    The Majority Leader of the House of Representatives announces bills that will be considered under suspension of the rules in that chamber. Under suspension, floor debate is limited, all floor amendments are prohibited, points of order against the bill are waived, and final passage requires a two-thirds majority vote.

    At the request of the Majority Leader and the House Committee on the Budget, CBO estimates the effects of those bills on direct spending and revenues. CBO has limited time to review the legislation before consideration. Although it is possible in most cases to determine whether the legislation would affect direct spending or revenues, time may be insufficient to estimate the magnitude of those effects. If CBO has prepared estimates for similar or identical legislation, a more detailed assessment of budgetary effects, including effects on spending subject to appropriation, may be included.

    Manufacturing accounts for nearly 16% of Alabama’s Gross Domestic Product, with economic output exceeding $50 billion last year, according to data from the National Association of Manufacturers industry group.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV Consultation with Nigeria.1

    The Nigerian authorities have implemented major reforms over the past two years which have improved macroeconomic stability and enhanced resilience. The authorities have removed costly fuel subsidies, stopped monetary financing of the fiscal deficit and improved the functioning of the foreign exchange market. Investor confidence has strengthened, helping Nigeria successfully tap the Eurobond market and leading to a resumption of portfolio inflows. At the same time, poverty and food insecurity have risen, and the government is now focused on raising growth.

    Growth accelerated to 3.4 percent in 2024, driven mainly by increased hydrocarbon output and vibrant services sector. Agriculture remained subdued, owing to security challenges and sliding productivity. Real GDP is expected to expand by 3.4 percent in 2025, supported by the new domestic refinery, higher oil production and robust services. Against a complex and uncertain external environment, medium-term growth is projected to hover around 3½ percent, supported by domestic reform gains.

    Gross and net international reserves increased in 2024, with a strong current account surplus and improved portfolio inflows. Reforms to the fx market and foreign exchange interventions have brought stability to the naira.

    Naira stabilization and improvements in food production brought inflation to 23.7 percent year-on-year in April 2025 from 31 percent annual average in 2024 in the backcasted rebased CPI index released by the Nigerian Bureau of Statistics. Inflation should decline further in the medium-term with continued tight macroeconomic policies and a projected easing of retail fuel prices.

    Fiscal performance improved in 2024. Revenues benefited from naira depreciation, enhanced revenue administration and higher grants, which more-than-offset rising interest and overheads spending.

    Downside risks have increased with heightened global uncertainty. A further decline in oil prices or increase in financing costs would adversely affect growth, fiscal and external positions, undermine financial stability and exacerbate exchange rate pressures. A deterioration of security could impact growth and food insecurity.

    Executive Directors agreed with the thrust of the staff appraisal. They commended the authorities on the successful implementation of significant reforms during the past two years and welcomed the associated gains in macroeconomic stability and resilience. As these gains have yet to benefit all Nigerians, and with heightened economic uncertainty and significant downside risks, Directors emphasized the importance of agile policy making to safeguard and enhance macroeconomic stability, creating enabling conditions to boost growth, and reducing poverty.

    Directors agreed that the Central Bank of Nigeria is appropriately maintaining a tight monetary policy stance, which should continue until disinflation becomes entrenched. They welcomed the discontinuation of deficit monetization and ongoing efforts to strengthen central bank governance to set the institutional foundation for inflation targeting. Directors also welcomed steps taken by the authorities to build reserves and support market confidence and praised reforms to the foreign exchange market that supported price discovery and liquidity. They called for implementation of a robust foreign exchange intervention framework focused on containing excess volatility, stressing that the exchange rate is an important shock absorber. Directors also agreed with staff’s call to phase out existing capital flow management measures in a properly timed and sequenced manner.

    Directors called for a neutral fiscal stance to safeguard macroeconomic stabilization with priority given to investments that enhance growth. Directors also called for accelerating the delivery of cash transfers to assist the poor. They commended the authorities on advancing the tax reform bill, an important step towards enhancing revenue mobilization and creating fiscal space for development spending, while preserving debt sustainability.

    Directors recognized actions to strengthen the banking system, including the ongoing process of increasing banks’ minimum capital. They welcomed the authorities’ efforts to boost financial inclusion and promote capital market development, while emphasizing the importance of moving to a robust risk‑based supervision for mortgage and consumer lending schemes as well as the fintech and crypto sectors. Directors welcomed progress made in strengthening the AML/CFT framework and stressed the importance of resolving remaining weaknesses to exit the FATF grey list.

    To lift Nigeria’s growth outlook, improve food security, and reduce fragility, Directors highlighted the importance of tackling security, red tape, agricultural productivity, infrastructure gaps, including boosting electricity supply, as well as improved health and education spending, and making the economy more resilient to climate events. They noted that addressing structural impediments to private credit extension is also needed to support growth. Staff hold separate annual discussions with the regional institutions responsible for common policies in four currency unions—the Euro Area, the Eastern Caribbean Currency Union, the Central African Economic and Monetary Union, and the West African Economic and Monetary Union. For each of the currency unions, staff teams visit the regional institutions responsible for common policies in the currency union, collects economic and financial information, and discusses with officials the currency union’s economic developments and policies. On return to headquarters, the staff prepares a report, which forms the basis of discussion by the Executive Board. Both staff’s discussions with the regional institutions and the Board discussion of the annual staff report will be considered an integral part of the Article IV consultation with each member.

    Washington, D.C. – Today, U.S. House Natural Resources Committee Ranking Member Jared Huffman (D-Calif.), U.S. House Energy and Commerce Ranking Member Frank Pallone (D-N.J.), Rep. Kathy Castor (D-Fla.), Senator Alex Padilla (D-Calif.), Senator Cory Booker (D-N.J.), and Senator Jack Reed (D-R.I.) along with 40 Democratic Colleagues in the House and Senate submitted formal comments to the Bureau of Ocean Energy Management (BOEM), opposing any new or expanded offshore oil and gas leasing in the Trump administration’s proposed updates to the Outer Continental Shelf (OCS) oil and gas leasing program. 

    In their letter to Interior Secretary Doug Burgum, the lawmakers warned that more offshore drilling would threaten our national security, coastal communities, marine life, and local economies – all while handing more giveaways to an industry already sitting on millions of acres of unused leases. They urged the agency to exclude any new leasing in the final program. 

    “New or expanded oil and gas leasing poses risks to the health and livelihoods of our constituents, jeopardizes our tourism, fishing, and recreational economies, and threatens the marine life that inhabits our coastlines” the members wrote. “New, unnecessary lease sales will lock in decades more of pollution and climate impacts from an industry that already holds more than 2,000 offshore leases covering more than 12 million acres of federal water, of which only 469 leases are currently producing oil and gas. The United States is already the number one producer of oil and gas in the world. There is no need for increased leasing, especially when oil and gas companies continue to impose environmental and climate consequences, public health risks, and billions of dollars in cleanup costs on the American people.”

    Members also reminded the Secretary of the long-standing legal restrictions that prevent the administration from offering lease sales in protected areas. 

    “We remind the agency that it cannot offer sales in areas permanently protected under Section 12(a) of OCSLA, including areas off the Atlantic coast, the Pacific off the coast of California, Oregon, and Washington, the Eastern Gulf of Mexico, and portions of the Artic Ocean, including the Beaufort Sea and Chukchi Sea planning areas. In 2017, during his first term, President Trump attempted to reverse President Obama’s Arctic and Atlantic withdrawals, but Judge Sharon Gleason for the District Court of Alaska determined that Section 12(a) does not give the president authority to revoke prior withdrawals. President Trump does not have the authority to reverse the Obama and Biden withdrawals, and his Executive Order of January 2025, which attempts to do so, is unlawful.”

    During his first term, the Trump administration proposed 47 lease sales over five years, covering nearly every U.S. coastline. Fortunately, this program was never finalized due to litigation and strong bipartisan opposition. But now, with the Biden administration’s leasing plan under review and Secretary Burgum signaling that protections may be on the chopping block, lawmakers are raising the alarm once again.

    At a budget hearing last week, Secretary Burgum refused to commit to protecting Florida’s Gulf Coast from new oil and gas leasing, saying only that “the administration may be considering opportunities.” This region has long been protected by both bipartisan legislation and administrative withdrawals – protections that are now under threat.

    Businesses will save time and money on repetitive legal action thanks to new international rules in force across the UK from 1 July 2025.

    I am delighted to confirm that, as of 1st July 2025, the Hague Convention of 2019 on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters – commonly known as ‘Hague 2019’ – has entered into force for the UK.  

    Hague 2019 means judgments from UK courts will be easily recognised and enforced in the courts of other countries that have signed up to the Convention, and vice versa.

    Hague 2019 aims to reduce court costs in international cases. It will promote access to justice for UK citizens as they live, work and do business across borders and drive economic growth for UK businesses by underpinning confidence in trade. 

    This is a big step in strengthening the UK’s cooperation with our international partners, particularly the EU.

    Hague 2019 marks the first new agreement to apply in this area of law between the UK and the EU since EU Exit.

    With a potentially global reach, there are already 30 Contracting Parties to Hague 2019 with several more soon to join.

    We look forward to applying the Convention with both current and future parties for the benefit of all our citizens and businesses.

    Trading standards officers are today warning consumers and businesses following the seizure of counterfeit and potentially dangerous versions of the collectible Labubu doll toys from shops in Aberdeen.

    The Labubu brand toys were examined and identified to have loose parts which could pose a choking hazard to young children and do not have the required safety labelling including a supplier in the UK or EU.

    Trading standards manager Graeme Paton said: “Following the discovery of counterfeit toys, we want to alert consumers and particularly parents to be extra vigilant.

    “These counterfeit toys can seem like a bargain compared with trying to source the genuine toy, especially when they are a much-sought-after item, but they are potentially dangerous.

    “Counterfeit toys can potentially pose significant dangers to young children such as chemical exposure and choking hazards. These products routinely lack proper safety testing and we encourage anyone concerned about the safety of toys they’ve purchased to get in touch with us via Consumer Advice Scotland.”

    The council’s trading standards team, which seized the counterfeit Labubu toys from four premises across the city, is constantly on the lookout for products which contravene safety legislation. In the case of these counterfeit toys, they could pose serious dangers for children.

    Trading standards provides the following advice to consumers to ensure they purchase safe products:

    •    Check the toys packaging carefully. There should be a CE or UKCA mark and the name and address of the supplier in the UK or EU to show that the product complies with safety regulations. Most toys will have warnings and instructions to ensure their safe use; 
    •    Only buy from reputable sellers. This makes it easier to return goods if a problem develops;
    •    Consider the price. Be suspicious if it’s a lot cheaper than you would expect.

    A federal jury convicted an Illinois businessman yesterday for his role in schemes to fraudulently obtain over $55 million in commercial loans and lines of credit and for submitting fraudulent applications to obtain COVID-19 relief money guaranteed by the U.S. Small Business Administration (SBA) through the Paycheck Protection Program (PPP).

    According to court documents and evidence presented at trial, Rahul Shah, 56, of Evanston, the owner and operator of several information technology companies in the Chicago area, fraudulently obtained funds from loans and lines of credit for which he was not eligible from federally insured financial institutions and later defaulted on at least one such line of credit and one such loan. Shah submitted to federally insured financial institutions falsified bank statements that fraudulently inflated deposits, falsified balance sheets that overstated revenues, and fabricated audited financial statements with forged signatures. Shah also engaged in monetary transactions with proceeds from the bank fraud.

    Shah also submitted to a federally insured bank an application for a $441,138 loan guaranteed by the SBA that significantly overstated the payroll expenses of a company he controlled. In support of the loan application, he submitted to the lender several fraudulent IRS documents, which falsely represented that the company made payments to multiple individuals who had not received such payments. He also used stolen identities to carry out the fraud, using the names and taxpayer identification numbers of individuals that he knew had not received payments from the company in the PPP loan applications.

    In addition, Shah signed and caused to be submitted to the lender what purported to be IRS Forms 941 representing his company’s quarterly payroll expenses for 2019. A comparison between the documents submitted to the lender and the company’s IRS and state tax filings revealed that Shah’s company reported significantly lower payroll expenses to the tax authorities.

    Shah was convicted of seven counts of bank fraud, five counts of making false statements to a financial institution, two counts of money laundering, and two counts of aggravated identity theft. He is scheduled to be sentenced on Nov. 13. Shah faces up to 30 years in prison on each count of bank fraud and false statements to a financial institution, up to 10 years in prison on each count of money laundering, and up to two years in prison for each aggravated identity theft count. A federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Scientists comment on wildfires in Scotland. 

    Prof Rory Hadden, Chair of Fire Science, University of Edinburgh, said:

    “It is widely expected that the number of wildfires will increase in Scotland (and the UK) as we see more periods of extreme weather driven by climate change.  The recent fine weather means that vegetation has dried out and becomes susceptible to ignition sources.  Even a small heat source such as a BBQ or campfire can initiate a wildfire either by direct flame contact with vegetation, or by igniting a smouldering fire in dry vegetation and soils which will later transition to a flaming fire.

    “Once vegetation is ignited, a fire will grow extremely rapidly especially if there is wind and/or dense vegetation.  This is especially true given the recent weather conditions in Scotland and means that typically it will be challenging to fight without proper resources.  Also a smouldering fire in soils may only transition to flaming some hours after it is ignited (and there may be no obvious signs that smouldering has been ignited).  Once ignited a fire will spread rapidly through vegetation, moving fastest in the direction of the wind and up slopes.  Poor access, difficult terrain and extensive vegetation coverage means that the fire can spread over large areas relatively quickly.

    “The impacts of these fires are of course significant.  There is a huge cost to the fire and rescue services in fighting and managing these fires – drawing resources from a wide area.  There is the destruction of natural capital – the countryside provides important ecosystem services that we all rely on and these are impacted negatively by wildfires.  Loss of vegetation impacts on wildlife.  The smoke is harmful and can impact on people large distances away, exacerbating respiratory conditions.  If the fire burns into peat soils then the loss of carbon to the atmosphere will be significant and may drive future climate change.  There is also possibility of loss of property as fires move towards settlements (farms, villages, towns).

    “While there is ongoing research on this topic, there is lots we do not know around the changes in risk to people, property and environment posed by wildfires in Scotland and the UK.  The fire and rescue services are adapting but there is currently no national fire danger assessment tool or clear coordination at Government level in Scotland.  We need to work on finding measures to manage fire risk in Scotland and the UK, including fuel load management (e.g. prescribed burning, mechanical means) as well as communications with stakeholders and the public to advise of periods of higher fire danger.  This is critical because as well as climate change, we are in a period of significant changes in land use (including rewilding) across Scotland and the UK.

    “It is important to note that the leading cause of wildfires is people.  We all need to do our part when visiting the countryside to ensure we do not bring ignition sources – pack a picnic instead of a BBQ, and only have campfires in designated areas.”

    The stock markets ended lower on Wednesday, as investor sentiment remained cautious due to US President Donald Trump’s firm stand on the upcoming tariff deadline.

    The nervousness led to a risk-off mood among investors, pulling the benchmark indices lower.

    After rising to an intra-day high of 83,935.29, the Sensex lost momentum and closed at 83,409.69, down 287.6 points or 0.34 per cent.

    The Nifty also declined by 88.45 points or 0.35 per cent to end the day at 25,453.4.

    “Mixed global cues, particularly ahead of the impending tariff deadline, are driving investor caution,” Vinod Nair of Geojit Investments Limited said.

    “Market attention is gradually shifting to crucial Q1 earnings, which have high expectations,” he added.

    Nair added that the underlying trends such as robust macroeconomic fundamentals and increased government expenditure continue to support market resilience.

    Among the Sensex stocks, the biggest losers were Bajaj Finserv, L&T, Bajaj Finance, HDFC Bank, and Bharat Electronics.

    On the other hand, Tata Steel, Asian Paints, Ultratech Cement, Trent, Maruti, and Sun Pharma were among the top gainers.

    Broader markets followed a similar trend. The Nifty Midcap100 index ended down by 0.14 per cent, while the Nifty Smallcap100 index slipped 0.41 per cent.

    Sector-wise, Nifty Metal, Consumer Durables, Auto, IT, Pharma, and Healthcare managed to close in the green.

    However, Nifty Realty, Financial Services, Bank, Oil & Gas, and Media dragged the overall sentiment with losses.

    The total market capitalisation of all listed companies on the NSE stood at Rs 5.35 trillion.

    Meanwhile, the India VIX, which measures market volatility, eased slightly by 0.66 per cent to settle at 12.44 points — suggesting some cooling off in investor nervousness despite the day’s losses.

    Gold traded in a narrow range as market awaits key US data releases. Comex Gold moved between $3327 – $3340, while MCX Gold traded between Rs 97,000 – Rs 97,400.

    “The prices expected to remain in the broader range of Rs 96,500 – Rs 97,850 as participants price in potential dollar weakness and upcoming US data, including Non-Farm Payrolls (NFP), ADP non-farm employment, and unemployment figures,” Jateen Trivedi of LKP Securities stated.
