    Seven cases move forward in Western Washington during National Child Abuse Prevention month

    Seattle – Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators.  The operation resulted in the rescue of 115 children and the arrest of 205 child sexual abuse offenders in the nationwide crackdown.  The coordinated effort was executed by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.

    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    “Every child deserves to grow up free from fear and exploitation, and the FBI will continue to be relentless in our pursuit of those who exploit the most vulnerable among us,” said FBI Director Kash Patel. “Operation Restore Justice proves that no predator is out of reach and no child will be forgotten. By leveraging the strength of all our field offices and our federal, state, and local partners, we’re sending a clear message: there is no place to hide for those who prey on children.”

    In the Western District of Washington, seven federal cases moved forward with criminal charges, pleas, and/or sentencings of those who target minors for sexual abuse.

    “There is no greater responsibility than protecting our children from those seeking to sexually abuse them, either online or in person,” said Acting U.S. Attorney Teal Luthy Miller. “The cases we prosecuted over the last month charging child sexual exploitation in person and over the internet, and child sex trafficking are examples of the difficult work we do every day with our law enforcement partners to try to keep children safe.”

    “FBI Seattle’s Violent Crimes Against Children squad and our partners are hard at work, not only during Child Abuse Prevention Month in April, but also throughout the year,” said W. Mike Herrington, Special Agent in Charge of the FBI Seattle field office. “We are arresting predators, recovering children, and assisting victims through the support of our victim specialists. Just this fiscal year in the Seattle division, we have arrested 122 subjects and identified or located 59 children.”

    These are the FBI-led child sex abuse cases prosecuted in the Western District of Washington in April 2025:

    • Convicted sex offender Mitchell Francis Dufault, 36, was sentenced April 7, 2025, to ten years in prison and lifetime supervised release. Dufault distributed images of child sexual abuse via an internet platform and communicated with young people about sexually explicit conduct. Dufault has a prior conviction for child molestation.
    • Shante Broady, 37, was arrested April 11, 2025, and charged with sex trafficking through force fraud and coercion and transporting a victim for the purpose of prostitution through coercion and enticement. Broady’s alleged sex trafficking involves both adult and juvenile victims.
    • Adam Ronald Ingram, 41, was indicted April 16, 2025, for production of child pornography, enticement of a minor and possession of child pornography. Ingram, a King County resident, communicated with minors in other states and foreign countries to obtain sexually explicit images. Ingram is scheduled for trial in June 2025 and remains detained at FDC SeaTac.
    • Michael L. Gershowitz, 45, a historically registered sex offender, pleaded guilty on April 23, 2025, to possession of images of child sexual abuse. Gershowitz came to the attention of law enforcement when internet service providers reported his username to the National Center for Missing and Exploited Children (NCMEC) for uploading images of child sexual abuse. Gershowitz is scheduled for sentencing on August 4, 2025.
    • 40-year-old Randy Lee Young was arrested April 24, 2025, following and investigation that revealed he had sexually molested a 13-year-old. Young was identified by law enforcement after he communicated with an undercover officer about having sex with minors. Law enforcement arrested Young when he arrived at a location where he thought the minors would be present. A review of his phone revealed his efforts to entice a 13-year-old for sexual activity. Young filmed the sexual molestation and is now charged with production of child pornography and attempted enticement of a minor.  He remains detained at FDC SeaTac.
    • A 54-year-old Kent, Washington resident was indicted April 23, 2025, for possession of images of child sexual abuse. Shaughn P. Lambert was on supervision by Washington State Corrections when his corrections officer found images of child sexual abuse on his phone. A search of Lambert’s residence revealed a number of electronic devices that contained images of child sexual abuse. Lambert is scheduled for trial on July 7, 2025, and remains detained at FDC SeaTac.
    • 47-year-old Steve Ray Marical of Everett, Washington pleaded guilty April 24, 2025, to possession of images of child sexual abuse. Marical, a registered sex offender, was arrested and indicted in September 2024, following a cyber tip to NCMEC. Marical is scheduled for sentencing on August 6, 2025.

    Others arrested around the country are alleged to have committed various crimes including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking. In Minneapolis, for example, a state trooper and Army Reservist was arrested for allegedly producing child sexual abuse material while wearing his uniforms. In Norfolk, VA, an illegal alien from Mexico is accused of transporting a minor across state lines for sex. In Washington, D.C., a former Metropolitan Police Department Police Officer was arrested for allegedly trafficking minor victims.

    In many cases, parental vigilance and community outreach efforts played a critical role in bringing these offenders to justice. For example, a California man was arrested about eight hours after a young victim bravely came forward and disclosed their abuse to FBI agents after an online safety presentation at a school near Albany, N.Y.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April and underscores the Department’s unwavering commitment to protecting children and raising awareness about the dangers they face. While the Department, including the FBI, investigates and prosecutes these crimes every day, April serves as a powerful reminder of the importance of preventing these crimes, seeking justice for victims, and raising awareness through community education.

    The Justice Department is committed to combating child sexual exploitation. These cases were brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.     The Department partners with and oversees funding grants for the National Center for Missing and Exploited Children (NCMEC), which receives and shares tips about possible child sexual exploitation received through its 24/7 hotline at 1-800-THE-LOST and on missingkids.org.

    The charges contained in the indictments or criminal complaints are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI USA: Attorney General James Announces Convictions and Sentencings of Central New York Gun Traffickers

    EW YORK – New York Attorney General Letitia James today announced the convictions and sentencings of four defendants charged for selling illegal ghost guns and other firearms in Central New York. An investigation led by the Office of the Attorney General’s (OAG) Organized Crime Task Force (OCTF) recovered 34 firearms and receivers, including 21 ghost guns or parts used to make ghost guns, dozens of high-capacity magazines, and hundreds of rounds of ammunition. The OAG charged the four defendants with 35 crimes spanning two separate indictments in April 2024. All four defendants have pleaded guilty to Felony Possession of Firearms and have received years-long prison sentences.

    “Gun traffickers who flood our communities with illegal untraceable ghost guns put all New Yorkers in danger,” said Attorney General James. “This investigation took dozens of weapons off of our streets and brought dangerous gun traffickers to justice. I thank our partners in law enforcement for their hard work with this investigation as we continue to protect New Yorkers from gun violence.”

    “This case is a testament to the results we can achieve when agencies work together to combat the flow of illegal weapons and dismantle violent trafficking networks,” said New York State Police Superintendent Steven G. James. “The individuals involved in this operation posed a significant threat to public safety, and I commend our Community Stabilization Unit, Special Investigations Unit, and all law enforcement partners for their tireless work in bringing them to justice. We remain committed to targeting the sources of gun violence and holding those responsible fully accountable.” 

    The convictions were the result of a joint investigation between OCTF and the New York State Police Community Stabilization Unit, with assistance from the New York State Police Special Investigations Unit’s Rochester and Syracuse offices and the Syracuse Police Department. In April 2024, four individuals were charged with 35 crimes for their involvement in the sale and possession of firearms. The investigation included law enforcement subpoenas, covert physical surveillance, the use of undercover investigators and other intelligence gathering techniques.  

    In June 2022, OCTF began an investigation into two sources of illegal firearms trafficking, including ghost guns, in the Syracuse area. The investigation revealed that Brian Lawson, a/k/a “P’Nut,” Jeremy Baker, a/k/a “Rico,” and Charles Baker possessed and distributed firearms in and around Onondaga County. During the course of the investigation, OCTF detectives recovered numerous firearms alleged to have been sold by Lawson and the Bakers, including Polymer80 9mm pistols with no serial numbers and several serialized but unregistered handguns.

    All three individuals pleaded guilty to Criminal Possession of a Weapon in the Second Degree, a Class C violent felony, before Judge Matthew J. Doran in Onondaga County Court. On March 3, 2025, Charles and Jeremy Baker were each sentenced to six years in prison, to be followed by five years of post-release supervision. Both Bakers also forfeited $4,100 for firearm sales they made to undercover investigators. On February 5, 2025, Lawson was sentenced to three and a half years in state prison with five years of post-release supervision for his role in the transactions.

    John Leone, Jr., who was charged in a second indictment with firearm possession and sale in Onondaga County, entered a guilty plea before Judge Doran to Criminal Possession of a Weapon in the Third Degree. He was sentenced this week to two and a half to five years in state prison.

    Over the course of the investigation, authorities seized the following firearms and components:

    • Nine Polymer80 and AR-15 style unfinished frames/receivers, used to assemble ghost guns;
    • Nine unserialized and unregistered Polymer80 ghost gun pistols;
    • Nine serialized unregistered firearms;
    • Three AR-15 style rifles;
    • One 7.62 assault rifle;
    • Three ghost guns, including an assault rifle;
    • Dozens of magazines, including several extended magazines classified as high-capacity ammunition feeding devices; and
    • Hundreds of rounds of ammunition.

    This investigation marks another major gun bust in Attorney General James’ ongoing mission to recover unregistered firearms and prosecute those responsible for the proliferation of gun violence in New York.

    The investigation was led by now-retired NYSP Investigator Todd Grant of the Community Stabilization Unit and OCTF Detective William Elsenbeck and Supervising Detective John T. MacConaghy, under the supervision of OCTF Upstate Chief Detective John Monte and Deputy Chief Andrew Boss. The Attorney General’s Investigations Division is led by Chief Oliver Pu-Folkes.

    The case was prosecuted by OCTF Assistant Deputy Attorney General Geoffrey Ciereck, with the assistance of Legal Support Analyst Sean McCauley and OCTF Confidential Clerk Theresa Rowe, under the supervision of Upstate OCTF Deputy Chief Maria Moran. Nicole Keary is the Deputy Attorney General in Charge of OCTF. The OCTF is part of the Criminal Justice Division, which is led by Chief Deputy Attorney General Jose Maldonado.  Both the Investigations Division and the Criminal Justice Division are overseen by First Deputy Attorney General Jennifer Levy.

    WASHINGTON, D.C. – Congressman Bobby Scott (VA-03) and Congresswoman Lucy McBath (GA-06) led 24 other House Democrats in sending a letter to U.S. Attorney General Pam Bondi urging her to reverse course on the Trump Administration’s plans to eliminate the Community Relations Service (CRS), which was established by the Civil Rights of 1964. CRS is known as “America’s Peacemaker” and brings together law enforcement and local communities to address the root causes of tension and violence in the wake of a mass shooting or other community conflict.

    “CRS plays a critical role in responding to community conflict and is known as ‘America’s Peacemaker’ with field offices across the country to maximize their accessibility and impact for all communities,” the lawmakers wrote. “CRS brings together law enforcement and local communities to facilitate peaceful resolutions and to help communities develop the capacity to prevent and respond to incidents rooted in hate. We strongly urge you to abandon any plans of dissolving the work of the Community Relations Service.”

    The Members of Congress also highlighted CRS’ recent role in preventing community violence. 

    “CRS’s role in reducing tensions in communities extends to campus tensions, and CRS has developed an approach to help campus leaders, students, and law enforcement to find solutions that address the sources of tension and conflict,” the letter states. “Its work also kept places of worship safe after a series of high-profile attacks in recent years by bringing together best practices against these threats. Recently, CRS deployed teams to Milwaukee and Chicago during the Republican and Democratic National Political Conventions in 2024 to work with law enforcement, community groups, and protest groups to reduce tension, prevent violence and ensure that First Amendment rights were protected.”

    CRS been expanded several times via subsequent bipartisan laws, including the Emmett Till Unsolved Civil Rights Crime Act signed into law by President Bush in 2008.

    “We are aware that during the previous Trump Administration there was a similar effort to abandon the valuable work of the Community Relations Service by recommending its elimination in budget proposals and reducing staffing. As the administration once again considers unilaterally eliminating an agency established by Congress and enshrined into law, we strongly urge you to reconsider,” the letter concludes.

CRS brings together law enforcement and local communities to facilitate peaceful resolutions and to help communities develop the capacity to prevent and respond to incidents rooted in hate. We strongly urge you to abandon any plans of dissolving the work of the Community Relations Service. 

    CRS was established by Title X of the Civil Rights Act of 1964, and the scope of its valuable work has been expanded several times via subsequent bipartisan laws, including the Emmett Till Unsolved Civil Rights Crime Act (Pub. L. 110-334) signed into law by President Bush in 2008. Violence can shatter a community. Resolving the root of violence requires a solution that lies beyond the courtroom. The role of the Community Relations Service as neither investigator nor prosecutor but as a peacemaker has been credited with averting violence after “Bloody Sunday” in 1965, continuing to present day.

    CRS’s role in reducing tensions in communities extends to campus tensions, and CRS has developed an approach to help campus leaders, students, and law enforcement to find solutions that address the sources of tension and conflict. Its work has also kept places of worship safe after a series of high-profile attacks in recent years by bringing together best practices against these threats. Recently, CRS deployed teams to Milwaukee and Chicago during the Republican and Democratic National Political Conventions in 2024 to work with law enforcement, community groups, and protest groups to reduce tension, prevent violence and ensure that First Amendment rights were protected.

CRS supports state and local government officials, law enforcement officers, community leaders, schools, faith leaders, and others to resolve and prevent community conflict.   • MIL-OSI Security: Jefferson County Man Sentenced to More Than 17 Years in Prison on Gun and Drug Charges

    BIRMINGHAM, Ala. –  A Jefferson County man has been sentenced for drug trafficking and possessing firearms as a convicted felon, announced U.S. Attorney Prim F. Escalona. 

    U.S. District Court Judge R. David Proctor sentenced Michael Roman Black, 32, of Bessemer, Alabama, to 212 months in prison. In January, Black pleaded guilty to distribution of 50 grams or more of methamphetamine, possession with the intent to distribute 50 grams or more of methamphetamine, and to being a felon in possession of a firearm.

    According to the plea agreement, between July 2021 and September 2022, Black committed crimes on three separate occasions:

    On July 22, 2021, a Bessemer police officer initiated a traffic stop on a vehicle driven by Black after discovering it had a switched tag. As the officer approached the vehicle, Black opened the door. The officer observed several syringes lying in the driver’s side door pocket. After Black exited the vehicle pursuant to the officer’s orders, the officer searched the vehicle and recovered syringes, two vacuum sealed bags containing 892.6 grams of methamphetamine, and 60 rounds of Blackout .300 caliber ammunition. Officers searched Black’s person and recovered $8,254 in cash and a plastic bag containing 12 hydrocodone pills. 

    On December 22, 2021, Black sold 435 grams of pure methamphetamine to an undercover officer.

    On September 7, 2022, an FBI Task Force Officer and FBI agents went to arrest him at a residence in Bessemer, Alabama. During the arrest, agents observed drug paraphernalia, cocaine, rifles, a handgun, and marijuana in plain view. After obtaining a search warrant for the residence, FBI agents and the Bessemer Police Department Special Operations Unit recovered cocaine, marijuana, drug paraphernalia, a Blackout .300 caliber rifle loaded with 100 rounds of ammunition, an Anderson Manufacturing AM-15 (assault style) rifle loaded with 100 rounds of ammunition, four magazines that fit the AM-15 rifle, two loaded Glock 9mm pistols, an unloaded Glock 9mm pistol, ammunition, various magazines, and cash totaling $8,438. At the time of the search warrant, Black was a convicted felon prohibited from owning or possessing a firearm or ammunition.

    The Federal Bureau of Investigation investigated the case, along with the Bessemer Police Department. Assistant U.S. Attorney Kristy M. Peoples prosecuted the case.

    In an unprecedented nationwide operation to protect our children and mark April’s National Child Abuse Prevention Month, the FBI announces Operation Restore Justice, a five-day, sweeping FBI initiative to identify, track, and arrest child sex predators across the country in coordination with all 55 FBI field offices.

    Last week alone, the FBI arrested 205 subjects and rescued 115 children across the country during the surge of resources deployed for Operation Restore Justice. The subjects are accused of various crimes, including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking.

    The FBI’s efforts didn’t just occur last week. Throughout the entire month of April, the FBI, along with our state and local law enforcement partners, additionally arrested more than 190 perpetrators on charges related to crimes against children. With nearly 400 arrests in one month, these actions are the direct result of the FBI’s continued efforts to track down and stop sexual predators before they can harm more victims.

    Throughout late April, and as part of this operation, the FBI Anchorage Field Office identified and arrested three men in Kenai, Utqiaġvik, and California for committing alleged child exploitation or child pornography crimes in Alaska. As part of this joint effort between the FBI Anchorage Field Office, the U.S. Attorney’s Office, and law enforcement partners throughout the state, these three individuals are now facing federal charges alleged through separate indictments in the District of Alaska.

    “Through collaborative efforts, this wide-ranging operation was designed to identify and apprehend those accused of child sexual exploitation crimes, regardless of where they live or operate,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “Protecting our children is one of the highest callings in law enforcement. I commend the outstanding work by members of the FBI’s Child Exploitation and Human Trafficking Task Force, as well as our law enforcement partners across Alaska, in their commitment to fostering safer communities for our children.”

    Locally, this operation was conducted by the FBI Anchorage Field Office with substantial assistance from the Anchorage Police Department, as part of the FBI’s Child Exploitation and Human Trafficking Task Force. Operational assistance was provided by the Alaska State Troopers, the North Slope Borough Police Department, and the Kenai Police Department in conducting the arrests.

    The FBI proactively identifies individuals involved in child sexual exploitation and the production of child sexual abuse material through its far-reaching, nationwide network of personnel and law enforcement partners. The Violent Crimes Against Children (VCAC) program provides a rapid, proactive, and comprehensive capacity to counter all threats of abuse against children. This capacity leverages partnerships within the FBI’s 89 Child Exploitation Human Trafficking Task Forces across the country. Additionally, the FBI has Intelligence Analysts assigned to address the VCAC threat, both at Headquarters and the field. The FBI also leads a Violent Crimes Against Children International Task Force, which includes nearly 100 International Task Force Officers representing over 60 countries to expand our ability to address the threat worldwide. 

    The FBI also partners with the National Center for Missing and Exploited Children (NCMEC), which receives and shares tips about possible child sexual exploitation received through its 24/7 hotline at 1-800-THE-LOST and on missingkids.org. In further partnership and collaboration with NCMEC, the FBI launched the Endangered Child Alert Program (ECAP) in 2004 to identify individuals involved in the sexual abuse of children and the production of child sexual abuse material. To date, ECAP has identified 36 individuals.

  • MIL-OSI Security: Detroit Man Sentenced to Prison for Fentanyl Crime

    HUNTINGTON, W.Va. – Devontay Brian Johnson, 29, of Detroit, Michigan, was sentenced today to four years and nine months in prison, to be followed by three years of supervised release, for distribution of fentanyl.

    According to court documents and statements made in court, on August 3, 2022, Johnson sold approximately 20 grams of fentanyl to a confidential informant while in a vehicle parked along Wilson Place in Huntington. During the transaction, Johnson held what appeared to be a semiautomatic rifle.

    Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the Federal Bureau of Investigation (FBI).

    NOGALES, Ariz. — At an interagency press event flanked by a large display of seized weapons, senior area leadership from U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, Bureau of Alcohol, Tobacco, Firearms and Explosives and the U.S. Attorney for the District of Arizona announced significant achievement in the interdiction of weapons and ammunition, investigation and prosecution of weapons traffickers.

    “Weapon smuggling is not just a serious crime — it fuels violence on both sides of the border and severely undermines our nations laws,” said Deputy Special Agent in Charge for ICE Homeland Security Investigations Arizona Ray Rede. “Only through close coordination with partnered law enforcement agencies sharing intelligence, can we all work together to dismantle the networks behind weapons trafficking to keep our communities safe.”

    Firearm seizures, along with other notable enforcement actions, investigations and prosecutions were announced at a press event held in Nogales, Ariz. with ICE HSI Deputy Special Agent in Charge Ray Rede, SAC Arizona, CBP Director, Field Operations Guadalupe Ramirez, Tucson Field Office, ATF Special Agent in Charge Brendan Iber, Phoenix Field Division, U.S. Attorney, District of Arizona Timothy Courchaine as they flanked a table of seized weapons, grenades and ammunition.

    CBP conducted a series of outbound operations targeting southbound vehicular, pedestrian and commercial traffic at land border ports along the Southwest Border utilizing not only the skills and experience of CBP officers but technology, to include currency sniffing canines and nonintrusive imaging system technology. CBP officers also enlisted the support of Border Patrol agents, state and local law enforcement officers to serve as a force multiplier to augment these operations.

    Such examinations have successfully stopped child abduction, interdicted criminals fleeing prosecution, interdicted illegal contraband such as controlled substances, precursor drugs, and arms, and uncovered myriad other violations involving currency reporting requirements, stolen vehicles, trade, and immigration.

    CBP in collaboration with our federal and international partners during these outbound enforcement operations identified new targets and trafficking trends, concealment methods, and encouraged robust information and intelligence sharing to drive both U.S. and Mexican enforcement operations on the SWB.

    In addition, this cadre representing the agencies who interdict, investigate and prosecute outbound weapons smuggling attempts emphasized that the consequences for such smuggling activity have been greatly enhanced due to a recent designation by President Trump of major cartels as Foreign Terrorist Organizations. These enhancements will result in lengthier prison sentences for those convicted of these crimes.

    On Jan. 20, President Donald J. Trump issued Executive Order 14157, entitled Designating Cartels and Other Organizations as Foreign Terrorist Organizations and Specially Designated Foreign Terrorists under the laws of the U.S., including the Immigration and Nationality Act, 8 USC 1101 et seq. and the International Emergency Economic Powers Act, 50 USC 1701 et seq under which certain international cartels will be designated as foreign terrorist organizations.

    On Feb. 20, the U.S. Department of State announced the designation of Tren de Aragua, Mara Salvatrucha, Cártel de Sinaloa, Cártel de Jalisco Nueva Generación, Cártel del Noreste, La Nueva Familia Michoacana, Cártel de Golfo, and Cárteles Unidos as Foreign Terrorist Organizations and Specially Designated Global Terrorists.

  • MIL-OSI Security: Three Individuals Charged in Scheme to Defraud Department of Veterans Affairs of Over $9.1 Million

    HONOLULU – Three men were charged with participating in a scheme to defraud the U.S. Department of Veterans Affairs (VA) of over $9.1 million in education benefits, including funds from the Post 9/11 GI Bill education benefit program. One of the men has pleaded guilty for his role in the scheme.

    According to court documents, Brian Matsudo, 58, of Honolulu, Hawaii, Marshall Scott, 39, of Kapolei, Hawaii, and Raheem Wells, 37, of Indianapolis, Indiana, conspired to defraud the VA. Matsudo was the owner of a massage therapy training school in Honolulu, Hawaii. From approximately November 2016 to November 2022, Matsudo conspired with Scott and others to obtain tuition assistance payments from the VA by intentionally failing to disclose that Matsudo’s massage training school was not in compliance with applicable VA rules and regulations.

    As alleged in the indictment, Scott began working for the massage training school owned by Matsudo in or about November 2016. As part of the conspiracy, Scott submitted enrollment certification forms to the VA on behalf of at least 40 military veterans supposedly enrolled at the massage training school. Scott knew that these forms contained false enrollment information and falsely certified that the school had complied with applicable rules and regulations. Wells was a student at the massage training school in 2020 and 2021. From about May 2020 to November 2022, Wells and Scott recruited “students” who allowed the school to lie to the VA by falsely representing that they were actually enrolled in courses.

    Both Scott and Wells allegedly profited from the scheme. Matsudo paid Scott for each person that he and Wells had recruited with the proceeds of the tuition payments made by the VA. Wells received monthly payments from the individuals

    he recruited to participate in the scheme.

    In April 2025, Matsudo pleaded guilty an Information charging to one count of conspiracy to commit wire fraud and faces a maximum penalty of five years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    In April 2025, Scott and Wells were both charged in an Indictment with one count of conspiracy to commit wire fraud and three counts of wire fraud. If convicted, they face a maximum penalty of 20 years in prison on each count. Wells was also charged with obstruction of justice for instructing a witness to lie to federal law enforcement agents. If convicted, he faces a maximum penalty of 20 years in prison.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; Acting U.S. Attorney Kenneth M. Sorenson for the District of Hawaii; Special Agent in Charge Dimitriana Nikolov of the VA Office of Inspector General (VA OIG); and Special Agent in Charge David Porter of the FBI Honolulu Field Office made the announcement.

    The VA OIG and FBI are investigating the cases.

    Trial Attorney Ariel Glasner of the Criminal Division’s Fraud Section is prosecuting the case against Matsudo, with substantial assistance from Trial Attorney Jennifer Bilinkas of the Criminal Division’s Fraud Section. Trial Attorney Glasner and Assistant U.S. Attorney Craig Nolan for the District of Hawaii are prosecuting the case against Scott and Wells.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    KwaZulu-Natal Premier Thamsanqa Ntuli has reaffirmed the Council Against Crime’s (CAC) central mission to foster inter-sectoral collaboration, implement proactive interventions, and drive community-centred crime prevention strategies across the province.

    Speaking in his capacity as Chairperson of the CAC, Ntuli led the Council’s third official sitting at the Archie Gumede Conference Centre in Mayville, west Durban.

    The meeting, held on Tuesday, brought together law enforcement leaders, including government officials, and community representatives to strengthen KwaZulu-Natal’s united front in the fight against crime.

    Established in November 2024, the Council Against Crime has become a key instrument in KwaZulu-Natal’s mission to tackle rampant crime, stem illegal activities, and ensure public safety.

    A significant milestone of the sitting was the formal adoption of the Council’s Terms of Reference (TORs), a strategic framework that will guide the Council’s mandate, ensure accountability, and track measurable progress.

    Ntuli commended the collaborative efforts of all stakeholders, especially during the 2025 Easter period, where coordinated law enforcement operations contributed to a notable sharp decline in road fatalities – from 47 in 2024 to 27 in 2025.

    He also acknowledged the critical role played by the South African Police Service (SAPS), including traffic enforcement teams, and responsible road users, who contributed to a safer holiday period.

    However, Ntuli warned that while progress has been made, more work remains, as the province was still faced with growing criminal acts.

    “We are still faced with growing threats including cash-in-transit heists, cybercrime, and the continued scourge of gender-based violence and femicide. The recent murder of Sergeant Sanele Dlamini, a member of the Presidential Protection Services, is a painful reminder of the dangers our officers face,” Ntuli said.

    The Premier further raised concern about the socio-economic impact of illegal immigration, reaffirming the province’s determination to implement its offensive under the slogan “Engangeni ngesango iyafohla” [He who does not come through proper channels is forcing].

    He emphasised that no developing country can thrive while its systems are undermined by unchecked, unlawful migration.

    Ntuli called for a collective attitude shift within communities, noting that lasting change requires both enforcement and societal transformation.

    “Without peace and stability, we cannot grow our economy, create jobs, or end poverty. The people of KwaZulu-Natal are depending on this Council to help realise their aspirations for a safer, more dignified life,” Ntuli said.

  • MIL-OSI Global: AI isn’t replacing student writing – but it is reshaping it

    I’m a writing professor who sees artificial intelligence as more of an opportunity for students, rather than a threat.

    That sets me apart from some of my colleagues, who fear that AI is accelerating a glut of superficial content, impeding critical thinking and hindering creative expression. They worry that students are simply using it out of sheer laziness or, worse, to cheat.

    Perhaps that’s why so many students are afraid to admit that they use ChatGPT.

    In The New Yorker magazine, historian D. Graham Burnett recounts asking his undergraduate and graduate students at Princeton whether they’d ever used ChatGPT. No one raised their hand.

    “It’s not that they’re dishonest,” he writes. “It’s that they’re paralyzed.”

    Students seem to have internalized the belief that using AI for their coursework is somehow wrong. Yet, whether my colleagues like it or not, most college students are using it.

    A February 2025 report from the Higher Education Policy Institute in the U.K. found that 92% of university students are using AI in some form. As early as August 2023 – a mere nine months after ChatGPT’s public release – more than half of first-year students at Kennesaw State University, the public research institution where I teach, reported that they believed that AI is the future of writing.

    It’s clear that students aren’t going to magically stop using AI. So I think it’s important to point out some ways in which AI can actually be a useful tool that enhances, rather than hampers, the writing process.

    Helping with the busywork

    A February 2025 OpenAI report on ChatGPT use among college-aged users found that more than one-quarter of their ChatGPT conversations were education-related.

    The report also revealed that the top five uses for students were writing-centered: starting papers and projects (49%); summarizing long texts (48%); brainstorming creative projects (45%); exploring new topics (44%); and revising writing (44%).

    These figures challenge the assumption that students use AI merely to cheat or write entire papers.

    Instead, it suggests they are leveraging AI to free up more time to engage in deeper processes and metacognitive behaviors – deliberately organizing ideas, honing arguments and refining style.

    If AI allows students to automate routine cognitive tasks – like information retrieval or ensuring that verb tenses are consistent – it doesn’t mean they’re thinking less. It means their thinking is changing.

    Of course, students can misuse AI if they use the technology passively, reflexively accepting its outputs and ideas. And overreliance on ChatGPT can erode a student’s unique voice or style.

    However, as long as students learn how to use AI intentionally, this shift can be seen as an opportunity, rather than a loss,

    Clarifying the creative vision

    It has also become clear that AI, when used responsibly, can augment human creativity.

    For example, science comedy writer Sarah Rose Siskind recently gave a talk to Harvard students about her creative process. She spoke about how she uses ChatGPT to brainstorm joke setups and explore various comedic scenarios, which allows her to focus on crafting punchlines and refining her comedic timing.

    Note how Siskin used AI in ways that didn’t supplant the human touch. Instead of replacing her creativity, AI amplified it by providing structured and consistent feedback, giving her more time to polish her jokes.

    Another example is the Rhetorical Prompting Method, which I developed alongside fellow Kennesaw State University researchers. Designed for university students and adult learners, it’s a framework for conversing with an AI chatbot, one that emphasizes the importance of agency in guiding AI outputs.

    When writers use precise language to prompt, critical thinking to reflect, and intentional revision to sculpt inputs and outputs, they direct AI to help them generate content that aligns with their vision.

    There’s still a process

    The Rhetorical Prompting Method mirrors best practices in process writing, which encourages writers to revisit, refine and revise their drafts.

    When using ChatGPT, though, it’s all about thoughtfully revisiting and revising prompts and outputs.

    For instance, say a student wants to create a compelling PSA for social media to encourage campus composting. She considers her audience. She prompts ChatGPT to draft a short, upbeat message in under 50 words that’s geared to college students.

    Reading the first output, she notices it lacks urgency. So she revises the prompt to emphasize immediate impact. She also adds some additional specifics that are important to her message, such as the location of an information session. The final PSA reads:

    “Every scrap counts! Join campus composting today at the Commons. Your leftovers aren’t trash – they’re tomorrow’s gardens. Help our university bloom brighter, one compost bin at a time.”

    The Rhetorical Prompting Method isn’t groundbreaking; it’s riffing on a process that’s been tested in the writing studies discipline for decades. But I’ve found that it works by directing writers how to intentionally prompt.

    I know this because we asked users about their experiences. In an ongoing study, my colleagues and I polled 133 people who used the Rhetorical Prompting Method for their academic and professional writing:

    • 92% reported that it helped them evaluate writing choices before and during their process.

    • 75% said that they were able to maintain their authentic voice while using AI assistance.

    • 89% responded that it helped them think critically about their writing.

    The data suggests that learners take their writing seriously. Their responses reveal that they are thinking carefully about their writing styles and strategies. While this data is preliminary, we continue to gather responses in different courses, disciplines and learning environments.

    All of this is to say that, while there are divergent points of view over when and where it’s appropriate to use AI, students are certainly using it. And being provided with a framework can help them think more deeply about their writing.

    AI, then, is not just a tool that’s useful for trivial tasks. It can be an asset for creativity. If today’s students – who are actively using AI to write, revise and explore ideas – see AI as a writing partner, I think it’s a good idea for professors to start thinking about helping them learn the best ways to work with it.

    Detectives are seeking witnesses after a man fell from height in Brewer Street, Soho during the early hours of Saturday, 3 May.

    Officers were called to a residential property in Brewer Street at 02:02hrs that morning. Despite the best efforts of first responders, 22-year-old Ryley Harbord sadly died at the scene.

    His death is being treated as unexpected and is under investigation at this stage.

    Officers are appealing for anyone who saw or spoke to Ryley on the evening of Friday 2, May to come forward. They are particularly interested in hearing from those who had contact with him between 19:00hrs on Friday and 02:00hrs on Saturday.

    Detective Chief Inspector Anne Linton, who is leading the investigation, said:

    “First and foremost, our thoughts are with Ryley’s family as they come to terms with this tragic loss. This is an unimaginably difficult time for them.

    “Soho was bustling at the start of a Bank Holiday, which means there is a likelihood someone saw or spoke to Ryley. If this is you, you may hold really important information that helps us piece together the circumstances surrounding Ryley’s death and we would ask you to please get in touch with us as soon as possible.”

  • MIL-OSI Security: Final defendant sentenced in DMV area dogfighting ring

    ALEXANDRIA, Va. – A North Carolina man was sentenced yesterday to two years and three months in prison for his role in a dogfighting ring.

    According to court documents, from at least March 2015 through December 2022, Charles Reginald McDougald, aka “Luke” and “Bottom Boy,” 55, and other conspirators from Virginia, Washington, D.C., Maryland, Delaware, New Jersey, and North Carolina used a messaging app private group referred to as “The DMV Board” or “The Board,” to discuss training fighting dogs, exchange videos about dogfighting, and arrange and coordinate dog fights.

    Members of the DMV Board also used the app to compare methods of killing dogs that lost fights, circulate media reports about conspirators who had been caught by law enforcement, and discuss ways to avoid being caught. McDougald posted multiple offers to arrange dogfights for thousands of dollars per fight.

    McDougald’s sentencing follows the convictions of 19 of his fellow members of the DMV Board.

    On Dec. 22, 2017, Rodriguez Norman, aka “Tough Love,” 31, of Washington, pled guilty to conspiracy to commit bank fraud, conspiracy to traffic in contraband cigarettes, aggravated identity theft, and conspiracy to engage in an animal fighting venture.  On April 6, 2018, Norman was sentenced to nine years in prison for bank fraud, cigarette, and identity theft charges, and an additional year for the dogfighting conspiracy.

    On April 28, 2021, Carlos Harvey, aka “Roc9,” of King George, pled guilty to conspiracy to engage in an animal fighting venture.  On Dec. 10, 2021, Harvey was sentenced to six months in prison.

    On Nov. 4, 2022, Charles Edward Williams, III, aka “Never Say Never,” 50, of Capital Heights, Maryland, pled guilty to conspiracy to engage in an animal fighting venture. On Feb. 21, 2023, Williams was sentenced to two years in prison.

    On Nov. 9, 2022, Michael Roy Hilliard, aka “No Dayz Off,” 38, of Fort Washington, Maryland, pled guilty to conspiracy to engage in an animal fighting venture. On March 1, 2023, Hilliard was sentenced to six months in prison.

    On Nov. 10, 2022, Laron West, aka “Frog” and “Get Sick,” 46, of Forestville, Maryland, pled guilty to conspiracy to engage in an animal fighting venture. West was murdered on Feb. 12, 2023, prior to sentencing.

    On Aug. 22, 2024, Frederick Moorfield, aka “Geehad,” 64, of Arnold, Maryland, pled guilty in the District of Maryland to conspiracy to engage in an animal fighting venture and interstate travel or transportation in aid of a racketeering enterprise.  On Dec. 12, 2024, Moorefield was sentenced to a year and six months in prison.

Siebert, U.S. Attorney for the Eastern District of Virginia, and Sean Ryan, Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division, made the announcement. The U.S. Attorney’s Office for the District of Maryland provided valuable assistance in the investigation.

    CHICAGO, May 07, 2025 (GLOBE NEWSWIRE) — While gig economy services are popular with American consumers overall, households with children have emerged as power users. This cohort reports using gig services on a weekly basis at an overall rate nearly 50% higher than households without children.

    More telling, 23% of households with children spend $500 or more per month on ridesharing, food delivery and other gig services, a rate almost five times higher than households without children—just 5% of which spend that amount each month. These findings and more are available in TransUnion’s (NYSE: TRU) 2025 Gig Economy Consumer Report.

    While households with children generally outpace those without children in their use of gig services, the difference was even more pronounced for emerging gig services, such as digital freelancing or in-person contract work (inclusive of home services and caregiving), where households with children were twice as likely to be weekly users.

    In-person contracting work comprises services like babysitting, dog walking and furniture assembly. Digital freelancing services include app building, web design, presentation design, etc. The amount of consumers using digital freelancing services suggests that, while some may be engaging workers to help with their small business needs, the majority may be outsourcing parts of their day jobs.

    Related, households with children were much more likely than households without children to cite the wide selection of providers (43% vs. 25%) and ease of finding the service they need (51% vs. 40%) as a reason for using these services. 

    The report also found that households with children prioritized promotions and loyalty programs when selecting a service. Gig platforms can differentiate themselves by running attractive promotions that enhance consumer satisfaction and build long-term loyalty.

    If loyalty programs and promotions are among the best ways to attract and retain customers, breaches of trust and safety are likely the fastest ways to lose them. While 83% of respondents said they were satisfied with the trust and safety features available, more than half said they would stop using a platform if they were scammed, felt physically threatened, or had their account compromised.

    The report found nearly 4 out of 10 users are worried about encountering fraud or scams. When asked which steps platforms can take to reduce fraud and scams, 67% of users said verification of worker identity. Conducting background checks (58%) and utilizing biometrics (58%) to confirm that verified gig workers are the ones performing the services were also popular.

    Stage 3 of the Crime Procurement Process opened on 1 May

    Stage 3 will be open until at least 30 September 2034, subject to any early notice, and is open to anyone who has not yet tendered.

    From July 2025, Stage 3 bids will be opened the month after they have been submitted.

    Subject to verification, contracts will commence – no longer than – three months after the date that the bid was opened. 

    Stage 2 of the procurement process closed on 30 April 2025. Those who tendered will be notified of the outcome of their bids by week commencing 26 May 2025.

    CLARKSBURG, WEST VIRGINIA – James Evans, 35, of Horsham, Pennsylvania, was sentenced to 235 months in federal prison for his role in a drug trafficking organization that sold large amounts of methamphetamine, fentanyl, and cocaine in Monongalia County.

    According to court documents and statements made in court, Evans traveled from the Philadelphia area to Monongalia County to sell controlled substances. During the execution of a search warrant on an apartment in Morgantown, officers found Evans asleep with a loaded pistol, three more stolen firearms, more than 500 grams of methamphetamine, more than 150 grams of fentanyl, and cocaine. Evans has prior drug and firearms convictions.

    Evans will serve three years of supervised release following his prison sentence.

    Assistant U.S. Attorney Zelda Wesley prosecuted the case on behalf of the government.

    This case was investigated by the Mon Metro Drug Task Force, a HIDTA-funded initiative. The task force consists of the Federal Bureau of Investigation; the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Drug Enforcement Administration; the West Virginia State Police; the Monongalia County Sheriff’s Office; the Monongalia County Prosecuting Attorney’s Office; the Morgantown Police Department; the WVU Police Department; the Granville Police Department; and the Star City Police Department.

    This investigation is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Andrew Ross Hose, age 40, of Bunker Hill, West Virginia, was sentenced to 293 months in prison. Bradley Allen Lopp, age 36, of Bunker Hill, West Virginia, was sentenced to 24 months in federal prison.  According to court documents and statements made in court, Hose and Lopp worked with the drug trafficking organization to sell controlled substances in the Eastern Panhandle.

    Hose will serve five years of supervised release following his prison sentence. Lopp will serve three years of supervised release.

    Assistant U.S. Attorney Lara Omps-Botteicher prosecuted the case on behalf of the government.

    The Potomac Highlands Drug Task Force, a HIDTA-funded initiative, investigated.

    As Britain celebrated Victory in Europe (VE) Day on May 8 1945, the Polish airmen of RAF 305 Bomber Squadron captured a starkly different sentiment in their diary. “‘Victory!’ every Anglo-Saxon says in greeting instead of the traditional ‘Hello!’. The word ‘Victory!’ is devoid of meaning, power and any sense today only for the Poles.”

    Despite their critical contributions to the allied war effort, from the Battle of Britain to Monte Cassino, Polish forces felt isolated and betrayed, their hopes of a free Poland crushed by the Yalta agreement. On that first VE Day, many Poles who fought with the allied forces recorded feeling sad, isolated or bitter.

    Tadeusz Szumowski, who served in the RAF in Britain found it almost impossible to join in the celebrations. He wrote in his diary: “Our war is lost, the war which we fought so hard and so long to win … It is a very long time since I felt so alone.”

    A Polish soldier in Italy wrote: “The war is over – but not for us. The population of the greater part of the world are happy, in consequence; but we are sad. I am afraid that we have lost so many of our best men all for nothing.”

    What made “victory” devoid of meaning for Poles? In her study of Poland during the second world war, historian Halik Kochanski quotes the famed American journalist Martha Gellhorn, who reported from Italy: “All the Poles talk about Russia all the time. The soldiers gather several times a day around the car which houses the radio and listen to the news.”

    Many of these soldiers came from eastern Poland, which was invaded by the Soviet Union in 1939. Along with their families, they had been deported to Siberia or Kazakhstan and came out only under a so-called “amnesty” after Russia entered the war on the allied side. Gellhorn reported: “They follow the Russian advance across Poland with agonized interest.”

    As I found when researching my book about the diverse nationalities fighting alongside Britain in the second world war, Polish soldiers wrote about Russia all the time as well as talking about it. Their letters were censored and quoted in censorship reports.

    As they watched the Russian advance and heard news of the Yalta agreement which consigned Poland to the Soviet sphere of influence, they express anger, fear, bitterness, desolation, a sense of loss and betrayal, shock, bewilderment.

    The letters are striking for the many words which take on meanings that demonstrate a gulf that opens up, separating Poles from other allied soldiers. Victory belongs to others while Poles have gone down to a catastrophic defeat.

    Russia, widely regarded as a valued ally, is the enemy of Poles. The Polish slogan “For our freedom and yours” is rewritten in one letter: “We are fighting for yours and our freedom, but now I think rather only for yours.” Another letter asks: “What are we fighting for if Poland is to be enslaved?”

    Poles find it unbearable to be told that Russia is liberating Poland, using heavy irony. “The ‘liberation’ of Poland by our so-called Allies is causing us great anxiety. Probably my own home will soon be ‘liberated’.”

    Another soldier cautions: “Never, never congratulate our people of Warsaw and Poland being ‘liberated’. This sounds like the most cruel irony and is deeply resented by every Pole. You could speak about a lamb being liberated from a bear by a tiger.”

    The concept of “home” also acquires new meanings that are devoid of any association with pleasure or belonging. As the war ends, allied soldiers’ thoughts are increasingly about the prospect of returning home – but censors reported in 1944: “Thousands of letters written by Polish soldiers in the last days repeat as a cardinal topic that to Poland governed by communists they won’t return.”

    One soldier writes: “It would be better to be killed here on the battlefield than to be alive in the new ‘Red Paradise’ in Poland.” Another writes: “There is no return for us to the Soviet republic of Poland which seems to be the newest invention of our Allies.”

    Echoes of Yalta

    The Yalta agreement of February 1945 between America, Britain and Russia, the “Big Three” powers, confirmed Poles’ worst fears. Censors report that in the soldiers’ letters, it “overshadows all other topics”, and has “evoked a terrible shock amongst the Polish troops … they find that they are lost and betrayed”.

    One soldier writes: “For the last few days I have been in a state of dumb bewilderment. Occasionally I ask myself, ‘Can it be true?’ … I cannot believe that it has really happened.”

    Another soldier writes to his “Britisher friend” about his feelings of betrayal: “When this morning we heard the news about the statements from the Big Three meeting we got deadly silent … We sacrificed most of all countries – more than you even.     The Northern Territory Police Force has arrested two males in relation to an aggravated assault and aggravated robbery that occurred in Jingili on Sunday 20 April.

    Around 8:15pm, the Joint Emergency Services Communication Centre received a report that a male and female had been assaulted while at a service station on McMillans Road.

    It is alleged that as the male victim returned to his vehicle from the service station, an alleged offender approached him aggressively before punching him to the back of the head. The offender then damaged the victim’s vehicle before assaulting him again. 

    A second male offender, known to the first, then approached and allegedly threw a rock through the vehicle’s window, striking the female, who was seated inside. The victims then drove away to avoid further assault and contacted police.

    During the incident, a female customer at the service station attempted to leave the location; however, one of the offenders opened her vehicle door and took the keys out of the ignition.

    The offender demanded money in exchange for the keys before pushing the victim to the ground and returning her keys.

    Both alleged offenders subsequently fled the location.

    On Tuesday 6 May, Detectives from Strike Force Trident arrested two males, aged 25 and 37-years-old, at a shopping centre on Trower Road.

    The 25-year-old male was identified in connection to a separate aggravated assault that occurred in Palmerston and had been actively evading police.

    The Northern Territory Police Force has seized a homemade firearm and other firearm equipment following an incident in Moil on Sunday.

    About 4:10am, the Joint Emergency Services Communications Centre (JESCC) received multiple calls in relation to the discharge of a firearm at a residence. As part of these calls, a 43-year-old male called to self-report that he had unintentionally shot himself in the foot.

    Police deployed and applied first aid to the male at the residence before he was conveyed to Royal Darwin Hospital by St John Ambulance in a serious but stable condition. Police seized a privately manufactured firearm following the incident.

    Yesterday, members from the Firearms Audit and Enforcement Unit conducted a lawful search at the residence and subsequently seized a partially manufactured firearm, an electronic firing device for explosives and other equipment used in the manufacturing of firearms.

    Investigations remain ongoing and the male is expected to be charged at a later date.

    Police urge the public to be aware of the serious risks posed by illegal and privately manufactured firearms. These weapons are often unreliable and can cause severe injury or death. The illegal manufacturing of firearms is an offence against the Northern Territory Firearms Act 1997 and carries penalties up to 10 years imprisonment.

    The Northern Territory Police Force has charged two male youths in relation to an aggravated robbery last Thursday.

    Yesterday, Strike Force Cereberus members located and arrested two youths, both aged 15-years-old. They have both since been charged with Aggravated Robbery, Unlawfully Cause Serious Harm and Theft. One of the youths has also been charged with Breach of Bail.

    Both youths will appear in court at a later date.  

    The elderly female victim remains in hospital with a broken hip.

    Senior Sergeant Warren Scott said “Police will continue to target those who choose to put the community in harms way. These youths have preyed on a vulnerable elderly woman and their actions will not be tolerated.

    The Northern Territory Police Force is calling for information in relation to a crime series overnight.

    About 8pm, police received reports of an alleged aggravated robbery along Stephens Road, where a vehicle pulled up alongside the male and two unknown offenders with machetes threatened him and demanded cash and his backpack. As a result, the male’s backpack and wallet containing $100 were stolen and the youths fled in the vehicle.

    Shortly after, police received reports of an alleged aggravated robbery on Larapinta Drive, where two males with machetes confronted a male who was walking. The victim ran from the alleged offenders and dropped his phone. The youths picked up his phone; however, upon the victim asking for it back they demanded money in return. The victim handed over $300 before they gave his phone back and fled the scene in the vehicle.

    At 8:17pm, police received reports of an alleged aggravated robbery on Dixon Road, where a female was pushed off her e-scooter and threatened by four unknown offenders who alighted from a vehicle. One was allegedly holding a knife while they threatened the victim for money. The victims e-scooter and purse was stolen and the offenders fled the scene in the vehicle.

    Police attended to the three victims and obtained statements. Later in the night, police CCTV operators observed the vehicle travelling along Barrett Drive before it fled South of the Gap. Police were called to the scene; however, the vehicle fled before police arrival.

    About 11:20pm, police located the vehicle abandoned on a dirt track near Karnte Camp.

Known for his legal precision, leadership and integrity, Kohan has drafted landmark laws, such as emergency COVID-19 legislation and the Declaration on the Rights of Indigenous Peoples Act.     Salima Samnani (2008) is the director of legal services at the Indigenous Community Legal Clinic and a lecturer at Peter A. Allard school of law at the University of British Columbia.     Jon Sigurdson (1974) has had a distinguished career as a lawyer, judge and educator. Serving as a Supreme Court Justice from 1994 until 2017, he contributed to judicial education and legal education as an instructor at UBC’s Allard school of law.     Thomas Spraggs (2003) is a respected civil litigator, legal innovator and dedicated leader in British Columbia’s legal community. A bencher for Westminster County since 2020 and the Law Society of B.C.’s second vice-president for 2025, Spraggs is widely recognized for his integrity, mentorship and commitment to professional wellness, access to justice and reconciliation.     Karen Tse (2012) is a rural family lawyer, family law mediator, Legal Aid BC duty counsel and civil litigator. As the first female and IBPOC partner at Rockies Law LLP and first Asian female to serve as vice-president and president-elect of the Kootenay Bar Association, she is dedicated to promoting access to justice in rural communities and providing mentorship to the Kootenay bar. Tse was named volunteer of the year by the Fernie Chamber of Commerce. Her work with the Fernie Women’s Resource Centre and Fernie Child Care Society continues to support rural families accessing child care and women and children in crisis.

    John Tuck (1995) is the acting assistant deputy attorney general in the Legal Services Branch at B.C.’s Ministry of Attorney General. With nearly 30 years of experience specializing in information and privacy law, he provides strategic advice to government, including premiers and senior officials. He has appeared at all levels of court, including in front of the Supreme Court of Canada. In addition to his legal practice, he is an adjunct professor at the University of Victoria law school, where he teaches privacy law.

    Gaynor Yeung (1996) is a partner at Whitelaw Twining in Vancouver, specializing in insurance law and mediation.   • MIL-OSI Asia-Pac: LCQ5: Combating offences of voyeurism and clandestine recording of intimate parts

         Following is a question by the Hon Doreen Kong and a reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (May 7):
     
    Question:
     
         There are views pointing out that although criminal offences of voyeurism and unlawful recording of intimate parts came into force in 2021, incidents involving clandestine recording of intimate parts of others in public places or private spaces still continue to occur from time to time following rapid technological development and widespread application of smart devices. In this connection, will the Government inform this Council:
     
    (1) since the offence of unlawful recording of intimate parts came into force, of the number of reports received by the Police regarding such an offence, and the number of cases in which prosecutions were instituted against the persons involved;
     
    (2) given that it is learnt that mini recording devices currently available on the market are mainly sourced from Mainland e-commerce platforms, of the measures the Government has put in place to prevent members of the public from using recording devices purchased through such channels for the purpose of clandestine recording; and
     
    (3) whether it will enhance the design of public places to prevent clandestine recording, and formulate building and design standards against clandestine recording, such as installing detection devices against clandestine recording (e.g. infrared scanners) in schools, shopping malls and other venues, as well as conducting improvement works to address design flaws in partition panels in certain restrooms and changing rooms?

    President,
     
         The act of clandestine photography seriously invades the victims’ privacy and often inflicts incurable physical and mental harm on them. In 2021, the Security Bureau amended the Crimes Ordinance (Cap. 200) to introduce four new offences to combat voyeurism-related acts: (1) the offence of voyeurism, which deals with the act of peeping or clandestine photography in circumstances that give rise to a reasonable expectation of privacy; (2) the offence of unlawful recording or observation of intimate parts; (3) the offence of publication of intimate images originating from commission of the above two offences; and (4) the offence of publication or threatened publication of intimate images without consent.
     
         The four new offences carry a maximum penalty of five years of imprisonment. The Government seeks to convey a clear message to the community that clandestine photography or malicious dissemination of intimate images will not be tolerated and that there are serious consequences for committing the relevant offences, thereby achieving a deterrent effect and protecting possible victims. Through high-profile law enforcement actions as well as publicity and education, the Police have been combatting voyeurism-related acts on all fronts to protect the privacy of the public.
     
         The reply to the Member’s question is as follows:
     
    (1)  The statistics on cases received by the Police, and the relevant numbers of arrests, prosecutions and convictions since voyeurism-related offences since the Crimes Ordinance (Cap. 200) came into effect in October 2021 are tabulated at Annex. In 2024, for the offence of voyeurism, the Police received 172 cases and arrested 107 persons; 59 persons were prosecuted. For the offence of unlawful recording or observation of intimate parts, the Police received 350 cases and arrested 252 persons; 193 persons were prosecuted.
     
    (2)  According to the Police’s statistics, in nearly 98 per cent of the offences of voyeurism and unlawful recording or observation of intimate parts in the past year, offenders used smartphones with camera functions that they carried with them to commit the crimes. Most of these cases occurred in places with high pedestrian flow, such as public transport, transport stations, and shopping malls. The offenders took the advantage of the crowdedness to follow the victims when boarding or alighting from the vehicles or when taking the escalators, and surreptitiously took photos with their smartphones, which were handy and not easily spotted.
     
         There are of course still cases involving the use of other general photographic equipment, which can be purchased from various channels. Similar to smartphones, the intended purposes of most of these types of photographic equipment are proper and legitimate. For example, to provide better care for elderly living alone, many families install video cameras at home, so that family members can render timely assistance to the elderly persons when they need help. Therefore, we are of the view that regulation on photographic equipment or its purchasing channels may not be the most direct and effective way to combat such crime. The Government needs to strike a balance between combatting crime and protecting the rights of the public to reasonably use technology products.
     
    (3)  On using architectural designs that prevent clandestine photography, the Police will continue to strengthen collaboration with public transport operators, shopping malls, public housing estates, private residential buildings and property management agencies, encouraging them to take into consideration the prevention of voyeurism-related offences in their overall crime prevention plan. The Police will also advise and encourage different stakeholders to conduct on-site reviews to ensure the safety of their venues. The Police are ready to offer advice on access control, illumination, mirror installation, coverage of closed circuit televisions, etc. to minimise the risks of crime. If necessary, professional advice can be sought from the Crime Prevention Bureau of the Police.
     
         On law enforcement, the Police have been stepping up efforts to combat voyeurism-related acts, particularly targeting high-risk places such as public transport, shopping malls and changing rooms. The Police have also been implementing anti-crime operations and intelligence-led operations to enhance the effectiveness of law enforcement.
     
         As for preventive measures, through ongoing collaboration with various stakeholders by way of publicity and education, the Police seek to heighten public vigilance and proactively disseminate messages on alertness against clandestine photography. Topics such as ways to identify suspected acts of clandestine photography and self-protection measures in different places (such as changing rooms and toilets) are covered. The Police also encourage citizens to come forward to report crimes.
     
         The Police have also produced posters, videos and publicity stickers on prevention of voyeurism-related acts, and distributed them through channels such as schools, shopping malls, public transport and government venues. Besides, the Police regularly organise crime prevention seminars and community activities to brief the public on relevant legislation and ways of self-protection. To further boost the publicity effects, the Police have uploaded relevant information, including educational videos and publicity posters, on the offence of voyeurism and prevention of clandestine photography on the website SafeCity.HK for public access and downloading.
     
         The Police call on members of the public to heighten their vigilance. In case suspected acts of clandestine photography are identified, they should not hesitate to report the crime and provide evidence to assist in the Police investigation. We will continue to combat voyeurism-related acts on all fronts through high-profile law enforcement actions, publicity and education to protect the privacy of the public.

  • MIL-OSI Australia: Woman killed in hit-run collision at Hillcrest

    A pedestrian has died after being struck by a vehicle at Hillcrest overnight.

    Emergency services responded to North East Road, Hillcrest at 11pm on Tuesday 6 May after a young woman was hit by a car.

    Sadly, there was nothing police or paramedics could do, and the 20-year-old woman from Greenacres was pronounced deceased a short time later.

    Major Crash investigators attended and examined the scene overnight.  The crash occurred on the north-east bound carriageway of North East Road, near Forbes Street, near the service station.

    Investigators have spoken to witnesses who described seeing a silver sedan involved in the crash, but it did not stop at the scene.

    The driver of the car is urged to come forward.

    Anyone with information about this silver sedan, which possibly has front end damage, or the driver is asked to contact Crime Stoppers on 1800 333 000 or online at www.crimestopperssa.com.au

    Police are appealing for any witnesses or other motorists with dashcam footage, including of the woman’s presence on the roadway before the fatal crash, to contact police.  Police are also seeking any CCTV footage from the area.

    The young woman is the 29th life lost on South Australian roads so far this year.

  • MIL-OSI Security: Sacramento Man Sentenced to 12 Years in Prison for $38 Million Catalytic Converter Theft Ring

    Tou Sue Vang, 33, of Sacramento, was sentenced today to 12 years in prison for his role in transporting thousands of stolen catalytic converters across state lines, laundering money, and other related crimes, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, Tou Vang, along with his brother Andrew Vang and mother Monica Moua, purchased stolen catalytic converters from local thieves and sold them to a buyer in New Jersey for more than $38 million. Catalytic converter theft has become prevalent across the nation because of their value, relative ease to steal, and their lack of identifying markings. Thieves steal catalytic converters from vehicles on the street for the precious metals they contain, which may be more valuable per ounce than gold, and then sell them to buyers like T. Vang. The black-market price for certain catalytic converters from California can be more than $1,000 each.

    This prosecution is part of a nationwide initiative that dismantled a catalytic converter theft conspiracy. In addition to the three California defendants, this case includes 12 New Jersey defendants, including brothers Navin Khanna and Tinu Khanna, who operated DG Auto and purchased the stolen catalytic converters from California for more than $38 million. Tou Vang and his family operated primarily from their private residences and storage units; and did not have a scrap yard or valid business license. Some of the shipments that Tou Vang made to DG Auto were over 1,000 pounds and contained a single type of high-value catalytic converter, such as the Toyota Prius. Tou Vang and his family used the funds they received from the Khanna brothers and withdrew cash from the bank accounts they controlled to purchase more stolen catalytic converters, thereby promoting the carrying on of the unlawful activity.

    Tou Vang spent the proceeds of these stolen catalytic converters to fund his lavish lifestyle, including to purchase a five-acre multi-home complex in Rio Linda for $1.235 million in cash, over a dozen motor vehicles (including two Teslas and two Sea Doos), and an additional home in Sacramento. As part of T. Vang’s sentence, the United States forfeited more than $150,000 in U.S. currency, 13 motor vehicles, four personal watercraft, jewelry, and real estate, amongst other property.

    “This defendant led a network of criminals that hurt thousands of innocent car owners,” said Acting U.S. Attorney Beckwith. “This case represents the kind of far-reaching investigation that federal, state, and local law enforcement partners can do when working together. The U.S. Attorney’s Office is committed to continuing its law enforcement partnerships to disrupt criminal conspiracies like this one that target the American people.”

    “Theft usually happens in the shadows, most often with the help of professional enablers such as Mr. Vang who facilitated the sale of stolen goods. The financial expertise of IRS Criminal Investigation Oakland Field Office agents has helped trace the assets and unraveled the truth behind these organizations,” said Special Agent in Charge Linda T. Nguyen. “Today’s sentencing is a true reflection of the collaborative commitment between all the local, state, and federal agencies who contributed to this outcome as our way to protect the people in the communities and bring justice to light.”

    This case is the product of an investigation by the Federal Bureau of Investigation and the IRS Criminal Investigation with assistance from the Sacramento County Sheriff’s Department, Sacramento Police Department, Davis Police Department, Auburn Police Department, Livermore Police Department, and San Bernardino County Sherriff’s Department. Assistant U.S. Attorney Veronica M.A. Alegría of the U.S. Attorney’s Office Eastern District of California and Trial Attorney César S. Rivera-Giraud of the Criminal Division’s Violent Crime and Racketeering Section are prosecuting the case.

  • MIL-OSI Security: Allen Woman Sentenced to Over 11 Years in Federal Prison for Conspiring to Distribute Methamphetamine in the Pine Ridge Reservation and in Rapid City

    RAPID CITY – United States Attorney Alison J. Ramsdell announced today that U.S. District Court Judge Karen E. Schreier has sentenced an Allen, South Dakota, woman convicted of Conspiracy to Distribute a Controlled Substance.

    Misty Hornbeck, age 50, was sentenced on May 5, 2025, to 11 years and three months in federal prison, followed by five years of supervised release, and a special assessment to the Federal Crime Victims Fund in the amount of $100.

    Hornbeck was indicted by a federal grand jury in March 2024, and pleaded guilty on February 27, 2025.

    Hornbeck’s conviction stemmed from the large-scale distribution of methamphetamine on the Pine Ridge Reservation and in Rapid City, South Dakota. Hornbeck, who resided in Colorado during the conspiracy, supplied methamphetamine to her codefendants through her sources in Colorado. Hornbeck’s codefendants then transported the methamphetamine into South Dakota. Once the methamphetamine was in South Dakota, it would be further distributed by multiple individuals, including Hornbeck’s co-defendants Nathan Tobacco-Clifford, Milo Shot With Arrow, and others. Between 500 grams and 1.5 kilograms of methamphetamine was distributed during the course of this criminal conspiracy.

    This case was investigated by the FBI and the Badlands Safe Trails Drug Enforcement Task Force, which is comprised of agents from the FBI, South Dakota Division of Criminal Investigation, Bureau of Indian Affairs Division of Drug Enforcement, Martin Police Department, and the Oglala Sioux Tribe Department of Public Safety. Assistant U.S. Attorney Heather Knox prosecuted the case.

    Hornbeck was immediately remanded to the custody of the U.S. Marshals Service following sentencing.
