  • MIL-OSI USA: S. 580, Combating CCP Labor Abuses Act of 2025

    S. 580 would require the Department of Commerce to periodically train employees who provide counseling services to businesses engaged in interstate commerce or foreign direct investment on global human rights abuses perpetrated against the Uyghurs and other ethnic minorities by the government of the People’s Republic of China. The bill also would direct the agency to provide guidance to such businesses, including ways to avoid doing business with countries implicated in human rights abuses.

    CBO expects that the department would conduct training and update guidance once every three years starting in 2026. Using information from the department, CBO estimates that implementing S. 580 would cost $2 million over the 2025-2030 period for temporary staff, contracts for online courses, and printed guides. Any related spending would be subject to the availability of appropriated funds.

The company executives gave a briefing on the company’s production, operations, and development, as well as the working and living conditions of its employees.   • MIL-OSI USA: S.1731, Combating PRC Overseas and Unlawful Networked Threats through Enhanced Resilience Act of 2025

    S. 1731 would require the Administration to take the following actions in response to efforts by the People’s Republic of China to establish military bases outside of its borders:

    • Develop a strategy to counter China’s efforts to establish such bases,
    • Establish an interagency task force to coordinate the implementation of that strategy,
    • Submit an intelligence assessment on the risks posed to the United States by China’s efforts to establish overseas bases, and
    • Submit quadrennial reports to the Congress on the Administration’s actions to counter China’s efforts to establish bases in other countries.

    On the basis of information about the cost of similar activities, CBO estimates that preparing the reports and operating the task force would cost less than $500,000 annually and total $1 million over the 2025-2030 period. Any spending would be subject to the availability of appropriated funds.

    SHANGHAI, July 25 (Xinhua) — A total of 170 overseas companies and 27 institutions have joined the eight China International Import Expos (CIIE), the organizer of the expo announced at a press conference on Friday.

    According to the organizer, more than 50 countries and international organizations have confirmed their participation in the national comprehensive exhibition, which will be held within the framework of the upcoming 8th CIIE this year. Sweden, the UAE and other countries will act as honorary guest countries, and Kyrgyzstan will participate for the first time.

    This year, the volume of reserved exhibition space for the CIIE commercial exposition has exceeded 330,000 square meters, the organizer added.

    As CIIE Deputy Bureau Director Wu Zhengping noted, companies from Canada, Malaysia, New Zealand, Norway, Peru and other countries set a record in participation, which clearly demonstrates their confidence in the Chinese economy and enthusiasm for the CIIE.

    ZHENGZHOU, July 25 (Xinhua) — China is playing an increasingly active role in preserving world cultural heritage, promoting cooperation among civilizations, according to a report released Friday by the Xinhua Institute, a think tank affiliated with the Xinhua News Agency.

    The report, entitled “Jointly Protecting the Treasures of Human Civilization: China’s Concept and Practice of Cultural Heritage Preservation in the New Era,” provides a detailed explanation of China’s efforts to protect and transmit cultural heritage.

    As a key area, the authors highlight China’s efforts to build cross-border partnerships and promote global heritage conservation activities, including projects to assist countries participating in the Belt and Road Initiative, such as Cambodia, Nepal, Myanmar and Uzbekistan.

    Yerevan, July 25 (Xinhua) — The economic activity index in Armenia increased by 6.3 percent year-on-year in the first half of this year, the National Statistical Committee of Armenia reported on Friday.

    During the reporting period, the volume of construction increased by 18.5 percent, services (excluding trade) by 9.8 percent, gross agricultural output by 7.3 percent, and domestic trade by 3.9 percent. Industrial production decreased by 12.1 percent compared to the first half of 2024.

    The consumer price index increased by 3.1% over the year, while the industrial price index increased by 2.1%.

    Electricity generation in the first six months of 2025 increased by 0.8 percent compared to the same period last year. –0–

    WARSAW, July 25 (Xinhua) — Poland on Friday signed an agreement with the United States to receive a $4 billion loan guarantee from Washington to speed up the modernization of the Polish armed forces.

    Deputy Prime Minister and Minister of National Defence of Poland Władysław Kosiniak-Kamysz stated that the republic is ready to effectively use these funds to strengthen its defence and security.

    ISTANBUL, July 25 (Xinhua) — Diplomats from Iran and the EU3 (France, Britain and Germany) have agreed to continue consultations following talks in Istanbul on Friday on lifting sanctions and the nuclear issue, Iranian Deputy Foreign Minister for Legal and International Affairs Kazem Gharibabadi said.

    The closed-door meeting took place at the Iranian consulate in Istanbul, with the Iranian delegation led by K. Gharibabadi and Iranian Deputy Foreign Minister for Political Affairs Majid Takht-Ravanchi.

    At the end of the meeting, which lasted about four hours, K. Gharibabadi said on the X social network that Iran and the EU3 countries had held “serious, frank and detailed” discussions on the nuclear issue and the lifting of sanctions.

    He added that the Iranian side expressed sharp criticism of the position of European countries regarding the recent conflict between Iran and Israel and reaffirmed its “principled position”, including regarding the snapback mechanism.

    The snapback mechanism is a provision in the 2015 nuclear deal, formally known as the Joint Comprehensive Plan of Action, that allows other parties to the agreement to reimpose all international sanctions if Iran fails to meet its obligations.

    The talks come amid efforts to revive diplomacy on the Iranian nuclear issue after U.S.-Iran talks and broader discussions involving European countries were suspended following Israel’s June 13 strike on Iran. –0–

    Since the earliest days of our history, our Nation’s future has been forged by skilled American hands and proud American hearts.  From the settlers at Jamestown to the titans of industrialization and manufacturing, America has understood that, in order to be a great Nation, we must be a Nation that builds, creates, innovates, and fights for the needs of our own workers, families, and industries first.  This Made in America Week, my Administration recommits to furthering this legacy — and we pledge to embolden our workers, reenergize our industries, and bring back those beautiful words:  “Made in the U.S.A.”

    Though the United States has long been a hub of manufacturing and an epicenter of ingenuity, over the decades, a globalist ruling class closed our factories, shipped away our jobs, and stripped our families and our communities of their homes, fortunes, and dreams. They hollowed out America as they built up China, and American citizens suffered as a result.

    Every day, my Administration is once again reclaiming American sovereignty by modernizing and improving existing trade agreements, negotiating new deals based on the principles of fairness and reciprocity, and taking strong enforcement actions against trading partners that break the rules.  We are putting our Nation’s interests first.

    In March, I proudly signed an Executive Order to create the United States Investment Accelerator, establishing an office within the Department of Commerce tasked with facilitating investments higher than $1 billion in America.  I also signed a Presidential Memorandum to bolster foreign investment while defending our national security interests.  To further unleash domestic production, with the enactment of the historic One Big Beautiful Bill earlier this month, we delivered interest deduction for loans on new American-made vehicles, as well as 100 percent expensing for new factories, equipment, and machinery.  These pro-worker, pro-family policies are leveling the playing field for American businesses and boosting production on American shores.

    I have also directed the Federal Trade Commission to crack down on sellers who falsely claim their products are “Made in the U.S.A.”  Americans want to support their fellow citizens rather than send their money overseas in exchange for poor-quality goods.  The “Made in the U.S.A.” label is not just a slogan, but a sign that a product truly connects us with the ingenuity, quality craftmanship, and livelihood of our Nation.

    As a result of my Administration’s leadership and America First vision, companies are lining up to do business with the United States.  Already, we have attracted trillions of dollars’ worth of foreign and domestic investments — and our work is only just beginning.  These historic investments are drastically increasing our domestic manufacturing capabilities, reinvigorating struggling industries, and unleashing a new wave of American innovation.  Thanks to my Administration’s commonsense policies, for 4 months in a row, job numbers have beat market expectations, with American-born workers accounting for all of the job gains since I took office.

    Together, we are rebuilding our Nation with American heart, hands, and grit.  We are bringing back a culture of boldness and creativity that will empower the next generation of innovators, unleash the full strength of the American spirit, and ensure our economy, our culture, and our way of life remain the envy of the world.  Above all, under my leadership, we are proudly building, inventing, and creating in the United States of America once again.

  • MIL-OSI Canada: Minister’s Statement on Meeting with Federal Fisheries Minister

    NOTE: The following is a statement from Kent Smith, Minister of Fisheries and Aquaculture.

    East Coast fisheries and aquaculture ministers met yesterday with new federal Fisheries Minister Joanne Thompson, and I continued to press the federal government to address illegal fishing and protect the interests and safety of our coastal communities.

    Seafood is Nova Scotia’s largest industry and number one export. It’s an important economic driver, especially for rural coastal communities.

    Nova Scotia’s seafood industries have suffered from illegal fishing and management decisions related to conservation issues and the closure of the 2024 elver fishery. The East Coast fisheries and aquaculture industries are also facing significant challenges with the threat of tariffs from the United States and existing tariffs imposed by China.

    We need the federal minister to support our fisheries through these challenges.

    At the meeting we also discussed the renewal of the Atlantic Fisheries Fund (AFF) and a complementary program to support product and market diversification opportunities.

    The AFF is essential to help our seafood businesses grow and adapt. I requested that the federal government prioritize the renewal of the fund as soon as possible, as committed in its election campaign.

    I am cautiously optimistic that the new Minister understands the impacts that her decisions and the actions of her Department have on our economy and am hopeful that she will support Nova Scotia’s seafood industries by addressing illegal fishing and looking to new opportunities for product and market diversification.

    Our government will continue to stand up for Nova Scotians and the seafood industry.

    Moscow, July 25 /Xinhua/ — A meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky is unlikely before the end of August. The summit should put an end to the settlement of the situation around Ukraine and record all the agreements reached. This is a complex and slow process. This was stated to journalists by the press secretary of the Russian president Dmitry Peskov on Friday.

    “A summit meeting can and should put a final point in the settlement and record the modalities and agreements that are to be developed in the course of expert work. Doing the opposite is impossible,” D. Peskov emphasized.

    “Is it possible to go through such a complex process in 30 days? Obviously, it is unlikely,” the Kremlin spokesman said.

    Earlier, D. Peskov, commenting on the proposals of the Ukrainian side after the third round of talks in Istanbul on a meeting between V. Putin and V. Zelensky, said that “Kyiv is putting the cart before the horse, proposing to organize a meeting of the leaders of the two countries even before reaching any agreements.” –0–

    Tashkent, July 25 (Xinhua) — Uzbekistan imported over 24,000 passenger cars in the first six months of 2025, local media reported on Friday, citing the National Statistics Committee of Uzbekistan.

    In January-June 2025, 24,355 passenger cars worth 422.1 million US dollars were imported to Uzbekistan, the report says.

    Of the imported passenger cars, 14,356 were electric vehicles.

    Among the countries that supplied the most passenger cars to Uzbekistan in the first 6 months of 2025, China took first place – 21,399 units. The Republic of Korea is in second place – 2,032 units, followed by India – 168 units. –0–

    Green tea and red wine may seem like simple dietary choices – but beneath the surface, they harbour compounds with remarkable medical potential. Scientists are uncovering how these everyday drinks might support cancer treatment, not by replacing conventional therapies like chemotherapy or radiotherapy, but by enhancing their effectiveness and reducing their side-effects.

    The humble cup of green tea, first enjoyed in first-century China, has long been valued for its cultural significance and traditional health benefits. Tea has historically been used to combat ageing, protect the brain and heart, and aid weight loss. Today, researchers are uncovering a more profound capability – its potential to fight cancer.

    The key lies in epigallocatechin gallate (EGCG), a potent antioxidant found in this kind of tea. Antioxidants are protective molecules that help shield cells from damage caused by free radicals and environmental stress, but EGCG appears to do much more.

    Cancer cells are notoriously disruptive, hijacking the body’s normal energy-systems to fuel their rapid growth. EGCG targets this very process, disrupting how cancer cells generate energy, and attacking the proteins that help tumours grow and divide. By targeting these proteins, it prevents cancer from multiplying, ultimately leading to cell death.

    Even more promising is EGCG’s ability to enhance conventional treatments. Early studies suggest it could make cancer cells more vulnerable to chemotherapy and radiation therapy, potentially reducing the need for high doses and their severe side-effects.

    For those who prefer their green tea in powdered form, matcha offers even greater protection, as it’s made from whole ground tea leaves and contains significantly more EGCG than regular green tea.

    Red wine’s protective power

    Red wine, too, offers compelling potential, thanks to a substance called resveratrol. This compound is found in red grapes, blueberries and peanuts, and has been shown to support the heart, liver and brain. Interestingly, resveratrol works through mechanisms distinct from EGCG.

    Rather than targeting cancer cells directly, resveratrol focuses on the tumour’s environment. Cancer cells cleverly surround themselves with blood vessels and supportive tissue, creating a protective fortress that aids growth and spread. Resveratrol disrupts this structure, making tumours vulnerable to conventional treatments.

    The compound also enhances the immune system’s ability to recognise and attack cancer cells more effectively. Perhaps most significantly, resveratrol prevents tumours from forming new blood vessels – the lifelines they need to obtain nutrients for growth. Without this blood supply, tumours become starved and eventually die.

    The cancer-fighting compound resveratrol can be found in red wine. It is especially high in tannat wines.

    Beyond the glass

    The potential of natural cancer-fighting compounds extends far beyond our favourite beverages. Apigenin, found in parsley, can slow tumour growth, while turmeric contains curcumin, which disrupts cancer-cell survival. And emodin, found in aloe vera and rhubarb, reduces inflammation and inhibits cancer growth.

    However, scientists face a significant challenge: many of these natural substances are poorly absorbed by the body. Research in this area is currently focused on developing enhanced delivery systems, such as wrapping the compounds in tiny lipids called nanoparticles. This approach protects the substances and increases their effectiveness against tumours.

    The absorption of natural substances are further improved by mixing compounds with each other such as piperine with curcumin. Piperine is found in black pepper and helps curcumin based nanoparticles to have better bioavailabilty in cancer therapy.

    While the research remains in its early stages, the possibility that everyday foods and drinks could one day support cancer treatment represents a fascinating frontier in medical science.

    So the next time you reach for a cup of green tea or a glass of red wine, consider this: you may be doing more than relaxing – you could be reinforcing your body’s natural defences against cancer.

  • MIL-OSI USA: Senator Ricketts Introduces the THINK TWICE Act to Combat Chinese Arms Sales

    WASHINGTON, D.C. – This week, U.S. Senator Pete Ricketts (R-NE) introduced the Tracking Hostile Industry Networks and Kit while Thwarting Weapons Imports from Chinese Entities (THINK TWICE) Act of 2025.  The THINK TWICE Act would require an assessment of arms sales by Communist China and a strategy to dissuade countries from buying Chinese weapons systems and defense equipment.  The legislation was also sponsored by Senator Michael Bennet (D-CO).
    “Communist China has emerged as a major weapons supplier. This is particularly true in Africa, the Middle East, and Asia,” said Ricketts.  “This development has major implications for American defense companies, our military operations, and our global security partnerships.  The recent Pakistan-India clash saw significant use of Chinese-made weapons. This should be a major wake-up call that we must do more to combat these arms sales.  That’s why I’ve introduced the THINK TWICE Act. This act requires a coordinated strategy to dissuade new purchases of Chinese-made weapons. It will also ensure our defense industrial base is better equipped to provide alternatives to prospective buyers.”
    “As China wields arms sales to reshape the international system in Beijing’s image, the United States must reassert its role as a security partner of choice,” said Bennet.  “This legislation is an essential step toward countering China’s expanding military footprint and geopolitical influence.”
    The THINK TWICE Act would:
    Requires the Secretary of Defense, in coordination with the Secretary of State, to report on arms sales facilitated by entities of the People’s Republic of China (PRC).  The report requires inclusion of:
    The specific weapons systems, technical aspects, and capabilities of those weapons;
    The countries mostly likely to procure weapons systems; 
    The weapons that present the greatest security risks regarding the potential to collect intelligence on or compromise U.S. platforms;
    The factors that incentivize countries to procure Chinese weapons; 
    And the PRC’s strategy regarding arms sales.

    Requires the Secretary of State, in coordination with the Secretary of Defense, to develop a strategy to dissuade purchases of new weapons systems and defense equipment from the PRC.  The strategy would include:
    An information campaign to warn countries interested in procuring weapons systems and defense equipment originating from China about risks; 
    A description of actions the U.S. can take, including FMS reforms, commercial sales, and foreign military financing; 
    An analysis of whether sanctions or economic restrictions targeting potential buyers could be used as an effective deterrent; 
    A plan to ensure sufficient representation of defense firms of the U.S. or trusted allies at defense trade shows; 
    And a plan to combat Chinese disinformation campaigns targeting the performance of Western weapons.

    BACKGROUND:
    Communist China is now the fourth largest arms exporter behind the U.S., Russia, and France.  In recent years, Chinese-made drones, missiles, and fighter jets have been exported to 44 countries.  All around the world, Communist China uses arms sales to promote strategic interests, improve its military’s image and reputation, acquire performance data of Chinese-made weapons in contested environments, exacerbate tensions between the U.S. and traditional security partners, and gain a foothold for further defense and security cooperation.  With Russia unable to facilitate arms sales given its war of aggression in Ukraine, an opportunity has arisen for Communist China to fill the void.

  • MIL-OSI United Nations: Activities of Secretary-General in Brazil, 5-9 July

    The United Nations Secretary-General, António Guterres, arrived in Rio de Janeiro, Brazil, on Saturday evening, 5 July, to attend the Seventeenth Summit of the BRICS [Brazil, Russian Federation, India and China] countries.

    On Sunday afternoon, 6 July, after being welcomed by Luiz Inacio Lula da Silva, the President of Brazil, the Secretary-General addressed an outreach session on “Strengthening multilateralism, economic-financial affairs and artificial intelligence”.  He highlighted that artificial intelligence (AI) is reshaping economies and societies, and that the fundamental test is how wisely we guide this transformation.

    The Secretary-General also emphasized that AI cannot be a club of the few, but must benefit all, and in particular developing countries, which must have a real voice in the governance of artificial intelligence.

    In the evening, the Secretary-General attended an official cocktail on the occasion of the BRICS Leader’s Summit, hosted by the President of Brazil, Luiz Inacio Lula da Silva and Janja Lula da Silva.

    On Monday morning, 7 July, soon after his arrival at the 17th Summit of the BRICS venue, the Secretary-General took part in the family photo. He then addressed an outreach session on “Environment, COP30 [Thirtieth Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change] and global health”, warning that our environment is being attacked on all fronts.  Mr. Guterres pointed out that across the world, lives and livelihoods are being ripped apart, and sustainable development gains left in tatters as disasters accelerate.

    The Secretary-General noted that the most vulnerable and the poorer pay the highest price and stressed that we need to tackle the point where climate and health meet.  He also emphasized that we need Governments to build on the progress of last year’s biodiversity COP, particularly reaching an ambitious agreement on finance, adding that we need to make COP30 a success.

    In the afternoon, in a bilateral meeting on the margins of the BRICS Summit, the Secretary-General and the Minister for Foreign Affairs of Iran, Seyed Abbas Araghchi, discussed the situation in the Middle East.  The Secretary-General noted the importance of the consolidation of the ceasefire to lay the groundwork for the resumption of negotiations.

    Immediately after, the Secretary-General held a bilateral meeting with the Minister for Foreign Affairs of the Republic of Türkiye, Hakan Fidan.  The Secretary-General and the Minister discussed the strong partnership between the United Nations and Türkiye.  They also exchanged views on the war in Ukraine, the situation in the Middle East and the next round of meetings on Cyprus.

    Also in the afternoon, the Secretary-General met Sergio Diaz-Granados, the Executive President of the Development Bank of Latin America and the Caribbean.

    On Tuesday morning, 8 July, the Secretary-General met with the Premier of the State Council of China, Li Qiang.  They discussed cooperation between the United Nations and China, sustainable development, climate change and financing.

    The Secretary-General commended China for its commitment to multilateralism and thanked China for its valuable contribution to the United Nations and its activities.

    The Secretary-General departed Rio de Janeiro in the afternoon of Tuesday, 8 July.

    Washington, D.C. — At a hearing of the Senate Armed Services Committee (SASC), U.S. Senator Elizabeth Warren (D-Mass.) asked Admiral Daryl L. Caudle, nominee for Chief of Naval Operations, about the importance of the military’s right to repair its own equipment. Senator Warren also raised concerns about the removal of Admiral Lisa Franchetti, who was removed without explanation, which led to the nomination of Admiral Caudle to the post.
    Admiral Caudle explained that contractor repair restrictions, even in peacetime, are “not sustainable” and “dangerous” because service members do not get the opportunity to familiarize themselves with equipment or learn how it works.
    “It is so ridiculous that sailors cannot actually enter a piece of equipment because of a contractual reason, a warranty violation. It goes right to the heart of what we call self-sufficiency,” said Admiral Caudle.
    Asked by Senator Warren about the impact of the Navy not having the right to repair its equipment, Admiral Caudle said, “It is dangerous even where we operate now, even in peace…we’re actually acting as a deterrent [to conflict]…So, when a piece of equipment is down and our readiness is not 100 percent and it’s because I can’t repair it, then that’s unacceptable in my mind.”
    Admiral Caudle also expressed support for legislation to guarantee the right to repair for all of the services, saying “the idea of what you’re describing I’m fully committed to, Senator.”
    “In peace time, [repair restrictions are] expensive and inconvenient. In the middle of a conflict, that actually puts our security at risk…[Right to repair] makes us more resilient, enhances competition, grows the industrial base, helps with the training of our people,” said Senator Warren.
    During a hearing of the Armed Services Committee last month, Navy Secretary John Phelan shared his experiences with repair restrictions, saying sailors on the Gerald R. Ford carrier were not allowed to fix ovens or elevators themselves because defense contractors limited repair information.
    This month, Senator Warren introduced the bipartisan Warrior Right to Repair Act with Senator Tim Sheehy to guarantee all branches of the military the right to repair their equipment and require contractors to provide any information needed to repair the equipment. Both the House and Senate versions of the FY26 National Defense Authorization Act advance the military’s right to repair.
    Senator Warren also shared her concerns with the removal of Admiral Lisa Franchetti, which led to the vacancy Admiral Caudle was nominated to fill. Admiral Franchetti was removed by President Trump and Defense Secretary Pete Hegseth without explanation.
    “[W]e need the best and brightest in this country to serve in the military, and we aren’t going to be able to compete with China or anyone else if women know that their talents and hard work are going to be tossed aside,” said Senator Warren. “Everyone in this room needs to take a hard look at what is happening at the Pentagon right now. Firing good people who do their jobs does not make us safer.”

    So, for years, defense contractors have slipped fine print into contracts that limit the Department of Defense’s ability to fix its own ships and fighter jets, MRI machines, radar systems. Last month, Secretary Phelan told this committee he saw firsthand that sailors on the Gerald R. Ford carrier couldn’t fix ovens or elevators themselves because they had to wait for contractors to come and do it.
    Now, the Government Accountability Office estimated that repair restrictions are costing the Navy billions of dollars – and also costing the Navy opportunities to train sailors to repair their own equipment in the field. In peace time, this is expensive and inconvenient. In the middle of a conflict, that actually puts our security at risk.
    So, Admiral Caudle, you have commanded sailors in the Pacific. If their equipment breaks in a warzone, is it a problem if contractors are not able or not willing to come to the front lines to be able to fix it?
    Admiral Daryl L. Caudle, nominee for Chief of Naval Operations: Senator Warren, let me say thank you for championing this right to repair initiative. It is so vital. It is so ridiculous that sailors cannot actually enter a piece of equipment because of a contractual reason, a warranty violation. It goes right to the heart of what we call self-sufficiency. So, I don’t like it in peacetime, and I certainly do not want it in war time. It is not sustainable, it’s dangerous. So, I’m 100% committed to understanding and more fully — I guess the language of the right to repair piece, but the idea of what you’re describing I’m fully committed to, Senator.
    Senator Warren: That’s right. And you know, I really do want to hit the point as well: that if sailors aren’t getting a chance to repair this equipment in peace time, you can’t just say, “Okay, if war comes, you go ahead and repair it now, because they don’t get the opportunities to learn it and know how all the pieces work. Is that a fair statement?
    Admiral Caudle: Senator, it’s 100 percent fair. It ties to how we build our schoolhouses. So the curriculum will change when I have the right to repair equipment that I’m not currently repairing. So it has these second and third order effects as well.
    Senator Warren: Well, I really appreciate your enthusiasm for making a change in this area. The Army has said that it will require contractors to provide the technical data and diagnostic tools necessary for the Army to be able to maintain weapon systems itself. It makes us more resilient, enhances competition, grows the industrial base, helps with the training of our people.
    I worked with Senator Sheehy and the members of this committee to secure a provision in the NDAA that you just referred to that will provide a right to repair for all of the services, and the House bill now includes similar language. Why are we still talking about this? Well, because the lobbyists for the defense industry are now pushing back. They like being able to get restrictions on your ability to repair because it means that they can not only charge you the initial price to sell you the piece of equipment, but they also can charge pretty much whatever they want if they have a monopoly on this to charge you for all the repairs and maintenance down the line.
    So, Admiral Caudle, as a Commander, what difference will it make to the war fighter for the Navy to have broad authority to secure the rights necessary to keep our fighter jets flying and our ships sailing wherever we need to keep Americans safe?
    Admiral Caudle: Well, Senator, it’s vital. There should be nothing on board a ship that a sailor cannot repair. That’s to say that simply. That’s how we make sure we are ready to fight. Things break all the time on our ships to keep them going sustained. That’s why this is not just a wartime — we need this equipment — it is dangerous even where we operate now, even in peace. They are not there just sailing
    around, we’re actually acting as a deterrent. We’re a vital part of that at the ready. So, when a piece of equipment is down and our readiness is not 100 percent and it’s because I can’t repair it, then that’s unacceptable in my mind.
    Senator Warren: Well, I very much appreciate that. Thank you and appreciate your statements here and look forward to working with you on this.
    I also want to say, I appreciate the qualifications you bring to this role, but we have to acknowledge the circumstances surrounding your nomination. Admiral Franchetti, the first woman to serve as Chief of Naval Operations was removed by the President without any explanation. That’s not on you. But we need the best and brightest in this country to serve in the military, and we aren’t going to be able to compete with China or anyone else if women know that their talents and hard work are going to be tossed aside.
    Everyone in this room needs to take a hard look at what is happening at the Pentagon right now. Firing good people who do their jobs does not make us safer. Thank you, Mr. Chairman.

  • MIL-OSI USA: King, Rounds Introduce Bipartisan Legislation to Crack Down on Trespassing on Sensitive Government Property

    WASHINGTON, D.C. — U.S. Senators Angus King (I-ME) and Mike Rounds (R-SD), members of the Senate Select Committee on Intelligence (SSCI), have introduced legislation to better ensure access to U.S. Intelligence Community property is only available to authorized personnel. The bipartisan Intelligence Community Property Security Act would strengthen the penalty for trespassing on sensitive property under the jurisdiction of the Intelligence Community.
    Currently, Title 18 of United States Code — which outlines laws pertaining to crimes and criminal procedures — does not express address criminal incursions onto U.S. intelligence sites. The bill would revise criminal penalties to address the severity of the crime, and the pointed threat repeat offenders pose to U.S. national security interests.
    “The 21st century threat landscape is complicated, but there are some simple and straightforward steps we can take to protect our security and operations — like make sure that our Intelligence Community facilities are not compromised by unauthorized trespassers,” said King. “The bipartisan Intelligence Community Property Security Act would take action to strengthen the penalties for bad actors and offenders attempting to intrude on intelligence sites. It’s commonsense legislation that will help better protect American people and interests.”
    “Having unauthorized personnel trespassing onto some of our nation’s most sensitive sites presents a grave national security risk. We can’t take these offenses lightly,” said Rounds. “Our legislation would strengthen the punishment for repeated offenses and, in turn, better deter those bad actors who may try to infringe on these properties. Now more than ever, it’s critical to protect our intelligence sites from foreign adversaries.”
    A member of the Senate Select Committee on Intelligence (SSCI) and the Senate Armed Services Committee (SASC), Senator King is recognized as a thoughtful voice on national security and foreign policy issues. In addition to his committee work, Senator King serves on the Congressional-Executive Commission on China, the Senate North Atlantic Treaty Organization (NATO) Observer Group, and is co-chair of the Cyberspace Solarium Commission — which has had dozens of recommendations become law.     BEIJING, July 25 (Xinhua) — China has emphasized legislative efforts to ensure sound protection of cultural heritage and has drafted a series of laws and regulations in this field, according to a report titled “Jointly Protecting Treasures of Human Civilization: China’s Concept and Practice of Cultural Heritage Preservation in the New Era” released Friday by the Xinhua Institute, a think tank under the Xinhua News Agency.

    According to the report, over the past years, China has enacted the Law on the Protection of Cultural Relics and the Law on Intangible Cultural Heritage, as well as relevant administrative regulations such as the Regulations on the Protection of the Great Wall of China, the Regulations on Museums, and the Regulations on the Protection of Famous Cultural and Historical Cities, Towns and Villages.

    It is noteworthy that in March 2025, the revised Law on the Protection of Cultural Property came into force.

    BEIJING, July 25 (Xinhua) — The St. Petersburg State Ice Ballet will present classical ballet performances of “Swan Lake” and “Sleeping Beauty” at the Beijing Performing Arts Center from July 25 to 27, showcasing to Chinese audiences the beautiful combination of the elegance of classical ballet and the dynamics of figure skating.

    BEIJING, July 25 (Xinhua) — More than 1.07 billion people in China were covered by basic pension insurance by the end of 2024, up 6.39 million from the end of 2023, Xinhua reported on Friday.

    According to a report jointly released by the Ministry of Civil Affairs and the China National Council on Aging on Thursday, the country is expected to see an increase in the number of people covered by basic pension insurance, basic old-age insurance for urban workers and employees, and basic old-age insurance for enterprise workers by the end of 2024.

    The report said that by the end of 2024, the number of elderly people aged 60 and above in China will reach 310.3 million, accounting for 22 percent of the country’s total population. The number of elderly people aged 65 and above will exceed 220.2 million, accounting for 15.6 percent of the total population.

    Meanwhile, the average life expectancy of the population reached 79 years by the end of last year.

    According to the report, China has seen an improvement in its system for providing dignified old age services. By the end of 2024, there were about 406,000 elderly care institutions and facilities across the country. The number of beds for the elderly in these facilities exceeded 7.99 million. -0-

    ALMATY, July 25 (Xinhua) — An EC-145 helicopter of the Air Defense Forces of the Armed Forces of Kazakhstan disappeared from radars on Friday during a scheduled flight in the Almaty region of Kazakhstan, the Kazinform news agency reported, citing the Defense Ministry.

    According to preliminary data, there were three crew members on board.

    On the instructions of the Minister of Defense, a special commission was dispatched to the scene to clarify all the circumstances of the incident.

    The forces and resources of the Ministry of Emergency Situations of Kazakhstan and two Kazaviaspas helicopters were also immediately sent to carry out search and rescue operations.

    The operation involves units of the Ministry of Emergency Situations, the Center for Disaster Medicine, the Republican Operational Rescue Squad and the Ministry of Emergency Situations aviation. In total, more than 100 people and about 15 units of equipment, including aviation and drones, are involved.

    BEIJING, July 25 (Xinhua) — Hydrometeorologists from Heihe City in China’s Heilongjiang Province and Russia’s Amur Region held a consultation on summer-autumn floods on the Heilongjiang River (Amur), which partially flows along the Chinese-Russian border.

    Officials from Heihe City and the Amur Region held an online meeting on Wednesday to forecast summer-autumn floods on the Heilongjiang River and signed a protocol for the event, the Heihe Daily newspaper reported.

    Both sides believe that the Heilongjiang River is expected to have a high water level on the Russian side and a medium level on the Chinese side in July and August this year. Given the impact of typhoons and other extreme weather events, it is possible that the water level in the river will exceed the dangerous level.

    Hydrometeorologists from both sides also summed up the results of their joint work and agreed to intensify cooperation to prevent possible floods and eliminate their consequences.

    As a dialogue mechanism between China and Russia on flood prevention and damage mitigation, the consultations have a history of more than 20 years.     KUNMING, July 25 (Xinhua) — Law enforcement agencies from China, Laos, Myanmar and Thailand concluded the 155th joint patrol of the Mekong River on Friday, the public security department of southwest China’s Yunnan Province said.

    The four-day, three-night joint patrol involved seven patrol vessels and more than 100 law enforcement officers from four countries, covering a total of more than 700 km.

    The mission included combined water-land inspections in some key water areas of the Mekong River. During the patrol, the relevant law enforcement agencies of the four countries also held an information-sharing meeting in Chiang Saen, Thailand, where they had an in-depth exchange of views on the current security situation in the Mekong River basin, experience in joint law enforcement, and key areas for further law enforcement cooperation. Following the meeting, the parties reached a number of agreements.

    In addition, China, Laos and Myanmar will also conduct a joint deployment and training mission in the Mekong waters to further enhance their emergency response capabilities and combat interoperability in real conditions.

    Moscow, July 25 (Xinhua) — A photo exhibition titled “Remembering the Past, Creating the Future” in honor of the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War was held at the Chinese Embassy in Moscow on Thursday. Sixty-one unique photographs from the archives of the Xinhua News Agency were on display, depicting key events of the war years and the heroic feat of the Chinese people in the war, and also reflecting the contribution of China and the Soviet Union to the victory over fascism and militarism. In addition, visitors were able to see modern photographs telling about the development of Russian-Chinese military and cultural-humanitarian cooperation in recent years.

    Chinese Ambassador to Russia Zhang Hanhui, who visited the photo exhibition, said that 80 years ago, China and the Soviet Union, as the main theaters of military operations in Asia and Europe in World War II, played a key role in the fight against Japanese militarism and German Nazism and in achieving Victory. “The countries made a great historical contribution.     Andrey Vinogradov, head of the Center for the Study of Modern China at the Institute of Oriental Studies of the Russian Academy of Sciences, called the exhibition very timely in an interview with Xinhua. As a researcher of 20th-century Chinese history, he was interested in looking at the photographs — historical evidence of World War II and the Chinese People’s War of Resistance against Japanese Aggression.

    “China took part in the war longer than any other coalition country, since 1931.     Professor of the Plekhanov Russian University of Economics, Deputy Chairman of the Committee on Economic Cooperation with Countries of Asia and Oceania of the Chamber of Commerce and Industry of the Russian Federation Vadim Saltykovskiy believes that today’s unprecedented level of relations between Russia and China is based on the historical experience of interaction that the peoples of the two countries had during the joint fight against fascism. “The basis is still in those 30-40s, when our peoples, our countries really created the basis of our relations,” he noted, adding that preserving historical memory plays an important role in strengthening relations between China and Russia and confronting external challenges.

    Moscow, July 25 (Xinhua) — A reception to mark the 98th anniversary of the founding of the People’s Liberation Army (PLA), which is celebrated on August 1, was held at the Chinese Embassy in Moscow on Thursday.

    The event was attended by employees of diplomatic and military departments of various countries, representatives of the socio-political and expert communities of Russia. Descendants of Russian veterans who fought in China were also invited to the Chinese diplomatic mission.

    As Major General Li Yuge, Defense Attaché at the Chinese Embassy in the Russian Federation, noted in his welcoming speech, over the 98 years of its existence, the PLA, under the leadership of the Communist Party of China, has played an important role in achieving national independence, liberating the people and ensuring the prosperity of the country.

    “Today, the People’s Liberation Army of China is following the instructions of Chairman Xi Jinping to strengthen the armed forces and implement a new military strategy for a new era,” he said, adding that the PLA is striving to achieve all its goals by its 100th anniversary.

    In his speech, the Chinese military attaché also recalled that this year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression, the Great Patriotic War and the World Anti-Fascist War. He stressed that China and Russia, as the main theaters of military operations in Asia and Europe during World War II, played a decisive role in the victory over fascism. “We deeply honor the memory of all veterans whose outstanding feats ensured victory in the world anti-fascist war. We categorically reject any attempt to distort the historical truth about World War II,” he assured.

    Speaking about military and military-technical cooperation between China and Russia, Li Yuge said that it has reached the highest level in history.   • MIL-OSI China: Cambodia-Thailand border clashes still going on, as thousands of civilians flee homes

    Armed clashes between Cambodian and Thai soldiers over disputed border areas are still going on, as thousands of Cambodian villagers have been evacuated to safer areas, Cambodian officials said on Friday afternoon.

    Cambodian defense ministry’s undersecretary of state and spokesperson Lieutenant General Maly Socheata said the Thai army attacked on seven locations in Cambodian provinces of Oddar Meanchey and Preah Vihear.

    “During their attacks on Cambodian territory, the Thai side had used artillery, F-16 fighter jets, tanks, bombs-carrying drones, and cluster bombs,” she said in a press briefing.

    Socheata said the Thai side had attacked on Cambodian villages and a school in Oddar Meanchey province, leaving civilians wounded, including the elderly and children, and their properties damaged.

    She added that a lot of local residents have fled their homes for safer grounds.

    Armed clashes between Cambodian and Thai soldiers broke out on Thursday morning, with both sides accusing each other of opening gunfire first.

    Oddar Meanchey deputy governor Met Meas Pheakdey told Xinhua over the telephone that at least one villager was killed and five others were wounded on Thursday when the Thai side fired artillery shells into Oddar Meanchey province.

    He said that as of Friday noon, more than 3,400 families living near the border in Oddar Meanchey province have been evacuated to a safe refuge, as 260 schools in the province have been closed.

    For Preah Vihear province, about 20,000 villagers have been evacuated to safer areas, local media Khmer Times reported, quoting Preah Vihear Provincial Governor Kim Rithy.

    Meanwhile, Cambodian foreign ministry’s secretary of state and spokesperson Chum Sounry said that at the request of Cambodian Prime Minister Hun Manet, the United Nations Security Council will convene an emergency meeting at 3:00 p.m. on Friday in New York (2:00 a.m. Saturday in Cambodia) to address the border clashes between Cambodia and Thailand.
