  • MIL-OSI Economics: Overall Housing Sentiment Ticks Higher Despite Consumers’ Growing Affordability Concerns

    WASHINGTON, DC – The Fannie Mae (FNMA/OTCQB) Home Purchase Sentiment Index® (HPSI) increased 0.3 points in January to 73.4, bouncing back slightly after falling last month for the first time since July. Improvements in consumer optimism toward both homebuying and home-selling conditions, along with even greater expectations that home prices will rise over the next 12 months, drove the increase. However, after a surge in mortgage rate optimism in the second half of last year, January saw a 13-percentage-point decline in the net share of consumers who believe mortgage rates will go down in the next 12 months. In addition, the share of consumers who expect rental prices will go up increased 8 percentage points from last month to 65%. Year over year, the HPSI is up 2.7 points.

    “Consumers seem increasingly pessimistic that housing affordability conditions will improve across the board, as a growing share expects home prices, rent prices, and mortgage rates will all go up,” said Kim Betancourt, Vice President of Multifamily Economics and Strategic Research. “The lower optimism toward the mortgage rate outlook was largely expected, as rates have continued to stay elevated and even crossed the 7% threshold in mid-January. As noted in our latest forecast, we currently expect mortgage rates to end 2025 around 6.5%, relatively little changed from where we are today, which will likely continue to hinder relief for housing affordability and home sales activity.”

    Betancourt continued: “On the rental side, consumers have indicated a sharply growing expectation over the past two months that rent prices will increase. This mirrors our expectation that multifamily rents will grow between 2.0% and 2.5% this year — up from an estimated 1.0% last year. Even though it remains relatively cheaper for consumers to rent than buy in nearly every U.S. metro, we expect affordability issues will remain a real challenge for both renters and homeowners alike for the foreseeable future.”

    Fannie Mae’s Home Purchase Sentiment Index (HPSI) increased 0.3 points in January to 73.4. The HPSI is up 2.7 points compared to the same time last year. Read the full research report for additional information.

    • Good/Bad Time to Buy: The percentage of respondents who say it is a good time to buy a home (22%) and the percentage who say it is a bad time to buy (78%) both stayed the same from last month. The net share of those who say it is a good time to buy increased 2 percentage points month over month to -55%.
    • Good/Bad Time to Sell: The percentage of respondents who say it is a good time to sell a home (63%) and the percentage who say it’s a bad time to sell (36%) both remained unchanged month over month. The net share of those who say it is a good time to sell increased 1 percentage point month over month to 28%.
    • Home Price Expectations: The percentage of respondents who say home prices will go up in the next 12 months increased from 38% to 43%, while the percentage who say home prices will go down decreased from 27% to 22%. The share who think home prices will stay the same decreased from 35% to 34%. As a result, the net share of those who say home prices will go up in the next 12 months increased 9 percentage points month over month to 20%.
    • Mortgage Rate Expectations: The percentage of respondents who say mortgage rates will go down in the next 12 months decreased from 42% to 35%, while the percentage who expect mortgage rates to go up increased from 25% to 32%. The share who think mortgage rates will stay the same increased from 32% to 33%. As a result, the net share of those who say mortgage rates will go down over the next 12 months decreased 13 percentage points month over month to 3%.
    • Job Loss Concern: The percentage of employed respondents who say they are not concerned about losing their job in the next 12 months increased from 77% to 78%, while the percentage who say they are concerned stayed at 22%. As a result, the net share of those who say they are not concerned about losing their job increased 2 percentage points month over month to 56%.
    • Household Income: The percentage of respondents who say their household income is significantly higher than it was 12 months ago remained at 17%, while the percentage who say their household income is significantly lower decreased from 11% to 9%. The percentage who say their household income is about the same increased from 70% to 73%, a new survey high. As a result, the net share of those who say their household income is significantly higher than it was 12 months ago increased 2 percentage points month over month to 8%.

    The Home Purchase Sentiment Index® (HPSI) distills information about consumers’ home purchase sentiment from Fannie Mae’s National Housing Survey® (NHS) into a single number. The HPSI reflects consumers’ current views and forward-looking expectations of housing market conditions and complements existing data sources to inform housing-related analysis and decision-making. The HPSI is constructed from answers to six NHS questions that solicit consumers’ evaluations of housing market conditions and address topics that are related to their home purchase decisions. The questions ask consumers whether they think that it is a good or bad time to buy or to sell a house, what direction they expect home prices and mortgage interest rates to move, how concerned they are about losing their jobs, and whether their incomes are higher or lower than they were a year earlier.

    The National Housing Survey (NHS) is a monthly attitudinal survey, launched in 2010, which polls a representative sample of adult household financial decision makers in the United States, to assess their attitudes toward owning and renting a home, purchase and rental prices, household finances, and overall confidence in the economy. Each respondent is asked more than 100 questions, making the NHS one of the most detailed longitudinal surveys of its kind to track attitudinal shifts, six of which are used to construct the HPSI (findings are compared with the same survey conducted monthly beginning June 2010).     Fannie Mae conducts this survey and shares monthly and quarterly results so that we may help industry partners and market participants target our collective efforts to support the housing market. The January 2025 National Housing Survey was conducted between January 2, 2025, and January 21, 2025. Most of the data collection occurred during the first two weeks of this period. The latest NHS was fielded exclusively through AmeriSpeak®, NORC at the University of Chicago’s probability-based panel, in coordination with Fannie Mae and PSB Insights. Calculations are made using unrounded and weighted respondent-level data to help ensure precision in NHS results from wave to wave. As a result, minor differences in calculated data (summarized results, net calculations, etc.) of up to 1 percentage point may occur due to rounding.

    A Craigavon-based food business has been praised for their generous donation to the ABC Community Food Hub.

    Karri Kitchen have kindly given 360 prepared meals to be redistributed through the social supermarkets which are part of the ABC Community Food Hub set up to help those people experiencing food insecurity.

    With support from Armagh City, Banbridge and Craigavon (ABC) Borough Council, the Community Food Hub was co-designed to provide a centralised location for food donations to be distributed to food banks and social supermarkets within the ABC Borough.

    Shera McAloran who is the founder of Karri Kitchen, said: “It is our pleasure to be able to donate some of our healthy and nutritious meals to the ABC Food Hub. As a business based in the ABC Council area, we are keen to support local organisations who are providing much-needed help to people in crisis.

  • MIL-OSI Global: AI can boost economic growth, but it needs to be managed incredibly carefully

    The UK government’s efforts to integrate artificial intelligence (AI) into public services and stimulate economic growth represents a pivotal step in the roll out of the technology in this country.

    AI offers the promise of improving public services by enabling faster, more efficient processes, personalising provision of those services for the public and optimising decision-making. However, the adoption of this technology in public systems brings inherent risks, particularly in an environment characterised by rapid technological developments.

    A primary concern and challenge lies in ensuring that AI adoption builds trust in public services. Mismanagement of AI can worsen inequality, lead to job losses, and erode public confidence in government and the further rollout of AI-based technologies.

    Balancing these opportunities and risks requires understanding the trade offs involved, notably the tension between job creation and displacement, unconstrained benefits from the misuse of AI, and the need for fairness, transparency, equity and a capacity to be able to explain the design of algorithms.

    AI has the potential to generate employment in fields such as data science, algorithm design and system maintenance. However, automating routine administrative tasks such as form processing and record management threatens to make many public sector roles redundant.

    The challenge lies in maintaining efficiency and accountability while addressing inevitable job gigification. This transition will not be uniform. Workers in roles vulnerable to automation will experience immediate consequences.

    The government has rightly identified the need to invest in reskilling initiatives that prepare workers for an AI-driven future. Reskilling is necessary but insufficient to fuel economic growth.

    As tasks are gigified by AI technologies, traditional full-time jobs become increasingly scarce, leading to more “white collar” workers experiencing income volatility, periods of un- or underemployment and precarious living. Yet, extant financial systems are based upon patterns of monthly income and expenditure on mortgages and rent or utilities.

    Financial systems need to become significantly more flexible to enable workers to align uncertain income streams with unavoidable regular expenditure on necessities such as food and internet connectivity.

    Oversight is key

    The risks of AI algorithm failures are particularly apparent when systems deployed in the public sector cause harm. A glaring example is the UK Post Office scandal, where inaccurate data from the Horizon IT system led to wrongful prosecutions.

    This case highlights the importance of oversight in AI deployment. Without a mix of regulations, guidelines and guardrails, errors in AI systems can lead to serious consequences, particularly in sectors related to justice, welfare and resource allocation.

    Government must ensure that AI-driven systems are not only efficient and accurate but also auditable. Independent bodies should oversee the design, implementation, and evaluation of AI systems to reduce risks of failure.

    AI can enhance public services, but it is important to acknowledge that algorithms reflect biases inherent in their design and training data. In the public sector, these biases can have unintended and unforeseen consequences that are invidious, as they are hidden in the depths of complex computer code.

    For instance, AI systems used in housing allocation can exacerbate existing inequalities if trained on biased historical data. Fairness and trust should therefore be core principles in AI development. Developers must use diverse, representative datasets and conduct bias audits throughout the process.

    Citizen engagement is essential, as affected communities can provide valuable input to identify flaws and contribute to solutions that promote equity.
    A key challenge for policymakers is whether AI can deliver on its promise without deepening social divisions or reinforcing discriminatory practices. Transparency in AI decision making is essential for maintaining public trust.

    Citizens are more likely to trust systems when they understand how decisions are made. Governments should commit to clear, accessible communication about AI systems, allowing individuals to challenge and appeal automated decisions. While AI adoption will likely cause disruption in the early stages, these challenges can diminish over time, leading to faster, more personalised services and more meaningful work opportunities for government employees.

    AI systems are dynamic, continuously evolving with the data they process and the contexts in which they operate. Governments must prioritise ongoing review and auditing of AI systems to ensure they meet public needs and ethical standards. Engaging relevant stakeholders – citizens, public sector employees and private sector partners – is essential to this process.

    Transparent communication about the goals, benefits, and limitations of AI helps build public trust and ensures that AI systems remain responsive to societal needs. Independent audits conducted by multidisciplinary teams can identify flaws early and prevent harm. To fully realise AI’s potential and ensure its benefits are distributed equitably, policymakers must carefully balance efficiency, fairness, innovation, and accountability.

    A strategic focus on education, ethical algorithm design and transparent governance is necessary. By investing in education, AI ethics and strong regulatory frameworks, governments can ensure that AI becomes a tool for societal progress while minimising unintended adverse consequences.

    National Apprenticeship Week runs from Monday 10 February – Sunday 16 February, and is an opportunity to celebrate and shine a light on the positive impact that apprenticeships make.

    The council has a long-established apprenticeship offer, working with local businesses to create a positive impact on local and regional communities and businesses.

    This includes the council’s partnership with Solent Business & Skills Solutions on the Transfer to Transform scheme, which they have been partnering on since 2021. The initiative allows large organisations, like the council, to make a direct impact on apprenticeship opportunities across the city and Solent area by transferring levy funds to local employers.

    As part of the week, the council’s Stronger Futures team will be highlighting the different pathways into children’s social care, including a social work degree apprenticeship and careers in fostering or residential care.

    London has a rich history of hosting major sporting events, including regular Premier League football matches, the final of the UEFA European Women’s Championship in 2022, rugby, tennis and cricket.  More recently, Major League Baseball (MLB) and National Football League (NFL) games have also become regular fixtures in the capital’s sporting calendar.

    Analysis from 2021 by London & Partners found that the total economic value generated by the 305 major sporting events held in London between 2017 and 2020 was £1.03 billion.1

    This breaks down into £858 million spent by visitors and £169 million spent by organisers,2 with the data suggesting that 45 per cent of event organiser spending (including both cultural and sports events) was spent on suppliers based in London.3

    Tomorrow, the London Assembly Economy, Culture and Skills Committee will meet to discuss the economic impact of major sporting events in London, looking at the role of the Mayor in bringing more sporting events to the city.

    February 7, 2025 marks one year since the IPO of PJSC Carsharing Russia (DELHI) on the Moscow Exchange, the first IPO of 2024. The company operates in the carsharing market under the Delimobil brand.

    The issuer used the funds raised for business development and general corporate purposes.

    Delimobil’s market capitalization currently exceeds 35 billion rubles, with a free float of 9%. The shareholder base has doubled since the start of exchange trading and currently numbers about 95,000 private and institutional investors.     In a significant move towards enhancing consumer grievance redressal mechanisms, the Department of Consumer Affairs, under Ministry of Consumer Affairs, Food and Public Distribution, Government of India, has adopted an AI-enabled National Consumer Helpline (NCH) system that offers sector-wise analysis of grievances.

    This new technology-driven approach is aimed at improving the speed and efficiency of resolving consumer issues, particularly in the education sector.

    As a result of these technological advancements, the number of calls received by NCH has grown more than tenfold, from 12,553 in December 2015 to 1,55,138 in December 2024. This exponential growth reflects the rising confidence of consumers in the helpline. Similarly, the average number of complaints registered per month has surged from 37,062 in 2017 to 1,12,468 in 2024. The monthly average number of grievances registered digitally has increased from 54,893 in the FY 2023-24 to 68,831 in FY 2024-25 (as of December 2024).

    The Department therefore, urges all consumers to utilize the National Consumer Helpline accessible via a toll-free number 1915 or web portal https://consumerhelpline.gov.in/user/signup.php for any grievances related to products or services, ensuring that their voices are heard and that their issues are resolved promptly and effectively.

    The NCH has seen a remarkable reduction in the grievance disposal time. In 2024, the disposal rate of consumer grievances decreased to 48 days, down from 66.26 days in 2023. This reflects a substantial improvement in the resolution time; ensuring consumer’s concerns are addressed promptly.

    A key component of this strategy involves proactively identifying and transitioning companies with the highest number of grievances to ‘convergence partners.’ Once onboarding as a ‘convergence partner’ with NCH, these companies, which have the highest number of unresolved consumer complaints, are required to prioritize swift and effective grievance redressal in collaboration with the NCH. Under its initiative aimed at enhancing consumer welfare and promoting fair trade practices, NCH has successfully surpassed the significant milestone of 1,038 convergence companies to date, up from 263 in 2017.

    This initiative has already yielded promising results, especially in sectors such as education, where faster resolution of consumer complaints has become a priority. With NCH’s AI-driven, sector-specific analysis, these convergence partners can now act more effectively and efficiently in resolving consumer issues, thereby enhancing consumer trust and satisfaction. It is a Win-Win situation for both consumers & companies.

    As a result of this ongoing initiative, many large companies identified with the highest number of consumer grievances have now become official convergence partners of the National Consumer Helpline. Their inclusion is expected to lead to quicker resolutions and a higher disposal rate of consumer grievances, ultimately benefiting millions of consumers across the country.

    E-Commerce Sector: A consumer from Karnataka raised an issue regarding the refund and return of a defective product received from an online retailer. Following the intervention of the National Consumer Helpline (NCH), the product was replaced, and a refund was promptly facilitated, enhancing the consumer’s trust in e-commerce platforms. Furthermore, the consumer shared their positive feedback, reflecting their increased trust in NCH 2.0. The review emphasized the effectiveness and reliability of the helpline in resolving issues swiftly and efficiently, further bolstering consumer confidence in the platform’s services.

    Consumer Durables: A citizen from Rajasthan reported a major malfunction in a product he had purchased. Despite his continuous requests, the company had failed to address the issue. With the assistance of the National Consumer Helpline (NCH), the product was promptly replaced, and the company issued a formal apology. Furthermore, consumers from different states shared their valuable feedback about the NCH team, praising their professionalism and efficiency in resolving grievances.

    Digital Payment Mode: A complaint was raised by a consumer from Delhi who was unable to use his online transaction service, and an amount of Rs. 45,000/- was frozen in his account.     On the eve of Russian Science Day, TASS held a press conference dedicated to the results of the third round of the comprehensive study “We do science in Russia” He was conducted Institute for Statistical Research and Economics of Knowledge (ISSEZ) HSE. The authors of the study and experts representing higher education, research institutes and industry spoke about the state of domestic science, the drivers of its development, the dynamics of change and the barriers that need to be overcome.

    The first “Making Science in Russia” study was conducted in 2017, the second round took place in 2022, and the third from October to November 2024.

    Present and future

    As explained by the first vice-rector, director of the HSE ISSEK Leonid Gokhberg, the basis of the study was the results of a survey of the heads of 719 universities and leading scientific organizations, which make up almost the entire core of Russian science. These are “the key players who make the weather in this area and determine its development with their daily practices.”

    The assessment was carried out on 87 factors grouped into 8 large blocks, which made it possible to determine the sentiment index in Russian science. In the second step, the researchers identified 47 measures of state scientific and technical policy, assessed their effectiveness on a number of parameters and rated them.

    “The situation in Russian science looks stable and positive, there is progress compared to previous rounds of the study,” Leonid Gokhberg noted. For example, assessments related to the institutional conditions of functioning of universities and scientific organizations have improved – first of all, we are talking about increasing awareness of policy measures and regulation of important aspects of their daily life (regulation of state assignments and state purchases, tender procedures, etc.).

    Representatives of the scientific sphere assess the prospects for the coming years even more optimistically. Expectations are connected with further increase in the efficiency of scientific research, cooperation with business and stimulation of investment inflow from commercial structures, development of the information base of science.

    At the same time, the situation looks different in different sectors. “Universities are feeling the best, and this correlates with the measures of their support that have been launched in recent years and have had a rather positive impact on the development of university science,” Leonid Gokhberg stated.

    Financing

    The director continued the topic Center for Statistics and Monitoring of Science and Innovation ISSEK Ekaterina Streltsova, touching upon “the most sensitive issue” – funding of science.

    This block received the most restrained assessment from the scientific community, but this does not mean that everything is bad. Science is financed from many sources, and the study showed that the situations with different sources differ for different organizations. Key sources of budgetary financing are assessed more restrainedly in general, since they may not be very relevant for non-profit organizations that participated in the survey (for example, grants from Russian scientific foundations).

    “We see a significant improvement in the situation for all types of organizations compared to 2022, as budget expenditures on science are steadily increasing. This year, almost 3% of federal budget funds are planned to be allocated to support science, this is the highest figure in the last ten years, and we hope that funding for science will continue to increase,” Ekaterina Streltsova emphasized.

    Organizations of all types were skeptical about the provision of funding from state companies and especially from business, and, in her opinion, this is a predictable result given the current structure of funding for Russian science. In recent years, the business sector has provided about 30% of the costs of science, and although this figure has increased compared to 2010, measures are needed to stimulate investment.

    Of all the sources of funds, foreign organizations received the lowest ratings. “It was these ratings that influenced the overall score for the entire area and pulled it down, and this is understandable,” says Ekaterina Streltsova. “Foreign resources have never been significant for the development of Russian science; in the last five to six years, the share of these sources in the total volume of expenses has not exceeded 2.5%.”

    Personnel and equipment

    Ekaterina Streltsova noted that the human resources potential received a positive assessment for most factors: the managers are satisfied with both the quantitative and qualitative characteristics of the scientific personnel they work with. Compared to 2022, some values have improved due to the implementation of a whole range of measures. Difficulties are associated with attracting foreign researchers and participation in international projects.

    The assessment of material and technical conditions is also quite stable: organizations are generally optimistic about the availability of scientific equipment and consumables, but many note the complication of supplies from abroad. The availability of access to specialized domestic software and Russian AI-based systems is assessed cautiously, but it is in this area that expectations are high and positive.

    The weak point remains the commercialization of results – their promotion and implementation in the economy. For example, universities and research organizations are actively involved in patent activities, but their contribution to the development of licensing activities in the domestic market is still limited. Obviously, this is due, among other things, to insufficient dialogue between science and business. “Although the situation has improved somewhat compared to 2022, we see that the intensity of interaction with business in the form of joint laboratories, basic departments, and so on is still assessed rather restrainedly, which, of course, requires further implementation, including of the measures already in force,” concluded Ekaterina Streltsova.

    “A most interesting analysis”

    The results of the study “Making Science in Russia” were commented on by representatives of science, higher education and industry.

    Director of the Joint Institute for Nuclear Research, Academician of the Russian Academy of Sciences Grigory Trubnikov noted that HSE scientists conducted “a most interesting analysis.” In his opinion, over three rounds of research, “analytics has taken off,” it has a large audience, and the data can be trusted.

    Commenting on the conclusions about science funding, he put forward the hypothesis that the problem is not that it should be increased, say, twofold, but that “science should be done faster” — this is the main request of the scientific community. If we remove the obstacles associated with control, procurement procedures, academic mobility, and foreign restrictions, then the competitiveness of Russian science will increase.

    Grigory Trubnikov also noted that in terms of international cooperation, everything depends on the specific organization, and things are going well at his institute in Dubna – cooperation with China, Mexico, Brazil is developing, and this is a noticeable trend in general.

    Stanislav Terekhov, head of the laboratory of antibiotic resistance at the Institute of Bioorganic Chemistry of the Russian Academy of Sciences, highly praised the existing measures to support science, including the creation of youth laboratories (his laboratory is one of them). In his opinion, this allows the best personnel to be retained in the country and students and postgraduates to be integrated into laboratory practice, but state support should be supplemented by private initiatives.

    Science and Business

    Director of the Institute of Translational Medicine and Biotechnology at Sechenov University Vadim Tarasov emphasized the links between science and business in his speech. In his opinion, the Priority 2030 program “gave universities a huge opportunity to be flexible in their interactions with industry,” and now it is necessary to set goals for 10-15 years ahead, understanding what technologies the country needs to ensure sovereignty, and which ones are worth entering foreign markets with.

    First Vice President for MTS Technologies, Head of the MTS Basic Department at HSE Pavel Voronin also highly praised the study, calling it very complete and high-quality.

    In his opinion, science is the foundation for technology, and “the geopolitical situation requires us to invest more in this fundamental part,” but the economic situation forces many companies in the market to approach finances prudently. When it is necessary to monitor expenses more closely, the first thing that is cut is unpredictable, long-term investments. “From a business point of view, it is important not to get caught in these scissors, to correctly determine priorities and leave a certain share of investments for long-term research,” concluded Pavel Voronin.

    Head of the scientific and technical cooperation department of the State Corporation Rosatom Ekaterina Chaban stated that in her corporation “every scientific project is also a business project” and confirmed the researchers’ findings on the successful attraction of young people to science. In the scientific division of Rosatom, out of 2 thousand scientists, 38% are under 35 years old, 48% are under 39 years old, and among the directors of institutes there are scientists and designers under 40 years old. “The corporation does a lot to maintain the influx of young people and retain young personnel,” she explained.

    Coventry City Council is helping to mark National Apprenticeship Week from 10 February.

    Coventry City Council is helping to mark National Apprenticeship Week from 10 February by co-ordinating activities to raise awareness about apprenticeship opportunities in the Council and other organisations in Coventry. 

    There are currently over 400 apprentices working at the Council undertaking over 50 different types of apprenticeship across all of our service areas. 

    Cllr Richard Brown, Cabinet Member for Finance, said: “Apprenticeships are a crucial part of the Council’s recruitment process. They offer opportunities for young people who may be looking at post-16 options other than sixth forms, colleges and university courses. 

    “We also work with care leavers and young people who may not be in employment or education. 

    “I’d really encourage parents/carers and teachers and young people to find out more about what the Council can offer. 

    “Our apprentices make a fantastic contribution to the wide range of services we provide.” 

    A week of activities is planned, including online apprenticeship information sessions and a schools’ event at Coventry Rugby Club, involving a range of businesses and organisations offering apprenticeships in Coventry.   

    The Council has apprentices, school apprentices and newly recruited corporate apprentices working in Business Administration, Civil Engineering, Customer Services, Marketing and Events, Electrical Installation, Highways, Horticulture/Gardening, Facilities Services, Finance, IT, Legal, Plumbing/Heating, Vehicle Mechanics and in other services. 

    Apprenticeships are foundation to a great career and offer a range of opportunities and career pathways. As an apprentice at Coventry City Council, people will gain new knowledge, experiences and qualifications, all whilst earning a salary. 

    All apprentices at the Council have a dedicated Apprenticeship Officer that works alongside managers and apprentices to provide: pastoral care and mentoring; access to additional learning and development opportunities; and career advice and guidance. 

    Apprenticeships are a key part of the Council’s plans to train the workforce of the future, so we do all we can do to ensure our apprentices stay with us after completing their apprenticeship. 

    During the week, there will be activities taking place for both current Council apprentices, celebrating their achievements so far, and for future apprentices to get involved with too.

    Tailored support for women entrepreneurs to enter international trade.

    Women-led businesses will receive more help to sell overseas after a study found Scotland could benefit from billions of pounds in extra trade.

    The Gender Export Gap report estimates that Scotland’s trade could increase by between £3.4 billion to £10.3 billion over two years if women-led businesses exported at the same rate as those led by men. From 2016 – 2022, between 2% and 9% fewer women-owned small and medium-sized companies sold overseas compared to those run by men.

    Actions to be introduced include targeting more women to take part in trade missions and export training programmes.

    Business Minister Richard Lochhead launched the report and the Scottish Government’s response during a visit to Raven Botanicals near Haddington, East Lothian, run by Arabella and Charlotte Harvey. The sisters are speaking to a potential overseas client about their award-winning natural skincare and beauty products after participating in trade missions to the United States and Dubai.

    Mr Lochhead said:

    “The untapped export potential of women entrepreneurs identified by this report is astonishing. The measures I am announcing today are just the beginning. We will work with organisations such as Scottish Development International and the Scottish Chamber of Commerce to understand the specific export needs of women-led businesses and provide further assistance.

    The Scottish-Government commissioned research report was authored by Professor Norin Arshed,  Dr Stephen Knox and Dr Carolina Marin Cadavid. 

    Steps to encourage and support more participation of women in trade is a core part of delivering the Scottish Government’s international trade strategy, Scotland’s Vision for Trade.  

    The work also aligns with wider action on women’s entrepreneurship. The Scottish Government confirmed in June 2023 that it would take forward all the recommendations of Ana Stewart’s Pathways: A New Approach for Women in Entrepreneurship.

    Funding allocated to create more opportunities for women in entrepreneurship will increase to at least £4 million in the next financial year, as part of an enhanced enterprise package commitment of £15 million.

  • MIL-OSI United Kingdom: Diner fined for failing to display food hygiene rating

    A food business in Lurgan has been prosecuted in court for failing to display its food hygiene rating.

    Maloney’s Diner at Flush Place Business Park in Lurgan was handed a fine of £500 and ordered to pay additional costs of £163 for the failure to display a valid food hygiene rating sticker under the Food Hygiene Rating Act (Northern Ireland) 2016.

    The business had been allocated a food hygiene rating of 2 following an inspection, however the business continued to display a rating of 5. Environmental Health officers from ABC Council had issued warning letters to the business in September 2024 for failing to display the correct food hygiene rating.

    A spokesperson for ABC Council said the food hygiene rating scheme provides information on businesses’ hygiene standards to help consumers choose where to eat out or shop for food.

    “It is a legal requirement for all food businesses to display their food hygiene rating. This prosecution reinforces that council officers are checking on businesses to ensure they are displaying the correct rating,” said the spokesperson.

    “Environmental Health Officers allocate a rating based on the standards found at the time of inspection. The officer will check how hygienically the food is handled, how it is prepared, cooked, re-heated, cooled and stored.

    “They also check the condition of the buildings for cleanliness, layout, lighting, ventilation and other facilities and how the business manages and records what it does to make sure food is safe.”

    • Warmer Homes London (WHL) will see the Mayor of London and London Councils work in partnership with London boroughs and housing associations to unlock millions of pounds from a national pot of £1.79bn to spend on energy saving measures for the most vulnerable residents in the capital.  
    • WHL will make London’s homes greener and turbocharge the installation of insulation, solar panels and heat pumps across the capital.
    • The Mayor of London and London Councils are funding Warmer Homes London together, with the Mayor investing £10m to establish a new hub to ensure that the programme is delivered at pace. London boroughs are also investing £400,000 in start-up costs.  
    • London boroughs and housing associations have committed to match national funding, to make tens of thousands of homes across London more energy efficient and save Londoners money on their bills.   
    • The new ‘one-London approach’ will for the first time offer councils a certain, long-term funding stream to retrofit homes in their boroughs.

    Today the Mayor of London, Sadiq Khan, and London Councils launched a new programme to transform the approach to making the capital’s homes warmer and more energy efficient and reducing Londoners’ energy bills. Warmer Homes London (WHL) will forge bolder ways to upgrade London’s homes as part of the retrofit revolution.    

    WHL is being rolled out in partnership with London boroughs and housing associations to make homes across London warmer, cheaper to run and more energy efficient.    

    The Mayor will invest almost £10 million over four years through WHL, which will for the first time provide a central hub for green housing funding and information. Until now, boroughs have had to apply for funding individually, led by the Government’s funding rounds. This created costs and long-term uncertainty. WHL will create a ‘one-London approach’, forming a close link with Government and providing reliable, long-term funds to boroughs, meaning they will have the certainty they need to progress retrofit works in their area. The new ‘hub’ will enable a more co-ordinated approach with Government, increasing bargaining power with Ministers and enabling homes to be improved at a larger scale and faster pace. 

    The initiative will help thousands of Londoners save money on their energy bills by funding energy efficient measures such as better insulation, replacing of fossil fuel heating and the introduction of heat pumps. Social landlords (organisations such as local authorities and housing associations who provide affordable housing for rent without a profit), low income owner occupiers and low income private tenants can access the opportunity to take part in the initiative. This will ensure that Londoners who are most vulnerable to fuel poverty will be able to benefit from the funding, whether they rent or own their home.  

    WHL will help secure funding from the Government’s Warm Homes Social Fund and Warm Homes Local Grant funding streams, which is a total national amount of £1.79bn during 2025–2028. WHL will focus on installing energy saving measures in low income private housing. 

    London’s homes are responsible for one third of the capital’s carbon emissions and many are not energy efficient, meaning they cost more to warm up in the winter and lose heat quickly. They can also be uncomfortably hot during summer heatwaves. High living costs and rising fuel prices have meant that even more Londoners now face fuel poverty, with many people having to choose between heating their home or spending money on food. In social rented homes with poor energy efficiency, 56 per cent of households are living in fuel poverty*. Making these homes more energy efficient is a key part of London’s efforts to tackle the climate emergency.   

    The Mayor of London, Sadiq Khan, said:  “Londoners have been struggling for years with sky-high energy bills. Warmer Homes London will help Londoners save money on their bills by making their homes more energy efficient and cheaper to heat.

    Timor-Leste has taken major steps toward joining the Association of Southeast Asian Nations, but challenges remain. Strengthening governance, promoting investments, expanding trade, and enhancing human capital are still needed

    Timor-Leste is a young democracy facing significant development challenges. The poverty rate remains high at 41.8% and economic growth has been volatile, affected by both external and domestic shocks.

    The economy relies heavily on public spending and petroleum revenues. Long-standing structural challenges such as a weak private sector, inadequate infrastructure, a lack of skilled labor, and a challenging business environment, present daunting obstacles to economic diversification and long-term growth.

    Recognizing the role that regional cooperation and integration can play in addressing these challenges, Timor-Leste has long pursued membership in the Association of Southeast Asian Nations (ASEAN). This has been a strategic priority and a cornerstone of its economic development and foreign policy.

    ASEAN membership is expected to drive domestic policy and institutional reforms while expanding markets and reduce costs. It should also diversify the economy, attract trade and investments, and improve access to technology and skills.  

    Since applying for ASEAN membership in 2011, Timor-Leste has undertaken significant reforms, investments, and policy alignments—establishing a Directorate-General for ASEAN Affairs, modernizing customs, and engaging the private sector—to meet the requirements for full membership.

    Supported by partners like the Asian Development Bank, the country has accelerated capacity-building initiatives and advanced infrastructure, trade, renewable energy, and agriculture to foster broader economic opportunities.

    But more needs to be done for Timor-Leste to reap the full benefits of ASEAN.

    Timor-Leste requires comprehensive capacity-building initiatives to enhance the technical knowledge and skills of government officials and stakeholders. Developing and implementing targeted training workshops and seminars in key areas, especially those focused on specialized areas and sectoral drivers of growth, such as tourism or agriculture, will be crucial. Establishing mentorship programs that pair ASEAN expertise with Timor-Leste sectoral counterparts will provide knowledge transfer.

    Timor-Leste has made significant progress toward ASEAN accession, but continued collaboration, investment in human capital, and infrastructure improvements remain crucial for fully integrating into the region and maximizing economic opportunities.

    To ensure harmonization with ASEAN standards, expert guidance will be needed to assist in the review and improvement of government legislation, rules, and procedures. Facilitating peer-to-peer learning opportunities and best practices exchanges with other ASEAN member states that have successfully implemented core provisions will be beneficial. Providing resources and tools to assist in drafting and updating legislation to ensure compliance with core provisions is essential.

    Upgrading transport infrastructure is also crucial, requiring a strategic approach involving the development of comprehensive transport plans, substantial financial investments, and the engagement of specialized transport engineering expertise.

    Key areas of support include sustainable financing for road maintenance, capacity building, and technical assistance to strengthen planning, monitoring, and project supervision. Enhancing border protection and monitoring, improving equipment and resource allocation, and incorporating environmentally sustainable practices are also key elements.

    By aligning with international standards and focusing on regional integration, Timor-Leste can foster connectivity, streamline trade processes, and contribute significantly to overall economic growth and regional integration. Furthermore, developing ICT infrastructure is vital. Assisting in the design and implementation of automation and digitization projects for public services and trade facilitation measures will enhance efficiency.

    Timor-Leste requires comprehensive support to address its human capital challenges and improve labor force participation and food security. Key initiatives from ASEAN member states and other partners include promoting higher education through international education fairs, prioritizing Timorese students for university admissions, and establishing student and labor exchange programs.

    For basic education, creating teacher training centers and improving English language proficiency is a key priority. Online learning platforms will ensure continuous skill development and retention. The government has renewed focus on early childhood development, supported by the 2024 general state budget.

    Additional initiatives like the Inter-Ministerial Taskforce and the National Health Sector Nutrition Strategic Plan (2022-2026) target stunting and malnutrition, with the goal to reduce stunting from 47% to 25% by 2030. Promoting sustainable agricultural practices and strengthening healthcare infrastructure are also crucial.

    Timor-Leste is committed to modernizing its financial systems, developing e-payment solutions, and enhancing financial literacy and inclusion. Strengthening the business sector will create more opportunities for trade and investment.

    Supporting local businesses through capacity-building training focused on ASEAN trade, marketing, financial access policies, connectivity, and digital skills will ease integration barriers. Improving infrastructure and internet access through financial assistance will help businesses overcome critical barriers. Connecting with the ASEAN Business Advisory Council and other ASEAN members will boost trade and investment linkages.

    Three more shops in Stoke-on-Trent have been forced to close after a Trading Standards operation uncovered the sale of illegal cigarettes and vapes.

    The city council has now used its powers to issue three premises with a 48-hour closure notice.

    Today (Thursday 6 February 2025), Newcastle Magistrates Court made a closure order for each of the premises extended these orders for three months.

    The council will now work with the landlords of the affected premises to ensure that only legitimate businesses operate from these locations.
     

    The shops subject to the closure orders are:

    • 365 Vape Shop, 127 Scotia Road, Stoke-on-Trent.
    • Empire Vapes, 242 Waterloo Road, Stoke-on-Trent
    • Meir Vapes, 45 Weston Road, Stoke-on-Trent

    Councillor Amjid Wazir OBE, cabinet member for city pride, enforcement and sustainability for Stoke-on-Trent City Council advised: “This is another great result by our Trading Standards team. These operations protect residents, support legitimate businesses, and uphold the law.

    A total of 3,724 venture capital (VC) funding deals with disclosed funding value were announced in the Asia-Pacific (APAC) region during 2024. This represents a year-on-year (YoY) decline of 6.9% compared to the previous year, with a fall in deals volume in most of the VC funding size ranges, according to GlobalData, a leading data and analytics company.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “Be it low-value deals* or high-value deals**, the decline in deals volume was witnessed across most of the funding size ranges in the region during the year. In fact, there was a double-digit decline in high-value VC deals volume. Meanwhile, VC deals valued over $500 million saw some marginal improvement in volume.”

    An analysis of GlobalData’s Deals Database reveals that the number of high-value VC deals declined by 24.1% from 112 in 2023 to 85 deals in 2024, whereas the volume of low-value VC deals fell by 2% from 2,604 in 2023 to 2,553 in 2024. Meanwhile, mid-size VC funding deals (valued >$10 million and ≤$100 million) volume declined by 15.3% from 1,282 deals in 2023 to 1,086 deals in 2024.

    Low-value deals continued to dominate and account for the largest chunk of deals volume in 2024. These deals accounted for a 68.5% share of the total number of VC deals with disclosed funding value announced in the APAC region last year.

    High-value VC deals accounted for a 2.3% share of the total number of VC deals with disclosed funding value announced in the region, while the share of mid-size VC funding deals stood at 29.2%.

    During the hearing, Grassley emphasized the importance of reducing or eliminating Brazil’s tariff on American ethanol. Grassley also questioned Greer about USTR’s cooperation with the Department of Commerce on trade matters.

    Brazilian Tariffs on American Ethanol:

    “Brazil is a leading competitor with the United States on agriculture. One example is that Brazil has displaced the United States as the world leader in soybean production.

    “Another issue with Brazil that I brought up to your predecessor, Ms. Tai, is the drastically unfair advantage Brazil has on ethanol. U.S. exporters face an 18% tariff on ethanol going to Brazil. However, Brazilian ethanol enjoys nearly duty-free access to the U.S. market.  

    “I hope you will address this trade imbalance with Brazil that Ambassador Tai wasn’t successful in doing: taking action to reduce or eliminate this harmful tariff on American ethanol.”

    The Role of USTR and the Department of Commerce: 

    “Now that you and Mr. Lutnick have been nominees for several weeks, I’d like to know exactly how much authority do you have on trade matters relative to Mr. Lutnick and other cabinet members?” 

    Moving Away from China and Unlocking New Markets: 

    “I’d like to make a statement and see if you agree: 

    “While I think it is important to hold China to its obligations under the Phase 1 Agreement, I also fear it may keep us reliant on the Chinese markets. So, we need to be looking around the world at other markets. 

    “We need to balance our short-term profitability with long term stability.  

    “I have for a long time voiced my own concerns about unfair trade practices by China, and I hope that you and President Trump are successful in holding China accountable on issues including fentanyl, intellectual property theft and government subsidization of industries.  

    “That said, I believe we must pursue freer trade with other countries to create new markets so that we can move away from China without losing even more global market share of our commodities to Brazil and other countries. 

    “The free trade agreements that were negotiated under George W. Bush have resulted in large trade surpluses in key industries like agriculture and manufacturing. I think we need more free trade, and I know that President Trump is more interested in bilateral agreements than multi-state agreements. 

    “I think if we look away from Brazil and South Korea and Japan and China and [the European Union] as being problem countries for us on trade issues. But there’s so many other countries where, if we have these agreements — and I use George W. Bush as an example and his negotiator Allen Johnson — about 13 countries, probably six or seven different agreements with countries you don’t even think much about being significant in world trade, we’ve increased tremendously with these free trade agreements, our surpluses with those countries in trade.”

  • MIL-OSI China: Housing sector likely to see better days ahead

    The positive buying sentiment in the new-home market across major Chinese cities has greatly boosted confidence and expectations for a strong sales season in March and April, said industry experts on Thursday after digesting the home transaction data of the Spring Festival holiday.

    The Chinese New Year holiday started on Jan 28 and wrapped up on Tuesday. According to official data, the 28 major Chinese cities monitored by the China Index Academy reported an 8 percent growth in daily new-home transaction space year-on-year.

    More specifically, Guangzhou, Guangdong province witnessed a 47 percent year-on-year surge in new home trades during the Spring Festival holiday, with Beijing recording a moderate growth of 5 percent. Strong growth was also seen in second-tier cities including Nanjing, Jiangsu province; Nanchang, Jiangxi province; and Wuhan, Hubei province.

    “It is expected that transaction volume of both new and pre-owned homes in these cities would welcome an evident rebound after the holiday,” said Li Yifeng, deputy director of research at the China Index Academy.

    “The overall housing market saw stable performance during this year’s Chinese New Year, despite the fact that the holiday is a conventional low season for home transactions. As a result, a significant rebound is highly expected after the holiday,” Li said.

    The positive feedback in the market — coupled with factors like warm weather, year-end bonuses, stable work and life, and promotions launched by developers — is likely to persuade more potential homebuyers to make purchases, Beijing Business Today reported.

    “The increase in the number of visits is encouraging, which indicates the previous policies are taking effect and homebuying demand is still strong,” said Cao Xiaoning, a real estate agent for a residential project in Beijing’s Shijingshan district developed by China Overseas Land and Investment Ltd, a unit of Beijing-based China State Construction Engineering Corp.

    Yan Yuejin, deputy head of the Shanghai-based E-House China R&D Institute, said the improved performance over the holiday shows the real estate market adjustment has bottomed out and is headed for a course of stabilization.

    “Currently, the property market is fully adjusting itself, and we expect homebuyers to become more optimistic regarding the sector’s outlook, and an early spring warming may be around the corner,” Yan said.

    Both new and pre-owned homes reported positive growth before the Chinese New Year holiday in January. In the 30 cities China Index Academy surveyed, new home traded space grew 4 percent year-on-year between Jan 1 and Jan 27, and the 20 key cities’ existing home trade volume surged 19 percent from a year ago during the same period.

    “With people returning to work after the holiday, their homebuying plans are also getting back on the right track. Therefore, a home transaction rebound is due in the near term,” Li said.

    Li added that considering the low base of the first quarter in 2024, new home traded volume is likely to be stable in the first quarter, and home prices in the secondary market will hopefully become stabilized.

    “But the market is still in need of policy support for its sustained stabilization,” said Li.

    Senator says Preventing Algorithmic Collusion Act “will send a strong message to corporations that they won’t get away with coordinating to ratchet up prices on consumers.”

    Washington D.C.—U.S. Senator Ron Wyden today joined Senate colleagues to introduce legislation that would prevent companies from using algorithms to collude to set higher prices. This legislation builds off legislation Wyden introduced last year to crack down on companies that help landlords increase rents in already high-priced markets.

    “Collusion is collusion, whether you do it over the phone or using an algorithm. This legislation, along with my End Rent Fixing Act, will send a strong message to corporations that they won’t get away with coordinating to ratchet up prices on consumers,” said Wyden.

    As recent reporting, a Justice Department lawsuit, and multiple private lawsuits have shown, big corporations are using algorithms to raise prices and limit competition. This includes companies like RealPage that have facilitated collusion to increase rents by more than $3 billion in 2023 alone. This legislation would make such collusion illegal to lower costs for families and support small businesses.

    Price fixing and other forms of collusion are illegal under current antitrust laws. However, current antitrust laws may be insufficient when competing companies delegate their pricing decisions to an algorithm without agreeing to fix prices. Current law requires proof of an agreement to fix prices before condemning the conduct. When pricing decisions of multiple competitors are delegated to a single algorithm, that agreement may not exist even though the use of the algorithm may have the same effect as a traditional agreement to fix prices. This type of conduct has already occurred in rental housing.

    To strengthen current price fixing law, this Preventing Algorithmic Collusion Act would do the following:

    • Close a loophole in current law by presuming a price-fixing “agreement,” when direct competitors share non-public information through a pricing algorithm to raise prices;
    • Increase transparency by requiring companies that use algorithms to set prices to disclose that fact and give antitrust enforcers the ability to audit the pricing algorithm when there are concerns it may be harming consumers;
    • Ban companies from using non-public, competitively sensitive information from their direct competitors to inform or train a pricing algorithm;
    • Direct the Federal Trade Commission to study pricing algorithms’ impact on competition. 

    The legislation was led by U.S. Senator Amy Klobuchar, D-Minn. Along with Wyden, the bill was co-sponsored by Senators Dick Durbin, D-Ill., Richard Blumenthal, D-Conn., Mazie Hirono, D-Hawaii, Ben Ray Luján, D-N.M., Chris Murphy, D-Conn., Jeanne Shaheen, D-N.H., and Peter Welch, D-Vt. The Preventing Algorithmic Collusion Act is endorsed by Consumer Reports, the Open Markets Institute, and Accountable.US.

    In the face of unilateral bullying measures, China will definitely take necessary steps to safeguard its own rights and interests, He Yongqian, spokesperson for the Ministry of Commerce, said on Thursday.

    The U.S. unilateral imposition of additional tariffs seriously violates the rules of the World Trade Organization, which is a typical manifestation of unilateralism and trade protectionism, He told a regular press conference.

    The U.S. moves severely undermine the multilateral trading system, disrupt the stability of global industrial and supply chains, and exacerbate global trade tensions, He said.

    “China will not take the initiative to provoke trade disputes and is willing to resolve issues through dialogue and consultation,” He said, adding that China is willing to join hands with other countries to jointly address the challenges of unilateralism and trade protectionism, and safeguard the orderly and stable development of international trade.
