    WASHINGTON — Today, Congresswoman Jan Schakowsky (IL-09), U.S. Senator Edward J. Markey (D-MA), Congressman Dr. Raul Ruiz (CA-25), and Congresswoman Pramila Jayapal (WA-07) introduced the Dr. Paul Farmer Memorial Resolution, to honor Dr. Farmer’s staggering life and legacy and lay out his extraordinary vision for realizing global health equity. This resolution lays out a 21st century global health strategy that proposes spending $125 billion annually on global health aid, reforming aid to focus on building national health systems, and putting an end to the exploitation of impoverished countries to increase their domestic tax base and health spending. This resolution seeks to save over 100 million lives per decade by increasing the flow of money in the global economy. 

    “Dr. Paul Farmer is responsible for transforming the lives of millions and millions of poor and marginalized people around the world, bringing them health care, dignity, and justice. A true visionary, Paul insisted that all people have a right to excellent health care, and he developed the systems to deliver it in places people had written off. Gleaming world class hospitals and locally trained doctors, nurses, and community workers now exist in places like Haiti and Rwanda. Paul was not only a world-renowned leader in global health, but also a precious friend and a tireless organizer, inspiring thousands of people to actively participate in his work. All of us owe him a debt that can only be paid by carrying on his mission and legacy,” said Congresswoman Jan Schakowsky. “That is why I am introducing the Dr. Paul Farmer Memorial Resolution alongside my colleagues Senator Markey and Representatives Ruiz and Jayapal. This resolution lays out a 21st Century Global Health Strategy that enshrines Paul’s vision to achieve global universal health care and end unnecessary and preventable deaths. We are the richest country in the world at the richest time in the world. As the Trump Administration rips away lifesaving aid from millions of people, it is more important than ever for those of us who care about global health and justice to rededicate ourselves to building and fully funding a robust global health strategy. Paul called on us to understand global health inequity as an injustice—a result of centuries of violence and exploitation inflicted on the global poor. We can make the choice to end global health inequity, and with Paul’s vision guiding us, we will.”

    The proposals in the resolution are as follows: 

    • Increase global health aid to $125 billion per year
      • Close the essential universal health care financing gap for low-income countries
      • Allow the U.S. to meet the U.N. aid target of 0.7% GNI for the first time ever
    • Reform global health aid
      • Focus on building national health systems and direct funding to local partners, not the development industry
      • Develop new medical technologies for diseases of poverty and ensure their availability as global public goods
    • Make the global economy more fair, just, and democratic
      • Democratizing the IMF, World Bank, and World Trade Organization, so that poor countries have greater say over decisions that affect their economies and their ability to finance health systems
      • Global debt cancelation for all developing countries that need it
      • Ending harmful licit and illicit financial flows from poor countries—ending global tax havens and illegal practices like trade misinvoicing
      • Supporting global labor rights, such as a global minimum wage

    “In this moment of crisis, we need Paul’s vision for global health justice more than ever. Thankfully, that vision is captured in this resolution. It provides us with a much-needed roadmap for global cooperation based on solidarity and justice by getting to the root causes of unnecessary suffering and death, or what Paul called ‘structural violence’. This includes greatly improving development assistance for health, but also going well beyond aid to address ongoing extractive colonial arrangements, which preclude local investments in health systems,” said Sheila Davis, CEO of Partners in Health.

    As an infectious disease physician, Dr. Farmer earned accolades for treating patients in impoverished countries with high quality care, including those suffering from HIV and cancer. As a medical anthropologist, he was known for popularizing and deepening understandings of “structural violence,” the idea that social systems are designed to impoverish, sicken, and sideline select groups. As chief strategist of Partners in Health, he garnered plaudits for pioneering community-based treatment strategies, building teaching hospitals, and more. Dr. Farmer called on us to understand global health inequity as an injustice—an effect of centuries of violence and exploitation inflicted on the global poor. This resolution embodies that and will serve as a North Star that will guide the movement for global health equity for years to come. 

    In addition to Reps. Schakowsky, Ruiz, and Jayapal, this resolution is cosponsored in the House of Representatives by Reps. Raja Krishnamoorthi (IL-08), Betty McCollum (MN-04), Jim McGovern (MA-02), Seth Moulton (MA-06), Ayanna Pressley (MA-07), Delia Ramirez (IL-03), Juan Vargas (CA-52).

  • MIL-OSI USA: Senators Budd, Scott, Colleagues Introduce Bill to Stop Federal Government Overreach in Small Business Lending

    Washington, D.C. — U.S. Senator Ted Budd (R-N.C.) joined Senator Tim Scott (R-S.C.) in reintroducing the Protecting Access to Credit for Small Businesses Act to protect community banks and credit unions from competing with the federal government. The bill does so by prohibiting a Biden-era rule that allows the Small Business Administration (SBA) to facilitate direct government lending.  

    “Time and again, the federal government has shown it is neither efficient nor effective when it comes to delivering direct loan support to small businesses. Community banks and credit unions, not Washington bureaucrats, understand the needs of the businesses they serve. It’s time we stop sidelining them. I am proud to join Senator Scott and my colleagues to put power back in the hands of local institutions that invest in our communities, rather than forcing them to compete with the federal government,”said Senator Budd.

    “The SBA has a poor track record as a direct lender, especially compared to local banks that know the communities they serve. Allowing the SBA to directly offer loans is not just another example of government overreach, it would also hurt Main Street by creating unnecessary competition with community banks and credit unions. The private sector has a much stronger record of managing loans effectively, and the last thing we need is big government disrupting a system that local businesses rely on,” said Senator Scott.

    Senators John Barrasso (R-Wyo.), Kevin Cramer (R-N.D.), Mike Crapo (R-Idaho), Steve Daines (R-Mont.), Cindy Hyde-Smith (R-Miss.), James Risch (R-Idaho), and Rick Scott (R-Fla.) also co-sponsored the legislation.

    The bill has received support from the American Bankers Association, America’s Credit Unions, Bank Policy Institute, Carolinas Credit Union League, Consumer Bankers Association, Independent Community Bankers of America, and South Carolina Bankers Association.

    • President Biden’s fiscal year 2025 budget included a proposal that allows the SBA to directly make loans under the 7(a) lending program.
    • The SBA has a history of performing poorly in lending programs compared to the private sector.
      • According to the SBA Office of Inspector’s 2023 report, the government-led COVID-19 Economic Injury Disaster Loan (EIDL) program had $136 billion in potential fraud (33 percent of total funds disbursed). In contrast, the private-sector-led Paycheck Protection Program (PPP) had $64 billion (8 percent of funds disbursed).

  • MIL-OSI Submissions: Africa – BADEA Approves USD120 million to support Shelter Afrique Development Bank Capitalization Program

    Nairobi, Kenya – [31 July 2025] – Shelter Afrique Development Bank (ShafDB) has announced the signing of a strategic agreement with the Arab Bank for Economic Development in Africa (BADEA) to support its transformative capital increase initiative.

    Effectively, BADEA has approved a landmark USD 120 million to support the capitalization program of Shelter Afrique Development Bank, the leading Pan-African institution focused on affordable housing and urban development. The concessional financing facility will help eligible member states settle and increase their capital subscriptions to ShafDB.

    This initiative, developed in partnership with the Arab Bank for Economic Development in Africa (BADEA), introduces an innovative financing mechanism through which eligible member states can access on-lending at competitive terms. The BADEA-supported facility, totaling USD 120 million, will be used to settle and boost member states’ capital subscriptions to Shelter Afrique Development Bank (ShafDB).

    “This agreement with BADEA marks a critical step in strengthening our capital base and advancing our mission of financing affordable housing and sustainable urban infrastructure across Africa,” said Thierno Habib-Hann, Managing Director of Shelter Afrique Development Bank. “We are grateful to BADEA for its strong partnership and unwavering support in this pivotal phase of our institutional evolution.”

    The new capital increase program includes an initial equal allocation to all member states, followed by a phased reallocation, first on a pro-rata basis, and then on a first-come, first-served basis. This approach aims to encourage active participation by member states and to strengthen ShafDB’s capital adequacy in a balanced and transparent manner.

    Commenting on the program, the president of BADEA H.E. Abdullah KH ALMUSAIBEEH, “We see this capital program as a strategic milestone in Shelter Afrique Development Bank’s evolution. BADEA is proud to back this initiative and we remain committed to our shared mission of enabling access to decent housing and inclusive urban development across Africa.”

    The need to enhance equity capital has become critical following the institution’s transformation into a Development Bank, a milestone formally approved by Shelter Afrique’s shareholders during the Extraordinary General Meeting (EGM) held in Algiers, Algeria, in October 2023.

    Building on this transformation, a significant achievement was realized during the Annual General Meeting in June 2024 in Kigali, Rwanda, where shareholders demonstrated strong leadership by endorsing a transformative capital increase program, and the board approved in December 2024 a capital increase of over a USD 200 million.

    “Expanding capital base will enable the Bank to scale up financing along the housing value chain, access more competitive funding from international and African capital markets, and reinforce its role in addressing the housing deficit and driving inclusive urban development across its 44 member states,” Mr. Hann said.

    Increased leverage

    The capital increase program has been designed to significantly strengthen ShafDB’s balance sheet over the medium-term, expand its shareholder capital base, and to significantly mobilize debts.  The capital raised will also support the Bank’s plans to attain investment-grade credit ratings, attract new institutional investors, and expand its lending and technical assistance programs in member countries.

  • MIL-OSI United Nations: Once-in-a-decade push for the ‘locked out’: Global leaders set for landmark UN conference in Turkmenistan

    Backed by the new Awaza Programme of Action, the Third UN Conference on Landlocked Developing Countries or LLDC3 will push for freer transit, smarter trade corridors, stronger economic resilience and fresh financing to lift development prospects for the 570 million people living in those countries.

    For landlocked nations, geography has long dictated destiny.  

    Trade costs are up to 74 per cent higher than the global average and it can take twice as long to move goods across borders compared to coastal countries. As a result, landlocked nations are left with just 1.2 per cent of world trade.

    And amid global economic shifts, these countries face the huge risk of being left behind.

    LLDC3 is a pivotal opportunity to reverse this trajectory,” said Rabab Fatima, UN High Representative for Landlocked Developing Countries.

    At its heart, this conference is about people – it is about the millions of children who lack internet or digital tools, the farmers who cannot get their goods to market because of poor roads, and the entrepreneurs whose dreams are held back by border delays and limited access to funding.

    Broad engagement

    The four-day event, from 5 to 8, August will feature plenary sessions, five high-level roundtables, and a Private Sector Forum focused on building partnerships and boosting investment.  

    Dedicated forums with parliamentarians, women leaders, civil society and youth will bring voices from across society into the heart of the discussions.

    UN Secretary-General António Guterres is expected to attend, underlining the urgency of the agenda.

    The Awaza Programme of Action

    Central to the conference is the Awaza Programme of Action for 2024-2034, adopted by the UN General Assembly in December.  

    It lays out five priority areas – structural transformation, infrastructure and connectivity, trade facilitation, regional integration, and resilience building – supported by five flagship initiatives.  

    These include:

    • A global infrastructure investment facility to close financing gaps.
    • Regional agricultural research hubs to boost food security.
    • A high-level UN panel on freedom of transit, ensuring smoother cross-border flows.
    • Digital connectivity initiatives to bridge the digital divide.
    • A dedicated landlocked developing countries trade work programme at the WTO.

    Cross-border infrastructure, such as these power lines, are crucial connections linking LLDCs with the regional and global electric grids.

    The bigger picture

    For the landlocked developing countries, the stakes are existential.  

    These countries are among the most climate-vulnerable, least connected and furthest from global value chains. Without bold action, progress on the 2030 Agenda for Sustainable Development will remain out of reach.

    The destiny of humanity is inseparably linked to the destiny of these countries,” said Diego Pacheco, Ambassador of Bolivia, who currently chairs the LLDC Group at the UN.

    Together, we can unlock the potential of landlocked developing countries – not just for the benefit of our nations, but for the shared future of all humanity and the Mother Earth.

    As the countdown to Awaza begins, expectations are high – not about whether geography matters (it does), but whether global solidarity can transcend its limits.

    LLDC3 aims to prove that it can.

    There are 32 landlocked developing countries, of which 16 are also least developed.

    As the country’s latest step to boost innovation-driven growth, the State Council executive meeting approved a guideline on deeply implementing the AI Plus initiative, calling for promoting the large-scale, commercial application of artificial intelligence and advancing its accelerated adoption and deep integration across various fields of economic and social development.

    On Thursday, the National Bureau of Statistics released the latest purchasing managers index, or PMI, data, which suggested the necessity to consolidate the resilience of the manufacturing sector and overall economic momentum in the second half of the year.

    Economists called for further reinforcing support for domestic demand and employment, as the nation’s manufacturing activity cooled in July amid unfavorable weather and the traditional off-season. The official PMI for the manufacturing sector stood at 49.3 in July, down from 49.7 in June, the NBS said on Thursday.

    Despite the moderation, high-tech manufacturing continued to gain traction in July, highlighting the vitality of the country’s industrial upgrading and reinforcing the sector’s ability to withstand ongoing external challenges, experts said.

    Wang Qing, chief macroeconomic analyst at Golden Credit Rating International, said, “With both domestic and external demand softening, the manufacturing PMI ended its two-month rebound and declined within the contraction territory in July.”

    The official manufacturing PMI has stayed below the 50 mark that separates expansion from contraction for the fourth consecutive month. In July, the subindex of new orders — a barometer of market demand — dropped to 49.4 from 50.2 in June, while that of new export orders went down to 47.1 from 47.7 in the previous month.

    External headwinds dampened export momentum, while the effect of earlier policies to boost domestic demand started to wane in July, Wang said, adding that high temperatures, heavy rains and flooding in some regions disrupted production.

    Downward pressures on economic growth may intensify in the third quarter, said Wang, who expects additional measures to boost domestic demand as China’s relatively low levels of sovereign debt and inflation have offered ample policy room to offset a slowdown in external demand.

    The Political Bureau of the Communist Party of China Central Committee held a meeting on Wednesday that made arrangements for economic work in the second half, emphasizing that macro policies should continue to exert force and be strengthened at an appropriate time.

    New economic drivers

    Xiong Yi, Deutsche Bank’s chief economist for China, said, “If GDP growth slows faster than expected, a budget deficit increase may become necessary in the fourth quarter.”

    He said he anticipates that the Chinese economy will grow 4.8 percent in 2025, following its strong resilience in the first half of the year.

    According to Xiong, service consumption is expected to become a new driver of economic growth and employment in the second half of the year. China is enhancing its support for service consumption, with a particular focus on cultural tourism, elderly care, healthcare and domestic services.

    Despite the overall decline, the PMI for high-tech manufacturing came in at 50.6 in July, while that for equipment manufacturing was at 50.3, the NBS said, indicating the sectors’ capability to thrive despite challenges.

    For instance, Nantong Haixing Electronics Co, an electronic energy storage materials producer based in Nantong, Jiangsu province, saw its export value exceeding 50 million yuan ($6.95 million) in the first half of 2025, marking a year-on-year increase of 67.23 percent, data from Nanjing Customs showed.

    Jin Wenhui, the head of the company’s foreign trade unit, said that despite intense worldwide competition, sustained investment in innovation has enabled the company to pursue industrial upgrading and remain resilient in a rapidly evolving global landscape.

    Guangdong Greenway Technology Co, a manufacturer of electric motorcycles and bicycles, as well as mobile energy storage systems, based in Dongguan, Guangdong province, shipped its products to more than 80 countries and regions across Europe and the Americas in the first half of the year, according to Huangpu Customs in Guangdong.

    Wu Jing, head of the company’s foreign trade unit, said, “With years of development in lithium battery manufacturing, we’ve steadily increased our supply of high-quality, eco-friendly products amid the global shift toward energy transition, while actively exploring new markets and opportunities overseas.”

    The announcement this week by UK Prime Minister Keir Starmer on the recognition of a Palestininian state has been welcomed by many who want to see a ceasefire in Gaza and lasting peace in the region.

    In contrast to other recent statements on the status of Palestine, however, the UK has said it will recognise Palestine as a state in September

    unless the Israeli government takes substantive steps to end the appalling situation in Gaza and commits to a long term sustainable peace, including through allowing the UN to restart without delay the supply of humanitarian support to the people of Gaza to end starvation, agreeing to a ceasefire, and making clear there will be no annexations in the West Bank.

    Until this week, the UK’s position had been that recognition would only follow a negotiated two-state solution in Israel-Palestine. Other countries have now begun to shift from that position, too.

    The latest UK statement was preceded by announcements from France on July 25 and Canada on July 31 that they too would recognise Palestine as a state in September.

    But the UK position is different in one important way: it is conditional on Israel failing to comply with its international humanitarian obligations in Gaza and the West Bank.

    In other words, recognition of Palestine as a state by the UK is being used as a stick to persuade Israel to agree to a ceasefire. Should Israel agree to those conditions, the UK will presumably not recognise Palestine as a state in September, but will revert to its original position on a two-state solution.

    Conditional recognition subject to action by Israel – a third state – represents an unwelcome and arguably dangerous departure from international practice.

    While recognition (or otherwise) of states is inherently political – as demonstrated by the unique status of Taiwan, for example – it is not and should not be made conditional on the action or inaction of third states.

    How states are recognised

    According to the Convention on the Rights and Duties of States, a state must have a permanent population, territory, an independent government, and the capacity to enter into relations with other states, as well as self-determination.

    Palestine has arguably met all these criteria, with the possible exception of an independent government, given the level of Israeli intervention in the West Bank and the current situation in Gaza.

    Although recognition by other states is arguably not a formal criterion of statehood, it is very difficult to function as a state without reasonably widespread recognition by other states.

    Some 147 countries – two-thirds of UN members – now recognise the State of Palestine, including Spain, Ireland and Norway, which made announcements in 2024.

    Those choosing not to formally recognise a Palestinian state are now in a small minority, including Australia and New Zealand. This is inevitably leading to calls in those countries to change position.

    Australia is considering such a shift, subject to conditions similar to those set out by Canada – including the release of Israeli hostages, the demilitarisation of Hamas, and reform of the Palestinian Authority.

    New Zealand is currently maintaining its longstanding position of recognising Palestine within the context of a two-state solution. On July 30, Foreign Minister Winston Peters and 13 of his counterparts issued a joint statement – the “New York Call” – demanding an immediate ceasefire in Gaza and reiterating “unwavering commitment to the vision of the two-State solution”.

    The statement also asserted that “positive consideration” to recognise the state of Palestine is “an essential step towards the two-state solution”.

    Better options are available

    The UK’s position, however, introduces another dynamic. By using recognition of Palestine as a tool to punish Israel for its actual and alleged breaches of international law in Gaza, it is implicitly failing to respect Palestine’s right to self-determination.

    If Palestine deserves statehood, it is on its own terms, not as a condition of Israel’s policies and actions.

    But it is also setting a dangerous precedent. Countries could choose to recognise (or not recognise) states to pressure or punish them (or indeed other states) for breaches of international law. Such breaches may or may not be connected to the state actually seeking recognition.

    This is important, because the post-colonial settlement of geographical boundaries remains deeply insecure in many regions. As well, low-lying island nations at risk of losing territory from sea-level rise may also find their status challenged, as territory has traditionally been a requirement of statehood.

    The UK’s apparent conditional recognition of Palestine is only likely to increase this international instability around statehood.

    While the UK’s announcement may be “clever politics” from a domestic perspective, and avoids outright US opposition internationally, it has conflated two separate issues.

    The better option would be for the UK to recognise Palestine as a state, joining a growing number of countries that plan to do so in advance of the UN General Assembly meeting in September. It could make this subject to conditions, including the release of hostages and exclusion of Hamas from Palestinian governance.

    And it should continue to press Israel to agree to a ceasefire in addition to the other demands set out in its announcement, and hold Israel accountable for its gross breaches of international law in Gaza. It can back up those demands with appropriate diplomatic and trade sanctions.

    New Zealand, too, has a range of options available, and can help increase the pressure on Israel by using them.

    Thriving under pressure: Chinese companies build resilience, boost innovation amid headwinds

    “It’s hot and wet today,” chirped a doll in a clear, childlike voice, dressed in a pink floral blouse and a rainbow tulle skirt. The doll was on display at a toy stall in Yiwu City, a bustling trade hub in east China often dubbed the “world’s supermarket.”

    The question — “What’s the weather like today?” — came from stall owner Sun Lijuan, who has worked in the doll business in Yiwu for over a decade.

    Her latest model, now powered by AI, marks a major shift from the talking toys of the past. “It’s no longer just a doll that sings, tells stories, or answers basic questions,” Sun said. “Now it can respond to almost anything. For kids, it’s more like a companion — a friend.”

    Sun is currently developing Spanish-language versions and has asked long-time clients to take the new AI dolls’ smart modules to South America to test server connectivity.

    Amid global tariff headwinds, innovation is unfolding daily in Yiwu across a wide range of industries and products. Local businesses are steadily strengthening both resilience and innovation capacity, driving a 24.5 percent year-on-year increase in the city’s exports in the first half of the year.

    Visits by foreign buyers in Yiwu jumped 18.6 percent from a year earlier in the first five months, underscoring growing interest in the city’s expanding and evolving product lines.

    The resilience of the “world’s supermarket” echoed a robust 5.3 percent year-on-year growth in China’s GDP in the first half of the year. Behind this hard-won result against the global backdrop of economic and trade headwinds, businesses like Sun’s tell inspiring stories of agility and enterprise.

    WEATHERING GLOBAL UNCERTAINTIES

    The rapid rollout of new products, Sun said, owes much to China’s strengths in innovation and talent. “Since the rapid ascent of DeepSeek earlier this year, we’ve been approached by many integrated circuit chip developers eager to collaborate on next-generation dolls,” she said. “I’ve never had so much contact with PhDs from top universities and tech firms.”

    This year has also been one of personal growth for Sun. After DeepSeek gained attention, the Yiwu International Trade Market began offering free AI training and she managed to pick up several software skills.

    In March, a long-time client from Mexico visited her shop and requested adjustments to the doll’s facial features and clothing. Sun made the edits on her computer within minutes, impressing the client and securing an order on the spot.

    “Many people have asked me whether external uncertainties have hit my factory hard, and I always say the impact has been limited,” Sun said, noting her factory has, over the years, developed talking dolls in multiple languages, including Spanish, English, Arabic and Russian, for more than 50 markets such as Mexico, Russia, Saudi Arabia and Egypt.

    “Entrepreneurs in Yiwu who’ve made it this far have been tested by the market repeatedly. Without foresight, they would’ve been pushed out of the market long ago,” she added.

    The new AI-powered dolls cost three to four times as much to produce as older talking models, but they also bring higher profit margins, according to Sun.

    Sun Lijuan said the production cost of the new AI-powered dolls is three to four times that of traditional talking models — but the added technology also brings higher profit margins.

    Sun’s toy business offers a glimpse into a broader trend. Across China, companies are drawing on the country’s institutional strengths, vast market potential, resilient supply chains, a deep talent pool, and growing innovation and openness to sharpen their resilience and adaptability in an increasingly complex global landscape.

    SHARPENING INNOVATION

    On the vast Gobi Desert in northwest China’s Xinjiang Uygur Autonomous Region, towering high-voltage power lines form a striking “forest of steel.” Between the power lines, drones flit in and out of view like birds patrolling their territory, detecting minor faults or unusual objects on the towers and cables.

    This is a fully autonomous drone inspection system developed by technology company I-KINGTEC in north China’s Tianjin Municipality. A young tech firm founded just eight years ago is helping to solve one of the toughest challenges of power line inspections in uninhabited regions.

    Its “Orca” drone can autonomously take off, fly missions and collect data. Serving as its all-weather base, the “Tiger Den” station can automatically replace the drone’s battery pod — a task that once depended almost entirely on manual labor.

    “How to make drones truly unmanned throughout the entire workflow has been the question we sought to answer from the very beginning,” said Zhu Shengli, co-founder of the company. He noted that the firm’s technological breakthroughs have been made possible by China’s supportive policies for the low-altitude economy and a strong talent pool.

    At Zhu’s company, the average age of employees is just 27, and R&D staff make up 70 percent of the workforce. The company has filed more than 600 IP applications to date.

    It posted over 200 million yuan (28 million U.S. dollars) in revenue last year, and its first-quarter earnings this year have already exceeded the full-year total for 2024.

    China’s tech firms like Zhu’s have seen strong momentum this year. In the first half of 2025, the country’s high-tech sectors posted rapid gains, with value-added industrial output in high-tech manufacturing rising 9.5 percent, 3.1 percentage points higher than the overall industrial growth during the same period.

    Sheng Laiyun, deputy head of the National Bureau of Statistics, described the “accumulation of new growth momentum” as a key feature of China’s economic performance. He noted an accelerating integration of technological and industrial innovation, which is high on policymakers’ agendas.

    To boost innovation, China has introduced a series of policy measures this year, including setting up a national venture capital guidance fund expected to mobilize 1 trillion yuan, expanding re-lending for tech innovation and upgrades from 500 billion to 800 billion yuan, and launching a dedicated “sci-tech board” in the bond market. The measures aim to channel more financial resources into early-stage, small-scale, long-term, and hard-tech ventures.

    TAPPING VAST DOMESTIC MARKET

    At a time when global demand is uneven, China’s vast domestic market of over 1.4 billion people continues to serve as a powerful anchor. Consumer demand is evolving rapidly, driving the emergence of new business models and product innovations.

    Despite pressures on the broader food service sector, Xibei, a leading Chinese catering chain brand with nearly 400 outlets and around 17,000 employees, is charting a different course by upgrading its children’s meals and offering higher-quality options to attract family diners, a strategy that has helped lift overall sales.

    The chain now offers four kids’ meal set options. One standout is a 69-yuan set featuring a whole yellow croaker, organic vegetables, corn soup, shrimp and egg custard, mousse, and hand-rolled oat noodles. To ensure it’s safe for children to eat, each fish goes through three rounds of machine inspection followed by manual deboning.

    “Kids’ meals are emerging as a powerful driver of family dining. Parents are willing to invest in quality for their children,” said Song Xuan, vice president of Xibei.

    Sales of Xibei’s children’s meals rose 7.4 percent year on year last year. Families dining with children now make up about 50 percent of total tables across its outlets on average.

    Despite skepticism over China’s consumer momentum and concerns about weak market demand, Xibei offers a snapshot of the country’s evolving spending power.

    China’s consumer market continued to gain momentum in the first half of the year, with retail sales of consumer goods rising 5 percent year on year, 0.4 percentage points faster than in the first quarter. Consumption contributed 52 percent to GDP growth during the period, making it the main driver of the economy.

    The vast Chinese market is also a shared market for the world, with consumer goods imports totaling 7.4 trillion yuan between 2021 and 2024, according to the Ministry of Commerce. In terms of actual purchasing power, China’s retail sales of consumer goods surpassed those of the United States last year, reaching 1.6 times the U.S. level, based on World Bank data and calculations.

    Xiong Yi, China Chief Economist at Deutsche Bank, noted strong potential for further growth in services consumption. “China has likely reached a development stage where its population will have increasing demand for higher-quality services,” he said.

    To better meet differentiated demand and tap deeper into China’s growing dining market, Xibei plans to roll out lightly salted meal sets for toddlers as young as one or two years old.

    “We are confident in the long-term prospects of China’s catering industry, given its vast growth potential. To stay competitive in such a rapidly evolving market, we must continue to transform and upgrade,” said Jia Guolong, chairman and founder of Xibei.

    BEIJING, Aug. 1 (Xinhua) — China Development Bank (CDB) recently issued its first loan of 180 million yuan (about 25.18 million U.S. dollars) for Kazakhstan Temir Zholy (KTZ)’s project to purchase 200 locomotives, thanks to which the first batch of locomotives has been delivered and put into operation, Zhongxinwang reported on Thursday, citing a source in the bank.

    In February this year, a banking consortium founded by the CDB and the Import-Export Bank of China signed an agreement with Kazakhstan’s state-owned transport and logistics holding KTZ to provide it with a loan of 3.56 billion yuan, which was to be used to purchase 200 locomotives from the Chinese company CRRC Co., Ltd.

    With the exchange rate-linked advantages of cross-border financing of the Chinese national currency Renminbi, the Kazakh enterprise was offered a highly efficient and low-cost financing option, the CDB noted.

    Successful implementation of this project will effectively increase the capacity of railway transportation in Kazakhstan, the bank added.

    Tashkent, Aug. 1 (Xinhua) — The Central Bank of Uzbekistan has presented a regulation on the implementation of a financial code on women’s entrepreneurship aimed at systematically supporting and developing businesses run by women, local media reported on Thursday, citing the bank’s press service.

    “The Central Bank of the Republic of Uzbekistan, in its role as national coordinator, has developed a National Regulation on the implementation of the international We-Finance Code initiative,” the statement said.

    This document will form the basis for building an institutional approach aimed at creating a favorable environment for supporting and developing women’s entrepreneurship throughout the country.

    It is noted that the initiative provides not only financial assistance, but also a wide range of additional measures, including training programs, consultations, and assistance in bringing products of small and medium businesses to foreign markets. –0–

  • MIL-OSI Africa: Nigeria: African Development Bank Approves $46 Million to Transform Healthcare in Sokoto State

    The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved a $46 million loan to finance the Sokoto State Health Infrastructure Project, a transformative initiative designed to enhance healthcare access and quality in Nigeria’s Sokoto State.

    The project addresses critical health system gaps in Sokoto, where key indicators reflect a critical need for intervention. Only one in 20 children is fully vaccinated, while infant mortality stands at 104 deaths per 1,000 live births, nearly double Nigeria’s national average of 63. Less than 14 percent of health facilities in the state have functional infrastructure, and there is just one doctor for every 8,285 people — far below the World Health Organization’s recommended ratio of 1:1,000.

    The Bank’s financing will support the delivery of climate-smart health infrastructure across three levels of care. These include the construction and equipping of a 1,000-bed teaching hospital complex; three zonal hospitals with a combined capacity of 450 beds; and six primary healthcare canters strategically located to serve rural communities.

    The project also includes the rehabilitation of health training institutions and the development of a modern medical warehouse to strengthen pharmaceutical supply chains.

    “This investment illustrates our commitment to continue working with the Government to fill critical infrastructure gaps in Nigeria’s health system while building resilient, climate-adapted healthcare facilities,” said Abdul Kamara, Director General of the African Development Bank’s Nigeria Office. “By strengthening healthcare infrastructure in Sokoto State, we are building hope and creating pathways to better health outcomes for millions of Nigerians.”

    Aligned with Nigeria’s National Development Plan (2021-2025) and the Health Sector Renewal Investment Initiative, the project is expected to generate approximately 2,500 jobs, with 60 percent of opportunities targeting youth and 30 percent women. In addition, the project will integrate electronic health infrastructure and renewable energy systems, ensuring sustainable, energy-efficient operations while reducing greenhouse gas emissions. Expanded capacity in local the medical and nursing schools will create 700 new training slots annually, helping to address the region’s acute shortage of skilled health professionals.

    The initiative builds on the Bank’s successful track record in Nigeria’s health sector, where it has financed four health infrastructure projects totaling $117.68 million. It will leverage strategic partnerships with the United Nations Children’s Fund, the World Health Organization, USAID, and other development actors to maximize impact and ensure comprehensive health system strengthening.

    The Financial Action Task Force (FATF) Africa Joint Group has concluded an on-site assessment visit to South Africa, which was aimed at verifying the implementation of reforms to address money laundering and the financing of terrorism.

    The on-site assessment took place on Tuesday and Wednesday in Pretoria, completing the last step before the October 2025 FATF Plenary can consider whether to remove South Africa from its greylist.

    The FATF Joint Group held meetings with South African government officials and representatives of financial institutions and Designated Non-Bank Financial Institutions. 

    “At the conclusion of the meetings, the FATF Africa Joint Group held a meeting with Deputy Minister of Finance, Dr David Masondo and Deputy Minister of Justice and Constitutional Development, Andries Nel, who both assured the FATF of the South African government’s political commitment to continue to sustainably improve the country’s Anti-Money Laundering and the Combating of the Financing of Terrorism (AML/CFT) system,” National Treasury said on Thursday.

    The on-site visit followed the announcement by the June 2025 FATF Plenary that South Africa had substantially completed all the 22 action items that were contained in the Action Plan that was adopted when South Africa was greylisted in February 2023.

    Following the completion of the 22 action items in the Action Plan, the June 2025 FATF Plenary noted that South Africa’s progress warranted an on-site assessment to verify that critical AML/CFT reforms have been implemented, and that the necessary political commitment remains in place to sustain progress.

    “After the conclusion of the onsite visit, the FATF Africa Joint Group will submit a report to the October 2025 FATF Plenary, which will consider any recommendations from the report on whether South Africa can be delisted from the FATF greylist.

    “Deputy Ministers Masondo and Nel thanked the FATF Africa Joint Group for its collegial working relationship with the South African government delegation since the country’s greylisting in February 2023, and further assured the FATF Africa Joint Group that the South African government will continue actively partnering with the FATF Global network in preserving and advancing the integrity of the South African and global financial systems,” National Treasury said.

  • MIL-OSI Africa: The renovated National Road 1 between Kinshasa, Kwango and Kwilu is boosting economic activity in the south-west of the Democratic Republic of Congo

    In Kikwit, in Kwilu province in the south-west of the Democratic Republic of Congo, the “lower town” market is bustling. No-one seems bothered by the sun, which is at its zenith. Motorcycles, tricycles, goods trucks and street vendors intermingle in a constant, noisy ballet, signs of the economic dynamism of this city located more than 600 kilometres from the capital, Kinshasa.

    In the distance, men can already be seen busy loading huge blue plastic drums onto large trucks lined up in single file at the edge of the market. Their destination: Kinshasa, via National Road No. 1 or RN1.

    Modeste Mafangala, a road haulier, makes no secret of his satisfaction with a recent major change in his daily life: the repair of the Kinshasa–N’Djili–Batshamba section of the RN1.

    “Before, it was very difficult to get from here to Kinshasa. You could spend a week or two on the road. But now the road is good. The goods we’re loading today will arrive at their destination the next day, either by bus, truck or motorcycle,” he says, visibly relieved.

    The project to renovate the 622-kilometre section of RN1 between Kinshasa, N’Djili and Batshamba was financed to the tune of $70.2 million by the African Development Fund, the African Development Bank Group’s concessional financing window. The project addresses the major challenge of opening up rural areas to trade in goods and services. Long isolated due to poor road conditions, the provinces of Kwango and Kwilu now enjoy better connectivity with the capital and with each other.

    This improvement greatly facilitates interprovincial trade and creates momentum for regional economic integration. The impact on transport conditions is particularly evident. The journey between Kinshasa and Kikwit, and even Batshamba, now takes just six hours. In addition to reducing travel times, the improved road quality has also led to a significant reduction in the number of accidents.

    “Back then, hauliers would spend days on end trying to reach Kikwit or Tshikapa,” explains Jean Luemba, project implementation coordinator in Kinshasa.  “But today, they get there in less time and save money on fuel and even spare parts, because with all the potholes on the road, vehicles used to suffer significant damage. You could say that hauliers are now getting their money’s worth.”

    But the benefits of the project go far beyond simply repairing the road. An integrated approach to development has multiplied the positive impacts for the people living in the project area. Schools now have access to drinking water, health centres have been built, rural markets refurbished, agricultural tracks upgraded, and several villages equipped with boreholes.

    At the Don Bosco Institute in Kenge, for example, the project has changed the daily lives of the students. A drinking water borehole with a standpipe has been installed in the schoolyard, so the students can now enjoy their breaks without worrying about finding water to drink.

    Espérance Anga, a student in the 4th grade general mechanics class, said: “This is a very good thing for us. Before, we had trouble getting drinking water during breaks. We used to buy water in bags from the canteen. Now, thanks to the borehole, it’s much easier.”

    The RN1 renovation project is a major infrastructure initiative that is expected to have positive effects on socioeconomic development in the Democratic Republic of Congo. By connecting Kinshasa to the provinces of Kwango and Kwilu, the road facilitates travel and trade, with a knock-on effect on the daily life of communities and economic activity.

    “Today, people living along the road can get more value from their daily produce. They can sell more easily because vehicles now have direct access to their villages. One mother, for example, no longer needs to travel to Kinshasa or the market to sell a bag of cassava or charcoal: she can sell it in front of her house. It’s a real change in their daily lives,” says Jean Luemba.

Earnings per share for the first six months of 2025 were $1.52, as compared to income of $3.02 per share for the comparable period in 2024.

    Latvia is set to get more clean energy as a result of almost € 85 million in international financing for renewable-electricity provider Sunly. Estonia-based Sunly will use the loans from the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) and SEB to build four solar parks in Latvia with total capacity of 329 megawatts (MW) enough to meet the annual electricity consumption of up to 180,000 households.

    The project marks one of Latvia’s most ambitious renewable-energy initiatives to date and will accelerate the Baltic region’s shift to clean power while enhancing Latvia’s energy independence. The financing package includes loans of €35.2 million from the EIB, €35.2 million from the EBRD and €14.4 million from SEB.

    The solar parks are due to be completed by early 2027 and will be located near Matīši village in Valmiera Municipality (54 MW), in Dagda Parish, Krāslava Municipality (90 MW), near Barkava village in Madona Municipality (81 MW) and in Zirņi Parish, Saldus Municipality (104 MW).

    “Latvia’s bold push for hybrid solar infrastructure is exactly the kind of forward-looking investment Europe needs,” said EIB Vice-President Thomas Östros. “We are proud to support Sunly’s vision — not just to generate clean power, but to build energy systems that are resilient, flexible, and future-ready. This project is a blueprint for how we can accelerate the green transition while strengthening regional energy security.”

    While the scope of this financing will support the solar component, the broader ambition is to develop all sites as hybrid parks, by subsequently integrating wind energy and battery energy storage systems, aiming to ensure more stable electricity production, improve grid efficiency, and enhance energy security.

    “We’re pleased to build on our partnership with Sunly and support the development of new renewable energy capacity in Latvia,” said Grzegorz Zielinski, EBRD Head of Energy for Europe. “This marks an important step toward strengthening the Baltic region’s energy security and advancing its climate goals.     Latvia’s installed solar capacity reached approximately 660 MW at the end of 2024, more than doubling from 305 MW in 2023 and 100 MW in 2022. According to the long-term planning guidelines Energy Strategy Latvia 2050, solar capacity is projected to reach around 1.2 GW by 2030, gradually increasing to 2.0 GW in the baseline scenario by mid-century. Sunly’s large-scale solar projects are set to play a major role in achieving these targets.

    This financing is a significant step toward strengthening Latvia’s economy and energy supply,” said Toms Nāburgs, Sunly’s country manager for Latvia. “By developing large hybrid solar parks, we are not only increasing the country’s renewable energy production capacity but also enhancing energy security and driving economic growth in the regions. These parks will provide long-term benefits to local communities by supporting socially important projects and initiatives, as well as contributing to the country’s broader electrification and subsequent industrialization.

    The solar parks are financed on a non-recourse basis without relying on government subsidies or long-term power contracts and are designed to thrive in a competitive energy market.     A powerful earthquake off the coast of Kamchatka jolted the Asia-Pacific just hours before emergency officials from APEC economies convened in Incheon for the 21st meeting of the APEC Emergency Preparedness Working Group (EPWG), a timely reminder of how disasters can ripple across the region without warning.

    “Disasters know no borders, and they affect not only local communities but have long-term consequences for entire economies,” said Kim Gwang-yong, Vice Minister of Korea’s Ministry of the Interior and Safety, in his welcome address. “Cooperation and solidarity among APEC economies are more important than ever.”

    Vice Minister Kim highlighted Korea’s recent experiences with typhoons, heavy rainfall and wildfires, noting that the country has continuously improved its disaster management systems. 

    He also emphasized Korea’s commitment to sharing these best practices with fellow APEC economies and expanding cooperation in ICT-based early warning systems, disaster prediction models using artificial intelligence (AI), and community-centered disaster resilience strategies.

    The meeting’s agenda covered digital-based disaster risk management strategies, community leadership in disaster response and strengthening multi-layered governance. 

    Experts and officials discussed enhancing early warning systems, leveraging big data and satellite technologies and developing resilient infrastructure that can support disaster-affected communities. 

    Sessions also focused on advancing collaborative governance, bridging gaps in disaster risk management, and preparing communities for emerging risks.

    EPWG co-chair Dayra Carvajal of the United States Federal Emergency Management Agency, urged members to recognize the compounding risks affecting the region’s interconnected systems. 

    “From devastating earthquakes to wildfires and catastrophic flooding, this year has once again underscored the interconnected impacts of disasters in Asia-Pacific,” she said. “These compounding stressors that ripple through shared infrastructure remind us that events in one economy are frequently felt elsewhere.”

    “This year, we must endeavor to identify concrete and practical ways in which to strengthen the systems that sustain regional economic growth and prosperity: our infrastructure, markets and supply chains.”

    The agenda featured project updates and best practice exchanges by member economies including on topics such as disaster risk prediction and whole-community preparedness in urban, coastal and inland areas. Delegates examined how to bridge gaps in early warning systems, scale agile and adaptable governance across central and local levels and enable technology-driven disaster leadership.

    “The more we prepare, the more we can reduce disaster damage. And the more we cooperate, the stronger our response can become,” Vice Minister Kim concluded.

    Looking ahead, the group emphasized that continued collaboration under the newly launched EPWG Strategic Plan 2025–2027 will be essential to turn this momentum into durable systems of protection and preparedness. 

    The EPWG meeting is a key platform for promoting APEC’s vision of a resilient and prosperous future, with discussions expected to result in actionable policies and collaborative projects that can mitigate disaster risks, enhance regional preparedness and protect the lives and livelihoods of the 2.9 billion people who call the APEC region home.

    Japanese Ambassador to India, Ono Keiichi, on Friday said he had a detailed conversation with Reserve Bank of India (RBI) Governor Sanjay Malhotra on the expanding role of Japanese banks in India’s economy.

    In a post on social media platform X (formerly Twitter), the envoy highlighted that the meeting focused on the expansion of Japanese banks’ investments in India and how they are increasingly contributing to the country’s economic growth.

    “Honoured to meet Sanjay Malhotra, Governor of the Reserve Bank of India (RBI). We had an engaging discussion on the expansion of Japanese banks’ investments in India and their growing contribution to the Indian economy,” Keiichi said on X.

    The meeting comes as India and Japan continue to deepen their Special Strategic and Global Partnership, with greater emphasis on trade, investment, and financial cooperation.

    In recent years, Japanese financial institutions have expanded their footprint in India, supporting infrastructure projects, industrial growth, and business collaborations.

    Earlier, senior officials from both nations reaffirmed the importance of strengthening bilateral ties ahead of Prime Minister Narendra Modi’s scheduled visit to Japan later this year.

    During a high-level dialogue in the national capital on July 28, Indian Foreign Secretary Vikram Misri and Japan’s Vice-Minister for Foreign Affairs Takehiro Funakoshi agreed to enhance cooperation in security, economy, and people-to-people exchanges, while working closely within frameworks such as the Japan-US-Australia-India partnership to promote a Free and Open Indo-Pacific.

    “At the Japan-India Vice-Ministerial Dialogue, the two Secretaries confirmed that, in anticipation of Prime Minister Modi’s visit to Japan scheduled for this year, they would work to strengthen bilateral relations in a wide range of areas, including security, economy, and people-to-people exchanges, and would further cooperate, including within the Japan-US-Australia-India framework, towards the realization of a Free and Open Indo-Pacific,” read a statement issued by Japan’s Ministry of Foreign Affairs on the evening of July 28.

    “In addition to bilateral relations, the two Secretaries also exchanged views on regional situations and agreed to continue to cooperate closely. During the exchange of views with Mishra, Principal Secretary to the Prime Minister’s Office, the two sides discussed various aspects of bilateral relations,” it added.

    As disasters grow more frequent and complex across the Asia-Pacific, senior officials from APEC member economies convened in Incheon for the 2025 APEC Senior Disaster Management Officials’ Forum (SDMOF), calling for urgent, collective action to reduce disaster risks and protect lives.

    The forum, held under the theme “Advancing Disaster Risk Reduction in Asia-Pacific: Partnerships for a Resilient and Prosperous Future,” focused on strengthening coordination and resilience in the face of increasingly complex threats. From climate extremes and aging populations to rapid urbanization, the region’s risk landscape is growing more multifaceted, outpacing the capacity of any single economy to respond alone.

    “Disasters today cross borders and present transboundary risks that demand collective responses across the APEC region,” said Park Cheon-soo, Director General of the Ministry of the Interior and Safety, Republic of Korea. “In this context, solidarity and cooperation among member economies, in other words, partnership, is no longer optional, but a prerequisite for effective disaster risk reduction.”

    Director General Park urged delegates to move beyond disaster recovery and invest in systems that prevent and mitigate risk. 

    Throughout the forum, officials engaged in crucial policy session on emerging risks, early warning systems, multi-layered governance and technology for disaster leadership. 

    Officials also discussed the fundamental concept, different types and management strategies regarding emerging risks. They also explored to better mobilize private sector capabilities and harnessing emerging technologies to strengthen multi-level governance and leadership during disaster response. 

    In his closing remarks, Director General Park acknowledged the progress made in disaster preparedness and response, but emphasized that future challenges require renewed ambition and high-level commitment. 

    He called on each member economy to develop whole-of-society implementation capabilities aligned with their priorities and domestic contexts, foundations essential for the region’s prosperity. 

    Director General Park also reaffirmed Korea’s commitment to sharing expertise and resources, including advances in ICT-based early warning systems and integrated disaster management.

    Officials emphasized the need to translate the forum’s discussions into concrete actions and deeper collaboration, positioning the dialogue as a springboard for future progress.

    “Disaster risk reduction is not only about enhancing our ability to respond to disasters, but also crucial for ensuring prosperity across economic, social and environmental dimensions,” Director General Park concluded. “Trust-based cooperation among APEC economies is essential for advancing disaster risk reduction.”

  • Indian stock markets end lower as India-US trade deal stalls

    Indian stock markets ended in negative territory on Friday after the announcement of fresh tariffs by the United States on imports from India. The 25 per cent tariff declaration by US President Donald Trump impacted investor sentiment, leading to broad-based selling across sectors.

    The BSE Sensex declined by 585.67 points or 0.72 per cent to close at 80,599.91. The index opened lower at 81,074.41 and continued to face pressure throughout the session, touching an intra-day low of 80,495.57. The NSE Nifty also witnessed a decline of 203 points or 0.82 per cent, ending at 24,565.35.

    Major drag was seen in the Pharma, IT, and Auto sectors. Stocks such as Tata Steel, Maruti Suzuki, Infosys, Tata Motors, Tech Mahindra, Bharti Airtel, BEL, Bajaj FinServ, ICICI Bank, HCL Tech, Mahindra and Mahindra, and TCS were among the top losers on the Sensex. However, select stocks like Trent, Asian Paints, Hindustan Unilever, and ITC ended the session in green.

    On the sectoral front, Nifty Pharma declined 3.33 per cent, followed by Nifty IT which was down 1.85 per cent, and Nifty Auto which slipped 1.04 per cent. Nifty Bank ended 0.62 per cent lower. Meanwhile, Nifty FMCG bucked the trend to close in green with a gain of 384 points.

    The broader market also mirrored the benchmark indices. Nifty Midcap 100 fell by 1.33 per cent, Nifty Smallcap 100 declined by 1.66 per cent, and Nifty 100 ended 0.91 per cent lower.

    According to market analysts, the markets extended their corrective phase amid concerns over global trade tensions and ongoing foreign fund outflows. “Markets continue to grapple with a mixed earnings season, while the recent tariff announcement and persistent foreign fund outflows are further weighing on sentiment,” said Ajit Mishra, SVP, Research, Religare Broking Ltd.

    Technical analysts also cautioned about key support levels. “A further decline is likely if Nifty slips below 24,400. On the upside, resistance is expected at 24,600–24,650 and 24,850,” said Rupak De, Senior Technical Analyst at LKP Securities.

    The India Post Payments Bank (IPPB) on Friday announced the nationwide rollout of Aadhaar-based face authentication for customer transactions, a move aimed at enhancing ease of access and financial inclusion for the elderly, differently-abled and those facing biometric authentication issues.

    Developed under the framework of the Unique Identification Authority of India (UIDAI), the feature enables customers to carry out banking services using facial recognition, eliminating the need for physical biometrics like fingerprints or one-time passwords (OTPs).

    “This is not just a technological enhancement but a commitment to dignified and inclusive banking,” said IPPB Managing Director and CEO R Viswesvaran. “With Aadhaar-based face authentication, we are ensuring that no customer is left behind due to limitations in fingerprint or OTP-based verification.”

    The feature supports a range of services including account opening, balance inquiries, fund transfers, and utility payments. It is expected to make banking faster, contactless, and safer—especially during health emergencies where physical contact poses risks.

    The IPPB said the new authentication system aligns with the government’s Digital India and Financial Inclusion missions. Customers across rural and urban India will benefit, particularly those with worn-out fingerprints or limited access to smartphones.

    The bank, established in 2018 under the Department of Posts, Ministry of Communications, operates through a vast network of around 1.65 lakh post offices and over 3 lakh postal employees. Its digital model leverages India Stack technologies to offer paperless and presence-less banking services at the doorstep, serving over 11 crore customers across 5.57 lakh villages and towns.

    The ECOWAS Commission, in collaboration with the World Bank, has launched a four-day regional workshop from the 28th to the 31st of July,2025 in Dakar, Senegal focused on strengthening the capacity of francophone and lusophone Member States to evaluate and manage tax expenditures.

    Speaking at the opening ceremony, the Representative of the Minister of Finance of Senegal, Mr. Issa Faye warmly welcomed delegates on behalf of the Government and people of Senegal. He emphasized the country’s commitment to greater fiscal transparency and effective public resource management. “Tax exemptions, if well-targeted, can be tools for growth and poverty reduction. However, their real impact must be rigorously measured” he noted. Senegal’s hosting of the event, he added, reflects its strong support for regional fiscal harmonization and cooperation.

    Mr. Rajiv Kumar, representing the World Bank, acknowledged the progress made by several ECOWAS Member States and encouraged greater transparency and systematic reporting. “World Bank is pleased to partner with ECOWAS to deliver this important workshop that aims to strengthen the capacity of member states to manage the fiscal and economic impact of tax expenditures,” he stated.

    In her opening remarks, H.E. Ambassador Zelma Yollande Nobre Fassinou, ECOWAS Resident Representative to Senegal, emphasized the importance of the workshop and expressed gratitude to the Government of Senegal for its continued support for regional integration efforts. She highlighted that “Tax expenditures,when not properly evaluated, can undermine domestic resource mobilization and limit the capacity of our governments to finance vital programs.” Ambassador Fassinou emphasized that the workshop is not only a platform for technical learning but also an opportunity to strengthen partnerships and enhance collective governance in line with the 2023 ECOWAS Directive on Tax Expenditures. She further noted the importance of timely submission of tax expenditure reports by Member States, in alignment with the provisions of the Directive, as an important step towards improved transparency and accountability in fiscal policy across the region.

    Ambassador Fassinou also highlighted the workshop’s aim to encourage open dialogue and peer exchange, noting that participants will present their national frameworks, challenges, and best practices. “This workshop provides an ideal platform to deepen our shared understanding, align our methodologies, and enhance regional cooperation in managing fiscal incentives” she said.

    The workshop features technical sessions, practical exercises, and country presentations aimed at improving governance, transparency and alignment of tax incentives with national development strategies. Participants include officials from finance ministries, tax administrations and regional and international partners.

    This workshop reinforces ECOWAS’ commitment to strengthening national capacities and aligning fiscal practices with regional integration objectives.
