  • MIL-OSI USA: HHS, FDA Praise Consumer Brands Association’s Vow to Remove Artificial Colors from America’s Food Supply

    WASHINGTON – Today the leadership of the U.S. Department of Health and Human Services (HHS) praised the Consumer Brands Association for its pledge on behalf of the makers of the nation’s food and beverage products to remove certified Food, Drug & Cosmetic (FD&C) petroleum-based colors from America’s food supply. With support from the Trump Administration, this pledge urges member companies to stop manufacturing with FD&C colors by December 31, 2027.
    President Trump, Health and Human Services Secretary Robert F. Kennedy, Jr. and U.S. Food and Drug Administration Commissioner Dr. Marty Makary have made the removal of artificial colors a priority. This pledge is another example of the Trump Administration and industry working together to bring results quickly to the American people.
    “America is entering a new era of nutrition,” said Secretary Kennedy. “In just a few months, the nation’s leading food and beverage producers have taken bold steps to clean up products loved by children and families. Replacing synthetic food dyes with natural colors marks another major victory in our mission to Make America Healthy Again.”
    “Promises made, promises kept,” said FDA Commissioner Makary. “We’ve worked hard with industry over the past three months to meet our goal to phase out all petroleum-based dyes from the nation’s food supply. During this time, the FDA also approved four new natural color additives. Today is a win for America’s kids.”
    Consumer Brands Association recently announced a voluntary commitment to remove FD&C colors from foods served in schools nationwide by the start of the 2026-2027 school year. Through today’s voluntary commitment they are agreeing to eliminate the use of FD&C Blue No. 1, Blue No. 2, Green No. 3, Red No. 40, Yellow No. 5, and Yellow No. 6 from their product portfolios.

According to a new consumer AI report commissioned by Microsoft, nearly 60% of people report using generative AI for work and business purposes in the past year. Even more (64%) report using AI for hobbies and personal interests like art, music and DIY projects.

    As the world adapts to this new era of AI infused with daily life, Windows is here to meet you where you are, with intuitive experiences built in to make what you already do on your PC even easier.

    Windows 11 is the home for AI, offering the most expansive and capable AI experiences for consumers today on Copilot+ PCs—with exclusive AI superpowers like Recall (preview), Click to Do (preview) and improved Windows search, as well as groundbreaking new ways to interact with your PC, like Copilot Vision on Windows, all available now.

    Today, we continue to make new experiences generally available for Windows 11 and Copilot+ PC users that make Windows more intuitive, more accessible and ultimately more useful.

    Read on to discover what’s available and how to get started using these experiences today.

    Changing Windows Settings has never been easier, with Windows’ first agent

    It’s never been easier to adjust your settings in Windows. Now on Copilot+ PCs, you can use your own words in the settings search box to describe something you’d like to change, and instantly get recommendations, including actions to adjust the relevant setting with one click.

    This is made possible through the new agent in Settings, Windows’ first agent optimized for Copilot+ PCs.

    Hundreds of settings across displays, connectivity, accessibility and much more are now customizable through the agent in Settings, with the ability to enable or undo any setting you change.

    To use the agent in Settings:

    1. Open Settings from the Taskbar or Start Menu
    2. Type in the Settings search box what you want to change using your own words, such as “I want to enable quiet hours” or “connect Bluetooth device.” For some settings, you can even make specific requests, such “change my resolution to 1920×1080.”
    3. If the agent can make the change, it will offer an option to complete the action to change the setting, as well as an option to undo any setting you change.
    4. When settings are unable to be adjusted by the agent, improved Windows search will surface relevant settings to help you get closer to what you’re looking for, faster.

    The agent in Settings begins to become available starting today for Windows customers using English on Snapdragon-powered Copilot+ PCs, with availability on Intel and AMD devices coming at a later datei.

    Do even more with Click to Do (preview)

    Click to Do keeps you in the flow to get things done faster, providing contextual actions to text and images on your screen.

    After invoking Click to Do, relevant text or visual actions will appear that include the ability to prompt Copilot, search the web, create bulleted lists, start a draft of a document or email, or even schedule a Teams meeting—all without leaving your current window.

    New actions available starting today includeii:

    • Practice in Reading Coachiii is a new Click to Do text action that helps you improve reading fluency and pronunciation. Select text on your screen, choose Practice in Reading Coach, and read the text aloud. Reading Coach gives you feedback and shows where to improve.
    • Read with Immersive Reader is a new text action in Click to Do that displays text in a focused, distraction-free environment. It helps improve reading and writing for all skill levels and abilities. You can adjust text size, spacing, font and background theme, have text read aloud, break words into syllables and highlight parts of speech. The picture dictionary shows images for unfamiliar words.
    • Draft with Copilot in Wordiv is a new text action enabling you to quickly turn any recognized text into a full draft. Whether it’s a sentence in an email or a snippet on your screen, press Win + Click on the recognized text, then select Draft with Copilot in Word. No more blank pages. No more writer’s block. Just momentum.
    • Click to Do now supports actions through Microsoft Teams. When you select an email address recognized by Click to Do on your screen, you can choose to send a Teams message or schedule a Teams meeting. These options make it easy to ask a question or set up time to talk without interrupting your workflow.

    To get started with Click to Do:

    1. Press the Windows key + mouse click, Windows key + Q, or access through the Start menu and Snipping Tool.
    2. Click to Do also supports hardware-specific options like double clicking your pen on your pen-capable device or swiping from the right with your pen or finger on your touch screen.
    3. Learn more about all the ways you can use Click to Do to get more done on your Copilot+ PC.

    Photos relight brings professional lighting controls to your pictures

    Relight in the Photos app brings professional lighting controls to your snapshots. Open any image in Photos, select Edit > Relight, and then click to place up to three virtual light sources around your subject.

    Adjust each light’s intensity, color and position with simple sliders, or choose from built-in presets like “Studio Portrait” and “Cinematic Glow.”

    To use relight in Photos:

    1. Open the Photos app and select the image you want to relight.
    2. Select Edit, then select Relight from the available options.
    3. Choose one of the lighting presets, and optionally customize each light’s location, brightness, softness or color, and the overall intensity of the effect.

    This feature is available now on Copilot+ PCs with Snapdragon X Series processors, with support for Copilot+ PCs powered by Intel and AMD coming soon.

    Paint adds even more creative capabilities with sticker generator and object select

    In May, we introduced multiple enhancements to elevate your creative experience, now available on Copilot+ PCs.

    Sticker generatorv is a new AI-powered feature in Paint that lets you create custom stickers by simply typing a prompt. To get started, click on the Sticker generator button in the Copilot menu. From there, you can type in a description of the sticker you want to create, like “a cat wearing sunglasses,” and hit the Generate button.

    Paint will then generate a set of unique stickers based on your prompt. Once the stickers are generated, you can click on any one of them to instantly apply it to your canvas, copy the sticker for use in other applications, or save it for later. To access your recently generated stickers, click on the new Stickers option in the Paint toolbar.

    We’re also releasing object select, a smart selection tool that uses AI to help you isolate and edit individual elements in your image. To get started, click on the Object select tool in the toolbar and simply pinpoint specific elements on the canvas to select and make edits instantly.

    To use the new updates in Paint:

    1. Open the Paint app.
    2. Explore the new welcome experience to learn more about features like Cocreator, generative erase, sticker generator, object select and Layers.
    3. Try out the new sticker generator and object select features.

    Be more productive with Snipping Tool perfect screenshot and color picker

    We’ve also added two new features to Snipping Tool—perfect screenshot and color picker.

    Perfect screenshot is a new AI-powered feature exclusive to Copilot+ PCs that allows you to precisely capture content on your screen with the Snipping Tool app without the need to crop or resize it post-capture.

    To try Snipping Tool perfect screenshot:

    1. Invoke the Snipping Tool capture toolbar from within the app or by using the Print Screen keyboard shortcut.
    2. Select the Perfect screenshot button from the toolbar when in rectangle mode and start selecting a region of your screen.
    3. Once activated, perfect screenshot will intelligently resize based on the content in your selection. You can also quickly enable perfect screenshot by holding the Ctrl keyboard shortcut after invoking Snipping Tool while selecting a region of your screen.
    4. Move or edit the area before confirming your capture, ensuring you get the perfect screenshot every time!

    For all Windows 11 PCs, we have also added the ability to easily identify and capture colors seen on your screen through the introduction of color picker. Color picker is great for anyone who might need to quickly match a color you see on your screen as part of a project—whether that be designers, developers or everyday color aficionados.

    To try color picker in Snipping Tool:

    1. Invoke the Snipping Tool capture toolbar from within the app or by using the Print Screen keyboard shortcut.
    2. Select Color picker from the toolbar and then inspect or select a color code on your screen, choosing from HEX, RGB or HSL values. Need to be more precise? You can zoom by scrolling in on your pointer or using by using the Ctrl +/- keyboard shortcuts.

    Do more with Microsoft Copilot and Edge on Windows 11

    Copilot Vision on Windows, now available in the U.S., is a new way to engage with your Windows 11 PC. When you enable it, it can see what you see on your device and talk to you about it in real time.

    It acts as your second set of eyes, able to analyze content, help when you’re lost, provide insights and answer your questions as you go. Whether you’re browsing, working or deep in a project, Copilot Vision offers instant insights and answers.

    And with Highlights, you can go a step further and ask Copilot “show me how” for a specific task and it will show you within the app you’re in where to click and what to do. On Windows, Copilot can help you navigate multiple apps at once, including your full desktop, serving as a true companion to help you accomplish any task.

    To get started with Copilot Vision on Windows:

    1. Open the Copilot app and click the glasses icon in your composer.
    2. Select which browser window or app you want to share.
    3. Ask Copilot to help with whatever you’re working on. To stop sharing, press ‘Stop’ or ‘X’ in the composer. It’s a fully opt-in experience that always puts you at the controls.

    Microsoft Edge is also the only browser built for Windows, offering the most seamless PC browsing experience with AI-powered tools, productivity features, and built-in performance and security features that help you browse quickly and safely.

    With features like Edge Game Assist, now available on Windows 11vi, you can get tips and guides for many of the top PC games, easy access to essential sites like Discord, Spotify, and Twitch, and more — all right in your game.

    To use Edge Game Assist, simply press Win+G to open Game Bar and start using Microsoft Edge for a seamless and immersive gaming experience.

    Making the unexpected easier with faster recovery 

    Unexpected restarts are frustrating, that’s why starting today, people will begin to experience several improvements that make this experience quicker and more user friendly so you can pick up right where you left off.

    With quick machine recovery, a new recovery mechanism for Windows 11 PCs, your PC will automatically detect and fix widespread issues during an unexpected restart using the Windows Recovery Environment (WinRE).

    We’ve also streamlined the unexpected restart experience, reducing the time users spend on the screen from 40 seconds to just 2 seconds for most consumer devices on Windows 11, version 24H2.vii

    As part of these changes, we also made an update to how our interface appears during an unexpected restart, introducing a simplified user interface (UI) that pairs with the shortened experience to display a more readable layout while keeping the technical details visible.

    From modern security to faster performance and the latest features and experiences, Windows 11 is built to help you work, play and create with ease. With support for Windows 10 ending on Oct. 14, 2025, we’re here to ensure your transition is smooth, secure and up to date.

    We understand that moving to a new PC can take time, and we’re here to support you throughout the process. The Windows 10 Extended Security Updates (ESU) program is designed to keep your current Windows 10 PC protected after support ends—helping you stay secure during the transition.

    Starting today, individuals will begin to see an enrollment wizard through notifications and in Settings, making it simple to select the best option for you and enroll in ESU directly from your personal Windows 10 PC.

    How to get these updates

    Over the next month, we will be gradually rolling out several of these features via controlled feature rollout (CFR) to consumers. Some of these experiences are available today via this month’s Windows non-security preview update, as well as updates available in the Microsoft Store.

    Consumers who would like to be among the first to experience new enhancements can simply go to Settings > Windows Update and turn on Get the latest updates as soon as they’re available.” Then select “Check for updates” to download and install the most recent non-security preview release.

    Ensure that Microsoft Paint, Photos and Copilot applications are updated to the latest versions available.

    Thoughtfully designed hardware

    Many laptops place antennas near the base, where signals are more likely to be blocked by objects or the user’s legs.     This design required a new material, one that allows radio signals to pass through without impacting performance, while still delivering the durability, premium feel and lightness our customers are looking for.     strong>LITTLE ROCK, Ark. – Homeowners and business owners who had damage from the destructive storms, tornadoes and flooding in Arkansas in April have until 11:59 p.m. Tuesday, July 22, to apply for federal disaster assistance.
    Residents including homeowners, renters and business owners may apply for assistance if your home or business is in Clark, Clay, Craighead, Crittenden, Desha, Fulton, Greene, Hot Spring, Jackson, Miller, Ouachita, Pulaski, Randolph, St. Francis, Saline, Sharp or White County.
    In planning your recovery from the April 2-22 storms, give yourself the widest possible set of options. If you applied for damage or losses after the storms in March, you may apply again for FEMA assistance for uninsured property losses from the April storms. Previous FEMA aid does not affect eligibility for assistance. 
    Loans from the U.S. Small Business Administration also hold many benefits for survivors. SBA loans are not just for businesses. They are the largest source of federal disaster recovery funds for survivors. In a presidentially declared disaster, these long-term, low-interest loans are available to homeowners, renters, businesses of all sizes and nonprofit organizations including houses of worship.
    FEMA has many types of assistance available. FEMA may be able to help with basic home repair costs, personal property loss, and temporary housing while you are unable to live in your home. Repair or replacement assistance may be available for a primary vehicle, a computer damaged in the disaster, or books and other items required for school.

    Today, U.S. Senators Josh Hawley (R-Mo.) and Richard Blumenthal (D-Conn.) introduced bipartisan legislation to protect consumers’ data rights and hold Big Tech companies accountable for illegally pirating creators’ copyrighted works to train their artificial intelligence (AI) models.

    Senator Hawley’s legislation follows his recent Senate Judiciary Subcommittee hearing where he sounded the alarm on AI companies’ willful engagement in “the largest intellectual property theft in American history.”

    “AI companies are robbing the American people blind while leaving artists, writers, and other creators with zero recourse. It’s time for Congress to give the American worker their day in court to protect their personal data and creative works. My bipartisan legislation would finally empower working Americans who now find their livelihoods in the crosshairs of Big Tech’s lawlessness,” said Senator Hawley.

    “This bill embodies a bipartisan consensus that AI safeguards are urgent—because the technology is moving at accelerating speed, and so are dangers to privacy. Enforceable rules can put consumers back in control of their data, and help bar abuses. Tech companies must be held accountable—and liable legally—when they breach consumer privacy, collecting, monetizing or sharing personal information without express consent. Consumers must be given rights and remedies—and legal tools to make them real—not relying on government enforcement alone,” Senator Blumenthal said.

    Senators Hawley and Blumenthal have previously teamed up to put power back in the hands of users when it comes to Big Tech. Last Congress, they introduced a bipartisan framework to implement guardrails for AI that would protect consumers.

    The AI Accountability and Personal Data Protection Act will: 

    • Bar AI companies from stealing and training on copyright works. The bill safeguards individuals’ copyrighted materials from being used in AI training or AI-generated content without permission. 
    • Create a federal tort for data misuse. The legislation allows individuals to sue any person or company that appropriates, uses, sells, or exploits their personal data or copyrighted works without clear, affirmative consent. 
    • Provide transparency for creators. The bill requires companies to clearly disclose every third party that will access an individual’s data at the time consent is sought. 
    • Ensure robust remedies. The legislation provides for stiff financial penalties, injunctive relief, and protects the ability of individuals to sue in court and join class actions.

    Washington, D.C. –  U.S. Senator Cynthia Lummis (R-WY) joined Senate Banking Committee Chairman Tim Scott (R-SC) and U.S. Senators Bernie Moreno (R-OH) and Bill Hagerty (R-TN) in releasing a discussion draft of the Banking Committee provisions of comprehensive digital asset market structure legislation, building on principles developed in collaboration with Chairman Scott to establish a clear regulatory framework for the digital asset industry.

    The time for regulatory uncertainty in the digital asset space has come to an end,” said Lummis. “This discussion draft represents a thoughtful, balanced approach that will provide the clarity our innovators need while providing robust consumer protections.   • MIL-OSI USA: King Cosponsors Bill to Prohibit Sharing of Personal Data of DACA Program Applicants with Immigration Officials

    WASHINGTON — U.S. Senator Angus King (I-ME) has joined legislation to prohibit the sharing of sensitive personal data, like taxpayer and health information, with Immigration and Customs Enforcement (ICE). The Protect DREAMer Confidentiality Act would provide a statutory guarantee to current and prospective Deferred Action for Childhood Arrivals (DACA) program applicants, also known as Dreamers, that the private information they provide in their applications will not be used against them. This comes as the Trump Administration increases information sharing to advance its mass deportation agenda.

    The Protect DREAMer Confidentiality Act will prohibit the DHS Secretary from disclosing information included in an individual’s application for the DACA program to law enforcement agencies, including ICE and U.S. Customs and Border Protection (CBP), for any purpose other than the implementation of the DACA program, with limited exceptions.

    “Dreamers are productive, established members of our community woven into the fabric of our lives; neighbors and friends that go to school, work at the local store, and contribute honestly to American society no matter the passport they hold,” Senator King said. “The Protect DREAMer Confidentiality Act would allow thousands of law-abiding Dreamers to continue living their lives and making contributions to society without fear of their personal information being misused by those enforcing the administration’s misguided deportation agenda.”

    Since 2012, more than 825,000 people have received deferred action pursuant to DACA, contributing an estimated $140 billion to the U.S. economy in spending power and paying $40 billion in combined federal, payroll, state, and local taxes. In 2021, a federal district court judge paused the DACA program and prevented USCIS from approving any new DACA applications. In March 2025, however, a Fifth Circuit decision giving United States Citizenship and Immigration Services (USCIS) the authority to start processing initial DACA applications from states other than Texas went into effect.

    Last month, the Trump Administration gave Department of Homeland Security (DHS) personal data, including immigration status, on millions of Medicaid enrollees and announced it would require some undocumented immigrants to register with DHS. The Administration also finalized an agreement giving U.S. Immigration and Customs Enforcement (ICE) access to taxpayer data from the Internal Revenue Service (IRS) for immigration enforcement. Meanwhile, the Administration’s Department of Government Efficiency (DOGE) recently gained access to key immigration databases, including the Executive Office for Immigration Review’s (EOIR) Courts and Appeals System (ECAS), U.S. Citizenship and Immigration Services’ (USCIS) Data Business Intelligence Services, which contains information on noncitizens who have applied for DACA, and the U.S. Department of Health and Human Services’ (HHS) Unaccompanied Alien Children portal.

    Specifically, the Protect DREAMer Confidentiality Act will:

    1. Direct the DHS Secretary to protect the information included in an individual’s application to the DACA program from disclosure to ICE, CBP, and any other law enforcement agency for any purpose other than the implementation of the DACA program;
    2. Prohibit the DHS Secretary from referring anyone with deferred enforcement protections pursuant to the DACA program to ICE, CBP, the Department of Justice (DOJ), and any other law enforcement agency; and
    3. Provide limited exceptions for when an individual’s application information may be shared with national security and law enforcement agencies, namely:
      1. To identify or prevent fraudulent claims;
      2. For particularized national security concerns; and
      3. For the investigation or prosecution of a felony, provided that the felony in question is not related to the applicant’s immigration status.

    In addition to King, this bill is cosponsored by Senators Martin Heinrich (D-NM), Brian Schatz (D-HI), John Fetterman (D-PA), Sheldon Whitehouse (D-RI), Ben Ray Lujan (D-NM), Patty Murray (D-WA), Mazie Hirono (D-HI), Catherine Cortez Masto (D-NV), Bernie Sanders (I-VT), Ed Markey (D-MA), Tammy Duckworth (D-IL), Jacky Rosen (D-NV), Michael Bennet (D-CO), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), Ron Wyden (D-OR), Andy Kim (D-NJ), Richard Blumenthal (D-CT), Peter Welch (D-VT), Amy Klobuchar (D-MN.), Lisa Blunt Rochester (D-DE), Jack Reed (D-RI), Alex Padilla (D-CA) and Chris Murphy (D-CT).

    Senator King is a strong opponent of the Trump Administration’s continued efforts to repeal protections for DACA recipients. He has repeatedly sought a legislative solution to provide stability for DACA recipients. Most recently, he sent a letter to Acting Director of U.S. Citizenship and Immigration Services (USCIS) Angelica Alfonso-Royals, highlighting the popular support for providing Dreamers a pathway to citizenship and request that the Trump Administration comply with the recent Fifth Circuit Court of Appeals ruling to resume processing applications for DACA. Previously, Senator King joined a group of his Senate colleagues in a letter urging former Senate Majority Leader Mitch McConnell (R-KY) to immediately take up the bipartisan House-passed American Dream and Promise Act, which would establish a path to citizenship for Dreamers and immigrants with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). In addition, King led a bipartisan proposal with Senator Mike Rounds (R-SD) that would have provided legislative protections for Dreamers.

         A send-off ceremony for the Young Astronaut Training Camp 2025 was held at the Hong Kong Science Museum today (July 22). Thirty selected secondary students will set off for Beijing, Jiuquan, and Xi’an from July 25 to August 2 for a nine-day training programme.
     
         Addressing the send-off ceremony, the Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, encouraged the Young Astronauts to seize this precious training opportunity to immerse themselves in the country’s remarkable aerospace endeavours, look up to aerospace heroes as their role model, and become a valuable new force in promoting the nation’s space development.

         Launched in 2009, the Young Astronaut Training Camp has entered its 14th edition, with a total of 400 students participating over the years. The recruitment of this year’s training camp started in May and received an overwhelming response. After three rounds of the selection process, which included a quiz on astronomy and space science, a three-day training camp and an interview, 30 students from Secondary Two to Secondary Six were selected as Young Astronauts out of around 120 applicants from more than 80 secondary schools.
     
         The students participating in the nine-day training camp will visit various key astronomy and aerospace facilities, including Beijing Aerospace City and the Jiuquan Satellite Launch Center. This year’s programme also marks the first visit to the Wuqing Station of the National Astronomical Observatories, where they will learn about data reception and deep space communication systems of the Tianwen-1 Mars exploration mission. At the China Astronaut Research and Training Center, they will experience the aerospace medicine project and astronaut training activities, including the donning and doffing of spacesuits and savouring space food.
     
         The training camp is jointly presented by the Leisure and Cultural Services Department and the Chinese General Chamber of Commerce, in association with the Beijing-Hong Kong Academic Exchange Centre. It is organised by the Hong Kong Space Museum and sponsored by the Chinese General Chamber of Commerce.     The IAM Western Territory joined together in a powerful show of solidarity, strategy, and celebration at the territory’s 2025 staff conference. Held under the theme, “People, Power, Change,” the conference brought IAM leadership, staff, and allies together to sharpen their organizing focus, reflect on recent victories, and recommit to building a stronger labor movement.

    Western Territory General Vice President Robert “Bobby” Martinez opened the conference with a message of unity and urgency, reminding attendees that organizing is the foundation of the IAM’s mission.

    “This conference isn’t just about celebrating what we’ve done—it’s about preparing for what’s next,” said Martinez. “The power to organize, to fight back, and to lift each other up lives in every one of us.”

  • MIL-OSI Analysis: As Sri Lanka’s economy pivots from tourism, it’s well placed to benefit from global trade and geopolitical jostling – new research

    With its natural beauty, wildlife and culture, Sri Lanka is known as the “pearl of the Indian Ocean”, and attracts millions of tourists every year.

    But my research suggests that the country might not be so reliant on tourism in the future, as it looks to become a major player in global maritime trade. The island’s numerous harbours and enviable location along international sea routes have led to major investment from China and the US, as they seek to extend their strategic influence in the region.

    That investment is being welcomed after years of economic and political turmoil in Sri Lanka.

    The Easter bombings of 2019 targeted Catholic churches and hotels, killing 269 people and devastating tourism. The same year, significant tax cuts slashed government revenue before COVID did serious damage to the economy.

    In 2021, a ban on chemical fertilisers led to nationwide agricultural failure, while excessive borrowing and money printing triggered soaring inflation, which peaked at 70% in August 2022. The country ended up failing to pay its foreign debts.

    Following huge protests in 2022 and the resignation of the president, Sri Lanka began a major political and economic shift. It secured a bailout from the International Monetary Fund and implemented reforms aimed at stabilising the economy.

    So far, some of the effects have been positive. Inflation has eased, investor confidence has improved and more tea, clothing and rubber products are being exported up.

    Key to this has been improved logistics and port infrastructure. Business at the port of Colombo, the country’s largest, is booming, aided in part by global shipping disruptions, including the Red Sea crisis, which rerouted vessels through the Indian Ocean.

    But international maritime ambitions can be a complex affair, and Sri Lanka needs to be wary of becoming just a well-positioned commodity for the world’s economic superpowers.

    China for example, has secured a controversial 99-year lease of Hambantota port. India, wary of Chinese encroachment, has ramped up its own investments, including the development of a container terminal in Colombo.

    In 2023, the US announced a US$500 million (£372 million) plan to develop a deep-water shipping container terminal at the port of Colombo. And the potential US tariffs of 30% on imports from Sri Lanka have been interpreted by some as a pressure tactic to get greater access to its waters.

    Balancing these interests is a delicate act. While foreign investment is crucial for infrastructure development, Sri Lanka needs to protect its sovereignty and ensure that port operations serve national, not just international, interests.

    My research suggests that one way of building a resilient and diverse Sri Lankan economy would be to focus on its surrounding waters. Sri Lanka’s vast “exclusive economic zone”, an area of sea where it controls marine resources, holds massive untapped potential.

    Blue economy

    This potential lies in traditional sectors like fisheries and tourism, but also emerging industries such as marine biotechnology.

    This growing field offers opportunities in things like bioengineering and marine-based pharmaceuticals. With other countries rapidly advancing in these sectors, Sri Lanka is well-positioned to follow suit and become a regional leader in the blue economy (economic activities associated with the sustainable use of ocean resources).

    But there is still a complex web of geopolitical interests and economic pressures to navigate, as well as environmental challenges.

    At the moment for example, the Sri Lankan government is making plans for the deep natural port at Trincomalee to become a major marine repair and refuelling centre between Dubai and Singapore. Other proposed projects include offshore wind farms and oil rig facilities.

    The country also needs to compete with the likes of Malaysia, which is investing heavily in AI-driven port operations. To stay competitive, Sri Lanka must modernise infrastructure and streamline processes.

    And despite the progress, challenges persist. Poverty in Sri Lanka has doubled since 2021, while youth unemployment remains high.

    Sri Lanka faces rising maritime threats like piracy and illegal fishing, requiring stronger maritime surveillance. Simultaneously, port expansion risks damaging marine ecosystems. Green technologies and stricter environmental regulations are essential for long-term security and sustainability.

    Sri Lanka’s strategic location and maritime heritage offer a foundation for economic renewal. With wise governance, sustainability, and balanced geopolitics, its ports could once again become vital gateways to regional prosperity and global trade.

    Washington, D.C. – Today, U.S. Senator Ben Ray Luján (D-N.M.) announced funding secured for New Mexico communities through the Appropriations Committee’s bipartisan passage of the Fiscal Year (FY) 2026 Military Construction, Veterans Affairs, and Related Agencies (MilCon-VA) Appropriations Bill and Fiscal Year (FY) 2026 Commerce, Justice, Science, and Related Agencies (CJS) Appropriations Bill.

    From both appropriations bills, Senator Luján secured $16,820,000 in Congressionally Directed Spending for key local projects that will strengthen our national security, boost violence intervention programs, and equip law enforcement with the resources needed to keep New Mexico communities safe.

    overnor Kathy Hochul today announced that an additional $200 million is now available for zero-emission school buses through the third installment of funding from the historic $4.2 billion Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022. The funding, distributed through the New York School Bus Incentive Program (NYSBIP), supports the purchase of electric buses, charging infrastructure, and fleet electrification planning as public schools transition to zero-emission technologies that improve air quality and reduce pollution in communities. This investment helps ensure that schoolchildren, drivers, and the communities where they live across New York benefit from clean, quiet, and healthy buses.

    “New York State is leaning into our Environmental Bond Act commitment to provide public schools with the funding and resources to make electric school buses more affordable,” Governor Hochul said. “We are leaving no school behind as we reduce pollution from vehicles so every student can benefit from clean air while building healthier, more sustainable communities for New Yorkers across the state.”

    Administered by the New York State Energy Research and Development Authority (NYSERDA), NYSBIP provides incentives to eligible school bus fleet operators, including school districts and school bus operators, that purchase zero-emission buses. It also offers charging infrastructure vouchers to help support the installation of Level 2 or DC fast chargers and provides funding to develop fleet electrification plans. This support helps ensure safer, more reliable transportation for students while giving schools the tools they need to make smart, cost-effective upgrades.

    The funding is available on a first-come, first-served basis with incentive amounts covering up to 100 percent of the incremental cost of a new or repowered electric school bus. This helps offset some or all of the difference in purchase price between zero-emission buses and comparable diesel or gasoline buses. All school bus fleet operators in New York State can also qualify for funding for fleet electrification plans, which provide a customized roadmap for electric bus adoption.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Today is the latest in a series of support that NYSERDA has offered to help make it easier for fleet operators to plan, navigate incentives for bus purchases and install vehicle charging infrastructure. We are excited to help more adopt zero-emission school buses through this additional Environmental Bond Act funding.”

    Program eligibility and rules for charging infrastructure funding are available online through the NYSBIP Implementation Manual. School bus fleet operators do not apply directly for school bus funding. Vehicle dealers apply the funding to the price of buses on their behalf after fleet operators have issued purchase orders. Fleet operators apply directly to NYSERDA for charging vouchers, which support adding charging infrastructure to their depots.

    Larger funding amounts are available for high-need school districts and school districts with significant portions of their population living in disadvantaged communities, as determined by the New York State Climate Justice Working Group criteria. While these districts are defined as priority districts through this program, all school districts can earn increased incentives by removing a gas or diesel bus from operation, purchasing wheelchair accessible buses, or purchasing buses with vehicle to grid capability. All school districts that complete fleet electrification plans also become eligible for higher funding amounts.

    New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “The continued rollout of zero-emission school buses is critical to improving air quality and protecting the health of students and drivers in communities across the State. Investments through the Bond Act are making the transition to these greener vehicles more affordable for school districts. Under the leadership of Governor Hochul and in coordination with our state agency partners, DEC remains focused on administering Bond Act funding to support this important program and continue momentum to help address climate impacts, reduce harmful emissions, and improve quality of life for New York families.”

    New York State Department of Public Service CEO Rory M. Christian said, “Kudos to Governor Hochul and her team for encouraging further adoption and deployment of zero-emission school buses. This program will help continue our move toward a cleaner environment, which benefits all of us.”

    New York State Health Commissioner Dr. James McDonald said, “I thank Governor Hochul for her continued investment in the health of our children and commitment to building healthier communities across the state. Cleaner air means healthier kids, and reducing pollution around schools helps protect them from asthma and other respiratory problems.”

    Modernizing public school transportation with zero-emission buses is a priority for Governor Hochul to ensure the health of New York students. The FY25-26 New York State Budget continued to build momentum for school districts to put electric school buses on the road this year while providing districts with additional flexibility and time to complete their electrification plans and get hands-on experience with this new technology. The new independent range estimate requirement for bus manufacturers will also give school districts greater confidence that the buses will meet specific mileage and route conditions.

    Since NYSBIP’s launch, 88 school districts have applied for funds to purchase 529 buses, which includes 50 priority school districts accounting for 406 buses, and 400 districts are now working with NYSERDA to create Fleet Electrification Plans.

    The Bond Act requires that disadvantaged communities receive no less than 35 percent, with a goal of 40 percent, of the benefit of total Bond Act funds. In line with this goal, NYSERDA aims to ensure that at least 40 percent of the New York School Bus Incentive Program benefits disadvantaged communities. Buses domiciled in priority districts are eligible for higher incentive amounts in support of new zero-emission buses and charging infrastructure.

    New York State provides many resources for school bus fleet operators to transition their fleets to zero-emission buses, including an Electric School Bus Guidebook, a collection of practical user guides that highlight the benefits of electric school buses to make each part of transitioning a bus fleet easy to understand. This is a resource that can inform discussions with schools, New York State agencies, legislators, communities, manufacturers, bus dealers, and utilities to raise awareness on the Bond Act funding available to school districts and to help more communities understand the health and climate benefits that electric buses provide.     Prime Minister Narendra Modi will embark on a two-nation visit on Wednesday, beginning with an official tour to the United Kingdom at the invitation of UK Prime Minister Keir Starmer from July 23-24. This will mark his fourth visit to the UK, underscoring the deepening ties between the two nations, especially in the realm of economic cooperation.

    India and the UK share a strong and steadily growing economic partnership, reflected in robust trade figures and expanding investment flows. Bilateral trade between the two countries stood at approximately $53.75 billion in 2024, with Indian exports valued at around $32.5 billion and imports at about $21.25 billion. Trade in goods contributed $22.5 billion, while the services sector accounted for nearly $31.25 billion.

    Investment flows between the two countries continue to deepen. The UK ranks as the sixth-largest inward investor in India, with a cumulative equity investment of $35 billion as of September 2024. On the other hand, Indian investments in the UK amounted to $19 billion till March 2024. There are currently 971 Indian companies operating in the UK, employing over 1 lakh people. Meanwhile, 667 British companies are active in India, providing employment to more than 5 lakh people.

    A key development in bilateral economic relations has been the successful conclusion of the India-UK Free Trade Agreement (FTA) and the Double Contribution Convention. These landmark announcements were made during a telephonic conversation between the two Prime Ministers on May 6, 2025, following three years of negotiations. The FTA, one of India’s most comprehensive, spans 26 chapters, covering sectors such as goods, services, rules of origin, intellectual property rights, government procurement, digital trade, telecom, financial services, environment, and labour.

    Two institutional mechanisms have played a pivotal role in driving the India-UK economic agenda. The India-UK Joint Economic and Trade Committee (JETCO), launched on January 13, 2005, is designed to strengthen strategic economic ties through a business-driven approach. The 15th JETCO meeting took place in New Delhi on January 13, 2022, co-chaired by India’s Commerce and Industry Minister Shri Piyush Goyal and UK’s then Secretary of State for International Trade, Ms. Anne-Marie Trevelyan. It was during this meeting that both nations formally launched negotiations for the FTA.

    The India-UK Economic and Financial Dialogue (EFD), established on February 4, 2005, has been instrumental in shaping macroeconomic cooperation. The 13th EFD meeting was held in London on April 9, 2025, led by the Finance Ministers of both countries.     QUAKERTOWN, Pa., July 22, 2025 (GLOBE NEWSWIRE) — QNB Corp. (the “Company” or “QNB”) (OTCQX: QNBC), the parent company of QNB Bank (the “Bank”), reported net income for the second quarter of 2025 of $3,883,000 or $1.04 per share on a diluted basis. This compares to net income of $2,465,000, or $0.67 per share on a diluted basis, for the same period in 2024. For the six months ended June 30, 2025, QNB reported net income of $6,461,000, or $1.74 per share on a diluted basis. This compares to net income of $5,059,000, or $1.38 per share on a diluted basis, reported for the same period in 2024.

    For the second quarter ended June 30, 2025, the annualized rate of return on average assets and average shareholders’ equity was 0.83% and 14.25%, respectively, compared with 0.57% and 10.73%, respectively, for the second quarter 2024.

    The operating performance of the Bank, a wholly-owned subsidiary of QNB Corp., improved for the quarter ended June 30, 2025, in comparison with the same period in 2024, due primarily to improvement in the interest margin causing a $2,915,000 increase in net interest income and a reduction in the provision for credit losses on loans and unfunded commitments of $260,000; this was partly offset by a decrease in non-interest income of $146,000 and an increase in non-interest expense of $539,000. The change in contribution from QNB Corp. for the quarter ended June 30, 2025, compared with the same period in 2024, is primarily due to a decrease in net interest income of $855,000, related to the subordinated debt issuance in 2024.

    Total assets as of June 30, 2025 were $1,884,828,000 compared with $1,870,894,000 at December 31, 2024. Total cash and cash equivalents increased $15,758,000, or 31.1%, to $66,471,000, primarily due to increases in customer deposits. Loans receivable increased $2,491,000 to $1,218,539,000. Total deposits increased $23,126,000, or 1.4%, to $1,651,667,000. Long-term borrowing declined $30,000,000 and short-term borrowing increased $13,620,000.

    Net Interest Income and Net Interest Margin

    Net interest income for the quarter ended June 30, 2025 totaled $12,652,000, an increase of $2,060,000, from the same period in 2024. Net interest margin was 2.69% for the second quarter of 2025 and 2.46% for the same period in 2024. Net interest margin was 2.60% for the six months ended June 30, 2025, compared with 2.43% for the same period in 2024.

    The yield on earning assets was 4.90% for the second quarter of 2025, compared with 4.70% in the second quarter of 2024; an increase of 20 basis points. For the six-month period ended June 30, 2025, the yield on earning assets was 4.85%, compared with 4.64% for the same period in 2024. The cost of interest-bearing liabilities was 2.68% for the second quarter ended June 30, 2025, compared with 2.73% for the same period in 2024, a decrease of five basis points. For the six-month period ended June 30, 2025, the cost of interest-bearing liabilities was 2.72% compared with 2.70% for the same period in 2024.

    Proceeds from the growth in average deposits and the issuance of subordinated debt over the past year were invested in loans, higher-yielding securities and used to pay down short-term borrowings. Loan growth was primarily in commercial real estate, which comprised 45.5% of average earning assets in the six months of 2025 compared with 45.2% for the same period in 2024, and the increases in both rates and volume in commercial real estate loans majorly contributed to the 29 basis-point increase in the yield on loans. The increase in the available-for-sale investments portfolio was primarily in corporate debt securities. The 18-basis point increase in rate on investments was primarily due to the 96-basis point increase in the yield on corporate debt securities. The average rate paid on interest-bearing deposits decreased 22 basis points; this was more than offset by the issuance of subordinated debt, which was the primary contributor to the increase in the cost of funds of two basis points.

    Asset Quality, Provision for Credit Losses on Loans and Allowance for Credit Losses

    QNB recorded a reversal of $145,000 in the provision for credit losses on loans in the second quarter of 2025 compared to a $132,000 provision in the second quarter of 2024. QNB recorded a provision of $406,000 in the provision for credit losses on loans for the six-month ended June 30, 2025 compared to a $39,000 provision for the same period of 2024. QNB’s allowance for credit losses on loans of $9,169,000 represents 0.75% of loans receivable at June 30, 2025, compared to $8,744,000, or 0.72% of loans receivable at December 31, 2024. The three-basis point increase in the allowance for credit losses on loans was primarily due to an increase in loans and reserves for collateral dependent loans partly offset by an improvement in the economic outlook. Net loan recoveries were $16,000 for the quarter ended June 30, 2025, compared with charge-offs of $12,000 for the same period in 2024. Annualized net loan recoveries for the quarter ended June 30, 2025 were 0.01% and annualized net loan charge-offs were 0.00% for the quarter ended June 30, 2024, of average loans receivable, respectively. Net loan recoveries were $19,000 for the six months ended June 30, 2025, compared with charge-offs of $33,000 for the same period in 2024. Annualized net loan recoveries for the six months ended June 30, 2025 were 0.00% compared to annualized net charge-offs of 0.01% for the same period in 2024, of average loans receivable, respectively.

    Total non-performing loans, which represent loans on non-accrual status and loans past due 90 days or more and still accruing interest, were $8,947,000, or 0.73% of loans receivable at June 30, 2025, compared with $1,975,000, or 0.16% of loans receivable at December 31, 2024. The increase was primarily due to one commercial customer relationship. In cases where there is a collateral shortfall on non-accrual loans, specific reserves have been established based on updated collateral values even if the borrower continues to pay in accordance with the terms of the agreement. At June 30, 2025, $7,841,000, or approximately 88% of the loans classified as non-accrual, are current or past due less than 30 days. Commercial loans classified as substandard or doubtful loans totaled $34,275,000 at June 30, 2025, compared with $34,301,000 at December 31, 2024; these were comprised primarily of commercial real estate loans.

    Non-Interest Income

    Total non-interest income was $1,652,000 for the second quarter of 2025 compared with $1,465,000 for the same period in 2024. There were no realized and unrealized gain/loss on securities for the quarter ended June 30, 2025 compared to a net loss of $80,000 in the same period in 2024. Excluding the net realized and unrealized gains on securities, non-interest income increased $107,000, or 6.9%. During the second quarter of 2024 the Bank sold lower-yielding securities to better position its net interest margin; the total loss on security sales was $1,096,000. The Bank also completed the exchange offer to convert its Visa B-1 shares to B-2 and C shares; the Bank recorded a $1,354,000 unrealized gain on the Visa C shares in the second quarter of 2024.

    Fees for service to customers increased $58,000 for the quarter ended June 30, 2025, as overdraft fees increased $45,000 and other deposit-related fees increased $13,000. ATM and debit card increased $19,000 due to volume. Retail brokerage and advisory income increased $14,000 to $140,000 for the same period. Other non-interest income increased $10,000 for the same period due to an increase in letter of credit fees of $7,000 and referral income of $6,000.

    For the six months ended June 30, 2025, non-interest income was $3,236,000 a decrease of $65,000 compared to the same period in 2024, primarily due to the change in fair value of the equities portfolio of $986,000 in 2024; primarily related to the Visa stock conversion discussed above. Realized loss on sale of securities in 2024 was $719,000. Net gain on sale of loans increased $9,000 when comparing the six months ended June 30, 2025 with the same period in 2024. Increases in non-interest income for the six months ended June 30, 2025 compared to the same period in 2024 comprise: fees for services to customers, ATM and debit card fees and retail brokerage and advisory, which increased $85,000, $39,000 and $62,000, respectively. Other non-interest income increased $7,000 due primarily to increases in letter of credit fees and title insurance company income partly offset by a decrease in merchant servicing income.

    Non-Interest Expense

    Total non-interest expense was $9,562,000 for the second quarter of 2025 compared with $8,934,000 for the same period in 2024. Salaries and benefits expense increased $213,000, or 4.2%, to $5,251,000 when comparing the two quarters. Salary expense and related payroll taxes increased $350,000, or 8.5%, to $4,447,000 during the second quarter of 2025 compared to the same period in 2024, primarily due to pay increases. Benefits expense decreased $177,000, or 31.3%, when comparing the two periods primarily due to a reduction in medical costs.

    Net occupancy and furniture and equipment expense increased $200,000, or 13.5%, to $1,681,000 for the second quarter of 2025 primarily due to software maintenance costs and depreciation. Other non-interest expense increased $215,000, or 8.9%, when comparing second quarter of 2025 with the same period in 2024 due to an increase in third-party services of $127,000 related to information technology services and consultant expense and an increase in write-offs relating to fraud on customer accounts of $150,000. These increases were partly offset by the recording of a potential expense of $85,000 related to the Visa stock exchange make-whole agreement in the 2024 period.

    For the six months ended June 30, 2025, non-interest expense was $18,931,000, an increase of $1,164,000, or 6.6%, compared to the same period in 2024.

    Income Taxes

    Provision for income taxes increased $461,000 to $1,005,000 in the second quarter of 2025 due increased pre-tax income, compared with the same period in 2024. The effective tax rate for the quarter ended June 30, 2025 was 20.6% compared with 18.1% for the same period in 2024. The effective tax rate for the six months ended June 30, 2025 was 20.1% compared with 19.3% for the same period in 2024.

    WASHINGTON—U.S. Senators John Boozman (R-AR) and Katie Britt (R-AL) introduced legislation in response to the finalization of the Biden administration’s Consumer Financial Protection Bureau (CFPB) 1071 Small Business Lending Data Collection rule requiring small business lenders to collect and report social data on small businesses seeking loans.

    The senators’ Preventing Regulatory Overreach to Empower Communities to Thrive and Ensure Data privacy (PROTECTED) Act would shield small financial institutions and Main Street businesses from the burdensome compliance costs associated with the CFPB rule as well as limit the number of small businesses impacted and significantly reduce the amount of data required to be collected and reported.

    “As the backbone of our economy, small businesses need access to capital. Identity-based data collection requirements handed down from Washington jeopardize lenders’ ability to provide vital investments and invite the federal government to pick winners and losers based on factors other than sound underwriting. Our legislation cuts this red tape for small and local financial institutions, including those trusted by farmers and rural communities, so they can focus on helping entrepreneurs and business owners launch or expand operations,” Boozman said

    The PROTECTED Act also establishes critical safeguards to prevent the CFPB from publishing sensitive consumer data and requires the Bureau to conduct updated cost-benefit analyses prior to the rule’s implementation. Its effective date would be three years after the completion of these updated analyses and publication in the Federal Register, followed by a two-year grace period. 

    Boozman has pushed back against the regulation, designed to implement Sec. 1071 of the Dodd-Frank Act, and CFPB’s implementation that attempts to pick small business winners and losers based on social factors. The senator also supported a Congressional Review Act resolution to reverse the Biden-era CFPB rule.

  • MIL-OSI USA: SBA Relief Still Available to Missouri Small Businesses, Private Nonprofits and Residents Affected by April Storms

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses, private nonprofits, and residents in Missouri of the Aug. 22 deadline to apply for low interest federal disaster loans to offset physical damage caused by severe storms, tornadoes, straight-line winds, heavy rains, large hail, flooding and flash flooding occurring April 29.

    The disaster declaration covers the Missouri counties of Barry, Christian, Dade, Dallas, Greene, Jasper, Lawrence, McDonald, Newton, Polk, Stone and Webster as well as the Kansas county of Cherokee, and the Oklahoma county of Ottawa.

    Small businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, upgrading to wind rated garage doors, and installing a safe room or storm shelter to help protect property and occupants from future damage.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s physical damage loans.”

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    Interest rates can be as low as 4% for small businesses, 3.625% for nonprofits, and 2.813% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms, based on each applicant’s financial condition.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster.   • MIL-OSI USA: H.R. 60, Knife Owners’ Protection Act

    H.R. 60 would allow people to transport a knife between state and local jurisdictions where it is legal to possess and carry such a knife under certain conditions. That authority would not allow people who are otherwise prohibited from possessing, transporting, shipping or receiving knives under federal law. CBO estimates that enacting the bill would have no effect on federal spending because it would not change any federal laws related to possessing or transporting knives.

    H.R. 60 would impose intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA). The bill would preempt state and local laws related to the possession and transportation of knives by allowing individuals to transport knives through states that prohibit them. The bill also would prevent owners of temporary lodgings and transport companies from banning the possession of knives on their property, which would be a private-sector mandate. CBO estimates that the costs to comply with the mandates would be small and below the thresholds for intergovernmental and private-sector mandates ($103 million and $206 million in 2025, respectively, adjusted annually for inflation).

    On February 11, 2025, CBO transmitted a cost estimate for S. 246, the Interstate Transport Act of 2025, as ordered reported by the Senate Committee on Commerce, Science, and Transportation on February 5, 2025. The two bills are similar, and CBO’s estimates of their budgetary effects are the same.

    15th China-Northeast Asia Expo to open on Aug. 27

    BEIJING, July 22 — The 15th China-Northeast Asia Expo will be held in Changchun City, Jilin Province, from Aug. 27 to 31, the Ministry of Commerce announced at a press conference Tuesday.

    Highlighting the importance of the expo, Vice Minister of Commerce Yan Dong said that Northeast Asian countries share geographical proximity, cultural bonds and strong commercial ties, with complementary strengths in resources and enormous potential for regional economic cooperation.

    Yan noted that practical cooperation between China and other Northeast Asian countries has deepened across various fields, maintaining positive momentum in economic and trade exchanges.

    Trade between China and the five Northeast Asian countries reached 901.6 billion U.S. dollars in 2024, up 1.6 percent year on year, accounting for nearly 15 percent of China’s total foreign trade. China has maintained its position as the largest trading partner for all five countries, with the Republic of Korea and Japan ranking as its second and third-largest trading partners, respectively.

    Two-way investment between China and the five countries exceeded 7 billion U.S. dollars in 2024, with cooperation expanding into emerging fields including digital economy, green development, advanced manufacturing and modern services.

    Yang Andi, vice governor of Jilin, said the expo will bring together over 8,000 business representatives from 42 countries and regions globally, as well as 27 provincial-level regions across China. So far, 2,796 exhibition booths have been confirmed, completing 80 percent of the exhibition preparation work.

    A key highlight of this expo will be the first-ever modern industries pavilion, featuring leading firms, including Fortune 500 companies, Yang added. The pavilion will spotlight the transformation of traditional industries through smart and green upgrades, achievements in new quality productive forces, and the development of collaborative innovation ecosystems.

    Li Xingqian, vice chairman of the China Council for the Promotion of International Trade, said the council has actively facilitated the deep integration of industrial and supply chains among Northeast Asian countries. In the first half of this year, the council supported more than 115 exhibition projects in Northeast Asian countries, involving over 4,000 Chinese enterprises.

    The expo, jointly organized by the Ministry of Commerce, China Council for the Promotion of International Trade, and the Jilin provincial government, is celebrating its 20th anniversary this year. It remains the world’s only comprehensive international expo jointly attended by all six Northeast Asian countries and open to participants from around the globe.

    “We aim to use the expo as an opportunity to further build consensus, expand cooperation, and promote common development between China and Northeast Asian countries,” Yan said.

    • Net income was $18.6 million compared to $11.4 million reported for the same period of 2024;
    • Diluted net income per common share of $1.57 compared to $0.96 for the same period of 2024;
    • Return on average assets was 1.34% compared to 0.94% for the three months ended June 30, 2024;
    • Provision for credit losses was $2.0 million compared to provision of $3.0 million for the second quarter 2024; and
    • Pre-tax, pre-provision net income was $24.9 million compared to $16.2 million for the same period in 2024.1

    The Corporation further reported results for the six months ended June 30, 2025:

    • Net income was $37.0 million compared to $22.3 million reported for the same period of 2024;

    Average Total Loans

    Average total loans for the second quarter of 2025 were $3.88 billion versus $3.20 billion for the comparable period in 2024, an increase of $680 million or 21.25%. On a linked quarter basis, average loans increased $35 million or 0.92% from $3.84 billion as of March 31, 2025. Increases in average loans year-over-year were a combination of the acquisition of SimplyBank on July 1, 2024, and organic growth.

    Total Loans Outstanding

    Total loans outstanding as of June 30, 2025, were $3.90 billion compared to $3.20 billion as of June 30, 2024, an increase of $693 million or 21.62%. On a linked quarter basis, total loans increased $42.6 million or 1.11% from $3.85 billion as of March 31, 2025. The year-over-year increase was impacted by the $467 million in loans acquired in the SimplyBank acquisition in July 2024. Organic growth was primarily driven by increases in Commercial Construction and Development, Commercial Real Estate, and Consumer Auto loans.

    Average Total Deposits

    Average total deposits for the quarter ended June 30, 2025, were $4.65 billion versus $4.11 billion as of June 30, 2024, an increase of $537 million, or 13.06%. On a linked quarter basis, average deposits remained stable when compared to March 31, 2025. Increases in average deposits year-over-year were mostly a result of the acquisition of SimplyBank.

    Total Deposits

    Total deposits were $4.66 billion as of June 30, 2025, compared to $4.13 billion as of June 30, 2024. On a linked quarter basis, total deposits increased $22.9 million or 0.49% from $4.64 billion as of March 31, 2025. $622 million in deposits were acquired in the SimplyBank acquisition in July 2024. Non-interest bearing deposits were $860 million, and time deposits were $710 million as of June 30, 2025, compared to $749 million and $586 million, respectively for the same period of 2024.

    Shareholders’ Equity

    Shareholders’ equity at June 30, 2025, was $587.7 million compared to $530.7 million on June 30, 2024. During the last twelve months, the Corporation has not repurchased any shares of its common stock. 518,860 shares remain available for repurchase under the current repurchase authorization. The Corporation paid a $0.51 per share quarterly dividend in April and declared a $0.51 quarterly dividend, which was paid on July 15, 2025.

    Book Value Per Share

    Book Value per share was $49.59 as of June 30, 2025, compared to $44.92 as of June 30, 2024, an increase of $4.67 per share, or 10.40%. Tangible Book Value per share was $39.74 as of June 30, 2025, compared to $37.12 as of June 30, 2024, an increase of $2.62 per share or 7.06%.

    Tangible Common Equity to Tangible Asset Ratio

    The Corporation’s tangible common equity to tangible asset ratio was 8.58% at June 30, 2025, compared to 9.14% at June 30, 2024.

    Net Interest Income

    Net interest income for the second quarter of 2025 was a record $52.7 million, compared to $39.3 million reported for the same period of 2024, an increase of $13.4 million, or 34.0%. Interest income increased $13.4 million and interest expense increased $29 thousand year over year. As mentioned by in the president’s comments above, loan growth has continued for seven consecutive quarters, which contributed to steadily increasing net interest income.

    Net Interest Margin

    The net interest margin for the quarter ended June 30, 2025, was 4.15% compared to the 3.57% reported at June 30, 2024.

    Nonperforming Loans

    Nonperforming loans as of June 30, 2025, were $9.8 million versus $15.9 million as of June 30, 2024. The ratio of nonperforming loans to total loans and leases was 0.25% as of June 30, 2025, versus 0.50% as of June 30, 2024. On a linked quarter basis, nonperforming loans were $10.2 million, and the ratio of nonperforming loans to total loans and leases was 0.26% as of March 31, 2025.

    Credit Loss Provision

    The provision for credit losses for the three months ended June 30, 2025, was $2.0 million, compared to $3.0 million for the same period 2024.

    Net Charge-Offs

    In the second quarter of 2025 net charge-offs were $1.7 million compared to $4.7 million in the same period of 2024.

    Allowance for Credit Losses

    The Corporation’s allowance for credit losses as of June 30, 2025, was $47.1 million compared to $38.3 million as of June 30, 2024. The allowance for credit losses as a percent of total loans was 1.21% as of June 30, 2025, compared to 1.20% as of June 30, 2024. On a linked quarter basis, the allowance for credit losses as a percent of total loans decreased one basis point from 1.22% as of March 31, 2025.

    Non-Interest Income

    Non-interest income for the three months ended June 30, 2025 and 2024 was $10.4 million and $9.9 million, respectively.

    Non-Interest Expense

    Non-interest expense for the three months ended June 30, 2025, was $38.3 million compared to $32.7 million in 2024.

    Efficiency Ratio

    The Corporation’s efficiency ratio was 59.37% for the quarter ending June 30, 2025, versus 64.56% for the same period in 2024.

    Income Taxes

    Income tax expense for the three months ended June 30, 2025, was $4.2 million versus $2.2 million for the same period in 2024. The effective tax rate for 2025 was 18.58% compared to 16.29% for 2024.
