  • MIL-OSI USA: SBA Relief Still Available to Tennessee Private Nonprofits Affected by Tropical Storm Helene

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding eligible private nonprofit (PNP) organizations in Tennessee of the July 9 deadline to apply for low interest federal disaster loans to offset economic losses caused by Tropical Storm Helene occurring  Sept. 26, 2024.

    The disaster declaration covers the counties of Carter, Claiborne, Cocke, Grainger, Greene, Hamblen, Hawkins, Jefferson, Johnson, Sullivan, Unicoi and Washington.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to PNPs providing non-critical services of a governmental nature with financial losses directly related to the disaster. Example of eligible non-critical PNPs include, but are not limited to, food kitchens, homeless shelters, museums, libraries, community centers, schools and colleges.

    EIDLs are available for working capital needs caused by the disaster and are available even if the PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 3.25% and terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI USA: Local 374 wins top NACBE safety award

    Great Lakes Area Local 374 (Hobart, Indiana) earned the John F. Erickson NACBE Safety Award, announced March 31, during the 2025 Construction Sector Operations Conference in Miami, Florida. 

    Each year, the National Association of Construction Boilermaker Employers recognizes local lodges for their members’ dedication to making and keeping workplaces safe. NACBE names one nationwide winner and one winner from each of the remaining U.S. sections. The awards are determined by the lowest injury rates followed by the highest percentage of Boilermaker man-hours worked for NACBE contractors participating in the NACBE safety index.

    Top sectional winners were Western States, L-549 (Pittsburg, California); Northeast, L-154 (Pittsburgh) and Southeast L-433 (Tampa, Florida). 

    “It is a testament to our members and contractors who worked the hours and made safety a priority,” said L-374 Business Manager/Secretary-Treasurer Brad Sievers.  “We are thankful and proud of our Local 374 brothers and sisters, as well as all the brothers and sisters who traveled to help man our work.”

    NACBE Executive Director Ron Traxler talked about how the NACBE safety program has evolved over time.

    “We learned we couldn’t just talk about safety without our partners. The Boilermakers recognized it takes everyone to make a safe worksite,” he said.  “In 1992, the first regional safety awards were presented to the local with the best safety record. This has promoted the safety culture by cultivating healthy competition among the locals.”

    Traxler also presented the 2024 safety index with 27 contractors reporting on 37.63% of all Boilermaker work from NACBE contractors. Lost-time injury rates were down from .40 in 2023 to .25 for 2024. Compensable injuries were up from 3.22 in 2023 to 3.58 for 2024. The OSHA recordable injury rates were up again for the fifth year in a row from 2023’s .92 to 1.40 in 2024, but OSHA recordable eye injuries were down from seven in 2023 to five in 2024. Compensable eye injuries ticked down from 31 in 2023 to 27 in 2024.

    St. Petersburg, June 10 /Xinhua/ — Representatives from over 130 countries and territories have already confirmed their participation in the St. Petersburg International Economic Forum (SPIEF) this year, the forum’s press service reported.

    The foreign participants include heads of major international organizations, companies, government agencies, as well as representatives of the expert community. According to Anton Kobyakov, Advisor to the President of Russia and Executive Secretary of the SPIEF Organizing Committee, the forum has become a place for developing solutions that can respond to rapidly changing external circumstances.

    Moscow, June 10 (Xinhua) — The volume of revenues of the federal budget of Russia in January-May 2025 amounted to 14.732 trillion rubles, which is 3.1 percent higher than the volume of revenues in the same period last year, according to data from the Ministry of Finance of the Russian Federation, published on the agency’s website on Tuesday.

    According to the Russian Ministry of Finance’s data, non-oil and gas revenues grew by 12.3 percent in five months compared to the same period last year, to 10.492 trillion rubles, which forms a “stable base for further accelerated growth in revenues.” “In general, the trajectory of non-oil and gas revenues in January-May of this year, along with the higher level of the tax base last year, create the preconditions for a significant excess of the dynamics laid down in the formation of the budget law,” the department said.

    At the same time, oil and gas revenues of the Russian budget from January to May amounted to 4.24 trillion rubles, which is 14.4 percent lower than the figure for the same period in 2024. This is mainly due to a decrease in the average price of oil, as well as a one-time receipt of additional payment for mineral extraction tax /MET/ on oil in February last year. “At the same time, the receipt of oil and gas revenues in January-May of this year was at a level exceeding their base amount, but there are risks of their reduction due to a weakening price environment,” the Russian Ministry of Finance clarified.

    The published data also shows that the volume of Russian budget expenditures for January-May 2025 increased by 20.7 percent compared to the same period in 2024 and amounted to 18.125 trillion rubles. The federal budget deficit, according to a preliminary estimate by the Russian Ministry of Finance, for the first five months amounted to 3.39 trillion rubles.

    “The dynamics of revenue receipts and financing of expenditures in January-May 2025 indicate that the federal budget is being executed in accordance with the target parameters of the structural deficit approved in the budget law,” the department’s materials note. –0–

  • MIL-OSI Russia: Nepal: IMF Reaches Staff-level Agreement on Sixth Review Under the Extended Credit Facility

Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • The Nepali authorities and the IMF team have reached staff-level agreement to conclude the sixth review of Nepal’s economic reform program supported by the IMF’s Extended Credit Facility (ECF) arrangement. Once the review is approved by IMF Management and completed by the IMF Executive Board, Nepal will have access to about $42.7 million in financing.
    • The growth recovery is expected to gather pace in FY2025/26 underpinned by policy measures announced in the budget aimed at improving project execution and boosting private sector confidence, while lending rates remain accommodative. However, timely and full execution of budget spending is important to durably strengthen economic growth.
    • Completion of the sixth review by the IMF’s Executive Board will require completing a prior action relating to further progress with the loan portfolio review.

    Washington, DC: An International Monetary Fund (IMF) team led by Ms. Sarwat Jahan visited Kathmandu during May 26 to June 10, 2025. After constructive discussions, Ms. Jahan issued the following statement at the end of the mission: “The Nepali authorities and IMF staff reached staff-level agreement on the policies and reforms needed to complete the sixth review under the ECF (see Press Release No. 22/6)[1]. The agreement is subject to approval by the IMF’s Executive Board. Upon completion of the Executive Board Review Nepal would have access to SDR 31.4 million (about US$42.7 million), bringing the total IMF financial support disbursed under the ECF to SDR 251.1 million (about US$331.8 million), from a total of SDR 282.4 million.

    “Nepal continues to make progress with the implementation of the ECF-supported program. Program performance has been satisfactory, with all quantitative performance metrics for mid‑January 2025 met except for the indicative target on child welfare grants. The implementation of structural benchmarks has gained momentum while reforms in some areas are still ongoing. Key reforms that have been completed or are on-track to be completed soon as part of the sixth review include completion of a tax expenditure report, publication of revised National Project Bank guidelines, and finalization of a post-Loan Portfolio Review (LPR) roadmap. Significant progress was made on bringing key recommendations from the IMF’s 2021 Safeguard Assessment and 2023 Financial Sector Stability Report into draft Nepal Rastra Bank (NRB) Act amendments in preparation for submission to Parliament. The NRB remains committed to completing the LPR and is finalizing the selection of the independent international consultant to assist with the LPR. The completion of the sixth review by the IMF’s Executive Board is contingent on NRB making further progress with the loan portfolio review.

    “Domestically, economic activity has continued to gradually recover, underpinned by a rebound in construction and manufacturing, continued expansion of hydropower capacity, and a good harvest that helped offset the impact of the September 2024 floods. Growth in FY2024/25 is estimated to exceed 4 percent, although still below potential. Inflation, which spiked temporarily following the floods, decelerated to 3.4 percent y/y in April 2025. The external position continued to strengthen, with robust growth in exports, remittances, and tourism receipts outpacing the recovery in imports.

    “Financial sector vulnerabilities have not yet eased, with non‑performing loans (NPLs) increasing to 5.2 percent in April 2025, impacting bank capital. The financial health of the savings and credit cooperatives (SACCOs) remains challenging.

    “Looking ahead, growth is projected to strengthen in FY2025/26, while inflation is expected to remain contained within the NRB’s tolerance level. However, the outlook is subject to important downside risks, including under-execution of capital projects, an increase in financial sector vulnerabilities, elevated global trade tensions and uncertainty, and potential disruptions to domestic policy continuity and reform implementation.

    “Against this background, policies and reforms envisaged under the ECF-supported program remain well-placed to help preserve macroeconomic stability and strengthen Nepal’s policymaking framework. The FY2025/26 budget is broadly consistent with the program objective to maintain fiscal and debt sustainability, while initiating reforms to increase capital spending, providing further incentives to encourage private sector investment, and expanding the public school midday meal program.

    “Monetary policy continues to follow a cautious data-driven approach, with maintaining focus on price and external stability a key to supporting growth. Amendments to the NRB Act would strengthen the central bank’s independence and governance and make the bank resolution regime more robust. Rising financial sector vulnerabilities warrant increased vigilance. In this context, it is essential to launch the LPR in a timely manner and prioritize measures to deal with problematic SACCOs. Creation of an Asset Management Company should be approached with extra caution given the risks involved and should be made conditional on improvements to the debt recovery framework, including the insolvency law, and a thorough review of the business case for such an entity. The authorities have continued to make tangible improvements to the anti-money laundering/countering the financing of terrorism (AML/CFT) legal framework, and are now shifting their focus to effective implementation of Nepal’s AML/CFT Action Plan.

    “The IMF team held meetings with the Honorable Deputy Prime Minister and Finance Minister Mr. Bishnu Prasad Paudel, the National Planning Commission Vice-Chairman Honorable Dr. Shiva Raj Adhikari, the Nepal Rastra Bank Governor Dr. Biswo Nath Poudel, and other senior government and central bank officials. The IMF team also met with representatives from the private sector, think tank and development partners.”

    The HSE hosted the student festival “Career Gambit”, organized byHse Chess Club, which became an unconventional platform for dialogue between students and employers. The opponents not only excitedly built game strategies, but also talked about careers and real employment opportunities. It turned out that playing chess is not just an intellectual competition, but also an opportunity to get to know each other better, discuss professional interests and look at future cooperation from a new angle.

    The festival brought together more than 100 people, most of whom took part in the tournament, where 16 teams from employer companies and the same number of student teams competed.

    Over the course of seven rounds, there were intense battles for the main trophy, which went to the Wildberries team.

    The festival gave an opportunity not only for experienced chess players to compete, but also for those who had never sat down at the board to join the world of chess. For them, Pavel Zaitsev, senior coach of the HSE Chess Club, former member of the HSE and RSUH teams, postgraduate student of the Institute of Philosophy of the Russian Academy of Sciences, held a master class and told many interesting facts about the game and the basic rules.

    All festival participants noted that it was an interesting experience that brought together like-minded people from different fields for a common interesting activity and provided students with another opportunity to plan their career trajectory.

    The tournament involved 16 HSE partners. These are top-level specialists in their subject areas, and despite the heated competition at the chessboard, the students were able to meet their future potential employers and also play games as if they were solving work problems with their colleagues.

    Pavel Salman, Team Lead Computer Vision in the Wildberries PVZ quality control team, captain of the winning team, said that it was valuable for him to sit down at the board after a long break and meet interesting people. “The organization of the event is perfect, it was a pleasure to play,” he says. “I didn’t expect to see so many teams, it turned out to be really large-scale. I wish you to continue growing further, to develop the chess community (it’s really cool!) We will be happy to take part in future tournaments. For our Wildberries team, this is only the second inter-corporate chess competition, and we are glad that we managed to achieve such success in the conditions of competition with such strong teams! From the first rounds, we managed to pull ahead a little in points, but then it became difficult to hold on. Before the last round, about seven pursuers almost caught up with us. I think this is an obvious indicator that many worthy and equal teams gathered, and, perhaps, we were just a little lucky in the end.”

    Alexey Demyanenko, Director of Products and Tariffs at PJSC Rostelecom, talked to HSE students at the festival and was impressed by their level. “It wasn’t just a tournament, but a mix of games and career talks. Students caught insights from professionals and learned about internships and opportunities in companies. At Rostelecom, we have a large internship program, but unfortunately, many students don’t know about it yet, which means we need to better inform them about our opportunities. The Rostelecom team took second place, and for us it was a great experience and a chance to practice gaming skills and at the same time share information about a career at Rostelecom. Chess is not only about strategy, but also about pumping up the future! And we pumped up a lot at the chess festival at HSE,” he said.

    Alexey Novikov, a representative of T2, was glad to learn that HSE has such a large-scale chess club. “I would like to note the high level of play, and after the tournament there was an opportunity to talk to students about the possibilities of working in the company,” he noted. “It would be great if this format becomes traditional. I wish further development to the chess movement at HSE.”

    Aleksandr Chelekhovsky, a teacher and member of the HSE team, enjoys participating in atmospheric tournaments in the atrium. “I don’t really like online games, but I always try to get to our tournaments,” he says. “I met a lot of student and colleague friends who often go to such tournaments. It’s great that many teams from different companies gathered. It seems to me that HSE is making big steps towards expanding and popularizing chess. I am ready to support these steps and continue to participate in the activities of the chess club.”

    NHS patients will be the first in Europe to benefit from a ground-breaking, non-invasive liver cancer treatment, as the Government’s Plan for Change slashes burdensome red tape and drives innovation, establishing Britain’s role as a medical technology powerhouse.

    Using ultrasound technology, the device – developed by US-based company HistoSonics – destroys tumours without surgery, scalpels, radiation, with minimal damage to surrounding organs.

    Patients stand to benefit from faster recovery times, potentially greater survival rates, fewer potentially dangerous complications, and less hospital stays – helping to cut waits for others – all marking a new era in cancer treatment.

    Ongoing research is exploring its potential to transform treatment for other hard-to-reach tumours – including kidney and pancreatic cancers – bringing hope to even more NHS patients in the future.

    Train Landscape by artist Eric Ravilious has been named as the world’s best-loved railway artwork in the UK, following a global poll organised by Railway 200 and Art UK to mark the 200th anniversary of the modern railway. The watercolour is in the collection of Aberdeen Archives, Gallery & Museums and has gone on display in Gallery 7 at Aberdeen Art Gallery.

    Painted in 1940, it shows the chalk white horse of Westbury, Wiltshire, viewed through the window of a third-class train carriage. Tirzah Garwood, the wife of Eric Ravilious, made the collage using elements from different watercolours Ravilious painted whilst travelling on trains.

    Ella Ravilious, granddaughter of Eric Ravilious, said: “I’m thrilled that Train Landscape has been voted best-loved railway artwork, as it captures travel through the British landscape in a third-class carriage in the late 1930s. This painting by my grandfather, Eric Ravilious, was created with the assistance of my grandmother, Tirzah Garwood. Eric rode back and forth on the train, making several watercolours, none of which he was totally happy with. Tirzah collaged the best bits of each painting together to create a successful picture. Train lovers might notice that the chalk figure visible from the train window should be the Long Man of Wilmington rather than the Westbury Horse because it was painted on the Brighton to Eastbourne line.”

    Railway 200 explores how a British invention changed the world forever and how the railway continues to shape our lives and livelihoods, presenting a constant source of inspiration to artists. The bicentenary commemorates the opening of the Stockton and Darlington Railway (S&DR) in 1825 when George Stephenson drove Locomotion No.1 26 miles between Shildon, Darlington and Stockton.     Scottish Greens Co-Leader Patrick Harvie MSP has condemned the capture of a British registered ship the ‘Madleen’ that was carrying 12 humanitarian aid volunteers, including Greta Thunberg and Rima Hassan MEP, by Israeli forces in international waters. 

    At 02:50am (EEST) Israeli forces began an ‘assault’ in international waters on the Madleen according to the organisation behind the aid effort, the Freedom Flotilla Coalition. It was reported that the ship was boarded and its volunteers taken by Israeli authorities.

    The UN Convention on the Law of the Sea prohibits the interception of vessels in international waters without lawful cause. It was also reported that just hours before the Israeli forces boarded the ship carrying crucial humanitarian aid that a UK spy plane was sent over the Palestinian territory.

    Responding to the news of the Madleen’s capture, Scottish Greens Co-Leader Patrick Harvie MSP said:

    “This is another horrifying violation of international law by the Israeli authorities. There can be no justification for capturing an unarmed humanitarian aid ship in international waters, and we can’t let them get away with this yet again. 

    “We must see the immediate and unconditional release of all Madleen crew members. And we desperately need immediate and unimpeded entry of humanitarian aid to Gaza. 

    “Palestinians urgently need food, water, and medical supplies but it has been denied time and again by Israel. The objective of this flotilla was to put all eyes on Gaza and end the illegal Israeli aid blockade, that must now happen. The world needs to act.

    “Yet, the UK Government remains complicit in the Israeli regime’s horrific war crimes in Gaza and the West Bank, from arms sales to reconnaissance missions. The UK Government has blood on its hands.

    “Now with a British vessel being boarded and captured by Israeli military forces this Labour government’s silence says it all. 

    “All governments must stand up to Israel, stop all funding and support for Netenyahu’s genocidal regime, and ensure urgent humanitarian aid is delivered to the people of Gaza.”

  • MIL-OSI United Kingdom: Part of West Hoe Pier closed off

    An arm of West Hoe pier is being fenced off as a safety measure ahead of repair work which is expected to start this summer.

    Heras fencing is being erected at the shore end of the pier this week and signs put up to stop people from using the pier which has become unstable. It will remain out of bounds until the work has been completed.

    This north east leg is used mainly by anglers and people simply enjoying the scene, but the pier on the other side of this tiny harbour – where Rusty Reg or Look II stands – will still be accessible.

    The pier is a Grade II listed structure and was built in the 1880s. It has been subject to various repairs over the years, but its location means that it is subject to continuous wave action.

    The Council has been monitoring its condition for some time and commissioned a survey to review next steps.

    It has now received recommendations for the work, which will involve replacing various granite steps and blocks that have fallen away, refilling voids that have been created by the sea, repointing as well as replacing timber strakes.

    We are currently finalising the detail and programme of the work with a specialist marine engineering company.

    The pier in question is NOT the one which is home to Rusty Reg or Look II as it is formally known. Work was carried out in 2020 ahead of the installation of the figure.

    We have also taken the precaution of fencing off the statue of Lady Nancy Astor on the Hoe following reports of instability from a concerned member of the public.

    Further site investigations have confirmed that some adjustments need to be made.

    As a courtesy, we have contacted the sculptor and the fundraiser to agree any necessary changes and once these have been agreed, will make the necessary adjustments to the statue.

    The statue was unveiled in November 2019 by the former Prime Minister Theresa May following a successful crowdfunding campaign, organised by Plymouth Women in Business Networking. It was installed by a third-party contractor.

    Nancy Astor was the first female to take a seat in the House of Commons and served as an MP for the city of Plymouth for 26 years.

    The statue is currently not accessible due to the Summer Sessions security measures.

  • MIL-OSI Global: How far-right ideas in Canada are working their way into mainstream politics

    The fortunes of the Conservative Party and its leader Pierre Poilievre in Canada’s April 2025 election seemed to have shifted dramatically after United States President Donald Trump called for Canada to become the 51st state.

    Political pundits regarded Mark Carney and the Liberal Party’s victory — along with the failure of Poilievre to retain his own seat — as a “Trump slump” and a repudiation of both Trump’s and Poilievre’s style of politics.

    But is that an accurate assessment? The Conservative Party received its largest vote share since Prime Minister Brian Mulroney. Exit polling data suggested stronger support for the Conservative Party among people aged 18-34 than among people aged 55 and older.

    Although Trump has said Poilievre is “not a MAGA guy,” some political analysts have likened the rhetoric of Poilievre and other Canadian Conservatives to American Republicans who lean towards far-right Christian nationalist politics..

    As an inter-religious humanities scholar of the U.S. far right, I have observed alarming parallels between the rise of the far right in mainstream politics in the U.S. and the scene in Canada.

    Christian nationalism’s role in politics

    In the U.S., both scholars and news media have been highlighting the connections between far-right Christian ideology and politics.

    Trump’s first presidential term ended with the Jan. 6, 2021 violent attack on the U.S. Capitol. Scholars like Matthew Taylor, author of The Violent Take it by Force, have pointed to Christian nationalism and other far-right ideologies as factors that motivated the rioters.

    In February 2025, Trump appointed televangelist Paula White-Cain to head the newly created White House Faith Office. White-Cain’s appointment followed an executive order establishing a task force to eradicate anti-Christian bias.

    Thea appointment adds to the the narrative that U.S. Christians are facing persecution, a refrain since at least the 1970s and heightened during Barack Obama’s presidency. Scholars have linked the assertion that “Christianity is under attack” to the rise of Christian nationalism in mainstream politics.

    What is Christian nationalism?

    American sociologists Andrew Whitehead and Samuel Perry define Christian nationalism as “a cultural framework that blurs distinctions between Christian identity and American identity, viewing the two as closely related and seeking to enhance and preserve their union.”

    It’s tempting to read “Christian idenity” and “American identity” and assume it does not affect Canada.

    But Christian nationalist ideologies were present during the so-called Freedom Convoy in Ottawa in 2022. According to Canadian scholars, national identity is blurred in online spaces, allowing U.S. nationalist ideals to take hold in Canada.]

    Christian nationalism is not synonymous with Christianity or any specific branch of Christianity, like evangelical Christianity.

    According to U.S. sociologist Daniel Miller, Christian nationalism is not a set list of ideological or religious beliefs. Instead, Miller says, Christian nationalism emerges when people identify with “a very narrow, idealized prototype of the ‘real or ‘authentic’ American.”

    He says two mechanisms connect people to Christian nationalism. The first is perceived loss of power by the people who historically held power. This is known as a “power devaluation crisis.” The second is a narrative of decline — known as a a “declensionist narrative” — which asserts that American society has declined since the 1960s and needs repair and reclamation.

    Poilievre’s signals to Christian nationalists

    Poilievre is not open about his religion and does not call for Canada to be a Christian nation. But whether Poilievre intends to stir up Christian nationalists, some of his rhetoric has indicated support for the classic definitions of Christian nationalism.

    According to Miller, support for Christian nationalism is not always direct. It can be activated by stoking a crisis of lost power, like the decline of the “traditional” family or by asserting a narrative of decline, like “Canada is broken.”

    For example, Poilievre’s 2025 campaign mobilized both of the narrative mechanisms that attract Christian nationalist mentioned by sociologists: a power devaluation crisis and the narrative of decline.

    In the lead-up to his 2025 campaign, Poilievre repeatedly called Canada “broken.”. He cited increased crime, addiction, high grocery prices and more as evidence of Canada’s brokenness, accusing the Liberal government of erasing Canada’s past.

    When Poilievre calls Canada “broken,” it affirms the world view of Christian nationalists.

    Poilievre courts conservative Christians

    Another strategy Poilievre reportedly adopted from Trump was his work to court conservative Christians.

    In an 2024 interview with The Tyee, religious right scholar Carmen Celestini of Waterloo University said Poilievre had “ramped up” his presence at churches. Additionally, The Globe and Mail reported there were fewer photos ops of Poilievre visiting mosques in 2024.

    Of course, visits to churches are not enough to signal alignment with Christian nationalists. And Poilievre has not espoused any Christian evangelical ideals in any public speech.

    But it’s still important for Canadians to remain alert about Christian nationalists and their ambitions to become part of mainstream politics.

    Canadian Christian nationalism

    A study from the U.S. has linked the rise in Christian nationalist ideologies to attacks on religious minorities. The 2024 qualitative data from the study indicates that when politicians rhetorically supported Christian nationalist values, there was a increased violence against minority groups.

    According to Statistics Canada, the violent crime rate in Canada rose 13 per cent from 2021-2022.. Police-reported hate crimes increased 32 per cent from 2022 to 2023. Crimes targeting religion rose 67 per cent in 2023, primarily targeting Jewish and Muslim communities.

    While I know of no studies showing the rise of the far right is directly leading to violence in Canada, Canadians should be aware of the pattern in the U.S. Research shows that growing Christian nationalists and far-right world views south of the border are, in fact, connected to a rise in violence.

    As cannabis use among youth rises in Canada — and THC potency reaches record highs — emergency departments are seeing a surge in cases of a once-rare condition: cannabis hyperemesis syndrome (CHS).

    Characterized by relentless vomiting, abdominal pain and temporary relief through compulsive hot showers or baths, CHS is increasingly affecting adolescents and young adults. Yet few people — including many clinicians — know it exists.

    As public health and substance use researchers, and authors of a recent review on CHS in youth, we are struck by how misunderstood and misdiagnosed this condition remains.

    A silent side-effect of heavy cannabis use

    Canada ranks among the highest globally for youth cannabis use, with 43 per cent of 16-19-year-olds reporting use in the past year. Usage peaks among those 20–24 years, with nearly half (48 per cent) reporting past-year use.

    This rise in regular, heavy use coincides with a 400 per cent increase in THC potency since the 1980s. Strains with THC levels above 25 per cent are now common. As cannabis becomes more potent and accessible, clinicians are seeing more cases of CHS, a condition virtually unheard of before 2004.

    What is CHS?

    CHS unfolds in three phases:

    1. Prodromal phase: Nausea and early morning discomfort begin. Users increase cannabis consumption, thinking it will relieve symptoms.

    2. Hyperemetic phase: Intense vomiting, dehydration and abdominal pain follow. Hot showers or baths provide temporary relief — a hallmark of CHS.

    3. Recovery phase: Symptoms resolve after stopping cannabis entirely.

    Diagnosis is often delayed. One reason is because CHS mimics conditions like gastroenteritis or eating disorders, leading to costly CT scans, MRIs and gastric emptying tests. One telltale sign — compulsive hot bathing — is frequently overlooked, despite its strong diagnostic value.

    Why CHS is dangerous for youth

    Youth face unique risks. The brain continues to develop until about age 25, and THC exposure during this critical window can impair cognitive functions like memory, learning and emotional regulation. Heavy cannabis use is associated with heightened risks of anxiety, depression, psychosis and self-harm.

    Some youth use cannabis to self-medicate for mental health concerns and increase their use when symptoms of CHS appear, mistakenly believing cannabis will help. Others are reluctant to disclose their use due to stigma, fear of judgment or legal consequences.

    In our recent review, we found that CHS is frequently misdiagnosed as bulimia nervosa because of the vomiting and unintended weight loss. But unlike bulimia, CHS-related vomiting is involuntary and not motivated by body image concerns. A clue is that those with CHS often return to normal eating and bathing patterns during symptom-free periods, which is not typical for an eating disorder.

    A burden on the health system and individual

    CHS doesn’t just take a toll on youth — it strains the health-care system. Emergency department visits for CHS have spiked in recent years, with a study in Ontario showing a significant rise after cannabis commercialization following legalization in 2018. Repeated ER visits, missed school or work and emotional distress compound the burden. In rare cases, CHS can lead to kidney failure due to severe dehydration and electrolyte imbalance.

    Unfortunately, anti-nausea medications like ondansetron often fail. Studies have shown temporary relief from topical capsaicin or low-dose haloperidol, but no acute treatment consistently works unless cannabis use stops.

    What can be done?

    The most effective long-term solution to treating CHS is cannabis cessation. For youth who use cannabis to cope with anxiety, quitting can lead to withdrawal symptoms and distress. This makes harm reduction strategies critical: gradual reduction plans, mental health supports and non-judgmental conversations between providers and patients.

    Clinicians should systematically screen youth presenting with cyclic vomiting for cannabis use and hot bathing behaviour. Youth are more likely to disclose cannabis use when asked in an empathetic, stigma-free way.

    Public health campaigns can play a major role. We need honest, accessible education — in schools, clinics and online — that explains what CHS is, how to recognize it and how to seek help. In our view, the addition of CHS content to youth health curriculums, pediatric training programs and cannabis use screening tools is overdue.

    A preventable crisis

    CHS is a preventable but growing consequence of chronic cannabis use in young people. As legalization continues to reshape social norms and access, it is essential to ensure that youth — and those who care for them — are informed about the full spectrum of cannabis-related health risks.

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Banking Committee, today joined Sen. Bill Cassidy (R-La.) and seven Republican colleagues in sending a letter to acting Federal Emergency Management Agency (FEMA) Administrator David Richardson urging the agency to end the Biden administration’s failed Risk Rating 2.0 program.
    Under Risk Rating 2.0, an estimated 80 percent of Louisiana National Flood Insurance Program (NFIP) policyholders experienced monthly flood insurance premium increases in 2025.
    “Since the Biden Administration’s rollout of Risk Rating 2.0, premiums under the National Flood Insurance Program (NFIP) increased in every state. By FEMA’s own estimates, 77 percent of all NFIP policies now pay more than under the old system,” the senators wrote.
    “The lack of transparency surrounding Risk Rating 2.0 is beyond troubling. FEMA has never allowed for meaningful public comment nor has it published the underlying data or assumptions used to justify the steep premium increases and refuses to disclose its actuarial model. Without transparency, communities cannot plan mitigation projects, lenders cannot accurately underwrite mortgages, and citizens cannot appeal punitive rate increases. Worse still, rising costs encourage policy lapses—shifting risk back to taxpayers when disasters strike,” they continued.
    “Each month that Risk Rating 2.0 continues unchecked, more families are forced to abandon their insurance coverage, neighborhoods face economic strain, and entire communities risk collapse after the next disaster,” the lawmakers added. 
    Sens. Cindy Hyde-Smith (R-Miss.), Roger Wicker (R-Miss.), Shelley Moore Capito (R-W.Va.), Jim Justice (R-W.Va.), Katie Britt (R-Ala.), Tommy Tuberville (R-Ala.) and John Cornyn (R-Texas) also joined the letter.
    Background:
    In 2023, Kennedy introduced the Risk Rating 2.0 Transparency Act, which would require FEMA to publish an explanation of how the agency is determining flood insurance prices under Risk Rating 2.0. 
    In 2023, Kennedy also introduced the Flood Insurance Affordability Act, which would cap annual flood insurance premium increases.
    In 2024, Kennedy spoke in the Senate Banking Committee about FEMA’s dishonesty concerning the Risk Rating 2.0 program, noting that the agency “said a million people of the 5 million people [who hold NFIP policies] will see their rates go down. I haven’t talked to a single person who’s seen their rates go down.”

  • MIL-OSI Security: Morrison Man Sentenced to 46 Months in Federal Prison for PPP Loan Fraud

    DENVER – The U.S. Attorney’s Office for the District of Colorado announces that Richard Nieto, age 39, of Morrison, Colorado, was sentenced to 46 months in federal prison and ordered to pay $962,438.85 in restitution for engaging in wire fraud and money laundering in connection with obtaining two Paycheck Protection Program (PPP) loans during the COVID-19 pandemic. 

    According to the plea agreement, the defendant submitted three fraudulent PPP loan applications to a lender seeking $1,117,903.56 and was successful in obtaining two PPP loans totaling $913,551.88.

    In the first successful application for $175,384.83, the defendant inflated the number of employees and average monthly payroll for his business, Denver Pro Painting & Contracting, that had operated before the pandemic and fabricated Forms 941 that did not match the tax returns filed with the IRS. He then submitted a second successful PPP application for $738,167.05 to the same lender for another business, DenPro, that had no payroll or employees and was not operating at all. In this second application, the defendant made up $1,771,601.04 in annual payroll while fabricating fourth quarter tax returns to support the lies on the application.

    Before making a single payment on either loan, the defendant submitted fraudulent applications for loan forgiveness. In support of the forgiveness applications, the defendant created a total of 87 fake payroll checks and paystubs that falsely indicated that each check related to a specific pay period and employee and that the defendant’s companies had withheld taxes so that they would qualify for loan forgiveness. One of the defendant’s PPP loans was fully forgiven.

    Despite telling the lender that he would use the PPP loan money on business expenses, the defendant transferred PPP loan money through multiple intermediate accounts before using it on personal expenditures and investments. Among other transactions, the defendant used loan money to pay a home mortgage, purchase bitcoin, contribute to an investment account, buy gold and silver coins, and invest in a friend’s startup business. 

    “This is another case of someone using for personal gain a program meant to help people suffering during the COVID-19 pandemic,” said Acting United States Attorney J. Bishop Grewell. “I want the public to know that we are aggressively prosecuting people who stole from this relief program.”

    “Mr. Nieto went to great lengths to abuse a program meant for hardworking small business owners, seeking only to enrich himself.” said Amanda Prestegard, Special Agent in Charge, IRS-CI Denver Field Office. “We are proud to partner with the U.S Attorney’s Office to aggressively pursue those who defrauded this and other CARES Act programs and hold criminals like Mr. Nieto accountable.”

    United States District Judge William J. Martinez presided over the sentencing.

    The Internal Revenue Service Criminal Investigation conducted the investigation.  Assistant United States Attorneys Craig Fansler and Martha Paluch handled the prosecution of the case.

    Washington, D.C. – U.S. Senators Ron Wyden (D-OR) and Jeff Merkley (D-OR) today led their colleagues in filing an amicus brief in Oregon v. Department of Homeland Security, a key case led by Oregon Attorney General Dan Rayfield challenging the Trump Administration’s abuse of emergency powers to impose tariffs.
    The brief—which Wyden spearheaded with Senator Jeanne Shaheen (D-NH) and Senate Democratic Leader Chuck Schumer (D-NY)—opposes the Administration’s request for a stay of a recent court decision that struck down these tariffs.  
    “Donald Trump has been abusing the law on trade since Day One, and the result has been trade chaos that is raising prices and costing American jobs,” said Wyden, Ranking Member of the Senate Finance Committee. “I stand with AG Rayfield and Oregonians to tell the court that Congress never intended the International Emergency Economic Powers Act to be a blank check to tax everything Americans buy. The faster these tariffs are struck down and Congress restores its authority over trade and tariffs, the better it will be for American families.”
    “Trump’s illegal and chaotic tariffs are harming American consumers and businesses, leaving them to foot the bill for Trumpflation’s rising prices,” Merkley said. “While Trump is doing all he can to make life more expensive for families across the country, we’re fighting back against the Trump tariff wrecking ball with every tool at our disposal.”

     In May, the U.S. Court of International Trade held that the Trump Administration lacked authority to issue the challenged tariffs under the International Emergency Economic Powers Act (IEEPA)—a statute that no president prior to President Trump has ever tried to use to impose tariffs. The Senators’ amicus brief argues a stay should be rejected.  
    “Granting a stay will cause irreparable harm to constituents of?Amici,?particularly thousands of small and medium-sized businesses that will continue to be harmed if the President persists in collecting the unlawful IEEPA tariffs,” the senators wrote. “Small businesses do not have cash-on-hand or capital reserves to pay the increased tariffs, nor can they quickly?adapt to them by modifying supply chains.??If they cannot pass on the tariff costs to consumers—which would create additional harms for?Amici’s constituents—many face letting employees go or filing for bankruptcy. ?Even a few weeks of additional tariffs means small businesses will suffer irreparable harm.” 
    “The powers to impose tariffs and regulate international trade were given to Congress for a reason,” the senators continued. “Absent authorization from Congress to impose tariffs and approval to enter binding, durable trade agreements, it is contrary to the public interest for the President to arrogate Congress’s power to himself.” 
    “Further, the broad-based tariffs, which include extensive levies on treaty allies Japan, Canada, and members of the NATO alliance, undermine U.S. national security by weakening U.S. alliances,” the senators concluded. “Amici? regularly?interact?with U.S.-allied leaders who want to work with the U.S. on security and economic matters; IEEPA tariffs have been raised as one of the foremost irritants and obstacles to maintaining strong partnerships with the U.S. ?Multiple allied governments, including Canada, Mexico, and the European Union, have threatened retaliation targeting American exports and American companies—further compounding the economic harm to?Amici’s?constituents. ?Denying a?stay will?ensure the Administration cannot continue to usurp powers granted to Congress, and it will promote?U.S. national security and economic interests.”

    Maximus, which has spent millions lobbying federal lawmakers on safety net programs like Medicaid, has a history of raking in profits by ejecting millions of Americans off of their health insurance
    Washington D.C.—U.S. Senators Ron Wyden, D-Ore., and Elizabeth Warren, D-Mass.,  said today they have written to Maximus, the largest contractor for Medicaid eligibility determinations, regarding the company’s potential profiteering under a Republican plan to cut Medicaid.
    In a warning of what could come if so-called “work requirements” pass into law, the senators pressed Maximus on its business strategy of kicking millions of low-income Americans off  their Medicaid coverage—even when they meet all the program’s eligibility requirements—to earn more profit.
    “As the largest contractor for Medicaid eligibility determinations, your company would likely assess whether individuals meet the requirements outlined in the Republican bill, giving you extraordinary power over Americans’ access to health care,” the senators wrote. “But your company has an abysmal track record, with reports of egregious backlogs and service delays and several reported instances of fraud.”
    Medicaid is a crucial health insurance program for millions of low- and middle-income Americans, covering about one in three Oregonians enrolled in the Oregon Health Plan. Trump and congressional Republicans are pushing to make the largest cuts to Medicaid in the program’s history, including nearly $350 billion in cuts from implementing so-called “work requirements.” The independent, non-partisan Congressional Budget Office estimates the bill will rip away health insurance coverage from more than 10 million Americans and that work requirements alone will result in almost 5 million people losing Medicaid. 
    In addition to its troubling track record in Medicaid, Maximus has also:
    Required Americans to submit intrusive personal information to complete eligibility checks, which was subsequently stolen in massive data breaches.
    Raked in profits for cycling some of America’s poorest individuals in and out of short-term, low-paying jobs rather than placing them in stable, long-term employment.
    Spent millions in recent years on lobbying and campaign contributions to federal, state, and local campaigns to persuade political leaders to implement stricter eligibility requirements for programs like Medicaid—knowing that its shareholders and bottom line would benefit when vulnerable Americans faced more red tape.
    “Maximus profited not from promoting work—the stated goal of Republican policymakers—but instead from trapping low-income Americans in a cycle of poverty, with individuals falling into and out of employment and eligibility for benefits in part due to the perverse incentives in your state contracts,” the senators wrote.
    Maximus’ stock has climbed as Trump and Republicans raced to pass legislation that would impose red tape requirements on Medicaid and Supplemental Nutrition Assistance Program (SNAP) beneficiaries. With $100 million set aside in Republicans’ new bill to implement Medicaid red tape requirements just in fiscal year 2026, Maximus potentially stands to gain tens of millions worth of contracts in the coming years, representing a more than 30x return on its lobbying expenditures.
    Maximus has even made clear to investors that the “Big Beautiful Bill” creates numerous pathways to profit, stating that “changes that require customer engagement … increase our activity volume” and that “a reduction in Medicaid recipients may not necessarily decrease consumer engagement, especially if eligibility verification or activity reporting requirements become more frequent than today.”
    “All of this raises serious questions about your ability to effectively administer Medicaid eligibility determinations and avoid the perverse incentives that allow you to benefit from kicking even more Americans off of Medicaid if Donald Trump and Republicans’ ‘Big Beautiful Bill’ becomes law,” the senators continued. “With millions of dollars spent on lobbyists in Washington and around the nation, you have worked to enact the largest Medicaid cuts in the program’s history—and ensure that your company and you personally will financially benefit.”
    The senators are pressing Maximus for information on its lobbying efforts and concerning track record of implementing so-called “work requirements” in other federal programs.

  • MIL-OSI Canada: Backgrounder – Canada imposes fourth round of sanctions on facilitators of extremist settler violence against civilians in the West Bank

    The Regulations Amending the Special Economic Measures (Extremist Settler Violence) Regulations designate two (2) officials of the State of Israel. There are reasonable grounds to believe that these individuals have engaged in activities that undermine the peace and security of the State of Israel and the occupied Palestinian territories by directly facilitating, supporting, providing funding for or contributing to the use of violence by Israeli extremist settlers against Palestinian civilians or their property in the West Bank.

    Canadian measures

    Persons (individuals and entities) in Canada or Canadians outside Canada are thereby prohibited from dealing in the property of, entering into transactions with, providing services to, transferring property to, or otherwise making goods available to these listed individuals. These measures will also render these individuals inadmissible to Canada under the Immigration and Refugee Protection Act. Under the Special Economic Measures (Extremist Settler Violence) Regulation, a listed person may apply to the Minister of Foreign Affairs to have their name removed from the Schedule of designated persons. The Minister must determine whether there are reasonable grounds to make a recommendation to the Governor in Council for removal.

    The specific prohibitions are set out in the Special Economic Measures (Extremist Settler Violence) Regulations.

    Canada is making significant progress towards the creation of a dedicated foot-and-mouth disease (FMD) vaccine bank, which will build on existing protections for the livestock industry and equip producers with another tool to control and eliminate the disease should an outbreak occur.

    Following a competitive procurement process, Public Services and Procurement Canada, on behalf of the Canadian Food Inspection Agency, awarded contracts to Boehringer Ingelheim Animal Health and Biogénesis Bagó SA to supply multiple types of vaccine products and develop Canada’s first FMD vaccine bank. This FMD vaccine bank complements Canada’s current access to vaccines through the North American Foot and Mouth Disease Vaccine Bank, ensuring readily available vaccines for Canadian producers.

    FMD is a highly contagious and severe disease that affects cattle, sheep, swine, and other cloven-hoofed animals. An FMD infection can cause painful blisters that make it hard for animals to eat, walk, and produce milk, leaving them weak and sick.

    Preparedness efforts, including building a Canadian FMD vaccine bank, are key to protecting Canadian animals and agriculture. Having a ready supply of FMD emergency vaccines will strengthen our ability to respond effectively to an outbreak should one occur. It could also reduce the number of cases and the duration of the outbreaks. 

    Collaboration between Canada’s federal, provincial and territorial governments along with stakeholders plays a key role in Canada’s FMD prevention and preparedness plans. These efforts, combined with Canada’s existing strict import requirements, on-farm biosecurity measures, and disease surveillance, continue to protect the health of Canadian animals and the economic prosperity of our producers and farming communities.

    NEW YORK, June 10, 2025 (GLOBE NEWSWIRE) — While U.S. commercial insurance rates demonstrated an increase of 5.3% in the first quarter, the rate continued a downward trajectory compared with the prior two quarters (increases of 5.8% and 5.6%), according to the latest findings from WTW’s Commercial Lines Insurance Pricing Survey (CLIPS). The survey compares premiums for policies underwritten during the first quarter of 2025 to those for the same coverage lines in the respective quarter of 2024, demonstrating a year-over-year comparison. Carriers reported an aggregate price increase of 5.3% in the first quarter, down from 6.3% recorded in the first quarter of 2024.

    Some coverage lines stood out with respect to price change rates in the quarter. Notably, Commercial Auto maintained a double digit increase but lower than prior quarter, while Commercial Property continued a strong downward pricing trend, with just a slight increase for the first quarter, compared to double digit increase a year prior. Additionally, Professional Liability rates displayed a higher increase this quarter but is still relatively low compared to most of the other lines.

Overall, the continued reduction in rate increases is a positive sign for buyers.   • MIL-OSI: Amid cost pressures, US employers are shifting their benefit strategy, WTW survey finds

    NEW YORK, June 10, 2025 (GLOBE NEWSWIRE) — As U.S. employers grapple with heightened economic uncertainty and greater financial pressures on budgets, steering the right course on benefit strategy is more challenging than ever. This is according to a survey by WTW (NASDAQ: WTW), a leading global advisory, broking and solutions company. As a result, companies are turning to smarter spending, sharper focus and using benefits as a strategic tool to drive engagement, retention and purpose.

    The 2025 Benefits Trends Survey found rising benefit costs to be the top issue (90%) influencing U.S. employers’ benefit strategies in 2025, up from 67% in 2023. Other top concerns include competition for talent (52%), expectations for an enhanced employee experience (43%), cost of living (39%) and rising mental health issues (32%).

    “After a long period of high benefits inflation and in the face of a possibly weakening economy, employers are taking a step back and looking to focus on what drives real value for employees and the business. That means targeting support and spending on the benefits that matter most, enabling personalization and helping employees make better decisions,” said Jeff Levin-Scherz, Population Health Leader, North America, Health & Benefits.

    As the cost of medical care continues to show double digit growth in the U.S., employers face greater challenges in delivering their strategy in key areas such as health benefits (44%), wellbeing programs (44%), and leave benefits (36%).

    To address these concerns, employers are shifting their strategy. Few are expanding their benefit portfolio, choosing to instead focus on extracting value from their current offerings and improve financing, employee experience, analytics and administration.

    Compared to just 8% in the past year, 63% of employers plan to reallocate or rebalance spend in the next three years. A majority (73%) plan to tackle high costs by enhancing value or switch to better-value vendors across health, retirement and risk benefits. Just under half (44%) plan to tackle high-cost medical conditions and 37% plan to adopt a network of preferred medical providers.

    Eager to address employee pressure points, companies are also looking to improve the following priority areas over the next three years: maximizing value, mental health, health benefits, financial wellbeing and family support. Many plan to increase their use of communication and use nudges and navigation solutions to influence behaviors and enhance the employee experience. Regularly reviewing vendor performance, including employee feedback, is also a key action employers are taking.
