  • MIL-OSI United Kingdom: Ban on sale of single-use vapes: reminder to Wolverhampton shop owners

    Trading Standards officers are warning businesses that after this date it will be against the law to sell these types of vapes to shoppers, and any items not sold before then must be disposed of safely.

    The ban includes all single-use or disposable vapes which are not refillable and use a battery which cannot be recharged. It will come into force on the same day across England, Wales, Scotland and Northern Ireland.  

    The Government is introducing the ban to try and tackle a number of issues that affect public health and safety. Single-use vapes can pose health risks and are often discarded as litter or thrown into regular waste bins, which increase the risk of fires.

    Discarded vapes introduce harmful substances into the soil, rivers and streams, and causes harm to biodiversity. When single-use vapes are thrown into regular bins they often end up in landfill or are incinerated, meaning critical resources are lost. They can also cause fires, risking the safety of waste management workers, firefighters and the public.

    Trading Standards officers are currently working with partners including the council’s licensing team and representatives from the police and fire service to make sure shops across the city prepare for the change in the law.

    Officers are carrying out visits and sharing information leaflets and will also be reminding businesses to run down existing stocks before 1 June.

    They will also be carrying out inspections after the ban has come into force to ensure that businesses are adhering to the new laws. Action will be considered against businesses who don’t comply.

    Any business continuing to supply single-use vapes after 1 June will risk the stock being seized. They may also face being fined or prosecuted.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “Single-use vapes have become a familiar sight in our communities and, unfortunately, they can cause a number of problems, from littering and environmental damage to health and fire risks.

    “We want to see city businesses trading successfully and it is vital that they pay attention to the new law and stop selling single-use or disposable vapes from 1 June.

    “This will hopefully help to reduce the amount of these products we see discarded in our streets and parks. As well as looking unpleasant, these items can have a hugely damaging effect on our environment and wildlife as they leak poisonous chemicals.

    “I would encourage all businesses that have been selling single-use vapes to make sure they take advice from our officers and pay attention to the new legal requirements.”

    Seattle – An Indian national indicted for health care fraud will make his initial appearance today in U.S. District Court in Seattle, announced Acting U.S. Attorney Teal Luthy Miller. Mohammed Asif, 34, was arrested on April 10, 2025, at Chicago O’Hare International Airport while attempting to board an international flight. Asif is charged with health care fraud and conspiracy to commit health care fraud in connection with the operation of American Labworks LLC, a diagnostic testing laboratory in Everett, Washington. The indictment alleges that Asif conspired with others to bill Medicare for COVID-19 tests and other respiratory illness tests that had not been ordered or performed.

    “Medicare provides critical funding for senior citizens’ health care needs, which makes this type of fraud all the more reprehensible,” said Acting U.S. Attorney Miller. “This case stands as an example of how federal law enforcement is working diligently to protect those critical tax dollars from fraud schemes.”

    According to the indictment and an earlier-filed criminal complaint, the Washington Secretary of State has American Labworks being formed in October 2021 and dissolved in March 2025. Washington Department of Health records indicate that its license as a Medical Test Site expired in December 2023. Asif is listed in filings with the state and with Medicare as the owner and director of American Labworks.

    Claims data from April 2024 to December 2024 show that American Labworks billed Medicare more than $8.7 million for laboratory testing services, including for COVID-19 testing. Medicare paid out over $1.1 million to the lab.

    Between June 2024 and March 2025, Medicare received more than 200 complaints from enrollees and others about American Labworks. Many of these complainants reported that Medicare was billed for testing that was never received. For example, one Medicare enrollee noted that Medicare paid American Labworks $545 for COVID-19 tests in August 2023 and March 2024. But the beneficiary had never had any COVID-19 tests on those dates. Multiple Medicare beneficiaries said they too had seen bills for tests that never occurred. Physicians who had allegedly ordered the tests said they had not sent patients to American Labworks, and many patients said they had never heard of the referring physician listed in the records.

    In some instances, the billing records indicated a beneficiary’s testing date of service occurred after other records indicated the beneficiary was dead. And in other instances, the physician who allegedly referred the patient for testing was dead at the time of the date of service.

    Financial records indicate Mohammed Asif received multiple checks and made withdrawals from the American Labworks bank account, which he controlled. In May 2024, he withdrew $260,000 from the American Labworks checking account. Soon after that Asif, who had been in the U.S. on a student visa, retuned to India. He came back to the U.S. in March 2025 as investigators were unraveling the fraud. Prosecutors and special agents with the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG) and Federal Bureau of Investigation (FBI) moved quickly to draft the criminal complaint and take Asif into custody. A grand jury then returned the indictment of Asif on April 23.

    Asif is alleged to have conspired with other people to accomplish the fraud. Those coconspirators are not named in the criminal complaint or indictment. The government’s investigation is ongoing.

    “By all appearances, there is nothing legitimate about Mr. Asif’s company.” said W. Mike Herrington, Special Agent in Charge of the FBI’s Seattle field office. “Mr. Asif, along with his co-conspirators, used this apparently illegitimate company to fraudulently bill Medicare almost $9 million for tests that were never done. When we receive allegations such as these, the FBI and our partners will aggressively investigate potential fraud against the US taxpayer.”

    “Through this scheme to fraudulently bill Medicare for laboratory testing services never furnished, the defendant diverted taxpayer money that was meant to pay for legitimate medical services,” said Acting Special Agent in Charge Robb Breeden of the U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG). “HHS-OIG will continue to work with our law enforcement partners to hold accountable those who exploit federal health care programs for their own personal gain.”

    Health care fraud and conspiracy to commit health care fraud are punishable by up to ten years in prison and a fine of up to $250,000.

    The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by HHS-OIG and the FBI.

    The case is being prosecuted by Assistant United States Attorney Philip Kopczynski.

  • MIL-OSI Security: The Grand Health Care System and 12 Affiliated Skilled Nursing Facilities to Pay $21.3 Million for Allegedly Providing and Billing for Fraudulent Rehabilitation Therapy Services

    Company Admits that Supervisory Officials Falsified Information in Medical Records

    ALBANY, NEW YORK – Strauss Ventures LLC doing business as The Grand Health Care System and 12 affiliated skilled nursing facilities (collectively, the Grand), have agreed to resolve allegations that they violated the False Claims Act by knowingly billing federal health care programs for therapy services that were unreasonable, unnecessary, unskilled, or that simply did not occur as billed. Many of the settling facilities are located in upstate and central New York, including in Albany, Oneida, Madison, Columbia, and Herkimer counties.

    “Today’s settlement protects patients and taxpayers by ensuring that medical treatment is dictated by patient need and not by financial motive,” said United States Attorney Carla B. Freedman.  “Skilled nursing facilities provide important services to a vulnerable population, and we will continue to hold them accountable when they provide patients with unnecessary services and falsify records.”

    The settlement resolves allegations that from as early as January 1, 2014 to September 30, 2019, the Grand knowingly submitted false claims for rehabilitation therapy for residents at 12 facilities Strauss Ventures owned and operated. During this period, Medicare Part A (Medicare’s hospital insurance, which also pays for care in a skilled nursing facility in some circumstances) and TRICARE (the federal health care program for the Department of Defense) paid for such services at rates that varied based on the number of minutes of skilled rehabilitation therapy provided. The Grand allegedly submitted bills where the reimbursement claimed was based on providing more therapy than was reasonable and necessary, or in some cases where the therapists did not provide the amount of therapy reported. 

    As part of the settlement, the Grand admitted that certain now-former Grand management level employees implemented quotas that each of the 12 facilities was expected to reach, including quotas relating to beneficiaries’ lengths of stay and to the percentage of beneficiaries billed at the highest reimbursement level. To meet these quotas, facilities often scheduled patients to receive therapy without consideration of what was reasonable and necessary based on the individual patients’ clinical condition. In addition, the Grand directed that no more than three patients be discharged from any facility per week and instructed that no Medicare Part A patients should be discharged from rehabilitation therapy unless it had been discussed with corporate officials. The Grand admitted that this resulted in some Medicare beneficiaries “staying on therapy longer than was reasonable and medically necessary.” 

    The Grand acknowledged that there were various instances where supervisory officials, who did not personally evaluate or treat patients, set or adjusted the number of minutes of therapy that a Medicare patient would receive. The Grand also acknowledged that there were instances where supervisory personnel falsified the number of therapy minutes in the Grand’s electronic recordkeeping system or instructed subordinates to do so, well after the therapy was allegedly rendered.

    “We expect nursing facilities to provide only reasonable and appropriate amounts of skilled rehabilitation therapy service to their residents and to bill government healthcare programs only for the services actually provided,” said Principal Deputy Assistant Attorney General Brian Boynton, head of the Department of Justice’s Civil Division. “The department is committed to protecting both vulnerable nursing home patients and taxpayers against fraudulent conduct by unscrupulous actors.” 

    The settlement also resolves federal allegations that the Grand submitted false claims to Medicaid for services rendered at its Pawling, New York nursing home between January 1, 2016 and June 30, 2021. These claims were allegedly false because the reimbursement rate was inflated by data inaccurately reflecting the degree of care, including rehabilitation therapy services, needed by Medicaid patients there. 

    The Grand has also entered into a five-year Corporate Integrity Agreement with the Department of Health and Human Services Office of Inspector General (HHS-OIG) that requires an independent review organization to annually assess the medical necessity and appropriateness of therapy services billed to Medicare.

    “Violations of the False Claims Act are absolutely unacceptable and will not be tolerated by the FBI and its partners,” said Executive Assistant Director Michael Nordwall of the FBI’s Criminal, Cyber, Response and Services Branch. “We will continue our work of protecting the American taxpayer by relentlessly pursuing businesses that do not comply with the rule of law. If you bill federal health care programs in an unnecessary manner, there will be consequences.”

    “The Grand admitted to providing unnecessary care to our most vulnerable, to include knowingly keeping patients in their facilities and away from their loved ones when they needed them most,” said Craig Tremaroli, Special Agent in Charge of the FBI’s Albay Field Office. “This settlement illustrates the FBI’s commitment to working with our partners to protect federally funded healthcare programs from abuse by companies looking to line their pockets with taxpayer dollars.”

    “As a part of this settlement, the defendants acknowledged that they obtained funds from the Medicare program to which they were not entitled,” stated Special Agent in Charge Naomi Gruchacz of HHS-OIG. “Individuals and entities that participate in the federal health care system are required to obey the laws meant to preserve the integrity of program funds and the provision of appropriate, quality services to patients.”

    “Protecting the integrity of the healthcare system for our military members and their families is a top priority of the Defense Criminal Investigative Service (DCIS), the law enforcement arm of the Department of Defense Office of Inspector General,” stated Acting Special Agent in Charge Brian J. Solecki of DCIS Northeast Field Office. “DCIS will continue to work with its law enforcement partners and the Department of Justice to hold DoD contractors accountable for their fraudulent activity and ensure America’s service members are not subject to unnecessary risk.”

    The settlement resolves a whistleblower lawsuit filed under the qui tam provisions of the False Claims Act by two former providers of rehabilitation therapy at the Grand. The Act allows private persons to file civil actions on behalf of the government and share in any recovery. Under the settlement, the whistleblowers will receive approximately $4,047,000 of the settlement proceeds. The case is docketed with the U.S. District Court for the Northern District of New York under number 1:19-cv-1311.

Kim, the Acting United States Attorney for the Southern District of New York, announced today the guilty plea of RAFAEL ALVAREZ, a/k/a “the Magician,” to a two-count Superseding Information charging ALVAREZ with one count of conspiracy to defraud the U.S. and steal government funds and one count of aiding and assisting in the preparation of a false and fraudulent U.S. individual income tax return.  The charges arise from ALVAREZ’s orchestration of a decade-long, $145 million tax fraud scheme to file tens of thousands of federal individual income tax returns that included false information designed to fraudulently reduce the individuals’ tax burden.  As part of today’s guilty plea, Alvarez agreed to pay the Internal Revenue Service (“IRS”) $145 million in restitution and forfeit over $11.84 million in fraudulent proceeds he received from his criminal conduct.  ALVAREZ pled guilty today before U.S. District Judge J. Paul Oetken.

    Acting U.S. Attorney Edward Y. Kim said: “Rafael Alvarez became known as ‘the Magician’ by his customers for his supposed ability to make their tax burden disappear.  But, as today’s guilty plea shows, there was no magic to what Alvarez was doing – he was committing a serious federal crime by falsifying tens of thousands of tax returns and, in the process, depriving the IRS of $145 million in tax revenue.  Today’s guilty plea, in one of the largest ever tax frauds by a return preparer, should serve as an important reminder to tax professionals that this Office will vigorously investigate and prosecute tax offenses.”

    As alleged in the Indictment and Superseding Information and statements made in public filings and court proceedings:

    From at least in or about 2010, up to and including in or about 2020, ALVAREZ was the CEO, owner, and manager of ATAX New York, LLC, also doing business as ATAX New York-Marble Hill, ATAX Marble Hill, ATAX Marble Hill NY, and ATAX Corporation (together, “ATAX”).  ATAX was a high-volume tax preparation company located in the Bronx, New York, which prepared approximately 90,000 federal income tax returns for its customers during this period.  ALVAREZ both prepared tax returns for ATAX customers and recruited, supervised, and directed other ATAX personnel who in turn prepared tax returns for customers.  During this period, ALVAREZ oversaw a sweeping fraudulent scheme, whereby he and his employees submitted false information to the IRS in ATAX customers’ tax returns. This false information, which included, among other things, bogus itemized tax deductions, made-up capital losses, phony business expenses, and fraudulent tax credits, served to fraudulently reduce the customers’ tax liability and increase the customers’ tax refunds from the IRS.

    In total, ALVAREZ oversaw ATAX’s fraudulent submission of tax returns on behalf of customers that deprived the IRS of $145 million in tax revenue.  ALVAREZ was so consistent at falsifying ATAX customer tax returns that he became known to ATAX’s customers as “the Magician.”  Additionally, ALVAREZ agreed as part of his plea agreement that he was a leader of the scheme and attempted to obstruct or impede the administration of justice with respect to the investigation of the tax fraud scheme when he and an ATAX employee made false statements to an IRS Revenue Agent.  ALVAREZ’s operation of ATAX helped the company generate approximately $12 million in fraudulent proceeds over the duration of the fraud.

    ALVAREZ, 61, of Cortland Manor, New York, pled guilty to one count of conspiracy to defraud the U.S. and steal government funds, which carries a maximum sentence of five years in prison, and one count of aiding and assisting in the preparation of a false and fraudulent U.S. individual income tax return, which carries a maximum sentence of three years in prison.  ALVAREZ is scheduled to be sentenced by Judge Oetken on April 11, 2025.   

    The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.

  • MIL-OSI Security: Former Executive of Airline and Co-Conspirator Sentenced in a Money Laundering Conspiracy

    Edward Y. Kim, the Acting United States Attorney for the Southern District of New York, announced that SHUKHRATJON MIRSAIDOV and SHUKHRAT ABDULLAEV were sentenced to one year and a day and 24 months in prison, respectively, for their roles in operating a money laundering scheme from June 2019 to February 2022, using the U.S. bank account of an international airline (“Airline-1”) with a hub at John F. Kennedy International Airport in New York, where MIRSAIDOV was the lead U.S.-based executive.  U.S. District Judge Loretta A. Preska imposed MIRSAIDOV’s sentence today and ABDULLAEV’s sentence on September 4, 2024, following the defendants’ guilty pleas to conspiracy to commit money laundering. 

    Acting U.S. Attorney Edward Y. Kim said: “For years Shukhratjon Mirsaidov and Shukrat Abdullaev engaged in a scheme to launder healthcare fraud proceeds through the accounts of an international airline in order to conceal the illicit nature of these funds.  Laundering schemes that use real businesses to conceal crime proceeds are often particularly difficult for law enforcement to detect.  This case demonstrates that this Office will continue to root out money laundering, no matter how sophisticated, wherever it occurs and that those responsible will be held to full account.”  

    According to allegations in the Indictment, the criminal Complaint, public filings, and statements made in court: 

    In the course of the money laundering conspiracy, MIRSAIDOV and ABDULLAEV used a U.S. company bank account for Airline-1 (the “Airline-1 Bank Account”) to operate a check-cashing scheme and to launder hundreds of thousands of dollars of healthcare fraud proceeds.  As a senior executive, MIRSAIDOV was one of two signatories for the Airline-1 Bank Account.  Between approximately June 2019 and August 2021, MIRSAIDOV deposited into the Airline-1’s Bank Account over 100 checks drawn from accounts controlled by seven shell companies that were used to launder the proceeds of healthcare fraud.  For example, the shell companies had received insurance payments for medical services purportedly provided by a doctor, but the doctor did not, in fact, provide such services.  The shell companies were primarily funded by payments from medical clinics, physicians, and medical diagnostic testing companies and had no relation whatsoever to the airline industry. 

    MIRSAIDOV obtained the checks from the shell companies from ABDULLAEV, who was not an employee of Airline-1 and who obtained the checks from the perpetrators of the healthcare fraud scheme.  MIRSAIDOV and ABDULLAEV collected cash generated from Airline-1 ticket sales and fees, and instead of depositing that cash into Airline-1’s bank account, used the cash to illegally cash the shell company checks.  ABDULLAEV gave the cash generated from the airline ticket sales and fees to the perpetrators controlling the shell companies.

    MIRSAIDOV and ABDULLAEV not only used the Airline-1 Bank Account to launder healthcare fraud proceeds from the shell companies, but also used the Airline-1 Bank Account to launder funds represented to be fraud proceeds in a series of sting transactions.  Between approximately June 2021 and February 2022, law enforcement, with the assistance of a confidential source (“CS-1”), conducted a series of sting money laundering transactions involving MIRSAIDOV, ABDULLAEV, and the Airline-1 Bank Account.  CS-1 asked ABDULLAEV to cash checks and transmit funds abroad and agreed to pay ABDULLAEV a four percent fee to do so.  ABDULLAEV told CS-1 a portion of the fee went to MIRSAIDOV.  During the transactions, CS-1 represented to ABDULLAEV that the funds were healthcare fraud proceeds.  Overall, CS-1 provided ABDULLAEV with 14 checks totaling $210,000 issued from a covert law enforcement account held in the name of a fictitious company.  MIRSAIDOV, working with ABDULLAEV, deposited 12 of the checks totaling $190,000 into the Airline-1 Bank Account.  CS-1 received cash from ABDULLAEV in exchange for the checks, and in one instance, ABDULLAEV coordinated the delivery of U.S. currency to an individual abroad in exchange for some of the checks.  During the course of these sting transactions, in a recorded conversation with CS-1, MIRSAIDOV admitted, in sum and substance, that he received many checks from ABDULLAEV and that MIRSAIDOV gave ABDULLAEV cash in exchange for the checks.  CS-1 informed MIRSAIDOV, in sum and substance, that the checks from CS-1 came from a medical company and that the company disguised the check payments in its financial reporting by claiming the check deposits were for business class flight tickets.  MIRSAIDOV nevertheless expressed a willingness to work directly with CS-1 to conduct check cashing using the Airline-1 Bank Account.       

    Participants in the underlying healthcare fraud scheme who laundered their crime proceeds with the assistance of MIRSAIDOV and ABDULLAEV using the Airline-1 Bank Account have been charged by this Office in U.S. v. Tariverdi, et al, No. 24 Cr. 599 (JPO).

    In addition to the prison sentence, MIRSAIDOV, 46, of Fort Lee, New Jersey, was ordered to pay forfeiture in the amount of $674,171.  ABDULLAEV, 39, of Brooklyn, New York, was sentenced to three years of supervised release and was ordered to pay forfeiture in the amount of $704,171.

  • MIL-OSI Security: Ohio Man Pleads Guilty to Multiple Federal Charges, Including a Freedom of Access to Clinic Entrances (FACE) Act Violation, for Threatening a Reproductive Health Services Clinic

    An Ohio man pleaded guilty today to a misdemeanor charge under the Freedom of Access to Clinic Entrances (FACE) Act, which prohibits a person from intentionally interfering with or intimidating any person because that person is providing reproductive health services. Mohamed Waes, 33, of Columbus, also pleaded guilty to felony charges of communicating interstate threats and conspiracy to commit money laundering.

    According to court documents and statements made in court, on July 5, 2022, Waes intentionally interfered with and intimidated employees of Planned Parenthood of Greater Ohio by threatening over the phone to burn down their building because they were providing reproductive health services.

    “Threatening to burn down facilities that provide reproductive health services is not just unlawful, it’s conduct that frightens and obstructs patients and providers of reproductive services,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “The Justice Department is committed to enforcing the FACE Act to protect all patients who seek reproductive health services and to protect all staff and facilities that provide these services.”

    “We will hold accountable individuals who make threats of force against health service providers and institutions,” said U.S. Attorney Kenneth L. Parker for the Southern District of Ohio. “At the U.S. Attorney’s Office, we will do our part in charging those who break federal laws. As a society, we must handle our disagreements in a more civil way than threats of violence and intimidation.”

    “Mohamed Waes made a credible threat to commit violence and harm others,” said Acting Special Agent in Charge Cheryl Mimura of the FBI Cincinnati Field Office. “The FBI will continue to aggressively pursue civil rights violations and work with our partners to keep the community safe.”

    “Waes played a crucial role in a business email compromise scheme by attempting to launder nearly $2 million in fraud proceeds,” said Acting Special Agent in Charge Karen Wingerd of the IRS Criminal Investigation (IRS:CI) Cincinnati Field Office. “IRS:CI remains committed to following the money and bringing those who launder illegal proceeds to justice.”

    According to court documents, Waes also conspired with others from on or about March 21, 2019, through on or about March 4, 2020, to launder funds using business email compromise (BEC) fraud schemes. As part of this conspiracy, scammers created fake email domains which mimicked legitimate email domains and then sent emails to various companies impersonating vendors and asking that payments be made on actual invoices to bank accounts controlled by Waes and others. Waes attempted to launder a total of $1,972,792.84 in BEC proceeds, of which he successfully laundered $273,982.08.

    A sentencing hearing will be set at a later date. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Cleveland Area Brothers Indicted for Fraud and Money Laundering Schemes

    CLEVELAND – Rebecca C. Lutzko, United States Attorney for the Northern District of Ohio announced today that a federal grand jury sitting in Cleveland returned a twenty-two count indictment charging two Cleveland area brothers with multiple fraud and money laundering schemes.

    Zubair Mehmet Abdur Razzaq Al Zubair, 41, recently of Bratenahl, Ohio, and his brother Muzzammil Muhammad Al Zubair, 30, recently of Pepper Pike, Ohio, face one count of conspiracy to commit wire fraud, 14 counts of wire fraud, one count of conspiracy to engage in money laundering, four counts of money laundering, and one count of theft of government funds. Zubair Al Zubair also faces one count of harboring a fugitive.

    The indictment charges that from June 2020 through August 2023, the Al Zubair brothers engaged in multiple schemes, including an investment fraud scheme, a Small Business Administration COVID-19 relief Emergency Income Disaster Loan scheme, a cryptocurrency mining scheme, a commercial real estate lease scheme, and a residential real estate lease scheme. According to the facts alleged in the indictment, the Al Zubair brothers obtained funds and property from victims under false pretenses and spent the proceeds on luxury items, such as cars, travel, entertainment, firearms, and jewelry. They allegedly falsely claimed to have extraordinary wealth and government connections. Zubair Al Zubair also allegedly falsely claimed to be married to a princess and to be a member of a royal family in the United Arab Emirates. The defendants also allegedly made false claims about potential investments returns, about property they owned or controlled, and about their intentions, among other falsehoods alleged in the indictment. Through these false claims, the Al Zubair brothers allegedly obtained millions of dollars from their victims. In addition to the fraud and money laundering charges, Zubair Al Zubair is also charged with providing a place to stay and transportation to a fugitive wanted on federal criminal charges.

    An indictment is only a charge and is not evidence of guilt. A defendant is entitled to a fair trial in which it will be the government’s burden to prove guilt beyond a reasonable doubt.

    If convicted, the defendant’s sentence will be determined by the Court after review of factors unique to this case, including the defendant’s prior criminal record, if any, the defendant’s role in the offense, and the characteristics of the violation. In all cases, the sentence will not exceed the statutory maximum and, in most cases, it will be less than the maximum.

    The investigation was conducted by the Federal Bureau of Investigation. The case is being prosecuted by Assistant U.S. Attorney Matthew W. Shepherd.

    Drug and Weapons Trafficking, Crime, and Fraud Continue to be a Problem Across Northern Ohio

    CLEVELAND, OH—FBI Cleveland and its eight Resident Agencies closed out a busy fiscal year facing a myriad of growing and evolving threats across the 40 northern-most counties of Ohio. FBI Cleveland covers the 40 northern-most counties in the State of Ohio.

    “The trends we are seeing are not unique to the big cities in America, whether it’s violent crime, threats of terrorism, cybercrime, or drugs, guns, or human trafficking. From smallest and most rural towns to the larger and more populous cities, criminal enterprises are here, and operating in the backyard of all our communities,” said FBI Cleveland Special Agent in Charge Greg Nelsen.

    In fiscal year 2023, the division noted the following accomplishments:

    • Over 600 drug seizures.
    • Nearly 500 weapons recovered.
    • Over 400 arrests and indictments, each.
    • Nearly 400 convictions.
    • Just over 400 sentencings.
    • Over 15 children identified.
    • Just under 20 children located.

    The division conducted over 115 disruptions, which is an operation in which we can articulate the routine operation of a criminal street gang (CSG) or group of criminals working together that was disrupted by an action or set of arrests conducted.

    Additionally, the division recorded 15 dismantles, which are a set of operations or close of an investigation in which the FBI can articulate complete dismantlement of a CSG or group. Disruptions and Dismantlement’s must be approved by FBI headquarters.

    A few of the highlights from the year include the arrest of 31 individuals of a drug trafficking organization in Marion, Ohio in June 2023. Arrest warrants led to the discoveries of 3 kilograms of fentanyl, 2 kilograms of cocaine, more than a kilogram of meth, 15 firearms and more than $25,000 in cash. That is enough fentanyl to kill every person in Columbus, Cincinnati, and Cleveland.

    Additionally, the sentencing of Discovery Tours CEO Joseph Cipolletti who embezzled over $550,000 and $1.5 million from his family’s student travel company for his personal use, bilking schools, students, and their families of destination field trips to Washington D.C.

    Finally, the sentencing of a 37-year-old Massillon man sentenced to 30 Years in prison and lifetime supervision for kidnapping a 5-Year-Old child and possession of child pornography.

    Virat Kohli announced his retirement from Test cricket on Monday.

    While his Instagram message just said this was the “right time”, his poor recent Test form, mental fatigue and desire to spend more time with his family, charity foundation and expanding business empire have been suggested as other influential factors.

    During his 14-year Test career “King Kohli” has been the backbone of the Indian batting line-up, and his absence is a huge blow as the Indians prepare to tour England next month.

    The megastar scored 9,230 runs in 123 Tests at an average of 46.85, including 30 centuries.

    These numbers put him in the top five Indian test batsmen of all time, but his legacy extends far beyond his batting achievements.

    Kohli, 36, quit Twenty20 Internationals last year (after India won its second world title). He may continue to play one-day internationals.

    Rising to the top of Test cricket

    Kohli has been the greatest Indian batsman of his generation.

    He made his Test debut in 2011 against the West Indies and played his final match against Australia in January.

    He scored centuries against every country he played against, with more than half of these coming overseas.

    His seven Test centuries in Australia is the second most by an overseas batsman.

    He was at his peak between 2014 and 2019, when he averaged more than 60 in Test cricket and became one of the “fab four” (the world’s best Test batsmen) alongside Steve Smith, Kane Williamson and Joe Root.

    This period also included six double-hundreds in 18 months, and 13 months as the number one ranked Test batsman in the world.

    Kohli the leader

    Kohli is India’s greatest ever Test captain.

    His tenure from 2014 to 2022 was a golden age for Indian Test cricket.

    India won 40 of 68 Tests (59%) in this period and did not lose a Test series at home. India was the number one ranked Test team in the world from 2016–20 and won its first Test series in Australia in 2018–19.

    These statistics make Kohli one of the most successful Test captains of all time.

    Beyond these numbers, he was a charismatic and aggressive captain who redefined India’s approach to Test cricket by bringing a more competitive edge to the team.

    He drove higher expectations around fitness, training intensity and fast bowling that continue to shape Indian cricket.

    Mandatory fitness testing and improved dieting and recovery practices, which redefined the team’s standards, are attributed to Kohli’s leadership.

    Similarly, Indian success was strongly contributed to by Kohli encouraging the development of a world-class pace bowling attack, which marked a significant shift from the spin-heavy approach of Indian cricket.

    Controversies

    While Kohli’s energy, passion and intensity contributed to his success as batsman and captain, they also led to numerous confrontations with opposition players, which some believed to be disrespectful and arrogant.

    His intense celebrations and assertive body language also drew criticism from conservative cricketing audiences.

    Many of these controversies have occurred in Australia, where Kohli enjoyed a love-hate relationship with Australian players and crowds.

    What will his Test legacy be?

    For more than a decade, Kohli has been the heartbeat of the Indian Test team, and his retirement marks the end of an era.

    He reshaped the mindset of Indian cricket and cultivated a faster, fitter, fiercer, more successful team.

    Kohli was also one of the greatest ambassadors of Test cricket, and has played a significant role in ensuring the game remains relevant in an era increasingly dominated by T20 cricket.

    He made Test cricket aspirational again because he wanted it to thrive. He knew India needed to dominate the hardest format to be respected.

    His social media reach (272 million followers on Instagram and 67.8 million on X) is more than Tiger Woods, LeBron James and Tom Brady combined, and was even referred to by LA2028 Olympics organisers when they announced cricket’s entry into the games.

    In recent days, Kohli has been described as “a modern-day giant”, a “provocateur in chief”, and “his generation’s most profound figure”.

    Love him or hate him, he elevated the spectacle of Test cricket. His electric energy brought the best out of India and its opponents and made him impossible to ignore when batting or fielding.

    A record 51 UK and international companies joined the fifth UK-Ukraine trade mission in Kyiv this week, making it the largest British-led trade delegation to Ukraine to date.

    Participating companies from across the defence economy specialising in areas like uncrewed systems and military goods are securing contracts which will boost high-skilled jobs in regions across the country, supporting the government’s Plan for Change.

    This week’s mission brought together leading UK defence firms to deepen cooperation with Ukrainian industry and partners from Norway, the Netherlands, Sweden, Finland and Latvia. This collaboration is vital in demonstrating a united multinational industrial front with European allies, scaling up support for Ukraine’s defence needs and strengthening supply chain resilience with international partners.

    This latest mission is a significant step in the UK’s 100 Year Partnership with Ukraine, reinforcing the UK’s long-term support for Ukraine’s defence, security and recovery and drawing on the collective industrial capacity and capability of European allies.

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in South Yorkshire.

    Reductions in tariffs on the steel and auto exports have provided security for nearly 5,000 workers, their families and the biggest two employers in the region.

    Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota.  

    In the same week, we negotiated a first of its kind agreement with the US that reduces tariffs on car exports to 10% for the first 100,000 vehicles per year, almost the total number of UK vehicles exported to the country last year.  

    Both of these deals secure greater certainty for the sector, the 5,000 workers in South Yorkshire and their families, while also enhancing opportunities for manufacturing in the region to grow. 

    Just this week, the Prime Minister continued to act in Britain’s national interest by confirming a new agreement that will deliver on his core mission to grow the economy, creating more jobs in South Yorkshire, raising living standards and putting more money in people’s pockets.   

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

  • MIL-OSI Security: Northfield Man Sentenced to 27 Months for Embezzling $558,625 From ValleyNet

    Burlington, Vermont – The United States Attorney’s Office for the District of Vermont stated that on June 27, 2024, John Van Vught, 73, of Northfield, Vermont, was sentenced by United States District Judge Christina Reiss to a term of 27 months’ imprisonment to be followed by a 3-year term of supervised release. Van Vught was also ordered to pay $558,625 of restitution to ValleyNet. Van Vught previously pleaded guilty to wire fraud on February 22, 2024.

    According to court records, from 2010 through July 2022, Van Vught was employed as an accountant for ValleyNet, a non-profit operator of fiber-to-the-home internet networks in east-central Vermont. As part of this work, Van Vught provided accounting services, including managing company bank accounts, which allowed him to execute electronic funds transfers and pay bills from ValleyNet accounts. Between approximately 2013 until July 2022, Van Vught embezzled approximately $558,625 from ValleyNet’s accounts by conducting electronic transfers. After Van Vught’s embezzlement was suspected in the summer of 2022, Van Vught provided intentionally erroneous documentation to ValleyNet leadership in an attempt to further obfuscate his theft. After being confronted with evidence of his crime by ValleyNet leadership, Van Vught fled Vermont, initially traveling west to New Mexico, then back east to Brunswick, Georgia, where he was apprehended by the FBI.

    United States Attorney Nikolas P. Kerest commended the investigatory efforts of the Federal Bureau of Investigation.

    The case was prosecuted by Assistant U.S. Attorney Jonathan A. Ophardt. Van Vught was represented by Federal Public Defender Michael Desautels.

  • MIL-OSI Security: Tennessee Man Convicted of Armed Bank Robbery is Sentenced to Over 12 Years in Prison

    ASHEVILLE, N.C. – Paul Gordon Day, 37, of Brentwood, Tennessee, was sentenced today to 147 months in prison followed by five years of supervised release for the armed robbery of a bank in Asheville, announced Dena J. King, U.S. Attorney for the Western District of North Carolina.

    Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI) in North Carolina and Chief Michael Lamb of the Asheville Police Department, join U.S. Attorney King in making today’s announcement.

    According to filed court documents and evidence presented at Day’s trial, on November 9, 2022, at approximately 4:20 p.m., Day rode a bicycle to the PNC Bank branch

    located at 8 O’Henry Avenue, in Asheville, which is across the street from the federal courthouse. Day parked the bicycle and entered the bank wearing a blue cap, sunglasses, a blue surgical mask, a grey sweatshirt, and gloves. Upon entering the bank, Day drew from his waistband a firearm wrapped in a black plastic bag secured to the barrel with rubber bands and approached the bank tellers. Day held up a firearm, ordered a customer who was in the bank to the ground, and demanded money from tellers. The tellers complied and gave Day the cash, including a GPS tracking device concealed within the money. Day then fled the scene on the bicycle.

    Court documents show that law enforcement tracked the GPS device and determined it was located inside a vehicle traveling on Interstate 26 toward Weaverville, North Carolina. Law enforcement conducted a traffic stop of the vehicle and arrested Day, who was alone in the vehicle. Law enforcement searched the vehicle and recovered the firearm Day used during the robbery, the stolen cash and the GPS tracking device, the bicycle, and numerous articles of clothing worn by Day during the commission of the robbery.

    On January 10, 2024, a federal jury found Day guilty of bank robbery using a dangerous weapon, and possessing and brandishing of a firearm in furtherance of a crime of violence. Day remains in federal custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.
    In making today’s announcement, U.S. Attorney King thanked the FBI, the Asheville Police Department, and the Weaverville Police Department for their investigation of the case.

    Assistant U.S. Attorney Alex M. Scott of the U.S. Attorney’s Office in Asheville prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Additional Defendant Pleads Guilty in $50 Million Ponzi Scheme Involving Off-the-Road Tires

    COLUMBUS, Ohio – A New Jersey man who is alleged to have fled to Turkey has returned to the United States and pleaded guilty to his role in a nationwide, off-the-road tire sale fraud scheme that resulted in tens of millions of dollars of losses.

    Ahmet Neidik, 64, of Fort Lee, New Jersey, pleaded guilty today to conspiring to commit wire fraud.

    Neidik was the co-owner of, and ran the daily operations for, transportation, logistics and importing/exporting businesses. Some of the proceeds of the scheme were sent to businesses controlled by Neidik. Neidik would then wire money to the bank accounts of co-conspirators.

    It is alleged that John K. Eckerd, Jr., 58, of Dallas, is the leader of the multi-state conspiracy.

    Conspiring with previously convicted and sentenced defendant Jason E. Adkins, 46, of Jackson, Ohio, Eckerd and others orchestrated a $50 million Ponzi scheme that defrauded more than 50 investors.

    According to Eckerd’s indictment, from 2012 until at least in or around late 2018, Eckerd represented himself to potential investors as an entrepreneur and businessman with expertise in the market for off-the-road tires. Off-the-road tires are over-sized tires that are used on earth moving equipment and/or mining equipment. Eckerd had control of or access to many corporations allegedly used as part of the scheme.

    Co-conspirators allegedly solicited millions of dollars from investor-victims under false pretenses. Investors were told their money would be used to buy off-the-road tires at a steep discount, and that the tires would then be re-sold to a buyer at a much higher rate. Investors were promised a high percent rate of return on investment, generally within 180 days.

    It is alleged defendants rarely bought or sold tires, and when they did, they used the same tires as the basis for multiple deals, promising multiple investors that they each owned the same tires.

    Defendants corresponded with the potential investors face-to-face, as well as through a combination of phone calls, text messages, and, on occasion, emails. It is alleged they used private planes to showcase their inventory and appear wealthy and successful. Defendants also allegedly provided investors with elaborate, fraudulent paperwork regarding the purported deals. The co-conspirators requested large investments and loans, most to be funded through wire transfers.

    With his guilty plea, Neidik admitted to participating in the scheme. To give potential investors confidence in the tire deals, Eckerd and Adkins offered the services of a purportedly neutral third party to arrange shipment of the tires and/or hold investment funds in escrow until certain conditions were met in completing the deal. Neidik allowed Eckerd and Adkins to represent to investors that he was the neutral third party, and on some occasions, entered into escrow agreements with the investors.

    As part of his plea, Neidik has agreed to pay $370,000 in restitution for his part of the scheme.

  • MIL-OSI Security: Fairfield County Man Sentenced to More Than 13 Years in Prison for Armed Bank Robberies in Athens, Marietta

    COLUMBUS, Ohio – A career bank robber was sentenced in U.S. District Court today to 162 months in prison for armed robberies he committed in Athens and Marietta in 2020.

    William E. Johnson, 58, of Lancaster, committed armed robberies in August 2020 in Athens and October 2020 in Marietta. As part of his sentence, he will pay more than $50,000 in restitution.

    According to court documents, on Aug. 17, 2020, Johnson brandished a firearm at Hocking Valley Bank on East State Street in Athens. Johnson wore a prosthetic forehead and nose, skin-toned arm sleeves/gloves, makeup and a COVID mask, all designed to disguise his appearance.

    Johnson ordered employees to get on the floor and then emptied several drawers of cash. In total, he took more than $25,000. After stealing the cash, he tied the employees’ hands with zip ties. Johnson ordered the bank manager to give him the keys to the bank manager’s car and the manager complied. Johnson fled the bank in the stolen vehicle.

    On Oct. 22, 2020, Johnson robbed the Citizens Bank on North Second Street in Marietta. Johnson was wearing a full-length Halloween-style mask that made him appear to be an old man and wore a red hood pulled up around his face.

    Johnson possessed a gun and forced his way behind the tellers’ counter. He emptied several drawers, stealing $11,390.

    At the time, Johnson had a warrant out for his arrest for a pending indictment for a bank robbery in Williamstown, West Virginia.

    Law enforcement officers spotted Johnson driving in West Virginia on the evening of the Marietta bank robbery and pulled him over. Johnson attempted to flee on foot, telling officers they would have to kill him to take him into custody again. Officers tased Johnson and placed him under arrest.

    Officers searched Johnson’s vehicle and located more than $9,000 in cash, a loaded handgun, zip ties and his disguises.

  • Stock markets rally nearly 1% backed by strong domestic indicators

    Indian equity markets ended the week on a positive note, with key indices registering sharp gains on Friday amid firm global cues and robust domestic macroeconomic indicators.

    The BSE Sensex surged 769.09 points, or 0.95 per cent, to close at 81,721.08. The index touched an intraday high of 81,905.17 and a low of 80,897.00 during the session. The NSE Nifty also saw notable gains, climbing 243.45 points, or 0.99 per cent, to settle at 24,853.15.

    Market analysts attributed the uptrend to buying in IT, FMCG, banking and financial stocks, as well as renewed optimism over India’s fiscal outlook.

    “The index has moved higher after finding support at the 21-day exponential moving average (EMA). Broadly, the Nifty appears to be consolidating within the 24,700 to 25,000 range,” said Rupak De, Senior Technical Analyst at LKP Securities. He added that the short-term trend remains positive and momentum could pick up further if the index crosses the 25,000 mark.

    The broader markets also mirrored the upbeat sentiment. The Nifty Midcap100 rose by 0.64 per cent, while the Nifty Smallcap100 gained 0.80 per cent—indicating strength across the board.

    On the Sensex, 29 of the 30 constituents ended in the green. Sun Pharma was the sole laggard, falling 2.14 per cent after the company reported a dip in net profit for the fourth quarter.

    Among the top gainers were shares of Eternal, Power Grid, ITC, Bajaj Finserv, and Nestle India, which advanced between 1.83 per cent and 3.6 per cent.

    Sector-wise, Nifty FMCG and Nifty Private Bank led the gains, rising 1.63 per cent and 1.08 per cent, respectively. Other sectors including IT, financial services, metal, PSU bank, oil & gas, and realty also closed in positive territory with gains of up to 0.95 per cent.

    On the other hand, Nifty Pharma and Nifty Healthcare were the only two indices that ended in the red, with marginal declines of 0.41 per cent and 0.01 per cent, respectively.

    Experts said investor sentiment was supported by optimism over ongoing US-India trade negotiations and expectations of a record-high dividend payout by the Reserve Bank of India, which could aid fiscal consolidation efforts.

    “Investor attention is revolving around US-India trade talks and the strength of domestic economic indicators,” said Vinod Nair, Head of Research at Geojit Financial Services.

    Alderney Ferry Services secures Ferry subsidy for 2025

    Alderney Ferry Services Ltd will continue to operate the subsidised service between the Island and Guernsey for the summer season following the outcome of the Tender process commenced at the start of 2025.

    Although Alderney Ferry Services is already running daily services between the islands, the subsidy period begins on May 26th to cover the second May Bank Holiday and continues until September 26th.

    Two rotations will be available every day with additional rotations in August to cover Alderney Week. Fares are £60 one-way for adults and £45 one-way per child up to 14 with babies under two travelling free, and while there’s no extra charge for large luggage, dogs and cycles will be £5 one way.

  • MIL-OSI USA: ICE San Antonio, federal partners lead to Treasury sanctions of high-ranking members of Cartel del Noreste, a foreign terrorist organization

    WASHINGTON — The Department of the Treasury’s Office of Foreign Assets Control sanctioned two high-ranking members of the Mexico-based Cartel del Noreste, formerly known as Los Zetas, May 21. CDN, one of Mexico’s most violent drug trafficking organizations and a U.S.-designated Foreign Terrorist Organization, has significant influence over the border region, particularly near the Laredo/Nuevo Laredo entry point. These sanctions emphasize the commitment to targeting CDN and other violent cartels involved in drug trafficking, human trafficking, arms trafficking, and other crimes that endanger the American people. The investigation is being conducted by U.S. Immigration and Customs Enforcement’s San Antonio office, the Bureau of Alcohol, Tobacco, Firearms and Explosives’ San Antonio office, and the Drug Enforcement Administration’s Houston Division. The action was closely coordinated with Mexico’s Financial Intelligence Unit, Unidad de Inteligencia Financiera. The sanctions were imposed under Executive Order 14059, which targets the proliferation of illicit drugs and their production, and Executive Order 13224, as amended, which targets terrorists and their supporters.

    Cartel del Noreste

    CDN is a terrorist organization primarily based in the Mexican states of Tamaulipas, Coahuila, and Nuevo Leon. The group has been involved in narcotics trafficking, human trafficking, arms trafficking, money laundering, vehicle theft, and oil theft. They have also engaged in terrorist activities to intimidate American citizens and local communities in Mexico, including extortion, kidnapping, and murder.

    In March 2022, CDN fired guns and threw grenades at the U.S. Consulate in Nuevo Laredo following the arrest of a CDN member wanted in Mexico for terrorism, homicide, and extortion. The consulate was closed for nearly a month due to the attack, which was seen as a retaliatory act aimed at intimidating American diplomats serving abroad.

    On Feb. 20, the U.S. Department of State identified CDN as an FTO and a Specially Designated Global Terrorist. Prior to this designation, CDN, then known as Los Zetas, was labeled by the United States as a significant foreign narcotics trafficker on April 15, 2009, under the Foreign Narcotics Kingpin Designation Act for its involvement in international narcotics trafficking. On July 24, 2011, Los Zetas was named a transnational criminal organization in the annex to Executive Order 13581. On Dec. 15, 2021, the Office of Foreign Assets Control designated CDN under Executive Order 14059.

    Sanctioning key members of Cartel del Noreste

    Firearms acquired by CDN affiliates have been smuggled into Mexico. Miguel Angel de Anda Ledezma (De Anda), a high-ranking member of CDN residing in Nuevo Laredo, Tamaulipas, oversees the procurement of guns and ammunition for the group. In this role, De Anda has facilitated payments to U.S. straw purchasers and organized firearm deliveries to Nuevo Laredo. Some of these weapons were used in terrorist activities, including one recovered after CDN attacked Mexico’s army during a patrol in March 2024.

    Ricardo Gonzalez Sauceda, who lived in Nuevo Laredo, Tamaulipas, was the second-in-command of CDN until his February 2025 arrest by Mexican authorities. He led an armed enforcement wing of the group and benefited from trafficked firearms in attacks on Mexican police and military, as well as drug trafficking activities. Gonzalez was arrested on Feb. 3, in connection with a CDN attack on the Mexican military in August 2024, which killed two soldiers and injured five. At the time of his arrest, Gonzalez was in possession of a rifle, a handgun, 300 grams of methamphetamine, and 1,500 fentanyl pills.

    The designations of De Anda and Gonzalez resulted from strong coordination between ICE Homeland Security Investigations, ATF, and DEA.

    Both De Anda and Gonzalez are sanctioned under Executive Orders 14059 and 13224, as amended, for being owned, controlled, or directed by CDN or acting on its behalf.

    Santions Implications

    As a result of this sanction, all property, and interests in property of the designated individuals listed above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to the Office of Foreign Assets Control. Additionally, any entities owned 50 percent or more, directly or indirectly, by one or more blocked individuals are also blocked.

    Unless authorized by a general or specific license issued by OFAC or exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the U.S. that involve property or interests in property of designated or otherwise blocked persons.

    Violations of U.S. sanctions may result in civil or criminal penalties for U.S. and foreign persons. OFAC may impose civil penalties for sanctions violations on a strict liability basis. OFAC’s Economic Sanctions Enforcement Guidelines provide more information regarding its enforcement of U.S. economic sanctions. Financial institutions and other individuals may also risk sanctions for engaging in certain transactions with designated or blocked persons.

    Engaging in certain transactions with the individuals designated May 21 also poses a risk of secondary sanctions under Executive Order 13224, as amended. Under this authority, OFAC can prohibit or impose strict conditions on the opening or maintenance of a correspondent or payable-through account in the U.S. for any foreign financial institution that knowingly facilitated significant transactions on behalf of a Specially Designated Global Terrorist.

    Exports, reexports, or transfers of items subject to U.S. export controls involving individuals on the SDN List under Executive Order 13224, as amended, may face additional restrictions from the Department of Commerce’s Bureau of Industry and Security.     BROOKFIELD, NEWS, May 23, 2025 (GLOBE NEWSWIRE) — Brookfield Corporation (“Brookfield”) (NYSE: BN, TSX: BN) today announced it has received approval from the Toronto Stock Exchange (“TSX”) for the renewal of its normal course issuer bid to purchase up to 143,027,158 Class A Limited Voting Shares (“Class A Shares”), representing 10% of the public float of Brookfield’s outstanding Class A Shares. Purchases under the bid will be made on the open market through the facilities of the TSX, the New York Stock Exchange (“NYSE”), and/or alternative trading systems. The period of the normal course issuer bid will extend from May 27, 2025 to May 26, 2026, or an earlier date should Brookfield complete its purchases. Brookfield will pay the market price at the time of acquisition for any Class A Shares purchased or such other price as may be permitted.

  • MIL-OSI Security: Three from Northwest Arkansas Plead Guilty to Making False Statements to Obtain Coronavirus Relief Funds

    Fayetteville, Arkansas – David Clay Fowlkes, First Assistant United States Attorney for the Western District of Arkansas, announced that Melvin Stout, age 40, of Fayetteville, AR, pleaded guilty today to making a false statement on a loan application to obtain money through the Small Business Administration’s Paycheck Protection Program (PPP).  Earlier this month, Stout’s wife, Tiffany Acuff, age 36, of Fayetteville, and sister, Valarie Watson, age 43, of Fayetteville, also pleaded to charges in connection with obtaining loans through the PPP, which is intended for businesses struggling through the coronavirus pandemic.  

    The program, which provides low-interest, forgivable loans for businesses who use the funds for essential business expenses, such as payroll, is part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, passed in March 2020.

    According to the plea agreements in each case, Stout, Acuff, and Watson submitted PPP loan applications that falsely represented their ownership of small businesses, which they alleged were eligible for PPP funds. Stout, was approved and received $9,400.00, Acuff, was approved and received $20,800.00, while Watson, applied for $20,800.00, but was declined. Along with the applications, the defendants submitted falsified tax documents and business receipts.  None of the defendants owned the businesses listed in the applications. 

    Stout, Acuff, and Watson’s sentencings will be determined by the court at a later date, following the U.S. Probation Office’s completion of a presentence investigation. Based on their guilty pleas, the maximum penalties for each defendant include imprisonment for up to five years and a fine of up to $250,000.

    The case was investigated by IRS, the FBI, and the Treasury Inspector General for Tax Administration (TIGTA). Assistant United States Attorney Hunter Bridges is prosecuting the case for the United States.

  • MIL-OSI Security: Firearms Trafficker Sentenced to 15 Years in Prison for Supplying Weapons and Ammunition to Sinaloa Cartel

    NEWS RELEASE SUMMARY – October 18, 2023

    SAN DIEGO – Alfredo Lomas Navarrete, a prolific firearms trafficker, was sentenced in federal court today to 15 years in custody for his role in supplying hundreds of high-powered weapons and tens of thousands of rounds of ammunition to the Sinaloa Cartel.

    This case is part of a long-running investigation targeting the Valenzuela Transnational Criminal Organization (TCO), which is a significant component of the Sinaloa Cartel. The Valenzuela TCO is one of the largest importers of cocaine into the United States. The TCO sources cocaine and other controlled substances (including fentanyl, heroin, methamphetamine, and marijuana) from South America and Mexico, transports the drugs to multiple locations along the U.S.-Mexico border using commercial trucking companies, smuggles the narcotics into the country, and distributes them throughout the U.S. The TCO then smuggles the bulk cash proceeds from its drug trafficking activities back to the TCO’s leadership in Mexico.

    According to court records, throughout 2020, the Valenzuela TCO, including one of its leaders, Jorge Alberto Valenzuela Valenzuela (“Jorge”), was engaged in violent conflict with another component of the Sinaloa Cartel led by Ivan Archivaldo Guzman-Salazar. During this conflict, Jorge’s brother and previous TCO leader, Gabriel Valenzuela-Valenzuela, was killed. This led the Valenzuela TCO to procure large quantities of firearms, ammunition, tactical gear, armored vehicles, and ballistic vests. A considerable number of these items were sourced from within the United States and clandestinely smuggled into Mexico, using numerous arms trafficking networks.

    During the multi-year investigation, agents identified Alfredo Lomas Navarrete as a major firearms trafficker for the TCO. Agents recovered hundreds of messages between Jorge and Lomas in which they discussed firearms trafficking. Lomas worked closely with Jorge and other high-ranking organization members to supply hundreds of firearms to the TCO. These firearms ranged from .50 caliber rifles, submachine guns, and grenade launchers, to assault rifles (AK-47s, AR-15s, FN SCARs) and handguns. In addition to the weapons, Lomas and his co-conspirators supplied tens of thousands of rounds of ammunition to the TCO. Some of these weapons and ammunition were acquired in the United States, including in California, Arizona, and Nevada, and then smuggled through the Ports of Entry in San Diego and Arizona into Mexico

    To date, this investigation has resulted in the charging of 109 defendants and the seizure of approximately 2,000 kilograms of cocaine and fentanyl, over $16 million in cash, and 21,000 rounds of ammunition.

    Lomas pleaded guilty in April 2023 to conspiring to import cocaine, distribute cocaine, commit money laundering, and to smuggle goods from the United States.

    “The amount of cash, ammunition, and narcotics seized in this case is staggering,” said U.S. Attorney Tara McGrath. “The collaboration in this case sends a clear message that the U.S. Attorney’s Office will attack every facet of drug trafficking organizations from money to drugs to firearms. We will stay after it for as long as it takes to bring them to justice.”

    “The Venezuelan transnational criminal organization has brought death and suffering to countless people through their once prosperous criminal enterprise,” said Chad Plantz, special agent in charge for HSI San Diego. “The sentencing of this firearms trafficker sends a resounding message to traffickers and criminals around the world that HSI and the law enforcement community will vehemently pursue those who seek to harm not only Americans, but humanity as a whole with their brutality and deadly drugs.”

Navarrete is going to prison because of a well-coordinated joint investigation we are proud to have been part of.”

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    NEWS RELEASE SUMMARY – October 20, 2023

    SAN DIEGO – Tien Tan Vo, a doctor practicing in Imperial Valley, was sentenced in federal court yesterday for crimes related to his years-long use of foreign unapproved and misbranded cosmetic drugs.  According to his plea and court records, Vo injected as many as 178 patients with unapproved drugs that had been smuggled into the United States from Mexico. 

    Magistrate Judge Allison H. Goddard sentenced Vo to three years of probation and ordered him to pay a $201,534 fine and forfeit the $100,767 in proceeds he made from his use of unlawful cosmetic drugs.  A restitution hearing is set for December 7, 2023, to finalize an order for restitution to potential victims.

    In August, Vo pleaded guilty to two misdemeanor counts: receipt of misbranded drugs in interstate commerce and being an accessory after the fact to Flor Cham, who smuggled the unapproved drugs into the United States from Mexico.  Cham is charged in case number 23-cr-01926-JLS.

    In his plea agreement, Vo admitted that none of the injectable botulinum toxin or lip fillers used by his clinics between November 2016 and October 2020 were approved for use in the United States. This specifically included a botulinum toxin product called “Xeomeen” and an injectable lip filler called Probcel—both products that have not been approved by the U.S. Food and Drug Administration. 

    According to court papers, Vo used these unapproved drugs on approximately 178 patients over about four years.  Many were never told that they received unapproved drugs as part of their treatment. 

    “The public faith in the FDA approval process relies on medical providers adhering to those rules,” said U.S. Attorney Tara McGrath. “By side-stepping the safety and approval protocols of the FDA, Dr. Vo compromised care and put profits before patients. But thanks to the hard work of the agencies and our federal restitution process, those ill-gained profits will be recovered in this case.”

    “Today’s sentencing serves as our promise to use every tool to investigate and hold accountable those who deliberately smuggle and administer products that pose a significant public health threat,” said Chad Plantz, special agent in charge for HSI San Diego. “HSI, together with the U.S. Attorney’s Office will continue to work together to prosecute those individuals who deceive and threaten our communities.”

  • MIL-OSI Security: California Woman Sentenced in Multi-Million-Dollar Medicare Fraud Scheme

    BOSTON – A California woman was sentenced yesterday for her role in a multi-million-dollar Medicare fraud scheme.

    Stefanie Hirsch, 51, of Los Angeles, Calif., was sentenced by U.S. Senior District Court Judge George A. O’Toole Jr. to three years of probation. Hirsch was also ordered to pay a fine of $2,500. On Feb. 24, 2021, Hirsch pleaded guilty to violating the HIPAA statute.

    Hirsch sold access to a Medicare eligibility tool that allowed Juan C. Perez Buitrago and Nathan LaParl to improperly access patients’ detailed personal, demographic, medical and insurance information. Hirsch owned EI Medical, Inc., a Medicare-enrolled wheelchair and scooter repair company that qualified for access to a health care clearinghouse that contains Medicare patients’ personal, medical and insurance information. Hirsch improperly gave Perez Buitrago and LaParl access to that clearinghouse and charged them about $0.25 per patient eligibility check. Using Hirsch’s credentials, LaParl accessed the personal and medical data of more than 350,000 patients and Perez Buitrago’s credentials were used for 150,000 patients. 

    Perez Buitrago and LaParl pleaded guilty to federal health care crimes in October 2020 and January 2021, respectively.
