Congressman Pat Fallon Introduces the FAST Act

DETROIT – Chengxuan HAN, a citizen of the People’s Republic of China (PRC), was arrested and charged in a criminal complaint with smuggling goods into the United States and false statements, announced United States Attorney Jerome F. Gorgon, Jr.
Gorgon was joined in the announcement by Special Agent in Charge Cheyvoryea Gibson, Federal Bureau of Investigation, Detroit Division, Acting Director of Field Operations John Nowak, U.S. Customs and Border Protection and Jared Murphey, acting Special Agent in Charge, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), Detroit field office.
According to the complaint, Han is a citizen of the PRC who is currently pursuing a Ph.D. from the College of Life Science and Technology in the Huazhong University of Science and Technology (HUST) in Wuhan, PRC. In 2024 and 2025, Han sent four packages to the United States from the PRC containing concealed biological material. These packages were addressed to individuals associated with a laboratory at the University of Michigan. On June 8, 2025, Han arrived at the Detroit Metropolitan Airport on a J1 visa. Customs and Border Protection officers conducted an inspection of Han, during which Han made false statements about the packages and the biological materials she had previously shipped to the United States. CBP officers also found that the content of Han’s electronic device had been deleted three days prior to her arrival in the United States. At the conclusion of the border inspection, Han was interviewed by agents from the Federal Bureau of Investigation. During this interview, Han admitted to sending the packages, admitted that the packages contained biological material related to round worms, and admitted to making false statements to the CBP officers during her inspection.
Han will be appearing this afternoon in federal court in Detroit.
A complaint is only a charge and is not evidence of guilt. Trial cannot be held on felony charges in a complaint. When the investigation is completed, a determination will be made whether to seek a felony indictment.
United States Attorney Gorgon stated: “The alleged smuggling of biological materials by this alien from a science and technology university in Wuhan, China—to be used at a University of Michigan laboratory—is part of an alarming pattern that threatens our security. The American taxpayer should not be underwriting a PRC-based smuggling operation at one of our crucial public institutions.”
“The guidelines for importing biological materials into the U.S. for research purposes are stringent, but clear, and actions like this undermine the legitimate work of other visiting scholars,” said CBP Acting Director of Field Operations John Nowak. “We will not tolerate the smuggling of regulated biological materials through our ports of entry, and this interdiction is another recent example of our commitment—along with that of our law enforcement partners—to preventing potentially dangerous goods from harming the American people.”
“ICE HSI is proud to work with our partners at the FBI and CBP to keep Americans and Michiganders safe from biological threats,” said ICE HSI Detroit acting Special Agent in Charge Jared Murphey. “This case should serve as a reminder that multiple law enforcement agencies are working around the clock to provide for our shared national security from malicious foreign actors.”
The FBI, CBP and ICE HSI are investigating this case.
The UK government’s strategy for tackling climate change received a major blow in May when Danish developer Ørsted announced that adverse economic developments had halted its 2.4 gigawatt (GW) Hornsea 4 wind farm in the North Sea.
The government aims to generate at least 43GW of offshore wind power (current capacity is 14.7GW) and 95% of all energy from renewable sources by 2030.
These targets are now in jeopardy. The cancellation of Hornsea 4 follows a similar decision by Swedish developer Vattenfall, which stopped work on its 1.4GW Norfolk Boreas wind farm in 2023.

The offshore wind industry is exposed to fluctuations in the prices of raw materials necessary to meet rising global demand for renewable energy. This vital part of the energy transition, alongside the phaseout of fossil fuels, has been impeded by inflation caused by the pandemic and the war in Ukraine.
Building a wind turbine requires significant amounts of steel, copper and aluminium, all of which doubled or tripled in price between 2020 and 2023. Turbine manufacturers have raised prices in an effort to recover recent losses. This affects the profitability forecasts of wind energy developers like Ørsted and the viability of each of their projects.
Impending national and international net zero targets also mean that developers globally are having to make earlier investments in transmission infrastructure. An exponential increase in demand for scarce high-voltage cabling has already led to high-profile cancellations of offshore wind farms in the US.
Rising demand for rare earth metals used to make magnets in turbine generators has also been snared by geopolitical issues. The mining, processing and refining of these metals is dominated by China, which manufactures over 90% of these magnets.
A shortage of boats
Developers need boats to build offshore wind farms. Here lies another strain on the timescales of developers.
Ørsted ceased work on its 2.2GW Ocean Wind development zone off the coast of New Jersey in 2023, citing a vessel delay in its decision to cancel the project.
According to the advocacy group WindEurope, demand for vessels capable of installing foundations and turbines and laying cables will outstrip availability within the next five years. The gap between the two is forecast to skyrocket between 2028 and 2030. This will make it harder to commission the wind farms that the UK government is relying on to reach its 43GW target by the end of the decade.
Delays caused by these issues can result in a problem known as “contract erosion”. In their contracts, developers have a commissioning window within which turbines have to start generating. If they are not operational within this time, they lose their subsidies on a day-by-day basis.
Rising costs mean that even one of the world’s biggest wind farms, Dogger Bank in the North Sea, will not be profitable for its developer, Equinor. As a prospect for generating financial returns, renewable energy still cannot compete with oil and gas.
This is the key argument of economic geographer Brett Christophers in his recent book The Price is Wrong. Christophers argues that, if national governments continue to rely so heavily on private sector investment to build renewable energy, decarbonisation is unlikely to proceed as fast as it needs to. It is simply not profitable enough.
Misguided planning reform
How might the UK defy difficult global conditions and meet its 43GW target by 2030? So far, the government’s main proposal has been to relax timelines for the planning process of wind farms.
Earlier in 2025 it opened a consultation on reforms to the contracts for difference process, which is how developers bid for long-term energy generation contracts, prior to an auction round in summer 2025.
The main proposed change was to allow developers of fixed-bottom offshore wind projects to bid in the auction before receiving a development consent order, or a DCO. A DCO defines the approved scope of a development, taking into account environmental surveys, land rights and developer proposals.
It can take more than two years for a DCO to be awarded. The government hopes that fast-tracking fixed-bottom developments will result in more contracts being awarded in the latest auction, but will this work?
The government is aware of the risks. Planning permission could be refused after a contract has been awarded, and projects without consent face even greater uncertainty over costs than developments that already have a DCO.
The government might be able to get more projects into the pipeline, but the supply chain is already stretched to its limits. Through the state-owned investment body GB Energy, the government has pledged £300 million to bolster the domestic supply chain for components required for offshore wind, like platforms and cabling.
However, this investment largely focuses on new technologies for floating offshore wind, leaving fixed-bottom projects like Hornsea 4 at the mercy of vessel delays and raw material price rises. If something does not change to mitigate costs and increase returns for developers, the government’s 2030 target is in doubt.

BEIJING, June 9 (Xinhua) — Chinese Premier Li Qiang has stressed the need to overcome barriers to the application of scientific and technological achievements and promote the integrated development of scientific, technological and industrial innovation.
Li Qiang made the remarks on Monday at the 14th Thematic Study of the State Council of the People’s Republic of China. Vice Premiers Zhang Guoqing and Liu Guozhong also attended the event.
The introduction of scientific and technological achievements links innovation and production chains and is the “last mile” of technological innovation, the Premier of the State Council noted, adding that this process contributes to the emergence of new products, new industries and impulses, as well as the formation of productive forces of new quality.
According to Li Qiang, it is necessary to improve the planning of all types of innovation resources, deepen the reform of institutions and mechanisms, ensure the smooth operation of supply and demand channels, and more effectively promote the integrated development of scientific and technological and industrial innovation through the introduction of scientific and technological achievements.
He stressed that more attention should be paid to the real value of scientific and technological achievements in serving social and economic development. It is necessary to further strengthen the leading role of enterprises in innovation activities and support qualified enterprises in leading or participating in national scientific and technological innovation projects, the head of the Chinese government added.
In addition, Li Qiang pointed out the need to promote the continuous replacement and renewal of independently developed breakthrough technologies and products in the process of their large-scale application.

ULAN BATOR, June 9 (Xinhua) — Eight people have died in water accidents in Mongolia since the start of the swimming season, the General Administration of Emergency Situations of Mongolia said on Monday.
“Most of these accidents occurred in large rivers and lakes,” the department said in a statement.
Tragic water accidents in the country are more common in the summer and holiday seasons due to a sharp increase in the number of people traveling to Mongolian regions, the department said, warning citizens to take water safety precautions and not leave children unattended.
In 2024, 77 people, including 14 children, died in water accidents in Mongolia. –0–

Moscow, June 9 (Xinhua) — The Belt and Road Initiative offers opportunities to boost global economic growth and promote common prosperity, Chinese Ambassador to Russia Zhang Hanhui said in an article titled “High-Quality Joint Construction of the Belt and Road Brings More Development Opportunities to the World,” published recently in the Russian newspaper Trud.
“The joint construction of the Belt and Road is an important initiative put forward by General Secretary of the CPC Central Committee Xi Jinping, who views the construction of a community with a shared future for mankind from a strategic height. It provides important opportunities for driving global economic growth and promoting global common prosperity,” the publication said.
As the Chinese diplomat noted, for 12 years, the Belt and Road Initiative has consistently adhered to the “principles of joint discussion, joint construction and joint use, constantly expanding the scope and areas of cooperation, and raising its level.” He emphasized that within the framework of the initiative, a global partnership network has been created, including more than 150 countries, thousands of projects are being implemented – both large infrastructure projects and small ones that are effective in terms of improving the well-being of the people. “This truly promotes ‘hard connectivity’ in the field of infrastructure, ‘soft connectivity’ in the field of rules and standards, as well as ‘cordial connectivity’ in people-to-people exchanges between countries,” the article states.
Zhang Hanhui cited data showing that in the first quarter of 2025, the share of countries participating in the Belt and Road Initiative in China’s foreign trade turnover reached 51.1 percent. In April, construction of key facilities of the China-Kyrgyzstan-Uzbekistan railway began, and in May, Colombia officially joined the large family of high-quality joint construction of the Belt and Road, which, according to the ambassador, once again demonstrated “the attractiveness, influence and inspiring power of this initiative.”
The article emphasizes that the world is currently entering a new turbulent and volatile period, accompanied by a revival of anti-globalist sentiments and protectionism. “The United States openly violates the rules of the World Trade Organization, goes against the basic laws of economics and market principles, acts contrary to common sense, shifts internal problems to external partners and seeks to benefit at the expense of the entire world. They brazenly unleash tariff and trade wars, which seriously damage the multilateral trading system and the existing economic order, harming the interests of the international community, especially the countries of the Global South,” the publication says.

“The high-quality joint construction of the Belt and Road has always adhered to the principle of openness in cooperation and mutual benefit through cooperation. The bill aims to support the U.S. domestic energy industry’s leadership and offset China and Russia’s growing influence on international nuclear energy development. Senator Risch’s legislation now awaits consideration on the Senate floor.
“Nuclear energy is America’s creation. Defending International Security by Restricting Unlawful Partnerships and Tactics (DISRUPT) Act of 2025: The DISRUPT Act was introduced alongside Senator David McCormick (R-Pa.) to address “adversary alignment,” the growing cooperation between U.S. adversaries that threatens our nation’s interests. Authoritarian regimes in China, Russia, Iran, and North Korea have intensified their cooperation, threatening global stability through increased technology and arms transfers, joint operations, and combined efforts to evade sanctions and export controls. The DISRUPT Act highlights the need for the U.S. to counter these threats and prepare for simultaneous challenges across regions, and requires the executive branch to craft a whole-of-government strategy to approach this phenomenon.
Combating PRC Overseas and Unlawful Networked Threats through Enhanced Resilience (COUNTER) Act: The COUNTER Act, introduced with Senator Pete Ricketts (R-Neb.), would combat the People’s Republic of China’s (PRC) attempts to strengthen its global reach by building and expanding military bases in strategically important locations. The PRC has intensified its efforts to establish an overseas network of military bases, which would allow the People’s Liberation Army to project and expand military power. The bill would mitigate this threat by requiring an intelligence assessment of these activities and a strategy from the State Department and Department of Defense. It would also create an interagency task force to implement the strategy and identify proactive measures to counteract both current and future Chinese attempts to add military bases in strategic locations.
Countering Wrongful Detention Act: Originally introduced last year alongside Senator James Risch (R-Idaho) to combat “hostage diplomacy,” the legislation would create new tools for the U.S. government to deter states from wrongfully detaining Americans abroad and support wrongful detainees upon their return home. The bill would create a U.S. State Department designation called the “State Sponsor of Unlawful or Wrongful Detention” to hold foreign governments accountable for wrongfully detaining Americans abroad. It aims to refine existing U.S. government responses to wrongful detentions, enhance awareness of travel advisories for Americans in high-risk countries, and establish an advisory council on wrongful detention consisting of survivors, family members, and experts to provide policy recommendations to the executive branch. Seven of the 10 provisions contained in the Countering Wrongful Detention Act were passed into law as part of the FY 2025 NDAA.
Finding Opportunities for Resource Exploration (Finding ORE) Act: The Finding ORE act, introduced with Senator Todd Young (R-Ind.) would strengthen U.S. critical mineral security and reduce strategic vulnerabilities. Critical minerals are essential to producing technologies in the defense, semiconductor, automotive, and energy sectors—industries that will shape America’s economic future and global standing. This bill aims to utilize the U.S. Geological Survey’s (USGS) expertise in mapping critical mineral reserves while giving U.S. companies an advantage in responsibly developing mineral resources globally.
International Nuclear Energy Act: Introduced alongside Senator Jim Risch (R-Idaho), this bill aims to strengthen the U.S. nuclear industry and offset China’s and Russia’s influence on international nuclear energy development. The bill would create an office to coordinate nuclear export strategies and financing, promoting regulatory harmonization and standardization, and enhancing safeguards and security. The act also would form programs to promote international collaboration and hold cabinet-level biennial summits. Senator Coons is a Co-Chair of the bipartisan Senate Climate Solutions Caucus.

BEIJING, June 9 (Xinhua) — The 17th Mingde Strategic Dialogue, organized by the Chongyang Institute for Financial Research of Renmin University of China, was held in the Chinese capital on June 6.
The discussion on “New Opportunities for Cooperation between Chinese and Russian Enterprises” was attended by Wang Wen, Dean of the Chongyang Institute and Dean of the College of Global Leadership at Renmin University of China, and Anastasia Likhacheva, Dean of the Faculty of World Economy and International Politics at the National Research University Higher School of Economics (HSE, Russia), the Zhongguo Qingnianbao newspaper reported.
Wang Wen noted that economic cooperation between China and Russia has developed slowly over the past decade, but has shown rapid growth over the past three years, increasing by more than 30 percent annually, with trade turnover rising from $190 billion to $240 billion.
He stressed that the potential for economic cooperation between the two countries is limitless, citing as an example significant opportunities in Russia’s agricultural sector, where most land resources remain undeveloped. In his opinion, investment cooperation between China and Russia in agriculture is extremely promising, as is the development of bilateral partnership in energy, high technology and e-commerce.
A. Likhacheva agreed with this assessment, pointing to the complementarity of the economic structures of China and Russia, which creates the basis for expanding regional cooperation in various areas. In general, A. Likhacheva noted, Chinese companies are not yet sufficiently familiar with the Russian market, and the key task for stimulating Chinese investment in Russia is to find qualified personnel and reliable partners to identify common ground in cooperation.
A. Likhacheva added that as China’s rise accelerates, more and more Russian economists and international experts are paying attention to China’s experience of rapid development. Studying Chinese in Russian educational institutions is becoming a fashionable trend. More and more Russian students are showing interest in the Chinese legal system and other aspects of Chinese reality.

Beijing, June 9 (Xinhua) — The Moscow Seasons in Beijing festival will be held in the Chinese capital from June 12 to 15, the Russian Embassy in China reported.
The festival, organized by the Moscow government with the support of the Beijing People’s Government, will be one of the largest in a series of events within the framework of the China-Russia Cross Years of Culture 2024-2025.
From historical traditions to contemporary gastronomy and art, visitors will be able to get to know Russian culture better. Guests will have the opportunity to try their hand at national crafts, enjoy instrumental music, ballet and opera.
A special platform with information on Moscow’s tourist opportunities will be organized separately. And on June 13, a conference will be held called “Cities of the Future. Synergy of the Strategic Partnership of Moscow and Beijing”, where participants will discuss issues of developing international cooperation in trade, technology, culture and creative spheres.
Beijing and Moscow have been sister cities for 30 years. Last year, a cooperation program was signed between the Beijing People’s Government and the Moscow Government for 2024-2026. NANJING, June 9 (Xinhua) — The first phase of the first launch complex of the container hub project in the Aktau port of Kazakhstan was officially put into operation on Monday, which will give a new powerful impetus to the development of the Trans-Caspian International Transport Corridor (TITC), experts said.
The above-mentioned project, located on the eastern coast of the Caspian Sea, is a key hub that connects the port of Baku in Azerbaijan and increases the capacity and efficiency of the TMTC.
“The launch of the first launch complex of the container hub in the port of Aktau is an important stage in the development of the transport system of Kazakhstan and the Trans-Caspian route connecting China with Europe via Central Asia and the Caspian Sea,” noted Damir Kozhakhmetov, General Director of KTZ Express JSC.
According to him, the emergence of modern transshipment infrastructure on the Caspian Sea coast will reduce the overall time of cargo delivery between China, Central Asian countries and Europe. This will make TMTC more reliable, competitive and convenient for business.
According to the data, the total area of the project is about 19 hectares, and its designed throughput capacity is 240 thousand standard containers /TEU, twenty-foot equivalent/ per year.

Over the years of joint work between China and Kazakhstan in the transport and logistics sector, such large infrastructure projects as the Kazakh-Chinese logistics base in the port of Lianyungang /Jiangsu Province, East China/, the land port “Khorgos – Eastern Gate” on the border of the two countries, and the international transit motor corridor “Western Europe – Western China” have been put into operation.
D. Kozhakhmetov believes that these facilities have become the basis for building a modern logistics infrastructure between the two countries. And the container hub in Aktau is a logical continuation of joint work.

Moscow, June 9 /Xinhua/ — Contacts with Ukraine need to continue, but there is no clear understanding yet about a new round of talks, Russian presidential press secretary Dmitry Peskov said on Monday.
“Now, depending on how the situation develops, the conversation should, in theory, turn to continuation and the next round of negotiations. There are no precise understandings on this matter yet,” TASS quotes him as saying.
As D. Peskov noted, Russia will continue contacts with Ukraine, despite significant changes in the vision of the essence of Kyiv after the recent attacks on railway tracks in the Bryansk and Kursk regions, which Moscow classified as terrorist attacks.

SHENYANG, June 9 (Xinhua) — More than 1,200 historical files related to Japan’s invasion during World War II were released by the provincial archives of Liaoning on Monday, International Archives Day, shedding new light on Japan’s invasion and occupation of China more than 80 years ago.
The files are archival catalogs of the South Manchuria Railways Co., which was founded in 1906 and ended in 1945. The colonial enterprise was believed to have bankrolled Japan’s militarist ambitions during the Chinese People’s War of Resistance against Japanese Aggression between 1931 and 1945.
Among the disclosed files are tables of the compensation for families of soldiers who died and were injured in the Mukden Incident on Sept. 18, 1931. The incident occurred when Japanese troops blew up a section of railway under their control near Shenyang and accused Chinese troops of sabotage as a pretext for attack. They bombarded Chinese barracks near Shenyang the same evening, beginning a large-scale invasion of northeast China.
Other files are related to events like the Lugou Bridge Incident and the Nanjing Massacre. “The files showed that the South Manchuria Railways Co. played a significant role in the Japanese invasion in China by gathering intelligence, supporting pro-Japanese forces, funding the war, participating in military activities and glorifying the aggression,” said Cong Longhai with the Liaoning provincial archives.
According to Cong, during its operation in China, the company has controlled the economic lifeline of northeast China, plundered mineral resources, and collected various intelligence.
“The files recorded the evidence of Japan’s invasion of China and are also unbreakable evidence written by the Japanese invaders themselves, which are of significant historical value,” he said.
This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression, and in the World Anti-Fascist War. By releasing the historical files, Cong hopes that they could further help uncover the inside story of Japan’s long-planned invasion of China, and tell the heroic deeds of the Chinese nation during that war, he added.

BEIJING, June 9 (Xinhua) — A Chinese defense spokesperson on Monday rebuked Britain for hyping up the so-called “China threat” in its recent strategic defense evaluation report.
Jiang Bin, a spokesperson for the Ministry of National Defense, made the remarks in response to a media inquiry regarding the document issued by the British government.
China adheres to the path of peaceful development and pursues a national defense policy that is defensive in nature. It has always been a defender, builder and contributor to security in the Asia-Pacific region, said Jiang.
He urged the British side to perceive China in a correct manner, objectively and rationally view China and its military development, and stop propagating the so-called “China threat.”
The British side should make more practical efforts to contribute to the growth of relations between the two countries and their militaries, Jiang added.

BEIJING, June 9 — A new batch of 52 archival documents have been listed as China’s documentary heritage, the National Archives Administration of China announced on Monday.
With the new inscription, the total number of registers on the country’s documentary heritage list has now reached 250.
The 52 newly added documents comprise paper records, stone inscriptions, as well as bamboo slips and woodblock printing plates.

China on Monday issued a set of guidelines on further safeguarding and improving public well-being, and resolutely addressing the most pressing concerns of the people.
The guidelines, jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, aim to promote a more equitable, balanced, inclusive, and accessible development of public services.
The guidelines stressed the need to provide social insurance subsidies to eligible university graduates and individuals facing employment difficulties.
The country will gradually adjust basic public services to ensure they are provided based on individuals’ permanent residence, according to the guidelines.
More than 1,000 high-quality general high schools will be newly built or expanded, with a focus on improving the basic educational conditions in county-level general high schools, according to the guidelines.
The guidelines also support the nighttime opening of cultural venues, such as museums, libraries and art galleries.
The guidelines further vowed to strengthen cross-departmental coordination and collaboration on major policies concerning people’s well-being.

Yet as fascination with America’s founding endures, controversy colors how the revolution is taught across the United States. From contested efforts by The New York Times “1619 Project” to put slavery at the center of America’s story, to attempts to limit teaching about race and racism, partisanship surrounds the teaching of American history. Anniversaries can inspire public passion, but they can also open old wounds.
As an American historian and a naturalized citizen of the United States, I regard the American Revolution with both personal and professional interest. The fact that I grew up in the United Kingdom amuses my students to no end whenever we discuss the Revolutionary War. Sometimes, in my British-accented English, I remind them I did not personally grow up with King George. Teaching history is encouraging students to think critically about the past without dictating what emotions they should feel – patriotic or otherwise.
Sadly, in the U.S., the sort of objective historical knowledge once taken for granted now appears to be waning. According to the National Assessment of Educational Progress, just 13% of eighth graders in 2023 ranked “proficient” in American history. A 2010 survey found that 26% of adults could not identify from whom America declared its independence, with China, Mexico and France among the responses.
America divorcing France would have been news to Gilbert du Motier, better known as the Marquis de Lafayette. His commitment to the new country not only helped secure its independence, but it also helped solidify American identity decades later.
Key alliance
A privileged aristocrat who served in both the American and French revolutions, Lafayette went to war at age 19. Commissioning and equipping his own expedition across the Atlantic in 1777, he fought in many battles against the British, including decisive action at Yorktown. Earning George Washington’s confidence, Lafayette attained the rank of major general in the Continental Army.

Lafayette’s enrollment in the U.S. military predated the 1778 alliance between his home country and the United States. Eventually, France’s alliance turned the tide against Great Britain on land and at sea. By the war’s end, the French had supplied some 12,000 soldiers, 22,000 sailors and dozens of warships to the American cause, plus huge financial resources. When Lafayette volunteered, however, he was one of just a few foreign volunteers – and the most acclaimed.
“Nowadays,” as historian Sarah Vowell conceded, Americans think of Lafayette as “a place, not a person.” But an abundance of cities, counties and thoroughfares named after the revolutionary hero attest to his former celebrity. During World War I, U.S. troops sailed to France under the slogan “Lafayette here we come,” promising to repay America’s debt of gratitude to France.
A growing country
Older Americans may recall the U.S. bicentennial of 1976, marked with much pageantry and even a state visit by Queen Elizabeth II. America’s semicentennial, however – the 50th anniversary of independence – played a far greater role shaping the idea of America in the minds of its citizens.
Lafayette starred in the buildup to this 1826 commemoration, the first of its kind at the national level. President James Monroe, a fellow veteran of the War of Independence, invited Lafayette to be “the guest of America,” honored as the last living major general of the Continental Army. Beginning in July 1824, at the age of 66, Lafayette embarked on a triumphal tour of all 24 states then comprising the union – nearly double the original 13.
As Lafayette headed west, borne by horse-drawn carriage, steamboat and canal barge, he journeyed across a changing America. Nowhere was America’s economic and demographic growth more evident than Cincinnati, where a crowd of 50,000 welcomed Lafayette in May 1825. Once a small frontier town, Cincinnati was growing faster than any comparably sized city in the nation: Its population increased from around 15,000 to roughly 115,000 in the quarter century following Lafayette’s visit.
He addressed his audience with emotion: “The highest reward that can be bestowed on a revolutionary veteran is to welcome him with a sight of the blessings which have issued from our struggle for independence, freedom and equal rights.”
Lafayette gave human face to America’s national commemoration. He granted citizens of frontier states like Ohio – hitherto excluded from the revolutionary narrative – license to celebrate themselves. High turnouts in western stops such as Cincinnati reflected enthusiasm for grand spectacles. They also reflected the growth of America’s print media, which had advertised his visit, and improved transportation in formerly remote regions of the country.
Lafayette’s tour culminated with a September 1825 state banquet in Washington, D.C., hosted by the new president, John Quincy Adams. Adams – the son of America’s second president, John Adams – praised “that tie of love, stronger than death,” connecting Lafayette “for the endless ages of time, with the name of Washington.”
Rose-colored glasses
The enthusiasm that welcomed Lafayette 200 years ago was authentic. But like all good history lessons, Lafayette’s legacy is open to interpretation.
His grand tour cemented the myth of “the Era of Good Feelings”: a golden age of American political harmony. In reality, the seeds of America’s civil war were already evident. Missouri’s 1820 admission to the union threatened the country’s precarious balance between states that opposed slavery and states that allowed it – a crisis Thomas Jefferson warned was “a fire bell in the night.”
Likewise, Lafayette’s lionization in the western United States coincided with the ongoing forced removal of Indigenous people. Ohio, for example, forcibly removed its last Native American tribe in 1843.
Despite the uses and abuses of historical memory and the aversion of modern historians toward hero-worship, Lafayette remains a charismatic figure – a “citizen of two worlds” who championed both abolitionism and women’s rights. I believe his fading public memory indicates a troubling amnesia. America’s anniversary offers the opportunity to reconsider his legacy, alongside revolutionary stories of Americans from all walks of life.
As Lafayette wrote home following the British army’s surrender in 1781: “Humanity has won its battle. Liberty now has a country.”

BEIJING, June 9 (Xinhua) — The number of China-Europe/Central Asia freight trains originating and returning from Zhejiang Province totaled 904 in the first five months of this year, up about 8 percent from the same period last year, according to the official website of the State Post Administration of China.
In particular, in January-May, 201 freight trains departed from the city of Jinhua in this province, with 113 trains arriving there on the return journey, and 348 trains departed from the city of Yiwu, with 242 trains arriving back.
China-Europe/Central Asia rail freight plays an important role in developing trade links between Zhejiang Province and Belt and Road countries. At present, the province has opened a total of 25 China-Europe regular rail freight routes, covering 160 cities in 50 countries and regions.

BEIJING, June 9 (Xinhua) — Chinese and Russian scientists have agreed to step up cooperation in the field of organosilicon polymers, according to the official website of Shandong University, which is located in Jinan, the capital of Shandong Province (East China).
From June 4 to 6, the university hosted a Chinese-Russian symposium on green organosilicon polymers. The ceremony was held by Feng Shengyu, a professor at the university’s Institute of Chemistry and Chemical Industry, and Aziz Muzafarov, an academician at the Russian Academy of Sciences (RAS).
The event was attended by more than one hundred people, including academicians and corresponding members of the Russian Academy of Sciences, professors from Zhejiang University, Nankai University, the Institute of Chemistry of the Chinese Academy of Sciences, as well as representatives of business circles.

BEIJING, June 9 (Xinhua) — A contingent of the Chinese People’s Liberation Army (PLA) will leave for Mongolia in mid-June to participate in the Han Quest 2025 multinational peacekeeping exercise, Defense Ministry spokesman Jiang Bin said Monday.
Chinese military personnel will take part in the exercises at the invitation of the Mongolian Defense Ministry, Jiang Bin said at a press conference.
He also announced that the 20th meeting of the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus) Working Group on Peacekeeping Operations will be held in Nanjing, east China’s Jiangsu Province, from June 11 to 14.

COLOMBO, June 9 (Xinhua) — More than 25,000 cases of dengue fever have been reported in Sri Lanka since the beginning of the year, the National Dengue Control Authority said on Monday.
A total of 25,055 cases and 13 deaths related to dengue fever have been recorded during this period, department specialist Priscilla Samaraweera said at a press conference.
More than 50 percent of cases were detected in the Western Province, the country’s most populous region, she said.
P. Samaraweera urged the public to eliminate mosquito breeding sites and take precautions during the morning and evening hours when dengue-transmitting mosquitoes are most active. –0–
