  • MIL-OSI Asia-Pac: CE meets Minister of General Administration of Customs (with photo)

    The Chief Executive, Mr John Lee, met with the Minister of the General Administration of Customs, Ms Sun Meijun, at Government House today (May 19) to exchange views on strengthening enforcement and co-operation between Hong Kong and Mainland Customs. Also attending the meeting were the Secretary for Environment and Ecology, Mr Tse Chin-wan; the Secretary for Commerce and Economic Development, Mr Algernon Yau; the Acting Secretary for Security, Mr Michael Cheuk; the Director of the Chief Executive’s Office, Ms Carol Yip; and the Commissioner of Customs and Excise, Mr Chan Tsz-tat.
     
    Mr Lee welcomed Ms Sun and her delegation to Hong Kong to attend the World Customs Organization (WCO) Asia/Pacific Regional Heads of Customs Administrations Conference. He expressed his gratitude to the General Administration of Customs for supporting the Hong Kong Customs and Excise Department in its bid for the Vice-Chairperson for the Asia/Pacific region of the WCO (2024-2026), which was elected in June last year. Such an election not only reflects the support of the country and the Asia-Pacific region for Hong Kong but also consolidates Hong Kong’s role as a “super-connector”.
     
    Mr Lee also mentioned Ms Sun’s presence at the signing ceremonies of co-operation documents between the General Administration of Customs and the Hong Kong Special Administrative Region Government, which aim to promote the safety and seamless flow of people and goods between the Mainland and Hong Kong, as well as co-operation on exporting Hong Kong dairy and meat products to the Mainland. These initiatives will enhance Hong Kong’s position as an international trade and shipping centre, laying a solid foundation for further co-operation between Hong Kong and Mainland Customs.
     
    On enforcement co-operation, Mr Lee said that Hong Kong and Mainland Customs have been working together to combat cross-boundary smuggling activities and prevent and detect smuggling of contraband through various measures, including the exchange of intelligence and conducting joint operations. He said he hopes that Hong Kong and Mainland Customs in future can continue to maintain close co-operation on immigration and customs clearance, anti-smuggling and anti-drug trafficking, as well as trade facilitation.

  • MIL-Evening Report: Environmentalists question Henry Puna’s role in deep sea mining firm

    Environmentalists in the Cook Islands have criticised former Prime Minister and Pacific Islands Forum (PIF) head Henry Puna for joining the board of a deep sea mining company.

    Puna, who finished his term as PIF secretary-general in May last year, played a pivotal part in the creation of multi-use marine park, Marae Moana, in 2017.

    The marine protected area extends over the entire country’s exclusive economic zone (EEZ), covering an area roughly the size of Mexico.

    It prohibits large-scale commercial fishing and seabed mining within 50 nautical miles of each of the 15 islands.

    Puna has now joined the board of deep sea mining company Cobalt Seabed Resources (CSR) — a joint venture between the Cook Islands government and the Belgian company Global Sea Mineral Resources.

    CSR is currently undertaking exploration in the Cook Islands EEZ, along with two other companies. It also has an exploration licence in the Clarion-Clipperton Zone, located in the high seas in the central Pacific Ocean.

    Environmental advocates say Puna’s new role conflicts with his conservation work.

    Simultaneously pushing for Marae Moana
    The Te Ipukarea Society said Puna was interested in the deep sea mining industry while simultaneously pushing for the creation of Marae Moana during his time as Prime Minister.

    “It is something to be wary about with his new role and maybe how he will go about green washing how the deep sea mining company operates within our waters and their actions,” the environmental charity’s director Alana Smith said.

    While in Parliament, Puna was an MP for the Northern Group atoll Manihiki.

    Manihiki resident Jean-Marie Williams said Puna was a good man

    However, Williams believes the benefits of deep sea mining will not be seen on his island.

    “We could make money out of it,” he said. “But who’s going to make money out of it? Definitely not the people of Manihiki.

    “The corporat[ions] will make money out of it.”

    ‘First to know’
    However, William Numanga, who previously worked for Puna as a policy analyst, does not view it like that.

    “Remember, Henry lives on an atoll, up north, so if there is any effect on the environment, he would be first to know,” Numanga said.

    “I do not think he will be putting aside a lot of the environmental concerns or challenges. He will be making sure that those environmental concerns are factored into this development process,” he added.

    He believes Puna’s “passion for environmental protection”, coupled with his desire for economic development, makes him a good fit for the role.

    Auckland doctoral student Liam Koka’ua said the company, which has the aim of extracting valuable minerals from the seabed, went against the purpose of Marae Moana.

    “If you truly believe Marae Moana is a place that must be protected at all costs and protected for our sustained livelihood and future and be protected for generations to come, then I don’t think rushing into an experimental industry that could potentially have huge impacts is aligned with those intentions,” Koka’ua said.

    RNZ Pacific has made multiple attempts to reach Puna for comment, but has yet to receive a response.

    However, in a statement, he said CSR was “uniquely placed to make advances for the people of the Cook Islands”.

    BEIJING, May 19 (Xinhua) — China’s rail freight volume was about 1.3 billion tonnes in January-April 2025, up 3.6 percent year on year, the China State Railway Corporation (CSRC) said Monday.

    According to the KGZhK, the average daily loading at railway stations amounted to 180 thousand cars, which is 4.7 percent more in annual terms.

    From January to April, 672 million tons of coal were transported by rail in the country, 464 million tons of which were intended for electricity generation.

    Coal stocks at power plants remained high, while the volume of transportation of mining products and construction materials increased by 29.3 percent, and metallurgical materials by 10.7 percent, the KGZhK reported.

    Railway authorities across the country have also strengthened cooperation with shipping companies, creating 119 products under the “single bill of lading” multimodal rail-sea transportation system, reducing transportation time and logistics costs. From January to April 2025, the volume of cargo under the multimodal rail-sea transportation system reached 5.38 million TEU (twenty-foot equivalent unit), up 19.1 percent year on year.

    During the reporting period, the volume of cross-border freight continued to grow. The China-Europe freight train sector maintained stable dynamics. Moreover, 4,725 trips of freight trains were made on international freight routes between China and Central Asia, up 21 percent year-on-year, the KGRK noted. Meanwhile, 1.976 million tons of cross-border freight were transported on the China-Laos railway, up 7.6 percent year-on-year. -0-

    Around 140 jobs will be created in North Wales after Knauf Insulation unveiled plans to invest £170 million in a state-of-the-art manufacturing facility in Shotton.

    The landmark development will produce more than 100,000 tonnes of non-combustible rock mineral wool insulation per year and create approximately 140 direct jobs, with more in local supply chains.

    The announcement coincides with the UK-EU Summit taking place today (Monday 19 May) underscoring the UK Government’s commitment to fostering economic growth through its Plan for Change and attracting inward investment to strengthen the economy.

    19 May 2025. The Republic of Iceland (the “Offeror”) announces today an invitation (such invitation, the “Offer“) to holders of its €500,000,000 0.625 per cent. Notes due 3 June 2026 (ISIN: XS2015295814) (of which €500,000,000 in aggregate nominal amount is outstanding as at the date hereof) (the “Notes“) to tender their Notes for purchase by the Offeror for cash.

    The Offer is being made on the terms and subject to the conditions contained in the tender offer memorandum dated 19 May 2025 (the “Tender Offer Memorandum“) prepared by the Offeror in connection with the Offer, and is subject to the offer and distribution restrictions set out below and as more fully described in the Tender Offer Memorandum.  Noteholders are advised to read carefully the Tender Offer Memorandum for full details of, and information on the procedures for participating in, the Offer.

    Rationale for the Offer

    The Offeror intends to issue the New Notes. Part of the proceeds from the New Notes will be used for purchasing the Notes. The rationale of the Offer is thus to proactively manage upcoming debt repayments and to extend the average debt maturity profile of the Offeror.

    Purchase Price and Accrued Interest

    The Offeror will pay for any Notes validly tendered and accepted for purchase by the Offeror pursuant to the Offer a purchase price to be determined in the manner described in the Tender Offer Memorandum by reference to a yield which is equal to the sum of the fixed spread of -15 basis points (the “Fixed Spread Amount“) and the 1 Year Euro Mid-Swap Rate at or around the Pricing Time, expressed as a percentage and rounded to the third decimal place (with 0.0005 being rounded upwards) (the “Purchase Price“).  Specifically, the Purchase Price will equal (a) the value of all remaining payment of principal and interest on the Notes, up to and including the scheduled maturity date of the Notes, discounted to the Tender Offer Settlement Date at a discount rate equal to the yield, minus (b) the Accrued Interest.

    The Offeror will also pay, on the Tender Offer Settlement Date, Accrued Interest in respect of any Notes accepted for purchase pursuant to the Offer.

    New Financing Condition

    On 19 May 2025, the Offeror announced that it intends to issue euro-denominated fixed-rate notes (the “New Notes“) under its U.S.$5,000,000,000 Euro Medium Term Note Programme (the “Programme“). 

    The Offeror is not under any obligation to accept for purchase any Notes tendered pursuant to the Offer.  The acceptance for purchase by the Offeror of Notes tendered pursuant to the Offer is at the sole discretion of the Offeror and tenders may be rejected by the Offeror for any reason.  The purchase of any Notes by the Offeror pursuant to the Offer is also subject, without limitation, to (i) the pricing of the issue of the New Notes, (ii) the signing by the Offeror and the relevant managers of a subscription agreement in respect of the subscription for the New Notes and (iii) such subscription agreement remaining in full force and effect as at the Tender Offer Settlement Date (the “New Financing Condition“). 

    The Offeror reserves the right at any time to waive any or all of the conditions of the Offer (including the New Financing Condition) as set out in the Tender Offer Memorandum.

    Priority in Allocation of New Notes

    A Noteholder that wishes to subscribe for New Notes in addition to tendering Notes for purchase pursuant to the Offer will receive priority (the “New Notes Priority“) in the allocation of the New Notes, subject to the completion of the Offer, the issue of the New Notes and such Noteholder making a separate application for the purchase of such New Notes to one of the Dealer Managers (in its capacity as a Joint Lead Manager (as defined herein) of the issue of the New Notes) in accordance with the standard new issue procedures of such Joint Lead Manager. 

    A key factor in the allocation of the New Notes will be whether Noteholders have indicated they have validly tendered or indicated their firm intention to the Offeror or the Dealer Managers to tender their Notes. When considering allocation of the New Notes, the Offeror intends to give preference to those Noteholders who, prior to such allocation, have validly tendered or indicated their firm intention to the Offeror or any of the Dealer Managers to tender the Notes and subscribe for New Notes. However, the Offeror is not obliged to allocate the New Notes to a Noteholder who has validly tendered or indicated a firm intention to tender the Notes pursuant to the Offer and any amount allocated may be more, equal to, or less than the aggregate principal amount of Notes validly tendered or in respect of which a firm intention to tender has been indicated by such Noteholder. Any allocation of the New Notes, while being considered by the Offeror as set out above, will be made in accordance with customary new issue allocation processes and procedures.

    The aggregate principal amount of New Notes, if any, for which priority will be given to any Noteholder will be subject to the sole and absolute discretion of the Offeror and may be less than, equal to or greater than the aggregate principal amount of Notes validly tendered by such Noteholder in the Offer and accepted for purchase by the Offeror.

    Noteholders should note that the pricing and allocation of the New Notes are expected to take place prior to the Expiration Deadline for the Offer and any Noteholder that wishes to subscribe for New Notes in addition to tendering existing Notes for purchase pursuant to the Offer should therefore provide, as soon as practicable, to any Dealer Manager any indications of a firm intention to tender Notes for purchase pursuant to the Offer and the quantum of Notes that it intends to tender in order for this to be taken into account as part of the New Notes allocation process.

    If any Noteholder wishes to subscribe for New Notes in addition to its New Notes Priority it must make a separate application to subscribe for such additional New Notes to a Joint Lead Manager in accordance with the standard new issue procedures of such Joint Lead Manager.

    Funded training and support would be provided to successful applicants, who will also be able to access employability and Business Gateway support throughout the programme and into their self-employment journey.

  • MIL-OSI Global: Britain’s net zero construction workforce is already at risk of burn out

    The pressure of decarbonising industrial sectors is weighing on workers.

    The UK’s Labour government seeks a low-carbon and homegrown energy supply by 2030. The scale and pace of this transformation is unprecedented in the country’s power sector, and will involve building twice as much transmission infrastructure (pylons, cables, substations) in the next five years as was built over the last decade.

    Much of the workforce will be drawn from the construction sector, which employs 2.3 million people. Construction forms the dominant supply chain to the 17 major infrastructure projects involved in an overhaul of the electricity grid that will connect new wind farms in the North Sea and northern Scotland to homes and businesses across Great Britain.

    The workers “on the tools” who will carry out much of this transformation are struggling. The latest analysis from the Office for National Statistics suggests that the suicide risk of construction workers is three times higher than the male national average. Scholars of construction project management have identified a toxic workplace culture in the industry, citing aggressive market competition and demanding performance metrics.

    This is a problem that is largely being ignored. When planners at the National Energy System Operator assessed the UK’s capacity to build a clean power sector by 2030, they considered the absolute number of workers needed, the skills required and how employment is changing in the sector.

    Their assessment failed to consider the broader implications for workforce mental health and wellbeing of such a quick and comprehensive upgrade – but it is people who are going through a rapid transition, not just infrastructure.

    Going green, feeling blue

    Construction workers already endure long hours and stress due to tight deadlines. A rapid transition to green power will substantially increase their workload, unless managed carefully.

    Our report, published July 2024, looked into wellbeing and suicide in the construction industry. We concluded that the UK government, major infrastructure owners such as National Grid and their supply chain partners who provide specialist design and construction services, must work together to solve this problem.

    Major infrastructure owners offer mental health services, such as confidential counselling, legal advice and financial guidance, to help their own employees manage personal or work-related issues. But most workers on the tools are not directly employed by these owners. Most are self-employed, or hired by construction firms, of which 99% are small- and medium-sized enterprises.

    More than 96% of construction firms have fewer than 15 employees. Smaller suppliers of specialist trade skills, like electrical and mechanical installation, have fewer employment protections and more compressed schedules, and are even less likely to have the capacity to provide these services.

    Some infrastructure owners and big construction companies extend their health and wellbeing services to these smaller suppliers. However, in an industry that is dominated by competitive tendering, which favours suppliers that keep costs low, it is no surprise that uptake has been low.

    Owners of infrastructure assets like electricity pylons and substations can drive workplace improvements by adopting procurement models that prioritise suppliers that are offering measures to improve worker wellbeing.

    Research from one of us (Jing Xu) and fellow project management expert Yanga Wu, has shown that the top-down prescriptive approach traditionally applied to health and safety in construction does not work for wellbeing. This requires a bottom-up approach, that makes it easy for workers to tell managers what they are struggling with and what they think would help.

    The construction sector also faces a shortage of workers and skills required for the green transition. The industry training board forecasts that the industry must attract the equivalent of 50,300 extra workers a year to meet expected levels of work over the next five years.

    In the power sector, however, there is the additional complication of an ageing workforce, as well as differences in employment conditions between permanent and contract staff. Key expertise is at risk of being lost with retirements. Older workers often face additional pressure, not only to meet performance targets but also to compensate for gaps in expertise, and all within a fast-paced environment.

    To improve mental health and wellbeing among a diverse workforce requires engaging with workers directly and ensuring their voices are heard. This involves more than upgrading technical skills. Research to better understand how organisations can care for their workforce in the context of increasing pressures due to achieving net zero is also vital.

    Further research and collaboration with infrastructure owners and major construction contractors could help manage the risks and provide valuable insights for other sectors that will need to follow suit, such as heating, transport and agriculture.

    It is imperative to consider what a transition means: the technical transition of replacing outmoded technology, as well as the social transition, which prioritises not only skills but workplace mental health. Without a focus on both policy and people, clean power will not be delivered.

  • MIL-OSI China: Xiaomi to unveil breakthrough 3nm chip this week

    Xiaomi Corp confirmed on Monday that it will unveil a 3nm Xuanjie O1 chip on Thursday, after over four years of intensive R&D efforts.

    The move will position Xiaomi in direct competition with leading global chipmakers, with the new chip poised to power Xiaomi’s latest smartphones.

    Lei Jun, CEO and chairman of Xiaomi, said via a post on Sina Weibo that the company’s cumulative investment in Xuanjie chip exceeded over 13.5 billion yuan ($1.9 billion) by the end of April 2025.

    Xiaomi now has a 2,500-strong semiconductor R&D team driving innovation, enforcing its position among China’s top three semiconductor design firms in both R&D spending and team scale, Lei said.

    Lei also emphasized the significance of the achievement: “Reaching this milestone demanded unwavering commitment, courage, and substantial technical and financial resources. The Xuanjie O1 marks the beginning of our journey to redefine high-end semiconductor capabilities in the global market.”

    COLOMBO, May 19 (Xinhua) — Sri Lanka’s Energy Minister Kumara Jayakody reiterated the country’s commitment to expanding energy partnership with China, calling it a “close friend” and outlining ambitious plans for cooperation in oil and renewable energy projects.

    In an interview with Xinhua on Friday, K. Jayakody stressed that Sri Lanka is keen to expedite the implementation of key energy projects in cooperation with Chinese partners.

    “We have a refinery project in Hambantota and we are in a hurry to start it,” he said, adding that Sri Lanka also wants to start some projects in the power sector, especially solar and wind energy. He said it is likely that the Sri Lankan government will look to China for support in these sectors.

    K. Jayakody stressed that Sri Lanka is particularly interested in leveraging China’s advances in energy storage technology to improve the reliability and sustainability of its electricity sector.

    The minister’s remarks came on Friday at the Open Day of the national Clean Sri Lanka programme. The event was held for the first time by China Petroleum and Chemical Corporation (Sinopec) at a newly renovated petrol station in Nawala. The event was attended by senior government officials, Chinese Ambassador to Sri Lanka Qi Zhenhong and public figures.

    The Clean Sri Lanka initiative launched by the new government led by President Anura Kumara Dissanayake aims to promote environmental sustainability and ethical standards throughout the country’s infrastructure.

    At the Sinopec Open Day, some of the new products on display included improved fuel pumps, improved safety systems, fuel vapor recovery valves and clean toilets that are accessible to all.

    The Chinese company is looking to improve not only infrastructure but also service standards, with island-wide training for station managers and petrol station attendants on safety, first aid and customer service.

  • FTA likely to double India’s apparel, textile exports to UK: Report

    India’s apparel and home textiles exports to the UK are expected to double from the current levels in the next 5-6 years, with the bilateral free trade agreement (FTA) scheduled to become operational in calendar year 2026, according to an ICRA report.

    Currently, Indian textile exports to the UK face 8-12 per cent duties, but with 99 per cent of goods, including textiles, gaining zero-duty access under the FTA, India will achieve parity with competitors like Bangladesh, Vietnam and Pakistan, the report states.

    China leads UK textile imports with a 25 per cent market share, closely followed by Bangladesh, which has a 22 per cent share. Turkey and Pakistan, with 8 per cent and 6.8 per cent share respectively, are the other major exporters. The FTA will enable India’s textile exports to become more competitive in the UK, leading to an increase in market share.

    India is currently the 12th largest trading partner of the UK and ranks fifth in apparel and home textiles imports, with $1.4 billion worth of exports in 2024, which constitutes a 6.6 per cent share of the UK’s textile imports.

    While the US and EU remain dominant markets with a 61 per cent share in 2024, the UK’s share is expected to rise to 11-12 per cent by 2027, reflecting an 11 per cent compound annual rate of growth (CAGR).

    The bilateral trade deal, finalised on May 6, after three years of negotiations, will provide concessional or zero-duty access on select goods, boosting trade volumes and earnings.

    India’s Textile and Apparel exports have continued their upward trajectory, recording a growth of 7.45 per cent in April 2025 compared to the same month of the previous year. This positive trend was primarily driven by the strong performance of the apparel segment, which registered a robust 14.43 per cent growth year-on-year, an analysis of the data released by the Ministry of Commerce showed.

    “The current growth of 14.43 per cent in apparel exports seems to be mainly driven by increased shipments to the United States, following the announcement of reciprocal tariff measures by the US administration,” Confederation of Indian Textile Industry (CITI) chairman Rakesh Mehra said.

    Credit rating agency ICRA has revised the outlook for the Indian telecom tower industry to ‘Stable’ from ‘Negative’, following consistent, timely payments from telecom service providers and the clearance’ of past dues.

    The industry had previously been under pressure due to delayed payments, which resulted in elongated receivable cycles and liquidity challenges for tower companies. However, ICRA noted a significant improvement in the payment cycle, with receivable days now reduced to around 45–60 days—well below its threshold of 80 days for a negative outlook.

    “The improvement in collections has eased the liquidity stress in the sector, reduced reliance on external debt, and is expected to improve return metrics going forward,” the agency stated.

    ICRA projects a 4–6 percent growth in operating income for the sector in FY2026, with operating margins (excluding energy revenues) expected to remain healthy at 70–75 percent.

    In addition, cash balances in the sector are estimated to rise to between Rs 5,500 crore and Rs 6,000 crore—more than double the previous range of Rs 2,200 crore to Rs 3,000 crore—due to improved working capital management and reduced provisioning.

    “An improvement in the credit profile of key telecom service providers, who are the primary clients of tower companies, has played a major role in easing the working capital cycle,” said Ankit Jain, Vice President and Sector Head – Corporate Ratings at ICRA.

    He added that a large portion of past dues has now been cleared, allowing companies to reverse provisions made in FY2023. This has further enhanced cash flows and overall liquidity. Going forward, ICRA expects collection cycles to remain within 60 days, maintaining a healthy receivables position.

    This improvement is also expected to lower the industry’s dependence on borrowings. ICRA estimates net external debt to operating profit (OPBDITA) to moderate to approximately 3.4 times by FY2026.

    With improved credit profiles and recent fundraising efforts by some telecom service providers, many are likely to resume capital expenditure (capex) initiatives. This is in line with the continued surge in demand for data services in India, which is driving consistent network expansion and upgrades by telecom operators.

    The report concludes that these positive developments mark a turning point for the industry, bringing greater financial stability and supporting future growth.

    BEIJING, May 19 (Xinhua) — A demand and supply conference under the China-Russia inter-municipal cooperation was held Sunday in Harbin, capital of northeast China’s Heilongjiang Province.

    The event was organized by the provincial government of Heihe City and was attended by more than 200 representatives from chambers of commerce, industry associations and enterprises from both sides, according to news website Chinadaily.com.

    The conference focused on cross-border industrial cooperation and interregional economic interaction.

    The border city of Heihe, which is separated by the Heilongjiang River (Amur) from the city of Blagoveshchensk in Russia’s Amur Region, has achieved fruitful results in foreign trade and humanitarian contacts in recent years. Its mayor Qin Bo called on domestic and Russian entrepreneurs at a conference to invest in Heihe’s economy and jointly develop the city’s priority sectors, such as cross-border trade, tourism, etc.

    Calling the conference a platform for enhancing cooperation between cities and enterprises in China and Russia, Xing Yingna, deputy head of the Heilongjiang Provincial Commerce Department, expressed hope that the business communities of China and Russia will contribute to ensuring the economic prosperity of the two countries. -0-

  • Microsoft wants AI ‘agents’ to work together and remember things

    Microsoft envisions a future where any company’s artificial intelligence agents can work together with agents from other firms and have better memories of their interactions, its chief technologist said on Sunday ahead of the company’s annual software developer conference.

    Microsoft is holding its Build conference in Seattle on May 19, where analysts expect the company to unveil its latest tools for developers building AI systems.

    Speaking at Microsoft’s headquarters in Redmond, Washington, ahead of the conference, Chief Technology Officer Kevin Scott told reporters and analysts the company is focused on helping spur the adoption of standards across the technology industry that will let agents from different makers collaborate. Agents are AI systems that can accomplish specific tasks, such as fixing a software bug, on their own.

    Scott said that Microsoft is backing a technology called Model Context Protocol (MCP), an open-source protocol introduced by Google-backed Anthropic. Scott said MCP has the potential to create an “agentic web” similar to the way hypertext protocols that helped spread the internet in the 1990s.

    “It means that your imagination gets to drive what the agentic web becomes, not just a handful of companies that happen to see some of these problems first,” Scott said.

    Scott also said that Microsoft is trying to help AI agents have better memories of things that users have asked them to do, noting that, so far, “most of what we’re building feels very transactional.”

    But making an AI agent’s memory better costs a lot of money because it requires more computing power. Microsoft is focusing on a new approach called structured retrieval augmentation, where an agent extracts short bits of each turn in a conversation with a user, creating a roadmap to what was discussed.

    “This is a core part of how you train a biological brain – you don’t brute force everything in your head every time you need to solve a particular problem,” Scott said.

  • Nvidia plans to sell tech to speed AI chip communication

    vidia announced on Monday that it will begin offering its advanced chip interconnect technology, NVLink Fusion, to other companies. This technology is designed to enhance chip-to-chip communication, a critical component in building and deploying artificial intelligence (AI) systems.

    The new version of NVLink, called NVLink Fusion, enables multiple chips to work together efficiently in custom-built AI hardware systems. Companies such as Marvell Technology and MediaTek have already committed to integrating NVLink Fusion into their custom chip development efforts.

    Originally developed years ago, Nvidia’s NVLink facilitates high-speed data exchange between chips. It is currently used in Nvidia’s powerful GB200 system, which combines two Blackwell GPUs with a Grace CPU.

    Nvidia CEO Jensen Huang introduced the new technology during his keynote address at the Taipei Music Center, the venue for Computex, one of the world’s largest technology trade shows, taking place from May 20 to 23.

    During the event, Huang also revealed plans for a new Nvidia headquarters in Taiwan, to be located in the northern suburbs of Taipei.

    In his speech, Huang reflected on Nvidia’s evolution. “There was a time when 90% of my presentations focused on graphics chips,” he noted. Today, however, Nvidia has expanded well beyond its roots in gaming hardware to become a dominant force in AI chip development, especially since the surge in demand driven by tools like ChatGPT, launched in 2022.

    As previously reported by Reuters, Nvidia has also been working on designing CPUs compatible with Microsoft’s Windows operating system, using architecture licensed from Arm Holdings (O9Ty.F).

    Last year’s Computex saw an enthusiastic reception for Huang, dubbed “Jensanity” by local media, reflecting his rockstar status in the tech community.

    At Nvidia’s annual developer conference in March, Huang detailed the company’s vision for transitioning from building large-scale AI models to supporting AI-driven applications. He introduced several next-generation AI chips, including the Blackwell Ultra, which is expected to launch later this year.

    Looking ahead, Nvidia’s roadmap includes the Rubin chip series, which will be followed by the Feynman processors, set to arrive in 2028.

    Nvidia also announced a desktop version of its AI system, called DGX Spark, aimed at AI researchers. On Monday, Huang stated that the system is in full production and will be available within a few weeks.

    Computex, which is expected to feature 1,400 exhibitors, marks the first major gathering of computer and chip industry leaders in Asia since the United States considered sweeping tariffs to encourage domestic production.

  • MIL-Evening Report: Russia is labelling Oscar Jenkins a ‘mercenary’, not a prisoner of war. What’s the difference – and why does this matter?

    Oscar Jenkins, a 33-year-old former teacher from Melbourne, was one of many foreigners who responded to Ukrainian President Volodymyr Zelensky’s call in 2022 for volunteers to join Ukraine’s armed forces to help repel Russia’s invasion.

    In early 2024, Jenkins joined Ukraine’s International Legion of Territorial Defence, which has attracted some 20,000 fighters from 50 countries since the war began. He had no previous military experience, but this wasn’t a requirement to join.

    In December, Jenkins was captured by Russian forces in Russian-occupied eastern Ukraine and accused of serving as a “mercenary” in Ukraine’s 66th Mechanised Brigade’s 402nd Rifle Battalion. He was tried in a Russian court and sentenced on May 16 to 13 years imprisonment in a maximum-security penal colony.

    When a foreigner volunteers to fight in a war, their legal status under international law can be complicated.

    Are they a soldier with the full authorisation of one of the warring parties to engage in hostilities? Or are they an illegal mercenary?

    And what happens if they are captured?

    Why legal status matters

    The answers to these questions have very real importance to the thousands of foreigners who have joined Ukraine’s International Legion since 2022.

    Russian authorities have classified all of Ukraine’s foreigner fighters as “mercenaries”. They’ve used this label to deny foreign fighters the status of “prisoner of war” (POW), with the requisite protections that come along with that under international humanitarian law.

    While foreigners are permitted under international law to enlist in the armed forces of a state for political or moral reasons, mercenaries have historically been outlawed due to their sole motivation being financial gain.

    International humanitarian law (the rules that govern war) define mercenaries as individuals who are not nationals or residents of a state engaged in war and are recruited to fight outside that state’s official armed forces.

    They are motivated solely by private gain (like money or promises of reward), often well in excess of what the traditional armed forces are paid. Mercenaries are essentially professional soldiers who sell their services to a state without any real ties to that country.

    Once a fighter is classified as a “mercenary”, they lose all the legal protections that are traditionally afforded lawful combatants.

    This includes prisoner of war status if they are captured and immunity from prosecution for fighting in a conflict. Prisoners of war are also entitled to humane treatment and access to food and medical care. And they cannot be subjected to sham trials or torture.

    According to my research, many of the foreign nationals who joined the International Legion were motivated by a desire to defend Ukraine against Russia’s aggression. They were sworn into Ukraine’s armed forces and paid the same as a Ukrainian soldier of equal rank.

    Once enlisted in the armed forces, they were immediately exempt from “mercenary” status, irrespective of their motivation for joining.

    As such, these foreign fighters should be entitled to the full range of protections guaranteed to members of Ukraine’s armed forces under the Geneva Conventions.

    Labelling lawful foreign members of the Ukrainian armed forces as “mercenaries”, and denying them their protections, is an abuse of international law.

    How can Australia protect its nationals?

    If an Australian enlists in Ukraine’s armed forces and is captured by Russian forces, there is a limited toolkit the Australian government can use to help him or her. However, it is not powerless.

    Through its embassy in Moscow, Australia can request access to detainees to assess their welfare while in prison. Russia can, however, decline this access. Details of a detainee’s capture may also be withheld.

    Australia can also apply diplomatic pressure to ensure humane treatment of prisoners and their full POW rights.

    This can be done by working with international bodies, such as the UN Working Group on Arbitrary Detention or organisations like the International Committee for the Red Cross (ICRC), which can request access to detainees.

    It appears the government is already doing some of these things. According to Foreign Minister Penny Wong, the government has been working with Ukraine and the ICRC to advocate for Jenkins’ welfare and release, and providing consular support to Jenkins’ family.

    Australia also has an obligation to warn its citizens they will likely face severe consequences if they travel to Ukraine to fight and are captured by Russian forces, given Russia’s misuse of the “mercenary” label.

    Through back-channel negotiations, Australia could also push Ukraine or its allies to include Australians being held by Russia in future prisoner swaps.

    In January of this year, Ukraine and Russia carried out such an exchange of 470 prisoners from both nations. And in talks last week in Turkey, both sides agreed to release another 1,000 prisoners on each side.

    Such exchanges have involved foreign fighters in the past. In 2022, 10 foreign citizens were included in a prisoner swap, including five Britons, two Americans, a Croatian, a Swede and a Moroccan. Several of them had been convicted of being mercenaries and sentenced to death after a Russian sham trial.

    There is no guarantee Jenkins would qualify for such an exchange, however, if Russia continues to classify him as a mercenary.
