    “The recently released memo from the Interior Department is a bewildering departure from the Administration’s promise to bring down energy prices and make America competitive in the race against China for AI and data centers.     
    “In stark contradiction to the Administration’s commitment to tackling bureaucracy, this directive adds three new layers of needless process and unprecedented political review to the construction of domestic energy projects. The Secretary of the Interior will apparently now be personally reviewing thousands of documents and permit applications for everything from the location and types of fences to the grading of access roads on construction sites across the country.  
    “This intentional effort to slow energy production comes at the worst possible moment. U.S. electricity demand is projected to surge 35-50% by 2040, with data centers alone requiring over 100 GW of new capacity. To meet this demand, America needs a true ‘all of the above’ strategy, which includes additional natural gas and intense efforts to accelerate geothermal and advanced nuclear technologies.   
    “Clean energy represented 93% of new capacity added to the grid last year because these sources are the best way to meet demand right now. It’s basic economics that cutting off the fastest and most affordable energy available to the grid just as demand surges will constrain our energy supply and lead to significant cost increases for American businesses and families.

He was accompanied by Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano, Minister of Industry and Commerce Javier Giménez García de Zúñiga, Minister of Information and Communication Technologies Gustavo Villate, Executive Secretary of the Office of the President Marianna Saldívar Gadea, Deputy Minister of Public Works Emiliano Fernández, Governor of Alto Paraná César Landy Torres, President of the Taiwan-Paraguay Polytechnic University Jorge Daniel Duarte Rolon, and other officials.
     
    The technology park originates from a commitment made by President Lai Ching-te to assist Paraguay with economic development and job creation. Then Vice President Lai made the pledge in August 2023 while visiting Paraguay as a special envoy to attend the inauguration of President Santiago Peña Palacios.
     
    When Minister Lin took office on May 20 last year, he held in-depth talks on the project—which would have a profound impact on Paraguay—with President Peña, who was visiting Taiwan to attend President Lai’s inauguration. The two agreed that Taiwan and Paraguay would work together to make Paraguay a South American base for the smart technology industry and talent incubation.
     
    During his visit to the park, Minister Lin remarked that promotion of the Diplomatic Allies Prosperity Project in Paraguay followed a comprehensive plan led by a national team of businesses from Taiwan. He said that the project integrated civil engineering, private 5G network architecture, and smart applications. Minister Lin added that the initiative would not only create favorable conditions for Taiwanese enterprises investing in Paraguay, but that it would also bring substantial industrial development and employment opportunities to Paraguay. He noted that the process of building the park had been a team effort. Although there had been challenges along the way, Minister Lin said that the difficulties were a source of strength for today. He stated that the newly revitalized Taiwan-Paraguay Smart Technology Park would offer Taiwanese companies the same 006688 land rental incentive provided by special zones in Taiwan. (The 006688 plan offers free rent in years one and two, a 40 percent discount in years three and four, and a 20 percent discount in years five and six.) This is the first time that the preferential policy has been made available to Taiwanese enterprises overseas. Paraguay is also the first country outside Taiwan to apply the incentive. Minister Lin said that he had long advocated for the strategy of larger enterprises guiding smaller ones, combining soft and hard tactics, promoting public-private cooperation, and facilitating internal-external exchanges. He explained that the integration of various technological, financial, and human resources would help Taiwanese industries deploy investments in Paraguay. Minister Lin indicated that Paraguay’s stable economy, abundant and cheap supplies of water and electricity, and convenient business environment could make it a base for Taiwanese enterprises entering the South American market. 
     
    For the trip, Minister Lin extended special invitations to prominent manufacturers from all areas of the supply chain to join the delegation, tour the technology park, and explore business opportunities in Paraguay. The group included representatives from the semiconductor, AI applications, smart manufacturing, smart transportation, animal husbandry, cold chain logistics, and food processing industries. It is hoped that the companies will establish a presence in Paraguay as a joint fleet, joining forces in a new flying geese pattern of development and creating a Taiwan+n model of global industrial deployment.     After arriving in Paraguay in the evening of July 10, Minister of Foreign Affairs Lin Chia-lung visited the Paraguayan Ministry of Foreign Affairs on the morning of the following day to meet with Minister of Foreign Affairs Rubén Ramírez Lezcano. The two reviewed progress made on key components of the Diplomatic Allies Prosperity Project, which is being implemented by the government of Taiwan under the policy framework of integrated diplomacy. Based on mutual trust and mutual benefit, Taiwan and Paraguay are jointly promoting exchanges in economics, trade, investment, infrastructure, smart medicine, technology, education, and smart transportation.     RIO DE JANEIRO, July 17 (Xinhua) — More than 250 representatives from nearly 150 media outlets, think tanks, government agencies and regional organizations from 36 countries gathered in Rio de Janeiro on Wednesday for the BRICS Media and Think Tank Forum. The event focused on advancing BRICS cooperation and strengthening solidarity among countries in the Global South.

    In his keynote speech, the forum’s chairman and Xinhua News Agency Director General Fu Hua said that cooperation within the “greater BRICS” plays a key role in uniting countries of the Global South, strengthening their influence on world affairs and advancing global governance reform.

    The forum is entering its second decade, Fu Hua said, stressing that Xinhua intends to work with its BRICS counterparts to better cover developments in the Global South, promote joint research on key issues and deepen professional cooperation.

    In a congratulatory letter, Chinese Ambassador to Brazil Zhu Qingqiao praised the inclusion of discussions on artificial intelligence in the forum’s program and emphasized its role in implementing the results of the 17th BRICS Leaders’ Meeting.

    The diplomat expressed hope that the forum would strengthen BRICS’ position as a platform for South-South cooperation and as a voice in support of global governance reform.

    Other speakers echoed these calls. Central American Parliament President Carlos Hernandez said global governance was in dire need of new models and new voices.

    As the Chinese Communist Party (CCP) seeks to dominate international organizations around the world, the United States must not allow our adversary to lead international aviation standards, build goodwill with our allies, or gain a competitive advantage over the U.S.

    Global Data Confirms Experienced Pilots Have Less Accidents than Junior Pilots 

    During the 14th Air Navigation Conference held last year from August 26th to September 6th, the ICAO advanced formal action directed at raising or even eliminating the institution’srecommended pilot retirement age of 65 years. This initiative—led by Canada, Australia, Brazil, Japan, New Zealand, the United Kingdom, and the International Air Transport Association— makes it increasingly likely that the international community will move to increase the suggested retirement age in the near future. Such a move would be consistent with data from around the world, which confirm that experienced pilots have fewer accidents than junior pilots. Therefore, it would stand to reason that raising or eliminating the pilot retirement age—coupled with the existing rigorous technical and medical testing that pilots undergo—would result in a reductionof accidents by closing the experience gap and retaining the greatest level of experience our passengers expect on the flight deck. In fact, many countries around the world already allow pilots above the age of 65 to fly and have been doing so without compromising safety.”

  • MIL-OSI Analysis: Japan and South Korea can show governments how to compete with China and US

    Governments around the world are hustling. European policymakers, for example, are eager to boost the region’s industrial relevance in a world where the US and China dominate cutting-edge technologies. They want to move beyond the adage that “the US innovates, China replicates and the EU regulates”.

    As part of this, policymakers worldwide are striving to foster their own versions of Silicon Valley. They have invested to create ecosystems abundant with ambitious startups backed by venture capital investors. Their ultimate aim is to see these firms develop into what are known as scale-ups and compete in global markets.

    But if governments – from Berlin and Brussels to Ho Chi Minh City – are to find their edge, I argue they should follow a model closer to Seoul or Tokyo’s playbook than that of Silicon Valley.

    South Korean and Japanese policymakers have long understood that the proliferation of startup activity should not be an isolated aim. In our 2025 book, Startup Capitalism, my colleague Ramon Pacheco Pardo and I revealed that the approach of these countries sees national champion firms like Samsung and Toyota use startups as resources to help them compete internationally.

    As the head of a government-backed startup centre in Seoul told me, a key aim of South Korean government policy for startups is to “inject innovative DNA” into the country’s large firms. Policies attempt to embed startups into the fabric of lead firms, and do not try to disrupt their competitive positions.

    For this objective, the Silicon Valley playbook is sub-optimal. US government policy has enabled venture capital investment through regulatory changes and has ensured that talented people are free to challenge their former employers. Classic examples include the so-called “traitorous eight” who left Shockley Semiconductor Laboratory in 1957 to found Fairchild Semiconductor.

    A more recent example is Anthony Levandowski, who left Google’s self-driving car project to start his own company, Otto, in 2016. The competition was so close that Google sued Uber – as it had acquired Otto – in 2019 over the trade secrets Levandowski allegedly used to develop his self-driving truck company. Uber eventually paid Google a “substantial portion” of the US$179 million (£134 million) it was awarded initially in arbitration.

    Injecting innovative DNA

    The Japanese and Korean formula is distinct. South Korea’s 17 Centres for the Creative Economy and Innovation, established about ten years ago to drive innovation and entrepreneurship, each have one of the country’s large firms (chaebol) as an anchor partner. The chaebol’s industrial focus – whether it’s shipbuilding, electronics or heavy machinery – is reflected in the focus of the startups engaging with that centre.

    The startups work on issues “that keep the large firm up at night” and, in return, the startups have unparalleled access to distribution channels, marketing and proof-of-concept testing. While the centres have not produced volumes of globally competitive scale-ups, they have delivered on the aim of injecting innovative ideas and talent into large companies like Hyundai, LG Electronics and SK Group.

    In Japan, tax incentives encourage big businesses to acquire startups. The “open innovation tax incentive” allows a 25% deduction from the price of the acquisition. The aim here is to encourage Japan’s national champion firms to integrate startups into their core businesses. In 2024, for example, Toyota integrated high-tech wheelchair startup, Whill, into its mobility services offering.

    Various government initiatives also aim to provide coaching and mentoring for startups around raising venture capital funding and sharpening a pitch for demo day. In Japan and Korea, these initiatives embed big business throughout.

    In J-Startup, an initiative aimed at creating a cohort of so-called unicorns (startups valued at over US$1 billion), the Japanese government involves industrial leaders as judges that help select applicants for the programme. These people then act as coaches and mentors to the startups. Japan’s lead firms are, in return, exposed to innovative technologies and startup culture.

    In a similar way, Korea’s K-Startup Grand Challenge connects participating foreign startups with the country’s chaebol for proof-of-concept development. The Korean government cites partnership and licensing agreements between the parties as an important outcome of the programme. Through these connections, Korea’s big businesses have another mechanism for accessing innovative ideas and talent from abroad.

    Governments that want to compete with China or the US cannot continue on their existing path. They need to do something different, and Japan and South Korea’s approach offers an alternative.

    These approaches are not without downsides. There is, of course, the risk of well-resourced corporations operating “kill zones” around their business lines. This might involve early low-value mergers and acquisitions, or even copying their products in a bid to eliminate them.

    The central position of large firms to the economy also means that the innovation agenda of startups is set by incumbent firms. This fosters complementary products, and not those that disrupt – and ultimately improve – domestic firms or technologies. There’s also the worry of perceived corruption.

    But I argue that pursuing a half-committed strategy is riskier. If governments maintain a wall between big business and startups, believing this is essential to minimise corruption and that large firms will innovate just as startups will scale-up into larger firms, they risk underwhelming outcomes on all levels.

    We may see flailing productivity in the sectors in which countries have excelled. And scale-ups will fail to materialise while populations of “zombie startups”, that simply stagnate while propped up on state largesse, increase.

    Startups should be considered as resources to boost nationwide industrial capabilities, not efforts aimed at seeding a country’s answer to Silicon Valley’s Google or OpenAI.

    BEIJING, July 17 (Xinhua) — Peng Liyuan, wife of Chinese President Xi Jinping, attended and delivered a speech at the 2025 China-US Youth Friendship Event “Connecting with Gulin” at the China People’s Association for Friendship with Foreign Countries on Thursday.

    Peng Liyuan watched a video about the China-US Youth Choir Week “Connecting with Gulin” with Chinese and foreign guests. Elin MacInnis, coordinator of the American organization “Friends of Gulin,” and Luca Berrone, a friend of President Xi Jinping from the US state of Iowa, shared stories about Gulin, as well as their experiences in people-to-people exchanges and regional cooperation between China and the US. They expressed deep feelings for China, thanked President Xi Jinping for his attention to the youth of both countries, and vowed to make new contributions to promoting China-US friendship.

    Representatives of American youth shared joyful impressions of their trip to China. They expressed their desire to become ambassadors of friendship between the USA and China of the new generation and continuers of the exciting stories of friendship between the two countries.

    In her speech, Peng Liyuan noted that the century-long “Gulin story” and the deep 40-year friendship between President Xi Jinping and old friends from Iowa have become the embodiment of friendship between the Chinese and American people.

    Although the two countries have different histories, cultures and languages, the Chinese and Americans love their families, are kind, friendly, hardworking and practical, which means they are quite capable of becoming good friends and partners, the wife of the Chinese president emphasized.

    According to Peng Liyuan, in the more than a year since President Xi Jinping put forward the initiative to invite 50,000 American youth to China for exchanges and studies over the next five years, many young Americans have already visited China. They have personally experienced the real China, made new friends, and are writing new pages in the annals of Sino-American friendship.

    Stressing that young people are the future of the country and the future of friendship, Peng Liyuan called on young people to be the successors of China-US friendship, advocate for peace and friendship, build bridges of friendship between the two countries, and bring youthful energy to the bright future of China and the US.

    Before the event, Peng Liyuan met with E. McInnis and L.     Agents Often Take DNA Without Explanation, Including from Thousands of Children; DNA Surveillance Targets Immigrant Communities and Resembles Authoritarian Government Practices

    Washington, D.C. U.S. Senator Ron Wyden, D-Ore., slammed the Department of Homeland Security and Department of Justice for massively expanding the DNA collection of immigrant children and adults to permanently store in a national criminal database that could be weaponized by the Trump administration. 

    Wyden demanded answers from the Trump administration, which has failed to explain why it has vastly expanded DNA collection from immigrants by 5000%. Department of Homeland Security agents fail to clearly notify immigrants their DNA is being taken, fail to follow the department’s own policies, and often threaten individuals with arrest or criminal charges if they refuse to give their DNA, according to reports.  

    “Governments exercising such broad discretion to involuntarily collect and retain DNA are repressive authoritarian regimes also engaging in gross human rights violations, such as genocide, ethnic cleansing, torture, and more,” Wyden wrote in a letter to DHS Secretary Kristi Noem. “In fact, the U.S. Government has condemned the involuntary collection of DNA by the People’s Republic of China and has sanctioned entities engaged in this practice, yet this practice appears to be ongoing on our own soil.”

    The collection of samples includes more than 133,000 children as young as four years old, whose DNA will be used by law enforcement for every potential future investigation. 

    Legal experts have warned that the Administration’s secret, mass-collection of immigrant DNA may also violate constitutional due process rights. The Trump administration has green lighted DHS agents’ ability to detain and collect samples from immigrants without prior judicial authorization. 

    In order for Congress and the American people to understand the Trump administration’s collection of DNA from immigrants, Wyden requested answers to the following questions by August 1, 2025:

    1. What is the United States Government’s interest in collecting and retaining DNA from noncitizens in the course of immigration detention and enforcement?

    2. Which agencies, including DHS subcomponent agencies, has the Attorney General authorized to participate in the collection of DNA from noncitizens?

    3. Please describe in detail how DHS is able to access and utilize DNA samples and related information collected in the course of immigration detention and enforcement once the samples and information are retained in CODIS and any other databases.

    4. Please describe in detail how DOJ is able to access and utilize DNA samples and related information collected in the course of immigration detention and enforcement once the samples and information are retained in CODIS and any other databases.

    5. When DHS or subcomponent agencies collect DNA material from individuals in immigration detention and enforcement, where are DNA samples stored following collection?

    6. To date, how many adult noncitizens have DHS officials collected DNA from during immigration detention and enforcement activities? Further, how many DNA samples from adult noncitizens have been collected by DHS since January 2025?

    7. To date, how many minors (18 years old and younger) have DHS officials collected DNA from during immigration detention and enforcement activities in the last five years?

    8. Further, how many DNA samples from minors have been collected by DHS since January 2025?

    9. What Department-wide guidance and/or agency-specific guidance is provided to DHS officials regarding the collection of DNA from noncitizens?

    10. How often is DNA collected by DHS, without judicial authorization, being used in criminal investigations and prosecutions?

    11. Does DHS policy prohibit intimidation, coercion, or the threat of criminal prosecution to compel a noncitizen to provide a DNA sample?

    12. Does DHS or any subcomponent currently have a process in place to expunge DNA and related information stored in CODIS that were collected in the course of a noncitizen’s detention?

    13. Does DHS by practice or policy notify individuals whose DNA and related information have been collected during immigration detention?

    14. What information are DOJ and DHS, respectively, able to extract from the DNA they retain? Is DNA accessed to determine any ethnographic or racial information about the individual?

    Wyden has consistently advocated in the Senate for humane immigration reform.  In July, he criticized the Trump administration’s hostile immigration policies and joined colleagues to introduce a bill to require immigration enforcement agents to display clear identification. In March, he slammed the Trump administration for its resurrection of a draconian immigration order that requires immigrants to register with the federal government and carry proof of their registration at all times. In April, he reintroduced legislation to guarantee legal representation for unaccompanied children in immigration court. In June, he reintroduced legislation to protect TPS and DED recipients from Trump’s attacks on immigrants.

    Moscow, July 17 /Xinhua/ — Russia views China as a priority partner in the international arena, and the two countries’ approaches to key international issues coincide or are close, Russian Foreign Ministry spokesperson Maria Zakharova said in response to a question from a Xinhua correspondent on Thursday.

    “We view each other as priority partners in the international arena, and the approaches of Moscow and Beijing to fundamental issues of the modern world order and key international problems coincide or are close,” she said.

    As M. Zakharova noted, the Russian-Chinese link is the main stabilizing factor in world affairs. “In conditions when the adherents of unilateralism in international relations are trying to maintain their positions, we advocate the promotion of a fair multipolar world order based on the countries of the Global South,” the Russian diplomat emphasized, adding that an important step on this path is the construction of a space of equal and indivisible security in Eurasia.

    The official representative of the Russian Foreign Ministry noted that Russia and China fruitfully cooperate in the Shanghai Cooperation Organization, BRICS, the Group of Twenty (G20), the Asia-Pacific Economic Cooperation and other international formats. “We are strengthening cooperation between our countries and the countries of the Global South and East in the UN,” she added.

    According to M. Zakharova, one of the key goals of cooperation between Moscow and Beijing is to promote the reform of international architecture with a view to increasing the role of the world majority countries in the decision-making process on issues on the global agenda.

    She also recalled that the Russian foreign policy concept sets out the goal of concentrating creative efforts on those geographic vectors that have obvious prospects in terms of expanding mutually beneficial international cooperation.     BUDAPEST/WARSAW, July 17 (Xinhua) — Poland has officially recalled its ambassador to Hungary, the Polish Foreign Ministry confirmed on Thursday.

    Polish Foreign Ministry spokesman Pawel Wronski told the Polish Press Agency that the mission of Ambassador to Hungary Sebastian Kenczyk officially ended on July 15. “There is currently a temporary chargé d’affaires in Budapest,” Wronski said, signaling a reduction in the level of Poland’s diplomatic presence in Hungary.

    Warsaw described the decision as a response to a “hostile act against the Republic of Poland,” referring to Hungary’s decision to grant political asylum to former Polish Deputy Justice Minister Marcin Romanowski.

    LJUBLJANA, July 17 (Xinhua) — The Slovenian government on Thursday declared Israeli National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich personae non gratae, claiming that the two far-right ministers are inciting violence and gross violations of Palestinian rights with their “genocidal” statements.

    On July 16, Ambassador Yin Chengwu attended the 2025 Liberia Investment Conference. The event was also attended by Hon. Jeremiah Kpan Koung, Vice President of the Republic of Liberia, Hon. Magdalene Ellen Dagoseh, Representatives from relevant UN agencies and diplomatic missions in Liberia.

    At the conference, Ambassador Yin briefed the outcomes of the recent Ministerial Meeting of Coordinators on the Implementation of the Outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC). He particularly highlighted the new measures such as China’s zero-tariff treatments for 100% of taxable items originating from African countries with diplomatic relations with China. He stressed the principles of openness and cooperation, mutual benefit and win-win outcomes, as well as trustworthy partnership. Furthermore, he proposed five key recommendations for further advance China-Liberia cooperation, including enhancing strategic synergy, streamlining the business environment, pioneering emerging sectors, strengthening institutional frameworks, and fostering people-to-people bonds.

  • MIL-OSI United Nations: Mr. Guang Cong of China – Special Envoy for the Horn of Africa

    nited Nations Secretary-General António Guterres announced today the appointment of Guang Cong of China as his new Special Envoy for the Horn of Africa.  He succeeds Hanna Serwaa Tetteh of Ghana, to whom the Secretary-General is grateful for her leadership and dedicated service to the Organization.
     
    Mr. Cong brings decades of international affairs experience to this position, with over twenty-three years of service in various United Nations peace operations.  A significant portion of this time was dedicated to the broader Horn of Africa region.  He currently serves as Deputy Special Representative (Political) for South Sudan and Deputy Head of the United Nations Mission in South Sudan (UNMISS).
     
    He held the position of Director of Civil Affairs in UNMISS (2016-2020).  Prior to that, he was Chief of Civil Affairs in the United Nations-African Union Hybrid Mission in Darfur (UNAMID), having previously served in the UNMISS office in Jonglei State, as well as in the Blue Nile State and Abyei offices of the United Nations Mission in Sudan (UNMIS).
     
    Mr. Cong was Chief of Political Affairs/Chief of Staff in the United Nations Special Coordinator’s Office in Lebanon (UNSCOL) (2012-2014), and Head of Field Offices and Political Affairs Officer within the United Nations Assistance Mission in Afghanistan (UNAMA) (2002-2009).
     
    Prior to joining the United Nations in 2002, Mr. Cong had a distinguished career in the Ministry of Foreign Affairs of China.
     
    Mr. Cong holds a Bachelor of Arts degree from the Shanghai International Studies University, China, and a Graduate Certificate from the China Foreign Affairs University.  Besides his native Chinese, he is fluent in English.

  • MIL-OSI Canada: Updated cabinet sworn in to meet the needs of British Columbians in a changing world

    Premier David Eby has announced a strategic shift to his cabinet in order to centre jobs, the economy and the needs of British Columbians in their communities. 

    “We need to be responsive to the changing needs of our province by growing our economy, seizing new opportunities, and making our essential services more resilient,” Premier Eby said. “We have the skills and determination both at the cabinet table and in caucus to stand up for British Columbians. I want to thank two of our veterans, Garry Begg and George Chow, for their hard work and exceptional service to British Columbians. I know they will bring the same enthusiasm to their new roles.”

    The changes prioritize the specific skills and experience of ministers to meet the current moment. The new cabinet roles are:

    • Ravi Kahlon, Minister of Jobs and Economic Growth;
    • Nina Krieger, Minister of Public Safety and Solicitor General;
    • Jessie Sunner, Minister of Post Secondary Education and Future Skills;

  • MIL-OSI Security: NATO Deputy Secretary General discusses a stronger and fairer NATO, and deterring aggression, at LANDEURO symposium

    On Thursday (17 July 2025), NATO Deputy Secretary General Radmila Shekerinska addressed the LANDEURO symposium of The Association of the United States’ Army, discussing the role of the Allies’ armed forces and industry in deterring aggression.

    Thank you, General Brown.

    And good afternoon, everyone.

    It’s great to be here in Wiesbaden, home to the US Army’s Europe and Africa Headquarters.

    And a critical hub for America’s efforts to ensure stability across the region, but also beyond.

    Wiesbaden also houses our NATO command, the Security Assistance and Training command for Ukraine.

    With hundreds of personnel from NATO and partner countries who work hard, every day.

    To support Ukraine and to coordinate thousands of movements of military supplies, so that Ukraine can fight for it’s freedom, for peace, and for security.

    So what a better place to discuss the role of our armed forces and industry in deterring aggression.

    Let me start by thanking the organisers, the Association of the United States’ Army, for bringing us together to discuss this and many other important topics.

    Less than a month ago, leaders of all Allied nations gathered for the NATO Summit in The Hague.

    And they all had one clear objective.

    How to keep one billion people living in NATO countries safe today.

    And how to deter any possibility of aggression in the future.

    How to make sure that our Alliance can fulfil and I would say continue, in the next 75 and more years, to fulfil our sacred mission.

    What we saw in The Hague at the NATO Summit was bold decisions from our political leaders.

    A strong demonstration of our transatlantic unity and resolve.

    Allies have managed to agree on a very ambitious Defence Investment Plan, a new one, The Hague one,

    to invest 5 percent of GDP for our security by 2035.

    And this really is a game-changer.

    And I shouldn’t be saying this in this room, because you can understand how much of an impact will this have for our deterrence and our defence.

    It will massively increase NATO’s strength and war-fighting capabilities.

    And it will definitely ensure that we continue what we do best, and this is deliver peace, but through strength.

    At least 3.5% of GDP out of the 5% target will be spent on so called core miliary requirements.

    They will be spend on what one can say is the heavy metal of our armed forces — many of you here today.

    And this is the heavy metal that you all need to deter and defend.

    Among all these capability requirements that all Allies have agreed to even a month before the Hague Summit,

    What we have included in this number is a five-fold increase of our air and missile defence systems,

    thousands more armoured vehicles and tanks,

    and millions more artillery shells,

    and drones, and air jets.

    All these things contribute to the capability targets that we need, and the capability targets that require 3.5% of GDP so that they can be financed in due time.

    At the same time, Allies agreed to spend 1.5% of GDP on defence and security related expenses.

    This means more money to support our militaries and societies to become more secure.

    In a world where microchips matter as much as the latest missiles every part of our society and our economy must step up for security.

    From strong cyber defences to secure supply chains.

    From greater resilience to more investment in roads, railways and ports for the sake of our defence plans.

    This is all about making sure that we can get our forces to the right place at the right time, but equipped with the right capabilities.

    It’s also about responding to the world as it is now, not as we wish it to be.

    Preparing for war costs money, 5% is a lot of money.

    But not preparing for it will cost us far more, both in terms of money and in terms of lives. We are no longer fighting wars of choice, where everything is plannable and we set the timetable.

    It is our adversaries that are setting the pace of production and defining the moment.

    Russia is rearming faster than many people have imagined.

    It is enabled by Chinese technology, Iranian drones, and North Korean missiles but also boots on the ground.

    What’s more, Putin has shown that he will not hesitate to use military force to achieve his goals.

    China is also carrying out its own massive military modernisation.

    It is rapidly expanding its nuclear arsenal, completely unconstrained by any arms control agreements.

    It is flexing its muscles in the South China Sea and sharpening its tools of economic coercion in the Euro-Atlantic.

    And while all this is happening, we also cannot underestimate the persistent instability in the Middle East,

    divisive rhetoric in the Western Balkans,

    and the ongoing threats of terrorism.

    So as the world becomes more dangerous, more turbulent,

    NATO must become stronger, fairer and, and this is the right place to use the word, more lethal.

    To leave no adversary in any doubt that we will do what it takes to protect and defend each other.

    A couple of weeks ago, we bid a fond farewell to General Cavoli, who as you know wore two hats.

    He was both NATO’s Supreme Allied Commander, our SACEUR, but also Commander of the US’s European forces.

    And let me use this opportunity to say that he has played really a fundamental role in transforming the Alliance, even prior to the NATO Summit.

    He has really supported us in fostering a stronger bond between NATO’s Supreme Allied Headquarters in Mons, SHAPE, and the United States’ European Command in Stuttgart.

    General Cavoli made sure that we have robust regional plans to defend every inch of Allied territory.

    And that we continue to modernise NATO’s multi-domain warfighting capabilities.

    From the seabed to outer space, we cannot afford to have any weak links.

    The conflicts in Ukraine, but also the instability and the conflicts in the Middle East have transformed modern warfare.

    In Ukraine, we have seen tactics and trench-warfare from the last world wars, combined with the completely new technology from the next.

    Ukraine has pioneered the use of drones, I was able to see remarkable examples for this, but not only in the air domain.

    But also to neutralise the threat of the Russian army in the Black Sea.

    And to strike Russian military targets far beyond the frontlines.

    Both Russia and Ukraine have carried out kinetic and non-kinetic attacks — across land, sea, air, cyber and information space — and all of this simultaneously.

    This was done to certain extent in devastating ways.

    And we need to therefore think differently about how we operate.

    Not in silos — but really seamlessly across all domains — and at the same time.

    So when we develop our capabilities, this is the thinking, this is the logic.

    This is the philosophy that we have to take into account.

    We also need to think about how we integrate the latest technologies with conventional capabilities to gain the maximum effect.

    And this was very much what SACEUR and SACT worked on in the last years.

    But this is why we were also delighted to welcome General Alexus Grynkewich as our new Supreme Allied Commander.

    He has championed innovation and developed cutting-edge capabilities for our armed forces.

    His appointment demonstrates the United States’ ironclad commitment to our shared security.

    As America continues to put forward its brightest and best in service of the United States of America, but also in the service of the Alliance.

    At the Summit, we heard really strong statements from the US leadership, from President Trump, but also from the two Secretaries and all the representatives.

    How dedicated and how committed they are to NATO and to our collective defence.

    The US continues to stand foursquare with its NATO Allies.

    Because it is good for America’s security and it is vital for the transatlantic security.

    The US has played and continues to play an indispensable role in our Alliance.

    Providing critical enablers, reinforcements, and of course its nuclear deterrence – the ultimate guarantor of our security.

    At the same time, America’s Allies, European and Canada, are stepping up.

    All Allies, all 32 of them, will spend 2 percent of GDP on defence this year, as we have agreed time ago in Wales.

    And many are already going much further and much faster.

    Some of them have stepped up and approached 5% even before the Summit. And this is remarkable leadership.

    They are making sure that we have collectively what we need to deter and defend.

    That’s why the other major focus of the Summit in The Hague was defence production.

    Because cash alone does not deter our adversaries. It does not by itself provide security.

    But concrete capabilities do.

    Our adversaries won’t be deterred just because of our statements, because of our pledges, because of our words.

    But by strong defences, well-equipped troops, and the latest weapons systems.

    This is why the Secretary General has been tireless in his efforts to engage not only with Allied leaders or with the militaries, but also with defence industries on both sides of the Atlantic.

    He has been urging them to open new production lines, put in the extra shifts, really ramp up production.

    But also to boost innovation and come up with capabilities that are actually meaningful today and tomorrow.

    And they are.

    They are really prepared for this game-changing environment around us.

    Across the Alliance, industry has opened hundreds of new production lines and expanded existing ones.

    We are now on course to produce more ships, more planes and ammunition than we have done in decades.

    But we still need to do more.

    NATO Allies today are home to world-class defence companies – some of them present today here with us – the best researchers, and the most innovative entrepreneurs.

    But we need to do these things more, better and faster to drive even more production both on the American but also on the European side of the Atlantic.

    And, again, we need to think differently about how and who we partner with.

    This means working with everyone from the defence primes to civilian start-ups to integrate the latest technologies into our defence.

    But it also means working together not among us in the Alliance, but also with our partners, from Ukraine, European Union, to the Indo-Pacific. All of them joined us for the Hague Summit and we agreed to do more, together, including or especially focusing on defence production.

    There is so much we can learn from Ukraine, and we already are learning.

    We have opened a new joint centre in Poland, the so-called JATEC [the NATO-Ukraine Joint Analysis, Training and Education Centre] to do that exactly. To help Ukraine, but also, in the same way use the experience so that we can create stronger deterrence and defence.

    We are also determined to work even more closely with our partners — Australia, Japan, New Zealand and South Korea — including on defence production.

    They are the source of so many of today’s cutting-edge capabilities.

    Ladies and gentlemen,

    NATO is the strongest and most successful defensive Alliance in history of mankind.

    We have done that. We have secured. We have protected one billion citizens.

    Because we combine the finest armed forces, with the most innovative economies.

    And because of our solemn promise to protect and defend each other.

    So this sense of unity, solidarity, joint work is very strong and continues to be very important for us.

    So let me end by thanking all of you here for the vital role you have played in our security.

    I know I can count and we can count on you to keep our Alliance strong and our one billion people safe.

    • Identify key opportunities for multilateral collaboration to strengthen and protect trusted telecommunications infrastructure abroad.

    WASHINGTON, D.C. – Today, Ranking Member of the House Foreign Affairs Subcommittee on South and Central Asia Sydney Kamlager-Dove (CA-37), led House Foreign Affairs Subcommittee on South and Central Asia Chairman Bill Huizenga (MI-04), House Foreign Affairs Ranking Member Gregory W. Meeks (NY-05), and Rep. Jefferson Shreve (IN-06) in introducing bipartisan legislation to strengthen export controls enforcement at the Bureau of Industry and Security (BIS).

    The Bureau of Industry and Security is responsible for enforcing export controls on dual-use technologies sold abroad. However, BIS currently operates with only 11 Export Control Officers (ECOs) worldwide to monitor compliance and detect illicit diversions. The Export Controls Enforcement Act addresses this shortfall by codifying the ECO program and requiring BIS to staff no fewer than 20 officers globally. In line with the Administration’s proposed $122 million budget increase for BIS, this legislation ensures that the additional resources are directed toward strengthening export enforcement and protecting sensitive U.S. technologies.

    “California is the number one source of semiconductor manufacturing facilities and jobs in the country and plays a crucial role in advancing U.S. leadership in artificial intelligence,” said Rep. Warner and Tim Kaine (both D-VA) released the following statement after Senate Republicans voted to rescind federal funding for public broadcasting and national security programs, which had previously been appropriated by a bipartisan majority in Congress:

    “It’s outrageous that enough Republicans caved to President Trump and OMB Director Vought’s pressure to go back on appropriations deals that a bipartisan majority of Congress had previously agreed to. A deal should be a deal. These cuts to the Corporation for Public Broadcasting, the State Department, and USAID will make it harder for communities to access critical emergency alerts during disasters, and create more instability around the world by defunding initiatives that protect our national security. Republican efforts to defund faith-based charity organizations are particularly sickening. The Trump Administration and our Republican colleagues are not going to stop here, and we urge every American to continue to speak out against these attacks on the interests of the American people. We will continue to fight against further efforts by the Administration and Republicans to defund critical programs that Virginians rely on.”

    The Republican rescissions package cancels funding for the Corporation for Public Broadcasting, including $100 million for Virginia. The Corporation for Public Broadcasting was authorized by Congress in 1967 and supports more than 1,500 locally owned public radio and TV stations, nearly half of which serve rural communities. It also cancels funding for the State Department and United States Agency for International Development (USAID), including for global health programs, faith-based organizations, Afghan refugee programs, United Nations peacekeeping operations, the U.S. Institute for Peace, the Inter-American Foundation, and the African Development Foundation. The legislation will impact thousands of Virginia’s federal employees and contractors. A recent study found that if the current cuts to USAID continue through 2030, 14 million people could die.

    Sens. Warner and Kaine filed a series of amendments in an attempt to improve the legislation, but none of them were added to the final legislation.

    Sen. Warner’s amendment would have reduced cuts to assistance for African nations and helped strengthen trade, counter the malign influence of adversaries, and pursue economic development. The amendment would have helped ensure that China could not capitalize on the sudden vacuum of influence that will ensue if America withdraws its economic development initiatives on the continent.

    Sen. Kaine’s amendments included eliminating cuts in funding for the Migration and Refugee Assistance and International Disaster Assistance programs, including funding for faith-based organizations; protecting funding for USAID and the Inter-American Foundation; preserving funding to defend against cyberattacks by Russia and Iran and keep fentanyl out of the United States; and eliminating cuts in funding for CPB for pre-K educational programming and any broadcasts and media stations that disseminate information during natural disasters and national emergencies.

    St. Petersburg, July 17 /Xinhua/ — A man who was collecting information on behalf of Ukrainian special services has been detained in St. Petersburg, the press service of the Federal Security Service (FSB) of Russia for St. Petersburg and the Leningrad Region reported on Thursday.

    St. Petersburg, July 17 /Xinhua/ — Two unmanned aerial vehicles were shot down in the Leningrad Region, the region’s governor Alexander Drozdenko said on his Telegram channel on Thursday.
