  • MIL-OSI China: Seminar urges growth of people’s well-being on both sides of Taiwan Strait

    A seminar on cross-Strait relations opened in Shanghai on Saturday, with more than 160 personages and experts from both sides of the Taiwan Strait in attendance.

    The two-day event features a series of discussions focusing on the advancement of Chinese modernization and the shared well-being of people from both sides of the Strait.

    Qiu Kaiming, vice director of the State Council Taiwan Affairs Office, affirmed that China is fully capable of addressing various risks and challenges. He emphasized that China has the ability to ensure the shared well-being of people on both sides of the Strait, and to thwart “Taiwan independence” separatist activities and external interference.

    Qiu called on all Taiwan compatriots to recognize where Taiwan’s future and their interests lie, and to advance national reunification and rejuvenation alongside their mainland compatriots.

    Experts at the seminar highlighted that the mainland’s economy is built on a solid foundation, marked by resilience and vast potential. They expressed confidence in the mainland’s ability to handle challenges and continue advancing toward the rejuvenation of the Chinese nation.

    Since Lai Ching-te assumed office as Taiwan’s leader, he has made increasingly provocative moves, undermining the well-being of people in Taiwan, seminar participants said.

    They called for efforts to oppose separatist activities aimed at “Taiwan independence,” and to deepen cross-Strait exchange and cooperation.

  • MIL-OSI China: Macao port of Hong Kong-Zhuhai-Macao Bridge welcomes 10M passengers since January

    The Macao Port of the Hong Kong-Zhuhai-Macao Bridge has welcomed 10 million inbound and outbound passengers since January, official data showed on Friday.

    As of 3 a.m. on Friday, the number surpassed 10 million, according to the data from the Macao Special Administrative Region (SAR)’s Public Security Police Force (CPSP).

    The average daily cross-border passenger volume at the port in the period this year reached 78,000, an increase of 11.1 percent compared to the same period last year.

    This year’s 10-million mark was reached 13 days earlier than in 2024. According to the CPSP, the growing passenger flow reflects increasingly frequent cross-border movement and highlights the bridge’s role in promoting integration within the Guangdong-Hong Kong-Macao Greater Bay Area.

    Regarding distribution, 50.5 percent of travelers passed through the Hong Kong-Macao hall, 15 percent through the Zhuhai-Macao hall, and 34.5 percent used vehicle channels.

    As the greater bay area develops, the bridge has solidified its position as a vital transportation hub.

    Pakistan and India announced on Saturday that they agreed on a ceasefire.

    The announcement came following four days of military strikes on each other.

    Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar said on Saturday that Pakistan and India have agreed on a ceasefire with immediate effect.

    “Pakistan has always strived for peace and security in the region, without compromising on its sovereignty and territorial integrity,” Dar said.

    He said that after the recent escalation and military activities on both sides, several countries, including the U.S., Turkey, and Saudi Arabia, were in contact with Pakistan.

    Diplomatic efforts were underway throughout the day, following which a ceasefire agreement was reached, he added.

    Meanwhile, Indian Foreign Secretary Vikram Misri said on Saturday that the two countries agreed to observe a ceasefire and end military actions on their borders and Line of Control (LoC).

    “Pakistan (Director General of Military Operations, or DGMO) called the DGMO of India at 15:35 local time earlier this afternoon. It was agreed between them that both sides would stop all firing and military action on land, in the air and sea with effect from 17:00 local time today. Instructions have been given on both sides to give effect to this understanding,” Misri said at a press briefing in New Delhi.

    According to Misri, the DGMOs will talk again on May 12 at 12:00 local time.

    On Wednesday, India launched airstrikes on Pakistani targets to avenge last month’s killing of 26 people by gunmen in Pahalgam town, about 89 km east of Srinagar, the summer capital of the Indian-controlled Kashmir.

    The situation along the LoC dividing Kashmir had been tense as troops of India and Pakistan deployed on both sides of the ceasefire line were engaged in an exchange of fire and artillery.

  • MIL-OSI China: Gazans reject U.S.-Israeli aid distribution plan, call for enhanced UN role

    A joint U.S.-Israeli initiative to distribute humanitarian aid in the Gaza Strip has triggered strong backlash from Gazans, who say the plan undermines their dignity and sidelines established international relief channels.

    Palestinians displaced by months of conflict voiced deep mistrust of the effort, accusing Washington and Tel Aviv of politicizing aid delivery amid a worsening humanitarian crisis.

    “Since we were forced to flee south at the start of the war, we’ve endured hunger, deprivation, and fear,” said Mohammed al-Ajrami, a displaced resident of Gaza City. “People here have little trust in any initiative involving the same actors they hold responsible for their suffering.”

    “What we want is aid that preserves our dignity,” he told Xinhua. “International institutions like the United Nations have treated us with humanity. We don’t want conditional aid tied to political or military oversight.”

    Similar sentiments were echoed by Salah al-Ja’farawi, also from Gaza City. “After 18 years of blockade and over 19 months of war, people will not accept aid that comes at the expense of their dignity,” he said. “Emergency help is one thing, but if the long-term plan is to erode our rights, it will not be accepted.”

    The aid plan, announced this week by U.S. Ambassador to Israel Mike Huckabee, aims to provide food to roughly 1.2 million people — about 60 percent of Gaza’s population — through four distribution centers inside the enclave. The operation will be managed by a newly established private entity, the Gaza Humanitarian Foundation, and secured by U.S. contractors, with the Israeli military guarding the perimeter.

    Speaking at a briefing in Jerusalem on Friday, Huckabee said the objective was to prevent Hamas from diverting aid, reiterating longstanding Israeli claims that the group exploits humanitarian supplies.

    But in Gaza, many view the plan as an extension of foreign control. Rami al-Najjar, a local humanitarian worker, said aid should be delivered through neutral channels.

    “People trust international organizations to distribute aid professionally, without political agendas,” he said. “Introducing military actors into this process sends the wrong message.”

    The United Nations and other humanitarian agencies have repeatedly warned against politicizing aid and confirmed that, under existing mechanisms, most supplies have reached civilians despite logistical challenges.

    The situation in Gaza has sharply deteriorated in recent months. In March, Israel tightened its blockade, restricting shipments of food, medicine, and fuel. Aid agencies report worsening food insecurity, with rising malnutrition rates, particularly among women and children.

    Hussam al-Dajani, a Gaza-based political analyst, said the joint U.S.-Israeli plan appears driven by strategic considerations rather than humanitarian ones.

    “This initiative seems less about saving lives and more about reducing Hamas’s influence,” he said. “Locally, it’s viewed not as a humanitarian lifeline but as a new form of control.”

    He warned that using private contractors and foreign armies in aid delivery risks further alienating the population.

    “Palestinians see this as an attempt to manufacture dependency and enforce compliance. Aid should not be a tool of coercion,” he said.

    Dajani urged the United Nations to take the lead. “The UN has the mandate and the trust to deliver impartial relief. People here are calling for an international response free from political interference.”

  • MIL-OSI China: Chinese FM urges India, Pakistan to avoid escalating situation

    Chinese Foreign Minister Wang Yi expressed on Saturday his hope that India and Pakistan will remain calm and restrained, properly handle differences through dialogue and consultation, and avoid escalating the situation.

    When talking to India’s National Security Advisor Ajit Doval over phone, Wang, also a member of the Political Bureau of the Communist Party of China Central Committee and director of the Office of the Foreign Affairs Commission, said China supports and expects India and Pakistan to achieve a comprehensive and lasting ceasefire through consultation, which is in the fundamental interests of the two countries and meets the common aspiration of the international community.

    Wang also said that China condemns the terrorist attacks in Pahalgam area and opposes all forms of terrorism.

    Noting that the world is undergoing both transformation and upheaval, Wang said peace and stability in Asia are hard-won and deserve to be cherished, adding that India and Pakistan are neighbors that cannot be moved away, and that they are both neighbors of China.

    Doval said the attacks in Pahalgam area caused serious casualties for the Indian side, adding that India needs to take counter-terrorism actions.

    War is not the choice of the Indian side and is not in the interests of either side, he said, adding that both India and Pakistan will be committed to a ceasefire and look forward to restoring regional peace and stability as soon as possible.

  • MIL-OSI China: Xi reaffirms China’s commitment to friendly cooperation, international equity

    Chinese President Xi Jinping left here Saturday after paying a state visit to Russia and attending the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War.

    During bilateral meetings with leaders of several countries here Friday on the sidelines of the Victory Day celebrations, Xi reaffirmed China’s commitment to enhancing cooperation and strengthening ties with these countries, and emphasized the importance of upholding multilateralism and working together to address global challenges.

    REMEMBERING HISTORY

    On Friday, the Chinese president joined his Russian counterpart, Vladimir Putin, and leaders from more than 20 countries and international organizations to lay red flowers at the Tomb of the Unknown Soldier.

    The solemn ceremony marked a moment of remembering and paying tribute to those who perished in the Soviet Union’s Great Patriotic War.

    The Soviet Union was the principal theater of World War II in Europe, losing 27 million lives, while China was the main theater in Asia, suffering 35 million casualties in its resistance against the bulk of Japanese militarist forces.

    Together, the two countries were the mainstay of resistance against Japanese militarism and German Nazism, making pivotal contributions to the victory in the World Anti-Fascist War.

    This was the second time for Xi to attend Russia’s Victory Day celebrations. Ten years ago, he traveled to Moscow for the 70th anniversary. In the same year, Putin also attended China’s Victory Day parade on Sept. 3 in Beijing to commemorate the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War.

    The past decade has been one of profound turbulence and transformation in the international landscape, Xi noted when meeting the press with Putin on Thursday.

    In the face of the changes of the world, of the times and of historical significance, China and Russia should keep a firm grasp on the development direction of bilateral ties and the general trend of the development of human society, Xi said, calling for greater joint efforts in safeguarding international fairness and justice.

    Ahead of Xi’s visit, Russian media published the Chinese leader’s signed article titled “Learning from History to Build Together a Brighter Future.”

    “Indeed, historical memory and truth will not fade with the passage of time. They serve as inspirations that mirror the present and illuminate the future. We must learn from history, especially the hard lessons of the Second World War,” he wrote.

    IRONCLAD FRIENDSHIPS

    During bilateral meetings with Venezuelan, Cuban and Serbian leaders attending Russia’s Victory Day celebrations, Xi reaffirmed ironclad friendships between China and the three countries, emphasizing the importance of deepening cooperation in various sectors.

    In his meeting with Venezuelan President Nicolas Maduro, Xi noted that China and Venezuela have forged an ironclad friendship amid the changing international situation.

    Since the two countries elevated bilateral relations to an all-weather strategic partnership in 2023, exchanges across various sectors and at all levels have been vigorous, bilateral trade has grown continuously, new progress has been made in investment cooperation and people-to-people exchanges, and friendship between the two sides has become increasingly popular among the two peoples, Xi said.

    He said China has always viewed and developed relations with Venezuela from a strategic and long-term perspective and is willing to enhance the exchange of governance experience with Venezuela, continue to deepen practical cooperation in various areas and take bilateral ties to new heights, so as to better benefit the two peoples.

    While meeting with Cuban President Miguel Diaz-Canel, Xi noted that this year marks the 65th anniversary of diplomatic ties between China and Cuba, adding that China is willing to further consolidate the ironclad friendship with Cuba, build a closer China-Cuba community with a shared future, and set an example of solidarity and cooperation among socialist countries and sincere mutual assistance among developing countries.

    Xi called on both sides to promote steady progress in exchanges at all levels and cooperation in various fields, and ensure that high-level political mutual trust always remains a distinct feature of relations between the two ruling parties and the two countries.

    In his meeting with Serbian President Aleksandar Vucic, Xi urged the two sides to carry forward the ironclad friendship, boost mutually beneficial cooperation and advance the high-quality building of a China-Serbia community with a shared future.

    China is ready to deepen strategic communication with Serbia, enhance mutual support, strengthen cooperation in trade and investment, continue supporting the construction and operation of relevant projects, give full play to their demonstrative effect, and achieve more outcomes that deliver mutual benefit and win-win results, Xi said.

    UPHOLDING MULTILATERALISM

    In these bilateral meetings on Friday, Xi also reaffirmed China’s commitment to multilateralism and international cooperation, and emphasized the importance of working together to address global challenges.

    During his meeting with Slovak Prime Minister Robert Fico, Xi said that China stands ready to work with Slovakia and other countries to jointly address challenges through solidarity and cooperation and safeguard international fairness and justice.

    Fico said that the Slovak side stands ready to join efforts with China to uphold multilateralism, safeguard free trade rules, and maintain the stability of global industrial and supply chains.

    During the meeting with Maduro, Xi said that China is ready to work with Venezuela and other Latin American countries to firmly uphold the UN-centered international system and the international order underpinned by international law.

    For his part, Maduro said that Venezuela is willing to strengthen coordination and cooperation with China to uphold multilateralism, defend international fairness and justice, and safeguard the common interests of the international community.

    In the meeting with Myanmar leader Min Aung Hlaing, Xi urged the two sides to jointly uphold the UN-centered international system and the international order underpinned by international law, and safeguard the legitimate rights and interests of developing countries.

    In the meeting with Diaz-Canel, Xi urged the two sides to enhance coordination and cooperation within such frameworks as the BRICS and the China-CELAC (Community of Latin American and Caribbean States) Forum, oppose power politics and unilateral bullying, and safeguard international fairness and justice.

    Diaz-Canel said Cuba supports the three major global initiatives proposed by China, and is willing to work with China to jointly oppose unilateralism and protectionism, and to safeguard the common interests of the international community.

    In his meeting with Serbia’s Vucic, Xi said China is ready to work with all countries in the world, including Serbia, to unite and cooperate to meet challenges, jointly safeguard world peace and international fairness and justice, safeguard the achievements of economic globalization, and promote the building of a community with a shared future for mankind.

    Vucic commends China’s steadfast support for multilateralism, noting that China’s visions and actions have bolstered the international community’s courage and confidence in safeguarding common interests.

    Serbia stands ready to unite with China in addressing the challenges posed by unilateralism and protectionism, Vucic added.

  • MIL-Evening Report: Indonesia’s Pacific manoeuvres – money, military, and silencing West Papua

    On April 24, 2025, Indonesia made a masterful geopolitical move. Jakarta granted Fiji US$6 million in financial aid and offered to cooperate with them on military training — a seemingly benign act of diplomacy that conceals a darker purpose.

    This strategic manoeuvre is the latest in Indonesia’s efforts to neutralise Pacific support for the independence movement in West Papua.

    “There’s no need to be burdened by debt,” declared Fiji Prime Minister Sitiveni Rabuka during the bilateral meeting at Jakarta’s Merdeka Palace.

    More significantly, he pledged Fiji’s respect for Indonesian sovereignty — diplomatic code for abandoning West Papua’s struggle for self-determination.

    This aligns perfectly with Indonesia’s Law No. 2 of 2023, which established frameworks for defence cooperation, including joint research, technology transfer, and military education, between the two nations.

    This is not merely a partnership — it is ideological assimilation.

    Indonesia’s financial generosity comes with unwritten expectations. By integrating Fijian forces into Indonesian military training programmes, Jakarta aims to export its “anti-separatist” doctrine, which frames Papuan resistance as a “criminal insurgency” rather than legitimate political expression.

    The US $6 million is not aid — it’s a strategic investment in regional complicity.

    Geopolitical chess in a fractured world
    Indonesia’s manoeuvres must be understood in the context of escalating global tensions.

    The rivalry between the US and China has transformed the Indo-Pacific into a strategic battleground, leaving Pacific Island nations caught between competing spheres of influence.

    Although Jakarta is officially “non-aligned,” it is playing both sides to secure its territorial ambitions.

    Its aid to Fiji is one move in a comprehensive regional strategy to diplomatically isolate West Papua.

    By strengthening economic and military ties with strategically positioned nations, Indonesia is systematically undermining Papuan representation in important forums such as the Pacific Islands Forum (PIF), the Melanesian Spearhead Group (MSG), and the United Nations.

    While the world focuses on superpower competition, Indonesia is quietly strengthening its position on what it considers an internal matter — effectively removing West Papua from international discourse.

    The Russian connection: Shadow alliances
    Another significant yet less examined relationship is Indonesia’s growing partnership with Russia, particularly in defence technology, intelligence sharing, and energy cooperation

    This relationship provides Jakarta with advanced military capabilities and reduces its dependence on Western powers and China.

    Russia’s unwavering support for territorial integrity, as evidenced by its position on Crimea and Ukraine, makes it an ideal partner for Indonesia’s West Papua policy.

    Moscow’s diplomatic support strengthens Jakarta’s argument that “separatist” movements are internal security issues rather than legitimate independence struggles.

    This strategic triangulation — balancing relations with Washington, Beijing, and Moscow– allows Indonesia to pursue regional dominance with minimal international backlash. Each superpower, focused on countering the others’ influence, overlooks Indonesia’s systematic suppression of Papuan self-determination.

    Institutionalising silence: Beyond diplomacy
    The practical consequence of Indonesia’s multidimensional strategy is the diplomatic isolation of West Papua. Historically positioned to advocate for Melanesian solidarity, Fiji now faces economic incentives to remain silent on Indonesian human rights abuses.

    A similar pattern emerges across the Pacific as Jakarta extends these types of arrangements to other regional players.

    It is not just about temporary diplomatic alignment; it is about the structural transformation of regional politics.

    When Pacific nations integrate their security apparatuses with Indonesia’s, they inevitably adopt Jakarta’s security narratives. Resistance movements are labelled “terrorist threats,” independence advocates are branded “destabilising elements,” and human rights concerns are dismissed as “foreign interference”.

    Most alarmingly, military cooperation provides Indonesia with channels to export its counterinsurgency techniques, which are frequently criticised by human rights organisations for their brutality.

    Security forces in the Pacific trained in these approaches may eventually use them against their own Papuan advocacy groups.

    The price of strategic loyalty
    For just US$6 million — a fraction of Indonesia’s defence budget — Jakarta purchases Fiji’s diplomatic loyalty, military alignment, and ideological compliance. This transaction exemplifies how economic incentives increasingly override moral considerations such as human rights, indigenous sovereignty, and decolonisation principles that once defined Pacific regionalism.

    Indonesia’s approach represents a sophisticated evolution in its foreign policy. No longer defensive about West Papua, Jakarta is now aggressively consolidating regional support, methodically closing avenues for international intervention, and systematically delegitimising Papuan voices on the global stage.

    Will the Pacific remember its soul?
    The path ahead for West Papua is becoming increasingly treacherous. Beyond domestic repression, the movement now faces waning international support as economic pragmatism supplants moral principle throughout the Pacific region.

    Unless Pacific nations reconnect with their anti-colonial heritage and the values that secured their independence, West Papua’s struggle risks fading into obscurity, overwhelmed by geopolitical calculations and economic incentives.

    The question facing the Pacific region is not simply about West Papua, but about regional identity itself. Will Pacific nations remain true to their foundational values of indigenous solidarity and decolonisation? Or will they sacrifice these principles on the altar of transactional diplomacy?

    The date April 24, 2025, may one day be remembered not only as the day Indonesia gave Fiji US$6 million but also as the day the Pacific began trading its moral authority for economic expediency, abandoning West Papua to perpetual colonisation in exchange for short-term gains.

    The Pacific is at a crossroads — it can either reclaim its voice or resign itself to becoming a theatre where greater powers dictate the fate of indigenous peoples. For West Papua, everything depends on which path is chosen.

    BEIJING, May 10 — Chinese President Xi Jinping’s visit to Russia has further consolidated the China-Russia comprehensive strategic partnership of coordination for a new era, led the world in jointly maintaining the postwar international order, and promoted the multi-polarization of the world and the reconstruction of the international political landscape, Chinese Foreign Minister Wang Yi said Saturday.

    At the invitation of Russian President Vladimir Putin, Xi paid a state visit to Russia and attended the celebrations marking the 80th anniversary of the victory in the Soviet Union’s Great Patriotic War from Wednesday to Saturday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said during a press briefing that Xi’s visit has great historical significance.

    During his visit, Xi and Putin had in-depth communication on issues of common concern for nearly 10 hours, Wang said, adding that the most important political outcome of the visit was the signing of a joint statement on deepening the China-Russia comprehensive strategic partnership of coordination for a new era by the two heads of state.

    The two sides agreed to continue expanding cooperation and to consolidate the foundation of economic, trade and energy cooperation, Wang said, adding that the two sides signed a new version of the investments protection agreement, effectively countering the countercurrent of protectionism.

    Regarding the Ukraine crisis, Xi noted that China welcomes all efforts conducive to peace, and believes it is important to accommodate the legitimate security concerns of all countries and eliminate the root causes of the crisis.

    Xi’s attendance at the May 9 Victory Day celebrations once again demonstrated China’s commitment to working with other countries to uphold a correct historical perspective on World War II (WWII) and jointly safeguard the postwar international order, Wang said.

    Amid a complex and turbulent international landscape, Xi said, China and Russia must firmly uphold the UN-centered international system and the international order underpinned by international law.

    Wang said that Taiwan’s restoration to China is a victorious outcome of WWII and an integral part of the postwar international order.

    No matter how the situation on the Taiwan island evolves or what troubles external forces may make, the historical trend toward China’s ultimate and inevitable reunification is unstoppable, Xi said.

    During his visit, Xi also had extensive contacts with political leaders from various countries attending the celebrations and held bilateral meetings with several national leaders from three continents, reaching broad consensus on firmly supporting each other, defending multilateralism and opposing power politics and bullying.

    During his meeting with Myanmar leader Min Aung Hlaing, Xi emphasized that the Chinese side supports Myanmar in safeguarding its sovereignty, independence, territorial integrity and national stability, and steadily advancing its domestic political agenda.

    While meeting with Cuban President Miguel Diaz-Canel and Venezuelan President Nicolas Maduro, respectively, Xi pointed out that Latin American and Caribbean States are sovereign and independent nations, not anyone’s backyard.

    Diaz-Canel and Maduro spoke highly of Xi’s vision of building a community with a shared future for mankind as well as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. They expressed readiness to work with China in opposing unilateralism and protectionism.

    GENEVA, May 10 — Senior leaders from China and Switzerland pledged on Friday to strengthen communication, uphold free trade, and accelerate talks to upgrade the two countries’ free trade agreement amid global challenges.

    Karin Keller-Sutter, president of the Swiss Confederation, and Guy Parmelin, vice president of the Swiss Federal Council, met with Chinese Vice Premier He Lifeng on Friday in Geneva, Switzerland.

    The vice premier conveyed greetings from Chinese leaders and delivered a signed letter from Chinese Premier Li Qiang. He noted that over the 75 years since the establishment of diplomatic relations between China and Switzerland, bilateral ties have grown increasingly mature and stable under the strategic guidance of both countries’ leaders.

    The two sides have achieved growing economic complementarity and fruitful outcomes in trade and investment, He added.

    The vice premier said that amid the current complex and severe international situation, China and Switzerland should enhance communication, build consensus, and work together to address challenges.

    Both sides should uphold free trade and open markets, accelerate negotiations on upgrading the bilateral free trade agreement for substantive progress, and contribute to global peace, stability, and economic prosperity, He said.

    Keller-Sutter said that Switzerland and China have maintained close high-level exchanges in recent years. She said Switzerland is ready to take the 75th anniversary of diplomatic ties as an opportunity to jointly make the Switzerland-China Year of Culture and Tourism a success.

    She added that the Swiss side will promote exchanges with China at all levels, deepen practical cooperation across various fields, and elevate bilateral relations to new heights.

    Parmelin said Switzerland supports multilateralism and free trade, and is willing to work with China to expedite negotiations on upgrading the free trade agreement to reach a more comprehensive and ambitious agreement at an early date, delivering greater benefits to businesses and the people of both countries.

    BEIJING, May 10 (Xinhua) — Chinese Foreign Minister Wang Yi on Saturday expressed hope that India and Pakistan will maintain calm and exercise restraint, properly resolve differences through dialogue and consultation, and avoid escalating the situation.

    In a telephone conversation with National Security Adviser to the Indian Prime Minister Ajit Doval, Wang Yi, who is also a member of the Political Bureau of the CPC Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, said China supports and hopes that India and Pakistan can reach a comprehensive and lasting ceasefire through consultations, which meets the fundamental interests of the two countries and the common aspirations of the international community.

    The head of the Chinese Foreign Ministry also said that China condemns the terrorist attack in the city of Pahalgam and opposes terrorism in any form.

    Noting that the current international situation is volatile and turbulent, Wang Yi noted that peace and stability in Asia did not come easy and deserves careful treatment, adding that India and Pakistan are inseparable neighbors, both of them are neighbors of China.

    A. Doval, for his part, said the Pahalgam attack had resulted in a large number of casualties on the Indian side, saying India needed to take counter-terrorism action.

    ISLAMABAD/NEW DELHI, May 10 (Xinhua) — Pakistan and India on Saturday announced a ceasefire agreement.

    The statement came after four days of mutual exchanges of military strikes.

    Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar said on Saturday that the two countries had agreed to a ceasefire with immediate effect.

    “Pakistan remains committed to peace and security in the region without compromising its sovereignty and territorial integrity,” he added.

    I. Dar said that after the recent escalation and military actions on both sides, several countries including the US, Turkey and Saudi Arabia have maintained contacts with Pakistan.

    Diplomatic efforts continued throughout the day, after which a ceasefire agreement was reached, he added.

    Meanwhile, Indian Foreign Minister Vikram Misri on Saturday said the two countries had agreed to observe the ceasefire and stop military operations on their borders and the Line of Control.

    “The Director General of Military Operations of Pakistan contacted his Indian counterpart at 3:35 pm local time today. During the talks, the two sides agreed to completely cease all forms of hostilities – on land, in the air and at sea – from 5 pm local time today. Relevant orders have already been issued to both sides to implement this agreement,” Misri said at a briefing in New Delhi.

    According to V. Misri, the directors general of military operations of the two countries will hold another conversation on May 12 at 12:00 local time. –0–

    Wang Yi, also a member of the Politburo of the CPC Central Committee, made these statements during a telephone conversation with Pakistan’s First Deputy Prime Minister and Foreign Minister Ishaq Dar, which took place at the initiative of the Pakistani side.

    China, being a common neighbour of Pakistan and India, is concerned about the escalation of conflict between the two countries, a Chinese diplomat said.

  • MIL-OSI Global: India-Pakistan ceasefire shouldn’t disguise fact that norms have changed in South Asia, making future de-escalation much harder

    India and Pakistan have seen the scenario play out before: a terror attack in which Indians are killed leads to a succession of escalatory tit-fot-tat measures that put South Asia on the brink of all-out war. And then there is a de-escalation.

    The broad contours of that pattern have played out in the most recent crisis, with the latest step being the announcement of a ceasefire on May 10, 2025.

    But in another important way, the flare-up – which began on April 22 with a deadly attack in Indian-controlled Kashmir, in which 26 people were killed – represents significant departures from the past. It involved direct missile exchanges targeting sites inside both territories and the use of advanced missile systems and drones by the two nuclear rivals for the first time.

    As a scholar of nuclear rivalries, especially between India and Pakistan, I have long been concerned that the erosion of international sovereignty norms, diminished U.S. interest and influence in the region and the stockpiling of advanced military and digital technologies have significantly raised the risk of rapid and uncontrolled escalation in the event of a trigger in South Asia.

    These changes have coincided with domestic political shifts in both countries. The pro-Hindu nationalism of Indian Prime Minister Narendra Modi’s government has heightened communal tensions in the country. Meanwhile Pakistan’s powerful army chief, Gen. Syed Asim Munir, has embraced the “two-nation theory,” which holds that Pakistan is a homeland for the subcontinent’s Muslims and India for Hindus.

    This religious framing was even seen in the naming of the two countries’ military operations. For India, it is “Operation Sindoor” – a reference to the red vermilion used by married Hindu women, and a provocative nod to the widows of the Kashmir attack. Pakistan called its counter-operation “Bunyan-un-Marsoos” – an Arabic phrase from the Quran meaning “a solid structure.”

    The role of Washington

    The India-Pakistan rivalry has cost tens of thousands of lives across multiple wars in 1947-48, 1965 and 1971. But since the late 1990s, whenever India and Pakistan approached the brink of war, a familiar de-escalation playbook unfolded: intense diplomacy, often led by the United States, would help defuse tensions.

    In 1999, President Bill Clinton’s direct mediation ended the Kargil conflict – a limited war triggered by Pakistani forces crossing the Line of Control into Indian-administered Kashmir – by pressing Pakistan for a withdrawal.

    Similarly, after the 2001 attack inside the Indian Parliament by terrorists allegedly linked to Pakistan-based groups Lashkar-e-Taiba and Jaish-e-Mohammed, U.S. Deputy Secretary of State Richard Armitage engaged in intense shuttle diplomacy between Islamabad and New Delhi, averting war.

    And after the 2008 Mumbai attacks, which saw 166 people killed by terrorists linked to Lashkar-e-Taiba, rapid and high-level American diplomatic involvement helped restrain India’s response and reduced the risk of an escalating conflict.

    As recently as 2019, during the Balakot crisis – which followed a suicide bombing in Pulwama, Kashmir, that killed 40 Indian security personnel – it was American diplomatic pressure that helped contain hostilities. Former Secretary of State Mike Pompeo later wrote in his memoirs, “I do not think the world properly knows just how close the India-Pakistan rivalry came to spilling over into a nuclear conflagration in February 2019.”

    A diplomatic void?

    Washington as peacemaker made sense: It had influence and a vested interest.

    During the Cold War, the U.S. formed a close alliance with Pakistan to counter India’s links with the Soviet Union. And after the 9/11 terror attacks, the U.S. poured tens of billions of dollars in military assistance into Pakistan as a frontline partner in the “war on terror.”

    Simultaneously, beginning in the early 2000s, the U.S. began cultivating India as a strategic partner.

    A stable Pakistan was a crucial partner in the U.S. war in Afghanistan; a friendly India was a strategic counterbalance to China. And this gave the U.S. both the motivation and credibility to act as an effective mediator during moments of India-Pakistan crisis.

    Today, however, America’s diplomatic attention has shifted significantly away from South Asia. The process began with the end of the Cold War, but accelerated dramatically after the U.S. withdrawal from Afghanistan in 2021. More recently, the wars in Ukraine and the Middle East have consumed Washington’s diplomatic efforts.

    Since President Donald Trump took office in January 2025, the U.S. has not appointed an ambassador in New Delhi or Islamabad, nor confirmed an assistant secretary of state for South and Central Asian Affairs – factors that must have hampered any mediating role for the United States.

    And while Trump said the May 10 ceasefire followed a “long night of talks mediated by the United States,” statements from India and Pakistan appeared to downplay U.S. involvement, focusing instead on the direct bilateral nature of negotiations.

    Should it transpire that Washington’s role as a mediator between Pakistan and India has been diminished, it is not immediately obvious who, if anyone, will fill the void. China, which has been trying to cultivate a role of mediator elsewhere, is not seen as a neutral mediator due to its close alliance with Pakistan and past border conflicts with India. Other regional powers like Iran and Saudi Arabia tried to step in during the latest crisis, but both lack the power clout of the U.S. or China.

    This absence of external mediation is not, of course, a problem in itself. Historically, foreign interference – particularly U.S. support for Pakistan during the Cold War – often complicated dynamics in South Asia by creating military imbalances and reinforcing hardline positions. But the past has shown external pressure – especially from Washington – can be effective.

    Breaking the norms

    The recent escalation unfolded against the backdrop of another dynamic: the erosion of international norms since the end of the Cold War and accelerating after 2001.

    America’s “war on terror” fundamentally challenged international legal frameworks through practices such as preemptive strikes against sovereign states, targeted drone killings and the “enhanced interrogation techniques” of detainees that many legal scholars classify as torture.

    More recently, Israel’s operations in Gaza, Lebanon and Syria have drawn widespread criticism for violations of international humanitarian law – but have resulted in limited consequences.

    In short, geopolitical norms have been ebbed away and military actions that were once deemed red lines are crossed with little accountability.

    For India and Pakistan, this environment creates both opportunity and risk. Both can point to behaviors elsewhere to justify assertive actions that they have undertaken that, in previous years, would have been deemed a step too far – such as attacks on places of worship and sovereignty violations.

    Multi-domain warfare

    But what truly distinguished the latest crisis from those of the past is, I believe, its multi-domain nature. The conflict is no longer confined to conventional military exchanges along the line of control – as it was for the first five decades of the Kashmir question.

    Both countries largely respected the line of control as a de facto boundary for military operations until the 2019 crisis. Since then, there has been a dangerous progression: first to cross-border airstrikes into each other’s territories, and now to a conflict that spans conventional military, cyber and information spheres simultaneously.

    Reports indicate Chinese-made Pakistani J-10 fighter jets shot down multiple Indian aircraft, including advanced French Rafale jets. This confrontation between Chinese and Western weapons represents not just a bilateral conflict but a proxy test of rival global military technologies – adding another layer of great-power competition to the crisis.

    In addition, the use of loitering drones designed to attack radar systems represents a significant escalation in the technological sophistication of cross-border attacks compared to years past.

    The conflict has also expanded dramatically into the cyber domain. Pakistani hackers, claiming to be the “Pakistan Cyber Force,” report breaching several Indian defense institutions, potentially compromising personnel data and login credentials.

    Simultaneously, social media and a new right-wing media in India have become a critical battlefront. Ultranationalist voices in India incited violence against Muslims and Kashmiris; in Pakistan, anti-India rhetoric similarly intensified online.

    Cooler voices prevailing … for now

    These shifts have created multiple escalation pathways that traditional crisis management approaches weren’t designed to address.

    Particularly concerning is the nuclear dimension. Pakistan’s nuclear doctrine is that it will use nuclear weapons if its existence is threatened, and it has developed short-range tactical nuclear weapons intended to counter Indian conventional advantages. Meanwhile, India has informally dialed back its historic no-first-use stance, creating ambiguity about its operational doctrine.

    Thankfully, as the ceasefire announcement indicates, mediating voices appear to have prevailed this time around. But eroding norms, diminished great power diplomacy and the advent of multi-domain warfare, I argue, made this latest flare-up a dangerous turning point.

    What happens next will tell us much about how nuclear rivals manage, or fail to manage, the spiral of conflict in this dangerous new landscape.

    Sound Transit hosts grand openings at new Marymoor Village and Downtown Redmond stations to celebrate 2 Line extension; 3.4-mile line extension connects Redmond to Bellevue; future completion of the full 2 Line will connect entire Eastside to Seattle

    REDMOND, WA –Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, joined leaders of Sound Transit, Microsoft, and the City of Redmond to celebrate the grand opening of the Downtown Redmond Light Rail Extension.

    The 3.4-mile extension will connect Redmond to Bellevue, adding two new Light Rail stations at Marymoor Village and Downtown Redmond.

    “Redmond has always been a technology leader,” Sen. Cantwell said. “Redmond builds half of the world’s satellites. Right here in Redmond, Washington — we are celebrating these innovations, because when it comes to building great businesses, you also have to build great transportation systems. And those transportation systems get people to where they work, where they want to play, restaurants, sporting events and concerts.”

    The Marymoor Village Station includes a 1,400-stall parking garage and will provide convenient access to concerts and recreational activities at Marymoor Park. The Downtown Redmond Station is close to shopping and dining at Redmond Town Center, as well as new transit-oriented housing in the city’s downtown core. Residents of Downtown Redmond will have just a six-minute commute to Redmond Technology Station at Microsoft headquarters on the 2 Line, and a 19-minute commute to downtown Bellevue. Trains will run every 10 minutes from 5:30 a.m. to 9:30 p.m. seven days a week between the South Bellevue and Downtown Redmond stations.

    Including the East Link Extension, Sound Transit expects to see 43,000 to 52,000 daily riders by 2026. Last summer, opening day ridership on the 2 Line between South Bellevue and Redmond Technology Station saw 35,000 riders; at its peak during the summer of 2024, there were approximately 150,000 total monthly boardings.

    When the full 2 Line opens, it will add the Mercer Island and Judkins Park stations and connect to the 1 Line at the International District/Chinatown Station in downtown Seattle.

    Additionally, Sound Transit has partnered with Bellwether Housing to provide 328 units of affordable housing, active businesses on the ground floors, and space for a community hub at the Overlake Village Station. The project will break ground later this year and will begin accepting residents in 2027. At Marymoor Village Station, a 3.5-acre site adjacent to the station will be the home to future development, which is anticipated to include a large amount of affordable housing units.

    The Downtown Redmond Light Rail Extension was funded in part by a $521 million transit loan through the Transportation Infrastructure Finance and Innovation Act (TIFIA). The subsidized interest rate for TIFIA funding was less than half of what Sound Transit would have gotten otherwise, reducing lending costs on the projects by $200 million to $300 million.  In addition, Sound Transit worked with the U.S. Department of Transportation to refinance five TIFIA loans, including this project, resulting in savings of more than $500 million for the agency.

    Sen. Cantwell is a longtime champion of ongoing investments in Washington state’s light rail system. In April 2024, she joined local, state, and federal leaders to celebrate the grand opening of the new Sound Transit East Link Starter Line, which connected South Bellevue to Microsoft headquarters in Redmond. In August 2024, she joined the community to celebrate the Lynnwood Link Extension connecting Lynnwood, Montlake Terrace, and Shoreline to the Light Rail system.

    Upon finalization of the Fiscal Year 2023 Omnibus Appropriations bill, Sen. Cantwell celebrated the inclusion of $329.14 million for the Federal Way Link Light Rail Extension – which fully funds the project three years ahead of schedule — and $254 million for the Lynnwood Light Rail Extension.     KHARTOUM, May 10 (Xinhua) — At least 19 prisoners were killed and over 45 others were injured in a drone strike on the central prison in El Obeid town in western Sudan’s North Kordofan state on Saturday, a medical source and eyewitnesses said.

    A source at El Obeid Hospital, who asked to remain anonymous, told Xinhua that the hospital received 19 bodies of dead and 45 wounded, and that “the death toll is expected to rise.”

    An eyewitness who was near the central prison complex told Xinhua that “three drones fired about five missiles at the prison, with about three of them hitting the building and the inmates’ living quarters.”

    Another eyewitness noted: “Rescue operations inside the prison are still ongoing, with the number of dead and injured exceeding the reported figures.”
