  • MIL-Evening Report: Plans to stockpile critical minerals will help Australia weather global uncertainty – and encourage smaller miners

    The world needs huge quantities of critical minerals to make batteries, electric vehicles, wind turbines, mobile phones, computers and advanced weaponry.

    Many of these minerals lie under Australian soil. Australia is able to produce 9 out of 10 mineral elements required to produce lithium-ion batteries, such as lithium, nickel and cobalt. It also has the highest total reserves of battery minerals.

    But at a time of major geopolitical upheaval, critical minerals are also contested. China controls many critical mineral supply chains, allowing it to dominate clean energy technologies. The ongoing United States–China trade war has intensified competition for access to critical minerals.

    It’s against this backdrop that Labor has proposed a A$1.2 billion strategic reserve of critical minerals. It’s a timely and welcome step in the right direction.



    Why is this reserve needed?

    Critical minerals are vital to the industries of the future. But supply can be hard to secure and disruptions can be devastating.

    After US President Donald Trump jacked up tariffs on China, Beijing responded by clamping down on critical mineral exports. Almost 80% of US weaponry depends on Chinese critical minerals.

    China now dominates mining and refining of many critical minerals. Beijing controls 90% of the world’s rare earth refining, 80% of lithium refining and 68% of nickel refining. The US and other nations are belatedly trying to catch up.

    Mining has long been a major Australian industry, particularly iron ore and coal. But Australia has huge reserves of many critical minerals, producing the largest volume of lithium ore in the world as well as stocks of cobalt, manganese, rutile and others. Australian miners Lynas and Australian Strategic Materials are two of the few rare-earth mining companies not owned by China.

    That’s where this strategic reserve comes in. If it comes to fruition, the federal government would buy agreed volumes of critical minerals from commercial projects, or establish an option to purchase them at a given price. It would then keep stockpiles of these key minerals to prevent market manipulation by China and stabilise prices by releasing or holding stocks strategically.

    The reserve would give Canberra more leverage in negotiating with trading partners and enable a rapid response to supply disruptions. Government backing for the industry would boost onshore processing, scale up domestic production and encourage more high-wage, high-skill jobs in regional areas.

    Which minerals will be stockpiled? That’s yet to be determined. The list of ‘critical minerals’ can vary between countries, and a mineral critical to one nation may not be to another.

    Australia lists 31 critical minerals while Japan lists 35, the US lists 50 and the European Union 34. Australia’s list is unique in that it reflects global demand, not domestic dependency.

    The minerals most commonly included in these lists include cobalt, gallium, indium, niobium, tantalum, platinum group minerals and rare earth elements.

    Why is the government intervening?

    In 2023, major miners produced close to a billion tonnes of iron ore in Western Australia.

    By contrast, critical mineral volumes are small. For instance, only 610 tonnes of gallium were mined in 2023. Major miners such as Rio Tinto, BHP and Vale don’t tend to bother.

    Critical mineral markets are often opaque and highly concentrated. The barrier to entry is high. Globally, the market for the 31 critical minerals on Australia’s list is valued at around A$344 billion – about the size of the global aluminium market.



    That leaves it to mid-tier and small miners to bridge the gap between rapidly growing demand and supply. The problem is, raising capital is often very difficult. The price of critical minerals can fluctuate wildly. The price of lithium and nickel have fallen sharply over the last two years due to market oversupply.

    The strategic reserve would make it easier for these miners by providing access to capital through loans from Export Finance Australia and private investors, reducing financial uncertainty and cost overruns and acting as a buffer against market volatility.

    For instance, mid-tier miner Illuka Resources is building Australia’s first rare earths refinery in Western Australia. The project already has significant government support, but it is likely to need more.

    Despite Australia’s significant mineral resources, it faces an uphill battle to gain market share. China’s dominance has been driven by low production costs; low environmental, social and goverance standards; and a competitive labour market. But intensifying geopolitical competition between China and the US means Australian minerals would likely be sought by the US.

    How can Australia best play its hand?

    In volatile market conditions, cheaper operations have a significant advantage, while new mines face an uphill battle.

    Australia’s critical minerals hub framework could help offset capital costs. Smaller miners could form cooperatives to share infrastructure and manage logistics, processing and access to international markets. Sharing infrastructure such as roads, rail, energy and ports would reduce the investment risk.

    There are other challenges to overcome, such as the long lead times of 10 years or more to go from discovery to production, limited access to low-cost renewable energy and a shortage of technical and scientific capabilities.

    Labor’s strategic reserve would help. But it won’t be enough to make Australia into a critical mineral giant. The government should consider:

    • building more regional processing hubs with shared infrastructure and microgrids
    • offering royalty exemptions, tax incentives and energy subsidies early on
    • giving incentives to retrofit facilities to produce critical minerals found alongside main ores, such as cobalt found alongside copper and antimony with gold
    • encouraging models where rare earths are concentrated in Australia and processed overseas in partner countries
    • establishing Centres of Excellence on critical minerals and creating shared libraries of intellectual property to support research, avoid duplication and optimise resource allocation.

    Overall, the proposed reserve is an excellent idea. Government intervention will be necessary to absorb and mitigate risks from price fluctuations and geopolitical shocks.

  • MIL-OSI China: Xiong’an-Shangqiu high-speed railway completes girder erection work

    SHIJIAZHUANG, April 27 — Girder erection work in the Hebei section of the Xiong’an-Shangqiu high-speed railway was fully completed on Sunday as the last box girder was erected on a mega bridge. The 552-kilometer-long railway will connect Xiong’an in north China’s Hebei Province and Shangqiu in central China’s Henan Province with a designed speed of 350 kilometers per hour.

  • MIL-OSI China: 137th Canton Fair draws over 220,000 overseas buyers

    GUANGZHOU, April 27 — A total of 224,372 overseas buyers from 219 countries and regions had attended the 137th China Import and Export Fair, also known as the Canton Fair, by the conclusion of its second phase on Sunday, according to the China Foreign Trade Centre.

    The second phase, focusing on quality home furnishings, kicked off on Wednesday with a total exhibition area of 515,000 square meters. It featured 24,735 booths and 10,313 exhibitors, up by 273 from the previous session.

    More than 2,400 exhibitors in this phase are recognized as national-level high-tech enterprises, “little giants” enterprises, or national single champions of manufacturing industry, an increase of 100 companies compared with the same period last year.

    This edition of the fair, held in the southern Chinese metropolis of Guangzhou from April 15 to May 5, is organized into three themed phases. The first focused on advanced manufacturing, the second on quality home furnishings, and the third on products that promote a better quality of life.

  • MIL-OSI China: SCO health institutions to deepen telehealth collaboration

    XI’AN, April 27 — Telehealth, powered by advances in information technology, came into sharp focus on Sunday as health leaders gathered in Xi’an, northwest China’s Shaanxi Province, to discuss hospital collaboration among member countries of the Shanghai Cooperation Organization (SCO).

    The seventh SCO Hospital Cooperation Conference, held in the lead-up to the eighth SCO Health Ministers’ Meeting on Monday, brought together more than 100 representatives from government health authorities, medical associations, and healthcare institutions.

    Attendees called for greater efforts to harness the potential of artificial intelligence (AI), big data, and other technological advances to strengthen telemedicine and smart healthcare services across SCO member states, in support of the broader goal of building a shared health community within the organization.

    Geographic barriers remain among the greatest challenges to healthcare provision in many SCO member states, where vast territories and low population densities often hinder access to medical services. This reality underscores the critical role of telemedicine in bridging health gaps, said Muhammad Ashraf Nizami, president of the Pakistan Medical Association (Lahore).

    Nizami praised China’s leadership in developing domestic telehealth systems and its efforts to share expertise and resources with SCO member countries, including Pakistan.

    A highlight of the conference was the signing of a tripartite cooperation agreement among Tianjin First Central Hospital, the Management Office of the Tianjin Medical Association, and Nizami’s organization. The agreement aims to deepen public health cooperation in telemedicine and related fields.

    Wang Xudong, head of the Tianjin Municipal Health Commission, hailed the agreement as a new chapter in healthcare collaboration between Tianjin and SCO countries. “We are confident that this new partnership will produce transferable best practices for broader cooperation in the future,” the official said.

    Wang also said that Tianjin, which will host an SCO summit this autumn, is aligning its policies and institutional frameworks to support comprehensive healthcare partnerships across the organization.

    “We are spearheading the development of replicable models for cross-border healthcare, integrating telemedicine into clinical practice, traditional medicine systems, and public health management,” he said.

    The conference also witnessed the signing of four additional cooperation agreements and memoranda of understanding (MoUs) between Chinese hospitals and universities and their counterparts in Russia, Kazakhstan, and Uzbekistan.

    Kanat Zhumanov, from the University Medical Center of Nazarbayev University in Kazakhstan, told Xinhua that Kazakhstan is eager to learn from China’s experience in integrating AI applications, telemedicine services, and robotic technologies into medical practice.

    The University Medical Center of Nazarbayev University signed an MoU with the Second Affiliated Hospital of Xi’an Jiaotong University to collaborate on research, clinical knowledge-sharing, and healthcare workforce development, with a focus on oncology, chronic disease management, and maternal and child health.

    These agreements mark another milestone for the SCO Hospital Cooperation Alliance, which was founded in 2018 as a collaborative platform among member hospitals.

    The alliance now counts 134 hospitals among its members — 100 from China and 34 from eight other SCO countries. Through events like Sunday’s conference, remote exchanges, specialized collaborations, and professional networking, the alliance has fostered strong partnerships in healthcare under the SCO framework.

    According to Liu Qian, president of the Chinese Hospital Association — a key architect of the alliance — future priorities for the alliance include strengthening telemedicine infrastructure, expanding specialized networks, and launching talent development programs to diversify cooperation.

    “The collaborative spirit I witnessed here today is truly inspiring,” said Zhumanov. “Our partnership promises real-world impact far beyond what is written in these agreements.”

  • MIL-OSI China: Chinese premier chairs meeting on river and lake protection, child welfare

    BEIJING, April 27 — Chinese Premier Li Qiang on Sunday presided over a State Council executive meeting, which made arrangements for river and lake protection and studied measures to further protect the welfare of children in difficulties.

    The meeting also discussed the draft healthcare security law and decided to approve nuclear power projects including one in Sanmen of east China’s Zhejiang Province.

    Noting that China’s aquatic ecosystems have been continuously improving, the meeting called for adopting a targeted, scientific and law-based approach in pollution treatment, and urged coordinated efforts to improve water resources, aquatic environments, and aquatic ecosystems.

    Forceful measures should be taken to address problems from the source, strengthen monitoring and source-tracing, and curb excess emissions, according to the meeting.

    Highlighting the importance of welfare protection of children in difficulties, the meeting called for efforts to prioritize children’s development and maximize benefits for children, and continuously improve the service systems for their living, medical, education, and mental health needs.

    The meeting discussed and approved in principle the draft healthcare security law, and decided to submit it to the Standing Committee of the National People’s Congress for deliberation.

    It also stressed absolute safety in nuclear power development. Efforts should be made to ensure that nuclear power units are built and operated in accordance with the highest global safety standards, and continuously enhance capacity building for safety supervision, the meeting said.

  • MIL-Evening Report: In talking with Tehran, Trump is reversing course on Iran – could a new nuclear deal be next?

    Negotiators from Iran and the United States are set to meet again in Oman on April 26, 2025, prompting hopes the two countries might be moving, albeit tentatively, toward a new nuclear accord.

    The scheduled talks follow the two previous rounds of indirect negotiations that have taken place under the new Trump administration. Those discussions were deemed to have yielded enough progress to merit sending nuclear experts from both sides to begin outlining the specifics of a potential framework for a deal.

    The development is particularly notable given that Trump, in 2018, unilaterally walked the U.S. away from a multilateral agreement with Iran. That deal, negotiated during the Obama presidency, put restrictions on Tehran’s nuclear program in return for sanctions relief. Trump instead turned to a policy that involved tightening the financial screws on Iran through enhanced sanctions while issuing implicit military threats.

    But that approach failed to disrupt Iran’s nuclear program.

    Now, rather than revive the maximum pressure policy of his first term, Trump – ever keen to be seen as a dealmaker – has given his team the green light for the renewed diplomacy and even reportedly rebuffed, for now, Israel’s desire to launch military strikes against Tehran.

    Jaw-jaw over war-war

    The turn to diplomacy returns Iran-US relations to where they began during the Obama administration, with attempts to encourage Iran to curb or eliminate its ability to enrich uranium.

    Only this time, with the U.S. having left the previous deal in 2018, Iran has had seven years to improve on its enrichment capability and stockpile vastly more uranium than had been allowed under the abandoned accord.

    As a long-time expert on U.S. foreign policy and nuclear nonproliferation, I believe Trump has a unique opportunity to not only reinstate a similar nuclear agreement to the one he rejected, but also forge a more encompassing deal – and foster better relations with the Islamic Republic in the process.

    There are real signs that a potential deal could be in the offing, and it is certainly true that Trump likes the optics of dealmaking.

    But an agreement is by no means certain. Any progress toward a deal will be challenged by a number of factors, not least internal divisions and opposition within the Trump administration and skepticism among some in the Islamic Republic, along with uncertainty over a succession plan for the aging Ayatollah Khamenei.

    Conservative hawks are still abundant in both countries and could yet derail any easing of diplomatic tensions.

    A checkered diplomatic past

    There are also decades of mistrust to overcome.

    It is an understatement to say that the U.S. and Iran have had a fraught relationship, such as it is, since the Iranian revolution of 1979 and takeover of the U.S. embassy in Tehran the same year.

    Many Iranians would say relations have been strained since 1953, when the U.S. and the United Kingdom orchestrated the overthrow of Mohammad Mossadegh, the democratically elected prime minister of Iran.

    Washington and Tehran have not had formal diplomatic relations since 1979, and the two countries have been locked in a decadeslong battle for influence in the Middle East. Today, tensions remain high over Iranian support for a so-called axis of resistance against the West and in particular U.S. interests in the Middle East. That axis includes Hamas in Palestine, Hezbollah in Lebanon and the Houthis in Yemen.

    For its part, Tehran has long bristled at American hegemony in the region, including its resolute support for Israel and its history of military action. In recent years that U.S. action has included the direct assaults on Iranian assets and personnel. In particular, Tehran is still angry about the 2020 assassination of Qassem Soleimani, the head of the Quds Force of the Islamic Revolutionary Guard Corps.

    Standing atop these various disputes, Iran’s nuclear ambitions have proved a constant source of contention for the United States and Israel, the latter being the only nuclear power in the region.

    The prospect of warmer relations between the two sides first emerged during the Obama administration – though Iran sounded out the Bush administration in 2003 only to be rebuffed.

    U.S. diplomats began making contact with Iranian counterparts in 2009 when Undersecretary of State for Political Affairs William Burns met with an Iranian negotiator in Geneva. The so-called P5+1 began direct negotiations with Iran in 2013. This paved the way for the eventual Iran nuclear deal, or Joint Comprehensive Plan of Action (JCPOA), in 2015. In that agreement – concluded by the U.S., Iran, China, Russia and a slew of European nations – Iran agreed to restrictions on its nuclear program, including limits on the level to which it could enrich uranium, which was capped well short of what would be necessary for a nuclear weapon. In return, multilateral and bilateral U.S. sanctions would be removed.

    Many observers saw it as a win-win, with the restraints on a burgeoning nuclear power coupled with hopes that greater economic engagement with the international community that might temper some of Iran’s more provocative foreign policy behavior.

    Yet Israel and Saudi Arabia worried the deal did not entirely eliminate Iran’s ability to enrich uranium, and right-wing critics in the U.S. complained it did not address Iran’s ballistic missile programs or support for militant groups in the region.

    When Trump first took office in 2016, he and his foreign policy team pledged to reverse Obama’s course and close the door on any diplomatic opening. Making good on his pledge, Trump unilaterally withdrew U.S. support for the JCPOA despite Iran’s continued compliance with the terms of the agreement and reinstated sanctions.

    Donald the dealmaker?

    So what has changed? Well, several things.

    While Trump’s withdrawal from the JCPOA was welcomed by Republicans, it did nothing to stop Iran from enhancing its ability to enrich uranium.

    Meanwhile, Saudi Arabia, eager to transform its image and diversify economically, now supports a deal it opposed during the Obama administration.

    In this second term, Trump’s anti-Iran impulses are still there. But despite his rhetoric of a military option should a deal not be struck, Trump has on numerous occasions stated his opposition to U.S. involvement in another war in the Middle East.

    In addition, Iran has suffered a number of blows in recent years that has left it more isolated in the region. Iranian-aligned Hamas and Hezbollah have been seriously weakened as a result of military action by Israel. Meanwhile, strikes within Iran by Israel have shown the potential reach of Israeli missiles – and the apparent willingness of Prime Minister Benjamin Netanyahu to use them. Further, the removal of President Bashar al-Assad in Syria has deprived Iran of another regional ally.

    Tehran is also contending with a more fragile domestic economy than it had during negotiations for JCPOA.

    With Iran weakened regionally and Trump’s main global focus being China, a diplomatic avenue with Iran seems entirely in line with Trump’s view of himself as a dealmaker.

    A deal is not a given

    With two rounds of meetings completed and the move now to more technical aspects of a possible agreement negotiated by experts, there appears to be a credible window of opportunity for diplomacy.

    This could mean a new agreement that retains the core aspects of the deal Trump previously abandoned. I’m not convinced a new deal will look any different from the previous in terms of the enrichment aspect.

    There are still a number of potential roadblocks standing in the way of any potential deal, however.

    As was the case with Trump’s meetings with North Korean leader Kim Jong-un during his first term, the president seems to be less interested in details than spectacle. While it was quite amazing for an American leader to meet with his North Korean counterpart, ultimately, no policy meaningfully changed because of it.

    On Iran and other issues, the president displays little patience for complicated policy details. Complicating matters is that the U.S. administration is riven by intense factionalism, with many Iran hawks who would be seemingly opposed to a deal – including Secretary of State Marco Rubio and national security adviser Mike Waltz. They could rub up against newly confirmed Undersecretary of Defense for policy Elbridge Colby and Vice President JD Vance, both of whom have in the past advocated for a more pro-diplomacy line on Iran.

    As has become a common theme in Trump administration foreign policy – even with its own allies on issues like trade – it’s unclear what a Trump administration policy on Iran actually is, and whether a political commitment exists to carry through any ultimate deal.

    Top Trump foreign policy negotiator Steve Witkoff, who has no national security experience, has exemplified this tension. Tasked with leading negotiations with Iran, Witkoff has already been forced to walk back his contention that the U.S. was only seeking to cap the level of uranium enrichment rather than eliminate the entirety of the program.

    For its part, Iran has proved that it is serious about diplomacy, previously having accepted Barack Obama’s “extended hand.”

    But Tehran is unlikely to capitulate on core interests or allow itself to be humiliated by the terms of any agreement.

    Ultimately, the main question to watch is whether a deal with Iran is to be concluded by pragmatists – and then to what extent, narrow or expansive – or derailed by hawks within the administration.

  • MIL-Evening Report: Peter Dutton: a Liberal leader seeking to surf on the wave of outer suburbia

    In searching for the “real” Peter Dutton, it is possible to end up frustrated because you have looked too hard.

    Politically, Dutton is not complicated. There is a consistent line in his beliefs through his career. Perhaps the shortest cut to understanding the Liberal leader is to go back to his maiden speech, delivered in February 2002.

    The former Queensland policeman canvassed “unacceptable crime rates”, the “silent majority”, the “aspirational voters”, how the “politically correct” had a “disproportionate say in political debate”, the “grossly inadequate sentences” dispensed by the courts, and the centrality of national security. The way the last was handled was “perhaps the most significant challenge our society faces today,” the novice MP told the House of Representatives.

    “National security” would be a foundational pillar of Dutton’s career, as well as his political security blanket.

    Dutton had been a member of the Liberal Party since about age 18 and hoped “to use my experience both in small business and in law enforcement to provide perhaps a more practical view on some of the issues and problems” of the day.

    The 32-year-old Dutton, who’d recently been in the building business with his father, following his nine years in the police force, arrived in parliament on a high, as something of a dragon-slayer in his Brisbane seat of Dickson. He had defeated Labor’s Cheryl Kernot, former leader of the Australian Democrats who had jumped ship in a spectacular defection in October 1997.

    Dutton came from Brisbane’s outer suburbia, just as the Liberals were reorienting their focus towards this constituency, the so-called “Howard battlers”.

    The eager newcomer was soon noted by the prime minister who, after the 2004 election, appointed him to the junior ministry. One Liberal insider from the time says that when campaigning in Dickson, John Howard saw Dutton “was very good at establishing himself in a marginal seat”. (Years later, when a redistribution turned Dickson into a notional Labor seat for the 2010 election, Dutton tried to do a runner to the safe seat of McPherson. But he failed to win preselection; in the event he held Dickson with a hefty swing. This election Dickson is on 1.7%.)

    Dutton brought to his first ministry, workforce participation, the view he had expressed in his maiden speech: “We are seeing an alarming number of households where up to three generations – in many cases by choice – have never worked in their lives, and a society where in many cases rights are demanded but no responsibility is taken.”

    By 2006 he had been promoted by Howard to assistant treasurer, a job that gave the ambitious Dutton a chance to work closely with Treasurer Peter Costello. Nick Minchin was finance minister then. He paints a picture of Dutton as a sort of guard dog protecting the revenue. In the cabinet expenditure review committee, “Peter was particularly helpful and supportive of Costello and my fending off the demands of spending ministers”.

    The one-time police officer was “strong and resolute in questioning ministers”. Minchin was impressed; the junior minister was “obviously going places”.

    From defensive to offensive

    After the Liberals went into opposition, Dutton “shadowed” health, becoming health minister in Tony Abbott’s government after the 2013 election.

    His legacy from the health portfolio dogs him in this campaign. He presided over the government’s failed attempt in the 2014 budget to put a co-payment on bulk-billed services. A poll conducted by Australian Doctor magazine voted him the worst health minister in memory.

    A former senior public servant who observed him at the time presents a more positive picture, saying it was a very difficult time and Dutton was well across the complexity of the portfolio. On the notorious co-payment, Abbott says it was not Dutton’s idea: “It was absolutely 150% my idea”.

    When in December 2014 Abbott moved him to immigration and border protection, Dutton was both in his comfort zone and on the escalator. Looking back, Abbott says Dutton was “a better match” for that portfolio. “In health the Coalition tends to play a defensive game. In border protection it plays an offensive game.”

    Partnered by empire-building bureaucrat Mike Pezzullo, Dutton agitated for the creation of a mega security department (a push that earlier originated with Scott Morrison when he was in immigration). Prime Minister Malcolm Turnbull felt the need to accommodate Dutton – then one of his conservative backers – with the creation of the home affairs super department, which was controversial and divided ministers. Someone who observed him closely in that portfolio says Dutton was always clear what he wanted, but didn’t get too deeply involved in the processes of policy.

    Dutton, however, had another goal, and the turmoil surrounding Turnbull’s leadership seemed to offer the opportunity to shoot for the top. It was a false hope. Tactically outsmarted by Turnbull, Dutton lost the first face-off between the two in August 2018. The second bout, later the same week, provided not victory but a pathway to the prime ministership for Scott Morrison.

    It wasn’t all downside for Dutton: during the Morrison government he became defence minister. The post suited a China hawk when the bilateral relationship was in a deep trough.

    Early on, he met with one-time Labor defence minister (and later Labor leader) Kim Beazley. Beazley recalls: “He wanted to talk to me about what being defence minister was like”. They spoke about submarines: Beazley suggested Australia should cancel its then-existing contract for French conventional submarines and get a new contract for their nuclear subs (this was before AUKUS).

    “He knew a fair bit,” Beazley says. “So he was looking to think a way through the huge problems we confronted.” Dutton was “aware we were slipping into an era of constant danger. He had all the attitude you would want of a contemporary defence minister” (although, Beazley adds, the Morrison government had “a propensity for unfunded defence annoucements”).

    Leadership and control

    By the time the Liberals went into opposition, Dutton was the only leadership candidate standing. His long-term rival Josh Frydenberg had lost his seat – a bonus for Dutton, who hasn’t had to look over his shoulder in the past three years, but a big loss for a party deprived of choice. The Liberals’ moderate wing had been decimated with the rise of the “teals”.

    Many immediately declared Dutton unelectable, a view that would soften over time, then return again, to an extent, close to the election.

    As opposition leader, Dutton’s laser-like focus was on keeping the party together, avoiding the backbiting and schisms that often follow a serious loss. Colleagues found him approachable and willing to listen. A backbencher says: “He was always very respectful of people in the party room. He will make himself available if people want to talk.”

    Yet how much was he willing to hear? The same backbencher says, “I don’t think there was a lot of consultation in the development of policy – it was a bit of a black box. The emphasis has been on unity and discipline.”

    Russell Broadbent, a moderate Liberal who defected to the crossbench in 2023 when he lost preselection for his seat of Monash (which he is recontesting an an independent) says, “I’ve never had a cup of tea or a meal with [Dutton]. I wasn’t in his group – I was on the wrong side of the party somewhere.” He says their only conversation was when Dutton told him his preselection was under threat. Broadbent said he knew his opponents had the numbers: Dutton asked whether he’d go to the crossbench. “I said, ‘probably’”.

    Anthony Albanese gave his opponent a big political break, when the Voice, opposed by the Coalition, crashed spectacularly in October 2023. The prime minister had invested heavily in a doomed and faulty campaign that misread the mood of Australians, just when many people were being dragged down by the cost of living.

    It took Albanese well over a year to recover his stride. Indeed, he did not do so fully until early 2025, when a pre-campaign burst of announcements put the government in a strong position. Dutton’s miscalculation was to believe that when he had Albanese down, his opponent would be out for the count.

    Dutton gambled by holding back key policies until the campaign and making the opposition a relatively small target. The big exception was the nuclear pitch, released fairly early and driven in part by the need to keep the Nationals, a number of whom were restive about the Coalition commitment to the 2050 net zero emissions target, in the tent. Saturday’s result will be the ultimate test of the “hold back” tactic.

    As the election neared, there was increasing criticism in Coalition ranks of the handling of the campaign, which has been shambolic at times. One example was the delay in producing modelling for a signature policy – the proposal for a gas reservation scheme. That pales beside the fiasco of the (aborted) plan to force Canberra public servants back into the office.

    The bold defence policy, to take spending to 3% of GDP within a decade, was not only released after pre-polling had started, but came without detail.

    On strategy and tactics, Dutton is controlling, wanting to keep things tight, in his own hands or those of a small group. Perhaps it is the policeman’s mindset. Certainly it has worked to the disadvantage of his campaign, which has appeared under-cooked on large and small things. Among the latter, Dutton’s office insisted on doing his transcripts, rather than having them done by the campaign HQ. Predictably, they were overwhelmed and the transcripts ran late.

    Dutton seemed to be working on the assumption he was in a similar situation to Abbott in 2013, when Labor was gone for all money. But this election people needed to be convinced the alternative was robust and, late in the day, many swinging voters remained sceptical about that. Dutton is a strong negative campaigner, who hasn’t put much work into strengthening his weaker skill set to be a “positive” voice as well.

    Going into the campaign’s final days, Labor held the edge in the polls. But the Liberals maintained that in key marginals, the story was rather different.

    There is a degree of mismatch between the private Dutton and the public figure. Often those who meet or know him remark that one-to-one or in small groups he is personable. Yet his public demeanour is frequently awkward and somewhat aloof. This leaves him open to caricature, and raises the question of why he has been so unsuccessful in projecting more of his private self into his public image.

    The latest Newspoll, published Sunday night, had Dutton’s approval rating at minus 24, compared to Anthony Albanese’s minus 9. A just-released Morgan poll on trust in leaders found Dutton had the highest net distrust score (when people were asked in an open-ended question to nominate whom they trusted and distrusted). It’s a long-term thing: he was third in the 2022 list.

    The gender problem that dogs the Liberals

    One of Dutton’s problems has been the women’s vote. The Poll Bludger’s William Bowe says looking at the polls, “Dutton wasn’t doing too badly [with women] in the first half of the term, but a gap opened up in 2024 and substantially widened in 2025”. Sunday’s Newspoll found 66% of female voters had “little or no confidence” the Coalition was ready to govern, compared to 58% of male voters.

    Retiring Liberal senator Linda Reynolds, who preceded Dutton in the defence portfolio, has worked on gender issues in the Liberal Party for 15 years. She believes this is “a party problem, not specifically a Peter Dutton problem”. She says the Liberals’ failure to embrace and deal with gender issues “leaves the leader of the day vulnerable”.

    Kos Samaras, from Redbrige political consultancy, agrees. “It’s a brand issue, rather than him personally. He’s just the leader of [the brand].” Scott Morrison made the brand problem a lot worse. “It’s gone back to a normal [Liberal] problem, be it still bad.”

    There are differences between constituencies, but there is a “very significant problem with professional women”, Samaras says, which highlights the Liberals’ challenge with the “teal” seats.
    Dutton is classic right-wing on law and order, defence policy, nationalism, anti-wokeness, and much more. But he can be pragmatic when the politics demands.

    He was personally opposed to marriage equality, but was behind the postal survey that enabled the Turnbull government to achieve it, so removing the issue from the agenda. And the China hawk has recently softened his line on that country, in part to facilitate a pitch for the votes of Chinese-Australians, alienated by the Morrison government.

    In this campaign, Dutton has been painted by his opponents as “Trump-lite”. Confronted with this in the third leaders’ debate, he was unable to provide an answer. Initially expecting the election of Trump would be potentially helpful for the opposition, he failed to appreciate the dangers for him, which only increased as the new president became more arbitrary and unpredictable.

    The opposition leader’s anti-public service attitude might be a milder version of Trump’s stand but it is also a Queenslander’s view of Canberra, as well as typical of what the Liberals roll out before elections. But his appointment of Senator Jacinta Nampijinpa Price as shadow minister for government efficiency was blatantly and foolishly Trumpian.

    Dutton is not nimble or nuanced. He is also prone to going off half-cocked, which can lead to missteps (as when he wrongly said the Indonesian president had announced a Russian request to base planes in Papua). Earlier examples are easy to find. In his autobiography A Bigger Picture, Turnbull wrote of him that he would do interviews with right-wing shock jock in which he would “echo their extreme views […] He always apologised for going too far, and I generally gave him the benefit of the doubt”.

    Dutton talks little about Liberal Party history, or political philosophy. Is he ideological? Abbott says he is ideological in the way Howard was. “He has strong instincts, he has convictions but they are more instinctual than ideological.”

    Dutton at every opportunity points to Howard as his lodestar. Howard also came from a small business family, didn’t have much time for the public service, and had the quality of political doggedness. Regardless of some similarities, however, it is a very long stretch to see Dutton walking in Howard’s shoes.

  • MIL-OSI USA: Rep. Jim Costa Bill Draws the Line: Constitution gives Authority to Congress to Set Trade Policy — Not the President

    FRESNO, Calif. – Congressman Jim Costa (CA-21) is leading the charge to rein in presidential overreach on trade by cosponsoring and actively pushing H.R. 407 –  Prevent Tariff Abuse Act, legislation to block the President of the United States from using national emergencies as a loophole to impose tariffs without Congressional approval. “Tariffs are a tax on American producers and consumers — plain and simple. In the San Joaquin Valley, where folks are already stretched thin by high costs, the last thing we need is a hidden tax making gas and groceries even more expensive. The Constitution gives Congress, not the President, the power to set trade policy. This bill is about restoring that authority and standing up for the people who are paying the price,” said Congressman Costa. BACKGROUNDCalifornia is the nation’s leading agricultural state, supplying roughly one-third of fresh fruit and vegetables, while exporting more than $23.6 billion in agricultural goods annually. The San Joaquin Valley is at the heart of this export economy, producing almonds, dairy, citrus, grapes, and dozens of other crops that are shipped around the world. The American Farm Bureau estimates that new retaliatory tariffs from Canada, Mexico, and China alone could impact nearly $30 billion in agricultural exports. The U.S. Department of Agriculture found that California lost roughly $683 million in crop revenue due to President Trump’s 2018 tariffs. This significantly impacted processed/fresh fruits ($374 million), tree nuts ($199 million), and dairy products ($68 million), all of which are major commodities grown in Congressman Costa’s District and the San Joaquin Valley. The Yale Budget Labestimates that Trump’s tariffs will raise costs for American consumers by $3,400 to $4,200 a year. Tariffs imposed by President Trump in 2018 led to higher prices across the country for consumer goods, like washing machines and solar panels, and for intermediate goods, like aluminum and steel. The Prevent Tariff Abuse Act would stop the President from bypassing Congress to impose tariffs or quotas that raise costs on families. Current law allows the President to declare a national emergency under the International Emergency Economic Powers Act (IEEPA), originally meant to target hostile foreign threats with financial sanctions. However, it was never meant to let a President declare an “economic emergency” and impose tariffs on our allies without congressional approval.

  • MIL-OSI Asia-Pac: Basketball test event concludes

    The 15th National Games Basketball (Men’s U22) test event held at the Hong Kong Coliseum today and yesterday concluded successfully, the National Games Coordination Office (Hong Kong) (NGCO) said.

    The test event was organised by the NGCO and co-organised by the Basketball Association of Hong Kong, China and the Eastern Sports Club, with the Chinese Basketball Association as advisor.

    The test event featured four basketball teams – Hong Kong A1 Division Championship basketball teams Hong Kong Eastern, Winling and Tycoon, as well as the Hong Kong Men’s U22 representative team. The four teams played in the group stage and then vied for first place, with the Hong Kong representative team ultimately claiming the championship title.

    The test event covered a wide array of areas, including event operations and procedures, competition organisation, venue setup, sports and prize presentations, information systems, security, medical services, volunteer services and broadcast arrangements.

    NGCO Head Yeung Tak-keung said that to ensure full preparation for the eight competition events to be staged in the city in November, Hong Kong has completed test events for seven sports, with the final test event of fencing scheduled for the end of May at Kai Tak Arena in Kai Tak Sports Park.

  • MIL-Evening Report: Election Diary: a cost-of-living election where neither leader can tell you the price of eggs

    The fourth election debate was the most idiosyncratic of the four head-to-head contests between Prime Minister Anthony Albanese and Opposition Leader Peter Dutton.

    Apart from all the usual topics, the pair was charged with producing one-word responses to pictures of the prime minister’s Copacabana house, a three-eyed fish and Elon Musk.

    They were asked the price of a dozen eggs. It’s an old trick from debates past, but those “prepping” the leaders had fallen down. Dutton said about A$4.20. Albanese was closer with “$7, if you can find them”. The actual price is $8.80 at Woolworths (or $8.50 at Coles). Watching at home, some viewers would have thought, “here are a couple of guys in the cost-of-living election who don’t do the shopping”.

    Debate host Seven had an audience of 60 undecided voters, who scored the pair on a range of topics. They gave the overall result to Albanese over Dutton by 50%–25% with the other 25% undecided.

    In general, Dutton pursued Albanese aggressively whenever he could, pressing the accusation he made in their last encounter that the prime minister does not tell the truth. “Honestly, this whole campaign, it’s hard to believe anything you say.”

    Albanese, however, effectively marshalled his points and counterpoints on a number of the topics.

    This showed in the scores the audience awarded on core issues. On cost of living, 65% gave the tick Albanese, and only 16% were more convinced by Dutton. On housing, Albanese also had a win, although more narrowly – 35% to 30%. With tax cuts, Albanese’s margin was 49% to 21%.

    The Anzac Day heckling at the Shrine of Remembrance prompted a discussion of Welcome to Country ceremonies.

    Dutton was openly critical of their extensive use. “I think a lot of Australians think it’s overdone and it cheapens the significance of what it was meant to do.”

    Albanese was supportive of the ceremonies but circumspect. “Well, from my perspective, it’s a matter of respect, but it’s also, of course, up to the organisations that are hosting an event, whether they have a Welcome to Country or not. It’s up to them, and people will have different views, and people are entitled to their views.”

    Dutton scored 46% to Albanese’s 27% on this topic.

    One of the more bizarre moments came in a discussion about whether the leaders had US President Donald Trump’s mobile phone number. The prime minister said he was not sure whether the president even had a mobile phone (despite it being highly publicised Greg Norman had to pass the number onto former Prime Minister Malcolm Turnbull when Trump was elected).

    But Dutton coped with the question of trusting Trump better than in the last debate, when he had said he didn’t know him. Asked whether we could trust Trump to have our back, he said “We can trust whoever’s in the Oval Office”.

    Pressed on which country posed the biggest threat to Australia’s security, Dutton said, “the biggest concern from our intelligence agencies and our defence agency is in relation to the Communist Party of China”.

    Albanese talked around the question of whether China posed the biggest risk to Australia’s national security. “Well, China is the major power in the region which is seeking to increase its influence. But the relationship is complex as well, because China is our major trading partner.” And on and on his answer went.

    On defence Dutton was well out in front in the minds of the audience, 43% to 37%.

    Albanese would have gone home the happier of the two leaders. He won on the issues at the centre of the election.

    As Tony Abbott once said, who needs sleep at the end of a campaign?

    Dutton plans to visit up to 28 seats in the campaign’s final week, the majority of them held by Labor.

    The Liberals say with the Coalition needing to gain 21 seats for a majority, the seats’ blitz underlines the election is winnable for the Coalition.

    It also underlines the adrenaline rush leaders get in the dash to the finish line. In 2010 opposition leader Tony Abbott launched into a 36-hour non-stop blitz for the final three days of the election. “Why sleep at a time like this?” Abbott said. Prime Minister John Howard had finished his unsuccessful 2007 campaign blitzing shopping centres in Queensland.

    Dutton started his marathon on Sunday in Labor territory with a rally in west Melbourne, in the seat of Hawke. The opposition leader’s seat list includes Solomon (NT), Aston (Victoria), Gilmore (NSW), Moreton (Queensland), Gorton (Victoria), Lyons (Tasmania), Dunkley (Victoria), Goldstein (Victoria), Kooyong (Vitoria), Paterson (NSW), Dobell (NSW), Bennelong (NSW), Bullwinkel (Western Australia) and Boothby (South Australia). Later on Sunday he was in the Sydney teal seat of Mackellar, where Howard also spoke in support of the Liberal candidate James Brown who is taking on independent Sophie Scamps.

    But as each day passes, for an increasing number of voters in these and other seats the visits and messages will be irrelevant. They’ll have pre-polled. People are flocking to vote early. There are 11 days for pre-polling this election. Back in 2019 pre-polling ran for 19 days. As of Saturday, 2.4 million people had already pre-polled.

    The politicians are vaguely resentful so many people are voting with their feet and avoiding, for a variety of reasons, the last days of what most commentators have thought has been an uninspiring campaign. Some of the politicians would like everyone to listen to their pitches right up to the end. But there is also a more practical reason why they regard pre-polling as a problem – they and their supporters have to spend long hours outside polling booths handing out how-to-vote cars.

  • MIL-OSI China: China sees continued progress in eco-environmental quality

    BEIJING, April 27 — China’s ecological environment continued to improve in 2024, according to a report on last year’s environmental protection efforts submitted to lawmakers for deliberation on Sunday.

    The Standing Committee of the 14th National People’s Congress (NPC) started its four-day 15th session on Sunday in Beijing.

    In 2024, China reported steady progress in air quality, as the proportion of days with good air quality reached 87.2 percent, up 1.7 percentage points from the previous year, while the proportion of heavily polluted days fell by 0.7 percentage points to 0.9 percent, said Minister of Ecology and Environment Huang Runqiu while presenting the report.

    The country’s surface water quality also improved, while groundwater and seawater quality remained stable, Huang noted.

    Efforts to curb soil pollution made progress, with heavy metal levels at key monitoring sites showing a declining trend and further soil deterioration preliminarily brought under control.

    All environmental quality improvement targets for 2024 were met, surpassing the scheduled progress outlined in the 14th Five-Year Plan (2021-2025), Huang said.

    Looking ahead to 2025, the final year of the 14th Five-Year Plan period, Huang emphasized that environmental protection efforts will focus on fully achieving the plan’s goals, including further reductions in PM2.5 levels and increases in the proportion of days with good air quality.

  • MIL-OSI China: China’s Shenzhou-19 astronauts complete handover, returning to Earth on Tuesday

    JIUQUAN, April 27 — The crew of China’s Shenzhou-19 spacecraft held a handover ceremony with the Shenzhou-20 crew and transferred the keys of the country’s space station to the latter on Sunday.

    The Shenzhou-19 crew has now completed all planned tasks. The three astronauts will take the Shenzhou-19 spacecraft and return to the Dongfeng landing site in north China’s Inner Mongolia Autonomous Region on April 29, according to the China Manned Space Agency.

    At present, final preparations are in full swing across all participating systems and the landing site in readiness to welcome the trio back.

A remote town in Jianchuan County, Shaxi was once an important trading hub for tea, herbs, silks and salt on the ancient Tea Horse Road, a trade route dating back to the Tang Dynasty (618-907). However, the trading hub in the late 19th century saw a decline because it was far away from emerging modern arterial roads, and other means of transport replaced the traveling caravans. Therefore, the local government initiated a restoration project with an aim to preserve its cultural heritage and landscape by improving infrastructure and promoting economic growth in Shaxi. Years of efforts are paying off. The town saw its old buildings renovated and sceneries beautified. Currently, Shaxi has turned into a desirable destination for tourists at home and abroad. In 2024 alone, Shaxi received over 3 million tourist trips from home and abroad, along with a total revenue of 4.298 billion yuan (about 58.98 million U.S. dollars). [Photo/Xinhua]

    Donald Trump campaigned for the White House by unleashing a nearly endless barrage of insults against journalists and news outlets.

    He repeatedly threatened to weaponise the federal government against media professionals whom he considers his enemies.

    In his first 100 days in office, President Trump has already shown that he was not bluffing.

    “The day-to-day chaos of the American political news cycle can make it hard to fully take stock of the seismic shifts that are happening,” said Clayton Weimers, executive director of RSF North America.

    “But when you step back and look at the whole picture, the pattern of blows to press freedom is quite clear.

    “RSF refuses to accept this massive attack on press freedom as the new normal. We will continue to call out these assaults against the press and use every means at our disposal to fight back against them.

    “We urge every American who values press freedom to do the same.”

    • 427 million Weekly worldwide audience of the USAGM news outlets silenced by Trump

    In an effort to eliminate the US Agency for Global Media (USAGM) by cutting grants to outlets funded by the federal agency and placing their reporters on leave, the government has left millions around the world without vital sources of reliable information.

    This leaves room for authoritarian regimes, like Russia and China, to spread their propaganda unchecked.

    However, RSF recently secured an interim injunction against the administration’s dismantling of the USAGM-funded broadcaster Voice of America,which also reinstates funding to the outlets  Radio Free Asia (RFA) and the Middle East Broadcasting Networks (MBN).

    • 8,000+ US government web pages taken down

    Webpages from more than a dozen government sites were removed almost immediately after President Trump took office, leaving journalists and the public without critical information on health, crime, and more.

    • 3,500+Journalists and media workers at risk of losing their jobs thanks to Trump’s shutdown of the USAGM

    Journalists from VOA, the MBN, RFA, and Radio Free Europe/Radio Liberty are at risk of losing their jobs as the Trump administration works to shut down the USAGM. Furthermore, at least 84 USAGM journalists based in the US on work visas now face deportation to countries where they risk prosecution and severe harassment.

    At least 15 journalists from RFA and eight from VOA originate from repressive states and are at serious risk of being arrested and potentially imprisoned if deported.

    The Trump administration reportedly plans to ask Congress to cut $1.1 billion in allocated funds for the Corporation for Public Broadcasting, which supports National Public Radio (NPR) and the Public Broadcasting Service (PBS). These cuts will hit rural communities and stations in smaller media markets the hardest, where federal funding is most impactful.

    Despite a federal judge ruling the administration must reinstate the news agency’s access on April 9, the White House has continued to limit AP’s access.

    Question:
     
         It has been reported that, with the worsening situation of low birth rate in Hong Kong, primary and secondary schools are facing “class reduction and school closure” one after another. On the other hand, the Chief Executive has proposed in the 2023 Policy Address to build Hong Kong into an international hub for post-secondary education. There are views that Hong Kong’s primary and secondary basic education also have significant advantages in developing international education (including teachers having all undergone high-quality and systematic training, and the curriculum being taught in both languages of Chinese and English, etc.), and the Government should make good use of such advantages and introduce policies to alleviate the impact of low birth rate, replenish the sources of students and nurture talents for the long-term development of Hong Kong. In this connection, will the Government inform this Council:
     
    (1) of the respective numbers of Mainland and overseas students currently enrolled in international schools at primary and secondary levels;
     
    (2) whether it will consider constructing new school premises or converting the premises of some primary and secondary schools which have been closed or are likely to be closed, as well as providing additional supporting facilities (e.g. hostels), so as to operate primary and secondary schools dedicated to absorb Mainland and overseas students;
     
    (3) whether it has plans to promote and admit students to local primary and secondary schools (including international schools and schools dedicated to offering Mainland curriculum) in the Mainland, neighbouring Chinese-populated regions and overseas, so as to increase the sources of students for various types of schools in Hong Kong; and
     
    (4) whether it has plans to, while building Hong Kong into an international hub for post-secondary education, build Hong Kong into an international hub for primary and secondary education; if so, of the details; if not, whether it will consider the plans concerned?
     
    Reply:
     
    President,
     
         The Chief Executive’s 2023 Policy Address outlined the direction to develop Hong Kong into an international post-secondary education hub and a cradle of future talents. This policy is based on the fact that Hong Kong has world-renowned universities and outstanding research talents, thus focusing only on post-secondary education. Regarding primary and secondary education, parents are provided with diverse and quality choices under the education system of Hong Kong. 
     
         The Government provides 12 years’ free primary and secondary education to eligible children through public sector schools. Non-local students who come to live in Hong Kong with their parents (including those who come to Hong Kong under various talent admission schemes) may also choose to enrol in any local public sector schools, Direct Subsidy Scheme schools or private schools (including international schools) that suit them, provided they meet the relevant eligibility requirements. We are glad to see that Hong Kong’s diverse and quality education is also one of the factors attracting talents to Hong Kong.
     
         Faced with a structural decline in school-age population, the Government accords top priority to the interests of students when planning for the future development of education. Aiming for a “soft landing”, we review the policies and effectiveness of utilisation of public resources, and adjust the number of schools in a gradual and orderly manner to ensure a healthy and sustainable education ecosystem and optimal use of public resources. As to non-public sector schools, they may also admit overseas students in accordance with prevailing policies, should they provide adequate supporting arrangements.
     
         Our reply to the questions raised by Professor the Hon William Wong is as follows:
     
    (1) The numbers of non-local students in international schools in the 2023/24 school year are tabulated as follows:
     

    Level(i) Figures refer to the position as at mid-September 2023.
    (ii) Figures include students in international schools, but not those in special schools.
    (iii) Local students refer to those who are Hong Kong permanent residents and do not have any valid passport other than the Hong Kong Special Administrative Region Passport. Students not covered by this definition are all regarded as non-local students.
    (iv) Mainland students refer to those with Chinese nationality (including those from Mainland China, Macao and Taiwan).

    (2) The Education Bureau (EDB) has all along upheld the principle of optimising the use of public resources, and handles vacant school premises (VSP) in accordance with Central Clearing House mechanism. The EDB conducts reviews on whether the vacant or to-be-vacant school premises are suitable to be retained for school use (primary and secondary school), having regard to factors such as the size, location and physical conditions of the premises, as well as the educational needs and relevant policy measures. Upon confirming that such premises are not required to be retained for school use, the EDB should, in accordance with the said mechanism, release the relevant sites for the Planning Department (PlanD)’s consideration of suitable long-term alternative uses. Since the establishment of the prevailing mechanism in 2011, the EDB already released over 250 vacant or to-be-vacant school premises sites. For details, please refer to the list of VSP sites updated by PlanD regularly on their webpage ( www.pland.gov.hk/pland_en/resources/vsp/vsp_list.html 
    (3) and (4) As mentioned above, the policy of developing Hong Kong into an international post-secondary education hub focuses on post-secondary education, and the Government has no plan to extend the policy to primary and secondary schools at this stage. Public sector primary and secondary schools would continue to focus on the learning needs of eligible students in Hong Kong. At the same time, the Government is committed to developing a vibrant international school sector to meet the demand for international school places from non-local families living in Hong Kong and families coming to Hong Kong for work or investment. In addition, with the vibrant development of the Guangdong-Hong Kong-Macao Greater Bay Area and Hong Kong’s commitment in promoting the interflow of talent with the Mainland and creating strong impetus for growth, it is considered that there would be demand for Mainland curriculum from Mainland families in Hong Kong. Hence, we have allocated, via the School Allocation Exercise mechanism, the greenfield site at Tin Shui Wai for the establishment of the very first non-profit-making private school offering the Mainland curriculum in Hong Kong.
     
         Non-public sector schools with adequate supporting arrangements may admit overseas students in accordance with prevailing policies. Schools admitting underage overseas students who come to Hong Kong to study on their own without parental accompaniment should, in the interest of students’ well-being, consider the relevant supporting arrangements and services required, including the provision of adequate support, proper care and sound protection (e.g. arrangements for accommodation, guardianship, counselling, etc.) to cater for the needs of the students in respect of their learning, daily life, personal growth and mental health etc., so as to ensure students’ healthy development.
     
         In terms of publicity and promotion, the EDB works closely with the Hong Kong Talent Engage (HKTE) to provide non-local families who are interested in coming to Hong Kong with clear information on future studies in Hong Kong via the dedicated online platform. The HKTE actively collaborates with several working partners to introduce information about education in Hong Kong, which enables incoming talents to have a better understanding of the education system in Hong Kong. In addition to providing school profiles of public sector schools, the EDB has also launched a new thematic website to introduce international schools in Hong Kong.
     
         On the other hand, local school councils also organise joint exhibitions and talks in the Mainland to provide information to and answer enquiries from the Mainland parents and students who are interested in studying in local schools. Some schools have even arranged school visits, class observations and experiential learning sessions for newly-arrived families and/or those intending to apply to come to Hong Kong with a view to allowing them to directly experience the learning environment and conditions in Hong Kong.
     
         To conclude, we would continue to develop a diverse and quality education system and tell the good stories of Hong Kong’s education through various channels.

         In 2018, the State President stated at the National Conference on Education that vigorous efforts should be made to nurture international talents proficient in foreign languages and adept at Chinese-foreign negotiations and communications. There are views that as the country’s super connector and super value-adder, as well as the premier international financial centre connecting the country and the Middle East market, Hong Kong needs to nurture a large pool of foreign language talents. In this connection, will the Government inform this Council:
     
    (1) when Government officials make overseas visits and when the Government releases videos and hands out publications overseas to promote Hong Kong, whether local mother tongues of the relevant places have been used as the medium of communication; if so, of the details; if not, the reasons for that;
     
    (2) as it is learnt that there are a number of language universities in the country, such as Beijing Foreign Studies University, which is approved to teach more than a hundred foreign languages, whether the Government will study allocating more resources to tertiary institutions to strengthen training in foreign languages other than English, or establishing foreign language universities drawing on the models of the Mainland, with a view to nurturing multilingual talents in public and private organisations, so that they can tell the good stories of Hong Kong in different languages; and
     
    (3) whether it will study enhancing the existing “biliterate and trilingual” policy by turning it into a “triliterate and quadrilingual” policy?

         Hong Kong is a cosmopolitan city. In recent years, various national strategies have even brought about tremendous development opportunities for Hong Kong, which require us to strengthen exchanges and co-operation with the Mainland and overseas regions and countries by capitalising on our advantage of “linkage with our Motherland and close connection to the world”. To enhance our international competitiveness and strengthen our position as an international post-secondary education hub, we have been striving to nurture talents who are biliterate and trilingual, and proficient in other languages.
     
         Having consulted the Commerce and Economic Development Bureau and the Information Services Department (ISD), I would like to reply to the Hon Benson Luk’s questions as follows:
     
    (1) Currently, in taking forward overseas promotion work, the overseas Economic and Trade Offices (ETOs) of the Hong Kong Special Administrative Region (HKSAR) Government and Invest Hong Kong (InvestHK) will make appropriate arrangements taking into account the common languages of the relevant places. For instance, apart from the English version of the relevant ETOs’ websites, languages commonly used in the countries/regions under their respective purview are also available, e.g. Japanese, Thai, German, Arabic to facilitate local people in understanding the information disseminated by ETOs. Also, for meetings between officials of the HKSAR Government and local officials/representatives of the political and business sectors and preparation of relevant promotional materials, the ETOs concerned will arrange interpretation and prepare and issue the relevant promotion materials in local languages as appropriate.
     
         In addition, to facilitate investors from around the world to understand the latest information about Hong Kong’s business environment, InvestHK’s website is available in a number of major languages, including simplified Chinese, traditional Chinese, English, Japanese, Spanish, French, Italian, as well as Arabic, which has been newly added. Separately, InvestHK’s promotional videos are mainly in English and Putonghua. Depending on the origin of individual successful case studies, subtitles may be available in the local language. As for InvestHK’s client meetings and promotional materials, Putonghua and simplified Chinese are used on the Mainland, while English and the local language where necessary are used in overseas markets. Interpretation will also be arranged at investment promotion seminars.
     
         On external promotion, the ISD produces a series of creative contents in multiple languages for placement in overseas and Mainland cities through digital and social media platforms, as well as outdoor advertising, in the form of short videos and banner advertisements to tell the good stories of Hong Kong. These creative contents are available in Arabic, Bahasa Indonesia, Dutch, English, French, German, Italian, Japanese, Korean, Malay, Thai, Vietnamese, etc. The ISD also translated and printed the promotional booklet entitled “HK Connect” into foreign languages such as Arabic, Bahasa Indonesia, Malay and Thai for distribution to target recipients at promotional activities during senior officials’ overseas visits.
     
         Moreover, the ISD has held the “Immersive Hong Kong” promotional roving exhibitions in Jakarta, Indonesia; Bangkok, Thailand; Kuala Lumpur, Malaysia; and Guangzhou, China since July 2023. It will also be staged in Dubai, the Middle East next month. In addition to English, the exhibition information is also available in the local languages of each stop to enhance the publicity effect.
     
    (2) The eight University Grants Committee (UGC)-funded universities have all along been making flexible use of their resources to offer a wide range of publicly-funded programmes with regard to their respective roles and positioning, as well as providing diversified learning opportunities for students in response to market demands. Learning foreign languages can help students to understand multiculturalism and strengthen their connections with different parts of the world, thereby enhancing their competitiveness in entering the workforce, pursuing further studies or starting their own businesses in the future. University education also aims to encourage students to acquire knowledge and skills in different fields, and nurture the high-calibre talents required by different industries, so as to inject impetus into the development of Hong Kong.
     
         In recent years, the eight UGC-funded universities have offered as many as 12 contemporary foreign languages for learning, including Arabic, French, German, Italian, Japanese, Kiswahili, Korean, Portuguese, Russian, Swedish, Spanish and Thai. They also offer a range of specialised programmes majoring in individual foreign languages or cultures for students who aspire to become professionals in relevant fields in the future. As for students pursuing undergraduate programmes in other areas such as engineering technology, business or social sciences, a number of universities also offer minor options or foreign language courses as free electives for interested students to pursue having regard to their personal aspirations and abilities. In addition, a number of self-financing institutions at present offer post-secondary programmes related to different foreign languages and relevant elective subjects according to market demand.
     
         The above arrangements for major, minor and free electives enable students to study foreign languages having regard to their learning objectives in an appropriate manner. The existing arrangements meet practical needs with flexibility; hence the Government has no plans to set up a foreign language university. Nevertheless, we will continue to encourage the UGC-funded universities to provide students with opportunities to learn foreign languages, and through various avenues, such as student exchange programmes and experiential learning activities, enable students to gain exposure to the cultures of more places, broaden their horizons, seize Hong Kong’s unique advantages, and be better prepared for their future development.
     
    (3) Over the years, the Government has been collaborating with the Standing Committee on Language Education and Research, other advisory bodies and stakeholders to enable the Hong Kong people, particularly students and working adults, to become biliterate and trilingual, through sponsoring and implementing various measures using the Language Fund. Moreover, the Education Bureau (EDB) endeavours to develop students’ multilingual competence, enabling them to make life planning based on their own interests, abilities and aspirations, and to connect to the world. Over the years, the EDB has offered “other languages” courses (Note 1) (Category C of the Hong Kong Diploma of Secondary Education Examination) for senior secondary students to study as an elective subject. As announced in the 2024 Policy Address, the EDB will implement a pilot scheme to invite schools to apply for additional resources to provide opportunities for junior secondary students to learn “other languages” (Note 2), in order to facilitate a stronger articulation in their learning of “other languages” as an elective subject at the senior secondary level.

    Note 1: The EDB subsidises schools to offer courses of the six “other languages”, i.e. French, German, Japanese, Korean, Spanish and Urdu, for secondary four to six students.
     
    Note 2: Schools can use the funding to offer junior secondary courses of the six designated “other languages” (i.e. French, German, Japanese, Korean, Spanish and Urdu), which are the senior secondary elective subjects. Arabic and Russian could also be considered.

         There are views that with the integration of Hong Kong into the overall development of the country, raising the public’s Putonghua standard is of significance to enhancing their sense of national identity and patriotic education, and being conversant with Putonghua can help the public better understand the policies, culture and history of the country, thereby deepening their patriotic sentiments and sense of belonging. In this connection, will the Government inform this Council:
     
    (1) of the specific measures currently taken by the Government to raise the Putonghua standard of Hong Kong students, so as to enhance their sense of national identity and awareness of patriotism; whether it has plans to increase the proportion of school curriculum using Putonghua as the teaching medium;
     
    (2) to facilitate the implementation of Putonghua education, whether it has provided targeted professional training to teachers to raise their standard of teaching in Putonghua; whether a dedicated training fund or scholarship has been established to support teachers to pursue further studies in Putonghua;
     
    (3) whether it has policies or plans to raise civil servants’ Putonghua standard; whether it will include the Putonghua proficiency test as a criterion for the recruitment and promotion of civil servants; if so, of the specific arrangements; and
     
    (4) whether it has conducted surveys on the implementation of Putonghua education in Hong Kong at present to assess its effectiveness; if so, of the assessment outcome for recent years; if not, the reasons for that?

         Under the “one country, two systems”, Hong Kong’s policy on language education is to develop the biliterate and trilingual abilities of our students, enabling them to express themselves and communicate fluently in Putonghua, English and Cantonese. Putonghua is the standard Chinese language of our country. It is also a symbol of our nation. A good mastery of Putonghua not only enhances expression and communication but also facilitates integration into the overall development of the country, boosting national pride and confidence.
     
         Our reply to the question raised by the Hon Tang Fei is as follows:
     
    (1), (2) and (4) The Education Bureau (EDB) has been actively promoting the teaching and learning of Putonghua, and adopting a multi-pronged strategy, which covers the aspects of curriculum, learning and teaching support, student activities and teachers’ professional development, to promote students’ learning of Putonghua within and beyond the classroom.
     
    Curriculum
     
         Since 1998, Putonghua has officially been included as a core subject at the primary and junior secondary levels to ensure that all primary and secondary school students can master Putonghua. We will continue to review the curriculum, closely keep in view the grading standards and the testing outlines of the Putonghua Proficiency Test for secondary and primary school students (pilot version) promulgated by the Ministry of Education of the People’s Republic of China and the State Language Commission (SLC), and make timely refinement to the curriculum of the Putonghua subject for primary and secondary schools in Hong Kong, so as to align with the national standards and enhance the effectiveness of Putonghua learning and teaching.
     
    Learning and teaching support
     
         To support the learning and teaching of Putonghua, the EDB has been developing diversified learning and teaching resources for reference and use by teachers and students. These include enhancing the content and the functions of the “Tong Da Xue Pu” self-learning website, producing resource materials such as a Glossary of Easily-mispronounced Terms, a game booklet on the Correct Pronunciation and Application of Putonghua and the “Voice and Expression: Learning Materials for Reading Aloud in Putonghua with Background Music for Primary and Secondary Schools”, as well as preparing school exemplars.
     
         Furthermore, the EDB provides school-based support services for primary and secondary schools, collaborating with teachers to enhance the learning and teaching of Putonghua in schools such as developing Pinyin teaching, encouraging students to read aloud, telling stories relating to classical Chinese poetry, and designing various Putonghua learning activities. The EDB also works under the Mainland-Hong Kong Teachers Exchange and Collaboration Programme to arrange for Mainland expert teachers to enhance teachers’ professional capacity in implementing Putonghua teaching through on-site collaboration, teacher networks, open lessons and teacher professional development activities.
     
         To further promote the effective use of Putonghua by students so as to boost their national pride and national confidence, the Chief Executive has also announced in his 2024 Policy Address that the EDB would earmark approximately $200 million in the Language Fund for providing a one-off grant to each public sector primary and secondary school in the 2024/25 school year. This grant aims to enrich the Putonghua language environment and enhance the atmosphere for learning Putonghua.
     
    Multifarious activities and Mainland exchange
     
         The EDB has all along been encouraging schools to organise multifarious activities to give students more opportunities to use Putonghua on and off campus. The EDB also collaborates with schools, educational organisations and social organisations to regularly organise various kinds of Putonghua activities for students such as the Putonghua Public Speaking Competition for Primary and Secondary Schools. The Standing Committee on Language Education and Research (SCOLAR) makes use of the Language Fund to encourage and provide funding to different sectors of the community to conduct a variety of Putonghua activities, thereby creating a diversified Putonghua learning environment for students outside the classroom. Since the 2019/20 school year, a total grant of over $60 million has been approved by the SCOLAR to fund projects initiated by different organisations for the promotion of Putonghua, including interactive theatres, radio dramas, video production, quiz competitions, public speaking contests and community exploration activities, and the attendance of beneficiary students has exceeded 400 000. According to the feedback gathered by the organisers and the observations by the SCOLAR Secretariat, participating students were able to speak Putonghua with enthusiasm and they demonstrated good Putonghua proficiency in general. 
     
         In addition, by means of the Sister School Scheme and Mainland exchange and study tours, students are provided with opportunities to practise Putonghua, enrich their vocabulary and enhance their communication skills in an authentic environment through interacting and exchanging with their Mainland counterparts, touring different visiting spots and participating in relevant learning activities, etc.
     
    Professional training and development of teachers
     
         The policy on Language Proficiency Requirement (LPR) has been implemented by the EDB since the 2000/01 school year. Under this policy, all teachers of the Putonghua subject holding a regular post in publicly-funded schools (Note) have to fulfil the language proficiency requirements. With the introduction of the enhanced LPR announced by the EDB recently, starting from the 2024/25 school year, all new or newly deployed teachers of the Putonghua subject holding a regular post should attain Grade A, Level 2 or above in the Test of Proficiency in Putonghua conducted by the SLC and obtain the attained result in the Classroom Language Assessment within the first year of taking up teaching the subject.
     
         To further encourage teachers to enhance their mastery of Putonghua, this year the EDB launches the Sponsorship Scheme for Teachers Taking the National Putonghua Proficiency Test, under which all serving and prospective teachers (including but not limited to teachers teaching Chinese Language and Putonghua subjects) employed in publicly-funded primary and secondary schools in Hong Kong will be fully sponsored by the Language Fund to take the Putonghua Proficiency Test once. The aim is to reinforce the atmosphere for using Putonghua in school.
     
         Other than these, the EDB provides in-service training on different themes for Putonghua teachers every year, which includes curriculum interpretation, teaching of listening and speaking, teaching of Pinyin, tackling learning difficulties, learning assessment and creating an environment conducive to language learning. These training courses aim to enhance the teaching quality and skills of in-service teachers with contents further expanded to include performing arts, pragmatics, as well as communication and application of Putonghua to enhance their linguistic competence. In addition, the EDB encourages teachers to enrol in the online programme on Capacity Building Relating to the Teaching and Promotion of Putonghua for Teachers of Primary and Secondary Schools in Guangdong, Hong Kong and Macao offered by the Ministry of Education. Literary and cultural study trips to the Mainland have also been organised for teachers to promote exchanges, broaden their horizon and enhance their teaching abilities.
     
         The EDB and the Department of Education of Guangdong Province co-organise the Advanced Course on Teaching of Putonghua every year to uplift the professional standards of Putonghua teachers through immersive training courses and lesson observation activities. So far, 612 Putonghua teachers have completed the course since its first launch in 1999.
     
    Effectiveness evaluation
     
         The EDB has been using different channels such as curriculum development visits and inspections to understand the work of schools in uplifting students’ language proficiency (including the promotion of Putonghua education) and will make recommendations on improvement as necessary. Following the introduction of the enhanced School Development and Accountability framework in the 2022/23 school year, schools have to focus more on the seven learning goals (including language proficiency of students) in conducting the annual school self-evaluation (SSE). During the process, schools will collect the SSE information and data for integrative use to evaluate their effectiveness in related work. As observed from school inspections, schools would take into account their school-based circumstances and adopt diversified approaches to encourage students’ learning of Putonghua through application. For example, they would create a rich Putonghua learning environment within the schools and arrange students to participate in Putonghua-related activities held inside and outside their schools so as to increase students’ ability and interest in the use of Putonghua.
     
         According to the results of the 2021 Thematic Household Survey published by the Census and Statistics Department, 85.7 per cent of the responding students perceived their language competence in Putonghua for daily use as totally sufficient, sufficient or average. The percentage has been rising steadily over the past ten years.
     
         The EDB will continue to create more opportunities for teachers and students to practise Putonghua and enrich the Putonghua learning environment to enhance the Putonghua proficiency of teachers and students in Hong Kong.
     
    (3) Having consulted the Civil Service Bureau, response to part (3) of the question is set out below:
     
         Chinese and English are both the official languages of Hong Kong. It is the Government’s policy to maintain a fully biliterate and trilingual civil service to ensure effective communication with the public in discharging their official duties.
     
         Heads of Department/Grade would, having regard to the job requirements of the grades under their purview, specify appropriate language proficiency requirements as part of the entry requirements of the grades concerned. In assessing whether candidates meet the Putonghua proficiency required by the grade concerned, the recruiting department/grade may, having regard to its operational needs, decide on the appropriate assessment method(s), such as requiring candidates to answer questions in Putonghua during selection interviews, or requiring candidates to attain specific results in designated Putonghua proficiency tests.
     
         While maintaining the standard of public services, the Government will from time to time review the language proficiency requirements of various civil service grades to ensure that they commensurate with the job requirements and allow people of different backgrounds to join the civil service. The Civil Service Bureau is also dedicated to strengthening Putonghua training through arranging courses and web resources for civil servants. The contents include Putonghua for conducting exchange at work, methods to learn and better communicate in Putonghua, with a view to enhancing the overall ability of the civil service in using Putonghua.
     
    Note: These include all teachers of Putonghua holding a regular post in aided schools, as well as teachers of Putonghua in government schools, caput schools, Direct Subsidy Scheme schools and private primary/secondary day schools offering a formal curriculum who are comparable to teachers holding a regular post in aided schools.

    Question:
     
    It has been reported that some students were recently found to have allegedly submitted fake results documents for the Hong Kong Diploma of Secondary Education Examination (HKDSE) when applying for and during enrolment to a university in Macao. The relevant authorities in Macao have now stepped up verification for academic qualifications and examination results, while the Hong Kong Examinations and Assessment Authority (HKEAA) has also filed a police report on the incident. In this connection, will the Government inform this Council:
     
    (1) of the number of enquiries received by the HKEAA from institutions outside Hong Kong for establishing the authenticity of the HKDSE results in the past five years;
     
    (2) of the number of cases involving suspected forgery of the HKDSE results documents uncovered by the HKEAA in the past five years;
     
    (3) of the existing anti-forgery features in the HKDSE certification documents including result notice, statement of results and certification of results; whether the HKEAA has explored enhancements to anti-forgery measures for such documents; if so, of the details; if not, the reasons for that; and
     
    (4) whether the Government will, by drawing reference from the practice of the Ministry of Education to establish the China Higher Education Student Information website, consider providing a unified platform that collates information on students’ academic qualifications, student status and public examination files, and offers online verification services; if so, of the details; if not, the reasons for that?

    The Hong Kong Diploma of Secondary Education Examination (HKDSE) is a widely recognised academic qualification in Hong Kong and abroad. It is also an important credential for further studies and employment of candidates. The Education Bureau (EDB) attaches great importance to the verification of the HKDSE results to maintain the confidence of people at home and abroad in the HKDSE qualifications. Falsification or provision of fake academic qualifications is a serious offence. If any person attempts to use false documentation of results, the Hong Kong Examinations and Assessment Authority (HKEAA) will certainly refer the case to law enforcement agencies for follow-up action. The reply to the question raised by the Hon Chu Kwok-keung is set out below:
     
    (1) and (2) In the past five years, the HKEAA has received one enquiry from a non-local tertiary institution about the authenticity of the HKDSE results held by its students. After verification, the HKEAA found that the HKDSE results of the students involved in this case were forged.
     
    (3) Documents such as the HKDSE results notice, certificate, statement of results and certification of results issued by the HKEAA have multiple security features, including the use of watermarked fibre paper and microprinting technology for lettering. The HKEAA has also provided candidates, tertiary institutions and employers with result verification services (Note 1) to ensure that they can obtain or verify candidates’ public examination results directly from official sources.
     
    The HKEAA will annually review the various operational arrangements for the current HKDSE cohort for continuous improvements. It will also review and optimise the results verification services and security measures where necessary.
     
    (4) It is understood that, as regards post-secondary institutions in Hong Kong, the Joint Universities Computer Centre, which is established by 19 post-secondary institutions and organisations (Note 2), has successfully developed and launched an inter-institutional academic certificate verification platform using blockchain technology. Post-secondary institutions and students may choose to use the platform at their own discretion. Participating institutions can digitalise and upload academic certificates of graduates to the platform, in order to allow students to share their credentials with relevant persons via the platform when seeking employment or further studies. The platform streamlines the verification of academic qualifications and helps combat forgery of credentials. As for the HKDSE, the HKEAA will closely monitor the situations and study the feasibility of developing an electronic results verification solution to enhance the efficiency of service. The EDB will closely monitor the application and development of the aforesaid qualification verification platforms and explore the feasibility of establishing a more comprehensive verification platform at a suitable juncture.
     
    Notes:
    1. The services include:
    (a) HKDSE results extraction service: The HKEAA currently provides direct access to the results of the HKDSE for over 20 local and non-local universities, institutions and admission authorities, including the majority of the local tertiary institutions, Joint University Programmes Admissions System Office, the EDB, the respective joint admission offices of the Mainland and Taiwan, as well as a number of self-financing institutions in Hong Kong. After obtaining the consent of the student applicants concerned, the institutions may obtain the HKDSE results of the student applicants concerned directly from the HKEAA on the release date of the HKDSE or on a specified date, and the whole process is conducted without the intervention of a third party, so as to ensure the authenticity of the information; and
    (b) Provision of Certification of Results: The HKEAA maintains records of candidates’ results in public examinations since its establishment in 1977. Tertiary institutions or employers who need to check the public examination results of individual applicants may request the applicants to apply to the HKEAA for the issue of a “Certification of Results”, which will be sent directly to the organisations specified by the applicants to certify the results of their public examinations.
     
    2. Including the eight universities funded by the University Grants Committee; and the Hong Kong Metropolitan University, Hong Kong Shue Yan University, the Hang Seng University of Hong Kong, Saint Francis University, the Hong Kong Academy for Performing Arts, Vocational Training Council, Construction Industry Council, Hong Kong Chu Hai College, Tung Wah College, UOW College Hong Kong and University of Macau.

  • MIL-OSI Asia-Pac: Civil Aid Service holds Passing-out Parade for 90th Recruits and 13th Tactical Force Secondment Scheme

         The Civil Aid Service (CAS) held the Passing-out Parade for the 90th Recruits and 13th Tactical Force Secondment Scheme at its headquarters today (April 27). The parade was reviewed by the Secretary for Security, Mr Tang Ping-keung.
     
         Speaking at the Parade, Mr Tang noted that the CAS, as an auxiliary emergency force of the Government, is tasked with serving the public. Mr Tang highlighted the determination and dedication demonstrated by the recruits during their training, which has prepared them to face future challenges. He expressed the hope that the graduates will continue to carry forward the CAS’s 70 years of great tradition by playing four roles, namely guardians of the wild, disaster responders, community supporters and youth leaders, helping government departments in discharging mountain search and rescues and providing emergency rescues during natural disasters, assisting in maintaining order at major activities, as well as cultivating their sense of national identity and civic responsibility.
     
         Mr Tang stressed that the Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, said at the opening ceremony of National Security Education Day that external forces’ attempts to destabilise Hong Kong and use it to contain China will not change and can never succeed. Mr Tang said he hoped that everyone will continue to enhance their awareness of national security, forming a collaborative and efficient framework with other disciplined forces to maintain national security and ensure high-quality development for Hong Kong.
     
         During the ceremony, Mr Tang presented awards to outstanding recruits. The graduates staged demonstrations of vegetation firefighting and rescue techniques, showcasing the outcomes of their training.
     
         A total of 22 officer trainees, 58 recruits and for the first time, 20 officers and members from the Tactical Force Secondment Scheme, participated in the passing-out parade. All graduates are from diverse backgrounds. The CAS Recruit Training Certificate Programme has been recognised under the Hong Kong Qualifications Framework as meeting the accreditation standards at Level 3 by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. Graduates will be awarded the Certificate in Auxiliary Forces Basic Training (Civil Defence). The graduates will apply their acquired knowledge and skills to serve society.

         It has been reported that according to the figures from the Education Bureau, a total of 31 suspected fatal student suicide cases were recorded from January to November last year, which was the highest in the past five years, and even represented an increase of more than one-fold as compared to the 14 cases in the whole year of 2018. There are views that while robust Physical Education (PE) and Arts Education (AE) are conducive to the physical and mental health of primary and secondary students, there is still much room for improvement in PE and AE locally. In this connection, will the Government inform this Council:
     
    (1) whether the relevant government departments will review the overall effectiveness of local PE and AE; if so, of the details (including the method and mechanism of the review, as well as the specific timetable); if not, the reasons for that;
     
    (2) whether the relevant government departments will conduct a survey based on the situation of all students in Hong Kong to make an analysis of the number of PE and AE lessons as well as the time for extra-curricular activities needed in a week for most students in order to relieve their stress and enable them to keep a healthy body, and based on the outcome of the analysis, set indicators for implementation in all schools in Hong Kong; if not, of the reasons for that; and
     
    (3) as it is learnt that the Education Bureau of Shenzhen Municipality has put into practice since January 1 this year the Implementation Opinions of Shenzhen on Strengthening and Improving the Work on Physical Exercise in Schools, which proposes that schools offering compulsory education should provide one PE lesson per day, while senior secondary schools (including secondary vocational schools) should provide three PE lessons per week, and that PE activities during recess in primary and secondary schools should last no less than 30 minutes per day, whether the relevant government departments will consider drawing reference from the practices in the Shenzhen Municipality and require schools to provide one PE lesson per day and incorporate activities such as physical activities between lessons, and require that activities between lessons should last no less than 30 minutes, so as to increase the time students spend on exercise every day?

         The Education Bureau (EDB) has attached great importance to students’ physical and mental well-being. Establishing a healthy lifestyle is one of the seven learning goals of the school curriculum and relevant learning elements have been integrated into some subjects. The EDB has all along been committed to supporting schools in the promotion of school Physical Education (PE) and Arts Education (AE) through the life-wide learning approach, including providing curriculum guides, developing learning and teaching resources, offering training for teachers, and organising territory-wide physical and aesthetic learning activities or assisting schools in flexibly arranging activities, fully supporting schools in planning and implementing PE and AE within and beyond the classroom. The EDB’s strategies to support schools in the implementation of PE and AE and the related details are set out in Paper No. CB(4)123/2024(03) 
         Our reply to the question raised by the Hon Stanley Ng is as follows:
     
    (1) and (2) In terms of curriculum, schools have to plan their PE and AE curricula according to the requirements in the respective curriculum guides, including the provision of PE, Music and Visual Arts lessons, taking into account their school contexts as well as the needs, interests and abilities of students, etc. Currently, primary and secondary schools should arrange at least two PE lessons per week (i.e. approximately 80 minutes per week) for students, while those taking the PE elective subject for the Hong Kong Diploma of Secondary Education have the opportunity to learn sports theory and engage in sports training for around 250 hours in total. As for AE, the Music and Visual Arts subjects are generally offered in schools. The respective curriculum guides of the two subjects specify that schools must arrange for students no less than 9 per cent of the lesson time (primary level), 8 per cent to 10 per cent of the lesson time (junior secondary level), 250 hours (as senior secondary elective subjects) and no less than 10 per cent of the lesson time at the senior secondary level for Other Learning Experiences related to arts. The EDB will review the implementation of the curriculum from time to time and update the relevant content in a timely manner to facilitate the development of school PE and AE through a life-wide learning approach. 
     
         The EDB announced the updated Primary Education Curriculum Guide in September 2022. Schools are encouraged to make good use of flexible lesson time and organise students’ learning time within and beyond the classroom, thereby enriching their diverse learning experiences and promoting a balanced development. The EDB has also issued the circular titled “Developing an Active and Healthy Lifestyle Through Promoting Physical Activities” (Note 1) in February, 2024 to provide strategies, specific recommendations as well as information on relevant curriculum resources and support measures to schools, and guide students to integrate the habit of exercising into daily lives beyond PE lessons.
     
         On the other hand, the EDB has been supporting or organising major PE and AE student activities to allow students with different talents and interests to unleash their potential. For instance, the EDB subsidises organisations such as the Schools Sports Federation of Hong Kong, China and the Hong Kong Schools Music and Speech Association to organise various primary and secondary inter-school sports competitions, music festival, speech festival and dance festival every year, among others. The EDB has also launched the “Active Students, Active People” Campaign (also known as “ASAP” Campaign) and MVPA60 (Note 2) Award Scheme to encourage students to develop a habit of regular participation in physical activities as soon as possible. Moreover, the EDB has been collaborating with various departments, tertiary institutions, organisations and groups to promote a variety of PE and AE activities. For instance, the Leisure and Cultural Services Department’s (LCSD) School Sports Programme and iSmart Fitness Scheme have been well-received by schools, allowing students of primary, secondary and special schools in Hong Kong to participate regularly in diverse sports activities during leisure time, fostering a sporting culture on school campuses, developing an active and healthy lifestyle, enhancing the standard of sports performance among students, and helping identify student athletes with potential for further training. The scheme on A Journey on Learning the Arts for Senior Secondary Students launched by the EDB and supported by the LCSD and various arts groups aims at encouraging secondary school students to participate in and appreciate arts programmes in authentic contexts outside the classroom, including performances of Chinese and Western music, Chinese operas, dramas and dances as well as visual arts exhibitions and film shows. Some of these programmes also include activities such as guided tours or seminars.
     
         Different departments of the EDB regularly review the implementation and effectiveness of the PE and AE curricula in schools through inspections, curriculum visits and school visits, looking into aspects including whether the PE and AE curriculum guides have been implemented effectively with a view to helping students acquire relevant knowledge, generic skills, values and attitudes, and providing feedback to schools in a timely manner.
     
         Schools are generally making good use of in-house and external resources to arrange school PE and AE activities for students within and beyond the classroom according to their interests and abilities. For instance, having regard to school contexts, a variety of PE and AE activities may be arranged for students before morning assemblies, during recess or lunch break, and after school hours; organising PE and AE-related extra-curricular activities; conducting sports days, swimming galas, music competitions, school team and orchestra trainings; arranging students to participate in various off-campus PE and AE competitions and art appreciation, to increase opportunities for students to engage in PE and AE activities.
     
         Rather than setting hard indicators, schools are currently allowed to plan the learning and teaching within and beyond the classroom flexibly according to their own circumstances so that schools can better cater for learner diversity and facilitate students’ development needs as a whole. Such arrangement has been running smoothly and is widely supported by the educator sector.
     
         On the other hand, to promote mental health in schools in a more comprehensive and systematic manner, the EDB has recently launched the 4Rs Mental Health Charter (the Charter) in April. It calls for all schools to join the Charter, thereby working together to set practical and feasible goals and take concrete actions to promote students’ physical and psychological health. The 4Rs in the Charter cover four elements and objectives for promoting mental health, including “Rest”, helping students cultivate healthy habits from an early age as well as including having enough rest, adequate sleep and leisure activities; and “Relaxation”, teaching students to take the time to relax, take care of their mental health and practise self-compassion, as well as encouraging them to do more exercise, such as arranging morning exercises/exercises between lessons for students, providing appropriate sports equipment for students to use, and participating in different activities under the EDB’s ASAP Campaign, to cultivate the habit of regular exercise among students. We firmly believe that schools participating in the Charter, through implementing various measures and organising activities for the promotion of student mental health, will help students develop healthy living habits, provide more opportunities for them to relax and reduce stress, help them build positive interpersonal relationships, and enhance their well-being and resilience, thereby enhancing an overall healthy culture in schools. 
     
    (3) The education systems, curriculum frameworks, teaching and assessment policies in different regions are developed based on factors such as their unique social culture, background, physical environment, history and economy. In formulating the PE curriculum in Hong Kong, the EDB and the Curriculum Development Council have taken into account students’ development needs as a whole and have sought to balance the diverse expectations of Hong Kong society regarding student learning. Currently, primary and secondary schools are providing at least two PE lessons per week for students in accordance with the curriculum guides and, through a wide range of physical activities, foster students’ interest in sports, develop their motor skills and improve their physical fitness. These initiatives aim to develop students’ habit of doing regular exercise and cultivate their positive values and attitudes.
     
         To effectively increase students’ physical activity level, offering subject lessons alone is not adequate. In fact, many schools currently make arrangements for students to participate in different types and levels of physical activities within and beyond the classroom apart from PE lessons by, for example, arranging morning exercise/exercise between class periods before, during and after school, and setting up an exercise corner during recess/lunch break. The EDB has issued the EDBC No. 5/2024 titled “Developing an Active and Healthy Lifestyle Through Promoting Physical Activities” in February 2024 to provide strategies, specific recommendations as well as information on relevant curriculum resources and support measures to schools to help increase students’ physical activity level, with a view to achieving the World Health Organization’s recommendation that children and adolescents aged 5 to 17 should accumulate at least an average of 60 minutes daily of moderate- to vigorous-intensity physical activities (i.e. MVPA60) across the week as well as the direction for the development of the PE curriculum. Besides, in line with the development of the PE curriculum, the EDB provides a one-off grant of $150,000 (Note 3) for each public sector school and schools under the Direct Subsidy Scheme in the 2023/24 school year. Schools may deploy the grant to organise or subsidise students to participate in diversified PE activities, purchase or upgrade PE/sports equipment in schools, etc, to create a better sports ambience and further promote MVPA60, thereby increasing the daily exercise time of students and helping them develop a healthy lifestyle.

         It has been reported that a university has recently found that some students have provided fraudulent documentary proof of academic qualifications when applying for admission. There are views that the incident has brought potential impact on Hong Kong’s reputation as an international hub for post-‍secondary education. In this connection, will the Government inform this Council if it knows:
     
    (1) the specific measures taken by various higher education institutions to ensure the authenticity and validity of documentary proof of academic qualifications submitted by applicants for admission; and
     
    (2) whether various higher education institutions will enhance their mechanisms for vetting the eligibility of applicants for admission to prevent the recurrence of similar incidents, thereby ensuring the quality of their students; if so, of the specific details?

         Falsifying or furnishing fraudulent academic qualifications is a serious offence liable to a maximum penalty of 14 years’ imprisonment. As fraudulent academic qualifications seriously affect student admission by local higher education institutions and Hong Kong’s hard-earned international reputation, the Government of the Hong Kong Special Administrative Region and all sectors of the Hong Kong community deeply resent such act and have zero tolerance towards the matter.
     
         Earlier on, a certain university found a very small number of cases where applicants allegedly submitted fraudulent documents when applying for admission. The university reported the incident to the Police and dealt with the incident seriously, indicating its determination of zero tolerance.
     
         Hong Kong’s higher education has unique advantages, including high teaching quality, strong basic research capabilities, extensive international connections, and close co-operation with the Mainland, representing a strong foundation. We particularly treasure the golden reputation of Hong Kong’s higher education. Facing intense competition for admissions, universities have always established stringent admission procedures and mechanisms to ensure fairness and impartiality in selecting the best candidates. As the cradle of future talent, our higher education institutions must be well prepared for Hong Kong to develop itself into an international hub for post-secondary education, be it academic standards or the establishment of systems.
     
         In response to the question raised by the Hon Tang Fei, our key replies are as follows:
     
    (1) All of the eight University Grants Committee (UGC)-funded universities have formed academic boards/senates to take charge of academic matters while academic units and/or graduate schools are responsible for the administration and gatekeeping of student admission. There are rigorous admission standards and procedures as well as clear guidelines in place for stringent vetting of the academic qualifications, public examination results and relevant documents of students admitted. Generally speaking, verification is made through various channels, such as requesting the admitted students to arrange for direct dispatch of relevant proof of study (e.g. transcripts) by the respective awarding institutions to the universities concerned, checking with credible platforms (e.g. the China Higher Education Student Information website), verifying the results with the relevant examination boards directly, or requesting the applicants to arrange for direct dispatch of their results by the relevant examination boards to the universities concerned. Students may also be required to produce originals or certified copies of the certificates or transcripts for further checking when registering with the universities in Hong Kong as and when necessary. Those who are unable to furnish the required documents in the above process may have their admission offers rescinded or registration rejected.
     
    (2) The admission mechanisms of the eight UGC-funded universities uphold the principles of merit-based selection, fairness and impartiality. All universities will continue to provide training, including collaborating with the Independent Commission Against Corruption (ICAC) in this regard, inviting the ICAC to take part in reviewing or providing advice on the admission procedures, and formulating internal guidelines on corruption prevention, etc, with a view to raising anti-corruption awareness among relevant staff and ensuring the integrity of the system and fairness of the admission mechanisms. At the same time, the universities will diligently undertake their gatekeeping responsibilities and clearly demonstrate their zero tolerance stance towards using fraudulent academic qualifications to apply for admission. They will take decisive disciplinary actions upon discovery of such violations, including rescission of admission offers or expulsion, and will refer such cases to the relevant law enforcement agencies and visa-issuing authorities for follow-up action as appropriate. In addition, the universities have been paying closer attention to the recent untrue information, abetting and other illegal activities. They actively make clarifications on their websites, social media and in application forms, and remind applicants that all application materials must be accurate. Unlawful conduct will not be tolerated. In the light of the ever-changing circumstances, the universities will continually improve the arrangements to maintain their academic reputation.

  • MIL-OSI China: China refines departure tax refund policy to encourage inbound consumption

    BEIJING, April 27 — China unveiled a set of measures on Sunday to further optimize its departure tax refund policy to meet overseas tourists’ needs better and expand inbound consumption.

    The minimum purchase threshold for departure tax refunds has been lowered, allowing overseas travelers to apply for a refund if they spend at least 200 yuan (about 27.75 U.S. dollars) at the same store on the same day and meet other relevant requirements, according to a circular jointly issued by the Ministry of Commerce and five other government departments.

    While ensuring proper risk management, refunds will be made available through multiple channels, including mobile payments, bank cards and cash, to better accommodate the diverse payment preferences of overseas travelers. The upper limit for cash refund has been raised to 20,000 yuan.

    The circular also outlines steps to expand the number of departure tax refund stores, enrich the supply of related goods and improve related services.

    More departure tax refund stores will be set up in major shopping areas, pedestrian streets, tourist sites, resorts, cultural venues, airports, passenger ports and hotels, according to the circular.

    Departure tax refund stores are encouraged to broaden product offerings to include time-honored brands, renowned Chinese consumer goods, smart devices, intangible cultural heritage items, crafts and specialty products, among others.

    A series of activities to promote shopping in China will be launched to support local efforts to cultivate and promote high-quality signature products, such as “city gifts” and “must-buy” items, in departure tax refund stores.

    Meanwhile, the regulations regarding departure tax refund have been revised to optimize related services and streamline the refund process to help overseas travelers more easily benefit from departure tax refund policies, according to the country’s taxation authorities.

    Earlier this month, China announced a nationwide shift from a refund-upon-departure model to a refund-upon-purchase model for departure tax refund, enabling foreign visitors to instantly claim value-added tax rebates at tax-free stores across the country.

    “Providing overseas travelers with a greater variety of shopping options and improved, more convenient tax refund services will help stimulate inbound consumption and support high-standard opening up and economic growth,” said Chen Binkai, vice president of the Central University of Finance and Economics.

  • MIL-OSI China: China unveils draft environmental code

    BEIJING, April 27 — China is poised for a significant enhancement in its green efforts as a draft of the country’s first-ever environmental code was unveiled on Sunday at the top legislature.

    The draft, submitted to the Standing Committee of the National People’s Congress for a first reading, comprises 1,188 articles in five chapters including the general provisions, pollution prevention and control, ecological protection, green and low-carbon development, legal liability and supplementary provisions.

    Once adopted, it will become China’s second formal statutory code, after the Civil Code, which was adopted in 2020.

    The compilation of the environmental code was initiated in 2023.

    BEIJING, April 27 — In a bid to bolster its digital workforce and economy, China has jointly issued a new plan outlining priorities for boosting national digital literacy and skills by 2025.

    The document, released recently by four government agencies including the Office of the Central Cyberspace Affairs Commission and the Ministry of Education, sets a wide-ranging agenda, authorities announced on Sunday.

    It calls for developing a comprehensive system for cultivating digital talent, expanding the digital economy’s growth potential, and building a more inclusive digital society. Other priorities include creating smarter digital lifestyles, promoting a safe and orderly cyberspace, and strengthening multi-party collaboration and international cooperation.

    Regarding artificial intelligence (AI), the plan emphasizes expanding the application of AI and improving AI governance frameworks.

    By the end of 2025, China aims to significantly raise digital literacy levels nationwide, build a robust system for digital skills training, and expand the supply of digital resources.

    Additional targets include growing the digital workforce, enhancing workers’ digital capabilities, narrowing skills gaps between different demographic groups, and fostering a more inclusive, smarter and safer digital environment.

  • MIL-OSI China: China, Central Asian countries to deepen cooperation

    ALMATY, April 26 — China and Central Asian countries have agreed to boost cooperation in various fields, said a press release from the Sixth China-Central Asia Foreign Ministers’ Meeting held here Saturday.

    Murat Nurtleu, deputy prime minister and minister of foreign affairs of Kazakhstan, Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, Jeenbek Kulubaev, Minister of Foreign Affairs of Kyrgyzstan, Sirojiddin Muhriddin, Minister of Foreign Affairs of Tajikistan, Bakhtiyor Saidov, Minister of Foreign Affairs of Uzbekistan, and Parahat Durdyev, Turkmenistan’s Ambassador to China attended the meeting.

    The parties will continue to maintain close communication and coordination through diplomatic channels to ensure the complete success and fruitful outcomes of the upcoming China-Central Asia Summit, said the press release.

    All sides reaffirmed their firm support for each other on core interests such as sovereignty, independence, security and territorial integrity, and opposed external forces interfering in the internal affairs of countries participating in the mechanism, it said.

    The Central Asian countries highly valued and expressed their willingness to actively implement the Global Security Initiative proposed by China, it said.

    The parties reaffirmed their support for multilateralism and international trade rules, and expressed opposition to unilateral protectionist practices, it said.

    All sides expressed willingness to deepen high-quality Belt and Road cooperation and implement mutually beneficial projects in infrastructure construction, digital connectivity and the green economy, according to the press release.

    The parties will continue efforts to enhance Central Asia’s role in ensuring international energy and food security, developing international transport and logistics routes, and ensuring the smooth supply of key goods, it said.

    All parties reaffirmed their commitment to strengthening regional and international security, and jointly combating the “three evil forces” of terrorism, extremism and separatism as well as transnational crime, it said.

    ATHENS, April 26 — The China-Greece Joint Laboratory for Digital Heritage has been inaugurated at the National Archaeological Museum of Greece, aiming to advance bilateral cooperation in cultural heritage digitization and innovation.

    Involving a number of entities from both China and Greece, the laboratory will serve as a platform for joint research on digital preservation, virtual exhibitions, and artificial intelligence applications in heritage protection, said He Yan, director of the digital heritage committee of ICOMOS China.

    Georgios Didaskalou, secretary general of the Greek Ministry of Culture, hailed the importance of civilization exchanges between the two countries at the inauguration ceremony on Wednesday, emphasizing that digital technologies have opened new pathways for dialogue among civilizations.

    Konstantinos Nikolentzos, deputy director of the National Archaeological Museum of Greece, said that the laboratory marks a new phase of systematic collaboration between the two countries. He added that the initiative will consolidate expertise in digital preservation and cutting-edge technologies, laying the groundwork for long-term international research partnerships.

    ALMATY, April 26 — The sixth China-Central Asia Foreign Ministers’ Meeting held here on Saturday laid the comprehensive political groundwork for the upcoming second China-Central Asia Summit later this year and facilitated in-depth discussions on advancing China-Central Asia cooperation in all aspects.

    Chinese Foreign Minister Wang Yi said that the United States, acting unilaterally, has imposed arbitrary tariffs on more than 180 countries, infringing upon their legitimate rights and interests. China has stepped forward and taken necessary countermeasures, not only to defend its own legitimate rights and interests, but also to safeguard international rules and order as well as international fairness and justice.

    As the world’s second-largest economy and a responsible major country, China will unswervingly advance high-level opening-up, seek common development with neighboring countries, share opportunities with the world, shoulder its due international responsibilities and fulfill its international obligations.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, put forward five proposals from the Chinese side for deepening China-Central Asia cooperation.

    First, be firm in upholding good faith and fostering harmony. Second, stick to mutually beneficial cooperation. Third, continue to advance institutional development. Fourth, adhere to fairness and justice. Fifth, be firm in friendship for generations.

    The attending foreign ministers from Central Asian countries said that each country is ready to strengthen the synergy between their national development strategies and the Belt and Road Initiative, jointly combat the “three evil forces” of terrorism, extremism and separatism, and transnational crime, so as to maintain regional peace and stability.

    All sides agreed that China serves as a stabilizing force in a turbulent world, and has demonstrated leadership in supporting multilateralism. They also expressed support for international trade rules and their rejection of unilateral protectionist practices.
