices from India’s folk music and cultural space for a conversation on the living tradition of folk.

    Renowned storyteller and host Roshan Abbas moderated the discussion. The panel featured celebrated lyricist and CBFC Chairperson Prasoon Joshi, folk singer Malini Awasthi, music composer Nandesh Umap, singer and composer Papon, and acclaimed performer Ila Arun.

    Panellists discussed how Indian folk music continues to thrive as a living, collective tradition. They agreed that folk is not a relic of the past but a force deeply embedded in daily life and passed down across generations. Prasoon Joshi described folk as a “tactile feel of life” and a dynamic expression of shared human experience.

    The conversation revolved around efforts to bring folk music into the mainstream. The panellists appreciated platforms like Spotify and initiatives like WAVES for including folk in larger cultural narratives. Nandesh Umap called folk “an open university,” stressing its inclusive and democratic nature.

    Papon recounted his journey with folk music, including a memorable moment in Serbia when Assamese folk songs received a standing ovation. He highlighted how Indian folk resonates globally when presented with authenticity. Ila Arun and Malini Awasthi echoed the sentiment, stressing that the roots of folk music lie in community and emotion.

    Prasoon Joshi noted, “When you seek yourself, you write poetry. When you subsume yourself, you write folk.” This statement captured the essence of the discussion as a genre rooted in collective identity and constantly reshaped by those who live it.

    The panel underscored the vast diversity within Indian folk traditions, with each state offering a unique musical idiom. They called for systemic support to nurture this diversity and credited the leadership of Prime Minister Narendra Modi for enabling platforms like WAVES that bring traditional art forms to the forefront.

    The discussion also addressed the need for innovation. The panellists emphasised that while the essence of folk must be preserved, its form should evolve to speak to new generations. They encouraged creative reinterpretations that remain true to cultural roots yet appeal to contemporary audiences.

    The session featured spontaneous musical moments. Several panellists broke into impromptu singing, bringing the spirit of folk to life. The audience enjoyed an authentic and immersive experience.

    The session ended with a unified call to listeners, institutions, and creators to support India’s folk heritage. The panellists urged that folk must not only be preserved but also celebrated and shared widely.

    Sarajevo, 3 May 2025 – A free society depends on a free press.  In recognition of World Press Freedom Day, the OSCE Mission to Bosnia and Herzegovina (Mission) reaffirms its continued commitment to defending the fundamental right to free and independent journalism, as well as the corresponding right of journalists to enjoy the freedom to operate safely and without undue interference.
    Around the world, press freedom is increasingly under threat, and Bosnia and Herzegovina (BiH) is no exception. BiH dropped 17 places in the 2024 World Press Freedom Index, now ranking 81st out of 180 countries. This significant decline reflects a deepening crisis for media freedom in the country, driven by several factors, including attempts at various levels of governance in BiH to introduce harmful legislation restricting freedom of expression, increased political pressure on journalists and media, frequent verbal and physical attacks against journalists and media workers, and growing efforts to silence independent and investigative reporting. The first months of 2025 have further compounded these challenges as independent media struggle to secure sustainable funding in an increasingly challenging international context.
    Today, the Mission stands in solidarity with the courageous journalists across BiH who continue their critical work under increasingly difficult circumstances. We are also honoured to have actively contributed to the establishment of the network of contact points in prosecutors’ offices and ministries of interior across BiH working on the safety of journalists.  
    In addition, this year we are privileged to support two events marking World Press Freedom Day: the first in Tuzla on 3 May in co-operation with the Association of Journalists of BiH and the second in Zenica on 7 May 2025 with BH Novinari. Later this month in Sarajevo, the Mission will co-host the 10th South East Europe Media Conference, which will focus on supporting media viability for informed, resilience societies, under the leadership of the OSCE Representative on Freedom of the Media.
    Finally, the Mission calls on BiH leaders and institutions to take further action to protect journalists and media from intimidation and violence, to refrain from legislative measures that restrict freedom of expression, and create conditions that foster independent and professional journalism. A free press is essential for democratic governance, accountability, the protection of human rights, and is a key component of overall security and stability in the country.

  • MIL-OSI USA: Senator Coons, Tillis introduce bipartisan resolution supporting Romania and Moldova amid Russian interference

    WASHINGTON – U.S. Senators Chris Coons (D-Del.) and Thom Tillis (R-N.C.) introduced a resolution yesterday expressing support for Romania and Moldova as both countries work to combat Russian interference ahead of upcoming elections.
    The resolution commends Romania and Moldova for their steadfast commitment to strengthening democratic values, deepening their European integration, and their commitment to regional security in the face of sustained Russian pressure campaigns.
    “Romania and Moldova are critical U.S. partners that make substantial contributions to security and sovereignty across eastern Europe,” said Senator Coons. “Romania is one of our most important NATO allies and largest alliance contributors, while Moldova is steadfast in its commitment to joining the European Union. When I visited the region earlier this year, I saw clearly how both are facing intense coercion efforts from Russia, including the weaponization of energy flows and systemic election interference campaigns. This resolution makes clear that the United Stares stands against Putin’s attempts to meddle in their elections and upend their democracies while reiterating our support for their sustained partnerships.”
    “Romania and Moldova are key U.S. allies, with Moldova partnered with North Carolina through the State Partnership Program, at a pivotal moment for democracy in Eastern Europe,” said Senator Tillis. “As both nations confront efforts by Russia to erode democratic institutions and exert undue influence, the United States must reaffirm its commitment to their sovereignty and political independence. Strengthening these partnerships is vital to preserving democratic governance and regional stability.”
    Senator Coons recently visited Romania and Moldova as part of a congressional delegation, where he witnessed firsthand Russia’s ongoing interference—including election interference, disinformation campaigns, and the weaponization of energy supplies. Due to blatant election interference by Russia, Romania’s presidential election in November was annulled, and the election will be rerun this weekend. 
    The resolution applauds Romania’s role within NATO and as a member of the European Union, as well as its critical support to Ukraine since Russia’s unprovoked war. It also supports Moldova’s referendum to join the European Union and thanks the country for its ongoing assistance to Ukraine. 
    Specifically, the resolution:
    Calls on the U.S. government to deepen bilateral and multilateral engagements with Romania and Moldova in support of democracy and state sovereignty in eastern Europe
    Applauds the partnership between Romania and Moldova in the energy sector as a model of reducing reliance on Russian energy exports
    Supports Romania’s role in strengthening NATO and Moldova’s aspirations to join the European Union
    Condemns Russia’s coercion campaigns in democratic sovereign states, including Romania and Moldova
    Asks for greater international support ahead of Romania’s presidential election and Moldova’s parliamentary elections in 2025

  • MIL-OSI United Nations: Committee against Torture Concludes Eighty-Second Session

    The Committee against Torture this morning closed its eighty-second session, after adopting concluding observations on the reports of Armenia, France, Mauritius, Monaco, Turkmenistan and Ukraine, which were reviewed during the session. The session was held from 7 April to 2 May.

    Claude Heller, Committee Chairperson, read out a summary of the concluding observations for each country reviewed this session under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment . The concluding observations will be available on the webpage of the session as of 1 p.m. this afternoon.

    Mr. Heller said that the Committee had still not been informed whether its next two sessions scheduled for 2025 would take place. Sixteen treaty body sessions were at stake, and the Subcommittee on the Prevention of Torture had had to postpone four of its eight visits planned for 2025. As soon as more information became available, the Committee would announce the dates of its upcoming sessions and the country reviews planned for each session.

    Mr. Heller also noted that the sudden cessation of hybrid meetings would continue to negatively impact the work of the Committee members, civil society organizations, national human rights institutions, national preventive mechanisms and other stakeholders.

    In conclusion, he said that the Committee now came to the end of yet another session, held with professionalism, independence, and a constructive spirit to fully adhere to its mandate.

    Peter Vedel Kessing, Committee Rapporteur, presented the annual report, which covered the period from 11 May 2024 to 2 May 2025, including the eightieth session, which was held from 8 to 26 July 2024; the eighty-first session which was held from 28 October to 22 November 2024; and the eighty-second session which was held from 7 April to 2 May 2025.

    Documents relating to the Committee’s work, including reports submitted by States parties and the concluding observations of the Committee, will be available on the website of the session.     The dates and details of the next session of the Committee will be communicated at a later date.
     

    Statements

    PETER VEDEL KESSING, Committee Rapporteur, presented the Committee’s annual report, which covered the period from 11 May 2024 to 2 May 2025, including the eightieth session, which was held from 8 to 26 July 2024; the eighty-first session which was held from 28 October to 22 November 2024; and the eighty-second session which was held from 7 April to 2 May 2025.

    As of today, there were 175 States parties to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. Since the adoption of the Committee’s previous annual report, Dominica had acceded to the Convention, on 5 December 2024. The Committee called upon all States that had not ratified the Convention to do so and called upon those that were already parties to accept all the procedures of the Convention in order to enable the Committee to fulfil all aspects of its mandate. As of today, there were 94 States parties to the Optional Protocol to the Convention. 

    The Committee held a joint meeting between the members of the Committee and the Chair of the Subcommittee on Prevention of Torture. The Committee adopted a joint statement with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, the Subcommittee on Prevention of Torture, and the Board of Trustees of the United Nations Voluntary Fund for Victims of Torture to mark the United Nations International Day in Support of Victims of Torture, which was commemorated on 26 June.

    To mark the fortieth anniversary of the adoption of the Convention, the Committee, jointly with the other United Nations anti‑torture mechanisms held a high-level event in Geneva on 14 November 2024.

    The Committee expressed its appreciation to non-governmental organizations, with special thanks to the World Organization against Torture. The Committee requested that all multilingual hybrid meetings be maintained as a feature of an adequately resourced session and called upon States parties to support this request. 

    Concerning complaints under article 22 of the Convention, as of today, the

    the Committee had registered, since 1989, 1,260 complaints concerning 45 States parties. Of those, 449 complaints had been discontinued and 152 had been declared inadmissible. The Committee had adopted final decisions on the merits in 524 complaints and found violations of the Convention in 220 of them. Considering the adopted communications during the current session, some 133 complaints were pending consideration. All the Committee’s decisions could be found in the updated treaty body case law database, on the website of the Office of the High Commission for Human Rights, and in the Official Document System of the United Nations.

    At its eightieth session, the Committee adopted decisions on the merits in respect of 10 communications. The Committee further found two communications inadmissible and it discontinued the consideration of 19 complaints. At its eighty-first session, the Committee adopted decisions on the merits in respect of six communications. The Committee found three communications inadmissible and discontinued the consideration of 12 communications. At its eighty-second session, the Committee adopted decisions on the merits in 12 communications. It found 2 communications inadmissible and it discontinued the consideration of 12 cases. One communication was postponed.

    CLAUDE HELLER, Committee Chairperson, read out a summary of the concluding observations on the reports of the States parties that were reviewed during the session.

    Armenia

    Concerning Armenia, the Committee commended the State party on the adoption of its new Criminal Code, which established an expanded definition of torture, along with the adoption of a new Criminal Procedure Code, introducing a number of new procedural safeguards against torture and increasing the availability of non-custodial measures. The Committee recommended that Armenia ensure that the penalties for torture were commensurate with the gravity of the crime. It also recommended that the State party train prosecutors and judges on the use of non-custodial measures, provide sufficient material and financial resources for their application, and adopt the necessary regulations to ensure that they may be applied in practice.

    With regard to psychiatric and social care institutions, the Committee recommended that the State party guarantee sufficient legal and procedural safeguards for residents in psychiatric institutions and social care facilities, both in law and in practice. It also recommended that the State party reduce recourse to coercion in psychiatric settings, and ensure that physical or chemical means of restraint were used in accordance with domestic law and international standards. 

    France

    As for France, the Committee expressed its deep concern about the numerous allegations of excessive use of force, including lethal force, and ill-treatment by law enforcement officials, and was seriously concerned that such cases reportedly disproportionately affected members of certain minority groups, in particular persons of African descent, persons of Arab origin or Muslim religion, indigenous peoples and non-nationals. The Committee recommended that the State party ensure that all allegations of excessive use of force and ill-treatment were investigated promptly, thoroughly and impartially by an independent body, that those responsible were held accountable, and that victims or their families obtain adequate redress.

    The Committee recommended that France continue its efforts to improve living conditions in all places of deprivation of liberty and to reduce overcrowding in prisons and other places of detention. It also recommended that the State party ensure that all allegations of ill-treatment were thoroughly investigated, that alleged perpetrators were prosecuted and, if found guilty, sentenced to appropriate penalties, and that victims or their families received redress, including adequate compensation. It recommended that the State party improve the monitoring and control of violence among prisoners. The Committee recommended that the State party take all necessary measures to encourage the reporting of hate crimes motivated by racist, Islamophobic, anti-Semitic, xenophobic or homophobic prejudice, and to ensure that such crimes were thoroughly investigated, that perpetrators were prosecuted and punished, and that victims had access to effective remedies.

    Mauritius

    Concerning Mauritius, the Committee acknowledged the State party’s commitment to develop a code of practice for police officers and to strengthen their training to address those shortcomings. The Committee recommended that Mauritius strengthen its efforts to further ensure that the Independent Police Complaints Commission was properly resourced and equipped to carry out its functions, and guarantee that acts of torture and ill-treatment were promptly, impartially and effectively investigated and prosecuted, as appropriate. The Committee also asked the State party to take all appropriate measures to prevent acts of intimidation and reprisals against alleged victims, their legal representatives, and relatives.

    The Committee recommended that Mauritius ensure that all deaths in custody were promptly and impartially investigated by an independent entity, including through independent forensic examinations, with due regard to the Minnesota Protocol on the Investigation of Potentially Unlawful Death. Where appropriate, the Committee recommended that the corresponding sanctions be applied. It also asked the State party to compile and provide it with detailed information on all incidents of death in all places of detention, the causes, and the outcomes of the investigations.

    Monaco

    As for Monaco, the Committee voiced its concern about reports that the “maison d’arrêt de Monaco” and its facilities were structurally incompatible with their current purpose, as they remained unsuitable for prolonged deprivation of liberty. While it was aware of the State party’s land-use constraints, the Committee encouraged the State party to consider transferring prisoners to a new prison facility that better complied with international standards on deprivation of liberty and the prevention of ill-treatment. Meanwhile, it recommended that the State party continue its efforts to improve living conditions in the “maison d’arrêt de Monaco”, including by ensuring that persons in pretrial detention were allowed visits or telephone calls without specific authorisation from the judicial authorities.

    The Committee expressed its concern about reports of precarious working conditions affecting many migrant domestic workers and undeclared migrant workers, particularly in the construction, hotel and catering sectors, as well as on private yachts. The Committee recommended that the State party strengthen the capacity and resources of the labour inspectorate to enable it to monitor more effectively the situation of migrant workers, in particular domestic workers, including with regard to their recruitment and working conditions. It also recommended the State party to redouble its efforts to inform migrant workers, including undeclared workers, of their rights and the complaint mechanisms available to them, and facilitate their access to those mechanisms.

    Turkmenistan

    With regard to Turkmenistan, the Committee expressed grave concern about the persistent reports of widespread torture and ill-treatment of detainees in the State party. Despite the installation of audio-visual equipment in some detention facilities across the country, such measures appeared insufficient in preventing and curbing abuse. The Committee had further expressed serious concern about the lack of accountability, which reflected a worrying pattern of institutional impunity. The Committee urged the State party to adopt a zero-tolerance policy towards torture, including a clear public statement from the highest levels of Government, and to ensure that all allegations were promptly and independently investigated, perpetrators held accountable, and victims granted full redress.

    The Committee noted and welcomed the adoption of the Ombudsman Act and the recent “B” status accreditation of Turkmenistan’s Ombudsperson by the Global Alliance of National Human Rights Institutions. However, it expressed concern about the reported lack of independence and limited authority of the Ombudsperson’s office, particularly its failure to address serious and systemic human rights violations. The Committee recommended that the State party fully implement the recommendations of the Alliance’s Subcommittee on Accreditation and take all necessary steps to establish an independent national monitoring body capable of conducting unannounced visits to all places of detention, engaging with detainees in private, and responding effectively to allegations of abuse in line with the Paris Principles.

    Ukraine

    Concerning Ukraine, the Committee acknowledged the challenges faced by the State party in fully implementing its obligations under the Convention due to the full-scale invasion by the Russian Federation against it. It recalled, nevertheless, that the Convention was applicable in the State party’s entire territory and Ukraine should therefore take all possible steps to implement it.

    The Committee noted Ukraine’s commitment and measures taken to abide by international humanitarian law and international human rights law in the context of the ongoing armed conflict and occupation, but expressed concerns about reports indicating allegations of torture and ill-treatment, threats, humiliation, and other violations of Russian prisoners of war, allegedly committed by the Ukrainian armed forces and military police, as well as the inadequate recording and reporting of their visible injuries sustained by torture or ill-treatment, among other concerns. The Committee underscored that the prohibition of torture was non-derogable, that no exceptional circumstances whatsoever may be invoked as a justification of torture, and that the obligations stemming from this prohibition were not subject to reciprocity.

    The Committee also recommended that Ukraine ensure that all fundamental legal safeguards were guaranteed in practice for all detained persons from the outset of the deprivation of their liberty, including the right to request and receive a medical examination by an independent doctor, free of charge, or a doctor of their choice, that was conducted out of hearing and sight of police officers, unless the doctor concerned explicitly requested otherwise, as the access to an initial confidential medical examination did not appear to be routinely granted in Ukraine, and if it was granted, it was reportedly performed in the presence of a police officer.

    Other

    Mr. Heller said that during the session, the Committee also adopted lists of issues for Pakistan and Tajikistan and lists of issues prior to reporting for Antigua and Barbuda, Botswana, Iceland, Iraq, Kenya, Montenegro, State of Palestine and Uruguay.

    The Committee had still not been informed whether its next two sessions scheduled for 2025 would take place. Sixteen treaty body sessions were at stake, and the Subcommittee on the Prevention of Torture had had to postpone four of its eight visits planned for 2025. As soon as more information became available, the Committee would announce the dates of its upcoming sessions and the country reviews planned for each session. Mr. Heller noted that the sudden cessation of hybrid meetings would continue to negatively impact the work of the Committee members, civil society organizations, national human rights institutions, national preventive mechanisms and other stakeholders.

    Concerning the individual complaints procedure, he said the Committee this session examined 26 individual complaints. Of the examined cases, two were deemed inadmissible. Additionally, 12 cases were decided on the merits: in one case the Committee found no violations, while in 11 cases the Committee determined there was a violation by the State party. Furthermore, the Committee adopted 12 discontinuance requests. 

    Mr. Heller read out the results of the work of the Committee Rapporteurs on follow-up to concluding observations, individual cases, and reprisals. A summary of the meeting that was held on these results can be found here.

    In conclusion, Mr. Heller said that the Committee now came to the end of yet another session, held with professionalism, independence, and a constructive spirit to fully adhere to its mandate.

    GABES, Tunisia – A stevedore shouted over the diesel hum of cranes as the first storage container was lifted out of the cargo ship and onto Tunisian soil. For the untrained eye, it may have looked like just another port delivery. But for the Soldiers and civilians waiting at the port of Gabes, it marked the start of something much bigger.

    This was the opening move in setting the theater for exercise African Lion 2025 (AL25).

    Without the shipment of 95 pieces of cargo, including vehicles, equipment and weapon systems, the exercise would be dead in the Mediterranean water.

    “We’re not just moving cargo; we’re enabling the entire exercise to happen,” said U.S. Army Chief Warrant Officer 2 Dustin VanFleet, a mobility officer assigned to the 839th Transportation Battalion, 598th Transportation Brigade, Surface Deployment and Distribution Command, U.S. Transportation Command.

    Along with setting the theater, VanFleet also set the record straight. A stevedore, he clarified, is a longshoreman who works at a port and is responsible for moving goods on and off ships.

    “We’re the first ones in,” VanFleet explained. “Before troops land or vehicles roll, we’re on the ground establishing the logistical foundation that allows the rest of the force to operate. That’s how we set the theater.”

    This does not happen overnight.

    Setting the theater is a strategic concept that goes beyond logistics. It means having an adaptable and agile military with the infrastructure, agreements and relationships in place to shape conditions for successful Army, joint and combined operations. The combined force in Gabes validated those capabilities in a real-world environment.

    “This is my first time participating in African Lion and working with the Tunisians. It’s been a seamless process allowing for the clearance of cargo at a rapid pace,” said VanFleet.

    The Portuguese-flagged vessel, BBC Bergen, arrived to a welcome-party of Italians, Americans and Tunisians, highlighting the multinational effort involved. The Bergen’s journey took two and a half days across the Mediterranean from Livorno, Italy, and all 95 pieces – including shipping containers filled with equipment, trailers, water purification systems, air defense vehicles and M119 howitzers – were offloaded in less than a day and a half.

    Multiple units joined the 839th Transportation Battalion’s offloading effort, including Soldiers assigned to U.S. Army Southern European Task Force, Africa (SETAF-AF), the 79th Theater Sustainment Command, the 173rd Airborne Brigade, 1st Battalion, 57th Air Defense Artillery Regiment (1-57 ADAR) and the 240th Composite Supply Company (240th CSC) – all there to ensure a successful offloading process.

    Two members of the 1-57 ADAR accompanied the crew of the Bergen on its voyage from Italy. The escort is a requirement anytime sensitive U.S. military equipment, dubbed ‘super cargo,’ is transported on a foreign-flagged vessel.

    “Without the port operation, nothing downstream moves forward,” said VanFleet.

    This first port operation in Tunisia set the foundation for the broader SETAF-AF-led African Lion exercise, showcasing the U.S. Army’s ability to operate in complex environments. Gabes was simply the first stop.

    Immediately after offloading, equipment was loaded onto Tunisian Armed Forces vehicles and transported to exercise locations throughout the country.

    The 839th Transportation Battalion is unique compared to most Army units. Along with Soldiers, it also employs two U.S. Army civilians and up to 10 local nationals per detachment. During port operations, the assigned detachment leads contract responsibilities, documentation and cargo handling, while the battalion sends military leadership to provide command oversight.

    “Utilizing our local nationals is a huge asset,” said VanFleet. “Some individuals have been doing this for more than 30 years. Their knowledge of the area of operations and relationships with host-nation authorities are critical to mission success.”

    In the first months of 2025 alone, the battalion supported missions in Poland, Turkey, Greece, Tunisia, Italy and Croatia, with additional deployments planned throughout the year.

    “It’s vital we keep exercising these ports and working with our partners,” said VanFleet. “It allows everyone to create that muscle memory that only makes our relationships stronger.”

    AL25, U.S. Africa Command’s largest annual exercise, brings together more than 10,000 troops from over 40 nations to enhance interoperability and strengthen multinational readiness. But before the first formation steps into the training area, port operations like the one in Gabes must succeed.

    Every stevedore handshake and each offloaded vehicle contributes to the larger picture: the ability to quickly and efficiently project lethality anywhere, anytime.

    About the 839th Transportation Battalion

    The 839th supports both U.S. European Command and U.S. Africa Command, functioning as the single port manager for U.S. military cargo entering and exiting strategic seaports in both theaters. Its responsibilities include staging, reception, onward movement, customs clearance, agricultural inspections and overall integration of DoD assets at ports of embarkation and debarkation.

    About African Lion

    African Lion 25 (AL25) is set to be the largest annual military exercise in Africa, bringing together 41 nations, including seven NATO allies, and about 10,000 troops. Led by U.S. Africa Command (USAFRICOM), the exercise will take place from April 14 to May 23, 2025, across Ghana, Morocco, Senegal, and Tunisia.

  • MIL-OSI Global: When presidents try to make peace: What Trump could learn from Teddy Roosevelt, Carter, Clinton and his own first term

    Throughout his 2024 campaign for the presidency, Donald Trump made diplomatic resolution of the Ukraine-Russia war a major priority, suggesting that he could bring peace within “24 hours.” Even before Trump resumed office in January 2025, as president-elect he named envoys and held preliminary discussions with a variety of leaders.

    Since Trump returned to the White House, he has talked with Russian leader Vladimir Putin, met twice with Ukrainian President Volodymyr Zelenskyy and made frequent public comments on the war.

    How does Trump’s mediation effort stack up historically? I’m a scholar of the presidency, and while we don’t yet know the outcome of the Trump-led negotiations, we do know one thing: He’s not conducting them in the ways presidents – including Trump himself – have conducted them in the past.

    Some worked, others didn’t

    There are several examples of presidents who attempted to play a mediating role in foreign conflicts.

    Theodore Roosevelt: Roosevelt won a Nobel Peace Prize for his contributions to ending the 1904-05 Russo-Japanese War, fought over control of Manchuria and Sakhalin Island. Roosevelt had been asked to mediate by Japan, and Russia agreed. In many ways, this episode marked the beginning of the role of the U.S. president as a world leader.

    Jimmy Carter: Carter’s greatest presidential success arguably came in the Camp David Accords, the framework for peace negotiated in 1978 between Israel and Egypt after decades of conflict. Carter did not win a Nobel Prize for his accomplishment, but Egyptian President Anwar Sadat and Israeli Prime Minister Menachem Begin did.

    Bill Clinton: Clinton made two ambitious attempts to broker peace between old adversaries. One ended in success, the other in failure.

    Clinton’s envoy, former U.S. Sen. George Mitchell, mediated an accord between the British government, the Republic of Ireland and the warring factions in Northern Ireland that was signed on Good Friday 1998.

    On the other hand, one of Clinton’s greatest frustrations was a failed attempt to arrange peace between Israel and the Palestinians. Clinton blamed the failure on Palestinian leader Yasser Arafat walking away from a deal in 2000. Instead, peace efforts were supplanted by a Palestinian uprising that killed an estimated 1,053 Israeli civilians by early 2005.

    Dealing with a third situation – the wars set off by the disintegration of Yugoslavia– the Clinton administration also obtained an agreement over Bosnia in the 1995 Dayton Accords when the parties were sufficiently exhausted.

    Donald Trump: In his first presidency, Trump himself brokered the September 2000 Abraham Accords that established formal diplomatic relations between Israel and the United Arab Emirates, Bahrain, Sudan and Morocco. The accords, brought about largely through negotiations led by Trump’s son-in-law Jared Kushner, had strategic aims of putting greater pressure for peace on the Palestinians and strengthening a common front against Iran. (The Oct. 7, 2023, attacks on Israel by Hamas may have been an attempt to stop subsequent efforts to extend the Abraham Accords to Saudi Arabia.)

    Although all of these examples involved presidential leadership and involvement, they did not follow a single model.

    How they did it

    Roosevelt never attended the peace negotiations over the Russo-Japanese War in Portsmouth, but he actively offered proposals through intermediaries before and during the conference. The final stages of negotiation were held on his yacht, the Mayflower.

    Carter’s breakthrough came when he engaged in intense personal diplomacy at Camp David, where he, Sadat and Begin were sequestered for 13 days. To complete the deal, Carter had to shuffle back and forth between the principals and at one point had to make a frantic appeal to Sadat not to leave.

    Clinton’s unsuccessful efforts to broker an agreement between Arafat and a succession of Israeli prime ministers extended over the duration of his two-term presidency and frequently involved personal meetings and exchanges.

    On the other hand, Clinton’s involvement in the Northern Ireland resolution did not primarily come in the form of personal diplomacy at the end of the process. Rather, he set the conditions for a settlement earlier when he approved a visa for Irish Republican leader Gerry Adams to enter the U.S., against the wishes of Britain and Clinton’s own advisers.

    When Clinton went to Belfast for a Christmas tree lighting in 1995, he brought together Catholic leaders committed to the unification of Ireland and Protestant leaders loyal to Britain. First lady Hillary Clinton also contributed by meeting with Irish women’s organizations on both sides.

    In contrast, in the Dayton process Clinton was later portrayed by chief negotiator Richard Holbrooke as essentially disengaged.

    Not like the others

    Although each mediation effort was unique, there were some commonalities.

    First, where sensitive issues of land possession were involved, many of the negotiations benefited from privacy in the process.

    Second, successful mediations came most often when the U.S. was neutral, such as in the Portsmouth negotiations, or friendly toward both parties to some degree, such as with the Camp David, Good Friday and Abraham negotiations. Dayton was the exception in that the U.S. had become quite hostile toward the Serbs.

    In Ukraine, Trump is attempting to mediate a conflict in which, until now, the U.S. has been firmly and materially supportive of one side against the other. And he is attempting to do it by publicly making, so far, proposals that were destined to be toxic to the Ukrainian public.

    Trump appears to be violating the first rule above – no public negotiations over land – in order to chase compliance with the second, which is no mediation without neutrality. By, among other things, publicly offering proposals that the Ukrainians see as one-sided against them, Trump has largely erased the image of the U.S. as pro-Ukraine.

    This is a highly controversial and risky strategy that has damaged relations with U.S. allies and cost the U.S. moral capital in pursuit of an uncertain peace.

    Whatever success Trump ultimately achieves, it is little surprise that the effort, which has been pursued over a period of six months so far, has been more difficult than he anticipated.

    Hometown: Waterbury, CT

    Why UConn? Throughout the chaos of the pandemic, I was positive that staying at home while simultaneously building my community at UConn Waterbury would be the right way to start my journey as an undergraduate student at the prestigious school. I was surprised by the number of resources that are available to students. There is always help when needed and many different pathways to achieve success.

    Why your major? I am an Allied Health Sciences major, and I was drawn to it because of the different career opportunities that fall under this major. My plan after graduation is to receive my second bachelor’s degree through CEIN, the accelerated nursing program with UConn, starting January 2026.

    Advice for incoming students? Stay busy, make your presence known, and make sure that everything you are involved in benefits you in different ways. Throughout your many involvements, never forget that you are a student first and prioritize your grades above all else.

    Benjamin Angus, Agricultural and Resource Economics

    Hometown: Avon, CT

    Why UConn? I have been a UConn fan my entire life, so for me it was a no brainer. Coming to Gampel as a kid or tailgating at Rentschler, UConn sports for me wasn’t a hobby, it was a lifestyle.

    Why your major? I am a double major in Environmental Science and Natural Resource Economics. I am eager to join the fight against climate change and am looking forward to wherever that takes me. It is the most pressing issue of our time. After graduation, I am exercising my Covid year and coming back to UConn to get my Masters in Applied Resource Economics. After that, who knows? Wherever the wind takes me.

    Advice for incoming students? When you sit down in class on the first day, talk to the person next to you. Learn their name, get their number, ask them their life story – just put yourself out there and I promise you will meet some incredible human beings. Also, bundle up on a clear winter night and walk to the top of Horsebarn Hill. No one ever looks at the stars in the winter, they are breathtaking.

    Matt Antunes, Plant Science and Landscape Architecture

    Hometown: Smithfield, RI

    Why UConn? UConn was a top ranked school in my choices for college, and I felt like I would get the best education for my major. I felt at home in my time at UConn with the friends and connections I made throughout my four years here.

    Why your major? Plant Science (Sustainable Plant and Soil Systems) – with a turfgrass concentration. I always had a love for turf from a young age. Beginning with just mowing my home lawn as a teenager to eventually building a small putting green, I found I was always around turfgrass systems in my summers. I plan on continuing my education here as a graduate student studying turfgrass pathology, and I plan on working in the golf course industry as an assistant superintendent and hopefully a superintendent down the road.

    Advice for incoming students? Go to a UConn sporting event (especially basketball even if you’re not into it). The energy and atmosphere are unmatched to any other sporting event I’ve been to in my lifetime.

    Jillian Bowen, Pathobiology and Veterinary Science

    Hometown: Trumbull, CT

    Why UConn? The academics were the main draw for me. As an R1 institution, I knew that UConn had a lot of research opportunities, and that really drew me in.

    Why your major? My major is Pathobiology, or disease biology. I attended an agricultural high school and was a member of Future Farmers of America, so I already had an interest in animal science, but the pandemic was definitely a big factor in stimulating my interest in infectious diseases. Pathobiology is a perfect combination of those interests! After graduation, I am planning to attend UConn’s Master of Public Health program with a concentration in epidemiology.

    Advice for incoming students? Variety is the spice of life, so don’t be afraid to try something completely different – learn how to breakdance! Join an improv group! Start a book club! The world is your oyster.

    John-Henry Burke, Natural Resources and the Environment

    Hometown: Suffield, CT

    Why UConn? I chose UConn because I thought it offered the best ‘bang for my buck.’ You get an incredibly large institution with a large number of resources and a diverse array of opportunities for a price that is much more affordable than other schools.

    Why your major? I’m an Environmental Science major with a concentration in Sustainable Systems and a minor in Political Science and a minor in Environmental Economics and Policy. I was drawn to environmental science after taking a class in high school where I learned about climate change, plastic pollution, species extinction, and other threats facing our planet. I’m going to law school in the fall, and I would like to ultimately go into environmental law to advance environmental policy and protect natural areas.

    Top UConn memories? One of the best parts of my UConn experience has been playing in the UConn Marching Band, where I served as Vice President. I’ve met so many amazing people through the band and accomplished a level of musicality I would’ve never imagined possible. Some notable UCMB performances were playing at a New England Patriots game and two Bowl games (Fenway and Myrtle Beach)!

    Christian Carmona, Plant Science and Landscape Architecture

    Hometown: Stamford, CT

    Why UConn? I chose UConn because it helped me the most financially and it was not as far away from my house as others were.

    Why your major? My major is Landscape Architecture, and what drew me to it was that it was a form of architecture I had never heard of before. I was eager to try it out, and it gave me the opportunity to be creative and design spaces for communities. I hope to continue my education and pursue a master’s in architecture.

    Advice for incoming students? Be open minded and ready to learn. You are here for a reason so stay focused on your goals and do not take anything for granted.

    Laura Centanni, Animal Science

    Hometown: Haworth, NJ

    Why UConn? I was leaning towards UConn due to the diversity of species in our barns on campus; however, what tipped the scales in the end was the mascot!

    Why your major? My major is Animal science. I have had a passion for animals and service for as long as I can remember, and I am pursuing my passion of becoming a veterinarian through animal science here at UConn. I have already received my first few acceptances to vet school! Wherever I choose, I know that UConn prepared me well.

    Advice for incoming students? Expand your comfort zone. Let it get so big that nothing is outside of it. UConn is one of the safest environments to explore that you will ever have, so take advantage of it!

    Jessica Harris, Allied Health Sciences

    Hometown: Mansfield, MA

    Why UConn? When it was time for me to look at colleges, I was excited to apply to UConn as is but I also discovered that CAHNR offered the major I was interested in, Allied Health Sciences, as part of the New England Regional Tuition Program. This made UConn such an easy choice for me because of its well-known academic excellence and affordability as an out of state school.

    Why your major? I applied into UConn as an AHS major, because it would allow me to do my prerequisite courses to apply to physical therapy school, but I soon learned that it was not the right path for me. Luckily, AHS is such an adaptable major, intended to cater to your career interests, that I was able to stay on track despite changing paths, and ended up finding exactly what I wanted to do: UConn’s CEIN program.

    Top UConn memories? Going to the UConn Dairy Bar, and 2023 when we won the Men’s National Basketball Championship for the first time in a while.

    Sungwan Kim, Kinesiology

    Hometown: Gyeongju, Republic of Korea

    Why UConn?UConn was my one and only choice because the research topics of my Ph.D. advisor, Dr. Neal Glaviano, perfectly align with my interests. Additionally, the collaborative research culture at UConn offers a unique opportunity to work with leading experts and engage in interdisciplinary projects, further enhancing my professional development.

    Why your major? I am completing my PhD in Exercise Science. Working clinically as a certified athletic trainer, I witnessed firsthand the significant impact that orthopedic conditions have on individuals’ lives. This experience motivated me to investigate how musculoskeletal injuries or pain affect physical and psychological well-being and to explore optimal treatment strategies for rehabilitation and recovery. After graduation, I will start my postdoctoral research fellowship at Boston Children’s Hospital and Harvard Medical School.

    Top UConn memories? One thing everyone should do during their time at UConn is take advantage of the Recreation Center. Whether it’s lifting weights, playing sports, or just taking a break after a long day, it’s a great place to stay active and recharge!

    Gramos Medjolli, Kinesiology

    Hometown: Korça, Albania

    Why UConn? I had heard a lot of great things about UConn from a few people I knew, and I learned what an excellent institution it is. In fact, UConn was the only university I applied to—it was UConn or nothing! I thought to myself, if it’s meant to be, it will be. And it was! At the time, I was living in Germany and already practicing as a physical therapist.

    Why your major? My grandpa always said, “The flowing water always stays fresh.” That’s why I decided to pursue the Doctor of Physical Therapy program at UConn, even after already being a licensed PT in Albania and Germany. I wanted to be the best version of myself in my profession because I love what I do. I truly believe physical therapy is one of the best jobs someone can have. If you’re not making someone else’s life better, then you’re wasting your time. I also want to advocate for the field of physical therapy and create things that will benefit the community.

    Advice for incoming students? Don’t stress too much in advance. He who suffers before it’s necessary will suffer more than necessary. You won’t remember how many hours you studied, but you will remember the beautiful moments and adventures you experienced.

    Yasmin Rosewell, Agricultural and Resource Economics

    Hometown: Las Vegas, NV

    Why UConn? I chose UConn because of its diverse and upbeat environment. The student body is heavily involved in the sports teams, clubs, and educational opportunities the school has to offer.

    Why your major? Economics of Sustainable Development and Management. I was drawn to this because I enjoyed the business aspects of the major, but the department was so involved in the students’ learning and offered great connections and opportunities to learn through different outlets. As an athlete, all of my professors within the department were extremely supportive and accommodating of my absences during the season, and that helped me succeed and learn the material without being overly stressed. After graduation, I plan to travel and then move to New York City and pursue a career in logistics.

    Advice for incoming students? Everyone on this campus is truly rooting for each other. The sense of comradery is one of a kind and the students and staff of UConn are encouraging, inclusive, and collaborative. So be bold. Don’t be afraid to be amazing. There is a place here for everyone and you will find yours. There are always people behind you and in your corner.

    Sydney Seldon, Natural Resources and the Environment

    Hometown: Harker Heights, TX

    Why UConn? I originally came to UConn to play on one of the athletic teams here but when that didn’t work out, I was launched into a time of self-discovery, which unleashed a deeper purpose and passion for spiritual formation and sustainability (both social and environmental).

    Why your major? My major is unique – Environmental Science and an Individualized Major in Sustainable Communities with a Minor in Sustainable Community Food Systems. After graduation, I’ll be joining staff with the Navigators, an international, interdenominational Christian ministry, and walking alongside students as they explore faith and spirituality.

    Advice for incoming students? Be courageous. College brings with it a host of new experiences and opportunities to grow so surrender to it. Allow yourself to be challenged and molded into not only a committed learner, but also a committed individual. Allow your conceptions about the world and yourself to be challenged. Find people who gracefully love you and push you to be the best version of yourself, so that out of that, you can contribute to being a positive influence in the world around you.

    Noah Sneed, Pathobiology and Veterinary Science, Animal Science

    Hometown: Natick, MA

    Why UConn? I chose UConn because of the opportunities for hands-on learning, as well as their extensive commitment to academia and research as an R1 university.

    Why your major? I came into college as an animal science major who was planning on going to veterinary school. I was drawn to it because I have always loved animals, and I was so excited to be able to get hands-on experience working with horses, pigs, sheep, chickens, and of course cows. I was drawn to pathobiology because I realized that further than just administering vaccinations, I was interested in how they worked and the process to make them. I was able to join a pathology research lab on campus, and it has been such an enriching experience. After graduation, I am taking two gap years before medical school. I will be working full time as an EMT in the Boston area, as well as completing a Post-Baccalaureate program at the Tufts Graduate School of Biomedical Sciences.

    Advice for incoming students? Everyone should go to a men’s and women’s basketball game at Gampel Pavilion and sit in the student section. I have never felt so much pride for my school before; it is truly an amazing experience.

    Why UConn? I chose UConn because I am from Connecticut, and did not want to go to school too far away from home. I also chose UConn because it has a strong nutrition and pre-medical program, which were areas of study I wanted to pursue. Moreover, UConn is a large school with students of many different backgrounds, and I felt like it was a place where I could belong and find a community of friends.

    Why your major? I am a nutrition major with a minor in Spanish. I am passionate about how nutrition relates to health and the human body and have worked in numerous community health and public health initiatives as an undergraduate that are related to nutrition and disease prevention. Learning different languages is something I enjoy and believe is an important skill for connecting with patients and populations as a future health care professional. After graduation, I plan to attend medical school and become a doctor!

    Advice for incoming students? Do not be afraid to reach out for support, mentorship, or guidance when you need it. If you have an idea or a passion that you want to pursue, there are faculty and students at UConn who are willing to help you. Don’t be afraid to take the initiative for your own learning!

    Why UConn? I spent a great deal of time here at UConn through 4-H activities and high school FFA competitions. It’s safe to say that the Storrs campus was familiar to me from early on, despite my family having never been and never attending college themselves. While it was the campus and familiarity that drew me to UConn, it was the community of students, faculty, and staff that made me stay.

    Why your major? My major is Animal Science, and I was drawn to it thanks to my involvement with the UConn Extension 4-H program where I worked on my dairy goat project. Through working with my goats, I gained a greater interest in the field, and it was reinforced by my time in agriscience classes throughout high school. UConn was the perfect fit to continue my work in animal science thanks to the proximity of the barns on campus and emphasis of hands-on class work. After graduation, I’ll serve as State 4-H Program Coordinator with UConn Extension, and create meaningful connections for 4-H youth, volunteers, and educators to increase the reach of the college and its community.

    Advice for incoming students? The connections that you gain through being a part of the UConn community are critical to future success whether its classmates, educators, or alumni. You never know when those people will make a new appearance in your life.

    Why UConn? Ever since I was little, I was always part of various programs associated with UConn, and when I came to campus, I felt that this school was my calling.

    Why your major? I originally wanted to become a nurse. However, during my fall semester of sophomore year, I took my first nutrition class, where I gained valuable insight into the role of a registered dietitian. Ultimately, I changed my major to pursue a path aligned with my newfound passion for nutrition and sought out experiences that would deepen my understanding of the field. After graduation, I plan to pursue a master’s in clinical nutrition and complete my dietetic internship to become a registered dietitian. Eventually, I plan to work in a clinical setting to further gain foundational knowledge.

    Advice for incoming students? My advice is to have fun and take advantage of all the resources UConn has to offer. And you should diversify your social network; you never know who you will meet.

    Ladies and gentlemen, distinguished guests,

    I am delighted to welcome you to today’s conference organized jointly by Banka Slovenije and the European Investment Bank.

    The event builds on the discussions from our 2023 conference, once again placing green finance and investment at the center of our debate.

    This underscores the recognition that risks linked to climate and environmental change are among the most pressing global challenges of our time.

    Confronting these challenges calls for collective action and a shared responsibility towards future generations.

    Achieving carbon neutrality by 2050 requires significant investments across the EU, alongside other measures.

    According to Mr Draghi’s report and other studies, the EU will have to allocate additional green investments amounting to around two percent of GDP annually by 2030.

    Despite the funds available at the EU level and the reformed EU fiscal governance framework, we can expect a public funding gap for green investments in the years to come.

    As public finances are increasingly strained due to security concerns and an ageing population, Europe needs a strong framework to also attract and efficiently deploy private capital.

    The recently launched Savings and Investment Union strategy, which builds on the Capital Markets Union and Banking Union projects, is an important element to support the massive green investment needs.

    A more integrated and deeper EU financial system – complemented by advances in financial literacy and, ideally, a positive shift in mindset – would enable a more efficient allocation of savings from businesses and citizens.

    While Europe remains committed to ambitious climate goals, the strategies and processes guiding the green transition continue to evolve.

    A perspective that has gained traction over the last year is how Europe can reconcile the complexities of global competition and environmental imperatives and balance ambitious climate goals with economic vitality.

    In February this year, the European Commission unveiled its proposal for a Clean Industrial Deal, outlining strategies to unlock investments in clean energy and decarbonize and revitalize Europe’s industry.

    Another important initiative is the Omnibus Simplification Package, introduced by the Commission in February.

    By simplifying the business environment and reducing administrative burdens, Europe would enhance its global competitiveness and ultimately spur investments, including those supporting the green transition.

    However, this drive for simplification is not without its critics and concerns that easing regulations could undermine corporate accountability and stall progress towards our climate objectives.

    When introducing adjustments, policymakers must ensure that the underlying strategies are both ambitious and pragmatic

    At Banka Slovenije and within the Eurosystem, we are committed to play our part by:

    • increasingly incorporating climate-related issues into our analyses;

    • decarbonizing our monetary policy-related corporate bond holdings and implementing climate-related measures in our collateral framework;

    • greening our non-monetary portfolio;

    • and, as supervisors, encouraging and directing banks to identify, measure and manage climate-related risks in a timely and comprehensive manner, ensuring they remain well positioned to support the economy and the green transition.

    Before we move on to the discussion, let me first give the floor to the Head of the European Investment Bank Group Office in Slovenia, Mr Simon Savšek.

  • MIL-OSI Security: Seven Romanian nationals charged with immigration offenses

    GREAT FALLS – Seven Romanian nationals accused of crossing illegally from Canada into Montana appeared yesterday for arraignment, U.S. Attorney Kurt Alme said.

    Two defendants, Ionut Gheorghe, 27, and Adi Marinescu Gheorghe, 32, pleaded not guilty to transporting illegal aliens, which, if convicted, carries a maximum punishment of five years of imprisonment, a $250,000 fine, and three years of supervised release.  Adi Marinescu Gheorghe was also charged with illegal reentry of a removed alien, which is punishable by two years in prison, a $250,000 fine, and three years of supervised release.

    The other five defendants, Mihai Mahaela, 40, Sorin Sandu, 45, Conte Nicolae, 19, Alin Amadeus Musuroi, 23, and Lacrimoara Nicolae, 51, each pleaded not guilty to illegal entry of an alien. If convicted, they could be sentenced to up to six months in prison, fined $100,000, and placed on supervised release for one year.

    Magistrate Judge John T. Johnston presided. All seven defendants were detailed pending further proceedings.

    The government alleged in court documents that Ionut Gheorghe and Adi Marinescu Gheorghe were each driving a van on April 25, 2025. The other defendants were passengers in the vans, which the U.S. Border Patrol detected illegally crossing into the United States at approximately 2:30 a.m. Law enforcement located the vans traveling south on I-15, stopped the vehicles, took the occupants into custody, and transported them to the Sweetgrass Border Patrol Station for further investigation and processing. In total, the two vans contained 21 men, women, and children.

    The United States Attorney’s Office is prosecuting the case, and the United States Border Patrol conducted the investigation.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.

    The charging documents are merely accusations and defendants are presumed innocent until proven guilty beyond a reasonable doubt.

    Heightened competition between the EU and Russia and competitive planning by the US are paving the way for further increases in the cost of energy and basic commodities. The implementation of the EU’s green strategy is also marked by the closure, by the Greek Government and Public Power Corporation, of the Meliti and Megalopoli coal-fired power stations and the planned closure of the one in Agios Dimitrios and of the mines that supply them. Power plants harnessing a local fuel, lignite, are being replaced by plants running on imported natural gas. This is depriving the people of access to cheap electricity, while fostering unemployment in Western Macedonia and jeopardising national energy security.

    The Commission’s action plan for ‘cheaper natural gas imports’ increases dependence on LNG from the US, which is more expensive, while guaranteeing lower relative energy prices for large industrial groups.

    Can the Commission say:

    • 1.How does it view the fact that the ‘green’ energy strategy pursued by the EU and national governments is determined by the requirements and interests of business groups?
    • 2.What view does it take of the fact that ending dependence on Russian gas, abandoning cheap domestic lignite and shifting towards more expensive LNG from the US and the measures to increase the share of renewable energy sources under the conditions of the ‘liberalised market’ only result in further increases in costs for ordinary households, exploitative labour conditions for workers in the sector and a blight on the people of Western Macedonia?

    A young man was recently attacked with a knife for using a minority language, Hungarian, in Bratislava, Slovakia[1]. A group of young local supporters were beaten for speaking Hungarian in Cluj-Napoca, Romania[2]. Far from being isolated incidents, hate speech is present throughout Europe and it affects different communities from various regions. Hate speech and hate crimes targeting traditional national and linguistic minorities remain a serious concern in the EU. The Intergroup on Traditional Minorities, National Communities and Languages[3] has been informed of several such cases[4].

    • 1.How can the Commission improve its actions to prevent and combat hate speech and hatred targeting, in particular, traditional national and linguistic minorities, and ensure their effective support at EU level?
    • 2.As the Commission already pays particular attention to specific forms of hate speech and hate crime experienced by certain communities, would it consider focusing its attention on traditional national and linguistic minorities, who represent 10 % of the EU population?
    • 3.Would the Commission consider including the effort to combat hate speech and hate crimes against traditional minorities in the work programme of the High-Level Group on combating hate speech and hate crime?

  • MIL-OSI Europe: Study – European Parliament diplomacy and the end of the Cold War: The integration of central and eastern European countries – 30-04-2025

    The European Parliament played a fundamental role in reshaping the political landscape of central and eastern Europe during and after the end of the Cold War, setting out an agenda for European enlargement and substantiating European integration. Amid an atmosphere that signalled the triumph of democratic state-building in Europe, Members of the European Parliament also saw an opportunity to advance their own agenda of further democratising and legitimising the governance structures of the European Community. The study examines how the European Parliament strengthened its presence throughout this period in Poland, Hungary, Czechoslovakia (now Czechia and Slovakia), Romania, Bulgaria, Albania, Estonia, Latvia, Lithuania, and the former Yugoslavia. Based on archival research and relevant literature review, the study illustrates the European Parliament’s involvement in these states’ path to full European Union membership, the motivations behind its policies, and the points of tension that arose during this transformative period.

  • MIL-OSI Europe: Answer to a written question – Violations identified by the Council of Europe anti-torture committee in detention and return centres in Italy – E-000124/2025(ASW)

    The Commission is aware of the report by the Council of Europe’s European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.

    In the context of the Schengen evaluation and monitoring mechanism, the Commission with the Member States experts assesses the implementation of the return acquis, in particular the Return Directive[1], by Member States. Following the Schengen evaluation carried out in Italy in 2021, the Council issued recommendations[2], which concerned, among others, the detention conditions. The Commission is closely following up and monitoring the effective implementation of those recommendations by Italy.

    As a follow up to the Lampedusa 10-point plan[3], a dedicated working group on returns was set up with Italy on 25 September 2023. The group regularly meets to discuss return matters, including issues linked to detention conditions. The findings of the Council of Europe’s report to which the Honourable Members make reference is discussed with Italy in this context.

    As regards the initiative carried out by Italy following the signature of a protocol with Albania, the implementation of the protocol under Italian law must not undermine or be detrimental to common EU rules. Moreover, it cannot prevent the aims and objectives of EU law, and it must be without prejudice to the rights and guarantees that persons in these situations are afforded by Member States, in line with their national law and obligations under international law.

  • MIL-OSI Europe: Answer to a written question – The death of three minors at the Bulgarian border – E-000665/2025(ASW)

    1. The Commission stresses that efficient border management must uphold fundamental rights, including human dignity and the principle of non-refoulement. In light of the tragic death of three minors at the Bulgarian border, the Commission notes that it is the responsibility of the Bulgarian authorities to investigate allegations of wrongdoings and ensure accountability. While national authorities are tasked with these investigations, the Commission is in regular contact with Bulgaria to discuss border and migration management issues, including full respect of fundamental rights[1].

    2. The 2021-27 Border Management and Visa Instrument[2], governed by the Common Provisions Regulation[3], requires Member States to meet horizontal enabling conditions (HECs), one of which relates to the mechanisms for ensuring compliance with the Charter of Fundamental Rights (the Charter). Bulgaria, as all Member States, must demonstrate HEC compliance at the programme’s adoption and implementation[4]. If the Charter HEC is no longer fulfilled at the level of relevant specific objective, the Commission will not reimburse affected expenditure.

    3. The 2023 Facilitation Directive proposal[5] explicitly sets out that the elements of the offences included therein are usually not fulfilled when it comes to the provision of humanitarian assistance or the support of basic human needs. The directive does not aim to criminalise humanitarian aid provided to third-country nationals in line with legal obligations.

  • MIL-OSI Security: Eurojust supports authorities to stop gold robbers in Italy

    Authorities dismantled a criminal gang of gold robbers active in Italy after they tracked the criminals in Romania. With the support of Eurojust, four suspects were arrested on 24 April, following an earlier action where 2 suspects were arrested. The robbers stole gold, silver and brass from jewellery companies across Tuscany. Their stolen goods are estimated to be worth approximately EUR 200 000.

    Due to an increased number of attempted robberies targeting jewellery companies in the Arezzo area, Italian authorities started investigating the events to identify potential links between the crimes. The crime scenes and recovered clothing and tools were analysed, as well as video surveillance and telephone traffic. The authorities were able to quickly connect the attempted robberies to a group of Romanian criminals.

    Only a few hours after the criminals tried to commit another robbery, authorities arrested two suspects and retrieved the stolen gold, silver and brass with an estimated value of EUR 200 000. Afterwards, authorities located the base of the robbers in Romania and tracked the vehicles they used to commit their crimes.

    As the robbers were located in Romania, Italian authorities needed to work with their Romanian counterparts and plan their arrests. Through Eurojust, collaboration was smooth and efficient, ensuring that the suspects were identified, European Arrest Warrants were executed and restrictive measures were taken against the robbers.

    On 24 April, Romanian and Italian authorities worked together to locate and arrest four suspects. Searches were also carried out where evidence was collected, which will further support the investigation. Authorities will continue to investigate the criminal group, looking for connections to other criminal activities.

    The countdown for the much-anticipated milestone event for the Media & Entertainment (M&E) sector -WAVES (World Audio-Visual & Entertainment Summit 2025) has begun. This groundbreaking four-day event, starting tomorrow at Jio World Convention Centre in Mumbai is designed to propel India’s Media & Entertainment industry to even greater heights.

    As Mumbai, the entertainment capital of India, is gearing up to welcome the who’s who of Media & Entertainment sector who shall delve into engaging panel discussions, thought-provoking and inspiring discourses, knowledge-sharing in-conversation and interactive sessions, enriching master-classes by the industry luminaries et al, the multi-dimensional takeaways over the coming four days for the stakeholders look promising for a future-ready M & E sector in the country.

    Create in India Challenge and Creatosphere: Launched as part of WAVES, the Create in India Challenge (CIC) Season-1, has achieved a milestone of crossing 85,000 registrations including 1,100 International participants. Over 750 finalists have been selected after a meticulous selection process, from across 32 diverse challenges. These talented creative minds will get a unique opportunity in the Creatosphere to showcase the outcome and output of their individual talent and skills, apart from networking opportunities with business leaders from their respective sector including pitching sessions, and learn from global stalwarts through masterclasses and panel discussions. 

    The Creatosphere at WAVES will offer immersive experiences with masterclasses, workshops, a gaming arena, and the Grand Finale of the Create in India Challenges, culminating in the WAVES CIC Awards.

    Global Media Dialogue, to be held at WAVES on 2nd May 2025, is yet another segment that aims to bring together global leaders, policymakers, industry stakeholders, media professionals, and artists to engage in a constructive and dynamic dialogue aimed at shaping the future of the audio-visual and entertainment sectors with a focus on international collaboration, technological innovation, and ethical practices.

  • MIL-OSI USA: Chairman Mast Delivers Opening Remarks at Hearing on State Department Authorization

    WASHINGTON, D.C. – Today, House Foreign Affairs Committee Chairman Brian Mast delivered opening remarks at a full committee hearing titled, “The Need for an Authorized State Department.”

    As I said, I called this hearing really to establish a simple fact: the State Department has many broken parts, and it’s been in many ways a broken part of our government for many years. It’s been too big. It’s had no clear mission or definition for public diplomacy, has very little command and control over the dollars that it sends across the globe. It’s spent your tax dollars in ways that would have been better if the State Department just lit the money on fire in many cases.

    Right now, more than 80% of the State Department is not authorized by Congress. That includes the Bureau of International Security and Nonproliferation, with a budget of $57 million and 247 employees; the Bureau of International Organizations, with a budget of $90 million and 370 employees; and the Bureau of Administration, with a budget of $394 million and a staff of 700.

    Now, despite 80% of it not being authorized, the State Department’s bureaus, offices, and programs continued to grow each and every year. Last year, the State Department employed more than 80,000 people across the globe. Between the year 2000 and the year 2024, the State Department’s budget grew from roughly $9.5 billion to more than $55 billion over the course of that time.

    Where did that money go? Does our foreign policy feel like it’s five times more effective as we’ve spent five times more dollars? Instead, we’ve had a State Department with plenty of duplicative programs, but again, not a clear mission and a clear outline on how to go out there and affect the missions positively on behalf of the American people and all of our interests.

    The largest operation of the State Department in any of our lifetimes was the withdrawal from Afghanistan, which was an abysmal failure. The State Department failed to plan everything from how many people would be requesting visas to how many people would be needed to process those visas and a thousand other things.

    The State Department is too big, and it’s also unaccountable because we’ve not conducted a comprehensive standalone reauthorization since 2002. It’s also prioritizing the wrong things, in my opinion. That is why we saw American dollars going out the door to foreign companies, foreign countries, foreign NGOs, and foreign adversaries like the Taliban with less oversight than it takes the average American citizen to get a driver’s license at the DMV.

    Don’t take my word for it. Listen to what the State Department’s funded with your tax dollars. Many of you heard me give lists of hundreds and hundreds of items. I’ll list just a couple: $14 million in cash vouchers for migrants at our southern border; $24,000 for a national spelling bee in Bosnia; $1.5 million to mobilize elderly, lesbian, transgender, non-binary, and intersex people to be involved in the Costa Rica political process; $20,000 for a drag show in Ecuador; $32,000 for an LGBTQ comic book in Peru.

    I would challenge anybody in here to refute that American tax dollars were not spent in this way. I don’t see anybody refuting that.

    I have hundreds of more examples of these, if not thousands. We have proof that these things happened. We have the documents. We have the photos. We have the receipts. These things are too stupid for us to try and make up, really.

    But this is not about scoring political points with each of those; otherwise, I’d give the full list. These programs were funded with American tax dollars because somewhere, some person down the line at the State Department thought that programs like that were actually public diplomacy. The spending was not life-saving. It didn’t make American citizens visiting those countries safer or American businesses operating there more prosperous or a better partner. It didn’t bring any of the countries in which the money was spent closer to America. In fact, many of these countries actively opposed what the State Department was actually doing.

    Yet State Department officials thought this was public diplomacy and exactly what America should be doing. Again, I personally disagree with that definition of public diplomacy, but we should have this debate and we should figure out what American tax dollars should and should not be used for abroad. That’s what the debate about a State Department reauthorization is all about. That’s what this hearing and a reauthorization process will accomplish.

    We need to restore command and control over the State Department so that you don’t have USAID betraying its core mission by funding an $850,000 transgender job fair in Bangladesh or $15 million in condoms to the Taliban. That did nothing to bolster America’s national security.

    Even worse, the lack of accountability allows USAID to create a bloated industry where D.C. contractors profited off sky-high overhead costs while people most in need received very little compared to what those contractors received. Even USAID admitted that just 12% of its grants went directly to local organizations.

    This lack of accountability at USAID is exactly why the agency needed to be brought back under the control of the State Department. And this is an idea that was embraced by Bill Clinton—President Bill Clinton—and President Joe Biden, and it’s a move that we should make permanent in our reauthorization bill.

    The State Department has been broken. That has been true. But it’s also our responsibility as the Foreign Affairs Committee to fix those issues permanently. Until now, the State Department has never shrunk. It’s never downsized its budget or eliminated an office or an envoy.

    President Trump, Secretary Rubio, and Doge are already making changes, and they’re looking at us to be a partner in that process. We look forward to seeing Secretary Rubio to speak to us about that later in the month, next month. The only way that we do this as authorizers in the U.S. House of Representatives is by conducting that first full comprehensive State Department reauthorization again since 2002.

    On 29 April, representatives from the Ministry of Sports and Youth, local governments, and local youth services gathered in Podgorica for the introductory capacity-building training titled “Networking and Cooperation of the Youth Sector at the Local Level.” The event was organized by the OSCE Mission to Montenegro in collaboration with the Ministry of Sports and Youth.
    Opening the event, Giovanni Gabassi, Deputy Head of the OSCE Mission to Montenegro, emphasized that the goal of these capacity-building trainings is to foster a shared understanding of youth policies among different stakeholders and improve the inclusion of youth in their everyday work. “Networking and cooperation between youth and those who work with and for them is essential for achieving meaningful youth participation in decision-making processes, both at the national and local levels,” Gabassi noted.
    Darko Stojanović, Director of the Directorate for Youth and Cooperation with NGOs at the Ministry of Sports and Youth, highlighted the importance of the training, aimed at strengthening local structures for involving young people in social processes. He reaffirmed the Ministry’s commitment to supporting initiatives that empower young people and amplify their voices in the community, expressing hope that the meeting would lead to new partnerships and positive local changes.
    During the interactive sessions, 40 participants from 23 municipalities explored ways to enhance cooperation between national and local youth policy actors, identifying opportunities for joint action. They also discussed key challenges in communication with various stakeholders and identified capacity gaps that need to be addressed to support effective youth participation in local communities.
    The inputs gathered will be used to design a three-day capacity-building training scheduled for June. During this next phase, youth policy actors will build long-term partnerships with each other and engage young people in processes that concern them, such as the drafting and implementation of local youth action plans.

    The RAF’s iconic Reds Arrows could return to Ryde for Armed Forces Day, helping to celebrate the 80th anniversary of VE Day.

    Last year marked a historic first as the Red Arrows soared over Ryde sands, performing breath-taking manoeuvres that left thousands of spectators in awe. The possibility of their return this June has stirred excitement across the Island once again.

    Ian Dore, event organiser, said: “As you may have seen, there is a currently a space in the Red Arrows display season calendar, and we have the opportunity to fill it as it’s reserved for us.

    “We had hoped to go firm with this at the beginning of the year, but circumstances out of our control prevented that.

    “Once the MOD comes through with their support, it will enable us to provide the necessary safety elements for a sky-high, seat-of-your-pants salute to the Island’s Armed Forces community.

    “We are one of only three Armed Forces Days to be offered the Reds, so it should be pursued at full throttle as it’s a considerable privilege.”

    Currently, the Red Arrows are engaged in their annual assessment in Croatia. Their first scheduled display is a flypast in London on 5 May, with a return to the Capital in June for His Majesty the King’s birthday flypast. If all goes well, they could be dazzling the skies over Ryde on Sunday, 29 June.

    Ian added: “We’ve done all the groundwork, and the air planning is in place. However, until the MOD commits further, I am not 100 per cent sure what we are looking at. Working off the known numbers as they stand, if everyone who attended last year’s event chipped in £2, we’d be there overnight.

    “I’m pleased to say that two major Island businesses have already stepped up to support this element of the event. Ultimately, it will be down to public generosity to get it fully airborne. If some more Armed Forces Covenant signatories do the same, the challenge lessens.”

    He added: “Times are tough, but given the significance of this year, it’s appropriate to rally together, helping to fund a spectacular display that honours the courage, commitment, and sacrifice of our Armed Forces community.

    “It’s also easy to forget that many youngsters and families, through no fault of their own, lack the resources to visit such a dynamic air display on the mainland. We strive to combine excitement and adventure with history and high-octane action for everyone to enjoy.

    “The Red Arrows are more than just a display team; they are a symbol of national pride. If the Island’s community can help crowd-fund their appearance at Armed Forces Day, it will demonstrate that our support is not just in words but in action. We surely must give it our best shot and try?”

    Skopje, 30 April 2024 – Accelerating the delivery of justice was the central focus as the OSCE Mission to Skopje joined senior judicial professionals today at the Annual Judicial Conference, marking the National Day of the Judiciary. Held under the theme “Strengthening judicial independence and accountability through greater efficiency of procedures,” the event comes at a crucial time for reform in North Macedonia’s justice system.
    In his opening remarks, Head of Mission Ambassador Kilian Wahl underscored the OSCE’s commitment to making justice faster and fairer through practical, systemic change.
    “We are committed to enhancing procedural efficiency and addressing systemic delays that undermine justice. We do so with renewed focus embedded in our newly adopted three-year strategy, which realigns our efforts toward more targeted and impactful priorities: through legislative reform, stronger coordination across the justice chain, and sustained investment in institutional capacities.”, said Ambassador Kilian Wahl, Head of the OSCE Mission to Skopje.
    The conference convened key figures from the judiciary, including Judge Ivan Dzolev, President of the Association of Judges; Aleksandar Kambovski, President of the Judicial Council; and Justice Xhemali Saiti, Acting President of the Supreme Court.
    Judiciary protects the fundamental human rights and freedoms, provides equality, equity, and non-discrimination. It protects the legal order and provides legal safety, rule of law, and assesses the legality in citizens’ actions. In this regard, as holders of the third branch of power, we also ask for equal, equitable and non-discriminatory attitude by the country in which we have decided to build and upgrade our professional career, and contribute to providing constitutionality and legality through impartiality, independence and professionalism. Additionally, we ask for the equal and non-discriminatory attitude toward judges to be copied toward the judicial service without which courts cannot tackle challenges. That’s why the Association has initiated a second initiative before the Constitutional Court of RNM for assessing the Law on Salaries of Judges, and has submitted a request to the competent institutions for urgent intervention regarding personnel shortage in courts – highlighted the President of the Association, judge Ivan Djolev.

    The OSCE Mission to Montenegro, in co-operation with the Supreme Court of Montenegro and the Judicial Training Centre, hosted a three-day court simulation training aimed at strengthening institutional responses to violence against women and girls, with a particular focus on marital rape.
    Held from 28 to 30 April in Budva, the training brought together 15 participants, including judges from the High and Basic Courts, prosecutors, and police officers. The simulation followed the full course of a criminal case—from initial police reporting, indictment drafting, and court hearings, to the delivery of a final verdict.
    Participants also examined international legal standards and good practices, focusing on how to apply them effectively within the Montenegrin legal system, particularly in relation to the handling and admissibility of evidence.
    Opening the event, the Head of the OSCE Mission to Montenegro, Jan Haukaas, emphasized that addressing marital rape is both a legal and societal challenge that requires professionalism, courage, and compassion. “Addressing marital rape requires confronting entrenched myths, dismantling harmful stereotypes, and above all, placing the survivor’s rights, dignity, and safety at the centre of our work. This simulation is more than a training exercise—it is a call to action to ensure that justice is never denied because of silence, stigma, or misconceptions,” said Haukaas.
    Maša Adžić, Director of the Secretariat of Judicial Training Centre, underscored the value of a multi-sectoral and well-informed approach in handling such cases. “Our goal is to ensure that all professionals who work with victims are trained to apply protection standards, prevent further violence, and appropriately sanction perpetrators,” stated Adžić.
    Echoing this, Bojana Bandović, Advisor to the Supreme Court of Montenegro, stressed the need to remove stigma and treat marital rape with the seriousness it deserves.”It is essential to address this issue without prejudice and stereotypes, with full respect for the rights and dignity of the victims,” Bandović stated.
    This is the third court simulation training organized by the OSCE Mission, the Supreme Court of Montenegro and the Judicial Training Centre. Previous sessions, held in September 2023 and May 2024, have served as important platforms for exchanging of best practices and developing innovative strategies to combat violence against women and girls.

    Societe Generale’s Board of Directors, which met on 29 April 2025 under the chairmanship of Lorenzo Bini Smaghi, examined the Societe Generale Group’s results for the first quarter of 2025.

    Net banking income 

    Net banking income stood at EUR 7.1 billion, up +6.6% vs. Q1 24 and up +10.2% vs. Q1 24, excluding asset disposals.

    Revenues of French Retail, Private Banking and Insurance were up +14.1% vs. Q1 24 (+16.5% excluding asset disposals and +2.5% excluding both asset disposals and short-term hedge impact) to stand at EUR 2.3 billion in Q1 25. Net interest income recovered sharply in Q1 25 (+28.4% vs. Q1 24) and was broadly stable when restated for asset disposals and short-term hedges accounted for in Q1 24 (around EUR -270 million). Assets under management in Private Banking and Insurance grew by +6% and +5%, respectively (excluding asset disposals in Switzerland and in the United Kingdom) in Q1 25 vs. Q1 24. Lastly, BoursoBank continued its strong commercial development with nearly 460,000 new customers during the quarter, reaching a customer base of around 7.6 million clients at end-March 2025.

    Global Banking and Investor Solutions registered a +10.0% increase in revenues relative to Q1 24. These totalled EUR 2.9 billion for the quarter, driven by strong momentum in equities and in Financing and Advisory. Global Markets grew by +10.9% in Q1 25 vs. Q1 24. Equity revenues were up +21.8%, reaching a quarterly record level3, driven by strong momentum in flow and listed products. Fixed income and currencies were down -2.4% due to lower client activity on rates investment solutions and margin compression in financing activities. Commercial activity nevertheless remained buoyant in rates and forex brokerage due to high volatility. In Global Banking and Advisory, revenues are up +10.5% with a solid commercial momentum in asset finance. Furthermore, the performance was resilient in Mergers and Acquisitions (M&A) and Debt Capital Markets (DCM). Similarly, Global Transaction and Payment Services posted an +8.7% increase in revenues vs. Q1 24, driven by higher payment volumes with institutional clients and strong commercial development for corporate clients.

    Mobility, International Retail Banking and Financial Services’ revenues were down -7.4% vs. Q1 24, mainly due to a perimeter effect of EUR -176 million in Q1 25. Excluding the impact of asset disposals, they were up +0.8%. International Retail Banking recorded a -12.1% fall in revenues vs. Q1 24 to EUR 0.9 billion, due to a perimeter effect related to the disposals completed in Africa (Morocco, Chad, Madagascar). They rose by +1.9% at constant perimeter and exchange rates. Revenues from Mobility and Financial Services were also down -3.0% vs. Q1 24 due to the disposal of SGEF’s operations (except for those in the Czech Republic and Slovakia) in Q1 25. Besides, Ayvens’ revenues were stable vs. Q1 24 owing to improved margins, offsetting the normalisation of the results of used car sales.

    The Corporate Centre recorded revenues of EUR -112 million in Q1 25.

    Operating expenses 

    Operating expenses came to EUR 4,604 million in Q1 25, down -7.6% vs. Q1 24 and -4.4% excluding asset disposals. The decrease in operating expenses is notably explained by a decrease in transformation charges of EUR 278 million, an increase of EUR 29 million related to taxes on variable compensation, an increase in expenses of EUR 22 million related to Bernstein perimeter, and EUR 5 million related to disposal transaction costs. Excluding these non-recurring items, operating expenses were slightly up, confirming the strong cost discipline.

    The cost-to-income ratio stood at 65.0% in Q1 25, down sharply from Q1 24 (74.9%) and below the target of <66% estimated for 2025.

    Cost of risk

    The cost of risk was stable over the quarter at 23 basis points (or EUR 344 million). It comprises a provision for non-performing loans of EUR 330 million (around 22 basis points) and a provision for performing loans of EUR 14 million.

    At end-March, the Group had a stock of provisions for performing loans of EUR 3,131 million, slightly up +0.4% compared with 31 December 2024, which represents more than 2x 2024 cost of risk.

    The gross non-performing loan ratio stood at 2.82%4,5 at 31 March 2025, broadly stable compared to its end – December 2024 level (2.81%). The net coverage ratio on the Group’s non-performing loans stood at 82%6 at 31 March 2025 (after netting of guarantees and collateral).

    Net profits from other assets

    The Group recorded a net gain of EUR +202 million in Q1 25, mainly related to the accounting impacts of completed asset sales of SGEF7, Societe Generale Private Banking Suisse and SG Kleinwort Hambros.

    Group net Income

    Group net income stood at EUR 1,608 million for the quarter, equating to a Return on Tangible Equity (ROTE) of 11.0%.

    1. DELIVERING ON OUR ESG AMBITIONS

    The Group is in line with its portfolio alignment targets in the most carbon-emitting sectors, including since 2019 a reduction of more than 50% in its upstream exposure to oil and gas, and a reduction of around 50% of its carbon emission intensity in power.

    Reflecting progress on portfolio alignment, the Group’s contribution to sustainable finance amounted to around 80 billion euros at the end of 2024, ahead of its target of 500 billion euros for the 2024-2030 period.

    The Group is well positioned to seize new opportunities in the environmental transition. Societe Generale has acted as exclusive financial advisor for the UK’s Net Zero Teesside Power and Northern Endurance Partnership projects, which aim to be the world’s first gas-fired power station project with carbon capture and storage.

    These actions are recognized externally, with best-in-class ratings from extra-financial rating agencies and through numerous awards.

    1. THE GROUP’S FINANCIAL STRUCTURE

    At 31 March 2025, the Group’s Common Equity Tier 1 ratio stood at 13.4%, or around 320 basis points above the regulatory requirement. Likewise, the Liquidity Coverage Ratio (LCR) was well above regulatory requirements at 140% at end-March 2025 (an average of 150% for the quarter), while the Net Stable Funding Ratio (NSFR) stood at 115% at end-March 2025.

    All liquidity and solvency ratios are well above the regulatory requirements.

    As of 31 March 2025, the parent company has issued EUR 9.0 billion of medium/long-term debt under its 2025 financing programme, including EUR 4.5 billion of pre-financing raised at the end of 2024. The subsidiaries had issued EUR 1.0 billion. In all, the Group has issued a total of EUR 10.0 billion in medium/long-term debt.

    At end of April 2025, the parent company’s 2025 funding programme is 54% complete for vanilla notes.

    Commercial activity

    SG network, Private Banking and Insurance 

    The SG network’s average deposit outstandings amounted to EUR 230 billion in Q1 25, down -1% from Q1 24, with a shift of inflows into savings life insurance.

    The SG network’s average loan outstandings contracted by -3% vs. Q1 24 to EUR 193 billion, and
    by -1.8% vs. Q1 24 excluding repayments of state-guaranteed loans. Mortgage loan production saw a sharp increase of +115% vs. Q1 24.

    The average loan-to-deposit ratio stood at 83.8% in Q1 25, down 1.1 percentage point relative to Q1 24.

    In Private Banking, assets under management9 strongly rose by +6% vs. Q1 24 at EUR 130 billion. Net asset inflows totalled EUR 2 billion in Q1 25, with asset gathering (annualised net new money divided by AuM) standing at +6% in Q1 25. Net banking income came to EUR 361 million for the quarter, a +3.4% increase at constant perimeter1 and exchange rates, down -3.9% vs. Q1 24.

    Insurance, which covers activities in and outside France, posted a very strong commercial performance. Life insurance outstandings increased sharply by +5% vs. Q1 24 to reach a record EUR 148 billion at end- March 2025. The share of unit-linked products remained high at 40%. Gross life insurance savings inflows amounted to EUR 5.4 billion in Q1 25.

    In France, personal protection and Property & Casualty premia were up by +4% vs. Q1 24.

    BoursoBank 

    BoursoBank reached almost 7.6 million clients in Q1 25. The bank recorded growth of +20.7% in the number of clients vs. Q1 24 (+1.3 million year-on-year), with onboarding still high this quarter (~458,000 new clients in Q1 25) while the churn rate remained low.

    BoursoBank has once again confirmed its leading position in France in terms of client satisfaction with an NPS (Net Promoter Score) of +5410. The online bank is also ranked as the best digital bank in France11.

    Average loan outstandings rose by +7.3% compared with Q1 24 to EUR 16 billion in Q1 25.

    Average outstanding savings, including deposits and financial savings, totalled EUR 67 billion, an increase of +15.5% vs. Q1 24. Deposits outstanding totalled EUR 41 billion in Q1 25, posting another sharp increase of +16.3% vs. Q1 24. Average life insurance outstandings, at EUR 13 billion in Q1 25, rose by +8.9% vs. Q1 24 (of which 49.2% in unit-linked products). This activity continued to register strong gross inflows over the quarter (+24.6% vs. Q1 24, 57% in unit-linked products). The brokerage activity recorded more than 3 million transactions in Q1 25, a record quarter with an increase of +48.4%
    vs. Q1 24.

    Net banking income

    In Q1 25, revenues came to EUR 2,299 million (including PEL/CEL provision), up +14.1% vs. Q1 24. Net interest income grew by +28.4% vs. Q1 24 and was broadly stable excluding asset disposals and the impact of short-term hedges in Q1 24. Fee income rose by +3.7% relative to Q1 24.

    Operating expenses

    Operating expenses came to EUR 1,566 million for the quarter, including around EUR 23 million euros of transformation charges, down -9.4% vs. Q1 24. The cost-to-income ratio stood at 68.1% in Q1 25, an improvement of 17.6 percentage points vs. Q1 24.

    Cost of risk

    In Q1 25, the cost of risk amounted to EUR 171 million, or 29 basis points, which was higher than in Q4 24 (20 basis points).

    Group net Income

    Group net income totalled EUR 421 million for the quarter. RONE stood at 9.5% in Q1 25.

    Net banking income

    Global Banking and Investor Solutions reported strong results in Q1 25, with revenues up +10.0% vs. Q1 24 to stand at EUR 2,896 million.

    Global Markets and Investor Services recorded solid growth of +10.0% over the quarter compared with Q1 24, at EUR 1,922 million.

    Market Activities grew in the first quarter with revenues of EUR 1,759 million, up +10.9% vs. Q1 24 in a volatile market environment.

    The Equities business delivered a record performance12 in Q1 25 with revenues of EUR 1,061 million, a sharp increase of +21.8% compared with Q1 24, driven by positive momentum particularly in flow and listed products.

    Fixed Income and Currencies were slightly down -2.4% to EUR 698 million in Q1 25, due to lower client activity on rates investment solutions and margin compression in financing activities. Commercial momentum also remained strong in flow activities, particularly for rates and forex products, driven by higher volatility.

    In Securities Services, revenues were up +1.4% compared with Q1 24 at EUR 163 million and overall stable (-0.2%) excluding participation. The level of fees is good in comparison to a high Q1 24, notably thanks to a strong commercial performance in fund distribution. Assets under Custody and Assets under Administration amounted to EUR 5,194 billion and EUR 637 billion, respectively.

    Revenues for the Financing and Advisory business totalled EUR 973 million, a sharp increase of +10.0% vs. Q1 24.

    Global Banking & Advisory posted significant revenues, up +10.5% compared with Q1 24, driven by buoyant activity in asset finance. Asset-Backed Products are steady despite less conducive market conditions compared to Q1 24. Furthermore, the performance was resilient in Mergers and Acquisitions (M&A) and Debt Capital Markets (DCM).

    Global Transaction & Payment Services once again delivered a strong performance compared with Q1 24, with a sharp increase in revenues of +8.7%, notably due to higher payment volumes with institutional clients and good commercial performance on the corporate franchise.

    Operating expenses

    Operating expenses came to EUR 1,755 million for the quarter and included around EUR 12 million in transformation charges. These are stable relative to Q1 24. The cost-to-income ratio stood at 60.6% in Q1 25.

    Cost of risk

    Over the quarter, the cost of risk was EUR 55 million, or 13 basis points vs. -5 basis points in Q1 24.

    Group net Income

    Group net income increased by +22.8% vs. Q1 24 to EUR 856 million.

    Global Banking and Investor Solutions reported a strong RONE of 18.7% for the quarter.

    Commercial activity

    International Retail Banking

    International Retail Banking posted robust commercial activity with loan outstandings of
    EUR 61 billion, up +4.3%* vs. Q1 24, and deposits of EUR 75 billion, slightly up +1.1%* vs. Q1 24.

    In Europe, loan outstandings rose by 6.1%* vs. Q1 24 to EUR 45 billion in Q1 25 for both client segments of KB and BRD, particularly in home loans. Deposit outstandings totalled EUR 55 billion in
    Q1 25, slightly up +0.6%* vs. Q1 24, mainly driven by Romania.

    Overall, loan outstandings in Africa, Mediterranean Basin and French Overseas Territories amounted to EUR 16 billion, broadly stable* vs. Q1 24, with mixed situations across geographies. Deposit outstandings increased by +2.5%* vs. Q1 24 to EUR 20 billion in Q1 25, mainly driven by sight deposits from corporate clients.

    Mobility and Financial Services

    Overall, Mobility and Financial Services maintained a good commercial performance.

    Ayvens’ earning assets totalled EUR 53.5 billion at end-March 2025, a +1.4% increase vs. end-March 2024.

    Consumer Finance posted loans outstanding of EUR 23 billion, still down -3.0% vs. Q1 24, but decreasing at a slower pace than previously.

    Net banking income

    In Q1 25, Mobility, International Retail Banking and Financial Services recorded revenues of EUR 2,000 million, up slightly (+1.1%* vs. Q1 24).

    International Retail Banking revenues increased slightly by +1.9%* vs. Q1 24, to EUR 913 million in
    Q1 25.

    Revenues in Europe increased by +5.4%* vs. Q1 24, to EUR 520 million in Q1 25. This robust growth, both in the Czech Republic and Romania, was driven by a solid performance of net interest income and a sharp increase in fees.

    In Africa, Mediterranean Basin and French Overseas Territories, revenues remained high at
    EUR 393 million in Q1 25, a slight down -2.3%* compared with a strong first quarter of 2024.

    Overall, revenues from Mobility and Financial Services were stable* vs. Q1 24, to EUR 1,087 million in Q1 25.

    At Ayvens, net banking income stood at EUR 796 million in Q1 25, stable vs. Q1 24, with an increase in margins13. Margins are continuing to improve, standing at 562 basis points in Q1 25, vs. 522 basis points in Q1 24. The secondary market for vehicle sales is gradually returning to normal, as expected, with an average profit margin per vehicle of EUR 1,22914 per unit this quarter, vs. EUR 1,2672 in Q4 24 and
    EUR 1,6611 in Q1 24. At its level, Ayvens has a cost-to-income ratio of 58.0%15, in line with the 2025 target (57%-59%).

    Revenues for the Consumer Finance business stabilised vs. Q1 24 at EUR 223 million in Q1 25.

    Operating expenses

    Over the quarter, operating expenses decreased significantly by -4.8%* vs. Q1 24, to EUR 1,180 million in Q1 25 (of which EUR 39 million of transformation charges). The cost-to-income ratio improved in Q1 25 to 59.0% vs. 62.5% in Q1 24.

    International Retail Banking posted costs of EUR 546 million in Q1 25, down by -3.2%* vs. Q1 24.

    Mobility and Financial Services costs reached EUR 635 million in Q1 25, a sharp decrease of -6.1%*
    vs. Q1 24, with cost synergies materialising at Ayvens driven by the continued LeasePlan integration.

    Cost of risk

    Over the quarter, the cost of risk amounted to EUR 124 million or 31 basis points, which was considerably lower than in Q1 24 (43 basis points).

    Group net Income

    Over the quarter, Group net income came to EUR 319 million, up +24.4%* vs. Q1 24. RONE stood at 11.2% in Q1 25. RONE was 14.1% in International Retail Banking and 9.4% in Mobility and Financial Services in Q1 25.

    The Corporate Centre includes:

    The Corporate Centre’s net banking income totalled EUR -112 million for the quarter, vs. EUR – 162 million in Q1 24, notably thanks to management actions to more efficiently use excess liquidity.

    Operating expenses

    Over the quarter, operating expenses totalled EUR -103 million, vs. EUR -145 million in Q1 24, notably thanks to a decrease in transformation charges.

    Net profits from other assets

    The Group recorded EUR +192 million in net profits from other assets during the quarter at the Corporate Centre level, notably following asset disposals of SGEF16, Societe Generale Private Banking Suisse and SG Kleinwort Hambros.

    Group net Income

    The Corporate Centre’s net income totalled EUR +12 million for the quarter, vs. EUR -327 million
    in Q1 24.

    1. APPENDIX 2: METHODOLOGY

    1 –The financial information presented for the first quarter 2025 was examined by the Board of Directors on April 29th, 2025 and has been prepared in accordance with IFRS as adopted in the European Union and applicable at that date. The information has not been audited.

    2 – Net banking income

    The pillars’ net banking income is defined on page 38 of Societe Generale’s 2025 Universal Registration Document. The terms “Revenues” or “Net Banking Income” are used interchangeably. They provide a normalised measure of each pillar’s net banking income taking into account the normative capital mobilised for its activity.

    3 – Operating expenses

    Operating expenses correspond to the “Operating Expenses” as presented in note 5 to the Group’s consolidated financial statements as at December 31st, 2024. The term “costs” is also used to refer to Operating Expenses. The Cost/Income Ratio is defined on page 38 of Societe Generale’s 2025 Universal Registration Document.

    4 – Cost of risk in basis points, coverage ratio for doubtful outstandings

    The cost of risk is defined on pages 39 and 748 of Societe Generale’s 2025 Universal Registration Document. This indicator makes it possible to assess the level of risk of each of the pillars as a percentage of balance sheet loan commitments, including operating leases.

    The gross coverage ratio for doubtful outstandings is calculated as the ratio of provisions recognised in respect of the credit risk to gross outstandings identified as in default within the meaning of the regulations, without taking account of any guarantees provided. This coverage ratio measures the maximum residual risk associated with outstandings in default (“doubtful”).

    5 – ROE, ROTE, RONE

    The notions of ROE (Return on Equity) and ROTE (Return on Tangible Equity), as well as their calculation methodology, are specified on pages 39 and 40 of Societe Generale’s 2025 Universal Registration Document. This measure makes it possible to assess Societe Generale’s return on equity and return on tangible equity.
    RONE (Return on Normative Equity) determines the return on average normative equity allocated to the Group’s businesses, according to the principles presented on page 40 of Societe Generale’s 2025 Universal Registration Document. Starting from Q1 25 results, normative return to businesses is based on a 13% capital allocation. The Q1 25 allocated capital includes the regulatory impacts related to Basel IV, applicable since 1 January 2025.
    Group net income used for the ratio numerator is the accounting Group net income adjusted for “Interest paid and payable to holders of deeply subordinated notes and undated subordinated notes, issue premium amortisation”. For ROTE, income is also restated for goodwill impairment.
    Details of the corrections made to the accounting equity in order to calculate ROE and ROTE for the period are given in the table below:

    7 – Calculation of Earnings Per Share (EPS)

    The EPS published by Societe Generale is calculated according to the rules defined by the IAS 33 standard (see pages 40-41 of Societe Generale’s 2025 Universal Registration Document).     8 – Solvency and leverage ratios

    Shareholder’s equity, risk-weighted assets and leverage exposure are calculated in accordance with applicable CRR3/CRD6 rules, including the procedures provided by the regulation for the calculation of phased-in and fully loaded ratios. The solvency ratios and leverage ratio are presented on a pro-forma basis for the current year’s accrued results, net of dividends, unless otherwise stated.

    9 – Funded balance sheet, loan to deposit ratio

    The funded balance sheet is based on the Group financial statements. It is obtained in two steps:

    • A first step aiming at reclassifying the items of the financial statements into aggregates allowing for a more economic reading of the balance sheet. Main reclassifications:

    Insurance: grouping of the accounting items related to insurance within a single aggregate in both assets and liabilities.
    Customer loans: include outstanding loans with customers (net of provisions and write-downs, including net lease financing outstanding and transactions at fair value through profit and loss); excludes financial assets reclassified under loans and receivables in accordance with the conditions stipulated by IFRS 9 (these positions have been reclassified in their original lines).
    Wholesale funding: includes interbank liabilities and debt securities issued. Financing transactions have been allocated to medium/long-term resources and short-term resources based on the maturity of outstanding, more or less than one year.
    Reclassification under customer deposits of the share of issues placed by French Retail Banking networks (recorded in medium/long-term financing), and certain transactions carried out with counterparties equivalent to customer deposits (previously included in short term financing).
    Deduction from customer deposits and reintegration into short-term financing of certain transactions equivalent to market resources.

    • A second step aiming at excluding the contribution of insurance subsidiaries, and netting derivatives, repurchase agreements, securities borrowing/lending, accruals and “due to central banks”.

    The Group loan/deposit ratio is determined as the division of the customer loans by customer deposits as presented in the funded balance sheet.

    On 25 April 2025, for the last Grande Conférence of this academic year, Sciences Po welcomed the co-recipient of the 2018 Nobel Peace Prize – Nadia Murad. This event was introduced by Luis Vassy, President of Sciences Po, and moderated by Jeremy Perelman, Vice-President for International Affairs at Sciences Po.

    For 150 years, this school, that has been created after the defeat of France against Prussia, has been working on one issue: can democracies be more efficient than authocracies? Can good be more efficient than evil? And you, Nadia, have seen evil in the eyes.

    Nobel Peace Prize 2018

    Nadia Murad was born and raised a Yazidi in the small village of Kocho in Northern Iraq. On 3 August 2014, the Islamic State (ISIS) began a genocidal campaign against the Yazidi ethno-religious minority in Iraq. Nadia Murad was 21 years old.

    World leaders are well aware of the conditions that are associated with the onset of such atrocities, from the studies of previous genocides in Bosnia, Rwanda, Cambodia, the Holocaust, and the list goes on.

    Despite the warnings, the world watched in August 2014 as thousands of ISIS members, including many of our neighbours, brutally attacked Yazidis, village by village, murdering thousands of innocent men and elderly women, including six of my brothers and my mother.

    Young women, including myself, my sisters, my nieces, and my cousins, along with over 6,000 women and children, were forced into sexual slavery. ISIS imposed brutal policies on Yazadi women, viewing them as spoils of war.

    Nadia Murad

    After her captivity, she became a powerful voice for survivors of genocide and sexual violence. In 2016, she was appointed as a United Nations Goodwill Ambassador for the Dignity of Survivors of Human Trafficking.

    In 2018, Nadia Murad was co-awarded the Nobel Peace Prize, along with Congolese doctor Denis Mukwege, as she is a leading advocate for ending the use of sexual violence as a weapon of war and armed conflict. The same year, she published her memoir The Last Girl: My Story of Captivity, and My Fight Against the Islamic State (Virago) and launched a survivor-led NGO, Nadia’s Initiative.
