    HAIKOU, July 23 (Xinhua) — A pilot program allowing overseas investors to invest in financial products offered by local financial institutions is scheduled to be launched at the Hainan Free Trade Port on Aug. 21, 2025.

    These include asset management products, private wealth management products from securities, funds and futures operators, as well as funds for investment in public placement of securities and insurance asset management products.

    Folkestone business wins US contract through $475,000 UK Export Finance deal

    UKEF announces its support for British engineering firm Dyrhoff, enabling the company to supply key components for a large-scale water management project in the United States.

    • Dyrhoff, a Folkestone-based provider of water control gates, has recently won a major export contract following support from UK Export Finance (UKEF) and NatWest.

    • The business is supporting a flood protection project in North Dakota, using both UK and internationally manufactured parts.

    Dyrhoff, a provider of water control gates, has won a major contract to deliver two pneumatically operated spillway gates for a flood protection project in North Dakota, USA, following support from a government financing scheme.

    Throughout its more than 30 years, the business has specialised in the design and supply of inflatable rubber dams and spillway gates. These gates can be used to reduce flood risk and aid water regulation.

    In line with the government’s Plan for Change and its mission to kickstart economic growth, UKEF guaranteed a $475,000 finance facility to be issued by NatWest. This facility enabled Dyrhoff to meet the bonding terms required to win the contract in North Dakota.

    Dyrhoff works with UK and international partners to engineer and manufacture parts which are subsequently assembled at the project location. The majority of Dyrhoff’s business originates from overseas contracts, contributing to 156 projects in over 33 countries, including USA, Italy, Canada, Norway, Turkey, Portugal and Indonesia.

    Although Dyrhoff is a seasoned exporter, the financial support provided by UKEF has enabled the business to win one of its largest contracts to date.

    As a result of the North Dakota deal and other successful contracts, Dyrhoff is now planning to increase staff numbers at its manufacturing facility in Folkestone, Kent.

    Deputy Prime Minister Tatyana Golikova held the first meeting of the organizing committee for preparations for the celebration of the 150th anniversary of the founding of GITIS in 2028. In April 2028, the XIX International Competition of Young Choreographers named after R.V. Zakharov “Maria” and the XVIII International Festival of Stage Fencing “Silver Sword” named after N.V. Karpov will be held, and in November – the theater festival of the CIS countries “GITIS – Master Class”. The international scientific conference “Perspective – 150 years of GITIS” will bring together young specialists from leading universities in Russia, near and far abroad: art history, theater studies, philology, directing, choreography, scenography.

    An exhibition entitled “Russian Revolutionary Theatre” is planned for the fall of 2028, dedicated to the unique traditions of Russian theatre and domestic education in the field of theatrical art.

    Other events include tours of GITIS graduation performances in the CIS republics and regions of Russia where GITIS national studios were created. In addition, a series of 12 podcasts from GITIS students with stories about faculties and teachers will be released in 2028.

    The entrance to the Zabaikalsky pavilion will be decorated with a monumental 9.5-meter composition “Solar Myth” by the artist and sculptor Dashi Namdakov. The avant-garde art object depicts a mighty Siberian elk made of bronze, whose antlers form a solar halo – a symbol of the cultural heritage and natural energy of the region.

    In the “Investment Projects of Zabaikalsky Krai” zone, the leading enterprises of the region will be presented using modern technologies. Visitors can expect multimedia holographic and panoramic projections, as well as interactive panels that will demonstrate the achievements of the region in industry and culture. Particular attention will be paid to the largest investors – “Udokan Copper” and Bystrinsky Mining and Processing Plant. Panoramic screens and controllers will allow users to control the virtual space, creating the effect of full immersion and emphasizing the importance of these enterprises for the economy of Zabaikalsky Krai.

    The “Achievements of the Zabaikalsky Krai in 10 Years” platform will show how the development plans of Chita and Krasnokamensk are being implemented.     The Symposium of Episcopal Conferences of Africa and Madagascar (SECAM) (https://SECAM.org) will convene for its 20th Plenary Assembly from July 30 to August 4, 2025, in Kigali, Rwanda, under the theme: “Christ, Source of Hope, Reconciliation and Peace.”

    The plenary will bring together over 250 participants, including Cardinals, Bishops, Priests, Consecrated Men and Women, and Lay Leaders from across Africa and its islands, as well as partners from other continents.

    The Kigali Assembly will assess the progress made since the 19th Assembly, held in 2022 in Accra, Ghana, and chart a visionary course for the Church in Africa. Key agenda items include:

  • MIL-OSI Africa: Eskom clarifies dispute with Koeberg contractor

    Eskom has confirmed that the two contractual disputes with Koeberg Nuclear Power Station contractor, Framatome, are being addressed through an agreed resolution process.

    This after media reports that the French energy company had won a high court order instructing the power utility to pay some R1 billion to the company, following contractual issues.

    Framatome was contracted for the Steam Generator Replacement Project at the nuclear power station located in the Western Cape.

    “In accordance with the contract, disputes are first referred to adjudication and, if not resolved, to arbitration. 

    “Two disputes were adjudicated between December 2022 and February 2023. As Eskom was not satisfied with the adjudicator’s decisions, the two matters were escalated to arbitration as per the agreed process. The arbitration was held from June to July 2025, and a decision is expected in the last quarter of Eskom’s financial year.  

    “Recent media reports appear to have mixed separate legal processes. To clarify, no new payments are currently due, and all actions taken by Eskom have been in line with the applicable legal and contractual procedures,” the power utility said in a statement on Tuesday.

    Furthermore, Eskom said although it “disagreed with the adjudicator’s decisions” – it complied with the outcomes and made payments.

    “All payments had been made by March 2024 as part of standard contract processes – not as penalties or fines,” the electricity supplier said.

    Simultaneously, the power utility approached the courts.

    “Eskom approached the Cape High Court to have the adjudicator’s decisions set aside due to procedural irregularities (independent of the merits of the decisions). The court only delivered its judgment on 17 July 2025, over a year late. Eskom is currently reviewing the judgment to determine the appropriate next steps.

    “We encourage the public and media to trust the integrity of this process. Eskom is following the proper legal channels to resolve these matters responsibly, and we remain committed to transparency and accountability throughout.

    “Most importantly, despite these disputes, the core technical work, replacing the steam generators on Koeberg Unit 2, has been completed. This is a major milestone that contributes to the safe and extended operation of the power station, helping to ensure energy security for the country,” Eskom said. – SAnews.gov.za

  • MIL-OSI Africa: eThekwini council approves strategy to improve solid waste management

    The eThekwini Municipality has approved the Cleansing and Solid Waste Turnaround Strategy during a special council meeting held at the Inkosi Albert Luthuli International Convention Centre.

    The strategic plan has been developed in line with National Treasury’s Metro Trading Services Reform Framework.

    The new strategy, which was adopted on Monday, will see the transformation of the Waste Management Unit to a Cleansing and Solid Waste Business Directorate, establishing a single point of accountability.

    This change will enable the Executive Director of the Waste Management Directorate to have the necessary responsibility and authority to improve its services and ensure accountability.

    As per the requirements by National Treasury, the strategy is supported by two key documents, including Cleansing and Solid Waste Directorate’s Institutional and Governance Roadmap (A1) and Business and Investments Plan (A2), also forming part of the Metro Trading Services Reform to improve all aspects of the solid waste business.

    According to the report, the institutional reforms focus on improved management and governance, while the Business and Investment Plan focuses on the Waste Business Development Plan.

    The Directorate is also required to develop a Performance Improvement Action Plan (A3) which is due in April 2026.

    “The report states that this will be submitted in due course, as it is a pre-requisite for the Urban Settlements Development Grant, an incentive grant that will be provided during the 2026/27 financial year,” the council said.

    This marks the third major turnaround strategy adopted by the Council under the National Treasury’s Trading Services Reform to improve the performance of trading services, following similar approvals in the Water and Sanitation and Energy sectors.

    HM Treasury has confirmed today (23 July) that Lord Gerard Lemos CMG CBE will be stepping down from his role as Chair of the Board for National Savings and Investments (NS&I) with immediate effect.

    Lord Lemos has been a member of the House of Lords since January 2025. Prior to this, he was appointed to the NS&I Advisory Board as Chair from 1 April 2024 on a three-year term but will be stepping down with immediate effect to take up an appointment in the Whip’s Office within the House of Lords.  

    Non-Executive appointments to NS&I’s Board, including the Chair, are regulated by the Office of the Commissioner for Public Appointments. The process to identify an Interim Chair will follow the Governance Code for Public Appointments and HM Treasury will seek to confirm the Interim Chair as soon as possible.

    A multi-billion-pound export deal of Typhoon fighter jets to Türkiye – which could secure thousands of skilled UK jobs – is a significant step closer today, following the signing of an agreement that will also strengthen the UK-Türkiye partnership.

    • Defence Ministers of UK and Türkiye sign agreement in Istanbul, a major step towards the export of Typhoon fighter jets to Türkiye.

    • Agreement strengthens NATO’s collective deterrence and builds on years of defence cooperation and growing industrial ties between UK and Türkiye.

    • 20,000 UK jobs are supported by Typhoon programme, with exports set to secure thousands of UK production line jobs, delivering on the Government’s Plan for Change.  

    Defence Secretary John Healey and Defence Minister Yaşar Güler signed the Memorandum of Understanding at the International Defence Industry Fair in Istanbul. Building on years of defence cooperation, they agreed that a future Typhoon exports deal would strengthen Türkiye’s advanced combat capabilities and help sustain the 20,000 UK jobs involved in the Typhoon programme here at home.

    Today’s agreement is a big step towards Türkiye buying UK Typhoon fighter jets. It shows this government’s determination to secure new defence deals, building on our relationships abroad to deliver for British working people.

    Equipping Türkiye with Typhoons would strengthen NATO’s collective defence, and boost both our countries’ industrial bases by securing thousands of skilled jobs across the UK for years to come.

    Last month’s Strategic Defence Review stressed the importance of exports, and now with our new defence exports office, we are developing defence’s role as an engine for economic growth as a foundation of the government’s Plan for Change.” 

    It comes as the Defence Secretary John Healey makes the drive for new defence export deals a high priority.

    The Ministry of Defence is preparing to take on responsibility for defence exports from 31st July, in a significant step of delivery for the Strategic Defence Review. The defence exports team will back British businesses on the global stage, drive potential exports and seek to enhance economic growth.

    The latest statistics show UK defence exports were valued at £14.5 billion in just a 12-month period. Following the SDR’s direction, it moves responsibility for defence exports from the Department for Business and Trade, making the MOD the lead for securing deals for military equipment with our allies.

    The Typhoon workshare agreement would see more than a third (37%) of each aircraft manufactured in the UK; the rest of each aircraft would be produced by the Eurofighter Partner Nations. Final production at BAE Systems’ Warton site would include radars from Edinburgh and engines from Bristol, helping secure thousands of UK jobs.

    This Memorandum of Understanding between the Governments of Türkiye and the UK underscores the importance of their long-standing defence co-operation through NATO and the critical role Typhoon plays in security and defence in Europe and the Middle East.

    The UK also continues to invest in its own world-class Typhoon fleet, which will remain the backbone of the UK’s air defence until at least the 2040s. The RAF’s existing Typhoons are being upgraded over the next 15 years, supporting skilled jobs across the UK.

    Athlete sentenced for Bounce Back Loan fraud

    A world sprint champion has been sentenced after he spent Covid loan funds to help buy a £1.3 million house.

    Rick Beardsell secured two £50,000 Bounce Back Loans for his Sports Creative Limited company in 2020 and 2021 when businesses were only allowed a single loan.

    The 46-year-old then moved the Bounce Back Loan funds into his personal bank account, using part of the money to help buy a five-bedroom property on Macclesfield Road in Prestbury, while also transferring cash to family members and making mortgage payments.

    Beardsell, who has won multiple sprint titles and holds world records representing Great Britain as a masters athlete, was sentenced to 18 months in prison, suspended for two years, when he appeared at Chester Crown Court on Tuesday 22 July.

    He was also ordered to complete 250 hours of unpaid work and pay costs of £11,152.

    Beardsell repaid the £100,000 in full earlier this year after his guilty plea but before sentencing.

    David Snasdell, Chief Investigator at the Insolvency Service, said:

    Rick Beardsell exploited a Covid support scheme designed for struggling businesses, fraudulently obtaining loans he was not entitled to.

    While legitimate business owners fought to stay afloat during the pandemic, Beardsell bought a £1.3 million home with the help of money that should have been supporting his company through difficult times.

    This case sends a clear message that we will not tolerate those who viewed government support schemes as an opportunity for personal enrichment during a national emergency.

    Sports Creative Limited was set up in January 2009 with Beardsell as its sole director. The company described itself on social media as “a bespoke sportswear manufacturer”.

    Beardsell applied to the bank for his first £50,000 Bounce Back Loan just before Christmas 2020.

    In the application, he claimed that Sports Creative Limited had a turnover of £485,000.

    Just two weeks later, in early January 2021, Beardsell applied to a second bank for another £50,000 Bounce Back Loan, this time stating that his company had an estimated turnover of £320,000.

    Insolvency Service analysis of Sports Creative Limited’s bank account revealed that its turnover was just over £90,000, meaning he exaggerated his company’s revenue on both occasions.

    Beardsell claimed that he had received a purchase order of $600,000 (approximately £440,000) for personal protective equipment during the pandemic which ultimately failed to materialise.

    Even if this were the case, businesses were required to provide their turnover for 2019, prior to the start of Covid.

    Investigations also found Beardsell transferred £83,900 of the £100,000 loan money to his personal bank account in three separate transactions at the start of March 2021.

    A total of £431,160 from that account was paid to solicitors for the purchase of a house on Macclesfield Road in September 2021.

    Beardsell also made fraudulent transfers of £5,000 to his wife, £10,000 to another family member, and two mortgage payments for his previous house in Manchester which put the funds beyond the reach of creditors.

    In a prepared statement, Beardsell claimed that he had sought “professional advice” that Bounce Back Loan funds could be used for “any purpose” that resulted in a direct benefit to the company. He added that he was advised that this could include investments in company assets or property.

    Beardsell also said that HMRC told him that he was eligible to receive the funds from the second loan, advice which would not have been given had he been honest about his successful application for an earlier Bounce Back Loan.

    Sports Creative Limited entered liquidation in December 2021.

    About 22 thousand people have already received individual recommendations from the neural network on choosing hotels, museums, attractions and cultural venues.

    The project presents over one thousand ready-made routes. They are dedicated to architecture, history, literature and other areas. For those who want to create their own route, there is a special service that will create a trip scenario for each day and tell you how to book tickets.

    For entrepreneurs, there is a portal called “Russpass. Business”, where over 3.4 thousand tourism companies have already registered. For them, the platform has published a list of federal and city support measures, as well as a job exchange, a list of industry events, and a “Knowledge Base” section with materials about the capital’s hospitality industry.

    A school for 1.2 thousand students will be built in Kommunarka. The construction project has already received a positive expert opinion, said the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “A school for 1.2 thousand students will be built on a 2.6 hectare plot of land free from development. The new educational facility will appear next to the Olkhovaya metro station. It will be a building of variable height – from three to four floors. The school will be built within the framework of the Targeted Investment Program,” said Vladimir Efimov.

    Heavy rain lashed several parts of Telangana, inundating low-lying areas, cutting off villages and disrupting normal life.

    North Telangana districts have been receiving copious rain since Tuesday night.

    Rivulets, lakes and ponds were overflowing in agency areas of Mulugu district, which recorded the highest rainfall of 25.5 cm during the last 24 hours.

    Villages in Venkatapuram mandal of Mulugu district were marooned. With their houses completely inundated, villagers spent a sleepless night. Venkatapuram-Bhadrachalam main road was submerged, bringing the vehicular traffic to a complete halt.

    Eturanagam mandal in Mulugu district recorded 18.4 cm rainfall while Mangapet received 15.8 cm.

    United Karimnagar district has been receiving heavy rain since early Wednesday morning. Some colonies in Karimnagar town were inundated. Flood water entered houses and shops in parts of the town.

    Heavy rain affected coal production in the mines of state-owned Singareni Collieries Company Limited (SCCL).

    Coal production was disrupted in four open-cast mines in Peddapalli district. About 40,000 tonnes of coal are produced in these mines every day.

    Flood water entered the open-cast mine at Yellandu in Bhadradri Kothagudem district. The employees deployed motors to pump out water.

    Production of 3,500 tonnes of coal came to a halt due to flooding.

    Heavy rain was also lashing Warangal, Jangaon, Mahabubabad and Khammam districts.

    The India Meteorological Department (IMD) has forecast heavy to very heavy rain in north and Central Telangana districts on Wednesday.

    Heavy to very heavy rain is likely in Adilabad, Komaram Bheem Asifabad, Mancherial, Jayashankar Bhupalapally, Mulugu and Bhadradri Kothagudem districts. The IMD has issued an orange alert for these districts.

    Heavy rain has been forecast for Nirmal, Nizamabad, Jagtial, Rajanna Sircilla, Karimnagar, Peddapalli, Hanamkonda, Warangal, Jangaon, Mahabubabad, Khammam, Vikarabad and Mahabubnagar districts. These districts have been issued a yellow alert.

    The IMD has forecast light to moderate rain in Hyderabad and remaining districts.

    Cyberabad Police have advised IT companies to consider following Work from Home mode on Wednesday in view of rain alert.

    “An alert has been issued for heavy rain in the Cyberabad area, considering the safety, productivity, traffic congestion and to ensure uninterrupted emergency services. Companies may consider following Work from Home (WFH) mode on 23- 07- 2025 – Wednesday,” read an advisory issued by the Cyberabad Police.

  • MIL-OSI Europe: ​The EBA publishes Report on direct provision of banking services from third countries

    ​The European Banking Authority (EBA) today published a Report on the direct provision of banking services from third countries.  The quantitative and qualitative analysis performed didn’t provide evidence to recommend the amendment of the new Article 21c of the Capital Requirement Directive (CRD) which identifies how core banking services should be provided in a Member State. However, the EBA suggests a clarification of the interaction between Article 21c of the CRD and other sectorial legislations could be beneficial to authorities and market participants. 

    ​The EBA considers that several factors make it difficult to measure the impact of the prohibition of direct provision of services from third countries set out in Article 21c CRD. At the same time, Article 21c of the CRD provides flexibility to EU financial sector entities that remain free to solicit core banking services from third country undertakings or may rely on services provided by third country branches or subsidiaries in the EU. 

    ​However, the EBA notes that Article 21c CRD does not expressly address the interaction with the Undertakings for the Collective Investment in Transferable Securities (UCITS) and the Alternative Investment Fund Managers Directive (AIFMD), in particular those provisions entitling EU financial sector entities to receive core banking services for their ongoing operationality in third countries in accordance with their business model. The EBA suggests that additional clarification could also be provided via the EBA Q&A tool. ​ 

    Legal basis and background  

    Article 21c CRD aims to regulate when a third country branch needs to be established for the provision of core banking services in a relevant Member State. Article 21c CRD also provides exemptions and carve outs, embedding some flexibility in the articulation of such requirement. Notably, the establishment of a third-country branch is not required in case of interbank or intragroup transactions, or where the core banking services are provided via reverse solicitation. Additionally, Article 21c provides for a Markets in Financial Instruments Directive (MiFID) carve out, which excludes its application where investment services under MiFID and related ancillary services are provided. Lastly, to facilitate the transition to the new regime, a contract grandfathering is envisaged.  

    The EBA has been mandated by article 21c(6) CRD to develop a Report to assess whether it is appropriate to extend the possibility for third country undertakings to provide core banking services directly from third countries – i.e. without a branch in the Union – not only to EU credit institutions, but to any EU financial sector entity, having regard to financial stability and EU competitiveness considerations. For this purpose, the EBA has to consult the European Securities and Markets Authority (ESMA) and the European Insurance and Occupational Pensions Authority (EIOPA).

  • World Court is poised to mark the future course of climate litigation

    The United Nations’ highest court will deliver an opinion on Wednesday that is likely to determine the course of future climate action across the world.

    Known as an advisory opinion, the deliberation of the 15 judges of the International Court of Justice (ICJ) in The Hague is legally non-binding. It nevertheless carries legal and political weight and future climate cases would be unable to ignore it, legal experts say.

    “The advisory opinion is probably the most consequential in the history of the court because it clarifies international law obligations to avoid catastrophic harm that would imperil the survival of humankind,” said Payam Akhavan, an international law professor.

    In two weeks of hearings last December at the ICJ, also known as the World Court, Akhavan represented low-lying, small island states that face an existential threat from rising sea levels.

    In all, over a hundred states and international organisations gave their views on the two questions the U.N. General Assembly had asked the judges to consider.

    They were: what are countries’ obligations under international law to protect the climate from greenhouse gas emissions; and what are the legal consequences for countries that harm the climate system?

    Wealthy countries of the Global North told the judges that existing climate treaties, including the 2015 Paris Agreement, which are largely non-binding, should be the basis for deciding their responsibilities.

    Developing nations and small island states argued for stronger measures, in some cases legally binding, to curb emissions and for the biggest emitters of climate-warming greenhouse gases to provide financial aid.

    PARIS AGREEMENT AND AN UPSURGE IN LITIGATION

    In 2015, at the conclusion of U.N. talks in Paris, more than 190 countries committed to pursue efforts to limit global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit).

    The agreement has failed to curb the growth of global greenhouse gas emissions.

    Late last year, in the most recent “Emissions Gap Report,” which takes stock of countries’ promises to tackle climate change compared with what is needed, the U.N said that current climate policies will result in global warming of more than 3 C (5.4 F) above pre-industrial levels by 2100.

    As campaigners seek to hold companies and governments to account, climate‑related litigation has intensified, with nearly 3,000 cases filed across almost 60 countries, according to June figures from London’s Grantham Research Institute on Climate Change and the Environment.

    So far, the results have been mixed.

    A German court in May threw out a case between a Peruvian farmer and German energy giant RWE RWEG.DE, but his lawyers and environmentalists said the case, which dragged on for a decade, was a still victory for climate cases that could spur similar lawsuits.

    Earlier this month, the Inter-American Court of Human Rights, which holds jurisdiction over 20 Latin American and Caribbean countries, said in another advisory opinion its members must cooperate to tackle climate change.

    Campaigners say Wednesday’s court opinion should be a turning point and that, even if the ruling itself is advisory, it should provide for the determination that U.N. member states have broken the international law they have signed up to uphold.

    “The court can affirm that climate inaction, especially by major emitters, is not merely a policy failure but a breach of international law,” said Fijian Vishal Prasad, one of the law students that lobbied the government of Vanuatu in the South Pacific Ocean to bring the case to the ICJ.

    Although it is theoretically possible to ignore an ICJ ruling, lawyers say countries are typically reluctant to do so.

    “This opinion is applying binding international law, which countries have already committed to. National and regional courts will be looking to this opinion as a persuasive authority and this will inform judgments with binding consequences under their own legal systems,” Joie Chowdhury, senior attorney at the Center for International Environmental Law, said.

    The court will start reading out its opinion at 3 p.m. (1300 GMT).

  • Microsoft knew of SharePoint security flaw but failed to effectively patch it, timeline shows

    A security patch Microsoft released this month failed to fully fix a critical flaw in the U.S. tech giant’s SharePoint server software, opening the door to a sweeping global cyber espionage effort, a timeline reviewed by Reuters shows.

    On Tuesday, a Microsoft spokesperson confirmed that its initial solution to the flaw, identified at a hacker competition in May, did not work, but added that it released further patches that resolved the issue.

    It remains unclear who is behind the spy effort, which targeted about 100 organisations over the weekend, and is expected to spread as other hackers join the fray.

    In a blog post Microsoft said two allegedly Chinese hacking groups, dubbed “Linen Typhoon” and “Violet Typhoon,” were exploiting the weaknesses, along with a third, also based in China.

    Microsoft and Alphabet’s Google have said China-linked hackers were probably behind the first wave of hacks.

    Chinese government-linked operatives are regularly implicated in cyberattacks, but Beijing routinely denies such hacking operations.

    In an emailed statement, its embassy in Washington said China opposed all forms of cyberattacks, and “smearing others without solid evidence.”

    The vulnerability opening the way for the attack was first identified in May at a Berlin hacking competition organised by cybersecurity firm Trend Micro that offered cash bounties for finding computer bugs in popular software.

    It offered a $100,000 prize for so-called “zero-day” exploits that leverage previously undisclosed digital weaknesses that could be used against SharePoint, Microsoft’s flagship document management and collaboration platform.

    The U.S. National Nuclear Security Administration, charged with maintaining and designing the nation’s cache of nuclear weapons, was among the agencies breached, Bloomberg News said on Tuesday, citing a person with knowledge of the matter.

    No sensitive or classified information is known to have been compromised, it added.

    The U.S. Energy Department, the U.S. Cybersecurity and Infrastructure Security Agency, and Microsoft did not immediately respond to Reuters’ requests for comment on the report.

    A researcher for the cybersecurity arm of Viettel, a telecoms firm run by Vietnam’s military, identified a SharePoint bug at the May event, dubbed it “ToolShell” and demonstrated a way to exploit it.

    The discovery won the researcher an award of $100,000, an X posting by Trend Micro’s “Zero Day Initiative” showed.

    Participating vendors were responsible for patching and disclosing security flaws in “an effective and timely manner,” Trend Micro said in a statement.

    “Patches will occasionally fail,” it added. “This has happened with SharePoint in the past.”

    In a July 8 security update Microsoft said it had identified the bug, listed it as a critical vulnerability, and released patches to fix it.

    About 10 days later, however, cybersecurity firms started to notice an influx of malicious online activity targeting the same software the bug sought to exploit: SharePoint servers.

    “Threat actors subsequently developed exploits that appear to bypass these patches,” British cybersecurity firm Sophos said in a blog post on Monday.

    The pool of potential ToolShell targets remains vast.

    Hackers could theoretically have already compromised more than 8,000 servers online, data from search engine Shodan, which helps identify internet-linked equipment, shows.

    Such servers were in networks ranging from auditors, banks, healthcare companies and major industrial firms to U.S. state-level and international government bodies.

    It said most of those affected were in the United States and Germany.
