    The Polytechnic University continues to cooperate with the Kyrgyz-Russian Slavic University (KRSU), providing methodological support and expertise to improve the efficiency and quality of KRSU’s key processes in the field of engineering education.

    The working meeting of representatives of SPbPU, KRSU and Geoscan Group of Companies, which was held at the Polytechnic University, was dedicated to the development of scientific potential and building long-term ties with industrial partners. KRSU was represented by Artem Belyaev, Director of the University’s Technopark, and Andrey Gurinov, Chairman of the Association of Robotics, Mechatronics and Additive Technologies of the Kyrgyz Republic. Daniil Zolotnik, Deputy General Director for Education at Geoscan Moscow, took part in the conversation. The Polytechnic was represented by Sergey Salkutsan, Director of the Center for Continuing Professional Education at the Advanced Engineering School “Digital Engineering” (PISH CI), Nikita Golovin, Head of the Slavic Universities Project Office, Deputy Head of the International Cooperation Department, and Alexander Gordeev, an engineer at PISH CI.

    Sergey Salkutsan presented the experience of the Advanced Engineering School “Digital Engineering” of SPbPU in implementing educational solutions aimed at training young engineers capable of working on applied problems in the interests of industry and technological development. The experts reviewed initiatives implemented jointly with the Academy of Digital Technologies, including career guidance projects and student participation in applied research.

    The idea of creating a single educational circuit along the line “industry – university – college – school” was presented at the meeting. Its goal is to ensure the end-to-end transfer of knowledge and practical skills at all stages of training. The participants discussed possible formats for adapting this model in Kyrgyzstan on the basis of KRSU.

    Andrey Gurinov spoke about the potential that cooperation with companies and educational institutions of the Kyrgyz Republic provides. The strategic development plan of the RIAT KR Association emphasizes providing international-level service with an emphasis on the regional needs of partners. The speaker noted that, given the positive demographic situation in the republic, human resources are, first of all, the driving force behind the development of the industry in the Kyrgyz Republic. Thus, cooperation in the field of education and targeted training of personnel is the key to success in long-term cooperation.

    Representatives of KRSU and GC Geoscan got acquainted with the methodological and scientific-technical potential of the Digital Engineering PISH. The guests were shown the renovated premises of the High Voltage Technologies (HVT) building, which will be used as educational and production sites.

    “We believe it is important to create and improve partnerships that develop engineering education and create conditions for the emergence of new qualified specialists. Such meetings are an opportunity not only to share experiences, but also to build long-term relationships with universities that share our values,” said Daniil Zolotnik.

    In addition, the guests learned about the activities of the engineering division of PISh CI – the Experimental Design Bureau, opened in October 2024. Alexander Gordeev spoke about the current tasks and projects of the design bureau, including the use of digital engineering and the CML-Bench® platform to solve problems in the field of unmanned aviation. The design bureau space is designed for the simultaneous work of 30 engineers, students and representatives of industrial partners.

    Colleagues from KRSU highly appreciated the level of technical equipment and the students’ project activities.

    BEIJING, July 18 (Xinhua) — Luo Hui, a member of the leadership group and head of the international cooperation department of the China Association of Science and Technology (CAST), met with Abdumutalip Abzhapparov, head of the Central Asian Association for Education Accreditation in Kazakhstan, in Beijing on Wednesday, the CAST reported.

    The parties unanimously believe that, in accordance with the new cooperation map, the prospects for cooperation in the engineering field between the two countries are very broad, and it is necessary to further increase exchanges and strengthen mutual trust in this area.   • MIL-OSI United Nations: Human Rights Committee Closes One Hundred and Forty-Fourth Session

    The Human Rights Committee this afternoon closed its one hundred and forty-fourth session in Geneva after adopting its concluding observations on the reports of Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam, which were reviewed during the session.

    Changrok Soh, Committee Chairperson, said the Committee had come to the end of a productive session and commended the Committee members for their commitment and professionalism.  The Committee had held constructive dialogues with Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam.   The concluding observations would be issued on the Committee’s webpage later today. 

    Mr. Soh said also during the session, the Committee adopted nine lists of issues prior to reporting related to Argentina, Australia, Bahamas, Denmark, Ghana, Liechtenstein, Morocco, Sweden and Switzerland.

    On individual communications, the Committee considered 22 drafts, including one draft decision prepared in accordance with the simplified format adopted by the Committee at its one hundred and fortieth session. The drafts related to 51 communications: 26 were decided on the merits, 12 communications were declared inadmissible, and 13 communications were discontinued.  Regarding the communications decided on the merits, the Committee found violations in 25 of them.

    The Committee also adopted the follow up report on concluding observations of Armenia and Germany. 

    Mr. Soh said the Committee’s one hundred and forty-fifth session was scheduled to take place in March 2026, instead of October 2025 as originally planned, due to the financial crisis.  The Committee greatly regretted the cancellation of the October session, which was unprecedented in the Committee’s 50-year history.  As a result, the Committee had convened an emergency meeting with States parties at this session and he expressed appreciation for the 60 States that had attended and were committed to finding solutions which enabled the Committee to fulfil its mandate.   

    At its next session from 2 to 19 March 2026, the Committee is scheduled to review the periodic reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia, and adopt lists of issues prior to reporting on Belgium, Bosnia and Herzegovina, Cabo Verde, Czechia, the Democratic Republic of the Congo, Hungary, Mexico and Senegal, as well as the list of issues on Rwanda.

    In closing, Mr. Soh expressed appreciation to members of the bureau as well as the members of the Secretariat, the Petitions Section, United Nations entities, civil society and all those who made the session possible. 

    Before the meeting closed, several Committee Members took the floor, discussing the unique and challenging situation which the Committee had found itself in, and the impact that the financial crisis had on the work of the Committee.  Despite the constraints, the current session had still been productive, and the Committee would continue to strive to ensure the human rights of people all around the world.  Experts thanked all those responsible for the success of the current session.  It was hoped Member States could come together to solve the current challenges, and that all sessions could take place next year as planned. 

    The Committee’s next session is scheduled to be held from 2 to 19 March 2026, during which it will review the reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia.

  • MIL-OSI Russia: Russia maintains its leading position in foreign trade with the CIS countries.

    Russia remains one of the key trade and economic partners of the CIS member states. According to the results of January-April 2025, it ranks first in the foreign trade turnover of Belarus and Armenia, second in Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan, and third in Azerbaijan.

    This was stated by Deputy Minister of Economic Development of Russia Vladimir Ilyichev, commenting on the results of the 106th meeting of the CIS Economic Council, which took place in Moscow. The Russian delegation at the event was headed by Deputy Prime Minister of Russia Alexey Overchuk.

    The meeting participants discussed a wide range of issues, including cooperation in energy security, the peaceful use of nuclear energy, the development of forestry, the construction industry, as well as measures to combat dangerous animal and bird diseases. Particular attention was paid to the macroeconomic indicators of the CIS countries for 2024.

    According to preliminary estimates, the combined GDP of the Commonwealth states grew by 4.5% in 2024. The unemployment rate fell by 14% and amounted to more than 3% of the workforce. “All these economic indicators indicate that the Commonwealth of Independent States is a strong and sustainable integration entity,” Vladimir Ilyichev emphasized.

    According to the Ministry of Economic Development of Russia, in January-May 2025, the growth of Russia’s GDP and agricultural production amounted to 1.5% each, industrial production – 1.3%. At the same time, the economies of the CIS partners are also demonstrating positive dynamics.

    The meeting participants approved a number of documents aimed at further developing cooperation, including the Declaration on Regional Energy Security, the Action Plan for the Use of Nuclear Energy until 2030, and the Concept of Pricing in Construction. These initiatives will be considered in September at a meeting of the CIS Council of Heads of Government.

    The successful implementation of the program for the reclamation of uranium sites in Tajikistan and Kyrgyzstan was also noted. In addition, the Russian Research Institute of the Bakery Industry received the status of a basic organization of the CIS for training personnel for this industry.

    The parties reviewed information on the progress of the Action Plan for the implementation of the first stage of the CIS Economic Development Strategy until 2030.

    The next meeting of the CIS Economic Council is scheduled to be held in September 2025 in Dushanbe, the capital of Tajikistan, which holds the CIS presidency this year.

    The mentioned train departed from Zhinishke station in Kazakhstan, entered Chinese territory through the Khorgos railway checkpoint in the Xinjiang Uyghur Autonomous Region /Northwest China/ and arrived in Taiyuan 13 days later, having covered a distance of 4,900 km.

    By significantly shortening the transportation cycle, it effectively reduces the enterprise’s logistics costs and ensures the stability and efficiency of raw material supply for stainless steel production.

    BEIJING, July 17 (Xinhua) — The Shanghai Cooperation Organization (SCO) Business Forum was held in Beijing on Thursday, where participants discussed issues on promoting green energy transformation and deepening connectivity within the SCO.

    The event, themed “Promoting Shanghai Spirit, Businesses in Action,” was attended by about 400 government and business representatives from China and overseas.

    Gao Yunlong, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Chairman of the All-China Association of Industry and Commerce, noted that the SCO is a regional international organization with the largest territory and population in the world, and trade and economic cooperation is a powerful engine for the dynamic development of the SCO.

    BEIJING, July 17 (Xinhua) — A 20-member delegation from Uzbekistan recently visited the Xinjiang Institute of Ecology and Geography under the Chinese Academy of Sciences (XIEG CAS). The two sides held talks on deepening cooperation in such areas as reclamation of saline soils, combating desertification, and protecting and restoring forests and pastures.

    BEIJING, July 17 (Xinhua) — A total of 2.085 million fingerlings of five rare fish species, including common taimen, burbot and Siberian grayling, have been released into the Irtysh River basin in Altay Prefecture of northwest China’s Xinjiang Uygur Autonomous Region this year, according to the region’s department of agriculture and rural affairs.

    As the department added, approximately 1.2 million more fry of three species of commercial fish were released into Lake Urungu on the territory of the district this year.

    This is a key step in the efforts of local authorities to restore and protect aquatic biological resources, as well as improve the ecological environment of water bodies, the department said in a statement.

    The Altai District has six national-level zones for the conservation of aquatic product germplasm resources, where 360 million fish fry can be grown per year.     WUHAN, July 17 (Xinhua) — The first China-Kyrgyzstan-Uzbekistan multimodal international freight train departed from Wujiashan Station in Wuhan, central China’s Hubei Province on Wednesday.

    The train, number 75179, loaded with food containers and other goods, is expected to arrive in Kashgar in northwest China’s Xinjiang Uyghur Autonomous Region, where the containers will be transferred to trucks and leave China via the Irkeshtan checkpoint, after which they will be delivered to the Uzbek capital Tashkent.

    ALMATY, July 16 (Xinhua) — Construction of a new transport and logistics complex (TLC) “Tobyl” has begun in the northern Kazakh city of Kostanay, the press service of the Kazakh Prime Minister reported on Wednesday.

    The area of the logistics complex will be 133.6 hectares, the total investment volume will be 64 billion tenge /about 121.3 million US dollars/.

    The design capacity of the TLC “Tobyl” will be up to 400 thousand TEU (twenty-foot container equivalent) per year, or over 11 million tons of cargo.

    ALMATY, July 16 (Xinhua) — Kazakhstan’s first national supercomputer was officially launched in Astana in July 2025, an ambitious project that aims to make the country a regional leader in high technology, artificial intelligence (AI) and digital sovereignty.

    The idea of creating a supercomputer was born in early 2024. On February 12, the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, the Samruk-Kazyna National Fund and the Emirati company Presight AI signed a strategic cooperation agreement.

    The project was initiated as part of the digital agenda of the President of Kazakhstan Kassym-Jomart Tokayev.

    According to the agreement, the project is being implemented in two stages. The first stage involved the integration of new computing capacities into the existing digital infrastructure of Kazakhstan, including the e-government platform eGov.

    The second phase involves the construction of a Tier III data center and the deployment of a supercomputer cluster based on the latest NVIDIA H200 graphics processors.

    In terms of technical characteristics, the Kazakh supercomputer is the largest in the region: it is capable of providing performance of up to 2 exaflops using the FP8 calculation method. This allows processing colossal amounts of information, providing a computing base for scientific research, AI development, modeling and data processing in real time.

    On May 19, 2025, the supercomputer cluster arrived in Kazakhstan and was placed in a data center with the participation of Presight AI.

    The official launch of the system took place on July 9, 2025, as part of a ceremonial event at the Alemcloud National Supercomputer Center in Astana. The event was attended by President K.-Zh. Tokayev, who emphasized that the supercomputer will allow Kazakhstan to achieve significant progress in the development of digital technologies.

    Access to high-performance computing will be given to startups developing neural network solutions, universities, research centers, as well as public and private companies.

    “The power of a supercomputer is like the entire world population, 8 billion people, doing mathematical calculations every second, but it would take them more than 4 days to do what a supercomputer does in a second,” said Zhaslan Madiyev, Minister of Digitalization and Aerospace Industry of Kazakhstan, on the day the system was launched.

    The project pursues strategic goals. Firstly, it strengthens the country’s digital sovereignty by reducing dependence on foreign cloud solution providers.

    Secondly, it creates conditions for the development of the domestic IT ecosystem: universities, research centers, public and private companies gain access to powerful computing resources.

    Thirdly, this is an important step towards the formation of a full-fledged infrastructure for the development and implementation of AI-based solutions – from city management systems to working with large language models.

    Thus, the launch of the national supercomputer has become not just a technological achievement, but also an important element of Kazakhstan’s new digital strategy.     BEIJING, July 16 (Xinhua) — The number of round-trip border crossings by foreign nationals through China’s checkpoints totaled 38.05 million from January to June 2025, up 30.2 percent year on year, data from the National Immigration Administration (NIA) showed Wednesday.

    According to the agency, during the reporting period, the number of foreigners who traveled to China under the visa-free regime increased to 13.64 million people, an increase of 53.9 percent year-on-year. In January-June of this year, their share in the total number of incoming trips by foreigners was 71.2 percent.

    The total number of border crossings through Chinese checkpoints in the first six months of this year reached 333 million people, up 15.8 percent from a year earlier, according to data released at a departmental press conference.

    In particular, during the specified period, residents of mainland China crossed the state border in both directions 159 million times, which is 15.9 percent more year-on-year. Meanwhile, the number of entries and exits through the country’s checkpoints among residents of the special administrative regions of Hong Kong and Macao, as well as Taiwan Island, amounted to 136 million person-times, an increase of 12.2 percent year-on-year.

    Border control agencies across the country are steadily increasing efforts to expand openness and improve service efficiency, the SUI noted.

    As part of its visa-free policy adjustments, China recently added Indonesia to the list of 240-hour visa-free transit countries, bringing the total number of eligible countries to 55.     According to the Urumqi Tianshan Airport Customs Office, the air cargo route operates on a fixed schedule on Wednesdays and Fridays.     URUMQI, July 16 (Xinhua) — The number of China-Europe/China-Central Asia international rail freight trains passing through Alashankou Port has exceeded 4,000 since the beginning of 2025 as of July 15, the Urumqi branch of China Railway Urumqi Bureau Group Co., Ltd. said Wednesday.

    Foreign nationals made 38.05 million cross-border trips to and from China in the first half (H1) of 2025, up 30.2 percent year on year, the National Immigration Administration (NIA) said on Wednesday.

    Visa-free entries continued to rise sharply, with 13.64 million foreigners entering China without a visa in the first six months of the year. This category accounted for 71.2 percent of total foreign entries and represented a 53.9-percent year-on-year increase.

    Overall, immigration authorities across China had processed 333 million inbound and outbound trips from January to June, marking a 15.8-percent rise year on year, the NIA said at a press conference.

    This figure included 159 million trips by mainland residents and 136 million made by residents of Hong Kong, Macao and Taiwan — up 15.9 percent and 12.2 percent, respectively.

    The NIA noted that immigration authorities across the country are steadily advancing openness and improving service efficiency.
