  • MIL-OSI China: Chinese researchers reintroduce critically endangered plant into wild

    Chinese researchers have successfully reintroduced Petrocosmea grandiflora, a critically endangered plant long thought lost, into its natural habitat in the sinkholes of Mengzi City, in the Honghe Hani and Yi Autonomous Prefecture of southwest China’s Yunnan Province.

    The conservation effort was led by the Germplasm Bank of Wild Species (GBOWS), operated by the Kunming Institute of Botany under the Chinese Academy of Sciences, in collaboration with the local forestry and grassland bureau.

    The journey began in 2021, when researchers conducted a preliminary survey of sinkholes around Mengzi. On June 17 of that year, the researchers used drone surveillance and professional climbing teams to descend into a massive sinkhole — over 100 meters wide and up to 100 meters deep — to collect and study germplasm resources. There, they rediscovered a wild population of Petrocosmea grandiflora, a species that had not been seen in over 125 years.

    Endemic to China, the plant was first described in 1895 by a British botanist, based on specimens collected in Mengzi by Northern Irish botanist William Hancock.

    While the specimens were preserved at the Royal Botanic Gardens, Kew, in Britain, the species remained absent from scientific observation for more than a century.

    The rediscovery marked a turning point. In October 2021, GBOWS researchers began asexual propagation of the species to address its scarcity in the wild and its low rate of natural reproduction. Hundreds of seedlings were cultivated in laboratories and greenhouses.

    Last weekend, those lab-grown plants were returned to the wild.

    Two reintroduction sites were selected. The first was the original sinkhole, which offers ideal ecological conditions and minimal human disturbance. The second site, located about 1 km away, is a shaded limestone cliff near an agricultural road, selected for its accessibility to facilitate monitoring.

    To replicate the plant’s natural habitat, the researchers planted the seedlings on near-vertical limestone cliffs. Long-term monitoring of the reintroduced populations will be carried out jointly by the participating institutions.

    “This represents a full-circle scientific endeavor made possible by relentless effort,” said Cai Jie, deputy director of GBOWS. “From the accidental rediscovery of the critically endangered Petrocosmea grandiflora, to its successful propagation in the lab, and now its return to the wild, it’s a powerful testament to China’s commitment to biodiversity conservation.”

    As part of China’s national strategy to safeguard strategic biological resources and promote scientific innovation, GBOWS has been collecting, preserving and researching wild germplasm from China and its surrounding regions.

    By the end of 2024, GBOWS had preserved more than 100,000 plant seed accessions from over 12,000 wild species, along with about 10,000 species and 70,000 samples of plant DNA. Its collection also includes microbial strains, fungal specimens and animal germplasm, totaling 27,000 species and 330,000 biological samples.

    The announcement coincided with the opening of NATO’s annual summit in The Hague.

    Stronger and more coordinated cooperation among members of the Association of Southeast Asian Nations (ASEAN) is needed to counter the rising threats of cybercrime, which have emerged as a serious and pressing challenge, Home Affairs Minister Saifuddin Nasution Ismail said here on Tuesday.

    In his opening remarks at the 25th ASEAN Senior Officials Meeting on Transnational Crime and related meetings, Saifuddin Nasution cautioned that the increasingly complex nature of cybercrime and the rapid adoption of technology by criminal networks require a proactive and timely response.

    “The rising threat of cybercrime, everything from financial scams to ransomware attacks, clearly shows us that this isn’t just a future problem; it’s a pressing issue right now,” he said.

    “Our digital defenses must evolve as fast as technology does. This means we must adopt new technologies, including using artificial intelligence responsibly, to significantly improve how we detect, prevent, and enforce against these crimes,” he said.

    Saifuddin Nasution emphasized that in today’s increasingly fragmented global environment, international cooperation remains the cornerstone of regional stability.

    He said such cooperation is not only vital in addressing shared security threats but also in preserving economic resilience and maintaining public trust in institutions, adding that ASEAN must ensure its commitment to consensus is matched by a readiness to act decisively in the face of evolving challenges.

    China’s poverty eradication efforts will serve as a role model for other countries to follow suit, Jose Ramos-Horta, president of the Democratic Republic of Timor-Leste, has told Xinhua.

    Speaking following a ceremony to mark the bestowment of an honorary professorship to him by Malaysia’s Taylor’s University here last week, Ramos-Horta also commended China’s progress in food security and the support it has extended to Timor-Leste, particularly in boosting agricultural productivity.

    During his first state visit to China last July, Ramos-Horta said, he appealed for support in improving the island nation’s poverty eradication and agricultural efforts.

    Noting “We have a strong relationship with China,” he said he believes China’s expertise can help boost Timor-Leste’s efforts in poverty reduction.

    “And in a very typical Chinese way of doing things — fast action, talk and act. (Chinese) engineers for water and infrastructure were mobilized,” he said, adding that with Chinese support, the agriculture output has increased and can go up even further.

  • MIL-OSI China: Iran’s death toll from Israeli attacks surpasses 600: ministry

    The death toll from Israeli strikes across Iran over the past 12 days has reached 606, with 5,332 others injured, Iran’s Health Minister Mohammad-Reza Zafarghandi said on Tuesday.

    Zafarghandi described the past 24 hours as witnessing the “most horrific attacks and aggressions” by Israel since the start of the aerial conflict on June 13, resulting in 104 deaths and 1,342 injuries.

    Meanwhile, Israel’s Health Ministry has reported 28 fatalities and 3,238 injuries on its side since the onset of the conflict.

    U.S. President Donald Trump announced late Monday night that a ceasefire between the two sides would begin around 0400 GMT Tuesday.

    Although both Iran and Israel accepted the ceasefire, violations were reported by both sides hours into the ceasefire, and both sides vowed to retaliate.

    U.S. President Donald Trump told Israel on Tuesday “do not drop those bombs” on Iran, saying that this would be a “major violation” of the ceasefire.

    “ISRAEL. DO NOT DROP THOSE BOMBS. IF YOU DO, IT IS A MAJOR VIOLATION. BRING YOUR PILOTS HOME, NOW!” Trump wrote in a post on his Truth Social platform.

    Israel said on Tuesday it had identified missiles from Iran, shortly after the Israeli authorities said they had accepted a ceasefire proposed by Trump.

    Iran had rejected reports of having launched missiles towards Israel following the ceasefire declared between the two sides earlier in the day, the semi-official Tasnim news agency reported.

    Israeli Defense Minister Israel Katz said in a statement that he had “instructed the military to respond forcefully to Iran’s violation of the ceasefire with intense strikes” against targets “in the heart of Tehran.”

    The missiles triggered air raid sirens across the Haifa area before being intercepted by the Israeli air defense systems, the military said. No injuries or damage had been reported.

    Meanwhile, the Israeli Air Force continued its strikes in Iran, unleashing another wave of strikes in western Iran, with the military saying they had targeted missile launchers.

    The latest escalation came shortly after Israeli Prime Minister Benjamin Netanyahu said Tuesday that Israel had accepted a ceasefire proposed by Trump and had achieved its war goals against Iran.

    Trump had earlier announced that a ceasefire between the two sides would begin around 0400 GMT, with Iran expected to halt its operations first.

    Iranian Foreign Minister Abbas Araqchi said earlier that there was no “agreement” on a ceasefire between Iran and Israel. However, he suggested Iran would be prepared to halt further retaliation if Israeli attacks stopped by 4 a.m. Tehran time (0030 GMT).

    “If Israel stops its illegal aggression against the Iranian people no later than 4 a.m., Iran has no intention of continuing its response afterwards,” Araqchi wrote in a post on X, adding that “the final decision on the cessation of our military operations will be made later.”

    The conflicting narratives raised questions about the implementation and durability of any potential ceasefire. It remained unclear whether the reported deal had been communicated through diplomatic channels, or whether either side intended to follow the terms.

    Trump announced Monday evening that Israel and Iran have reached a formal agreement to implement a complete and total ceasefire, marking what he called the end of the “12-Day War.”

    In a post on his Truth Social platform Monday, Trump said the ceasefire would initially last 12 hours, during which the opposing sides would maintain a posture of “peace and respect.”

    As the Asian Infrastructure Investment Bank (AIIB) marks its 10th anniversary, the multilateral development bank is playing an increasingly prominent role in advancing connectivity, green growth, and sustainable development across regions.

    In Padmo Para village near Dhaka, Bangladesh, local resident Najma Aktar recalls a time when her family studied by the light of a kerosene lamp. That changed in 2016, when the AIIB provided a 165 million U.S. dollar loan to upgrade the local power grid.

    As the bank’s first standalone financed investment, it brought electricity to 12.5 million rural residents, transforming their daily lives.

    “AIIB was established on the principles of multilateralism and high international standards,” the bank’s president Jin Liqun told Xinhua in a recent interview, noting that these principles have enabled the bank to earn broad trust and participation across the globe.

    AIIB’s investments span not only Asia but also Africa, Latin America, and beyond, reflecting its commitment to promoting global sustainable development.

    “Asia cannot thrive in isolation,” Jin said, noting that while the bank’s primary focus is Asia, its work also supports broader cooperation that contributes to meaningful development outcomes around the world.

    Reflecting this vision, AIIB has actively expanded its global partnerships and collaborative financing efforts.     Investing in infrastructure for tomorrow

    Amid rising global challenges, AIIB is positioning itself as a future-oriented development bank that supports both traditional and digital infrastructure for the long haul.

    In 2020, the bank launched its corporate strategy themed “Infrastructure for Tomorrow,” with priorities including green infrastructure, technology-enabled infrastructure, connectivity and cross-border cooperation, and private capital mobilization.

    By 2025, at least 50 percent of its approved financing was expected to support climate-related projects, a target the bank achieved in 2022, three years ahead of schedule.

    In Cote d’Ivoire, an AIIB-financed rural road project approved in 2023 has made it easier for villagers to reach hospitals and sell cashews and cocoa, even during flood seasons. Local project coordinator Gilbert Ekpini said residents were thrilled with the changes.

    By the end of 2024, AIIB-supported projects had added 21.3 gigawatts of installed power generation capacity of renewable energy, helping to reduce nearly 30 million tonnes of CO2-equivalent greenhouse gas emissions annually.

    Moscow, June 24 /Xinhua/ — The strategy of Western countries in the conflict around Ukraine has suffered a defeat, now the West is no longer talking about the possibility of inflicting a strategic defeat on Russia on the battlefield, but is begging for a ceasefire for Ukraine without additional conditions. This was stated on Tuesday by Russian Foreign Minister Sergei Lavrov, speaking at the 11th International Scientific and Expert Forum “Primakov Readings”.

    “Remember how it all began? “Russia needs to be strategically defeated on the battlefield.” They shouted hysterically. After some time, the slogan changed, and they began to loudly declare that Russia should not win in Ukraine. And now they demand, ask, beg for an immediate ceasefire without preconditions,” said S. Lavrov.

    “That is, the fiasco of Western strategy and tactics is obvious, but Europe is still trying,” he added.

    According to him, Western countries, including Germany, are now trying to hide behind the alleged establishment of their own military production in Ukraine, but in reality they are supplying weapons there.

    “They have now come up with a scheme according to which they will allegedly produce weapons on the territory of Ukraine,” said the Russian Foreign Minister. “Many observers have already cited facts that nothing like this will happen, this is simply a cover for supplying weapons from the same Germany and other European countries to the Ukrainian armed forces, referring to the fact that this is not support, not pumping up, but assistance in establishing their own production – and many such tricks are being implemented,” S.     National Security Adviser Ajit Doval on Tuesday called on SCO countries to “shun double standards” in the fight against terrorism and take decisive action against UN-proscribed terror outfits.

    Speaking at the 20th meeting of SCO Security Council secretaries in Beijing, Doval highlighted India’s deep concern over terror groups designated by the UN Security Council — including Lashkar-e-Taiba and Jaish-e-Mohammed, both state-backed outfits operating from Pakistan — as well as Al Qaeda, ISIS and their affiliates.

    He referred to the April 22 terror attack in Pahalgam, Jammu and Kashmir, and India’s subsequent Operation Sindoor to dismantle terror infrastructure across the border. Doval stressed that India’s measured, non-escalatory response was aimed at preventing future attacks and bringing those responsible to justice.

    “Any act of terrorism, including cross-border terror, is a crime against humanity,” he told SCO delegates. “We must hold perpetrators, sponsors and financiers accountable and dismantle their terror ecosystems,” Doval added.

    He also underscored India’s civilizational links with SCO nations and its commitment to “Vasudhaiva Kutumbakam” — the world as one family. Doval thanked member states for supporting India’s proposals on joint action against terrorist networks, counter-radicalisation, and countering extremist propaganda.

     

     

    On the sidelines of the meeting, Doval met Chinese Vice-President Han Zheng at the Great Hall of the People and held talks with Russian Deputy Security Council Secretary Aleksandr Venediktov. The Russian side invited Doval to Moscow for the next round of the bilateral strategic dialogue.

    On Monday, Doval also met Wang Yi, China’s Foreign Minister and Communist Party Politburo member. They discussed bilateral ties and regional stability, with Doval underlining the need to fight terrorism in all forms.

    First, the third China-ASEAN Defense Think Tank Exchange will be held in Guiyang from June 18 to 20.     Journalist: It is reported that the 2025 military academy enrollment plan for high school graduates has recently been released, which has attracted wide public attention. Could you elaborate on the new features and changes in this year’s enrollment plan?

    Jiang Bin: In line with Xi Jinping Thought on Strengthening the Military, the 2025 enrollment work of military academies fully implements the overarching plan for deepening the reform of military academies, focuses on the core needs of combat readiness, and integrates the needs for cultivating high-calibre military talents and developing academic disciplines.The number of high schoolgraduates that the military academies plan to admit this year is basically the same as last year.

    There are four changes in this year’s recruitment. First,there has been a change in the number of enrolling academies, which has been reduced from 27 to 22, so that the military talent cultivation systembecomes more efficient and streamlined. The PLA Army (PLAA) Special Operations Academy, the PLAA Academy of Border and Coastal Defense, the Special Police College of the People’s Armed Police (PAP), and the PAP Coast Guard College will no longer directly enroll high school graduates. Instead, they will enroll students from other PLAA and PAP academies to continue their specialized military training. Second, the method ofcadet cultivation has been changed. In their enrollment plans, the military academies will no longer make the distinction between “commanding” and “non-commanding” categories. The removal of such a distinction and the resulting clarification of cultivation goals will facilitate the students to have a clearer career plan from the outset. Third, military academy graduates are allowed to directly apply for a master’s degree. Starting from 2025, allmilitary academy graduates will have the opportunity to directly apply for master’s programs in related fields, providing more diverse career paths for cadets. Fourth, a special operations talent selection program has been established.     Journalist: The Japanese Ministry of Defense recently stated that two Chinese aircraft carriers operated simultaneously in the Pacific for the first time, and that carrier-based aircraft came “unusually close” to Japanese Self-Defense Force aircraft. What’s your comment?

    Jiang Bin: Recently, the task groups of the PLA Navy’s aircraft carriers Liaoning and Shandong conducted routine training in the West Pacific. During the training, Japanese vessels and aircraft repeatedly made close-in provocations, and even deliberately created maritime and air securityrisks. We are strongly dissatisfied and has lodged solemn representations with the Japanese side.

    The Chinese aircraft carrier task groups conducted training activities on the high seas, which did not target any specific country or objective, and was in full compliance with international law and international practices. The Chinese side,in response to the Japanese vessels and aircraft’s forcible entryinto the training area, took legitimate, lawful, professional, and restrainedcountermeasures all the way through.     Journalist: According to reports, the Taipei School of Economics and Political Science Foundation recently held an unofficial “chief-of-staff” level war-gaming on a Taiwan crisis for the first time. The former “Chief of the General Staff” of the Taiwan military, the former Chairman of the US Joint Chiefs of Staff, and the former Chief of Staff of the Japan Self-Defense Forces participated the event.     Jiang Bin: The Taiwan question is purely China’s internal affair, which brooks no external interference. Any action that emboldens the “Taiwan independence” separatist forces to seek secession will undermine cross-Strait peace and stability. Whoever does that is bound to get burnt for playing with fire, and taste the bitter fruit of its own doing. We urge relevant countries to truly abide by the one-China principle, and stop sending any wrong signal to the “Taiwan independence” separatist forces.     TIANJIN, June 24 — Chinese Premier Li Qiang on Tuesday met with Prime Minister of Vietnam Pham Minh Chinh, who is in north China’s Tianjin Municipality for the 2025 Summer Davos.

    Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, Li said the deep friendship of “comrades and brothers” has remained firm and fresh over time. Since the successful visit of Xi Jinping, general secretary of the Communist Party of China Central Committee and Chinese president, to Vietnam in April, the comprehensive strategic cooperation between China and Vietnam has been further advanced.

    China is willing to continue to implement the outcomes of President Xi’s visit with Vietnam to bring more benefits to the two peoples, Li said.

  • MIL-OSI Asia-Pac: 2 teams selected for CE award

    Chief Executive John Lee today announced that two teams of civil servants were awarded the Chief Executive’s Award for Exemplary Performance.

    They were the Hong Kong Special Administrative Region Search & Rescue Team to quake-stricken areas in Myanmar in March 2025 and the Inter-departmental Preparation Team for Kai Tak Sports Park (KTSP) Commissioning respectively.

    Mr Lee congratulated the two teams and expressed pride in their performance and contributions.

    “The two award-winning teams reflected the outstanding competence of the civil service of the Hong Kong SAR and the efficiency of the Government, and exemplified Hong Kong’s second-place global ranking in the ‘Government efficiency’ factor of the World Competitiveness Yearbook 2025. All these have confirmed and reinforced my belief in driving result-oriented policies for the Government,” he said.

    Secretary for the Civil Service Ingrid Yeung said the Hong Kong SAR Search & Rescue Team demonstrated fearless professionalism and humanitarian care, while the Preparation Team for KTSP Commissioning displayed efficient collaboration and precise planning of the civil servants. 

    In March this year, a 7.6 magnitude earthquake struck Myanmar, resulting in serious casualties. The Hong Kong SAR Government quickly formed an interdepartmental search and rescue team.

    Civil servants from the Security Bureau, the Fire Services Department and the Immigration Department, together with medical representatives from the Hospital Authority, rushed to Mantalay, one of the most devastated areas in Myanmar, to conduct search and rescue operations.

    With professional training, fearlessness and perseverance, the team completed 61 search and rescue operations covering 57 locations amid the constant aftershocks and scorching heat in the disaster-stricken areas, the Civil Service Bureau (CSB) said.

    The team also conducted joint operations with the China Search & Rescue Team and successfully rescued one survivor who had been trapped for more than 125 hours.

    Meanwhile, the Inter-departmental Preparation Team for KTSP Commissioning comprised civil servants from the Culture, Sports & Tourism Bureau, the Security Bureau, the CSB, the Transport & Logistics Bureau, Police and the Transport Department.

    In the face of multiple challenges such as the pressing schedule, the large scale of the project and complicated co-ordination work, the preparation team, with its innovative thinking, meticulous planning and interdepartmental collaborations, completed around 20 test events, including five large-scale drills, in just five months, mobilising 140,000 civil servants to participate in the stress tests to evaluate the capability of the KTSP and its surrounding facilities comprehensively.

    Through continuous stress tests and optimisation of detailed arrangements, thorough preparation was made for the commissioning of the KTSP, the CSB added.

    Financial Secretary Paul Chan today attended the World Economic Forum Annual Meeting of the New Champions 2025 in Tianjin, and led representatives from about 20 startups and enterprises to visit the Tianjin Binhai High-tech Industrial Development Area for business matching activities.

    At the annual meeting, also known as the Summer Davos, Mr Chan joined the Informal Gathering of World Economic Leaders where he exchanged views on the current international financial and trade landscape and developments with other international and regional leaders.

    In the afternoon, Mr Chan participated as a keynote speaker in a discussion session on the economic and investment relationship and development prospects between the Middle East & North Africa (MENA) and China.

    He pointed out that Hong Kong can serve as a “super connector” in trade, investment, finance, and innovation and technology (I&T) between China and the MENA.

    Specifically, with the increasing popularity of trade settled in local currencies among economies in the region, renminbi liquidity, the range of renminbi investment products and risk management tools, and custodian services can be enhanced to support renminbi investment and funding needs of MENA countries.

    Furthermore, as the region invests heavily in infrastructure and green transformation, Hong Kong can act as a financing centre for quality enterprises and projects. Collaboration between I&T enterprises can also help countries in the region achieve their development goals in various fields.

    On the basis of information about similar task forces and reporting requirements, CBO estimates that implementing the bill would cost less than $500,000 annually, totaling $1 million over the 2025-2030 period. Such spending would be subject to the availability of appropriated funds.

Mr. Ratigan’s background includes extensive work in both international and domestic publicly traded environments, where Mr. Ratigan has consistently driven financial modernization and organizational agility.

    Mr. Ratigan has demonstrated exceptional ability in scaling finance operations, transforming reporting ecosystems and guiding companies through pivotal milestones—including M&A transactions and enterprise-wide digital transformations.

    Mr. Ratigan’s diverse career spans Big Four public accounting, Fortune 500 audit leadership, and C-suite roles in high-growth sectors such as gaming, fintech, travel and entertainment. Most recently, Mr. Ratigan served as the Senior Vice President of Accounting and Controls—and later as Acting Chief Financial Officer—at The Gearbox Entertainment Company. In this role, Mr. Ratigan led financial operations through a critical phase that culminated in a successful acquisition by Take-Two Interactive.

    Mr. Ratigan’s leadership encompassed building the finance function from the ground up, post-merger integration, ERP implementation, ESG reporting and consolidating multi-entity operations across geographies and currencies.

    Prior to Gearbox, Mr. Ratigan served as Senior Director of Accounting and Financial Reporting at Entertainment Benefits Group (a Creative Artists Agency company), where Mr. Ratigan managed global accounting and audit operations. Mr. Ratigan also held Chief Accounting Officer and Chief Audit Executive roles at MoneyOnMobile, Inc. (MOMT), where Mr. Ratigan led public filings, investor communications and SEC compliance—supporting uplisting efforts and complex carve-outs related to divestitures.

    Earlier in Mr. Ratigan’s career, Mr. Ratigan served as Director of SEC Financial Reporting at Prestige Cruise Holdings (acquired by Norwegian Cruise Line), overseeing public filings, XBRL tagging and IPO readiness. At Cooper Industries (later acquired by Eaton), Mr. Ratigan led internal audit efforts, implementing global audit strategies and streamlining post-acquisition integration.

    Mr. Ratigan began his career at KPMG and Grant Thornton, quickly distinguishing with international assignments and national training roles. Mr. Ratigan’s global experience spans work in the U.S., Mexico, China, the U.K., India, Germany, Australia, Bahrain, Thailand and Sweden.

    A ceramic symposium, a Northern Soul exhibition and new heritage events will feature in a jam-packed festival which will shine a spotlight on Stoke-on-Trent’s past, present and future.

    The Stoke-on-Trent 100: Heritage Festival for the Centenary, which is being jointly organised by the city council and key partners, is launching in 2025 – as the city celebrates 100 years since receiving official city status.

    It follows a successful bid for £186,000 from The National Lottery Heritage Fund.

    Between now and March 2026, 17 heritage projects will be taking place which will highlight Stoke-on-Trent’s World Craft City status, showcase the work which has been delivered through the Living Heritage City initiative, and outline the city’s ambitions for heritage in the future.

    Councillor Lyn Sharpe, Stoke-on-Trent City Council’s heritage champion, said: “Anyone who knows me knows I love Stoke-on-Trent – so it’s great to be able to celebrate our heritage during our Centenary year and beyond.

    “There’s loads of different events taking place across the city throughout 2025 and there’s something for everyone.

    “So, keep your eyes peeled for more information about the events in the coming months.”

    Projects include:

    • A two-day Ceramic Symposium curated by Professor Neil Brownsword and Dr Alasdair Brooks of Re-Form Heritage at Jubilee Hall
    • A photographic exhibition showcasing the city and its people over the last century with a series of historical walking tours at Stoke Minster
    • An audio documentary exhibition at Stoke-on-Trent Railway Station highlighting the city’s role in the Northern Soul movement
    • The creation of new heritage based performance pieces and
    • The development of new family-friendly workshops at Ford Green Hall

    BEIJING, June 24 — China’s data-driven approach to development has resolved growth bottlenecks in key sectors and facilitated industrial upgrades since the country began implementing a three-year action plan to promote data as a key production factor and enhance its role in economic and social development, the National Data Administration said on Tuesday.

    The 2024-2026 action plan has achieved phased results since it was launched more than a year ago, identifying a number of outstanding solutions for data development and utilization, and effectively promoting the release of data element values in various sectors, administration official Luan Jie told a press briefing.

    The People’s Bank of China is undertaking a financial digital transformation and upgrading project and a demonstration project to empower rural revitalization with financial technology, Luan said. And the China Meteorological Administration has built a global-to-local meteorological data system covering the past, present and future. It has released over 100 types of data to the public, sharing 13 petabytes of data with over 1.3 million users, she added.

    The administration will accelerate efforts to explore new models and pathways to unlock the value of data elements, Luan said. She encouraged more enterprises to join relevant pilot projects, fostering collaboration to harness the potential of data and drive high-quality growth across industries.

  • MIL-OSI China: China to promote sales of new energy vehicles in counties, townships

    BEIJING, June 24 — China will launch “a new energy vehicle (NEV) consumption season” in its vast county and township regions to unlock NEV sales potential, the Ministry of Commerce said Tuesday.

    Running from July through December, the consumption season will fully harness the efforts of local governments, industry associations, and enterprises.

    Localities are tasked with actively implementing vehicle trade-in programs. Special zones for vehicle trade-ins should be established at venues related to the NEV consumption season.

    Marketable NEV models need to be further introduced to better cater to the diverse needs of county and township residents.

    Localities should also develop innovative consumption scenarios and speed up the construction of relevant facilities, such as NEV parking lots, charging stations and after-sales service centers, according to the ministry.

    China’s NEV production surged 45.2 percent year on year to nearly 5.7 million units in the first five months of 2025, with sales up by 44 percent year on year to 5.61 million units.

    BEIJING, June 24 — Chinese Premier Li Qiang met with Ecuadorian President Daniel Noboa, who is in China to attend the 2025 Summer Davos forum, in Beijing on Tuesday.

    Li said that since the establishment of diplomatic relations 45 years ago, China-Ecuador relations had maintained a good development momentum, with political mutual trust consolidated, practical cooperation achieving fruitful results, and bilateral friendship deepened.

    He said China stands ready to work with Ecuador to carry forward the traditional friendship, expand mutually beneficial cooperation, promote the continuous deepening of the China-Ecuador comprehensive strategic partnership, and add more impetus to the modernization drive of both sides.

    China is willing to enhance the docking of development strategies with Ecuador, strengthen cooperation under the Belt and Road Initiative, expand the scale of bilateral trade, and deepen cooperation on clean energy, infrastructure, and finance, Li said.

    Noting that China is glad to see more high-quality products from Ecuador exported to China, he said China welcomed Ecuador to make good use of promotion platforms such as the China International Import Expo (CIIE), and called on both sides to enhance exchanges and cooperation in fields such as education, culture and youth, and facilitate personnel exchanges.
