The Hong Kong Special Administrative Region Government today strongly disapproved of and opposed the so-called “2024 Annual Report” issued by the US Congressional-Executive Commission on China (CECC), which made malicious smearing remarks against multiple areas in the Hong Kong SAR.
In a statement, the Hong Kong SAR Government said it disapproves of the CECC’s repeated tactics to interfere in the affairs of Hong Kong through the so-called annual report, and for making slandering remarks against the city, where “one country, two systems” is successfully implemented.
The US is once again making unfounded and fact-twisting remarks, the Hong Kong SAR Government specified, adding that such attempt to undermine the prosperity and stability of Hong Kong and interfere in its law-based governance is smack of despicable political manipulation with ill intentions.
“The CECC openly clamours for so-called ‘sanctions’ with an aim to intimidate Hong Kong SAR officials who resolutely safeguard national security. The Hong Kong SAR Government strongly condemns its political grandstanding rife with ill intentions, which have been seen through by all.
“The Hong Kong SAR despises the so-called ‘sanctions’ and will not be intimidated by such a despicable behaviour. It will resolutely continue to discharge the duty of safeguarding national security.
“The Hong Kong SAR Government reiterates that it steadfastly safeguards national sovereignty, security and development interests, and fully and faithfully lives up to the highest principle of “one country, two systems”.
It added that it strongly demands the US to immediately stop acting against the international law and basic norms of international relations and interfering in China’s internal affairs and Hong Kong affairs.
The Hong Kong SAR Government sternly refuted the slandering remarks against the Hong Kong SAR in the US’ so-called report citing three aspects that include safeguarding national security, safeguarding the due administration of justice and rule of law, and safeguarding rights and freedoms.
It stated that it strongly opposes the absurd and untrue content regarding legislation safeguarding national security in Hong Kong contained in the report.
In accordance with international law and international practice based on the Charter of the United Nations, safeguarding national security is an inherent right of all sovereign states. Many common law jurisdictions, including the US, the UK, Australia and Canada, have enacted multiple pieces of legislation and implemented measures to safeguard national security.
The US’ report completely ignored the severe national security threats posed by the riots and the Hong Kong version of “colour revolution” in 2019, and neglected that the implementation of the National Security Law has enabled the livelihood and economic activities of the community and the business environment to return to normalcy, the Hong Kong SAR Government pointed out.
“This is a clear demonstration of hypocrisy with double standards. In fact, security and development work together like the two wings of a bird. Development requires a safe social environment.
“The Hong Kong SAR has fulfilled the constitutional responsibility and historic mission of enacting local legislation for Article 23 of the Basic Law. The newly enacted Safeguarding National Security Ordinance (SNSO) achieves convergence, compatibility and complementarity with the Hong Kong National Security Law (HKNSL).”
Together the SNSO and HKNSL form a comprehensive legal system and enforcement mechanism for safeguarding national security. Hong Kong can finally advance from stability to prosperity following the transition from chaos to order, the Hong Kong SAR Government said.
It added that extraterritorial effect for the offences endangering national security under the HKNSL and the SNSO fully aligns with the principles of international law, international practice and common practice adopted in various countries and regions.
“It is both necessary and legitimate, and is also in line with those of other countries and regions around the world including the US, the UK, Australia, Canada and member states of the EU. Police have the responsibility to pursue those who are suspected of committing offences endangering national security outside Hong Kong.”
Smearing remarks in the US’ report pinpointing custodial and rehabilitation work of Hong Kong is untrue, misleading, irresponsible and absurd, the Hong Kong SAR Government emphasised, noting that the Correctional Services Department (CSD) is committed to ensuring the custodial environment is secure, safe, humane, appropriate and healthy, and has put in place an established mechanism to ensure the rights of persons-in-custody (PICs) are protected.
Such rights include regular inspection of independent visitors, namely Justices of the Peace. The CSD performs its duties in accordance with the law and regulations in managing all PICs, regardless of their background, it added.
As regard the administration of justice, Hong Kong is a society underpinned by the rule of law and has always adhered to the principle that laws must be obeyed and lawbreakers held accountable, which is well recognised by international communities, the Hong Kong SAR Government noted.
Apart from stressing that the Basic Law clearly stipulates the Judiciary shall exercise judicial power independently in accordance with the law, free from any interference, it specified that everyone charged with a criminal offence has the right to a fair hearing as guaranteed by the Basic Law and the Hong Kong Bill of Rights.
The Department of Justice, by virtue of Article 63 of the Basic Law, shall control criminal prosecutions and make independent prosecutorial decisions based on an objective assessment of all admissible evidence and applicable laws, the Hong Kong SAR Government said.
The courts decide cases strictly in accordance with the evidence and all applicable laws. Cases will never be handled any differently owing to the profession, political beliefs or background of the persons involved, and the prosecution has the burden to prove beyond reasonable doubt the commission of an offence before a defendant may be convicted by the court, it explained.
Regarding rights and freedoms, the Hong Kong SAR Government made it clear that it steadfastly safeguards the rights and freedoms enjoyed by its people as protected under the law, noting that human rights in Hong Kong have always been robustly guaranteed constitutionally by both the Constitution and the Basic Law since its return to the motherland.
The HKNSL and the SNSO clearly stipulate that human rights shall be respected and protected in safeguarding national security in Hong Kong, and the rights and freedoms that Hong Kong residents enjoy under the Basic Law and the provisions of the International Covenant on Civil & Political Rights (ICCPR) and the International Covenant on Economic, Social & Cultural Rights as applied to Hong Kong, shall be protected in accordance with the law.
The Hong Kong SAR Government indicated that such rights and freedoms include the freedoms of speech, of the press, of publication, of association, of assembly, of procession and of demonstration.
As is the case with other places in the world, such rights and freedoms are not absolute. The ICCPR expressly states that some of them may be subject to restrictions as prescribed by law that are necessary for protection of national security, public safety, public order or the rights and freedoms of others, etc, the Hong Kong SAR Government added.

Indonesia’s decision to pursue membership in BRICS – an emerging economy bloc comprising Brazil, Russia, India, China, and South Africa – signals that President Prabowo Subianto is steering foreign policy in a direction contrasting with his predecessors.
During Joko “Jokowi” Widodo’s two-term administration, then-former Foreign Minister Retno Marsudi led efforts to integrate Indonesia’s economy with Western institutions by working to secure membership with the OECD.
Since BRICS is an alternative to Western-dominated organisations, many observers scrutinised and questioned Indonesia’s nonalignment commitment. However, Foreign Minister Sugiono argued that BRICS aligns with Indonesia’s ‘free and active’ foreign policy, allowing Indonesia to collaborate widely without aligning too closely with any single bloc.
For Sugiono, joining BRICS means paving the way to advance the new government’s goals of food security, energy independence, poverty alleviation, and human capital development. The bloc offers access to funding, technology, and trade opportunities to tackle key challenges in those sectors. BRICS, with its emphasis on fairness and cooperation, supports Indonesia’s vision for a more inclusive and sustainable future.
The shift from Retno’s OECD focus to Sugiono’s BRICS approach reflects at least two visions. First, Indonesia seeks to reassess its strategic position as the leading economy in Southeast Asia. Second, the country seeks to switch from its nonalignment stance to multi-alignment. The later will help navigate partnerships with both developed and emerging economies, balancing traditional alliances with new opportunities.
Joining BRICS can amplify Indonesia’s influence in its already strong ties with each of the member countries and unlock opportunities beyond one-on-one partnerships.
Indonesia’s pivot to BRICS reflects both its relationship with major powers, such as China and the US, and regional pressures.
Neighbouring countries Malaysia and Thailand have recently expressed interest in BRICS, creating a sense of competition within Southeast Asia. Both countries joining the bloc could erode Indonesia’s leadership and influence in the region, especially in affecting global affairs.
Through ASEAN, Indonesia has sought to act as a regional stabiliser and mediator amid rising polarisation between the West and China.
As its de facto leader, Indonesia has historically championed initiatives like the South China Sea Code of Conduct and Myanmar’s peace process. Its G20 presidency further underscored its role as a mediator between global powers.
This ‘fear of missing out’ has spurred Indonesia’s interest in BRICS.
Joining BRICS ahead of its regional peers ensures that Indonesia maintains its leadership position in ASEAN. For Prabowo’s administration, BRICS offers a platform to advance Indonesia’s interests in maritime security, economic growth, and global governance. It is a strategic move beyond an economic decision to amplify its voice on global issues and prevent fellow Southeast Asian countries from overtaking it in shaping the bloc’s agenda.
Indonesia’s BRICS membership announcement highlights the new administration’s foreign policy ambitions, centred on two key shifts: adopting a multi-alignment strategy and strengthening its ‘good neighbour’ policy.
Prabowo envisions engaging with all nations, fostering friendly relations while opposing oppression. This approach resonates with Indonesia’s historical commitment to sovereignty and equality in international relations.
Indonesia has traditionally adhered to a nonalignment principle. This virtue has aided the country navigating major power blocs without binding itself to any single alliance. However, the current geopolitical climate – marked by intensifying tensions between global powers, regional conflicts, and intricate challenges – demands a more flexible and strategic approach.
By joining BRICS, Indonesia avoids taking sides and instead diversifies its partnerships to maximise benefits. This multi-aligned approach enables active participation in BRICS discussions on multilateral reform.
Prabowo’s ‘good neighbour policy’ further underscores the importance of maintaining positive relations with all countries. It empowers developing nations and advocates for a more equitable global order and economic system. This strategy also facilitates Indonesia’s resilience by fostering partnerships in food and energy security, poverty alleviation, and human capital development.
Such collaborations reduce reliance on Western financial systems and enhance Indonesia’s autonomy. Ultimately, these strategic directions position Indonesia as a sovereign and dynamic player capable of balancing global relationships while advancing its own priorities.
This move does not mean the OECD is off the table for Indonesia. Instead, Prabowo’s approach reflects a dual-track strategy that values both alliances for their respective benefits.
The OECD remains a long-term objective to enhance Indonesia’s economic governance and regulatory standards. It serves the goal of providing the country with stable relationships within the Western economic framework. Meanwhile, BRICS offers an immediate avenue for Indonesia to deepen ties with equivalent economies and actively shape policies that impact the Global South.
Sugiono’s statement in Kazan emphasised Indonesia’s commitment to engaging in other forums, including the G20 and OECD discussions. It highlighted the country’s flexibility in international alliances.
This dual-track strategy reinforces Indonesia’s role as a bridge between developed and developing nations, maximising the benefits of both alliances without sacrificing its autonomy.
Indonesia’s decision to join BRICS marks a significant evolution in its foreign policy. By participating in BRICS, Indonesia positions itself as a critical player in global discussions on economic reform and development, asserting its voice within a multi-polar world order.
Indonesia is charting a path that balances traditional alliances with emerging opportunities, reinforcing its role as a dynamic, independent player on the world stage.

World’s largest ice-and-snow theme park opens on Winter Solstice in China’s ‘city of ice’
HARBIN, Dec. 21 — Gliding down an over-500-meter-long ice slide, Zhang Jiajia felt like she was flying, and that her one-minute experience had been worth the hour-plus wait in line.
“It’s super exciting. My heart soared with me,” said Zhang, a tourist from east China’s Zhejiang Province, after trying the Super Ice Slide at the iconic Harbin Ice-Snow World, which kicked off its annual run on Saturday.
The world’s largest ice-and-snow theme park, the 26th edition of the Harbin Ice-Snow World, officially opened at 10 a.m. in Harbin, the capital of northeast China’s Heilongjiang Province also known as the “city of ice.”
Themed “Dream of Winter, Love among Asia,” the park was built using 300,000 cubic meters of ice and snow, incorporating elements inspired by the upcoming 2025 Harbin Asian Winter Games, which will open next February, right after China’s Spring Festival holiday. It is also the first major international ice and snow event hosted by China since the 2022 Beijing Winter Olympics.
With an overall planned area of 1 million square meters, up from last year’s 800,000 square meters, the park is the largest in its 26-year history.
The park features nine major zones, recreating landmark landscapes of 42 countries and 3 regions that are members of the Olympic Council of Asia (OCA) in the form of ice-and-snow structures that can be illuminated at night, including replicas of the Temple of Heaven in China, Osaka Castle in Japan and the Taj Mahal in India.
The main tower stands on the main axis of the park, featuring towering ice columns that depict the official emblem of the OCA.
“The ice sculptures are incredibly exquisite. It’s hard to imagine that they are made of ice blocks harvested from the Songhua River. Each piece of artwork showcases the superb craftsmanship of the artists,” said Zhong Xueying, another tourist from Zhejiang.
The most popular attraction in the park, the Super Ice Slide, has increased the number of its lanes to 24, with a 300-meter-long windproof warm house mounted at the queuing area, allowing visitors to take a break from freezing weather while overlooking the park’s scenery.
Saturday also marks the Winter Solstice, the shortest day of the year. The day not only means another solar term but also marks an important festive day on Chinese lunar calendar.
Just one hour after the park opened, the queue for the Super Ice Slide stretched hundreds of meters.
In addition to ice-and-snow landscapes, the park has added fantasy shows, virtual reality projects and an immersive digital art museum to its inventory of winter wonders, offering new and exciting experiences for both global and domestic visitors.
The “Snow Disco” event, which attracted thousands of tourists last winter, will also be held at the Dream Stage in the park for this year’s edition.
“How lucky! Today is the last day of my trip to Harbin, and I didn’t expect to witness the opening of the Ice-Snow World. I’m so happy that it feels like I’m celebrating the Lunar New Year in advance,” said Dai Xiaoqin, a tourist from Wuhan City in Hubei Province.
“We wish to showcase the enthusiasm and confidence of the people in participating in ice-and-snow sports, and integrate a variety of new elements into this edition of the park,” said Guo Hongwei, Party secretary and chairman of Harbin Ice-Snow World Co., Ltd.
An adult park ticket is priced at 328 yuan (about 45.6 U.S. dollars). The park also offers discounted tickets and free admission to certain groups of visitors.
As an established ice-and-snow theme park, Harbin Ice-Snow World stands out as one of China’s iconic winter attractions. It surged in popularity on Chinese social media last winter, becoming an internet sensation as passion for winter sports and tourism continues to rise across the country.
Last year, China recorded over 385 million winter leisure visits nationwide, a year-on-year increase of 38 percent, with related revenue up 50 percent.
In Harbin alone, last snow season saw over 87 million visitors, up 300 percent year on year, and 124.8 billion yuan in tourism revenue, up 500 percent. The 25th edition of the Harbin Ice-Snow World, in particular, received over 2.7 million tourists.
To accelerate growth of winter economy in the country’s northeastern region, the Chinese government has recently unveiled initiatives including establishing dedicated ice-and-snow holidays, increasing flight routes and optimizing visa-free policies, all aimed at attracting more domestic and international visitors.

China connected one of its largest photovoltaic (PV) projects in Ruoqiang, northwest China’s Xinjiang Uygur Autonomous Region, on Wednesday. A memorial service was held Saturday evening in the German city of Magdeburg to mourn the victims of a tragic attack at a Christmas market on Friday night, where a car rammed into a crowd, killing at least five people and injuring 200 others.
The service took place at the city’s cathedral and was intended primarily for the victims’ relatives, emergency responders, and invited guests, including Federal President Frank-Walter Steinmeier. Outside the cathedral, mourners gathered to lay flowers and light candles in remembrance of the victims.
To mark the tragedy, church bells tolled across Magdeburg at 7:04 p.m. (1804 GMT) — the exact time the attack occurred.

VICTIMS INCLUDE 9-YEAR-OLD CHILD
A nine-year-old child is among the five people killed, confirmed Horst Walter Nopens, head of the local public prosecutor’s office, without disclosing further details about the other four adult victims.
He said approximately 200 people sustained injuries, many of them serious. Authorities warned that the death toll could rise.
According to German media, the attack lasted roughly three minutes. The emergency route used by the perpetrator was not secured with barriers, raising concerns about safety measures.
Condemning the act, German Chancellor Olaf Scholz described the incident as “a terrible tragedy to harm and kill so many people with such brutality.”

DOCTOR FROM SAUDI ARABIA UNDER INVESTIGATION
A 50-year-old doctor originated from Saudi Arabia was arrested at the site and taken into custody for questioning. Police searched his home overnight, and authorities assume he acted alone. He has lived in Germany since 2006 and worked in a nearby town.
Authorities noted earlier that the suspect was not previously known to law enforcement as an Islamist.
His motive remained unclear and police have not yet named the suspect. Nopens said one possible factor could be the suspect’s frustration with Germany’s handling of Saudi refugees.
According to the German news agency dpa, authorities had been alerted about the man approximately a year ago.
Scholz and other top officials, including Federal Minister of the Interior Nancy Faeser, arrived in Magdeburg on Saturday. Faeser ordered Saturday morning that all flags at all federal buildings be flown at half-mast nationwide.

Magdeburg, a city of approximately 237,000 residents, is located in the state of Saxony-Anhalt, about 150 km west of Berlin.
The incident echoes a tragic attack on Dec. 19, 2016, when a terrorist drove a truck into a Berlin Christmas market, killing 12 and injuring over 70 others. The perpetrator fled to Italy, where he was eventually shot dead by police.

The death toll from a road accident in the southeastern Brazilian state of Minas Gerais has risen to 38, with 13 others injured, local authorities reported Saturday.
The accident, involving a bus, a truck, and a car, occurred in the early morning hours in the municipality of Teofilo Otoni. It was triggered when a large block of granite fell from the truck’s cargo onto the road, causing the bus to collide with the truck traveling in the opposite direction. A car following the bus then slammed into it from behind, according to the Federal Highway Police.
The majority of fatalities were caused by a fire that engulfed the bus after the collision, said the police.
According to Teofilo Otoni officials, 13 people sustained injuries, including the three occupants of the car, all of whom are in critical condition.

Tunisian security units have dismantled a drug trafficking network in the northern Ariana province, private radio station Mosaique FM reported on Saturday.
“On Friday, the security units dismantled a drug trafficking network, led by two brothers and operating in the Ettadhamen City,” said the radio.
After a raid on his home, the security units arrested a man, while his brother and other members of the network remain at large.
During the operation, three kilograms of marijuana, 2,100 ecstasy pills, and 150 grams of cocaine were seized.
The Tunisian government has taken a strong stance against drug trafficking. Recent nationwide operations have led to the arrest of hundreds of suspects.

Hungarian Prime Minister Viktor Orban on Saturday underlined the country’s commitment to electromobility as a cornerstone of its industrial policy.
At a year-end international press conference, Orban said Hungary’s industrial policy and future lie in electromobility. “For us, the defining issue of the next decade will be electromobility, and it’s not just about mobility but about electro-specifically,” he added.
Orban said that from Hungary’s perspective, this direction is strategic and will remain unchanged.
Noting that large battery factories will go online, Orban also mentioned the BYD plant in the southern Hungarian city of Szeged, which will become the first Chinese electric car factory in Europe to start operation.
These are “pivotal developments for Hungary’s industrial future,” according to Orban.
On the electric vehicle (EV) dispute between the European Union (EU) and China, Orban said that “it is a consequence of bad European policy, particularly affecting Germany.” Hungary is aligned with Germany on this matter, he noted.
Orban qualified Hungary’s EU Council presidency as “successful,” which tackled major issues such as the Russia-Ukraine conflict and European competitiveness.
The Hungarian prime minister also touched on EU-U.S. relations and the potential impact of Donald Trump’s presidency on global trade and Western policies. He urged the EU to adapt to a changing reality, including shifts in migration, family values, and economic policies.

A benefit concert, memorial service and mass were held Saturday in Prague to commemorate the victims of the shooting tragedy at Charles University’s Faculty of Arts one year ago.
Czech President Petr Pavel, along with the victims’ families and survivors, attended the benefit concert in the afternoon at the Church of the Holy Saviour in central Prague.
According to Charles University, the concert, titled “A Year Later,” aimed to support a non-profit organization dedicated to the mental health of children and adolescents.
Following the concert, participants and members of the public gathered for a memorial service in front of the university’s Faculty of Arts building, the site of last December’s tragedy.
The service began with a moment of silence in remembrance of the deceased, after which attendance laid flowers and lit candles. The university choir performed during the memorial service.
Later in the day, a mass was held in the St. Vitus Cathedral at Prague Castle.
In the evening, President Pavel said on social media platform X: “I firmly hope that we will never go through this experience, shock, and grief again as a society and a country. I remember it with deep respect.”
On Dec. 21 last year, a gunman killed 14 people at the Charles University’s Faculty of Arts building before committing suicide. An additional 25 people were injured. Czech Interior Minister Vit Rakusan called the shooting “a terrible act, unprecedented in the history of the Czech Republic.”

Iraqi Prime Minister Mohammed Shia’al-Sudani and Omani Foreign Minister Sayyid Badr Albusaidi met in Baghdad on Saturday to discuss ways to enhance bilateral relations.
They underscored the importance of strengthening ties between the two nations and enhancing bilateral economic and trade exchanges, particularly in the oil derivatives sector, a statement by al-Sudani’s media office said.

A ceasefire agreement in the Gaza Strip is imminent, with most of its terms already agreed upon, a senior official from the Palestinian Islamic Jihad movement said on Saturday.
The official, who required anonymity, said the proposed agreement outlines a gradual cessation of hostilities and the withdrawal of Israeli forces from the Gaza Strip, with the final deal also including a comprehensive prisoner-for-hostage exchange and a permanent end to the war between Hamas and Israel.
Although some contentious points are still being negotiated, they are not expected to be a major obstacle to reaching a final agreement, added the official.
The source also expressed optimism that the agreement would be finalized before the end of the year, as long as Israel does not impose new conditions.
There is political will from all parties to reach a lasting resolution to the Gaza conflict, which has persisted for over 14 months, according to the official.
The ongoing negotiations, mediated by Egypt and Qatar with the participation of the United States, are based on a plan introduced by the United States in May to end the war, which began on Oct. 7, 2023, after Hamas’s attack on southern Israel that resulted in about 1,200 deaths.

Russia’s Tatarstan Republic on Saturday declared a state of emergency for government bodies and emergency response units to manage the aftermath of Ukrainian drone attacks.
“The head of Tatarstan has signed an order imposing a special emergency mode for government agencies and the Ministry of Emergency Situations. On Saturday, eight drone strikes were reported in Tatarstan’s capital city of Kazan, six of which targeted residential buildings. Preliminary reports indicated there were no injuries.
Following the attack, operations at Izhevsk Airport near Kazan were temporarily restricted. The restrictions were lifted by 15:00 local time (1100 GMT) on Saturday, Russia’s TASS news agency quoted Alexander Sinelnikov, general director of Izhevsk-based aviation company Izhavia, as saying.

Belarus is ready to enhance cultural exchanges with China, jointly launch new cooperation initiatives, and develop creative projects based on the traditional values of their people, Belarusian Culture Minister Ruslan Chernetsky said Saturday.
At a Spring Festival concert held at the Belarusian State Philharmonic, Chernetsky said although separated by thousands of kilometers, Belarus and China have maintained close and effective cooperation, and the foundation of cultural cooperation has grown stronger.
Chinese Ambassador to Belarus Zhang Wenchuan said that the concert is a significant cultural exchange event between China and Belarus and a testament to bilateral relations.
Zhang added that China is willing to continue to make joint efforts with the people from all walks of life in Belarus to implement the Global Civilization Initiative through practical actions and continuously open up a new chapter of cultural exchanges, integration, and mutual understanding between the two peoples.

China strongly deplores and firmly opposes U.S. military assistance and arms sales to China’s Taiwan region, and has immediately lodged solemn representations with the United States, a Chinese foreign ministry spokesperson said Sunday.
The White House on Dec. 21 announced military assistance worth 571.3 million U.S. dollars to Taiwan. The U.S. Department of Defense announced on the same day that the State Department has approved 295 million U.S. dollars worth of arms sales to Taiwan.
In response, the spokesperson said the United States once again approved military assistance and arms sales to China’s Taiwan region. This seriously violates the one-China principle and the three China-U.S. joint communiques, especially the August 17 Communique of 1982, and China’s sovereignty and security interests.
The decision is a severe breach of the U.S. leaders’ commitment of not supporting “Taiwan independence,” and sends a gravely wrong signal to “Taiwan independence” separatist forces. “China strongly deplores and firmly opposes it and lodged solemn representations at once with the United States,” the spokesperson said.
The Taiwan question is at the core of China’s core interests, and the first red line that cannot be crossed in China-U.S. relations, the spokesperson said. “To aid ‘Taiwan independence’ by arming Taiwan is just like playing with fire and will get the United States burned, and to use the Taiwan question to contain China is doomed to fail.”
The spokesperson said that China urges the United States to immediately stop arming Taiwan and stop the dangerous moves that undermine peace and stability in the Taiwan Strait.
“China will take all measures necessary to firmly defend national sovereignty, security and territorial integrity,” the spokesperson said.

Five people were injured after a fleeing driver crashed into a shopping mall in Killeen in the U.S. state of Texas on Saturday evening, according to the Texas Department of Public Safety.
Responding law enforcement officers shot the driver dead, who was chased by police for nearly 32 km before driving his pickup truck “several hundred yards” through the entrance of the mall and “actively running people over,” Sgt. Bryan Washko of the Texas Department of Public Safety said at a news conference.
The victims are aged from six to 75, Washko said. The suspect has not yet been identified.
A Texas Highway Patrol trooper attempted to stop the driver around 5 p.m. Central Time (2300 GMT) for possibly driving while intoxicated, Washko said.
According to Washko, the driver exited the highway and entered the Killeen Mall parking lot, where he drove through the glass doors of the main entrance of a JCPenney store.
“The suspect drove through the doors and continued to travel through the JCPenney store, striking multiple people,” he said.
“This mall is pretty busy at this time of year,” he said.
An investigation is underway to determine whether the man drove into the mall intentionally or “out of desperation because he was being pursued,” Washko said.
Killeen, a city of nearly 160,000 residents, is about 240 km south of Dallas.

U.S. President-elect Donald Trump on Saturday called the Panama Canal “a VITAL National Asset for the United States,” threatening to retake the canal, citing “exorbitant prices” on U.S. ships.
In a Truth Social post, Trump claimed that Panama has been treating the United States “in a very unfair and injudicious way” by charging U.S. Navy and commercial vessels transiting the waterway “exorbitant prices and rates of passage.”
“This complete ‘rip-off’ of our Country will immediately stop,” Trump said.
Panama Canal, now a vital international maritime trade route connecting the Pacific and Atlantic oceans, was returned to Panamanian control in 1999 according to the Torrijos-Carter Treaties signed in 1977 under pressure from the Panamanian people.
In 1903, the United States signed a treaty with the newly independent state of Panama to construct the canal. After its inauguration in 1914, the canal and its surrounding area, known as the Panama Canal Zone, were administered and governed under U.S. jurisdiction.

Park Chan-dae, floor leader of South Korea’s main opposition party, on Sunday called on acting President Han Duck-soo to promulgate special counsel bills against impeached President Yoon Suk-yeol and first lady Kim Keon-hee by Tuesday, vowing to hold him accountable if he fails to do so, Yonhap news agency reported.
Earlier this month, the National Assembly passed a special counsel bill to investigate whether President Yoon committed insurrection and other violations over his declaration of martial law.

Brazilian Sinologist Giorgio Sinedino has developed an interest in China since childhood when he read The Adventures of Tintin and was impressed by the cultural elements such as traditional Chinese attire and delicate ceramics introduced in the famous comic series.
“I like Tintin because of his interest in different cultures across the globe,” says Sinedino, an assistant professor at the University of Macao. “I find his introduction of cultures positive and appealing and want to visit these countries.”
Following Tintin’s footsteps, Sinedino crossed oceans to pursue studies in China and has been living in the country for about 20 years, committing himself to introducing Chinese classics to Portuguese-speaking countries.
Starting in 2012, the scholar published Portuguese versions of several millennia-old Chinese classics, including The Analects of Confucius, Dao De Jing and Zhuangzi.
His passion for the Chinese language and ancient wisdom was sparked in 2004 when he began learning the language in Brazil with a visiting scholar from Peking University.
After years of studying and working in Beijing, Sinedino decided to settle in Macao, which returned to its motherland China in 1999 after a long history of Portuguese rule, to further his cause in promoting Chinese culture to audiences of Portuguese-speaking countries.
During the 17th century, Macao played an important role in introducing Chinese learning to the West, according to Sinedino. “Early Western Sinologists received basic training in Macao, working on dictionary compilations and translations of Chinese classics,” he says.
As a bridge linking China and Portuguese-speaking countries, the Macao Special Administrative Region has another appeal for the Brazilian Sinologist who has traveled to numerous places worldwide and has always been fascinated by various cultures. In his opinion, it is an ideal place to live due to its embrace of cultural diversity.
He says that Brazilians not only focus on China’s economic growth but also show an interest in the country’s classical culture.
The ever-growing demand for Chinese culture inspired him to introduce more classics to Portuguese-speaking countries, including The Art of War, a world-renowned book by the ancient Chinese military strategist Sun Tzu.
Sinedino believes that it is crucial to understand the historical background behind Sun Tzu’s strategic thinking. “I hope to present the uniqueness of this work through supplementary materials, allowing readers to understand this classic from the perspective of Chinese culture and ancient thoughts,” he says.
In addition to classics, the Brazilian also pays attention to the studies of modern Chinese literature. He plans to publish in Brazil next year the Portuguese version of Na Han, or Call to Arms, a representative work of Lu Xun, one of the most important Chinese writers of the 20th century.
Speaking of future cross-cultural exchanges, the Sinologist looks forward to cooperating with experts from China to study and translate more Chinese works to better promote Chinese culture.
“As a new wave of introducing Chinese learning to the West unfolds, Macao will continue to contribute to the global promotion of Chinese culture,” he says.

In a year of heightened challenges, China’s property market is showing clearer signs of recovery, bolstered by well-targeted policies that have restored confidence and rekindled demand.
In late September, a key meeting convened by the Political Bureau of the Communist Party of China Central Committee emphasized the need to stabilize the property market and reverse its downturn, calling for adjustments to housing purchase restrictions, reduction in interest rates on existing mortgage loans, and improvement to land, fiscal, tax and financial policies.
In keeping with these imperatives, authorities have acted decisively to reduce home-buying costs, ease mortgage burdens, and provide critical support to first-time homebuyers and those looking to upgrade their housing.
On September 29, the country’s central bank instructed commercial banks to reduce interest rates for existing housing loans, including first and second home mortgages, by no lower than 30 basis points below the loan prime rate (LPR), a market-based benchmark lending rate, by October 31, 2024, to ease financial burdens on property owners.
Following this, major cities, including the Chinese capital of Beijing and the cities of Shanghai, Guangzhou and Shenzhen, have adjusted their real estate policies, unveiling a raft of measures to boost local property markets.
These new initiatives represent a further step in the ongoing policy push, building on landmark measures announced on May 17 that included cutting minimum down payment ratios, setting up a relending facility for affordable housing, and pledging to deliver unfinished homes.
Together, these efforts are swiftly reflected in the latest market data. According to the National Bureau of Statistics (NBS), the decline in the prices of commercial residential homes in the country’s 70 large and medium-sized cities narrowed on a year-on-year basis in November.
Home transactions also showed a turnaround in October, with new home transactions reversing a 15-month decline and rising 0.9 percent year on year. The total transactions of both new and second-hand homes grew by 3.9 percent, marking the first increase following eight months of drops.
The market’s renewed confidence can be traced to several high-level meetings where a flurry of policies to support the property market were unveiled, sending a wave of optimism, said Lu Wenxi, a market analyst with the real estate agency Centaline Property, highlighting notably active second home transactions in major cities like Shanghai.
The shift in market sentiment is palpable on the ground. In a bustling real estate office in Beijing’s Chaoyang District, a manager described the past two months as the busiest period of this year. “I sometimes have to take clients on seven viewings in a single day, barely having time for lunch,” he said.
This rebound signals the start of a recovery, but long-term stability also hinges on rebuilding market confidence, particularly ensuring the timely delivery of housing projects.
In this respect, the “white list” mechanism launched in January has played a pivotal role, offering targeted financial support to eligible real estate projects.
As of the end of October, loans approved for “white list” real estate projects had exceeded 3 trillion yuan (about 417.24 billion U.S. dollars). By the end of this year, the approved loan amount for these projects is expected to reach 4 trillion yuan.
The current rebound might be the strongest in two years, largely driven by restored market confidence, said Gao Yuan, director of the Beijing Lianjia Research Institute. He anticipated lasting momentum as buyers and sellers steadily return, pointing to a more sustainable recovery.
The focus on stabilizing the property market is a part of the country’s broader drive to anchor expectations and secure economic growth. In its recent tone-setting Central Economic Work Conference, the country stressed the importance of “stabilizing expectations” as a key objective for the coming year.
Analysts say these expectations — often the unseen force that drives market sentiment — are considered a linchpin for overall economic recovery.
The latest business activity and expectation indices reflect growing optimism among market players. In October, the property sector’s business activity in the purchasing managers’ index rose by 2.5 percentage points month on month, while the business expectation index climbed by 1.8 percentage points.
“With improved expectations, the market is sustaining a sound recovery from the previous downturn,” noted NBS spokesperson Fu Linghui at a press conference on Monday.
After three years of adjustment, “the real estate market is starting to bottom out as the policies take effect,” the Ministry of Housing and Urban-Rural Development noted at a recent press conference.
Beyond the goal of stabilization, China’s housing policies are also shifting focus towards quality and sustainability. The emphasis is no longer merely on “having a home” but on “having a better home,” aiming to ensure a resilient rebound capable of weathering future challenges.
Urban renewal projects spearhead this transition, breathing new life into older neighborhoods and improving living conditions for millions. Over 66,000 such projects were implemented in 2023. In 2024, another 54,000 projects are set to revitalize aging residential areas.
Looking ahead to 2025, a report by China Minsheng Bank noted that market confidence is the golden key to stabilizing the property sector, urging further efforts to foster confidence, guide expectations, and ensure the successful implementation of existing and upcoming policies.

Shanghai Port became the first in the world to see the annual container throughput exceed 50 million 20-foot equivalent units (TEUs) on Sunday.
The port has ranked first globally for 14 consecutive years in terms of annual container throughput.
According to Yang Yanbin, deputy general manager of the production and business department of the Shanghai International Port (Group) Co., Ltd, the growth of container throughput indicates that China’s complete industrial system and manufacturing capability continue to empower global trade.
Seen as a window of China’s opening up and collaboration with the world as well as an engine boosting trade and exchanges, Shanghai Port saw its annual container throughput top 1 million in 1994.
Yang noted that the growth in container throughput at Shanghai Port was driven not only by the rise in export-heavy containers but also by an increase in international transfer containers and ship-to-ship transfer volumes.
“The port’s robust functionality and high-quality services attract large cargo ships from around the world,” he said, adding that the proportion of ship-to-ship transfers at the port is expected to reach a record 60 percent in 2024, which highlights the continued enhancement of Shanghai Port’s role as a global hub.
At present, the Shanghai Port boasts nearly 350 international ship routes reaching more than 700 ports in over 200 countries and regions around the world.
The development of Shanghai Port reflects the broader transformation of Shanghai as a whole.
The eastern Chinese metropolis has once again secured third place in the 2024 Xinhua-Baltic International Shipping Center Development Index Report, demonstrating that its status as an international shipping center of great significance has been continuously consolidated.

Chinese lawmakers are considering a draft revision to the Anti-Unfair Competition Law, which is expected to foster a fair market environment for business entities.
The draft revision was submitted on Saturday to the ongoing session of the Standing Committee of the National People’s Congress, the national legislature, for deliberation.
This is the third major revision of the law since its promulgation in 1993.
The draft revision focuses on clarifying the general requirements for anti-unfair competition, refining regulations to address unfair practices, and strengthening enforcement and penalty measures, thus fostering a favorable institutional environment that enables fair competition for various market players.

China’s top legislature on Saturday started a regular session to review a raft of bills including law drafts and reports.
Zhao Leji, chairman of the 14th National People’s Congress (NPC) Standing Committee, presided over the first plenary meeting of the committee’s 13th session.
Lawmakers reviewed a draft value-added tax law, a draft national park law, a draft law on the publicity and education regarding the rule of law, a draft private sector promotion law, and a draft hazardous chemicals safety law.
They deliberated a draft amendment to the law on people’s congress deputies, a draft amendment to the supervision law, a draft revision to science and technology popularization law, a draft revision to the anti-unfair competition law, and a draft revision to the fisheries law.
Lawmakers also reviewed a draft decision on convening the third session of the 14th NPC, reports on the handling of the suggestions, criticisms and comments submitted by lawmakers at the second session of the 14th NPC, a deputy qualification report, and personnel-related bills, among others.

A coal mine accident that killed 16 people early this year in Pingdingshan, central China’s Henan Province, was caused by production malpractices, according to an investigation report released on Friday.
The coal and gas outburst that took place on Jan. 12 at a coal mine operated by Pingdingshan Tianan Coal Mining Co., Ltd. has also injured five others and resulted in direct economic losses of nearly 22 million yuan (about 3 million U.S. dollars), according to the report that was released by the Henan bureau of the National Mine Safety Administration.
The report determined that the accident was a production safety incident caused by the improper excavation of a roadway in the coal mine without eliminating the risk of coal and gas outburst in advance.
Major problems found during the investigation include some entities’ rushing to meet deadlines, concealing work areas and the number of personnel entering the mine, falsifying monitoring data and drawings, inadequate safety and technical management, and inadequate assessment of safety risks.
Investigators have put forward recommendations for the handling of 39 responsible individuals and related entities. The disciplinary inspection and supervisory commission of Henan Province gave their proposals on the accountability of Party members and cadres involved in the case.

A symposium focused on advancing the enactment and implementation of autism-related laws and regulations was held in Beijing on Friday. The China Legal Exchange Foundation (CLEF) and Beijing Highking Law Firm hosted the event, gathering experts from the legislative, judicial, education and social service sectors to discuss building a more inclusive society for people with autism.
Zhang Mingqi, vice president and secretary-general of the China Law Society, highlighted the urgency of this initiative. He referenced the decision from the third plenary session of the 20th Central Committee of the Communist Party of China to improve the social security and service systems for people with disabilities.
“China has over 13 million individuals with autism,” Zhang said. “The challenges they face are multifaceted, spanning access to education, health care and employment, as well as long-term structural issues like social integration and support. This makes the creation of autism-specific laws and regulations both critical and urgent.”
He advocated for an inclusive judicial system with protective measures for individuals with autism in legal proceedings, calling for increased policy support across multiple sectors.
CLEF Chairwoman Zhang Suofei emphasized the symposium’s role in facilitating professional exchange. She expressed hope that it would advance autism-related legislation and create a friendlier, more inclusive social environment where individuals with autism can live with equality and dignity.

Zhang Junru, founder of the Golden Wings Rehabilitation Center, shared the organization’s achievements in empowering autistic youth through art and physical rehabilitation over 14 years. Since its founding in 2010, Golden Wings has developed a unique teaching system that combines art and sports to build confidence and a sense of accomplishment among its participants.
The center provides instruction in painting, music, calligraphy, fitness, basketball and climbing. Participants’ artwork has been converted into postcards, calendars, stickers and silk scarves, generating 1.34 million yuan ($183,649.68) in supplemental income for families.
Golden Wings has helped 1,425 young people with autism develop their artistic abilities, with 523 winning awards at home and abroad. The center has mounted exhibitions in the Netherlands, France, Germany, Japan and seven Chinese cities, displaying 11,888 paintings to over 100,000 visitors.
Experts from Peking University, Beijing Normal University and the Beijing Financial and Tax Law Society joined an Australian autism behavior therapist to offer recommendations for protecting the rights of people with autism.
The symposium marked the official launch of the Starlight Rights and Interests Fund under the CLEF. The fund, initiated by Beijing Highking Law Firm, will support autism research, public welfare activities and legislative efforts while raising public awareness.

A commemoration event was held in north China’s Hebei Province on Saturday to honor Canadian surgeon Norman Bethune for his selflessness and spirit of internationalism.
Titled “Memories Through Time and Space,” the event was hosted by the North China Military Martyrs Cemetery in the provincial capital Shijiazhuang.
Around 100 people, including soldiers, students and individuals from various walks of life, attended the event.
This year marks the 85th death anniversary of Bethune, who died of blood poisoning at the age of 49 on Nov. 12, 1939 in China while aiding the Chinese people in their fight against Japanese aggression. His remains were relocated to the cemetery in 1953.
The commemoration began at 10 a.m., with participants bowing before the surgeon’s tomb and presenting flower baskets.
“My father met Norman Bethune in Spain during his recovery from battle injuries. Influenced by him, my father aspired to come to China, where he met my mother and later had me,” said Michael Crook, chairman of the International Committee for the Promotion of Chinese Industrial Cooperatives.
His parents, David and Isabel Crook, played an important role in training a large number of foreign-language professionals for China.
“The spirit of Bethune has not faded with time; instead, it has been widely inherited and carried forward in both China and Canada,” said Hu Jinqiang, director of the North China Military Martyrs Cemetery.
Hu noted that today Bethune is not just a name but a symbol of internationalism, humanism and selfless dedication. “We commemorate him to inspire more people to remember history and carry forward his spirit.”

China’s Ministry of National Defense on Saturday slammed a recent U.S. Department of Defense report on military and security developments involving China.
According to ministry spokesperson Zhang Xiaogang, the report misinterpreted China’s defense policies, speculated about China’s military capacity development, flagrantly interfered in China’s domestic affairs, desperately slandered the Chinese military and exaggerated the so-called military threat posed by China.
China “strongly deplores and firmly opposes” all these statements, Zhang said.
For over 20 years, the U.S. has been publishing such deceptive and hypocritical reports year after year, only seeking excuses for the development of its own military capacity and misleading public opinion, Zhang said.
“We urge the U.S. to stop fabricating false narratives, rectify the erroneous perception of China, and push for the healthy, stable development of bilateral and military relations,” he said.
China adheres to the path of peaceful development and a national defense policy that is defensive in nature. However, the United States is leveraging its military strength to impose regime changes and incite “color revolutions” in other countries, causing extremely serious civilian casualties and property damage, and leading to severe humanitarian disasters, the spokesperson said.
“The ‘war-addicted’ United States has become the biggest destroyer of international order and the greatest threat to global security,” said Zhang.
On China’s development of nuclear weapons, Zhang said that the intention is to safeguard the country’s strategic security. But the United States, which has the largest and most advanced nuclear arsenal in the world, sticks stubbornly to the policy of first use of nuclear weapons, undermining international and regional peace and stability. He called on the U.S. to reduce the role of nuclear weapons in its national and collective security policy to respond responsibly to the international community.
On the Taiwan question, the spokesperson stressed that it is the first red line that cannot be crossed in China-U.S. relations, and that the Chinese military’s recent exercise carried out near Taiwan had targeted external interference and the provocations of “Taiwan independence” forces. The United States, however, continues to sell arms to Taiwan, which seriously violates the one-China principle and could lead to conflict or war.
Zhang urged the U.S. to come to terms with the extremely dangerous nature of “Taiwan independence” separatism, cease any official interaction or military contact with Taiwan, and stop conniving with and supporting “Taiwan independence” forces.
He also expressed the hope that the U.S. would adopt a more positive, rational attitude toward China and the development of the Chinese military, and create bonds between the Chinese and U.S. militaries that do not involve conflict or confrontation but champion openness, pragmatism and cooperation, and gradually accumulate mutual trust.

In the afternoon, the delegation visited the Christmas Market in Yokohama Red Brick Warehouse to understand its operation, and the successful experience in enriching visitors’ experience with a blend of the Eastern and Western cultures so as to stimulate consumption. Before departing for Yokohama, several members of the delegation held a breakfast meeting with Mr Kenichi Okada, who left his role as the Consul-General of Japan in Hong Kong at the end of last month. They exchanged views on further developing tourism and cultural co-operation opportunities between Hong Kong and Japan. Mr Leung, on behalf of LegCo, also expressed gratitude to the former Consul-General, Mr Kenichi Okada, for his assistance in facilitating this duty visit. The delegation will continue its duty visit in Japan tomorrow (December 23).

BEIJING, Dec. 22 — China has stepped up fiscal support for disaster control and emergency management, the country’s finance minister said Sunday.
From 2019 to 2023, China’s general public budget spending on disaster prevention and reduction and emergency management reached 3.05 trillion yuan (about 424.2 billion U.S. dollars), with an average annual growth rate of 8.85 percent, said Finance Minister Lan Fo’an while delivering a report to an ongoing session of the Standing Committee of the National People’s Congress.
The report, detailing China’s fiscal spending on disaster prevention and reduction and emergency management, revealed that both central and local governments have made continuous efforts to provide solid financial support for the sector.
For 2024, the central government has allocated about 334.3 billion yuan for disaster and emergency response, according to the report.
China’s central government has issued an additional 1 trillion yuan of treasury bonds in 2023, with the aim of supporting post-disaster recovery and reconstruction, and addressing the deficiencies in disaster prevention, reduction and relief, Lan said.
