    US Export Plan among steps to boost business.

     

    A bespoke plan to help Scottish companies export to the United States will be drawn up as part of new measures aimed at boosting trade.

    It is one of six actions announced in the First Minister’s Programme for Government to assist exporters and address global trade challenges.

    Other steps include increased funding for product development, market research and attendance at international trade shows.

    Within the current financial year, the Six Point Export Plan will:

    • produce a US Export Plan to identify states offering the best markets for Scottish products, as part of wider support for trade with North America
    • use the International Growth Support Programme to unlock opportunities through trade shows, distributor visits, market research and product development
    • bring more global buyers to Scotland to showcase what companies have to offer
    • expand funding for overseas trade missions through the International Trade Partnership with Scottish Chambers of Commerce
    • increase funding for exporters in the technology, life sciences, renewables and hydrogen sectors
    • widen support for businesses through Scottish Enterprise’s international team, Scottish Development International, including more overseas trade missions and exporter showcase events

    During a visit to Summerhall Distillery in Edinburgh, which exports to more than a dozen countries including the US, Deputy First Minister Kate Forbes said:

    “In the face of global uncertainty, I am determined to protect and grow Scotland’s business interests around the world.

    “As the USA remains the single largest destination for Scottish exports outside the European Union, action to maintain and grow the market share while recognising the changing dynamics of US export opportunities is an important focus of our Programme for Government.

    “These steps will build on the significant support we already provide through Scottish Development International and its network of 34 offices across the world, including four in the US.

    “We must grasp all opportunities to strengthen Scotland’s reputation in world markets. Demand for Scottish products and services around the world is high and global customers recognise the innovation, quality and ambition of our businesses.”

    Commercial Director of Summerhall Distillery Dave Quinnell said:

    “We export around the world, including the US where we recently signed a new contract to sell more than 100,000 bottles a year.

    “Without Scottish Development International, we would not have been able to access the majority of our international markets.

    Summerhall Distillery was opened as the first exclusive gin distillery established in Edinburgh for over 150 years, producing Pickering’s Gin. It has since become home to The Broody Hen Scotch Whisky and Coldsnap Vodka. The business has diversified into private and own label products, culminating in the formation of Edinburgh Bottlers & Co-Pack, specialising in premium private label spirits services.

    In the last financial year Scottish Enterprise, whose overseas brand is Scottish Development International, reported £2.15 billion in planned international sales from the Scottish companies it has helped – among the highest results ever achieved.

    The International Trade Partnership Programme is run with the Scottish Chambers of Commerce and will expand access to business membership organisations to provide support for trade missions to established and emerging markets.

    The Scottish Government must close loopholes which allow the wealthy to hoard extra homes at the expense of local communities, say Scottish Greens.

    Speaking ahead of his Members’ Business Debate today in Holyrood, Scottish Green MSP Ross Greer said it is a national disgrace that thousands of children are in temporary accommodation at the same time as the rich continue to pay little tax whilst holding vast property portfolios.

    Greer’s motion highlights that in areas such as Coigach in Wester Ross a majority of homes are now second homes or holiday lets, causing acute local housing crises and forcing young people to leave their own communities just to secure their own home.

    Other communities where second homes and holiday lets are now a major problem include the Isle of Arran and both Cairngorms and Loch Lomond & the Trossachs National Parks.

    Mr Greer said:

    “Across Scotland there are thousands of homes which no-one actually lives in, because they are either second homes or Airbnb-style holiday lets. At the same time, thousands of children are stuck in temporary accommodation and young people are forced out of the communities they’ve grown up in due to lack of housing. These problems are directly connected.

    “Wealthy people collecting second homes are driving up house prices and creating acute local shortages. This hollows out communities, especially in rural areas and on our islands. Four in ten properties in Lochranza on Arran are either holiday homes or lets, which just isn’t sustainable.

    “Unbelievably, despite the damage they are doing to so many communities, these Airbnb-style short-term lets often don’t have to pay business rates. I’ve proposed an end to that tax break, but the Scottish Government is resisting this much needed reform.

    “The Scottish Greens have already doubled Council Tax on holiday homes, with our plan being that owners would sell up and make the properties available for those who need somewhere to live. That is already working, with 2455 fewer second homes in Scotland last year compared to 2023. With a housing crisis this bad though, we need to go further.

    “More new homes need to be built, but that won’t tackle the problem if many of them just become second homes or holiday lets as well. Our tax system needs to change, to end the advantages enjoyed by the wealthy and to make things easier for first time buyers.”

    Today’s debate also coincides with the first anniversary of the Scottish Parliament’s decision to declare a housing emergency in Scotland. Mr Greer said this should focus minds in the Scottish Government on taking urgent, concrete action.

    He added: 

    “Today marks a year since MSPs voted to declare a housing emergency in Scotland. Despite the widespread acceptance that our housing system is broken, very little has changed over the last 12 months.

    “I hope today’s debate underlines the vast inequality between those who own multiple homes and those who cannot afford their rent, let alone to own their own home.”

    Small Business Energy Loan Enhancement Act would nearly double the maximum SBA loan amount available for energy efficiency investments

    WASHINGTON — Congressman Jason Crow (D-CO-06) has introduced bipartisan legislation to help small business owners save money by increasing the federal loan amount available for energy efficiency investments. 

    Energy costs are one of the largest expenses for commercial buildings, accounting for nearly 40% of total energy consumption in the U.S.. However, small businesses often do not have the cash-on-hand to finance large renovations or retrofit projects, and these projects often exceed the U.S. Small Business Administration’s (SBA) current 504 loan cap.

    Congressman Crow’s Small Business Energy Loan Enhancement Act would help business owners looking to make energy efficient upgrades by expanding the maximum allowable cap on SBA 504 loans from $5.5 million to $10 million. Congressman Don Bacon (R-NE-02) joined Congressman Crow in introducing this legislation. 

    “Small businesses help create millions of jobs and contribute greatly to our economy. It’s critical that we support small businesses in Colorado and across the country,” said Congressman Crow. “I’m introducing bipartisan legislation to help small businesses save money and be better able to make critical improvements that will help to conserve energy and protect our environment.”

    AURORA — Today, Congressman Jason Crow (D-CO-06) held a roundtable with providers at Aurora Mental Health to discuss how congressional Republicans’ proposed cuts to Medicaid would hurt those seeking mental health services in our community. 

    “We should not be balancing the federal budget on the backs of working Americans. That’s why today I met with local health care providers to discuss how Republicans’ proposed cuts to Medicaid would hurt our community,” said Congressman Crow. “They shared just how drastically this would impact folks seeking mental health services. I will continue to fight against these harmful and reckless cuts.”

    The Republican House budget resolution passed by the U.S. House of Representatives instructs the House Energy and Commerce Committee to cut at least $880 billion in costs over the next decade. To make those types of steep cuts, Republicans are weighing billions of dollars in cuts to Medicaid, which would threaten health care coverage for 80 million Americans. Republicans are considering these cuts to Medicaid to offer “lucrative tax cuts to corporations and wealthier Americans,” according to the Associated Press.

    One in four Coloradans—1.69 million people—get their health care through Medicaid, including children, pregnant women, elderly, and the disabled. In Colorado’s Sixth Congressional District, 115,000 residents get their health care through Medicaid, according to the Colorado Department of Health Care Policy and Financing.

    Congressman Crow has been strongly opposed to cuts that would impact Colorado’s working families, including cuts to Medicaid.

    BEIJING, May 15 (Xinhua) — Chinese President Xi Jinping has responded to the person in charge of the Danish Chamber of Commerce in China by calling on the chamber and its member enterprises to make new contributions to strengthening China-Denmark and China-EU friendship and deepening mutually beneficial cooperation.

    Xi Jinping praised the chamber’s official’s deep affection for China and the confidence of Danish enterprises operating in China in China’s future development.

  • MIL-Evening Report: Fresh start for the Greens, with new leader Larissa Waters

    Queensland Senator Larissa Waters is the new leader of the Australian Greens, following a two-hour partyroom meeting held in the wake of the party’s lacklustre performance in the May 3 election.

    Waters was elected unopposed.

    New South Wales Senator Mehreen Faruqi will continue as Greens deputy, while South Australian Senator Sarah Hanson-Young will be the Greens Manager of Business.

    Besides having an apt surname for an ecological party leader, what do we know about Waters?

    And as Australia’s 48th parliament prepares to sit, what might we expect from her leadership of the country’s largest minor party?

    Who is Larissa Waters?

    Waters first entered parliament in 2011, following a career as an environmental lawyer.

    She was the first Greens senator to be elected in Queensland and is now the second-longest serving Green in parliament after Hanson-Young.

    Born in Canada, Waters’ tenure was briefly interrupted in 2017–2018 when she discovered she had breached section 44 of the Constitution by failing to renounce her dual citizenship.

    Waters is the second woman after Christine Milne to lead the party. She has leadership experience, serving as Senate leader since 2020 and co-deputy leader prior to that.

    Waters’ re-election on May 3 for another six-year term will ensure leadership stability following the unexpected departure of her predecessor, Adam Bandt.

    Beyond her clear passion for environmental protection, Waters has dedicated her time in parliament to advancing gender equity, ending gender-based violence, and addressing corporate donations and influence in politics.

    She made international news in 2017 when she became the first politician to breastfeed in federal parliament.

    New direction?

    So what does new leadership mean for the direction of the Greens and the role the party will play in the new parliament?

    Will it opt for pragmatism or hold firm on principle?

    Will it continue to campaign hard on a diverse set of policy issues, or choose to focus more on its core environmental offering?

    Waters is viewed by many in the party as a compromise candidate between Faruqi and Hanson-Young, who according to speculation, were also considering a tilt at the leadership. Faruqi represents the more radical wing of the Greens, while Hanson-Young is a prominent moderate figure who would likely have pushed the party closer to the political centre and faced resistance from elements of the membership.

    Given this, Waters is expected to play a unifying role, much like Bandt did during his tenure.

    While the Greens held all their seats up for re-election in the Senate, they were close to a wipe-out in the lower house, where they lost three of their four members from the previous parliament.

    The party will likely concentrate in future elections on expanding and then retaining their presence in the Senate.

    In the lower house, Queensland will be a major focus for the Greens as they try to win back seats they lost at the election – Griffith and Brisbane. Waters’ leadership should help with this aim.

    Senate power

    Waters will conceivably command more power than Bandt, given the Greens will hold the sole balance of power in the new Senate.

    She’s pledged to keep Labor accountable, while urging the government to “be brave” and “actually do what the country needs them to do”.

    There’s now no excuse for the Labor Party not to take the climate crisis seriously, to take real action on the housing crisis, to genuinely tackle the cost of living. People deserve more than just tinkering. They deserve real reform that will help them in their daily lives, and nature cannot be put last like it has been for so long.

    This, together with the presentation of Waters as a leader who represents continuity, suggests any changes to the party’s approach will likely focus on presentation rather than policy.

    Waters is now tasked with reframing the 2025 election result as a moment of short-term pain and setting the party on a path of long-term gain.

    Whether or not this will be achieved, and how important Waters’ leadership will be to achieving this, remains to be seen.

    How was Waters selected?

    The Greens’ leadership selection relies entirely on the federal party room. Unlike the Labor Party, where members have a say on who becomes leader, grassroots Greens are excluded from the process.

    Like Waters, all previous leaders – Adam Bandt, Richard Di Natale, Christine Milne and party founder Bob Brown – were elected unopposed, reflecting the party’s consensus style of decision making.

    In 2020, there was an unsuccessful push to include the membership base in the leadership process. A “one member, one vote” option received majority support in a party-wide plebiscite. But it failed to meet the two-thirds majority required to force a change.

    Minister of Economic Affairs Jyh-Huei Kuo departed for the United States on May 10 to attend the SelectUSA Investment Summit hosted by the U.S. Department of Commerce in Washington, D.C. Following his participation in related events in Washington, he will travel to Texas to promote bilateral trade and investment cooperation with the state.

    According to the Ministry of Economic Affairs, Minister Kuo will engage with key U.S. business associations and enterprises to explore ways to deepen Taiwan-U.S. supply chain partnerships. He will also participate in various activities at the SelectUSA Summit, leveraging his extensive experience in industry to explore opportunities for enhanced collaboration with U.S. counterparts, particularly in the “Five Trusted Industry Sectors.”

    Last July, Minister Kuo signed the Taiwan-Texas Economic Development Statement of Intent (EDSI) with Texas Governor Greg Abbott. In line with President Lai’s new economic and trade strategy — “Rooted in Taiwan, Expanding Globally, Strengthening Economic Ties with the U.S., Marketed to the World” — Minister Kuo will visit Texas to further promote investment and supply chain partnerships.

    While in Texas, Minister Kuo will attend the completion ceremony of GlobalWafers’ new fab on May 15. He will also assess the local investment environment, meet with key government officials and business leaders, and host business forums with Taiwanese businesses operating in the area. These engagements aim to better understand the challenges they face, relay timely feedback to the Texas government, as well as propose cooperation initiatives to strengthen Taiwan-Texas economic ties.

  • MIL-OSI New Zealand: Government Cuts – PSA strongly opposes decisions released by Health NZ – further dismantling of our public health system by Government

    The PSA strongly opposes final decisions released by Health New Zealand for the following teams: Procurement, Supply Chain and Health Technology Management (PSC&HTM), Planning, Funding and Outcomes, and Audit, Assurance & Risk.

    “These decisions include the possible loss of specialists procurement, auditing and health innovation and improvement,” Public Service Association Te Pūkenga Here Tikanga Mahi national secretary, Fleur Fitzsimons, said.

    “The possible loss of these roles has been forced on Health NZ by the Government imposing cuts to our health system that will affect patients. We call on Government to stop these endless cuts to our health system.

    “This is why we are still fighting this in the Employment Relations Authority, which is why this will not be implemented until the Authority has heard and determined the matter or the PSA and Health New Zealand have settled it by agreement.”

    The union filed these legal proceedings in the Employment Relations Authority in February because several proposed restructures breached the Code of Good Faith for the public health sector, the Employment Relations Act 2000, collective agreements and Te Mauri o Rongo – NZ Health Charter.

    “We’ll be making it clear to all our members that legal action is still going ahead and we strongly oppose these Health NZ changes.”

    Last month, the PSA agreed a settlement with Health NZ stopping the restructuring of the National Public Health Service and two directorates in the Planning Funding and Outcomes business unit: Data and Analytics, Community Mental Health Funding and Investment, and Data and Digital Services.

    Litigation remains in place for Planning Funding and Outcomes (Former Service Improvement and Innovation functions): Te Whatu Ora Improve; Evidence, Research and Clinical Trial; Operations; Population Health Gain; Consumer Whanau Voice; Former Office of the Chief Executive (OCE): Strategic Planning and Procurement Supply Chain and Health Technology Management.

    Earlier today, the PSA also announced further litigation against Health NZ to stop another round of cuts to their Audit, Assurance and Risk, People and Culture, Finance Stage 1, and Communications and Engagement teams.

    Car insurance premiums have surged in the past 2 years but switching providers could save you hundreds of dollars, says Consumer NZ.

    Vanessa Pratley, investigative writer at Consumer NZ, says its annual car insurance survey found premiums have increased by as much as 46% since 2023.  

    Pratley points to inflation and extreme weather events as factors driving up the cost of insurance across the board, but another contributing factor is your age and life stage.

    “Every insurer will base its premiums on risk. How much you pay will depend on things like whether you live in a flood-prone area, the car you drive, and even your age and gender.  

    “And because not all insurers are equal – which is to say they use their own risk assessments – you might be more or less of a risk to one provider or another.

    “You can switch insurance providers any time (though there might be cancellation fees), and that could potentially reward you with hundreds of dollars in annual savings.”

    Toot if your premium’s up!

    Consumer’s survey found young males will pay more in car insurance premiums than older people or young females. And older females could pay more than older males – depending on the insurer.  

    “When we compared the costs for four different age brackets across nine insurance providers, we found annual savings ranged quite significantly – between $481 and $1,296.

    “Since 2023, the lowest median increase was just 0.6% for a family of four living in Auckland, and the highest median increase was 46% for young males living in Christchurch.

    “If the cost to insure your car is stressing you out right now, don’t cancel your cover or drop down to third-party – shop around and see what savings you could make first.”

    Switch to a lane you can afford

    Other than switching providers, Pratley explains some policies may look similar but cover very different things.

    “‘Standard’ cover with one insurer will be an optional extra with another insurer.

    “You might find your insurance policy includes towing expenses or key replacements as part of its standard offering. But if you very rarely park in the city and never lose your keys, you might be paying more than you need.

    “Take the time to compare what’s on offer and consider whether switching plans or providers would get you back to a policy you can afford.”

    Get a steer on satisfaction

    As well as crunching the numbers on the cost of car insurance premiums, Consumer surveys car insurance customers about how satisfied they are with their current provider.  

    “No one takes out insurance cover for fun. It’s an important financial safety net, for example, if you accidentally swing your car into a parked Tesla. If the right protection isn’t in place for you, you could find yourself in a real pickle.

    “The experience you get from your insurance provider, especially how they treat you, should be an important consideration, too. We’re pleased to announce that FMG and MAS received Consumer’s People’s Choice award for car insurance this year.”

    Worker cooperatives may sound like something out of the 19th century, but they still exist in the age of global capitalism.

    In Spain, for instance, the Mondragon Corporation is a huge worker-run cooperative based around 95 collectives – the largest cooperative in the world.

    Worker cooperatives produce products or services. But they are run very differently. Workers can become members of the cooperative they work for by buying a share of the business. This gives them a vote in how the business is run and a share of net income, after costs have come out.

    Co-ops do not have external shareholders – the profits stay with workers. Rather than bosses deciding and workers carrying out the tasks, worker cooperatives are based on democratic principles. Big decisions are discussed and then voted on, and each member gets one vote. They offer a direct way for workers to control their production and shape the economy.

    In Australia, these models peaked in the 1980s. Most are gone, though a few older cooperatives are still running, such as Tasmanian recycling cooperative Resource Work Collective, founded in 1993.

    In recent years, there’s been renewed interest in the model. The Earthworker cooperative network focused on Victoria’s Latrobe Valley. The goal: find new types of employment and products in a coal area undergoing transition.

    How well does the model work?

    Mondragon is the most well-known example. Founded in 1956 in the Basque region of northern Spain, Mondragon grew and became self-sustaining. It has developed supporting institutions such as research and development companies and even a university. It also established a credit union, which attracted capital and provided loans to cooperatives.

    While Mondragon is a successful example, these organisations face a number of barriers to their survival.

    Critics have argued worker cooperatives tend to fail as workers do not understand the market for their products, but Mondragon undercuts this criticism.

    Worker cooperatives can have difficulties raising capital. Some banks can be reluctant to invest as they may lack familiarity or sympathy with the model.

    Instead, workers may put some or all of their savings into the organisation to get it started. Taking these kinds of risks means some workers may be focused on getting immediate rewards, rather than investing surplus funds or building up cash reserves.

    Workers can sometimes choose to transform a successful cooperative into a capitalist enterprise to achieve greater capital gains.

    Surprisingly, trade unions are generally hostile and suspicious of worker cooperatives. Union organisers may fear worker-owners could see little need for trade unions in representing their interests, or that cooperatives could undercut union wages and conditions to remain competitive.

    To date, worker cooperatives have had a limited impact in Australia, despite the relatively strong historical position of workers.

    Compared to member cooperatives and other types, worker’s cooperatives tend to be short lived in Australia. That’s because most were formed by workers after an industrial dispute or to maintain employment during economic downturns.

    In 1987, for instance, workers retrenched by a major communications company decided to form a co-op which became the Electronic Service Centre in Fairfield, New South Wales. A later example is Abrasiflex, a NSW company bought by workers facing retrenchment in 1993. Both cooperatives failed by the early 2000s.

    Their popularity peaked in the 1980s, when the model was promoted by state Labor governments. Policymakers saw them as a short term means to resolve unemployment, rather than a long term means to secure economic democracy.

    The model lost traction in the early 1990s due to an economic downturn, capital shortfalls and changing political circumstances.

    New energy

    The idea for Earthworker came from discussions between unionists and environmentalists over job creation and the environment. Earthworker founders were influenced by the Green Bans.

    As the project’s website states:

    Conflict can occur between environmentalists who want to shut down certain industries, and unionists who want to protect jobs […] we should work together for a “just transition” and create jobs that aren’t just better for the earth, but for workers too.

    In this respect, Earthworker has much in common with the Cleveland Model in the United States, which links green business, local economic development and fair labour practices.

    Earthworker only formally became a cooperative in 2011, though discussions date back to the late 1990s. In 2016, the network bought a hot water tank manufacturer in Morwell and began making their own tanks and solar hot water systems as the Earthworker Energy Manufacturing Co-operative. The cooperative is aimed at helping the Latrobe Valley’s transition away from coal power jobs.

    Earthworker promotes the payment of trade union wage rates and conditions. The goal is to build a network of cooperatives supporting each other to build economies of scale.

    Their other cooperatives include Earthworker Construction (residential construction, landscaping and maintenance) and Earthworker Smart Energy (improving thermal efficiency and comfort in homes). These cooperatives are generally small, with 10 members or fewer.

    Another cooperative, Redgum Cleaning, closed down in 2023. It was not viable due to staff shortages, increased costs and work cancellations during the pandemic. Paying union rates in a competitive industry also assisted its demise.

    By contrast, the Earthworker Energy Manufacturing Co-operative has found a way to survive in a competitive market.

    Niche or mainstream?

    Australian worker cooperatives ensure manufacturing and services remain locally owned and controlled. Could they expand? It’s possible.

    Capital remains a major issue for Australian worker cooperatives such as Earthworker. Without capital, it’s hard to scale. Government efforts to expand domestic manufacturing often overlook this model.

    The Earthworker network points to one future for Australian worker cooperatives. Despite the failures of the past, Earthworker’s focus on building a network of sustainable businesses rather than a single cooperative is a promising path.

    BEIJING, May 15 — Chinese President Xi Jinping has replied to a letter from the founder of the Danish Chamber of Commerce in China, encouraging the chamber and its member enterprises to make new contributions to enhancing China-Denmark and China-Europe friendship and deepening mutually beneficial cooperation.

    Xi expressed appreciation for the founder’s deep affection for China and the confidence of Danish enterprises in China regarding the country’s future development.

    China has been and will remain an ideal, secure and promising destination for foreign investors. Believing in China is believing in a better tomorrow, and investing in China is investing in the future, Xi said in the letter.

    Xi expressed his hope that the Danish Chamber of Commerce in China and its member enterprises will continue to play the role of a bridge between China and Denmark as well as China and Europe, and contribute to enhancing mutual understanding and friendship, as well as deepening mutually beneficial cooperation between the two sides.

    Recently, the founder wrote to President Xi in both his personal and chamber capacities, congratulating on the 75th anniversary of the establishment of diplomatic relations between China and Denmark and expressing the hope to continue deepening cooperation with China.

    New information from the World Energy Council shows affordability, carbon pricing, and demand management are the top energy concerns in New Zealand.
    The 2025 Country Issues Map is out now. The report surveyed energy leaders across the wider energy sector to get a snapshot of what keeps them awake at night, and busy during the day.
    BusinessNZ Energy Council (BEC) Executive Director Tina Schirr says the map paints a clear picture of the sector’s issues that still need to be addressed.
    “Affordability being the dominant concern on the 2025 map is no surprise given the strain placed on the electricity sector during last year’s dry winter, and the compounding issue of reduced gas availability.”
    Carbon pricing ranks high on the uncertainty list, reflecting instability in the Emissions Trading Scheme, an oversupply of New Zealand Units, and investor hesitancy.
    Schirr says gas users will continue to face difficulties accessing viable alternatives.
    “However, there is growing acknowledgement that grid-scale storage and demand response measures can help reduce supply risks, especially during dry years.
    “How New Zealand manages the energy trilemma – balancing security, sustainability, and equity – has become an increasing area of concern in these reports. Uncertainty over gas reliability is now a key threat to security of supply and affecting affordability across the wider industry.”
    Schirr says that over the years, a major blind spot for New Zealand remains unchanged – community engagement.
    “Engagement and energy literacy continue to rank low for both uncertainty and impact, despite their importance in building lasting public support for energy transitions.
    “On the bright side, infrastructure concerns that dominated previous years have eased somewhat, but transmission grids and long-term planning remain high-priority actions. New Zealand also retains its position as a global energy innovator.
    “lastly, the report reinforces that our abundant renewable energy resources and strong public-private position on collaboration will serve us well for energy transition to come.”

  • MIL-OSI: J&T Finance Group and KBC announce strategic acquisition of 365.bank by KBC, expanding its presence in Slovakia and Central and Eastern Europe

    On May 14, J&T Finance Group SE, based in the Czech Republic and the majority shareholder of 365.bank a.s. and KBC Bank NV reached an agreement for KBC to acquire a 98.45% stake in 365.bank (in cash), based on a total value for 365.bank of EUR 761 million. The transaction is subject to relevant regulatory and anti-trust approvals and is expected to close by the end of this year.

    365.bank, a commercial bank in Slovakia, holds a 3.7% market share by assets as of December 20241 with a notable strength in retail banking. Acquiring 365.bank would strengthen KBC in Slovakia ensuring KBC’s reference status across all Central and Eastern European countries of presence.

    The transaction price represents a 1.4x multiple of the December 2024 book value of 365.bank and a 9.4x P/E based on the average net profit of 365.bank from 2022 to 2024. The transaction price is subject to limited closing adjustments. This transaction price accurately reflects the quality of 365.bank, including its client base, employee professionalism, profitability, and potential synergies. The acquisition will have a limited impact on KBC’s capital position (approximately -50 basis points on KBC’s unfloored fully loaded CET-1 ratio) upon closing, which remains very solid keeping KBC’s CET1 ratio well above regulatory minimum capital requirements. 

    Completion of the transaction is subject to regulatory and anti-trust approval and is expected by the end of 2025.  

    Pending such approval of the closure of the deal and the post-completion integration of the entities into KBC’s Slovakian operations, 365.bank will continue to honour its commitments to the market while continuing to provide professional service of the highest quality to its customers.

    The combination of ČSOB and 365.bank will establish a strong banking group in Slovakia, whereby 365.bank’s unique distribution model, supported by its long-standing partnership with Slovak Post, will allow KBC to significantly expand ČSOB’s customers reach across Slovakia. The acquisition of 365.bank will boost the scale of mainly retail operations, commanding (as of December 2024) an approximately 20% market share in both net retail loans and mortgages1.

    HOHHOT, May 15 (Xinhua) — Early in the morning, on the production line of Manzhouli Xinfeng Grain and Oil Industry Co., Ltd., newly imported rapeseed from Russia goes through automated peeling and pressing processes, and golden vegetable oil smoothly fills tanks.

    Manzhouli Port (Inner Mongolia Autonomous Region, North China), the largest land port on the Sino-Russian border, takes advantage of its geographical advantages and innovative policy mechanisms to actively develop new models of economic cooperation through deep processing of agricultural products and used car exports.

    “As soon as this batch of raw materials cleared customs, we immediately launched 24-hour production,” said Deputy General Director Yang Zhihong. Russian rapeseed oil with low acidity and a high smoke point is in particular demand among Chinese producers. The “Russian raw materials – Chinese processing” model facilitates the transition of local enterprises from trade to deep processing.

    According to Yang Zhihong’s calculations, using cross-border trade can save 500 yuan per ton of raw materials, and since last year, it has managed to save over 8 million yuan. Since November 2024, his company has imported 16,000 tons of raw materials from Russia, worth a total of 70 million yuan.

    In the face of tight raw material supply, Manzhouli Xinfeng has recently upgraded its equipment, launched oatmeal production and expanded its production area. “We are focusing on product diversification,” said Yang Zhihong. Last year, his company’s processing volume reached 120,000 tons, 70 percent of its products were supplied to central and western China, and its total profit and tax revenue exceeded 64 million yuan.

    Since the beginning of 2025, the transaction volume in the China-Russia border trade zone in Manzhouli has exceeded 100 million yuan. More than 3,600 local residents are involved in this activity, earning a total income of over 1 million yuan and generating 2 million yuan in tax revenue.

    A used car export showroom in Manzhouli displays neatly polished cars. Liu Dongge, a person in charge of Sanhe, said his company has exported more than 300 cars to Russia.

    So far, 18 companies in Manzhouli have obtained licenses to export used cars, with the total transaction volume of these companies exceeding 300 million yuan. “Manzhouli exported 1,540 cars in 2024, and 764 in the first four months of 2025,” said Bai Zhiping, an official with the Manzhouli City Commerce Bureau.

    In the first quarter of 2025, the cargo throughput through Manzhouli Port was 6.531 million tons, up 10.6 percent year-on-year, and the trade turnover reached 47.67 billion yuan, up 6.1 percent year-on-year.

    From a “transit station” to an “industrial hub,” from deep processing of agricultural products to the export of used cars, Manzhouli’s evolution demonstrates that a modern border economy is built not just on logistics, but also on the deep integration of production, service and innovation chains. -0-

  • MIL-OSI China: Small parcels rule exemption gives respite to US customers

    US customers of Chinese online discount retailers such as Shein and Temu have got a respite from high prices with a reduction in duties on smaller packages.

    The administration of United States President Donald Trump announced on Monday it would reduce tariffs on low-cost packages from China that fall under the de minimis exemption — from 120 percent to 54 percent.

    The de minimis tax law is a loophole that allows low-cost parcels to enter the US duty-free and avoid customs inspections if they have a retail value under $800. The announcement was made on the same weekend when the US and China paused higher tariffs on each other for 90 days.

    A flat fee of $100 will remain on parcels starting Wednesday, while the $200 charge that was to be imposed from next month was canceled.

    Z. John Zhang, a professor of marketing at the Wharton School of the University of Pennsylvania, told China Daily that Shein and Temu have become popular with US shoppers “because they get the order and then produce it”, allowing them to be “fast, low-cost and have a lot of choices”.

    The move is widely seen as another step in de-escalating trade tensions between the world’s two largest economies. It will also enable the companies to import more goods amid the pause.

    “This is great for Shein and Temu, if nothing else, to replenish their US inventory,” Yao Jin, an associate professor of supply chain management at Miami University of Ohio, told USA Today.

    Estimates by Baird Equity Research suggest that in 2018, at least 75 percent of all the packages that entered the US under de minimis were from China. Today, it is more than 60 percent.

    In February, Trump suspended the rule for China by imposing a tax of 120 percent of the package’s value or a planned flat fee of $200.

    The administration initially described it as a “critical step in countering the ongoing health emergency posed by the illicit flow of synthetic opioids into the US”.

    However, the pause sparked confusion as the US Postal Service said on Feb 5 that it would stop accepting parcels from China temporarily. It reversed course 12 hours later, and the service was resumed.

    The Trump administration then delayed the implementation of the rule until the Commerce Department could set up a system to process inspections and levies on the shipments.

    Sufficient systems

    Commerce Secretary Howard Lutnick confirmed to the administration last month that sufficient systems were in place to collect tariff revenue.

    On April 2, the so-called Liberation Day, Trump signed an executive order to eliminate de minimis for China.

    In fiscal year 2024, at least 1.36 billion shipments utilized de minimis, an increase of 637 million compared with 2020, according to US Customs and Border Protection.

    In 2018, Chinese exports under de minimis were worth $5.3 billion, but rose to $66 billion in 2023, the Congressional Research Service found. Much of the parcels are shipped directly from China to the customer.

    It could have cost US consumers between $11 billion and $13 billion if the rule was eliminated, according to the paper “The Value of De Minimis Imports” by the Department of Economics at the University of California, Los Angeles, and Yale University.

    Zhang, from the University of Pennsylvania, who helps companies on pricing strategies, market entry and channel and retail management, had warned that Temu and Shein might have to adjust their business models if de minimis ended.

    He advised that the way they can keep US-based customers, despite any higher fees, is to keep the ethos of fast fashion alive — such as providing low-cost goods, using automation and shifting more production to the US.

  • MIL-OSI China: China, LatAm brewing stronger coffee biz ties

    Agricultural trade and economic ties between China and Latin American countries are deepening, exemplified by Chinese tea and ice cream chain Mixue Group’s 4-billion-yuan ($555.4 million) deal with a Brazilian business on Monday.

    Industry leaders and experts also said they see vast potential for high-value, sustainable cooperation, as closer trade continues to bring a broader range of quality produce to Chinese consumers and enrich the country’s dining tables.

    An MoU was signed on Monday between Mixue and Brazilian trade and investment promotion agency ApexBrasil to deepen cooperation in agricultural trade and accelerate the former’s market entry into the South American country.

    Under the agreement, Mixue will expand the use of Brazilian agricultural products in its global supply chain, such as coffee beans and fruit products, and ApexBrasil will provide support for the company’s business operations and retail expansion in Brazil.

    Mixue plans to invest no less than 4 billion yuan in sourcing agricultural products, primarily coffee beans, from Brazil over the next three to five years.

    The initiative is expected to create around 25,000 jobs in Brazil. Mixue will also open its first store in Brazil this year and begin construction of a local supply chain facility to establish a production and sales model.

The CPSC is the only government entity tasked with developing and enforcing product safety standards, facilitating recalls of unsafe products, and educating consumers and businesses about product hazards and best practices. The proposal to absorb some of CPSC’s core functions into a nonexistent division within the Department of Health and Human Services (HHS), as the Department’s budget is being cut, is unrealistic and threatens public safety.
    “Since its inception, the CPSC has played a vital role safeguarding American families, and in particular infants, children, and older Americans. Thanks to the CPSC’s critical work, residential fires and fire-related deaths have decreased by over 40 percent. Crib deaths and child poisonings have dropped by 80 percent. The Commission’s work continues today, identifying emerging threats and protecting Americans from dangerous and banned imported products,” the Members wrote.

    Chinese President Xi Jinping announced on Tuesday the launch of five major programs to advance China’s shared development and revitalization with Latin American and Caribbean (LAC) countries at the just concluded fourth ministerial meeting of a key cooperation platform for the two sides in Beijing.

    The five programs, ranging from solidarity, development and civilization to peace and people-to-people connectivity, provide a clear roadmap for deepening cooperation and advancing the common goals of both sides.

    Over the past decade since the China-CELAC (the Community of Latin American and Caribbean States) Forum was established, political trust between China and LAC countries has been strengthened, their development strategies aligned, and cultural exchanges promoted.

    FROM SAPLING TO PILLAR

    The seeds of the forum were sown in July 2014, when President Xi paid a state visit to Brazil and attended the first meeting between leaders of China and LAC countries.

    At that meeting in Brasilia almost 11 years ago, the leaders agreed to establish the China-CELAC Forum, an institutional framework to advance the vision of building a China-LAC community with a shared future.

    “At that meeting, President Xi held a very frank dialogue with Latin American leaders, focusing on issues such as poverty alleviation and infrastructure improvement,” recalled Valdemar Carneiro Leao, who witnessed the historic event as then Brazilian ambassador to China.

    “The China-CELAC Forum is a newborn, just like a young shoot sprouting out of the earth, whose sturdy growth into a towering tree needs meticulous cultivation of both sides,” Xi said at the first ministerial meeting of the forum in 2015.

    In his keynote speech at the opening ceremony of the fourth ministerial meeting of the forum on Tuesday, Xi revisited the metaphor, saying that 10 years on, with dedicated nurturing of both sides, the forum has grown from a tender sapling into a towering tree.

    Having witnessed how China-LAC relations have withstood global turbulence with ever-growing mutual political trust, Leao said Xi’s initiative to create the China-CELAC Forum has a forward-looking vision of the times.

    Since its inception, the forum has grown into a robust platform for cooperation as China and the CELAC Quartet have held eight rounds of foreign ministerial dialogues to date, alongside more than 100 events spanning agricultural production, technological innovation, poverty reduction, green development, disaster response, defense cooperation, think tank exchanges and anti-corruption efforts.

    Meanwhile, a range of institutional platforms, including the China-LAC Sustainable Food Innovation Center and the China-LAC Technology Transfer Center, have also taken root, helping the forum become a pillar of China-LAC cooperation.

    “China-LAC cooperation has experienced a splendid golden decade, and is about to enter an even more promising diamond decade,” said Song Junying, director of the Department for Latin American and Caribbean Studies at the China Institute of International Studies.

    COMMON GROWTH, SHARED FUTURE

    China and LAC countries ride the tide of progress together to pursue win-win cooperation, Xi said on Tuesday, noting that while embracing the trend of economic globalization, the two sides have deepened cooperation in trade, investment, finance, science and technology, infrastructure, among other fields.

    In the framework of high-quality Belt and Road cooperation, China and LAC countries have implemented more than 200 infrastructure projects, creating over a million jobs and forging a path of cooperation bridging the Pacific.

    Notable examples include the China-LAC satellite cooperation program, which has become a model for high-tech South-South collaboration and the inauguration of Chancay Port in Peru, which has created a new land-and-sea connectivity link between Asia and Latin America.

    China has also signed free trade agreements with Chile, Peru, Costa Rica, Ecuador and Nicaragua. Last year, trade between China and LAC countries exceeded 500 billion U.S. dollars for the first time, an increase of over 40 times from the beginning of this century.

    For ordinary people like Leonardo Talledos, an operations control engineer for Colombia’s Bogota Metro Line 1, the significance of China-LAC cooperation today goes far beyond trade figures and project counts — it shapes his career and supports his aspirations.

    Built and operated by Chinese companies, Bogota Metro Line 1 is Colombia’s largest infrastructure project to date. Once operational in 2028, it will cut travel time between terminal stations from nearly three hours to just 27 minutes.

    In 2023, Talledos traveled to Xi’an, capital of northwest China’s Shaanxi Province, for a year-long training program in metro operations, where he witnessed the rapid development of China’s urban transit systems. Inspired by the experience, he returned to Colombia to help compile training materials and operational guidelines for the metro line.

    “From the moment we were hired, we were told that being part of this project was being part of Bogota’s history, because it was the beginning, the first line of many lines to come in the future,” said Talledos.

    GREATER SOLIDARITY, BIGGER VOICE

    As part of the Year of the Snake celebrations, Brazilian soprano Marilia Vargas gave a moving performance of the Chinese song “I Love You, China” at Rio de Janeiro’s Municipal Theater. Dressed in a flowing red gown, her voice echoed powerfully throughout the hall.

    Vargas, who has learned many Chinese songs in recent years, said her bond with China has deepened alongside the growth of the China-CELAC Forum. “Since the forum’s foundation, many more opportunities for cultural exchange between LAC countries and China have opened up.”

    She told Xinhua that in the future, she will continue to “explore more Chinese musical treasures” and remain dedicated to advancing cultural exchanges between China and Brazil as well as between China and other LAC countries.

    Over the past decade, cultural exchanges under the China-CELAC Forum have flourished. Joint archaeological projects have yielded substantial results, the number of exchange students has steadily increased, and interest in the Chinese language continues to surge across LAC countries.

    “Mutual respect, diversity, knowledge and understanding” were the words used by Rogelio Rivero, Mexican archaeologist and director of the Archaeological Zone of Teotihuacan, to describe his experience in the cultural exchanges and dialogues held in China.

    Rivero believes that LAC countries, by strengthening cultural exchanges with China and other Global South countries, will effectively contribute to breaking with “Western-centrism” and balancing unilateral narratives at the global level.

    Despite differences in civilizations and cultures, independence and self-determination remain a shared and defining spirit of the Global South, said Ninfa Montano, president of the China-Mexico Cultural Development Foundation.

    “The China-CELAC Forum unites the strength of the Global South, promoting unity and cooperation among many developing countries, and will contribute to establishing a more just and equitable global governance system,” Montano said.

    Montano’s view was echoed by many analysts, who see the ministerial meeting as a chance to deepen cooperation, address global challenges and reinforce South-South solidarity.

    The cooperation between China and LAC countries has set a model of mutually beneficial South-South collaboration, said Manuel Alberto Hidalgo, economist at Peru’s National University of San Marcos.

    By deepening bilateral partnership, both sides have effectively strengthened solidarity and cooperation in the Global South and made positive contributions to promoting the bloc’s greater role in global governance, he said.

    For Ingrid Chavez, executive director of the Colombian-Chinese Chamber of Investment and Commerce, the cooperation helps build up “a common voice as a bloc,” empowering LAC countries to negotiate more effectively on the global stage.

    It helps LAC countries “establish interregional, multilateral relations and somewhat change the power dynamics that have existed until now at the global level,” she added.

    WASHINGTON, D.C. – U.S. Senators Marsha Blackburn (R-Tenn.), John Barrasso, M.D. (R-Wyo.),Steve Daines (R-Mont.), and James Lankford (R-Okla.) urged the U.S. Department of the Treasury to review the Biden administration’s harmful Internal Revenue Service (IRS) pass-through compliance unit that has been operating within the Large Business and International (LB&I) division. It appears the pass-through compliance unit, established by the Biden administration, was motivated by ideology rather than principles of sound tax administration.  

    Pass-Through Entities Are the Bulk of Main Street Businesses That Serve as Backbone of Our Economy

    “Pass-through entities form the bulk of Main Street businesses across the country. This includes countless family businesses, professional services firms, and real estate ventures that serve as the backbone of our local economies. Taxpayers have the lawful right to choose these structures for benefits like liability protection, operational flexibility, and simplified tax filing. The creation of an enforcement unit specifically focused on pass-through entities raises legitimate concerns about whether the focus is on improving compliance or simply targeting specific business structures based on institutional prejudice.” 

    Audits Are Particularly Challenging for Smaller Businesses to Navigate

    “This type of targeting is problematic no matter the size of the business, but is especially challenging for smaller businesses who have fewer resources to navigate such audits. In particular, the IRS’s October 2024 announcement about the unit stated that, going forward, ‘LB&I will be responsible for starting pass-through exams, regardless of entity size’ and touted ‘removing the entity-size barrier’ as a means to increase audit rates. This shift subjects small businesses traditionally handled by the Small Business/Self-Employed (SB/SE) division to LB&I’s complex examination procedures designed for sophisticated taxpayers. Most American small businesses lack the resources to navigate these intensive audits, creating disproportionate compliance burdens despite prior assurances that taxpayers under $400,000 would not face increased enforcement relative to historical levels.”

    Under this Program, IRS Could Unfairly Target Legitimate Business Structures

    “The IRS’s news release also referenced targeting ‘complex arrangements’ without providing clear definitions, creating the impression that legitimate business structures could be unfairly targeted based on their legal structure rather than actual compliance risk. Even more concerning, the announcement explicitly states that the bureaucratic changes were designed primarily to ‘achieve its goal of increased audit rates in this complex area’ rather than to address legitimate compliance concerns derived from an evidence-based risk assessment. This focus on increasing audits rathe than improving compliance suggests an agenda-driven approach to enforcement.”

    A Refined Design With an Unmistakable Edge
    The Galaxy S25 Edge makes a bold statement with its ultra-slim profile.
     
    “This model represents the most essential form of a smartphone by removing all unnecessary elements,” said Lee, who led the product design.

    The device’s thinness is further highlighted by the thoughtful balance of color, material and finish (CMF). Premium titanium, known for both its elegance and durability, is used for the side frame — creating a slim yet sturdy feel while reflecting the design identity of the Galaxy S25 Ultra.
     
    The color palette was carefully refined to emphasize the Galaxy S25 Edge’s distinct form and stay true to the Galaxy S25 series’ luminous shade concept, inspired by the broad spectrum of light. Available shades include Titanium Silver, Titanium Icyblue and Titanium Jetblack.
     
    A one-mass design — visually integrating the frame and back cover — works in tandem with a slimmer bezel to create a seamless, cohesive look that accentuates the Galaxy S25’s sleek profile.

    “In designing the Galaxy S25 Edge, we considered color depth and saturation, material integration, user preferences and manufacturing processes,” said Park, who led the CMF design. “This allowed us to express the symbolism and refined identity of the Galaxy S25 Edge while maintaining consistency with the Galaxy S25 series’ overall CMF direction.”
     

    The Intersection of Sleekness and Usability
    What does “Essential Design” mean in the context of smartphones? For the Galaxy design team, it is not just about simplicity — it’s about intent-driven design centered on the user.
     
    “During planning, we asked ourselves what new value a slimmer smartphone could offer — instead of focusing solely on how to make the device thinner,” said Lee. “We wanted the design to go beyond first impressions and deliver lasting satisfaction through balance and comfort the moment it is held.”

    Guided by an aesthetic philosophy focused on modern and sleek design, slimness became a key element to enhance usability.
     
    “The Galaxy S25 Edge offers a natural one-hand grip that reduces wrist strain during extended use, and the thin bezel allows for a more immersive viewing experience,” she added. “The front is flat while the back has a subtle curve — shaped to feel comfortable in the hand.”
     
     
    Premium Value Through a Balance of Emotion and Technology
    Fitting both high performance and premium craftsmanship into a 5.8 mm frame was a challenge in itself.
     

     
    “We couldn’t compromise on either the exceptionally sleek design or the powerful 200 MP camera,” said Lee. “To ensure the high-performance camera blended seamlessly into the thinner body, we applied the same CMF from the back glass to the camera bump — making it look like a unified structure. We used the linear camera layout, an integral element of the Galaxy identity, to tie it all together.”

    Precision in CMF execution was equally important.
     
    “To apply the same CMF concept from the Galaxy S25 series to a slimmer glass body, we collaborated closely across departments — testing various color combinations and layered finishes right up until launch,” said Park.

    Carla, a Texan and daughter of a WWII Veteran, dialed into the E&C Committee’s hearing to share her powerful story—how she lost her health insurance after the startup she worked for collapsed, and how Medicaid became her only lifeline after being diagnosed with lung cancer. Rather than listen, Republicans cut her off and attempted to reprimand Congressman Veasey for standing up for her right to be heard.

    Washington, D.C. — Yesterday, Speaker Emerita Nancy Pelosi joined 42 Democratic Women’s Caucus members led by DWC Chair Teresa Leger Fernández (NM-03), Vice Chair Emilia Sykes (OH-13), and Policy Task Force Co Chair Deborah K. Ross (NC-02) in sending a letter to the Republican Members of the House Energy and Commerce, Ways and Means, and Agriculture Committees. The letter urged Republicans to stand with women and families by protecting Medicaid, SNAP, and other programs women and families need to thrive in their budget.

    In the letter, sent Monday evening ahead of markups this week, DWC members explained why Medicaid and SNAP are so important for women and families across America, and how devastating these cuts will be to women already struggling to put food on the table or provide for their families:

    “62% of SNAP households serving children are headed by a single adult, of which 92% were headed by women. We have a simple question for you: will you stand with single moms trying to feed their kids or with billionaires? Cuts to SNAP could steal food from the mouths of 11 million children ages 5 to 17; 4.4 million children under the age of 5; and 7.8 million seniors ages 60 and older. With rising grocery prices, this devastation will be felt even harder.”

    “Ripping health care away from pregnant women and closing down rural hospitals under the guise of ‘eliminating waste, fraud, and abuse’ is nothing but a poor excuse for abandoning women, babies, and your duty as a Member of Congress. There are many ways to reduce fraud and keep women safe–we call on you to protect women and babies by voting against any and all cuts to Medicaid and other essential health programs.”

    The Members also called on Republicans to “consider the experiences of your constituents who are navigating increasing costs while raising a family and preserve or increase the Child Tax Credit to help women and families.”

  • MIL-OSI China: China halts unreliable entity list, export control measures on certain US firms

    China on Wednesday suspended its unreliable entity list and export control measures on multiple U.S. entities, the Ministry of Commerce has said.

    When answering media inquiries, a ministry spokesperson said that a measure which added 11 U.S. firms to China’s unreliable entity list, which was announced on April 4, has been suspended for 90 days.

    An April 9 measure that added six U.S. firms to China’s unreliable entity list has also been paused, the spokesperson said, adding that domestic enterprises are now permitted to apply to conduct transactions with these entities.

    China has also suspended export control measures that added 28 U.S. entities to its export control list in announcements on April 4 and April 9 for 90 days, the spokesperson said.

    If export operators need to export dual-use items to the aforementioned 28 entities, they should apply to the ministry in accordance with relevant regulations.
