    WASHINGTON, D.C. – Congresswoman Doris Matsui, Co-Chair of House Sustainable Energy and Environment Coalition (SEEC), along with Co-Chairs Reps. Mike Quigley, and Paul Tonko and Vice Chairs Reps. Don Beyer, Suzanne Bonamici, Sean Casten, Mike Levin, and Chellie Pingree, along with Rep. Frank Pallone, Jr., Ranking Member of the House Energy and Commerce Committee, and Senator Sheldon Whitehouse, Ranking Member of the U.S. Senate Committee on Environment and Public Works, led a bicameral letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin calling out his wholesale assault on the central mission of the agency he was appointed to lead. They were joined by Democratic Senate Leader Chuck Schumer and Democratic House Leader Hakeem Jeffries, bringing the total to 180 Members of Congress calling on Administrator Zeldin to halt his egregious attacks.

    “In just two months as EPA Administrator, you have demonstrated a complete disregard for the central mission of the agency you were appointed to lead. Instead of protecting the environment – as the agency name directs – you are protecting the special interests of big polluters,” wrote the 180 Members. “We urge you to halt your egregious attacks on the public health and well-being of the American people.”

    They pointed out that, as a result of the Trump EPA repealing and gutting critical environmental and public health protections, communities and families will pay higher health costs and be exposed to more mercury and air toxics from coal-fired power plants and more polluted wastewater from oil and gas producers. 

    “While countries around the world are clamoring for cleaner, cheaper, and more innovative technologies, you are actively hamstringing America’s homegrown clean energy industry, which has already injected $422 billion and 400,000 jobs into our economy in just the past two and a half years,” the lawmakers wrote to Administrator Zeldin. “This is anything but unleashing American energy. At the same time, instead of lowering costs for American families, your actions will result in the opposite. Americans’ medical expenses will increase because your Polluters First agenda will allow particulate matter and other hazardous air pollution to go unchecked.”

    Their letter explained that for every $1 the country spends to reduce air pollution, it is estimated to yield $30 in economic benefits in return. Yet, the Trump EPA is choosing to unleash more air pollutants that are linked to Alzheimer’s, miscarriages, and childhood asthma, as well as other public health concerns.

    “Your actions will needlessly increase American families’ exposure to the pollution that can make them sick and stick them with the bill for their care,” concluded Members.

    Background

    On March 12, Administrator Zeldin announced the “biggest deregulatory action in U.S. history,” which included rolling back 31 environmental rules and regulations. This list of actions directly threatens Americans’ health and fundamental right to clean air and water by:

    • Rolling back National Ambient Air Quality Standards for particulate matter – some of the most dangerous air pollution known to directly cause asthma and other health issues;
    • Gutting EPA rules that prevent hazardous metals like mercury and arsenic from ending up in our water supply;
    • Reconsidering national emissions standards for cancer-causing hazardous air pollutants, including ethylene oxide;
    • Ending the “Good Neighbor” rule, which simply acknowledged that pollution does not respect state lines and that downwind states should not be burdened by their neighbors’ pollution;
    • Repealing power plant emissions standards, allowing existing gas and coal-fired power plants to pump unlimited climate pollution into our air; and
    • Revoking the landmark “Endangerment Finding” that simply states climate-changing pollutants are dangerous to human health, and which serves as the foundation for climate pollution to be regulated under the Clean Air Act.

    The Deliver for Veterans Act, H.R. 877, passed unanimously, is sponsored by Congressman James Moylan (Guam), with Congresswoman Aumua Amata (American Samoa), Congresswoman Kimberlyn King-Hinds (CNMI), and Congressman Ed Case (Hawaii) as original cosponsors. This bill would cover the delivery costs, including the islands, for major equipment for disabled veterans such as a specially equipped automobile. 

    The Clear Communication for Veterans Claims Act, H.R. 1039, passed 412-0, requires the VA to make communications with Veterans clearer and more user friendly. Sponsor Congressman Tom Barrett, R-Michigan, said in a House speech, “Our veterans served the United States military, with honor. They shouldn’t need a lawyer or specially trained advocate to explain a claims letter to them.”

    The Vietnam Veterans Liver Fluke Cancer Study Act, H.R. 586, passed by a vote of 411-0, requiring the VA to conduct an epidemiological study, create a report on the prevalence of cholangiocarcinoma (bile duct cancer) in veterans who served in the Vietnam theater, and submit this information to Congress. 

    The Fairness for Servicemembers and their Families Act of 2025, H.R. 970, requires the VA to review every five years and report on the maximum coverage available under the Servicemembers’ Group Life Insurance and Veterans’ Group Life Insurance programs, taking into account the average percentage by which the Consumer Price Index for All Urban Consumers (CPI-U) increased over that five years. 

    In other action, the House unanimously passed necessary legislation authorizing the use of U.S. Capitol grounds for the National Peace Officers Memorial Service in May. The concurrent resolution authorizes the National Fraternal Order of Police to sponsor two public events on Capitol grounds: the 44th Annual National Peace Officers Memorial Service, and the National Honor Guard and Pipe Band Exhibition.

  • MIL-OSI USA: Golden votes against resolution to weaken protections against overdraft fees

    WASHINGTON — Congressman Jared Golden (ME-02) today voted against a resolution to weaken overdraft fee regulations on large banks and credit unions. 

    In December 2024, the Consumer Financial Protection Bureau (CFPB) finalized a rule that required financial institutions with more than $10 billion to institute greater transparency policies regarding overdraft fees, or to cap such a fee at $5. Today’s resolution sought to repeal the rule. 

    “There should be rules against lenders who use unreasonable overdraft fees to make money off families,” Golden said. “CFPB was right to crack down on the most predatory practices, and rolling back these changes will only benefit the executives trying to make a bigger profit off working Americans.” 

    Financial institutions charge customers overdraft fees when there is not enough money in their checking account to cover a transaction. In return for temporarily paying the difference rather than simply declining the charge, the lender charges customers a fee — roughly $35 on average. 

    These fees stack for each overdrafted charge, which can quickly dwarf the amount of money that an account was actually short. Limited disclosure laws can also leave customers unaware of their lender’s overdraft program until fees have already been charged. Overdraft fees are a significant revenue generator for financial institutions, totaling more than $5.8 billion in 2023 alone.

    CFPB’s recent rule requires large financial institutions to follow transparency laws similar to those for credit cards before being allowed to charge current overdraft fee rates. For lenders uninterested in complying, the rule also allows them to simply cap overdraft fees at $5 instead.

    The resolution to overturn this rule was submitted under the Congressional Review Act, which allows Congress to override administrative rulemaking with a majority in both chambers and the president’s signature. Having passed the House and Senate, it now heads to the president’s desk.

    Golden also voted against a separate resolution to limit federal oversight of nonbank digital payment systems such as Apple Wallet, Google Pay, PayPal and Venmo.

  • MIL-OSI Asia-Pac: More support for export trade set

    In view of the reckless tariff imposition by the US, including the further increase in the so-called reciprocal tariffs, the Hong Kong Export Credit Insurance Corporation (ECIC) today introduced measures to support the export trade in Hong Kong and help enterprises expedite their expansion into new markets.

    From now until June 30 next year, the ECIC will extend the free pre-shipment cover for holders of the Small Business Policy (SBP), while offering a 50% discount on pre-shipment risks to cover premiums for non-SBP holders.

    In addition, to reduce costs and assist exporters in tapping into Association of Southeast Asian Nations markets, the ECIC will reduce the premium rates for new markets, brining the rates in line with those for traditional major markets.

    Secretary for Commerce & Economic Development Algernon Yau said: “The US has been repeatedly changing its policies, increasing tariffs within days and imposing the so-called reciprocal tariffs against Hong Kong notwithstanding that we have never implemented any tariffs. It is totally illogical and ungrounded, once again showing the US’ bullying act for suppressing its competitors.

    “I call upon the business community to unite and face the challenges together, with a view to jointly counteracting the unreasonable coercion of the US.”

    Further to the Policy Address initiative on increasing the maximum indemnity percentage of the ECIC to 95%, the measures rolled out by the ECIC today can help accelerate Hong Kong companies’ expansion into new and diversified markets, he remarked.

    Since the US’ announcement of the so-called reciprocal tariffs last week, Mr Yau has met representatives of major local chambers of commerce, small and medium enterprise associations, as well as representatives of industries that are more affected by the tariffs, including the jewellery, textiles and garment, food, and aluminium industries, to listen to their views and discuss measures in response to the incident.

    The bureau stressed that it will maintain close liaison with the business community to jointly respond to the US’ unreasonable coercion. It will also provide support to the small and medium enterprises through various funding schemes and support measures in managing cash flow, enhancing competitiveness and expanding into more diversified markets.

  • MIL-OSI USA News: Modifying Reciprocal Tariff Rates to Reflect Trading Partner Retaliation and Alignment

    By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, I hereby determine and order:

    Section. 1Background.  In Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits), I declared a national emergency arising from conditions reflected in large and persistent annual U.S. goods trade deficits, and imposed additional ad valorem duties that I deemed necessary and appropriate to deal with that unusual and extraordinary threat, which has its source in whole or substantial part outside the United States, to the national security and economy of the United States.  Section 4(b) of Executive Order 14257 provided that “[s]hould any trading partner retaliate against the United States in response to this action through import duties on U.S. exports or other measures, I may further modify the [Harmonized Tariff Schedule of the United States] to increase or expand in scope the duties imposed under this order to ensure the efficacy of this action.” 

    In the Executive Order dated April 8, 2025 (Amendment to Reciprocal Tariffs and Updated Duties As Applied to Low-Value Imports from the People’s Republic of China), pursuant to section 4(b) of Executive Order 14257, I ordered modification of the Harmonized Tariff Schedule of the United States (HTSUS) to raise the applicable ad valorem duty rate for imports from the People’s Republic of China (PRC) established in Executive Order 14257, in recognition of the fact that the PRC announced that it would retaliate against the United States in response to Executive Order 14257.

    On April 9, 2025, the State Council Tariff Commission of the PRC announced that, in response to the Executive Order dated April 8, 2025, an 84 percent tariff would be imposed on all goods imported into the PRC originating from the United States, effective at 12:01 a.m. on April 10, 2025.  Pursuant to section 4(b) of Executive Order 14257, I have determined that it is necessary and appropriate to address the national emergency declared in that order by modifying the HTSUS and taking other actions to increase the duties imposed on the PRC in response to this latest retaliation.  In my judgment, this modification is necessary and appropriate to effectively address the threat to U.S. national and economic security posed by the PRC’s contribution to the conditions reflected in large and persistent trade deficits, including PRC industrial policies that have produced systemic excess manufacturing capacity in the PRC and suppressed U.S. domestic manufacturing capacity, which conditions are made worse by the PRC’s recent actions.

    Section 4(c) of Executive Order 14257 provided that, “[s]hould any trading partner take significant steps to remedy non-reciprocal trade arrangements and align sufficiently with the United States on economic and national security matters, I may further modify the HTSUS to decrease or limit in scope the duties imposed under this order.”  Since I signed Executive Order 14257, in contrast to the PRC’s actions, more than 75 other foreign trading partners, including countries enumerated in Annex I to Executive Order 14257, have approached the United States to address the lack of trade reciprocity in our economic relationships and our resulting national and economic security concerns.  This is a significant step by these countries toward remedying non-reciprocal trade arrangements and aligning sufficiently with the United States on economic and national security matters.

    Pursuant to section 4(c) of Executive Order 14257, I have determined that it is necessary and appropriate to address the national emergency declared in that order by modifying the HTSUS to temporarily suspend, for a period of 90 days, except with respect to the PRC, application of the individual ad valorem duties imposed for foreign trading partners listed in Annex I to Executive Order 14257, and to instead impose on articles of all such trading partners an additional ad valorem rate of duty as set forth herein, pursuant to the terms of, and except as otherwise provided in, Executive Order 14257, as modified by this order. 

    Sec. 2. Suspension of Country-Specific Ad Valorem Rates of Duty.  Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on April 10, 2025, enforcement of the second paragraph of section 3(a) of Executive Order 14257 is suspended until 12:01 a.m. eastern daylight time on July 9, 2025.  Effective at 12:01 a.m. eastern daylight time on April 10, 2025, and until 12:01 a.m. eastern daylight time on July 9, 2025, all articles imported into the customs territory of the United States from the trading partners enumerated in Annex I to Executive Order 14257 shall be, consistent with law, subject to an additional ad valorem rate of duty of 10 percent, subject to all applicable exceptions set forth in Executive Order 14257. 

    Sec. 3Tariff Modifications.  In recognition of the fact that the PRC has announced that it will retaliate again against the United States in response to the Executive Order dated April 8, 2025, which amended Executive Order 14257, and in recognition of the sincere intentions by many other trading partners to facilitate a resolution to the national emergency declared in Executive Order 14257, the HTSUS shall be modified as follows:

    Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on April 10, 2025: 

    (a)  heading 9903.01.25 of the HTSUS shall be amended by deleting the article description and by inserting “Articles the product of any country, except for products described in headings 9903.01.26-9903.01.33, and except as provided for in heading 9903.01.34, and except for articles the product of China, including Hong Kong and Macau, as described in heading 9903.01.63 that are entered for consumption, or withdrawn from warehouse for consumption, after 12:01 a.m. eastern daylight time on April 10, 2025, and that were not in transit on the final mode of transit prior to 12:01 a.m. eastern daylight time on April 10, 2025, as provided for in subdivision (v) of U.S. note 2 to this subchapter . . . . . . .” in lieu thereof;

    (b) heading 9903.01.63 of the HTSUS shall be amended by deleting “84%” each place that it appears and by inserting “125%” in lieu thereof, and by deleting “April 9, 2025,” and by inserting “April 10, 2025” in lieu thereof;

    (c) subdivision (v)(xiii)(10) of U.S. note 2 to subchapter III of chapter 99 of the HTSUS shall be amended by deleting “84%”, and inserting “125%” in lieu thereof, and subdivision (v)(xiii) of U.S. note 2 to subchapter III of chapter 99 of the HTSUS shall be amended by deleting “April 9, 2025,” and by inserting “April 10, 2025,” in lieu thereof; and

    (d) headings 9903.01.43-9903.01.62 and 9903.01.64-9903.01.76 are hereby suspended, and subdivisions (v)(xiii)(i)-(ix) and (xi)-(lvii) of U.S. note 2 to subchapter III of chapter 99 of the HTSUS are hereby suspended for a period of 90 days beginning at 12:01 a.m. on April 10, 2025.

    Sec. 4. De Minimis Tariff Increase.  To ensure that the imposition of tariffs pursuant to section 3 of this order is not circumvented and that the purpose of Executive Order 14257, as modified by the Executive Order dated April 8, 2025, and this order are not undermined, I also deem it necessary and appropriate to: 

    (a)  increase the ad valorem rate of duty set forth in section 2(c)(i) of Executive Order 14256 of April 2, 2025 (Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China as Applied to Low-Value Imports), as modified by the Executive Order dated April 8, 2025, from 90 percent to 120 percent;

    (b)  increase the per postal item containing goods duty in section 2(c)(ii) of Executive Order 14256, as modified by the Executive Order dated April 8, 2025, that is in effect on or after 12:01 a.m. eastern daylight time on May 2, 2025, and before 12:01 a.m. eastern daylight time on June 1, 2025, from 75 dollars to 100 dollars; and

    (c)  increase the per postal item containing goods duty in section 2(c)(ii) of Executive Order 14256, as modified by the Executive Order dated April 8, 2025, that is in effect on or after 12:01 a.m. eastern daylight time on June 1, 2025, from 150 dollars to 200 dollars.

    Sec. 5. Implementation.  The Secretary of Commerce, the Secretary of Homeland Security, and the United States Trade Representative, as applicable, in consultation with the Secretary of State, the Secretary of the Treasury, the Assistant to the President for Economic Policy, the Senior Counselor for Trade and Manufacturing, the Assistant to the President for National Security Affairs, and the Chair of the International Trade Commission, are directed to take all necessary actions to implement and effectuate this order, consistent with applicable law, including through temporary suspension or amendment of regulations or notices in the Federal Register and adopting rules and regulations, and are authorized to take such actions, and to employ all powers granted to the President by IEEPA, as may be necessary to implement this order.  Each executive department and agency shall take all appropriate measures within its authority to implement this order.

    Sec. 6General Provisions. (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department, agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    CNN’s coverage noted: “This was actually a DROP of .1% — that’s the first time we’ve seen that since COVID. Year-over-year, the annual inflation rate was at 2.4%. This was also better than expected and a six-month low, moving in the right direction.”

    Jared Isaacman, billionaire, CEO and nominee to become the next NASA administrator, faced questions on April 9, 2025, from members of the Senate Committee on Commerce, Science, and Transportation during his confirmation hearing for the position.

    Should the Senate confirm him, Isaacman will be the first billionaire – but not the first astronaut – to head NASA. Perhaps even more significant, he will be the first NASA administrator with significant ties to the commercial space industry.

    As a space policy expert, I know that NASA leadership matters. The head of the agency can significantly shape the missions it pursues, the science it undertakes and, ultimately, the outcome of America’s space exploration.

    An unconventional background

    At 16 years old, Isaacman dropped out of high school to start a payment processing company in his basement. The endeavor succeeded and eventually became known as Shift4.

    Though he found early success in business, Isaacman also had a love for aviation. In 2009, he set a record for flying around the Earth in a light jet, beating the previous record by more than 20 hours.

    While remaining CEO of Shift4, Isaacman founded another company, Draken International. The company eventually assembled the world’s largest fleet of privately owned fighter jets. It now helps to train U.S. Air Force pilots.

    In 2019, Isaacman sold his stake in Draken International. In 2020, he took Shift4 public, making him a billionaire.

    Isaacman continued to branch out into aerospace, working with SpaceX beginning in 2021. He purchased a crewed flight on the Falcon 9 rocket, a mission that eventually was called Inspiration4. The mission, which he led, represented the first private astronaut flight for SpaceX. It sent four civilians with no previous formal space experience into orbit.

    Following the success of Inspiration4, Isaacman worked with SpaceX to develop the Polaris Program, a series of three missions to help build SpaceX’s human spaceflight capabilities. In fall 2024, the first of these missions, Polaris Dawn, launched.

    Polaris Dawn added more accomplishments to Isaacman’s resume. Isaacman, along with his crewmate Sarah Gillis, completed the first private spacewalk. Polaris Dawn’s SpaceX Dragon capsule traveled more than 850 miles (1,367 kilometers) from Earth, the farthest distance humans had been since the Apollo missions.

    The next adventure: NASA

    In December 2024, the incoming Trump administration announced its intention to nominate Isaacman for the post of NASA administrator.

    As NASA administrator, Isaacman would oversee all NASA activities at a critical moment in its history. The Artemis program, which has been in progress since 2017, has several missions planned for the next few years.

    This includes 2026’s Artemis II mission, which will send four astronauts to orbit the Moon. Then, in 2027, Artemis III will aim to land on it.

    But, if Isaacman is confirmed, his tenure would come at a time when there are significant questions about the Artemis program, as well as the extent to which NASA should use commercial space companies like SpaceX. The agency is also potentially facing funding cuts.

    Some in the space industry have proposed scrapping the Artemis program altogether in favor of preparing to go to Mars. Among this group is the founder of SpaceX, Elon Musk.

    Others have suggested canceling NASA’s Space Launch System, the massive rocket that is being used for Artemis. Instead, they argue that NASA could use commercial systems, like SpaceX’s Starship or Blue Origin’s New Glenn.

    Isaacman has also dealt with accusations that he is too close to the commercial space industry, and SpaceX in particular, to lead NASA. This has become a larger concern given Musk’s involvement in the Trump administration and its cost-cutting efforts. Some critics are worried that Musk would have an even greater say in NASA if Isaacman is confirmed.

    Since his nomination, Isaacman has stopped working with SpaceX on the Polaris Program. He has also made several supportive comments toward other commercial companies.

    But the success of any of NASA’s plans depends on having the money and resources necessary to carry them out.

    While NASA has been spared major cuts up to this point, it, like many other government agencies, is planning for budget cuts and mass firings. These potential cuts are similar to what other agencies such as the Department of Health and Human Services have recently made.

    During his confirmation hearing, Isaacman committed to keeping the Artemis program, as well as the Space Launch System, in the short term. He also insisted that NASA could both return to the Moon and prepare for Mars at the same time.

    Although Isaacman stated that he believed NASA had the resources to do both at the same time, the agency is still in a time of budget uncertainty, so that may not be possible.

    About his relationship with Musk, Isaacman stated that he had not talked to Musk since his nomination in November, and his relationship with SpaceX would not influence his decisions.

    Additionally, he committed to carrying out space science missions, specifically to “launch more telescopes, more probes, more rovers.”

    But since NASA is preparing for significant cuts to its science budget, there is some speculation that the agency may need to end some science programs, like the Hubble space telescope, altogether.

    Isaacman’s future

    Isaacman has received support from the larger space community. Nearly 30 astronauts signed a letter in support of his nomination. Former NASA administrators, as well as major industry groups, have signaled their desire for Isaacman’s confirmation.

    He also received the support of Senator Ted Cruz, the committee chair.

    Barring any major development, Isaacman will likely be confirmed as NASA administrator by the Senate in the coming weeks. The Committee on Commerce, Science, and Transportation could approve his nomination once it returns from a two-week break at the end of April. A full vote from the Senate would follow.

    If the Senate does confirm him, Isaacman will have several major issues to confront at NASA, all in a very uncertain political environment.

    The global deal landscape (mergers & acquisitions (M&A), private equity and venture financing deals) declined 6% year-on-year (YoY) during the first quarter (Q1) of 2025, as economic uncertainty weighed on investor confidence. However, markets like India and Japan stood out by defying the global trend, signaling that select regions continue to attract deal-makers despite broader headwinds, reveals GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database revealed that all the deal types under coverage registered YoY decline in volume during Q1 2025. All the regions also witnessed a fall in deal activity while the trend across different markets within the regions remained a mixed bag, with some countries experiencing decline while some others bucking the global and regional trend.

    M&A deals saw around 5% decline in volume during Q1 2025 compared to Q1 2024. The number of private equity and venture financing deals registered a YoY decrease of around 2% and 8%, respectively, in Q1 2025.

    North America remains the largest market for deal activity, although it too has witnessed an approximate 4% decline in deal volume. The US, a key driver of global deal-making, has seen a similar trend, with around 3% drop in activity.

    Similarly, the Asia-Pacific region has experienced a contraction, with deal volume falling by around 4%. Notably, China has faced a sharp decline in M&A activity, reflecting the ongoing regulatory challenges and economic headwinds. However, India and Japan bucked the trend, showcasing an increase in deal volume.

    Professor Rachel Sandison will foster links with universities abroad, encourage foreign investment in Scottish universities’ world-leading research and help attract more international students and staff.

    Mr Lochhead made the announcement ahead of a visit to Shanghai’s China-UK Low-Carbon College, a joint initiative between the University of Edinburgh and Shanghai Jiao Tong University. Its research projects include analysis of carbon capture projects and the effectiveness of CO2 storage methods.

    The College is one of seven existing partnerships in Shanghai between Scottish and Chinese research and academic institutions, with others specialising in engineering, finance and art.

    PM POSHAN Scheme is a centrally sponsored scheme under which one hot cooked meal is served to 11.20 crore students studying in Balvatika and classes I to VIII, in 10.36 lakh Government and Government-aided schools on all school-days. The Scheme aims at providing nutritional support and enhancing school participation of students.

    The Labour Bureau, Ministry of Labour provides data on inflation for these items under the PM POSHAN basket on the basis of Consumer Price Index – Rural Labourers (CPI-RL) in consonance with CPI index for PM POSHAN and accordingly CPI index for PM POSHAN basket has been worked out. The CPI-RL is constructed by Labour Bureau, Chandigarh on the basis of collecting continuous monthly prices from the sample of 600 villages spread over 20 States of the country.

    On the basis of inflation index provided by the Labour Bureau, the Ministry of Education, Government of India, has enhanced the ‘Material Cost’ by 9.50 %. The new rates will be applicable across all the States and UTs w.e.f. 01.05.2025.     These rates of Material Cost are the minimum mandatory rates, however, States / UTs are free to contribute more than their prescribed share, as some States/UTs have been contributing more than their minimum mandatory share from their own resources for providing meals with augmented nutrition under the PM POSHAN Scheme.

    In addition to the Material Cost, the Govt. of India provides about 26 lakh MT foodgrains through Food Corporation of India. The Govt. of India bears 100% cost of foodgrains including subsidy of approx. Rs. 9000 crore per annum and 100% transportation cost of foodgrains from FCI depot to schools. The per meal cost after adding all components including foodgrains cost under the scheme comes to approx. Rs 12.13 for Bal Vatika and Primary classes and Rs 17.62 for upper primary classes.

  • MIL-OSI Asia-Pac: Results of monthly survey on business situation of small and medium-sized enterprises for March 2025

         The Census and Statistics Department (C&SD) released today (April 10) the results of the Monthly Survey on Business Situation of Small and Medium-sized Enterprises (SMEs) for March 2025.
     
         The current diffusion index (DI) on business receipts amongst SMEs increased from 42.1 in February 2025 in the contractionary zone to 43.5 in March 2025, whereas the one-month’s ahead (i.e. April 2025) outlook DI on business receipts was 46.5. Analysed by sector, the current DIs on business receipts for all surveyed sectors rose in March 2025 as compared with previous month, particularly for the business services (from 45.1 to 48.4) and logistics (from 36.3 to 39.0).
      
         The current DI on new orders for the import and export trades increased from 45.9 in February 2025 to 46.6 in March 2025, whereas the outlook DI on new orders in one month’s time (i.e. April 2025) was 46.9.
     
    Commentary
     
         A Government spokesman said that overall business sentiment among SMEs and their expectations on the business situation in one month’s time improved in March compared with the preceding month. The overall employment situation also turned better.
     
         Looking ahead, as the United States increased its import tariffs significantly on almost all its trading partners in April, the downside risk to the global economy and the degree of uncertainty in the external environment have risen notably. This is likely to pose pressure on business sentiment. The Government has been providing support to local enterprises (in particular the SMEs) through various measures, and will continue to monitor the situation closely.
     
    Further information
     
         The Monthly Survey on Business Situation of Small and Medium-sized Enterprises aims to provide a quick reference, with minimum time lag, for assessing the short-term business situation faced by SMEs. SMEs covered in this survey refer to establishments with fewer than 50 persons engaged. Respondents were asked to exclude seasonal fluctuations in reporting their views. Based on the views collected from the survey, a set of diffusion indices (including current and outlook diffusion indices) is compiled. A reading above 50 indicates that the business condition is generally favourable, whereas that below 50 indicates otherwise. As for statistics on the business prospects of prominent establishments in Hong Kong, users may refer to the publication entitled “Report on Quarterly Business Tendency Survey” released by the C&SD.
     
         The results of the survey should be interpreted with care. The survey solicits feedback from a panel sample of about 600 SMEs each month and the survey findings are thus subject to sample size constraint. Views collected from the survey refer only to those of respondents on their own establishments rather than those on the respective sectors they are engaged in. Besides, in this type of opinion survey on expected business situation, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents’ perception of the business situation accords with the underlying trends. For this survey, main bulk of the data were collected around the last week of the reference month.

    (a) Mr Kevin Choi, Permanent Secretary, Chief Executive’s Office, will take up the post of Permanent Secretary for Transport and Logistics on April 14, 2025; 

    (b) Ms Hinny Lam Shuk-yee, Deputy Head, Chief Executive’s Policy Unit, will take up the post of Permanent Secretary, Chief Executive’s Office, on April 14, 2025; and

    (c) Mr Ho Chun-hung, Deputy Director of Buildings, will take up the post of Director of Buildings on April 13, 2025, succeeding Ms Clarice Yu Po-mei who will proceed on pre-retirement leave on the same day.

         Commenting on the appointment of Mr Choi and Ms Lam, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, “The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new capacity.”

    This question follows an exchange with the former EU Commissioner for Consumer Rights, Didier Reynders, in April 2023 during a meeting of Parliament’s Internal Market Committee. The issue is the use of diesel particulate filters (DPFs) by consumers and businesses in small Member States.

    DPFs do not have the same benefits when used in countries where only short distances are covered, such as Malta, because they do not have the technology to be clean themselves automatically, as they do when vehicles are used over longer distances. This reduces the engine’s efficiency significantly and results in additional costs for the owners of these vehicles, who have to periodically replace these expensive filters.

    • 1.Given that the overwhelming majority of these filters cannot even be cleaned, thus obliging consumers to buy new ones, are there possibilities in EU law to make it mandatory for it to be possible to open filters in diesel engine cars for regular cleaning?
    • 2.When setting diesel vehicle norms, such as the Euro standards, does the Commission take into consideration that there are Member States in which consumers do not drive long distances?
    • 3.More specifically, could the cleaning of DPFs be enforced as part of the circular economy initiatives, such as the Directive on common rules promoting the repair of goods?

    The Tanzanian Government has been evicting Maasai peoples from their ancestral lands in Loliondo since 2022 and is currently taking action to evict 150 000 Maasai from the Ngorongoro Conservation Area, Loliondo.

    The UN criticised the Tanzanian Government plans in a report[1], identifying trophy hunting as having severe adverse effects on Maasai peoples.

    In a 2024 report,[2] Amnesty International detailed how Otterlo Business Corporation, a trophy hunting company linked to Sheikh Mohammed bin Rashid Al Maktoum, the Prime Minister of the UAE and a member of the ruling royal family, has participated in forcibly evicting Maasai communities.

    In October 2022, Parliament adopted a resolution urging a ban on the ‘import of hunting trophies derived from the CITES-listed species’[3]. Yet, during its debate with the ENVI Committee on 1 March 2023, the Commission asserted that trophy hunting was sustainable and, when ‘well-regulated’, could sustain local, indigenous populations.

    • 1.Will the Commission reconsider its existing position, as set out in its reply to Written Question E-001394/2023[4], in relation to a general ban on the import of hunting trophies derived from CITES-listed species?

    Highland Council’s Trading Standards team is informing local traders that from 1 June 2025, the sale and supply of single-use vapes will be banned across the UK. Businesses in Highland are encouraged to review their stock and prepare for these changes to ensure compliance with the law.

    David MacKenzie, Trading Standards Manager said: “Highland Council Trading Standards fully supports the ban on single-use vapes. This legislation is a crucial step towards reducing environmental harm and protecting public health. Single-use vapes contribute significantly to litter in our streets and parks and pose fire risks in waste and recycling facilities. By eliminating these single-use products, we are not only safeguarding our environment but also promoting responsible vaping practices. Our team is committed to ensuring compliance with this new regulation and supporting businesses through this transition.”

    What does the ban mean?

    Under The Environmental Protection (Single-Use Vapes) (Scotland) Regulations 2024, a single-use vape is defined as a device that is not refillable, not rechargeable, or both.

    This ban applies to both in-store and online sales. It covers all products classified as single-use vapes.

    Steps for businesses to take now

    Businesses should:

    • review their stock and identify single-use vapes
    • stop buying new stock of single-use vapes
    • sell all existing stock
    • only buy vapes from reputable sources that follow the new regulations
    • train their employees about the new requirements and compliance expectations
    • arrange for the environmentally responsible disposal of any unsold single-use vapes

    From 1 June 2025, it is an offence to have disposable vaping products in your possession for sale. Any leftover disposable vaping products must be:

    • stored in stock rooms away from the shopfloor
    • separated from other goods
    • securely wrapped
    • clearly labelled

    Leftovers must be left waiting to be collected for disposal and not for sale.

    Enforcement and Penalties

    Highland Council Trading Standards will enforce the ban in Highland. Businesses found in violation may face:

    The Asia-Pacific Business Forum (APBF) 2025 opened today in Kuala Lumpur with a strong call for the private sector to lead the region’s transition towards a more sustainable, inclusive and resilient future.

    Hosted by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in collaboration with the ESCAP Sustainable Business Network and KSI Strategic Institute for Asia-Pacific, the Forum convenes over 250 senior business executives, policymakers and sustainability champions from across the region to accelerate climate action, boost innovation and scale up green financing.

    Delegates at this year’s forum urged businesses, governments and other stakeholders to move beyond just adapting to climate emergencies to actively leveraging sustainability as a source of innovation, resilience and long-term value creation.

    “There are tangible opportunities to expand the scope of economic cooperation and intraregional connectivity by expanding business prospects, building integrated supply chains and realizing the global 1.5-degree goal,” said Armida Salsiah Alisjahbana, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP.

    She added, “The blue-green transition is not just about environmental stewardship, but an economic opportunity that can reshape how societies align business profitability, economic growth and social development.”
