  • MIL-OSI United Nations: Experts of the Human Rights Committee Commend Ecuador’s National Councils for Equality, Ask about State of Emergency Restrictions and Military Management of Prisons

    The Human Rights Committee today concluded its consideration of the seventh periodic report of Ecuador on how it implements the provisions of the International Covenant on Civil and Political Rights, with Committee Experts commending the State’s national councils for equality, and raising issues concerning restrictions imposed under the state of emergency and the deployment of military personnel to manage State prisons. 

    A Committee Expert welcomed that the State party had established national councils for equality.  How had the initiatives of the National Council for Gender Equality contributed to promoting gender equality?

    Another Committee Expert cited reports that freedom of movement and assembly had been considerably curtailed under the state of emergency, and that vulnerable sectors of society had been disproportionately affected by restrictions.  How would the State party ensure that measures taken under the state of emergency were strictly proportionate, time-bound and necessary?

    Under the state of emergency, military personnel had been deployed to administer prisons, the Expert noted.  Was the State party considering gradually withdrawing the military from prisons?  There had been complaints of torture and abuse of authority, as well as murders and arbitrary detention by military personnel in prisons.  Had the State party investigated these and prosecuted any personnel?

    Juan Carlos Larrea, Attorney General of State of Ecuador and head of the delegation, said that the Office of the Attorney General had carried out constant training for members of the national police and armed forces on international human rights and humanitarian law, the use of force, and the rights of persons deprived of liberty. The delegation added that the State party was working to strengthen training for prison staff.  It planned to train almost 7,000 staff over a five-year period.

    The delegation said the National Council for Gender Equality had a mandate to mainstream and monitor public policies on gender equality and promote the rights of women and persons from the lesbian, gay, bisexual, transgender and intersex community.  Some of the goals of the national agenda on equality were to reduce maternal and child mortality and teenage pregnancy, and there had been progress in these areas.

    The delegation said a state of emergency had recently been implemented to confront spiralling acts of violence, terrorism, internal armed conflict, and the prison crisis.  All measures implemented under a state of emergency needed to be time bound and to conform with principles of necessity and proportionality, and all states of emergency were monitored by the Constitutional Court.

    Formerly, Ecuador’s prisons were in effect being run by organised gangs due to a lack of oversight, creating a crisis in the prison system, the delegation said.  The State party had implemented the “Phoenix Plan” to regain control and safety in all prisons.  The armed forces were ensuring physical security in only eight of the 35 adult detention centres in the State. 

    The delegation also said armed forces personnel had been involved in 72 cases of habeas corpus, with personnel cleared of wrongdoing in 68 cases and the remaining cases still being investigated.  A specialised prosecutor’s unit had been established to investigate cases of harm or death caused by the armed forces and the prison service.

    In concluding remarks, Mr. Larrea said Ecuador was fully committed to implementing international human rights law and promoting respect for human rights.  It was facing challenges in the field of human rights, including spiralling international organised crime, but remained committed to addressing these.  The delegation hoped that the Committee would provide concrete recommendations that addressed the complex challenges Ecuador was facing.

    Tania María Abdo Rocholl, Committee Chairperson, in concluding remarks, said the dialogue had addressed historic human rights violations, measures to combat terrorism, reproductive rights, the independence of the judiciary, and the situations of human rights defenders and indigenous peoples, among other topics.  The Committee was committed to its mandate of guaranteeing the highest level of implementation of the Covenant in Ecuador.

    The delegation of Ecuador was made up of representatives of the Ministry for Women and Human Rights; National Council for Gender Equality; National Service for the Comprehensive Care of Adults Deprived of Liberty and Adolescent Offenders; Ministry of Foreign Affairs and Human Mobility; Office of the Attorney General of the State; Ministry of National Defence; and the Permanent Mission of Ecuador to the United Nations Office at Geneva.

    Presentation of the Report

    JUAN CARLOS LARREA, Attorney General of State of Ecuador and head of the delegation, said Ecuador had demonstrated its commitment to the promotion and protection of human rights through the ratification of the 27 United Nations instruments on human rights; the open invitation to the Rapporteurs and Special Procedures of the United Nations and the Inter-American system; timely and continuous submission of periodic reports; and the establishment of the national mechanism for the implementation, follow-up and monitoring of Ecuador’s international human rights recommendations.

    Ecuador had implemented public policies to comply with the provisions of the Covenant.  Notable achievements over the reporting period included the creation of the Ministry of Women and Human Rights; the decriminalisation of abortion in cases of rape; the implementation of the second phase of the spotlight initiative for the eradication of gender-based violence; and actions taken to improve the situation of persons deprived of liberty. 

    The executive had trained 25,844 people on the right to life, freedom of expression and peaceful protest, due process, the right to liberty, free mobility, equality and non-discrimination.  The judiciary had held training events on human rights which benefited 69,624 officials, professional associations and universities.  Similarly, the Office of the Attorney General had carried out constant training for members of the national police and armed forces on international human rights and humanitarian law, the use of force, and the rights of persons deprived of liberty. 

    The organic law on communication created a mechanism to protect the life and integrity of journalists and to develop indicators on murder, kidnapping, forced disappearance, arbitrary detention and torture of journalists.  The State was also developing protocols for their protection and to ensure prevention. So far in 2024, 97 alerts of aggression against media workers had been received.  In response to these, the Communication Council had carried out 78 protective actions, in addition to security workshops in conjunction with the national police and armed forces. 

    The National Council for the Equality of Peoples and Nationalities had drawn up the agenda for the equal rights of indigenous nationalities and peoples, the Afro-Ecuadorian people and the Montubio people. Representatives of organizations and civil society were consulted in its development.  In 2023, the National Council held 14 territorial conferences with members of organizations of Afro-Ecuadorian communities to examine issues related to the Decade for People of African Descent at the national and international levels and move forward with proposals for its fulfilment, from which support for the declaration of a second Decade was concluded.

    ARIANNA TANCA MACCHIAVELLO, Minister for Women and Human Rights, said the Ministry was dedicated to preventing, addressing, repairing and eradicating violence against women, children and adolescents.  The Ministry had 45 comprehensive protection services established within the framework of legislation and the national plan to prevent and eradicate violence against women 2020-2030.  There were State-run centres providing free psychological care, legal advice and social work services to victims of violence against women, and the State had cooperation agreements with shelters and comprehensive care centres.

    The recent establishment of the technical standard to mainstream a gender approach in all public policies and actions reinforced the State’s efforts.  The National Council for Gender Equality had formulated the national agenda for gender equality 2021-2025.  Further, in January 2024, the organic law for equal pay between women and men was approved, and 18 September was declared “Equal Pay Day” to raise awareness in society about the gender pay gap.  In May 2024, a law on reparation for relatives of victims of femicide was approved, which guaranteed family members the right to comprehensive reparation, scholarships and financial aid for children who were orphaned, and to medical and psychiatric care and counselling. 

    Ecuador has prioritised the elimination of sexual abuse and violence against children and adolescents in schools.  Among the main measures adopted were the national plan on the creation of protective educational environments and the public policy for the eradication of sexual violence in education. 

    The State Attorney General’s Office had a policy promoting access to justice for the lesbian, gay, bisexual, transgender and intersex community, which established guidelines for the investigation of hate crimes and discrimination against this group.  In addition, the diversity action plan 2022-2025 was adopted, which established 148 actions and 151 indicators to improve living conditions and guarantee equal rights for this community in Ecuador.  In 2023, a measure was introduced for the identification and prosecution of people and entities who discriminated against others based on sexual orientation, gender identity or expression.  The Ministry of Public Health had prepared a manual of good practices in comprehensive health care for this community.  From 2019 to June 2024, more than 39,000 services were provided for people who self-identified as lesbian, gay, bisexual, transgender and intersex.

    The organic law on human mobility determined the procedures to be followed in the event of inadmissibility at borders, deportation and expulsion, taking into account international standards on non-refoulement.  The extraordinary regularisation process for Venezuelan migrants, which began on 1 August 2022 and was still in force, had provided more than 97,000 exceptional temporary residence visas, including 871 visas for unaccompanied or separated children. Ecuador had been awarded for its good practices regarding recognition of sexual diversity and gender identity within refugee status determination procedures.

    Ecuador was committed to the protection, respect and promotion of human rights, in particular within the framework of the obligations assumed under the Covenant.

    Questions by Committee Experts

    A Committee Expert welcomed measures adopted by Ecuador in recent years to tackle serious human rights issues in the country. What measures had been adopted by the State party to implement the Views of the Committee concerning the cases of Isaías Dassum v. Ecuador and Pérez Barriga et al. v. Ecuador.  Had the State party established a procedure for implementing the Committee’s Views?  Had courts other than the Constitutional Court expressly referred to the Covenant’s provisions?  Could the delegation provide updated figures on training for public officials on the Covenant?  What was the situation of the Ombudsperson’s Office?  Did it have sufficient resources to fulfil its mandate? 

    Vulnerable sectors of society had reportedly been disproportionately affected by restrictions imposed under the state of emergency.  What safeguards were in place in this regard?  Under the state of emergency, military personnel had been deployed to administer prisons.  Was the State party considering gradually withdrawing the military from prisons? There had been complaints of torture and abuse of authority, as well as murders and arbitrary detention, by military personnel in prisons.  Had the State party investigated these and prosecuted any personnel? 

    The Constitutional Court had declared the state of emergency as being unconstitutional in 2023.  Why had the executive continued to maintain it, contrary to the Court’s decision?  Was the current state of emergency being monitored by the Court?  There were reports that freedom of movement and assembly had been considerably curtailed under the state of emergency.  How would the State party ensure that measures taken under the state of emergency were strictly proportionate, time-bound and necessary?

    Another Committee Expert asked for information on cases contained within the Truth Commission’s final report on historic human rights violations that had not been concluded.  Reportedly, a large percentage of cases had not been concluded 14 years after the report was issued.  How many persons had been provided with reparations?

    What court cases had been ruled on regarding terrorism in the last three years?  How was the State party ensuring fair trial guarantees for persons accused of terrorism? Around 35,000 people had reportedly been arrested this year alone on charges of terrorism.

    A Committee Expert welcomed that the State party had established national councils for equality.  What impact had these councils had in promoting equality and preventing discrimination?  How had the initiatives of the National Council for Gender Equality contributed to promoting gender equality?  The State party had provided training for members of the judiciary on sexual orientation and gender identity.  Was this effective in combatting discrimination against lesbian, gay, bisexual, transgender and intersex persons?  What impact had measures to improve health care for lesbian, gay, bisexual, transgender and intersex persons had?  What measures were in place to protect and improve the rights of transgender and intersex persons, including children?

    The police had registered 15,000 complaints of violence against women in 2021.  Had inquiries into these cases contributed to combatting impunity and ensuring reparation for victims?  What progress had been achieved by the plan to bolster training regarding violence against women?  What would be done to speed up the legislative process for cases of violence? How would the State party ensure that women who were victims of violence had access to remedy and appropriate protection mechanisms, including psychosocial and rehabilitation services?

    Another Committee Expert asked about the State party’s position on the United Nations’ human rights protection system.  The Expert welcomed that reform of the Democracy Code in 2020 had introduced gender parity on election lists, and said that there had been positive progress in the implementation of legislation to tackle gender-based violence in the political sphere.  However, there were 23 cases of violence against women politicians between 2022 and 2023, including two femicides, one of a female mayor.  How was the State party working to combat such violence and promote women’s participation in politics, including the participation of minority women? 

    Women’s representation in political bodies continued to be limited, particularly for minority women.  What awareness raising campaigns were in place to address stereotypes concerning women’s role in society?  Could the delegation comment on the implementation of the law on equal opportunities and the “purple economy”?

    There were reports of violence against indigenous peoples by the armed forces in the northern border area; had these been investigated and had cases been prosecuted?  Would the State party provide material reparation to indigenous communities affected by violence and the actions of resource sector companies?

    One Committee Expert said there were concerns regarding gaps in the protection system for the children of victims of violence. What steps had been taken to protect vulnerable children and to guarantee a sustainable budget for support payments for victims, so that families of victims could benefit? 

    The Committee was concerned by the high number of girls being subjected to sexual abuse, rape and incest.  Violence against girls in schools was reportedly endemic and girls were discouraged from reporting sexual attacks.  What measures were in place to protect vulnerable girls against such attacks?  What sanctions were imposed for sexual offences and what reparations were provided to girl victims?  Were vulnerable girls’ families provided with legal assistance? 

    Ecuador had expanded access to abortion for victims of sexual assault in a new law.  Would the State party decriminalise abortions in the case of malformation of the foetus?  Had the State party organised education for women and girls regarding contraception and established family planning counsellors within health care facilities? Had the State party approved guidelines for therapeutic abortion care and taken action to inform society regarding the law on abortion and medical centres where abortions were available? How did the State party ensure that there were health care professionals who were able to provide safe abortions in all remote and rural areas?  The Committee noted a Constitutional Court ruling calling on the State party to not prosecute health care professionals who performed abortions.  Had this been implemented?  How was the State party protecting the confidentiality of women who sought abortions?

    Responses by the Delegation

    The delegation said the Truth Commission had the mandate to investigate serious human rights violations occurring between 1983 and 1998.  The Commission’s final report documented enforced disappearances and other violations occurring during that period.  The Ombudsman had been called on to implement reparations for the victims of these violations; more than 150,000 direct and indirect victims had benefited from reparations.  Two criminal cases addressing historic human rights violations had been prosecuted. 

    A law preventing sexual violence and harassment in education had been developed and a national plan for addressing such violence had been implemented.  After victims of violence and harassment were identified, they were referred to mental health services.  The State party promoted the best interests of the child and their right to be informed in all matters affecting them.  Eleven protocols had been issued addressing sexual crimes against minors.

    A law permitting abortion in cases of rape was implemented in 2022 and inter-institutional mechanisms were set up to ensure that the law was properly applied.  Victims of rape did not need to file a legal complaint to access abortions. The prosecution was obliged to provide victims of rape with information on accessing abortions, and all health care facilities were required to provide information immediately on access to abortion in cases of rape.  The State party provided free and confidential guidance on abortions, and health care providers were required to protect the confidentiality of persons who sought abortions.

    The National Council for Gender Equality had a mandate to mainstream and monitor public policies on gender equality and promote the rights of women and persons from the lesbian, gay, bisexual, transgender and intersex community.  The national agenda on equality addressed the barriers faced by various groups of minority women.  Some of the goals of the agenda were to reduce maternal and child mortality and teenage pregnancy, and there had been progress in these areas.  Guidelines had been developed to ensure that vulnerable women had access to credit lines and the digital economy.  The State party was also promoting rural women’s access to land titles.  The police had carried out capacity building programmes addressing gender stereotypes and promoting positive masculinity.

    Formerly, Ecuador’s prisons were in effect being run by organised gangs due to a lack of oversight, creating a crisis situation in the prison system.  The State party had implemented the “Phoenix Plan” to regain control and safety in all prisons and promote the rehabilitation of all those deprived of liberty.  It was working to improve prison infrastructure to address overcrowding and was currently building two new prisons. 

    Protocols were in place to ensure cooperation between the armed forces and the national police in the management of prisons.  The armed forces were ensuring physical security in only eight of the 35 adult detention centres in the State.  The State party was working to strengthen training for prison staff.  It planned to train almost 7,000 staff over a five-year period.  This year, the State party would almost entirely eliminate mixed gender detention to prevent gender-based violence in prisons.

    Ecuador was fully committed to cooperating with the United Nations human rights protection system and was grateful for the support and advice that it offered to the State.  The Constitution allowed for the direct and immediate application of international human rights instruments ratified by the State. Regarding the case of Isaías Dassum v. Ecuador, investigations had been carried out and resolved in favour of the individual involved and reparation had been provided, in compliance with the Committee’s recommendations.

    Ecuador’s President had the ability to impose a state of emergency in cases of violence, threats to the State, and natural disasters. All measures implemented under a state of emergency needed to be time bound and to conform with principles of necessity and proportionality, in line with the Covenant.  A state of emergency had recently been implemented to confront spiralling acts of violence, terrorism and internal armed conflict, and the prison crisis.  All states of emergency were monitored by the Constitutional Court, which had questioned the restriction of rights in certain contexts.  The State party’s duty was to ensure that its people were able to live in a safe society free of corruption.

    The national allowance for orphans whose mothers had been murdered was a monthly allowance indexed to the monthly basic income. So far, 486 allowances had been provided to children.

    An agreement had been reached to strengthen relations with indigenous peoples and to prevent violence against indigenous communities.  There was also a protocol that aimed to protect indigenous peoples in voluntary isolation.

    Follow-Up Questions by Committee Experts

    A Committee Expert said there appeared to be a large gap between the legal and institutional framework on human rights and the situation on the ground.  The rate of femicide was on the rise and women were increasingly becoming victims of enforced disappearance, leading to an increase in orphaned children.  Had drug trafficking groups become so strong that authorities could not control them?  Why was the State party not sufficiently reacting to the prevailing environment of impunity?  What measures were in place to protect vulnerable groups, including children?

    Another Committee Expert said that the Prosecution Service had launched over 200 investigations into torture and abuse of authority by the police force.  Had any rulings been issued for these cases?

    One Committee Expert asked about the role of victims of past human rights violations in creating the Museum of Memory. Why had their proposals regarding the location of the Museum not been taken on board?  Had the prison population increased or decreased as a result of the security measures being implemented by the State party?  Were the prisons in which the armed forces were present the largest and most modern?  Were there plans to reduce the number of prisons administered by the armed forces?  The Expert commended the State party’s significant efforts to train prison guards. What was the current ratio of guards to prisoners?

    A Committee Expert said the allowance for children whose mothers were victims of femicide was a good measure, but all orphaned children needed to receive it.  What were the prospects for decriminalising abortions in cases other than rape or where the mother’s life was at risk?  Did the State party support access to contraception for low-income families?

    Another Committee Expert asked whether allowances given to children whose mothers were murdered were the same regardless of the number of children in the family.

    Responses by the Delegation

    The delegation said the Government would implement the single register on violence by the start of next year.  It had been providing training to public officials on the handling of sensitive information within this register.  The register would allow the State party to gain insights into patterns of violence in different areas of the country, as part of its efforts to eradicate gender-based violence.

    There was a five-year training plan for prison officials and 60 million United States dollars had been invested in improving the prison system this year.  Improving the national rehabilitation system was a priority for the Government.

    Questions by Committee Experts

    A Committee Expert asked about measures to prevent torture and ill treatment by the police against detained persons.  How did the State party ensure transparency in investigations of complaints against the police related to torture?  What redress was provided to victims of torture? What measures were being considered to strengthen human rights training for the police?

    The Transitional Council for Citizen Participation and Oversight was endowed with extraordinary powers allowing for the dismissal and appointment of judges and magistrates at the discretion of the executive branch, violating principles of judicial independence.  It appointed the Attorney General, judges of the National Court of Justice, and 137 other oversight authorities, and had reportedly removed judges and judicial officials who did not align with the political interests of the Presidency.  What mechanisms were in place to prevent conflicts of interest and ensure that the Council complied with international standards on judicial independence?  How was transparency and the participation of citizens ensured in the Council’s evaluations of public authorities?  When did the mandates of the Attorney General and the members of the Council expire?  Why did the Council still have “transitional” status?

    What mechanisms were in place to ensure that migrants at the northern border had access to basic services such as health, education and employment?  Were there programmes to protect migrant women and children from exploitation and abuse? How was discrimination against migrants addressed in regularisation and asylum processing?  Was the State party monitoring and evaluating asylum policies on the northern border?

    The Ecuadorian Government had reportedly failed to implement adequate protection measures for human rights defenders, allowing threats and attacks against these people to go unpunished and exposing them to the constant risk of violence and intimidation.  Had the State party strengthened the legal framework for protecting human rights defenders?  Were human rights defenders involved in developing policies that affected their work? What protection mechanisms were in place for at-risk persons?  Investigative journalists Anderson Boscán and Mónica Velásquez faced threats and were forced into exile in Canada after making complaints about Attorney General Diana Salazar’s alleged connections to organised crime networks.  Why were these persons’ security being jeopardised?

    One Committee Expert asked about the entity that carried out investigations into the excessive use of force.  How many officials had been prosecuted for the excessive use of force?  A 2024 decree called on the armed forces to participate in controlling internal order. Had the State party held a referendum on this decree, and did it comply with the Covenant?

    How did Ecuador guarantee the principle of non-refoulement?  What measures were in place to safeguard the physical security of asylum seekers and refugees?  Restrictions on the freedom of movement had limited migrants’ ability to find jobs. Curfews had affected migrants in street situations, who did not have a place to stay.  Had legal aid or counsel been provided by the State to defend asylum seekers’ rights in regularisation processes?  How was the State party ensuring access to justice for migrants who were victims of extortion?

    Indigenous peoples had been adversely affected by mining projects, including illegal mining linked to organised crime.  What consultation processes had been held regarding these projects?  The State party had adopted decrees but had yet to adopt a law on prior consultation and free, informed and prior consent regarding mining and resource projects. Would the State party speed up the adoption of such a law?  Oil spills had affected the environment and the health of indigenous peoples.  What preventive measures had been taken regarding oil spills and what reparations had been provided to affected persons?

    A Committee Expert said the Committee was concerned about conditions in places of detention and overcrowding, a serious and persistent problem in prisons.  Detainees lacked access to food, water and health services, and overcrowding also increased tensions between inmates and made the management of prisons difficult. Since January 2024, the overall prison capacity had increased by 7.8 per cent, but there were still 18 prisons with critical overcrowding at over 120 per cent capacity.  What measures were in place to address the issue?  Had the State party considered dismantling mega prisons?

    The Committee noted significant efforts by the State party to address the issue of human trafficking through training of judicial actors.  What were the prospects of establishing a specialised office addressing trafficking within the prosecution?  Had compensation been provided to victims of trafficking?  How were victims protected from criminal liability?  How did the State party promote the social inclusion of victims, protect them from revictimisation, and support their access to the labour market?

    Another Committee Expert said there had been more than 600 deaths of detainees between 2018 and 2023.  In March 2024, a violent riot in a prison had led to the death of 12 detainees, while another riot in July led to 18 deaths.  Two prison wardens had recently been murdered. Organised crime had reportedly infiltrated prisons, inciting these events.  What measures were in place to regain control of the prison system and promote the basic rights of prisoners?  How many deaths had occurred in prisons this year, and were there any deaths resulting from torture or ill treatment?  Would the State party grant access to prisons for the national preventive mechanism?

    The Committee was concerned about the reported penetration of organised crime into the judiciary.  Members of the judiciary were allegedly paid bribes to give shortened prison sentences to members of organised crime groups.  What investigations had been carried out into such allegations?  How did the State party ensure the integrity of investigations into corruption?  What was the disciplinary structure for judges and how was their independence guaranteed?

    In 2018, three journalists were kidnapped and murdered by organised crime and four journalists were murdered in 2022.  What investigations had been carried out into these events?  The judicial system was reportedly used as a tool for censorship against journalists. How did the State party ensure that journalists could carry out their work without interference?

    One Committee Expert said the Communication Council had been involved in promoting diversity in the media and in organising training on media workers’ rights.  What results had been obtained by training programmes?  Between July and December 2021, there were 62 reports of harassment against journalists.  What measures were in place to ensure that threats against journalists were properly investigated and punished?  During 2022 demonstrations, at least nine deaths were recorded and close to 200 people were arrested.  How did the State party guarantee the right to peaceful assembly and ensure justice for victims of excessive force by State officials?

    Was the law issued in 2022 on the use of force and firearms by the police in line with the Covenant?  Was civil society involved in the drafting of the law?  How was the law being implemented?  Did the State party provide training programmes on the law to police?

    How had the State party guaranteed access to justice for indigenous peoples in indigenous languages?  What obstacles were there in providing legal aid to indigenous peoples?  What measures were in place to strengthen the indigenous legal system and to ensure coordination between indigenous and regular legal systems?

    In some regions, authorities did not recognise the legal status of indigenous peoples.  Farmers who were defending their lands were reportedly perceived as criminals and harassed by authorities.  How was the State party preventing such harassment?

    The delegation said training had been provided for around 500 prosecution staff and over 2,000 civil servants on investigating violent deaths of women and girls since 2022.  This year alone, over 500 members of the armed forces and other civil servants had participated in the prosecution office’s training on international human rights law. 

    The armed forces were ensuring internal security in the context of the high level of armed conflict occurring in the State, caused by organised gangs.  The activities of the armed forces strictly complied with human rights standards, regulations on the use of force and firearms, and principles of necessity and proportionality.  The State party was constantly updating provisions on the use of force in line with international standards.  During the first six months of this year, the murder rate had fallen significantly and criminal structures had been dismantled.

    The armed forces’ activities had helped to reduce criminal activities within the prison system.  The armed forces allowed oversight visits to prisons by Government bodies.  Members of the armed forces were trained in human rights, the use of force, and the protection of vulnerable persons.  Accusations of human rights violations by members of the armed forces were investigated in cooperation with public bodies.  Armed forces personnel had been involved in 72 cases of habeas corpus, with personnel cleared of wrongdoing in 68 cases and the remaining cases still being investigated.  A specialised prosecutor’s unit had been established to investigate cases of harm or death caused by the armed forces and the prison service.

    The State party was strengthening the national framework for the prevention of terrorism.  It was receiving international support to bring its legislation on terrorism in line with international standards.

    Ecuador ensured full reparation for direct and indirect victims of homicide, including through the law on support for family members of victims of femicide.  The public policy on reparation was being updated to strengthen support for victims’ relatives through consultations with civil society.  Support payments for orphaned children whose parents were murdered were increased progressively depending on the number of children in the family.

    State legislation protected the activities of human rights defenders.  An inter-institutional board was developing a comprehensive policy on the protection of human rights defenders and carrying out an analysis of threats faced by human rights defenders.  The State provided protection to victimised human rights defenders involved in court proceedings through the witness protection programme.  Regional councils of human rights defenders had been established.

    The Government had delineated certain areas as “protected land” where mining activities could not be carried out.  It had provided training on promoting the human rights of indigenous peoples and tackling their exploitation.  Over 3,000 interventions related to indigenous peoples had been carried out by the Government.  The State party worked closely with local autonomous governments to ensure the incorporation of indigenous knowledge into policies and activities to address climate change.

    Before implementing measures related to non-admission and deportation, investigations needed to be carried out to assess whether the individual concerned needed international protection.  Asylum seekers could receive free legal aid and the support of translation services if required.  An online platform to support asylum requests had been established; it had received more than 56,000 such requests.  Over 96,000 Venezuelan citizens had been granted temporary residency through a special procedure implemented in 2022.  Emergency care was being provided for the large number of migrants on the northern border in collaboration with international organizations and private sector bodies, to ensure that these migrants and asylum seekers received the highest standard of care.

    The State party had been procuring building materials and conducting repairs to improve prison infrastructure and the living conditions of detainees.  Accommodation in two prisons had recently been increased by 1,700 places.  The State had authorised the construction within 300 days of two new prisons to house a maximum of 800 detainees.  These would greatly reduce the rate of overcrowding. The Government was increasing human resources for administering these prisons.  Around 600 prisoners who had been detained for over five years and were not accused of violent crimes would soon be pardoned to further reduce overcrowding.

    The National Red Cross Committee had been training medical staff to improve health care in prisons.  A classification plan was in place to revise the classification of detainees to reduce the grouping of members of organised crime in prisons. Female detainees had been relocated to exclusively female prisons.  Over the next five years, the State party planned to recruit 700 new prison guards. A protocol on the handling of complaints within the prison system had been developed.

    Although a law on free, prior and informed consent had yet to be implemented, the Constitutional Court had established standards relating to this consent that needed to be respected by administrative authorities.  Bills had been developed to enact such a law that were currently before Parliament. The State party was undertaking environmental consultations that were in line with international standards in relation to upcoming mining projects.  It was also working to respect the life and integrity of indigenous peoples and preventing them from being harmed by the actions of third parties.  The Government had been successful in reducing conflict over indigenous territory and was fostering a culture of peace.  A health cordon had been established to improve the health conditions of people living in voluntary isolation.

    State legislation ensured respect for judicial independence.  No Government entity could interfere with the activities of the judiciary.  A roadmap had been developed to promote judicial independence through strict internal oversight of appointment, promotion and evaluation of members of the judiciary.  The Council of the Judiciary had implemented measures to ensure the safety of judicial operators.  The transitionary period for the Council for Citizen Participation and Social Control had concluded and its regular members were being appointed.

    There was a protection and early warning system for media professionals who were facing aggression.  The Government was strengthening its capacity to react to attacks against media professionals and to prevent such attacks.  Civil society organizations were involved in providing protection measures and improving the working environment for media professionals. 

    Follow-Up Questions by Committee Experts

    A Committee Expert asked why the State party allowed civilians to carry firearms in violent areas in the country.  Had any initiatives been adopted to regularise migrants who came into the country after 2022?

    Another Committee Expert said judges and prosecutors had been killed and the rule of law was in danger in the country.  Some judges had been murdered outside of the premises of the judiciary.  There needed to be effective protective actions to ensure the independence of the judiciary and the rule of law.  What transparency measures would be implemented to increase public trust in the judiciary?  It was positive that the State party had begun a reform of legislation on terrorism in cooperation with international bodies.  Would the bill of law being developed provide procedural guarantees in terrorism cases in line with the Covenant?

    One Committee Expert said that, since the deployment of armed forces across the territory, femicides, the enforced disappearance of women, and the violation of indigenous peoples’ rights had continued with impunity for offenders.  The State party had not ensured the protection of indigenous human rights defenders, whose rights were violated by the activities of mining companies. There were environmental issues threatening the lives of indigenous peoples that had not been investigated and several indigenous peoples were awaiting compensation.  Environmental rights defenders were continually harassed by authorities.  Could the delegation provide information on the killing of an indigenous chief in February 2024 who was protesting oil prospecting in his region?

    Another Committee Expert said poverty and insecurity were serious issues in Ecuador that were disproportionately affecting vulnerable groups.  How would the State party address these issues and protect the rights of workers?

    Closing Remarks

    JUAN CARLOS LARREA, Attorney General of State of Ecuador and head of the delegation, said Ecuador was fully committed to implementing international human rights law and promoting respect for human rights.  It was the first country in Latin America to receive a visit from the current High Commissioner for Human Rights, Volker Türk.  It was working to implement all recommendations issued to it by the United Nations human rights system.

    Ecuador was facing challenges in the field of human rights, including spiralling international organised crime and the current energy crisis, but remained committed to addressing these, and to strengthening efforts to promote the human rights of all people on its territory. It called on the international community to increase technical support for the promotion and protection of human rights in Ecuador.  The delegation hoped that the Committee would provide concrete recommendations that addressed the complex challenges that Ecuador was facing.

    TANIA MARÍA ABDO ROCHOLL, Committee Chairperson, thanked all those who had contributed to the dialogue.  The dialogue had addressed Constitutional and legal frameworks related to the Covenant, historic human rights violations, measures to combat terrorism, reproductive rights, the independence of the judiciary, detention conditions, the right to life, freedom of expression and association, trafficking in persons, and the situations of human rights defenders and indigenous peoples, among other topics.  The Committee was committed to its mandate of guaranteeing the highest level of implementation of the Covenant in Ecuador.

  • MIL-OSI USA: USAID Announces More Than $57 Million to Drive Agricultural Innovation

    The United States, through USAID, committed $57.4 million, working with Congress, to accelerate food security initiatives and advance novel climate-smart agricultural solutions to reduce global hunger, poverty, and undernutrition. Announced at the 2024 World Food Prize Borlaug Dialogue in Iowa, more than $38 million will support Feed the Future – the U.S. government’s global hunger initiative – Innovation Labs.

    The Feed the Future Innovation Lab network, including two newly funded labs, will advance technology development and draw on the expertise of top U.S. universities and host country research institutions to tackle some of the world’s greatest challenges in agriculture and food security. The Climate Resilient Sustainable Intensification lab, led by Kansas State University, will conduct research to develop and adapt technologies that increase agricultural productivity on less land with fewer environmental tradeoffs. At Washington State University, the Veterinary Vaccine Delivery lab will accelerate the development and deployment of cold-chain-independent vaccines for livestock.

    New investments in existing labs include World Coffee Research joining Cornell University to develop improved coffee varieties and the University of Florida partnering with the University of California, Davis to address poultry disease through advances in chicken breeding. Cornell, Purdue, and Michigan State Universities have been awarded extensions to continue work on climate resilient crops, food safety policies and regulations, and local food security policy, respectively.

    The remainder of the funding includes an award to accelerate the development and deployment of disease-resistant wheat varieties through a partnership with the U.S. Department of Agriculture and CIMMYT; a contribution to the Global Crop Diversity Trust to increase the availability of adapted crops and seeds to meet the challenges of new pests and diseases, higher temperatures, less water, and soil degradation; and funding to non-profit Akademiya2063 to support African leadership on agriculture policy reform.

    Feed the Future has continued to deliver strong results, as demonstrated in this year’s newly launched Feed the Future Interagency Report. In the initiative’s first decade both hunger and poverty fell by 20 to 25 percent in areas of focus. In 2023 alone, Feed the Future worked with 6.2 million producers to apply improved agricultural practices on 4.5 million hectares of cropland and cultivated pasture. In addition, small and medium businesses and farmers accessed $1.4 billion in agriculture-related financing and leveraged $677 million in private-sector investment – double the level in fiscal year 2020 – resulting in record sales of more than $4.6 billion. 

    Building on this success, Feed the Future will continue to work with partner countries, donors, and both the public and private sector in the United States and abroad to accelerate transformational change.

    A joint call for investment has been issued to the Chancellor on the eve of the UK Budget from Scottish Government and Scottish Chambers of Commerce.

    Speaking to business leaders at a reception with the Scottish Chambers of Commerce on Tuesday 29 October, First Minister John Swinney said:

    “My Government is committed to growing the economy to generate the wealth to invest in our public services and eradicate child poverty. We want to use that investment to create a partnership between government and business that will make the most of Scotland’s many economic opportunities.

    “It takes political willpower to adapt and evolve our economies and grow thriving societies in all four nations – something the Chancellor can signal by including steps to advance the Acorn carbon capture and storage project in the UK Budget, which would provide new opportunities for workers in the oil and gas sector in Grangemouth and in other parts of Scotland.

    “The Office for Budget Responsibility highlighted recently the potential for public investment to deliver permanent improvements in the economy. It is welcome that my calls for the Chancellor to amend her fiscal rules have been heard, with indications last week that there will be scope for greater investment.

    “The Chancellor has the chance to choose to deliver a UK Budget that invests in our public services and supports the entrepreneurial spirit displayed in Scotland’s business sector. With these new rules in place the Chancellor must use the fiscal headroom they create to deliver a Budget that immediately and significantly enhances Scotland’s resource and capital funding, enabling us to invest more in our public services and take forward the vital infrastructure projects that support economic growth, net zero, and action to tackle child poverty.”

  • MIL-OSI New Zealand: Lasting and integrated solutions needed to improve school attendance – PPTA

    Commenting on the release of an Education Review Office report into the issues, he agreed with the agency that the current model for managing school attendance was not designed to succeed.

    “The issues causing the increase in chronic non-attendance over the last 10 years are complex and varied. If we want to see a long-term reduction in these rates, schools and school attendance services need more staffing, more time and more resources.

    “Schools and attendance services are stretched to the limit. They don’t have the time and resources that these issues need. Young people who are chronic non-attenders, and their whānau, need a lot of ongoing time, attention and support that currently just is not there.”

    Chris Abercrombie said the report made it clear there was no quick fix, evidenced by the fact that the attendance of many students who return to school after chronic non-attendance, starts to slip again after about two months. “When these students return to school, it is a challenge to reintegrate them – schools need more support for this.

    “We need lasting, meaningful and integrated solutions – both at the community level, with other agencies and supports, and at the school level with appropriate funding and resourcing for gateway, alternative education and activity centres, pastoral care and learning support.

    “Alternative education has been chronically under-resourced for years, a point which has been made previously by ERO.

    “It’s deeply disappointing that the Govenrment has chosen to pour hundreds of millions of dollars into a vanity project such as charter schools, when  issues such as chronic non-attendance are crying out for adequate funding.”

    PPTA also had serious concerns about the report’s recommendations for more parental prosecutions. “All this will do is put people who are struggling financially further into debt, and / or give them a criminal record.”.

    Governments needed to be bold and brave enough to address the underlying causes of chronic non-attendance. These included poverty, housing insecurity, and mental health.

    I wish to begin by referring to a speech by former Governor-General, Sir Paul Reeves, in which he quotes the great New Zealand writer Maurice Shadbolt: ‘If we accept what we are, we make no arrangement for what we might be.’

    It seems to me that this ethos has long driven the work of Wellington City Mission.

    For 120 years, generations of City Missioners, staff and volunteers have not accepted the presence of homelessness, poverty, and social isolation in our city – and have worked tirelessly to help individuals become what they might be.

    Whakamaru takes this mahi to a completely new level. This beautiful building has been conceived and built with such profound care and thought for the needs of the people who will use it: whānau, manuhiri, staff and members of the community.

    Sir Paul’s reflections on the nature of compassion could easily be applied to the work of the City Mission. He said: ‘Compassion is about relieving the pain of others. Compassion leads to feeding, clothing, sheltering, educating, comforting and so on. There is nothing sentimental about compassion.’

    Here, at Whakamaru, we see compassion, or manaakitanga, expressed in deeply practical ways: by providing somewhere to shower, to launder clothes, to sleep, and get food and medical treatment. And we also see manaakitanga in its sense of upholding mana and human dignity through the expression of respect, solace and wise counsel.

    I am sure Whakamaru will become a model for the delivery of social services, and will inspire similar projects elsewhere – in Aotearoa and beyond our shores.

    One thing I know they will not share with Whakamaru is views of Government House’s gardens. My daily walks with my little dogs take me down to a grove just over your back fence, and I have been able to keep an eagle eye on the progress of this build. I have been very keen to see what it looks like from the inside, and having now seen this beautiful space, I am looking forward to seeing more of this very special building.

    Congratulations, Murray, for getting this ambitious, one might even say ‘revolutionary’ project off the ground. It’s a tribute to your belief, confidence, and drive – as well as some highly innovative fund-raising approaches.

    Speaking of which, I am deeply grateful that you did not approach me or Richard to follow the example of Sir Ashley Bloomfield and abseil up the side of a building to sign your trust deed.

    What I can do is acknowledge and thank everyone involved in bringing this project to fruition – funders, supporters, architects, all those involved in its construction, Te Atiawa, Ngati Toa, staff and volunteers.

    I know I speak for Richard and me, and for the staff at Government House, when I say how proud we are to be your close neighbours.   • MIL-OSI Economics: ADB Approves $500 Million Loan to Support Climate and Disaster Resilience in Pakistan

    MANILA, PHILIPPINES (29 October 2024) — The Asian Development Bank (ADB) has approved a $500 million policy-based loan to support climate change and disaster risk reduction and resilience in Pakistan.

    The Climate and Disaster Resilience Enhancement Program (CDREP) will strengthen Pakistan’s institutional capacity for planning, preparedness, and response; increase inclusive investment in disaster risk reduction and climate resilience; and support the scale up of disaster risk financing using a risk-layered approach.

    Pakistan is one of the most vulnerable countries to climate change and disasters triggered by natural hazards in Asia and the Pacific. Average losses from disaster events exceed $2 billion per year. Women and other vulnerable groups are disproportionately affected by climate change and disaster events.

    “This program builds on ADB’s longstanding work in Pakistan to understand and reduce climate and disaster risks and support effective disaster response,” said ADB Director General for Central and West Asia Yevgeniy Zhukov. “We are proud to support an integrated and comprehensive approach to climate and disaster risk management, including a portfolio of disaster risk financing instruments for timely and adequate funding for disaster response.”

    The program supports enhanced capacity for disaster risk mapping and modeling for investment and development decisions. It enhances coordination for disaster monitoring and response. It supports enhanced planning and prioritization of gender-sensitive and resilient public investments, including integrated flood risk management and nature-based solutions. 

    The program supports mobilization of climate finance from public and private sources. This includes issuance of a domestic green sukuk (Islamic bond). A key innovation of the program is the use of ADB’s Contingent Disaster Financing option for the first time in the Central and West Asia region. This will provide quick disbursing budget support in the event of a disaster.

    The program will support the establishment of a solidarity fund to facilitate the uptake of risk transfer solutions such as agriculture insurance. The program also supports shock-responsive social protection to deliver cash assistance in the event of a disaster.

    ADB has also approved a technical assistance grant of $1 million to support implementation of the program.

    THIMPHU, BHUTAN (29 October 2024) — The Asian Development Bank (ADB) has appointed Sonomi Tanaka as its new Country Director for Bhutan.

    Ms. Tanaka will lead ADB’s operations in Bhutan and policy dialogue with the government, development partners, and other stakeholders. She will implement the newly approved country partnership strategy (CPS) 2024–2028 for Bhutan which aligns closely with the 13th Five-Year Plan of the government that aims to develop Bhutan into a sustainable and prosperous economy.

    “I look forward to working closely with the government and the people of Bhutan to reinforce Bhutan’s development efforts by strengthening public sector management, enabling private sector development, building climate-adaptive and resilient infrastructure, and enhancing human capital development to increase youth employability,” said Ms. Tanaka.

    Ms. Tanaka has over 30 years of professional experience, including 25 years with the ADB. In 2020, she was appointed as Country Director of ADB’s Resident Mission in the Lao People’s Democratic Republic, where she led the formulation of the CPS 2024-2028 and advanced critical policy reforms in collaboration with the World Bank and other partners to address macroeconomic challenges. She previously served as chief of the Gender Equity Thematic Group, responsible for overseeing and advising on ADB-wide operations to promote gender equality and women’s empowerment. Ms. Tanaka has worked extensively on gender and development, poverty reduction, social analysis, social protection, and community participation issues in Asia and the Pacific. Her sectoral expertise spans education, finance, health, infrastructure, natural resources management, public sector management, and urban development. Prior to joining ADB, she held roles in the World Bank’s South Asia Department and in development institutions in Japan.

    Ms. Tanaka is a national of Japan and holds a master of arts in gender and development from the Institute of Development Studies, Sussex University and a post-graduate diploma in development studies from the Institute of Developing Economies Advanced School in Japan. She has a bachelor’s degree in international relations from the University of Tokyo.

    Bhutan became a member of ADB in 1982. ADB has committed around $1.2 billion in loans, grants and technical assistance to the country, including cofinancing. ADB’s priority areas for support in Bhutan include energy, transport, urban infrastructure, water supply and sanitation, education, agriculture and natural resources, and finance. As of October 2024, ADB’s Bhutan portfolio includes 15 projects worth around $363 million.

  • MIL-OSI Economics: ADB to Improve Rural Livehoods, Ecosystems and Climate Resilience in Qixia City, Shandong, PRC

    MANILA, PHILIPPINES (30 October 2024) — The Asian Development Bank (ADB) has approved a $150 million loan to enhance the ecological and climate resilience, as well as rural livelihoods in Qixia City in Shandong Province, the People’s Republic of China (PRC).  

    “The Shandong Qixia Ecological Function Conservation Demonstration Project will provide a model of integrated city ecosystem management,” said ADB Country Director for the PRC Safdar Parvez. “The project will benefit more than 429,000 residents through enhanced natural resources, environmental living conditions, and livelihood opportunities. The practices and experiences in this ecologically sensitive area could be replicated in other parts of the PRC, as well as in other countries.”

    Qixia City serves as the primary water source for coastal Yantai municipality in northeast Shandong Province, a major apple-growing area. However, intensive use of agricultural chemicals and plastic has damaged soil and water quality in the vicinity. Climate change is also increasing the frequency and magnitude of weather-related disasters. The degradation of natural capital in the city is disrupting agriculture and food security.

    To improve sustainability practices for agriculture and rural livelihoods, the project will conduct soil testing and apply organic fertilizers and soil conditioners to improve soil quality, as well as promote ecotourism to provide a sustainable source of income for local communities, while also raising awareness about the importance of conserving the ecosystem.

    The project will pilot a smart orchard system that will have modern and environment-friendly practices, such as sensors, data analytics, automation, optimized fertigation, and pest control. It will also strengthen rural solid waste collection management. All contribute to more sustainable production systems with reduced chemical fertilizer and pesticide use.

    To protect natural capital, the project will rehabilitate degraded river courses through bank protection, flood control, and excavation of river blockages. It will also construct forest fire prevention pathways and implement sustainable forest pest control. Institutional capacity and coordination on integrated ecosystem management will also be strengthened.

    As part of ADB’s Yellow River Ecological Corridor Program, aligned with the PRC’s Yellow River Basin Ecological Protection and High-quality Development Plan, the project aims to adopt a model of integrated ecosystem management and building climate resilience. It has significant regional benefits, as it addresses the complex ecological and environmental challenges in the Yellow River region.

    The total project cost is estimated to be $362 million, with $212 million counterpart financing from the government, which includes $85 million cofinancing from the Agricultural Development Bank of China. More than $99 million of the ADB financing is earmarked for climate adaptation and mitigation. It is expected to be completed in 2030.

    The Israeli parliament’s vote on Oct. 28, 2024, to ban the United Nations agency that provides relief for Palestinian refugees is likely to affect millions of people – it also fits a pattern.

    Aid for refugees, particularly Palestinian refugees, has long been politicized, and the United Nations Relief and Works Agency for Palestine Refugees, or UNRWA, has been targeted throughout its 75-year history.

    This was evident earlier in the current Gaza conflict, when at least a dozen countries, including the U.S., suspended funding to the UNRWA, citing allegations made by Israel that 12 UNRWA employees participated in the attack by Hamas on Oct. 7, 2023. In August, the U.N. fired nine UNRWA employees for alleged involvement in the attack. An independent U.N. panel established a set of 50 recommendations to ensure UNRWA employees adhere to the principle of neutrality.

    The vote by the Knesset, Israel’s parliament, to ban the UNRWA goes a step further. It will, when it comes into effect, prevent the UNRWA from operating in Israel and will severely affect its ability to serve refugees in any of the occupied territories that Israel controls, including Gaza. This could have devastating consequences for livelihoods, health, the distribution of food aid and schooling for Palestinians. It would also damage the polio vaccination campaign that the UNRWA and its partner organizations have been carrying out in Gaza since September. Finally, the bill bans communication between Israeli officials and the UNRWA, which would end efforts by the agency to coordinate the movements of aid workers to prevent unintentional targeting by the Israel Defense Forces.

    Refugee aid, and humanitarian aid more generally, is theoretically meant to be neutral and impartial. But as experts in migration and international relations, we know funding is often used as a foreign policy tool, whereby allies are rewarded and enemies punished. In this context, we believe Israel’s banning of the UNRWA fits a wider pattern of the politicization of aid to refugees, particularly Palestinian refugees.

    What is the UNRWA?

    The UNRWA, short for United Nations Relief and Works Agency for Palestine Refugees in the Near East, was established two years after about 750,000 Palestinians were expelled or fled from their homes during the months leading up to the creation of the state of Israel in 1948 and the subsequent Arab-Israeli war.

    Prior to the UNRWA’s creation, international and local organizations, many of them religious, provided services to displaced Palestinians. But after surveying the extreme poverty and dire situation pervasive across refugee camps, the U.N. General Assembly, including all Arab states and Israel, voted to create the UNRWA in 1949.

    Since that time, the UNRWA has been the primary aid organization providing food, medical care, schooling and, in some cases, housing for the 6 million Palestinians living across its five fields: Jordan, Lebanon, Syria, as well as the areas that make up the occupied Palestinian territories: the West Bank and Gaza Strip.

    The mass displacement of Palestinians – known as the Nakba, or “catastrophe” – occurred prior to the 1951 Refugee Convention, which defined refugees as anyone with a well-founded fear of persecution owing to “events occurring in Europe before 1 January 1951.” Despite a 1967 protocol extending the definition worldwide, Palestinians are still excluded from the primary international system protecting refugees.

    While the UNRWA is responsible for providing services to Palestinian refugees, the United Nations also created the U.N. Conciliation Commission for Palestine in 1948 to seek a long-term political solution and “to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation.”

    As a result, UNRWA does not have a mandate to push for the traditional durable solutions available in other refugee situations. As it happened, the conciliation commission was active only for a few years and has since been sidelined in favor of the U.S.-brokered peace processes.

    Is the UNRWA political?

    The UNRWA has been subject to political headwinds since its inception and especially during periods of heightened tension between Palestinians and Israelis.

    While it is a U.N. organization and thus ostensibly apolitical, it has frequently been criticized by Palestinians, Israelis as well as donor countries, including the United States, for acting politically.

    The UNRWA performs statelike functions across its five fields, including education, health and infrastructure, but it is restricted in its mandate from performing political or security activities.

    Initial Palestinian objections to the UNRWA stemmed from the organization’s early focus on economic integration of refugees into host states.

    Although the UNRWA officially adhered to the U.N. General Assembly’s Resolution 194 that called for the return of Palestine refugees to their homes, U.N., U.K. and U.S. officials searched for means by which to resettle and integrate Palestinians into host states, viewing this as the favorable political solution to the Palestinian refugee situation and the broader Israeli-Palestinian conflict. In this sense, Palestinians perceived the UNRWA to be both highly political and actively working against their interests.

    In later decades, the UNRWA switched its primary focus from jobs to education at the urging of Palestinian refugees. But the UNRWA’s education materials were viewed by Israel as further feeding Palestinian militancy, and the Israeli government insisted on checking and approving all materials in Gaza and the West Bank, which it has occupied since 1967.

    While Israel has long been suspicious of the UNRWA’s role in refugee camps and in providing education, the organization’s operation, which is internationally funded, also saves Israel millions of dollars each year in services it would be obliged to deliver as the occupying power.

    Since the 1960s, the U.S. – the UNRWA’s primary donor – and other Western countries have repeatedly expressed their desire to use aid to prevent radicalization among refugees.

    In response to the increased presence of armed opposition groups, the U.S. attached a provision to its UNRWA aid in 1970, requiring that the “UNRWA take all possible measures to assure that no part of the United States contribution shall be used to furnish assistance to any refugee who is receiving military training as a member of the so-called Palestine Liberation Army (PLA) or any other guerrilla-type organization.”

    The UNRWA adheres to this requirement, even publishing an annual list of its employees so that host governments can vet them, but it also employs 30,000 individuals, the vast majority of whom are Palestinian.

    Questions over links of the UNRWA to any militancy has led to the rise of Israeli and international watch groups that document the social media activity of the organization’s large Palestinian staff.

    In 2018, the Trump administration paused its US$60 million contribution to the UNRWA. Trump claimed the pause would create political pressure for Palestinians to negotiate. President Joe Biden restarted U.S. contributions to the UNRWA in 2021.

    While other major donors restored funding to the UNRWA after the conclusion of the investigation in April, the U.S. has yet to do so.

    ‘An unmitigated disaster’

    Israel’s ban of the UNRWA will leave already starving Palestinians without a lifeline. U.N. Secretary General António Guterres said banning the UNRWA “would be a catastrophe in what is already an unmitigated disaster.” The foreign ministers of Canada, Australia, France, Germany, Japan, South Korea and the U.K. issued a joint statement arguing that the ban would have “devastating consequences on an already critical and rapidly deteriorating humanitarian situation, particularly in northern Gaza.”

    Reports have emerged of Israeli plans for private security contractors to take over aid distribution in Gaza through dystopian “gated communities,” which would in effect be internment camps. This would be a troubling move. In contrast to the UNRWA, private contractors have little experience delivering aid and are not dedicated to the humanitarian principles of neutrality, impartiality or independence.

    However, the Knesset’s explicit ban could, inadvertently, force the United States to suspend weapons transfers to Israel. U.S. law requires that it stop weapons transfers to any country that obstructs the delivery of U.S. humanitarian aid. And the U.S. pause on funding for the UNRWA was only meant to be temporary.

    The UNRWA is the main conduit for assistance into Gaza, and the Knesset’s ban makes explicit that the Israeli government is preventing aid delivery, making it harder for Washington to ignore. Before the bill passed, U.S. State Department Spokesperson Matt Miller warned that “passage of the legislation could have implications under U.S. law and U.S. policy.”

    At the same time, two U.S. government agencies previously alerted the Biden administration that Israel was obstructing aid into Gaza, yet weapons transfers have continued unabated.

  • MIL-OSI Global: Haiti’s gangs turn to starving children to bolster their ranks

    After months of relentless gang violence, thousands of killings, and the unseating of a government, Haiti is faced with another heartbreaking issue which seems likely to prolong the Caribbean island nation’s woes for another generation. Testimonies collected by Amnesty International have uncovered how Haiti’s armed gangs are enlisting hundreds of children.

    Ana Piquer, Americas director at Amnesty International, says: “We have documented heartbreaking stories of children forced to work for gangs: from running deliveries to gathering information and performing domestic tasks under threats of violence.”

    Boys as young as six are being forced to work as lookouts, made to build street barriers, trained to use machine guns, and are being ordered to participate in kidnappings and other acts of violence. Girls in the possession of gangs are subjected to rape and other forms of sexual violence by older male gang members, according to Piquer.

    Haiti’s 200 or so armed gangs currently control around 90% of the capital city, Port-au-Prince, and large parts of the country are ungovernable. The collapse in law and order has allowed gang leaders such as Jimmy “Barbecue” Chérizier to commit terrible atrocities largely unchallenged.

    The involvement of children in Haiti’s gangs is not exactly new. According to Unicef, between 30% and 50% of children in Haiti are involved with armed groups in some capacity. There are several socioeconomic explanations for this.

    Haiti was once the wealthiest European colony in the Americas – and staged the only ever successful slave rebellion against its French colonial masters before declaring independence in 1804. But modern Haiti is a failed state where more than half of the population now live below the World Bank’s poverty line.

    According to figures published by the International Fund for Agricultural Development, Haiti has the highest prevalence of food insecurity in Latin America and the Caribbean. One-third of the population goes hungry every day.

    Impoverishment and grinding poverty has made the population desperate. With limited options for survival, many children in Haiti are drawn into criminal groups. At times, the promise of a single meal can be enough to attract a child to join a gang.

    That said, the breakdown of order throughout the country has undoubtedly encouraged the gangs to increase their recruitment of children. As with most conflict zones, once indoctrinated, child soldiers make for cheap and deadly combatants.

    There is also one other specific social factor that contributes to some parents turning a blind eye to their children joining the gangs. The prevalence of child recruitment by gangs can be linked to a Haitian socioeconomic practice called restaveks.

    A restavek, which is Creole for “to stay with”, is a child who is given away by impoverished parents with the unwritten understanding that they will be fed, looked after and will not die of hunger. It has become a form of modern-day slavery.

    The End Slavery Now project has found that “more than 300,000 children are victims of domestic slavery” in Haiti today. Many of these children regularly undergo forms of physical and sexual violence.

    A set pattern

    Child sex slavery and sexual abuse are familiar occurrences in societies torn by civil war. It is more likely to take place in settings where the process of governance is weak or non-existent. This situation facilitates conditions of criminal impunity, leading various actors involved in conflict to sexually exploit children.

    There is an established pattern of predatory child sexual slavery in Haiti. Following the devastating earthquake that struck Haiti in 2010 and the ensuing cholera epidemic, some members of the UN peacekeeping force stationed in the country were found to have been running a child sex racket.

    In 2017, an investigation by the Associated Press revealed at least 134 Sri Lankan peacekeepers were involved. It has been documented that girls as young as 11 were sexually abused and impregnated by the peacekeepers, and then subsequently abandoned to raise their children alone. Impoverished and starving Haitian children fell victim to this racket in exchange for scraps of the peacekeepers’ leftover food.

    According to its own admission, the UN peacekeeping force was responsible for “transactional sex” during its operations in the country.

    In 2019, the UN secretary general, António Guterres, branded violence against children as a “silent emergency” of our time. Unfortunately, not much is being done to address this challenge, despite the urgency of Guterres’ statement.

    There are many existential challenges facing Haiti. Some of them are homegrown, such as the prevalence of gangs and their terror techniques.

    But, as it is located on a geological fault line in a region susceptible to severe storms, Haiti is particularly prone to natural disasters. A devastating earthquake in 2010 and a cholera epidemic in 2016 debilitated the country, and the knock-on effects will last decades.

    To make matters worse, Haiti also suffers from a compassion deficit. A lack of real engagement from the international community has contributed to the erosion of the Haitian civil society and left the population at the mercy of gang violence.

    Even the Kenyan-led policing mission tasked with restoring order is suffering from inadequate funding and equipment, which has affected its operational capacity. Only around US$400 million (£308 million) of the US$600 million that was originally pledged for the mission has materialised, with the US shouldering a disproportionate financial burden.

    Preoccupied with more high-profile conflicts elsewhere, the international community appears to have little interest in the horrors that are unfolding under the tropical sun in the faraway Caribbean.

  • MIL-OSI Global: Palestine’s economy teeters on the brink after a year of war and unrelenting destruction

    The Palestinian economy has been devastated beyond recognition. Israel’s intense military operations in Gaza have led to unprecedented destruction, wiping out much of the enclave’s essential infrastructure, private property and agricultural resources.

    Meanwhile, the occupied West Bank is also under severe strain. Similar patterns of destruction, alongside rising settler violence, land confiscations and expanding settlements, have left its economy buckling under the pressure of mounting public debt, unemployment and poverty.

    Gaza’s economy was being suffocated even before the war. A blockade imposed by Israel in 2007 has severely restricted the import and export of goods, while fishermen were limited to a six-mile zone, crippling their ability to earn a livelihood.

    The blockade caused Gaza’s GDP per capita (a measure of the wealth of a country) to shrink by 27% between 2006 and 2022, with unemployment rising to 45.3%. This gave rise to a situation where 80% of the population depended on international aid.

    In addition to the economic blockade, Gaza suffered massive physical destruction due to Israeli military operations in 2008–2009, 2012, 2014, 2021 and 2022. Yet the cumulative effects of 16 years of blockade and military attacks are minor compared to the sheer destruction caused by the current war.

    A report by the UN’s trade and development wing (Unctad) has revealed that in the space of just eight months, between October 2023 and May 2024, Gaza’s GDP per capita was fell by more than half. The economic situation now is almost certainly worse.

    According to the report, which was released in September 2024, Gaza’s GDP dropped by 81% in the final quarter of 2023 alone. The report concluded that the war had left Gaza’s economy in “utter ruin”, warning that even if there was an immediate ceasefire and the 2007–2022 growth trend of 0.4% returns, it will take 350 years just to restore the GDP levels of 2022.


    The only sectors still functioning are health and humanitarian services. All other industries, including agriculture, are at a near standstill. The destruction of between 80% and 96% of agricultural assets has led to rampant food insecurity.

    The scale of destruction in Gaza is unprecedented in modern times and is happening under the world’s gaze. From October 2023 to January 2024 alone, the total cost of damage reached approximately US$18.5 billion (£14.2 billion) – equivalent to seven times Gaza’s GDP in 2022.

    A separate report by the UN Development Programme, which was published in May, predicts that it will take more than 80 years to rebuild just Gaza’s housing stock if it repeats the rate of restructuring seen after Israeli military operations in 2014 and 2021. Merely clearing the debris could take up to 14 years.

    The war has displaced almost all of Gaza’s population, and has thrown people into dire poverty. Unemployment surged to 80%, leaving most households without any source of income. And prices of basic commodities have increased by 250%, which is contributing to famine across the Strip.

    The economic crisis has also extended to the West Bank, where GDP has fallen sharply. Military checkpoints, cement blocks and iron gates at the entrances to Palestinian towns and cities, as well as the denial of work permits for Palestinians in Israeli settlements, have resulted in more than 300,000 job losses since the start of the war.

    The Unctad report reveals that the rate of unemployment in the West Bank has tripled to 32% since the start of the conflict, with labour income losses amounting to US$25.5 million. Poverty is rising rapidly.

    Israeli forces have also continued to confiscate Palestinian homes and land. Over the past year alone, 24,000 acres of land in the West Bank have been seized, and over 2,000 Palestinians have been displaced.

    This devastation has been exacerbated by Israel’s decision to withhold the tax revenue it collects for the Palestinian Authority, which typically accounts for between 60% and 65% of the Palestinian public budget, as well as a significant decline in international aid. Aid to Palestine has dropped drastically over the past decade or so, falling from the equivalent of US$2 billion in 2008 to just US$358 million by 2023.

    The Palestinian Authority is facing a massive budget deficit, which is projected to increase by 172% in 2024 compared to the previous year. This financial strain has crippled the Palestinian government’s ability to provide essential services, pay salaries and meet the needs of a population battered by war, displacement and severe poverty.

    The road to recovery

    For the Palestinian economy to have any chance at recovery, several immediate steps are necessary.

    First, international aid should flow into Gaza uninterrupted, and pressure must be applied to ensure that humanitarian aid – particularly food aid – reaches those in need. Data analysis by organisations working in Gaza suggests that Israel is currently blocking 83% of food aid from reaching Gaza.

    Second, the destruction of homes, schools and infrastructure must cease. However, this seems improbable as Israel continues to pursue its military goal of destroying Hamas – an objective most analysts believe to be unachievable.

    And third, the economic restrictions imposed on Gaza and the West Bank must be lifted. Sustainable development – and any prospect for recovery – cannot be achieved without granting the Palestinian people the right to self-determination and sovereignty over their resources.

    This would require new peace agreements, an outcome that appears unlikely at present. But without these crucial interventions, the Palestinian economy will be completely devastated and the humanitarian crisis will worsen, making any future recovery within the lifetime of anyone currently living in Gaza virtually impossible to imagine.

  • MIL-OSI United Kingdom: Councillors asked to endorse new ‘social contract’ to eradicate poverty

    Despite being a relatively affluent area, Perth and Kinross has around 30,000 people living below the poverty line, with approximately 27,200 in deep or very deep poverty.

    Tackling poverty is one of the Council’s main priorities and the local authority helped establish the Anti-Poverty Taskforce jointly chaired by the Chief Executives of PKAVS and Giraffe to address poverty across Perth and Kinross. The Taskforce brings together a range of partners, including the Council, to work together on addressing poverty.

    Councillors will also discuss the sixth Annual Child Poverty Action report, which reveals there are still 5,750 children living in poverty in Perth and Kinross and sets out the actions that are being taken to reduce this number.

    Council leader Councillor Grant Laing said: “Many people view Perth and Kinross as an affluent area but the truth is poverty is a real and growing problem for many of our residents.

    “The Covid-19 pandemic and the cost-of-living crisis have both contributed to a situation that requires dedicated and co-ordinated action to solve.

    “For those living in poverty every day is a struggle and things that are an inconvenience to many of us – an unexpected bill or a spell of cold weather – can lead to a crisis for those on or close to the breadline. It is vitally important we support those people who find themselves in poverty.

    “Those living in rural areas, as many do in Perth and Kinross, also face additional challenges regarding employment, housing, transport and more.”

    Councillor Laing added: “The actions we are taking are showing results – there are now around 200 fewer children living in poverty now than there were last year. But that still leaves nearly 6,000 in poverty.”

    The social contract sets out four key principles that will guide the Council, and its partners, as they strive to lift residents out of poverty.

    These are:

    • No one should be in deep poverty: 
    • Those unable to work should not be in poverty: 
    • People should try to increase their earnings: 
    • Low earners should not be in poverty: Commitment to Collaboration:

    As part of these efforts, the Council is being asked to renew its commitment to collaborating with community partners, the third sector, and local communities to secure extra resources and support for those in deep poverty and provide addition resources for those unable to work due to health, disability or caregiving responsibilities.

    It is also being asked to support job seekers and those wanting to work more hours and help those on low incomes to achieve a better standard of living.

    Shaheena Din, joint chair of the Anti-Poverty Taskforce said: “Change happens when we come together.

    “By working as one, we can make a real difference in lifting people out of poverty, because no one person or organisation can tackle this challenge alone.”

    She added the Anti-Poverty Taskforce supports a range of people who are struggling to make ends meet. These include:

    • People facing ongoing hardship: Those on low incomes, whether they are receiving benefits or not, and may not be getting the support they’re entitled to.
    • People in deep poverty: Including single individuals without children, people from ethnic minorities, and households where someone has a disability.
    •  Those on or just below the poverty line: those struggling to make ends meet.
    •  People just getting by: managing on their own but often have little or no money left at the end of the month.
    •  Asset rich but cash poor: Homeowners with limited savings and financial assets that are hard to access and facing hardship.

    Canada is building a future where poverty is eradicated and where every generation is given a fair chance to succeed. In 2019, the Government of Canada established the National Advisory Committee on Poverty to support the implementation of Opportunity for All: Canada’s First Poverty Reduction Strategy.

    Today, the Minister of Families, Children and Social Development, Jenna Sudds, announced the appointment of two new members to the National Advisory Council on Poverty. Marie Christian will hold the position of member with particular responsibilities for children’s issues, and Lindsay Kretschmer will hold the position of general member.

    The Minister also announced the reappointment of two other Council members—general member Kwame Julius McKenzie, and Council Chairperson Scott MacAfee.

    Minister Sudds thanks the two outgoing members, Sylvie Veilleux and Rachelle Metatawabin, for their contributions throughout their terms.

    The Council plays a crucial role in supporting the implementation of the Poverty Reduction Strategy by engaging with Canadians and producing an annual report to provide an update on the progress achieved toward reducing poverty. This year’s report was tabled on Monday, October 28th.

    The Minister thanks the Council for its report. She continues to listen to the Council’s recommendations to create a Canada where everyone has the opportunity to succeed.

      • a 20% reduction in poverty relative to 2015 levels by 2020; this target was met earlier than expected;

  • MIL-OSI Africa: Climate change is making it harder for people to get the care they need

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the heat-related mortality rate since 2000-05. This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

  • MIL-OSI United Kingdom: Ambitious Mobility Strategy to be considered by councillors

    This strategy, developed with feedback from the public, will be discussed when Climate Change and Sustainability Committee meets on 23 October 2024.

    The Mobility Strategy is one of three critical place-based strategies designed to shape the long-term development of Perth and Kinross, alongside the Local Housing Strategy and the Local Development Plan.

    Together, these strategies are instrumental in realising the Council’s vision of “a Perth and Kinross where everyone can live life well, free from poverty and inequality.”

    The Mobility Strategy outlines Perth and Kinross Council’s vision for managing and developing the transport and active travel network over the next 15 years.

    It considers all modes of transport for the movement of people and goods across both rural and urban areas, addressing the impacts of emerging technologies, digital services, housing, inclusion, poverty, health, climate adaptation, economic growth, air quality, and place making.

    Aligned with the priorities set out in the Scottish Government’s National Transport Strategy 2 (February 2020), the Mobility Strategy adopts four key priorities: Reducing Inequalities, Taking Climate Action, Delivering Inclusive Economic Growth, and Improving Health and Wellbeing.

    These priorities are fundamental to the development and delivery of the strategy, ensuring it meets both national targets and local goals.

    Councillors will also be asked to approve the next priorities for the Local Heat and Energy Efficiency Strategy (LHEES) and Local Area Energy Plan (LAEP) for the upcoming 12-18 months.

    The Perth and Kinross LAEP envisions the area as a leading example of affordable and equitable access to sustainable energy for all residents, businesses, and organisations.

    By 2045, the area aims to achieve an integrated, net-zero local energy system. Similarly, the Perth and Kinross LHEES aims to make homes and buildings more energy efficient and equipped with decarbonised heat sources, providing more affordable warmth and reduce climate impact, all contributing to achieving our goal of Net Zero by 2045.

    In line with these initiatives, committee members will be asked to approve the Council’s Public Body Climate Change Duty report. The report outlines the Council’s actions and progress in addressing climate change within its own operations, with a 31% reduction in its overall emissions. The decrease is primarily attributed to improvements in waste processing and the transition from waste to energy. Additionally, there were modest reductions in emissions from on-site energy production, business travel and employee commuting.

    Councillor Richard Watters, Convenor of Climate Change and Sustainability Committee said: “We are deeply grateful to the public for their active involvement and valuable feedback throughout the development of the Mobility Strategy. Their participation has been crucial in shaping a strategy that is robust, relevant, and adaptable to the diverse needs of our community.

    “We also want to recognise the outstanding work made through the Local Heat and Energy Efficiency Strategy (LHEES), the Local Area Energy Plan (LAEP) and the Council’s own initiatives in tackling climate change.  It is truly encouraging to see the Council’s substantial reduction in overall emissions, equivalent to 12.5 kilotonnes of C02, between 2022/23 and 2023/24.

    “Despite facing financial challenges, we are striving forward with new priorities for the next 12 to 18 months. Together, we are paving the way for a sustainable and prosperous future for Perth and Kinross.”

    Decades after the discriminatory practice of redlining was banned in the US, its lasting impact is still driving significant health disparities, particularly in asthma prevalence, according to recent studies. These findings highlight how the combination of poor housing conditions and environmental pollutants in historically redlined neighborhoods continues to fuel the asthma crisis, particularly among children. Addressing this crisis requires more than just healthcare interventions, according to GlobalData, a leading data and analytics company.

    Redlining, a practice that historically denied financial services to predominantly minority neighborhoods, labeled these areas as “risky” and prevented necessary investments. Though outlawed in 1968, its effects persist, exposing these neighborhoods to higher pollution levels, poor housing conditions, and entrenched poverty.

    Many redlined neighborhoods remain disproportionately exposed to harmful pollutants from industrial sites and high-traffic roadways, exacerbating respiratory issues. Poor housing quality in these areas, rife with mold, pests, and other asthma triggers, further worsens the condition for residents, making it an issue of environmental justice.

    Sravani Meka, Senior Pharma Analyst at GlobalData, comments: “The legacy of redlining is a multifaceted public health crisis. The intersection of environmental hazards, poor housing conditions, and healthcare access gaps has created a perfect storm for chronic asthma in these communities.”

    Efforts are underway to address these disparities, with initiatives focusing on improving air quality, housing standards, and healthcare access. However, experts warn that systemic barriers remain.

    Meka continues: “While policy reforms are being implemented, convincing decision-makers to prioritize these vulnerable communities and ensuring healthcare providers are equipped to manage the complex needs of these patients will be crucial for long-term change. If successful, these reforms could significantly reduce asthma rates and improve quality of life in historically disadvantaged neighborhoods.”

    Meka concludes: “It’s essential that these communities receive sustained attention, not just short-term interventions, to truly dismantle the structural inequalities that drive these health disparities.”

    Following is the message President Recep Tayyip Erdoğan issued on October 24, United Nations Day and the 79th Anniversary of the Establishment of the United Nations Organization:
    “I congratulate the UN Secretary-General and the UN staff on the 79th anniversary of the establishment of the United Nations (UN) Organization.
    The Organization commemorates its anniversary unfortunately with feelings of bitterness at a time when the number of UN officials who have lost their lives in Gaza and other conflict zones has reached record levels, peacekeeping missions have been attacked, and even the Secretary-General himself has been declared “persona non grata.”
    And yet, the destruction caused by conflicts all over the world, the ever-expanding and deepening state of hunger and poverty, Islamophobia and xenophobia that permeate the world, are increasing the duties and responsibilities that fall upon the United Nations. The proper fulfillment of these responsibilities can only be possible by ensuring appropriate conditions under which all the main organs of the United Nations, including the Security Council, can perform their functions.
    The United Nations, which was established 79 years ago today to protect future generations from wars and of which Türkiye was among the founders, is unfortunately in a state of inertia due to the inability of the Security Council, the body empowered with the broadest authority for this purpose, in the face of developments that trample both international law and human dignity. The Security Council, which has failed to take steps to end the genocide in Gaza, emboldens the perpetrators with this stance and undermines faith in the rules-based international system. It is vital that the Security Council takes and implements the measures required by international law, before the current situation in the Middle East turns into an even more devastating, large-scale crisis.
    Türkiye is ready to support all efforts to make the United Nations, which it considers to be the cornerstone of multilateralism, the hope for humanity again, and to transform the international system into an effective structure based on the principles of justice, equality and solidarity, free from double standards.
    We are determined to continue our concrete contributions to mediation, conflict prevention and peacekeeping, fight against terrorism, migration management, sustainability and environmental protection as well as to initiatives such as the Alliance of Civilizations, carried out under the umbrella of the Organization. The increasing presence of the UN in our country, especially in Istanbul, is another tangible manifestation of our enhanced cooperation with the UN.
    With these thoughts, I congratulate October 24, the United Nations Day, commemorate respectfully the UN employees who lost their lives on duty, and wish that the 79th anniversary of the Organization be auspicious for all humanity.”

    My dear citizens living at home and abroad,
    My treasured friends sharing our happiness on this joyful day,
    I salute you all with my most heartfelt feelings, affection and respect.
    I congratulate our each and every citizen living in our country and all across the world on 29 October Republic Day.
    Also, on behalf of my country and nation, I thank all our guests and friends who share our joy in our country and in different geographies of the world.
    Today we are experiencing the happiness and rightful pride of marking the first anniversary of the new century of our Republic.
    Happy 101st anniversary of the proclamation of our Republic!
    I remember with gratitude all the founding cadres of our state, particularly Ghazi Mustafa Kemal Atatürk, the founder of our Republic, the final and eternal link of our thousands-year-long sequence of states.
    I wish Allah’s mercy upon our veterans and martyrs, who have sacrificed themselves for our independence and future since Malazgirt up to date.
    Our each brother and sister, who has sacrificed themselves for the sake of our future, especially our martyrs we lost in the attack on the Turkish Aerospace Industries’ facility, the leader organization of our defense industry, will always live in our hearts.
    As the poet who says, ‘People grow in cradles, to lie in a grave; and heroes sacrifice themselves, to make the homeland live,’ points out:
    I remember with grace all our heroes, who contributed to the establishment, sustainment and them leaving indelible marks in history of our states that reigned over the vast borders of our beloved geography.
    We are determined to make the independent, strong, dignified and prosperous Türkiye, which is the legacy of our states extending from the extending from the Seljuks to the Ottomans and finally to the Republic on the Anatolian lands, live forever.
    Our nation has a deep-rooted statecraft of over 2,200 years, which has manifested itself in the 16 stars on our presidential seal.
    We aim to use, develop and empower this heritage in a way to make the biggest contribution to the common heritage of the humanity with the participation of our kinsmen and friends.
    We will further embrace our civilizational values and this ancient historical perspective of our nation in order for peace, calm, security and justice prevail in our country, region and the world.
    Neither terrorist organizations nor those, who seek to wreak carnage in our region with expansionist ambitions, or imperialists who spoil them by supporting them can prevent us from achieving our goal.
    To that end, we work round-the-clock to raise our country above the level of contemporary civilizations, making up for our shortcomings wherever we have.
    During this period we have left behind with our nation’s support, we have really made great progress by making great sacrifices, foiling many insidious games and traps, and thwarting numerous treacherous attacks.
    We are now on the eve of a period during which we will be reaping the rewards of the sacrifices we have made in every area, from security and technology, diplomacy to economy.
    We have few obstacles to overcome, few problems to resolve ahead of us to reach the bright futures that we call the ‘Century of Türkiye’.
    We are well aware of the challenges caused by the attempts to undermine our country in economy as well as in other areas, particularly through security threats, in the past six years.
    In the similar vein, we know that by using all our means, we should eliminate the scourge of terror, which has wasted our energy, eroded our brotherhood and kept us away from our goals for 40 years.
    We would like to wide open the doors of a Türkiye, whereby we compete our joys, not pains, share our richness, not poverty, and germinate our hopes, not disappointments.
    As we stated in last year’s Republic Day message, we do whatever we do to glorify the great and strong Türkiye ideal without paying heed to malevolent people at home and abroad.
    With Allah’s help, our nation’s sagacity and support, and the political and military strength of our country, we are determined to make sure that our Republic emerges even stronger from the period we have entered.
    We believe from the bottom of our hearts that all the individuals of our nation, regardless of their origin, disposition or political view, and all our friends, no matter where they live, will stand with us in this historical struggle of ours.
    May my Lord help and guide us.

  • MIL-OSI Asia-Pac: Film Archive to screen 17 Hong Kong films inspired by literary works (with photos)

         The Hong Kong Film Archive (HKFA) of the Leisure and Cultural Services Department will present screening programme “Dancing Between Words and Images – Hong Kong Film and Literature” from December 1 to February 23, 2025, screening 17 Hong Kong films adapted from or inspired by literary works at the Cinema of the HKFA to show the intricate ties between film arts and literature.
     
         The screening programme is divided into five sections. The first section, “Adaptations from Classic Literature”, consists of five films adapted from literary classics, namely “A Reborn Romantic” (1948), which reinterprets the plots in literary giant Leo Tolstoy’s final novel “Resurrection”, highlighting the struggles that women face in a traditional society; “Modern ‘Red Chamber Dream’” (1952), which transposes the story of Chinese classical novel “Dream of the Red Chamber” to the 1940s; “A Beautiful Corpse Comes to Life” (1956), adapted from “The Peony Pavilion” from the Ming dynasty, with Cheung Wood-yau and Pak Yin in lead roles; “Sunrise” (1956), which is adapted from a play of the same title by modern Chinese playwright Cao Yu; and “Red Rose White Rose” (1994), adapted from a short story by Eileen Chang, directed by Stanley Kwan and scripted by Edward Lam.
     
         The second section, “Her Stories in the City”, covers three films focusing on the psychological journeys of women in an urban setting. “The Rich House” (1942) is a tragic love story between a handsome writer, played by Cheung Wood-yau, and a waitress. “The Tender Age” (1957) reveals the hypocrisy of the upper class through the story of a young girl being ensnared into a life of prostitution. “Her Tender Heart” (1959) depicts the suppression and suffering of a woman, who has given up her family for love and dreams.
     
      In the third section, “Reflections of Time”, there are three films that explore the changes in social values from the perspective of humanistic concerns. In order to give her husband a male heir, a wife in “The Long Lane” (1956) is burdened by guilt in her deathbed for abandoning her own daughter and adopting a son, played by King Hu, who has grown up to be a disappointment. In “A Widow’s Tears” (1956), a recently widowed woman, played by Hsia Moon, after being blamed by her mother-in-law for accepting comforts from her best male friend, decides to leave her husband’s family. Through the story, the film illustrates the idea that women should take courage to pursue their own autonomy. “The Seaman and the Dancing Girl” (1961) highlights the darker side of a bustling city with the protagonist working as a nightclub hostess to provide for her family.
     
         The fourth section, “Tales of Love and Romance”, features three tender and passionate stories from different periods of time. Renowned actor Patrick Tse played a suave thief targeting wealthy women in “The Heart-Stealer” (1958), who decides to reform himself after falling for a mysterious woman. The story of “Diary of Monita” (1968) begins with the abrupt end of the romance between a rich girl and a poor student. As the girl’s family plunges into poverty, the girl’s life becomes a series of misadventures. Adapted by Erica Li from her novel, “77 Heartbreaks” (2017) skilfully depicts a romantic relationship from passionate love to its unravelling and how people nowadays navigate their love lives.
     
         Three films adapted from literary works from the period around the turn of the millennium comprise the fifth section, “Made in Hong Kong”, which showcases the continuing local creative prowess. The films are “Reincarnation of Golden Lotus” (1989), which is a story of lust and desire told from a woman’s perspective and adapted from a novel by the author Lilian Lee herself; “The Mad Phoenix” (1997), adapted from a critically acclaimed stage play by its playwright Raymond To; and “The Midnight After” (2014), which is based on an online serial sci-fi novel written by Kong Ho-yan under the pseudonym “Mr. Pizza” and directed by Fruit Chan.
     
         Most of the screenings will be accompanied by post-screening talks, hosted by scholars Professor Yung Sai-shing, Professor Mary Wong, Professor Wong Nim-yan, Dr Lo Wai-luk, and Dr Kenny Ng; directors Yim Ho and Fruit Chan; screenwriters Raymond To, Kong Ho-yan, and Chan Fai-hung; writer Peter Dunn; film critics Sam Ho, Shu Kei, Eric Tsang and more. The post-screening talk for “Red Rose White Rose” will be attended by director Stanley Kwan and screenwriter Edward Lam, and the talk will be livestreamed online simultaneously.     Labour must crackdown on anti-climate profiteering and fund our green transition.

    The UK Government must close the loopholes in the windfall tax and use it to end the cruel cuts they have made to Winter Fuel Payments, say the Scottish Greens.

    The call, from party Co-leader, Patrick Harvie, comes as oil giant BP has published results that show eye-watering profits of $2.3 billion for Q3 2024 alone.

    Mr Harvie said:

    “All over our country there are households and families dreading a long, cold winter while fossil fuel giants and polluters are making a killing.

    “Shamefully, the Labour government has chosen to cut the Winter Fuel Allowance, plunging hundreds of thousands of pensioners into fuel poverty while companies like BP are celebrating obscene levels of profit.

    “We can’t continue with business as usual if we are to have any kind of liveable future.

    “It is time to tax that wealth properly and use it to lift people out of poverty, make the transformative investment we need in green energy and finally break the link between fossil fuel prices and household bills.”

    Full council to formally approve appointment in November

    Leeds City Council has today announced Ed Whiting OBE is set to be appointed as its new permanent chief executive.

    Following an extensive recruitment process which ended last week, full council will be asked to formally approve the recommendation of its employment committee to appoint Ed into the role when it meets at Civic Hall on Wednesday 13 November.

    Ed is currently Director of Cities and Local Growth in the Department for Business and Trade and Ministry for Housing, Communities and Local Government, based in Leeds, and is leading place-based economic growth partnerships with UK Mayors and other leaders.

    He has also held senior civil service roles in HM Treasury and 10 Downing Street. Previously he was Director of Strategy for Wellcome, where he led the development of their new organisational strategy and global partnerships, and was the executive sponsor for equality, diversity and inclusion.

    Ed is very familiar with Leeds having grown up in the city. He now lives in West Yorkshire with his partner, David, and they are foster carers to a young baby.

    Virgin Media O2 has helped thousands of people affected by data poverty get online with free WiFi through its partnership with technology charity, Jangala.

    Virgin Media O2 and Jangala have reached a milestone of providing more than 1,000 internet-enabling ‘Get Boxes’ to charities and local authorities across the UK. The organisations are committed to rolling out 5,000 Get Boxes by April 2025.

    A Get Box is a book size device which can be plugged in to provide an instant and secure WiFi network, powered by free O2 mobile data, ensuring that those in need can stay connected.

    The O2 mobile data is provided by the National Databank, founded by Virgin Media O2 and charity, Good Things Foundation, which is like a foodbank but provides free O2 data, texts and calls to those who need it.

    It forms part of Virgin Media O2’s sustainability strategy, the Better Connections Plan, and the company’s goal to connect one million digitally excluded people through free and affordable connectivity and services.

    Free, fast and secure WiFi

    Get Boxes are helping low-income families and people who would otherwise be disconnected get online via free fast and reliable WiFi.  Those already benefiting include people who are unemployed, the elderly, those who are living in temporary accommodation and refuges.

    It means they can access essential services, such as applying for work, booking medical appointments, or building their skills via online training courses, and is helping them stay connected to loved ones.

    The devices, which can connect up to 20 people at time, have been distributed by local authorities, including Coventry City Council, and the Royal Borough of Kensington and Chelsea, as well as charities such as digital inclusion charity, AbilityNet, and Roundabout, a youth housing charity providing shelter, support and life skills to young people aged 16-25 who are homeless or at risk of homelessness.

    Coventry City Council has received hundreds of Get Boxes to help vulnerable residents living in temporary accommodation get online.

    The council has partnered with organisations such as Valley House and the Salvation Army, and distributed the devices to places such as hostels and houses across the city.

    Cllr Richard Brown, Cabinet Member for Strategic Finance and Resources at Coventry City Council, said:

    “All aspects of our lives are increasingly heading online. Employment opportunities, public services and everyday tasks rely on the Internet more than ever.  That’s why we are working so hard to reduce the digital divide in our city.

    “Having such supportive, committed partners like Virgin Media O2 and Jangala has been essential to the continued success of that work.

    “These Get Boxes are really fantastic pieces of kit and the feedback we’re getting from residents is excellent.”

    Grace*, who has been using a Get Box to get online, said:

    “I was very happy. Like this, I can speak more with my family. I have not seen them for one year. I cried with happiness when I got the box.”

  • MIL-OSI Global: US math teachers view student performance differently based on race and gender

    Teachers report thinking that if girls do better in math than boys, it is probably because of their innate ability and effort. But they also report that when boys do well in math, it is more likely due to parental support and society’s higher expectations for their success.

    That’s what we discovered from 400 elementary and middle school math teachers we surveyed across the country for our new study. The purpose of the study was to learn more about how teachers explain students’ success and failure in math.

    We found that the variation in views among educators is not limited to the gender of students. Teachers also hold contrasting views about math performance when it comes to students’ race and ethnicity, our study found.

    More specifically, we found that when Black and Hispanic students outperform Asian and white students, teachers are more likely to think it’s because of effort and differences in their cognitive abilities. In contrast, when Asian and white students outperform others, teachers attribute it to the support and expectations of others, such as from parents and society as well as cultural differences that value math learning.

    To reach these conclusions, we conducted an experiment. In the experiment, teachers were first asked to help us by reviewing student responses to items on a math test we were developing. After they rated the student responses, we randomly assigned teachers to conditions telling them that one group – either boys or girls, Black and Hispanic or Asian and white – performed better on this test. Then, we asked the teachers to rate their agreement with a set of potential explanations for the disparity. These potential explanations included statements such as, “Boys often pay more attention and follow directions in class compared with girls.”

    After teachers had rated their agreement with these explanations, we asked them about their personal beliefs and experiences with gender and racial discrimination in math classrooms. We analyzed how these beliefs related to their explanations of performance differences.

    We found that teachers were more likely to attribute the success of girls and Black and Hispanic students to internal factors, such as ability and effort, whereas they were more likely to attribute boys’ and Asian and white students’ success to external factors, such as parental involvement and cultural differences.

    We also observed that teachers who reported personally experiencing racial discrimination in math classrooms when they were students were more likely to agree that ability was responsible for Black and Hispanic students’ higher performance.

    Why it matters

    How teachers explain student performance can affect their expectations of students. It can also affect how they teach and how they emotionally respond to student needs.

    For example, research has shown that when teachers attribute students’ failure to a lack of effort, they tend to maintain higher expectations of students and encourage them to expend more effort next time. When they attribute student failure to a lack of ability, however, evidence shows that teachers are more likely to lower their expectations and express more pity. Lowered expectations and feelings of pity can be internalized by students. This can in turn lead them to assume that they have low ability and expect to fail more often in the future.

    Findings from our study show that teachers tend to explain students’ failures and successes differently based on which social group performed better than another. Sometimes, these attributions were consistent with stereotypes, such as attributing the higher performance of white and Asian students to their parents and culture.

    What still isn’t known

    Our research, along with that of others, shows that implicit biases exist in math classrooms. These biases influence how teachers view students’ abilities and explain their performance. However, most existing anti-bias training interventions are not very effective.

    Researchers need to develop new types of training to combat these biases in math classrooms, which could help improve teaching and reduce cognitive and emotional burdens that students experience.

  • MIL-OSI Global: Trump’s anti-Haitian rhetoric reflects America’s long-standing racism against Haiti and its people

    Since 2021, about 15,000 Haitians have found new lives in Springfield, Ohio, after fleeing the violence of Haiti, their native country.

    But a wave of baseless rumors and hate, amplified by former President Donald Trump and his running mate, U.S. Sen. JD Vance, has shattered that sense of safety. Many of the city’s Haitian immigrants are left questioning whether their vision of an American dream is still possible.

    Frightened and worried, many Haitians say they are fearful of going outside and staying in Springfield.

    The morning after the presidential debate, a Haitian woman who had moved to Springfield six years ago told a newspaper reporter that “they’re attacking us in every way.”

    In addition to the anxiety, the woman, who asked not to be identified, said that her car windows had been broken in the middle of the night. “I’m going to have to move because this area is no longer good for me,” the woman said. “I can’t even leave my house to go to Walmart. I’m anxious and scared.”

    Trump’s inflammatory statements, which have included wrongful allegations of Haitians eating pets, are part of a broader historical pattern of racism and anti-Black xenophobia in the U.S. aimed at Haitians. Days after the debate, Trump further explained how he would start his mass deportation program in Springfield. “Illegal Haitian migrants have descended upon a town of 58,000 people, destroying their way of life,” Trump said.

    The comments have not only stoked existing racial tensions but have also sparked racist discourse and violent threats against Haitians across the country.

    As a scholar of migration who has studied Haitian immigrants in the U.S. for over 25 years, I have seen how Haitians, as Black immigrants, are doubly marginalized, by not only the structural racism embedded in U.S. immigration policies but also the broader societal racism experienced by Black Americans.

    In my view, Trump’s baseless allegations reflect America’s deeply rooted history of systemic racism against Haiti and its people.

    A flawed history

    The roots of anti-Haitian racism in the U.S. can be traced to the Haitian Revolution in 1804 in which Black Haitians who were enslaved rose up and overthrew the French colonial government.

    Haiti became the first independent Black republic in the world, and the country’s independence terrified many in the U.S., especially white slaveholders. They feared the revolution might inspire slave revolts at home.

    For much of the 19th century, the U.S. refused to recognize Haiti as a legitimate nation. It wasn’t until 1862, during the Civil War, that the U.S. finally established diplomatic relations with the country.

    But the U.S. continued to exploit Haiti for its own economic and military interests, occupying the country with the military from 1915 to 1934. During this period, the U.S. controlled Haiti’s government and finances, installed a pro-American president and helped establish a brutal military force.

    The occupation worsened racial and economic inequality in Haiti and further destabilized the nation.

    This history of exploitation and interference has had long-lasting effects on Haiti’s ability to develop economically and politically, a situation exacerbated by continued U.S. intervention throughout the Cold War era.

    During the nearly 30-year dictatorships of François “Papa Doc” and Jean-Claude “Baby Doc” Duvalier between 1957 and 1986, for example, the U.S. government provided approximately US$900 million in financial support to these repressive regimes, despite their notorious human-rights abuses.

    Anti-Black immigration policies

    All the history of U.S. involvement in Haiti set the stage for the mass migration of Haitians to the U.S. since the early 1960s.

    Over the years, about 200,000 Haitians have sought to escape violence and poverty to the U.S.

    Those with resources, such as the Haitian elite and middle class, migrated legally, settling in New York and Miami. Many of them organized ways to send aid to Haiti and brought attention to human-rights abuses being committed by the Duvalier regimes.

    Poor Haitians soon followed, arriving by crude boats.

    In September 1963, the first boatload of Haitian refugees landed in Miami. But instead of finding freedom, all 23 Haitians were denied asylum and sent back to Haiti by the U.S. immigration authorities.

    Since then, Haitians arriving by boat have faced arrest, detention, asylum denials and deportation as successive U.S. governments refused to recognize the political repression in Haiti. Instead, Haitians were labeled economic migrants who sought a better standard of living and, as such, were not eligible for asylum.

    From 1981 to 1991, for instance, 433 boats carrying approximately 25,580 Haitians were intercepted by U.S. immigration authorities. Only 28 people were allowed to pursue refugee claims.

    The Haitian experience in the US

    Often portrayed by white policymakers as disease carriers and criminals, Haitian immigrants have long suffered discrimination and dehumanization in the U.S.

    In the 1980s, during the HIV crisis, U.S. health officials wrongly labeled Haitians as high-risk carriers of the virus, reinforcing harmful racial and ethnic stereotypes.

    Despite a lack of scientific evidence, Haitians were stigmatized as a group, leading to economic and social exclusion within the U.S. Many Haitians lost jobs, housing and faced threats of violence simply because of their nationality and ethnicity.

    My research has shown this portrayal of Haitians as dangerous and undesirable persists today, as reflected in Trump’s and Vance’s recent claims. The narrative of immigrants eating pets and spreading diseases is a recycled trope in American history, used by white conservative politicians to stoke fears about foreigners to reinforce white supremacy.

    Historically, these kinds of claims have been used to justify exclusionary immigration policies and racial violence against nonwhite populations.

    The accusations against Haitians in Springfield have not only triggered immediate threats of violence but have also reinforced deep-seated, anti-Black xenophobia that continues to plague U.S. society.

    In recent years, hate speech and attacks against Black immigrants, including Haitians, have been on the rise. Black immigrants, regardless of their legal status, face higher rates of deportation and are more likely to be targeted than white immigrants by law enforcement.

    Addressing anti-Haitian racism

    The allegations made by Trump and Vance represent a dangerous escalation of rhetoric that has real-life consequences for Haitians in the U.S.

    The demonization of Haitians in Springfield is not just a political ploy – it is part of a broader strategy to uphold systems of exclusion that have historically been used to marginalize Black people, both immigrants and citizens.

  • MIL-OSI Global: Class identity: why fancy freebies are a bigger political problem for this Labour government than its Tory predecessors

    While much of the intense media coverage of the UK government’s freebies scandal might be attributable to overzealous scrutiny by a predominantly right-of-centre printed press, there is at least one important issue at the heart of all this.

    It should be acknowledged that the gifts are in line with existing regulations – and also arguably less controversial than some of the donations received by members of former Conservative governments. But this Labour government sold itself as something different.

    Several frontbench figures, including prime minister Keir Starmer and deputy prime minister Angela Rayner focused heavily on their working-class credentials ahead of the election. They were doing so to reinforce the message that they are infinitely more in tune with regular people than the Tories.

    Several Labour ministers have accepted donations and freebies from big business and wealthy individuals. Lord Alli lent Starmer his £18m London flat and a New York property to Rayner for a holiday. Several Labour MPs were given tickets to Taylor Swift concerts, and perhaps more importantly, £4 million was donated to the Labour party by Quadrature – a tax-haven-based hedge fund with shares in the arms manufacturing, private healthcare and fossil fuel industries.

    The obvious question is why these companies and wealthy individuals have made these donations and what they expect in return. People don’t make political donations out of the kindness of their hearts. They often expect something in return, whether in the form of a seat in the House of Lords or a lucrative state contract.

    Even in cases where there is no reciprocity, there are deeper questions of professional and political ethics that arise from donations. And fair or not, those questions are more pressing for a Labour government.

    There is, first of all, a matter of perception during a cost of living crisis. Labour MPs have just voted to keep the two-child benefit cap and remove universal winter fuel payments. Against this backdrop, it’s not a stretch to suggest accepting glamorous gifts creates a distance between lawmakers and the people they govern.

    But beyond that perception is the fact that living a privileged life may have a material effect on an MP’s outlook. There is a significant body of evidence showing that upward social mobility leads people towards more rightwing views on the economy.

    That may be particularly true of politicians. For this group, the trajectory is the most extreme. If you start from a working-class position in society and end up being part of the group that effectively leads that society, your vantage point could not be more different. You are less likely to try to change the status quo that is now the source of your own social and financial benefits.

    To be fair, research my colleagues and I conducted shows that working-class origins have a lingering effect on an MP’s outlook when they enter parliament. They are more likely to take an interest in issues that are important to working-class voters, for example.

    But this effect is diluted by party discipline, such as when MPs are whipped to vote in a certain way (such as on benefits). Social mobility, and in particular a simmering angst about falling back down the social ladder, also shapes these MPs’ decisions.

    Closing the experience gap

    It doesn’t have to be this way. In the 1980s, one of the most leftwing and working-class Labour MPs at the time, Terry Fields, ran and won an election on the slogan “a worker’s MP on a worker’s wage” – pledging to only draw a salary equivalent to a fireman’s and to donate the remainder.

    While this could be dismissed as performative populism from a politician looking to prove that he’s a “man of the people”, there is a deeper rationale at work here. Arguably, you can’t truly represent the interests of working-class people if you live in considerably better material conditions, cut off from the daily experience and living standards of those people.

    How can you fully understand what working-class people and communities go through and, thereby, what kind of policies they need, if you live in a parallel reality to theirs?

    This is not to argue that MPs should give up their salaries or that they’re incapable of empathy, but it does show why freebies are such a glaring problem for a new government.

    Working-class people have, themselves, indicated that this experience gap matters to them. Their political alienation over the past few decades has been fuelled by their sense that they do not recognise themselves in the current political elite and the inequality-enhancing policies the elite have been enacting.

    The last election recorded one of the highest abstention rates (and according to at least one estimate, actually the highest) since the introduction of universal suffrage.

    And should a political party remain unmoved by those statistics, there is the small matter of electoral survival. Taken more cynically, working-class communities have become the electoral battlegrounds of the modern era.

    There are not many promising signs so far that the new Labour government is up to the task of representing the working class once again – even the recent workers’ rights legislation has been criticised as falling short by some of the trade unions. And while there’s a long way to go before we know if the freebies scandal will end up costing Labour support at the next election, it certainly won’t be counted as a bonus.

    This year marks the 80th anniversary of the Bretton Woods institutions. In this turbulent time, their mission is more important than ever. Together they must foster growth, create jobs, increase stability, build resilience, fight poverty, and reduce inequalities, all while facing massive global challenges – climate change, fragility, mass migration, pandemics, and the risks stemming from new technologies and demographic trends.

    We believe that the World Bank Group (WBG), the International Monetary Fund (IMF), and the wider system of multilateral development banks (MDBs) should pursue this complex mission cooperatively, leveraging their respective comparative advantages. In this regard, we greatly appreciate the Development Committee Paper, “A Future-Ready World Bank Group,” for its comprehensive report on what has been accomplished under the WBG Evolution, launched in October 2022.

    We commend the WBG for progress made in improving its operational and financial model to better serve all its clients, with particular attention to the poorest and the most vulnerable. It demonstrates an impressive amount of work that is reshaping and revamping the organization with an eye to strengthening partnership and collaboration within the WBG and with other MDBs.

    Our constituency continues to advocate for improved monitoring and reporting of the impact of WBG operations, by incorporating better data, impact evaluation, and lessons learned from past experiences. We will continue to ensure that impact and accountability anchor any reforms to operational efficiency and effectiveness. Improved measurement standards in the 22 indicators of the new WBG Scorecard are particularly welcome, and we look forward to further improvements.

    One of the most important tools the WBG can provide is knowledge. It benefits all countries and is necessary to raise the impact of financial flows on development. To this end, we strongly support the newly envisioned Knowledge Compact and the new Knowledge Hubs, designed to favor the flow of expertise and lessons learned around the globe.

    We commend management for further achievement in implementing the G20 Capital Adequacy Framework (CAF) Review, launched under the Italian G20 Presidency, which has increased the IBRD’s financing capacity by up to $150 billion over the next decade. We congratulate the Bank for the newly adopted IBRD Framework of Restoration Measures, while calling for rapid approval of remaining reforms to ensure its full functionality and alignment with major regional MDBs.

    We also applaud the work that the MDBs are jointly making to better recognize the value of existing callable capital. While continuing the dialogue with credit rating agencies, we urge management to integrate a part of callable capital into the WB’s capital adequacy metrics. We also appreciate the newly established enhanced callable capital, and we call for the most inclusive approach in recognizing the financial leverage of shareholders’ voluntary contributions in a way that is consistent with the credit rating agencies’ practice.

    We should be very cautious in designing any reform of IBRD pricing which may have negative impacts on IBRD and IDA financial capacity, which we have been striving to expand. Moreover, we should be aware of any conflicting effects on the newly established Framework for Financial Incentives. We also call for greater analysis of spillovers of price changes for the broader MDBs system, as well as on their implications for the Bank budget anchor and the incentives for country graduation and private sector financing.

    We urge MDBs to develop effective partnerships with climate and environmental vertical funds so as to maximize scarce concessional resources. MDBs can greatly help improve access to these funds at scale and speed. Thanks to their financial leverage, MDBs can also augment the resources available in vertical funds, by associating programmatic approaches with their parallel subscription of WBG hybrid capital and portfolio guarantees, to strengthen predictability of resources for beneficiary countries. We look forward to continuing work with the WBG to implement the conclusions of the forthcoming G20 Independent High-Level Expert Group Review on the Vertical Climate and Environmental Funds.

    We appreciate the WBG’s new approach to private capital mobilization. Enhanced country diagnostics, stronger country dialogue, and closer collaboration among the WBG institutions are needed to increase the supply of effective projects. The WBG guarantees platform, the publication of GEMs data, the introduction of new products to mitigate foreign exchange risks, and the promotion of policy reforms specifically designed to improve the business environment will all help lower the actual and perceived risks of private investment in developing countries. Project standardization and securitization will contribute to attracting investors and accelerating the WBG’s portfolio turnover, thus making capital more efficient.

    The poorest countries are facing the greatest hardships, and 700 million people worldwide are still trapped in extreme poverty. It is our duty to help them overcome challenges and build a more equitable future. As the largest international development fund in the world, IDA has a major responsibility to help low-income countries return to the path of recovery and sustainable growth, as well as transition out of conflicts, poverty, and deprivation.

    This year, IDA21 negotiations are creating a new architecture in order to better integrate IDA into a One WBG and strengthen its alignment with the Evolution agenda. IDA must continue to be centered on concessional financing, meaningful policy commitments, and result-oriented targets.

    At this crucial juncture, we are committed to ensuring that IDA remains the largest and most impactful partnership between borrowers – at different income levels – and donors. Highly concessional resources are a vital source of financing for low-income IDA countries, especially those lacking significant access to capital markets. At a time of heightened debt vulnerabilities, higher interest rates, and lower FDIs, this is even more important. We should collectively deploy all efforts to mobilize adequate concessional finance for IDA21.

    In this collective effort, the rule-based formula to increase IBRD transfers under better financial conditions and higher incomes – agreed upon in 2018 – is playing a crucial countercyclical role, and it should make shareholders proud of the IBRD’s increased role among the key contributors to IDA. The 2018 agreement remains a sign of solidarity and mutual responsibility for a poverty-free world.

    We also commend the further efforts of IDA itself to stretch its own balance sheet with new CAF measures. These measures allow for more efficient deployment of resources belonging to IDA beneficiaries. We support their full engagements in this decision to best calibrate the appropriate balance between the degree concessionality and volumes, should a trade-off emerge.

    Our ultimate goal is to spur long-term development through an effective IDA21. The IDA model is well tested in delivering complex and transformative projects in key sectors, based on country ownership. Mission 300, in partnership with the African Development Bank, is an excellent model for using IDA resources through regional multiphase approaches, building partnerships and – together with IFC and MIGA – mobilizing private capital. IDA is also uniquely positioned to deliver infrastructures for regional integration, along with projects and policy reforms to strengthen industrial development and the local private sector. This is especially important in fighting food insecurity, increasing access to healthcare and job opportunities, building sustainable local value chains for critical minerals, and preparing for pandemics.

    Rising active conflicts and regional instability call on the WBG to renew its approach in addressing the root causes of fragility and maintaining effective engagement in conflict situations. This requires reducing geographical inequalities, promoting broad-based growth, supporting public service delivery in situations of active conflict, and strengthening institutions – including effective and decentralized justice systems and community dispute-resolution mechanisms to mitigate and prevent social conflicts.

    As part of this effort, the Italian G7 Presidency is working with its partners to ensure a successful replenishment of IDA21, building a solid package that addresses all of these critical issues. IDA must remain relevant to the needs of its clients, particularly Africa and fragile countries. A collective endeavour will be paramount in striking the right balance among donor contributions, internal efficiency, and borrower effort, while broadening the donor base.

    Africa is a top priority for this constituency, an agenda further advanced during the G7 Italian Presidency. The Mattei Plan, launched by the Italian Government at the Italy-Africa Summit last January, aims to build a renewed relationship with African countries based on equal cooperation, shared interests, and mutual benefits to foster economic growth and social development at the local level.

  • MIL-OSI USA: Welch Joins USDA Rural Development and Vermont Bond Bank to Celebrate Vermont’s First Rural Energy Savings Program (RESP) Loan

    CHARLOTTE, VT– U.S. Senator Peter Welch (D-Vt.), Chair of the Senate Agriculture Subcommittee on Rural Development and Energy, joined the U.S. Department of Agriculture (USDA) Rural Development, Vermont Bond Bank, and community leaders to celebrate Vermont’s first Rural Energy Savings Program (RESP) loan from the federal government, which will invest $40 million to benefit rural communities and school districts with low-interest, long-term financing for clean energy projects. Senator Welch introduced a bipartisan bill to reauthorize RESP and improve the program to help rural utilities maximize the program’s benefits. The bill was included as part of the Senate’s Farm Bill proposal, the Rural Prosperity and Food Security Act.  
    “I’m thrilled to celebrate the closing of USDA’s first RESP loan to a Vermont institution. This RESP loan to the Vermont Bond Bank will save energy costs, reduce carbon emissions, support good jobs in Vermont, and keep investments local. It’s a win for all of us,” said Senator Welch. “I will continue to work towards ensuring my bipartisan Rural Energy Savings Act will pass as part of the Farm Bill to help more folks access low-interest loans for energy projects.”

    “Reducing costs for our municipal and education partners also reduces cost for taxpayers in the long term, so this is a terrific use of federal funds,” said Sarah Waring, USDA RD State Director for Vermont and New Hampshire. “Our agency has been pro-active in implementing the mandates of the Biden-Harris Administration to invest in rural communities to save money and build more efficient infrastructure. We’re proud to work with partners like the Vermont Bond Bank, one of the very first financial institutions in the country to close an RD RESP loan, because we share our mission to support economic opportunity and quality-of-life improvements for our communities.” 
    “The Bond Bank’s RESP loan will be a game changer in reducing energy costs for Vermont’s rural villages, towns, and school districts,” said Bond Bank Executive Director Michael Gaughan. “The resulting flexible and low-cost loans will align incentives for communities to enhance both financial and environmental sustainability while also helping to unlock incentives within the Inflation Reduction Act.” 
    The Rural Energy Savings Program provides no-interest loans to rural utilities, electric cooperatives, and related entities to offer affordable financing for rural households and businesses making energy efficiency, electrification, and renewable energy improvements. Financing is most often used to support air sealing, insulation, new space conditioning systems, and new water heaters.   
    Senator Welch’s bipartisan Rural Energy Savings Act would reauthorize RESP and improve the program by providing limited grant funding to rural utilities to offset administrative and program costs, extending the maximum repayment term for loans to consumers to up to 20 years, and expanding eligibility for all households within a rural utility’s service territory. The bill also codifies the ability of “green banks” to access RESP and codifies manufactured housing as an eligible improvement.  
    Created in 1969 as the nation’s first state bond bank, the Bond Bank helps finance and implement crucial municipal infrastructure at lower costs to communities by providing access to more affordable capital. The Bond Bank does this by overcoming gaps in information, scale, and credit to allow cities, towns, villages, school districts, and other forms of government achieve equitable access to capital. This market specialization also helps with expertise in recognizing emerging needs like flood relief and managing federal requirements for faster and easier access to capital. In addition to facilities and infrastructure lending, the Bond Bank also provides post disaster bridge loans and is the financial administrator of the State of Vermont Clean and Drinking Water State Revolving Loan Funds.  
    USDA Rural Development supports infrastructure improvements; business development; housing; community facilities such as schools, public safety and health care; and high-speed internet access in rural, tribal and high-poverty areas.     Good morning, or good afternoon to those of you joining us online from Africa and beyond. Thank you for joining us today for the release of the October IMF Regional Economic Outlook for sub-Saharan Africa.

    Before we begin and take your questions, I would like to share some thoughts on the current economic developments in the region

    The first point I would like to make is that economic growth in sub-Saharan Africa remains subdued, especially in per capita terms.

    We are projecting growth of 3.6 percent this year, the same as last year, with some signs of a pickup to 4.2 percent next year. This pace is not sufficient to significantly reduce poverty or to recover ground lost in recent years, let alone address the substantial developmental challenges ahead. It is also still far from the 6-7 percent growth rates the region enjoyed until about a decade ago.

    But as always, it is important to highlight the considerable differences across countries in the region. Despite lackluster average growth, nine of the world’s 20 fastest-growing economies are in sub-Saharan Africa—and those with more diversified economic structures are the ones doing better. These countries continue to experience strong growth. In contrast, in many resource intensive countries, growth is very anemic and poverty is rising sharply.

    The second point I want to make is that we are seeing some improvement in macroeconomic imbalances. Inflation continues to decline, and budget deficits have begun to narrow, reverting to pre-crisis levels. Debt-to-GDP ratios are also stabilizing albeit at a high level, which are positive signs for the region’s economic health.

    However, a third point I would like to stress is the challenging political and social backdrop against which governments are implementing much-needed reforms. The cost-of-living crisis, particularly due to higher food prices, has been more acute in our region. And this has intensified the strain on households who spend a larger share of household expenses on food. Governments are making fiscal adjustments by increasing revenue and compressing spending. But elevated interest burdens continue to strain public finances and they add to the sense that government services are not improving or even deteriorating.

    Against this backdrop, our report discusses the tough balancing act that policymakers face:

    • Pursing macroeconomic stability;
    • while meeting development needs, including strengthening social safety nets to protect the most vulnerable;
    • and designing reforms that are socially and politically acceptable.

    This latter point—making reforms acceptable—requires effective communication and consultation, improved governance to rebuild public trust, and measures that help promote inclusive growth through job creation.

    I would also like to highlight the intensified engagement of the Fund in the region. Our involvement is at one of the highest levels in recent history, with numerous ongoing programs and financial arrangements. Since 2020, the Fund has made available over $60 billion in financing for the region.

    However, declining official development assistance is challenging the effectiveness of our support. While countries like Benin, Côte d’Ivoire, Kenya, Senegal, and Cameroon have returned to markets this year, access for many other countries remains limited, and financing conditions remain costly and difficult. This forces countries to make significant adjustments with limited external financing.

    Much work remains to be done to reinvigorate reforms and tap into the region’s tremendous potential. We delve into these topics in our upcoming Regional Economic Outlook, where we discuss policy considerations for calibrating strategies amid diverse circumstances and constrained financing.
