    China’s valid domestic invention patents reached 4.97 million as of May this year, underscoring the robust innovative capacity of the country’s innovators and fostering the growth of new quality productive forces, according to the country’s top intellectual property (IP) regulator on Friday.

    China is rapidly evolving from a major IP importer to a leading global creator, according to the China National Intellectual Property Administration (CNIPA).

    Guo Wen, spokesperson for CNIPA, highlighted the agency’s efforts to address the real-world needs of innovators by refining patent application evaluation standards, raising application quality, and streamlining examination processes through a demand-driven review system.

    “Between January and May, CNIPA processed 84,000 priority patent examinations, fast-tracked 116,000 applications, deferred 9,300 reviews and conducted 13 batches of centralized examinations,” Guo said.

    “This has resulted in the grant of high-value patents that strengthen industrial competitiveness, safeguard national industrial security, and drive sector-wide upgrades,” she said.

    To further elevate patent quality, CNIPA has enhanced rapid collaborative protection mechanisms and sharpened service precision. The agency operates 77 national IP protection centers, offering one-stop IP services.

    Amid bustling crowds at the Summer Davos Forum in north China’s Tianjin, an AI-powered interactive installation has captured the attention of curious attendees, who pause to observe and interact with the technology.

    In front of the huge screen, an oil-painting-style visual experience seamlessly blends people’s figures with Tianjin’s ecological scenery and cultural heritage.

    The interactive installation epitomizes the global surge in AI, which has empowered a vast number of industries worldwide. AI has been a recurring theme at the Summer Davos for years, but groundbreaking advancements such as the latest ChatGPT iterations, AIGC developments and China’s impressive DeepSeek models have propelled AI onto center stage.

    “AI will bring a new industrial revolution. All products and businesses will be reshaped,” said Gong Ke, research lead for the 2025 Summer Davos topics, adding that nowadays, intelligent and green technologies are transforming traditional industries while creating vast new demands.

    The top 10 emerging technologies of 2025 released at the Summer Davos Forum are expected to achieve real-world impact within three to five years. Collaborative sensing and generative watermarking are among the 10 breakthrough technologies to watch.

    “These technologies need to be deployed everywhere, so everybody can benefit from these technologies,” said Javier Garcia-Martinez, professor of University of Alicante in Spain.

    In recent years, the development of AI in China has been remarkable. Yan Bing, the vice dean of the School of Economics at Nankai University, said that China’s AI industry exceeded 700 billion yuan (about 97.7 billion U.S. dollars) in 2024, sustaining over 20 percent annual growth for years, and the applications of AI spanned manufacturing, healthcare, urban governance and many other areas.

    “China is driving global transformation with innovation and digital momentum,” said Yan.

    Cao Bin, chairman of Fitow (Tianjin) Detection Technology Co., Ltd., said that they could analyze over 30 types of real-time data with AI and make a digital twin system simulation within one minute. The solution has already been adopted by many automakers nationwide.

    In parallel with improvements to the basic model and product experience, AI has become more and more user-friendly, showing its practical value in complex emergency scenarios, said Shen Dou, the executive vice president of Baidu.

    The Chinese government work report released earlier this year called for the extensive application of large-scale AI models and the vigorous development of new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots.

    Today, traditional industries in China are also embracing AI.

    Unlike the traditional dusty and messy factory, the prefabricated component factory of Lanzhou-Hezuo Railway was clean and intelligent. At the factory, 5G-connected robotic arms transported materials and stacking robots arranged components with precision.

    “Producing 5,300 prefabricated parts daily, the smart line quadruples traditional efficiency,” said Gao Hongyi, the project manager at China Railway 18th Bureau Group.

    There is a lot of curiosity in the world around the innovation ecosystems of China, particularly around the energy transition, the overall energy ecosystem, and also high technology, said Mirek Dusek, World Economic Forum Managing Director.

  • MIL-OSI Russia: 154th Joint Patrol of Mekong River Concluded

    KUNMING, June 28 (Xinhua) — The 154th joint patrol of the Mekong River by China, Laos, Myanmar and Thailand concluded on Friday with two Chinese ships returning to the ports of Jingha and Guanlei in southwest Yunnan Province.

    The 4-day patrol involved 6 vessels and about 200 law enforcement officers from these countries. During the patrol, a distance of 600 km was covered.

    The focus of the patrol mission, which coincided with the International Day against Drug Abuse and Illicit Trafficking, was to curb drug-related crime to ensure security and stability along the river.

    Law enforcement officers carried out various preventive campaigns in coastal villages, schools and businesses, distributing more than 1,000 anti-drug leaflets and 4,000 educational materials.

    Joint patrols of the Mekong involving the four countries have been underway since December 2011. On October 5 that year, a gang of criminals hijacked two cargo ships and killed 13 Chinese sailors in Thai waters.

    The Mekong is the largest river in Southeast Asia. It flows through China /called Lancangjiang/, Laos, Myanmar, Thailand, Cambodia and Vietnam. -0-

    BEIJING, June 28 (Xinhua) — China is becoming increasingly vulnerable to global climate change, increasingly exposed to intense extreme weather events, according to a blue book released by the National Meteorological Administration on Friday.

    Since the 1990s, China has warmed faster than the global average, with average annual temperatures and sea levels in coastal areas reaching record highs in 2024, according to the China Climate Change Blue Book.

    Due to the effects of climate change, the country experienced more extreme heat waves and heavy rainfall between 1961 and 2024.

    Overall sea levels along China’s coast are rising at an ever-increasing rate, and glaciers in western China are melting at an ever-increasing rate.

    Due to ongoing global warming, in 2024 the world’s average surface temperature will reach its highest level since meteorological records began in 1850.

    Xiao Chang, deputy director of the National Climate Center, said the temperature rise should be attributed to human activities, primarily greenhouse gas emissions, as well as natural changes in climate systems such as the El Niño weather phenomenon. -0-

  • MIL-OSI China: Chinese premier chairs meeting on technological advancement, public services

    BEIJING, June 27 — Chinese Premier Li Qiang on Friday presided over a State Council executive meeting during which attendees were briefed on the progress of initiatives proposed at the National Science and Technology Conference. The meeting also unveiled measures to improve the efficiency of public services.

    Since the National Science and Technology Conference was held a year ago, relevant authorities and local governments have made solid efforts to implement tasks related to sci-tech reform and development, achieving remarkable progress in enhancing China’s technological prowess, according to the executive meeting.

    For the next stages, the meeting emphasized the need to accelerate breakthroughs in core technologies, translate technological achievements into productivity, and consolidate the role of enterprises in pioneering innovation.

    On public services, the meeting called for the integration of banking, health care and telecommunication services. It also urged the broader application of digital technology to establish a unified national platform for administrative services.

    It also reviewed and approved a draft regulation on rural road development. It was decided that the high-quality development of rural roads should remain a key priority, while roads that do not currently meet relevant standards should be updated as soon as possible.

  • MIL-OSI Russia: Mongolia: Staff Concluding Statement of the 2025 Article IV Mission

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC: An International Monetary Fund (IMF) staff mission, led by Mr. Tahsin Saadi Sedik, conducted discussions as part of the 2025 Article IV consultation with the Mongolian authorities in Ulaanbaatar during June 4–18, 2025. At the end of the visit, the mission issued the following statement, summarizing its key findings and recommendations.

    • During 2023‒24, record-high coal exports and increased government spending led to buoyant economic activity, which, along with fiscal surpluses and successful debt rollovers, also helped reduce vulnerabilities.
    • The resource boom is weakening amid rising risks. With coal exports declining in recent months, mainly due to falling prices, and increased global uncertainty, the near-term outlook has become less favorable, and downside risks have increased amid limited policy buffers.
    • The policy priority is to increase resilience of the Mongolian economy to downside risks by restoring both internal and external balances, and by preserving buffers. This requires greater fiscal prudence and adherence to fiscal rules, tight monetary and macroprudential policies, and increased exchange rate flexibility.
    • Should downside risks materialize, significant and timely policy adjustments—particularly fiscal tightening—will be required to safeguard macroeconomic and financial stability.

    Recent economic developments, outlook, and risks

    Since the 2023 Article IV consultation, Mongolia’s macroeconomic conditions have improved. A resource-driven boom during 2023‒24 led to buoyant economic activity, despite a sharp contraction in the agriculture sector. Budget revenues from the mining sector more than doubled, enabling fiscal surpluses and contributing to the accumulation of foreign exchange reserves and savings in the sovereign wealth fund despite a significant increase in public spending, which together with debt repayments helped reduce debt-to-GDP ratio from 64.5 percent in 2022 to 44.5 percent in 2024 (IMF staff definition). Rating agencies have upgraded Mongolia’s sovereign credit rating to B+/B2, and its sovereign spread narrowed to historically low levels before the volatility spiked amid global trade tensions. The IMF staff’s Sovereign Risk and Debt Sustainability Framework (SRDSF) indicates a moderate risk rating compared to the high-risk rating in the 2023 SRDSF. However, the sharp increase in public spending in 2023-24, including wages and capital expenditures, resulted in a highly expansionary fiscal policy stance, which together with the policy rate cuts, despite the tightening of reserve requirements, fueled rapid credit growth and inflation pressures, and led to a surge in imports and a shift in the current account from surplus to deficit in 2024.

    In early 2025, the commodity boom began to lose momentum, and the outlook has weakened amid rising downside risks. Mongolia’s coal export receipts declined sharply, mainly due to falling prices, resulting in a sizeable shortfall in budget revenues and a further widening of the current account deficit, which led to a reduction in foreign exchange reserves and increased depreciation. Credit growth and inflation remain high despite some recent moderation, with inflation standing above the Bank of Mongolia (BOM)’s target band.

    Policies to Navigate a Weaker Outlook and Increased Risks 

    Fiscal policy

    Greater fiscal prudence and adherence to the fiscal rules are critical to restoring external and internal balances and preserving fiscal buffers. Despite the decline in revenues, the authorities plan to meet the structural fiscal balance target envisaged in the 2025 Budget and the recently approved medium-term fiscal framework through expenditure restraint. To achieve this objective, the government needs to articulate detailed and credible measures. It is critical that these measures safeguard social spending to protect the most vulnerable. Should downside risks materialize, an ambitious consolidation strategy would be needed to preserve macroeconomic stability. To ensure the credibility of fiscal rules as a policy anchor, compliance with the rules will be critical. In particular, large investment projects should be implemented within the fiscal deficit and debt rules, as defined in the Fiscal Stability Law.

    As a priority, the tax package currently under discussion should be reconsidered. While the package includes several positive elements, such as modernizing the tax administration, broadening VAT base, introducing digital service tax and strengthening progressive tax structure, it would result in a substantial and permanent reduction in non-mining tax revenues. This would increase the overall deficit, reduce the government’s fiscal space to implement critically needed development projects, and hinder compliance with fiscal rules, while also increasing the budget’s vulnerability to volatile mining revenues. In addition, some elements of the tax package need to be further refined to align with international best practices. The package also includes some measures, such as a progressive VAT, for which Mongolia’s tax administration is not yet prepared. Instead, reform efforts should focus on strengthening non-mining revenue mobilization by streamlining tax incentives, collecting tax arrears, and implementing tax and customs administration reforms.

    Further reforms are needed to mitigate fiscal risks. Efforts should focus on improving the targeting of social assistance, which would help address the perceived inequitable distribution of mining wealth. Implementation of mega projects should be prioritized according to the availability of external financing and the economy’s absorptive capacity. Coordination with subnational entities needs to be strengthened to ensure fiscal discipline of the general government. Legal frameworks governing state-owned enterprises (SOEs) and public-private partnerships should be enhanced. Building on recent efforts, the Ministry of Finance’s capacity to monitor and mitigate related fiscal risks should be further strengthened. The Development Bank of Mongolia’s long-standing balance-sheet and governance issues need to be addressed promptly. Expanding domestic debt issuance is critical to establishing a benchmark yield curve to help develop domestic markets and to reduce Mongolia’s reliance on external borrowing.

    Monetary and Exchange Rate Policies

    Domestic financial conditions should remain tight to contain credit growth and inflation. Despite the policy rate hike in early 2025 and some moderation in recent months, inflation is expected to stay above the BOM’s target band over 2025–26. A further rate increase may be warranted if the recent decline in inflation reverses, including through exchange rate depreciation. At the same time, there is scope to recalibrate reserve requirements. Excessive reliance on reserve requirements may incentivize banks to seek external funds with more than one year maturity, which are excluded from these requirements, thus increasing the BOM’s exposure to exchange rate risks through its foreign exchange swaps with banks.

    Greater exchange rate flexibility would strengthen Mongolia’s resilience to external shocks. The BOM should pursue opportunistic accumulation of reserves when market conditions allow. The BOM should support a more effective exchange rate price-discovery mechanism by gradually reducing its role as an intermediary and structural provider of FX to the market. In addition, the BOM should support the development of domestic FX derivatives markets and phase out its role as the dominant provider of FX hedging instruments to banks.

    Reforms to strengthen the BOM’s effectiveness should be accelerated. As a priority, the BOM should fully withdraw from subsidized mortgage program, which undermines the transmission of monetary policy and jeopardizes the independence of the central bank. The government should expedite the transfer of the BOM’s subsidized mortgage program and relieve the BOM of its obligation to channel the newly established Savings Fund toward the expansion of the mortgage program. Moreover, the proposed amendments to the central bank law, aimed at strengthening the BOM’s mandate, as well as the operational autonomy, and governance, should be finalized and submitted to Parliament. Furthermore, the Ministry of Finance and the BOM need to agree on a memorandum of understanding that outlines a gradual recapitalization strategy for the BOM that is consistent with fiscal sustainability.

    Macroprudential and Financial Sector Policies

    Macroprudential frameworks and financial oversight should be strengthened to mitigate financial stability risks, including rapid credit growth. The recent tightening of macroprudential measures, including the reduction of Debt-Service-To-Income (DSTI) limits, for banks and non-bank financial institutions (NBFIs) is a welcome development. Further efforts are needed, including aligning the DSTI limit for NBFIs with that of banks and expanding the BOM’s macroprudential toolkit to include countercyclical capital buffers, liquidity coverage ratios, and net stable funding ratios. Macroprudential and monetary policies should be separated in terms of formulation and implementation. The ongoing transition toward a risk-based, forward‑looking supervisory approach is welcome. The interconnections between banks and NBFIs should be closely monitored. Amendments to the BOM and Banking Laws are critical to ensure greater legal protection for supervisors and more effective inter-agency information sharing and coordination. The strengthening of crisis management arrangements and clarifying the resources available for resolutions would also help reduce financial stability risks.  

    Reforms are also needed to enhance the financial sector’s ability to lend to creditworthy entities. The objective is to reduce the cost of lending, especially to small and medium-sized enterprises. This could be done by amending the Credit Information and Insolvency Laws to enable more effective and timely credit assessment and collateral evaluation, and to streamline foreclosure and insolvency processes. In addition, efforts to diversify bank ownership structures should continue, which may require increasing ownership limits, and allowing investment in multiple banks. This should be complemented with effective supervision of complex ownership structures to mitigate the risks associated with connected and related-party lending.  

    Structural Policies

    Further improvements to the business climate and governance that build on recent progress would boost Mongolia’s long-term growth prospects. The substantial state footprint in the economy and frequent regulatory changes dampen private sector initiatives and discourage FDI. Reform efforts should focus on reducing red tape, streamlining licensing procedures, improving tax compliance and land use processes, and ensuring consistent and transparent judicial and regulatory enforcement. Governance in the public sector also requires strengthening. This includes addressing corruption vulnerabilities in revenue institutions, strengthening the transparency and accountability of public procurement and SOEs, and implementing legislative reforms, including the SOE Law and Whistleblower Protection Law. Mongolia has made satisfactory progress in strengthening its anti‑money laundering and counter-financing of terrorism legal framework, though challenges related to effective implementation remain.

    Climate adaptation, mitigation, and green transition will require significant investments and policy reforms. Adaptation actions are needed given increase in the frequency and intensity of natural hazards, such as harsh winters and floods, while mitigation actions are needed to address Mongolia’s high carbon intensity and to reduce air pollution. In addition, preparations are needed to address the expected decline in China’s coal demand as it advances its energy transition and decarbonization agenda. So far, implementation of Mongolia’s climate agenda remains limited. Climate adaptation measures have yet to be fully integrated into sectoral policies and budget processes. Moreover, there is no dedicated climate change law to mandate cross-sectoral coordination. Advancing Mongolia’s climate objectives will require significant financial contributions from both the public and private sectors, underscoring the importance of creating fiscal space.

    Dear Friend,

    A lot has been happening in Washington these past few weeks, and I will update you on all of it in this edition of the Tiffany Telegram.

    But first, I ask you to join me in praying for the two Milwaukee police officers who were shot in the line of duty last night. We need the power of prayer to uplift them and their families as they recover from their injuries. You can read more about the incident here. 

    Since our last Telegram, President Trump authorized a successful airstrike in Iran, eliminating key components of their nuclear weapons capability. Iran’s rulers have been vowing “Death to America” for decades, and peace cannot coexist with a nuclear-armed Iran.

    These types of actions fall squarely under the President’s powers as commander-in-chief. But in typical D.C. fashion, Democrats immediately filed articles of impeachment against President Trump. These are the same people who stayed silent when Presidents Biden, Obama, and Clinton used military force in similar situations.

    We saw this same double standard during President Trump’s first term. When they couldn’t defeat him at the ballot box, and their bogus lawfare campaign failed, they turned to political stunts. Thankfully, a bipartisan majority – including 128 House Democrats – joined Republicans in rejecting the latest impeachment proposal.

    President Trump has made it clear that he is not seeking a “regime change” in Iran, and I agree. No reasonable person wants to see American servicemen and women pulled into another endless ground war in the Middle East. What we need is peace through strength. If there is one president who can achieve that, it’s Donald Trump, just as he proved through the Abraham Accords in his first term.

    We also have problems here at home that require urgent attention. A report this week revealed that over the past four years, the Biden administration released more than 700 illegal Iranian nationals into our country.

    And those are just the ones we know about.

    Many more may have entered undetected across our wide-open southern border. Thankfully, the Trump administration took action this week by arresting over 100 of them this week. One of them even had ties to Iran-backed Hezbollah and was living less than 30 minutes from the Seventh District, in St. Paul. You can read more about that here. 

    We must put America first, and that means removing people who never should be here to begin with. The House-passed reconciliation bill takes major steps toward securing our border, and I will keep you updated as the Senate works through it this weekend.

     WHO’s in charge of U.S. pandemic policy?

    That’s a question many Americans were asking during the last administration, when former President Biden bent over backwards to funnel hundreds of millions of dollars to the scandal-plagued World Health Organization (WHO) while quietly working behind the scenes to negotiate a controversial “pandemic accord.” Telegram readers will recall that I responded by drafting a bill to put the brakes on this dangerous effort by classifying it as a treaty, and requiring any such “agreement” to be presented to the Senate for ratification, where it would require a two-thirds supermajority vote. While I wasn’t able to get my legislation enacted into law last Congress, it did clear the House. The good news is that President Trump is back in the Oval Office, and has moved quickly to withdraw the U.S. from the WHO. The bad news, however, is that a future president more friendly to shady organizations like the United Nations and WHO may try to pick up where the Biden administration left off. That’s why this week I reintroduced the No WHO Pandemic Preparedness Treat Without Senate Approval Act. I’m hopeful that in the coming weeks and months, I can work with the Senate sponsor, Sen. Ron Johnson, and President Trump to get this bill across the finish line to protect American sovereignty today – and well into the future. You can read more about the effort here.

    Protect our streets, deport criminal illegal aliens

    After being trapped for four years with a president who allowed and encouraged millions of illegal aliens to flood the United States with little to no vetting, American citizens were forced to pay the price of an open border – sometimes even with their lives. In 2023, Jorge Sanchez, who was in the U.S. illegally, was convicted of a DUI. But instead of being deported, he was released back onto the streets. Then, just a year later, Sanchez was driving drunk again when he struck and killed Wisconsin father Steven Nasholm. This tragedy didn’t have to happen. That’s why yesterday, House Republicans passed the Protect Our Communities from DUIs ActThis bill will deport any illegal alien convicted of driving under the influence, and prevents any future president from skirting their deportation, as we saw with the Biden-Harris administration. Sadly, 160 Democrats opposed the measure. You can see how lawmakers voted on the bill here.

     

    Putting American veterans first

    Our veterans have made the ultimate sacrifice to this great nation, and honoring those men and women is crucial. That is why this week, the House passed legislation to protect our service members and veterans. This legislation ensures that veterans’ healthcare and benefits are fully funded, including critical support for mental health and President Trump’s Bridging Rental Assistance for Veteran Empowerment (BRAVE) program to combat homelessness. It defends constitutional rights by preventing the VA from sharing veteran information without a judge’s consent and blocks federal funding for DEI, gender procedures, and illegal alien services at VA facilities.     The devastation caused by illegal migration 

    On Thursday, during a Judiciary Immigration Subcommittee hearing, I questioned witnesses on the effects of mass illegal migration on the American people. As we know, the impacts have been widespread and often tragic. During the Biden administration, we saw stories ranging from Laken Riley in Georgia, Jocelyn Nungaray in Texas, and two children in our very own Seventh District where destructive open borders policies shattered American families, terrorized American communities, and killed innocent Americans. And it doesn’t stop there. The tidal wave of illegal immigration flooding American neighborhoods has also reduced job opportunities and lowered wages, especially for blue-collar workers. We’ve also seen more than 250,000 Americans killed by fentanyl almost solely sourced from Communist China and smuggled in through the open southern border by Mexican cartels. That’s why it was deeply troubling to hear one witness blame victims who are unintentionally poisoned, rather than targeting those pumping this deadly drug into our communities. Strengthening border security and interior enforcement is a critical step to turning the tide, and I let the witness know that. You can watch our exchange here.

    Fixing our forests with modern tech 

    Yesterday, we had an exciting hearing in the Federal Lands Subcommittee on advancing innovative technologies to improve forest management and prevent wildfires. The private sector has developed some compelling technology in this space, and now we just need federal agencies to use it. Despite spending an average of $2.5 billion per year on wildfires, this crisis is only getting worse. That’s because instead of investing in proactive prevention, we’re spending all that money on reactive suppression. A lot of fires can be prevented with stronger federal integration with the private sector, proactive forest management, and faster responses enabled by modern technology. Whether it’s drones that fly through thick smoke and high winds, AI models that predict fire behavior in real-time, or remote sensors and camera networks that detect ignitions before they become infernos, each of these technologies plays a complementary role in confronting the wildfire crisis. With all the technology we have at our disposal, there is no excuse for the situation to remain the same. It is also timely that this week, the USDA repealed the Clinton-era roadless rule that has prevented the proper management of nearly 59 million acres of Forest Service land. This Congress and this administration will continue to enact commonsense reforms for how we manage our public lands, so that we have safer communities and a healthier environment.     The Global Gateway initiative aims to offer a strategic alternative to China’s Belt and Road Initiative. Funded by European taxpayers, it seeks to promote European values and interests worldwide.

    However, media reports indicate that Chinese state-owned enterprises have won major contracts under EU-funded projects abroad. In some years, they reportedly secured more contract value financed by the European Investment Bank (EIB) than European firms.

    This raises serious concerns about the responsible use of EU funds, the competitiveness of European industry, and the EU’s strategic autonomy.

    • 1.Can the Commission confirm the accuracy of recent media reports regarding Chinese companies being awarded contracts under Global Gateway and in EIB-funded projects, and clarify the extent of their involvement?
    • 2.What measures is the Commission taking – both independently and in cooperation with the EIB – to ensure that EU-funded infrastructure projects do not benefit strategic competitors or undermine Europe’s geopolitical and economic interests, and that European companies and workers benefit fairly from these initiatives?

  • MIL-OSI Europe: Answer to a written question – Exemption from extended duty on bicycle parts imported from China – E-001759/2025(ASW)

    In the case described by the Honourable Member, it appears that the company importing the bicycle parts is not an exempted party, and the parts that it imports are then sent to an exempted company.

    Regarding the importation, as the company importing the goods is not an exempted party, it can only import in exemption from the extended duties complying with the requirements for end-use of Article 14 of Regulation (EC) No 88/97[1].

    The granting of an end-use authorisation, as well as the control of compliance with the requirements and the end-use procedure, are the responsibility of the customs authorities of the Member States.

    Regarding the exempted company, Article 8 of Regulation (EC) No 88/97 requires that where that company receives deliveries of essential bicycle parts which have been exempted from the extended duty pursuant to Article 2, those parts are either used in its assembly operations or assembly of other products, destroyed, re-exported, or resold to another exempted party.

    Regarding sales, these parts cannot be resold to non-exempted parties. Any operation not in line with these rules would constitute a breach of the obligations of the exempted party.

  • MIL-OSI Economics: Working Group announces Small Business Champions, discusses digitalization and MC14 plan

    Small Business Champions

    The winners of the 2025 Small Business Champions Competition are Silaiwali (India), a company which empowers women artisans by upcycling waste fabric from garment factories into handcrafted products, and NetZero Pallets (Viet Nam), which specializes in converting biomass into carbon-neutral shipping pallet materials.

    The fifth edition of the competition was held under the theme “Completing the Loop: Helping Small Businesses Contribute to the Circular Economy.” It was jointly organized by the Informal Working Group on MSMEs, the International Trade Centre (ITC), the International Chamber of Commerce (ICC) and in partnership with UN Trade and Development (UNCTAD) for the first time.

    At the award ceremony, WTO Director-General Ngozi Okonjo-Iweala congratulated the winners and reiterated the vital role of MSMEs in global value chains and supply chains. She emphasized that small businesses are a bedrock of innovation and agility, and that the Small Business Champions Award reflects their invaluable contributions to sustainable development. She also stressed the importance of supporting MSMEs in times of uncertainty, as they often face significant trade barriers, particularly in accessing knowledge and finance. “They’re the ones that need the stability and predictability of the world trading system the most. We cannot do without their voice,” she said.

    ITC Executive Director Pamela Coke-Hamilton and ICC Secretary General John Denton also delivered opening remarks. Deputy Secretary-General of UNCTAD, Pedro Manuel Moreno, addressed the ceremony via video message. All three speakers reaffirmed their organizations’ commitment to fostering a supportive business ecosystem where MSMEs can thrive and actively contribute to the circular economy.

    Digitalization, other thematic issues

    Lively discussions focused on capacity building for MSMEs through digital transformation, with members and international organizations sharing experiences in helping small businesses reduce costs and improve efficiency.

    The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) introduced its Cross-Border Paperless Trade Database, developed with the International Chamber of Commerce (ICC), as a hub offering innovative resources and legal support. China presented its single-window customs platform designed to simplify cross-border procedures for MSMEs. The International Trade Centre (ITC) provided an update on its digital trade policy and regulatory work. It also outlined its work on the African Continental Free Trade Area (AfCFTA) through the “One Trade Africa” project, which supports African MSMEs in participating in trade. Georgia proposed a peer-learning session to explore how to scale up digital solutions and streamline regulations.

    Building on previous thematic sessions, members also discussed good regulatory practices (GRPs) and the informal sector. They emphasized the importance of ensuring interoperability between regulatory frameworks to facilitate MSME trade. Participants expressed support for continued dialogue on informal MSMEs and recommended monitoring relevant developments in other international forums.

    MC14 strategies, implementation of 2020 MSME Package

    Following discussions at the March meeting, the Coordinator, Ambassador Matthew Wilson of Barbados, proposed tentative outcomes and issues to be developed in the lead-up to MC14. Group members agreed to focus on a primary deliverable: a joint study report by the World Customs Organization, ICC and the WTO on the integration of MSMEs into Authorized Economic Operator (AEO) programmes (INF/MSME/W/62/Rev.2), as adopted by the Group in March.

    Additional outcomes will include the Coordinator’s reports summarizing the Group’s work between MC13 and MC14, a summary of exemplary small enterprises and a review of key findings from the thematic discussions.

    The MSME Group Coordinator announced new funding from the China Council for the Promotion of International Trade (CCPIT) and the Organization for Trade Development and Standards Cooperation (ODCCN) for the Trade4MSMEs website to ensure its operation for the next six years. This contribution has already enabled the translation of the website into Mandarin, thereby enhancing its accessibility to a broader international audience.

    In addition, members agreed to continue deliberating on a possible policy guidance document (a compendium) for good regulatory practices (GRPs). Further discussion is also planned on how to advance joint work with the Trade and Gender Initiative, particularly in improving access to finance for women-led MSMEs.

    The Group also reviewed progress in implementing its December 2020 MSME Package — a set of policy recommendations aimed at supporting MSMEs. Several members, along with the WTO Secretariat, provided updates on their respective actions in support of the package’s implementation.

    Strengthening engagement with private sector

    A special session open to the business community took place on 25 June. Small traders were invited to share their views on the impact of recent trade tensions on their businesses, their engagement in good regulatory practices, and other challenges they face.

    The Coordinator reflected on key takeaways from the constructive discussion. Businesses described a challenging landscape created by economic uncertainty and ongoing trade tensions, including regarding tariffs. They also noted benefits from newly implemented efficiencies and other significant challenges, especially in relation to planning and day-to-day operations.

    While good regulatory practice (GRP) initiatives exist, MSMEs reported that they are often not adequately informed or consulted. They also noted that GRPs tend to be fragmented and country-specific, lacking global harmonization. Small businesses further highlighted limited access to tariff and trade regulation information, lack of clarity regarding customs regulations, and high shipping costs as major trade obstacles. They called for easier access to tariff information and greater support from national authorities.

    Members welcomed the discussion and proposed further discussions on how to incorporate feedback from the business community into the Group’s future agenda.

  • MIL-OSI NGOs: Japan: Execution is latest ‘callous attack on the right to life’

    In response to today’s execution in Japan of a man convicted of the murder of nine people, Chiara Sangiorgio, Death Penalty Advisor at Amnesty International, said:

    “The execution of Takahiro Shiraishi – the first in Japan in nearly three years – is the latest callous attack on the right to life in Japan and a major setback for the country’s human rights record.

    “Last year’s acquittal of Hakamada Iwao, formerly the world’s longest-serving death row prisoner, laid bare the unfairness of Japan’s criminal justice system and use of the death penalty and was an ideal opportunity to change course.

    “But instead of moving to reform and ensure full protection of human rights, the Government has chosen to resume executions. This is a significant setback to efforts to end the use of the death penalty in Japan.

    “As of today, 113 countries worldwide have completely abolished the death penalty in law, and more than 144 have abandoned it in law or practice, yet Japan continues to use this inhuman punishment.

    “The secrecy that continues to surround the notification of executions makes the use of this punishment in Japan additionally cruel. The Japanese authorities must immediately introduce a moratorium on executions as a first step towards abolishing the death penalty entirely — and commute all death sentences to terms of imprisonment.”

    Executions shrouded in secrecy

    Shiraishi was convicted in 2020 of killing nine people in 2017 by Tokyo District Court and sentenced to death.

    This is the first execution under Prime Minister Shigeru Ishiba and the first since July 2022.

    Executions in Japan are shrouded in secrecy, with prisoners typically given only a few hours’ notice and their families usually notified only after the execution has taken place.

    Japan is one of a small group of countries that has carried out executions in recent years. Amnesty recorded 1,518 executions in 15 countries in 2024 (excluding the thousands believed to have been carried out in China), an increase by 32% from the 1,153 recorded in 2023, largely driven by a spike in three countries in the Middle East: Iran, Iraq and Saudi Arabia. 

    On 26 September 2024, a long-awaited ruling was delivered by Shizuoka District Court to acquit Hakamada Iwao, described as the world’s longest-serving death row prisoner.

    Amnesty opposes the death penalty in all cases without exception regardless of the nature or circumstances of the crime, guilt, innocence or other characteristics of the individual, or the method used by the state to carry out the execution.

    TEHRAN, June 27 (Xinhua) — The International Atomic Energy Agency (IAEA) director general’s insistence on visiting Iran’s bombed nuclear facilities is “meaningless,” Iranian Foreign Minister Abbas Araghchi said on Friday.

    The head of the Iranian Foreign Ministry made the corresponding statement in his post on the X social network, accusing IAEA Director General Rafael Grossi of facilitating the adoption of an anti-Iranian resolution by the organization’s Board of Governors and the bombing of Iranian nuclear facilities by the United States and Israel.

    “R. Grossi’s insistence on visiting the bombed Iranian nuclear facilities under the pretext of guarantees is senseless and perhaps even malicious. Iran reserves the right to take any steps to protect its interests, its people and sovereignty,” A. Araghchi said.

    The minister recalled a recent plan approved by the Iranian parliament and later endorsed by the Guardian Council of Iran, which called for an end to Iran’s cooperation with the IAEA. “This is a direct result of the unfortunate role of R. Grossi, who obscured the fact that the agency had settled all issues with Iran ten years ago,” Araghchi added.

    The statement, published on the IAEA website, indicates that on Friday R. Grossi stressed the need to continue the agency’s inspections in Iran, “as provided for in the comprehensive safeguards agreement.” -0-

    “Tang Vogue Beyond the Horizons: A Golden Era of Multicultural Integration and Openness” exhibition opens  
    Speaking at the opening ceremony, the Secretary for Development, Ms Bernadette Linn, said that, as one of the celebration activities of the 28th anniversary of Hong Kong’s return to the motherland, this is the largest joint exhibition, in terms of profile, scale and quantity of artefacts on display, since the signing of the Framework Agreement on Deepening Exchange and Cooperation in the Field of Heritage Architecture and Archaeology between the DEVB and the National Cultural Heritage Administration in 2022. The exhibition marks a move towards a higher level of mutual co-operation. Hong Kong is an East-meets-West centre for international cultural exchange. She is eagerly anticipating that the exhibition can showcase the culture of the majestic Tang dynasty to members of the public and friends from all over the world.
     
    Other officiating guests at the ceremony were Deputy Administrator of the National Cultural Heritage Administration Mr Qiao Yunfei; the Secretary General of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, Mr Wang Songmiao; the Permanent Secretary for Development (Works), Mr Ricky Lau; the Director of Art Exhibitions China, Mr Tan Ping; the Chairman of the Antiquities Advisory Board, Professor Desmond Hui; and the Chairman of the Advisory Committee on Built Heritage Conservation, Professor Douglas So.
     
    The exhibition is divided into eight sections on the administrative system and governance of the Tang dynasty, the planning of Chang’an city, the life of people, religious beliefs, literati elegance, craftsmanship, prosperous scenes along the Silk Road and Maritime Silk Road, and Hong Kong’s role as a node on the Maritime Silk Road in the Tang dynasty. It features 269 significant pieces/sets of artefacts from 28 museums and cultural institutions in 10 provinces, autonomous regions and municipalities on the Mainland (including 49 pieces/sets of grade-one cultural relics) and 29 pieces/sets of important artefacts unearthed in Hong Kong and dated to the Tang dynasty.
     
    Among the key exhibits are two paintings, namely the “Scroll depicting Emperor Minghuang playing polo”, which is a Song dynasty depiction of Emperor Xuanzong of Tang (Minghuang) playing polo with his concubines on horseback; and the hanging scroll of Li Bai’s “Chun Ye Yan Tao Li Yuan Xu” (preface to the spring night banquet in the peach and plum garden) on kesi (cut silk) depicting the refined life of Tang dynasty literati. These paintings will only be displayed during the first two months (June 28 to August 27). Other key exhibits include a sancai teaware set with a seated figurine revealing the image of Lu Yu, China’s sage of tea; a gold jie comb (hair comb accessory) carved in openwork from a thin piece of gold; a painted figurine of a dancing black man with exotic charm; the “Lun Yu Zheng Xuan Zhu” (the Analects with annotation by Zheng Xuan) copied by Bu Tianshou, which has been included in the first batch of the National Catalogue of Precious Ancient Books; and a crimson gold walking dragon used in ritual ceremonies, which will be displayed throughout the entire exhibition period.
     
    The exhibition also displays significant Tang dynasty artefacts unearthed at Chek Lap Kok, Tung Chung and San Tau on Lantau Island in Hong Kong, including ceramic ware, iron weapons, bronze belt ornaments, silver chai hairpin, glass ring, fragment of silver piece, Kai Yuan Tong Bao (circulating treasure from a new era) and Qian Yuan Zhong Bao (heavy treasure of Qian Yuan reign) bronze coins, to illustrate the role of Hong Kong in the Maritime Silk Road.

    TBILISI, June 27 (Xinhua) — Deepening cooperation with China remains one of the top priorities for Georgia and its government, Georgian Prime Minister Irakli Kobakhidze said Friday while presenting his government’s annual activity report to parliament.

    “As for relations with China, this is one of the most important priorities for our country and government. Our task is to deepen political and trade-economic ties as much as possible. We signed a strategic partnership agreement with China the year before last and will do everything to ensure that this agreement is reflected in specific results in the future. Active work on this will continue in the future,” the head of government noted.

    According to M. Kobakhidze, in 2024, Georgia’s economy grew by 9.4 percent, which allowed maintaining the sustainable economic growth rates observed since 2021. In January-April 2025, economic growth was 8.8 percent, and preliminary data for May also confirm the positive dynamics. According to the Prime Minister, the country will not only achieve the indicators planned in the budget, but will also exceed them. The International Monetary Fund has increased the forecast for Georgia’s economic growth in 2025 to 7.2 percent, and the government considers this target quite achievable, even ahead of the plan.

    M. Kobakhidze expressed Tbilisi’s readiness to restore strategic partnership with the United States. “We are ready to do this with a specific roadmap that will reflect the interests of both countries,” he said. According to him, very important steps have been taken between the two countries in the direction of embassies, including the appointment of the Georgian ambassador to the United States, and he believes that these recent changes will ultimately contribute to a reset of relations.

    Speaking about European integration, the Prime Minister reiterated Georgia’s goal of becoming a full member of the European Union by 2030. At the same time, he expressed hope for a “fair and sound approach” from European institutions and stressed that the government maintains a pragmatic course towards European integration. –0–

    Tbilisi, June 27 (Xinhua) — The new international airport in the Tbilisi suburb of Vaziani will receive its first passengers after 2031, Georgian Prime Minister Irakli Kobakhidze said while delivering his annual report to the country’s parliament on Friday.

    The airport will be built on the site of a former military airfield. Its capacity will be 18 million passengers per year, which is 4.5 times more than the current Tbilisi airport. The volume of investment in the project is estimated at $1.3 billion.

    Earlier, the government promised that construction of the airport would begin in 2024 and be completed by 2028, but the deadlines were shifted. –0–

    According to the TV channel, the incident occurred at around 10:00 local time /08:00 GMT/ in the village of Stara Wieś, located in the Limanowski district of the Lesser Poland Voivodeship.

    Police spokeswoman Jolanta Batko confirmed that three people had been shot dead.

    PARIS, June 27 (Xinhua) — A tourist plane belonging to an aeroclub crashed in the commune of Chamfoll in north-central France on Friday afternoon, killing all three people on board.

    The single-engine Cessna 172 crashed in a residential area just after 4 p.m. local time, narrowly missing nearby houses, according to authorities in the Eure-et-Loir department.

    The plane crash killed two men and one woman.

    The crash site was quickly cordoned off by emergency services. An investigation is underway under the direction of the Air Transport Gendarmerie and the National Police. –0–

The summit began with a narrow-format meeting attended by the heads of the EAEU member states, and then they were joined by the leaders of observer countries and representatives of foreign delegations. The relevant information was published by the press service of the head of the Belarusian state.

    During a narrow-format meeting, Belarusian President Alexander Lukashenko noted that the summit agenda included a number of issues requiring specific decisions at the highest level. “First, we are completing the implementation of strategic directions for the development of Eurasian economic integration until 2025. Second, this year a roadmap for joint actions for the next period should be adopted — for the implementation of the declaration on the further development of economic processes in our union,” A.     Moscow/Minsk, June 27 (Xinhua) — Russia is ready for a third round of talks with Ukraine, Russian President Vladimir Putin said on Friday after a meeting of the Supreme Eurasian Economic Council in Minsk.

    “The subject of negotiations with Ukraine should be the discussion of memoranda between the two countries,” the Russian president said.

    He recalled that Russia and Ukraine are currently fulfilling agreements on the exchange of prisoners of war, as well as the bodies of dead soldiers. The humanitarian component is important. This creates conditions for further resolution of the essence of the problem, the Russian leader added.

    “We have already given away over six thousand bodies and are ready to give away almost three thousand more,” said V. Putin.

    The leaders of both delegations are in constant contact with each other, the Russian President concluded.

    According to him, 49.8 percent of the used Chinese brand car market is made up of cars up to 3 years old. The most popular brand among used Chinese cars /22.8 percent/ among Russians is Chery. In second place is the Geely brand, and in third place is the Haval brand.

    TEHRAN, June 27 (Xinhua) — Iran has postponed the full opening of its airspace until the afternoon of June 28, Iran’s official IRNA news agency reported.

    As the agency noted, citing the official representative of the Iranian Ministry of Roads and Urban Development, Majid Akhavan, the corresponding decision was made to ensure the safety of passengers and flights, as well as taking into account the opening of airspace in the east of the country for domestic and international flights.

    The official said that Iran’s airspace in the northern, southern and western parts of the country will remain closed until 2 p.m. local time (10:30 GMT) on Saturday.

    On the evening of June 25, the ministry announced the reopening of airspace, saying the move was aimed at gradually restoring air traffic to pre-conflict levels.

    Iran closed its airspace on June 13 after Israeli airstrikes on Tehran and other areas. A ceasefire was reached between the two countries on June 24 after 12 days of airstrikes. –0–

    My thanks to the Permanent Missions of Brazil, China and the Dominican Republic — along with the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) — for helping to shine a spotlight on the women who helped shape the very foundation of the United Nations.

    Eighty years ago, as the world emerged from the ashes of war, a small group of women delegates stood their ground in San Francisco.  They were a handful among hundreds, but they were powerful in their determination.

    Thanks to their efforts, the Charter became the first international agreement to recognize the equality of women and men as a human right.

    Over the years, we have transformed those values into practical instruments for change — including the UN Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration and Platform for Action and UN Security Council resolution 1325 (2000) on women, peace and security.

    At the UN itself, for the first time in our history, we have achieved gender parity among senior leadership, resident coordinators and in the international professional categories.

    Despite advances around the world, women and girls face persistent and systemic barriers to equality across the board.  And yet, like those delegates in 1945, women everywhere continue to lead — demanding their rights and reimagining a more just and equitable world for everyone.

  • MIL-OSI USA: Lawler, Hill, Gottheimer, Kean Jr., and Moskowitz Introduce Bill to Crack Down on Countries That Wrongfully Detain Americans

    Washington, D.C — 6/27/25… This week, Reps. Mike Lawler (NY-17), French Hill (AR-02), Josh Gottheimer (NJ-05), Tom Kean Jr. (NJ-07), and Jared Moskowitz (FL-23) introduced the Countering Wrongful Detention Act of 2025, which would create a designation for countries or nonstate actors that engage in the unlawful or wrongful detention of U.S. citizens and permanent residents, empowering the Secretary of State and Congress to hold them accountable.

    The bill provides congressional oversight by requiring that all state sponsors of unlawful or wrongful detention designations expire unless Congress passes a joint resolution to approve them within six months. Congress would also have the authority to terminate a designation through a joint resolution, ensuring these decisions reflect the interests of the American people and are subject to public accountability.

    This legislation further directs the Secretary of State to brief Congress on whether the following countries should be designated under this new authority:

    • China
    • Russia
    • Iran
    • Afghanistan
    • Eritrea
    • Nicaragua
    • Syria
    • Venezuela
    • Belarus

This legislation will provide the State Department with the necessary tools to exert pressure while ensuring that Congress maintains accountability.     The bipartisan legislation creates a new authority for the Secretary of State to formally designate countries or nonstate actors as state sponsors of unlawful or wrongful detention, creating a deterrent framework similar to the existing state sponsors of terrorism designation. Once designated, the Secretary may impose a range of penalties on those governments, including diplomatic and economic consequences.

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.
