  • MIL-OSI Security: Eagle Butte Woman Sentenced to 10 Years in Federal Prison for Conspiracy to Distribute Methamphetamine

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced an Eagle Butte, South Dakota, woman convicted of Conspiracy to Distribute a Controlled Substance. The sentencing took place on May 15, 2025.

    Jamie Cavanaugh, age 41, was sentenced to ten years in federal prison, followed by five years of supervised release, and ordered to pay a $1,000 fine and a $100 special assessment to the Federal Crime Victims Fund.

    Cavanaugh was indicted by a federal grand jury in October 2023. She pleaded guilty on January 16, 2025.

    The conviction stemmed from a drug conspiracy beginning in January 2021 and continuing until December 2022. Cavanaugh was involved in a conspiracy with several other individuals to distribute methamphetamine in and around the central South Dakota area, including in Pierre and within the Cheyenne River Sioux Indian Reservation. As part of the conspiracy, Cavanaugh was involved in distributing 3.5 kilograms of methamphetamine.

    This case was investigated by the Cheyenne River Sioux Tribe Law Enforcement Services, the Pierre Police Department, and the FBI Northern Plains Safe Trails Drug Enforcement Task Force. Assistant U.S. Attorney Meghan Dilges prosecuted the case.

    Cavanaugh was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Former Theology Professor Sentenced to 10 Years in Federal Prison for Possessing Pornographic Images of Children

    A former professor of theology and librarian at the Brite Divinity School at Texas Christian University was sentenced to ten years in federal prison for possession of child pornography, announced Acting United States Attorney for the Northern District of Texas Chad E. Meacham.

    Charles Kilby Bellinger, 63, was arrested in October 2024 by the Fort Worth Police Department after TCU’s IT staff reported they had detected pornographic images with concerning file names, including “infant” and “toddler,” on Bellinger’s work computer.  He was charged by federal complaint, which stated that investigators found multiple sexually explicit images of pre-pubescent minors on a hard drive and an SD card removed from Bellinger’s office.  

    In early January 2025, Bellinger pled guilty to federal charges of possessing child pornography.  Today, he was sentenced to 121 months in federal prison by U.S. District Judge Mark T. Pittman, who also ordered that Bellinger pay restitution of $6,000 to certain victims and that Bellinger be taken into custody immediately following the hearing.

    Acting U.S. Attorney Meacham praised the work of the law enforcement agencies that conducted the investigation, including the U.S. Secret Service, the Fort Worth Police Department’s Internet Crimes Against Children Unit, and the Texas Christian University Campus Police.  Assistant U.S. Attorney A. Saleem prosecuted the case.

  • MIL-OSI Security: Honduran National Charged with Reentry of Deported Alien

    NEW ORLEANS, LOUISIANA – Acting United States Attorney Michael M. Simpson announced that ROSSEL GEOVANNY RECINOS ARITA (“RECINOS ARITA”), age 30, a native of Honduras, was charged in a bill of information on May 12, 2025, for reentry of removed alien, in violation of Title 8, United States Code, Section 1326(a).

    According to court documents, RECINOS ARITA, a Honduran national, was found in St. Tammany Parish on or around February 24, 2025. He had previously been deported to Honduras on June 19, 2018.

    If convicted, RECINOS ARITA faces a maximum penalty of two years of imprisonment, up to a $250,000 fine, up to one year of supervised release, and a $100 mandatory special assessment fee.

    Acting U.S. Attorney Simpson reiterated that the bill of information is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

  • MIL-OSI Security: Federal Grand Juries in Bowling Green and Paducah, Kentucky Indict 5 Foreign Nationals from China, Guatemala, and Mexico for Immigration and Firearms Offenses

    Bowling Green and Paducah, KY – Federal grand juries in Bowling Green and Paducah, Kentucky, returned indictments on May 13 and 14, 2025, charging 5 individuals with immigration and firearms offenses.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge John Nokes of the ATF Louisville Field Division, Special Agent in Charge Rana Saoud of Homeland Security Investigations, Nashville, and Sam Olson, Field Office Director for Enforcement and Removal Operations (ERO) Chicago, U.S. Immigration Customs Enforcement made the announcement.

    According to the indictments:

    Artemio Ruiz-Medina, age 45, a citizen of Mexico, was charged in Bowling Green with reentry after deportation or removal. On or about April 13, 2025, Ruiz-Medina was an alien found in the United States after having been denied admission, excluded, deported, and removed from the United States on or about July 3, 2003, September 29, 2006, April 2, 2010, June 28, 2018, and July 28, 2023. If convicted, he faces a maximum sentence of 10 years in prison. This case is being investigated by HSI, ICE ERO.

    Santos Pastor-Juarez, age 52, a citizen of Guatemala, was charged in Paducah with reentry after deportation or removal. On or about April 28, 2025, Pastor-Juarez was an alien found in the United States after having been denied admission, excluded, deported, and removed from the United States on or about on March 6, 1998. If convicted, he faces a maximum sentence of 2 years in prison. This case is being investigated by HSI, ICE ERO.

    Zhouchen Yan, age 29, a citizen of China, was charged in Bowling Green with 3 counts of making false written statements intended to deceive a licensed firearms dealer, on a Department of Justice, Bureau of Alcohol, Tobacco, Firearms, and Explosives Form 4473, Firearms Transaction Record. On the form, Yan falsely stated he was not an alien illegally or unlawfully in the United States, when in fact, as the defendant then knew, he was an alien illegally or unlawfully in the United States. These crimes occurred between October 23, 2023, and December13, 2024 in Warren County. If convicted, he faces a maximum sentence of 30 years in prison. This case is being investigated by ATF.

    Ulises Macario Gonzaga-Guillen, age 32, a citizen of Mexico, was charged in Paducah with 4 counts of making false written statements intended to deceive a licensed firearms dealer, on a Department of Justice, Bureau of Alcohol, Tobacco, Firearms, and Explosives Form 4473, Firearms Transaction Record. On the form, Gonzaga-Guillen falsely stated he was not an alien illegally or unlawfully in the United States, when in fact, as the defendant then knew, he was an alien illegally or unlawfully in the United States. He was also charged with falsely claiming to be a United Sates citizen while being an illegal alien in possession of firearms on 2 occasions. These crimes occurred between January 1, 2025, and April 21, 2025, in McCracken and Marshall counties. If convicted, he faces a maximum sentence of 73 years in prison. This case is being investigated by ATF, HSI, and ICE ERO.

    Rodrigo Waldemarr Caal-Caal, age 22, a citizen of Guatemala, and Rodolfo Ruiz-Hernandez, age 27, a citizen of Mexico, were both charged in Paducah with being an illegal alien in possession of a firearm. Caal-Caal and Ruiz-Hernandez admitted to possessing a firearm to Mayfield Police Department investigators during a death investigation. If convicted, both face a maximum sentence of 15 years in prison. This case is being investigated by ATF, HSI, ICE ERO, and the Mayfield Police Department.

    A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

  • MIL-OSI Security: Three Pagan’s Motorcycle Club Members Pleaded Guilty for Armed Assaults Against Rivals

    KANSAS CITY, Mo. – Three members of the Pagan’s Motorcycle Club pleaded guilty this week before U.S. District Judge Greg Kays, for their involvement in a series of armed assaults against members of rival motorcycle clubs.

    Christopher W. McGowen, also known as “Mac,” 41, of Platte City, Mo., pleaded guilty on May 13, 2025, to two counts of assault with a dangerous weapon in aid of racketeering, one count of attempting to commit assault with a dangerous weapon in aid of racketeering, and one count of discharging a firearm during and in relation to a crime of violence.

    Brandon S. Hodge, also known as “Youngblood,” 26, of Springfield, Mo., pleaded guilty on May 14, 2025, to one count of assault with a dangerous weapon in aid of racketeering.

    Arthur L. Reynolds III, also known as “Straight Edge,” 48, of Independence, Mo., pleaded guilty on May 15, 2025, to one count of assault with a dangerous weapon in aid of racketeering, one count of discharging a firearm during and in relation to a crime of violence, and one count of felon in possession of firearms.

    On May 30, 2022, McGowen and other members of the Pagan’s and their support club, assaulted a lone rival gang member at a business in Grain Valley, Mo.  In addition to fists, one Pagan used an axe handle during the assault, causing physical injury to the victim.

    On September 3, 2022, McGowen and other members of the Pagan’s and their support club, travelled to Topeka, Ks., to carry out a revenge attack against another rival motorcycle gang.  The plan was to “catch a stray” and “smash on sight” any rival member they saw.  The Pagan’s were aware that the rival motorcycle gang was having an event in Topeka that day, and the plan was to use either an axe handle or a gun on one of the rival gang members.  After arriving in Topeka, a rival member was spotted in a hotel parking lot.  As a member of the Pagan’s prepared to shoot the rival, a disagreement occurred among members, and the group returned to the Kansas City area.

    On September 17, 2022, McGowen, Hodge, Reynolds and other members of the Pagan’s and their support club, chased and forced a lone rival gang member from the road in Blue Springs, Mo.  Various members of the Pagan’s and their support club were armed with firearms and at least one axe handle.  McGowen, Hodge, Reynolds and the others confronted the victim on the side of the roadway and ultimately, the victim was shot seven times, with wounds to his knee, thigh, forearm, biceps, buttocks and back of his leg.

    Following these events, McGowen, Hodge, Reynolds and others present at the various assaults were awarded patches for their participation.

    On May 11, 2023, law enforcement executed a search warrant for Reynolds’ residence in Independence, Mo.  Inside, officers located seven firearms, various calibers of ammunition, body armor, and Pagan’s Motorcycle Gang-related items, including support shirts, patches, and paperwork for the Pagan’s.  On Jan. 24, 2005, Reynolds pleaded guilty to felony aggravated robbery in the District Court of Johnson County, Kansas, for which he later was sentenced to 61 months in custody.

    Under federal statutes, McGowen and Reynolds are subject to a sentence of up to life in federal prison without parole, and Hodge is subject to a sentence of up to 20 years in prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorneys Bradley K. Kavanaugh and Robert Smith. It was investigated by the FBI, the Independence, Mo., Police Department, the Blue Springs, Mo., Police Department, Homeland Security Investigations, and the Kansas City, Mo., Police Department.

  • MIL-OSI Security: New Jersey Return Preparer Pleads Guilty to Preparing False Tax Returns for Clients

    A New Jersey man pleaded guilty yesterday to preparing false tax returns for clients.

    The following is according to court documents and statements made in court: Vito A. Pascarella, of Somerset, ran a tax preparation business. Pascarella prepared, and caused to be prepared, false tax returns for clients. On those tax returns, Pascarella reported false wage numbers, falsely reported that taxpayers owned and operated businesses that they did not own or operate, and falsely reported that those purported businesses earned gross receipts and incurred business expenses that they did not.

    In total, Pascarella caused a tax loss to the IRS of over $550,000.

    Pascarella is scheduled to be sentenced on Sept. 15. He faces a maximum penalty of three years in prison. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney Alina Habba for the District of New Jersey made the announcement.

    IRS Criminal Investigation is investigating the case.

In their letter, the Senators stress that dismantling offices and scaling back reports focused on human rights conditions, among other actions, threaten the United States’ credibility and moral authority — strategic assets that help us advance peace, prosperity, and security at home and around the world. Senators Cory Booker (D-N.J.), Dick Durbin (D-Ill.), Tim Kaine (D-Va.), Andy Kim (D-N.J.), Amy Klobuchar (D-Minn.), Jeff Merkley (D-Ore.), Patty Murray (D-Wash.), Alex Padilla (D-Calif.), Bernie Sanders (I-Vt.), Tina Smith (D-Minn.), Elizabeth Warren (D-Mass.), and Peter Welch (D-Vt.) cosigned the letter.

A foreign policy rooted in American values, including support for human rights, is about more than just moral leadership – it is about using our influence to create a more peaceful and prosperous world where U.S. national security interests can flourish,” the Senators began.
    The Senators quote Secretary Rubio’s previous statements on this issue, writing, “Mr. Secretary, you yourself have said: ‘For over two centuries, the world has been a better place because America has strived to defend these fundamental human rights both at home and abroad. The State Department’s annual human rights report sheds light on foreign governments’ failure to respect their citizens’ fundamental rights.’”
    The Senators go on to note several of the harmful proposed changes put forward by the State Department, including relegating the Bureau of Democracy, Human Rights, and Labor, sunsetting of the Office of Global Criminal Justice, and politicizing the annual Country Reports on Human Rights Practices.
    “The proposed changes to gut the State Department’s standalone human rights bureau and to emaciate and politicize the United States’ signature human rights reports – alongside dramatic cuts to U.S. funding to advance freedom and democracy – are a retreat from America’s global leadership to advance freedom in the world. America’s standing as a champion for human rights globally relies on a commitment to holding friends and foes alike accountable to the same standards. When the United States conveniently wields human rights principles as a political cudgel against our adversaries, but does not apply those same standards to our allies, countries like China and Russia are quick to point out such hypocrisy, and American influence on the world stage drops precipitously. Making America safer, stronger, and more prosperous requires embracing human rights as a pillar of U.S. foreign policy and dedicating resources to support that cause,” the Senators concluded.

    Almaty, May 16 /Xinhua/ — The 56th meeting of the Council of Heads of Security Agencies and Special Services of the CIS member states was held in Dushanbe, the Khovar news agency reported on Friday.

    Participants focused on improving the interaction of special services in the fight against terrorism, religious extremism and cybercrime.

    It is planned to develop additional measures to identify sleeper cells of terrorist and extremist organizations in the territory of the CIS member states and to approve a draft analytical document reflecting a comprehensive assessment and forecast of the development of security threats in the territory of the CIS member states.

    The meeting participants also summed up the results of the implementation in 2024 of the Cooperation Program of the CIS Member States in Combating Terrorism and Other Violent Manifestations of Extremism for 2023-2025. –0–

    More Than 20 Violent Illegal Immigrants Arrested

    INDIANAPOLIS, IN—A coordinated, multi-agency law enforcement operation conducted from April 29 to May 1, resulted in the arrest of 23 individuals in the Evansville and Bloomington areas, as part of an ongoing initiative to combat criminal activity and enhance public safety.

    The successful three-day operation was led by a coalition of federal partners, including U.S. Immigration and Customs Enforcement (ICE), the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration (DEA), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the U.S. Marshals Service (USMS), and the U.S. Attorney’s Office (USAO).

    Of the 23 individuals taken into custody:

    • 18 had prior criminal arrests or convictions, including:
      • 10 individuals with one or more operating while intoxicated (OWI) offenses
      • 10 individuals involved in crimes that resulted in injury to others
      • 3 individuals connected to drug possession and trafficking

    Additionally, four individuals were arrested on federal warrants, including one subject previously convicted of cocaine trafficking.

    Those included:

    • Martin Cortez-Lopez, 36, who was arrested as he left court in Bloomington, Indiana.
      • Criminal History: 2007 – Disorderly intoxication and resisting law enforcement with violence / 2010 – Possession of cocaine and failure to appear for resisting officer with violence / 2024 – Possession of cocaine x2 and operating while intoxicated/endangerment.
      • Previously removed 2011
    • Amin Reynosa-Diaz, 29, arrested in Evansville, Indiana. Reynosa-Diaz was located at a construction site and taken into custody.
      • Criminal History: 2020 – Driving while intoxicated / 2024 – Domestic violence.
      • Previously removed 2019
    • Jaime Ortiz-Guzman, 46, arrested in Bloomington, Indiana.
      • Criminal History: 1999 – Federal Arrest, fraud, imposter, false documents / 2006 – Battery / 2008 – Operating while intoxicated and operating a motor vehicle without ever receiving a license / 2024 – Operating while intoxicated and driving without a license.
      • Previously removed felon
    • Jonathan Regules-Hernandez, 44, arrested in Bloomington, Indiana, after a short foot pursuit.
      • Criminal History: 2000 – Larceny and possession of stolen goods / 2004 – Maintaining a vehicle/dwelling/place with controlled substances and trafficking in cocaine / 2005 – Breaking and entering with the intent to commit felony and larceny after breaking and entering / 2007 – Alien removal under section 212 and 237 / 2025 – Operating a motor vehicle without ever receiving a license.

    This operation underscores the effectiveness of interagency collaboration in addressing public safety threats. By combining investigative resources, intelligence sharing, and enforcement capabilities, federal agencies are better equipped to identify, locate, and apprehend individuals who pose risks to the community or have violated federal laws, including immigration statutes.

  • MIL-OSI Security: Edmonton — Alberta RCMP work with partner agencies and launch new Community Response Teams to target illegal drug crimes

    On April 10, 2025, the Alberta RCMP met with partners in law enforcement, health, and government to discuss concerns around the use of illegal opioids, including fentanyl, across the province. Targeting drug and fentanyl related crimes is part of the Alberta RCMP’s Data 2 Action (D2A) current focus.

    D2A is an Alberta RCMP Crime Reduction Strategy that turns data and intelligence into actionable tasks focused on the four pillars of policing: targeted prevention, apprehension, suppression and offender management. The framework is designed to bring RCMP resources and supports alongside external partners across the province to tackle crime. D2A builds its intelligence by looking at where crime is being committed, what type of crime is impacting an area, and who is responsible for the most crime. By working together with local partners, and specialized agencies, the RCMP is able to develop strategies and coordinate resources to respond to the specific needs of communities.

    As part of this new focus, the Alberta RCMP will be working with agencies from across Alberta including ALERT, Edmonton Police Services, Calgary Police Services, Canada Border Services Agency, Alberta Crown Prosecution Services, Alberta Probation, Alberta Sheriffs, Alberta Association of Community, Peace Officers, Canada Post, Criminal Intelligence Service Alberta, Recovery Alberta, the Canadian Center of Recovery Excellence, and the Government of Alberta.

    “The Alberta RCMP is committed to doing all that we can to reduce the risk of opioids in our communities, but it isn’t just a police problem,” says Supt. Mike McCauley, Officer in Charge of the Alberta RCMP Crime Reduction Strategy. “Working with our partner agencies, we can develop a fulsome approach to address the underlying issues that lead to crime and the use of illegal fentanyl in our communities.”

    • Possession of Proceeds of Crime;
    • Possession of Property Obtained by Crime;
    • Possession of Identity Documents;
    • Unlawfully Make Counterfeit Money; and

The Senators’ bill would reinstate the tax deduction for personal casualty and theft losses and ensure victims of scams, robberies, storms, and fires do not have to pay taxes on stolen assets and further wipe out their hard-earned savings and financial security.  
    “It’s outrageous that folks scammed out of their life’s savings are hit with large tax bills.  I’m proud to introduce this bill to reinstate this important tax deduction to provide crucial financial relief to those victimized by scams and theft,” said Senator Welch. “Vermont experienced catastrophic floods in July of 2023 and 2024. We know firsthand that victims of floods, storms, and fires go through so much—the last thing they should worry about is being penalized for a natural disaster.”

    The growing sophistication of cybercriminal networks has led to a rapid proliferation in fraud for the past five years.     UPDATE: On Friday, 16 May at the Old Bailey, Shakeil Thibou was given a life sentence. He must serve a minimum of 29 years, less the 261 days he has spent on remand, before he will be eligible for release.

    The press release issued following his conviction is below.

    A man who was caught on camera stabbing a mother in front of her three-year old daughter at last year’s Notting Hill Carnival has been found guilty of murder.

    Cher Maximen, who was 32, was with friends and her daughter just off the Carnival parade route on Sunday, 25 August 2024 when she was caught up in a fight involving multiple men. She was stabbed and died in hospital six days later.

    On Wednesday, 9 April at the Old Bailey, Shakeil Thibou, 20 (29.05.04), of Masbro’ Road, Hammersmith and Fulham, was convicted of Cher’s murder, attempted GBH with intent and possession of an offensive weapon.

    Detective Chief Inspector Alex Gammampila, from the Met’s Specialist Crime Command, said: “My heart goes out to Cher’s family and friends. She was a loving mother who went to Notting Hill Carnival to enjoy what should have been a carefree day in the company of friends and her young daughter. Her life was ended in the most senseless way.

    “In stark contrast, Shakeil Thibou went to Carnival not to be part of the celebration, but to engage in violence. Why else would he have arrived armed with a large knife and seeking confrontation?

    “His dangerous actions took Cher’s life and narrowly avoided killing a second man too.

    “The investigation team has worked diligently and tirelessly to build a case against him. Their work has made sure Cher’s family and friends have been able to get justice.

    “They had to go through the pain of witnessing her final moments throughout the trial. I commend their bravery and the dignified way they have handled this tragedy. I hope that today’s result brings some small amount of closure for them.”

    Vyleen Maximen, Cher’s grandmother, said: “Cher, my first born grandchild, my friend. I held you in my arms when you were born. 32 years of loving, of laughing, playing, crying and holidaying with you. I will no longer have that pleasure ever again. Not seeing you get married or have more children.

    “Life will never be the same. Ever. We just have to live life, the best that we can and I will raise your daughter Cher, until my last breath. I will never hear your key opening my front door and shouting ‘Hello Nanny’.”

    TJ Jacobs, relative of Cher and Godmother to Cher’s daughter, said: “We would like to express our deepest gratitude to the jury for helping ensure justice is served for our beloved Cher Maximen – affectionately known to us as Princess Cher, Ri Ri, Churbs, Churburt, Cher Bear and Bear.

    “What happened to us has completely turned our lives upside down. Losing Cher has filled our hearts with immeasurable sadness.

    “Cher was pure magic – radiant, loving, passionate, and kind. She brought creativity, style and flawless flair to everything she did. She was a dedicated mother, a devoted granddaughter, niece, sister, and friend. This senseless act of violence has cut short a life that had so much more to offer the world and was only just beginning to blossom. Like many young adults, life hadn’t always been easy for Cher, but she was just discovering who she was and who she could become.

    “Even when life felt unfair, Cher remained kind, caring, and a fierce protector of those she loved – qualities that were evident even in her final moments. Her smile lit up every corner of every room, and her laugh echoed through hallways. Her journey was an example of resilience against the odds, showing that no matter the challenges, young people can emerge with strength, determination, and the will to strive for better.

    “We will never recover from this loss, but we are determined to ensure that Cher’s daughter – now being raised by her beloved great-grandmother (Cher’s much-loved grandmother), along with her village of aunties, uncles, and Godparents – receives the love, support, and care she needs as we navigate life without her. Cher’s four-year-old daughter was her everything – her reason, her drive, and now her legacy. Cher’s unwavering devotion to her role as a mother was evident to all who knew her.

    “Our family is devastated, but we would like to extend our heartfelt gratitude to the emergency responders, medical professionals, and law enforcement officers involved in this case.

    “Knife crime continues to devastate communities across the UK. The government must urgently address the root causes – the systemic failures in education, children’s services, youth services, mental health services impacting the many disengaged and disenfranchised young people. Offering them the tools to overcome challenges rather than fall victim to them. This is not just about reducing crime; it’s about saving lives, restoring hope, and building safer, stronger communities.”

    The court heard that Cher had spent the afternoon with her daughter and her friends among a crowd in Golborne Road which was just off the parade route.

    Just before 18:00hrs, a fight broke out in the crowd. CCTV and police officers’ body worn video footage shown during the trial shows Shakeil attempting to stab a man in the abdomen. Cher was caught up in the melee and knocked to the floor, grabbing onto Shakeil’s coat as she tried to get back to her feet.

    In an effort to defend herself and her daughter, Cher kicked out and was stabbed in the groin as she did so, falling to the ground.

    Officers rushed to her aid and provided emergency medical treatment until the arrival of paramedics. She was transported to hospital in a critical condition but despite the efforts of medical teams she died on Saturday, 31 August.

    Video footage showed that moments before Cher was stabbed, Shakeil’s brothers – Sheldon Thibou and Shaeim Thibou, along with an unidentified male, fought with one man. Sheldon can be seen wielding an illegal stun gun. An officer who intervened to try to break up the fight was assaulted by both brothers.

    The three brothers and an associate fled the scene, but CCTV footage recovered during the investigation showed that Shakeil, when leaving carnival was captured on CCTV changing his outer clothing with an associate and calmly making his way out of the area.

    An investigation started immediately after the incident, with officers running images captured on bodyworn video cameras through facial recognition software, revealing a match for Sheldon and Shaeim Thibou. Further research identified Shakeil.

    A significant manhunt was launched which saw officers search a number of addresses across west London.

    Shakeil was found lying on the floor under a sleeping bag when officers found him in the early hours of Tuesday, 27 August. During a search of the address they found a distinctive bag he’d been seen wearing on footage captured at Carnival.

    His jacket had been discarded at the scene after it came off in the struggle. It was sent for forensic testing and DNA found on it was a 1 in a billion match for Shakeil – further proof that he had committed the stabbing.

    Detectives would also spend weeks trawling through hundreds of additional hours of CCTV and body worn video footage, as well as messages on mobile phones recovered at the time of the brothers’ arrest.

    This helped to further establish a watertight case that Shakeil and his brothers were at Carnival at the time of Cher’s murder.

    Sheldon Thibou, 25 (23.01.00), of Star Road, Hammersmith and Fulham and Shaeim Thibou, 22 (20.02.03), of Charleville Road, Hammersmith and Fulham stood trial alongside their brother.

    Sheldon was found guilty of violent disorder. He had also previously pleaded guilty to the possession of an illegal stun gun.

    Sheldon and Shaeim were both found guilty of assaulting an emergency worker. 

    Shakeil and Shaeim will be sentenced at the Old Bailey on Friday, 16 May.

    Sheldon will be sentenced in due course at a court that is yet to be confirmed.

  • MIL-OSI Security: Four Dominican Nationals Indicted for Drug Conspiracy Involving Fentanyl and Crack Cocaine

    BOSTON – A federal grand jury in Boston has indicted four Dominican nationals residing in Lawrence, Mass., on drug charges.

    Juana Luduvina Aguasvivas, 66, Richard Arias-Aguasvivas, 38, Ariel Ruiz, 31, and Yonelin Baez Soto, 30, are charged with conspiracy to distribute and possess with intent to distribute controlled substances. Arias-Aguasvivas, Ruiz and Baez were also charged with distribution of and possession with intent to distribute fentanyl and/or crack cocaine. All four defendants are scheduled to appear in federal court in Boston on May 29, 2025.

    According to the charging documents, in April 2021, an investigation began into a drug trafficking organization operating in Lawrence that was supplying fentanyl, cocaine base and cutting agents to customers. Between April 2021 and February 2025, investigators conducted controlled purchases, during which Aguasvivas, Arias-Aguasvivas, Ruiz and Baez collectively sold more than 800 grams of fentanyl, more than 80 grams of crack cocaine and copious amounts of cutting agents.

    In May 2025, Baez pleaded guilty to one count of unlawful reentry and is scheduled to be sentenced on those charges on Aug. 6, 2025.

    Arias-Aguasvivas, Ruiz and Baez each face at least 10 years and up to life in prison, at least five years and up to a lifetime of supervised release and a $10 million fine. Aguasvivas faces at least five years and up to 40 years in prison, at least four years and up to a lifetime of supervised release and a $5 million fine. The defendants are subject to deportation upon completion of any sentence imposed. Sentences are imposed by a federal district court judge based upon on the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.  

    United States Attorney Leah B. Foley and Kimberly Milka, Acting Special Agent in charge for the Federal Bureau of Investigations, Boston Division made the announcement today. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

  • MIL-OSI Security: Fifth Resident from Pierre, South Dakota, Sentenced to 18 Years in Federal Prison for Conspiracy to Distribute a Controlled Substance

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Pierre, South Dakota woman convicted of Conspiracy to Distribute a Controlled Substance. The sentencing took place on May 14, 2025.

    Heather Stahlhoefer, age 38, was sentenced to 18 years in federal prison, followed by five years of supervised release and ordered to pay a $1000 fine, as well as a $100 special assessment to the Federal Crime Victims Fund.

    Stahlhoefer was indicted by a federal grand jury in September 2024. She pleaded guilty on March 10, 2025.

    This conviction stemmed from a drug distribution conspiracy beginning in June 2023 and continuing until September 2024. Heather Stahlhoefer and co-defendant Misty Stahlhoefer were the source of supply to several other individuals in the Pierre area. The Stahlhoefers would acquire up to 1 pound of methamphetamine per trip to be further distributed by themselves and others including Whitney Marrowbone, Wendy Mealer, Brent Larvie, and David Rinehart. The conspiracy involved between 10,000 and 30,000 kilograms of converted drug weight, including 550 grams of pure methamphetamine that was recovered during a traffic stop of Heather Stahlhoefer.

    Misty Stahlhoefer is scheduled to be sentenced July 14, 2025. Marrowbone, Mealer, Larvie and Reinhart were previously sentenced on May 5, 2025. Marrowbone was sentenced to 11 years in federal prison; Mealer was sentenced to six years in federal prison; Larvie was sentenced to four years and six months in federal prison; and Rinehart was sentenced to two years in federal prison.

    This case was investigated by the FBI Northern Plains Safe Trails Drug Enforcement Task Force, the Pierre Police Department, the Chamberlain Police Department, and the Lyman County Sheriff’s Office. The case was prosecuted by Assistant United States Attorney Meghan Dilges.

    Stahlhoefer was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: Two Gang Members from Lowell Sentenced for Trafficking Methamphetamine Pills

    Defendants sold thousands of counterfeit “Adderall” pills supplied by the Asian Boyz gang

    BOSTON – Two members of the Asian Boyz gang have been sentenced in federal court in Boston for trafficking homemade imitations of the pharmaceutical drug, Adderall, containing methamphetamine.

    Erickson Dao, a/k/a “Silent,” 32, of Lowell, was sentenced by U.S. District Court Judge Nathaniel M. Gorton to 85 months in prison, to be followed by four years of supervised release. . In January 2025, Dao pleaded guilty to one count of conspiracy to distribute and to possess with intent to distribute 50 grams and more of methamphetamine and one count of possession with intent to distribute 500 grams and more of cocaine. Bill Phim, a/k/a “Bonez,” 37, also of Lowell, was sentenced by Judge Gorton to 10 years in prison, to be followed by five years of supervised release. In February 2025, Phim pleaded guilty to two counts of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine and two counts of distribution of and possession with intent to distribute 50 grams and more of methamphetamine.  

    A long-term investigation proved that Asian Boyz gang members and associates allegedly had access to a plentiful supply of counterfeit methamphetamine pills marketed as “Adderall.” These pills were similar in shape, size and appearance to genuine Adderall. On 12 different dates in 2022, Phim sold these counterfeit “Adderall” pills to an undercover agent. In total, Phim sold the undercover agent over 10,000 pills for more than $36,000.

    Dao was identified as one of Phim’s suppliers of the methamphetamine pills. Between February 2022 and April 2022, Dao delivered the counterfeit pills to Phim on at least five occasions. Phim then sold the pills to an undercover federal agent for more than $11,000. Chemical testing confirmed that the pills were a dangerous compound of methamphetamine and caffeine. When investigators searched Dao’s residence, they discovered thousands more counterfeit “Adderall” pills and large quantities of cocaine.

    In other drug transactions with the undercover officer, Phim admitted that he coordinated the supply of methamphetamine pills with other Asian Boyz gang members and associates, including Brian Gingras, a/k/a “Cheech.” Between May 2022 and September 2022, Gingras met Phim prior to the planned deals to personally deliver the pills. Gringas pleaded guilty in January 2025 and is scheduled to be sentenced on June 4, 2025.

  • MIL-OSI Security: Florida Pharmacy Pleads Guilty to Health Care Fraud and Agrees to Pay More Than $1 Million Settlement

    BOSTON – On May 13, 2025, a Florida-based pharmacy, OHM Pharmacy Services, aka “Benzer,” aka “Auburndale,” pleaded guilty to one count of health care fraud and was sentenced to one year of probation and ordered to pay restitution of $82,000. As part of the global resolution, Benzer also agreed to pay $1,018,000 to resolve False Claims Act violations.

    According to OHM’s admissions in the global resolution of criminal charges and civil claims, the pharmacy dispensed Evzio, one of several naloxone products on the market indicated for use on an emergent basis in the case of opioid overdose. Due to Evzio’s high price, insurers (including Medicare Part D plans) frequently required that health care providers submit prior authorization requests before they approved coverage. OHM completed prior authorization forms in place of prescribing physicians, and in some instances OHM personnel signed the prior authorization forms without the physician’s authorization and submitted information to insurers that made it appear as though a physician, and not OHM, was submitting the information. Moreover, OHM also submitted prior authorization requests to insurers, including Medicare Part D plans, that contained false information. For example, OHM staff filled out and submitted dozens of Evzio prior authorization request forms that falsely asserted that patients had previously tried and failed to successfully use Narcan or naloxone.  

    In connection with the resolution, Benzer entered into an integrity agreement (IA) with the U.S. Department of Health & Human Services Office of Inspector General (HHS-OIG). The IA requires, among other things, that Benzer implement measures to ensure that its submission of claims for pharmaceutical products complies with applicable law relating to prior authorizations.  

    The civil settlement concludes the government’s resolution of claims brought under the qui tam or whistleblower provisions of the False Claims Act by a former employee of kaleo Inc., Evzio’s manufacturer. The qui tam case is captioned United States ex rel. Socol v. Benzer Pharmacy Holding, LLC, et al., No. 18-cv-10050-RGS (D. Mass.). As part of the civil resolution, the whistleblower will receive $285,040 of the civil settlement amount.  

    In 2021, the U.S. Attorney’s Office announced settlements with kaléo Inc. for $12.7 million and with other pharmacies for $1 million relating to their submission of false claims for Evzio. In 2022, the U.S. Attorney’s Office announced a $1.31 million deferred prosecution agreement and civil settlement with another pharmacy.

  • MIL-OSI Security: Everett Man Pleads Guilty to Sex Trafficking Four Victims

    BOSTON – An Everett man pleaded guilty today in federal court in Boston to four counts of an indictment charging him with sex trafficking four separate female victims.   

    Trevor Jones, 47, pleaded guilty to four counts of sex trafficking by force, fraud, or coercion. U.S. District Court Judge Allison D. Burroughs scheduled sentencing for Aug. 12, 2025. In May 2023, Jones was indicted by a federal grand jury. Jones was arrested on related state charges on March 23, 2023 and has remained in state custody since.

    According to the charging documents, from at least 2016 until 2023, Jones ran a sex trafficking operation targeting victims who were suffering from substance use disorder. As part of his sex trafficking operation, Jones provided his victims with controlled substances, including heroin, fentanyl and cocaine to intensify their drug dependance and gain their compliance, while prohibiting the victims from obtaining controlled substances from other sources. Jones demanded “loyalty” and “dedication” from his victims. He allegedly enforced his requirements by punishing victims with acts of violence, threats of violence and withholding controlled substance from drug-dependent victims. As outlined in court, Jones beat one victim with a belt causing bruising throughout her body. When confronted with the injuries he caused, Jones told the victim that she deserved the abuse. Jones was verbally abusive toward another victim, locking her out of the house, demanding to know where her “loyalty” was and berating her for not “contributing everything” she was making. Another victim experienced degradation from Jones, with him telling her that she needed to “make daddy proud” and scolding her for being “disobedient.”

    The charge of sex trafficking by force, fraud, or coercion provides for a mandatory minimum sentence of 15 years and up to life in prison, at least five years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    — Dear Jose Luis, we are glad that you accepted our invitation to participate in the foresight session dedicated to the future of AI. This is not your first visit to HSE. How would you rate your experience of cooperation with our university?

    — I am always happy to return to HSE, which, by the way, many call the Russian Harvard, because I sincerely believe that it is one of the best universities in Russia, in Europe and in the world. All research and all academic work here is conducted at the highest level. And so I am inspired and happy to collaborate in any way possible.

    — Which areas of research and topics covered during the foresight session seem most relevant today?

    — I am interested in following the path from narrow AI to general AI and going even further, looking into the area of artificial superintelligence. Because this will be a level of AI that surpasses human in everything. I think this is inevitable and we need to be prepared for it.

    — Artificial intelligence causes both fear and excitement in society. What does this new technology generate more — threats or opportunities?

    — Every technology can be used for good and for bad, starting with one of the first human technologies, fire, which was probably developed by humans about half a million years ago. Obviously, it could be used for many good things, like cooking, heating, and so on. But it could also be used to kill, destroy, and burn cities. Same with nuclear energy. It can be used to make electricity or to make nuclear weapons. So all technologies can be used for good or for bad. But again, in general, technologies are used for good purposes. They are developed by people for people in cooperation with other people. So I am actually very inspired by the incredible capabilities of artificial intelligence.

    Maybe I’m not so afraid of AI because I’m more worried about human stupidity. Human stupidity is really my main concern! And so if we can become smarter with AI, I’ll be very happy about it.

    — Each person draws a certain image of the future, preferable, possible or undesirable, clear or vague, a certain picture where he places himself. What place does artificial intelligence occupy in your image of the future?

    — AI will be everywhere, it will assist us in everything constantly and continuously. It will be as natural as mobile phones are now, or earlier — the Internet, and even earlier — just ordinary landline phones.

    So AI will be everywhere. It is a general purpose technology, like electricity, which is everywhere today.

    — What, in your opinion, are the most important challenges facing humanity today? Have they changed much in recent years?

    — Look, there are different challenges in different historical periods. This is reasonable. Once, you know, fire was a big challenge. And a few thousand years later, nuclear weapons became a challenge. For a long time after World War II, humanity lived in fear of the constant threat of nuclear destruction. Until biochemical weapons were added to it. And now there are two challenges. But today, it seems to me, in terms of the greatest threat, environmental challenges are in the foreground. I believe that they are the main modern problem for humanity.

    But AI, like all technology, is actually more of a help than a problem. So I’m very optimistic about AI and I’m looking forward to AI finally helping us solve previous problems and challenges before it becomes a problem itself.

    — During the foresight session, some speakers criticized foresight, claiming that it is experiencing a decline in public interest because it is too old-fashioned. Do you agree with this statement?

    — I think that foresight and future studies in general, on the contrary, are becoming more and more relevant, because the world is changing faster and faster. When things, ways of life and technologies had not changed for centuries, when everything happened very slowly, then foresight was not so important. But now, when everything happens almost instantly, we need more, not less foresight.

    So no, I don’t think it’s old-fashioned. In fact, I think foresight is coming into fashion and it should become even more common in the future. Well, look, it’s like saying that mathematics is old-fashioned or physics is outdated. Well, they’re not, they’re not old-fashioned. We need mathematics, we need physics, and we need foresight. And I repeat: we need it more than ever.

    — You were one of the founders of the Millennium Project, which unites futurologists from all over the world. HSE Foresight Center is also active in futures research. In what areas do you see the greatest synergy from collaboration?

    — In many. If you remember, I already mentioned that HSE, ISSEK, Institute for Statistical Research and Economics of Knowledge. — Ed.) and the Foresight Center are at the forefront of modern scientific forecasting. They have achieved incredible success in the field of technological and scientific foresight. I like their forecasting tool for processing big data (iFORA. — Ed.). By the way, iFORA is something we could collaborate on, we could help promote it on the market, already at the international level. iFORA is just one example.

    Now, as part of the Millennium Project, we are working on developing State of the Future Indexes. We are creating indices of the future states of companies, cities, countries, industrial sectors and the world as a whole. So, since HSE is very strong in statistics, we could collaborate on state of the future indices. Choose a direction and create an index.

    Or a third example: we are assembling a navigator for Futures Research Methodologies. And a Foresight Center that develops such methodologies and has most of the foresight methods in its arsenal would be indispensable in our work.

    And finally, we conduct international Delphi surveys annually, now online surveys. And of course, we want to involve Russian scientists in our expert circle. Russia is one of those countries in the world where a lot of expertise has been collected in various technological areas, and we will be very happy to include it in our Delphi surveys.

    So, a lot, a lot of things. The future is open, and foresight and future research are the future.

    — Could you tell us about your current research interests?

    — Right now I am mainly interested in three areas. The first is space. Space is an important part of the history and future of humanity. And in the next decade we will have space colonies on the Moon and Mars. Life on other planets will radically change the attitude and view of our own tiny planet Earth. So space is very important. And of course, Russia, remaining one of the leading countries in space research, will participate in this space expansion.

    The second area that interests me is artificial intelligence and the transition to superintelligence. As soon as we create a new machine-human civilization, the world around us will change radically. For this, we will need a lot of intelligence, both natural and artificial. I really want to look into the future, in which superintelligence operates.

    And the third area of my interest is biotechnology, health and longevity. Now with new medical technologies we have the ability to increase the life expectancy of people, and soon we will be able to rejuvenate people. It seems incredible, but the Nobel Prize in Medicine in 2012 was awarded to Shinyo Yamanaka, who discovered a way to reprogram cells to change their biological age. After that, other scientists began to do this at the organ level, in 12 years we moved from cells to organs. And now many people are working on the transition from organs to whole organisms, to animals. Of course, they usually start with simpler and smaller animals, and then move on to more complex and larger ones, so that eventually we can try it on people. I believe that in the next 20 years we will stop aging. We will take control of the aging process and begin to rejuvenate people. This was the first dream of mankind – immortality. And now we are very close to making it come true thanks to biotechnology. And so I’m very excited about this. So, three areas: space, artificial intelligence and longevity.

    The plenary session of the XXVI annual All-Russian scientific and practical conference with international participation “Problems of Law in Modern Russia” was held in the conference hall of the Academic Council of Peter the Great Polytechnic University. The event is traditionally held by the Higher School of Jurisprudence and Forensic Science of the Humanitarian Institute of SPbPU. This year’s conference acquired special significance in connection with the celebration of the 80th anniversary of Victory in the Great Patriotic War.

    The plenary session was opened by the Vice-Rector for Security of SPbPU Alexander Airapetyan. He congratulated everyone on the 80th anniversary of the Victory in the Great Patriotic War, noting the importance of the scientific and practical events of the Polytechnic University, which play a fundamental role in consolidating security and maintaining unity. The Director of the Higher School of Law and STE Dmitry Mokhorov welcomed the conference participants, congratulated them on the Great Victory Day, reflecting the fateful milestones of polytechnic thought in Russian and Soviet reality.

    Traditionally, the event brought together leading scientists and representatives of the professional community from the system of state and municipal administration, the judicial system, law enforcement agencies, the legal profession, notaries, forensic examination and representatives of the real sector of the economy.

    The guests of the event delivered welcoming remarks. Deputy Head of the Secretariat of the Council of the Interparliamentary Assembly of the CIS Member Nations, Director of the International Institute for Monitoring the Development of Democracy, Parliamentarism and Observance of Electoral Rights of Citizens of the CIS Member States Ivan Mushket read out a greeting from the Secretary General – Head of the Secretariat of the Council of the IPA CIS Dmitry Kobitsky. In his address, Dmitry Kobitsky emphasized the importance of the unity and courage of the Soviet people, noting that the Victory in the Great Patriotic War is a common heritage, and also called for confronting racism and xenophobia, recalling the criminal actions of Nazism, recognized by the International Military Tribunal in Nuremberg.

    Law should serve as a tool for maintaining justice, protecting human rights and freedoms, and we must work on its development together, noted Dmitry Kobitsky.

    The President of the Leningrad Region Bar Association, Denis Laktionov, greeted his colleagues on behalf of the legal community and emphasized the practical importance of the traditional conference “Problems of Law in Modern Russia” for the industry.

    Olga Safronova, Director of the Legal Department of the North-West Bank of Sberbank PJSC, noted the demand for significant events aimed at legal education and educating young people in the spirit of respect for the law and historical justice, emphasizing that the modern realities of the development of scientific and technological progress require us to take adequate professional measures to protect state interests and the rights of citizens, especially in the field of cybersecurity.

    Representatives of legislative and executive bodies of federal and regional authorities, courts, the prosecutor’s office, the Investigative Committee, and law enforcement agencies sent welcoming words to the organizing committee and participants.

    The scientific part of the plenary session included reports on the issues of historical justice of the Nuremberg Trials in the context of modern understanding, the role of the prosecutor’s office during the war and the problems of cybersecurity in the modern social and legal reality. The participants were addressed by Vladimir Mikhailov, Senior Justice Advisor, Senior Prosecutor of the Criminal and Judicial Department of the Leningrad Region Prosecutor’s Office, Artem Klinitsky, Associate Professor of the Higher School of Law and European Economics, and representatives of the North-West Bank of Sberbank Olga Safronova, Natalia Eroshenko and Kirill Yakovlev.

    At the end of the meeting, a video trailer for the historical film “Blockade Justice” was shown, containing rare archival footage of the activities of the courts, prosecutors and lawyers during the Great Patriotic War.

    On the first day of the conference, work was carried out in the sections “Theoretical-historical and public-law sciences”, “Private law (civil) sciences”, “Criminal-law sciences”. More than 250 people took part in the conference in person and over 70 section reports were presented, and an online broadcast with the possibility of open connection was also conducted. Abstracts of the reports will be published in a collection based on the results of the conference, and the best articles will be sent to the journals of the Higher Attestation Commission and the Russian Science Citation Index.

  • MIL-OSI United Kingdom: Talent and tenacity is celebrated in champion style at 2025 Leeds Sports Awards

    Organised by Sport Leeds and Leeds City Council, the ceremony is held each year to celebrate the achievements of athletes – of all ages and levels – as well as coaches, administrators and volunteers.

    And the 2025 edition of the event – hosted at Leeds’s Carriageworks Theatre – did exactly that, with close to 20 different awards being presented to some extremely deserving recipients.

    The evening’s winners included Leeds Rhinos Wheelchair Rugby League coach and former player James Simpson, who took home the coveted Sporting Pride of Leeds title.

    Previous recipients of the award – which recognises work done by an individual, club or organisation to raise the profile of the city as a centre of sporting excellence – include Rob Burrow, Eddie Gray and Josh Warrington.

    A Lifetime Achievement Award, meanwhile, went to Rhinos chief executive Gary Hetherington. The same award was presented posthumously to former Rhinos chief scout Bob Pickles.

    Joan Young’s tireless work supporting netball across the city was recognised with a Special Contribution Award.

    Local, national and international athletics stalwart Dr Ian Richards and City of Leeds Diving Club fundraisers Fiona Croft and Becky Simmonds were all winners in the Outstanding Sports Volunteer category.

    There were awards, too, for local stars of the Olympics and Paralympics, including Georgie Brayshaw, Katy Marchant, Tom Pidcock, Hannah Cockroft and Kadeena Cox.

    Crossgates Harriers took first place in the Community Club category, with a highly-commended mention going to Methley Athletic AFC.

  • MIL-OSI Africa: Cabinet approves 90-day programme to intensify GBVF response

    Cabinet has approved a 90-day intensification programme aimed at urgently addressing the surge in Gender-Based Violence and Femicide (GBVF) across the country.

    The initiative, spearheaded by the Justice, Crime Prevention and Security (JCPS) Cluster, outlines 19 focus areas and tangible deliverables to be implemented over the next three months, with an aim to shift and reverse the upward trend of GBVF in the country.

    The plan was adopted at a recent meeting of JCPS Cluster Ministers, convened in direct response to the alarming rise in GBVF-related incidents. The short-term intervention is designed to accelerate progress on the implementation of the National Strategic Plan (NSP) on GBVF.

    Addressing a post-cabinet media briefing on Thursday, Minister in the Presidency, Khumbudzo Ntshavheni, said the programme will serve as a catalyst for immediate action.

    “The National Joint Operational and Intelligence Structure (NatJoints), has established a priority committee consisting of eight focused workstreams. The priority committee has identified six urgent and impactful interventions to be implemented in the 90 days,” Ntshavheni said.

    The six interventions, include:

    • Prevention: focusing on education and awareness for behavioural change for all South Africans.
    • Enforcement, care and support which must ensure that “Strengthening the criminal justice system is strengthened so that perpetrators are held accountable.”
    • Fixing the Legal and Regulatory Framework so that we can achieve better outcomes in the system.
    • Tighter and efficient management of Data and Information to strengthen efficiency in the Integrated Justice System.
    • Communication, partnerships and community mobilization to ensure that the whole of government, civil society and citizens work together for better outcomes against this scourge, and
    • The harnessing of resources, both financial and human to ensure that we are better organized as a society to fight the scourge.

    Support for NPA appeal in Omotoso case

    Meanwhile, Cabinet noted and welcomed the National Prosecuting Authority (NPA) decision to appeal the recent acquittal of Timothy Omotoso and his two co-accused, Lusanda Sulani and Zukiswa Sitho.

    The trio were acquitted on 32 serious charges including rape, racketeering and human trafficking in the Gqeberha High Court last month.

    Ntshavheni said the decision to appeal follows a thorough consideration of the matter by an NPA internal team of experienced prosecutors, as well as a legal opinion sourced from Senior Counsel. SAnews.gov.za

    Three officials from the Pretoria High Court have been placed on precautionary suspension following allegations of fraud and corruption.

    This according to the Office of the Chief Justice (OCJ).

    “The three officials, who cannot be named at this time, are suspects in an ongoing investigation by the South African Police Service’s Directorate for Priority Crime Investigation (the Hawks) looking into fraudulent and corrupt activities in the court. 

    “The OCJ takes a zero-tolerance approach to fraud and corruption and the officials were therefore placed on precautionary suspension to allow investigations to proceed without being compromised,” the OCJ said in a statement.

    News of the suspensions come days after Chief Justice Mandisa Maya visited the Mthatha High Court. This after reports that officials at the court are allegedly embroiled in a bribery scheme soliciting payments from advocates to perform tasks already within the ambit of their jobs, including finding files that have seemingly gone missing, transcriptions and allocating dates for trial.

    An internal and criminal investigation by the South African Police Service has also been opened in this regard.

    At the time, the OCJ said it had received light on the allegations in December 2024.

    “Subsequently, the OCJ instituted a forensic investigation in line with the organisation’s Fraud Prevention and Anti-Corruption Policy, whilst working closely with relevant law enforcement agencies.

    “Accordingly, the department took a prudent approach to releasing specific details on its ongoing investigation to the media so as not to jeopardise any future legal processes or further investigations that may ensue. 

    “The OCJ reiterates that it is dependent on all stakeholders in the fight against fraud and corruption, including the media, to act in a manner that safeguards the integrity of the processing of legitimate complaints,” the office said. – SAnews.gov.za

  • MIL-OSI Security: Migrant smugglers arrested during cross-border operation

    Belgian, German and Polish authorities, supported by Eurojust and Europol, have dismantled a criminal group suspected of smuggling up to 300 migrants into the European Union. During a joint operation in Belgium and Germany on 13 May, seven suspected members of the smuggling network were arrested. An operation earlier this month in Poland led to the arrest of 10 suspected members.

    German investigations into the network began during a routine immigration check in September 2024. Irregularities in the driver’s documentation raised suspicions of attempted illegal entry. Evidence soon emerged that the driver had possibly already smuggled and dropped off illegal migrants that same day. Ongoing investigations revealed that the driver was part of a network responsible for smuggling up to 300 illegal migrants. Most of the members of the criminal group were based in Belgium and acted as a link between the suspects in Germany and a related criminal group in Poland, which was also smuggling migrants from Middle Eastern countries into the EU.

    The network organised the illegal transport of up to 12 people at a time along the Balkan route. A legitimate Polish transport company was used to conceal their activities.

    During three action days spread out over several months, 10 suspects were arrested in Belgium, Germany and Poland, and several criminal assets were seized.

    Eurojust and Europol supported the cross-border investigation from the outset. Eurojust ensured that judicial authorities were able to exchange information and develop a joint judicial strategy. On the action days, Europol facilitated the deployment of investigators between the countries. In addition, Europol sent experts into the field to help national authorities cross-check operational information in real time against Europol’s databases.

  • MIL-OSI Security: Global partnerships drive justice results, says Eurojust’s Annual Report 2024

    Over the past five years, Eurojust’s case workload has increased by more than 60%. In 2024 alone, the Agency handled nearly 13 000 cross-border crime cases. This reflects the unprecedented pace at which organised crime in Europe is evolving, as well as national authorities’ reliance on Eurojust to support complex international investigations.

    Eurojust President, Michael Schmid, commented: With a consistently high number of cases in recent years, our need for close cooperation with prosecutors and judges – both within Europe and beyond – is greater than ever. Thanks to our expanded global partnerships in 2024, we can ensure that criminals are held accountable and citizens are kept safe.

    To further strengthen the fight against organised crime, Eurojust launched the European Judicial Organised Crime Network (EJOCN) in September 2024. This expert hub goes beyond investigation-based collaboration and combats organised crime strategically. Even closer cooperation and direct dialogue between judicial authorities will help to resolve legal challenges and align judicial strategies when investigating and prosecuting organised crime.

    The EJOCN’s first priority is combating drug-related organised crime connected to European ports – key transit points for cocaine and other narcotics destined for the EU. Drug trafficking has been identified as the leading criminal activity in Europe, involving 50% of all criminal networks. The supply of illicit drugs continues to rise, as does the associated violence, making drug trafficking one of the most dangerous and lucrative crimes in the EU.

    Successfully tackling the rise in drug trafficking requires close cooperation with judicial authorities in Latin America, where most narcotics smuggled into Europe originate. In 2024, Eurojust took a significant step in enhancing ties with Latin American partners by signing six Working Arrangements with the Prosecution Services of Bolivia, Chile, Costa Rica, Ecuador, Panama and Peru. These agreements will strengthen cooperation in key areas such as drug and arms trafficking, human trafficking, money laundering and cybercrime.

    Over the past three years, the number of Eurojust supported joint investigation teams involving Latin American countries has steadily increased, with Brazil participating in the highest number. In 2024, Latin American countries participated in three times as many coordination meetings on organised crime and drug trafficking cases as in 2023.

    In addition to its Latin American partnerships, Eurojust works with a broad range of third countries to ensure that national borders do not hinder the prosecution of crime or the delivery of justice. The Agency’s recently adopted Strategy on Cooperation with International Partners reinforces Eurojust’s role as a gateway for cross-border judicial cooperation within and beyond the EU.

    In 2024, 1 022 newly opened cases handled by the Agency involved one or more third countries. Eurojust’s international cooperation continues to increase the number of registered cases at the Agency, with 378 new cases owned by third countries opened in 2024 alone. The United Kingdom, followed by Switzerland and Albania, were the non-EU countries involved in the most cases at Eurojust in 2024.

    During the year, international agreements on cooperation with Eurojust were signed with Armenia and Bosnia and Herzegovina, while the United Arab Emirates joined as a new member of the Agency’s network of Contact Points. In March 2024, Eurojust welcomed its first Liaison Prosecutor for Iceland, strengthening cooperation with Icelandic judicial authorities. Enhanced collaboration with South Partner and Western Balkan countries was also achieved through the EuroMed Justice and Western Balkans Criminal Justice projects, both supported by Eurojust.

    Eurojust’s expanded global network enabled the Agency to deliver impressive operational outcomes in 2024. It contributed to the arrest of more than 1 200 suspects and the seizure and freezing of criminal assets worth over EUR 1 billion. The Agency also contributed to the seizure of drugs worth almost EUR 20 billion.

    Reflecting the growing scale of the challenge, the criminal investigations handled by Eurojust in 2024 involved more than three times as many victims and almost double the financial damages compared to 2023. Moreover, the Agency supported 25% more joint investigation teams than in the previous year.

    The top three crime types handled by the Agency in 2024 continued to be swindling and fraud, drug trafficking and money laundering. Notably, the number of core international crime cases rose by 40%, while cybercrime cases increased by one-third and intellectual property crime cases by 20%.

    Eurojust continued to support national authorities through the organisation of 640 international coordination meetings and 32 coordination centres, as well as operational support for 361 joint investigation teams – over half of which were funded by the Agency. Eurojust also assisted with executing judicial cooperation tools such as European Arrest Warrants and European Investigation Orders, helping national authorities bring offenders to justice and deliver real results for victims and communities.
