    Boston (May 9, 2025) – During National Small Business Week, Senate Small Business and Entrepreneurship Committee Ranking Member Edward J. Markey (D-Mass.) today led a field hearing in Boston with Massachusetts clean energy leaders to examine the role that small businesses play in the clean energy economy, the importance of continuing federal investments that support the clean energy transition, and the impacts of tariffs from Trump’s chaotic trade war on small businesses.
    Ranking Member Markey also released a report titled “Pulling the Plug: How Trump’s Attacks on Clean Energy Could Turn out the Lights for Small Business,” which details how federal investments support clean energy small businesses, and how the Trump administration’s efforts to roll back federal clean energy investments, especially those created and expanded by the Inflation Reduction Act (IRA), will devastate small businesses in the clean energy economy.
    “Clean energy is one of the fastest growing industries in the United States, and Massachusetts is leading the way,” said Ranking Member Markey. “In our state, the clean energy economy supports more than 100,000 direct jobs. Our clean energy transition isn’t just about mitigating the devastating impacts of the climate crisis—it is about building an economy with accessible, good-paying jobs, and it is about centering justice. I convened today’s field hearing with Massachusetts clean energy leaders and released my report because our path to a just, livable future for all runs through small businesses.”
    Key findings from Ranking Member Markey’s report include:
    Small businesses account for a significant portion of clean energy jobs in the United States, with 75 percent of energy efficiency workers employed by companies with 20 or fewer employees. 
    In Massachusetts, there are more than 100,000 direct clean energy jobs. More than half of the 7,300 clean energy businesses in the Commonwealth are small firms with 10 or fewer employees; more than 80 percent have fewer than 50 employees.
    The Trump administration is undercutting programs critical for small businesses, including freezing Environmental Protection Agency (EPA) and United States Department of Agriculture (USDA) funding, and reinstating caps on Small Business Administration (SBA) 504 Loans which finance improvements that reduce small business energy costs.
    The April 2025 Trump Tariffs limit deployment of clean energy, including solar, driving up costs for small- and mid-sized installers and making it harder for them to compete.
    Thousands of rural businesses completed clean energy projects expecting reimbursement through the Rural Energy for America Program (REAP) program, only to have their funding withheld.
    Firms surveyed in 2024 reported concerns they would lose business or be forced to close as a direct result of an IRA repeal.
    Repealing federal clean energy tax credits and funding could threaten or eliminate thousands of jobs and could cost the U.S. $160 billion in lost GDP.
    The Massachusetts clean energy leaders who joined Ranking Member Markey at today’s field hearing emphasized the importance of investing in small businesses and growing the clean energy economy.

    “We are already witnessing significant solar project delays and cancelations as a result of the uncertainty brought on by talk of tariffs and the possible repeal of tax credits,” said Nick d’Arbeloff, President of the Solar Energy Business Association of New England (SEBANE). “If the [Investment Tax Credit] is, in fact, eliminated and the tariffs move ahead as planned, more than a few of our small business member companies have indicated they will be forced to significantly reduce their workforce or close their doors entirely.”

    During National Small Business Week, Ranking Member Markey, along with members of the Senate Committee on Small Business and Entrepreneurship and Senate Democrats participated in several media opportunities to highlight the urgency of supporting U.S. small business owners and entrepreneurs in the face of Trump’s reckless tariff policies and continued chaos and cuts at the SBA.
    Yesterday, Ranking Member Markey held a virtual listening session with small business owners in Massachusetts and owners who serve the Commonwealth on the devastating impacts of the Trump Tariffs.
    Earlier this week, Ranking Member Markey, alongside Senate Democratic Leader Chuck Schumer (D-N.Y.) and Senator Mazie Hirono (D-HI) introduced the Small Business Liberation Act, legislation that would exempt the more than 34 million U.S. small businesses from the reckless Trump Tariffs that are wreaking havoc on their businesses and the U.S. economy.
    Ranking Member Markey recently wrote to Small Business Administrator Loeffler, Commerce Secretary Howard Lutnick, and U.S. Trade Representative Jamieson Greer, calling on the Trump administration to exempt U.S. small businesses from the reckless Trump Tariffs and afford them the same relief that the administration is giving billion-dollar tech giants such as Apple and Google.
    Previously, Ranking Member Markey, along with Democratic Leader Chuck Schumer (D-N.Y.) and all Democrats on the Senate Small Business and Entrepreneurship Committee wrote to Administrator Loeffler, urging her to take immediate action to address the impacts of Trump’s reckless tariff policies on small businesses.
    Ranking Member Markey has been speaking out against Trump attacks to federal clean energy and climate funding and programs during Trump’s first 100 days in office. In February 2025, Ranking Member Markey was denied a meeting with EPA Administrator Zeldin and DOGE representatives, where the lawmakers planned to ask why funding to critical EPA programs was unconstitutionally cut off to communities. In March 2025, Ranking Member Markey and Senator Sheldon Whitehouse (D-R.I.) led a letter to Administrator Lee Zeldin to cease its attempts to claw back nearly $20 billion in congressionally appropriated and legally obligated funding. In April 2025, Ranking Member Markey released a report, “The Trump Tariffs: A Small Business Crisis,” which details the disastrous impacts of Trump’s tariff policies on small businesses across the country.

    SUBJECT:       Protecting the Great Lakes from Invasive Carp

    My Administration is committed to protecting the Great Lakes — the world’s largest surface freshwater system, and a highly valued shipping avenue, resource for fishing and recreation, and source of high-quality drinking water — from the economic and ecological threat of invasive carp.  This threat affects every State that borders the Great Lakes:  Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin.  Curbing this threat requires immediate and effective deployment of resources, infrastructure, and expertise.  The Federal Government is prepared to do its part, but the States where preventative measures can be taken must cooperate.

    For several decades, invasive species of Asian carp have steadily migrated and expanded from the Southeast northward through streams, rivers, and lakes in the Mississippi River and Midwest region.  Asian carp, which can exceed 100 pounds in weight, spread rapidly by outcompeting native fish populations for food and space.  They also reduce water quality.  These invasive carp are nearing the entry point to the Great Lakes, which, if breached, would irreparably damage native fish species like walleye, yellow perch, and lake whitefish.  This poses a significant risk to Great Lakes fishing, boating, recreation, and tourism, which support tens of thousands of jobs and billions of dollars of commerce annually. 

    The Brandon Road Interbasin Project near Joliet, Illinois, was authorized for construction in the Water Resources Development Act of 2020 (Public Law 116-260) and would provide multiple layers of innovative technological deterrents designed to prevent invasive carp from reaching the Great Lakes.  It is a joint project involving the United States Army Corps of Engineers (Army Corps) and the States of Illinois and Michigan.

    The Federal Government has provided $274 million for this project, has undertaken design work, has started site preparation, and is ready to begin construction of deterrent measures.  In February 2025, however, Illinois Governor J.B. Pritzker decided to delay the State’s acquisition of property, which is necessary for construction to begin.  Once Illinois acquires the land, it must also issue the Army Corps a State-level permit to begin construction.

    My Administration fully supports preventing the spread of invasive carp.  The State of Illinois, where the Brandon Road Interbasin Project is located, must cease further delay in cooperating with this effort, for the sake of its own citizens and economy and for the sake of all of the Great Lakes States. 

    I am directing my Administration to achieve maximum speed and efficiency at the Federal level.  Specifically, the Secretary of the Interior, the Secretary of Commerce, the Secretary of the Army, and the Administrator of the Environmental Protection Agency shall determine and expeditiously implement the most effective mechanisms, barriers, and other measures to prevent the migration and expansion of invasive carp in the Great Lakes Basin and the surrounding region.  This includes supporting the Brandon Road Interbasin Project, through deadline-oriented investments of taxpayer dollars, to ensure the State of Illinois does not stand in the way of its construction. 

    Specifically, for this project to remain on schedule so that it can effectively fulfill its purpose and constitute a worthy investment of taxpayer resources, the State of Illinois should acquire the necessary land to begin construction of the Brandon Road Interbasin Project by July 1, 2025, and the State of Illinois and any applicable localities should grant all permits or approvals required to facilitate Army Corps construction within 30 days of such permits or approvals becoming ripe for consideration by the State or locality and should streamline all permitting and environmental reviews to the maximum degree.  Federal agency heads shall similarly streamline any permitting and environmental reviews and issue any requisite Federal permits or approvals as quickly as possible.

    Additionally, the Administrator of the Environmental Protection Agency shall prioritize support for infrastructure projects to remove invasive carp from the Upper Illinois Waterway near Lake Michigan and for maintenance on existing infrastructure to block invasive carp from reaching and entering the Great Lakes Basin.

    The Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the United States Fish and Wildlife Service, through their joint operation of the Aquatic Nuisance Species Task Force, shall prioritize support for research and management concerning the prevention, removal, and management of aquatic invasive species in the Great Lakes, including invasive carp.  The Administrator of NOAA shall also prioritize this objective through the Great Lakes Aquatic Nuisance Species Information System and NOAA’s research and information-sharing work related to the growth and spread of aquatic invasive species.

    SUBJECT:       Rescission of Useless Water Pressure Standards

    By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby direct:

    Water conservation requirements for faucets, showers, bathtubs, and toilets — promulgated by the Department of Energy pursuant to the Energy Policy Act of 1992 (Public Law 102-486) — make bathroom appliances more expensive and less functional.  “Efficiency” standards render other American appliances like clothes washers and dishwashers less useful, more breakable, and more expensive to repair.  The Federal Government should not impose or enforce regulations that make taxpayers’ lives worse.

    To address these unnecessary radical green agenda policies, I direct the Secretary of Energy to consider using all lawful authority to rescind — or, as appropriate, amend to revert to the standards required by statute — the regulations found in 10 C.F.R. 430.32(f), relating to water and energy use in dishwashers; 10 C.F.R. 430.32(o), relating to water use in faucets; 10 C.F.R. 430.32(p), relating to water use in showerheads; 10 C.F.R. 430.32(q), relating to water use in water closets; 10 C.F.R. 430.32(r), relating to water use in urinals; the definitions of “automatic clothes washer,” “clothes washer,” “dishwasher,” “faucet,” “other clothes washer,” “semi-automatic clothes washer,” “urinal,” and “water closet” contained in 10 C.F.R. 430.2; the residential washing machine efficiency standards contained in 10 C.F.R. 430.32(g); and the commercial washing machine efficiency standards contained in 10 C.F.R. 431.156.

    Furthermore, I direct the Secretary of Energy to publish in the Federal Register a notice clarifying the Waiver of Federal Preemption of State regulations covered by the application of “Energy Efficiency Program for Consumer Products:  Waiver of Federal Preemption of State Regulations Concerning the Water Use or Water Efficiency of Showerheads, Faucets, Water Closets and Urinals,” 75 Fed. Reg. 80289 (December 22, 2010).

    I further direct the Secretary of Energy not to enforce any of the regulatory provisions listed in this memorandum, pending rescission or reversion of such provisions; the provisions of 42 U.S.C. 6295(j) and (k); or energy and water efficiency standards for washing machines, including the provisions in 42 U.S.C. 6295(g) and 42 U.S.C. 6313(e).

    Finally, I direct the Secretary of Energy and the Deputy Assistant to the President and Director of the Office of Legislative Affairs to jointly prepare and submit recommendations to the President, within 60 days of the date of this memorandum, through the Chair of the National Energy Dominance Council, for the Congress to rescind, insofar as each relates to the subject matter of this memorandum, 42 U.S.C. 6295(g), (j), (k), and (o) and 42 U.S.C. 6313(e), or to repeal the Energy Policy Act of 1992 in its entirety.

    This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI USA: Attorney General Bonta Doubles Down on CFPB Support

    Urges court to keep order that will protect the agency from further dismemberment 

    OAKLAND — California Attorney General Rob Bonta today announced joining a coalition of 23 attorneys general in submitting an amicus brief in National Treasury Employees Union v. Vought, a lawsuit challenging the Trump Administration’s efforts to dismantle the Consumer Financial Protection Bureau (CFPB). In February, Attorney General Bonta submitted an initial amicus brief in this case, which was followed by the court granting a robust preliminary injunction, a decision that prevents the Trump Administration from moving forward with mass layoffs while litigation in this case proceeds. The Trump Administration has now appealed the preliminary injunction, asking the court to strike it down to allow further dismantling of the CFPB to continue. In today’s amicus brief, the attorneys general argue that shuttering the CFPB would cause catastrophic harm to consumer protections nationwide. These actions by the Trump Administration trample over the decision of Congress to create the agency, violating the separation of powers under the U.S. Constitution. 

    “Further demolishing the CFPB, the top cop protecting Americans from exploitation, would put families nationwide at a stark disadvantage when standing up to big businesses who aren’t playing by the rules,” said Attorney General Bonta. “I urge the court to keep in place the order preventing the Trump Administration from issuing mass layoffs at the CFPB — its loss would have devastating and deep implications for California, and the financial well-being of households across the nation.”

    In the brief, filed in the United States Court of Appeals for the District of Columbia Circuit, the attorneys general argue the dismantling of the CFPB will cause irreparable harm to consumers and the states’ own consumer protection enforcement efforts, leave no oversight over large national banks, and will rapidly and substantially increase the burden on state agencies to protect consumers from conduct regulated by the CFPB. The loss of the CFPB’s partnership has concrete and widespread implications: from the sharing of complaints and trend data, to providing training, to partnering on joint investigations and litigations, the CFPB has been a force multiplier for California’s consumer protection efforts.

    Background
     
    After examining the fallout of the 2008 financial crisis, Congress concluded the crisis resulted in part from the failure of federal banking and other regulators to address significant consumer protection issues detrimental to both consumers and the safety and soundness of the banking system. In direct response to these events, Congress established the CFPB and tasked it with enforcing numerous federal consumer protection statutes and enacting regulations to further these efforts. For over a decade, the CFPB has served as an invaluable partner to state attorneys general and state banking regulators, both by working to protect consumers against fraudulent and abusive practices and by advancing a fair and level playing field in consumer financial markets by issuing regulations under federal law. 
     
    In the last months, the Trump Administration has taken a series of actions intended to debilitate the CFPB, including issuing a suspension of work across the agency, terminating probationary employees, and announcing a decision not to draw additional funding from the Federal Reserve. These actions appear to be part of a unilateral effort to permanently shut down the agency, including programs and operations mandated by federal law. Most recently, the Trump Administration issued reduction in force notices to 90% of the CFPB’s workforce — a move that was swiftly blocked by the courts.

    Attorney General Bonta has been a vocal supporter of CFPB. In February, Attorney General Bonta submitted an amicus brief in another case, Mayor and City Council of Baltimore v. Consumer Financial Protection Bureau
     
    In filing the brief, Attorney General Bonta joins the attorneys general of New York, New Jersey, the District of Columbia, Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Mexico North Carolina, Oregon, Rhode Island, Vermont, Washington, and Wisconsin.

  • MIL-OSI Security: Athens Tax Preparer Sentenced to Prison for Filing Over $3.5 Million in False Returns

    Defendant Received a Portion of Proceeds from Clients’ Fraudulent Pandemic Benefit Claims

    MACON, Ga. – A tax preparer who admitted to filing more than $3.5 million in fraudulent tax returns tied to a multi-state investigation of a COVID-19 pandemic unemployment benefit scheme in which she received a percentage of the ill-gotten gains was sentenced to serve eight years in prison for her crime.

    Jessica Crawford, 34, of Athens, Georgia, was sentenced to serve 96 months in prison to be followed by five years of supervised release by U.S. District Judge Tilman E. “Tripp” Self, III on May 8. Crawford previously pleaded guilty to one count of wire fraud and one count of aiding and assisting in preparing and presenting false income tax returns on Nov. 22, 2024. There is no parole in the federal system.

    “Federal law enforcement uncovered a large-scale tax return scheme during the pandemic that was costing taxpayers while benefiting fraudsters,” said Acting U.S. Attorney C. Shanelle Booker. “Alongside our law enforcement partners, federal prosecutors will continue to uphold the law and pursue justice in these cases.”

    “Jessica Crawford used her position as a tax preparer to defraud the U.S. government through a CARES Act program intended for those unemployed because of the COVID-19 pandemic,” said Atlanta Field Office Assistant Special Agent in Charge Lisa Fontanette. “In addition, she continued her theft of taxpayers’ money by fraudulently filing tax returns on behalf of her clients. The sentencing Crawford received should serve notice to unscrupulous tax preparers that IRS Criminal Investigation special agents and our law enforcement partners will continue investigating and holding them accountable for their unethical conduct.”

    “Jessica Crawford lied and took advantage of funds designed to help those who were truly in need during the pandemic,” said Paul Brown, Special Agent in Charge of FBI Atlanta. “The FBI and our law enforcement partners will continue to identify and hold accountable anyone who defrauds taxpayers.”

    According to court documents and statements made in court, FBI agents investigating a multi-state unemployment benefit scheme conducted during the COVID-19 pandemic discovered text messages between individuals involved in the scheme and Crawford, a tax preparer with Crawford Tax Services in Athens. Crawford filed for Pandemic Unemployment Assistance (PUA) benefits on behalf of those individuals who had created fake businesses or submitted false information to fraudulently obtain benefits. In return, Crawford received a percentage of the ill-gotten gains.

    Internal Revenue Service-Criminal Investigations (IRS-CI) agents executed an undercover operation at Crawford’s business in April 2022 as part of the continuing investigation. The undercover agent (UA) met Crawford to have taxes prepared, and Crawford asked if the UA did anything on the side. At first, the UA responded no, but Crawford said that expenses could be deducted if he did, and the UA said he mowed an aunt’s lawn sometimes, which Crawford said was good enough. The UA did not provide any income or expense amounts. Still, Crawford created a Schedule C business for landscaping on the UA’s federal income tax return based solely on that interaction. Crawford prepared a Form 1040 and filed electronically, including a fictitious Schedule C loss of $19,373, and claimed an Earned Income Tax Credit (EITC), a Child Tax Credit (CTC), and a Qualified Business Income (QBI) deduction, which were affected by the fraudulent Schedule C loss. As a result, the UA’s return claimed a fraudulent federal income tax refund of $12,359.

    The IRS completed a statistical review of 1,261 total tax returns filed by Crawford in tax years 2020 and 2021. Of those, the IRS determined that Crawford fraudulently filed tax returns on behalf of clients, resulting in losses to the IRS exceeding $3 million from falsely claimed Form 7202 credits for sick leave and family leave, tax credits and dependent care credits.

    The case was investigated by the FBI and the IRS-CI.

    Criminal Chief Leah E. McEwen prosecuted the case for the Government.

  • MIL-OSI New Zealand: Trade Minister travels to UK & Korea for trade talks

    Trade and Investment, and Agriculture Minister, Todd McClay travels to the United Kingdom today to participate in the first in-person joint NZ UK Ministerial Trade Committee and to mark the two-year anniversary of the entry into force of the New Zealand United Kingdom Free Trade Agreement (FTA). 

    “Better access to overseas markets is an important part of the Government’s economic plan to grow the economy and create better paying jobs, Minister McClay says. 

    The NZ-UK FTA has seen a 21 per cent boost in Kiwi exports worth an additional $644.4 million over the two years since the deal came into force. This is delivering real benefits for Kiwi exporters.

    “The results speak for themselves —goods exports to the UK have risen by 20 per cent, and services exports are up over 22 per cent in just two years, Mr McClay says. 

    “And the primary sector is leading the way with big increases in food and fibre exports along with travel and tech.   

    • Meat exports are up 46% to nearly $500 million
    • Dairy exports are up a staggering 139% worth $198 million
    • Fruit and nuts are up 52% worth $54 million
    • Travel service exports are up 22% to nearly $1 billion
    • Tech-related services exports are up 50% to $221 million 

    While in the UK, Minister McClay will meet with his trade and agriculture counterparts, the Rt Hon Jonathan Reynolds, Secretary of State for Business and Trade, Rt Hon Steve Reed OBE, Secretary of State for Environment, Food and Rural Affairs, as well as the UK Trade Envoy to New Zealand, Carolyn Harris.

    He will also engage with key partners and stakeholders, including Waitrose and the National Farmers Union, visit local farms, and connect with New Zealand businesses operating in London.

    The UK is New Zealand’s 7th largest trading partner, with two-way trade worth $7.27 billion. In 2024, New Zealand exported $3.69 billion in goods and services to the UK

    Minister McClay will then travel from the UK to Korea on Tuesday of next week to participate in the APEC Trade Ministers meeting where he will hold bilateral meetings with APEC and CPTPP trading partners.

    WASHINGTON, DC – U.S. Senators Jacky Rosen (D-NV) and Bill Cassidy, M.D. (R-LA) introduced a bill to protect sensitive federal data from adversarial nations like the People’s Republic of China (PRC). The bipartisan Protection Against Foreign Adversarial Artificial Intelligence Act would prohibit federal contractors from using DeepSeek, an artificial intelligence (AI) platform with direct ties to the Chinese Communist Party (CCP), to fulfill contracts with federal agencies. DeepSeek poses a significant potential national security threat and is required by Chinese law to share the data it collects with the Chinese government and its intelligence agencies. Several U.S. states and allied nations have already moved to block DeepSeek from government devices due to critical security concerns.
    “The U.S. must take steps to ensure Americans’ data and our government systems are protected against cyber threats from foreign adversaries,” said Senator Rosen. “This bipartisan legislation would prevent federal contractors from using Deepseek, a CCP-linked AI platform, when carrying out government work.     Include a report to Congress from the U.S. Secretary of Commerce, in consultation with the U.S. Secretary of Defense, on the national security and economic espionage threats posed by AI platforms from adversarial nations, such as China, North Korea, Iran, and Russia.
    As the first and only former computer programmer to serve in the Senate, Senator Rosen has led the fight to strengthen the nation’s cybersecurity. Earlier this year, she introduced bipartisan legislation to prohibit the use of DeepSeek on all government devices and networks. Last year, Rosen called on the Department of Health and Human Services and the Cybersecurity and Infrastructure Security Agency to create a plan to help health care systems respond to cyberattacks like the recent ransomware attack on Change Healthcare.     MIAMI BEACH, Fla., May 09, 2025 (GLOBE NEWSWIRE) — The Herzfeld Caribbean Basin Fund, Inc. (NASDAQ: CUBA) (the “Fund”) today announced that the Fund will pay a distribution pursuant to the Fund’s managed distribution policy (the “Policy”) using a combination of shares of common stock and cash.

    The distribution for stockholders will be paid in cash or shares of our common stock at the election of stockholders. The total amount of cash distributed to all stockholders will be limited to 20% of the total distribution to be paid, excluding any cash paid for fractional shares. The remainder of the distribution (approximately 80%) will be paid in the form of shares of our common stock. The exact distribution of cash and stock to any given stockholder will be dependent upon his/her election as well as elections of other stockholders, subject to the pro-rata limitation.

    The number of shares of common stock to be issued to stockholders receiving all or a portion of the dividend in shares of common stock will be based on the volume weighted average price per share of common stock on the Nasdaq Capital Market on June 12, 13, and June 16, 2025.

    Management believes that the cash and stock distribution will allow the Fund to strengthen its balance sheet and to be in a position to capitalize on potential future investment opportunities.

    The primary purpose of the Policy is to provide stockholders with a constant, but not guaranteed, fixed minimum rate of distribution (currently set at the annual rate of 15% of the Fund’s net asset value as determined on June 30, 2024). The Board recently amended the Policy to maintain the 15% annual rate of distribution, but at quarterly, semi-annual or annual periods of distribution to be reviewed by the Board each quarter. The purpose of the modification is to allow the Fund to maintain its 15% annual distribution of NAV, but provide flexibility in determining the timing of those distributions in order to account for required year-end regulatory distributions of capital gains necessary to maintain the Fund’s tax-free status. The Fund cannot predict what effect, if any, the Policy will have on the market price of its shares or whether such market price will reflect a greater or lesser discount to net asset value as compared to prior to the adoption of the Policy.

    The amount distributed per share is subject to change at the discretion of the Board. The Policy is subject to ongoing review by the Board to determine whether it should be continued, modified or terminated. The Board may amend the terms of the Policy, suspend the Policy, or terminate the Policy at any time without prior notice to the Fund’s stockholders if it deems such actions to be in the best interest of the Fund or its stockholders.     Dear President Trump: 
    We write to express serious concern regarding your intention to fire the three Democratic Commissioners from the Consumer Product Safety Commission (CPSC). This move compromises the ability of the federal government to apply data-driven product safety rules to protect Americans nationwide, away from political influence. We urge you to immediately reverse this order and allow the three Democratic CPSC Commissioners to continue their work to protect consumers, especially children and families, from hazardous products. 
    Congress established the CPSC in the Consumer Product Safety Act as an independent regulatory commission composed of five bipartisan Commissioners, appointed by the President and confirmed by the Senate. Since 1972, the CPSC has regulated the manufacture and sale of products ranging from children’s toys to fireworks, working to protect the public from unreasonable risks of injury or death. In fiscal year 2024 alone, the CPSC negotiated and implemented the recall of 153 million consumer product units and conducted more than 4,100 indepth investigations to remove defective and potentially harmful products from shelves. For over 50 years, the CPSC’s bipartisan commissioners have carried out this critical work to ensure that Americans can feel confident about the safety and reliability of the products they use every day. 
    As at other independent agencies, CPSC Commissioners are appointed by the President and confirmed by the Senate to staggered, seven-year terms. The Consumer Product Safety Act establishes that the President may remove Commissioners only “for neglect of duty or malfeasance in office but for no other cause.” Further, the Act is explicit about the legal requirement for bipartisanship on the CPSC, mandating that “not more than three of the Commissioners shall be affiliated with the same political party.” These provisions exist to limit the Commissioners’ exposure to political influence, allowing them to focus entirely on their job of protecting American consumers. 
    Despite these clear, congressionally-mandated protections, late on Thursday May 8, you announced your intention to fire the CPSC’s three Democratic Commissioners, Commissioner Hoehn-Saric, Commissioner Trumka, and Commissioner Boyle, without cause. This action degrades the ability of CPSC to establish robust product safety protections and casts doubt on its capacity to pursue recalls and investigations without being influenced by the politics of the day. 
    More than ninety years ago, the Supreme Court ruled that Congress has the authority to create bipartisan, multi-member commissions to serve the public without undue political influence. More recently, in 2020, the Court refused to rule that the President has the power to remove members of bipartisan commissions at-will. As you know, the President can lawfully exercise influence over the Commission by nominating new members and appointing the Chair. This illegal order to terminate three CPSC Commissioners without cause stands in opposition to clear legislative guidelines and nearly a century of Supreme Court precedent. It must be reversed. 
    Commissioners Hoehn-Saric, Trumka, and Boyle must be allowed to continue their work at the CPSC and carry out its vital mission to protect American consumers.

    From Groundwork Collaborative – Trump’s Tariffs are increasing prices on everything:

    Car seats: UPPAbaby, a major manufacturer of car seats and strollers, announced increased prices across most of its products beginning May 5. Nuna has increased prices by $50, and Evenflo has increased prices by 10-40%.

    • This represents a major challenge for parents, as car seats – which can run over $400 – are required by law in all 50 states and should be bought new due to safety concerns.
    • New parents spend, on average, $1,000 on baby safety gear.

    Strollers: To put it in Trump’s words, prices are rising for “the thing that you carry the babies around in.” UPPAbaby’s popular Vista stroller just increased from $900 to $1,200. Or, for a cheaper option, Bombi’s flagship stroller now costs $225 instead of $199.

    • Few strollers are made in the U.S. Most are made in China, while others come from Italy, Taiwan, Hungary, and the Netherlands.

    Cribs: Since the average parent spends approximately $2,000 on a new nursery, it is terrible news that three-quarters of all baby furniture is made in China. The Consumer Product Safety Commission does not recommend buying used cribs, as unsafe sleep environments are the main cause of injuries and deaths with nursery products.

    • The popular smart bassinet SNOO is manufactured in China and might soon cost more than its current $1,695 price tag.

    High Chairs & Sippy Cups: The CEO of popular baby accessory brand Munchkin, Steve Dunn, said the company will increase prices on about 90% of products, likely by at least 20%. Their cheapest high chair is currently $170.

    Clothes: Carter’s has already raised prices on many items. Approximately 74% of its products are sourced from Cambodia, Vietnam, Bangladesh, and India, which now face the 10% universal tariff rate.

    Toys: About 80% of all toys imported to the U.S. come from China, according to the Toy Association. Mattel CFO Anthony DiSilvestro has warned of possible price hikes as 40% of Mattel toys come from China.

    “As families across the country get ready to celebrate Mother’s Day, the last thing any mom wants right now is higher costs for things like diapers, high chairs, and car seats—but that is exactly what Donald Trump is delivering with his all-out trade war. His across-the-board tariffs are ALREADY raising prices for new moms and families.

    “Because just about every single car seat sold in this country, just about every single stroller, just about every bassinet and changing table—is made somewhere else. And the vast majority of them are made in China—meaning Trump’s tariffs will jack up the cost by 145%. To say nothing of baby clothes made in other countries in the Pacific, or specialty baby formulas imported from Europe, or the materials and machinery we import—even for products made in America—like bamboo fibers in some diapers.

    “With all the costs new parents are going to have to pay for these goods, Trump has essentially announced a new “baby” tax. If you are a billionaire,  Republicans are getting ready to give you a massive tax break. But babies? Moms? Dads? Trump says you are out of luck.

    “Maybe this is hard for a billionaire who calls strollers “the thing that you carry babies around in” to understand—but most babies in America aren’t born with a golden spoon in their mouth. Parents are already struggling, the concern I hear from new parents almost more than anything else—is simply “how do we afford this?” After all, child care can cost more than college tuition and Trump’s trade war is just going to make that—and everything else—worse.

    “This isn’t about having to skimp on Christmas—though Trump has made it all too clear he’s eager to play Grinch, and toys are definitely going to get more expensive. Trump’s new taxes are making sure of that.


    “But every parent understands there is yet a bigger problem here. There are a lot of costs that are not really optional! You can’t just not buy diapers. You can’t just go without high chairs or sippy cups—even though manufactures are already warning about 20 percent price increases.

    “And—as much as they like to wriggle out of them—you can’t just go without baby clothes—even though three-quarters of them are made abroad and are about to get taxed out the wazoo. And those are just everyday necessities—don’t forget the big ticket items. No family should have to choose between cost and safety as they’re making decisions for their children.

    “Some companies have already raised stroller prices by hundreds of dollars. And then there’s cribs. The average parent already spends two thousand dollars on a crib—this is a critical item. And three-quarters of all baby furniture is made in China—meaning Trump wants to slap a 145% tax on it.

    “The same goes for car seats which are virtually all made in China. You absolutely cannot just go without a car seat, and safety experts emphasize you should not buy them used. But with Trump’s 145% tax—parents are wondering how they can even afford them at all. That’s what Trump’s trade war is doing to families! Trump’s baby tax is not just expensive for families and it is not just one more callous and careless policy from a billionaire without a clue—it is also dangerous.

    “Yes, it is going to mean fewer toys, smaller birthdays—but it is also going to mean parents struggling to buy high chairs or specialty formula, struggling to buy a safe bassinet, or a stroller, or a car seat.

    “Well my message to moms: I got into politics to fight for moms like me—and I am never going to stop. I know what you are going through, all the things you already have to worry about. You should not have to worry about Trump’s new baby tax driving up costs as well. Congress CAN reverse these tariffs—we could do it next week if Republicans chose to. So, I am going to be lifting up your voices, and using mine—to push for Congress to act and demand this administration reverse their incredibly damaging price hikes on families.”

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding eligible private nonprofit (PNP) organizations in Vermont of the June 10 deadline to apply for low interest federal disaster loans to offset economic losses caused by severe storms and flooding occurring June 22-24, 2024.

    The disaster declaration covers the county of Lamoille.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to PNPs providing non-critical services of a governmental nature with financial losses directly related to the disaster. Example of eligible non-critical PNPs include, but are not limited to, food kitchens, homeless shelters, museums, libraries, community centers, schools and colleges.

    EIDLs are available for working capital needs caused by the disaster and are available even if the PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 3.25% and terms up to 30 years.     The disaster declaration covers the counties of Allegheny, Beaver, Fayette, Greene, Washington and Westmoreland in Pennsylvania as well as Brooke, Hancock, Marshall and Ohio in West Virginia.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Cantwell, Risch Introduce Bipartisan Bill to Expand Small Business Disaster Coordination
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Small Business and senior member of the Senate Committee on Finance, and U.S. Senator Jim Risch (R-ID) introduced the bipartisan Small Business Disaster Coordination Act to improve on-the-ground support for small businesses affected by disasters.
    This bill would allow Small Business Administration (SBA) resource partners to assist businesses outside their usual service areas in an emergency. The Small Business Disaster Coordination Act would also require the SBA to work with these partners on disaster planning and response, ensuring local networks can share recovery-related information. 
    “Wherever disasters strike, it has to be all-hands-on-deck,” said Sen. Cantwell. “This bill will ensure SBA partners such as Small Business Development Centers, SCORE, and Women’s Business Centers can work with local partners to assist small businesses as they recover.”

    Ranking Members Mfume and Connolly are leading Congressional oversight and investigations into the Trump Administration’s relentless attacks on the U.S. Postal Service and DOGE’s infiltration of the agency:

    • On March 31, Ranking Members Mfume and Connolly sent a letter to Amber F. McReynolds, Chair of the United States Postal Service’s Board of Governors (the Governors), escalating Congress’s concerns that DOGE is attempting to actively undermine the stability and integrity of the Postal Service.
       
    • On March 18, Ranking Member Connolly sent a letter to Postmaster General Louis DeJoy demanding a copy of the agreement the Postmaster General signed with DOGE, allowing Elon Musk to infiltrate the independent U.S. Postal Service, gain access to its data and systems, and make drastic cuts to the service.
       
    • On March 17, in response to the agreement between Postal Service and DOGE, Rep. Kweisi Mfume, Ranking Member of the Subcommittee on Government Operations, Ranking Member Connolly, and Rep. Raja Krishnamoorthi, Ranking Member of the Subcommittee on Health Care and Financial Services led Committee Democrats in sending a letter to Chairman James Comer demanding an immediate public hearing on the Trump Administration and DOGE’s plans for the Postal Service. 
       
      • Later that day, Ranking Member Connolly issued a statement after Postmaster General DeJoy sent a letter to Congress trying to explain why he entered the Postal Service into an agreement with the General Services Administration and DOGE representatives.
         
    • On March 13, Ranking Member Connolly released a statement after Postmaster General Louis DeJoy sent a letter to Congress admitting he “signed an agreement with the General Services Administration and DOGE representatives” and is allowing Elon Musk to infiltrate the U.S. Postal Service. DeJoy’s letter suggested alarming actions for DOGE to pursue that would easily lead to the privatization and politicization of the Postal Service.
       
    • On February 22, Ranking Member Connolly led Committee Democrats in sending a letter to President Trump demanding he immediately abandon any plans that would either dismantle or privatize the U.S. Postal Service or undermine its independence in any way.  The letter followed reporting from the Washington Post that the Trump Administration is preparing a plan to fire the bipartisan Postal Board of Governors and absorb the Postal Service into the Department of Commerce, “potentially throwing the 250-year-old mail provider and trillions of dollars of e-commerce transactions into turmoil.”  The Members also cited subsequent reporting from CNN showing “the White House was silent on the question as to whether it is interested in privatizing the service, which is something that Trump has voiced support for in the past.”

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-N.M.), Ranking Member of the Telecommunications and Media Subcommittee, issued the following statement in response to President Trump’s announcement that he will “end” the Digital Equity Act (DEA), which Congress passed as part of the Bipartisan Infrastructure Law:
    “On the same day Senate Republicans voted to strip internet access from students and educators, President Trump is illegally attempting to end a program that connects millions of people to the online world. In New Mexico, we know the difference between slow internet, fast internet, and no internet and the challenges that come with it. Our students, seniors, veterans, and small businesses rely on internet access for education, health care, economic opportunity, and public safety. President Trump is leaving our communities in the dark.
    “The President does not have the authority to unilaterally end this bipartisan law, deem it unconstitutional, or withhold funding that was appropriated by Congress. Congressional Democrats will fight back – and Republicans must stand up to defend this law that benefits all of our constituents.”
    In April, President Trump’s nominee to lead the National Telecommunications and Information Administration (NTIA) told members of the Senate Commerce Committee, “I commit to implementing NTIA’s statutory requirements, including with respect to the Digital Equity Act.”Yet on Thursday, President Trump announced that he would illegally end this bipartisan law, jeopardizing billions of dollars that states rely on to expand broadband access. On the same day, Senate Republicans voted to strip internet access millions of students and educators. 
    In 2020, then-U.S. Representative Luján introduced the Digital Equity Act to provide funding for state and community digital inclusion efforts. In 2023, Senator Luján introduced the Digital Equity Foundation Act, legislation to establish a nonprofit foundation to channel public and private investments toward closing the digital divide and advancing digital equity, inclusion, and literacy.

  • MIL-OSI Russia: IMF Executive Board Completes First Review of the Extended Fund Facility Arrangement with Pakistan and Approves the Request for an Arrangement under the Resilience and Sustainability Facility

    • The IMF Executive Board completed the first review under the Extended Fund Facility (EFF) Arrangement, allowing the authorities to draw the equivalent of about $1 billion. The authorities have demonstrated strong program implementation, which has contributed to improving financing and external conditions, and a continuing economic recovery.
    • Moving forward, policy priorities will include advancing reforms to strengthen competition, raise productivity and competitiveness, reform SOEs, improve public service provision and energy sector viability, and build climate resilience.
    • The Executive Board also approved the authorities request for an arrangement under the Resilience and Sustainability Facility (RSF), which will support Pakistan’s efforts in building economic resilience to climate vulnerabilities and natural disasters, with access of around $1.4 billion.

    Washington, DC: Today, the Executive Board of the International Monetary Fund (IMF) completed the first review of Pakistan’s economic reform program supported by the EFF Arrangement. This decision allows for an immediate disbursement of around $1 billion (SDR 760 million), bringing total disbursements under the arrangement to about $2.1 billion (SDR 1.52 billion). In addition, the IMF Executive Board approved the authorities’ request for an arrangement under the Resilience and Sustainability Facility (RSF), with access of about US$1.4 billion (SDR 1 billion).

    Pakistan’s 37-month EFF was approved on September 25, 2024, and aims to build resilience and enable sustainable growth. Key priorities include (i) entrenching macroeconomic sustainability through consistent implementation of sound macro policies, including rebuilding international reserve buffers and broadening of the tax base; (ii) advancing reforms to strengthen competition and raise productivity and competitiveness; (iii) reforming SOEs and improving public service provision and energy sector viability; and (iv) building climate resilience.

    Pakistan’s policy efforts under the EFF have already delivered significant progress in stabilizing the economy and rebuilding confidence, amidst a challenging global environment. Fiscal performance has been strong, with a primary surplus of 2.0 percent of GDP achieved in the first half of FY25, keeping Pakistan on track to meet the end-FY25 target of 2.1 percent of GDP. Inflation fell to a historic low of 0.3 percent in April, and progress on disinflation and steadier domestic and external conditions, have allowed the State Bank of Pakistan to cut the policy rate by a total of 1100 bps since June 2025. Gross reserves stood at $10.3 billion at end-April, up from $9.4 billion in August 2024, and are projected to reach $13.9 billion by end-June 2025 and continue to be rebuilt over the medium term.

    The RSF will support the authorities’ efforts to reduce vulnerabilities to natural disasters and to build economic and climate resilience. The authorities’ program: (i) prioritizes resilience to natural disasters and strengthen public investment processes at all levels of government; (ii) makes the use of scarce water resources more efficient, including through better pricing; (iii) strengthens coordination of natural disaster response and financing between federal and provincial governments; (iv) improves the information architecture, for and disclosure of, climate-related risks by banks and corporates; and (v) supports Pakistan’s efforts to meet its mitigation commitments and reduce related macro-critical risks.

    Following the Executive Board discussion, Nigel Clarke, Deputy Managing Director and Chair, made the following statement:

    “Pakistan has made important progress in restoring macroeconomic stability despite a challenging environment. Since the approval of the Extended Fund Facility, the economy continues to recover, with inflation sharply lower and external buffers notably stronger. Risks to the outlook remain elevated, however, particularly from global economic policy uncertainty, rising geopolitical tensions, and persistent domestic vulnerabilities. Against this backdrop, the authorities need to maintain sound macroeconomic policies and accelerate reforms to safeguard the macroeconomic gains and underpin stronger and sustainable, private sector-led medium-term growth.

    “The steadfast implementation of the FY2025 budget and the passage of key fiscal reforms, notably the Agricultural Income Tax, underpin the process of rebuilding policy making credibility. Continuing to mobilize greater revenue from undertaxed sectors and the noncompliant will make the tax system more equitable and efficient. This, combined with federal and provincial spending discipline, will strengthen sustainability, build resilience, and reduce the public sector’s crowding out of private credit.

    “Timely implementation of power tariff adjustments has helped reduce the stock and flow of circular debt. Meanwhile, cost-side reforms are showing early signs of success but need to be accelerated to safeguard the energy sector’s viability and improve Pakistan’s competitiveness.

    “The State Bank of Pakistan’s (SBP) tight monetary policy stance has been pivotal in reducing inflation to historic lows. Monetary policy should remain appropriately tight and data-dependent to ensure inflation is anchored within the SBP’s target range. A more flexible exchange rate will facilitate the adjustment to external and domestic shocks, aiding the rebuilding of reserves. Prompt action to address undercapitalized financial institutions and vigilance over the financial sector are necessary for financial stability. Strengthening of AML/CFT frameworks is also needed.

    “Accelerating structural reforms will unlock Pakistan’s competitiveness, creating conditions to attract high-impact private investment.   • MIL-OSI Security: New York tax preparer sentenced to two years in prison for submitting fraudulent pandemic relief applications

    RICHMOND, Va. – A New York man was sentenced today to two years in prison for making false statements on loan applications he submitted on behalf of his clients through a pandemic relief program.

    According to court documents, Baltej Singh Brar, 42, of South Richmond Hill, New York, owned and operated Aspire Tax & Accounting Services Inc., a tax preparation, accounting, and consulting firm where Brar was an Internal Revenue Service (IRS) registered tax preparer. In 2021, Brar began filing loan applications on behalf of other individuals through the Paycheck Protection Program (PPP), a COVID-19 relief program intended to provide loans backed by the Small Business Administration (SBA) to certain businesses, nonprofit organizations, and others to help them remain afloat during the pandemic.

    Brar advertised, including on TikTok, that he would file PPP loan applications on behalf of clients in exchange for a flat up-front fee paired with 10% of the loan value after the loan was approved. Brar instructed prospective PPP applicants to provide him with their Social Security number, a copy of their driver’s license, email address, prior bank statements, 2019 tax return, and a void check to be used as supporting documentation on applications.

    Most of Brar’s clients were sole proprietors, including taxi drivers, truck drivers, and construction workers. Where clients’ prior year incomes fell below the threshold to receive the maximum PPP loan amount of $20,833, Brar falsely inflated the income amounts in the PPP applications to trigger the maximum loan amount. Brar generated and submitted false and fabricated IRS forms as supporting documentation. Brar certified on each application that the information provided in the applications and supporting documents and forms was “true and accurate in all material respects.”

    Many of Brar’s clients were eligible to receive PPP loans, though not in the inflated amounts of the PPP loan applications that Brar prepared. Others were not entitled to receive PPP loans at all. Across the hundreds of PPP loan applications that Brar falsified, Brar caused the SBA at least $550,000 in actual losses.

    BEIJING, May 9 (Xinhua) — Economic and trade relations between China and Central and Eastern European (CEE) countries are developing soundly and steadily, opening up great opportunities for further cooperation, China’s Ministry of Commerce said Friday.

    Since 2012, China’s trade with Central and Eastern European countries has grown by an average of 8.8 percent per year, while imports from these countries have grown by an average of 7.4 percent per year, outpacing the growth rate of China’s foreign trade over the same period, Deputy Minister of Commerce Yan Dong said at a departmental press conference.

    In 2024, trade volume between China and CEE countries increased by 6.3 percent year-on-year to reach a record high of $142.3 billion, according to the ministry.

    At the same time, both sides have also seen increasingly active investment activities, Yan Dong said, adding that Chinese investment in CEE countries has now exceeded US$24 billion.

    In recent years, a new bright spot has emerged in the investment cooperation between China and CEE countries: Chinese enterprises in the upstream and downstream sectors of the electric vehicle and traction battery production chains have increased their momentum in research and investment in CEE countries, he noted.

    He said that China’s efforts to comprehensively expand the country’s high-level opening up to the outside world and build various economic and trade platforms that provide a basis for both sides to carry out multi-faceted cooperation will open up important opportunities for cooperation between China and Central and Eastern Europe countries in the future.

    The strong trade and economic complementarity between China and the Central and Eastern European countries provides new space for cooperation in the industrial, trade in goods and trade in services sectors, Yan Dong added.

    The 4th China-CEEC Expo and China International Consumer Goods Fair will be held in Ningbo, east China’s Zhejiang Province, from May 22 to 25 this year. The event will be a major platform for showcasing branded products from CEEC countries, expanding imports from CEEC countries, and promoting mutual investment between China and these countries, the Ministry of Commerce said. -0-

  • MIL-OSI Security: Inland Empire Man Sentenced for Possessing Trade Secrets Belonging to U.S. Employer to Build Business with China Company

    A San Bernardino County man was sentenced Thursday for illegally possessing sensitive technologies that he downloaded from his Southern California-based employers and used to market his own competing company to a China-based company.

    Liming Li, 66, of Rancho Cucamonga, was sentenced to 12 months in prison by United States District Judge John A. Kronstadt, who also fined Li approximately $14,000 and ordered him to pay an additional $17,000 in restitution. LI was ordered to self-surrender by August 12, 2025.

    Li pleaded guilty to one count of possession of trade secrets in February.

    According to his plea agreement, from 1996 to 2013, Li worked for a Southern California-based business identified in court documents as “U.S. Company #1,” which specialized in precision measuring instruments and metrological technology and equipment. The company designed and sold a range of products such as micrometers, calipers, coordinate measuring machines (CMMs), and optical measurement systems.

    Li worked at U.S. Company #1 as a senior software engineer, then as a program manager. From 2013 to 2018, Li worked as chief technologist at a wholly owned subsidiary of U.S. Company #1. During his employment at U.S. Company #1 and its subsidiary, Li worked on the development of the source code for one of the company’s software programs, which was considered its proprietary information.

    In July 2013, Li signed an employee handbook and confidentiality agreement with U.S. Company #1 that required him to turn over all writings, records, files, technology, trade secrets or data containing any proprietary information belonging to the company. The agreement also prohibited Li from copying the company’s proprietary information without written permission.

    Li admitted in his plea agreement that he occasionally downloaded the company’s proprietary information onto his personal devices without permission. Li failed to return all the proprietary information belonging to U.S. Company #1 after its subsidiary terminated him in January 2018.

    In February 2018, Li operated a consulting company named JSL Innovations Inc. and in March 2020, he signed an employment agreement with Suzhou Universal Group Technology Co. Ltd., a China-based chain-and-bearing manufacturer. Li continued to work for Suzhou Universal until his arrest in May 2023. During this period, Li continued to knowingly possess U.S. Company #1’s proprietary information and – more than once – accessed this information without that company’s authorization.

    Li admitted that he used the proprietary information for his own economic benefit and that it would injure U.S. Company #1’s interests.

    The FBI investigated this matter with substantial assistance from the Department of Commerce, Office of Export Enforcement, Bureau of Industry and Security.

    The case against Li was brought under the auspices of the Disruptive Technology Strike Force, which is co-led by the Departments of Justice and Commerce. The Strike Force seeks to counter efforts by hostile nation-states to illicitly acquire sensitive U.S. technology to advance their authoritarian regimes and facilitate human rights abuses.

    Under this declaration, the SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    SB 96 was a priority of Governor Kemp, sponsored by Senator Drew Echols and carried in the House by Representative Matthew Gambill. It decreases the administrative burden on state agencies by reducing the number of boards that have grown inactive or perform duplicative roles.

    HB 113 was another priority of Governor Kemp, sponsored by Representative Lauren McDonald and carried in the Senate by Senator Bo Hatchett. It directs the Georgia Technology Authority to establish and keep updated a list of companies and products that are produced and/or sold by citizens or governments of countries designated as “foreign adversaries” by the U.S. Secretary of Commerce. This list will be utilized by the Department of Administrative Services (“DOAS”) and other state agencies in state purchasing decisions to bring greater security to our state agencies.

    Governor Kemp signed several additional pieces legislation that further his commitment to eliminate government waste and cut red tape:

    HB 148, sponsored by Representative John Carson and carried in the Senate by Senator Billy Hickman, authorizes two additional pathways towards obtaining a CPA, while maintaining the current CPA pathway – 150 Credit Hours, one year of experience, CPA Exam. The first requires a Bachelor’s degree in Accounting, two years of experience, and the CPA exam; while the second allows for a Master’s degree in Accounting, one year of experience, and the CPA exam. The other change clarifies that out-of-state CPAs in good standing in their home state and a passing grade on the national CPA exam can practice in Georgia without the need for a second state certification.

    HB 322, sponsored by Representative Lee Hawkins and carried in the Senate by Senator Max Burns, allows the Georgia Board of Dentistry to issue a teacher’s or instructor’s license to applicants who are licensed to practice in another state, country, or territory while they are employed at an accredited school or college.

    HB 579, sponsored by Representative Matt Reeves and carried in the Senate by Senator Larry Walker, grants the Professional Licensing Board Division Director administrative approval for licenses – streamlining the licensure process and removing barriers of entry for individuals to get to work in Georgia. 

    HB 630sponsored by Representative Marcus Wiedower and carried in the Senate by Senator Larry Walker, streamlines the administration of the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers and clarifies the requirements applicants for licensure must satisfy, while preserving the protections against bad actors within the industry.”.

    HB 635sponsored by Representative Marcus Wiedower and carried in the Senate by Senator Larry Walker, makes licensing requirements more objective by reducing individual discretion, promoting fairness, and streamlining the three pathways to licensure for Residential Basic, Residential Light Commercial, and Commercial General Contractors.

    SB 125, sponsored by Senator Larry Walker and carried in the House by Representative Lee Hawkins, decouples the pathway to licensure for professional engineers and land surveyors, allowing individuals to take their licensing exam after they graduate from their schooling and before acquiring their experiential requirements. Additionally, this bill authorizes the Secretary of State’s Office to implement a third-party electronic database to monitor the compliance of certain licenses where continuing education courses are required for license renewal. Lastly, the bill revises grammar and out of date language for electrical contractors, plumbers, conditioned air contractors, low-voltage contractors, and utility contractors with few regulatory changes.

  • MIL-OSI USA: Redstone Rising: FBI Director Patel Touts Redstone Arsenal as “Premier” Law Enforcement Capability Center; Recommits to 500 new agents

    WASHINGTON— Today, U.S. Representative Dale Strong, Vice Chairman of Commerce, Justice, Science Appropriations Subcommittee, spoke with Federal Bureau of Investigation Director, Kash Patel, regarding the Bureau’s Fiscal Year 2026 budget request. 

    The hearing focused on the agency’s budget requests to fight crime and protect the homeland. During the hearing, Representative Strong questioned Director Patel on Huntsville’s role in keeping Americans safe.

    STRONG: Let me start by shining a light on my district, Alabama’s Fifth Congressional District, which includes Huntsville, Alabama, and Redstone Arsenal. The FBI’s presence at Redstone Arsenal dates back over 50 years to 1971. Currently, FBI Redstone seats over 2,000 personnel and includes personnel from 20 of the FBI’s 30 sections.  

    Time and again North Alabama has answered the call to support the FBI with a second to work for state-of-the-art facility and plenty of room for cost-effective and responsible growth. Director Patel, a few weeks ago you visited Redstone Arsenal in my hometown. Could you share with us what you saw while you were there and the impression to visit left with you? 

    PATEL:  What I saw while I was there was the best example of what I see when appropriators work with the bureau to defend the nation and I wish everybody would go down to Huntsville, Alabama. It is our premier, premier experienced law-enforcement capability center and training facility that the interagency only wishes they had.  

    What we have down there in cyber, in long-range missile defense capabilities, nested there with NASA and the Department of Defense and further programs, including our terrorism explosive device center, which the world relies on to stop bombs from going off and so much more is down in Huntsville, Alabama.  

    And the reason it’s there is because appropriators were brilliant enough to provide a space outside of Washington, D.C. to take a geographic footprint and save money instead of rebuilding here in Washington to do it for half the cost in Alabama and that’s why we’re moving 500 FBI employees this year to Huntsville because the technical expertise they possess and we do not want to remove from the FBI is nested in Huntsville and not Washington DC and in order to train the future men and women the FBI, the DHS, the DOD and every other intelligence agency we have they’re already asking us “When do we get to go to Redstone?” So, I encourage everyone to go down there. 

    STRONG: Director Patel, I applaud your efforts to making America safe again and returning the FBI to its core mission. We must continue to get our dedicated FBI agents into the field and out of the beltway to protect America. There’s no better place to achieve this than Redstone in Huntsville, Alabama. Huntsville provides the most cost-effective location, distinct partnership opportunities, a high quality of life for personnel and remarkable talent. 

    Director Patel, could you expand on the plans for moving personnel and programs to Huntsville as it’s often called FBIHQ2? What are the timelines for executing this and do you have the necessary resources to execute this move? 

    PATEL: Taking those in reverse order, the short answer is no. So, we’ve got the North Campus in the South Campus down there. The North Campus is largely constructed and filled. The South Campus land has been leveled, and the plots have been mapped out. In order to fill it, and in order to build buildings three and four and five as we call them and the new training facilities—that we and the appropriators have already looked into and approved—we’re going to need another $160 million to accomplish that. And once those buildings are built in the next three years, we will move another 1,300 Maybe it’s 1,400 employees down Huntsville.  

    Because again, we are not removing them out of Washington D.C. to remove them. We need a place that allows their skills to be met and it’s not in Washington D.C. and tragically, it’s not Quantico either. I wish it worked, and we wouldn’t move, but that’s what we’re looking to build this for, the future— and it also gives us a landing platform in a more centrally located area of the country for the specialized teams to deploy out into the rest of America when something goes ‘boom’ or when there’s a tragic accident. So, I am asking the appropriators not only for the $145 million to finish the build but for the $60 million for the Operation and Maintenance (O&M) to keep the facilities up. 

    STRONG: With the great work occurring in Huntsville, I want to highlight the agency collaboration between the FBI, ATF, and DHS to address bombing instances and the use of explosives. The FBI’s hazardous device school Terrorist Explosive Device Analytic Center or TEDAC is located at Redstone. The ATF’s National Center for Explosive Training and Research and the US bomb data center are also located in Huntsville likewise DHS routinely collaborates with these partners specifically for bombing prevention.  

    Director Patel, could you talk a little bit about the interagency efforts to address bombing instances in the use of explosives? 

    PATEL: Yes, I’ll try to be brief. Just like with drone technology, our adversaries when it comes to explosive devices, their technical capabilities have exponentially increased. And in order to keep up and stay ahead and not behind the boom— what we have to do is train. 

    And this is another point of training for Redstone Arsenal. Everyone that’s qualified as a bomb technician the FBI and the rest of the country gets that training in Huntsville, Alabama. And that’s the reason we need these schools to exist to stay ahead of the fight and these explosive devices that are being engineered in people‘s basements and places across the world and being shipped here we need to know how to shut those off before they explode and that’s what Redstone does.
