  • MIL-OSI Global: Financial skills like managing debt are key to success, but Ghana’s small businesses don’t have them

    Financial literacy is vital for individuals and households. Simply put, it’s the ability to understand and effectively use various financial skills: budgeting, managing debt, making sound investments, and understanding financial statements.

    These skills are crucial for businesses, too – especially small and medium enterprises. Small and medium enterprises are widely recognised as the backbone of many low-income countries’ economies. The World Bank estimates that these businesses account for between 60% and 70% of jobs in sub-Saharan Africa and approximately 40% of low-income countries’ GDPs globally.

    Ghana is one of the countries whose economy relies heavily on small and medium enterprises. Much emphasis has been placed on how important it is for these businesses to access finance. But far less has been discussed about the value of financial literacy. In Ghana, as is the case in many other countries, the reality is that many small and medium enterprises still fail to grow as expected, even when they have access to capital. This surprising outcome suggests that access to finance, while crucial, is not the sole factor determining business success. The missing piece of the puzzle? Financial literacy.

    We conducted a study to find out whether managers at small and medium enterprises in Ghana believed that financial literacy would help them to improve their growth after accessing finance. CEOs and senior financial managers who self-identified as being financially literate told us that their businesses had grown as a result, explicitly linking growth and financial literacy.

    It is clear from this study that financial literacy empowers the managers of small and medium enterprises to make informed decisions, make the best use of their resources, and avoid common pitfalls that can derail business growth. It enables them not only to access finance but also to use it effectively for sustainable growth and long-term success.

    Our findings have wider implications. Small and medium enterprises are vital for economic growth. But their potential is being undermined by a lack of financial literacy. This isn’t just a problem for businesses themselves: it’s a problem for the entire economy they are part of. When small and medium enterprises fail to grow, job creation stalls, innovation slows down, and the economy as a whole suffers.

    The study

    There is no single public register for small and medium enterprises in Ghana. So we drew our participants from a range of resources, including the national company register, the Ghana Export Promotion Authority, the Association of Ghana Industries and the Ghana Business Directory.

    We defined small and medium enterprises in the same way as Ghana’s Statistical Service does: companies that have 250 or fewer employees.

    Ultimately, 201 firms across the manufacturing and services sectors took part in the study. The vast majority of responses were from CEOs and senior finance managers, which is important since people in these positions ought to have comprehensive knowledge about a firm’s growth and performance.

    The respondents saw a clear link between financial literacy and access to finance for growing their businesses. One CEO said:

    Understanding financial principles is the foundation of our business decisions. Without financial literacy, we wouldn’t have been able to secure the necessary funding to expand our operations. It’s not just about getting access to finance but knowing how to manage it effectively that drives growth.

    A senior financial manager told us:

    Before improving our financial literacy, we struggled to convince lenders of our potential. Learning how to present our financials clearly and manage our cash flow gave us the credibility we needed to secure financing and invest in our growth.

    Some interviewees discussed how not being financially literate had hampered their ability to properly use funding. A finance manager said that, after securing an initial round of funding. “we quickly realised we couldn’t manage cash flow effectively”, adding:

    It felt like we were putting out fires every day. I didn’t understand terms like ‘liquidity ratios’ or ‘debt management’ until I started learning about financial literacy. It was eye-opening.

    These lessons happened in various ways, some more formal than others. One CEO, realising their own financial management skills needed work, hired a financial officer with strong abilities in this area and learned a great deal from them.

    Some CEOs signed themselves up for financial management workshops; others organised short courses for their entire teams. One told us: “We took a financial literacy course designed for entrepreneurs, and it gave us new insights into how to manage loans and investments. It wasn’t just about survival but also about how to leverage what we had to grow. Now, we budget better, monitor our cash flow closely, and even started saving for unexpected expenses.”

    Addressing the issues

    There are several ways to improve financial literacy among small and medium enterprises.

    First, policymakers should incorporate mandatory financial literacy training into existing support programmes for these businesses. It should cover essential financial management skills such as budgeting, cash flow management and investment planning.

    Policymakers could also facilitate partnerships between banks, microfinance institutions and educational organisations to offer targeted financial literacy workshops for managers at small and medium enterprises. This would equip businesses to manage the financial support they receive.

    Finally, policymakers should introduce incentives, such as reduced interest rates or preferential loan terms, for small and medium enterprises that complete certified financial literacy courses. This would motivate managers to enhance their financial management skills, leading to more sustainable business growth and improved economic outcomes.

    Headline: ICC calls for continued dialogue on biodiversity benefit sharing mechanism

    ICC has issued the following statement upon the conclusion of the United Nations’ Conference of the Parties to the Convention on Biological Diversity (CBD COP16) underscoring the commitment of business to support future efforts to secure a robust and workable multilateral benefit sharing mechanism.

    ICC appreciates the efforts of Parties and the Colombian Presidency at CBD COP16 to progress on the operationalisation of the multilateral mechanism on benefit sharing from the use of digital sequence information, including the COP16 Decision’s recognition that further work is needed to refine several of its elements .  

    Businesses are committed to supporting biodiversity goals and engaged constructively in the discussion – viewing the multilateral mechanism as an opportunity to increase benefits shared for biodiversity through a simpler system that provides more legal certainty for companies and supports research and innovation.

    As several countries have recognised, the decision provides a starting basis for moving forward but many important aspects require further evidence-based work to ensure that the mechanism has the necessary enabling conditions and incentives to engage broad business participation. A system that is broad in scope makes it easy to contribute, sets fees at realistic levels, provides legal certainty for research and innovation, and has the potential to incentivise more funding for biodiversity. Business will strengthen its engagement as an integral part of the solution and will need to play a role in further refining the mechanism to ensure its success.”

    Further work could continue along several tracks, through formal CBD workstreams, informal dialogues, or a pilot phase to test the modalities in the decision and obtain evidence for consideration at COP17.  ICC will be working with companies, countries and other stakeholders along all these tracks to optimise the potential of the mechanism to attract broad participation from businesses to further biodiversity goals.

    To The Most Reverend Philippe Jourdan
    Bishop of Tallinn
    With fond memories of my Apostolic Journey to your country in 2018, I send heartfelt greetings, together with the assurance of my spiritual closeness, to you and the entire Catholic community on the happy occasion of the hundredth anniversary of the creation of the Apostolic Administration of Estonia, recently raised to the level of a Diocese.
    This significant milestone in your history marks a century of steadfast fidelity to the Catholic faith, which has enabled this small yet vibrant Church to be a source of compassion and spiritual nourishment for countless men and women across the nation. At the same time, this anniversary commemorates unwavering hope and trust in the Lord through decades of suffering, occupation and oppression.
    In this regard, as you reflect upon these past hundred years, I join you in giving thanks to Almighty God for the example of faith offered by your courageous and resilient forefathers who were instrumental in nurturing and sustaining the Catholic community in Estonia. In a particular way, I think of Servant of God Archbishop Eduard Profittlich, whose witness to Christ and fortitude in remaining close to his flock, even to the shedding of his blood, sowed seeds which even today are bearing fruit. May his testimony always be a source of inspiration for you and remind you that even the tiniest of plants, the smallest of gestures and the lowliest of offerings can grow far beyond their humble beginnings to bestow a rich harvest (cf. Mt 13:31-32).
    Moreover, I am confident that this admirable legacy of faith and charity that characterizes your Diocese will encourage the present generation of priests, religious and lay faithful to continue to grow in joyful missionary discipleship as they look to the future. Indeed, may the present centenary be an opportunity for spiritual renewal in your land, igniting a renewed sense of zeal for evangelization, especially among young people. In this way, they will more effectively be able to proclaim God’s message of love, mercy, and reconciliation, and so, bring the light of Jesus and the liberating power of the Gospel to the many men and women of today who do not even believe in God.
    It is likewise my hope that as the Catholics of Estonia seek to build a society rooted in peace, justice, solidarity, and the dignity of every human person, they will work increasingly with the men and women of other Christian denominations in bearing a united witness to God’s promises. This is especially important in the context of today’s war in Europe, which is a source of deep anxiety and tragically echoes the darker moments of yesteryears. Even so, the Holy Spirit can guide you to be an eloquent sign of continued trust in God’s providence and lead Estonian Christians, together with all people of good will, to extend the hand of friendship to refugees and the most vulnerable of our brothers and sisters. May Christ the Prince of Peace bless you with his gifts of perseverance, fraternal unity and concord.

    …SUMMARY…
    Multiple rounds of strong-severe thunderstorms are possible today
    through tonight over parts of the southern Plains. Tornadoes,
    damaging winds and large hail are possible.

    …Synopsis…
    A full-latitude, mid/upper-level trough will move slowly eastward
    across the western CONUS, while evolving into a split-flow regime.
    The more-influential southern section of the trough is expected to
    amplify considerably as a shortwave perturbation and associated
    speed max — now located over the southern Great Basin — pivot
    through the base of the synoptic trough. By 00Z, the shortwave
    trough should dig southeastward to southern AZ and adjoining
    portions of Sonora. A leading vorticity lobe should eject to
    eastern NM by the end of the period, within a broader area of
    enhanced cyclonic flow extending across AZ, northern Chihuahua, and
    west TX. A 500-mb low may form by 12Z tomorrow near the center of
    that curvature, across central NM. In response to these
    developments, strengthening/difluent flow and height falls will
    spread eastward ahead of the synoptic trough — across the southern
    Plains and west TX.

    At the surface, 11Z analysis showed an outflow boundary fronting an
    MCS from the western Ozarks southwestward to northwest TX. The
    boundary should shift into AR and southeastern OK through the
    remainder of the morning before stalling, while the segment from the
    Red River region southwestward across the Big Country and northern
    Permian Basin already has become very slow-moving to stationary.
    The boundary should retreat northward through the period, with
    uncertainty remaining as to how far and with what specific timing,
    given a substantial cold pool evident across central/western OK and
    the South Plains/Panhandle region. A dryline — initially analyzed
    over southeastern NM and far west TX — should shift eastward to the
    southern Panhandle/south Plains and across the Permian Basin through
    the afternoon. A surface low initially near the central CO/KS
    border should move northeastward to central/north-central NE by 00Z,
    with cold front southwestward to another low in southeastern CO. A
    lee trough and more diffuse dryline will take shape and move
    eastward across the central High Plains into western KS, before
    being overtaken by the cold front.

    …Southern/central Plains…
    A QLCS began the period arching from the western Ozarks across
    southeastern OK and parts of north-central/northwest TX. The
    central/northern part of this complex is outrunning favorably
    unstable inflow and should continue a broader weakening trend
    through the remainder of the morning. Meanwhile the southern part
    — over southern OK and north TX — has more buoyancy and still-
    favorable vertical shear to its east and southeast. However, that
    segment of convection is decelerating and non-severe. It also is
    located behind the associated outflow boundary, which is exhibiting
    anafrontal characteristics.

    As it retreats northward across the Red River Valley today into this
    evening, the outflow boundary should become more diffuse, with a
    loosening baroclinic gradient. This will occur amidst broader,
    synoptically driven theta-e advection. Meanwhile this feature and
    the dryline to its southwest should focus additional widely
    scattered to scattered thunderstorm development. Convection also
    may form in the warm/moist sector east of the dryline and south of
    the outflow boundary, given the lack of a substantial EML and
    typically accompanying capping. With favorable low-level and deep-
    layer shear expected, supercells and bowing QLCS configurations are
    possible, offering all severe hazards (hail, gusts, tornadoes). The
    greatest potential for relatively discrete/sustained supercells
    appears to be near the retreating boundary in northwest TX and parts
    of southern/central OK, and significant-severe hail may occur with
    some of that convection.

    Multiple convective episodes are expected from the afternoon’s
    greatest boundary-layer heating through late overnight, when
    large-scale ascent will increase again due to both warm advection/
    LLJ processes and DCVA/cooling aloft ahead of the approaching
    trough. These will overlap rich low-level moisture (surface
    dewpoints near and south of the boundary in the mid 60s to low 70s
    F). By late overnight, airmass recovery may extend into much of
    western/central OK, supporting another round of severe potential
    there. A more-concentrated mesoscale-focused severe threat
    (especially for tornadoes and/or severe gusts) may develop today
    into this evening near the residual boundary, but uncertainty on
    convective mode/coverage remains too large to assign greater
    unconditional probabilities at this cycle.

    Farther north, diurnally destabilized but convectively processed
    trajectories will temper the overall threat into the central Plains,
    along/ahead of the dryline and cold front. However, a few strong-
    severe thunderstorms are possible, mainly this afternoon into early
    evening.

  • MIL-OSI USA: First Lady Tammy Murphy Honors Día de Muertos at Drumthwacket

    PRINCETON – First Lady Tammy Murphy on Tuesday hosted an intimate Día de Muertos commemoration at Drumthwacket, marking the first time this holiday has been celebrated at The People’s House. The First Lady was joined by Mariana Díaz Nagore, the Head Consul of the Consulate of Mexico in New Brunswick, and prominent leaders from New Jersey’s Mexican and Latino communities.

    “New Jersey is home to an incredibly strong and vibrant Mexican American community, which is why I wanted to open Drumthwacket – the People’s House – to both celebrate Día de Muertos and acknowledge the rich contributions of our state’s Mexican and Latino residents,” said First Lady Tammy Murphy. “Día de Muertos is a special time to come together with friends and family to reflect, connect with our ancestors, and remember loved ones who have passed. We were honored to mark this beautiful holiday and, when we looked at the altar, Phil and I truly felt the presence of our loved ones.”

    On Día de Muertos, families welcome back the souls of their deceased relatives for a brief reunion that includes food, drink and celebration. The living family members treat the deceased as honored guests in their celebrations and leave the deceased’s favorite foods and other offerings at gravesites or on altars built in their homes.

    As part of the event, Drumthwacket’s Music Room was transformed into an altar honoring the Governor and First Lady’s departed loved ones, including their late parents, siblings, additional family members and friends. 

    The altar was decorated by Lilia Rios and Francisco Del Toro, Co-Founders of La Providencia, and was adorned with photos, candles and bright marigolds called cempasuchil alongside food for the deceased.

    “The altar for the Dia de Muertos at Drumtwacket is a recognition of the Mexican community in New Jersey and a celebration of its rich culture and values. I am grateful to First Lady Tammy Murphy for opening the doors of Drumthwacket for the first time to Mexico’s Day of the Dead traditions and allowing us to share them with the community as a whole with this beautiful altar,” said Mariana Díaz Nagore, the Head Consul of the Consulate of Mexico in New Brunswick.

  • MIL-OSI Global: Is Donald Trump preying on his supporters’ death fears? What terror management theory offers us

    Death and destruction from climate crisesflooding, fires, hurricanes and heat.

    Then there’s the multimedia firehose of tragic accidents, gruesome images from devastating wars, seemingly random local street violence, warnings of a Third World War and grim distress signals about the dangers of rising authoritarianism on the eve of the United States presidential election and the possible return to power of climate-change skeptic Donald Trump.

    Combine these stressors with our own personal mortality reminders: that new grey hair, an unexpected medical diagnosis, the COVID-19 related deaths of our friends or colleagues, and we’re left grappling with surprising and unwelcome fear.

    But trying to get through our days as mostly functional, civilized adults while paralyzed with fear about our unavoidable death isn’t optimal or sustainable. Thankfully, our brains have a hardwired, helpful strategy that’s explained by “terror management theory.”

    Defence mechanisms

    Terror management researchers have shown that we all have predictable defences aimed at repressing our death awareness. Unfortunately, those defences can also contribute to destructive social forces.

    Recognizing and understanding how these defences work is essential to making them less dangerous. These defences depend a lot on our pre-existing identities and whether death awareness operates within our conscious or subconscious mind.

    When death fears are conscious, our defences include denial, rationalization, distraction and self-esteem-building , often via consumption or consumerism. We build ourselves up by gathering or protecting our resources — think negotiating higher incomes or trying to avoid paying taxes — and shopping for necessities to keep our families safe.

    Death fears also trigger conspicuous consumption to signal our social status and bolster our self-esteem. In terror management theory, money is valued because money buys safety, and safety means the avoidance of death, at least for a little while longer.

    When death fears are unconscious or just “background noise,” the situation gets more complex and problematic. Some of us will harden our identities and ideas about what we believe is right or just, what we are entitled to and with whom we’ll share resources, opportunities and power.

    Sometimes we’ll show greater antagonism towards groups who are unlike us in looks or practice: immigrants, religious minorities or even international students. As these defences emerge and coalesce, we’ll blame “others” for both the big and small troubles we experience or perceive.

    The result is increased social fragmentation and polarization rather than capitalizing on people’s diverse ideas, perspectives and experiences.

    Authoritarian playbook

    When mortality awareness is infused throughout a society — say, during a deadly pandemic or climate disasters — manipulating people’s death fears becomes a seductive route to power for authoritarians or would-be authoritarians like Trump.

    Some people will become receptive to a charismatic figure’s promises of safety, rules, and a return to a better time.

    German psychology professor Immo Fritsche and colleagues have identified clear evidence that climate change has increased authoritarian attitudes and support for authoritarian leadership styles.

    Other researchers found that individuals who did not have prior authoritarian tendencies — after controlling for their political affiliation and ideology — expressed greater support for authoritarian leadership when they experienced mortality awareness.

    In a subsequent study, Fritsche’s results were more dire: death awareness defences created “prejudice, stereotyping, aggression, and racism, which, in turn, can lead to the escalation of violent intergroup conflict and, thus, the escalation of war.”

    While this trajectory isn’t guaranteed, ignoring the influence of mortality defences on social dynamics seems both short-sighted and foolish.

    Be a hero

    So, what can we do to avoid the worst outcomes of polarization, antagonism against marginalized and racialized communities, authoritarianism and potential violence?

    Some good news: first, positive world views and identities can be strengthened even when we feel threatened by death. People who see the world as a collective, are willing to welcome others and work to maintain civil society may intensify their efforts when their mortality is salient. These people need to be supported and celebrated.

    Second, a final defence against mortality fears is to build up our self-esteem through positive “hero projects.” Through these activities — philanthropy, raising children, works of art or literature, teaching, protest or activism for social change — we commit to an action that may not be in our immediate self-interest but we persist despite difficulties, discomfort and often daunting odds.

    In our hero projects, we may take less but give more, and direct our energy to outcomes that will, hopefully, benefit our communities long after we’re gone.

    The authoritarians among us are already adept at manipulating our mortality fears for their own benefit. We can accept their preferred power trajectory, or we can recognize the influence of mortality fears and create alternatives in the days, weeks, months and years to come.

  • MIL-OSI Security: Halifax — RCMP warns Retailers of increased credit card scams

    Nova Scotia RCMP’s Commercial Crime Section is reminding retailers that a province-wide trend continues where scammers are using stolen or compromised credit cards to pay for high-volume or expensive orders.

    Retailers should exercise extra caution when conducting sales over the phone, particularly in accepting credit card payments without the cardholder present. Recent incidents have included the fraudulent purchase of furniture, ATVs, tires, and other high-value items.

    Many credit card vendor agreements make the retailer responsible for purchases where it is determined the credit card was used without authorization from the true cardholder, even in cases of fraud. A charge-back dispute can be made against the vendor by the credit card company for such fraudulent transactions, in some cases after the product has already been shipped. This results in retailers losing both the product that was purchased fraudulently and the fraudulent payment.

  • MIL-OSI Global: The racist ‘one-drop rule’ lives on in how Trump talks about Black politicians and whiteness in America

    Americans who heard former President Donald Trump claim that Vice President Kamala Harris previously identified as “not Black” in a July 2024 interview may wonder why he continuously emphasized former President Barack Obama’s blackness during his first presidential campaign.

    As a scholar focused on race and gender issues, I recognize that these seemingly inconsistent definitions of blackness are not inconsistent at all. They demonstrate a consistent position on whiteness.

    In both cases, Trump implies that the race of his opponent is all voters need to know to determine their characters. It is an ideology that normalizes the dominance and privilege of white Americans within a racial hierarchy.

    Making whiteness great again

    In the American imagination, white people are often perceived as being more authentically American than other racial groups.

    Additionally, Trump and some of his followers see many of America’s strides on civil rights as detrimental to white people. Trump has said that “anti-white feeling” is a significant problem in America. And Republican voters, who are overwhelmingly white, are more likely than the general population to view racism as a bigger problem for white people.

    Trump has said he believes America was at its best in the 1940s and 1950s. However, Trump’s long-standing inflammatory rhetoric around race — including his recent racist comments degrading Haitian refugees in Springfield, Ohio — do not simply glorify a time immediately before the civil rights era. They recall an older era.

    Calls to “Make America Great Again” hearken back to colonialism, when whiteness — particularly white, male power — was at its peak. The period from 1500 to the 1960s was a time when white men could exercise control over people of color by racially classifying their bodies. And they protected whiteness by passing laws that declared “one drop” of Black blood as enough to declare someone Black.

    Whiteness is property, as the legal scholar Cheryl Hines has argued. It’s an asset for those who possess it. It offers benefits like white privilege and the idea of being white as moral and superior.

    One-drop statutes, such as the Virginia Racial Integrity Act of 1924, attempted to scientifically define who was Black based on how much African ancestry a person had. Passed in dozens of states in the 20th century, these laws were about maintaining white purity.

    More specifically, one-drop statutes reflected a fear that people who were considered white in terms of their appearance but had Black ancestry could reproduce with other white people. This, in turn, would result in the supposed degeneration of the white race.

    These laws attempted to legally define Blackness.

    Power and dominance

    Harris and Obama, the children of immigrants, both have mixed-race backgrounds. Harris is the child of a Black Jamaican father and an Indian mother. Obama is the son of a Black Kenyan father and a white American mother.

    However, Trump insists that Harris was “Indian all the way,” while Obama was a “Black president.” For me, this perspective reveals another aspect of Trump’s racial thinking: He appears to believe in the impenetrability and power of whiteness.

    Trump sees Harris as capable of dancing back and forth between being Indian and being Black. Yet he has never implied that Obama can dance between being Black and being white.

    In a society that often ties physical characteristics to racial identity, many people might find it difficult to imagine Obama as identifying as white. That’s because our society associates his skin tone and hair texture with Blackness.

    However, I argue that the inability to view this hypothetical racial dance as possible for Harris and not for Obama is tied to white supremacist beliefs.

    These beliefs defend whiteness as being imbued with dominance over other racial groups. This power is reflected in the ability to define the race of others, regardless of how they may identify themselves. And it is reflected in the desire to also limit who can count as white.

    Trump does both of those things.

    A foil to white identity

    “She was always of Indian heritage, and she was only promoting Indian heritage. I didn’t know she was Black until a number of years ago, when she happened to turn Black, and now she wants to be known as Black,” Trump said in July at a gathering of Black journalists.

    He added: “So I don’t know, is she Indian or is she Black? I respect either one, but she obviously doesn’t, because she was Indian all the way, and then all of a sudden she made a turn and she went – she became a Black person.”

    By suggesting that Harris has strategically identified as Black for political gain, Trump implies that there’s a political advantage to being Black in America.

    This notion aligns with the racist belief, fueled by white racial resentment, that Black Americans are afforded privileges over whites and Asian Americans.

    The sociologist Arlie Hochschild has shown that many white Trump supporters believe circumstances in America have gotten worse for whites in recent decades. They believe many of the gains for people of color — affirmative action and other diversity policies — have been at the expense of the rights of white people.

    Simultaneously, Trump’s comments emphasize his own whiteness by using Harris’ and Obama’s race as a foil to his white identity. Research on the construction of race in America shows that whiteness is devoid of meaning without something to define itself against.

    For white people who feel many things have been taken away from them in an increasingly multiracial America, Trump is their warrior. He campaigns to protect the white population and culture of America.

  • MIL-Evening Report: Why do organisations still struggle to protect our data? We asked 50 professionals on the privacy front line

    More of our personal data is now collected and stored online than ever before in history. The rise of data breaches should unsettle us all.

    At an individual level, data breaches can compromise our privacy, cause harm to our finances and mental health, and even enable identity theft.

    For organisations, the repercussions can be equally severe, often resulting in major financial losses and brand damage.

    Despite the increasing importance of protecting our personal information, doing so remains fraught with challenges.

    As part of a comprehensive study of data breach notification practices, we interviewed 50 senior personnel working in information security and privacy. Here’s what they told us about the multifaceted challenges they face.

    What does the law actually say?

    Data breaches occur whenever personal information is accessed or disclosed without authorisation, or even lost altogether. Optus, Medibank and Canva have all experienced high-profile incidents in recent years.

    Under Australia’s privacy laws, organisations aren’t allowed to sweep major cyber attacks under the rug.

    They have to notify both the regulator – the Office of the Australian Information Commissioner (OAIC) – and any affected individuals of breaches that are likely to result in “serious harm”.

    But according to the organisational leaders we interviewed, this poses a tricky question. How do you define serious harm?

    Interpretations of what “serious harm” actually means – and how likely it is to occur – vary significantly. This inconsistency can make it impossible to predict the specific impact of a data breach on an individual.

    Victims of domestic violence, for example, may be at increased risk when personal information is exposed, creating harms that are difficult to foresee or mitigate.

    Enforcing the rules

    Interviewees also had concerns about how well the regulator could provide guidance and enforce data protection measures.

    Many expressed a belief the OAIC is underfunded and lacks the authority to impose and enforce fines properly. The consensus was that the challenge of protecting our data has now outgrown the power and resources of the regulator.

    As one chief information security officer at a publicly listed company put it:

    What’s the point of having speeding signs and cameras if you don’t give anyone a ticket?

    A lack of enforcement can undermine the incentive for organisations to invest in robust data protection.

    Only the tip of the iceberg

    Data breaches are also underreported, particularly in the corporate sector.

    One senior cybersecurity consultant from a major multinational company told us there is a strong incentive for companies to minimise or cover up breaches, to avoid embarrassment.

    This culture means many breaches that should be reported simply aren’t. One senior public servant estimated only about 10% of reportable breaches end up actually being disclosed.

    Without this basic transparency, the regulator and affected individuals can’t take necessary steps to protect themselves.

    Third-party breaches

    Sometimes, when we give our personal information to one organisation, it can end up in the hands of another one we might not expect. This is because key tasks – especially managing databases – are often outsourced to third parties.

    Outsourcing tasks might be a more efficient option for an organisation, but it can make protecting personal data even more complicated.

    Interviewees told us breaches were more likely when engaging third-party providers, because it limited the control they had over security measures.

    Between July and December 2023 in Australia, there was an increase of more than 300% in third-party data breaches compared to the six months prior.

    There have been some highly publicised examples.

    In May this year, many Clubs NSW customers had their personal information potentially breached through an attack on third-party software provider Outabox.

    Bunnings suffered a similar breach in late 2021, via an attack on scheduling software provider FlexBooker.

    Getting the basics right

    Some organisations are still struggling with the basics. Our research found many data breaches occur because outdated or “legacy” data systems are still in use.

    These systems are old or inactive databases, often containing huge amounts of personal information about all the individuals who’ve previously interacted with them.

    Organisations tend to hold onto personal data longer than is legally required. This can come down to confusion about data-retention requirements, but also the high cost and complexity of safely decommissioning old systems.

    One chief privacy officer of a large financial services institution told us:

    In an organisation like ours where we have over 2,000 legacy systems […] the systems don’t speak to each other. They don’t come with big red delete buttons.

    Other interviewees flagged that risky data testing practices are widespread.

    Software developers and tech teams often use “production data” – real customer data – to test new products. This is often quicker and cheaper than creating test datasets.

    However, this practice exposes real customer information to insecure testing environments, making it more vulnerable. A senior cybersecurity specialist told us:

    I’ve seen it so much in every industry […] It’s literally live, real information going into systems that are not live and real and have low security.

    What needs to be done?

    Drawing insights from professionals at the coalface, our study highlights just how complex data protection has become in Australia, and how quickly the landscape is evolving.

    Addressing these issues will require a multi-pronged approach, including clearer legislative guidelines, better enforcement, greater transparency and robust security practices for the use of third-party providers.

    As the digital world continues to evolve, so too must our strategies for protecting ourselves and our data.

    Auckland Council has appointed Dale Dillicar as a director of Auckland Transport.

    This appointment brings the Auckland Transport board to its full complement of eight voting members appointed by Auckland Council. Mrs Dillicar will chair the board’s Finance and Assurance committee.

    Councillor Christine Fletcher chaired the selection panel and welcomes Mrs Dillicar to the Auckland Transport board.

    The Government should consider the outcome of an Auditor-General report into conflicts of interest before progressing the Fast track Approvals Bill through Parliament. 

    “We welcome this inquiry, and call on the Government to wait until the Auditor-General reports back before going to committee stage where 149 projects will be added to the Bill and further progressed through the House,” Labour environment spokesperson Rachel Brooking said.

    “The 149 companies who have projects on the fast track list get an enormous advantage by not having to comply with current laws that protect the environment.

    “The public must have confidence the decision to put projects on the list was not made because a minister had a vested interest in it.

    “We’ve shown that coalition parties received donations from companies such as Winton and Kings Quarry to name just two, whose projects made it on to the list.

    “It’s also concerning that some of the projects on the list have been previously declined because the impact on the environment is too great.

    “The whole process around the Fast Track Approvals Bill has been murky. The projects were kept secret, ministers initially would have had the power to override conditions put on projects by an expert panel, and Shane Jones wouldn’t come clean about a meeting he had with mining interests on the West Coast.

    “Hopefully the Auditor-General’s inquiry can bring some sunlight to this situation,” Rachel Brooking said.

    Imperans Report to Provide Businesses with Actionable Health and Safety Information

    04 November 2024, Auckland, New Zealand – The Drug Detection Agency (TDDA), New Zealand’s largest workplace drug testing provider, has launched the Imperans Report, its new quarterly workplace drug trends report. The report aims to provide Australasian employers with an analysis of drug and alcohol usage trends, combining results from both New Zealand and Australia to empower businesses to engage in proactive workplace risk management.

    The Imperans report addresses an information gap for business. Government organisations like ACC and WorkSafe publish incident reports, but they do not quantify when substances are a factor. Future reports will serve to build businesses’ understanding of substance use patterns regionally and temporally so that they can anticipate and reduce workplace risks.

    TDDA provides over 250,000 drug tests every year in New Zealand and Australia. In Q3/2024 tests from accredited clinic locations and mobile clinics throughout Australasia were used. All tests were taken between 1 July 2024 and 30 September 20241.  Data is anonymised and aggregated using TDDA’s Imperans system, a bespoke IT platform for testing services, data recording, and reporting.

    TDDA drug tests screen for amphetamine-type substances (ATS); benzodiazepines; cocaine; methamphetamine; opiates and opioids; cannabis; and synthetic drugs like synthetic cannabis.

    This quarter, 4.55 per cent of the screens conducted by TDDA in New Zealand indicated the presence of drugs. THC remained the most common substance detected in workplaces in New Zealand, accounting for 72.9 per cent of cases, closely followed by amphetamine-type substances at 34.2 per cent. There was also significant opioid detection, indicating workplaces may want to remind employees of their drug policies surrounding prescription painkillers.  

    Below are the most prevalent substances detected across New Zealand in TDDA testing:

    • THC: 72.9 per cent
    • Amphetamine-type substances (including methamphetamine): 34.2 per cent
    • Opiates (including oxycodone): 12.9 per cent
    • Benzodiazepines: 4.9 per cent
    • Cocaine: 1.7 per cent
    • Alcohol: 0.19 per cent

    It is crucial for Kiwi businesses to stay vigilant and adapt their safety strategies to evolving drug trends. By being proactive and staying committed to addressing drug-related issues, businesses can play a vital role in promoting safer communities and protecting the well-being of their employees.

    “Businesses across New Zealand should be cognisant of the prevailing drug testing trends and the potential impact on employee safety, workplace productivity, and company reputation,” says Glenn Dobson, CEO, TDDA.

    “Substances like cannabis and methamphetamine can significantly affect workplace safety. Symptoms may include impaired judgement, decreased coordination, and delayed reaction times. Anyone using these substances should not be operating vehicles or heavy machinery.”

    Testing data from 1 July 2024 and 30 September 2024 is aggregated and anonymised from fixed and mobile clinic operations throughout Australasia. Data from preemployment, post incident, and random testing has been combined. Testing methods included urine and oral fluid screening. Data is reported into the TDDA Imperans system, anonymised, and represents a snapshot of drug trends across Australasian workplaces and industries.

  • MIL-OSI New Zealand: On-sold programme changes bring resolution to homeowners and taxpayers

    Associate Finance Minister David Seymour has asked the Natural Hazards Commission (NHC) to make changes to how it delivers the On-sold support package to prevent a cost blowout while helping eligible homeowners repair their homes in a timely manner. 

    The On-sold programme was set up by the Government in 2019 as a time-limited offer of support for owners of eligible on-sold over-cap properties in Canterbury. Applicants had 12 months to apply for an ex-gratia payment towards the cost of having their homes repaired for remaining earthquake damage. Applications for the programme closed on 14 October 2020. 

    “The On-sold programme has supported over 800 Canterbury homeowners to complete repairs and move back into their homes, and hundreds more are in the process of doing so,” says Mr Seymour. 

    ““The programme was never intended to continue indefinitely though, so the Government is making changes to simplify it, encourage timely settlement for these remaining homeowners, and avoid delays that add to programme costs. 

    “Initial cost estimates for the programme in 2019 had it at $250 million. By June 2024 the estimated cost of the completed programme is at $717.9 million. Instead of allowing a rolling maul of cost increases, we’re putting a full stop on the programme in a way that allows applicants fair settlement.  

    The following changes come into effect immediately: 
     

    • No application can be settled in excess of 1.5 times the current rateable capital value (CV) of the property.  
    • Applicants need to meet new deadlines to remain in the programme. For example, they have 30 business days to sign their Settlement Deed (from the date of offer) and six months to begin construction from the date of agreement. Applicants will also need to supply the information needed to progress applications within strict timeframes. 
    • Pre-construction project-management costs under the programme are limited to 4% of the ex-gratia payment. 

    “The Government wants to see earthquake damage to residential properties repaired as soon as possible so Cantabrians don’t continue to live in earthquake-damaged homes,” says Mr Seymour. 

    “Other changes reinforce the need to manage costs in the programme. From 23 December, a further limit will be applied to settlements where the homeowner has chosen to purchase a new home.”  

    The amount of the repair grant that can be repurposed will be limited to the market value of the building(s) at the on-sold property – assuming the damage eligible for remediation through this programme did not exist – plus the costs of demolishing the damaged on-sold property. The other existing parameters for, and limits to, these alternative settlement payments will continue to apply; and NHC will continue to verify the appropriateness of proposed costs on behalf of the Crown.  

    “The NHC is communicating the changes to homeowners in the programme today and will be in contact with each homeowner over the next two days with information about what this means for their specific situation,” says Mr Seymour.  

    “There are around 250 applicants in the programme who have not yet signed a Settlement Deed. I hope these changes will lead to positive outcomes and certainty for these applicants.    

    “I’m happy that we’re delivering an outcome that benefits everyone – with remaining applications on track without creating more costs for taxpayers.”

  • MIL-OSI New Zealand: Economy – Geopolitical tensions highlighted as risk to financial stability – Reserve Bank of NZ

    4 November 2024: The Reserve Bank of New Zealand – Te Pūtea Matua today announced key findings from its 2024 Reverse Stress Test, alongside an assessment of how geopolitical tensions could impact financial stability in New Zealand.

    The findings are being pre-released from our upcoming Financial Stability Report and highlight the importance of proactive risk evaluation and management to safeguarding New Zealand’s financial stability.

    The Reverse Stress test asked participating banks to model severe but plausible scenarios that could cause their capital levels to fall below the regulatory minimums. The scenarios banks used featured severe recessions, with significant increases in unemployment and falls in property prices. Several banks identified escalation of geopolitical tension as the primary driver of economic downturns. Scenarios were often accompanied by secondary shocks, such as cyber-related events or insurance retreat.

    Banks also identified actions they could take in response to the scenarios to rebuild their capital positions. Responses included reducing dividends, cutting costs, tightening lending standards, repricing and extending loan terms for existing customers.

    “The Reverse Stress test prompted banks to explore severe scenarios that threatened their businesses and identify how they might respond. The exercise has improved our understanding of the potential vulnerabilities of the financial system. It has also been a valuable exercise for testing and enhancing industry’s risk management capabilities,” Director of Financial Stability Assessment & Strategy Kerry Watt says.

    An important part of Te Pūtea Matua’s financial stability work is promoting public understanding of risks. This stress testing exercise highlighted geopolitical risks as material for New Zealand. These risks arise from international tensions and can impact the financial system through various channels.

    Geopolitical risk can disrupt international trade, weaken domestic demand and lead to financial market volatility. This in turn can lead to higher loan defaults, raise funding costs, and increase cyber risks for financial institutions. The nature of the impact will depend on the transmission channel, severity and location of the geopolitical shock.

    “Concern about geopolitical tension has been increasing recently. As a small open economy, dependent on international trade and investment, geopolitical risks are clearly relevant to our financial system. Their potential impacts cannot be underestimated,” Mr Watt says.

    “We must be aware of these risks and be prepared to manage them to ensure the stability of the financial system.”

  • MIL-OSI USA: Reps. Kim, Nickel Lead Bipartisan Bill to Protect Consumers from Credit Card Repair Scams

    Washington, DC – Today, U.S. Representatives Young Kim (CA-40) and Wiley Nickel (NC-13) introduced the Ending Scam Credit Repair Act (ESCRA) to combat fraudulent practices in the credit repair industry. The bill targets credit repair organizations (CROs) that exploit consumers by charging high fees without delivering on promises to improve credit scores. By strengthening CROs regulations, the bill will ensure transparency and accountability in the industry.

    The bipartisan Ending Scam Credit Repair Act empowers consumers by ensuring that CROs only receive payment after delivering documented improvements to credit reports, while increasing civil penalties for violations.

  • MIL-OSI Australia: Business Bureau delivers for business in its first year

    The Minns Labor Government’s Service NSW Business Bureau has helped small businesses get the support they need, responding to more than 265,000 requests for assistance in its first year.

    In addition, business owners across the State have received a total of around 45,000 hours of free, tailored business advice on business-critical topics such as planning, marketing and cash flow.

    The Business Bureau’s web pages have seen more than 2.2 million website visits since it launched in October 2023, with NSW businesses benefiting from access to personalised guidance, tailored advice and free digital tools.

    The Business Bureau’s team of dedicated Business Concierges has made it easier for businesses to access government support, understand government requirements, apply for licences and permits, receive disaster and emergency assistance, as well as referrals to mental health support for them and their employees.

    The Business Bureau’s rapid response team has provided on the ground support for businesses facing acute crisis. They assisted more than 140 business in the aftermath of the tragic Bondi incident, they were on the ground to assist businesses impacted by the M6 sinkholes and provided assistance to businesses in Northern NSW who had supply chains disrupted due to the fire ants infestation.

    The Business Bureau’s digital tools, the Service NSW Business Bureau App and Service NSW Business Profile, make it even easier to access government support, manage transactions, and save and track industry licences in just a few taps. Since the launch of the Business Bureau, more than 165,000 businesses have used these digital solutions.

    This includes a new seamless way for businesses to renew a business vehicle registration by logging into their Service NSW Business Profile or the Business Bureau Mobile App and simply selecting ‘Renew your vehicle registration’. Already, more than 21,500 customers have accessed the registration renewal feature from the Business Profile.

  • MIL-OSI: Talen Energy Statement on FERC Order Rejecting Susquehanna ISA

    HOUSTON, Nov. 03, 2024 (GLOBE NEWSWIRE) — Talen Energy Corporation (“Talen”) (NASDAQ: TLN) released the following statement in response to Friday’s Federal Energy Regulatory Commission (the “FERC”) order rejecting the amended Susquehanna Interconnection Service Agreement (“ISA”) between PJM Interconnection (“PJM”), PPL Electric Utilities (“PPL”), and Talen which would increase co-located load capacity at Talen’s Susquehanna nuclear power generation facility from 300 megawatts to 480 megawatts:

    On Friday, FERC issued an order denying PJM, PPL, and Talen’s Susquehanna ISA. Talen believes FERC erred and we are evaluating our options, with a focus on commercial solutions. We believe this ISA amendment is just and reasonable and in the best interest of consumers. FERC’s decision will have a chilling effect on economic development in states such as Pennsylvania, Ohio, and New Jersey.

    Importantly, the existing ISA allows for 300 megawatts of co-located load at Susquehanna, and development of the first phases of the Amazon Web Services (“AWS”) data center campus can proceed using those 300 megawatts while Talen continues to pursue approval of the amended ISA.      

    Contrary to the Commission’s ruling, Talen’s co-location arrangement with AWS is part of the solution to issues raised on November 1 at the FERC technical conference on large co-located load. It brings service to the customer quickly and without expensive transmission upgrades necessary to serve large-load demand. But our direct-connect configuration is just one of several commercial solutions to the demand of large loads, and we are exploring other solutions as we move forward. The data center economy will require an all-of-the-above approach to satisfy the increased demand, including co-location such as Talen’s arrangement with AWS, hybrids that co-locate primary power behind the meter while using grid power for back-up, and front-of-the-meter connections to utility transmission.   • MIL-OSI China: Over 75% of Shenzhen-listed firms report profits in Jan.-Sept.

    More than 75 percent of companies listed on the Shenzhen Stock Exchange reported profits during the first nine months of 2024, according to the latest data from the bourse.

    Over 2,844 companies listed on this stock exchange released their financial reports during the period, reporting a combined net profit of 806.2 billion yuan (about 113.5 billion U.S. dollars).

    Of these companies, more than 300 saw a net profit increase exceeding 100 percent year on year, the Shenzhen bourse said.

    Consumption-related sectors maintained steady growth in profitability from January to September. Specifically, the net profits of transportation and social services increased by 15 percent and 7 percent year on year, respectively, driven by rising travel demand.

    Digital sectors also demonstrated robust performance, with net profits rising by 13 percent year on year during this period, the bourse confirmed.

  • MIL-OSI China: Number of listed companies in China reaches 5,363

    There were 5,363 companies listed on the Chinese domestic stock market by the end of September 2024, according to the China Association for Public Companies.

    The stock exchanges in Shanghai, Shenzhen and Beijing had 2,271, 2,839 and 253 listed firms, respectively, by end September, data from the association showed.

    State-owned holding and non-state-owned holding companies accounted for 27 percent and 73 percent, respectively, of these listed firms, with manufacturing, information transmission/software/information technology services, and wholesale and retail, being the top three sectors in terms of the number of listed companies, the data revealed.

    Three provinces, namely Guangdong, Zhejiang and Jiangsu, contributed 42.42 percent of the total number of companies listed on the Chinese stock market.

    Ten companies made initial public offerings on the domestic stock market in September, raising a combined total of 5.62 billion yuan (about 790 million U.S. dollars), while five companies were delisted.

    Nine Palestinians, including four children, were killed in an Israeli airstrike on the southern Gaza Strip, Palestinian sources said Sunday.

    Local sources and eyewitnesses told Xinhua that an Israeli drone targeted a gathering of Palestinians in the Sheikh Nasser area, east of Khan Younis city.

    Paramedics reported that medical workers retrieved the bodies of the victims, and transferred several others with varying injuries to hospitals.

    The Israel Defense Forces (IDF) said in a statement on Sunday that IDF troops are continuing operational activities in central and southern Gaza, locating weaponry and eliminating militant cells.

    Also on Sunday, Varsen Aghabekian Shahin, Palestine’s minister of state for foreign affairs and expatriates, received a European Parliament delegation at the ministry’s headquarters in Ramallah, central West Bank.

    During the meeting, Shahin discussed with the delegation the latest developments concerning the war in Gaza, according to a ministry statement.

    Shahin emphasized the importance of cooperation with international partners to stop the killings in Gaza and build on the international recognitions and court rulings that affirm the Palestinian people’s right to self-determination, said the statement.

    Israel has been launching a large-scale offensive against Hamas in the Gaza Strip to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and approximately 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in Gaza has risen to 43,341, Gaza-based health authorities said in a statement on Sunday.

  • MIL-OSI United Kingdom: Investment in electric vehicle charging network

    Expansion announced ahead of Ayr Travelling Cabinet.

    Ahead of his first Travelling Cabinet since becoming First Minister, John Swinney will today (Monday) announce plans to expand the electric vehicle (EV) charging network across Ayrshire and the Glasgow City Region. A £6.3 million investment from the Electric Vehicle Infrastructure Fund will lead to the introduction of approximately 3,550 new public EV charge points across the region.

    The First Minister has also welcomed confirmation from charge point data provider ZapMap that Scotland has already reached its target of installing more than 6,000 public EV charge points, two years ahead of the 2026 target.

    Cabinet Secretaries will visit businesses and projects across South Ayrshire to highlight their four priorities: eradicating child poverty, building prosperity, protecting the planet and improving public services. The First Minister and Transport Secretary Fiona Hyslop will visit an electric vehicle charging hub where they will meet representatives from EV infrastructure company IONITY.

    The Cabinet will then go on to meet at Ayr Town Hall, followed by a public discussion.

    “Today’s announcement is clear evidence of our commitment to making sustainable travel accessible for everyone in Scotland.

    “We need to maintain this rapid progress, working in greater partnership with the private sector to accelerate the pace and scale of delivery right across the country.

    The Scottish public EV charging Vision was published in June 2023 and sets out our ambition to see a comprehensive, convenient and efficient network. The Scottish Government has announced a commitment to enabling approximately 24,000 additional public charge points by 2030, and we expect the majority of these to be delivered by the private sector.

    Public charge points are only one part of the overall charging mix. The Scottish Government has also provided £5.7 million to support the installation of 18,861 domestic charge points and £10.8 million to support 1,432 higher powered workplace charge points – all complementing the public network.

  • MIL-OSI Economics: ADB Provides $10 Million Grant to Address Gender-Based Violence in Cambodia

    PHNOM PENH, CAMBODIA (4 November 2024) — The Asian Development Bank (ADB) approved $10 million in grant financing to address gender-based violence (GBV) in Cambodia to help meet the country’s target of zero GBV by 2030.

    The Strengthening Country Systems for Prevention and Response to GBV project is ADB’s first stand-alone Asian Development Fund (ADF) grant specifically focused on gender equality in Southeast Asia, and establishes a clear link between governance systems, public financial management, and the quality and accessibility of services addressing GBV.  

    The project will strengthen legal and institutional frameworks by updating Cambodia’s legislation on domestic violence; improve service delivery at the local level by strengthening the quality and accessibility of response services and refurbishing shelters for survivors, especially in rural areas; and leverage digital solutions in adolescent school-based and community-based programs to promote prevention. It will enhance digital solutions for 24/7 access to information, education, and communication resources on GBV in an effort to link prevention and response in a continuum for maximum impact.

    “This important project will enhance systemic responses, expand access to shelters, and ensure survivors receive the care they need,” said ADB Country Director for Cambodia Jyotsana Varma. “It will also promote community-based programs on prevention, empowering local communities to play a key role in raising awareness and stopping violence before it occurs. ADB remains committed to supporting Cambodia in building a safer, more inclusive society for all.”

    The incidence of GBV remains persistently high even as Cambodia has made significant strides in combating it with the government and civil society organizations piloting promising prevention approaches. Since 2014, the prevalence of intimate partner violence has decreased by 8 percentage points to 21% women (aged 15–49) experiencing it at least once in their lifetime, according to the World Health Organization. While better than the global and Southeast Asian average of 30%, Cambodia still faces hurdles due to uneven response hindered by multiple public agencies, and limited survivor-centered care. 

    Building on lessons from previous GBV projects in Asia, this initiative promotes a comprehensive, whole-of-government approach that integrates gender equality and GBV considerations across key ministries for Women’s Affairs, Interior, and Economy and Finance to ensure a coordinated response.

    This $10 million project is funded by a grant from the Asian Development Fund, which supports ADB’s vulnerable developing member countries.

    ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 69 members—49 from the region.

  • MIL-OSI NGOs: COP29: What you need to know about the global climate summit

    The 2024 United Nations Climate Change Conference (COP29) opens next week in Baku, the capital of Azerbaijan. The summit takes place between 11 and 22 November, and decisions made there will impact all of us. To date, the international community has failed to rein in the deadly activities of the fossil fuel industry, which continues to pollute, burn, and ransack the planet in the face of mounting human suffering.

    COP29 is a critical opportunity for world leaders to break with these past failures. Here’s what you need to know about the most important climate event on the global calendar: 

    1. Who’s going? 

      Between 40,000 and 50,000 delegates are expected to attend COP29. This will include government representatives from all UN member states, as well as the State of Palestine, the Holy See, Niue, the Cook Islands, and the European Union. All of these are parties to the 1992 United Nations Framework Convention on Climate Change (UNFCCC), and most have also joined the 2015 Paris Climate Agreement. COP29 will also host diplomats, UN officials, journalists, climate scientists, trade union leaders, and policy experts. NGOs, activists, and Indigenous leaders are also planning to participate – although the involvement of independent media workers and human rights defenders from Azerbaijan itself has been curbed by an ongoing government crackdown.   

      2. What is the aim of COP29? 

        The overall aim of COP29 is for states to agree, develop and share plans for addressing climate change. This means preventing further global warming, and also helping those who have been most affected so far to adapt or to rebuild their lives.  

        In 2015, the Paris Agreement made it a legal requirement for all states to set targets for reducing their greenhouse gas emissions, in order to limit the global temperature increase to 2°C above pre-industrial levels. Since then, however, the Intergovernmental Panel for Climate Change (IPCC) has stressed that the most catastrophic effects of climate change can only be avoided if we limit global warming to 1.5°C by the end of this century.   

        At COP29, countries’ progress on addressing climate change will be measured against this 1.5°C goal. It is important to note that even 1.5°C of warming will entail mass displacement, harm to livelihoods, and loss of life, with lower-income countries the worst affected. At present, the world is on track for an increase of 2.6 to 3.1°C this century.

        3. What’s on the agenda this year?  

          COP29 has been called “the finance COP”, due to its focus on scaling up climate finance. Climate finance refers to the funding that is needed to help lower-income countries transition to zero-carbon economies, and to help the most affected communities adapt to the effects of climate change. A major objective of COP29 is to increase this funding and to produce a new goal for future climate finance.  

          4. Where will that money come from? 

          Under the UNFCCC and the Paris Agreement, the funding must come from the high-income countries that are historically most responsible for climate change. In addition, under international human rights law, all states in a position to do so must also contribute.  

          In addition to setting a financial target, COP29 negotiators must also agree clear timeframes for the provision of funds to lower-income countries. Money should be given in the form of grants, not loans, to avoid worsening existing debt crises.  

          5. What should the funds be used for? 

            This target should also contain sub-goals to make clear where the money should go. For example,  Amnesty International is also calling for the target to include loss and damage finance. This is essentially compensation, paid by high-income countries to lower income ones, to help them recover from the existing impacts of climate change, and from others that they will unavoidably face in the future.  

            One of the Azerbaijan presidency’s more positive moves has been to make adaptation, long sidelined in climate negotiations, a priority of the talks. While preventing further climate change through a full, fast fair and funded phase -out of fossil fuels is critical, the reality is that climate change is already here. Helping people adjust to existing and future impacts of global warming is a crucial part of climate justice.   

            6. How much money is needed? 

              Trillions of dollars are needed to help lower-income states carry out the climate action needed, including transitioning away from fossil fuels in a way that protects peoples’ rights. Amnesty International and others in the climate justice movement are calling for a target of at least 1 trillion USD annually.  

              Azerbaijan has an alarming human rights record, with longstanding restrictions on the rights to freedom of expression, association and assembly.

              7. What are Amnesty’s human rights concerns regarding Azerbaijan? 

                Azerbaijan has an alarming human rights record, with longstanding restrictions on the rights to freedom of expression, association and assembly. Peaceful protests, including those held by environmental groups, are routinely met with violent suppression, and according to the local NGOs more than 300 people are currently imprisoned on politically motivated charges. The work of independent media outlets in Azerbaijan is severely hampered by draconian laws, and the constant threat of retaliation for any real or perceived criticism of the authorities. Most independent media outlets have been crushed out of existence, as have vast swathes of Azerbaijan’s civil society. Torture and other ill-treatment in detention are widespread in Azerbaijan, and impunity is entrenched. 

                8. Have there been any improvements since Azerbaijan was given the COP29 Presidency? 

                  No. In fact, the grave human rights situation in Azerbaijan has worsened since the country was announced as the host of COP29 in December 2023. The authorities claim they are “ensuring everyone’s voices are heard” at the summit – but they have prosecuted more than a dozen activists and journalists this year, and silenced key voices on the climate crisis.  

                  In April, for example, Azerbaijani authorities arrested human rights and climate justice activist Anar Mammadli on bogus “smuggling” charges, and placed him in pre-trial detention, where he remains. Anar Mammadli was among the first activists in Azerbaijan to speak about the connection between human rights and climate justice, and he has been involved in international advocacy at the EU and UN level. In prison he has been denied adequate medical treatment for several worsening health conditions, and he is facing a lengthy sentence.  

                  9. How does the human rights situation in Azerbaijan affect COP29? 

                    It is essential that civil society can participate in climate negotiations. Activists, union leaders, and human rights defenders help to advocate for ambitious targets and play a vital role in ensuring that the plans developed at COP29 align with governments’ human rights obligations and that they are actually implemented. But the involvement of Azerbaijan’s own civil society is likely to be extremely limited. Threats and harassment have forced many local activists to leave the country, while others are arbitrarily detained on politically motivated charges. The few remaining independent voices risk prosecution and retaliation if they dare to voice any criticism during COP29. 

                    The void left by local civil society groups has been filled in part by organizations known as GONGOs (government-organized non-governmental organizations). These state-supported groups do not provide the independent perspectives needed, but their presence allows Azerbaijani authorities to project a false picture of respect for freedom of expression and association.  

                    Amnesty International is monitoring the crackdown in Azerbaijan, and will continue to document violations, both during and after the summit.

                    10 .What about Azerbaijan’s record on climate change?

                      Fossil fuel makes up about half of Azerbaijan’s economy and the vast majority of its export revenues. The state-owned oil and gas company, SOCAR, is a major source of income for President Ilham Aliyev’s government. Nonetheless, Azerbaijan must also do its fair share to achieve a fast and fair fossil fuel phase out; this means no new fossil fuel projects anywhere. But earlier this year, President Aliyev announced plans for expanding gas production which are grossly incompatible with Azerbaijan’s commitments under the Paris Agreement.  

                      Like previous climate summits, COP29 will host many participants whose agendas are seriously at odds with climate justice. Thousands of fossil fuel lobbyists, along with the heads of oil giants like Shell and BP, are expected to be in attendance. These participants have used previous summits to advance their own interests, opposing essential efforts to phase out fossil fuels and pushing for false solutions like carbon offsetting. Amnesty International is calling for a robust conflict of interest policy to prevent fossil fuel lobbyists undermining the aims of global climate treaties. 

                      11. How has climate change impacted people in 2024? 

                        Climate change is causing a dramatic increase in the frequency of extreme temperatures, and 2024 is expected to be the hottest year ever recorded. Around the world, people have been displaced by floods, hurricanes, droughts and other unnatural disasters, all made worse by global warming. Worldwide, Indigenous Peoples and land-dependent communities continue to bear the heaviest burden of biodiversity loss.  

                        Lives have been lost; livelihoods, languages, and entire cultures are in peril; and disease, hunger and displacement is causing extreme suffering. The cost of these losses amounts to trillions of dollars in damages, which dwarf the cost of current investments in renewable energy, and threaten governments’ capacity to fund policies to protect human rights.

                        12. What is Amnesty calling for at COP29? 

                          • Human rights must be at the heart of all climate action decision-making;
                          • States in a position to do so must massively scale up climate finance and funding for loss and damage;
                          • All states must commit to fully phasing out fossil fuels, in a way that is fast and fair;
                          • COP29 participants must not chase risky technologies, like carbon capture and storage and removals, or push gas as a “transition fuel”, as a means of distracting from the urgent need to phase out fossil fuels;
                          • The UNFCCC Secretariat, the government of Azerbaijan, and other governments must protect civic space, and guarantee the rights to freedom of expression, association and peaceful assembly.

                          Do not travel to Burkina Faso due to the volatile security situation and the high threat of kidnapping, terrorism and armed banditry (level 4 of 4). 

                          Burkina Faso

                          Terrorism
                          There is a high threat of terrorism in Burkina Faso, particularly in border areas with Mali and Niger. States of emergencies remain in place in several border regions. In 2018, terrorist groups released a statement declaring their intention to target westerners and western companies in the Sahel. There have been multiple attacks in the capital and elsewhere in the country since 2016, including:

                          • On 11 June 2022, over 100 people were killed in an attack in Seytenga, Seno Province.
                          • On 4 and 5 June 2021, over 160 people were killed in attack on Solhan village, in the northeast.
                          • On 26 April 2021, 3 foreign nationals were killed in an ambush on the PK 60 road between Fada-N’Gourma and Pama.
                          • On 1 December 2019, at least 14 people were killed in a shooting attack inside a church in Hantoukoura.
                          • On 5 November 2019, 37 people were killed and a further 60 injured in an attack on a convoy carrying workers to a Canadian gold mine near Boungou.
                          • On March 2, 2018, extremists attacked the French Embassy and Burkina Faso’s military headquarters in downtown Ouagadougou. Eight security force personnel, including soldiers and police officers were killed and over 80 others were injured.
                          • On 13 August 2017, gunmen attacked the Aziz Istanbul restaurant in Ouagadougou, killing at least 18 people.
                          • On 15 January 2016, armed gunmen attacked the Splendid Hotel and Café Cappuccino in Ouagadougou resulted in 30 deaths, a large number of whom were foreign nationals.

                          Terrorist attacks could occur at anytime, anywhere in Burkina Faso and may be directed at locations with foreign interests or known to be frequented by foreigners, such as embassies, hotels, bars, restaurants, markets, airports, shopping areas, tourist sites, public transport facilities, mining operations and places of worship.

                          New Zealanders throughout Burkina Faso are advised to maintain a high degree of security awareness at all times, particularly in public areas. Avoid all large gatherings, including music festivals, concerts, sporting events and any public demonstrations or protests. Keep yourself informed of potential risks to safety and security by monitoring the media and other local sources of information and follow the instructions of local authorities at all times.

                          Kidnapping
                          There is a heightened threat of kidnapping in Burkina Faso. Terrorist groups such as Al Qaeda in the Islamic Maghreb (AQIM) have stated their intention to kidnap foreigners and may cross the borders from Mali and Niger to carry out kidnappings.

                          A number of foreigners have previously been kidnapped in Burkina Faso and the wider Sahel region. In April 2022, a Polish national was kidnapped in north-eastern Burkina Faso and in September 2022, a US national was kidnapped in Yalgo, also in north-eastern Burkina Faso. The threat is likely to continue.

                          New Zealanders in Burkina Faso are strongly advised to seek professional security advice or protection before travelling to areas of particular risk.

                          Political Situation/Civil Unrest
                          The security situation has deteriorated significantly in recent years. The political situation continues to evolve following the military coup on 30 September 2022. 

                          Demonstrations occur regularly and have taken place in major cities. They have the potential to result in violence or clashes, gunfire has been reported in Ougadougou. Expect an increased security presence country-wide and comply with any instructions issued by the local authorities, including any curfews or restrictions of movement. Continued disruptions to internet and other telecommunication services are possible.

                          New Zealanders in Burkina Faso are advised to avoid all protests, demonstrations and large gatherings. 

                          Banditry
                          Banditry is a security concern in Burkina Faso. There continue to be reports of attacks by armed criminals on vehicles, including buses, travelling on a variety of main and secondary roads across the country. Criminals have used road blocks to stop and rob travellers and have been known to open fire on vehicles that refuse to stop. While bandits mainly steal valuables, they may physically harm victims during the course of a robbery.

                          The highest number of incidents occur in the eastern region but there have been a number of attacks in other regions and the threat exists throughout Burkina Faso. Remote and border regions are especially vulnerable.

                          New Zealanders in Burkina Faso are advised to travel in convoy if possible, stay on clearly marked roads and avoid travel by night outside major centres. You should seek local advice before setting out and follow a police patrol where possible.

                          Crime
                          Street crime is prevalent in Burkina Faso and foreigners may be specifically targeted due to their perceived wealth. Bag-snatchings, muggings and theft from hotel rooms are common, particularly in Ouagadougou. The central market and the area around the United Nations circle are often targeted by thieves. Theft is often perpetrated by one or two people on motorbikes.

                          Criminals in urban areas may carry knives in order to cut straps on bags and can become violent if the victim is non-compliant. Sexual assault occurs periodically in smaller towns and within Ouagadougou.

                          New Zealanders are advised to exercise particular vigilance in crowded or public areas, avoid showing signs of affluence and keep personal belongings secure at all times.

                          When driving you should keep doors locked, windows up and keep any valuables out of sight. Avoid travelling alone at night, as risks increase after dark.

                          Scams
                          Commercial and internet fraud is a common problem in Burkino Faso. New Zealanders in Burkina Faso should be wary of any offers that seem too good to be true, as they may be a scam. For further information see our advice on Internet Fraud and International Scams and Internet dating scams.

                          General Travel Advice
                          As there is no New Zealand diplomatic presence in Burkina Faso, the ability of the government to provide consular assistance to New Zealand citizens is extremely limited.

                          We offer advice to New Zealanders about contingency planning that travellers to Burkina Faso should consider.

                          New Zealanders are advised to respect religious and social traditions in Burkina Faso to avoid offending local sensitivities.

                          Modern medical services in Burkina Faso are very limited, New Zealanders travelling or living in Burkina Faso should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air.

                        2. MIL-OSI New Zealand: Choosing deconstruction over demolition

                          Every year, we send more than 1.6 million tonnes of waste to landfill in Auckland, that’s more than a tonne per person. Of this 30% to 40% is construction and demolition waste, making this our largest waste-stream and therefore our biggest target if we want to reduce waste. By comparison, household waste is only 13% of total waste to landfill.

                          Auckland has a goal to be zero-waste by 2040. There is much we can do to help us achieve that goal. 

                          This is one of the reasons Eke Panuku is taking a more sustainable approach to building and development in neighbourhoods where we undertake urban regeneration. This more sustainable approach means we are choosing to deconstruct buildings with the intention of diverting or reducing the waste that goes to landfills. Rather than simply demolishing buildings which are at the end of their lives or no longer needed, we take them apart and reuse and recycle the construction material where possible.

                          As we do our best work through smart strategic partnerships, our approach requires that our contractors and development partners use specific deconstruction methods for any structures being removed from our development sites. While this requires a bit more planning, it allows us to repurpose a greater amount of material, significantly reducing the waste sent to landfill.

                          It is sometimes assumed this approach would take more time and would be more expensive. It turns out it’s not.

                          Auckland Council’s Research and Evaluation Unit (RIMU) undertook a financial cost benefit analysis to test the potential benefits of waste diversion in development projects. After considering a whole raft of factors, such as recouping costs from selling materials from deconstruction sites; avoiding landfill expenses and transportation (of waste materials) costs; avoiding having to purchase new materials for a site (if recycling and reusing), the analysis found that deconstruction essentially breaks even from a cost perspective compared to traditional demolition.

                          And this doesn’t yet take into account the significantly greater economic, societal and environmental benefits that come from diverting more waste from landfills. The waste diversion options that RIMU analysed showed a likely benefit-cost ratio (BCR) between 2.2 and 2.8, which means for every $1 invested, we get between $2.2 and $2.8 in wider benefits.

                          A major reason for choosing deconstruction is its reduced environmental impact. The production of new materials and the extraction of raw resources for construction significantly contribute to climate change. By reusing or repurposing materials from deconstructed sites, we embrace a circular economy approach that helps minimise resource use, waste, and emissions.

                          Over the next six months, Eke Panuku is deconstructing a number of buildings across Tāmaki Makaurau Auckland to make way for much-needed new development of homes, offices and shops.

                          Northcote

                          We have started the staged redevelopment of Northcote town centre. To prepare for this, we are working with TROW Group to take apart old buildings that need to make way for the new development. Along with TROW Group, we have teamed up with Wairau Zero Waste Hub and Awataha Marae to re-use deconstruction materials.

                          Before deconstruction started, reusable items were identified from the old buildings. Some of these materials were then provided to the Zero Waste Hub to sell to the community at reasonable prices. Some other items are finding a new life in community projects – both locally and in the Pacific Islands.

                          Besides the reusing of material, there is also some great community learning going on too. TROW has a job experience programme, and educational initiatives centred around material reuse, and together with Localised, they invited Awataha Marae to collaborate on the deconstruction trial too. The recycled materials will be used by Awataha Marae’s educational programme to build prefab sleepouts, demonstrating the practical application of sustainability principles in construction and design.

                          Avondale

                          We have deconstructed the former Kāinga Ora homes at 10 Racecourse Parade to enable more housing options in Avondale. The Auckland Council group has established a panel of deconstruction companies with a focus on collaboration, bringing larger contractors together with smaller ones.

                          Green Way Ltd has teamed up with Onehunga Community Recycling Centre (a social enterprise and the first Pasifika / Māori-led community recycling centre in the region) as subcontractors, providing valuable hands-on experience in sustainable practices as they work together to increase waste diversion.

                          Items such as vehicle shelters, washing lines, fencing and framing timber are being repurposed locally through the recycling centre. Other items such as doors, windows and guttering are also being repurposed. This not only reduces waste but also supports the local economy and fosters a culture of sustainability within the community.

                          Our commitment to sustainability extends to supporting charities such as PAWS Restart Animal Rescue, based in west Auckland. Garden sheds, pavers, and metal gates from the Avondale deconstruction are being repurposed to create additional dog runs, providing much-needed space for the increasing number of abandoned dogs seeking new homes (over the past year they have rehomed 190 dogs). Additionally, six bathtubs have been donated for use as water troughs and playful splash areas, enhancing the quality of life for the animals in PAWS’ care.

                          In another example of helping to create a circular economy, we are reusing granite cladding removed from the exterior of the 135 Albert Street Auckland Council office building and turning them into terrazzo pavers. Some of these pavers, which have been stored in the Rosedale waste yards for more than five years, will be used in the upgraded town square outside Te Hono, Avondale’s new library and community hub.

                          These efforts are part of the wider Eke Panuku regeneration plans to revitalise Avondale through investment to deliver improvements that will serve the community in the future. Click here for more information on our work in Avondale.

                          Westhaven

                          Eke Panuku is recycling and reusing materials wherever possible during the upgrade of the Westhaven Marina seawall. The seawall project is being undertaken to protect people, infrastructure and assets from coastal flooding – as experienced during recent weather events in 2023 – but it also offered a great opportunity to repurpose construction material, diverting it from landfill.   

                          For example, basalt pavers have been repurposed as tree pit edges and integrated into concrete channels. The old timber boardwalk was also removed and sent to the Onehunga Community Recycling Centre. These old timber boards have now been repurposed into a deck!

                        3. MIL-OSI New Zealand: Release: National’s FamilyBoost a colossal flop

                          Nicola Willis continues to over promise and under deliver, with most families receiving only $30 a week from National’s flagship FamilyBoost flop.

                          “Only 1,094 households have received the full amount of the FamilyBoost payment,” Labour Finance spokesperson Barbara Edmonds said.

                          “This is after Christopher Luxon promised 100,000 families would be eligible for the payment and said $250 was up for grabs in tax cuts. Only 33,000 families have received anything at all, that’s a third of what was promised. Half of those families got roughly $30 a week.

                          “We have long known National wants to make it difficult for anyone to get this money – and their efforts are paying off.

                          “Receiving this financial help shouldn’t be a bureaucratic nightmare, but under National busy parents have to find invoices or proof of payment from childcare centres and claim back the money themselves from Inland Revenue.

                          “Child poverty is projected to increase and unemployment is up under National. Rents and rates are high, and more Kiwis are leaving New Zealand than ever before. This Government is failing families.

                          “Nicola Willis can swear she understands the needs of New Zealand families until she’s blue in the face, but when her boss is calling Kiwis ‘customers’, her colleague is calling workers ‘losers’, and she is failing to make life easier for Kiwis who are struggling, the proof is really in her severely lacking pudding,” Barbara Edmonds said.
