  • MIL-OSI NGOs: Biggest-ever aid cut by G7 members a death sentence for millions of people, says Oxfam

    • G7 countries are making deliberate and deadly choices by cutting life-saving aid, enabling atrocities, and reneging on their international commitments
    • Low and middle-income countries face reduced aid, rising debt, and trade barriers — a perfect storm that threatens development and recovery.

    The Group of Seven (G7) countries, which together account for around three-quarters of all official development assistance (ODA), are set to slash their aid spending by 28 percent for 2026 compared to 2024 levels.  

    It would be the biggest cut in aid since the G7 was established in 1975, and indeed in aid records going back to 1960, reveals a new analysis by Oxfam ahead of the G7 Summit in Kananaskis, Canada.

    “The G7’s retreat from the world is unprecedented and couldn’t come at a worse time, with hunger, poverty, and climate harm intensifying. The G7 cannot claim to build bridges on one hand while tearing them down with the other. It sends a shameful message to the Global South, that G7 ideals of collaboration mean nothing,” said Oxfam International Executive Director Amitabh Behar.

    2026 will mark the third consecutive year of decline in G7 aid spending – a trend not seen since the 1990s. If these cuts go ahead, G7 aid levels in 2026 will crash by $44 billion to just $112 billion. The cuts are being driven primarily by the US (down $33 billion), Germany (down $3.5 billion), the UK (down $5 billion) and France (down $3 billion).

    “Rather than breaking from the Trump administration’s cruel dismantling of USAID and other US foreign assistance, G7 countries like the UK, Germany, and France are instead following the same path, slashing aid with brutal measures that will cost millions of lives,” said Behar.

    “These cuts will starve the hungry, deny medicine to the sick, and block education for a generation of girls and boys. This is a catastrophic betrayal of the world’s most vulnerable and crippling to the G7’s credibility,” said Behar.

    Economic projections show that aid cuts will mean 5.7 million more people across Africa will fall below extreme poverty levels in the coming year, a number expected to rocket to 19 million by 2030.  

    Cuts to aid are putting vital public services at risk in some of the world’s poorest countries. In countries like Liberia, Haiti, Malawi, and South Sudan, US aid had made up over 40 percent of health and education budgets, leaving them especially exposed. Combined with a growing debt crisis, this is undermining governments’ ability to care for their people.

    Global aid for nutrition will fall by 44 percent in 2025 compared to 2022:

    • The end of just $128 million worth of US-funded child nutrition programs for a million children will result in an extra 163,500 child deaths a year.  
    • At the same time, 2.3 million children suffering from severe acute malnutrition – the most lethal form of undernutrition – are now at risk of losing their life-saving treatments.
       

    One in five dollars of aid to poor countries’ health budgets are cut or under threat:  

    • WHO reports that in almost three-quarters of its country offices are seeing serious disruptions to health services, and in about a quarter of the countries where it operates some health facilities have already been forced to shut down completely.
    • US aid cuts could lead to up to 3 million preventable deaths every year, with 95 million people losing access to healthcare. This includes children dying from vaccine-preventable diseases, pregnant women losing access to care, and rising deaths from malaria, TB, and HIV.

    G7 countries are not just reneging on commitments to global aid and solidarity, they are fuelling conflicts by allowing grave violations of international law, like in Gaza where people are facing starvation. Whether in Ukraine, the occupied Palestinian territory, the Democratic Republic of the Congo or elsewhere, civilians must always be protected, and aid is often the first line of protection they get. G7 countries are illuminating a double standard that risks more global instability, conflict and atrocities.  

    While G7 countries cut aid, their citizen billionaires continue to see their wealth surge. Since the beginning of 2025, the G7 ultra-rich have made $126 billion, almost the same amount as the group’s 2025 aid commitment of $132 billion.  

    At this pace, it would take the world’s billionaires less than a month to generate the equivalent of the G7’s 2025 aid budget.

    By taxing the super-rich, the G7 could easily meet their financial commitments to end poverty and climate breakdown, whilst also having billions in new revenue to fight inequality in their own countries.  

    “The world is not short of money. The problem is that it is in the hands of the super-rich instead of the public. Rather than fairly taxing billionaires to feed the hungry, we see billionaires joining government to slash aid to the poorest in order to fund tax cuts for themselves,” said Behar.

    Oxfam is calling on the G7 to urgently reverse aid cuts and restore funding to address today’s global challenges. More than 50 years after the United Nations set the target of 0.7 percent for aid spending, most G7 countries remain well below this.  

    Oxfam is also urging the G7 to support global efforts led by Brazil and Spain to raise taxes on the super-rich, and to back the call from the African Union and The Vatican for a new UN body to help manage countries’ debt problems.
     

    According to OECD Data Explorer, the combined annual aid expenditure of the G7 in 2024 was $156.694 billion. Canada spent $7.323 billion, the United States $61.821 billion, Japan $17.583 billion, France $15.047 billion, Germany $31.382 billion, Italy $6.534 billion, and the United Kingdom $17.005 billion.

    Donor Tracker estimates that the decline in combined annual aid spending of the G7 countries for the period 2024 to 2026 will be -$44,488 billion.

    In 2024, aid from G7 countries declined by 8 percent, and projections for 2025 point to a sharper drop of 19 percent.

    Modelling using finds that 5.7 million more Africans would fall below the US$2.15 extreme poverty income level in the next year if Trump’s administration succeeds in its aid-reduction ambition. This assumes a 20 percent reduction of aid to Africa, considering that some US aid would be maintained as the US alone accounted for 26 percent of aid to Africa before the cuts.

    The dismantling of USAID and major aid reductions announced by Western donors threaten to undo decades of progress on malnutrition. A 44 percent drop in funding from 2022 levels could lead to widespread hardship and death.

    Up to 2.3 million children with severe acute malnutrition risk losing life-saving treatment, warns the Standing Together for Nutrition Consortium.

    There are 2,968 billionaires in the world, and 1,346 live in G7 countries (45 percent).

    Oxfam is deeply concerned by the outcomes of the G7 Summit in Kananaskis. At a time when urgent global crises demand bold and united action, the summit fell short of delivering the leadership the world needs.  

    Oxfam said that nowhere was this more apparent than in how this G7 totally missed its chance to exert any meaningful pressure toward peace in the Middle East. Even its call for a de-escalation between Israel and Iran, which is desperately needed, was corrupted by geo-political partiality and bias.

    Oxfam calls for an immediate end to hostilities in the region because civilian victims are paying the price and the death toll is rising. As global attention shifts to Israel’s attacks on Iran and the consequences of military escalation between the two countries, Israel’s relentless assault on Gaza continues—killing civilians and blocking independent humanitarian agencies from delivering life-saving aid. 

    Twenty-three years ago, the 2002 G8 Summit in Kananaskis marked a moment of ambition, where leaders committed to an Africa Action Plan and development cooperation. Returning here as the G7, that spirit of global solidarity and cooperation was painfully absent.  

    This G7, by stark contrast, is instead pursuing the largest aid cuts in its history at a time of rising global need. With a planned 28% reduction by 2026 compared to 2024, these cuts are not just a policy failure but put the lives of millions of people at risk, especially those already facing hunger, poverty, and ever-worsening effects of climate change.

    “The G7 has once again missed an opportunity to show global solidarity and take collective action to end conflicts, address climate change and reduce poverty and inequality. Cutting international aid to ramp up military spending is short-sighted and not the solution. In fact, it is a worrying signal for the further erosion of human rights, global stability and equity,” said Oxfam G7 lead, Jörn Kalinski.

    Although progress has been made in striking strategic partnerships with the Global South for critical minerals and renewable energy supply chains, it shouldn’t serve as a smoke screen to the current climate crisis. Climate finance and fossil fuel phase out must be prioritized as countries work towards a just transition that benefits everyone.

    This G7 did little in Kananaskis to tackle the world’s multiple crises and instead it further helped to enable a global culture of impunity when it could have committed to concrete actions to prioritize people’s lives over profit and power.

    In a world grappling with war, rising inequality, food insecurity, and climate breakdown, the G7’s retreat from responsibility is not only morally indefensible but also strategically short-sighted.

    CHICAGO – Today, Congressman Jesús “Chuy” García (IL-04) joined by Gads Hill Center CEO Mariana Osoria, Dawn Delgado, Director of Early Learning at Metropolitan Family Services and Viviana Vergara, Home Visiting Supervisor and parent advocate at El Hogar del Niño, held a press conference to discuss the arbitrary decision by the Trump administration to close the Region 5 Office of Head Start (OHS) will have on children, parents and providers. The Congressman also hosted an early education roundtable to brief education partners on key issues and concerns related to grant administration and program oversight.  

    “Early childhood education cannot be an afterthought. It is essential for our children, especially for low-income and working families,” said Congressman García. “Since the regional office here in Chicago closed, many providers have told us they feel ignored by the federal government. There’s no guidance, no answers, and that’s not fair to our communities. Parents are nervous about whether their children will be able to remain in the program.”

    “Research confirms that 90% of a child’s brain develops in the first five years of their lives, making this the best time to invest in them. If we want a thriving, growing country, let’s invest in that critical foundation that sets the brain architecture for optimal, life-long learning,” said Gads Hill Center CEO Mariana Osoria. “Head Start and Early Head Start programs do just that for our youngest learners regardless of their zip code, regardless of whether the program is in an urban or rural community.  Simply put, Head Start works.”

    “Head Start is not just an early education program—it provides services such as health screenings, nutritious meals, mental health services, and parental support that helps communities thrive.  Cutting funding jeopardizes these wraparound services critical for healthy child development,” said Director of Early Learning at Metropolitan Family Services Dawn Delgado. “Additionally, Head Start supports low-income families with family counseling, job training, and additional support to overcoming poverty, and it also enables parents to work, to stay working, or attend school as it serves as reliable childcare with an emphasis on early childhood education.”

    “I am the product of Head Start; I am the daughter of a working-class immigrant family who did everything to give me the best start possible.  Now that I am a parent, both of my children are Head Start babies, and it truly is because of this program that I get to do what I love. Head Start has been fundamental to me being able to go to school,  have a career and advocate for my community. Every day I know that I am leaving my children in a safe place where they are not only being taken care of, but they are safe, and they are learning! They go to a place that is not just a building, but like a second home,” said Home Visiting Supervisor and parent advocate at El Hogar del Niño, Viviana Vergara. “At this moment, the unknown is what brings fear, because there are so many families in need of services and agencies who they can depend on to help them thrive, so that they can in return help our communities thrive.”

     Earlier this month, Rep. García led 24 Members of Congress in sending a letter to Health and Human Services Secretary Robert F. Kennedy Jr. demanding answers about the abrupt decision to close all Head Start offices in Region 5. The move was announced without prior notice or implementation guidance, prompting widespread confusion among families, providers, and staff. As of June 16, Sec. Kennedy  has not provided answers.

  • MIL-OSI United Kingdom: Community based charities invited to apply to £275,000 fund

    Small Edinburgh charities struggling with rising costs and loss of income are being encouraged to apply to the council for emergency support.

    Brought forward by councillors as part of an urgent package of support for the city’s third sector, the £275,000 funding pot aims to support local organisations working to prevent and tackle poverty across Edinburgh. 

    Small and medium-sized charities based in the city will be able to apply for Phase two of the council’s Third Sector Resilience Fund until applications close at 1pm on Friday 4 July. Grants of up to £10,000 will be made available to support charities between September and March.

    Council Leader Jane Meagher said:

    With funding becoming ever scarcer and more people struggling with the cost of living, we can see that many local charities are in a difficult position. We need to find a better way forward for this sector that brings so much good, and our latest funding package is part of the urgent support we’re putting in place.

    Many of the city’s small, local charities are helping those with the greatest need and I urge them to apply quickly. Meanwhile, we’ve asked the Edinburgh Partnership to conduct a review of how it supports and works with third sector organisations across the city, to ultimately to find long-term solutions for funding for the sector in future years.

    An information evening for interested charities will be held by EVOC at 1pm on 24 June on how to apply for the fund. An online consultation is also available to take part in, seeking ideas for making collaboration between Edinburgh’s public and third sectors simpler and more stable. Please share your views on our Consultation Hub.

    Your Excellency President Kassym-Jomart Tokayev,

    Distinguished Colleagues,

    Friends,

    I am delighted to join you at the second China-Central Asia Summit in the beautiful city of Astana. I’d like to thank President Tokayev and the government of Kazakhstan for the gracious hospitality and thoughtful arrangement.

    During our meeting in Xi’an two years ago, we jointly outlined the Xi’an Vision for China-Central Asia cooperation. The six pomegranate trees we planted together are in full bloom today, auguring the vitality of the cooperation among the six nations.

    Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation. Our trade has grown by 35 percent, and we have made important progress in industrial investment, green mining, technological innovation, and other fields of cooperation. The package of projects with Chinese financial support are well underway. While more and more Chinese new energy vehicles and photovoltaic products are entering Central Asian markets, Central Asian agricultural products, including honey, fruits, wheat and poultry, are diversifying the dinner tables of Chinese families.

    Two years on, the China-Kyrgyzstan-Uzbekistan railway project has been officially launched. We are making steady progress in planning for the third railway link between China and Kazakhstan, in phase-II restoration of the China-Tajikistan highway, and in China-Turkmenistan energy cooperation. Freight train services are connecting more and more Chinese cities to Central Asia. The Trans-Caspian International Transport Route has been upgraded and expanded. Green industries, digital economy, artificial intelligence, aviation and space are becoming new drivers of our cooperation. Cross-border e-commerce, online education, and other new business models are benefiting more and more people in China and Central Asia.

    Two years on, China and Central Asian countries have made progress in establishing cultural centers in each other as well as in opening branches of Chinese universities and Luban Workshops. China has made mutual visa-free arrangements with Kazakhstan and Uzbekistan, facilitating more than 1.2 million travels between China and Kazakhstan alone in 2024. Tourism and culture years and art festivals of Central Asian countries are very popular in China. Chinese films and TV dramas, such as Min-Ning Town and To the Wonder, have become great hits in Central Asia. The China-Central Asia train services for cultural tourism have been successfully inaugurated. And today, we will witness the number of sister cities between China and Central Asia reach the milestone of 100 pairs.

    Two years on, we have launched 13 ministerial cooperation platforms under the China-Central Asia mechanism. The Secretariat is fully functioning, and the core framework of the mechanism is largely in place.

    I am pleased to see that our consensus at the first Summit has been implemented across the board — from the millennium-old Xi’an to Astana “the pearl of the steppe,” from the coast of the Yellow Sea to the shores of the Caspian Sea, from the Tianshan Mountain Range to the Pamir Plateau. The path of our cooperation is steadily widening, and our friendship is blooming ever more brightly.

    Our cooperation is rooted in more than 2,000 years of friendly exchanges, cemented by solidarity and mutual trust cultivated through more than three decades of diplomatic ties, and taken forward via openness and win-win cooperation of the new era. Building on our collective efforts over the years, we have forged a China-Central Asia Spirit of “mutual respect, mutual trust, mutual benefit, and mutual assistance for the joint pursuit of modernization through high-quality development.”

    — We practice mutual respect and treat each other as equals. All countries, big or small, are equal. We handle issues through consultation and make decisions by consensus.

    — We seek to deepen mutual trust and enhance mutual support. We firmly support each other in safeguarding independence, sovereignty, territorial integrity, and national dignity. We do not do anything harmful to the core interests of any party.

    — We pursue mutual benefit and win-win cooperation and strive for common development. We view each other as priority partners, and share development opportunities together. We accommodate each other’s interests, and work to build a win-win and symbiotic relationship.

    — We help each other in time of need and stand together through thick and thin. We support each other in choosing development paths suitable to our respective national conditions and in taking domestic matters into our own hands. We work together to address various risks and challenges, and uphold regional security and stability.

    This China-Central Asia Spirit is an important guideline for our endeavor to carry forward friendship and cooperation from generation to generation. We should always uphold it and let it shine forever.

    Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility. A strong belief in fairness and justice and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development. There is no winner in tariff wars or trade wars. Unilateralism, protectionism and hegemonism will surely backfire while hurting others.

    I always maintain that history should move forward, not backward; and the world should be united, not divided. Humanity must not regress to the law of the jungle. Instead, we should build a community with a shared future for mankind.

    Three years ago, we announced together that we would build a China-Central Asia community with a shared future, setting out the goal and direction of our six nations in building consensus, overcoming challenges and pursuing development. We should act on the China-Central Asia Spirit, enhance cooperation with renewed vigor and more practical measures, promote high-quality development of the Belt and Road Initiative, and forge ahead toward our goal of a community with a shared future for the region.

    First, we should stay committed to our fundamental goal of unity, and always trust and support each other. China consistently takes Central Asia as a priority in its neighborhood diplomacy. With a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity. We always wish our neighbors well.

    Today, we will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law. This is a new landmark in the history of the relations between our six countries and a pioneering initiative in China’s diplomatic engagement with its neighbors. It is a milestone for today and a foundation for tomorrow.

    Second, we should optimize our cooperation framework to make it more results-oriented, more efficient, and more deeply integrated. We have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation. We should focus our cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, and roll out more projects on the ground. We should do our best to get early harvests as soon as possible.

    China is ready to share with Central Asian countries development experience and latest technological advances, promote connectivity in digital infrastructure, enhance cooperation on artificial intelligence, and foster new quality productive forces.

    In order to promote relevant cooperation, China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework. China will provide a grant of RMB 1.5 billion yuan to Central Asian countries this year to be used in livelihood and development projects high on their agenda. China will also provide 3,000 training opportunities to Central Asian countries in the next two years.

    Third, we should develop a security framework for peace, tranquility and solidarity. We should step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in our region.

    China supports Central Asian countries in modernizing their national defense, law enforcement and security capacities. We will do our best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity. We will launch more Safe City projects, and conduct more joint exercises and joint training cooperation.

    Afghanistan is our close neighbor. We should strengthen coordination to help the country boost its development capacity and achieve peace, stability, reconstruction and development at an early date.

    Fourth, we should cement the bonds of shared vision, mutual understanding and mutual affection between our peoples. China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and share experience in green development, poverty reduction and anti-corruption.

    China is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia, and launch new majors in Central Asian languages in Chinese universities. We will continue to carry out effectively the “China-Central Asia technology and skills improvement scheme” to train more high-caliber talent for Central Asian countries.

    China supports deepening subnational cooperation with Central Asia. We will make good use of sister-city relations and people-to-people exchanges to nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

    I hope that the travel-facilitation measures we adopt today will be implemented as soon as possible to help our people visit each other more conveniently, efficiently and frequently like relatives, and in the course help them become ever closer to each other.

    Fifth, we should uphold a fair and equitable international order and an equal and orderly world structure. China supports Central Asian countries in playing a bigger role in international affairs. We stand ready to work with all parties to defend international fairness and justice, oppose hegemonism and power politics, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

    This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations. In the strenuous times of war, Chinese and Central Asian peoples supported each other through adversity, and jointly made important contributions to the cause of justice of humanity. We should promote the correct view of history, defend the fruits of the victory of World War II, uphold the UN-centered international system, and provide more stability and certainty for world peace and development.

    Xi made the remarks in his keynote speech at the second China-Central Asia Summit hosted by Kazakh President Kassym-Jomart Tokayev. Kyrgyz President Sadyr Japarov, Tajik President Emomali Rahmon, Turkmen President Serdar Berdimuhamedov and Uzbek President Shavkat Mirziyoyev also attended the summit.

    Xi pointed out that during their meeting in Xi’an two years ago, they jointly outlined the Xi’an Vision for China-Central Asia cooperation. Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation, he said, recalling advanced cooperation in various fields.

    The core framework of the China-Central Asia mechanism is largely in place, and the consensus at the first Summit has been implemented across the board, Xi said, adding that the path of cooperation among the countries is steadily widening, and their friendship is blooming ever more brightly.

    Xi stressed that the cooperation between China and Central Asian countries is rooted in more than 2,000 years of friendly exchanges, cemented by solidarity and mutual trust cultivated through more than three decades of diplomatic ties, and taken forward via openness and win-win cooperation of the new era.

    Xi said building on their collective efforts over the years, the six countries have forged a China-Central Asia Spirit of “mutual respect, mutual trust, mutual benefit and mutual assistance for the joint pursuit of modernization through high-quality development.”

    The spirit connotes four aspects of practices. First, Xi said that China and Central Asian countries practice mutual respect and treat each other as equals, and all countries, big or small, are equal, adding that the six countries handle issues through consultation and make decisions by consensus.

    Second, he said that China and Central Asian countries seek to deepen mutual trust and enhance mutual support, firmly support each other in safeguarding independence, sovereignty, territorial integrity and national dignity, and do not do anything harmful to the core interests of any party.

    Third, Xi said China and Central Asian countries pursue mutual benefit and win-win cooperation and strive for common development, view each other as priority partners, and share development opportunities together, adding that they accommodate each other’s interests, and work to build a win-win and symbiotic relationship.

    Fourth, he said China and Central Asian countries help each other in time of need and stand together through thick and thin, supporting each other in choosing development paths suitable to respective national conditions and in taking domestic matters into their own hands, adding that the countries work together to address various risks and challenges, and uphold regional security and stability.

    This China-Central Asia Spirit is an important guideline for their endeavor to carry forward friendship and cooperation from generation to generation, and the six countries should always uphold it and let it shine forever, Xi noted.

    Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility, Xi pointed out, noting that a strong belief in fairness and justice, and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development.

    There is no winner in tariff wars or trade wars, and unilateralism, protectionism and hegemonism will surely backfire while hurting others, he noted.

    Maintaining that history should move forward, not backward, and the world should be united, not divided, Xi said humanity must not regress to the law of the jungle, but should instead build a community with a shared future for mankind.

    Xi called on the six countries to act on the China-Central Asia Spirit, and enhance cooperation with renewed vigor and more practical measures.

    To achieve this, he made five points.

    First, China and Central Asian countries should stay committed to the fundamental goal of unity, and always trust and support each other, he said.

    China consistently takes Central Asia as a priority in its neighborhood diplomacy, Xi noted, adding that with a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity, and the six countries always wish their neighbors well.

    The six countries will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law, he said, deeming it as a new landmark in the history of the relations of the six countries and a pioneering initiative in China’s diplomatic engagement with its neighbors, which constitutes a milestone for today and a foundation for tomorrow.

    Second, China and Central Asian countries should optimize the cooperation framework to make it more results-oriented, more efficient and more deeply integrated, Xi said.

    Recalling that the six countries have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation, he said that all sides should focus the cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, roll out more projects on the ground and foster new quality productive forces.

    He said China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework.

    China supports Central Asian countries in developing livelihood and development projects, Xi said, adding that China will provide 3,000 training opportunities to Central Asian countries in the next two years.

    Third, China and Central Asian countries should develop a security framework for peace, tranquility and solidarity, step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in the region, Xi said.

    China will do its best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity, he said.

    Fourth, China and Central Asian countries should cement the bonds of shared vision, mutual understanding and mutual affection between peoples, he noted, saying that China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia to train more high-caliber talent for Central Asian countries.

    China supports deepening subnational cooperation with Central Asia, Xi said, adding that China and Central Asian countries should nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

    Fifth, China and Central Asian countries should uphold a fair and equitable international order and an equal and orderly world structure, stand ready to work with all parties to defend international fairness and justice, oppose hegemonism and power politics, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, Xi said.

    This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations, he said, recalling that in the strenuous times of war, Chinese and Central Asian peoples supported each other through adversity, and jointly made important contributions to the cause of justice of humanity.

    He also noted the need to promote the correct view of history, defend the fruits of the victory of World War II, uphold the UN-centered international system, and provide more stability and certainty for world peace and development.

    Xi pointed out that China is building a great modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts through Chinese modernization.

    No matter how the international situation changes, China will remain unwavering in opening up to the outside world, he said, noting that China is ready to embrace higher-quality cooperation and deepen the integration of interests with Central Asian countries, so as to achieve common development and strive for new progress in China-Central Asia cooperation.

    Tokayev and the other four Central Asian leaders unanimously stated that the China-Central Asia mechanism has become an important platform for promoting dialogue and cooperation, as well as for advancing the economic and social development of Central Asian countries.

    In a world full of uncertainties, the strategic significance of the mechanism has become increasingly prominent, and China’s growing prosperity and strength are benefiting its neighboring countries, they said, noting that China is a strategic partner and a true friend that Central Asian countries can always count on.

    The Central Asian countries highly value the model of cooperation with China based on mutual respect, equality and mutual benefit, and look forward to deepening all-round cooperation with China and expanding trade and investment, the five leaders added.

    They also expressed the hope to jointly pursue high-quality Belt and Road cooperation, promote cooperation in such fields as industry, agriculture, science and technology, infrastructure, new energy and connectivity, strengthen regional security collaboration, and enhance people-to-people and cultural exchanges in fields like culture, education and tourism.

    The leaders of the five Central Asian countries expressed their intention to build the China-Central Asia mechanism into a model of regional cooperation, share development and prosperity, jointly promote peace and stability, and build a closer community with a shared future.

    The five parties highly appreciate China’s constructive role in international and regional affairs, and actively support the concept of building a community with a shared future for mankind, as well as the three major global initiatives proposed by President Xi.

    They also expressed the willingness to closely coordinate and cooperate with China to firmly safeguard free trade and the multilateral trading system, and jointly defend international equity and justice.

    During the summit, Xi and the heads of state of the Central Asian nations signed the Astana Declaration of the second China-Central Asia Summit, and a treaty on eternal good-neighborliness, friendship and cooperation.

    The meeting also announced the signing of 12 cooperation agreements regarding the Belt and Road cooperation, facilitation of personnel exchanges, green mining, trade, connectivity, industry and customs.

    At the summit, China signed multiple sister city agreements with the five Central Asian countries, thus the pairs of sister cities between the two sides have exceeded 100.

    Xi and other leaders also witnessed the inauguration of three China-Central Asia cooperation centers and a trade platform, namely the China-Central Asia poverty reduction cooperation center, the China-Central Asia education exchange cooperation center, the China-Central Asia desertification prevention and control cooperation center, as well as the China-Central Asia smooth trade cooperation platform.

    All parties also agreed that China will host the third China-Central Asia Summit in 2027.

  • MIL-OSI United Kingdom: Community Wealth Building Plans to Boost Economy

    Plans to boost the Dundee economy and support local jobs and growth by harnessing the power of Community Wealth Building are to be discussed by councillors. 

    A proposed Community Wealth Building Strategy and Action Plan maps out how the city council and key partners will look to help give people a stake in their future. 

    The strategy builds on work that has been ongoing in the city for a number of years and is designed to complement a range of existing activities that support sustainable economic growth in Dundee. 

    A report explains how Community Wealth Building uses the power and influence of major anchor partners to work collaboratively. This joint effort will maximise the economic and social power of their organisations as major employers, procurers of goods and services, financial institutions, land and property owners and economic drivers for the city. 

    Community Wealth Building would help to deliver Dundee Partnership priorities to reduce poverty and inequalities, tackle climate change and enable inclusive economic growth. The strategy covering 2025-30 is described as one of the building blocks to develop a wellbeing economy in Dundee. 

    The City Governance Committee will be told that since the council began developing its Community Wealth Building approach, the council has improved its ability to track and influence direct procurement spend.  

    In financial year 2023/24, 47% of procurement spend was in Dundee city, up 7% on last year’s figures. Dundee City Council is ranked 3rd nationally for local spend and above the national average of 30.7%.  

    Actions detailed in the strategy include working with partners to increase the amount of their procurement spend which is spent locally, and maximising local subcontractor and supplier spend from major capital programmes. 

    The document outlines how partners would use their position as major employers to promote the principles of Fair Work and continue to tackle Dundee’s low wage employment through promotion of the Real Living Wage as a practical tool to increase families’ incomes. 

    Supporting inclusive ownership is another method outlined to help grow wealth in the city. This recognises that some business models including social enterprise, cooperative or employee-owned business are better at retaining wealth within a local area.   

    The City Governance Committee is being asked to approve the strategy at its meeting on Monday June 23. 

    Depute Convener Cllr Willie Sawers said: “Community Wealth Building focuses on local people and supporting local businesses, to drive wealth back into the community. 

    “Dundee partners have made good progress so far, as can be seen by the success of our Living Wage campaign. 

    “But there is still much more we can all do to take forward this new strategy to ensure that local economic development can have the maximum impact on communities and people’s lives. 

    “This is about making the city a better place for everyone by helping to increase opportunities, reduce unemployment and address issues like deprivation and poverty, as well as the climate emergency.”

    Astana Declaration of the Second Central Asia-China Summit

    On June 17, 2025, the second Central Asia-China summit was held in Astana with the participation of the President of the Republic of Kazakhstan K.K. Tokayev, the Chairman of the People’s Republic of China Xi Jinping, the President of the Kyrgyz Republic S.N. Japarov, the President of the Republic of Tajikistan E.Rahmon, the President of Turkmenistan S.G. Berdimuhamedov and the President of the Republic of Uzbekistan Sh.M. Mirziyoyev.

    The heads of state of the Central Asia-China format, recognizing the strategic importance of the region and recognizing the importance of further deepening multilateral cooperation based on equality, mutual respect and mutual benefit, declare their commitment to further strengthening friendly relations, deepening political trust and expanding economic cooperation between the countries of Central Asia and China.

    In a friendly atmosphere, the parties summed up the results of comprehensive cooperation between the Central Asian states and China, summarized the experience of multifaceted mutually beneficial cooperation, outlined guidelines for further cooperation and stated the following.

    1. The Parties highly appreciate the results of the first Summit of Heads of State of the Central Asia-China format (May 19, 2023, Xi’an), the meeting of foreign ministers of the Central Asia-China format (December 1, 2024, Chengdu and April 26, 2025, Almaty), and also actively support the development of priority areas of cooperation at the level of heads of relevant ministries, departments and various forms of interaction.

    The Parties agree that the development of fruitful multifaceted cooperation between the Central Asian states and China meets the fundamental interests of all countries and their peoples. Against the backdrop of changes unprecedented in a century, the Parties, based on favorable prospects for the peoples of the region, confirm their desire to jointly create a closer community of common destiny for Central Asia and China.

    Based on a comprehensive review of the experience of cooperation between Central Asia and China, the Parties noted the formation of the “Central Asia-China spirit”, characterized by mutual respect, mutual trust, mutual benefit, mutual assistance and the promotion of joint modernization through high-quality development. It is important to fully develop this spirit, which is intended to serve as a basis for the development of friendship and mutually beneficial cooperation between the states of the Format.

    2. The Parties reaffirm their support for the protection of each other’s fundamental interests in the spirit of mutual understanding and respect.

    China firmly supports the development path of the Central Asian states, their efforts to safeguard their national independence, sovereignty and territorial integrity, as well as their independent foreign and domestic policies. The Central Asian states reaffirm their commitment to the one-China principle and recognize that there is only one China in the world, Taiwan is an inalienable part of Chinese territory, and the PRC government is the sole legitimate government representing the whole of China. The Central Asian states oppose “Taiwan independence” in any form and firmly support the Chinese government’s efforts to reunify the country.

    The parties reaffirmed their determination to strengthen centuries-old good-neighborliness, lasting friendship and reliable partnership, and noted the high relevance of signing a multilateral Treaty on Eternal Good-Neighborliness, Friendship and Cooperation, which will contribute to the long-term, healthy and sustainable development of relations between China and the Central Asian states.

    The Parties reaffirm their commitment to the purposes and principles of the UN Charter, including respect for the state independence, equality, sovereignty and territorial integrity of states.

    The Parties express their firm determination to uphold multilateralism, the generally recognized principles and norms of international law and international relations, promote an equal and orderly multipolar world and accessible and inclusive economic globalization, and jointly defend international justice and equality.

    The parties will make efforts to further develop fruitful, multifaceted interaction within the framework of strengthening cooperation in various areas of the “Central Asia – China” format.

    3. The heads of state of the participating countries of the Secretariat of the Central Asia-China format note the important role of the Secretariat of the Central Asia-China format in implementing the initiatives and tasks set by the heads of state, and also expressed their readiness to fully support the work of the Secretariat and provide it with favorable conditions and guarantees for development.

    The Heads of State of the participating States of the Secretariat of the Central Asia-China format, on the basis of consensus, welcome the assumption of office of Secretary-General Sun Weidong from 1 May 2025.

    4. The Parties confirm their commitment to strengthening the central role of the UN in ensuring international peace, security and sustainable development, disseminating universal human values – peace, development, justice, equality, democracy and freedom, and oppose attempts to politicize human rights issues. In this regard, they agreed to co-author the UN General Assembly resolution “On world unity for a just peace, harmony and development.”

    The parties confirm their commitment to strengthening political dialogue and cooperation within the UN and other international organizations, exchanging views and coordinating positions on current regional and international issues.

    The Parties welcome the proclamation of 2025 as the “International Year of Peace and Trust” in accordance with UN General Assembly Resolution No. 78/266 of 21 March 2024 and the holding of the “International Forum for Peace and Trust” in 2025 in Ashgabat.

    The parties welcomed the UN General Assembly Resolution declaring Central Asia a “Zone of Peace, Trust and Cooperation,” adopted at the initiative of Turkmenistan.

    The parties also welcome the adoption by the UN General Assembly of the Resolution “Permanent Neutrality of Turkmenistan”, dedicated to the 30th anniversary of the status of permanent neutrality of Turkmenistan.

    The Parties note the importance of developing a Global Security Strategy based on UN principles and generally recognized principles and norms of international law, taking into account current realities and trends in global inequality.

    The Parties reaffirm their strong commitment to the principles and objectives of international humanitarian law and highly appreciate the efforts of Kazakhstan and China as co-initiators of the Global Initiative to Strengthen Political Commitment to International Humanitarian Law. The Parties take note of the Global Initiative aimed at strengthening the principles of humanity and creating conditions conducive to achieving peace and breaking the endless cycle of violence in armed conflicts.

    The parties participating in the SCO support China’s chairmanship of the SCO in 2024-2025 and are ready to provide all possible assistance in the successful holding of the SCO Summit in Tianjin.

    5. The parties highly value the “One Belt, One Road” initiative and will continue to increase work to align this initiative with their national development strategies for the Central Asian states.

    6. The Parties shall make efforts to strengthen the multilateral trading system based on WTO rules, support the adaptation of international trade rules to the changing world, and promote the liberalization and simplification of trade and investment procedures.

    The Parties reaffirm the importance of intensifying the WTO discussion on development issues and emphasize the need to support open, inclusive, sustainable, resilient, diversified and secure global supply chains.

    WTO member states also support the aspirations of Turkmenistan and Uzbekistan to join the WTO.

    The interested parties intend to develop cooperation in six priority areas, including unimpeded trade, industry, investment, infrastructure connectivity, green subsoil use and agricultural modernization, and simplification of mutual travel for citizens.

    The parties note the significant potential for trade and economic cooperation between the countries of the Format, express their readiness to use the role of the meeting of ministers of economy and trade “Central Asia – China”, promote high-quality development of trade, promote diversification of trade structure and simplification of trade procedures, update agreements on the promotion and mutual protection of investments between the countries of Central Asia and China, reveal the potential of the working group on unimpeded trade, the Roundtable on Digital Trade and the mechanism “Dialogue on Cooperation in the Field of Electronic Commerce”, as well as intensify interaction in new industries.

    The parties intend to strengthen investment and industrial cooperation in the field of “green” minerals, alternative energy sources and infrastructure projects, as well as in ensuring the stable and uninterrupted operation of the production chain in the region. The parties expressed interest in strengthening exchanges and cooperation in housing and communal construction, increasing the interconnectivity of digital and green infrastructure, and jointly developing cooperation in the field of infrastructure and engineering construction.

    The parties will continue their efforts to increase the contribution of the Central Asian states and China to ensuring international energy and food security, to develop international transport and logistics routes, and to prevent disruptions in the supply of key products.

    The parties intend to expand the possibilities of transport corridors and cargo containerization in every possible way to simplify transportation as much as possible, strengthen cooperation in the framework of container train movement along the China-Europe route through Central Asia, develop transit and logistics potential, and promote joint projects that serve the interests of the states in the region.

    The parties welcome the start of the implementation of the China-Kyrgyzstan-Uzbekistan railway project, which is of great importance for the Central Asian region and China.

    The Parties are interested in the active use of the Turkmenbashi International Sea Port and the Aktau International Sea Trade Port by large transport and logistics companies of the Parties when transporting goods.

    The parties, with the active participation of multimodal operators and based on geographical location, are developing a logistics mechanism for the railway, automobile and maritime industries in order to develop regular container transportation to expand the export of goods from Central Asian countries and further to world markets.

    The parties welcomed the holding of the Third UN Conference on Landlocked Developing Countries (LLDC 3) in Turkmenistan in 2025.

    The Parties support raising the level of favourable conditions for international road transport by digitalising permits for international road transport and jointly increasing the exchange of experience and cooperation in the field of sustainable transport.

    The parties noted the importance of the established Central Asia-China Business Council and expressed their readiness to support trade promotion agencies, chambers of commerce and interested organizations in strengthening cooperation in the areas of trade and investment in order to make a greater contribution to the development of trade and economic cooperation between the Central Asian states and China.

    The parties noted the important role of the Central Asia-China Industrial and Investment Cooperation Forum in promoting investment cooperation between the Central Asian states and China, expanding industrial cooperation, and ensuring the stability and efficiency of production and supply chains.

    The parties highly appreciate the mechanism of the meeting of heads of customs services within the framework of the “Central Asia-China” format, are ready to expand the exchange of experience and mutual cooperation in the implementation of the “Smart Customs, Smart Borders and Smart Communications” project, effectively promote practical cooperation in the field of interconnection of relevant services within the framework of the work of checkpoints, “single window”, risk management, simplification of customs procedures, mutual assistance in customs matters.

    7. The Parties believe that building and expanding scientific and technological partnerships and continuously deepening scientific and technological cooperation based on complementary advantages and mutual benefits are of great importance.

    The parties are ready to further intensify the dialogue on scientific and technological development, regularly exchange information on national strategies, priority areas and programs for scientific and technological development, share development experience, and support the holding of the China (XUAR)-Central Asia Cooperation Forum on Scientific and Technological Innovation.

    The parties will actively support exchanges between research institutes and employees, the establishment of a network of partner institutes for the implementation of joint and exemplary projects on the application of technologies, and the creation of platforms for interaction on this basis.

    The Parties support efforts to transfer technology and implement scientific and technological achievements in order to promote economic and social development through scientific and technological innovation.

    The parties shall strengthen cooperation in the field of science and technology, including the exchange of best practices.

    China welcomes the participation of the Parties in the Group of Friends of International Cooperation on AI Capacity Building. The Parties are willing to jointly promote the implementation of the UN General Assembly Resolution on Strengthening International Cooperation on AI Capacity Building.

    The parties noted the importance of the draft UN General Assembly Resolution “The Role of Artificial Intelligence in Creating New Opportunities for Socioeconomic Development and Acceleration of the Achievement of the SDGs in Central Asia,” initiated by Tajikistan.

    8. The Parties express their readiness to utilize the potential of cooperation in the field of agriculture, including promoting investment in agriculture, industry interaction and cooperation in the field of trade in agricultural products. The Chinese side welcomes the active promotion of agricultural products of Central Asian countries, including through such important exhibitions as the China International Import Expo in Shanghai.

    The parties will intensify efforts in the development of “smart” agriculture, exchange of experience in the implementation of water-saving, green and other highly efficient technologies, as well as best practices in this area.

    The parties agreed to intensify the exchange of technologies and specialists in the field of melioration of arid, saline and alkaline soils, water-saving irrigation, pest control, livestock farming and veterinary medicine, and to strengthen the stress resistance of the agricultural sector with the aim of its sustainable development.

    The Parties reaffirm the need for concerted efforts to ensure food security in the context of a changing climate, and also note the importance of farming in the most environmentally friendly ways that support biodiversity and make efficient use of land resources.

    The parties welcomed the UN General Assembly Resolution “Central Asia Facing Environmental Challenges: Strengthening Regional Solidarity for Sustainable Development and Prosperity”, adopted at the initiative of the Republic of Uzbekistan, which confirms that climate change is one of the most complex problems of our time and creates serious difficulties on the path to sustainable development of all countries.

    The parties also welcomed the UN General Assembly Resolutions “Promoting sustainable forest management, including afforestation and reforestation, on degraded lands, including in drylands, as an effective solution to environmental problems” and “The United Nations Decade of Afforestation and Reforestation in accordance with the Principles of Sustainable Forest Management (2027-2036)”, adopted at the initiative of the Republic of Uzbekistan.

    The parties note the importance of consolidating efforts to improve policies in the area of poverty reduction, increasing employment and incomes of the population and creating jobs. The parties expressed their readiness to intensify cooperation in this area by implementing effective social support programs for the population, exchanging specialists and modern methodologies.

    9. The parties support the establishment of a Central Asia-China partnership on energy development, strengthening cooperation along the entire industrial chain, further expanding cooperation in traditional energy sources, including oil, natural gas and coal, strengthening cooperation in hydropower, solar, wind, hydrogen and other environmentally friendly energy sources, deepening cooperation in the peaceful use of nuclear energy, implementing projects using green technologies and clean energy sources, and implementing the concept of innovative, coordinated, green, open and common development.

    The Parties highlight cooperation in the energy sector as an important component of sustainable development of the region. The Parties express their readiness to continue deepening energy cooperation for the purpose of joint high-quality development of the energy industry of all countries in the spirit of mutually beneficial cooperation and taking into account the interests of the Parties.

    10. The interested parties support further expansion of cooperation between China and the Central Asian states along the entire industrial chain of development and use of mineral resources. The Parties will explore the possibility, within the framework of the current legislation of the Parties, of conducting joint work on geological research, exploration of mineral resources and the development of green subsoil use.

    11. The Parties confirm their readiness to hold joint events in such areas as culture, cultural heritage and tourism. The Parties also intend to expand youth exchange mechanisms, develop cooperation in conducting joint archaeological expeditions, research into the history and heritage of the Great Silk Road, preserving and restoring cultural heritage, museum exchanges, and searching for and returning missing and stolen cultural valuables.

    The parties highly appreciated the successful holding of the International High-Level Conference on Glacier Conservation, as well as the documents adopted following the results of this conference (Dushanbe, May 29-31, 2025).

    The parties also welcomed the decision of the UNESCO General Conference to hold its 43rd session in Samarkand in 2025. This event will be an important step in advancing UNESCO’s global agenda and promoting international dialogue in the field of cultural, educational and scientific cooperation.

    The Parties will support the holding of youth festivals, forums and sports competitions, including the organization of the World Nomad Games in 2026, initiated by the Kyrgyz Republic, as a unique event that promotes traditional sports and cultural diversity.

    Interested parties will continue their efforts to mutually establish cultural centers.

    The parties support the joint practice of declaring cultural and tourist capitals in the “Central Asia-China” format.

    The parties highly appreciate the successful holding of the first meeting of education ministers in the “Central Asia – China” format.

    The parties support cooperation between higher education institutions and businesses, the integration of production and education, and the acceleration of the implementation of international cooperation projects in vocational training, including within the framework of the Lu Ban Workshop.

    The Parties support joint scientific research by higher education institutions in such areas as energy, agriculture, medicine and healthcare, and artificial intelligence. The Parties support the establishment of Confucius Institutes and the teaching of the Chinese language in Central Asian countries.

    The parties highly appreciate the establishment by China of the Central Asia-China Poverty Alleviation Cooperation Center, the Central Asia-China Education Exchange and Cooperation Center, the Central Asia-China Desertification Cooperation Center, and the Central Asia-China Unimpeded Trade Cooperation Platform.

    The parties noted the initiative of the Republic of Kazakhstan to create a Global Coalition on Primary Health Care, the purpose of which is to support the fundamental reorientation of health systems towards primary health care throughout the world.

    12. The Parties reaffirmed their commitment to the UN Framework Convention on Climate Change and the Paris Agreement, which are the main platform and legal basis for the international community to make joint efforts to combat climate change, and emphasized the need to comply with the goals, principles and institutional framework enshrined in the Framework Convention and the Paris Agreement, in particular the principle of common but differentiated responsibilities, and to promote the full and effective implementation of the provisions of the Framework Convention and the Paris Agreement with an emphasis on the formation of a fair, rational, cooperative and generally beneficial global climate governance system.

    The parties expressed their readiness to hold dialogues within the framework of the “Central Asia – China” format to study the issue of developing and implementing measures to preserve biological diversity and adapt to climate change.

    The parties noted the importance of implementing the Resolution adopted at the 77th session of the UN General Assembly “Sustainable Mountain Development”, which declared 2023-2027 the “Five Years of Action for Mountain Development”, in order to strengthen international cooperation on the mountain agenda and its further effective implementation.

    The parties welcomed the initiatives of the Kyrgyz side aimed at promoting the issues of the mountain agenda and climate change, as well as the holding of the “High-Level Dialogue: Advancing the Mountain Agenda and Mainstreaming the Theme of Mountains and Climate Change” on the sidelines of COP-29 on November 13, 2024 in Baku, and expressed their readiness to explore the possibility of joining the “Declaration on Climate Change, Mountains and Glaciers” initiated by the Kyrgyz side, presented during the said Dialogue.

    The parties took into account the proposal of the Tajik side to create transboundary specially protected natural areas, transboundary corridors and buffer zones for the conservation of individual species of fauna, the restoration and maintenance of populations of rare endangered and migratory species of animals, as well as the exchange of relevant experience and technologies.

    The parties welcomed the accession of Uzbekistan and Kazakhstan to the Mountain Partnership Negotiating Group, representing the interests of mountain countries on the basis of the UNFCCC.

    The Parties welcome the successful holding of the International Conference “Global Mountain Dialogue for Sustainable Development” in Bishkek on 24-25 April 2025, and also support the holding of the World Mountain Youth Festival (August 2025) and the Second Global Mountain Summit “Bishkek 25” (2027) in the Kyrgyz Republic.

    The parties welcome the initiative to open a regional climate technology center for Central Asia under the auspices of the UN in Ashgabat as a platform for the transfer of technologies for adaptation to climate change and mitigation of its consequences.

    The parties noted the significance of the results of the First Climate Forum, held in Samarkand on April 4-5, 2025, as an important step towards deepening regional dialogue and coordinating approaches to the climate agenda.

    The Parties welcome the successful holding of the Central Asian Climate Change Conference 2025 in Ashgabat in May 2025 on the theme “Achieving the global goal on climate finance through regional and national actions in Central Asia”.

    The parties support the holding of the Regional Climate Summit in Kazakhstan in 2026 under the auspices of the UN, which will give new impetus to climate action in Central Asia and consolidate the climate efforts of the countries of the region.

    In this regard, the Parties call for exploring ways of cooperation within the framework of the Project Office for Central Asia on Climate Change and Green Energy, whose work is aimed at accelerating the climate transition in Central Asia through support for policies, innovation and partnership.

    13. The Parties believe that stability, development and prosperity in Central Asia meet the common interests of the peoples not only of the six countries, but of the entire world community.

    While strongly condemning terrorism, separatism and extremism in all their forms and manifestations, the Parties expressed their readiness to work together to combat the “three forces of evil”, in particular the cross-border movement of terrorist groups, illegal drug trafficking, transnational organized crime and cybercrime, to ensure the stable and successful progress of cooperation projects and to jointly counteract security threats.

    The parties consider the platform for dialogue on security within the framework of the Dushanbe process on combating terrorism, as well as the initiative put forward by Tajikistan “Decade of Strengthening Peace for Future Generations”, to be important.

    The parties will take joint measures to strengthen cooperation in the field of environmental protection, prevention of large-scale disasters and crises, joint response to the epidemiological situation, as well as in other relevant areas of security.

    The parties confirmed the importance of UN General Assembly Resolution 72/283 of 22 June 2018 on strengthening regional and international cooperation to ensure peace, stability and sustainable development in Central Asia, adopted at the initiative of Uzbekistan.

    The parties welcomed the UN General Assembly Resolution “Readiness of Central Asian countries to act as a united front and cooperate to effectively address and eliminate drug-related problems,” adopted at the initiative of Uzbekistan.

    The parties noted the need to strengthen cybersecurity in the region against the backdrop of the rapid development of information technology and artificial intelligence. The parties intend to use the infrastructure of IT parks in Central Asian countries to implement innovations, launch startups, conduct joint projects and exchange experiences.

    The parties expressed their readiness to regularly exchange information, as well as to apply best practices and advanced experience aimed at ensuring the stable functioning of the information infrastructure in the region.

    The parties are ready, together with the international community, to continue to provide assistance to the people of Afghanistan in maintaining peace and stability, restoring social infrastructure, and integrating into the regional and global economic system.

    The Parties support and advocate the development of Afghanistan as a peaceful, stable, prosperous country free from terrorism and drugs.

    The Parties reaffirm their commitment to actively participate in the Doha process under the auspices of the UN and welcome the efforts in this area undertaken by UNAMA and the UN Office on Drugs and Crime.

    The parties welcomed the inclusion of the regional humanitarian logistics centre in Termez, Republic of Uzbekistan, into the UNHCR global network of warehouses for emergency humanitarian response, which will strengthen the ability of the international community to quickly deliver essential supplies to internally displaced persons around the world.

    The Parties highly appreciate the efforts of Kazakhstan to institutionalize the initiative to establish in Almaty the UN Regional Centre for Sustainable Development Goals for Central Asia and Afghanistan with the aim of accelerating the achievement of the SDGs in the region and addressing development challenges in Afghanistan, and also welcome the efforts of the Government of Tajikistan to provide its logistical capabilities for the delivery of international humanitarian aid to the people of Afghanistan.

    The Parties welcomed Turkmenistan’s efforts to create appropriate conditions for the transportation of goods to/from Afghanistan, as well as humanitarian aid through its territory. In this regard, the Parties highly appreciated the commissioning of the Serhetabat-Turgundi and Kerki-Imamnazar railway links, as well as the start of work on the construction of a warehouse complex in the dry port of the Turgundi railway station.

    The Parties note the need for joint efforts in combating the illegal trafficking of drugs and their precursors, the problem of the spread of new psychoactive substances, including through the use of new technologies and means for these purposes, and consideration of the possibility of developing a Joint Anti-Drug Action Plan with the participation of the United Nations Office on Drugs and Crime.

    14. The Parties are ready to actively cooperate within the framework of the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and, through joint efforts, accelerate the implementation of the UN Agenda for Sustainable Development, ensure peace and security in the region and throughout the world, and promote the exchange and mutual enrichment of civilizations.

    The Parties express their readiness to jointly hold relevant events based on the Resolution of the International Day of Dialogue among Civilizations adopted by the UN General Assembly, and to jointly promote the exchange and mutual enrichment of civilizations.

    The Parties support the development of a peaceful, open, secure, cooperative and orderly cyberspace within the framework of the Global Data Security Initiative, emphasize the importance of jointly promoting the Central Asia-China Digital Data Security Cooperation Initiative, deepening practical cooperation in the field of ensuring international information security, jointly combating cybercrime and cyberterrorism, emphasize the key role of the UN in countering threats in the information space, in particular relevant rules in the field of data security, support the development within the UN of universal rules of responsible behavior of states in the information space, call on the international community to sign as soon as possible the UN Comprehensive Convention on Countering the Use of Information and Communication Technologies for Criminal Purposes, approved by UN General Assembly Resolution 79/243 of December 24, 2024.

    The Parties emphasize the significant role of the Treaty on a Nuclear-Weapon-Free Zone in Central Asia in strengthening the global nuclear non-proliferation regime. In this regard, the Parties note the need for further development of cooperation between countries within the framework of the Treaty, as well as the establishment of interaction with other regional nuclear-weapon-free zones in the world.

    The parties note the importance of expanding cooperation in the field of biological safety.

    The parties noted Kazakhstan’s efforts to establish the UNESCAP Digital Solutions Centre for Sustainable Development in the Asia-Pacific region.

    15. The Parties declare that, starting from the Second Central Asia-China Summit, they will hold thematic years every two years, with 2025-2026 being declared the “Years of High-Quality Development of Central Asia-China Cooperation”.

    16. The parties express their gratitude to the Kazakh side for the high level of organization of the second Central Asia-China summit.

    The parties decided to hold the third Central Asia-China summit in 2027 in China.

    Your Excellency President Kassym-Jomart Tokayev,

    Distinguished Colleagues,

    Friends,

    I am delighted to join you at the second China-Central Asia Summit in the beautiful city of Astana. I’d like to thank President Tokayev and the government of Kazakhstan for the gracious hospitality and thoughtful arrangement.

    During our meeting in Xi’an two years ago, we jointly outlined the Xi’an Vision for China-Central Asia cooperation. The six pomegranate trees we planted together are in full bloom today, auguring the vitality of the cooperation among the six nations.

    Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation. Our trade has grown by 35 percent, and we have made important progress in industrial investment, green mining, technological innovation, and other fields of cooperation. The package of projects with Chinese financial support are well underway. While more and more Chinese new energy vehicles and photovoltaic products are entering Central Asian markets, Central Asian agricultural products, including honey, fruits, wheat and poultry, are diversifying the dinner tables of Chinese families.

    Two years on, the China-Kyrgyzstan-Uzbekistan railway project has been officially launched. We are making steady progress in planning for the third railway link between China and Kazakhstan, in phase-II restoration of the China-Tajikistan highway, and in China-Turkmenistan energy cooperation. Freight train services are connecting more and more Chinese cities to Central Asia. The Trans-Caspian International Transport Route has been upgraded and expanded. Green industries, digital economy, artificial intelligence, aviation and space are becoming new drivers of our cooperation. Cross-border e-commerce, online education, and other new business models are benefiting more and more people in China and Central Asia.

    Two years on, China and Central Asian countries have made progress in establishing cultural centers in each other as well as in opening branches of Chinese universities and Luban Workshops. China has made mutual visa-free arrangements with Kazakhstan and Uzbekistan, facilitating more than 1.2 million travels between China and Kazakhstan alone in 2024. Tourism and culture years and art festivals of Central Asian countries are very popular in China. Chinese films and TV dramas, such as Min-Ning Town and To the Wonder, have become great hits in Central Asia. The China-Central Asia train services for cultural tourism have been successfully inaugurated. And today, we will witness the number of sister cities between China and Central Asia reach the milestone of 100 pairs.

    Two years on, we have launched 13 ministerial cooperation platforms under the China-Central Asia mechanism. The Secretariat is fully functioning, and the core framework of the mechanism is largely in place.

    I am pleased to see that our consensus at the first Summit has been implemented across the board — from the millennium-old Xi’an to Astana “the pearl of the steppe,” from the coast of the Yellow Sea to the shores of the Caspian Sea, from the Tianshan Mountain Range to the Pamir Plateau. The path of our cooperation is steadily widening, and our friendship is blooming ever more brightly.

    Our cooperation is rooted in more than 2,000 years of friendly exchanges, cemented by solidarity and mutual trust cultivated through more than three decades of diplomatic ties, and taken forward via openness and win-win cooperation of the new era. Building on our collective efforts over the years, we have forged a China-Central Asia Spirit of “mutual respect, mutual trust, mutual benefit, and mutual assistance for the joint pursuit of modernization through high-quality development.”

    — We practice mutual respect and treat each other as equals. All countries, big or small, are equal. We handle issues through consultation and make decisions by consensus.

    — We seek to deepen mutual trust and enhance mutual support. We firmly support each other in safeguarding independence, sovereignty, territorial integrity, and national dignity. We do not do anything harmful to the core interests of any party.

    — We pursue mutual benefit and win-win cooperation and strive for common development. We view each other as priority partners, and share development opportunities together. We accommodate each other’s interests, and work to build a win-win and symbiotic relationship.

    — We help each other in time of need and stand together through thick and thin. We support each other in choosing development paths suitable to our respective national conditions and in taking domestic matters into our own hands. We work together to address various risks and challenges, and uphold regional security and stability.

    This China-Central Asia Spirit is an important guideline for our endeavor to carry forward friendship and cooperation from generation to generation. We should always uphold it and let it shine forever.

    Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility. A strong belief in fairness and justice and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development. There is no winner in tariff wars or trade wars. Unilateralism, protectionism and hegemonism will surely backfire while hurting others.

    I always maintain that history should move forward, not backward; and the world should be united, not divided. Humanity must not regress to the law of the jungle. Instead, we should build a community with a shared future for mankind.

    Three years ago, we announced together that we would build a China-Central Asia community with a shared future, setting out the goal and direction of our six nations in building consensus, overcoming challenges and pursuing development. We should act on the China-Central Asia Spirit, enhance cooperation with renewed vigor and more practical measures, promote high-quality development of the Belt and Road Initiative, and forge ahead toward our goal of a community with a shared future for the region.

    First, we should stay committed to our fundamental goal of unity, and always trust and support each other. China consistently takes Central Asia as a priority in its neighborhood diplomacy. With a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity. We always wish our neighbors well.

    Today, we will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law. This is a new landmark in the history of the relations between our six countries and a pioneering initiative in China’s diplomatic engagement with its neighbors. It is a milestone for today and a foundation for tomorrow.

    Second, we should optimize our cooperation framework to make it more results-oriented, more efficient, and more deeply integrated. We have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation. We should focus our cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, and roll out more projects on the ground. We should do our best to get early harvests as soon as possible.

    China is ready to share with Central Asian countries development experience and latest technological advances, promote connectivity in digital infrastructure, enhance cooperation on artificial intelligence, and foster new quality productive forces.

    In order to promote relevant cooperation, China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework. China will provide a grant of RMB 1.5 billion yuan to Central Asian countries this year to be used in livelihood and development projects high on their agenda. China will also provide 3,000 training opportunities to Central Asian countries in the next two years.

    Third, we should develop a security framework for peace, tranquility and solidarity. We should step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in our region.

    China supports Central Asian countries in modernizing their national defense, law enforcement and security capacities. We will do our best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity. We will launch more Safe City projects, and conduct more joint exercises and joint training cooperation.

    Afghanistan is our close neighbor. We should strengthen coordination to help the country boost its development capacity and achieve peace, stability, reconstruction and development at an early date.

    Fourth, we should cement the bonds of shared vision, mutual understanding and mutual affection between our peoples. China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and share experience in green development, poverty reduction and anti-corruption.

    China is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia, and launch new majors in Central Asian languages in Chinese universities. We will continue to carry out effectively the “China-Central Asia technology and skills improvement scheme” to train more high-caliber talent for Central Asian countries.

    China supports deepening subnational cooperation with Central Asia. We will make good use of sister-city relations and people-to-people exchanges to nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

    I hope that the travel-facilitation measures we adopt today will be implemented as soon as possible to help our people visit each other more conveniently, efficiently and frequently like relatives, and in the course help them become ever closer to each other.

    Fifth, we should uphold a fair and equitable international order and an equal and orderly world structure. China supports Central Asian countries in playing a bigger role in international affairs. We stand ready to work with all parties to defend international fairness and justice, oppose hegemonism and power politics, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

    This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations. In the strenuous times of war, Chinese and Central Asian peoples supported each other through adversity, and jointly made important contributions to the cause of justice of humanity. We should promote the correct view of history, defend the fruits of the victory of World War II, uphold the UN-centered international system, and provide more stability and certainty for world peace and development.

    When meeting with former chairman of the Chinese Kuomintang party Ma Ying-jeou on Tuesday, a mainland official urged the two sides of the Taiwan Strait to take part in, work for and benefit from Chinese modernization.

    Song Tao, head of both the Taiwan Work Office of the Communist Party of China (CPC) Central Committee and the Taiwan Affairs Office of the State Council, met with Ma, who is leading a delegation of young people from Taiwan, in Ningde City, east China’s Fujian Province.

    Song called on people on both sides of the Strait, all of whom are Chinese, to uphold the one-China principle and the 1992 Consensus, firmly oppose “Taiwan independence” separatism and external interference, and promote cross-Strait exchange and cooperation.

    He also urged people to work together to maintain peace and stability in the Strait, advance the process of reunification, and pursue national rejuvenation.

    Ma noted that when the two sides of the Strait work together, they both benefit, but when they drift apart, both suffer.

    Stressing that people across the Strait yearn for peace and cooperation, Ma said that by upholding the 1992 Consensus and opposing “Taiwan independence,” the two sides can stride forward hand in hand to jointly forge a bright future.

    Before the meeting, Ma and the other members of the delegation visited Xiadang, a model township of poverty alleviation, as well as the premises of leading battery manufacturer CATL.

    While working in Fujian, General Secretary of the CPC Central Committee Xi Jinping made three arduous trips to Xiadang, in a bid to lift the town out of poverty.

    Ma said that General Secretary Xi has led nearly 100 million people out of poverty on the mainland, which is a rare achievement in history and around the world, and a historic contribution to the Chinese nation. This achievement is truly admirable and touching, Ma noted.

  • MIL-OSI Global: US and Iran have a long, complicated history, spanning far beyond Israel’s strikes on Tehran

    Relations between the United States and Iran have been fraught for decades – at least since the U.S. helped overthrow a democracy-minded prime minister, Mohammed Mossadegh, in August 1953. The U.S. then supported the long, repressive reign of the Shah of Iran, whose security services brutalized Iranian citizens for decades.

    The two countries have been particularly hostile to each other since Iranian students took over the U.S. Embassy in Tehran in November 1979, resulting in economic sanctions and the severing of formal diplomatic relations between the nations.

    Since 1984, the U.S. State Department has listed Iran as a “state sponsor of terrorism,” alleging the Iranian government provides terrorists with training, money and weapons.

    Some of the major events in U.S.-Iran relations highlight the differences between the nations’ views, but others arguably presented real opportunities for reconciliation.

    1953: US overthrows Mossadegh

    In 1951, the Iranian Parliament chose a new prime minister, Mossadegh, who then led lawmakers to vote in favor of taking over the Anglo-Iranian Oil Company, expelling the company’s British owners and saying they wanted to turn oil profits into investments in the Iranian people. The U.S. feared disruption in the global oil supply and worried about Iran falling prey to Soviet influence. The British feared the loss of cheap Iranian oil.

    President Dwight Eisenhower decided it was best for the U.S. and the U.K. to get rid of Mossadegh. Operation Ajax, a joint CIA-British operation, convinced the Shah of Iran, the country’s monarch, to dismiss Mossadegh and drive him from office by force. Mossadegh was replaced by a much more Western-friendly prime minister, handpicked by the CIA.

    1979: Revolutionaries oust the shah, take hostages

    After more than 25 years of relative stability in U.S.-Iran relations, the Iranian public had grown unhappy with the social and economic conditions that developed under the dictatorial rule of Shah Mohammad Reza Pahlavi.

    Pahlavi enriched himself and used American aid to fund the military while many Iranians lived in poverty. Dissent was often violently quashed by SAVAK, the shah’s security service. In January 1979, the shah left Iran, ostensibly to seek cancer treatment. Two weeks later, Ayatollah Ruhollah Khomeini returned from exile in Iraq and led a drive to abolish the monarchy and proclaim an Islamic government.

    In October 1979, President Jimmy Carter agreed to allow the shah to come to the U.S. to seek advanced medical treatment. Outraged Iranian students stormed the U.S. Embassy in Tehran on Nov. 4, taking 52 Americans hostage. That convinced Carter to sever U.S. diplomatic relations with Iran on April 7, 1980.

    Two weeks later, the U.S. military launched a mission to rescue the hostages, but it failed, with aircraft crashes killing eight U.S. servicemembers.

    The shah died in Egypt in July 1980, but the hostages weren’t released until Jan. 20, 1981, after 444 days of captivity.

    1980-1988: US tacitly sides with Iraq

    In September 1980, Iraq invaded Iran, an escalation of the two countries’ regional rivalry and religious differences: Iraq was governed by Sunni Muslims but had a Shia Muslim majority population; Iran was led and populated mostly by Shiites.

    The U.S. was concerned that the conflict would limit the flow of Middle Eastern oil and wanted to ensure the conflict didn’t affect its close ally, Saudi Arabia.

    The U.S. supported Iraqi leader Saddam Hussein in his fight against the anti-American Iranian regime. As a result, the U.S. mostly turned a blind eye toward Iraq’s use of chemical weapons against Iran.

    U.S. officials moderated their usual opposition to those illegal and inhumane weapons because the U.S. State Department did not “wish to play into Iran’s hands by fueling its propaganda against Iraq.” In 1988, the war ended in a stalemate. More than 500,000 military and 100,000 civilians died.

    1981-1986: US secretly sells weapons to Iran

    The U.S. imposed an arms embargo after Iran was designated a state sponsor of terrorism in 1984. That left the Iranian military, in the middle of its war with Iraq, desperate for weapons and aircraft and vehicle parts to keep fighting.

    The Reagan administration decided that the embargo would likely push Iran to seek support from the Soviet Union, the U.S.’s Cold War rival. Rather than formally end the embargo, U.S. officials agreed to secretly sell weapons to Iran starting in 1981.

    The last shipment, of anti-tank missiles, was in October 1986. In November 1986, a Lebanese magazine exposed the deal. That revelation sparked the Iran-Contra scandal in the U.S., with Reagan’s officials found to have collected money from Iran for the weapons and illegally sent those funds to anti-socialist rebels – the Contras – in Nicaragua.

    1988: US Navy shoots down Iran Air flight 655

    On the morning of July 8, 1988, the USS Vincennes, a guided missile cruiser patrolling in the international waters of the Persian Gulf, entered Iranian territorial waters while in a skirmish with Iranian gunboats.

    Either during or just after that exchange of gunfire, the Vincennes crew mistook a passing civilian Airbus passenger jet for an Iranian F-14 fighter. They shot it down, killing all 290 people aboard.

    The U.S. called it a “tragic and regrettable accident,” but Iran believed the plane’s downing was intentional. In 1996, the U.S. agreed to pay US$131.8 million in compensation to Iran.

    1997-1998: The US seeks contact

    In August 1997, a moderate reformer, Mohammad Khatami, won Iran’s presidential election.

    U.S. President Bill Clinton sensed an opportunity. He sent a message to Tehran through the Swiss ambassador there, proposing direct government-to-government talks.

    Shortly thereafter, in early January 1998, Khatami gave an interview to CNN in which he expressed “respect for the great American people,” denounced terrorism and recommended an “exchange of professors, writers, scholars, artists, journalists and tourists” between the United States and Iran.

    However, Supreme Leader Ayatollah Ali Khamenei didn’t agree, so not much came of the mutual overtures as Clinton’s time in office came to an end.

    In his 2002 State of the Union address, President George W. Bush characterized Iran, Iraq and North Korea as constituting an “Axis of Evil” supporting terrorism and pursuing weapons of mass destruction, straining relations even further.

    2002: Iran’s nuclear program raises alarm

    In August 2002, an exiled rebel group announced that Iran had been secretly working on nuclear weapons at two installations that had not previously been publicly revealed.

    That was a violation of the terms of the Nuclear Nonproliferation Treaty, which Iran had signed, requiring countries to disclose their nuclear-related facilities to international inspectors.

    One of those formerly secret locations, Natanz, housed centrifuges for enriching uranium, which could be used in civilian nuclear reactors or enriched further for weapons.

    Starting in roughly 2005, U.S. and Israeli government cyberattackers together reportedly targeted the Natanz centrifuges with a custom-made piece of malicious software that became known as Stuxnet.

    That effort, which slowed down Iran’s nuclear program was one of many U.S. and international attempts – mostly unsuccessful – to curtail Iran’s progress toward building a nuclear bomb.

    2003: Iran writes to Bush administration

    In May 2003, senior Iranian officials quietly contacted the State Department through the Swiss embassy in Iran, seeking “a dialogue ‘in mutual respect,’” addressing four big issues: nuclear weapons, terrorism, Palestinian resistance and stability in Iraq.

    Hardliners in the Bush administration weren’t interested in any major reconciliation, though Secretary of State Colin Powell favored dialogue and other officials had met with Iran about al-Qaida.

    When Iranian hardliner Mahmoud Ahmadinejad was elected president of Iran in 2005, the opportunity died. The following year, Ahmadinejad made his own overture to Washington in an 18-page letter to President Bush. The letter was widely dismissed; a senior State Department official told me in profane terms that it amounted to nothing.

    2015: Iran nuclear deal signed

    After a decade of unsuccessful attempts to rein in Iran’s nuclear ambitions, the Obama administration undertook a direct diplomatic approach beginning in 2013.

    Two years of secret, direct negotiations initially bilaterally between the U.S. and Iran and later with other nuclear powers culminated in the Joint Comprehensive Plan of Action, often called the Iran nuclear deal.

    Iran, the U.S., China, France, Germany, Russia and the United Kingdom signed the deal in 2015. It severely limited Iran’s capacity to enrich uranium and mandated that international inspectors monitor and enforce Iran’s compliance with the agreement.

    In return, Iran was granted relief from international and U.S. economic sanctions. Though the inspectors regularly certified that Iran was abiding by the agreement’s terms, President Donald Trump withdrew from the agreement in May 2018.

    2020: US drones kill Iranian Maj. Gen. Qassem Soleimani

    On Jan. 3, 2020, an American drone fired a missile that killed Maj. Gen. Qassem Soleimani, the leader of Iran’s elite Quds Force. Analysts considered Soleimani the second most powerful man in Iran, after Supreme Leader Ayatollah Khamenei.

    At the time, the Trump administration asserted that Soleimani was directing an imminent attack against U.S. assets in the region, but officials have not provided clear evidence to support that claim.

    Iran responded by launching ballistic missiles that hit two American bases in Iraq.

    2023: The Oct. 7 attacks on Israel

    Hamas’ brazen attack on Israel on Oct. 7, 2023, provoked a fearsome militarized response from Israel that continues today and served to severely weaken Iran’s proxies in the region, especially Hamas – the perpetrator of the attacks – and Hezbollah in Lebanon.

    2025: Trump 2.0 and Iran

    Trump saw an opportunity to forge a new nuclear deal with Iran and to pursue other business deals with Tehran. Once inaugurated for his second term, Trump appointed Steve Witkoff, a real estate investor who is the president’s friend, to serve as special envoy for the Middle East and to lead negotiations.

    Negotiations for a nuclear deal between Washington and Tehran began in April, but the countries did not reach a deal. They were planning a new round of talks when Israel struck Iran with a series of airstrikes on June 13, forcing the White House to reconsider is position.

    ASTANA, June 17 — Chinese President Xi Jinping on Tuesday called on China and Central Asian countries to promote high-quality Belt and Road cooperation and forge ahead toward the goal of building a China-Central Asia community with a shared future under the guidance of the China-Central Asia Spirit.

    Xi made the remarks in his keynote speech at the second China-Central Asia Summit hosted by Kazakh President Kassym-Jomart Tokayev. Kyrgyz President Sadyr Japarov, Tajik President Emomali Rahmon, Turkmen President Serdar Berdimuhamedov and Uzbek President Shavkat Mirziyoyev also attended the summit.

    Xi pointed out that during their meeting in Xi’an two years ago, they jointly outlined the Xi’an Vision for China-Central Asia cooperation. Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation, he said, recalling advanced cooperation in various fields.

    The core framework of the China-Central Asia mechanism is largely in place, and the consensus at the first Summit has been implemented across the board, Xi said, adding that the path of cooperation among the countries is steadily widening, and their friendship is blooming ever more brightly.

    Xi stressed that the cooperation between China and Central Asian countries is rooted in more than 2,000 years of friendly exchanges, cemented by solidarity and mutual trust cultivated through more than three decades of diplomatic ties, and taken forward via openness and win-win cooperation of the new era.

    Xi said building on their collective efforts over the years, the six countries have forged a China-Central Asia Spirit of “mutual respect, mutual trust, mutual benefit and mutual assistance for the joint pursuit of modernization through high-quality development.”

    The spirit connotes four aspects of practices. First, Xi said that China and Central Asian countries practice mutual respect and treat each other as equals, and all countries, big or small, are equal, adding that the six countries handle issues through consultation and make decisions by consensus.

    Second, he said that China and Central Asian countries seek to deepen mutual trust and enhance mutual support, firmly support each other in safeguarding independence, sovereignty, territorial integrity and national dignity, and do not do anything harmful to the core interests of any party.

    Third, Xi said China and Central Asian countries pursue mutual benefit and win-win cooperation and strive for common development, view each other as priority partners, and share development opportunities together, adding that they accommodate each other’s interests, and work to build a win-win and symbiotic relationship.

    Fourth, he said China and Central Asian countries help each other in time of need and stand together through thick and thin, supporting each other in choosing development paths suitable to respective national conditions and in taking domestic matters into their own hands, adding that the countries work together to address various risks and challenges, and uphold regional security and stability.

    This China-Central Asia Spirit is an important guideline for their endeavor to carry forward friendship and cooperation from generation to generation, and the six countries should always uphold it and let it shine forever, Xi noted.

    Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility, Xi pointed out, noting that a strong belief in fairness and justice, and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development.

    There is no winner in tariff wars or trade wars, and unilateralism, protectionism and hegemonism will surely backfire while hurting others, he noted.

    Maintaining that history should move forward, not backward, and the world should be united, not divided, Xi said humanity must not regress to the law of the jungle, but should instead build a community with a shared future for mankind.

    Xi called on the six countries to act on the China-Central Asia Spirit, and enhance cooperation with renewed vigor and more practical measures.

    To achieve this, he made five points.

    First, China and Central Asian countries should stay committed to the fundamental goal of unity, and always trust and support each other, he said.

    China consistently takes Central Asia as a priority in its neighborhood diplomacy, Xi noted, adding that with a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity, and the six countries always wish their neighbors well.

    The six countries will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law, he said, deeming it as a new landmark in the history of the relations of the six countries and a pioneering initiative in China’s diplomatic engagement with its neighbors, which constitutes a milestone for today and a foundation for tomorrow.

    Second, China and Central Asian countries should optimize the cooperation framework to make it more results-oriented, more efficient and more deeply integrated, Xi said.

    Recalling that the six countries have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation, he said that all sides should focus the cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, roll out more projects on the ground and foster new quality productive forces.

    He said China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework.

    China supports Central Asian countries in developing livelihood and development projects, Xi said, adding that China will provide 3,000 training opportunities to Central Asian countries in the next two years.

    Third, China and Central Asian countries should develop a security framework for peace, tranquility and solidarity, step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in the region, Xi said.

    China will do its best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity, he said.

    Fourth, China and Central Asian countries should cement the bonds of shared vision, mutual understanding and mutual affection between peoples, he noted, saying that China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia to train more high-caliber talent for Central Asian countries.

    China supports deepening subnational cooperation with Central Asia, Xi said, adding that China and Central Asian countries should nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

    Fifth, China and Central Asian countries should uphold a fair and equitable international order and an equal and orderly world structure, stand ready to work with all parties to defend international fairness and justice, oppose hegemonism and power politics, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, Xi said.

    This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations, he said, recalling that in the strenuous times of war, Chinese and Central Asian peoples supported each other through adversity, and jointly made important contributions to the cause of justice of humanity.

    He also noted the need to promote the correct view of history, defend the fruits of the victory of World War II, uphold the UN-centered international system, and provide more stability and certainty for world peace and development.

    Xi pointed out that China is building a great modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts through Chinese modernization.

    No matter how the international situation changes, China will remain unwavering in opening up to the outside world, he said, noting that China is ready to embrace higher-quality cooperation and deepen the integration of interests with Central Asian countries, so as to achieve common development and strive for new progress in China-Central Asia cooperation.

    Tokayev and the other four Central Asian leaders unanimously stated that the China-Central Asia mechanism has become an important platform for promoting dialogue and cooperation, as well as for advancing the economic and social development of Central Asian countries.

    In a world full of uncertainties, the strategic significance of the mechanism has become increasingly prominent, and China’s growing prosperity and strength are benefiting its neighboring countries, they said, noting that China is a strategic partner and a true friend that Central Asian countries can always count on.

    The Central Asian countries highly value the model of cooperation with China based on mutual respect, equality and mutual benefit, and look forward to deepening all-round cooperation with China and expanding trade and investment, the five leaders added.

    They also expressed the hope to jointly pursue high-quality Belt and Road cooperation, promote cooperation in such fields as industry, agriculture, science and technology, infrastructure, new energy and connectivity, strengthen regional security collaboration, and enhance people-to-people and cultural exchanges in fields like culture, education and tourism.

    The leaders of the five Central Asian countries expressed their intention to build the China-Central Asia mechanism into a model of regional cooperation, share development and prosperity, jointly promote peace and stability, and build a closer community with a shared future.

    The five parties highly appreciate China’s constructive role in international and regional affairs, and actively support the concept of building a community with a shared future for mankind, as well as the three major global initiatives proposed by President Xi.

    They also expressed the willingness to closely coordinate and cooperate with China to firmly safeguard free trade and the multilateral trading system, and jointly defend international equity and justice.

    During the summit, Xi and the heads of state of the Central Asian nations signed the Astana Declaration of the second China-Central Asia Summit, and a treaty on eternal good-neighborliness, friendship and cooperation.

    The meeting also announced the signing of 12 cooperation agreements regarding the Belt and Road cooperation, facilitation of personnel exchanges, green mining, trade, connectivity, industry and customs.

    At the summit, China signed multiple sister city agreements with the five Central Asian countries, thus the pairs of sister cities between the two sides have exceeded 100.

    Xi and other leaders also witnessed the inauguration of three China-Central Asia cooperation centers and a trade platform, namely the China-Central Asia poverty reduction cooperation center, the China-Central Asia education exchange cooperation center, the China-Central Asia desertification prevention and control cooperation center, as well as the China-Central Asia smooth trade cooperation platform.

    All parties also agreed that China will host the third China-Central Asia Summit in 2027.

  • MIL-OSI New Zealand: Sharpened focus on quality economic, population stats

    Statistics Minister Dr Shane Reti has today announced a major new direction for Stats NZ, replacing the traditional paper-based census and increasing the frequency and quality of economic data to underpin the Government’s growth agenda.
    From 2030, New Zealand will move away from a traditional nationwide census and adopt a new approach using administrative data, supported by a smaller annual survey and targeted data collection.
    “This approach will save time and money while delivering more timely insights into New Zealand’s population,” says Dr Reti.
    “Relying solely on a nationwide census day is no longer financially viable. In 2013, the census cost $104 million. In 2023, costs had risen astronomically to $325 million and the next was expected to come in at $400 million over five years.
    “Despite the unsustainable and escalating costs, successive censuses have been beset with issues or failed to meet expectations.
    “By leveraging data already collected by government agencies, we can produce key census statistics every year, better informing decisions that affect people’s lives.”
    While administrative data will form the backbone of the new approach, surveys will continue to verify data quality and fill gaps. Stats NZ will work closely with communities to ensure smaller population groups are accurately represented.
    The Government will also invest $16.5 million to deliver a monthly Consumers Price Index (CPI) from 2027, bringing New Zealand into line with other advanced economies. This will provide more timely inflation data to help the Government and Reserve Bank respond quickly to cost-of-living pressures.
    “Inflation affects interest rates, benefit adjustments, and household budgets. Timely data helps ensure Kiwis are better supported in a fast-changing environment,” says Dr Reti.
    Funding is also being allocated to align Stats NZ’s reporting with updated international macroeconomic standards. These reflect shifts such as the growth of the digital economy and will ensure New Zealand is measuring what matters in today’s world.
    “Modern, internationally aligned statistics will support trade and investment, helping drive economic growth and job creation,” says Dr Reti.
    Dr Reti says these changes reflect a broader reset for Stats NZ.
    “Some outputs have not met the standard expected of a world-class statistics agency. We’re getting back to basics – measuring what matters. Our goal is a modern, efficient, and reliable data system that delivers the insights New Zealand needs now and into the future.”
    Note to editors:Administrative (admin) data is information collected by government agencies during their everyday operations — like tax records, education enrolments, or health data.  
    Admin data is already used regularly to produce some statistics, like population estimates and statistics about international migration, household income, and child poverty. It has also been used in the two most recent censuses to support the information gathered through surveying.

    ASTANA, June 17 (Xinhua) — Chinese President Xi Jinping has called on China and Uzbekistan to take more measures to liberalize and simplify trade procedures.

    Xi Jinping made the corresponding statement during a meeting with Uzbek President Shavkat Mirziyoyev on the sidelines of the 2nd China-Central Asia Summit.

    The Chairman of the PRC recalled that last year he and Sh. Mirziyoyev met twice – in Beijing and Astana, respectively – and outlined a strategic plan for the further development of bilateral relations.

    The Chinese leader stressed that cooperation between the two countries in all areas is showing favorable dynamics, expanding and gaining strength day by day.

    Xi Jinping noted that China is ready to work with Uzbekistan to strengthen the alignment of development strategies and exchange experience in public administration, implement new cooperation projects for mutual benefit and common gain, promote the development of both countries and jointly build a more meaningful and vibrant Chinese-Uzbek community of shared destiny.

    According to the Chinese President, China and Uzbekistan should expand the scale of bilateral trade and investment, promote high-quality construction of the China-Kyrgyzstan-Uzbekistan railway, form a multi-dimensional interconnectivity architecture, and expand practical cooperation in new areas such as artificial intelligence, new energy, smart agriculture and public health.

    The two sides should actively promote the opening of cultural centers on a reciprocal basis, properly organize the 2nd China-Uzbekistan Education Forum, continue to strengthen cooperation in poverty alleviation and promote stronger ties between the peoples of the two countries, Xi Jinping said.

    He also stressed the need to further deepen cooperation in the areas of law enforcement and security, jointly combat the “three evil forces” (terrorism, separatism and extremism), and join efforts to counter new threats and challenges in order to protect peace and stability in the region.

    Xi Jinping added that the two sides should strengthen cooperation at multilateral platforms, including the China-Central Asia mechanism and the Shanghai Cooperation Organization, to jointly uphold international fairness and justice and maintain the global economic and trade order. –0–

Senator Coons reflected on his Protestant upbringing, expressed his belief that Democrats should be more open about sharing their faith in public life, and shared his thoughts on the election of the first American pope.

    Early faith and upbringing 

    McKinless: You went to do relief work in Kenya when you were younger, you ended up going to Yale Divinity School. So what was the movement within you that led you to really own your own faith and want it to inform your professional life?

    Senator Coons: As a junior in college, I went to Kenya, and it was a program run by St. Lawrence University. The man who ran it… was the son of missionaries in Kenya, had grown up in Kenya. And the most powerful experience for me was the hospitality of the families I lived with. I lived with several different families in different parts of Kenya, who by our estimation, by an American estimation, were desperately poor. And by their estimation, were blessed and were rich, and really showed me in their prayer. And we went to church together.

    I still remember being at a church service in Ngong, a suburb of Nairobi. And it went on for four hours with great enthusiasm and great jubilation and parading and marching through town and music. 

    …. And so I’d have to say the time that I spent, first in Kenya, then in South Africa… set me to questioning and thinking about my priorities and my values.

    Why Democrats aren’t open about their faith

    Davis: Wanna move a little bit to some of the writing you’ve done about the need for Democrats to talk more openly about their faith. Forty percent, according to a Pew study of Democrats or people who lean democratic, are religiously unaffiliated. And I think most people, in the – at least in the popular imagination, sort of see the Republican Party having sort of a, they’re much more comfortable talking about their faith openly.

    Why do you think that is?

    Senator Coons: … I do think that Pew study about people who are unaffiliated, I think there is a much higher percentage of people I serve with who are Democrats, who are spiritual, who were raised in a specific faith tradition, but who do not publicly affiliate with it, but for whom the reason they went into elected service in the first place, was the view of neighbor, of service, of the importance of humility, of the urgency of acting for others and with others. Many of them, and I’m not going to start naming specific colleagues, but when I told them that tomorrow, this Tuesday, there’s a Pentecost witness, a moral witness against the consequences of the budget, the bill that the Republican majority is trying to move through, number of them said, ‘oh, that’s really good, that’s really interesting, I really support that.’

    I’m also a member of two different prayer groups here. One is explicitly bipartisan, the chaplain convenes and runs it, and it’s about equal numbers, Democrat and Republican. And the other is just Democrats, and it’s mostly focused on racial justice and inequality issues. But there’s many more elected Democrats in the Senate who are regular participants in a prayer breakfast or a reflection group or a spirituality group than you might imagine, given the popular understanding.

    How faith informs Democratic values

    McKinless: One thing that as Catholics we often say is that neither party can hold the fullness of Catholic teaching and to oversimplify things a bit, the Republican Party has been the one that embodies the church’s teaching on life issues and the Democratic Party on economic justice issues. And it seems like often one of those is seen as like optional in the national conversations of that being economic justice because there are different ways to pursue that and then life issues are more cut and dry. I’m curious how you think about that divide?

    Senator Coons: Pope Francis, when he came and addressed Congress, laid that out as clearly as one could have. I thought that was a remarkable address. It was powerful.

    … But he also talked about climate change, welcoming the migrant, the immigrant, economic injustice, wealth and poverty, the importance of organized labor, if I remember correctly. You know, I mean, he really spoke across the entire arc of the church’s teachings. And I often say that the gospels are neither a Democrat nor a Republican document. There’s no clear, thou shalt cut taxes, thou shalt give healthcare to all. I mean, it doesn’t say anything like that.

    Thank you for that warm welcome.  It is encouraging to see so many people here today, invested in the future of our country and keen to work together to build it.  

    This is not only about the future of our country.  It is about our future.  And that of our children and our grandchildren.  

    I am up here speaking as a father, and grandfather, as well as First Minister.  This is about the world we build for Scotland’s next generation.  And how we make our nation – and, as much as we can, our world – the best it can possibly be.

    I spend a great deal of time thinking about this – about what we want our shared future to look like, and what we must do today to create it.

    But first, before turning to the Scotland we seek and the Scotland we have the ability to make, I want to share some details of a new analysis the government has published, Future Trends for Scotland.

    Drawing on a wide range of practitioner and other expert views, and shaped also by insights from young Scots, it sets out the trends we think are most likely to shape Scotland in the next 10 to 20 years. I hope that it can in some way shape your thinking, as it certainly will ours.

    It is about challenges as well as opportunities, and both are important. The challenges facing Scotland, known in the present and possible in the future, are many, but the opportunities are more. We must never forget that reality. 

    Each generation faces its challenges, many as great, greater even than the ones our generation faces today, and, let us remind ourselves, we have always found a way through. 

    With the Future Trends horizon scan, we have the best available Scotland specific analysis to inform our decisions, both now and for the future. 

    You will recognise some of the trends the work has identified.

    A growing risk to our democracy because of mis- and disinformation, with trust in institutions falling.

    Conflicts more frequent.

    Climate change impacting soil quality, biodiversity, food supply. 

    Global progress on inequality stalling.

    And, as a result of these and other global trends, increasing voluntary and involuntary migration.

    No guarantee living standards will increase, but a real risk of ongoing wealth and income inequality at home and significant budgetary pressures as we struggle to meet the demands of an aging population.

    But also, growing success for Scotland in fields such as space and life sciences, new opportunities in energy, and widespread adoption of AI alongside the emergence of quantum technology.

    Both hurdles and new horizons for our society and economy. Warnings where we need to change, or up the pace, but also doors opening, if we have the courage to walk through them with confidence, with boldness and self-belief.

    And it is by shaping strategy and policy towards achieving long-term outcomes that we will be ready for this new world as it evolves.  

    That is one of the reasons we are reforming the National Performance Framework so that it can provide us with a clear north star, with ambitious, citizen-centred outcomes to guide our choices and actions as we navigate this emerging new world.

    A reformed NPF will help reshape government in Scotland. It will enable us to better focus budgets, to reduce compartmentalisation and encourage collaboration between spheres of government, and with partners in the third sector and the business community. 

    It is one part, but an important part of focusing government on delivering on the priorities of the people of Scotland as we build towards our vision of a Scotland that is more vibrant, more successful, more ambitious even than the Scotland of today. 

    But before looking forward, I wish to first look back.

    As others have observed, the Scotland of 2050 is as far removed from us today as the Scotland into which our parliament was born.

    Over the past quarter century, much has changed but the Scotland of today is not some alien land compared to the Scotland of then. 

    We can see clearly the threads connecting our reality now with choices made in the years between. 

    Yes, day-to-day life in Scotland has been fundamentally altered by technology – from the iPhone and the internet to emergent AI – and by geopolitics – from the rise of China to the impact of Russia’s invasion of Ukraine. By climate change, globalisation, deindustrialisation. 

    Changed also as a direct result of our disastrous withdrawal from the EU and by the wholly negative impacts of austerity in the UK on the vitality of our public services or on people’s living standards and quality of life. 

    But it has also been shaped, and changed for the better, by the Scottish Parliament’s ban on smoking, by minimum pricing on alcohol, or by our decisions to rapidly expand early learning and childcare, introduce HPV vaccination and modernise our school estate.

    Yes, the Scotland of 2050 will be shaped by a series of unpredictable forces, by new technologies we have only half-imagined in the pages of science fiction, by conflicts now only simmering, by people who are only just born. 

    But it will also be shaped by us. By the decisions we take, the policy choices we implement, the vision and path forward that we set out.

    That is a great responsibility, but for me it is also exciting, inspiring, and a he privilege to shape it as First Minister.

    So how do we get from where we are to where we want to be?

    A big part of the answer is ensuring that we are in charge of our own destiny. That we have our hands on all the levers we need to make the biggest difference.

    A fiscal squeeze, better dealt with if we are fully in charge of our nation’s finances.

    The complexities of navigating climate change, much easier if we are in charge of energy policy and our vast energy resources.

    Making sure we have a big enough working population to meet the demands of an aging population, more options, more solutions possible, if we are in charge of our immigration policy, or members again of the EU.

    But I will come back to that, to how we can truly put Scotland’s future in Scotland’s hands.

    As we look around our land in 2050, my hope is that we see a modern, dynamic Scotland, a compassionate, enterprising, forward-looking nation state, back where it belongs at the heart of Europe.

    We have taken the climate challenge and seen it as an opportunity for a complete redesign of our ways of living. For example, district heating schemes in every community, an everyday part of life, delivering low-cost heating, and significantly lower energy bills. More liveable communities, full of climate positive, modern, affordable homes, with rethought and rediscovered High Streets. More of our food grown locally, and technology enabling more of what we use every day to be produced locally. 

    We are a clean energy nation, with the vast amounts of low-cost renewable energy that we produce fuelling a host of new business opportunities. Data centres, research centres, energy intensive manufacturing industries. Low-energy costs making it cheaper to produce food. Low-energy costs making it cheaper to heat our homes. Scotland a clean energy powerhouse. An energy rich Scotland finally meaning also energy rich Scots.

    We are a high-tech, clean tech country, with our public realm digitally transformed, high-tech solutions delivering more effective, more personalised health interventions, the right systems in place to manage the acute and support us more effectively as we enter old age.

    We have seen too-high levels of child poverty not in terms of handouts, but as a handbrake on our potential, as a limit on the success our nation can achieve. And we have acted decisively to eradicate child poverty in our land. As a result, we have released the potential of tens of thousands of ambitious, eager and talented young Scots, young men and women who are playing a crucial role, a fundamental role, in building our nation anew. 

    We have looked at our place in this world and decided that the union that offers the greatest opportunity, that provides the greatest security is the European Union.

    How do we get there? 

    In part, through the perhaps mundane reality of good government. That has been my focus since I became First Minister. Interventions in that vein like a realistic medium-term finance strategy, an effective population health strategy and a clear-eyed and mobilising programme of public sector reform – all initiatives being launched over the coming week.

    By having government focused on a clear set of priorities, and producing policy that is determined by the real-world, real-life needs of people rather than what might best suit the system. 

    Eradicating child poverty. Boosting economic growth. Delivering climate action. Improving public services, especially the NHS. This prioritisation of government action on those things that matter most to people, those things that will deliver the most for people, is at the very heart of what I am trying to achieve as First Minister. Listening to the public and addressing the strain they fell over the cost of living.

    It is also about collectively owning the vision and uniting in our determination to get there. It is about focusing our efforts behind a sharp and clear set of national outcomes and ambitious short-, medium- and longer-term national goals.

    However, most importantly, it is about deciding to take Scotland’s future into our own hands. 

    It is only by taking charge of our own destiny, with our own hand on the tiller, that we are better able to ride the waves of change, that we are better able to shape our own future.

    That does not mean a Scotland standing alone, but rather a nation that has worked out its place in the world, and the contribution it wants to make to the world. An ongoing deep and rich partnership with the other nations of these isles, absolutely, but ultimately as a nation state in our own right, as a Member State of the world’s largest trading block, the world’s biggest social and economic community, the European Union. 

    I have long believed that Scotland is an afterthought to successive UK governments. Scotland is not on Westminster’s radar in the same way, say, as London, the Midlands or the Southeast. From a UK perspective that is completely understandable, but from a Scottish perspective, to accept it is total madness. 

    It holds us back in ways big and small, leaving us waiting and praying, hoping that decisions taken at Westminster are not too damaging. 

    We are prey to a broken system and a failing economic model – a system that delivers for a very few at the very top, while living standards stagnate and real wages are squeezed for the vast majority.

    It means, as a nation, that we must try to thrive on what amounts, at worst, to poison pills and, at best, policy scraps from the UK table. 

    All this when we have the capacity to stand and flourish on our own two feet.

    I know there are many in this room who are not yet persuaded by the case for independence, and others who will never be. I respect that.

    But independence is the defining choice for this generation, have no doubt. Because the UK status quo has proved itself incapable of delivering on the hopes and ambitions of the people of Scotland.

    That is why, like a clear majority of Scots, I believe that our nation should have the right to choose.

    If this is a voluntary union, as Westminster politicians insist, then it is completely untenable that there is no mechanism for Scotland to leave the Union if it so wishes.

    Whether it is Keir Starmer, Kemi Badenoch or Nigel Farage, no Westminster politician should have the ability to deny Scotland her right to national self-determination. 

    I want to close today with a piece of poetry that I think perfectly captures this moment in time for our nation. It was written by Liz Lochhead, Scotland’s Makar from 2011 to 2016. It has just been given pride of place, alongside many other inspirational lines of poetry and prose, on the Canongate wall of the Scottish Parliament.

    She wrote,

    this

    our one small country . . .

    our one, wondrous, spinning, dear green place.

    What shall we build of it together

    in this our one small time and space?

    Today, you have heard something of my answer, something of my ambition for Scotland. It is a vision of a country that is fairer, wealthier, more at peace with itself than the Scotland of today. 

    A Scotland that is modern, dynamic and forward-looking, living in anticipation of what more can be done, what else can be achieved. Moving forward as one, moving forward with hope and self-belief.

    Such a Scotland is within reach, I have no doubt. But if we want it, we have to work for it, we have to vote for it, we have to actively, purposefully, and I hope also joyfully, make it happen.

    Their letter to U.S. Secretary of Labor Lori Chavez DeRemer highlights the impact to Massachusetts’ three Job Corps centers: Shriver Job Corps Center in Devens, Grafton Job Corps Center in North Grafton, and Westover Job Corps Center in Chicopee.

    “We are writing to express our deep concerns regarding the Department of Labor’s recent decision to pause operations at Job Corps centers across the country. We urge you to consider the long-standing value and potential of the Job Corps program in offering young people a critical second chance at personal and professional success,” the lawmakers wrote.

    On May 29, 2025, the U.S. Department of Labor (DOL) announced a pause in operations at contractor-run Job Corps centers across the U.S. With more than 120 centers nationwide, the Job Corps program provides opportunities for low-income and at-risk youth to gain the skills necessary to begin successful careers in a skilled trade or other profession.

    “With 92,000 Massachusetts residents aged 18 to 24 living in poverty, the Shriver, Grafton, and Westover Job Corps Centers stand as vital resources for economic mobility and career development. Combined, they contribute an estimated $80 million to the local economy annually and across the state, we have seen the impact. Graduates have become union carpenters, plumbers, bricklayers, police officers, cybersecurity professionals, and entrepreneurs. This is not just an investment in the local talent pipeline for employers but an investment in our communities as many of these graduates stay in the region to live, work, and raise their families. Pausing operations at these centers at the end of the month will directly detract from workforce training and discourage economic development in communities across the country like Devens, North Grafton, and Chicopee,” the lawmakers continued.

    The decision to close Job Corps centers was met with swift legal opposition. On June 3, 2025, the National Job Corps Association, a trade organization representing Job Corps centers nationwide, filed a lawsuit against the DOL, arguing that the closure of the country’s largest residential career training program was both unlawful and based on misleading data about its performance. The following evening, U.S. District Court Judge Andrew L. Carter Jr. issued a temporary restraining order and preliminary injunction, blocking the DOL from suspending program operations.

    “The Job Corps program is built on second chances, and we urge you to offer this program the same opportunity to adapt and grow that it has provided its students for the last 60 years,” the lawmakers concluded.

This is not just an investment in the local talent pipeline for employers but an investment in our communities as many of these graduates stay in the region to live, work, and raise their families. Pausing operations at these centers at the end of the month will directly detract from workforce training and discourage economic development in communities across the country like Devens, North Grafton, and Chicopee,” the lawmakers continued.

    The decision to close Job Corps centers was met with swift legal opposition. On June 3, 2025, the National Job Corps Association, a trade organization representing Job Corps centers nationwide, filed a lawsuit against the DOL, arguing that the closure of the country’s largest residential career training program was both unlawful and based on misleading data about its performance. The following evening, U.S. District Court Judge Andrew L. Carter Jr. issued a temporary restraining order and preliminary injunction, blocking the DOL from suspending program operations.

    “The Job Corps program is built on second chances, and we urge you to offer this program the same opportunity to adapt and grow that it has provided its students for the last 60 years,” the lawmakers concluded.

    UK Project Supports Sustainable Management of Mayan Forests in Guatemala

    Deputy Head of Mission of the British Embassy, Paul Huggins, visited Sololá on June 16 as part of a project supporting indigenous communities.

    Residents in Quetzaltenango, Sololá, and Chimaltenango are implementing a project that improves their capacities for inclusive governance and the sustainable use of biodiversity in the so-called Zunil-Atitlán-Balam Juyu´ biocultural and sustainable development corridor. 

    The UK Government, through the Darwin Initiative, and with the support of The Nature Conservancy (TNC) Guatemala, is supporting this initiative, which seeks to improve integrated landscape management to reduce poverty and social inequality in rural indigenous communities. The investment amounts to more than Q4.5 million and is being implemented between June 2023 and March 2026. 

    Representatives of the Vivamos Mejor Association, the project’s implementing partner in Sololá, explained to Deputy Chief Huggins that during the second year of activities, their efforts have focused on planning measures to benefit conservation areas, establishing new protected zones, and coordinating integrated fire management efforts. 

    They highlighted that, thanks to the project, the Integrated Fire Management Strategy (EIMF) was developed in conjunction with the National Forest Institute (INAB), the National Council of Protected Areas (CONAP), and the National Coordinator for Disaster Reduction (CONRED). 

    Another important component in this phase of the project is the updating of four management plans for the Municipal Regional Parks located in the Lake Atitlán Basin Multiple Use Reserve (RUMCLA) in Sololá. Some had not been revised in more than ten years. The update was conducted with the participation of municipalities and local stakeholders and includes geographic, social, economic, and environmental information. 

    The project continues to provide tools to strengthen indigenous cooperatives by providing improved livelihoods for rural poverty reduction through best practices in shade-grown coffee cultivation, beekeeping, and sustainable forest management for local industries. 

    These activities have also been carried out in coordination with government and municipal authorities and conservation area managers in Sololá, Quiché, and Chimaltenango. 

    Paul Huggins, Deputy Chief of Mission, said: 

    We recognize the challenges that remain, such as the effects of climate change, forest fires, and the need to open sustainable markets for local products. But we also see opportunities to continue building capacity, sharing good practices, and scaling up these efforts. The UK will remain a steadfast partner in biodiversity protection, climate action, and sustainable development in Guatemala. 

    Juan Carlos Godoy, Director of TNC Guatemala, said: 

    All these efforts to strengthen inclusive participation and governance of natural resources by its inhabitants will enable sustainable management over time to protect remaining forests, restore the area’s biological connectivity, and improve the local economy through the conservation and sustainable use of biodiversity. 

    Eduardo Secaira, General Director of Asociación Vivamos Mejor Guatemala, said: 

    At Vivamos Mejor, we firmly believe that conservation must go hand in hand with the well-being of communities. This project demonstrates that it is possible to strengthen governance and conserve biodiversity when working together and with respect for ancestral knowledge.

    Manchester City Council has published its latest annual Public Health Report for 2025.

    The theme of the report, Making Manchester Fairer, provides an overview of the two years since the strategy was launched in the city and the importance of the ongoing work to address inequalities and improve long-term outcomes for people living in the city. 

    Making Manchester Fairer is the council’s roadmap for the coming years, tackling preventable ill health and other inequalities to help eradicate the impact that a variety of factors such as where residents live, work or are educated, may have on their opportunities as well as affecting how long they live. These influences are also known as the social determinants of health. 

    The report looks at the progress that has been made to meet the increasing needs of residents to prevent them from sliding into poverty and improve long-term health outcomes city-wide. It also shows how communities have had direct involvement in both the development and delivery of the Making Manchester Fairer action plan. 

    The eight themes for action within Making Manchester Fairer focus on the social determinants of health in the city covering: 

    • Early years, children and young people 
    • Poverty, income and debt 
    • Work and employment 
    • Prevention of ill health and preventable deaths 
    • Homes and housing 
    • Places, transport and climate change 
    • Tackling systemic and structural racism and discrimination 
    • Communities and power 

    The Making Manchester Fairer strategy underpins the importance of targeting investment into key areas of concern, and the report outlines many achievements to date. 

    For example, the Work and Health Kickstarter focused on removing the barriers that people with physical and mental health conditions can experience when looking for work, keeping their job, staying at work, and progressing in their careers.  

    This specifically included supporting patients in North Manchester with conditions such as back pain, arthritis and osteoporosis who needed help to access employment. An enhanced programme of support with advisers embedded as part of the musculoskeletal programme delivered by Manchester Foundation Trust has also helped to deliver hyper- local programmes to specific minoritised communities. 

    Important work to support the Black Caribbean community through the Healthy and Hearty project is also reaping rewards. Two Black-led Voluntary Community, Faith and Social Enterprise organisations are leading the work with Black Caribbean people who, despite having a higher prevalence of cardiovascular disease, are not being supported in the most appropriate way.  

    Drop-in sessions with a worker from their community to measure blood pressure and to talk about general health and wellbeing has meant that patients feel more comfortable speaking to someone with a similar lived experience who understands the cultural factors for their community. 

    Helping children with intensive support in some schools where speech and language therapists and psychologists work with children who may have not met developmental goals is also making headway.  This is also the subject of the latest Making Manchester Fairer podcast at Heald Place Primary: https://rss.com/podcasts/mmf/ .  

    The podcast looks at health, wealth and key social issues that affect life chances – as Manchester squares up to inequality.

It also included early initiatives known as the Kickstarters – projects to ‘kickstart’ delivery and exemplify the approach.”

    “Poverty, health inequalities and the ongoing cost of living crisis are all issues that cut to the heart of our communities, and unchecked create profound and lasting damage that can take years to reverse.

  • MIL-OSI Analysis: The hidden bias in college admissions tests: How standardized exams can favor privilege over potential

    At first glance, calls from members of Congress to restore academic merit in college admissions might sound like a neutral policy.

    In our view, these campaigns often cherry-pick evidence and mask a coordinated effort that targets access and diversity in American colleges.

    As scholars who study access to higher education, we have found that when these efforts are paired with pressure to reinstate standardized tests, they amount to a rollback of inclusive practices.

    A Department of Education letter sent to congressional offices from Feb. 14, 2025, stated that is “unlawful for an educational institution to eliminate standardized testing to achieve a desired racial balance or to increase racial diversity.” The letter also claimed that the most widely used admissions tests, the SAT and ACT, are objective measures of merit.

    In our recent peer-reviewed article, we analyzed more than 70 empirical studies about the SAT’s and ACT’s roles in college admissions. Our work found several flaws in how these exams function, especially for historically underserved students.

    Measuring college readiness

    Several elite universities – including Yale, Dartmouth and the Massachusetts Institute of Technology – have reinstated SAT or ACT requirements, reversing test-optional policies that institutions expanded during the COVID-19 pandemic.

    These changes have reignited debates about how well these tests measure students’ academic preparedness and how colleges should weigh them in admissions decisions.

    During a May 21, 2025, hearing of the U.S. House Subcommittee on Higher Education and Workforce Development, some witnesses argued that using test scores allows colleges to admit students based on merit. Others maintained that test scores can function as barriers to higher education.

    Our research shows that while these tests are statistically reliable – that is, they produce consistent results for students across subjects and during multiple attempts under similar conditions – they are not as valid as some argue.

    High school grade-point averages are typically better predictors of students’ success in college than either test.

    In addition, the tests are not equitable or similarly predictive for all students, especially given gender, race and socioeconomic demographics.

    That is because they systematically favor those with more access to high-quality schooling, stable socioeconomic conditions and opportunities to engage with test prep coaches and courses. That test prep can cost thousands of dollars.

    In short, both tests tend to reflect privilege more than potential.

    For example, students from higher-income households routinely outperform their peers on the ACT and SAT.

    This isn’t surprising, considering wealthier families can afford test prep services, private tutoring and test retakes. These advantages translate into higher scores and open doors to selective colleges and scholarship opportunities.

    Meanwhile, students from low-income families often face challenges – such as less experienced instructors and less access to high-level science, math and advanced placement courses – that test scores do not factor in.

    Reflecting deep inequities

    In our published review, we found that these disparities aren’t incidental – they’re systemic.

    Our review revealed long-standing evidence of bias in test design and differences in average scores along lines of race, gender and language background.

    These outcomes don’t just reflect academic differences; they reflect inequities that shape how students prepare for and perform on these tests.

    We also found that high school GPA outperforms standardized tests in predicting college success. GPA captures years of classroom performance, effort and teacher feedback. It reflects how students navigate real-world challenges, not just how they perform on a single timed exam.

    For many students, particularly those from historically marginalized backgrounds, grades can offer a better indication of how prepared they are for college-level work.

    This issue matters because admissions decisions aren’t just technical evaluations – they are value statements. Choosing to center test scores in admissions rewards certain kinds of knowledge, experiences and preparation.

    The American Council on Education defines equity as opportunities for success. It means building educational environments that recognize diverse forms of potential and equip all learners to thrive.

    It’s worth noting that research on testing often focuses on elite institutions, where standardized test scores are more likely to be used as high-stakes screening tools. Our systematic review found that, even in elite schools, the tests’ ability to accurately predict college academic performance is often limited (moderate in statistical terms).

    But most college students attend state universities, public regional universities, minority-serving institutions, or colleges that accept most applicants. Our study found that at these institutions, standardized test scores are even less likely to predict how students will do.

    This may be because state universities and public regional universities are more likely to serve highly diverse student populations, including older, part-time and first-generation students and those who are balancing work and family responsibilities.

    Where does higher ed go from here?

    Prioritizing standardized tests in college admissions could close the doors of opportunity for some capable students.

    With the debate over the role of standardized tests in the admissions process, higher education stands at a crossroads: Will colleges yield to political pressure and narrow definitions of merit and ignore equity? Or will institutions reaffirm their mission by embracing broader, fairer tools for recognizing talent and supporting student success?

    The answer depends on what values are prioritized.

    Our research and that of others make it clear that standardized tests should not be the gatekeepers of opportunity.

    If universities define merit on test scores alone, they risk closing the doors of opportunity to capable students.

  • MIL-OSI Europe: Answer to a written question – Mobility poverty in the EU’s outermost regions – E-001290/2025(ASW)

    The Commission announced, in the Mid-term Review Communication[1], the launch of consultations for an updated strategy for the outermost regions to address their permanent constraints. Several EU instruments already include favourable conditions for their transport needs.

    The European Regional Development Fund[2] supports airport infrastructure only in these regions and compensates for airports’ higher operating costs.

    The Connecting Europe Facility[3] supports transport infrastructure with higher co-financing rates. Several Public Service Obligations ensure connectivity with outermost regions[4], and social aid schemes support air transport for their residents[5].

    Outermost regions benefit from specific provisions under transport-related climate legislation. Domestic flights and sea journeys between an outermost region and its Member State are exempted from the Emissions Trading System[6] until end 2030 and can be exempted under the FuelEU Maritime Regulation[7] until end 2029.

    Around EUR 1.6 billion was set aside from the Emissions Trading System revenues to cover price difference between the use of eligible sustainable aviation fuels and fossil kerosene, covering exceptionally the full difference at outermost regions’ airports.

    The Social Climate Fund regulation[8] requires that relevant Member States consider outermost regions’ specificities in their national plans.

    As set out in the communication COM(2025) 46 final The road to the next multiannual financial framework[9], the future budget will include a strengthened, modernised cohesion and growth policy, in partnership with national, regional and local authorities, including outermost regions.

    The Scottish Government will effectively scrap the impact of the two-child limit from 2nd March 2026, Social Justice Secretary Shirley-Anne Somerville has confirmed.

    On a visit to Busy Bees Bellfield parent and toddler group in Portobello, Ms Somerville said the introduction of the Two Child Limit Payment will mean 20,000 fewer children will be living in relative poverty in 2026-27, according to Scottish Government modelling.

    Speaking ahead of a statement to parliament on the publication of the annual report on Best Start, Bright Futures, the Scottish Government’s child poverty strategy, Ms Somerville said:

    “The Scottish Government has consistently called on the UK Government to end the two-child cap. Reports suggest that they are looking at the impact it is having. But the evidence is clear and families and Scotland can’t wait any longer for the UK Government to make up its mind to do the right thing and scrap the cap once and for all.

    “The Two Child Limit Payment will begin accepting applications in March next year. At less than 15 months from when we announced this in the Scottish budget, this will be the fastest that a Scottish social security benefit has been delivered.

    “This builds upon the considerable action we have taken in Scotland, including delivering unparalleled financial support through our Scottish Child Payment, investing to clear school meal debts, and continuing to support almost 10,000 children by mitigating the UK Government’s Benefit Cap as fully as possible.

    “However, austerity decisions taken by the UK Government are holding back Scotland’s progress. Modelling published in March makes clear that if the UK Government act decisively on child poverty, they could help to take an estimated 100,000 children out of poverty this year.”

    Background:

    • On average, households with children in the poorest 10% of households are, this year, estimated to be £2,600 a year better off because of Scottish Government policies. This is projected to grow to an average of £3,700 a year by 2029-30. Child poverty modelling: update – gov.scot
    • Scrapping the Two Child Limit will help keep thousands of children out of poverty and reduce the depth of poverty faced for many more. The Scottish Government’s own modelling suggests 20,000 fewer children will be living in relative poverty in 2026-27 once this payment is introduced and the Scottish Fiscal Commission estimates that overall around 43,000 children in Scotland will benefit from mitigation of the two-child limit in 2026-27.
    • The Scottish Fiscal Commission has estimated the cost of the Two Child Limit Payment to be £155 million in the  financial year 2026-2027.

    • Namibia’s economy faces challenges from heightened global trade policy tensions, increased weather shocks, a structural shift in the global diamond market, and high structural unemployment.
    • Ensuring macroeconomic stability requires maintaining fiscal prudence while creating space for growth-enhancing measures, managing the monetary policy to safeguard the peg, and enhancing the resilience of the financial sector.
    • To generate employment through inclusive private sector-led growth that is weather-shock-resilient, bold structural reforms are essential. Additionally, a comprehensive strategy is needed to leverage the potential opportunities presented by recent oil discoveries.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) completed the Article IV Consultation for Namibia.[1] The authorities have consented to the publication of the Staff Report prepared for this consultation.[2]

    Namibia’s economic growth decelerated from 5.4 percent in 2022 to 3.7 percent in 2024 as a decline in production in response to lower diamond prices outweighed momentum stemming from rising gold and uranium prices. Oil exploration plateaued in 2024 following a spike in 2023, while agriculture contracted sharply due to the drought of 2023–24, the most severe in a century. Inflation has fallen, reflecting a drop in food and fuel prices in international markets.

    Looking ahead, growth is projected to remain subdued in the near and medium term. The end of the drought is expected to boost growth in 2025; however, increased global trade policy uncertainty, particularly related to U.S. tariffs, and the weak diamond market will dampen momentum, with growth forecast at 3¾ percent for 2025 and 2026. Over the medium term, growth is projected to be about 3 percent, constrained by structural rigidities despite increased public capital expenditure. Average CPI inflation is projected to ease to 4.1 percent in 2025 and remain around 4.5 percent in the medium term.

    Risks to the outlook are tilted to the downside. Key external downside risks include commodity price fluctuations, further worsening of global trade tensions, a deepening of economic fragmentation, and tighter global financial conditions. Domestic downside risks include social discontent resulting from continued high unemployment and inequality and increased volatility associated with weather shocks. Upside risks include an easing of global trade policy tensions and faster development of oil, gas, and green hydrogen projects.

    Executive Board Assessment[3]

    Executive Directors agreed with the thrust of the staff appraisal. They took positive note of Namibia’s economic resilience, with slowing inflation and improved external position, despite the challenging external environment and welcomed the new government’s commitment to fostering inclusive growth and build resilience to climate shocks. Noting the subdued growth outlook reflecting global trade policy uncertainty and domestic structural rigidities, high unemployment, and inequality, Directors emphasized the need for further efforts to harness Namibia’s economic potential and raise per capita income by promoting a private sector led, inclusive, weather resilient, and diversified economy.

    Directors welcomed the authorities’ commitment to maintaining fiscal discipline and creating space for growth enhancing measures. They called for sustained and larger fiscal consolidation over the medium term to entrench the favorable public debt dynamics and strengthen the external position. Directors stressed the need to accelerate fiscal reforms including enacting a comprehensive civil service reform to contain the wage bill, state owned enterprise reforms, strengthening public financial and investment management, and enhancing tax administration to solidify fiscal consolidation. At the same time, they recommended increasing public investment to enhance growth, expanding social protection, and building resilience to weather shocks. They encouraged the authorities to continue their efforts to establish, with Fund technical assistance, a strong governance framework for the sovereign wealth fund and a natural resource management framework to safeguard long term macroeconomic stability and support economic development.

    In the absence of capital outflows, Directors recommended gradually aligning the policy rate with that of the South African Reserve Bank (SARB) to safeguard the currency peg, taking advantage of SARB’s rate reductions. They stressed, however, that the Bank of Namibia should remain vigilant to economic conditions.

    Directors welcomed the continued progress in enhancing financial sector resilience, notably through the introduction of the bank resolution policy. They encouraged the authorities to continue to monitor risks including from the sovereign bank nexus and household debt. Directors recommended finalizing additional policy measures, including counter cyclical capital buffers and strengthened cooperation on crisis resolution. Continued efforts to strengthen the AML/CFT framework are crucial to expedite removal from the FATF grey list.

    Directors highlighted that bold structural reforms are essential to fostering sustainable, inclusive, and private sector led growth and improving external competitiveness. They recommended addressing key barriers, including by improving human capital and reducing skill mismatches, enhancing the business climate, strengthening governance, and fostering digitalization. Directors supported developing a set of policies aimed at harnessing prospective oil, gas, and green hydrogen for economic diversification and job creation.

    It is expected that the next Article IV Consultation with Namibia will be held on the standard 12-month cycle.

    What’s good for land is good for people and economies.

    But humanity is degrading land at an alarming rate, costing the global economy nearly $880 billion every year — far more than the investments needed to tackle the problem.

    Droughts are forcing people from their homes, and inflaming food insecurity – the number of newly displaced people is at its highest level in years.

    Repairing the damage we have done to our land offers huge benefits, including a great return on investment. It can reduce poverty, create jobs, safeguard water supplies, protect food production, and improve land rights and incomes – especially for smallholder farmers and women. 

    The theme of this year’s Desertification and Drought Day – “Restore the Land. Unlock the Opportunities” – is both a statement of fact and a call to action.

    I urge governments, businesses, and communities to answer the call and accelerate action on our shared global commitments on sustainable land use. We must reverse degradation, and boost finance for restoration – including by unlocking private investment. 

    Let’s act now to heal land, seize opportunities, and improve lives.

    The Better Taxes for a Better Future campaign welcomes the recognition in the Green Party’s Fiscal Strategy of the importance of government capability in building an economy and society that delivers what our communities need. Its fiscal strategy is a significant contribution towards moving thinking on from the fiscal conservatism and market fundamentalism that has dominated the conversation but has not delivered.

    “For the last 40 – 50 years governments in New Zealand have underinvested in public infrastructure and services which would support the kind of economic and social development that would enable our communities to thrive. We need to promote debate about different ways of doing things, about ‘economics as if people mattered’,” says Glenn Barclay, campaign spokesperson.

  • MIL-OSI USA: Luján, Dingell Announce Legislation to Strengthen Home and Community-Based Services

    Washington, D.C. – Today, U.S. Senator Ben Ray Luján (D-N.M.) and U.S. Representative Debbie Dingell (D-Mich.) announced the introduction of the Home and Community-Based Services (HCBS) Relief Act, legislation to provide dedicated Medicaid funds for home and community-based services (HCBS) for older adults, children, and youth and adults with disabilities for two years. The HCBS Relief Act would decrease the need to move people into congregate settings and allow them to receive the services and support they need from their own homes. The bill is also designed to support service provider agencies and direct care workers who provide services in homes.

    Millions of Americans rely on HCBS for daily activities, such as dressing, bathing, meal preparation, taking medication, employment support, mobility assistance, and more. Chronic underfunding of Medicaid services has led to an impending crisis, forcing millions of people with disabilities and older adults into institutions.

    “Right now, millions rely on HCBS for basic everyday needs – help getting dressed, taking medications, preparing meals, and so much more,” said Senator Luján. “To support Americans who depend on home and community-based care, I’m proud to introduce my HCBS Relief Act. My bill would address chronic underfunding that has pushed families into crisis and forced many into institutions simply because they can’t access support at home.”

    “We know that the majority of individuals who require long-term care would prefer to receive it in their own homes and communities. No one should have to wait years to get the care they deserve, and no care worker should have to live below the poverty line to give this care,” said Representative Dingell. “Medicaid is the single largest payer of long-term care in our country. At a time when Medicaid is facing unprecedented, historic cuts, it’s more important than ever that we prioritize home and community-based services.     Last week, Senator Luján joined Senate Finance Committee Democrats at a press conference to announce the HCBS Relief Act and a series of additional proposals to strengthen the Medicaid program and empower federal watchdogs to take on fraud in the federal health care system. The press conference came as congressional Republicans continue to jam their reconciliation bill that rips away affordable health care from millions of Americans through the House and Senate behind closed doors.

  • MIL-OSI Africa: African Energy Chamber (AEC): It’s Time for the World Bank to End the Ban on Upstream Financing and Tackle Africa’s Energy Poverty Crisis

    The African Energy Chamber (AEC) (www.EnergyChamber.org) is calling on the World Bank to end its ban on financing upstream oil and gas projects, urging the institution to align with Africa’s urgent need to eradicate energy poverty and achieve sustainable development. Lifting this ban is essential to unlocking the continent’s hydrocarbon resources, delivering reliable and affordable electricity to millions, and generating the revenues required to support Africa’s long-term energy transition.

    While the AEC welcomes the World Bank’s decision to review its 2017 ban on financing upstream oil and gas development, the time for reassessment is over. Decisive action is needed. Today, around 600 million Africans still lack access to electricity – a number that is not only staggering but growing. The International Energy Agency notes that gains made in expanding electricity access were reversed during the pandemic, with up to 30 million people who previously had access no longer able to afford it. This deepening energy poverty undermines Africa’s industrialization, economic growth and social development.

    The AEC maintains that Africa must be empowered to grow its energy mix pragmatically, using both fossil fuels and renewables – not forced into an “all or nothing” approach that risks leaving hundreds of millions in the dark. Natural gas offers a scalable, affordable and lower-carbon solution that can help meet the continent’s immediate power needs while enabling a just, inclusive energy transition. Yet climate panic and fearmongering – often directed disproportionately at Africa, a continent responsible for just 3% of global CO₂ emissions  – threaten to block this path.

    “The green agenda and the World Bank’s ban on upstream financing ignore the fact that natural gas can bring life-changing prosperity to Africa through jobs, business growth and monetization,” said NJ Ayuk, Executive Chairman of the AEC. “We are proposing a logical, sustainable path: using our natural gas to meet current needs, generate revenue and fund our transition to renewables. Given that universal access to affordable, reliable electricity is one of the UN’s Sustainable Development Goals, the growing number of Africans without power is morally wrong and must not be ignored.”

    Upstream oil and gas development is already demonstrating its capacity to advance energy access. In Mozambique, domestic gas fuels the 450 MW Temane gas-to-power project, delivering electricity to communities and industries. Senegal’s gas-to-power efforts, Nigeria’s Gas Master Plan and Egypt’s expanded gas-fired generation highlight how these resources are driving regional electrification and economic growth. Future upstream projects hold transformative potential: Mozambique’s gas reserves could generate over $100 billion in revenue; Namibia’s oil discoveries could deliver $3.5 billion annually at peak production, which can fund infrastructure, education, healthcare and clean energy investments.

    Meanwhile, global financial trends are shifting. Major banks, particularly in the U.S., are easing ESG-related restrictions and resuming oil and gas financing, recognizing that natural gas remains a vital bridge fuel. The World Bank must do the same – not as a concession, but as a commitment to its mandate to promote shared prosperity and reduce poverty.

    The AEC urges the World Bank to turn its policy review into meaningful action. Supporting upstream oil and gas development is not only an economic necessity – it is a moral imperative if we are serious about ending energy poverty and enabling a sustainable, equitable future for Africa.
