    VILNIUS, June 2 (Xinhua) — The Bucharest Nine (B9) summit was held in Lithuania’s capital Vilnius on Monday, where leaders of the B9 and Nordic countries announced their intention to gradually increase defense spending.

    A joint statement released by the Lithuanian President’s Office said the leaders were “moving towards the goal of allocating at least 5 percent of GDP” to defense and defense-related investments.

    The document, which enshrines the relevant commitment, was published following a meeting that was held under the joint chairmanship of the Presidents of Lithuania Gitanas Nausėda, Poland Andrzej Duda and Romania Nicusor Dan.

    The next Bucharest Nine summit is expected to take place next year in Romania. –0–

  • MIL-OSI Russia: Global trade tensions put pressure on labour markets: ILO director-general

    GENEVA, June 2 (Xinhua) — Growing tensions in global trade are taking a toll on labour markets around the world, International Labour Organization (ILO) Director-General Gilbert Houngbo said on Monday.

    Speaking at the opening of the 113th session of the International Labour Conference, J. Houngbo said that global employment forecasts for 2025 had been revised downwards, citing the ILO’s latest World Employment and Social Prospects report.

    According to the report, the expected number of new jobs worldwide was revised down to 53 million, which is 7 million fewer than forecast in October last year. Zhang Houngbo attributed this decline primarily to the slowdown in global economic growth amid rising trade tensions.

    The ILO Director-General also highlighted the growing impact of artificial intelligence on global labour markets, noting that jobs in highly digitalised sectors such as media, software development and finance face growing risks, while jobs involving routine physical labour are becoming increasingly vulnerable.

    The current session of the International Labour Conference runs until 13 June. Delegates from the ILO’s 187 member states will focus on issues such as preventing biological hazards, decent working conditions and proposed amendments to the Maritime Labour Convention. –0–

    Tashkent, June 2 (Xinhua) — From June 1 to 2, Vice Chairwoman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) Shen Yueyue visited Uzbekistan and took part in the 2nd China-Uzbekistan Interregional Forum, where she delivered a speech.

    During the visit, she met with the Prime Minister of Uzbekistan Abdulla Aripov, the Chairperson of the Senate of the Oliy Majlis (upper house of parliament) of Uzbekistan Tanzila Narbaeva, Deputy Prime Minister Jamshid Khodjaev, and also held a friendly exchange of views with Deputy Prime Minister Zulaykho Makhkamova.

    Shen Yueyue noted that under the strategic leadership of Chinese President Xi Jinping and Uzbek President Shavkat Mirziyoyev, the China-Uzbekistan all-weather comprehensive strategic partnership in the new era has entered an accelerated development trajectory. The Chinese side is ready to work with Uzbekistan to implement the agreements reached by the heads of the two states, strengthen political mutual trust, deepen all-round mutually beneficial cooperation, promote cultural and humanitarian exchanges, and jointly build a community of shared future for China and Uzbekistan from a higher starting point, bringing even more benefits to the two countries and their peoples, the vice-chairwoman of the CPPCC National Committee emphasized.

    Prime Minister A. Aripov, for his part, asked Shen Yueyue to convey sincere greetings to Premier of the State Council of the People’s Republic of China Li Qiang and noted that Uzbekistan and China are good partners, distinguished by mutual benefit and common gain, as well as reliable friends who support each other.   • MIL-OSI United Nations: 2 June 2025 Departmental update WHA78: Traditional medicine takes centre stage

    A major milestone was achieved on 26 May 2025, when the Member States agreed on the new WHO Global Traditional Medicine Strategy 2025–2034 to take forward the development of evidence-based practice of Traditional, Complementary and Integrative Medicine (TCIM) into the next decade. In discussing the  Strategy, Member States deliberated on crucial components for inclusion, such as establishing a robust evidence base for traditional medicine practices, developing regulatory mechanisms for quality and safety, creating integrated health-care service delivery models where appropriate, and ensuring qualified practitioners. 

    With the Strategy, the Assembly explicitly recognized not only the role of traditional knowledge of indigenous peoples but also the importance of upholding their rights, while promoting environmental sustainability and biodiversity conservation in the context of TCIM. 

    Under the 2025-2034 Strategy, WHO will assist Member States in strengthening the evidence base for TCIM, bolstering safety, quality and effectiveness, and, where appropriate, facilitating its integration into health systems while optimizing cross-sector collaboration. 

    The adoption of the Strategy capped an intensive two-year process of global and regional consultations. During the process, Member States, WHO at all three levels, stakeholders and partners, including indigenous representatives and representatives of the  World Intellectual Property Organization, provided over 1200 comments. Forty-seven  interventions were made during the discussion at the Assembly . All statements were positive, encouraging and supportive of the new Strategy. In addition, there were four interventions from non-State actors. 

    Building momentum 

    The adoption of the Strategy followed a series of high-profile side events during this year’s Assembly. 

    On 20 May 2025, ministers, global health leaders and experts gathered for the event titled “Improving Universal Health Coverage through the Implementation of the WHO Traditional Medicine Strategy 2025–2034”. hosted by China’s National Administration of Traditional Chinese Medicine in collaboration with Malaysia, Nepal, Saudi Arabia and Seychelles. The event underscored global momentum behind the Strategy and emphasized China’s influential contributions in policy, education, research and traditional medicine integration into the health-care system. 

    On 23 May 2025, India, together with 31 Member States of the Group of Friends of Traditional Medicine (GFTM), hosted a second official side event, entitled “Traditional Medicine: From Traditional Knowledge to Frontier Science, for Health for All”. The event highlighted India as a role model and success story for the GFTM countries.  With over 250 delegates in attendance, the event showcased national experiences and reaffirmed global commitment to traditional medicine.

    Private sector support 

    The role of private sector support for scaling up evidence-based interventions for traditional medicine was explored during a panel discussion on 20 May 2025, convened by the Geneva-based Health Innovation Exchange. 

    The event brought together high-level speakers, including: 

    • Dr Pierre Somsé, Minister of Public Health and Population of the Central African Republic;

    • Dr Benjamin Njoudalbaye, interim head of the African Union’s Africa Medicines Agency; 

    The panel underscored the need for innovative and sustainable financing models to scale up innovations, as well as related challenges, including the need for standardized frameworks to address regulatory gaps, protect indigenous knowledge and ensure equitable benefit-sharing. Also discussed was the ethical use of tools like artificial intelligence to validate and scale practices. 

    Delegates were united in the message that bridging gaps can accelerate the path to universal health coverage and produce more inclusive economies and improved planetary health. Watch the session here. 

    Launches and announcements 

    The World Health Assembly was also the setting for showcasing innovative tools. WHO launched the first-ever WHO Traditional, Complementary and Integrative Medicine (TCIM) Dashboards on 21 May 2025, featuring comprehensive global and country-level profiles. The project builds on insights from the Third WHO Global Survey on TCIM, conducted between April 2023 and March 2024, and marks a significant leap forward in WHO’s data modernization agenda. The new dashboards transform static survey data into a dynamic, real-time digital platform, empowering Member States to continuously update and manage their national TCIM data. 

    During the Assembly, the Government of India’s Ministry of Ayush signed a US$ 3 million Memorandum of Understanding with WHO to support the inclusion of Traditional Medicine in the International Classification of Health Interventions. This initiative will classify and standardize traditional Ayush medical practices like Ayurveda, Siddha and Unani, ensuring they are globally recognized within health-care data frameworks. WHO Director-General Dr Tedros Adhanom Ghebreyesus welcomed the agreement on social media, while Prime Minister Narendra Modi hailed it in his national radio address, Mann Ki Baat, as a proud milestone for India.

    Engaging with delegates 

    To promote awareness and visibility of WHO’s work on Traditional, Complementary and Integrative Medicine, “Ask Me” information stands were set up on 21 May 2025 during WHA78. These interactive hubs offered delegates and participants an opportunity to explore the WHO Traditional Medicine Strategy 2025–2034, the newly launched TCIM dashboards, and key areas of WHO’s ongoing work in TCIM.

    Looking ahead to the Global Summit 

    The adoption of the WHO Global Traditional Medicine Strategy 2025–2034 reflects a global consensus that TCIM, when validated and regulated, offers powerful solutions for advancing equity, inclusion and resilience in health care. As countries move from Strategy to action, the emphasis will be on building trust, supporting research and creating space for traditional medicine within national health plans. 

    The second WHO Global Traditional Medicine Summit, to be held in New Delhi on 2–4 December 2025, will be a key opportunity to align all stakeholders in joint action behind the goals of the Strategy, and to share evidence and best practices to accelerate learning and innovation.

    BEIJING, June 2 (Xinhua) — Former vice chairman of the Central Military Commission Xu Qiliang died of illness at the age of 75 in Beijing at 12:12 p.m. Monday, an official statement said.

    Xu Qiliang was also a member of the 18th and 19th Politburo of the Central Committee of the Communist Party of China (CPC) and was an outstanding member of the CPC, a time-tested and loyal fighter for the ideals of communism, a proletarian military leader and an outstanding leader of the People’s Liberation Army (PLA).

    Xu Qiliang entered the military in July 1966 and joined the CPC in July 1967. He was promoted to the rank of Air Force colonel general in June 2007. -0-

  • MIL-Evening Report: Trump’s steel tariffs are unlikely to have a big impact on Australia. But we could be hurt by what happens globally

    Just one day after the US Court of Appeals temporarily reinstated the Trump Administration’s Liberation Day tariffs of between 10% and 50% on nearly every country in the world, Trump announced tariffs on all US imports of steel and aluminium will increase from 25% to 50%.

    He told the rally of steel workers in Pennsylvania the increase would come into effect Wednesday US time.

    Trump said the increase “will even further secure the steel industry in the United States.” But Australia’s trade and tourism minister, Don Farrell, called them “unjustified and not the act of a friend” and “an act of economic self-harm that will only hurt consumers and businesses who rely on free and fair trade.”

    There was hope Australia would obtain an exemption from the original tariffs introduced in February. But it now seems clear Trump is intent on applying the tariffs across the board. And, unlike the Liberation Day tariffs, these are unlikely to face significant legal challenges.

    So, how will the steel tariffs affect Australians? To understand this, it is important to understand how it will affect the US and its other trading partners.

    The direct effect will be small

    As with the original 25% tariffs, the direct effect on Australian steel and aluminium producers will not be profound.

    Only about 10% of Australia’s steel and aluminium exports, and less than 1% of its overall production, goes to the US. Australia’s own BlueScope Steel’s North Star mill in Ohio is actually set to benefit from the tariffs.

    But most Australians will feel the effects of the tariffs through the indirect effects on US manufacturing and America’s trading partners.

    Impact on the US

    We know a lot about how US manufacturing will be affected because this has all happened before. In 2002, George W. Bush imposed tariffs of 8%-30% on steel products, before withdrawing them less than two years later. And Trump imposed tariffs of 25% on steel and 10% on aluminium in his first term.

    Research has shown the tariffs did slightly increase US metal production but at great cost. In addition to increasing prices for US consumers, as tariffs typically do, the Bush steel tariffs reduced overall employment, as manufacturers that use steel as an input laid off workers or went out of business.

    Further, while these tariffs were only in place for a short time, the affected US industries took years to recover, and many never have.

    The same thing happened with the tariffs from Trump’s first term, where any gains in steel and aluminium production were more than offset by losses in metal-consuming industries.

    For Australians, this means many products we buy from the US are going to get more expensive. This includes vehicles and aircraft as well as machinery and medical equipment used by Australian producers. And if the past is a guide, many products will simply become unavailable.

    Effects on trading partners

    While Australia does not export large amounts of steel and aluminium to US, other countries do. The higher tariffs will further depress the Canadian and Mexican metals industries, which can affect Australian industry in several ways.

    First, if North American consumers are buying less of everything, that reduces demand for Australia’s exports, both directly and indirectly as the reduced spending makes is way down the supply chain.

    Australia exports very little steel to the US so is less likely to be hurt by the direct impact of the tariffs.

    Second, the affected metals manufacturers will look for other markets for their products. Canada is not likely to flood Australia with cheap aluminium, but it may, for example, displace some of our exports to South Korea. And this is happening as the OECD is warning of excess steel capacity, driven in part by China’s outsized steel subsidies.

    But this is not all bad news for Australians. While local steel and aluminium producers will suffer from the diversion of supply from the US, a temporary fall in prices would offer some relief after the post-pandemic rise in building and infrastructure costs.

    Retaliatory tariffs

    On top of all these effects are the effects of retaliatory tariffs by other countries, as the EU has already threatened. Like the US tariffs, these tariffs will make consumers on both sides poorer, reducing demand for Australian exports. But they will open new markets as well. For example, China’s retaliatory tariffs on US almonds have caused a boom in Australian exports.

    The big question for Australia is how this will affect the price of iron ore, by far our largest export. So far, we have not seen major price swings. But if the latest salvo in Trump’s trade war causes the global economy to slow significantly, or if China backs off its steel subsidies, this could change.

    State of uncertainty

    And perhaps the most significant impact of the latest change in US tariff policy is the effect of ongoing uncertainty over US and global trade policy. Trade policy uncertainty reduces international trade flows and chills business investment.

    Whether a business is considering a venture dependent on an input that will be affected by tariffs or, like BlueScope’s Ohio steel mill, might stand to benefit from US tariffs, the uncertainty over what the policy will be tomorrow, let alone five years from now, will make any company hesitant to commit major funds.

    A case in point is Whyalla Steelworks, which has received a $2.4 billion rescue package and is currently in administration and seeking a buyer.

    With Donald Trump able to upend the global steel industry again at any moment, buyers will be thinking twice before investing billions of dollars, which is bad news for nearly everyone, not least of which the residents of Whyalla, who await the fate of a major local employer.

  • MIL-OSI Canada: Tribunal Continues Order—Thermoelectric Containers from China

    Ottawa, Ontario, June 2, 2025—The Canadian International Trade Tribunal today continued its order made on September 5, 2019, in expiry review RR‑2018‑004, concerning the dumping and subsidizing of certain thermoelectric containers originating in or exported from China.

    The Tribunal found that the expiry of the order was likely to result in injury. As such, the Tribunal continued its order. The Canada Border Services Agency will therefore continue to impose anti‑dumping and countervailing duties on these products.

    The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.

  • MIL-OSI Europe: Answer to a written question – US trade tariffs: measures to support the Greek fruit processing industry – E-001530/2025(ASW)

    The EU recently adopted countermeasures against the United States (U.S.) tariffs on steel and aluminium[1] but suspended those for 90 days[2] to allow sufficient space and time for negotiations towards a mutually satisfactory solution. Should these negotiations not be successful, the adopted countermeasures can automatically enter into force.

    The EU also continues preparatory work for possible further proportionate countermeasures in response to other additional U.S. import tariffs.

    The EU also has at its disposal internal measures to address impacts on EU agricultural producers from situations of market disturbance, including for Greek fruit producers and processing industry.

    M ore broadly, the Commission will continue to work on diversifying trade with other partners than the U.S.

    Regarding possible trade diversion from China caused by the U.S. tariffs, the Commission is monitoring imports closely to ensure that it detects in good time any potential increase in imports due to trade diversion.

    An Import Surveillance Task Force is set up for this purpose. Should there be any noticeable increase in Chinese imports, the EU will be ready to respond appropriately.

    U nder the EU-Türkiye trade regime for agricultural products, Türkiye’s liberalisation of agricultural trade towards the EU remains indeed more limited than the EU’s liberalisation towards Türkiye.

    A key objective of modernising the Customs Union with Türkiye would be to achieve mutually enhanced market access for trade in agricultural products. However, progress on this modernisation has been stalled when the Council ceased work on it in 2018.

    The Commission assesses on an ongoing basis possible security concerns associated with DeepSeek artificial intelligence (AI) models.

    Open-source general-purpose AI (GPAI) models, such as DeepSeek, placed on the EU market must comply with the GPAI obligations of the EU AI Act[1] if the models present systemic risks.

    These include technical documentation, model evaluations, assessment and mitigation of systemic risks, and cybersecurity protection. These rules enter into application on 2 August 2025 and will ensure that GPAI models available to EU users are safe and trustworthy.

    Moreover, any transfer of personal data to China by DeepSeek needs to take place in compliance with the EU’s General Data Protection Regulation (GDPR), which safeguards the fundamental right to privacy and personal data protection. The enforcement of the GDPR is the competence of the national data protection authorities in the Member States.

    The Commission also observes relevant developments in Member States and third countries . DeepSeek is banned on devices used in the Australian government and the Danish Parliament, while the Italian data protection authority blocked DeepSeek, as the model provider failed to comply with privacy rules. Taiwan advises against its use by government officials, and the United States are considering a government device ban.

    CAR-T therapies need to overcome current limitations to unlock promising treatment possibilities for solid tumors, says GlobalData

    CAR-Ts are revolutionizing the treatment of blood cancers, such as B-cell acute lymphocytic leukemia. However, their success has not yet extended to the realm of solid tumors, as no CAR-T therapy has advanced beyond Phase II in one of these indications. Overcoming current limitations and expanding the reach of CAR-T therapeutics could unlock promising new treatment possibilities for solid tumor patients, says GlobalData, a leading data and analytics company.

    As per GlobalData’s Drugs Database, CAR-T therapeutics are a leading type of T-cell immunotherapy, accounting for over half of the approvals in the oncology cell and gene therapy landscape. This therapeutic modality involves genetically engineering autologous or allogeneic T-cells to express a chimeric antigen receptor so they actively recognize and destroy cancerous cells. In total, 13 CAR-T therapies have received regulatory authorization, including the 2025 approval of Immuneel Therapeutics’ Qartemi (varnimcabtagene autoleucel), according to the GlobalData’s recent report “T-Cell Immunotherapy Landscape: Comprehensive Analysis of Current Drugs and Dynamics.”

    In terms of sales, Gilead’s Yescarta is the leading CAR-T. Having received FDA approval in 2017, this product generated $1.6 billion globally in 2024. Yescarta, like all other CAR-Ts on the market, treats blood cancers and is redefining treatment paradigms for indications like B-cell acute lymphocytic leukemia.

    Jasper Morley, Pharma Analyst at GlobalData, comments: “Solid tumors represent roughly 90% of all adult human cancers, including breast, lung, and pancreatic cancer. Despite significant success in the field of blood cancers, CAR-Ts have not experienced a similar level of success in solid tumors, as there have been no CAR-T approvals in related indications. So far, the most advanced stage for a CAR-T in a solid tumor is Phase II.”

    Currently, over 650 CAR-Ts are in active development for a solid tumor indication. Over 40% of these are in the preclinical stage, and only 80 (12%) products are in the most advanced stage, Phase II.

    Morley adds: “There are a variety of challenges associated with developing CAR-Ts to treat solid tumors. The heterogeneity of solid tumors and absence of specific tumor antigens, alongside the immunosuppressive tumor microenvironment, make it difficult for CAR-Ts to infiltrate and persist within the tumor. These challenges limit the efficacy of CAR-Ts when treating solid tumors, which is confirmed by GlobalData’s Drugs Intelligence database, as no CAR-T has ever successfully completed a Phase II trial and entered Phase III for a solid tumor.”

    Bristol Myers Squibb (BMS), which is a frontrunner in the CAR-T landscape, accounts for two of the 13 marketed products: Abecma (idecabtagene vicleucel) and Breyanzi (lisocabtagene maraleucel). It is also a joint leader in the solid tumor landscape, with 12 CAR-Ts in development. BMS is looking to extend the label for Breyanzi to solid tumors, as this product is currently in Phase II for primary and secondary central nervous system (CNS) lymphoma.

    Elsewhere, China-based Shenzhen Geno-Immune Medical Institute is matching BMS in the solid tumor pipeline, with 12 CAR-Ts in development. However, Shenzhen’s portfolio is more advanced, with 11 Phase II products, compared to only one for BMS; as such, Shenzhen may overtake BMS as the front-runner in this area.

    Morley concludes: “CAR-Ts have demonstrated remarkable potential, but so far, their success has remained confined to blood cancers with little success in other indications. Given the prevalence of solid tumors, overcoming the limitations of CAR-Ts in these indications is crucial, and as such, there is a strong focus on the CAR-T market in this area. Success could transform cancer treatment, providing new hope for patients and proving commercially beneficial for drugmakers.”

    HOUSTON — U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection seized 50,000 kilograms of di-cumyl peroxide, a chemical precursor used by drug traffickers to produce methamphetamines and other illicit narcotics, May 30 at the Port of Long Beach, California.

    The shipment, which originated in China and was destined for the Sinaloa Drug Cartel in Mexico, was identified as a result of an initiative launched by ICE in 2019 that leverages the agency’s extensive expertise in illicit cross-border trade and sophisticated analytical tools and techniques to identify suspicious shipments of chemical precursors from China, India and other source countries that are destined for the drug cartels in Mexico.

    “For far too long, the Mexican drug cartels have raked in billions of dollars at the expense of our local communities leaving nothing but addiction, death and despair in their wake,” said ICE Homeland Security Investigations Houston Special Agent in Charge Chad Plantz. “This initiative provides HSI with a game-changing method to stay one step ahead of the cartels by disrupting the flow of chemicals that they depend on to produce illicit narcotics.”

    Since the initiative first launched, it has led to the interdiction of more than 1,700,000 kilograms of chemicals used to manufacture methamphetamines and fentanyl. Just this past March, it led to the seizure of nearly 44,000 kilograms of glacial acetic acid at the Port of Houston, which was also destined for the Sinaloa Cartel. In addition to preventing the chemicals from reaching the cartels, the initiative has also helped expose the location of clandestine drug labs in Mexico. In conjunction with Mexican authorities, 13 drug labs operated by the Chapitos faction of the Sinaloa Cartel have been located and eliminated since January 2025 as a result of the initiative.

    Professor Sir Cato T. Laurencin, MD, Ph.D., KCSL, received the prestigious Bioactive Materials Lifetime Achievement Award at a ceremony held in May at a recognition ceremony in China. It was the highlight of the Westlake Advanced Regenerative Medicine Engineering Conference, which was the first international meeting on regenerative engineering, a field he founded and has pioneered.

    The Bioactive Materials Lifetime Achievement Award was established in 2020 to recognize excellence in research and development in the field. The award transcends individual honor, serving as a catalyst for advancing the field, fostering international collaboration, and inspiring innovation.

    Bioactive Materials is an international, peer-reviewed research publication covering all aspects of bioactive materials.

    The presentation ceremony was chaired by Prof. Zheng Yufeng of Peking University, editor-in-chief of Bioactive Materials. More than 300 experts and scholars from the global biomaterials and medical engineering fields convened to witness this milestone event. Bioactive materials have emerged as a core driver of medical revolution. At the event, Laurencin announced the beginning of the “Year of Regenerative Engineering.”

    Three eminent scholars spoke in celebration of Laurencin’s legacy and outstanding achievements in the field of regenerative engineering. Professor Robert Langer, F.R.Eng. Sc.D., (MIT), gave a moving tribute, “Dr. Laurencin is a distinguished scientist who has made groundbreaking discoveries in regenerative engineering, trained generations of students, demonstrated leadership across universities and globally, and inspired countless individuals as a role model.”

    Professor Liu Changsheng (Shanghai University), a 2021 Inaugural Lifetime Achievement Award recipient, noted, As a pioneer in regenerative engineering, Professor Laurencin has driven the integration of engineering and biology, enabled clinical translation of technologies, and pioneered polymeric biomaterials for musculoskeletal repair. His contributions are profound, and this award is well-deserved.”

    Professor Guillermo Ameer (Northwestern University) a 2022 Bioactive Materials Lifetime Achievement Award recipient said, “We look to Dr. Laurencin to continue leading the field of regenerative engineering as a role model, bridging gaps and advocating for equity for those with limited resources.”

    At UConn Laurencin is the University Professor and Albert and Wilda Van Dusen Distinguished Endowed Professor of Orthopaedic Surgery at UConn School of Medicine, professor of Chemical and Biomolecular Engineering, professor of Materials Science and Engineering, and professor of Biomedical Engineering at the University of Connecticut. He is the chief executive officer of The Cato T. Laurencin Institute for Regenerative Engineering, a cross-university institute created and named in his honor at the University of Connecticut.

    Laurencin is the founder and pioneer of the field of Regenerative Engineering. He is an expert in biomaterials science, stem cell technology, and nanotechnology and was named one of the 100 Engineers of the Modern Era by the American Institute of Chemical Engineers. He received the Founder’s Award (highest award) from the Society for Biomaterials, the Von Hippel Award (highest award) from the Materials Research Society, and the James Bailey Award (highest award) from the Society for Biological Engineering and the Priestley Medal (highest award) from the American Chemical Society. He received the NIH Director’s Pioneer Award, NIH’s highest and most prestigious research award, for his field of Regenerative Engineering and the National Science Foundation’s Emerging Frontiers in Research and Innovation Grant Award.  Laurencin is the editor-in-chief of Regenerative Engineering and Translational Medicine, published by Springer Nature, and is the founder of the Regenerative Engineering Society. He is a fellow of the American Chemical Society, a fellow of the American Institute of Chemical Engineers, a fellow of the Biomedical Engineering Society, a fellow of the Materials Research Society, and a AAAS fellow. The American Association for the Advancement of Science awarded Laurencin the Philip Hauge Abelson Prize given ‘for signal contributions to the advancement of science in the United States’.

    Laurencin is an elected member of the National Academy of Sciences, an elected member of the National Academy of Engineering, an elected member of the National Academy of Medicine, and an elected fellow of the National Academy of Inventors. He is the first surgeon in history elected to all four of these academies. He is an elected fellow of the American Academy of Arts and Sciences and an elected fellow of the American Association for the Advancement of Science.   • MIL-OSI Security: Second Defendant Pleads Guilty For Fraudulently Obtaining Millions In Public Benefits And Laundering Proceeds To China

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Carlos A. Grijalva, age 59, of Simi Valley, California, pleaded guilty before United States District Judge Jennifer P. Wilson to one count of conspiracy to launder monetary instruments in the amount of approximately $46.4 million.

    Grijalva is the second defendant to plead guilty in connection with this case, following the guilty plea of Bruce Jin in January 2025. In April 2025, Grijalva, along with a third defendant, Brian R. Cleland, was charged in a superseding indictment with conspiracy to launder monetary instruments and other offenses, after charges were originally filed against all three defendants in August 2023.

    According to Acting United States Attorney John C. Gurganus, Grijalva admitted that, from 2021 to early 2022, he, Cleland, and Jin, along with other unnamed coconspirators, agreed to launder state unemployment compensation funds that they knew had been obtained through fraud. Grijalva also admitted that he and the others entered into a series of agreements that made it appear as if they were operating legitimate businesses selling masks and other COVID19 personal protective equipment while knowing that the funds obtained and laundered through their companies were derived from fraudulently obtained state unemployment compensation (“UC”) benefits.

    Grijalva also admitted to knowing that bank accounts of identity theft victims were unlawfully accessed across the United States and that fraudulent UC claims were generated and paid to these accounts. Grijalva understood that this fraudulent activity was being conducted by fraudsters located in China. Through this pattern of financial activity, tens of millions of dollars of fraudulent UC payments were issued to accounts by the Pennsylvania Treasury Department and other state treasuries around the United States.

    Grijalva also admitted that he and Cleland then provided the bank account information of these identity theft victims to payment processing companies to generate ACH payments to accounts controlled by him and Cleland. The bank account information being provided to him and Cleland, including account numbers and routing numbers, was likewise from an individual in China, known in the superseding indictment as “COCONSPIRATOR 2.” As a result of this fraudulent activity, Grijalva and Cleland obtained over $46 million in fraudulently obtained funds. Grijalva admitted that he and Cleland discussed, on a number of occasions, that the supposed sale of COVID-19-related PPE would be their cover story for this financial activity.

    After that, Cleland and Grijalva, using a number of different bank accounts, transferred over $30 million to companies controlled by Bruce Jin, as well as transferring additional funds to an individual known as “COCONSPIRATOR 1” in the superseding indictment. Grijalva admitted that he and Cleland made transfers to Jin knowing that Jin would, in turn, transfer at least a portion of these funds to parties located in China.

    Grijalva also admitted that he and Cleland each made an estimated $2.2 million dollars in personal profit from the scheme.

    Grijalva agreed to certain property forfeitures as part of his plea agreement, including approximately $46.4 million in US currency, as well as the contents of several bank accounts and real properties located in Hawaii and California that were purchased using funds traceable to the charged offenses. One of these properties, located in California, was purchased in the name of one of Grijalva’s family members.

    Jin has been detained since his arrest in August 2023 and is awaiting sentencing. Cleland has pleaded not guilty to the charged offenses and is awaiting trial.

    The case was investigated by the Federal Bureau of Investigation and the U.S. Department of Labor, Office of Inspector General. Assistant U.S. Attorneys Ravi Romel Sharma and K. Wesley Mishoe and Trial Attorney Patrick B. Gushue of the Department of Justice’s Money Laundering & Asset Recovery Section, Bank Integrity Unit, are prosecuting the case. 

    The U.S. Attorney General previously established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud.     The maximum penalty for conspiracy to launder monetary instruments is 20 years of imprisonment, a term of supervised release following imprisonment, and a fine.

    A sentence following a finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines. All persons charged are presumed to be innocent unless and until found guilty in court.

      Xu, who had served as a member of the Political Bureau of the 18th and 19th Central Committees of the Communist Party of China (CPC) and vice chairman of the Central Military Commission, was extolled in the statement as an excellent CPC member, a time-tested and loyal communist soldier, a proletarian military strategist, and an outstanding leader of the People’s Liberation Army (PLA).

      Xu joined the PLA in July 1966, joined the CPC in July 1967, and was awarded the rank of Air Force General in June 2007.

This patent provides coverage for combination cellular immunotherapy compositions  and methods of use for CER-1236. The patent covers combination of a chimeric engulfment receptor CD4+ T cell (CD4+ CER-T cell) with a chimeric antigen receptor CD8+  T cell (CD8+ CAR-T cell) or T cell receptor CD8+ T cell (CD8+ TCR-T cell), and their use to treat cancer. This type of combination therapy could be an exciting avenue to complement the CER-T cell technology with other powerful anti-cancer therapies.   • MIL-OSI Global: Africa’s new credit rating agency could change the rules of the game. Here’s how

    For governments, a credit rating is more than a financial signal. It is a verdict that can influence the cost of borrowing, access to markets and, ultimately, the ability to provide for their citizens.

    Rating decisions are made behind closed doors in a private process that isn’t open to assessment or scrutiny.

    For African countries, this opacity can be especially damaging. When rating decisions lack transparency, it’s impossible to challenge potential biases or inconsistencies in methodology that put developing economies at a disadvantage. The result is higher borrowing costs that drain resources from healthcare, education and infrastructure investment.

    Africa’s new credit rating agency has the chance to change this. The African Credit Rating Agency is an initiative under development by the African Union and its partners. It is more than a new entrant; it is an attempt to rethink how financial authority is earned, exercised and scrutinised. The new agency plans to introduce transparent governance structures that could revolutionise rating methodology.

    As a researcher who has looked closely at the working of rating agencies, I believe this opportunity to bring transparency to financial governance isn’t just about better ratings. It’s a step towards economic sovereignty.

    Success for the African Credit Rating Agency shouldn’t be measured by whether it displaces the “big three” rating agencies (Standard & Poor’s, Moody’s and Fitch). The real question isn’t whether an African agency can compete, but rather whether it can show the world how to rate credit differently.

    A flawed process

    The three big agencies do publish their methodologies – their criteria and risk models. This creates an illusion of transparency. Yet the final judgments emerge from committee meetings that produce no public record, no accountability, and no right of meaningful appeal.

    These rating committees typically comprise five to 10 analysts who meet in closed sessions to make each sovereign rating decision. S&P, Moody’s and Fitch each operate internal rating committees for every sovereign rating decision. The deliberations, dissenting views, and specific reasoning behind final votes remain confidential. Only a brief summary is provided with a rating decision.

    Research has shown that credit rating agencies are more accurate at assessing the creditworthiness of advanced economies than developing economies. There have also been studies on the discrepancy between what is expected when the public methodologies are applied and what the agencies actually rate. These studies have been done for economies like Hong Kong and China, but no equivalent research has yet been undertaken for African sovereigns.

    This discrepancy exposes an accountability void. When methodology-based predictions miss the mark, we must question what happens in those committee rooms. Especially when African nations are being assessed by analysts stationed continents away, with limited understanding of local economic and political realities.

    The African Credit Rating Agency could make three changes to the way ratings are done:

    • through public deliberations

    • by forming hybrid committees

    • with technological intervention.

    First, it could release committee transcripts within 30 days of each decision. This would give markets and governments unprecedented insight into rating rationales. This isn’t radical – central banks already publish meeting minutes, and courts publish opinions with dissenting views.

    Second, it could pioneer panels that include not only rating analysts, but regional economists, sectoral specialists, and even civil society observers. All with recorded votes. This diversified expertise would disrupt “group think” while capturing nuances of African economies that traditional agencies overlook.

    I have examined this idea from the perspective of injecting climate and sustainability-related expertise into credit rating committees. I believe this is a crucial step to take to evolve the concept of the credit rating committee.

    Third, the agency could use artificial intelligence to analyse patterns across committee discussions, flagging potential regional biases or inconsistent methodology application. It might be able to use secure digital ledgers to create unchangeable records of decisions.

    Why the big three keep it closed

    The industry thrives on privacy – protecting proprietary methodologies and shielding decisions from external challenge. And the natural oligopoly (a market dominated by a few large players due to high entry barriers, reinforced by market preference for predictability) helps it stay that way.

    The sovereign credit ratings of the three big agencies are built on quantitative and qualitative factors. But research shows that sovereign ratings are subjected to qualitative understandings. This puts developing economies at a disadvantage when agencies demonstrate pro-western biases because they lack data or knowledge.

    The impact of a credit rating downgrade for a sovereign borrower is usually multifaceted. Research shows that a single-notch downgrade can raise borrowing costs by more than 100 basis points, equivalent to an extra US$100 million annually on a US$10 billion bond.

    Investors prefer fewer, stronger signals rather than many competing views. So there’s little incentive for established players to change. The African Credit Rating Agency, as a new entrant, can offer something the incumbents won’t: governance innovation that serves both markets and nations.

    Radical openness will shake markets, at least at first. Committee members might face political pressure. Transparency alone doesn’t guarantee fair outcomes.

    But the world already demands transparency from central banks and constitutional courts. Why accept anything less from institutions that shape sovereign destiny?

    Next steps

    By 2050, one in four people on Earth will be African. The financial architecture serving them must evolve towards systems that recognise the continent’s unique strengths.

    Opening the rating committee to view represents more than technical reform – it’s about shifting who holds power in global finance. If it does this, the African agency won’t just deliver better ratings; it will model how global finance can be governed more justly.

    Cybersecurity experts and policymakers from Eastern and South-Eastern Europe, Central Asia, South Caucasus and Mongolia explored cyber norms and confidence-building measures (CBMs) at a workshop in Ulaanbaatar, Mongolia, organized by the OSCE Transnational Threats Department on 27 and 28 May.
    The 21 workshop participants discussed the use of and nexus between CBMs — a key element of how states build transparency, co-operation and trust in cyberspace — and cyber norms, which set standards for responsible state conduct.
    “The OSCE is the first regional organization to develop and adopt CBMs for cyberspace, providing practical steps and voluntary actions designed to increase transparency, foster communication and build trust. This workshop has been designed with a cross-regional perspective, particularly seeking to highlight good practices from the ASEAN region. I am pleased that we have many expert speakers from ASEAN and the OSCE contributing their valuable insight,” said Alena Kupchyna, OSCE Co-ordinator of Activities to Address Transnational Threats, in her opening remarks.
    Through expert-led discussions, the workshop explored national and regional strategies and challenges, highlighting areas for possible future joint efforts. It also facilitated an inter-regional exchange of good practices with experts from Southeast Asia and provided a platform for closer co-operation.
    “Mongolia attaches great importance to international collaboration, mutual trust, and the exchange of best practices, which are more vital than ever in safeguarding the integrity and resilience of our shared cyberspace. We have been a steadfast supporter and active participant in confidence-building measures led by the United Nations, the OSCE, and the ASEAN Regional Forum, contributing to regional peace, trust, and security,” said P. Altan-Od, State Secretary of the Ministry of Digital Development, Innovation and Communications of Mongolia.
    During an exercise involving a fictitious cyber incident, participants put their theoretical knowledge to the test. They explored how to use international norms and CBMs during an incident and the role of national preparedness and regional co-operation in responding to cyber threats.
    “Cyber confidence-building measures are not just diplomatic niceties — they are essential instruments of peace and security in the digital age. As the cyber domain continues to grow in importance, the need for structured, co-operative approaches to prevent conflict and enhance collective resilience is urgent,” said Marius Stucki, Counsellor, Deputy Head of the Political Section of the Embassy of Switzerland in the People’s Republic of China.
    The workshop was delivered as part of the OSCE extrabudgetary project, “Activities and customized support for the implementation of OSCE cyber/ICT security confidence-building measures”, with financial support from Switzerland.

  • Hard work clearly visible: PM Modi hails India’s athletics champions

    Prime Minister Narendra Modi praised the Indian athletes for their stellar performance at the recently concluded 2025 Asian Athletics Championships, stating that their “hard work and determination were clearly visible” throughout the tournament.

    India secured a total of 24 medals — eight gold, 10 silver, and six bronze — at the continental meet held in Gumi, South Korea, finishing second in the final medal tally behind China.

    “India is proud of our contingent for their stupendous performance at the recently held 2025 Asian Athletics Championships in South Korea. The hard work and determination of every athlete were clearly visible throughout the tournament. Best wishes to the athletes for their future endeavours,” PM Modi posted on X.

    More than 60 Indian athletes participated in the competition, held from May 27 to 31. The 26th edition of the championships featured over 2,000 athletes, with Indians competing across 30 medal events — 15 for men, 14 for women, and one mixed team event — during the five-day event.

    Servin Sebastian opened India’s medal tally with a bronze in the men’s 20km race walk on Day 1.

    Gulveer Singh clinched India’s first gold medal in the men’s 10,000m and followed it up with another gold in the 5,000m event. Rupal Chaudhary became the first Indian woman to win a medal at the championships with a silver in the 400m race.

    The Indian 4x400m mixed relay team successfully defended their title, while the women’s 4x400m relay team also claimed gold.

    Jyothi Yarraji retained her women’s 100m hurdles crown with a strong finish, while Avinash Sable became the first Indian man in 36 years to win a steeplechase gold at the Asian Athletics Championships.

    Animesh Kujur (200m) and Parul Chaudhary (3000m steeplechase) set new national records in their respective events.

    Tejaswin Shankar made history by becoming the first Indian to win two medals in the decathlon at the Asian Athletics Championships. He scored 7,618 points to earn silver, adding to his bronze from the 2023 edition.

    In the women’s long jump, Ancy Sojan (6.33m) and Shaili Singh (6.30m) secured silver and bronze, respectively.

  • MIL-OSI Asia-Pac: 15th National Games Fencing test event concludes

         The National Games Coordination Office (Hong Kong) (NGCO) said today (June 1) that the 15th National Games (NG) Fencing test event held at Kai Tak Arena, Kai Tak Sports Park on May 31 and June 1 has concluded.
     
         The two-day test event, which was also the Challenge Cups Fencing Championships, consisted of men’s and women’s épée, foil and sabre competitions featuring the open and veteran divisions. Over 500 athletes competed in all six event categories.
     
         The test event covered a wide array of testing areas, including event operations and procedures, competition organisation, venue setup, sports and prize presentations, information systems, medical services, volunteer services and broadcast arrangements.
     
    The Head of the NGCO, Mr Yeung Tak-keung, said that this test event is the first fencing event ever held in the Kai Tak Sports Park. Both venue facilities and competition arrangements have achieved the expected results. Since last November, Hong Kong has completed test events for all eight NG competition events. The General Administration of Sport of China has recently announced the competition schedule for the 15th NG, and the competition events in Hong Kong will be held from October 31 to November 20. The NGCO is making thorough preparations for the events. Mr Yeung also expressed gratitude to all related government departments and organisations for their assistance and support.
