    Cantwell, Collins Release GAO Report Revealing Federal Government is Ill-Equipped to Handle Cost of Climate Change
    Conservative estimates find climate impacts will cost federal government many trillions of dollars
    WASHINGTON, D.C. – Today, the U.S. Government Accountability Office (GAO) published a new report requested by Senator Maria Cantwell (D-WA), Chair of the Senate Committee on Commerce, Science, and Transportation, and Senator Susan Collins (R-ME), Vice Chair of the Senate Committee on Appropriations, on the economic impacts of climate change to the federal government.
    The report, titled Climate Resilience: Congressional Action Needed to Enhance Climate Economics Information and to Limit Federal Fiscal Exposure, warns that “Available estimates indicate significant projected costs to the economy and the federal government as a result of climate change,” and that “the federal government is currently not well-organized to manage this reality.”
    “This bipartisan request to GAO to ask how much taxpayers are at risk has revealed we have big exposure.  We already know we are being buffeted by more frequent wildfires, shrinking snowpacks, coastal erosion, and harmful ocean acidification. This report makes clear that Congress should act to limit the U.S. government’s alarming fiscal exposure due to the intensifying impacts of climate change,” Sen. Cantwell said.
    “In Maine, our economy is inextricably linked to the environment. From rising sea levels to warming waters to damaging storms, the impacts of climate change are already threatening our working waterfronts and coastal communities,” said Sen. Collins. “This nonpartisan GAO report Senator Cantwell and I requested contains astonishing numbers about the cost of climate-related weather events to the federal government. These findings support the need for a coordinated plan by the federal government to increase climate resiliency efforts and improve reporting of climate-related financial risks.”
    After reviewing agency documents, conducting literature reviews, and interviewing government experts, the GAO discovered that federal agencies currently have little capacity to analyze or report climate-related risks, making it difficult to evaluate potential climate resilience actions or investments the U.S. government could take to lessen future damages and ultimately save taxpayers money.
    GAO’s work on costs to the federal government follows eye-opening analysis last November in the Fifth National Climate Assessment that found the cost of climate damages to the entire U.S. economy from extreme weather events is already $1.5 trillion per decade. This number is a conservative estimate that does not account for loss of life, health care-related costs, or damages to ecosystem services noted the authors, which include federal science agencies whose assessment was reviewed by external experts and required by statute.
    GAO’s report identified six key sectors of great financial risk to the federal government due to the projected impacts of climate change: crop insurance, coastal disaster relief, health care expenditures, wildland fire suppression, flood insurance, and sea level rise. By synthesizing scientific and economic analysis across different government and private-sector sources, GAO reported that changes in the first four sectors would cost the federal government an estimated $18 billion annually by midcentury and nearly $69 billion annually by late century. Payouts for flood insurance are estimated to increase by nearly $4 billion per year by 2050, and hurricanes alone are projected to reduce America’s balance sheet by $36 billion per year by 2050 in a high emissions future.

    Additionally, there are more than 160,000 federal buildings in a current 500-year flood plain valued at over $490 billion that are at ever increasing risk of flooding due to climate change, while damages to federal facilities due to sea level rise may be even worse. GAO noted that these sectors are not comprehensive and climate change has many other significant impacts, including falling tax revenues due to decreased real estate values, household income, and business revenues.

    This report builds on an October 2017 GAO report requested by Senators Cantwell and Collins on the costs of climate change to the federal government.

    Foreign Secretary David Lammy and Energy Secretary of State Ed Miliband have announced Rachel Kyte as the UK’s Special Representative for Climate. The role, previously left vacant for over a year, has been re-appointed under this administration as part of our ambitions to restore the UK’s role as an international leader on the climate.

    Ms Kyte is Professor of Practice in Climate Policy at the Blavatnik School of Government, University of Oxford and dean emerita of the Fletcher School of Law and Diplomacy at Tufts University. She has extensive international climate experience with previous roles including Special Representative of the UN Secretary-General and CEO of Sustainable Energy for All, World Bank Group Vice President and Special Envoy for Climate Change as well as Vice President for Sustainable Development at the World Bank and for Business Advisory Services at the International Finance Corporation.

    TOPEKA – Governor Laura Kelly announced today that the U.S. Small Business Administration (SBA) has awarded the Kansas Department of Commerce a $450,000 State Trade Expansion Program (STEP) grant for potential or current exporting businesses in Kansas. These funds will further elevate the state’s robust export sector, which hit an all-time high of $14.08 billion in 2023.

    “The production and export of more Kansas-made products has bolstered the state’s economy and has assisted our local and small businesses reach a larger customer base and accelerate their efforts outside the United States,” Governor Laura Kelly said. “This support from the SBA will spur business expansion and provide resources to reach markets worldwide.”

    The agency’s International Division oversees the administration of the STEP award, enabling eligible businesses to leverage these funds for conducting focused activities that promote export growth. The STEP program plays a crucial role in equipping Kansas small businesses with the necessary resources and knowledge to excel in export-related endeavors, offering assistance to both existing exporters and companies venturing into international markets for the first time.

    The SBA began administering STEP in 2011 as part of federal legislation encouraging trade. Through STEP, states competitively apply for and receive financial awards to assist small businesses with export development. The award will allow the State of Kansas to assist small businesses with activities such as foreign trade missions and trade shows, obtain market entry support services provided by the U.S. Department of Commerce, and participate in training workshops.

    “Investing resources to help broaden the Kansas exporter base is good for our small businesses and the entire state economy,” Lieutenant Governor and Secretary of Commerce David Toland said. “As the global marketplace continues to present new opportunities for Kansas companies, we want our businesses to take advantage of them. Our International Division will utilize the STEP grant to help Kansas firms start exporting or expand their exporting efforts.”

    Since the program’s inception in 2012, more than 240 Kansas small businesses have participated and achieved more than $56 million in actual export sales.

    “Many Kansas small businesses have limited resources to venture into new markets or are uncertain how to begin exporting their products,” International Division Director Laura Lombard said. “The STEP funding allows us to tackle those challenges, assist them in growing their businesses, and taking advantage of the global market.”

    Greater efforts are needed to strengthen international cooperation in digital trade and to collectively formulate international rules related to such business activity, a sector which has injected new impetus into world economic growth, officials and experts said.

    China is willing to work with other nations to support the deeper application of cutting-edge technologies, promote the balanced development of digital trade in all fields, and help small and medium-sized enterprises worldwide achieve sustainable development through digital and intelligent transformation, said Zheng Jianbang, vice-chairman of the Standing Committee of the 14th National People’s Congress, the country’s top legislature.

    Zheng made the remarks at the launch ceremony of the third Global Digital Trade Expo, which opened in Hangzhou, Zhejiang province, on Wednesday.

    He said China has attached great importance to the development of digital trade, which is regarded as one of the three pillars supporting the development of a strong trading nation, alongside trade in goods and services.

    Zheng stressed the need to deepen dialogue and cooperation with other countries in the aspect of governance and to actively take part in the formulation of multilateral, bilateral and regional rules concerning digital trade, so as to create an open, fair, just and nondiscriminatory environment for the development of global digital trade.

    Minister of Commerce Wang Wentao said his ministry will strengthen the construction of digital trade mechanisms, promote high-standard opening-up, and work with all parties to build digital trade into a new engine for common development, ultimately injecting new momentum into global economic growth.

    Wang said more than 400 new products and technologies are being showcased during the expo, while a future-oriented industry exhibition area has been set up for the first time, demonstrating cutting-edge technologies in fields such as artificial intelligence.

    Featuring Kazakhstan and Thailand as guests of honor, the expo, with the theme of “Digital Trade, Global Access”, has attracted more than 1,500 companies from 32 countries and regions, with more than 30,000 professional buyers having registered for the event, including over 6,000 overseas buyers.

    Digital trade in China has made remarkable progress in recent years. Data from the Ministry of Commerce showed that China’s import and export of digitally-delivered service trade rose 3.7 percent year-on-year to 1.42 trillion yuan ($202.2 billion) in the first six months of 2024, a record-high.

    Moreover, the country’s cross-border e-commerce imports and exports reached 1.22 trillion yuan in the first half of the year, an increase of 10.5 percent year-on-year, according to the General Administration of Customs.

    Yi Lianhong, Party secretary of Zhejiang province, said the province will accelerate the building of industrial chains of digital trade, vigorously develop new business models such as digital product trade and digital service trade, ease market access in the digital domain, and bolster safe cross-border data flows.

    Zhaslan Madiyev, minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan, said the expo provides an unique opportunity to showcase innovative technologies, products and ecosystems in global digital trade, while offering an open forum for exploring new markets and fostering opportunities for economic and trade collaboration.

    Kazakhstan has established strong cooperation relations with major Chinese e-commerce platforms like Alibaba and JD, further strengthening its role in the global digital trade arena, while Chinese delivery company YTO Express is partnering with Kazakhstan to build the largest e-commerce logistics center in Central Asia, he noted.

    He added that his country looks forward to further deepening its collaboration with China in areas such as logistics, digital trade and the creation of new technological hubs.

    With about 90% of New Zealand’s natural wetlands drained or severely damaged during the past decades, we need to understand the role of native plants in the restoration of these important habitats.

    Our new research details the history of raupō (bulrush) from the time before people arrived in Aotearoa. It shows this resilient, opportunistic plant – and taonga species – can play an important role restoring wetlands and freshwater quality.

    An unexpected finding was that the decline of freshwater quality in many lakes did not really kick in until the mid-20th century with intensification of agriculture. Until then, lake water quality indicators generally showed these ecosystems remained healthy. The prolific expansion of raupō after Aotearoa was first settled may have helped.

    Thriving on material washed from disturbed catchments, raupō acted as an ecological buffer, intercepting nutrients and sediments, and reducing potentially harmful effects on freshwater ecosystems.

    From the mid-20th century, as water quality began to deteriorate, raupō populations – and any buffering effects – were generally in decline as wetlands and lake shallows were drained for grazing land and better access to water supply.

    Lessons from this plant’s past can be put to good use today as we strive to bring back the mauri (life force) of our freshwater systems.

    Survival strategies for hard times

    Before settlement, when dense forest covered most of the country, raupō was surviving on the fringes. As a wetland plant, it likes its roots submerged, but needs light to grow.

    Its preferred niche is the shallow margins of lakes, ponds and streams or nutrient-rich swamps. Before people, these places were much less common. Forests typically grew right up to the water’s edge and extended across some swamps.

    Under these conditions, raupō evolved strategies for survival: aerated roots to cope with water logging; tiny, abundant seeds that spread far and wide on the wind; rhizomes (underground stems) that extend from the mother plant and store carbohydrates to keep the plant alive in lean times.

    Raupō has several attributes that allow it to grow on disturbed land. 1. large, resilient structures; 2. small, wind-dispersed seeds; 3. long-lived seed bank; 4. flowers produce abundant pollen; 5. aerated roots; 6. rhizomes store energy over winter; 7. rhizomes anchor in substrate, trapping sediment; 8. aggressive clonal propagation; 9. floating rhizome mats.

    Raupō can even build floating root mats, from sediment trapped by its rhizomes, that extend out across open water and even detach from the shoreline to become mobile raupō islands.

    With these survival strategies, raupō could wait for better times which, in Aotearoa’s dynamic environment, duly arrived.

    Episodic agents of disruption – storms, floods, earthquakes, landslides, volcanic ashfall – created opportunities. Local forest damage allowed light to penetrate to ground level, and slips and floods brought nutrient-rich sediment from soils.

    Raupō would seize these opportunities to expand. But they were typically short-lived as the inevitable process of forest succession returned the environment to stability – and raupō back to a state of patient hibernation.

    Hitting the jackpot

    Then people arrived, with fire and hungry mouths to feed. This time, the disturbances persisted. Forest clearances endured, sediments rich in nutrients flooded wetlands and lakes, and raupō, supremely equipped for just this scenario, spread across swamps and lake shores as wildfires spread on land.

    Our tūpuna (ancestors) observed this behaviour, as well as what was happening around raupō. Insects and birds were feeding and nesting. Freshwater fish, crays, shellfish and eel spawned among its fertile beds.

    This new-found abundance also offered a range of resource opportunities. Raupō’s flax-like leaves were woven into mats, rope and string. Leaves and stems were used like thatch to cloak the roofs and walls of whare.

    Traditional poi were often made from raupō leaves. Some iwi, particularly in the south, used the stems to build lightweight boats for navigating rivers and lakes. Flower stalks, shoots and young leaves were eaten, and the rhizomes and roots, when cooked, provided edible carbohydrates. The most cherished raupō kai, however, were cakes baked using the copious raupō pollen.

    Unsurprisingly, for many iwi raupō remains a taonga species today, treasured for this array of resources and for its ecological and even spiritual roles in maintaining the mauri of freshwater habitats, upon which so much depends.

    For some iwi, raupō are seen as kaitiaki (guardians) watching over a lake or wetland, and signalling its health. In these ways, raupō also connects us with other Indigenous communities. Although raupō is native to this country, the same species is found in Australia and parts of East Asia, while relatives in the genus Typha (Greek for marsh) occur naturally on all continents, except Antarctica.

    Similar practices occurred wherever raupō and its relatives are found.
    This connection between cultural and ecological roles is one of the fascinating findings from our research. We describe raupō as a “human-associated species”, not just because of its taonga status, but because its fate seems so closely linked to people.

    More work needs to be done, but history tells us raupō has an important role in restoring the health of our freshwater ecosystems. Not only can it soak up nutrients and contaminants, but as both a native and taonga species it can assist remediation solutions that are ecologically and culturally supportive and sustainable.

    WASHINGTON – Today, the Zuni Indian Tribe Water Rights Settlement Act and the Navajo Nation Rio San José Stream System Water Rights Settlement Act, bills sponsored by U.S. Senator Martin Heinrich (D-N.M.), received a key hearing before the Senate Committee on Indian Affairs.

    “The failure of the United States to work with Tribal Governments to ensure that they could use the water they have always owned has reverberated through generations,” said Heinrich. “It has a direct impact on the well-being of Tribal members today. It’s time we make this right for Zuni and the Navajo Nation.”
    Heinrich and U.S. Representative Gabe Vasquez (D-N.M.) introduced the Zuni Indian Tribe Water Rights Settlement Act in July. The bill would unlock federal funding to support a trust for sustainable water management and infrastructure development that upholds the federal government’s trust responsibility while protecting the sacred Zuni Salt Lake. The bill ratifies the settlement between the federal government, State of New Mexico, and Zuni Tribe that affirms their water rights for irrigation, livestock, storage, and domestic and other uses. During the hearing, Zuni Tribe Governor Arden Kucate testified in support of the legislation.
    Heinrich and U.S. Representative Teresa Leger Fernández (D-N.M.) introduced the Navajo Nation Rio San José Stream System Water Rights Settlement Act earlier this month to approve the water rights settlement for the Navajo Nation as well as participating non-Tribal parties in the Rio San José watershed. During the hearing, Navajo Nation President Dr. Buu Nygren testified in support of the legislation.
    Heinrich and Leger Fernández previously introduced the Rio San José and Rio Jemez Water Settlements Act, which would implement the water settlements agreed to by the Pueblos of Acoma and Laguna, the United States, the State of New Mexico, and non-Tribal parties, in the Rio San José watershed. That bill received a hearing and was reported out of the Senate Indian Affairs Committee in December. The House version of this bill received a legislative hearing in the House Water, Wildlife and Fisheries Subcommittee in July. The bill introduced this month and heard today in the Senate Committee on Indian Affairs would further resolve Tribal water claims in the Rio San José basin by settling the Navajo Nation’s claims.  
    Before the hearing on Tribal water rights settlements legislation, the Senate Committee on Indian Affairs also held a business meeting in which members voted to advance Heinrich’s Indian Buffalo Management Act. That legislation received a hearing before the Senate Committee on Indian Affairs in June.
    “This legislation will further foster growth of Tribal bison herds, and I am grateful for the committee’s support,” said Heinrich.
    The Indian Buffalo Management Act, which Heinrich introduced last year alongside U.S. Senator Markwayne Mullin (R-Okla.), provides secure, consistent funding for Tribes and Tribal organizations that have established buffalo herds, as well as provides resources for Tribes that would like to establish new herds.
    The bill creates a permanent buffalo restoration and management program within the Department of Interior to:
    Promote and develop the capacity of Tribes and Tribal organizations to manage buffalo and buffalo habitat;
    Protect and enhance buffalo herds for the maximum benefit of Tribes; and
    Ensure that Tribes are directly involved in the Interior Department decision-making regarding buffalo.
    The bill has been endorsed by the InterTribal Buffalo Council, the National Bison Association, The Nature Conservancy, the National Wildlife Federation, and the National Parks Conservation Association.

    Chairman Schatz and Vice Chairman Murkowski, I want to first thank you for considering the Indian Buffalo Management Act a few minutes ago. 
    This legislation will further support growth of Tribal bison herds, and I am grateful for the committee’s support. 
    Turning to the hearing agenda, I want to thank you for holding this hearing on the Zuni Indian Tribe Water Rights Settlement Act and the Navajo Nation Rio San José Stream System Water Rights Settlement Act, two bills of critical importance for the water future of New Mexico’s Tribes. 
    I am happy to welcome the Governor of Zuni Pueblo, Arden Kucate, who is here today to provide testimony on the Zuni Water Rights Settlement Act.?
    The Zuni people have been stewards of the Zuni River Basin for millennia. 
    Their traditional agricultural practices and careful stewardship of water sustained the tribe over thousands of years. 
    Unfortunately, the United States has failed to protect Zuni’s water rights and has allowed their water to be diverted to other purposes. 
    Overuse of water in the Zuni Basin has caused the Zuni people to suffer from a lack of water for their community, their businesses, and their traditional agricultural practices.  
    This injustice continues today. Without reliable access to clean water, it is difficult for Zuni to attract new businesses that create jobs and revenue for the Tribe. 
    This legislation would not only fully settle Zuni’s water rights claims in the Zuni River Basin; it would also provide funding for several key water infrastructure projects.  
    It is an opportunity for the United States to make the Zuni Tribe whole for the water that they have always been entitled to. 
    And it will support Zuni’s traditional irrigation practice, their people, and their future business development, in a manner that builds resilience in the face of a drying climate. 
    This piece of legislation would also protect the Zuni Salt Lake, a sacred place of great cultural significance to the Zuni Tribe and others in the region.
    I am also happy to welcome the President of Navajo Nation, Dr. Buu Nygren, who is here to provide testimony for the Navajo Nation Rio San José Stream System Water Rights Settlement Act.
    This legislation would settle the water rights of the Navajo Nation in the Rio San José basin – it is the final step in an adjudication process that began more than forty years ago. 
    In that time, we’ve seen aridification in the Southwest further strain water resources for Tribes, including the Navajo Nation, that don’t have the resources to fully use their water rights.
    This settlement is an important step towards giving the Navajo Nation an equal voice amongst water users in the southwest. 
    Today, there are more than 200 Navajo households within the Rio San José and Rio Puerco Basins without access to running water. 
    These households instead have to rely on hauling water. 
    The lack of reliable drinking water systems in these communities contributed to the widespread health impacts of the COVID-19 pandemic on the Navajo Nation, which took the lives of far too many. 
    I am committed to working with the Navajo Nation to build a future where they have full access to their water rights. 
    This access to water will facilitate the preservation of Navajo culture and tradition.
    Both of these pieces of legislation would implement settlement agreements that have been carefully negotiated between the Tribes, the State of New Mexico, neighboring water users, and the United States. 
    I want to thank all of the parties for their tireless work in reaching settlements for these basins, and Senator Luján for cosponsoring these settlements along with me. 
    The failure of the United States to work with Tribal Governments to ensure that they could use the water they have always owned has reverberated through generations.
    It has a direct impact on the well-being of Tribal members today. 
    It’s time we make this right for Zuni and the Navajo Nation.

  • MIL-OSI Australia: EnergyAustralia to pay $14m for making misleading statements and breaching the Electricity Retail Code

    The Federal Court has ordered EnergyAustralia to pay $14 million in penalties for making false, misleading or deceptive statements to hundreds of thousands of consumers about electricity prices, and failing to provide mandatory information required by the Electricity Retail Code (the Code).

    EnergyAustralia admitted it had breached the Australian Consumer Law and the Code in its communications sent between 20 June and 12 September 2022 to around 566,000 consumers about electricity prices, by failing to state the lowest possible price in the communications and misrepresenting the estimated annual price of its electricity offer for an “average” customer.

    In addition, Energy Australia admitted, that between 1 July and 27 September 2022, it published 27 electricity offers online that failed to state the difference between the reference price and the unconditional price expressed as a percentage of the reference price, or the ‘lowest possible price’ as required under the Code. These offers were viewed about 220,000 times.

    “EnergyAustralia breached laws which were designed to help consumers to compare electricity offers and identify the best deal by increasing transparency,” ACCC Chair Gina Cass-Gottlieb said.

    “EnergyAustralia’s failure to fully inform consumers meant they could not accurately compare offers from competing retailers and may have been denied the opportunity to choose the best deal for them.”

    “Some consumers may also have been misled by EnergyAustralia’s statements into thinking that a price change was less than it actually was, causing them to stay with their existing plan when in fact a different plan may have represented a better deal,” Ms Cass-Gottlieb said.

    This conduct occurred when electricity prices were rising and many consumers were looking to switch to cheaper plans.

    “It is essential that electricity retailers provide consumers with accurate information so they can compare and access the most competitive prices in the market. This enforcement action is a reminder that the ACCC is closely monitoring the electricity market, conducting regular compliance checks and ready to take strong action when appropriate,” Ms Cass-Gottlieb said.

    The Court also ordered EnergyAustralia to review its compliance program and pay a contribution to the ACCC’s costs.

    Note to editors

    The Electricity Retail Code applies to all electricity retailers that supply electricity to residential and small business customers in applicable distribution regions in New South Wales, South Australia, and South-East Queensland. It is a mandatory industry code under the Competition and Consumer Act and establishes enforceable requirements in relation to how electricity retailers must communicate pricing information to small customers. It was introduced to increase transparency in the retail electricity market and allow consumers to easily compare offers against a common benchmark. Under the Code, electricity retailers must include certain information when communicating prices. These requirements include the difference between the reference price and the unconditional price as a percentage of the reference price, as well as the lowest possible price.

    The ‘reference price’ is the per-customer annual price based on the Default Market Offer determined by the Australian Energy Regulator. It is used as a benchmark to compare market offer prices.

    The ‘lowest possible price’ is the total amount a representative customer would be charged for the supply of electricity in the financial year at the offered prices, assuming that all conditional discounts (if any) are met. (If there are no conditional discounts, the lowest possible price is the same as the unconditional price.)

    Since the Code was introduced in 2019, the ACCC has issued infringement notices to Locality Planning Energy, CovaU, ReAmped Energy and Dodo Power & Gas for allegedly failing to include certain mandatory information when communicating prices. The ACCC has also accepted a court-enforceable undertaking from CovaU and Dodo in response to breaches of the Code.

    The proceedings against Energy Australia were the first court proceedings brought by the ACCC in relation to alleged breaches of the Code.

    Consumers can compare electricity plan information on the Government comparison website Energy Made Easy and Victorian Energy Compare. For further information for consumers on comparing energy plans, see the ACCC website.

    Background

    EnergyAustralia is one of the ‘big three’ energy retailers.

    In September 2023, the ACCC commenced proceedings against EnergyAustralia in relation to these alleged breaches of the Code and the Australian Consumer Law.

    EnergyAustralia’s conduct was identified by the ACCC’s regular compliance checks of electricity retailer’s compliance with the Code.

    Previously, in April 2014, the Federal Court imposed a $1.2 million penalty on EnergyAustralia for making false and misleading representations and engaging in misleading and deceptive conduct while calling on consumers at their homes to negotiate agreements for the supply of retail electricity, in proceedings brought by the ACCC.

    In March 2015, the Federal Court also ordered EnergyAustralia to pay a $1 million penalty for making false or misleading representations and engaging in misleading or deceptive conduct when dealing with certain consumers to sell electricity and gas plans, in proceedings brought by the ACCC.

  • MIL-OSI China: Official: China reports broadened engagement in global market

    China’s investment is playing an increasingly prominent role in promoting economic development worldwide, data from the Ministry of Commerce (MOC) showed on Wednesday.

    In 2023, outbound direct investment drove 273.1 billion U.S. dollars of China’s import and export of goods, accounting for 4.6 percent of the total value, said Zhang Li, an official with the MOC, while introducing a yearly statistical bulletin.

    China’s overseas enterprises achieved sales revenue of 3.5 trillion U.S. dollars and paid 75.3 billion U.S. dollars in taxes to the places where they invested last year, said Zhang.

    From 2013 to 2023, China’s overseas enterprises have paid 518.4 billion U.S. dollars in taxes to host countries, providing about 2 million jobs, he said.

    In 2023, China’s outbound investment reached 177.29 billion U.S. dollars, accounting for 11.4 percent of the global total and ranking among the top three for 12 consecutive years, said Zhang.

  • MIL-OSI China: China firmly opposes US proposed ban on Chinese connected vehicles

    China strongly objects to the U.S. proposal to restrict the use of Chinese connected vehicles, as well as their software and hardware, in the United States, the Ministry of Commerce said on Wednesday.

    A ministry spokesperson made the remarks in response to a media inquiry, emphasizing that the U.S. proposal smears Chinese connected vehicles under the pretext of national security.

    The proposal is one of the U.S. actions that targeted Chinese automobiles in recent years, also including tariff hikes, procurement restrictions and discriminatory subsidy policies, said the spokesperson.

    The proposal has no factual basis, violates the principles of the market economy and fair competition, and is a typical act of protectionism, the spokesperson said, adding that it will severely impact China-U.S. cooperation on connected vehicles, disrupt and distort global automotive industrial and supply chains, and harm the interests of U.S. consumers.

    It is also a non-market practice that uses government power to interfere with economic and commercial cooperation between enterprises, constituting economic coercion, said the spokesperson.

    “China urges the United States to cease its wrong practice of generalizing national security, immediately lift the relevant restrictions, and end its unreasonable suppression of Chinese companies,” said the spokesperson.

    China will take necessary measures to resolutely safeguard the legitimate rights and interests of its companies, the spokesperson added.

    The Government is looking at integrating the National Institute of Water and Atmospheric Research (NIWA) and the MetService to improve the weather forecasting system for New Zealand, Science, Innovation & Technology Minister Judith Collins says.

    “We have agreed in-principle to NIWA acquiring the MetService, with the MetService retaining its role as New Zealand’s authorised meteorologist, subject to further work being completed.

    “Having a strong weather forecasting system which combines weather forecasting science with land and hydrological system sciences through to daily public weather updates will help us meet the current and future demands of New Zealanders,” Ms Collins says. 

    “Our weather forecasting system is critically important, not only to give us warning of severe weather so that we can prepare, but for daily operations of the aviation, marine and energy industries, and many businesses across New Zealand. It is crucial that our capabilities are streamlined in order to ensure that it is easy to access information about the weather from a single trusted source.

    “Extreme weather events in 2023 resulted in a tragic loss of life. These events cost nearly $12 billion in economic terms and $5 billion in insured loss. The Weather Forecasting System Review found that there is a compelling case for change.

    “Bringing together the science around climate, weather forecasting, hydrology, and coastal hazards will improve our understanding and allow us to better prepare for, and respond to, severe weather events,” Ms Collins says.

    “More work is needed before this change can happen. We have asked officials at the Treasury and the Ministry of Business, Innovation and Employment to work with the MetService and NIWA to provide implementation details as soon as possible.

    “A more streamlined system will increase safety, improve efficiencies and support a future focused weather forecasting system that works for all New Zealanders.”

  • MIL-OSI New Zealand: Shoplifter’s next trip to court

    One supermarket shoplifter in Papakura didn’t bargain for an eagle-eyed camera operator in her plans.

    Instead, she is without $300 in stolen groceries and faces the Papakura District Court today.

    Acting Senior Sergeant Melody Brown, from Counties Manukau South Police, says a supermarket reported the shoplifting as it was occurring around lunchtime on Tuesday.

    “A woman was brazenly walking out of the store with a trolley full of around $300 in groceries.”

    In came the CCTV network installed around Papakura’s Town Centre.

    “A camera operator was able to track the woman’s movements to a vehicle and this information was relayed back to Police,” acting Senior Sergeant Brown says.

    A Police unit was soon arriving at a nearby Papakura address.

    “Our staff located a woman matching the description in the process of unloading the stolen goods from her vehicle.”

    The 33-year-old woman was arrested and has been charged with theft.

    Acting Senior Sergeant Brown says Police have a strong relationship locally with the Papakura Business Association.

    “Their camera network is invaluable in helping us respond to incidents as they occur, but also assist in other ongoing investigations,” she says.

    “We’d like to acknowledge their camera monitor for their diligent work yesterday.”

  • MIL-OSI Australia: Meeting with Chinese counterparts in Beijing

    Over the next two days, I will meet with key Chinese counterparts in Beijing.

    This is another important step towards stabilising our economic relationship with China.

    It will be the first visit by an Australian Treasurer to China in seven years.

    These meetings are part of the Albanese Labor Government’s methodical and coordinated efforts to re‑establish dialogue with China, Australia’s largest trading partner.

    The main purpose is to co‑chair the 2024 Australia‑China Strategic Economic Dialogue with Zheng Shanjie, Chairman of the National Development and Reform Commission, on Thursday 26 September.

    Our relationship with China is full of complexity and opportunity.

    We recognise a more stable economic relationship between Australia and China is a good thing for Australian workers, businesses, investors and our country more broadly.

    That’s why in the last week I have consulted directly with the chairs, CEOs and senior executives of major China‑facing Australian employers, including Rio Tinto, Wesfarmers, BHP, Woodside, Fortescue, Macquarie, BlueScope, HSBC, King & Wood Mallesons, the Port of Newcastle, Sydney Airport, Cochlear, the University of New South Wales, GrainCorp and the Business Council of Australia.

    Dialogue and engagement gives us the best chance to properly manage and maximise these important links.

    Our approach to China has been to cooperate where we can, disagree where we must, and engage in Australia’s national interest.

    The Strategic Economic Dialogue has not been convened since 2017 but our Government has agreed with Chinese counterparts to restart it.

    I’ll also be meeting with other counterparts from the Chinese Government during my two days of engagements.

    My meetings in China build on Prime Minister Albanese’s engagements in November 2023 and Premier Li Qiang’s meetings in Australia in June 2024.

    We recognise that there’s a lot at stake and a lot to gain from the relationship with China.

    We’ve got an opportunity to make sure both countries benefit from the continued complementarity of our economies, while protecting Australia’s interests.

  • MIL-OSI New Zealand: Trade – NZ-UAE Trade Agreement welcomed by export sector

    New Zealand exporters will welcome the news of a new free trade agreement between New Zealand and the United Arab Emirates signed today, says ExportNZ.
    “The deal between the UAE and NZ looks to be a comprehensive agreement between our two countries, and the immediate tariff reductions will be warmly welcomed by NZ businesses exporting goods and services into the Gulf State,” ExportNZ Executive Director, Josh Tan said.
    “Once enforced, the FTA will eliminate 98 per cent of tariffs on NZ goods entering the UAE, streamline customs entry for goods, and will help to reduce other barriers to trade.”
    NZ’s current main exports to the UAE include dairy, meat, industrial products, horticultural products and tourism.
    “The deal will also open up new opportunities in both in the UAE and further into the Middle East, as the UAE acts as an important hub in the region for travel, imports and exports, and business,” Josh Tan said.

  • MIL-OSI Australia: Stockland and Supalai’s acquisition of Lendlease MPC projects not opposed, subject to divestiture

    The ACCC will not oppose Stockland and Supalai’s proposed acquisition of 12 Lendlease (ASX: LLC) residential masterplanned community projects after accepting a court-enforceable undertaking.

    The undertaking requires Stockland to divest the Forest Reach masterplanned community project in the Illawarra region of New South Wales.

    Lendlease, Stockland, and Supalai are developers of masterplanned community (MPC) projects. Lendlease has 16 masterplanned community projects in NSW, Queensland, Victoria, and Western Australia, 12 of which Stockland and Supalai are proposing to acquire.

    “Without the divestment, the proposed acquisition would bring together the two largest masterplanned community projects in the already concentrated Illawarra market,” ACCC Commissioner Dr Philip Williams said.

    “This could have resulted in increased prices, delayed supply, or reduced quality of housing lots in the Illawarra region, to the detriment of prospective homeowners.”

    The ACCC’s investigation found that there were few alternative masterplanned community projects to constrain Stockland in the Illawarra and that prospective entrants faced challenges, including delays in the availability of essential infrastructure such as sewer and water services.

    To address the ACCC’s concerns, Stockland offered an undertaking to the ACCC to divest its Forest Reach masterplanned community project near Dapto in the Illawarra.

    “The ACCC considers that the divestiture undertaking given by Stockland addresses the competition issues that would arise from Stockland owning both Forest Reach and having an interest in Lendlease’s nearby Calderwood Valley project as a result of the proposed acquisition,” Dr Williams said.

    The ACCC is also satisfied that the proposed acquisition is unlikely to cause serious competition concerns in other areas.

    Accordingly, with the undertaking, the ACCC considers the proposed acquisition is not likely to have the effect of substantially lessening competition in any market. This includes markets for the supply of residential masterplanned community housing in North West Perth, Ipswich, and Moreton Bay, where the ACCC considers there are sufficient alternative developments available to constrain Stockland and/or the joint venture.

    Background

    Stockland Supalai Residential Communities Partnership Pty Ltd (SSRCP) (a wholly-owned subsidiary of a special purpose acquisition vehicle owned by Stockland Communities Partnership HoldCo Pty Ltd (Stockland) and Supalai Australia Holdings Pty Limited (Supalai)) proposes to acquire 12 masterplanned communities from Lendlease Group (Lendlease).

    The masterplanned communities are located in greenfield growth areas across Greater Sydney, South East Queensland, Greater Melbourne and Greater Perth.

    The ACCC Statement of Issues, published on 4 July 2024, raised preliminary concerns with the proposed acquisition in relation to the supply of residential masterplanned community housing in four regions – the Illawarra, North West Perth, Ipswich and Moreton Bay.

    In the Illawarra region, SSRCP proposes to acquire Lendlease’s Calderwood Valley project.

    Stockland is a wholly-owned subsidiary of Stockland Corporation Limited (Stockland Group) (ASX: SGP), an ASX-listed diversified Australian property group that owns, funds, develops and manages portfolios of investment properties. Stockland Group has interests in 30 masterplanned communities developments across NSW, ACT, Queensland, Victoria and Western Australia.

  • MIL-OSI USA: FDA Approves New Drug to Treat Niemann-Pick Disease, Type C

    Today, the U.S. Food and Drug Administration approved Aqneursa (levacetylleucine) for the treatment of neurological symptoms associated with Niemann-Pick disease type C (NPC) in adults and pediatric patients weighing at least 15 kilograms. 

    “This is the second treatment the FDA has approved for NPC within the span of a week. Today’s action further underscores the agency’s commitment to support development of new treatments for rare diseases,” said Janet Maynard, M.D., M.H.S., director of the Office of Rare Diseases, Pediatrics, Urologic and Reproductive Medicine, in the FDA’s Center for Drug Evaluation and Research. “This approval again demonstrates the FDA’s commitment to work with the scientific community to overcome the unique challenges that may arise with rare disease drug development.”

    NPC is a rare genetic disease that results in progressive neurological symptoms and organ dysfunction. It is caused by changes in either the NPC1 or NPC2 gene, affecting the necessary transport of cholesterol and other lipids within a cell. As a result, these cells do not function as they should, ultimately causing organ damage. On average, individuals affected by this devastating disease only live for about 13 years.

    The safety and efficacy of Aqneursa for the treatment of NPC were evaluated in a randomized, double-blind, placebo-controlled, two-period, 24-week crossover study. The duration was 12 weeks for each treatment period. The study enrolled 60 patients. To be eligible for the study patients had to be 4 years of age or older with a confirmed diagnosis of NPC and at least mild disease-related neurological symptoms. Participants could receive miglustat, an enzyme inhibitor, as background treatment in the study. 

    The primary efficacy outcome was a modified version of the Scale for the Assessment and Rating of Ataxia (SARA), referred to as the functional SARA (fSARA). The fSARA consists of the gait, sitting, stance and speech disturbance domains of the original SARA with modifications to the scoring responses. On average, participants treated with Aqneursa for 12 weeks showed a better outcome in the fSARA score compared to when they were treated with placebo.

    The prescribing information contains a warning that Aqneursa may cause embryo-fetal harm if used during pregnancy. Females should inform their healthcare provider of a known or suspected pregnancy before taking Aqneursa.

    The most common side effects are abdominal pain, difficulty swallowing, upper respiratory tract infections and vomiting.

    Aqneursa should be taken orally up to three times per day, with or without food. The recommended dose varies depending on the individual’s body weight, as outlined in the prescribing information.

    The FDA granted Aqneursa Priority Review, Fast Track, Orphan Drug and Rare Pediatric Disease designations for this application.

    • On Monday, the FDA issued a safety advisory cautioning pet owners that samples of two Answers Pet Food products made by Lystn LLC tested positive for Salmonella, a third product tested positive for Listeria monocytogenes (L. mono), and a fourth product tested positive for Salmonella and L. mono. The FDA collected and tested unopened retail samples of products after receiving three consumer complaints of illness in dogs that ate the products.     WASHINGTON, D.C. –– In case you missed it, earlier this week, U.S. Senate Commerce Committee Ranking Member Ted Cruz (R-Texas) and Sen. Mark Kelly’s (D-Ariz.) semiconductor plant permitting reform bill cleared the House after unanimously passing the Senate last December. The bill, S.2228 as replaced by the Kelly-Cruz full substitute amendment, is now headed to the President’s desk to be signed into law. The legislation would expedite the process to construct semiconductor manufacturing plants by removing burdensome environmental reviews and permits for microchip projects.

    “The U.S. House of Representatives approved a bill on Monday aimed at streamlining permitting laws to facilitate the domestic construction of semiconductor factories.
    “The bipartisan legislation passed by a vote of 257 to 125, with 49 members not voting, and now moves to the president’s desk for approval.
    “The bill passed the Senate last year, and was passed in the House of Representatives this week as the “Kelly-Cruz substitute amendment.”
    “Sens. Ted Cruz (R-TX) and Mark Kelly (D-AZ) submitted the amended text of their Senate bill in December 2023.
    “When a bill passes as a “substitute amendment” in Congress, the original text is entirely replaced with new content. This new version of the bill, offered as an amendment, becomes the text that is voted on and passed.

A new section spotlights emerging industries such as artificial intelligence and lithium batteries, while longstanding crowd favorites, like durian, longan, and rice, continue to draw attention.

    This evolving landscape mirrors the deepening partnership between China and ASEAN. China’s commitment to expanding high-standard opening-up and the rapid industry upgrading in ASEAN nations has fostered stronger economic ties between the two sides. Together, these efforts drive regional high-quality development while sharing China’s development opportunities with ASEAN.

    EMPOWERING ASEAN SMES

    Stepping into the Thai Pavilion at CAEXPO, visitors are greeted by the distinct aroma of durian mingling with the herbal scent of Zam-buk, a popular Thai remedy for insect bites. A booth showcasing the collaboration between TOPTHAI and China’s e-commerce leader, JD.com, drew significant interest.

    TOPTHAI store on leading e-commerce platforms is an initiative launched by the Thai Department of International Trade Promotion this year. It aims to help Thai small and medium-sized enterprises (SMEs) expose their products to more overseas markets, among which the Chinese market is a crucial destination, said Dr. Nisachol Thaithong, a Thai trader and researcher in China-Thailand cross-border e-commerce.

    For SMEs and small-scale farmers in ASEAN countries, participating in e-commerce with China has transformed their businesses.

    “It (CAEXPO) is moving forward dynamically in terms of the more areas of cooperation, in terms of engaging wider stakeholders,” said Kao Kim Hourn, secretary-general of ASEAN, in an interview on the sideline of CAEXPO and China-ASEAN Business and Investment Summit (CABIS). “Now they are involved in the Micro-, Small, and Medium-sized Enterprises (MSMEs), for example. MSMEs are really the backbone of the economy on both sides. We have to get them involved, in addition to the big cooperations. I think this is the right direction that we are taking.”

    Frequent exchanges between China and Malaysia leadership have set a positive tone for SMEs, said Ravenna Chen, the CEO of TusStar Malaysia, an innovation and entrepreneurship platform.

    Huang Aimin, chairman of the first council of the Guangxi Cross-border E-Commerce Association, said cross-border e-commerce has the potential to be a critical platform for promoting in-depth economic and trade cooperation between China and ASEAN.

    Collaborating with China has sped up modernization in Laos. For instance, working with China to digitize businesses and develop e-commerce skills has been advantageous for both businesses and young individuals in Laos, according to Thanongsinh Kanlaya, Vice President of the Lao National Chamber of Commerce and Industry.

    UPGRADING AGRIBUSINESS

    At a durian orchard in Thailand’s Chanthaburi province, Kosai, the 32-year-old owner and a Chinese social media influencer, was promoting durians to Chinese netizens through the live streaming e-commerce platform Tmall.

    Kosai is proud that his orchard is a smart orchard jointly built by the Commercial Association for Sustainability of Agriculture in Thailand and the Foreign Economic Cooperation Center of China’s Ministry of Agriculture and Rural Affairs.

    The Internet of Things installed by the Chinese side in Kosai’s orchard, which includes meteorological, water level, and soil moisture monitoring, could provide data support for the scientific cultivation of durian and the improvement of fruit quality.

    Modern farming is a sector with a promising future for cooperation between Malaysia and China, said Low Kian Chuan, president of the Associated Chinese Chambers of Commerce and Industry of Malaysia.

    Despite the difference in size and population between Brunei and China, CAEXPO and CABIS have offered a platform for Brunei enterprises to conduct win-win cooperation with Chinese peers, said National Chamber of Commerce and Industry Brunei Darussalam President Haji Abdul Saman bin Haji Ahmad.

    Platforms like CAEXPO and CABIS incentivize Brunei SMEs to grow “more resilient and more proactive” by exposing their products and services to the Chinese market, said Saman, adding that he sees particularly promising opportunities for Brunei’s halal food.

    GREEN TRANSITION

    Leading Chinese renewable energy firms are working closely with ASEAN enterprises and investing in new facilities to produce innovative, locally adapted products, thus actively contributing to ASEAN’s green transition.

    In July, BYD opened an electric vehicle plant in Thailand, the automaker’s first Southeast Asian factory, a fast-growing regional EV market. The same month Eve Energy announced a plan to build a new factory in Kulim, Kedah state, Malaysia to meet the fast-growing demand for energy storage and consumer batteries in the South East Asia region.

    In August, Gotion High-tech announced that a battery assembly plant project in Malaysia is under negotiation, in addition to its assembly plants in Indonesia and Thailand. The battery manufacturer’s Vietnam factory is expected to begin production in October this year.

    Malaysia’s East Coast Rail Link under the Belt and Road Initiative is expected to drive economic development in the east coast areas and promote more balanced development among regions within the countries, said Anthony Loke Siew Fook, the minister of transport of Malaysia.

    As outlined in the National Automotive Policy 2020 and National Energy Transition Roadmap, Malaysia is developing its renewable energy battery sector and welcomes leading battery manufacturers to invest in it, said Loke.

    Malaysia encourages Chinese companies to form partnerships with local companies to further promote the use of electric and hybrid vehicles in Malaysia, not only in terms of car manufacturing but also in the entire ecosystem, from charging networks to battery manufacturing, said Zalina Zainol, deputy chief executive officer of investment development at Malaysian Investment Development Authority.

    Malaysia highly encourages such cooperation to further create high-skilled jobs in engineering, research and development, and advanced manufacturing, thereby boosting economic growth here, Zainol added.

      Zenrelia is safe and effective when used according to the label. However, the product labeling carries a boxed warning stating that dogs should not be vaccinated at least 28 days before and after treatment with Zenrelia, due to the risk of fatal vaccine-induced disease and inadequate immune response to vaccines.

    • On Thursday, the FDA approved Rybrevant (amivantamab-vmjw) with carboplatin and pemetrexed for adult patients with locally advanced or metastatic non-small cell lung cancer (NSCLC) with epidermal growth factor receptor (EGFR) exon 19 deletions or exon 21 L858R substitution mutations whose disease has progressed on or after treatment with an EGFR tyrosine kinase inhibitor.     • On Wednesday, the FDA’s Center for Veterinary Medicine announced that it is supporting a collaborative agreement to the Reagan-Udall Foundation for the FDA to conduct a strengths, weaknesses, opportunities, and threats (SWOT) analysis.     • On Wednesday, the FDA’s Center for Veterinary Medicine announced the establishment of four Animal and Veterinary Innovation Centers (AVICs) and recipients of funding for work to advance regulatory science and further development of innovative products and approaches to better support animal health and veterinary interventions. These AVICs further the goals outlined in the FDA’s Animal and Veterinary Innovation Agenda (AVIA), which describes the agency’s plans to spur innovation to better protect human and animal health. The three areas of concentration for the AVICs focus on:

    • On Tuesday, the FDA approved Kisqali (ribociclib) with an aromatase inhibitor for the adjuvant treatment of adults with hormone receptor (HR)-positive, human epidermal growth factor receptor 2 (HER2)-negative stage II and III early breast cancer at high risk of recurrence. Additionally, the FDA also approved the Kisqali Femara Co-Pack (ribociclib and letrozole co-pack,) for the same indication.     The UK and Welsh Government have announced £1 billion of investment into Shotton Mill in North Wales.

    A major investment of over £1 billion in the redevelopment of Shotton Mill in Deeside, North Wales, will safeguard 147 jobs and create a further 220 when fully commissioned, the UK and Welsh governments have confirmed today [Thursday 26 September].

    Cabinet ministers from both the UK and Welsh government will visit the historic industrial centre of Wales to meet with members of Eren Holdings, who acquired Shotton Mill in 2021. There, they will hear more about the site’s transformation, which will turn the area into the UK’s largest paper manufacturing site.

    The announcement comes ahead of the Investment Summit next month which will make clear that the UK is “open for business” as the UK government resets relations with trading partners around the globe and creates a pro-business environment that supports innovation and high-quality jobs at home and supports our mission to deliver growth.

    The Welsh Government has provided nearly £13 million in funding alongside £136 million in support from UK Export Finance (UKEF), the UK government’s export credit agency.

    Business and Trade Secretary Jonathan Reynolds said:

    This is a massive vote of confidence in the Welsh economy and this government’s plans to make Britain the destination of choice for investments in the industries of tomorrow. This transformative investment will not only support local skilled jobs but raise living standards in the community.

    Eren Holding is a leading containerboard and corrugated cardboard manufacturer from Turkey and ranks among the leading producers in Europe. Their plans will see Shotton Mill become the UK’s largest paper-manufacturing campus, boosting UK paper production by recycling wastepaper which would otherwise go overseas or into landfill.

    The plant will produce nearly 100% recycled paper and will have an environmentally friendly production model as it purifies its own wastewater, recycles and reuses it in the system, helping to create good, highly paid jobs in the green industries of the future.

    UKEF supported by issuing a guarantee which allows HSBC and UBS to arrange debt financing for the project. 

    The Eren investment is expected to boost Welsh and UK exports in paper, with UKEF support offered on the understanding that Shotton Mill will export 10% of its turnover within 5 years. This is also expected to reduce UK reliance on imports of paper.

    Hamdullah Eren, Senior board member of the Eren Holding Group said:

    “Production at our new plant at Shotton Mill will be based on state-of-the-art technology, making this the most advanced paper campus in Europe. Our custom-built plant will deliver sophisticated and sustainable manufacturing solutions well into the 21st century. We are putting down deep roots on a site of historic industrial significance.     Northeast Wales is a key industrial centre, with Deeside being one of the largest industrial parks in Europe. Shotton steelworks once operated on site, with industrial activity at the Mill dating back over 100 years.

    The investment represents a new lease of life for the site and will support economic stability in Deeside and the North Wales area as both governments look to deliver long-term, sustainable, growth right across the UK.

    The announcement also falls on National Manufacturing Day as the government celebrates the nation’s first-class manufacturing industry. The UK government’s upcoming modern industrial strategy will back workers and give international investors the confidence they need to invest in Britain, creating jobs and growth across the UK.

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Maggie Hassan (D-N.H.) introduced legislation to detect and halt counterfeit imports. Specifically, the bipartisan bill authorizes Customs and Border Protection (CBP) to share suspected counterfeits’ packaging and shipping information with intellectual property rights holders, e-commerce platforms and transportation carriers. The text of their legislation has been included as an amendment in the “manager’s package” of the committee-passed National Defense Authorization Act for Fiscal Year 2025.
    “Counterfeits are an affront to consumers’ well-being, economic vitality and common decency,” Grassley said. “Our bipartisan bill establishes a straightforward approach to cut back on counterfeits by boosting information sharing between CBP, rights holders and commerce professionals.”  
    “This bipartisan bill gives Customs and Border Protection the tools that they need to more effectively stop counterfeit goods from crossing our borders,” Hassan said. “By strengthening law enforcement efforts to identify and interdict counterfeit imports, we can better protect American businesses and create jobs.”  
    Background
    Grassley is the co-chair of the Congressional Trademark Caucus and former chairman of the Senate Finance Committee. Grassley’s 2019 “Fight Against Fakes” report, released during his time as Finance Chairman, detailed bad actors’ efforts to exploit the marketplace at the expense of consumers’ pocketbooks and personal safety. Building on the report, Grassley first introduced legislation in 2021 to enhance information sharing between CBP and private sector partners.

    The Australian Government is working closely with the South Australian Government to support tomato industry workers stood down due to the impacts of tomato brown rugose fruit virus, and ensuring their financial wellbeing is a priority in what is a difficult time for them and their families.

    Minister for Government Services Bill Shorten said workers who have been stood down as a result of quarantine measures, would have access to personalised information about the government payments and services available for their circumstances.

    “Services Australia has stepped in quickly to provide priority access to its specialist Financial Information Services (FIS) Officers, who can provide comprehensive information on termination payments, superannuation and Centrelink payments,” Minister Shorten said.

    “They’ll be working hand-in-hand with the South Australian state government’s taskforce to help these workers through their next steps.

    “While this is an evolving situation, the bottom line is that workers impacted should take advantage of the support available through Services Australia, as it’s really important they understand their options.

    “Of course income support payments such as Job Seeker may be available, but individual circumstances can impact on eligibility, which is why tailored assistance can be so valuable.

    “The FIS staff are highly knowledgeable and can help those facing uncertainty make the right decisions for their personal situation, for the short and longer term.”

The Department of Employment and Workplace Relations (DEWR) is working closely with the approved employer to initiate contingency arrangements including redeployment of impacted PALM workers to ensure that they continue to achieve the benefits of participating in the PALM scheme.

    South Australia’s Department of Primary Industries and Regions is responsible for leading the biosecurity response to the detection of tomato brown rugose fruit virus under the national Emergency Plant Pest Response Deed.

    The Australian Government continues to provide support to state and territory governments and domestic industries, and to engage with our trading partners to minimise its impact.

    Australia’s biosecurity system is one to be envied, with its strength coming from us all working together and playing our role in protecting Australia from exotic pests, diseases and weeds.

    Australia has strong food safety standards and there is no concern for the quality or safety for the purchase of tomatoes. There is no immediate risk to supply chain disruption from the current outbreak in South Australia.

    SACRAMENTO, Calif. – Low-interest federal disaster loans are now available to Washington businesses and residents as a result of President Biden’s major disaster declaration, U.S. Small Business Administration’s Administrator Isabella Casillas Guzmanannounced.

    The declaration covers the Confederated Tribes and Bands of the Yakama Nation as a result of wildfires that occurred June 22 – July 8.

    “SBA’s mission-driven team stands ready to help Washington’s small businesses and residents impacted by wildfires,” said Administrator Guzman. “We’re committed to providing federal disaster loans swiftly and efficiently, with a customer-centric approach to help businesses and communities recover and rebuild.”

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. SBA can also lend additional funds to help with the cost of improvements to protect, prevent or minimize disaster damage from occurring in the future.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available to businesses regardless of any property damage.

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.688 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    As soon as Federal-State Disaster Recovery Centers open throughout the affected area, SBA will provide one-on-one assistance to disaster loan applicants.     “The CCP is the single greatest threat to America’s national security and financial independence,” said Senator Ricketts. “A CCP-led world would mean coercion instead of choice, tyranny instead of liberty, and dictatorship instead of democracy. The only way to combat this threat is with a strong, strategic, all-of-government approach. These bills move us closer to that.”
    The Securing American Agriculture Act bolsters and protects our domestic food and agriculture supply chains and reduces America’s reliance on foreign adversaries.
    The Protecting Endowments from our Adversaries Act disincentivizes endowments from investing in adversarial entities flagged by the U.S. Government as threatening to our national security.
    The No Capital Gains Allowance for American Adversaries Act eliminates tax breaks for investments made in companies based in China, Russia, Iran, North Korea, and Belarus.

    BACKGROUND:
    Securing American Agriculture Act – The PRC’s strategic control over crucial sectors of our food and agricultural supply chain poses a serious national security threat. In recent years, the PRC gained significant market share in the production of essential agricultural inputs like vitamins, veterinary pharmaceuticals, and crop protection tools. China now controls over 90% of vitamin C and vitamin B6 production and up to 85% of amino acids used in animal feed.
    Losing access to these key inputs could drastically reduce agricultural productivity, increase food prices, and undermine domestic food security. A University of Wisconsin-Whitewater study found that, if left unchecked, the PRC’s domination of the amino acids market would destroy 30,000 U.S. jobs and reduce economic activity by $15 billion per year. The Securing American Agriculture Act bolsters and protects our food production supply chain.
    Specifically, the bipartisan bill:
    Requires the U.S. Department of Agriculture, in conjunction with the U.S. Trade Representative and the Department of Commerce, to conduct an annual threat assessment of critical food and agricultural supply chains.
    Requires the Secretary of Agriculture to provide recommendations to mitigate potential threats from the PRC and for legislative and regulatory actions to reduce barriers to domestic critical input production.

    Protecting Endowments from Our Adversaries Act (PEOAA) – U.S. University endowment dollars have helped fund technology behind the CCP’s surveillance of Uyghur Muslims in China. Many endowment fund portfolios own Chinese stocks listed on American exchanges, either directly or indirectly. Tax-advantaged endowment dollars are supposed to be used to lower tuition costs and improve education, not to fund our adversaries.
    Specifically, the bill:
    Imposes a 50% excise tax on initial investments in adversarial entities on the Entity List, Military End User List, Unverified List, or FCC Covered List.
    Imposes a 100% excise tax on the realized gains derived from listed investments one year after an entity is listed.
    Applies to private college and university endowments over $1 billion.

    No Capital Gains Allowance for American Adversaries Act – According to a comparative analysis of capital gains tax rates by the Law Library of Congress, many countries have investment incentives not applicable to some foreign investments. For example, China provides investment incentives through its tax code, but foreign investments are eligible only with the pre-approval of the Chinese government. The No Capital Gains Allowance for American Adversaries Act stops subsidizing our adversaries’ investments in the United States. 
    Specifically, the bipartisan bill:
    Eliminates the capital gains tax break for investments in companies based in China, Russia, Belarus, Iran, and North Korea.
    Eliminates a related tax break, the “step-up in basis” at death, for investments in such companies.
    Requires disclosure to the Securities and Exchange Commission (SEC) that no tax breaks are available for these stocks.

    People’s Republic of China (PRC) Military and Human Rights Capital Markets Sanctions Act – A recent report identified 144 Chinese companies, or their affiliates, whose practices were so adverse to U.S. interests that it is illegal for Americans to buy their products. Most of these companies have been found to violate human rights. Others play an integral role in the CCP’s military-industrial complex. While buying the products of these companies is illegal, it is still legal to buy their stock. The PRC Military and Human Rights Capital Markets Sanctions Act fixes this problem.
    Specifically, the bipartisan bill:
    Prohibits Americans from purchasing, selling, or holding publicly-traded securities of companies that appear on sanctions lists or have an affiliate on the sanctions list.
    Prohibits Americans from purchasing, selling, or holding publicly-traded securities that are derivatives of securities issued by a sanctioned company.
    Prohibits Americans from purchasing, selling, or holding securities that provides investment exposure to a publicly-traded security issued by a sanctioned company or affiliate.
    Requires divestment from the prohibited securities within 180 days.

    No China in Index Funds Act – Index mutual funds minimize their expenses by simply investing in all the companies in a certain market sector, without looking closely at the individual companies. There are unique difficulties in evaluating the risks of investing in Chinese companies. Americans should not invest in these companies without carefully evaluating the risk. The No China in Index Funds Act will keep these hard-to-evaluate Chinese stocks out of index mutual funds.
    Specifically, the bipartisan bill:
    Prohibits index funds from investing in Chinese companies.
    Requires index funds to divest from such investments within 180 days.

    WASHINGTON, D.C. – Today, Representative Chrissy Houlahan (D-PA) issued the following statement on H.Res. 1469 – Ensuring accountability for key officials in the Biden-Harris administration responsible for decisionmaking and execution failures throughout the withdrawal from Afghanistan, which was voted on the House Floor today. 

    “I voted no on H.Res. 1469 because it is nothing but political theater. The instinct to point fingers and place blame is not helpful in understanding the mistakes made in the Afghan withdrawal and only adds to the heated rhetoric that is dividing our nation right now. I am on the record as being critical of how the withdrawal was executed, citing issues with how both this administration and the former made decisions counterproductive to lasting stability and peace. But this resolution does nothing to add to a meaningful or actionable dialog.     WASHINGTON – The National Fossil Act has now passed the Senate. This bill names the mastodon as the U.S. national fossil, and was introduced by Senator Mike Braun and Senator Gary Peters and cosponsored by Senator Eric Schmitt and Senator Maggie Hassan.

    This is Senator Braun’s 5th standalone bill to pass the Senate just this year, and if signed into law will be his 10th in the 118th Congress (2023-2024) to become law, including provisions on veterans healthcare, opioids, and budget reform. 

    The National Fossil Act aims to celebrate the unique natural history of the United States, and encourage interest in paleontology.

    If the National Fossil Act is passed by the House and signed into law, the mastodon would join the bald eagle, bison, rose, and oak tree as enduring national symbols of the United States.

    The mastodon lived more than 13,000 years ago in the Pleistocene era, predominantly on land that would eventually become the United States of America. A fully grown mastodon was over 10 feet tall, weighed more than 11 tons, and was preceded by a pair of 16-foot-long tusks. Unlike its distant cousin, the mammoth, the mastodon was found exclusively in the United States, with its bones being unearthed in every state across the continental U.S.

    Mastodon fossils are frequently found in Indiana and Michigan.

    The mastodon was made the Indiana state fossil in 2022.

    Mastodons have been found in nearly every Indiana county, including notable discoveries in Hebron, Fort Wayne, and Seymour.

By establishing the Mastodon as our national fossil, we can better preserve that history and inspire a new generation of scientists and researchers to continue their pursuit of discovery.”

    The National Fossil Act:

    • Section 1 designates the bill as the National Fossil Act.
    • Section 2 establishes findings on the role of the Mastodon in American public life.
    • Section 3 designates the Mastodon as the national fossil under Title 36 U.S. Code, and makes necessary conforming amendments.
