    PHNOM PENH, April 18 — Chinese President Xi Jinping on Friday concluded his state visit to Cambodia.

    During his visit, Xi held talks with key Cambodian leaders, including Cambodian King Norodom Sihamoni, Cambodian People’s Party President and Senate President Samdech Techo Hun Sen, Cambodian Prime Minister Hun Manet, and Cambodian Queen Mother Norodom Monineath Sihanouk.

    The following are some of the highlights of Xi’s remarks during the visit.

    ON TIES AND COOPERATION

    — Bilateral ties were forged and nurtured by the elder generations of leaders of the two countries. China-Cambodia relations have withstood the test of global transformations and always remained rock-solid.

    — China and Cambodia share a millennia-old friendship, with their people having always striven together and thrived together. Regardless of changes in the international landscape, China and Cambodia have stood by each other in good faith and with mutual assistance, offering unwavering support on issues concerning each other’s core interests and major concerns.

    — China will, as always, support Cambodia in following a development path that suits its national conditions, support the Cambodian government’s successful governance of the country, and back Cambodia in playing a more important role in international and regional affairs.

    — The two sides should deepen practical cooperation across various fields, advance the construction of Cambodia’s Industrial and Technological Corridor and Fish and Rice Corridor, and strengthen collaboration in energy, transportation and other key sectors, enabling Cambodia to share more in China’s development opportunities.

    — The people of the two countries should enhance mutual understanding and friendly feelings for each other, and promote exchanges and mutual learning between Chinese and Cambodian civilizations.

    ON ALL-WEATHER CHINA-CAMBODIA COMMUNITY WITH SHARED FUTURE IN NEW ERA

    — China and Cambodia have always been at the forefront of building a community with a shared future for mankind, bringing tangible benefits to the Cambodian people.

    — China and Cambodia have supported each other in maintaining stability and promoting development and prosperity, and worked together in upholding international fairness and justice, setting an example for a new type of international relations while contributing to building a community with a shared future for mankind.

    — Under the new circumstances, China and Cambodia should cherish and carry forward the ironclad friendship jointly forged by the elder generation of Chinese leaders and King Father Norodom Sihanouk, endow the China-Cambodia community with a shared future with new connotations of the time, serve the development of their respective countries and the well-being of their people, and make greater contributions to building a community with a shared future with neighboring countries and promoting the building of a community with a shared future for mankind.

  • MIL-OSI China: ‘The Wandering Earth 3’ begins filming with comedy megastar, AI assistant

    The final installment of China’s “The Wandering Earth” science fiction trilogy began filming on April 15, featuring the surprise addition of comedy star Shen Teng and the first use of an AI production assistant.

    The cast and crew attended a ceremony to mark the start of filming at China Movie Metropolis, a studio complex in Qingdao, Shandong province, which also hosted production of the previous two entries.

    Producer Fu Ruoqing, chairman of China Film Group, director Frant Gwo, and lead actor Wu Jing attended the ceremony, where they announced the surprise casting of comedian Shen Teng.

    Shen brought his signature humor to the launch, saying he was honored to join the team. “I’ll do my best in this role and make sure director Frant Gwo gets enough rest, while ensuring I get enough rest myself,” he joked.

    Wu shared his excitement about working with Shen: “I’m so hyped to have fun with Shen Teng on the ‘Wandering Earth’ ride. Maybe we can have a switch. Hope I get more comedy scenes while he does more action — can’t wait to see him throw a punch!”

    Shen and Wu are two of the biggest stars in Chinese cinema. Films starring Shen have grossed a total of 36.98 billion yuan ($5 billion) at the box office, making him the highest-grossing actor in China. Wu ranks a close second, with his films earning 34.71 billion yuan. The long-awaited collaboration between the two actors will take place in this project.

    At the launch of “The Wandering Earth 3,” the production team unveiled WEi, a proprietary AI assistant powered by DeepSeek R1 and supported by NVIDIA and ByteDance’s Volcano Engine.

    The tool, which is designed to emulate the franchise’s AI character MOSS, provides instant access to scripts, concept art and professional references. The production team said the tool integrates AI with film production to help advance China’s sci-fi industry and explore new creative possibilities.

    The production will also partner with leading Chinese technology firms to leverage advanced support, aiming to set a new benchmark in set construction and visual effects.

    Producer Fu expressed gratitude to the director and core creative team for overcoming challenges over the past decade since the first film. He pledged to continue supporting the team as they pursue the sci-fi vision of the “Wandering Earth” franchise and work to ensure its continued growth and legacy.

    Another franchise star, Hong Kong actor Andy Lau, sent a congratulatory video for the production launch, saying, “I can’t wait to rejoin the cast and begin filming.”

    Screenwriting adviser Wang Hongwei said the script for “The Wandering Earth 3” was 80% complete.

    “When working on a groundbreaking franchise like this, we all feel reluctant to put down our pens,” Wang said, adding that the team aims to create the most satisfying conclusion possible for the final installment.

    The film is written by Gwo, Gong Ge’er and Ye Ruchang. Gwo previously said the script underwent nine revisions by the end of last year, with the team surveying over 1,000 young people to better engage younger audiences. The story will serve as a direct sequel to the first film, exploring humanity’s struggle for survival during Earth’s 2,500-year cosmic odyssey to a new solar system.

    “Innovation must be everything — we have to find ways to make it happen,” Gwo said. “We want to give audiences something they’ve never seen in any film before. We’re raising production standards far above the first two movies to move and amaze every audience member who’s been supporting us.”

    The “Wandering Earth” franchise has maintained its strong audience appeal with consistent box office success. The original 2019 film earned 4.69 billion yuan domestically, while the 2023 prequel grossed 4.03 billion yuan. The series’ final installment, “The Wandering Earth 3,” will be released in two parts, with the first part scheduled to premiere in China during the 2027 Spring Festival season.

    Driven by booming tourism, innovative policies and robust retail growth, China’s island province of Hainan is rapidly becoming a vital domestic and international consumption destination, said a white paper released during the ongoing 5th China International Consumer Products Expo (CICPE).

    “The 2025 Hainan Travel Retail White Paper” was jointly released by KPMG China and the Moodie Davitt Report at the 5th Global Consumption Innovation & Duty Free and Travel Retail Exchange Event. Part of the CICPE, the event convened industry leaders, policymakers and international brands to explore opportunities in retail tourism and the island’s pioneering economic reforms.

    The white paper underscored that Hainan’s tourism revenue has grown steadily in recent years, supported by dynamic shifts from traditional retail to new consumption models and the expansion of duty-free shopping.

    Since the start of 2024, the island province has introduced multiple measures to strengthen its appeal to international visitors, positioning itself as a high-quality tourism market competing on the global stage.

    A key insight from the white paper is the dominance of younger consumers in Hainan’s retail tourism sector, with travelers born in the 1990s and 2000s accounting for over 50 percent of Hainan’s tourists in the first three quarters of 2024.

    These tech-savvy, trend-conscious consumers prioritize diverse shopping experiences, fueling demand for cosmetics, skincare, luxury goods and electronics.

    “The preferences and purchasing power of young consumers are redefining Hainan’s retail landscape,” noted the report.

    The province’s investment in introducing new tourism methods has further attracted this demographic, offering retailers a roadmap for future growth.

    At the governmental level, Hainan is leveraging institutional innovations to enhance its business environment and boost fair competition within the free trade port framework. Marketwise, the island is advancing its international profile by tapping into China’s accelerated opening-up of the tourism industry and expansion of the global travel market.

    The white paper emphasized Hainan’s dual role in attracting domestic high-spending tourists and boosting overseas consumption, solidifying its status as a global tourism and retail nexus.

    “Going forward, Hainan’s travel retail market is poised for development and is expected to become an important global hub for travel retail,” the report said.

    As China’s first major international exhibition of the year and the nation’s sole state-level event dedicated to consumer goods, the 5th CICPE has attracted over 1,700 enterprises and 4,100 brands from more than 70 countries and regions.

    In 2024, Hainan received a record-high 97.21 million tourist visits, up 8 percent year on year. Total tourism revenue exceeded 204 billion yuan (about 28.3 billion U.S. dollars), rising 12.5 percent, with per capita spending showing notable growth. The island welcomed 1.11 million inbound tourists over the same period, surging 115.6 percent year on year.

  • MIL-OSI China: Beijing Intl Film Festival to mark World Anti-Fascist War victory

    The 15th Beijing International Film Festival is set to feature a special screening program commemorating the 80th anniversary of the victory of the World Anti-Fascist War.

    The screenings are part of this year’s Beijing Film Panorama, an annual program that showcases nostalgic classics, new releases and films not previously screened in China. The event is popular with both fans and industry professionals.

    The first ticket sold during Monday’s presale was for Jonathan Glazer’s “The Zone of Interest” (2023), which won the Academy Award for best international feature at the 2024 Oscars. The film explores themes of complicity through its depiction of a Nazi officer’s family living next to the Auschwitz concentration camp.

    The film is part of the special “Cinema and Peace” program at the festival. “As we mark the 80th anniversary of the victory in the World Anti-Fascist War, we are launching this themed program. Spanning generations, these films ring the bell of world peace through cinema,” said Lin Siwei, deputy head of the China Film Archive, deputy director of the China Film Art Research Center, and deputy secretary-general of the BJIFF Organizing Committee.

    Twelve films will be screened, including several rarely seen in China that have been newly restored in 4K. Among them is Leopold Lindtberg’s “The Last Chance” (1945), which won both the international peace award and best feature film at the 1946 Cannes Film Festival. The film follows an American and a British soldier who escape from a Nazi train in wartime Italy and lead a group of refugees to Switzerland. The Swiss Embassy in China provided copyright and archival support for the screening.

    Claude Lanzmann’s “Shoah” (1985), the landmark 9.5-hour Holocaust documentary, is featured in the program and will screen alongside the Asian premiere of Guillaume Ribot’s 2025 documentary “All I Had Was Nothingness,” which examines Lanzmann’s commitment to creating “Shoah.”

    Other notable films in the lineup include Terrence Malick’s Golden Bear-winning “The Thin Red Line” (1998), adapted from James Jones’ novel about the World War II Guadalcanal campaign; Oliver Hirschbiegel’s “Downfall” (2004), which chronicles Hitler’s final days through the perspective of his secretary Traudl Junge; Kon Ichikawa’s “The Burmese Harp” (1956), about a Japanese soldier who becomes a Buddhist monk after the war; and Larisa Shepitko’s “Wings” (1966), a portrait of a Soviet World War II pilot.

    The selection also features Sam Peckinpah’s “Cross of Iron” (1977), Kazuo Hara’s documentary “The Emperor’s Naked Army Marches On” (1987), and Luuk Bouwman’s 2024 documentary “The Propagandist.”

    The program includes “Above the Drowning Sea” (2017), a documentary by Rene Balcer and Nicola Zavaglia about Jewish refugees who found sanctuary in Shanghai during World War II. The film highlights the role of Chinese diplomat Ho Feng Shan, who defied the Nazis and his own government to provide visas to refugees. Told from the perspectives of both the refugees and the Chinese people who sheltered them, the documentary offers a reflection on solidarity in times of crisis.

    The Beijing International Film Festival will run from April 18 to 26, featuring a range of activities, including forums, masterclasses, film pitching sessions and the Tiantan Award.

    This year’s Beijing Film Panorama will present 18 thematic sections, showcasing nearly 300 international films across about 900 screenings at 33 venues in the Beijing-Tianjin-Hebei region. Venues include commercial theaters, arthouse cinemas and various cultural spaces.

    Other main screening segments include a centennial tribute to director Robert Altman, along with films by Jiri Menzel, Andrei Tarkovsky and the late David Lynch.

  • MIL-OSI China: Israeli strikes kill at least 39 in Gaza

    At least 39 Palestinians were killed and dozens more wounded in Israeli strikes across the Gaza Strip on Thursday, according to the Gaza-based civil defense.

    Mahmoud Basal, a spokesperson for the civil defense, told Xinhua the Israeli attacks targeted several locations, including shelter tents, schools repurposed as refugee camps, and residential homes. Women and children were among the casualties, he said.

    The Israel Defense Forces (IDF) said it struck a command and control center in Jabalia and, over the past 48 hours, had targeted more than 110 locations across Gaza.

    “Among the targets struck were terrorist cells, military compounds used by Hamas, and additional militant infrastructure,” the IDF said in a separate statement.

    Gaza’s health authorities said 40 bodies and 73 wounded individuals were brought to hospitals across the enclave in the past 24 hours. The total number of Palestinians killed since Israel resumed its military offensive on March 18 has risen to 1,691, they added, bringing the overall death toll since the conflict began in October 2023 to 51,065.

    Separately, a Palestinian prisoner from the West Bank died after being transferred to an Israeli hospital, the Palestine Liberation Organization’s Commission of Prisoners’ Affairs and the Palestinian Prisoners’ Club said in a joint statement.

    Musab Adili, 20, from the city of Nablus, died Wednesday night at Soroka Medical Center. The cause of death was not disclosed. Adili was arrested by Israeli authorities in March and sentenced to one year and one month in prison, the statement said.

    He is the 64th Palestinian prisoner to die in Israeli custody since Oct. 7, 2023, according to the statement, including at least 40 detainees from the Gaza Strip.

    Russia lodged a strong protest with Japan over Tokyo’s plan to conduct anti-ship missile drills near Russia’s borders, the Russian Foreign Ministry said in a statement Thursday.

    Russia lodged a protest with the Japanese Embassy in Moscow over Japan’s plans to hold training exercises with the SSM-1 anti-ship missile systems, equipped with the Type-88 missiles on the Hokkaido Island near the Russian border in June, the Russian foreign ministry said in a statement.

    It said that Moscow considers such “provocative” military activity near Russia’s borders “a potential threat to its national security,” adding that Tokyo’s actions heighten tensions in Northeast Asia and the Asia-Pacific region.

    “Russia reserves the right to take all necessary countermeasures” to ensure its security on its Far Eastern borders, the foreign ministry warned.

  • MIL-OSI China: Strongest evidence yet of possible life detected on distant exoplanet

    Astronomers have reported the strongest evidence to date of potential biological activity beyond our solar system, following the detection of key molecules in the atmosphere of the distant exoplanet K2-18b, located approximately 124 light-years from Earth.

    K2-18b – 8.6 times as massive and 2.6 times as large as Earth – orbits in the habitable zone of a cool red dwarf star in the constellation Leo. Previous studies had already revealed the presence of methane and carbon dioxide in its atmosphere.

    The latest findings, published Thursday in The Astrophysical Journal Letters, mark the first time carbon-based molecules have been identified in the atmosphere of an exoplanet located in a habitable zone.

    Using data from the James Webb Space Telescope (JWST), a team of astronomers led by the University of Cambridge detected the chemical fingerprints of dimethyl sulfide (DMS) and/or dimethyl disulfide (DMDS) in the planet’s atmosphere. These sulfur-based compounds, on Earth, are produced exclusively by living organisms – primarily marine microbial life such as phytoplankton – making them promising biosignatures in the search for extraterrestrial life.

    While an unknown chemical process might be responsible for producing these molecules on K2-18b, the discovery represents the most compelling evidence so far that life could exist on a planet beyond our solar system.

    “Decades from now, we may look back at this point in time and recognize it was when the living universe came within reach,” said Professor Nikku Madhusudhan from Cambridge’s Institute of Astronomy, who led the research. “This could be the tipping point, where suddenly the fundamental question of whether we’re alone in the universe is one we’re capable of answering.”

    Although the discovery marks a major milestone in astrobiology, scientists emphasize the importance of rigorous verification. Madhusudhan noted that while the findings are exciting, more data is needed before any claims about extraterrestrial life can be made.

    Currently, the observations have reached the “three-sigma” level of statistical significance, indicating only a 0.3 percent probability that the findings are due to chance. However, to meet the standard threshold for scientific discovery, the results must achieve five-sigma significance, reducing the chance to less than 0.00006 percent.

    Researchers estimate that an additional 16 to 24 hours of follow-up observation with JWST may be required to reach this benchmark.

    While cautiously optimistic, Madhusudhan acknowledged that unknown chemical processes on K2-18b could also explain the presence of DMS and DMDS. He and his colleagues plan to pursue further theoretical and experimental work to investigate whether these molecules could be produced non-biologically at the levels currently observed.

    “Our work is the starting point for all the investigations that are now needed to confirm and understand the implications of these exciting findings,” said co-author Savvas Constantinou, also from Cambridge’s Institute of Astronomy.

  • MIL-OSI China: Shooting in Florida State University leaves multiple people injured

    At least six people were hospitalized on Thursday as a shooting took place in Florida State University campus in Tallahassee, Florida, according to media reports.

    “An active shooter has been reported in the area of Student Union,” said an alert by Florida State University at noon.

    Florida State University asked people continue to shelter in place as of 1 pm Eastern time while police have responded to an active shooter.

    A suspect is already in custody following the shooting, said a report by CNN, citing two law enforcement sources with direct knowledge of the situation.

    All classes and university events including athletics events scheduled for Thursday have been cancelled and individuals should avoid coming to the Tallahassee main campus, said Florida State University.

  • MIL-OSI China: UN sees US-Iran nuclear talks as ‘good sign’

    The United Nations views the second round of negotiations between the United States and Iran this weekend as “a good sign,” and hopes it will yield positive results, a UN spokesman said on Thursday.

    The second round of U.S.-Iran indirect negotiations will be held in Rome on Saturday, according to the Iranian Foreign Ministry. The two sides will discuss Tehran’s nuclear issues and Washington’s sanctions.

    “We very much hope that the dialogue between the United States and the Islamic Republic of Iran yields a positive outcome, which we’re seeing the lowering of tensions in the Gulf region, in the Middle East, and between the two countries,” Stephane Dujarric, spokesman for the UN secretary-general, said at a daily briefing.

    “We understand that there will be a second round from what I’ve seen, I think this weekend, which in itself is a good sign,” he said. “We will obviously be following it very closely.”

    In early March, U.S. President Donald Trump sent a letter to Iranian leaders, proposing negotiations on Iran’s nuclear program, while Iran later agreed on indirect talks.

    The first round of U.S.-Iran indirect talks was held in the Omani capital of Muscat last week. The White House said in a statement that the discussions were “very positive and constructive.” Iranian Foreign Ministry described their talks as “constructive.”

  • MIL-OSI China: Hamas says ready for prisoner exchange deal to end Gaza war

    Hamas said on Thursday evening that it is ready to immediately begin negotiations on a deal to swap all Israeli hostages with an agreed-upon number of Palestinian prisoners, in a bid to completely stop the Gaza war.

    Hamas expressed “readiness to immediately begin negotiations on a comprehensive package, whereby all prisoners held by the resistance and an agreed-upon number of Palestinian prisoners in the occupation’s prisons are released,” Khalil Al-Hayya, head of Hamas in Gaza, said in a video speech.

    This is “in exchange for a complete cessation of the war against our people, a full (Israeli) withdrawal from the Gaza Strip, the start of reconstruction, and the end of the (Israeli) siege,” Al-Hayya said.

    Al-Hayya accused Israeli Prime Minister Benjamin Netanyahu and the Israeli government of “using partial agreements as a cover” for Netanyahu’s “political agenda, which is based on continuing the war,” adding that Hamas “will not be part of implementing this policy.”

    On Monday, Israel’s state-owned Kan TV reported that Egyptian and Qatari negotiators had presented to Hamas a new deal proposal that includes the release of about 10 hostages and a temporary truce. Hamas said in a statement that it was reviewing the proposal, and would submit its response after completing internal consultations.

    On Tuesday, Hamas said it had lost contact with the group that captured Israeli-U.S. hostage Edan Alexander after an Israeli bombardment targeted their location.

    On Wednesday, Netanyahu’s office said the prime minister instructed Israeli negotiators to “continue the steps” for the release of hostages still held in Gaza.

    Since Israel ended a two-month ceasefire with Hamas and resumed deadly air and ground assaults on Gaza on March 18, 1,691 people have been killed and 4,464 others injured, Gaza health authorities said Thursday.

    PHNOM PENH, April 17 — On the occasion of Chinese President Xi Jinping’s state visit to Cambodia, a TV program — the Cambodian version of “Classics Quoted by Xi Jinping” was launched on TV here on Thursday.

    Cambodian People’s Party President and Senate President Samdech Techo Hun Sen sent a congratulatory letter expressing warm congratulations on the broadcast of the program.

    The program, produced by the China Media Group, carefully selected Chinese classics quoted in Xi’s important speeches, articles, and talks, focusing on themes such as ecological protection, cultural inheritance, exchanges and mutual learning of civilizations, and modernization construction, said a press release on the launching event.

    “With an international perspective and vivid and real pictures, it shows the essence of China’s excellent traditional culture to Cambodian audiences and explains the profound historical and cultural foundation of President Xi Jinping’s thoughts on governing the country,” said the press release.

    The program is being broadcast on the National Television of Cambodia and other Cambodian media.

    BEIJING, April 17 — A truck loaded with 1.3 tonnes of clothing, hats, sunglasses and other goods departed from the cross-border e-commerce warehouse at the comprehensive bonded zone of Beijing Daxing International Airport (BDIA), heading to the international cargo terminal of China Southern Air Logistics Co., Ltd. at the airport.

    At 4 p.m., these made-in-China daily necessities were shipped to Tashkent in Uzbekistan via flight CZ6027.

    “Almost every flight on this route carries goods in and out of the bonded zone,” said Song Bing, a manager at the logistics company.

    Comprehensive bonded zones are customs-supervised areas with streamlined clearance procedures, serving as vital platforms for China’s opening-up endeavors. Policies such as tax refunds upon entry, bonded imports and the free flow of goods within the zone help enterprises significantly reduce institutional transaction costs.

    Over 160 such zones nationwide play a crucial role in expanding trade, attracting foreign investment and driving industrial upgrades.

    At the BDIA bonded zone, trucks carrying goods arrive continuously. Inside bonded warehouses and production workshops, modern machinery operates at full capacity, fueling a bustling environment featuring manufacturing and research and development (R&D).

    Having settled in the zone in 2022, Beijing CRS Medical Device Co., Ltd. now produces 700,000 dental implants annually, serving clients nationwide.

    “Our imported equipment and materials from Germany and Japan enter the zone duty-free. Taxes are only paid when our products are sold outside the zone in China, easing our financial pressure,” said Xu Chang, manager of the company’s external relations department.

    In 2024, duty exemptions on imported machinery alone saved them over 2.7 million yuan (374,558 U.S. dollars), and the company plans to expand production and explore global markets, Xu added.

    Straddling Beijing and Hebei Province in north China, the bonded zone saw its foreign trade value grow by fourfold to reach 9.89 billion yuan in 2024, said Zhang Jizhou, deputy head of BDIA customs, adding that more enterprises are encouraged to settle there to boost regional foreign trade.

    Fan Taoyu, general manager of the north China marketing center of China Southern Air Logistics, said the company’s cargo terminal at BDIA had handled more than 35,000 tonnes of cross-border e-commerce goods, electronics, industrial accessories and agricultural products in 2024, linking to markets in Europe and Asia via hubs like London, Amsterdam and Tashkent.

    “The BDIA bonded zone is unleashing growing potential, benefiting logistics firms like us,” said Fan.

    Despite global challenges, China’s trade value continues to rise, with bonded zones serving as important drivers of such growth. The country’s total goods imports and exports in yuan-denominated terms expanded 1.3 percent year on year in the first quarter of 2025, demonstrating stable growth and strong resilience, according to the General Administration of Customs (GAC).

    In the first two months of this year, two comprehensive bonded zones in the coastal city of Qingdao in east China’s Shandong Province saw over 20 billion yuan in total foreign trade value — up 6 percent year on year, while bonded zones in Anhui Province, also in east China, recorded trade value of 23.11 billion yuan, a 16.1 percent increase.

    Beyond trade growth, bonded zones are accelerating industrial transformation, leveraging policies to establish R&D centers and foster high-tech industries. In May 2024, the GAC introduced 23 measures to advance high-quality development in comprehensive bonded zones.

    Notably, the BDIA bonded zone welcomed a firm specializing in flight simulator R&D and training, which trained 1,000 airline personnel in 2024. Meanwhile, Beijing’s Zhongguancun comprehensive bonded zone, the country’s first bonded zone featuring R&D and innovation, hosts a series of tech companies, dedicating 90 percent of its space to experimental R&D.

    “Joining the zone means saving costs on tax-free R&D equipment and bonded materials, allowing us to focus on innovation,” said Wang Shicheng, chairman and general manager of Beijing Soaring Electric Technology Co., Ltd., a clean energy and energy saving tech firm based in the Zhongguancun bonded zone.

    QINGDAO, April 17 — A 150,000-tonne deep-sea intelligent aquaculture vessel was delivered for use Thursday in east China’s port city of Qingdao.

    The ship, built with investment from the Qingdao Conson Development (Group) Co., Ltd., has a displacement of 150,000 tonnes. It is 244.9 meters long and houses 15 breeding cabins with a total water holding capacity of nearly 100,000 cubic meters.

    Around 610 million yuan (about 84.6 million U.S. dollars) has been invested in the ship, which is for use by Qingdao Conson.

    The ship-borne smart aquaculture system is expected to have an annual output of 3,600 tonnes of high-quality fish. The breeding cabins can be used to cultivate fish species such as large yellow croaker and salmon.

    The new aquaculture vessel is an updated version of its 100,000-tonne predecessor delivered on May 20, 2022. Its predecessor has now already traveled over 17,000 nautical miles. The vessel pushed the aquaculture area from nearshore to deep sea, using high-quality seawater resources for breeding.

    The new vessel has made more than 160 technological breakthroughs. In particular, the application of digital and intelligent technologies has been boosted, and the entire fish breeding process is now accomplished fully by machinery.

  • MIL-OSI China: Former senior CPC publicity official prosecuted for bribery

    A public prosecution has been initiated against Zhang Jianchun, former deputy head of the Publicity Department of the Communist Party of China (CPC) Central Committee, on bribery charges.
    The case of Zhang has been filed by prosecutors of the Langfang Municipal People’s Procuratorate in north China’s Hebei province to the Intermediate People’s Court of Langfang, the Supreme People’s Procuratorate (SPP) announced on Friday.
    Zhang is accused of taking advantage of his various former positions to secure profits for others and accepting an extremely large amount of money and valuables in return, the SPP statement said.
    The lawsuit follows the conclusion of an investigation by the National Commission of Supervision into the case of Zhang.

  • MIL-OSI China: Strong Chinese economy in Q1 demonstrates resilience, say pundits

    China’s economy delivered a strong start in the first quarter, demonstrating steady performance and resilience, economists and observers have said.

    The country’s gross domestic product (GDP) grew 5.4 percent year on year to 31.8758 trillion yuan (about 4.42 trillion U.S. dollars) in the first quarter of 2025, data from the National Bureau of Statistics (NBS) showed Wednesday.

    Describing China’s improved GDP as “excellent news,” Professor John Bryson from the University of Birmingham in Britain, told Xinhua that China has been shifting away from a focus on exports combined with infrastructure investment to a more balanced approach that includes an increase in consumer demand within China.

    “This process of rebalancing means that some of the drivers of national economic growth are being localized,” Bryson said, adding that the outcome of this rebalancing exercise is seen with the release of the latest GDP figures.

    A rebalanced Chinese economy with more local consumer demand represents one approach to ensuring national economic sustainability, Bryson said.

    China’s GDP grew 5 percent year on year in 2024 and the country has targeted its full-year economic growth at around 5 percent for this year. The strong performance of the Chinese economy in the first quarter of 2025 shows its resilience, positioning the country to better weather global uncertainties.

    Despite the ongoing global economic headwinds and U.S. tariff pressures, China’s focus on domestic demand expansion and consumption promotion through policies like trade-in programs appears to be bolstering its economic resilience and stability, said Moteb Alshammary, chief of staff of Hisense Electronics in Saudi Arabia.

    “The Chinese economy possesses significant internal strength, capable of navigating external uncertainties,” Alshammary added.

    A series of measures taken by the Chinese government have enabled China’s economy to maintain rapid and stable growth, said Irfan Karsli, head of the Istanbul-based tourism agency Ligarba Travel. “In the field of consumption, the Chinese government has implemented many preferential policies, which have brought real benefits to the people and also driven the production and sales of various industries in China.”

    Seeing the Chinese economy as a “stabilizer” of global economic growth, experts believe that China’s sustained economic growth has a profound impact on the world economy.

    James Shikwati, a Kenyan economist, said that in the context of international trade friction and the U.S. tariffs, China’s economic growth is of great significance in boosting world confidence and promoting the world economy.

    The Chinese economy is important to the rest of the world, said Dawie Roodt, a senior economist at South African wealth management company Efficient Group, adding that China will help maintain global economic growth by continuing to expand domestic demand and boost consumption.

    In the views of Abu Bakr al-Deeb, advisor to the Cairo-based Arab Center for Research and Studies, China’s sustained economic expansion and its persistent efforts to integrate itself into the global economy have generated opportunities for nations worldwide.

    “The size of China’s domestic market presents a matchless consumer base as this vast market translates into substantial potential for companies across many industries,” the expert noted.

    By maintaining policy stability and action predictability, China has emerged as a pivotal force in overcoming global turbulence, said Marcos Pires, a professor at the Department of Political and Economic Sciences at Sao Paulo State University in Brazil, adding that amid a landscape of global uncertainties, China serves as a safe harbor and predictable anchor for nations and businesses alike.

    CONGRESSWOMAN PLASKETT SHARES ADVOCACY WIN IN SECURING EXEMPTIONS ON TRUMP ADMINISTRATION’S PORT FEE ACTIONS

    Washington, D.C. – Congresswoman Stacey E. Plaskett shared the following statement on the Trump Administration’s U.S. Trade Representative Office’s (USTR) exemption for the U.S. Virgin Islands from punitive service fees and restrictions on shipping companies that have the potential to skyrocket costs for Americans – and would have done so exponentially for the Virgin Islands. 

    There would have been far-reaching economic consequences, including shipping delays and estimates of 50-60% increased shipping costs under the Proposed Action. However, the U.S. Virgin Islands falls within the 2,000 mile exemption (Annex II, Targeted Coverage, page 33) in the Notice of Action issued today by USTR. Furthermore, transport operators with fleets comprised of Chinese-built vessels would have been charged up to $1.5 million per vessel entrance to an American port, as well as an ‘additional fee’ of up to $1 million per vessel entrance to an American port if the number of foreign-built vessels in the operator’s fleet is equal to or greater than 25 percent. Even vessels under the U.S. flag, operated and owned by a U.S. entity that are Chinese-built would have been subject to the fees in USTR’s proposal. If the Proposed Action had been implemented, the unintended consequence would have been an increased presence of Chinese vessels and carriers transporting goods from sources outside of the United States—including China—within the United States’ third border, the Caribbean Basin.

    “I am grateful for the opportunity to speak with and question US Trade Representative Ambassador Jamieson Greer during a Ways & Means Committee hearing last week and at that time urging the Ambassador to consider the practical impacts of tariff actions on the U.S. outlying areas and ultimately reconsider those actions. Our communities would have borne a tremendous undue cost, which made clear the need for an exemption. I also led a letter to USTR Ambassador Greer and the Administration, with Members of Congress from both the Atlantic and Pacific areas to make the case for an exemption for the territories and US-owned companies and underscore the impact of these fees on the Virgin Islands, which would have permeated through the Caribbean region.

    “USTR Ambassador Greer took my letter into serious consideration when making final arrangements of this action. Under the Notice of Action, exemptions apply to:

    • U.S.-owned or U.S.-flagged vessels enrolled in the Voluntary Intermodal Sealift Agreement, the Maritime Security Program, the Tanker Security Program, or the Cable Security Program;
    • vessels arriving empty or in ballast;
    • vessels with a capacity of equal to or less than: 4,000 Twenty-Foot Equivalent Units, 55,000 deadweight tons, or an individual bulk capacity of 80,000 deadweight tons;
    • vessels entering a U.S. port in the continental United States from a voyage of less than 2,000 nautical miles from a foreign port or point;
    • U.S.-owned vessels, where the U.S. entity owning the vessel is controlled by U.S. persons and is at least 75 percent beneficially owned by U.S. persons;
    • specialized or special purpose-built vessels for the transport of chemical substances in bulk liquid forms; and
    • vessels principally identified as “Lakers Vessels” on CBP Form 1300, or its electronic equivalent.”

    USTR Ambassador Greer’s team highlighted the Congresswoman’s advocacy both in Committee and her letter where she was able to bring together Representatives from outlying areas in both the Atlantic and Pacific—states and territories. We note as a monumental achievement the critical work done by the Congresswoman and her team to bring together disparate communities who the federal government have historically pitted against one another.   • MIL-OSI China: Chinese film week kicks off in Cambodia

    The 2025 Chinese Film Week kicked off on Thursday, bringing Cambodian people the best of recent Chinese films across various genres and themes.

    The event, which opened with the animated film “I Am What I Am 2,” will run through April 21.

    At the opening ceremony, Phoeurng Sackona, the Cambodian minister of culture and fine arts, said Cambodia and China have expanded their collaboration in the film industry through various projects.

    The event will be a great opportunity for both sides to share creativity, strengthen friendship, and promote solidarity as they work together to build a Cambodia-China community with a shared future, she added.

    Zhang Xuxia, deputy director of China Film Archive, said that the Chinese animated blockbuster “Ne Zha 2” has been very popular in Cambodia. Premiered on March 25, the film is available both in its original Chinese audio and a Khmer dubbed version, showcasing the cultural exchanges between the two countries.

    Zhang said that the Chinese side looks forward to further promoting in-depth cooperation with Cambodia in various aspects of the film industry and contributing to the strengthening of the iron-clad friendship between the two peoples.

    A total of six films will be screened during this year’s event, including I Am What I Am 2, Creation of the Gods I: Kingdom of Storms, Creation of the Gods II: Demon Force, Detective Chinatown 1900, A Tapestry of a Legendary Land, and Big World.

    During the event, a memorandum of understanding was signed between the China Film Administration and the Cambodian Ministry of Culture and Fine Arts to enhance exchanges and cooperation between the two countries in the film sector.

    China’s anti-graft chief Li Xi has called for rigorous implementation of the Party-wide education campaign on enforcing the rules of conduct of the Communist Party of China (CPC).
    Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the CPC Central Commission for Discipline Inspection, made the remarks during a research tour of central China’s Hunan Province from Monday to Thursday.
    In Hunan, Li visited multiple locations including a village, an aquaculture farming base, a university lab, state-owned enterprises, and a local police station, among others. He also presided over a symposium to review the progress of discipline inspection and supervision work and solicit opinions and suggestions.
    Li called on anti-corruption organs to intensify efforts in combating misconduct and graft affecting people’s daily lives, prioritize targeted crackdowns on prominent irregularities, and deliver visible progress in governance integrity that resonates with the public.

  • MIL-OSI China: Yangtze underwater rail tunnel reaches milestone

    The world’s largest shield machine for railway construction reached the halfway point of its underwater journey beneath the Yangtze River on Wednesday, marking a major milestone for the high-speed rail tunnel linking Shanghai’s Chongming Island with Taicang, Jiangsu province.
    Developed in China, the 148-meter-long machine — with a diameter of 15.4 meters — is edging closer to the most technically challenging section of the tunnel, according to China Railway Tunnel Group Co, the project’s contractor.
    “With a gradual downward slope, the pressure from the surrounding water on the construction project is rising,” said Wang Yi, the project’s deputy equipment manager.
    Nicknamed Linghang, or “Navigator,” the shield machine is currently operating 66 meters below the riverbed and is expected to reach its deepest point — 89 meters underground — in about four months, Wang said.
    “At that point, the water pressure will be 0.9 megapascal — as overwhelming as six people standing on a fingernail,” he said.
    Advancing at a daily pace of 24 to 28 meters, the machine began operations in April last year and had completed 2,830 ring segments by Wednesday, extending 5,660 meters into the riverbed.
    The 14.25-kilometer tunnel is a critical part of the Shanghai-Nanjing-Hefei high-speed railway, which is scheduled to open by late 2029, the company said.
    Trains traveling through the tunnel are expected to reach a top speed of 350 kilometers per hour — the highest operating speed for any underwater tunnel in the world — with no reduction in speed compared to surface travel.
    Engineers said the record-breaking project poses immense challenges to the shield machine, especially due to the tunnel’s length, which requires the equipment to function far beyond conventional limits.
    “To meet the demand, we use a main bearing with a service life of 16,700 hours, nearly triple the theoretical lifespan of similar components,” Wang said. “That allows the machine to complete more than 15 kilometers of excavation in a single task.”
    The shield machine is also equipped with a proprietary “intelligent tunneling brain” system, designed to overcome obstacles such as ultra-large diameter drilling, complex geological conditions, ecological sensitivities and varying strata permeability.
    “This project became the world’s first to achieve unmanned tunneling operations, with staff required only to be on duty,” Wang said.
    The AI system integrates nine intelligent functions, including perception, tunneling, prefabrication, installation, detection and management, and is capable of making and executing operational decisions automatically, he said.
    The tunnel must traverse 21 identified risk zones, and has already passed six, including a highway, a dock and a protected aquatic farming area, without incident, said Fu Bowei, deputy chief engineer for the project.
    The Shanghai-Nanjing-Hefei line forms the eastern section of the larger Shanghai-Chongqing-Chengdu high-speed railway and is a key component of China’s national rail network.
    Once completed, it is expected to significantly reduce travel times between key urban centers in the Yangtze River Delta region — linking Shanghai with city clusters around Nanjing and Hefei — and contribute to the coordinated development of the Yangtze River Economic Belt and the integrated growth of the delta region.

  • MIL-OSI China: China to promote postdoctoral researchers’ entrepreneurship, innovations

    China has achieved remarkable progress in cultivating postdoctoral researchers in the past 40 years and more efforts and resources will be channeled to the postdoctoral fellows’ entrepreneurship and innovations to build the nation into a self-independent technology powerhouse in the future, according to the Ministry of Human Resources and Social Security.
    China built its first postdoctoral researcher program in 1985, and so far, the nation has over 8,000 postdoctoral researcher work stations with about 400,000 postdoctoral fellows, said Li Jinsheng, an official of the ministry, at a news conference in Quanzhou, Fujian province on Wednesday.
    “In 2024, the number of postdoctoral recruits reached a record high, with 42,000 individuals being recruited,” he said, adding that the postdoctoral researcher program has cultivated young innovative talent for the nation, which has played an important role in shaping the nation into a self-independent and strong powerhouse of technology.
    To fully promote the coordinated development of education, science and technology, and talent, the ministry will hold the third national innovation and entrepreneurship competition for postdoctoral researchers in Quanzhou. The ministry held two national competitions of this kind in Guangdong and Shandong provinces in 2021 and 2023, respectively.
    Li, who is also secretary-general of the organizing committee of the competition, said the competition has offered a good stage for these young talents to show and exchange their abilities, innovative ideas and results, and can help unleash the youths’ innovative and entrepreneurial potentials to transfer their research and ideas into industrial progress.

  • MIL-OSI China: China’s water conservancy investment up in first quarter

    China’s investment in water conservancy facilities rose 2.9 percent year on year to 198.81 billion yuan (about 27.58 billion U.S. dollars) in the first quarter of this year, official data showed on Thursday.

    China began 6,034 new water conservancy projects in the first quarter, Vice Minister of Water Resources Chen Min told a press conference.

    During the period, construction related to water conservancy projects had put 28.86 billion yuan of local government special bonds into use, an increase of 37 percent year on year.

    Meanwhile, 41.41 billion yuan of loans had been used in the construction of water conservancy projects, soaring 38.5 percent year on year.

    In the first quarter, water conservancy projects created 660,000 jobs nationwide, according to the vice minister.

  • MIL-OSI China: Guangdong’s foreign trade hits record high in Q1

    Foreign trade in south China’s Guangdong Province reached a record high in the first quarter of this year, according to data released by the Guangdong branch of the General Administration of Customs on Thursday.

    The province’s total import and export value during the period was 2.14 trillion yuan (about 296.9 billion U.S. dollars), an increase of 4.2 percent compared to the same period last year. This growth rate outpaced the national average by 2.9 percentage points.

    China’s leading foreign trade player, the province saw its exports amount to 1.34 trillion yuan during the period, up 1.4 percent year on year, and its imports came in at 798.15 billion yuan, an increase of 9.3 percent.

    Since the beginning of 2025, Guangdong’s import and export growth has been gradually picking up month by month. In the first quarter, all three of the province’s key figures — total import and export value, exports, and imports — reached historic highs.

    Private enterprises, a key driver of foreign trade in Guangdong, have shown increasing vitality. In the first quarter, the province’s private enterprises saw their total import and export value hit 1.36 trillion yuan, up 4.8 percent year on year and accounting for 63.4 percent of Guangdong’s total foreign trade. Meanwhile, foreign-invested enterprises in Guangdong performed well, reporting a 5.3 percent increase in their total import and export value, which came in at 677.03 billion yuan.

    Guangdong also saw positive growth in trade with its top five trading partners. ASEAN continued to be Guangdong’s largest trading partner, with a trade volume of 349.43 billion yuan — a growth of 6.9 percent.

    In the first quarter, exports of electromechanical products climbed 6.6 percent to 904.27 billion yuan, accounting for nearly 70 percent of Guangdong’s total exports. Notably, exports of electric vehicles, motorcycles and ships saw particularly strong growth.

    Guangdong’s imports of high-end manufacturing goods and consumer goods saw a balanced increase. Imports of electromechanical products surged 24.2 percent to 554.83 billion yuan, accounting for nearly 70 percent of the province’s total imports. Imports of certain consumer goods, including beauty products, personal care products, dairy and seafood, also grew in the first three months.

    The province’s foreign trade maintained steady growth in the first quarter, marking a positive start to the year, according to the Guangdong branch of the General Administration of Customs. While external challenges continue to increase amid an unstable and uncertain global environment, Guangdong’s foreign trade foundations remain strong, with numerous advantages, as well as resilience and potential. The long-term positive outlook for the province’s foreign trade remains unchanged, it said.

  • MIL-OSI China: China unveils measures to expand, upgrade domestic services consumption

    China has released a series of new measures aimed at expanding and upgrading consumption in the domestic services sector, as part of broader efforts to stimulate domestic demand.

    The guidelines, jointly issued by the Ministry of Commerce and eight other departments, focus on improving the quality of domestic services, making services more accessible to consumers, enhancing policy support, and fostering a better consumption environment.

    The document encourages domestic service enterprises to explore emerging areas while promoting integration with industries like home renovation and furnishing.

    To better meet consumer needs, the measures also call for leveraging community-based service outlets to deliver tailored services to meet personalized demand, including shared housekeeping, cooking and child pick-up services.

    Meanwhile, the guidelines stress improving the employment environment for domestic service workers.

    Chinese President Xi Jinping said Thursday that Queen Mother Norodom Monineath Sihanouk is a witness and promoter of the China-Cambodia friendship.

    In his meeting with the Queen Mother at the Royal Palace, Xi said she has special friendly feelings towards the Chinese people, and she is well-deserved to be awarded the Friendship Medal of the People’s Republic of China.

    Xi also said that China is her second home, adding that she is welcome to come to China at any time.

    Cambodia’s King Father Norodom Sihanouk was a banner of the China-Cambodia friendship, said Xi, adding that together with the elder generation of Chinese leaders, he personally forged an unbreakable ironclad friendship between China and Cambodia.

    “We will always remember the historic contributions he made,” Xi added.

    For her part, the Queen Mother said Xi is the greatest friend of Cambodia, and it is a great pleasure to see that the China-Cambodia friendship forged by the elder generation of leaders of the two countries has been continuously consolidated and developed.

    The Queen Mother said she believes that the ironclad friendship between the two countries will grow even deeper and more unbreakable.

    Chinese President Xi Jinping said in Phnom Penh Thursday that building a China-Cambodia community with a shared future is a choice of history and the people.

    Xi made the remarks when meeting with Cambodian People’s Party President and Senate President Samdech Techo Hun Sen.

    China and Cambodia are not only friendly neighbors but also ironclad friends, he said, noting that both countries are currently at a critical stage of national development.

    Xi said that the two sides should keep in mind the well-being of their people and the progress of humanity, strive to set an example for building a community with a shared future for mankind in the course of advancing their respective modernization endeavors, and join hands to become forces for peace, stability and progress in a world undergoing profound transformations unseen in a century.

    China believes that Cambodia’s road to national development and revitalization will become wider and wider, and will, as always, support the Cambodian People’s Party in leading the Cambodian people to maintain national stability and economic development, Xi said, adding that China supports Cambodia in playing a more important role in the regional and international arena.

    The Chinese president said that the two sides should make good use of the newly established “2+2” strategic dialogue mechanism between foreign ministers and defense ministers of the two countries to strengthen strategic coordination.

    The two sides should deepen practical cooperation across various fields, advance the construction of Cambodia’s Industrial and Technological Corridor and Fish and Rice Corridor, and strengthen collaboration in energy, transportation and other key sectors, enabling Cambodia to share more in China’s development opportunities, Xi said.

    Xi emphasized that China is willing to engage in exchanges and mutual learning with Cambodia on major issues such as strengthening party building and advancing reform and development, and to deepen friendly cooperation between China’s National People’s Congress and the National Committee of the Chinese People’s Political Consultative Conference with National Assembly and Senate of the Kingdom of Cambodia.

    Unilateralism and hegemonism receive no support of the people, Xi said.

    History has shown the unstoppable trend toward a multipolar world, economic globalization, and cultural diversity, Xi said, adding that no country wants to return to isolation.

    The trade wars undermine the multilateral trading system and disrupt global economic order, Xi said, urging all countries to unite and firmly keep the reins of national security and development in their own hands, uphold mutual respect, pursue win-win cooperation and common development, and work together to build a community with a shared future for mankind.

    As Asia embarks on a new journey of collective revitalization, Xi noted, China will continue to follow the principle of amity, sincerity, mutual benefit and inclusiveness and the policy of developing friendship and partnership with neighboring countries, maintain the continuity and stability of its neighborhood diplomacy, deepen friendly cooperation with neighboring countries, so as to share the fruits of Chinese modernization more widely across the region, promote the building of a community with a shared future with neighboring countries, and work together to advance Asia’s modernization.

    For his part, Hun Sen said this visit is of great significance to Cambodia.

    Noting that China is Cambodia’s most steadfast supporter and most reliable partner, Hun Sen said China’s support has made significant contributions to Cambodia’s economic and social development and improvement of people’s lives, for which the Cambodian side expresses its deep gratitude.

    Cambodia firmly adheres to the one-China policy, supports China’s positions on issues related to Taiwan, Xinjiang and Xizang, and opposes any forces’ interference in China’s internal affairs, he said.

    China and Cambodia are ironclad friends, and the two countries’ decision to build a China-Cambodia community with a shared future in the new era will make further progress, promoting high-level, high-quality and high-standard development of bilateral relations, Hun Sen said.

    The two countries will always move forward hand in hand, stand together through thick and thin and share a common destiny, he added.

    Hun Sen said that Cambodia is willing to strengthen strategic security cooperation with China and expand bilateral trade.

    Cambodia welcomes more Chinese enterprises to invest in the country, and will join hands with China to promote the deepening of people-to-people and cultural exchanges, and intensify the crackdown on online gambling and telecom fraud, he added.

    The Cambodian side highly appreciates China’s constructive role in promoting world peace and sustainable development, and supports the Belt and Road cooperation and the three major global initiatives proposed by China, which are conducive to safeguarding the common interests of the international community and promoting world peace, security and stability, Hun Sen said.

    Trade wars and tariff wars have undermined the legitimate interests of all countries and triggered turmoil in the international situation, Hun Sen said, adding that Cambodia is willing to strengthen cooperation with China and jointly address various risks and challenges.
