  • MIL-OSI: Large European and US organizations are prioritizing reindustrialization investments over short-term profitability

Large European and US organizations are prioritizing reindustrialization investments over short-term profitability

    • To mitigate concerns over supply chain pressures, rising tariffs and trade disputes, cumulative investments within and outside of domestic markets projected to reach $4.7 trillion over the next three years, up from $3.4 trillion in 2024
    • More than half have invested in nearshoring or reshoring their manufacturing over the past year, with 35% planning to increase investments in nearshoring in 2025 to diversify their manufacturing
    • Friendshoring, in terms of sourcing and production, is poised to become a key route forward for nearly three quarters of organizations

Paris, March 31, 2025 – The 2025’ edition of the Capgemini Research Institute’s report, ‘The Resurgence of manufacturing: Reindustrialization strategies in Europe and the US’, published today, shows that large organizations across the US and Europe are intensifying their focus on reindustrialization to mitigate concerns over supply chain pressures, rising tariffs and trade disputes. The reconfiguration of global supply chains and manufacturing capacity, including ‘reshoring’ and ‘nearshoring1production, as well as diversification, is being strategically prioritized over short-term profitability. Nearly 60% of executives are determined to continue their efforts despite higher costs and most organizations (65%) are reducing reliance on Chinese products. Instead, they are planning to invest in ‘friendshoring’1over the next three years to de-risk their supply chains.

According to the survey conducted from January 1st to 20th, 2025, market tensions are driving large European and US organizations to accelerate their plans to diversify their manufacturing and supply chains: two thirds have an active or in-progress reindustrialization strategy – up from 59% in 2024.

“After decades of globalization, the imperative to reindustrialize is clear. Organizations are intensifying their efforts to de-risk and diversify their manufacturing and supply chains through friendshoring to reinforce proximity to markets,” said Aiman Ezzat, Chief Executive Officer at Capgemini. “Complexities and costs involved in re-orchestrating supply chains are not being underestimated. Business leaders are investing to navigate the unpredictable macro-environment and drive long-term competitiveness, taking advantage of advanced technologies. In an evolving global landscape, regional collaboration with suppliers, technology providers and policymakers will be key to build a resilient and adaptable manufacturing ecosystem.”

Rising tariffs and strain on supply chains drive reindustrialization
Supply chain resilience, geopolitical concerns, and a desire to be closer to customers emerge as the top drivers of reindustrialization. Supply chain pressure is cited by an overwhelming majority (95%) of executives, a significant increase from 69% in 2024. The desire to be closer to customers is cited for the first time, arriving in second position (92%).

Rising tariffs are further exacerbating supply chain challenges, with 93% of executives expressing concerns about their impact. Reindustrialization is increasingly viewed as a strategic response to the geopolitical environment – notably for battery/energy storage manufacturing, automotive and telecom – with more than half of executives across regions stating that tariffs are accelerating their reshoring and reindustrialization efforts.

Executives acknowledge the complexity and cost of reindustrialization. More than six in ten (62%) expect rising capital costs in the next three years but half foresee reduced logistics and supply chain costs within the same period thanks to greater proximity to customers. In addition, nearly two-thirds still view the domestic skills gap as a major challenge, showing no improvement from 2024.

Nearshore and friendshore manufacturing to surge in the next three years
Over the past year, business leaders across sectors say that they have intensified their strategy to relocate their production and supply chain with more than half (56%) having invested in either nearshoring or combined reshoring and nearshoring of their manufacturing, up from 42% in 2024. This trend is predicted to continue. In the next three years, onshore and nearshore operations are expected to rise to account for 48% (up 7 percentage points) and 24% (up 2 percentage points) respectively, of total manufacturing capacity.

According to the report, ‘friendshoring’ is poised to become a key route forward for most organizations (73%) in terms of sourcing and production. It is expected to account for 41% of total manufacturing capacity in the next three years, up from 37% in 2024. More than eight in ten (82%) executives indicate that they plan to reduce supply chain reliance on China, a significant increase from 58% in 2024. Organizations surveyed have instead targeted reindustrialization destinations in North America, UK, Mexico, Vietnam, India and North Africa.

Advanced technologies to accelerate reindustrialization while driving innovation and reducing costs
Most organizations (62%) are focusing on upgrading manufacturing facilities to make them smart and tech enabled. Over half of them have realized more than 20% cost savings through digital technologies in their reindustrialization efforts and a large majority (84%) plan to invest in advanced manufacturing technologies to further reduce costs.

More than 6 in 10 organizations are looking at critical technologies like data and analytics and AI/Machine Learning to support reindustrialization in the next three years. Organizations are also considering emerging technologies such as Gen AI and 5G & Edge computing; blockchain and digital twins; and quantum technologies.

In addition, nearly three quarters (73%) of organizations foresee that reindustrialization will help catalyze a shift toward sustainable and eco-friendly manufacturing practices, a significant increase from 56% in 2024.

Why Is Welnax BioClear So Affordable?
    (Welnax BioClear Toenail Reviews)

Welnax BioClear’s cost-effective production, creative design, and direct-to-consumer business strategy all contribute to its affordability. Professional-grade Low Light Laser Therapy (LLLT) is now available in a small, one-time purchase device with Welnax BioClear, unlike costly laser treatments at clinics that can cost hundreds or even thousands of dollars each session. For people looking for long-term relief from toenail fungus, this is a more affordable option because it does not require frequent trips to a doctor.

The lack of ongoing expenses is another point that makes it affordable. Prescription drugs, lotions, and ointments are just a few examples of the common therapies that require ongoing expenses over several months, which can mount up over time. Welnax BioClear is a one-time purchase that customers can depend on for continuous use without incurring further costs.

In addition, the Welnax company eliminates middlemen and costly retail markups by taking a direct-to-consumer strategy. Welnax BioClear passes up the savings to clients because it sells mostly online, eliminating the overhead expenses that come with running physical outlets.

The efficacy of Welnax BioClear is not affected by its affordable price. According to verified USA customer reviews, it can effectively eradicate fungal infections in a few weeks, making it a reasonably priced alternative.

    Is Welnax BioClear Legit?

Every day, new health and wellness gadgets are posted on different online platforms, leaving you wondering if the Welnax BioClear is a scam or a genuine product. However, Welnax BioClear stands out as a tested and trusted remedy for toenail fungus based on actual customer experiences and the science underlying its technology.

The application of Low Light Laser Therapy, a non-invasive procedure that has been extensively researched for its efficacy in addressing fungal infections, is one of the main features that demonstrate its legitimacy. Welnax BioClear employs potent light wavelengths to enter the nail bed and combat fungus at its source, unlike conventional lotions and ointments that just target the surface. Without the use of harsh chemicals or costly medical appointments, this method guarantees deeper, more durable effects.

Numerous users have expressed their satisfaction, highlighting observable enhancements in nail health after just a few weeks of regular use. For example, Sophia T., a verified customer, was skeptical at first but discovered that Welnax BioClear was a “game-changer.” After years of battling nail fungus, she saw noticeable improvements in a matter of weeks, and her nails looked healthy again in two months. In the same way, Emily W. was on the verge of giving up after trying countless unsuccessful therapies. She was astounded by how well Welnax BioClear removed her nail after four weeks of use.

Additional testimonies support the product’s efficacy. David S. bought the gadget for his wife, who had long struggled with toenail fungus. • MIL-OSI Economics: Samsung To Launch Bespoke AI Jet Ultra, the Most Powerful Cordless Stick Vacuum Cleaner in the World

    Source: Samsung

▲ Bespoke AI Jet Ultra in a hallway

Samsung Electronics today announced the global rollout of the Bespoke AI Jet Ultra, the world’s most powerful cordless stick vacuum cleaner,1 which was unveiled at the Welcome to Bespoke AI global event held this month. Featuring the upgraded AI Cleaning Mode 2.0 and advanced HEPA filtration system, this latest innovation builds on Samsung’s leadership in smart home cleaning appliances.

“Samsung has proven its next level innovation in the cordless stick vacuum cleaner segment by launching the most powerful model in the world,” said Jeong Seung Moon, EVP and Head of the R&D Team for Digital Appliances Business at Samsung Electronics. “Building on the previous achievement of the Bespoke Jet AI, which was the world’s first UL verified AI-powered cordless stick vacuum cleaner,2 we’re confident that this new model will be a true game changer in the global market.”

Clean Thoroughly With the World’s Most Powerful Suction Power
▲ Bespoke AI Jet Ultra in a living room

The Bespoke AI Jet Ultra boasts suction power of up to 400W3 to tackle even the toughest cleaning tasks. The HexaJet Motor is the key component that generates high suction power. Its unique Hexagon stator structure with a second-stage diffuser and an impeller with the reduced thickness improve airflow and increase motor efficiency, thus enabling up to 400W of suction power. Plus, the motor allows the vacuum cleaner to run for up to 100 minutes on one battery when using Min mode,4 so users can clean their whole house in one go.

Intelligent Cleaning Support Through AI Cleaning Mode 2.0
▲ Bespoke AI Jet Ultra in a dress room

The Bespoke AI Jet Ultra also introduces the upgraded AI Cleaning Mode 2.0.5 By sensing the brush load and vacuuming air pressure, this mode can classify a total of six different cleaning environments6 using Samsung’s AI Optimum Tech and automatically adjust the cleaning performance. When using the Active Dual Brush, it can recognize whether a carpet is normal or long-pile. The vacuum cleaner senses corners7 with the Slim LED Brush+, as well. And by adjusting the suction power and brush speed8 for the different cleaning environments, it uses power more efficiently, reducing battery power use by 21% and increasing maneuverability by 8% with performance akin to Mid mode.9

    Advanced HEPA Filtration System
Complementing this powerful and intelligent experience, Samsung has enhanced the filtration system to ensure dust particles are captured when air is expelled from the vacuum cleaner. The Bespoke AI Jet Ultra features a Multi-layered Filtration system that effectively traps fine dust.10 When air comes in, internal compartments like the cyclone and a metal mesh grille filter catch dust particles in succession. As a result, it achieves a filtration efficiency of 99.999%.11

Another distinctive benefit is that Samsung has implemented HEPA filtration into its Multi-layered Filtration system. With this system, the Bespoke AI Jet Ultra captures dust particles as small as 0.3µm, allowing less dust12 to escape into the air.

1 Based on testing by SLG Prüf- und Zertifizierungs GmbH, in accordance with the IEC 62885-4 Cl.5.8 standard, using a handheld type vacuum cleaner (with no brush) in Jet mode. The results were compared to cordless stick vacuum models available on the market with a stated suction power within 30% of the actual suction power of the Samsung model tested by SLG. Based on sales data between January 2024 and December 2024 as compiled by an independent market research institute.2 In May 2023 it was the first cordless stick vacuum cleaner to receive AI certification from UL Solutions, a leading independent safety science organization.3 Based on testing by SLG Prüf- und Zertifizierungs GmbH, in accordance with the IEC 62885-4 Cl.5.8 standard. Measured at the inlet of the non-motorized tool when the dustbin is empty, using Jet Mode and a large capacity battery that is fully charged. Lasts up to 1 min.4 The stated run time applies when using a large capacity battery (3970mAh) and the minimum power level with a non-motorized tool attached. Results may vary depending on actual usage.5 The updated functions of AI Cleaning Mode 2.0 can be activated after registering the stick vacuum cleaner on the SmartThings App. The operation of AI Cleaning Mode 2.0 may be limited in certain environments, such as when the All-in-one Clean Station is unplugged or Wi-Fi connection is unstable or the Bluetooth connection status between the stick vacuum cleaner and the All-in-one Clean Station is unstable. If AI Cleaning mode 2.0 does not work frequently, please move the All-in-one Clean Station to a space without obstacles nearby. To enable continuous function updates, users should keep the Wi-Fi in the house on at all times.6 The ability to identify different cleaning environments and the time it takes to change the settings can be affected by environmental conditions.7 Corner and floor-wall joint detection only operates in hard floor environments. “Corner” refers to the area where two flat and closed walls meet. The suction power increases about 2-3.5 seconds after the brush is pressed against the wall. If the brush contacts only one side of the corner or if there is a gap in the corner, it may not be recognized as a corner, and the recognition accuracy and reaction speed may vary depending on the wall shape and actual usage environment.8 The brush rotation speed (rpm) can only be adjusted when using the Active Dual Brush.9 Based on internal testing when using the Slim LED Brush+, in accordance with the global average ratio of the floor composition – wooden floor 76% and carpet 24%. It achieves the same cleaning performance as Mid mode with 2% or less difference in cleaning efficiency, in accordance with the IEC 62885-2 Cl. 5.1 and 5.4 standard. The battery consumption was measured based on the actual amount of power consumed while using the vacuum cleaner for 35 minutes from a fully charged state. The maneuverability is based on the actual measured value in accordance with the IEC 62885-2 Cl. 7.3.9 standard. Results may vary depending on the actual usage conditions.10 Refers to dust particles in the size range of 0.5 to 4.2µm.11 Based on internal test in accordance with the IEC 62885-2 Cl. 5.11 standard, using Jet Mode. Results may vary depending on actual usage.12 Based on testing by SGS-IBR Laboratories, in accordance with the ASTM F3150 standard, using Jet Mode. Results may vary depending on actual usage. Compared to our non-HEPA filter model. Refers to dust particles with the size of 0.3µm or above.

For even more convenience, the Vented Combo can simply swap out the currently installed washer and electric vented dryer.

And with Samsung’s AI Bubble technology, users can enjoy clean clothes, cycle after cycle. • MIL-OSI Economics: Samsung Electronics Unveils ‘AI Home’ Vision at Welcome to Bespoke AI Event

    Source: Samsung

Samsung Electronics unveiled its refreshed “AI Home” vision and innovative appliance lineup at its global launch event, Welcome to Bespoke AI, in Seoul, Korea. With a focus on providing a more secure and intuitive user experience, the company introduced an AI Home experience, showcasing advanced AI features and a wider range of screen-enabled appliances.

Jeong Seung Moon, EVP and Head of the R&D Team for Digital Appliances Business at Samsung Electronics, opened the global press conference by introducing the company’s vision for creating an AI Home that harmoniously connects various devices and, as a result, caters to user needs in every room of the home.

“Through our Bespoke AI appliances, Samsung has brought an AI Home to life that not only enhances everyday convenience but also enables energy savings and care,” said Jeong Seung Moon. “We will continue to expand the advanced AI Home to more households, leveraging smart screens, Bixby and Knox security.”

The 2025 Bespoke AI Appliance Lineup
▲ Samsung unveiled the new Bespoke AI appliances for 2025.

During the event, Samsung introduced its Bespoke AI appliances for 2025, which bring new and innovative functionalities to solve users’ difficult problems.

At the heart of the company’s vision is the AI Home display.1 Built upon the innovation of the first introduction of the AI Home display last year, the AI Home with new size options has been expanded to a broad range of new products, such as Bespoke AI Refrigerators, the Bespoke AI Laundry Vented Combo, Washers and Dryers.2

The 9-inch AI Home screen on the Bespoke AI Refrigerator lineup increases consumers’ options by offering a similar experience to what’s available on the larger AI Family Hub screen. With the upgraded AI Vision Inside,3 food management has been enhanced with new features such as automatic recognition of processed food items,4 for models with the AI Family Hub and those with the AI Home. Through the 7-inch AI Home in the Bespoke AI Laundry, users can intuitively control the washing and drying cycles, as well as monitor and control other connected devices.5

Moreover, the new Bespoke AI appliances bring enhanced features that adapt to consumer needs. For example, the Bespoke AI Hybrid Refrigerator utilizes AI to efficiently cool the inside of the fridge, detecting its current status and predicting internal temperature changes to effectively adapt cooling.

The Bespoke AI Laundry includes new functions to enhance consumer convenience, with new standalone models that have upgraded AI Wash and AI Dry to AI Wash+ and AI Dry+,6 as well as models to be launched in Europe, using up to 55% less energy than class A minimum requirements for the washer.7 Also, Samsung unveiled the new Bespoke AI Laundry Vented Combo, which is the first ever vented combo in its class.8 It significantly reduces drying time, finishing both washing and drying in 68 minutes with its Super Speed cycle.

Samsung is continuing to innovate its vacuum cleaner lineup, as well. The cordless stick vacuum cleaner, the Bespoke AI Jet Ultra, will be launched with the world’s most powerful9 suction power of up to 400W.10 The upgraded AI Cleaning Mode 2.011 classifies more diverse environments12 like corners13 and the type of carpets14 for improved cleaning performance.

Samsung also revealed the Bespoke AI Jet Bot Steam Ultra.15 Not only is the robot vacuum cleaner designed to climb thresholds, but it is also enhanced with AI Object Recognition for complex environments,16 which can recognize obstacles as small as 1cm, and even transparent liquids17 for better cleaning results. And when it encounters corners or walls, the brush pops out, allowing it to clean areas that can be difficult for typical robot vacuum cleaners to deal with.

Samsung Home Appliances Bring Easy To Use, Care and Saving to Consumers
Samsung elaborated further on its “AI Home” vision and its commitment to integrating AI across the connected experience to cater to diverse lifestyles — through the core benefits of Easy to Use, Care and Saving.

Thanks to the adoption of the AI Home display, users will find it easier than ever to engage with the full functionality of their Bespoke AI appliances. The smart screen is now an even better central control hub, even connecting third party devices through SmartThings without the need for a separate hub device.18 Users can also utilize features like the refrigerators’ Daily Board to receive personalized information and better manage their day — or use Map View to effortlessly monitor and control other connected devices.

The upgraded Bixby allows for easier control of appliances through voice commands and enhances usability through new features like Voice ID.19 It personalizes services by recognizing the user’s voice, automatically switching to the Samsung account of the speaker and showing their calendar on the screen. And if that person also uses the low vision option on their Galaxy smartphone, it will be automatically synced to the screen for a better viewing experience.

New SmartThings services were also introduced during the event, including Family Care,20 which sends an alert to other family members if a user’s movement is not detected at the set time — or if there is no activity for a certain amount of time after the last activity. It is also possible to use the robot vacuum cleaner to look for signs of an emergency, with all of this functionality being tightly secured by Samsung Knox.

Continued Efforts To Deliver Reliable Experiences
To complete its “AI Home” vision for 2025, Samsung shone a light on how it is pushing the boundaries of innovation, prioritizing a trusted experience for users.

First, Samsung will apply enhanced Knox security to devices across the lineup so that users will be able to enjoy their AI Home experience with peace of mind. This year in particular, Trust Chain, which is part of Knox Matrix, is applied to all Wi-Fi enabled appliances launching in 2025. Users can continuously monitor products’ security status in real time through the dashboard.21

Knox Vault is also applied to home appliances for the first time,22 storing particularly sensitive user information, such as passwords and authentication information, in a separate hardware chip to ensure protection. Furthermore, to protect against the potential of future quantum attacks, Samsung’s security is also equipped with post-quantum cryptography (PQC), a part of Knox Matrix Credential Sync, for its screen-applied products.23

Another key priority for Samsung is making sure that customers can use the latest software features on their existing appliances without buying new ones. With Smart Forward,24 the software update service through SmartThings, Samsung continuously updates its appliances with new features to enhance the consumer experience.

Samsung is also actively improving product maintenance. SmartThings Home Care utilizes AI to diagnose each appliance’s status, and if signs of malfunction are detected, it sends a notification in advance. In addition, a technical support representative can provide guidance on remote measures based on pre-diagnosis results.25 This support feature has already expanded to more countries, including France, Netherlands and Canada, following Korea and the United States.

By integrating all of these wide-ranging initiatives, Samsung aims to create safer and more reliable smart home experiences that users can enjoy with comfort and peace of mind.

▲ Samsung DA held a global event to unveil its vision and new products.

  • MIL-OSI Russia: Polytechnic University Presents New Projects with Artificial Intelligence

    Translartion. Region: Russians Fedetion –

Source: Peter the Great St Petersburg Polytechnic University – Peter the Great St Petersburg Polytechnic University –

Opening the eighth seminar on artificial intelligence, Vice-Rector for Research Yuri Fomin noted that the discussions demonstrated the diversity and scale of the use of AI technologies by Polytechnic University scientists. This time, two reports were devoted to the use of AI methods in digital engineering of molecular and biomolecular systems and in the management of processes in a high-tech medical organization.

The first topic was covered by Mikhail Ryazantsev, professor at the Higher School of Biomedical Systems and Technologies, director of the Scientific Research Institute “Digital Technologies in Medical and Biological Systems”. The speaker talked about the methods of machine learning and molecular systems engineering used, aimed at automating the development and optimization of the properties of molecular systems and processes, as well as synthesis and adaptation for industrial production.

Effective automation requires an iterative process where the results of high-performance computing and/or experiments are used to train ML models, which in turn guide further development and optimization steps. It is also important to have a platform for integrating all the tools into a single workflow.

Mikhail Nikolaevich spoke about the methods of directed evolution, combined design and the results achieved in optimizing protein properties. The professor emphasized that today chemistry is increasingly becoming an engineering science, including through the use of artificial intelligence, and the development of the industry requires appropriate software.

Igor Ilyin, Director of the Higher School of Business Engineering and Head of the Laboratory for Interdisciplinary Research and Education on Technological and Economic Problems of Energy Transition (CIRETEC GT), reported on solutions to pressing problems of medical institutions that need to optimize medical, management, and support processes.

The professor spoke about the characteristics and key aspects of the formation of the “smart clinic” architecture, as well as about digital technologies used in healthcare and projects being implemented. In particular, Igor Vasilyevich’s team is developing a system for supporting medical decision-making based on deep learning algorithms at the request of one of the largest medical centers in the country. Daniel Alliti, a postgraduate student at the Higher School of Business and Management of the Institute of Medical and Economics and Technology, spoke in more detail about the system. The system, being developed based on deep learning algorithms, should increase the efficiency of diagnostics and forecasting by 10%, reduce the number of medical errors leading to the death of the patient, reduce the routine tasks of doctors, freeing up time for receiving patients.

The seminar participants, who included undergraduate and graduate students, asked many questions regarding the methods and speed of computations, the operating systems used, responsibility for diagnoses made using AI, the use of terminology, etc.

It is gratifying that we have such a wide range of questions – from narrow technical to philosophical. This suggests that the topic of using artificial intelligence is truly interdisciplinary and inexhaustible, – commented on the results of the seminar Yuri Fomin.

The Vice-Rector for Research also supported the proposal to create a glossary on the topic of artificial intelligence so that there would be a common understanding of terms among participants in interdisciplinary research groups.

Following is the speech by the Secretary for Innovation, Technology and Industry, Professor Sun Dong, at the Laservall – “From Hong Kong To Global: The Future of Advanced Manufacturing and Microelectronics” event today (March 31):

Ms Lee (Korean Consul (Commerce), Consulate General of the Republic of Korea in Hong Kong, Ms Jaeyon Lee), James (Chairman of Laservall, Mr James Kang), Andrew (Chief Executive Officer of Laservall, Mr Andrew Kim), Albert (Chief Executive Officer of the Hong Kong Science and Technology Parks Corporation, Mr Albert Wong), distinguished guests, ladies and gentlemen,

Good morning. It is my pleasure to stand before you today to celebrate Laservall’s global expansion in Hong Kong – a milestone that marks the company’s distinctive success achieved in developing advanced high-precision laser inter-connect solutions and automation system for advanced manufacturing.

Founded in Hong Kong in 2003 and commencing its amazing journey at the Hong Kong Science Park in 2024, a cradle that nurtures thousands of innovation and technology (I&T) companies, Laservall has evolved into a world leader in the advanced manufacturing industry today. With its extensive clientele including some renowned global brands in the industry of smartphone camera modules, electronics and automotive, Laservall continues to expand its operations with R&D (research and development) centres and production facilities across Asia.

We are so excited to witness Laservall’s success today, as advanced manufacturing has been a pivotal sector and significant power engine to drive the development of new industrialisation in Hong Kong.

Following the promulgation of the Hong Kong Innovation and Technology Development Blueprint in December 2022, the Hong Kong SAR Government has been actively promoting new industrialisation through supporting the advanced manufacturing industries and encouraging the upgrading and transformation of traditional manufacturing sector through the use of I&T, with the aim of driving sustainable economic growth and creating high-quality employment opportunities.

To bolster the development of new industrialisation, our Government has stepped up its efforts by implementing a series of supporting policies and measures. • MIL-OSI Asia-Pac: COMMEMORATION OF THE WORLD CONSUMER RIGHTS DAY 2025

    Source:

    Share this:

KEYNOTE ADDRESS by the Minister of Commerce Industry and Labour, Honourable Faleomavaega Titimaea Tafua (14th March 2025)

    Reverend Misipati Afutiti,

    Distinguished guests,

    Ladies and Gentlemen,

It is with great pleasure that I extend a warm welcome to all participants representing various organizations, school principals, teachers and students who are gathered here today for the Ministry of Commerce, Industry & Labour (Ministry) Awareness Day.

    TALOFA LAVA

Today’s programme marks the commemoration of the World Consumer Rights Day, an important occasion dedicated to celebrating consumer rights and standing in solidarity with the global consumer movement.

The Ministry commemorated the World Consumer Rights Day on March 14th, 2025, in advance of the internationally recognized date of March 15th, which falls on a Saturday. The World Consumer Rights Day is an annual event that provides an opportunity to advocate for the protection and respect of consumer rights while addressing market abuses and social injustices that undermine those rights. The World Consumer Rights Day was inspired by President John F Kennedy, who, on March 15, 1962, delivered a special message to the US Congress that formally acknowledged the importance of consumer rights. The day was first observed by Consumer International (CI) on 15 March 1983 and continues to be commemorated each year on this date, driving action on key issues and campaigns. This year marks the 27th celebration of World Consumer Rights Day in Samoa.

In June 1998, the Samoan Government enacted the Fair Trading Act, aimed at protecting consumer rights and establishing conduct standards for businesses operating in Samoa. This legislation was later refined and strengthened by the Competition and Consumer Act of 2016.

In honour of this special day, the Ministry sets aside the universal theme “A Just Transition to Sustainable Lifestyles” but chooses to proceed raising commitment in engaging consumers and businesses to interact in a solid and competitive trading environment by conducting an outreach program.

The eight fundamental Consumer Rights include:

    1. Right to satisfaction of basic needs

    2. Right to safety

    3. Right to information

    4. Right to choose

    5. Right to representation

    6. Right to redress

    7. Right to a healthy environment

    8. Right to consumer education

It is our hope that by the conclusion of today’s activities, all attendees will have a comprehensive understanding of their consumer rights and obligations, the Ministry’s services and its integral role within our community. We also eagerly anticipate receiving your valuable feedback to further improve our services.

On that note, I wish you all a successful and enriching day.

I HEREBY DECLARE THIS AWARENESS DAY OFFICIALLY OPENED.

    Soifua.

    Press release

Fuel margins ‘remain stuck’ at historic highs, CMA says

Today’s interim monitoring report sets out the Competition and Market Authority’s (CMA) observations on developments in the road fuel retail market since the previous update in November 2024.

Dan Turnbull, Senior Director of Markets at the CMA, said:

While there are several factors contributing to the higher fuel prices seen in recent months, fuel margins remain stuck at high levels which impacts prices paid by drivers at the pump.

The ‘fuel finder’ scheme set to launch this year should be a game changer for drivers – allowing them to find the cheapest fuel prices while boosting competition between fuel retailers.

    Fuel prices

Fuel prices increased for both petrol and diesel from October 2024 to February 2025. These movements reflect in part changing crude oil prices and refining spreads, both of which are driven by global factors.

The average petrol and diesel prices at the end of February were 139.6 and 146.8 pence per litre (ppl) respectively. This represents an increase of 5.2 ppl and 7.1 ppl in petrol and diesel prices than the previous four months.

    Fuel margins

A retailer’s fuel margin is the difference between what it pays for fuel and sells it at. In this update, the CMA found that fuel margins were similar to the high levels seen during its road fuel market study – a review of the market to understand the factors influencing fuel prices undertaken between 2022 and 2023.

Supermarket fuel margins decreased from 8.6% in September 2024 to 8.2% in November 2024 before peaking at 8.9% in December 2024. Non-supermarket fuel margins decreased from 10.6% in September 2024 to 9.1% in November 2024 before rising to 9.8% in December 2024.

Fuel margins remain high compared to historic levels, which suggests that overall competition in the road fuel retail market remains weak.

    Retail spreads

The CMA also looked at the retail spread – the average price that drivers pay at the pump compared to the benchmarked price that retailers buy fuel at – over October 2024 to February 2025.

Petrol retail spreads in the four months to end-February averaged 13.8ppl, which was 1.1ppl lower than over the previous four-month period – but still more than double the average of 6.5ppl over 2015 to 2019. Diesel retail spreads averaged 13.4ppl, which was 2.9ppl lower than the previous four-month period, but still more than the average of 8.6ppl in 2015 to 2019.

While spread analysis can give a quick overview of trends in the sector, it is a less reliable indicator of competitive intensity than individual retailers’ fuel margins. Retail spreads increase and decrease in response to the volatility of wholesale prices but should return to a normal range over time.

    Road fuel market study

At the end of its road fuel market study, the CMA recommended a new monitoring function and fuel finder scheme. The previous government accepted those recommendations and determined the CMA would take on the new statutory monitoring function. The new government has since confirmed its commitment to both these measures.

The fuel monitoring function will provide ongoing scrutiny of prices to encourage effective competition between retailers and help keep prices low for drivers. This update is based on data provided voluntarily by fuel retailers – the next update will include data gathered using our new information gathering powers.

The ‘fuel finder’ scheme will allow drivers to compare real-time fuel prices, via navigation apps, in-car devices and comparison websites. The government’s aim is to launch the scheme by the end of this year, subject to legislation and parliamentary time.

    Notes to editors

    1. The CMA has used information requested on a voluntary basis from major fuel retailers, including: Applegreen-Petrogas, Asda, BP, Esso, Euro Garages, Morrisons, Moto Hospitality, Motor Fuel Group, Rontec, Sainsbury’s, Shell, Tesco, and Welcome Break. The next report will use data based on information requests to fuel retailers using the CMA’s new formal powers under the Digital Markets, Competition and Consumers Act 2024.
    2. All enquiries from journalists should be directed to the CMA press office by email on press@cma.gov.uk or by phone on 020 3738 6460.

    Source: Business Central

Changes to health and safety laws announced today will allow small businesses to focus on the most critical risks, says Business Central CEO Simon Arcus.
“Safety is essential to every workplace, but our current health and safety laws don’t reflect levels of actual risk.
“A retail shop or small office is a very different environment to a construction site, yet our current laws require small business to address their risks in similar ways.
“Small businesses can easily be overwhelmed by the breadth of our health and safety laws, which add unnecessary complexity and cost.
“This change will not only reduce costs to business – it will make low-risk environments safer by focusing on the most critical risks.
“It also frees up the regulator, WorkSafe, to focus on areas where it can have the most impact on reducing harm.
“Today’s announcement is the first in a series of changes designed to reduce red tape for business.
“Reducing compliance for small, low risk businesses is a proportionate, sensible step.”

  • MIL-OSI New Zealand: Business Canterbury welcomes health and safety changes

    Source: Business Canterbury

Business Canterbury welcomes today’s announcement by Workplace Relations and Safety Minister, Hon Brooke van Velden, that will see significant reforms to health and safety legislation, providing much-needed red tape relief for businesses across Canterbury.
Business Canterbury Chief Executive, Leeann Watson says, “The reforms represent the most substantial changes to health and safety since the current legislation was enacted in 2015, with a shift towards focusing on critical risks rather than requiring businesses to address all potential risks regardless of likelihood or severity.”
“The carve-out for small business and a refocus on critical risks are significant steps forward and appropriately use the levers available to government to right-size the rules and enhance health and safety outcomes.
“It has always been a bit of a head scratcher that small, low risk businesses need to operate using the same principles and rules as large industrial businesses. This has led to complexity and confusion that costs time, energy and money for businesses – without necessarily enhancing safety outcomes.
“Many businesses feel like they need to have pages and pages of risks in a register to comply with the law – many of which are then impossible to prioritise, or even remember, amongst management and staff.
“Not all risks have huge consequences on safety and these changes go further in clarifying what is required by businesses. This allows them to really focus their time and energy, and their employees time and energy, on the risks that do have severe consequences.
Another key issue raised during Business Canterbury’s recent session with members and the Minister was the role of WorkSafe as the primary health and safety regulator.
“The overwhelming feedback from our members was that WorkSafe’s advisory role should take precedence over its inspectorate or enforcement functions.
“Businesses want to keep their teams safe and are looking for clear, actionable advice from regulators on what is ‘practicable’.”
We look forward to further engagement with the Government to make these changes in addition to those announced today.

  • MIL-OSI New Zealand: Business – Health and safety refocused on task at hand – BusinessNZ

    Source: BusinessNZ

Health and safety law reforms announced today will make it simpler for small businesses to keep their workplace safe and people healthy, says BusinessNZ.
Chief Executive Katherine Rich says the cost of compliance for small, low-risk businesses often overshadows best intentions.
“Everyone deserves to expect a safe working environment – no matter the workplace. But red tape surrounding compliance and prohibitive costs have taken away from the task at hand – that is making sure people come home from work in one piece.
“Small businesses are unsure which risks to focus on and often struggle with costs of compliance. The Government’s call to limit health and safety requirements in small, low-risk businesses is a sensible approach.”
“Beyond small businesses, several more changes are on the horizon which should reduce resource-consuming paperwork and ‘tick-box’ exercises which have little to no direct impact on wellbeing at work.
“BusinessNZ supports the war on red tape and encourages businesses to speak up on matters in all areas of work that add unnecessary strain and make it harder to simply do business.”
The BusinessNZ Network including BusinessNZ, EMA, Business Central, Business Canterbury and Business South, represents and provides services to thousands of businesses, small and large, throughout New Zealand.

  • MIL-OSI New Zealand: Tech – Samsung To Launch Bespoke AI Jet Ultra, The Most Powerful Cordless Stick Vacuum Cleaner in the World

    Source: Samsung

Ground-breaking new vacuum cleaner unveiled at Samsung’s annual global launch event  is now ready to expand to the global market

AUCKLAND, New Zealand – March 31, 2025 – Samsung Electronics Co., Ltd. today announced the global rollout of the Bespoke AI Jet Ultra, the world’s most powerful cordless stick vacuum cleaner, which was unveiled at the Welcome to Bespoke AI global event held this month.

“Building on the previous achievement of the Bespoke Jet AI, which was the world’s first UL verified AI-powered cordless stick vacuum cleaner, we’re confident that this new model will be a true game changer in the global market.”

Clean Thoroughly With Our Most Powerful Suction Power

The Bespoke AI Jet Ultra boasts suction power of up to 400W to tackle even the toughest cleaning tasks. The HexaJet Motor is the key component that generates high suction power. Its unique Hexagon stator structure with a second-stage diffuser and an impeller with the reduced thickness improve airflow and increase motor efficiency, thus enabling up to 400W of suction power. Plus, the motor allows the vacuum cleaner to run for up to 100 minutes on one battery when using Min mode, so users can clean their whole house in one go.

Intelligent Cleaning Support Through AI Cleaning Mode 2.0

The Bespoke AI Jet Ultra also introduces the upgraded AI Cleaning Mode 2.0. By sensing the brush load and vacuuming air pressure, this mode can classify a total of six different cleaning environments using Samsung’s AI Optimum Tech and automatically adjust the cleaning performance. When using the Active Dual Brush, it can recognise whether a carpet is normal or long-pile. The vacuum cleaner senses corners with the Slim LED Brush+, as well. And by adjusting the suction power and brush speed for the different cleaning environments, it uses power more efficiently, reducing battery power use by 21% and increasing manoeuvrability by 8% with performance akin to Mid mode.

    Advanced HEPA Filtration System

Complementing this powerful and intelligent experience, Samsung has enhanced the filtration system to ensure dust particles are captured when air is expelled from the vacuum cleaner. The Bespoke AI Jet Ultra features a Multi-layered Filtration system that effectively traps fine dust. When air comes in, internal compartments like the cyclone and a metal mesh grille filter catch dust particles in succession. As a result, it achieves a filtration efficiency of 99.999%.

Another distinctive benefit is that Samsung has implemented HEPA filtration into its Multi-layered Filtration system. With this system, the Bespoke AI Jet Ultra captures dust particles as small as 0.3µm, allowing less dust to escape into the air.

  • MIL-OSI China: Foreign auto brands seize growth opportunities in China

Source: China State Council Information Office

An increasing number of foreign-funded enterprises are seizing development opportunities in China’s new energy vehicle (NEV) sector by boosting investment, expanding their market presence, and advancing projects, research and cooperation.

The global automotive industry’s shift from internal combustion vehicles to NEVs has opened new opportunities for both China and Germany, said Helmut Stettner, CEO of Audi FAW NEV Co., Ltd.

“We see that the switch to electric mobility is accelerating in China, especially in the premium market. Despite some challenges, it continues to offer significant growth potential for Audi. We want to and will participate in this development,” he added.

In March, German carmaker BMW partnered with Chinese tech giant Huawei to develop an in-car digital ecosystem specifically tailored for the Chinese market. Tesla’s Megafactory in east China’s Shanghai, the first of its kind built by Tesla outside the United States, also exported its first batch of Megapack energy-storage batteries this month.

“China’s NEV market holds immense potential, continuously improving business environment and complete, efficient industrial and supply chains, which are the key factors driving foreign auto companies to invest and deepen their presence in the Chinese market,” said Gao Yuning, deputy dean of School of Public Policy and Management, Tsinghua University.

In 2024, China’s production and sales of NEVs both exceeded 12 million units, solidifying the country’s leading position in the global market. China has established a comprehensive industrial chain, supplying 70 percent of the world’s battery materials and 60 percent of power batteries.

In recent years, the Chinese government has created a favorable development environment for the NEV market through policies and measures such as purchase subsidies, extensive charging infrastructure, and the construction of intelligent connected vehicle demonstration zones.

Data from the Ministry of Commerce showed that over 60 percent of vehicles purchased under the automobile replacement and renewal subsidy policy in 2024 were NEVs. As of Dec. 19, 2024, foreign brands accounted for more than 35 percent of the vehicles purchased through the policy.

The open-mindedness of Chinese consumers toward new technologies and innovation, coupled with their focus on intelligent networking technology, has created new avenues for reform and business opportunities for foreign car companies.

According to a Tesla salesperson in Changchun, northeast China’s Jilin Province, in the past, customers paid more attention to cruising range and cost performance, but now they look at the intelligent configuration of vehicles, such as smart cockpits and automatic parking.

An increasing number of foreign car companies in China believe that developing new models tailored to the Chinese market is key to their future success. They are focusing on integrating smart driving, car networking and green solutions that align with the preferences and habits of Chinese consumers to achieve market breakthroughs.

Among them, Volkswagen Group signed a strategic cooperation agreement with China’s First Automobile Works (FAW) in March to introduce 11 new models specifically tailored for the Chinese market, starting in 2026.

“Our enduring partnership with FAW is a strong pillar of our success in China. Aligned with our ‘In China, for China’ strategy, we are further advancing FAW-VW’s product portfolio covering all powertrains, with a strong focus on NEVs, to meet evolving customer needs,” said Ralf Brandstaetter, chairman and CEO of Volkswagen Group China.

The steady development of the Chinese economy and China’s continuous high-level opening-up are the biggest sources of confidence for foreign investment to boost their presence in China, Gao Yuning said.

  • MIL-OSI New Zealand: Business – Appointment of Chair-elect for Mainland Group – Fonterra

    Source: Fonterra Co-operative Group

Fonterra Co-operative Group Ltd today announces the appointment of Elizabeth (Liz) Coutts ONZM as Chair-elect of Mainland Group, the proposed divestment entity of Fonterra’s global Consumer business.

An internationally recognised director and executive, Liz is currently Chair of ASX and NZX-listed companies EBOS Group Ltd (ASX/NZX:EBO) and Oceania Healthcare Limited (ASX/NZX:OCA), as well as private telecommunications company 2degrees Group Limited.

In the event of an initial public offering (IPO) for Mainland Group, Liz would be the Non-Executive Chair of the Board, presiding over the go-forward growth strategy.

Fonterra Chair Peter McBride says the Co-op is pleased to have appointed Liz to head the Mainland Group Board.

“Liz has a proven track record of over 20 years as a Board Director, Audit Committee Chair and Board Chair across sectors. She brings extensive governance experience from both large private and public companies, and her leadership will be invaluable should we pursue a public listing for Mainland Group,” says Mr McBride.

This appointment follows Fonterra’s announcement in February of the selection of René Dedoncker as CEO-elect and Paul Victor as CFO-elect of Mainland Group.

Fonterra continues to pursue both a trade sale and IPO as potential divestment options for its global Consumer and associated businesses.

Over the coming weeks, it will be assessing non-binding indicative offers from potential purchasers and has recently completed meetings with prospective investors as part of the IPO process.

“This divestment is firmly grounded in an understanding of how Fonterra best creates value for farmers and New Zealand, both today and for generations to come.”

“We are thoroughly testing which divestment option will return the best value to farmer shareholders, while providing an ownership structure that allows our Consumer brands to continue to grow. A divestment remains subject to approval from Fonterra’s farmer shareholders and we will be putting our chosen option to them for a vote in due course,” says Mr McBride.

Fonterra continues to target a significant capital return to be made to farmer shareholders and unit holders following the divestment.

    About Fonterra

  • MIL-OSI China: Foreign business leaders reaffirm China as oasis of certainty

Source: China State Council Information Office

In a world haunted by growing protectionism, China has continuously expanded opening up, injecting stability into the global economy, and has become an oasis of certainty and a hot spot for investment and entrepreneurship.

This is the belief shared by more than 40 representatives of the international business community who met in Beijing on Friday with Chinese President Xi Jinping.

From the China Development Forum 2025 in Beijing to the Boao Forum for Asia Annual Conference 2025 in south China’s Hainan Province, foreign executives have reaffirmed their commitment to China as a key market for investment and collaboration. They noted China’s complete industrial system, rich application scenarios, vast market scale and large talent pool, which combine to offer extensive collaboration opportunities for international industrial and technological innovation.

Investing in China, investing in future

China’s reform and opening up continue to draw global attention. Riding the wave created by China’s high-level opening-up endeavors, foreign companies are leveraging the advantages of the world’s second-largest economy and participating in its innovation pursuit, aiming at win-win cooperation.

“We have been very proud to play a role in China’s development, enabling and connecting China to the world,” said Sean Stein, president of the U.S.-China Business Council, adding that China has grown into the world’s second-largest consumer market, presenting vast opportunities for multinational operators to invest and expand their businesses.

Foreign business operations and investments in China have driven economic growth and employment, boosted technological and managerial progress, and facilitated reform and opening up. In this process, foreign businesses have thrived and generally enjoyed handsome returns, achieved win-win results, and forged profound friendship with the Chinese people.

In 2024, a total of 59,080 new foreign-invested enterprises were established in China, up 9.9 percent year on year. Over the past five years, the return rate of foreign direct investment in the country has remained at approximately 9 percent, ranking among the highest in the world.

“We invest in infrastructure that supports domestic consumption. A prosperous Chinese consumer is good for our business,” said Hamid R. Moghadam, chairman and CEO of Prologis.

“We are more than 30 years now in China, and we have several production hubs. For us, it’s a very large market. China also is a very attractive market with a lot of opportunities today, in the past, but also in the future — and that’s why we’re here,” said Christian Hartel, president & CEO of Wacker Chemie AG.

“So we keep investing, and we have very great people here on the ground in China, who are very innovative. We develop and produce products for the Chinese market, and also feel very positive for the outlook in the future,” he added.

All eyes on new quality productive forces

Foreign investment plays a significant role in fostering new quality productive forces, and China supports the participation of foreign enterprises in its new industrialization, with a focus on high-tech fields, according to an action plan to stabilize foreign investment in 2025, which was approved by a State Council executive meeting in February.

The nation’s emphasis on innovation as a driver for high-quality growth resonated strongly with the foreign business representatives.

They said that from “Made in China” to “new quality productive forces,” China has empowered industrial transformation and upgrading through innovation, and is set to realize higher-quality and more sustainable development. These foreign business representatives have reached the consensus that the outlook of the Chinese economy is strong.

“Today there are multiple signs of investment on optimism,” said Jean-Pascal Tricoire, chairman of Schneider Electric, adding that China’s promotion of green development aligns with Schneider’s goal of pursuing sustainability, instilling confidence in enterprises to advance investment, research and development in China.

“We remain committed to the country, not only as a market, but as a strategic hub for innovation, investment and collaboration,” said Geoff Martha, chairman and CEO of Medtronic. He emphasized the company’s commitment to innovation collaboration in China and expressed the hope of jointly promoting the innovative development of global healthcare via continued investments in China.

Beijing Benz, the joint venture between Beijing Automotive Group Co., Ltd. and Mercedes-Benz, in March 2024 marked the milestone of producing its 5 millionth vehicle. Later, in September 2024, Mercedes-Benz and its Chinese partners announced an additional 14 billion yuan (about 1.92 billion U.S. dollars) investment to expand their product offerings in the region.

Ola Kallenius, chairman of the board of management of Mercedes-Benz Group AG, also praised China’s innovation-driven market. “China’s competitive advantage lies in its passion for innovation,” he said. “That is why Mercedes-Benz continues to deepen its presence in China.”

    Open collaboration for shared future

Against the backdrop of rising unilateralism and protectionism in the world economy, China has vowed to expand high-standard opening up, while keeping foreign trade and foreign investment stable.

China is an oasis of certainty, according to Aramco President and CEO Amin H. Nasser. “What we see today in the global environment is uncertainty. We are seeing unpredictability, and we need China’s stability, certainty and predictability that we are seeing,” Nasser explained.

“I think for us exactly in these times of uncertainties, having the commitment from President Xi and from the Chinese government in general to show consistency in their approach, to continue with their focus on multilateralism, on providing a level playing field, and on opening up… these are very powerful messages of stability in a world that really needs stability at this time,” said Vincent Clerc, CEO of A.P. Moller-Maersk.

“We have been in China for a little bit more than 60 years, and we are now planning for our next 60 years, for Inter IKEA here in China. We are very confident in China, and in how China and IKEA can grow together,” said Jon Abrahamsson Ring, CEO of Inter IKEA Group.

  • MIL-OSI Australia: ICON grant helps launch fashion website

Source: Northern Territory Police and Fire Services

Teresa Wojcik has created an Australian-first website, Your Season.

An ICON grant from the Canberra Innovation Network (CBRIN) helped Teresa Wojcik create an Australian-first website.

The point of difference for her fashion site, Your Season, is its organisation by seasonal colour palettes.

After having her colours done professionally, Teresa quickly identified a huge gap in the market.

“Shopping by colour palette wasn’t accessible in real life,” she said.

“The majority of stores were off limits because clothes weren’t in my colours.

“I’d go online but would spend hours and have hundreds of tabs open trying to find clothes I liked, and were in my palette,” Teresa said.

Her partner told her about CBRIN’s Innovation Connect (ICON) grants, and that’s when Teresa’s idea for Your Season came to life.

ICON grants are currently open and close 16 April 2024.

CBRIN receives funding from the ACT Government to support entrepreneurs, innovators and start-ups – like Your Season – in Canberra.

It offers business support, programs, grants and access to networks of other entrepreneurs.

“I got matched funding from the ICON grant for $30,000. It helped me build the Your Season website and work on the complex algorithm that feeds it.”

Teresa has already secured birdsnest.com.au, petalandpup.com.au, stfrock.com.au and Amazon Australia to list their clothes on her site.

She has ASOS and The Iconic in her sights for 2024. She’s also working on improving website functionality and getting other well-known brands on board.

“And there will always be work to do on the algorithm, it’s extremely complex and I want it to be the best it can be, even if my eyes are bleeding colours,” she said.

When asked what advice she had for anyone wanting to start a business in Canberra, she gave three tips:

    1. Lean into it – Go with your idea and seek out support, it’s there. The Canberra business community is very generous and you don’t have to do it by yourself.
    2. Understand things take longer than you expect – There can be pressure on you to go fast, to be first to market, but use the resources and support there are in Canberra to get you going.
    3. It’ll cost more than you expect – I’m not paying myself so I can build what I believe is a good product. But in the 10 years of working as a musician, I’ve received about $10,000 in funding, in one year in business I’ve received $75,000 in total. Look for funding to support your dreams.

Previous ICON grant recipients include Future Swirl and Aurabox.

    Source: Australian Department of Communications

Businesses and individuals bound by the tipping off offence must now consider whether a disclosure could be expected to prejudice an investigation, under changes to the AML/CTF laws that came into force today.
The changes to the offence, which carries a maximum penalty of around $39,000 or up to 2 years in prison, are now focussed on the harms that could flow from a disclosure.
AUSTRAC CEO, Mr Brendan Thomas, said the change is part of AML/CTF reforms passed late last year to expand and simplify the legislation.

  • MIL-OSI New Zealand: Economy – RBNZ outlines work to support competition

Source: Reserve Bank of New Zealand

31 March 2025 – Today the Reserve Bank of New Zealand, Te Pūtea Matua appeared before the Finance and Expenditure Committee (FEC) for their banking inquiry and discussed the wide range of initiatives underway to support and improve competition in the banking sector.

Chair Neil Quigley, Acting Governor Christian Hawkesby, Director Prudential Policy Jess Rowe, and Financial Stability Adviser Charles Lilly appeared before the committee.

The RBNZ’s statutory purpose is to promote prosperity and wellbeing for all New Zealanders. This is achieved through its three core objectives: price stability, financial stability and central banking, which includes managing monetary policy, overseeing payment systems and ensuring access to cash. Competition is important across all these objectives.

“We have never had more focus on competition across our functions, including addressing the recommendations of the Commerce Commission’s market study,” Mr Hawkesby said.

Key initiatives likely to support competition include developing proportionate prudential standards, launching the depositor compensation scheme, expanding access to the payments system, investigating a digital currency and working with CoFR partners on system-wide issues such as a payments vision for New Zealand.

“Advancing competition and innovation in the financial sector is a team effort across government agencies, regulators and the industry itself,” Mr Hawkesby said.

The RBNZ’s submission to the FEC outlines that the greatest gains to be made are through advancing open banking, customer data rights, digital identity, and the retail payments infrastructure to deliver an eco-system where competition can flourish.

“Through our consultation on the new Deposit Takers Act and submissions to the FEC, we have heard the claims that our bank capital regime is unreasonably conservative, and that it is undermining competition and growth in the New Zealand economy. We think that some of those claims are incorrect, but most of the claims can be tested empirically and we consider that it is important that we respond by undertaking this assessment,” Professor Quigley said.

“The Reserve Bank Board has agreed to an evidence-based review of key aspects of our deposit takers capital settings, utilising international experts and assessing it against the regimes in other countries,” Professor Quigley said.

The full opening statements from Mr Hawkesby and Professor Quigley can be read below.

    What is capital?
Capital is the buffer that allows a bank to absorb losses while still being able to pay its depositors and other creditors in full

    What will the review cover?
The Reserve Bank intends to conduct a reassessment of key capital settings. We intend to engage independent international experts to support this process.
The review will build on work currently underway to review more granular risk weights for residential mortgages and corporate (including rural) lending, community housing and whenua Māori lending, as well as development of a new crisis management framework. The review will expand the work programme to include consideration of additional evidence and the calibration of other foundational aspects of the regime including:

    • Reviewing submissions or statements made at the FEC banking enquiry regarding our prudential capital framework
    • An assessment of how our capital settings compare internationally
    • A reassessment of the appropriate risk appetite for capital settings in New Zealand
    • Reviewing the degree of proportionality in the framework and considering changes
    • Considering the balance between going concern and gone concern capital and the role of ‘Additional Tier 1’ capital.

What does this mean for the planned increase in capital requirements on 1 July?

    • Following a review over 2017-2019, the Reserve Bank announced higher capital requirements, a long transition period to 2028. For Domestic Systemically Important Banks (D-SIBs), total requirements are scheduled to go from 10.5% to 18%. Current requirements are 13.5%.
    • Requirements for smaller banks are scheduled to go from 10.5% to 16%, and current requirements are 11.5%.
    • There is a scheduled increase in capital requirements on 1 July 2025 of a 1% of risk weighted assets increase in the Prudential Capital Buffer (PCB) for all banks.
    • Banks are well advanced in their plans to meet the new requirements. On average, banks’ total capital levels are currently above 16%.
    • Accordingly, we intend to proceed with the 1 July increase, taking total requirements for D-SIBs to 14.5% and other banks to 12.5%.
    • The review will be conducted promptly to allow for any changes to be well signalled ahead of next year’s scheduled increase and to minimise the impact on the implementation of the Deposit Takers Act.

Examples of past tip-offs of foreign investment breaches

Examples of cases we received as a tip-off include:

    Illegal purchase of established dwelling

We received a community tip-off about a foreign non-resident who didn’t apply for foreign investment approval before buying an established residential property. As this was a breach of the rules, the foreign person had to pay a $12,600 infringement penalty.

The foreign person was unable to move into the property or redevelop it to create 2 new dwellings. This was considered contrary to national interest and the foreign person had to sell the property.

Breach of conditions – renting an established dwelling

A tip-off was made about a foreign person who had rented out their established residential property through a real estate agent. This was in breach of the conditions listed on their foreign investment approval.

The foreign person had to pay a $12,600 infringement penalty and move into the property as a condition of their foreign investment approval.

Breach of conditions – not redeveloping and renting

A member of the building and construction industry made a tip-off that 3 properties were held by an individual foreign person and associated trusts in breach of their foreign investment approval conditions. They breached the conditions of their approval by renting out one established property and not redeveloping the others within the approved timeframe. Infringement penalties were imposed and the properties had to be sold.

Incorrect statement in vacancy fee return

A foreign person stated in their vacancy fee return that they had occupied their dwelling for 6 months or more in accordance with the vacancy fee rules. However, our investigation showed the person was overseas for more than 6 months of the year.

We helped the person understand that having a friend occupy the residence did not meet the definition of ‘residential occupation’ as defined by the foreign investment rules. They had to pay a $89,300 vacancy fee liability.

    How your privacy is protected

Your privacy is protected by the Privacy Act 1988 and the strict secrecy provisions of the Income Tax Assessment Act 1936, the Taxation Administration Act 1953 and other tax laws.

Due to privacy laws, we are unable to share details specific to any foreign investment compliance investigation. We won’t be able to tell you of the outcome of our investigations. We equally respect your privacy in reporting the suspected breach, as well as the privacy of the owner of the reported property.
