    China to drive global propylene capacity additions through 2030, says GlobalData

    China is poised to significantly expand its propylene production capacity by 2030, backed by strong demand for propylene derivatives such as polypropylene and propylene oxide in the building, packaging, and construction industries. Accounting for over 40% of the expected capacity additions worldwide by 2030, China is positioning itself as the dominant player in the global propylene market, according to GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “Propylene Industry Capacity and Capital Expenditure Forecasts with Details of All Active and Planned Plants to 2030,” reveals that China is likely to witness total propylene capacity additions of 22.27 million tonnes per annum (mtpa) during 2025-30 from 23 planned and eight announced projects.

    Nivedita Roy, Oil and Gas Analyst at GlobalData, comments: “Propylene is a highly versatile petrochemical with a wide range of industrial and commercial uses. It is also a building block for several important chemicals, such as acrylonitrile and propylene oxide, and polypropylene – a widely used plastic for packaging, automotive parts, and consumer goods. Driven by the growth of these industries that heavily rely on propylene-derived products, the Chinese market is experiencing a substantial increase in propylene capacity additions.”

    In China, the highest capacity addition is expected from the “Shandong Yulong Petrochemical Longkou Propylene Plant 2”, which has a nameplate capacity of 2.0 mtpa. The plant is still in the feasibility stage and is anticipated to commence production of propylene in 2030. Shandong Yulong Petrochemical Ltd is the designated operator of this plant.

    “Fujian Yongrong New Materials Company Putian Propylene Plant 2” follows next in terms of the capacity additions in the country, with 1.10 mtpa likely to be added by 2029. It is also in the feasibility stage, with Fujian Eversun New Material Co Ltd being the proposed operator.

    The third-highest propylene capacity addition in the country is expected from the “SABIC Fujian Petrochemical Zhangzhou Propylene Plant” with a capacity of 1.02 mtpa. SABIC Fujian Petrochemical Co Ltd is the designated operator of this plant, which is currently under construction and is likely to start operations in 2026.

    thank you for hosting me.

    My thoughts are with all those affected by the tragic plane crash in Ahmedabad this morning.

    I have been in touch with Minister Jaishankar to offer my condolences…

    and the Foreign Office has stood up a crisis team to support British nationals and their families.

    Tonight, I want to speak about power.

    This is an audience which will understand that…

    because the City’s financial power scales up every innovation…

    and powers up the world economy.

    Thank you for what you do.

    I became MP for Tottenham 25 years ago.

    I’ll be honest with you…

    I didn’t feel that powerful for many of those years.

    It was a long wait to become Foreign Secretary…

    though not nearly as long as the wait for Tottenham to win a European trophy.

    Politics and supporting Spurs…

    if you stick at them…

    pay off in the end.

    I also want to thank the tens of thousands of diplomats, intelligence officers and development specialists…

    that stand up for Britain in the world.

    Together…

    we’ve tackled wars, evacuations, hurricanes, …

    and thanks to your work…

    much of it classified…

    we are all safer…

    even if your Foreign Secretary is now a little greyer…

    a little thinner…

    and, I hope, a little wiser.

    We do our work in the shadow of history.

    Coming here tonight, I think of Anthony Eden, one of the first Foreign Secretaries to speak in this tradition.

    But I do not think this is the new 1930s.

    The more compelling reference point is 1925.

    A century ago, our world was experiencing what the great historian Adam Tooze called a deluge of modernity.

    New technologies…

    new industries…

    …shifted the balance of power. 

    There is a cheap reading of the 1920s… 

    that a Second World War was inevitable.

    However, I’m not sure it was. 

    With the Locarno Treaties in 1925…

    we almost got there.

    Ultimately though, democracy failed to keep the peace.

    I look back at 1925 today…

    because 2025 is also a molten moment…

    when the earth moves.

    What we are living through is in fact a Great Remaking…

    as modernity leaps forward and reshapes geopolitics.

    In 2025, technology is power.

    Nowhere do we see this more clearly than with China…

    a great civilisation with a long history…

    but today defined as much by their technological cutting edge as anything else.

    Take DeepSeek…

    revealing Chinese AI power.

    BYD’s export boom…

    revealing Chinese battery power.

    And the Chang’e-6 moon landing…

    revealing Chinese space power.

    We cannot ignore how the West and Russia are no longer alone on the technological frontier.

    Nor can we ignore the fact that China has installed more renewables capacity than the US, EU and India combined.

    Britain will be dealing with the threats and opportunities Chinese technology poses for generations to come.

    But it is the United States…

    Britain’s closest ally….

    that is the world’s leading technological power…

    number one when it comes to biotech, AI and quantum.

    But facing such a vast challenge, it is natural the Americans will focus more on the Indo-Pacific.

    And they’ve repeatedly told us, facing Russia, we in Europe need to rely more on ourselves.

    But to quote my friend Vice-President Vance:

    “It’s completely ridiculous to think you’re ever going to be able to drive a wedge between the US and Europe.”

    I agree with J.D. Vance…

    though maybe not when it comes to his love for Diet Mountain Dew…

    I prefer a full fat Coke.

    The United States and China are doing remarkable things with new technology.

    But this is the truth about power today…

    technology is making it more diffuse.

    Power is not just in the hands of the superstates…

    nor the super-spoiler, Putin’s Russia. 

    Many powers are shaping this multipolar age.

    Since 2000, Britain has more Nobel laureates for science than China, India and Russia combined.

    South Korea makes more advanced semiconductors than China.

    The UAE has reached Mars…

    whilst Russia hasn’t been since the collapse of the USSR.

    In 1997, when my party last came to power…

    the US held the majority of the world’s top supercomputers.

    Today, barely a third.

    The cast-list of players is growing.

    When the US talks to Russia, they both head to Riyadh…

    when they talk to China, they both come to London.

    This large group of states, together, are the new great powers.

    This is also our age.

    Your Excellencies, that’s why I want to work even more closely with even more of you…

    some as allies, some as partners…

    some of you on everything, some of you on single issues.

    We are not all the same.

    We do not agree on everything.

    But together, we can build new constellations and coalitions which give us all a seat at the table.

    This is at the heart of our offer to the Global South and our new Approach to the continent Africa.

    It is the core of what I mean by progressive realism.

    Cooperation, not condescension.

    Listening, not lectures.

    A realpolitik of progress.

    For Britain, progressive realism means listening…

    deepening…

    and toughening up.

    For years…

    friends from Africa to Eastern Europe have been saying Britain needs to do more to tackle dirty money.

    Kleptocrats and money launderers rob all our citizens of wealth and security.

    We don’t need to wait for superpowers…

    we can clamp down on blatant theft ourselves.

    And so I can announce today that London will host a Countering Illicit Finance Summit…

    …bringing together a broad coalition for action.

    I will never allow London mansions to be the bitcoin of kleptocrats.

    We will expose them.

    We will punish them.

    And drive them out of our city.

    In the Middle East, I personally find the horrific suffering of civilians in Gaza intolerable.

    We all want to see an immediate ceasefire…

    the release of all the hostages…

    the end of Hamas’ reign of terror.

    That’s why Britain is leading efforts to break the deadlock through new coalitions.

    I can hear others’ desire for peace.

    With France and Canada…

    we sent a clear warning in May that Israel must stop its assault on Gaza.

    With Australia, Canada, Norway and New Zealand…

    we’ve sanctioned those inciting violence against Palestinians in the West Bank…

    the territory that must form the heart of a future Palestinian state.

    We support the Gulf’s indispensable work on mediation and a plan for the day after.

    Because the two-state solution is the only path to a lasting peace.

    But progressive realism is not only about this…

    but deepening Britain’s alliances and partnerships.

    We actually delivered three deals in two weeks with three of the world’s greatest economies.

    And that’s not all we’ve achieved – we are injecting real momentum into so many of Britain’s partnerships.

    We’re delivering deals for climate…

    launching the Global Clean Power Alliance in Brazil…

    partnering with my friend Mia Mottley’s Bridgetown Initiative…

    I came into politics inspired by the generation who were tested by war in Bosnia and Kosovo.

    My generation here in Europe is the Kyiv generation…

    one that has toughened up.

    The view from that night train to visit President Zelenskyy is not simply out into darkness…

    …but into history in the making.

    You feel what a journey Europe has been on since 2022.

    Britain has toughened up.

    As Secretary of State for GCHQ and SIS…

    I am proud that we are investing £600 million in the UK intelligence community…

    so our spies can defend our way of life.

    As a result, I can confirm today that Britain will spend two point six per cent of GDP on defence from 2027.

    This is a generational uplift…

    keeping working people safe.

    Our soldiers and our intelligence staff are ready to compete with our adversaries.

    And with the new counter-hybrid taskforce I am announcing today…

    our diplomats too will be ready for this murky new age of sabotage and subterfuge…

    where technology is power.

    And I know…

    Europe has toughened up too…

    switching to Putin-free energy…

    as the EU goes further than ever before with common borrowing for military spending.

    Putin believes that we, as Europeans, are unable to stick it out for years to come.

    But just as Ukraine’s heroes have surprised the Kremlin with their endurance…

    so too has Europe been astounding the Kremlin with our dogged persistence in standing with Zelenskyy.

    Today, we had confirmation that Russian casualties in this senseless war have reached one million.

    Every one a reminder that this war is not only a crime against the Ukrainian people…

    but a waste of young Russian lives…

    yet more blood on the Kremlin’s hands.

    With grit, we will prove Putin wrong.

    Europe is not afraid to stand up and fight.

    Our Plan for Change…

    our international strategy…

    is delivering for working people.

    I can see Britain in the years to come…

    safer…

    greener…

    richer…

    happier…

    if we stick to the Plan.

    For me, patriotism has always been about realism…

    And, of course, football!

    Taking the world as it is, not as we wish it to be.

    Taking ourselves as we are, and being proud of it.

    Taking actions that are both astute and bold.

    This is our realpolitik.

    A realpolitik of progress.

    A realpolitik for Britain.

  • MIL-OSI China: Chinese, European central banks pledge closer cooperation

    BEIJING, June 12 — The Chinese and European central banks have pledged to enhance cooperation against the backdrop of a complex and volatile international landscape.

    Pan Gongsheng, governor of the People’s Bank of China (PBOC), and Christine Lagarde, president of the European Central Bank (ECB), co-chaired the first annual governors’ meeting between the PBOC and the ECB in Beijing on Wednesday.

    During the meeting, they exchanged views on issues such as economic and financial developments in China and the euro area, developments in the international monetary system and financial regulation, and key areas for cooperation between the two institutions.

    The two sides signed a memorandum of understanding (MoU) on cooperation in the field of central banking, which includes the establishment of a governor/president-level meeting arrangement, and a framework for the regular exchange of information, dialogue and technical cooperation between the two institutions.

    Pan noted that China remains committed to promoting high-quality development through high-standard opening-up, and stands ready to enhance cooperation with other economies, including the EU, to address global challenges.

    He also stressed that the PBOC will maintain close cooperation with the ECB, making good use of the governor/president-level meeting arrangement as a key platform to strengthen policy communication and promoting cooperation between the two institutions to a new level.

    Lagarde said it is important that both institutions sustain global cooperation, noting that the signing of the MoU is a demonstration of continued dialogue with the PBOC.

  • MIL-OSI China: Beijing International Book Fair to showcase 220,000 books

    BEIJING, June 12 — The upcoming 31st Beijing International Book Fair (BIBF) will gather over 1,700 exhibitors from 80 countries and regions to display approximately 220,000 Chinese and international books, the fair’s organizers said at a press conference on Thursday.

    The book fair will open on June 18 and run through June 22, with Malaysia as this year’s guest country of honor.

    It will have an exhibition space of 60,000 square meters. Nine countries are participating for the first time, including Chile, Cyprus and Belarus, and they will join leading publishers such as Elsevier, Penguin Random House and Springer Nature.

    The event will introduce specialized sections such as world cultural heritage and books marking the 80th anniversary of victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

    It will also include activities such as an awards ceremony, forums on international publishing and children’s books, and a copyright trade fair.

    First held in 1986, the BIBF has evolved into a premier global platform for book exhibition and copyright trade.

  • MIL-OSI China: Shipping industry expo in China’s Tianjin sees fruitful results

    TIANJIN, June 12 — The 3rd Tianjin International Shipping Industry Expo kicked off Thursday in north China’s Tianjin Municipality, with the signing of 70 key projects totaling over 40 billion yuan (about 5.6 billion U.S. dollars) in investment, according to the organizer.

    These projects span critical sectors such as marine equipment manufacturing, port and shipping logistics, trade, green fuels, and shipping finance.

    An official from the Tianjin investment promotion bureau said these projects will significantly strengthen Tianjin’s role as a northern international shipping hub and accelerate the integration of port, industry, and urban development.

    The event, which features nine themed exhibition zones covering over 50,000 square meters, has attracted over 440 enterprises, renowned ports, and industry associations.

  • MIL-Evening Report: NZ has a vast sea territory but lags behind other nations in protecting the ocean

    For the past fortnight, the city of Nice in France has been the global epicentre of ocean science and politics.

    Last week’s One Ocean Science Congress ended with a unanimous call for action to turn around the degradation of the ocean. And this week, the United Nation’s Ocean Conference agenda focused on better protection of marine biodiversity, sustainable fisheries and emissions cuts.

    The message is clear. With only five years to the UN’s 2030 target for its sustainable development goal – to conserve the oceans, seas and marine resources – and the Global Biodiversity Framework requirement to protect 30% of the ocean, we need to make significant progress.

    We all attended last week’s meeting, together with more than 2,000 marine scientists from 120 countries. Here, we reflect on New Zealand’s role and obligations to contribute to these global goals.

    Legal imperatives

    Globally, the ocean is warming and acidifying at accelerating rates. New Zealand’s waters are not immune to this, with more marine heatwaves which further stress our threatened marine biodiversity.

    We depend directly on these ocean ecosystems to provide the air we breathe, moderate the impacts of climate change and feed millions of people.

    New Zealand has significant influence on ocean policy – from Antarctica to the sub-tropical Pacific, and within its sea territory, which is 15 times the size of its landmass and spans 30 degrees of latitude.

    The government is required by law to take action to secure a healthy ocean.

    A recent advisory opinion from the International Tribunal on the Law of the Sea unanimously found that states, including New Zealand, have obligations under international law to reduce the impacts of climate change on marine areas, to apply an ecosystem approach to marine law and policy, reduce pollution and support the restoration of the ocean.

    New Zealand courts have recognised the need to take a precautionary and ecosystem-based approach to marine management, based on science, tikanga and mātauranga Māori. These legal cases are part of a global upswell of strategic environmental and climate litigation.

    If New Zealand does not comply with these marine legal obligations, it may well find itself before the courts, incurring significant legal and reputational costs.

    International agreements

    In 2022, New Zealand was one of 196 countries that committed to protecting at least 30% of the world’s coastal and marine areas by 2030 under the Global Biodiversity Framework. New Zealand was an enthusiastic supporter, but only 0.4% of its marine territory is fully protected in no-take marine reserves.

    Former prime minister Helen Clark has criticised the current government for lagging behind on marine protection, especially in failing to ban bottom trawling.

    At this week’s UN ocean summit, a further 18 countries have ratified an agreement known as the High Seas Treaty, bringing the total to 50, still short of the 60 nations needed for it to enter into force.

    New Zealand signed this treaty just before the last general election, but is yet to ratify it. Foreign Minister Winston Peters represented New Zealand at the UN ocean conference, but focused mainly on issues in the Pacific.

    Meanwhile, the government announced sweeping changes to the national direction on environmental policy, including reworking the New Zealand Coastal Policy Statement to better enable the use and development of the coastal environment for “priority activities” such as aquaculture, resource extraction, infrastructure and energy.

    Oceanic environmental change is real and accelerating

    Some countries showed that effective leadership can help navigate to a safe future for the oceans. For example, China’s commitment to clean energy has seen carbon dioxide emissions begin to fall for the first time despite higher power consumption.

    At the UN ocean summit, French Polynesia’s president announced his administration would establish one of the world’s largest networks of marine protected areas.

    The cost of inaction far outweighs the economics of the status quo. Ongoing ocean warming is already affecting weather patterns, with more extreme storms.

    It is possible for marine ecosystems to recover quite rapidly if they are protected, at least temporarily. Yet this year, New Zealand’s government found itself in hot water (once again) with both conservationists and Māori for its management of fisheries.

    We argue New Zealand has an opportunity and responsibility to demonstrate it can shift the downward spiral of oceanic degradation.

    The overwhelming message at the half-way point of the UN Ocean Decade is that for marine science to transform the state of our oceans it needs to include Indigenous peoples who have routinely been sidelined from ocean policy discussions despite their longstanding rights and relationships with the ocean.

    New Zealand already has a foundation of transdisciplinary and Indigenous ocean research to develop ocean policies that are fit for local purposes and to answer global calls to action. We have a unique window of opportunity to lead the changes needed.

The draconian DOGE cuts that President Trump and Elon Musk have put in place have been justified through misleading claims that ignore the harm to America and global death toll that have resulted from their actions. Their claims about fiscal responsibility are laughable in the context of President Trump’s push at all costs to pass a budget that adds $2.4 trillion in deficits while stripping millions of Americans of their health care,” said the Members.

    “When America retreats from the world, China and Russia advance. And when our adversaries take our place, America is weaker and more vulnerable. Our manufacturers and workers get boxed out of export markets by unfair economic competition from China. And vulnerable populations around the world, suffer from severely restricting access to HIV treatment and prevention services to forcing food ration cuts in refugee camps.

    “That is the legacy of DOGE’s impact on America’s foreign policy infrastructure and soft power. Our country in retreat in the face of great power adversaries. Our global influence diminished. And the poorest of the poor globally being left to die because of slipshod cuts by tech dilettantes.”

  • MIL-OSI New Zealand: Prime Minister to visit China and Europe

    Prime Minister Christopher Luxon will travel to China and Europe next week. He will be joined in Shanghai and Beijing with a delegation of senior New Zealand business leaders.

    “China is New Zealand’s largest trading partner and a vital part of our economic story,” Mr Luxon says.

    The visit will focus on growing trade, which was worth over $38 billion last year, as well as also look to strengthen education and tourism links and to maximise opportunities for New Zealand businesses.

    “New Zealand is a trusted supplier of safe, high-quality food and beverage products to Chinese consumers. It is an important market, and I look forward to doing what I can to support Kiwi businesses to thrive,” Mr Luxon says.

    China is New Zealand’s largest source of international students and is our third-largest tourism market. 

    “This visit is about backing the recovery of international education and tourism and putting New Zealand front and centre as a world-class destination for travel, study, and long-term connection,” Mr Luxon says.

    The Prime Minister will meet China’s top leadership, including President Xi Jinping and Premier Li Qiang, to discuss the comprehensive bilateral relationship and key regional and global issues.

    “The challenging global outlook makes it vital that we are sharing perspectives and engaging China on issues that matter to New Zealand.”

    The Prime Minister will be accompanied by the 2025 Te Matatini champions, Te Kapa Haka o Ngatī Whakaue.

    The Prime Minister and his delegation will be in China from 17 to 20 June.

    Europe

    Mr Luxon will then travel on to Europe to undertake bilateral visits in Brussels and the Hague. He will meet with leaders, including from the European Union, to discuss trade, security, and the shifting geopolitical landscape.  

    “We have a high-quality trade relationship with the European Union, and the Netherlands and Belgium are gateways for New Zealand’s growing exports to Europe,” Mr Luxon says. 

    “Since the early entry into force of the New Zealand-European Union Free Trade Agreement, Kiwi goods exports have grown by over 25 per cent, which is a more than NZ$1 billion increase.” 

    In the Netherlands, the Prime Minister will participate in the NATO Summit and hold one-on-one talks with a number of NATO leaders.

    Today’s hearing will examine the fiscal year 2026 budget request for the Bureau of Industry and Security, an agency whose mission is critical to ensuring America wins the AI arms race against the Communist Party of China.

    We are at a historic inflection point. Technologies that will define the 21st century, such as AI, biotechnology, and quantum computing are achieving breakthroughs that increasingly sound more like science fiction, than the reality that we’re used to. These technologies have a potential to unlock tremendous economic prosperity, medical innovations, and human flourishing.

    However, they are not just drivers of economic growth. They are instruments of military power and security as well. Advanced AI models could coordinate fleets of self-driving cars in Michigan. They could also direct autonomous drone swarms over the Taiwan Strait. The nation that leads in developing and deploying these technologies has an opportunity to gain geopolitical advantages for decades to come.

    The CCP understands this. That’s why it’s trying to dominate these critical technologies by any means necessary through state subsidies, forced tech transfers, economic espionage, chip smuggling, and exploiting access to the West’s most innovative AI labs and universities.

    AI dominance is central to the CCP’s goals. Its military modernization efforts, surveillance state, and human rights abuses are amplified by AI. Export controls play a crucial role in ensuring that US and allied technologies are not used to fuel the CCP’s pursuit of global dominance. Amongst its many important roles, BIS serves as a guardian of one of the world’s most valuable and powerful supply chains. The ecosystem of advanced chips, tools, components, and design software that underpins the development of cutting-edge artificial intelligence.

    China’s leading AI companies have made it clear just how dependent their future is on US technology. In response to a question on what their biggest obstacle to AI development is Deepeek’s CEO put it bluntly, “bans on shipments of advanced chips are the problem.”

    The CCP understands the importance of these AI choke points. That’s why it’s working around the clock to steal chips and exploit export control loopholes to internalize its production. That’s why this hearing today is so important.

    BIS’ fiscal 26 budget request includes a 133% increase in enforcement funding. A bold and necessary step. As the deep CEO made evident, it’s not a lack of talent holding back China’s AI development. It’s the lack of access to US technology. That’s what this budget supports. It allows BIS to better disrupt covert efforts to funnel US innovation to the CCP’s military and surveillance state.

    So, let’s be very clear, enforcement is not about punishing innovation. It’s about protecting it. It’s about making sure that the technologies that define the future are not weaponized against our values, our alliances or our own people.

    We also recognize that BIS operates in a dynamic and challenging environment. The technologies we’re discussing are evolving rapid rapidly. BIS must become faster, more adaptive and uh and more technologically capable than ever before.

    This subcommittee is committed to giving the bureau the tools and resources it needs to meet that challenge head on. The geopolitical struggle between America and China defines the technologies of our time. Global AI development shaped by democratic values or authoritarian control will depend on the decisions we make right now about licensing, enforcement, and strategic technology protection.

    I’m pleased that we are joined by Undersecretary Jeffrey Kessler, who leads BIS during this decisive period in history. Mr. Kessler, thank you for your service and your appearance here at the subcommittee. The window for preserving America’s technology edge is narrow, but it does remain open. BIS with the support of Congress, must ensure America wins the AI arms race.

  • MIL-Evening Report: With Trump undoing years of progress, can the US salvage its Pacific Islands strategy?

    Since 2018, the United States has worked, albeit often haltingly, to regain its footing with Pacific Island countries. It’s done this largely by reflecting a sentiment familiar in Pacific capitals: the region is not a geopolitical backwater, but a crucial strategic zone in the 21st century.

    Spurred by China’s strategic expansion – security deals, port access, political influence – the first Trump presidency and then the Biden administration renewed the US focus on the Pacific.

    Washington was also prodded by regional allies, including New Zealand. In 2018, Foreign Minister Winston Peters said: “We unashamedly ask for the United States to engage more and we think it is in your vital interests to do so. And time is of the essence.”

    Building on the tentative steps of its predecessor, the Biden administration acted. It opened new embassies, invited Pacific leaders to the White House, unveiled a dedicated strategy for the Pacific Islands, and committed to recognising the Cook Islands and Niue.

    It also negotiated more funding for the Compacts of Free Association with the Federated States of Micronesia, the Republic of the Marshall Islands and Palau. Along with the 2022 Pacific Islands Summit, it all signalled Washington’s desire to be a better partner.

    Crucially, the Biden administration recognised climate change and the economy, not great-power rivalry, as the region’s defining security concerns. Now, much of that progress is being eroded.

    The second Trump administration has gutted key international development agencies, with the US Agency for International Development (USAID) and the Millennium Challenge Corporation shuttered.

    More than mere symbols, these agencies were tools of statecraft, facilitating Washington’s capacity to compete with China’s “no questions asked” development model. Their removal leaves a vacuum, which Beijing will happily fill.

    China pressing the advantage

    Other signs of retreat are equally troubling. Congressional funding for the South Pacific Tuna Treaty – which pays for access for US fishing fleets and is the primary multiparty agreement the US has with the Pacific Islands – was tripled by Biden, but remains incomplete.

    Trump recently signed an executive order opening the Pacific Islands Heritage Marine National Monument, a 1,282,534 square kilometre protected marine zone, to commercial fishing. This might be welcomed by the US tuna fleet, but it raises questions about Washington’s commitment to the tuna treaty.

    Hoped-for expansion of US consular access, especially vital for Pacific Islanders who must travel long distances for basic services such as visa applications, is in limbo. The US embassy in Vanuatu, damaged by the earthquake in 2024, remains closed, leaving diplomats to work out of their hotel rooms.

    China, by contrast, has not slowed down. Its security pact with Solomon Islands, its police training efforts in Samoa and Kiribati, and its growing intelligence presence across the region show a clear pattern of assertiveness.

    Beijing has proven adept at offering timely, visible assistance. Its diplomats show up. Its companies build. Its promises, however opaque, are matched with resources.

    The result has not necessarily meant Pacific nations have “chosen” China. Rather, most revert to the longstanding posture of “friend to all, enemy to none”.

    In a region where non-alignment is both a survival strategy and a principle of sovereignty, the perception of US unreliability makes China’s attentions all the more welcome, or at least tolerable.

    Not a binary contest

    The US now appears to be abandoning efforts to break this cycle, and the Trump administration risks a genuine strategic error rather than a mere diplomatic misstep.

    More than distant dots on a map, the Pacific Islands control vast stretches of ocean, including key shipping lanes and undersea cables. Their diplomatic weight matters in the United Nations.

    And the region matters to Taiwan, which is recognised by 12 countries globally, three of which are in the Pacific.

    Some argue the US should press Pacific nations to “choose” between Washington and Beijing. But that approach is shortsighted and counterproductive.

    Most have no interest in being drawn into a binary contest. They seek concrete benefits – resilience funding, fair trade, visa access – not ideological alignment. Framing relationships as zero-sum contests misunderstands the region’s diplomatic logic.

    Listening to Pacific leaders

    To revive the relationship, the US will need to show up, follow through and demonstrate its partnership offers more than rhetoric.

    This would involve restoring some elements of foreign assistance, fully funding the South Pacific Tuna Treaty obligations, opening and staffing embassies, and supporting Pacific regional organisations such as the Pacific Islands Forum with meaningful recognition and resources.

    But the US review of Pacific foreign assistance (a small portion of US development aid formerly administered by USAID) has been delayed once again, and likely won’t emerge until mid-July.

    More importantly, the US will have to listen to Pacific leaders, who have articulated their priorities clearly. They do not want to be sites of contest; they want to be agents of their own futures.

    In short, the US will have to treat the Pacific Islands as sovereign equals.
    When Trump returned to the White House, he found a workable policy architecture for the Pacific. Its core elements could still be rescued.

    But continued neglect, mixed signals and cost-cutting risk hastening the outcome China seeks – a region that finds Washington unreliable. Winston Peters, now foreign minister in a new government, might want to update his 2018 call for US engagement in the Pacific – with the emphasis on reliability.

Senator Welch pressed Secretary Bessent on how President Trump’s unpredictable economic policies have wrought instability for Vermonters in every corner of the Green Mountain State. 
    Senator Welch asked Secretary Bessent: “Let me ask you this: predictability. The Trump tariff timelines—February 1: Executive Order, 10% on China, 25% on Mexico, and Canada. February 3: 30-day pause on 25% tariffs on Mexico and Canada. February 10: 25% tariffs on steel and aluminum. March 4: an additional 10% on China, 25% on Mexico, and Canada. This goes on and on—22 different tariffs. And it looks like the President wakes up, kind of checks his mood, and changes the tariff regime. 
    “I’ve talked to manufacturers where they’ve had products coming to a port, and if they arrive Monday, they’re cool. If they arrive on Wednesday, it’s going to cost them another $75,000. Just in terms of implementation, 22 different tariffs over the course of a few months.” 
    Secretary Bessent responded: “I’m just saying, Senator, if you’re familiar with game theory, it’s called ‘strategic uncertainty,’ and it’s also called ‘negotiations.’ Thirteen days ago, on a Friday, President Trump threatened the E.U. with 50% tariffs. The E.U. was not negotiating in good faith. Within ten hours, we had calls from five European leaders and a call with Ursula Vanderlinden. So, you may call this a flip-flop, I call this a negotiating strategy, and this is the way negotiating strategies works.”

    Senator Welch opposed Secretary Bessent’s nomination. In his confirmation hearing, Senator Welch pushed Bessent to avoid protectionist trade policies. The Trump Administration has since imposed sweeping global tariffs and waged an all-out trade war with our closest trade allies, including Canada, Mexico, and the EU. 
    Senator Welch has been a leading voice in pushing back against the Trump Administration’s deeply misguided and disastrous economic policies.     On June 6, the Chinese Embassy in Namibia donated a batch of mattresses to pediatric patients in Gobabis District Hospital. Namibian Officials including Hon. Pijoo Nganate, Governor of Omaheke Region, Hon. Ruth Masake, Deputy Minister of Agriculture, Fisheries, Water and Land Reform, Ms. Tuyakula Haipinge, Executive Director of the Office of the Prime Minister attended the handover ceremony and gave speeches respectively.     In her speech on behalf of Namibian Prime Minister Rt. Hon.     CHANGSHA, June 12 (Xinhua) — Chinese Foreign Minister Wang Yi on Thursday held separate meetings with a number of high-ranking African officials who arrived in China to attend the opening ceremony of the 4th China-Africa Economic and Trade Expo and the ministerial meeting of the coordinators of the implementation of the Forum on China-Africa Cooperation (FCAC) in Changsha, capital of central China’s Hunan Province.

    Among the African dignitaries Wang met were Ugandan Prime Minister Robin Nabbanja, Liberian Vice President Jeremiah Kun, Rwandan Foreign Minister Olivier Nduhungirehe, Somali Foreign Minister Abdisalam Abdi Ali, Mozambican Foreign Minister Maria Manuela dos Santos Lucas and Togolese Foreign Minister Robert Dusset.

    At the meeting with Robina Nabbanja, Wang Yi, also a member of the Politburo of the CPC Central Committee, said that the leaders of China and Uganda have established mutual trust and friendship, providing impetus and guarantees for the development of bilateral relations. According to him, in the first quarter of this year, Ugandan exports to China increased by nearly 90 percent year-on-year, and the Chinese side hopes to deepen practical cooperation with Uganda in various fields.

    The Ugandan leader thanked China for its valuable support in Uganda’s infrastructure construction and socio-economic development over a long period of time. She expressed hope to deepen cooperation with China in key areas such as airport expansion, digital transformation and agricultural modernization.

    Speaking with Jeremiah Kuhn, Wang Yi recalled that the leaders of China and Liberia held a meeting on the sidelines of the FCAC Beijing Summit, during which they announced a new positioning of the strategic partnership between the two countries. He noted that China is willing to work with Somalia to implement the outcomes of the summit, bring more tangible benefits to the Somali people, and help the country restore peace and stability, as well as accelerate the process of reconstruction and development.

    The Somali Foreign Minister, for his part, thanked China for its strong support during the most difficult times for his country. He stressed that China holds a particularly important place in the hearts of Somalis and that Somalia highly values and expects to actively participate in a number of global initiatives put forward by China.

    At the meeting with Maria Manuela dos Santos, Lucas Wang Yi said that China is willing to deepen the China-Mozambique comprehensive strategic partnership of cooperation and is willing to help Mozambique accelerate its industrialization and modernization. The Chinese diplomat highly appreciates Mozambique’s firm commitment to the one-China principle.

    The Mozambican Foreign Minister, for her part, said that her country is sincerely grateful to China for its new measures to support Africa’s development, as well as its countermeasures to counter the introduction of additional unilateral customs duties.

    ULAN BATOR, June 13 (Xinhua) — Mongolian Presidential Administration Chief of Staff Gombojavyn Zandanshatar was appointed as the new prime minister of Mongolia on Friday following a plenary session of the State Great Khural (parliament) of the country.

    His candidacy was submitted to the deputies for consideration by the President of Mongolia Ukhnaagiin Khurelsukh, and 92.3 percent of legislators voted for it.

    G. Zandanshatar, 55, graduated from the Irkutsk Institute of National Economy (now Baikal State University) in 1992 with a degree in financier and economist. That same year, he also received a master’s degree in economics and finance from the same university.

    BEIJING, June 12 (Xinhua) — The central banks of China and the European Union have vowed to strengthen cooperation amid a complex and volatile international environment.

    The corresponding intention was voiced at the first annual meeting of the governors of the People’s Bank of China (PBOC) and the European Central Bank (ECB), which was co-chaired in Beijing on Wednesday by PBOC Governor Pan Gongsheng and ECB President Christine Lagarde.

    The meeting included an in-depth exchange of views on topics such as the financial and economic situation in China and the eurozone, reform of the international monetary system and global financial regulation, as well as key areas of cooperation between the two central banks.

    The parties signed a memorandum of understanding on cooperation between the PBOC and the ECB, which provides for the establishment of a mechanism for annual meetings at the level of the heads of state, as well as further improvement of the cooperation framework in such areas as information sharing, communication on central bank policies and technical cooperation.

    Pan Gongsheng assured that China remains committed to advancing high-quality development through high-level opening-up and is willing to strengthen coordination and cooperation with other economies including the EU to jointly tackle global challenges.

    He also stressed that the PBOC expects to continue to maintain exchanges and cooperation with the ECB, effectively making use of the mechanism of the executive meetings as an important platform to strengthen policy communication and advance the cooperation between the two financial institutions to a new height.

    For her part, K. Lagarde pointed out the importance of deepening Chinese-European cooperation, noting that the signing of the memorandum of understanding is a confirmation of the ongoing dialogue with the PBOC. –0–

    The Canada Border Services Agency (CBSA) announced today that it is initiating investigations to determine whether thermal paper rolls originating in or exported from China are being sold at unfair prices (dumping) and/or subsidized. These practices can harm Canadian industries by undercutting Canadian prices, which undermines fair competition.

    The CBSA is investigating because of a complaint filed by McDermid Paper Converters Limited, Media Cash Register Inc., and Custom Paper Ltd. (together, the “complainants”). The complainants allege that as a result of an increase in the volume of the dumped and subsidized imports from China, they have suffered material injury in the form of lost sales and market share, price undercutting, reduced capacity utilization, price depression and suppression, losses of profitability, and negative impacts on employment, wages, and investments.

    The CBSA and the Canadian International Trade Tribunal (CITT) both play a role in the investigations. The CITT will begin a preliminary inquiry to determine whether the imports are harming Canadian producers and will issue a decision by August 11, 2025. Concurrently, the CBSA will investigate whether the imports are being sold in Canada at unfair prices and/or are being subsidized, and will make preliminary decisions by September 10, 2025.

    Currently, there are 158 special import measures in force in Canada, covering a wide variety of industrial and consumer products. These measures have directly helped to protect approximately 31,000 Canadian jobs and $11.6 billion in Canadian production.

    “Today’s hearing is critical in addressing our nation’s reliance on adversarial countries for essential medications and health care products. This dependence not only jeopardizes our national security and patient safety, but also highlights the urgent need to increase domestic and friend-shored manufacturing.

    “Let me be clear: The United States should never be dependent on the Chinese Communist Party for the antibiotics and essential medicines. But that’s exactly the dangerous position we are in today.

    “In 2002, the United States manufactured 72 percent of the pharmaceuticals it consumed. By 2023, that number had dropped to just 37.5 percent. We didn’t just outsource manufacturing—we outsourced the sovereignty and safety of our health care system.

    “We saw the impacts of this reliance firsthand during the COVID-19 pandemic. According to a conversation I had with the Administration for Strategic Preparedness and Response, or ASPR, under the Trump Administration, the United States saw a downtick in the amount of PPE and pharmaceuticals coming to our country from China in the fall of 2019. We didn’t learn about COVID-19 until January 2020.

    “China knew there was an unidentified sickness in its own country, concealed it, and then withheld medical supplies so the United States was less prepared when COVID-19 hit our shores.

    “As both a pharmacist and a member of Congress, I know how critical these medicines and supplies are — especially for our national security. Under the Biden-Harris Administration, over 323 drugs were in shortage during the first quarter of 2024 – an all-time high – and cancer patients were often forced to switch treatments, adjust dosage regimens, or, in extreme cases, unable to receive their lifesaving medications. There was no comprehensive effort to support American manufacturers or reduce our reliance on foreign supply chains.

    “That is unacceptable.

    “Thankfully, President Trump is taking meaningful action by demanding real investment in our domestic production base and putting an end to decades of failed ‘America Last’ policies that left our supply chains hollowed out and put our patients, constituents, and families at risk.

    “Under the leadership of President Trump, we are bringing manufacturing back to America. Since the start of this year – the start of President Trump’s second term – Johnson & Johnson broke ground on a new $2 billion facility in North Carolina, Amgen announced a $900 million manufacturing expansion in Ohio, AbbVie committed $10 billion to invest in the United States, and Sanofi announced plans to invest at least $20 billion. 

    “And these are just a few examples. This is just the start.

    “Along those lines, I commend recent efforts by this Administration to bolster domestic production, but we must do our part in Congress as well.     BEIJING, June 12 (Xinhua) — The upcoming 31st Beijing International Book Fair will feature more than 1,700 exhibitors from 80 countries and regions, displaying about 220,000 titles of books in Chinese and foreign languages, organizers of the event said at a press conference on Thursday.

    This year, Malaysia will be the guest of honor at the fair, which will be held from June 18 to 22.

    The exhibition area will be 60 thousand square meters. Nine countries, including Chile, Cyprus and Belarus, will take part in the event for the first time. The fair will also feature such renowned international publishers as Elsevier, Penguin Random House and Springer Nature.

    According to the Aviation Safety Network, the crash was the first involving a Boeing 787.

So, they can get more congressional districts and more electoral votes in their states. That’s precisely what’s happening. That’s why we should outlaw this. We should not allow the counting of illegal aliens in the census for allocating congressional seats and electoral votes. They know that. But that’s exactly why they’re using this as a magnet, and they’re not cooperating with federal law. You’ve seen the chaos in the streets.     Hagerty on his legislation to withhold funding from sanctuary cities: “Well, here’s what you can do, and I’m doing it today: I’m bringing out legislation that will stop the flow of community development block grants to these sanctuary cities. If you’re a sanctuary city, we’re going to withhold the funding for community development block grants. They’ll start to see it when on the Appropriations Committee and the Banking Committee, we’re able to put pressure on the funding of these cities that seem to rely so much on the federal [dollar]. Yet, they want to act as if they’re independent at the same time.”

    Hagerty on the CCP’s malign influence within the U.S.: “It is strong, but what’s happening to us is very strong, and we need to wake up to it. The most recent case of agroterrorism, very deeply concerning, bringing in bio-terrorism material here that could destroy crops in America. You think about a spy balloon that was floated over our country. I think the worst defense of all is the fact that China continues to send fentanyl and fentanyl precursors into the United States through Mexico, through their partners there. And they launder the money from these Mexican partners, or these other cartels from Venezuela, you name it. The crime that’s being fueled here in America has fingerprints of the CCP all over it.     President Donald Trump is making an earnest and sincere effort to secure a ceasefire and an eventual just and honorable end to the Russia-Ukraine war.

    He and his team have engaged Russia’s Vladimir Putin in order to find that pathway forward, but it is clear the only pathway Putin is interested in is military operations in Ukraine and eventually, beyond.

    As a result, the coming days will be extremely consequential for the Kremlin and those who are propping up Putin’s war machine. Additional action from both Europe and the United States is inevitable.

    The Russia-Ukraine war has garnered global attention, not only because of its barbaric nature but also the consequences to world order.

    We have been working with the White House since day one in drafting this package. We now have over 84 Senate cosponsors and 70 House cosponsors of legislation to enact hard-hitting sanctions and tariffs on Russia and its financial backers.

    It is clear to me and virtually every sponsor of the Russia sanctions bill that the way we deal with Putin will either encourage or deter bad actors.

    The purpose of this legislation is to break the cycle of China — a communist dictatorship — buying oil below market price from Putin’s Russia, which empowers his war machine to kill innocent Ukrainian civilians.

    This bill would end that cycle.

    China is watching the United States’ resolve regarding Putin’s effort to dismember Ukraine and possibly other sovereign nations. It is not my goal to humiliate Russia, but it is my goal to make sure that China sees the outcome of this conflict and feels that its efforts to take Taiwan by force would not be in the People’s Republic’s best interest.

    It is also very important that we let Iran and other aggressive nation states know that the price for disrupting world order, seizing other nation’s land and trying to dominate their neighbors is not worth it.

    I have been incredibly impressed with Europe’s recent resolve, both in toughening sanctions and investing in their military. Europe is answering President Trump’s call to increase defense spending to 5% of their gross domestic product.

    As a result of Putin’s invasion of Ukraine, NATO is bigger and tougher than ever. However, it is important that we continue to act decisively to end this war not only soon, but in the right way.

    Unfortunately, the more we engage Putin, the more aggressive he gets. It’s time to change the game.

    New European sanctions on Russia’s energy and banking sectors were released this week, and they are more hard-hitting than ever. This package also singles out Chinese business entities for their financial support of the war and recommends lowering the price that Europe pays for Russian oil from $60 to $45 per barrel, in order to drive down Russian revenues that allow Putin’s bloodbath to continue.

    As to the Russia sanctions bill in the U.S. Congress, overwhelming support continues to build. Our goal is to give President Trump more leverage to end this war quickly.

    This bicameral, bipartisan bill is simple – and we’ve made some important changes.

    1. If a country doesn’t do business with Russia, the sanctions and tariffs don’t apply.
    2. If a country does business with Russia, but they also help Ukraine militarily and economically, there’s a 270-day exception on sanctions and tariffs being imposed. There will be additional waivers as well, including a presidential waiver for sanctions and other measures that mirrors language used in the Countering America’s Adversaries Through Sanctions Act (CAATSA) signed into law by President Trump in 2017.
    3. If a country buys cheap Russian oil and gas and other products and doesn’t help Ukraine, they are screwed. That is the price for propping up Putin’s war machine.

    The United States and our allies have paid a price in the past to maintain freedom and order, and we shall again.

    “Contacts at the highest and high levels require careful preparation in terms of achieving significant results. In terms of planning, they are assumed, but at this stage, direct dialogue and exchange of signals are supported by intensive telephone communication. As for the possibility of a personal meeting between the presidents of Russia and the United States, there are no specific agreements on this matter yet,” A. Darchiev noted.

    According to him, Russia’s interaction with the United States on strategic stability cannot be separated from the overall situation in the military-political sphere. “In conditions where, under the previous administration, Washington became a de facto party to the conflict in Ukraine, and military assistance to the regime in Kyiv continues after the change of power in the White House, we cannot expect any progress in this sensitive area,” the ambassador noted.

    He stressed that a chance could only arise with a sustainable normalization of bilateral relations and US recognition of the fundamental postulates on which strategic stability is based: the indivisibility of security, equal interaction, and a willingness to take into account the inextricable link between strategic offensive and defensive weapons.

    NEW DELHI, June 12 (Xinhua) — One passenger from a plane that crashed in western India has been found alive hours after the tragedy, the Ahmedabad police chief confirmed on Thursday.

    However, the identity of the survivor has not yet been established.

    “Police have found one survivor sitting in seat 11A. He is currently undergoing medical treatment. I cannot say anything about the number of casualties yet. The death toll may increase as the plane crashed in a residential area,” Ahmedabad Police Chief G S Malik was quoted as saying.

    The Air India flight had 169 Indians, 53 British, seven Portuguese and one Canadian on board. The plane crashed shortly after takeoff from Ahmedabad’s Sardar Vallabhbhai Patel International Airport, about 17 km south of Gandhinagar, the capital of Gujarat state.
