  • MIL-OSI Africa: 9 million Mozambicans live below the poverty line – what’s wrong with the national budget and how to fix it

    Mozambique ranks in the bottom 20 of the human development index. This measures a country’s progress based on key dimensions such as a long and healthy life and a decent standard of living. Nearly two-thirds of Mozambicans – 18.9 million people – live below the national poverty line of US$0.70-a-day.

    The country also struggles to finance public spending, consistently running state budget deficits . At the same time it also fails to spend all the money that’s been budgeted.

    Mozambique’s frequent budget deficits are no surprise. The country has a rapidly growing population, increasing needs of the poor populations, dilapidated infrastructure, and very limited revenue generation.

    In a recent study on budget credibility in Mozambique we explored how the government’s challenges in meeting its revenue and expenditure targets harm the overall economy. And we suggest solutions.

    Our study focused on public expenditures on the social sector. This included education, health, social protection and public works (which includes water and sanitation). All are vital for human capital generation and poverty reduction. The social sector accounts for 40% of budgeted expenditure. Education is the largest at about 20% of the overall pie.

    Our study introduces – and successfully tests – a simple method that can be easily applied by budget oversight entities. This includes the parliament budget oversight unit and the accounts court. It can also be applied by planning units within ministries, especially the ministry of finance. Finally, it can be used by civil society budget watchdogs, as it relies on public information.

    Adopting it will provide tools to improve budget management in turn leading to more credible budget execution.

    Assessing public financial management

    The Public Expenditure and Financial Accountability programme was initiated in 2001 by the European Commission, International Monetary Fund, World Bank, and the governments of France, Norway, Switzerland and the UK. The aim was is to improve fiscal outcomes. It has conducted 533 assessments in 155 countries, including 47 countries in sub-Saharan Africa. Ten assessments have been completed in Mozambique.

    The programme defines budget credibility as the extent to which the government’s budget is realistic and implemented as intended. A credible budget reassures a range of stakeholders on the predictability of public expenditure and services. This includes taxpayers, donors and lenders, the firms that supply the government, public workers and the recipients of public services.

    The credibility question

    To measure the credibility of the budget in Mozambique, we used publicly available state budget data. We looked at both planned spending and actual execution.

    In its previous assessments, the Public Expenditure and Financial Accountability programme had identified several weaknesses. These included deviations, sector-specific variability, revenue shortfalls and mid-year budget adjustments.

    However, these insights didn’t explore the origins of the underlying budget discrepancies. The assessments therefore didn’t allow for in-depth insights.

    In our study, we further analysed the credibility of the budget measured along expenditure types and the fiscal year.

    Our findings revealed consistent under-execution of budgeted expenditures. This was the case even in years with sufficient revenue. Significant disparities existed along sectors. For example, education and health showed relatively credible budgets compared to public works, social protection and overall non-social expenditures.

    A comparison between types of expenditure showed interesting patterns. An example is the investment expenditures in social sectors (such as schools, health facilities, water, and sanitation). These were primarily externally funded, showed higher volatility and lower credibility than current expenditures. Current expenditures include teachers’ payments and, more generally, overall salaries.

    We also found a strong indication of resource reallocation outside of regular budgetary rules. For example, we found a suggestion that resources initially allocated for investments were redirected to fund current expenditures.

    Finally, we found no strong evidence that mid-fiscal year budget adjustments improved reliability. This was in line with Public Expenditure and Financial Accountability reports.

    Causes and potential solutions

    The Government of Mozambique’s State Budget Account attributes budget inconsistencies to two main factors.

    On one hand, slower economic growth and inefficient tax collection lead to revenue shortfalls. On the other, there were expenditure overruns due to a range of developments. These included natural disasters, health shocks (such as COVID-19), inflation, exchange rate fluctuations and delays in donor disbursements. Administrative and logistical issues that delayed projects also played a role.

    The government has taken steps to mitigate these vulnerabilities. These include:

    • establishing a reserve fund under the new sovereign fund

    • increasing tax collection

    • it has initiated VAT reform. This was suggested by the IMF.

    These efforts are coupled with measures to address expenditure overruns. These include improving transparency and accountability in public budgets. They also include efforts to limit the overall public sector wage expenditure.

    Our study recommends additional strategies to boost budget credibility:

    Sectoral focus: enhance expenditure targeting in social sectors. This includes education, health, social protection and social work. And improve related budgeting processes

    Enhanced investment management: strengthen oversight mechanisms for externally financed projects. The aim would be to reduce fund diversion to unplanned purposes. And better alignment with long term development goals

    Budget adjustments reassessment: focus mid-fiscal-year budget adjustments on strategic reallocation rather than ad-hoc adjustments

    Improved monitoring: implement a system that enables the Ministry of Economy and Finance to identify areas for improvement, potential quick wins and best practices

    Budget credibility is crucial for Mozambique’s economic development and public trust. Effective budget management ensures transparency, predictability, and accountability. All are essential for sustainable growth.

  • MIL-OSI Security: Murder investigation launched following fatal Tottenham shooting

    A murder investigation has been launched in Tottenham following the fatal shooting of a man in his 40s.

    On Tuesday, 15 October police were called to Waltheof Gardens, N17 at 09:00hrs following reports of a shooting.

    Officers attended alongside the London Ambulance Service and found a man with a gunshot injury.

    Despite the best efforts of emergency services, he died at the scene. His next of kin has been informed.

    At this stage, there have been no arrests and enquiries into the circumstances continue.

    Detective Chief Superintendent Caroline Haines, in charge of policing for North Area which covers Haringey, said: “I am devastated by the tragic loss of life, and I recognise the concern that this incident will cause for local residents.

    “I want to reassure you that we have a team of specialist officers already working diligently to establish the circumstances of this shooting.

    “You may notice an increased police presence in the area as officers carry out vital enquiries. We would encourage you to speak to them with any concerns.

    “If you have any information that you think may assist with our investigation, then please do not hesitate to get in touch. We want to hear from you, even if you feel like your information may be insignificant.”

    A crime scene remains in place at the location while enquiries are carried out.

  • MIL-OSI: More Than One-Third of Gig Workers Rely on Gig Work as Primary Source of Income

    CHICAGO, Oct. 15, 2024 (GLOBE NEWSWIRE) — While consumers have grown accustomed to on-demand services, like ridesharing and food delivery, they are also increasingly open to participating in the gig economy as workers. More than half of U.S. adults (62%) now earn money working for one or more gig platforms, according to new TransUnion (NYSE: TRU) research.

    Across generations, over one-third (37%) reported gig work as a primary source of income. Millennials lead this group with more than half (55%) leveraging gig work as their primary employment and income source. These findings and more are available in the TransUnion Fall 2024 US Gig Economy Report.

    “The gig economy has earned a strong reputation among workers as a reliable source of income that allows for unparalleled flexibility,” said Tracey Lazos, senior director of TransUnion’s gig economy business. “Our research indicates that this trend is likely to continue as more seek a primary or supplementary income from gig work.”

    Millennials are the leading generation of gig workers, with 78% currently earning income from one or more gig platforms. Gen Z and Gen X workers followed closely behind, at 67% and 65%, respectively. Just 36% of Baby Boomers reported earning from one or more platforms; however, 40% indicated they plan to engage in gig work in the future.

    Improved quality of life
    More than half of respondents reported their household finances were better than planned, and work satisfaction on gig platforms was generally high, with 64% of respondents saying they were somewhat or very satisfied.

    When deciding what type of work to engage in, flexibility (47%) and skillset match (39%) were the leading factors. The top three types of gig work were driving for a ride sharing service (23%), freelancing for a digital or online service (19%), and driving for a restaurant delivery service (19%).

    “The sense of acceptance from one’s social circle is also important to how people feel about themselves as professionals,” said Lazos. “That the report found a quarter of gig workers started because it was recommended by friends or family members indicates that gig work has a growing sense of legitimacy as a profession.”

    Over 60% of gig workers participate to supplement their income, and, predictably, two-thirds report earnings under $2,500 per month. However, 36% of Millennials and 21% of Gen Z workers—those most likely to use gig economy work as a primary source of income—report earnings more than $5,000 per month.

    Competing for workers
    The report found most gig earners plan to either maintain or increase their involvement in the gig economy. More than one-third (35%) of Gen Z workers indicated a plan to increase their work levels on gig platforms, either through increased hours or engaging with a greater number of platforms. Millennials were close behind, with 31% saying they plan to do the same.

    Only 8% of earners plan to stop working and acquire a full-time job, an indication that factors such as convenience and skillset alignment are driving more individuals to treat the gig economy as their primary workplace in place of more traditional employment. 

    The possibility for gig platforms to gain a greater share of the workforce creates an imperative for them to consider services and incentives to attract and retain workers. The survey proposed several potential services platforms could offer workers and found the most desirable options were identity protection, financial education, and supplementary insurance coverage.

    Seasonality is also an important consideration for attracting new workers. While 45% of earners say they work year-round, younger respondents reported a much higher likelihood to take on extra gig work during specific seasons—such as summer and winter—indicating a spike in gig work outside of the school year. Older earners, by contrast, are much more likely to work on an as-needed basis for extra income.

    “Gig workers already enjoy a flexible work experience that allows them to earn what they want, when they want, and how they want,” said Lazos. “By introducing services that also help them feel more empowered and able to meet long-term goals, platforms can provide a comprehensive offering that attracts workers who will create great customer experiences—while boosting worker retention.”

    This online survey of 1,013 adults was conducted in August 2024, by TransUnion in partnership with third-party research provider, Toluna. Survey participants included adults 18 years of age and older residing in the United States who participate in the gig economy as a contractor of gig economy services. Participants included current, past, and future contractors of gig economy services. To ensure general population sample representativeness across United States resident demographics, the survey targeted respondents in line with the census statistics on the dimensions of age, gender, household income, and region. These research results are unweighted and statistically significant at a 95% confidence level within ±3.1 percentage points based on calculated error margin.   • MIL-OSI Global: On crime and justice, Trump and Harris records differ widely

    Though crime and criminal justice policy are central issues in many elections, that’s not true in 2024. Surveys show that relatively few American voters rank crime as their most important concern.

    Yet both former President Donald Trump and Vice President Kamala Harris say they take those problems seriously. Trump and the Republicans have focused attention on the problem of illegal immigration and the crimes that he says immigrants commit.

    Harris, as The Economist noted, “is using her history as a prosecutor in San Francisco to burnish her tough-on-crime bona fides.” She has mentioned that background in connection with immigration, drug policy and corporate wrongdoing.

    As someone who studies crime and justice in the United States, it is clear to me that there are substantial differences between the two candidates, though each of their records contains some interesting twists and turns.

    Kamala Harris, the prosecutor

    Harris has a long record of working in the criminal justice system. She worked in the Alameda County district attorney’s office in California, starting in 1990, where she specialized in child sexual assault cases. She then served as district attorney in San Francisco from 2004 to 2010 and as attorney general of California from 2010 to 2017, when she was elected to the U.S. Senate.

    Axios reported that during her term as district attorney, “the number of violent crimes rose steadily in the city of San Francisco during her first five years in office then fell 15% in her last two years.” And when she served as the state’s attorney general, “the violent crime rate in the state was 439.6 per 100,000 residents the year before she took office and fell to 396.4 by 2014. … However, violent crime surged to 444.8 in 2016 during her last year in office to a six-year high,” Axios reported.

    In both offices, Harris undertook a number of reforms in criminal justice policy.

    For example, in San Francisco she developed a “Back on Track” initiative“ that aimed to help nonviolent drug offenders between the ages of 18 and 30. According to The New York Times, its key promise was that ”after a full year of employment, education, community service, regular meetings with a supervising judge and crime-free behavior, the charge would be expunged from the offender’s record.“ It was generally well received, especially among progressives.

    When Harris became the state’s attorney general, she reformed California’s approach to school truancy by focusing on the parents of truant children. As The New York Times reported, she threatened them ”with fines or even imprisonment if they did not ensure that their children attended class.“ FactCheck.org found that as a result of her policy, ”district attorneys reported prosecuting 3 to 6 … cases per year,“ on average.

    Considering Harris’ record in California, The Desert Sun (Palm Springs, California) said Harris ”earned a reputation as tough on sexual abuse, human trafficking and organized crime, and did not shy away from pursuing incarceration.“

    Throughout her career, Harris has been an opponent of the death penalty. During her first campaign for San Francisco district attorney, she promised that she would never seek a death sentence no matter how heinous the crime. She stuck to that promise, but as attorney general she went to court to defend death sentences that had been imposed under prior administrations.

    The Los Angeles Times said her decision to do so was an appropriate one for the attorney general, ”putting professional responsibility over personal politics.“

    CNN summarized her record on capital punishment by saying it ”broke hearts on both sides.“

    Donald Trump’s record as president

    Trump, by contrast, was a strong proponent of the death penalty during his time in the Oval Office. In March 2018, he directed the Department of Justice to seek the death penalty in cases involving drug traffickers. The department also vigorously pursued new death penalty prosecutions in other areas and defended existing death sentences in court.

    After a long time without any federal executions, the Trump administration carried out 13 of them in the last seven months of his term. ProPublica said Trump’s administration ”executed more federal prisoners than any presidency since Franklin Delano Roosevelt’s” and more than the prior 10 presidents combined.

    In other areas, the Trump administration stepped in to stop some criminal justice reform initiatives. For example, according to ABC News, Trump’s first attorney general, Jeff Sessions, stopped former President Barack Obama’s effort to end prison privatization, and then began distributing contracts for new privately run detention centers.

    But during his presidency, Trump was not consistent in being tough on crime. For instance, in March 2018, he signed an executive order creating the Federal Interagency Crime Prevention and Improving Reentry Council. He charged it with identifying ways “to provide those who have engaged in criminal activity with greater opportunities to lead productive lives” and to develop “a comprehensive strategy that addresses a range of issues, including mental health, vocational training, job creation, after-school programming, substance abuse, and mentoring.”

    The Biden administration built on and extended those efforts.

    And in December 2018, Trump supported the so-called “First Step Act,” which passed Congress with bipartisan support. It funded efforts to reduce the likelihood that inmates would be convicted again after their release, including by providing addiction treatment, mental health care, education and job training.

    Trump also commuted the sentences of more than 90 people and pardoned more than 140 others. His use of clemency power was quite controversial, as some of its beneficiaries were Trump associates, such as Steve Bannon and Paul Manafort, who led Trump’s 2016 presidential campaign and had committed financial fraud.

    As far as the crime rate during Trump’s presidency, the Dallas Morning News reported that “During the first three years of Trump’s presidency, the violent crime rate per 100,000 population … fell each year. But, the Morning News – citing Politifact – said that in 2020, “the violent crime rate spiked,” though it was slightly lower than it had been in Obama’s final year in office.

    Crime and criminal justice in the next administration

    The next president will have choices to make about the crime and justice policies that the federal government will pursue and about whether to emphasize reform or harsh punishment. He or she will also have to decide whether, and how, the federal government should use grants and other funding, guidelines and enforcement to further those goals.

    Their records suggest that Harris and Trump would make very different choices about those and other crime and criminal justice issues.

    The Grand Bay-Westfield RCMP is seeking the public’s help in connection with a rise in copper wire thefts along Highways 1 and 7, near Grand Bay-Westfield.

    Since 2022, there has been a significant increase in reports of copper wire thefts across the province, posing a significant risk to public safety as it can limit access to 911 and other critical infrastructure.

    The RCMP encourages everyone to remain vigilant and report any suspicious activity, for example:

    • All-Terrain vehicles in unusual areas, especially near utility poles or cell phone towers.
    • Flashlights or unusual movement around utility or cell phone towers, particularly at night.
    • Unmarked vehicles parked in areas where copper wire or metal might be stored or transported.
    • Individuals handling or transporting large amounts of copper or large industrial batteries without reason.
    • Thick black smoke as a result of melting down the wire

    The RCMP is also warning the public of the dangers of stealing copper wire. Power lines and electrical substations can contain very high voltages of electricity, which should only be handled with the right training and equipment. Vandalizing electrical equipment poses a significant safety risk, and can cause serious injuries, including death.

    Anyone who witnesses suspicious activity, or who has information related to these crimes is asked to contact their local police department.     An east London man who sent night vision and thermal imaging rifle scopes to support terrorist activity by the Taliban in Afghanistan in 2017 and 2018 has been jailed.

    Muhammad Choudhary, 41 (15.06.83) previously pleaded guilty to terrorism funding and fundraising offences following a joint investigation by His Majesty’s Revenue and Customs (HMRC) and the Met’s Counter Terrorism Command.

    He was sentenced on Tuesday, 15 October, at the Old Bailey to a total of seven years’ imprisonment, with an additional year to be served on an extended licence.

    Detectives and investigators identified that Choudhary sent thermal imaging night vision rifle scopes to Pakistan on a number of occasions in 2017 and 2018. He later admitted they were intended for use by the Taliban, which, at the time, launched various attacks against the then-Government and coalition forces in Afghanistan.

    Acting Commander Gareth Rees, of the Met’s Counter Terrorism Command, said: “This case is a prime example of how terrorist activity can take many different forms, and shows that we will investigate anyone in the UK who supports terrorist activity, regardless of what it may be in support of or to where it may be linked.

    “This was a unique case where Government colleagues identified potential terrorist-related activity and shared information with us. Further enquiries conducted by Counter Terrorism Command officers led to Choudhary being convicted and jailed for various terrorism offences.”

    Mike Pass, Assistant Director, Fraud Investigation Service, HMRC, said: “The UK operates a strict licensing regime to uphold international sanctions and to ensure military equipment does not fall into the wrong hands. We will continue to work with our law enforcement partners to ensure effective controls and enforcement on military goods, which contributes to the UK’s national security.”

    Choudhary first came to the attention of HMRC after a seizure of rifle scopes at Heathrow Airport in January 2018. It was identified that Choudhary was the person behind the consignment, which was intended for an address in Pakistan.

    Further enquiries revealed that Choudhary bought the sniper sights from legitimate hunting suppliers. He was interviewed under caution by HMRC investigators and he later admitted in interview that the recipient and end users were members of the Taliban.

    As a result, this information was passed to the Met’s Counter Terrorism Command and officers launched an investigation, which resulted in Choudhary being charged with various terrorism offences in September 2023.

    At an Old Bailey hearing in January, he pleaded guilty to a charge of fundraising for the purposes of terrorism (contrary to section 15 of the Terrorism Act, 2000), and two charges of making funding arrangements for the purposes of terrorism (contrary to section 17, TACT, 2000).

    Choudhary was also previously charged with 23 offences under the Customs and Excise Management Act (1979). He pleaded not guilty to these offences at a hearing in February, and it was subsequently agreed for these offences to lay on file.

    A man and woman have been charged with offences relating to the murder of 24-year-old Dontae McLaren in Lambeth last month.

    Tyanne Corbin, 25 (23.05.1999) and Hamid Hamdi, 25 (31.10.1998) appeared at Central Criminal Court on Tuesday, 14 October charged with causing Dontae grievous bodily harm with intent, and violent disorder.

    Both were remanded in custody to appear at Kingston Crown Court on Wednesday, 6 November.

    A 26-year-old man arrested on suspicion violent disorder and causing grievous bodily harm is currently on bail. Next due on a date in early November.

    Police were called at around 04:05hrs on Sunday, 29 September to reports of a large group fighting with knives in Wandsworth Road, SW8.

    Officers, London Ambulance Service and London’s Air Ambulance attended.

    Despite the best efforts of the emergency services, 24-year-old Dontae McLaren was pronounced dead at the scene. Specialist officers continue to support his family.

    + Dynzell Patrick, 26 (18.06.1998) has previously appeared in court charged with Dontae’s murder. He is next due to appear at Central Criminal Court on 23 December.

    FRESNO, Calif. — Scott Eric Anderson, 46, of Fresno, was sentenced Wednesday to three years in prison for conspiracy to destroy property, malicious destruction by means of an explosive device and being a felon in possession of a firearm, U.S. Attorney Phillip A. Talbert announced.

    According to court documents, between November 2022 and February 2023, Anderson committed a series of pipe-bombings on unoccupied vehicles and property in Fresno. The bombings damaged vehicles belonging to two auto-related businesses on Clinton Avenue in Fresno. On Feb. 19, 2023, a bomb heavily damaged a vehicle used by a home health care business on Fallbrook Avenue in Fresno. Anderson sometimes recorded his crimes by video. Law enforcement also recovered a pistol in Anderson’s bedroom. Anderson was previously convicted of carrying a loaded and concealed weapon and is prohibited from possessing a firearm.

    This case was the product of an investigation by the Fresno Police Department, the Federal Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Assistant U.S. Attorney Michael G. Tierney prosecuted the case.

    The process of removing Kenya’s deputy president Rigathi Gachagua is part of a long history, dating back to independence, of fallouts between the president and his deputy. The difference this time around is the process.

    Historically, presidents have fired their deputies. But the adoption of a new constitution in 2010, saw the introduction of a process for impeachment – for both the president and the deputy – that’s run by the legislature. This is the first time it’s been used.

    On 8 October 2024, members of Kenya’s national assembly voted to impeach Gachagua on grounds that included corruption, insubordination and ethnically divisive politics. The case now moves to the senate where members will hear the charges – and Gachagua’s defence – and vote.

    If at least two-thirds of senate accept the charges, and Gachagua’s legal challenges fail, then Gachagua will make history as Kenya’s first deputy leader to be impeached.

    So far, President William Ruto has stayed silent on the matter, but the process would not be proceeding without his blessing.

    Amid the novelty of the impeachment process, it’s easy to forget that it is the norm for Kenyan presidents to fall out with their deputies. As a political scientist interested in Kenya’s ethnic politics and democratisation, I argue that this is because of how deputies are selected in the first place.

    Deputies are initially selected largely on pragmatic grounds as people who bring something useful to a political alliance. This could be resources, a support base or a reputation for being a good technocrat or administrator.

    They’re not usually people with whom the president has a strong and continuous personal relationship or someone with whom they share a clear political ideology. Neither are they usually someone who has made their way up through a political party.

    This has brought about a long history of tensions and fallout between Kenya’s presidents and their deputies.

    History of fallouts

    Independent Kenya’s first vice president, Oginga Odinga, saw his ministerial portfolio gradually reduced by President Jomo Kenyatta. Kenyatta then replaced Odinga as vice president of the ruling Kenya African National Union (Kanu) in 1966 further undermining his powers. Soon after, Odinga joined the opposition Kenya’s People’s Union.

    His successor, Joseph Murumbi, resigned within months. The official reason given was ill health, but it is widely believed that Murumbi was troubled by corruption and authoritarianism within the Kenyatta regime.

    Kenya’s second president, Daniel arap Moi, elected Mwai Kibaki as his first deputy. Kibaki was dropped after a decade. He went on to form an opposition party as soon as Kenya shifted to multi-party politics in 1992.

    Moi’s second vice president, Josephat Karanja, resigned after a year to avoid a vote of no confidence for allegedly plotting to overthrow the government.

    Moi’s third deputy, George Saitoti was sidelined to pave way for Uhuru Kenyatta’s nomination as the party flagbearer in 2002. Moi’s final deputy, Musalia Mudavadi, fell with the rest of the Kanu government in the 2002 elections.

    As Kenya’s third president, Kibaki similarly oversaw a regular change of guard. His first deputy, Michael Wamalwa, died after a few months in office. His second, Moody Awori, lost his seat in the 2007 election.

    Kibaki’s third deputy, Kalonzo Musyoka, joined the president during Kenya’s post-election violence of 2007-08. He left at the end of his term in 2013 to run with Raila Odinga in the 2013, 2017 and 2022 presidential elections.

    Kenya’s fourth president, Uhuru Kenyatta, was the only leader to have the same deputy, William Ruto, for his full term as president – from 2013 to 2022. However, relations between Kenyatta and Ruto were hardly rosy. The two fell out after the 2017 elections as Kenyatta teamed up with long-standing opposition leader, Raila Odinga. Ruto beat Odinga, Kenyatta’s favoured candidate in the 2022 elections.

    Lessons to learn

    Because deputies are selected for their practical value, the person who made a good deputy at one point in time can come to be seen as a liability or threat as the political context changes.

    For example, at independence, Oginga Odinga made an excellent ally for Jomo Kenyatta. He had some resources and was a proven mobiliser. He brought a support base. However, within a few years, Odinga became a problem for the president as a more radical faction within the ruling party coalesced around him.

    Similarly, Ruto made an excellent ally for Uhuru Kenyatta when they both faced charges for crimes against humanity at the International Criminal Court. The two fell out once Kenyatta had won his second and final term, and Kenyatta turned to his succession.

    Gachagua was useful to Ruto in 2022. He had personal wealth, was an effective mobiliser and hailed from central Kenya where the election looked to be won or lost. However, once elected, Gachagua’s populist statements and reputation for ethnic bias became more of a liability.

    Second, as contexts change, someone else can soon come to be seen as more useful as second in command.

    For Jomo Kenyatta, Moi had shown his utility and loyalty during the “little general elections” of 1966, which effectively sidelined the Kenya People’s Union and Oginga Odinga.

    Kithure Kindiki, Kenya’s interior cabinet secretary, is the current frontrunner to replace Gachagua. He is seen as better able to negotiate with the international community, especially during a critical economic period for Kenya as it seeks new International Monetary Fund loans.

    Third, being the country’s vice or deputy president comes with a lot of opportunities to network. These interactions have often led individuals to be seen as a growing threat, or as actively plotting against the president. They may also be seen as a future challenger.

    History has shown that there is no ideal way of dealing with such a potential challenger, leading subsequent presidents to try different approaches.

    Current context

    Ruto and Gachagua have clearly fallen out. Their differences became apparent soon after the 2022 elections. However, they came into sharp relief in the face of anti-tax protests in June 2024. There were subsequent allegations that Gachagua and some of his allies had helped to finance the protests.

    The question, therefore, isn’t why they have fallen out but why Gachagua is being impeached now.

    Ultimately the answer to this can only be known by a few individuals. But perhaps an indication of the answer lies in the emotions the fallout has stirred: a desire to distract the public and show that the government is taking action to deal with Kenya’s ongoing economic crisis. There may also be a desire to undercut Gachagua before he can build national networks.

    Ruto has the numbers in the senate to see the impeachment process through. But this is a dangerous game. Those sidelined have a habit of coming back to haunt their former allies.

    At the moment, most Kenyans are supportive of the impeachment process, but many also feel that Gachagua is being unfairly targeted especially in central Kenya, where a majority oppose the process.

  • MIL-OSI Security: Image issued of man sought after pensioner assaulted in Hammersmith

    Detectives investigating the assault of a pensioner in Hammersmith have released an image of a man they want to identify and speak with.

    On Tuesday, 2 July at around 13:00hrs, the victim, an 85-year-old man, was attempting to board the 220 bus at Hammersmith bus station.

    He stopped and held up other passengers behind him as he allowed women and children to board the bus first.

    The suspect appeared to take offence to this and began verbally abusing the victim before pushing him out of the way and causing him to fall.

    He was taken to hospital he was found to have broken his hip.

  • MIL-OSI Security: Yellowknife — Four arrested after Yellowknife RCMP respond to weekend home invasion

    On August 24th, 2024 Yellowknife RCMP received a complaint that a group of masked individuals was attempting to gain entry to an occupied residence in Yellowknife.

    Officers attended the location and arrested 4 suspects after a brief altercation. A hand gun was subsequently located and seized after the arrests.

    Yellowknife RCMP’s General Investigation Unit has been engaged and the investigation is continuing.

    Two arrested subjects are currently facing charges as a result of the incident.

    28-year-old Suleiman Abdow of Edmonton has been charged with:

    • Resisting/obstructing a peace officer, contrary to section 129(a) of the Criminal Code

    · Fail to comply with release order conditions (3 counts), contrary to section 145(5)(a) of the Criminal Code

    · Mischief under $5000, contrary to section 430(4) of the Criminal Code

    · Fail to comply with probation order conditions, contrary to section 733.1(1) of the Criminal Code

    · Disguised with intent to commit an offence, contrary to section 351(2) of the Criminal Code

    32-year-old Joshua Desjarlais of Yellowknife has been charged with:

    • Resisting/obstructing a peace officer (2 counts), contrary to section 129(a) of the Criminal Code
    • Fail to comply with release order conditions, contrary to section 145(5)(a) of the Criminal Code
    • Mischief over $5000, contrary to section 430(3) of the Criminal Code

    · Disguised with intent to commit an offence, contrary to section 351(2) of the Criminal Code

    Abdow and Desjarlais both appeared before a Justice of the Peace and were remanded into custody.

    The remaining two suspects were released by police.

    The Republic of France has issued the following statement:

    1. We, the G7 Non-Proliferation Directors Group, reiterate the G7´s profound condemnation of Russia’s premeditated, unprovoked, and unjustifiable war of choice against Ukraine, enabled by the Belarusian government. We condemn in the strongest terms the numerous atrocities committed by Russian armed forces in Ukraine. We reaffirm our solidarity with the Ukrainian people and our support to the sovereignty, independence, and territorial integrity of Ukraine. Russia’s ongoing war of aggression is a blatant violation of international law with severe consequences for international security, including global non-proliferation efforts. We condemn Russia’s disinformation campaign and we warn against any threat or use of chemical or biological weapons. We recall Russia’s obligations under international treaties of which it is a party, and which protect us all. Any use by Russia of such a weapon would be unacceptable and result in further consequences. We condemn Russia’s unjustified use of nuclear rhetoric and signalling. We urge Russia to behave responsibly and exercise restraint.

    2. Besides these deeply disturbing actions of unprecedented scale, our efforts to strengthen non-proliferation have been severely tested in past years. The increasing use of chemical weapons, rapidly evolving biological threats, destabilizing transfer and deployment of conventional weapons, and targeted appropriation of emerging technology all have a considerable impact as does the growing threat of nuclear proliferation and emerging threats to outer space security. Some states are now significantly increasing and diversifying their nuclear arsenals and investing in novel nuclear technologies and weapons systems. Against this highly challenging background, the G7 remains committed to working together, including with our partners, to defend and strengthen international law, norms and institutions and to build a more secure, more stable, and safer world.

    3. In view of the 10th Review Conference of the Non-Proliferation Treaty (NPT) in August 2022, we are united in our resolve to comprehensively strengthen the NPT, promote its universalisation, reinforce the importance of commitments made at past Review Conferences and advance implementation of the Treaty across all three of its mutually reinforcing pillars. We underline the authority and primacy of the NPT as the cornerstone of the nuclear non-proliferation regime and the foundation for the pursuit of nuclear disarmament and peaceful uses of nuclear technology. We resolutely support the Review Conference President-designate, Ambassador Gustavo Zlauvinen, and commit to working with all NPT States Parties in good faith in the lead up to and during the Review Conference towards achieving a positive outcome.

    4. The G7 reaffirms its commitment to the ultimate goal of a world without nuclear weapons with undiminished security for all, achieved through concrete, practical, and purposeful steps. The overall decline in global nuclear arsenals must be sustained and not reversed. We welcome diplomatic pathways that offer real possibilities for advancing the universal disarmament goals of the NPT, as promoted through key initiatives such as the International Partnership for Nuclear Disarmament Verification (IPNDV), the Non-Proliferation and Disarmament Initiative, the Stockholm Initiative on Nuclear Disarmament, and Creating an Environment for Nuclear Disarmament.

    5. We welcome efforts by the G7 Nuclear Weapon States to promote effective measures, such as strategic risk reduction, transparency and confidence building measures on their postures, doctrines, and capabilities, which are critical to making progress towards disarmament under the NPT. The G7 underlines that all Nuclear Weapon States have the responsibility to engage actively and in good faith in arms control dialogues. We welcome the Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races of 3 January 2022, including the important affirmation that a nuclear war cannot be won and must never be fought. However, we deplore Russia’s provocative statements about raising its nuclear alert levels, which undermines the credibility of Russia’s commitment to this Joint Statement.

    6. Recalling our statements of 15 March and 7 April 2022, we condemn Russia’s invasion of Ukraine, including forcefully seizing control of nuclear facilities and other actions that pose serious threats to the safety and security of these facilities and endanger the population of Ukraine, neighbouring states, and the international community. We support the IAEA Director General Rafael Grossi’s efforts to ensure the nuclear safety and security of, and the application of safeguards to, nuclear material and facilities in Ukraine as a matter of urgency, while respecting full Ukrainian sovereignty over its territory and infrastructure. We urge Russia’s leadership to immediately withdraw its military forces from Ukraine, cease all violent actions against nuclear and radiological facilities in Ukraine and restore full control to Ukrainian authorities over all facilities within its internationally recognized borders to ensure their safe and secure operations.

    7. The G7 is united in its resolve to promote the goals and objectives of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). We underline the urgent need to bring this treaty into force pursuant to Article XIV of the CTBT, and we support Italy as co-coordinator of these efforts. A universal and effectively verifiable CTBT constitutes a fundamental instrument in the field of nuclear disarmament and non-proliferation. Pending the entry into force of the Treaty, we call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosion or any other nuclear explosions. We also resolutely support the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission and its important work to develop the Treaty’s verification regime.

    8. The G7 is equally committed to, and underlines the importance of, immediate commencement of negotiations – based on document CD/1299 and the mandate contained therein – with the key countries on a treaty banning the production of fissile material for use in nuclear weapons and other nuclear explosive devices. We remain convinced that the Conference on Disarmament is an appropriate venue to negotiate such an instrument and we call upon countries to make innovative contributions in all appropriate forums, including the 10th Review Conference of the States Parties to the NPT, to facilitate negotiations of such a treaty. Pending those actions, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons.

    9. The G7 is committed to working towards effective measures for strategic and nuclear risk reduction that enhance mutual comprehension, increase predictability, promote confidence building and establish effective crisis management and prevention tools. We are equally engaging in the development of multilateral nuclear disarmament verification capabilities and we welcome the start of work of the Group of Governmental Experts on nuclear disarmament verification, the Franco-German exercise NuDiVe 2022 conducted in April 2022 and the continuing work of the IPNDV and the Quad Nuclear Verification Partnership by Norway, Sweden, the United Kingdom and the United States. All of this is essential groundwork for achieving the ultimate goal of a world free of nuclear weapons, underpinned by transparency, verification and irreversibility.

    10. The G7 welcomed the extension of the New START Treaty in early 2021 and has supported the U.S.-Russian Strategic Stability Dialogue, aimed at laying the foundation for future U.S.-Russia arms control arrangements. The G7 sees the need for arms control to address all nuclear weapons, including new destabilizing weapon systems and non-strategic nuclear weapons. The G7 also supports and encourages wider efforts towards an active arms control dialogue involving China. The G7 regrets that the U.S.-Russian Strategic Stability Dialogue has come to a halt due to Russia’s brutal and unprovoked war on Ukraine.

    11. The G7 also deplores Belarus’s recent referendum and amendment to its Constitution removing Article 18, which pledged to “make its territory a nuclear-free zone.” Belarus’ actions only further increase uncertainty amidst heightened tensions.

    12. Nuclear-weapons-free zones (NWFZ) make important contributions to nuclear disarmament and non-proliferation. We see the relevant protocols to existing NWFZ treaties as the vehicle for extending to the treaty parties a legally binding negative security assurance. We remain fully committed to the creation of a zone free of all weapons of mass destruction and their delivery systems in the Middle East. We firmly believe that this can only be achieved based on consensus arrangements freely arrived at by all states in the region. We acknowledge the efforts made during the first two sessions of the UN Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction held in 2019 and 2021. Going forward, we underscore the need for inclusive dialogue among the regional states.

    13. The G7 supports universalisation of key safeguards agreements including Comprehensive Safeguards Agreements, the Additional Protocol thereto, and, where applicable, the revised Small Quantities Protocol. A Comprehensive Safeguards Agreement together with an Additional Protocol represents the de facto safeguards standard under the NPT. We echo the IAEA Director General’s call on those states that have yet to bring into force a Comprehensive Safeguards Agreement or an Additional Protocol to do so as soon as possible and applaud his efforts to further strengthen the safeguards system. Recalling our strong support for the professional and impartial work of the IAEA, the G7 underscores the importance of streng-thening the effectiveness and optimizing the efficiency of the international safeguards system and ensuring it remains fit for its purpose in the 21st century.

    14. We reaffirm the IAEA’s central role in strengthening cooperation in nuclear security and the commitments in the Ministerial Declaration of the IAEA’s International Conference on Nuclear Security in 2020. We support the IAEA in facilitating the peaceful uses of nuclear technologies in a safe, secure, and sustainable manner. We support aiding the development of new regulatory frameworks for the deployment of next-generation technologies, including small modular reactors. We encourage all Member States, who are able to do so, to make financial and/or technical contributions to enable the IAEA to continue its work.

    15. The G7 commits to promoting full implementation by all states of the highest standards of nuclear safety, security, and safeguards. This is essential to facilitate the safe and the peaceful uses of nuclear science and technology consistent with the NPT, and thereby promote prosperity and address the UN Sustainable Development Goals.

    16. The G7 urges States engaged in nuclear activities to become parties to and fully implement the Convention on Nuclear Safety, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the Convention on Early Notification of a Nuclear Accident, and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    17. The G7 is resolved to increase political attention to the challenges of countering the threat of non-state actors acquiring nuclear and radioactive materials as weapons of terrorism and to accelerate national and international steps to manage the risks posed by such materials. We affirm our commitment to minimise Highly Enriched Uranium (HEU) stocks globally and encourage states with civil stocks of HEU to further reduce or eliminate them where economically and technically feasible.

    18. The G7 calls on all States that have not yet done so to become parties to and fully implement the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM). We welcome the positive outcome of the A/CPPNM Review Conference in March-April 2022. We remain steadfast in our support of the IAEA, the Nuclear Security Contact Group, and the Global Initiative to Combat Nuclear Terrorism.

    19. The G7 supports effective implementation of UN Security Council Resolution (UNSCR) 1540 (2004) and the work of the 1540 Committee and its Group of Experts. We encourage all states to fully implement the resolution and to offer assistance to interested states.

    20. The G7 actively supports global efforts to enhance education and professional development in the field of non-proliferation, arms control and disarmament and is strongly committed to the integration of gender equality in this field. We are mindful that learning about the realities of any use of nuclear weapons will help strengthen global efforts towards nuclear disarmament. To raise and sustain awareness, we encourage political leaders, the young generation and others to visit the cities of Hiroshima and Nagasaki.

    21. We renew our support for a restoration and full implementation of the Joint Comprehensive Plan of Action. A diplomatic solution remains the best way to restrict Iran’s nuclear programme. We commend the participants of the Vienna talks as well as the EU coordinator for their tireless efforts. We urge Iran to seize the offer currently on the table to bring negotiations to a successful conclusion and to refrain from further escalation of its nuclear activities.

    22. We urge Iran to uphold and fully implement all obligations under its NPT-required safeguards agreement with the IAEA. We further urge Iran to provide all required information to enable the IAEA to clarify and resolve outstanding safeguards issues without further delay. The G7 expresses strong support for the crucial verification and monitoring mandate of the IAEA, underscores the technical nature of the IAEA’s independent work, and commends the Director General’s continued professional and impartial efforts. Full and timely cooperation by Iran is essential for the IAEA to assure the international community that all nuclear material in Iran remains in peaceful uses and eventually reach the Broader Conclusion.

    23. We recall our serious concerns about Iran’s unabated activities related to ballistic missiles “designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” which Iran pursues in defiance of UNSCR 2231 (2015). Iran’s space programme is enabling it to test technology that is essential to the development of ballistic missiles, including future long-range delivery systems, as demonstrated again with Iran’s announcement on March 8 of a launch of a military satellite. We urge Iran to cease all these activities and fully abide by UNSCR 2231 (2015). We also remain extremely concerned about Iran’s destabilising activities in and around the Middle East, including transfers of missiles and missile technology, drones and conventional arms to state and non-state actors. Such proliferation is destabilising for the region and escalates already high tensions, as does the use of such weapons in the region, like the attack by the Islamic Revolutionary Guard Corps on Erbil on 13 March 2022. We urge Iran to stop all activities inconsistent with relevant UNSCRs and call on all parties to play a constructive role in fostering regional stability and peace.

    24. The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches. In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.

    25. The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.

    26. The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation. We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.

    27. The G7 intends to bolster efforts to counter the weaponization of biological agents and toxins. Never has it been so urgent for all states to work together to achieve universal adherence to and full compliance with the Biological and Toxin Weapons Convention (BTWC). Good faith and engagement are essential to overcoming the longstanding stalemate of the Convention in order to meet evolving biological threats stemming from state and non-state actors and to address new developments in science and technology. We intend to work towards a successful Review Conference which would promote effective implementation, increase transparency, enhance compliance and confidence-building measures. Near-term concrete action should include the establishment of a new expert working group to examine concrete measures to strengthen the Convention.

    28. We pledge our continued support to the United Nations Secretary-General’s Mechanism to investigate alleged uses of chemical, biological or toxin weapons. We will firmly resist and condemn any attempts by any state or individual seeking to undermine its integrity, independence, and impartial character and mandate. As the only established international mechanism mandated to investigate alleged uses of biological weapons, we pledge to cooperate with partners to ensure that the mechanism is properly resourced, equipped, and operationalized to conduct effective investigations when needed.

    29. We salute the 20th anniversary of the G7-led, 31-member Global Partnership (GP) against the Spread of Weapons and Materials of Mass Destruction. With its unparalleled networks, expertise, partnerships, and collective funding, the GP has been instrumental in countering threats posed by chemical, biological, radiological, and nuclear weapons and materials. The GP’s contribution to global threat reduction has made the world a safer and more secure place. We are committed to coordinated action with the GP to provide leadership to ensure that the GP remains a key contributor to countering persistent and emerging threats.

    30. The G7, as expressed in the 29 March statement of the GP on Ukraine, finds Russia’s unsubstantiated claims concerning alleged biological weapons development in Ukraine outrageous. Such allegations about legitimate biological research for civilian purposes are especially cynical, as the world has suffered a pandemic for two years during which biological laboratories have been of crucial importance to humankind. These allegations are part of Russia’s disinformation campaign against Ukraine and have undermined the subject and purpose of the BTWC and the international rules-based order. Ukraine is a respected member of the GP and the BTWC and has our full support.

    31. We will dedicate further efforts to addressing biological threats in the GP framework. The COVID-19 pandemic has underscored the far-reaching impact of large-scale disease outbreaks and the importance of strengthening global capacity to prevent, detect and respond to all forms of biological threats, whether deliberate, accidental, or natural. Covid-19 has also accelerated the global life sciences and biotechnology revolution, including the research and development of new diagnostics, vaccines, and treatments for potentially high-consequence pathogens. Substantial improvements are needed in global biosafety, biosecurity, and oversight for dual use research, in order to prevent laboratory accidents and deliberate misuse. We commit to reinforcing existing national efforts, as well as to improving the level of biosafety and biosecurity practices globally. With this imperative, we intend to deepen our health-security cooperation with African partners and other key stakeholders to develop and implement the GP’s signature initiative aimed at mitigating biological threats in Africa. We recognize the significant contribution already made by the G7 and the EU to the GP signature initiative and encourage all GP members to actively contribute to this important initiative.

    32. We are determined to uphold the prohibition on the use of chemical weapons and support the full implementation of the Chemical Weapons Convention (CWC). As participating States of the International Partnership against Impunity for the Use of Chemical Weapons, we stand together to reaffirm that any use of chemical weapons by anyone, anywhere, under any circumstances is unacceptable and contravenes international standards and norms against such use. There can be no impunity for chemical weapon use.

    33. We will work towards a successful 2023 Review Conference to strengthen the Convention. We are unwavering in our support of the Organisation for the Prohibition of Chemical Weapons (OPCW) and its work to exclude completely the possibility of the use of chemical weapons and we applaud the OPCW’s professionalism and integrity. The G7 seeks to ensure that the OPCW is equipped to continue to fulfil its mandate, including through funding via the GP for important initiatives such as the new Centre for Chemistry and Technology.

    34. We welcome the decision of the OPCW Conference of the States Parties “Understanding Regarding the Aerosolised Use of Central Nervous System-Acting Chemicals for Law Enforcement Purposes” that affirms that the aerosolized use of CNS-acting chemicals is understood to be inconsistent with law enforcement purposes as a “purpose not prohibited” under the Convention. This forward-thinking decision by CWC States Parties sends a strong signal to countries that they cannot hide work on such chemicals for offensive purposes under the guise of legitimate purposes under the Convention.

    35. We condemn attempts to impede the OPCW’s vital work, including investigations, through baseless attacks and outrageous disinformation, notably Russia’s unsubstantiated claims and false allegations that Ukraine was preparing to use chemical weapons. Ukraine is in full compliance with its obligations under the CWC, in stark contrast to Russia’s continued refusal to investigate the well-documented use of a chemical weapon on its own territory, contrary to its obligations under the Convention.

    36. In that context, the G7 reaffirms the statement made by Ministers on 26 January 2021 condemning in the strongest possible terms the poisoning of Alexey Navalny with a military grade chemical nerve agent of the “Novichok” group, a substance developed by the Soviet Union, and retained by Russia. There is no plausible account other than the involvement and responsibility of Russian state actors, as Russia continues to evade all appeals to launch an investigation of the case. We recall the OPCW’s conclusion that a similar nerve agent was used in Salisbury in 2018, resulting in the death of a British citizen, for which three Russian suspects have been charged.

    37. We again urge the Russian authorities to investigate and credibly explain the use of a chemical weapon on its soil considering Russia’s obligations under the CWC. We recall the questions asked on 5 October 2021 by 45 States Parties, including all G7 members, to Russia under Article IX of the CWC, which were not adequately answered by the Russian Federation. We support the statement made by 56 States Parties at the November 2021 OPCW Conference of the States Parties, calling on Russia to account for the use of a chemical weapon on its territory. We welcome actions, such as sanctions, taken by G7 members in response to those individuals and entities deemed to be involved in the development and use of chemical weapons. We also condemn Russia’s attempts to shield Syria from accountability for the Syrian regime’s use of chemical weapons.

    38. Syria’s chemical weapon use in violation of the CWC continues to be a matter of grave concern. We welcome the decision of the OPCW Conference of the States Parties to suspend Syria’s rights and privileges under the CWC, until it completes the steps set out in the OPCW Executive Council Decision of 9 July 2020. We urge the Syrian authorities to cooperate fully and comply with their obligations. We deplore disinformation about chemical weapon use in Syria and we are committed to supporting the OPCW Technical Secretariat’s work in investigating chemical weapon use in Syria, identifying those responsible, and ensuring Syria’s declaration is full and accurate. Syria will be held to account for any failures to meet its obligations. We commit to ensuring the full implementation of UNSCR 2118 (2013) and the elimination of Syria’s chemical weapons programme once and for all.

    39. We remain gravely concerned by the accelerating proliferation of ballistic and other missile technologies, including at the hands of non-state actors, which is a threat to regional and global security. Recalling the G7 NPDG “Initiative on Countering Illicit and/or Destabilizing Missile Activities” launched by the French Presidency in 2019, we remain engaged in countering missile proliferation activities and strengthening missile governance.

    40. We reaffirm our commitment to the Missile Technology Control Regime (MTCR), and we call on all states to unilaterally adhere to the MTCR guidelines and reiterate the importance of the fundamental principles underpinning ballistic missile non-proliferation including in accordance with UNSCR 1540 (2004). We are committed to further increasing the effectiveness of the MTCR.

    41. We strongly support the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC) and call for its universalisation. In the 20 years since its establishment, the HCoC has proven to be an important transparency and confidence building measure that encourages responsible behaviour and restraint in the development, testing and deployment of ballistic missiles capable of delivering weapons of mass destruction, and aims to curb and prevent proliferation of such ballistic missiles. We will work towards the goals of universalization and full implementation of the HCoC, notably on the occasion of its 20th anniversary.

    42. The G7 re-affirms the importance of coordinated action to counter illicit intangible technology transfer and protecting academia and business sectors from hostile state exploitation. While promoting an environment in which science, technology and research collaboration can flourish, we are resolved to address the challenges posed by the misuse and illicit diversion of technology critical for the development of weapons of mass destruction, their means of delivery and for advanced military technology programmes by state and non-state actors, as well as by dual-use research of concern, notably in the field of life sciences.

    43. The G7 members commit to enhancing export controls on materials, technology and research that could be used to develop weapons of mass destruction and their means of delivery. We plan to strengthen controls on materials (including dual-use components), technology and research that could support the development of advanced conventional weapons, ensuring that enhancements are proportionate and avoid negatively impacting on legitimate exports.

    44. The G7 is committed to acting to counter proliferation financing which, left unchecked, undermines the integrity of the global financial system and fuels threats to our common security. We therefore welcome the recent changes to the Financial Action Task Force standards regarding targeted financial sanctions on the DPRK and Iran, which, for the first time, expect all countries and regions to take concrete steps to understand the proliferation financing risks they face, and to oblige their financial sectors and designated non-financial business professions to do the same. Only by understanding the truly global reach of proliferation networks will we meet our responsibility to tackle this activity.

    45. We are determined to prevent illicit transfers and destabilizing accumulation of conventional weapons and ammunition, and to increase the safety and security of stockpiles, including by deploying our technical expertise, sharing best practices, e.g. in the framework of the UN Programme of Action on Small Arms and Light Weapons (SALW), and the International Ammunition Technical Guidelines, and by adhering to international law and norms on responsible transfer.

    46. The diversion of ammunition to unauthorized users, including criminals and terrorists, facilitates and fuels armed violence and armed conflict. Mindful of these implications for security and sustainable development, we strongly support the German-led initiative for a comprehensive framework to support safe, secure, and sustainable ammunition management at the national, sub-regional, regional, and global level and the Open-Ended Working Group (OEWG) mandated to carry out work in this regard. We encourage all states to engage constructively in the OEWG aiming at elaborating a set of political commitments as a new global framework that will address existing gaps in through-life ammunition management, including international cooperation and assistance.

    47. We advocate for the reinforcement of regimes that regulate the transfer and prevent the diversion of conventional weapons and ammunition in line with international law and norms, including the Arms Trade Treaty. We commit to adapting, where necessary, relevant regimes as new technologies are developed. In dialogue with other technology leaders, we seek to shape the global debate on responsible civilian and military use of new technologies, considering security and defence considerations and securing adherence to international law, in particular International Humanitarian Law and, where applicable, International Human Rights Law. Where necessary, new international principles for responsible use should be considered.

    48. As space activities evolve, the norms, rules and principles governing space activities should also evolve. State threats to the secure, safe, sustainable, and peaceful uses of outer space are of serious concern. Given that our societies are increasingly reliant on space systems for their security and prosperity, we are determined to reduce the risk of misperception and miscalculation and reduce space threats. We commit to engaging the international community to uphold and strengthen a rules-based international order for outer space.

    49. Establishing norms, rules and principles for responsible space behaviours is a pragmatic way forward to enhance security, mitigate threats against space systems and reduce the risks of misperception, miscalculation, and escalation. We strongly support the UK-led initiative at the UN General Assembly and the resulting UN Open Ended Working Group (OEWG) on “Reducing space threats through norms, rules and principles of responsible behaviours”. We encourage all states to positively engage in the OEWG that aims to build a common understanding of responsible space behaviours and consider first proposals for norms, rules, and principles in that regard.

    50. We call upon all nations to refrain from conducting dangerous and irresponsible destructive direct-ascent anti-satellite missile tests like those carried out by the Russian Federation on 15 November, 2021. We welcome the US commitment not to conduct destructive direct-ascent anti-satellite missile tests. We reiterate the need to cooperate with all States and space actors to strengthen safety, security, stability, and sustainability of outer space and help all countries benefit from the peaceful exploration and use of outer space.

  • MIL-OSI United Kingdom: Plymouth joins together for Hate Crime Awareness Week

    It’s Hate Crime Awareness Week, and with 588 hate crime offences recorded by the Police in Plymouth in the last year, it’s more important than ever to highlight the issues.

    A hate crime is any crime that is targeted at a person because of hostility or prejudice towards that person’s membership or perceived membership of a protected characteristic:

    • Disability
    • Race or Ethnicity
    • Religion or Belief
    • Sexual Orientation
    • Transgender Identity.

    During the week, staff from the Council’s Community Safety team will be attending awareness raising events and engagement sessions, such as:

    • A drop-in session at the British Red Cross on Monday 14 October at 12pm to 2pm
    • Event at Plymouth University with the Police Diverse Community Team on Wednesday 16 October
    • The Barne Barton family hub are also running a drop-in session called ‘The Pioneers Project’ with the Police on Wednesday 16 October from 10am to 1pm, aimed at educating people about hate crime and reporting
    • Youth Services Workshops delivered across the city during the week, including open access, schools, SEND, and targeted groups
    • The Council’s Street Based teams will be promoting key messages across the city to young people, communities and businesses.

    Councillor Sally Haydon, Cabinet Member for Community safety said: “One hate crime is one too many. We all need to be more aware of what hate crime is and how we can address it.

    “Hate crime comes in many different forms and strikes at the heart of communities. Everyone in our city should feel safe, supported and be able to report incidents of hate crime without fear.”

    Hate crime can fall into one of three main categories; physical assault, verbal abuse and incitement to hatred, this is where someone acts in a way that is threatening and intended to stir up hatred, including by posting words and pictures online. 

    Councillor Angela Penrose, Welcoming City Champion, added: “The diversity of our city is one of our greatest strengths and assets, and we want Plymouth to be recognised as a city that is welcoming, safe, international and with a vibrant cultural offer.”

    Customer experience still an untapped opportunity to drive sales growth for auto brands and mobility providers

    • Three quarters (76%) of vehicle/mobility services customers expect the same hassle-free end-to-end experience offered by other industries
    • However, most organizations (73%) are over-indexing on the importance of reputation in customer experience instead of prioritizing digital experiences and post-purchase services

    Paris, October 14, 2024 – The Capgemini Research Institute’s latest report titled ‘Joining the race: Automotive’s drive to catch up with customer experience’, published today, reveals a significant gap between how automotive business leaders and consumers perceive the quality of their customer experience (CX). In today’s competitive landscape, customer expectations are shaped by exceptional service standards across various industries, yet the survey shows that automotive CX frequently falls below par, ranking 9thout of 13 major consumer-facing industries. In comparison, mobility-as-a-service is overall ranked higher by customers, but with a significant variation depending on the country.

    According to the report, the Net Promoter Score (NPS®)1 for vehicle brands shows a notable gap between customer and organizations’ perceptions of CX. Whilst executives surveyed estimate this score at 14, consumers score automotive brands an average NPS rating of 2, lower than any other consumer-facing industry.

    Perception gaps in brand reputation, ease of use and access, and emotional connection
    While 73% of vehicle brands or mobility providers consider brand reputation as the top factor in the buying decision, only 48% of consumers surveyed do. In addition, emotional connection with the brand is also considered as an important factor by consumers (41%) compared to only 24% of organizations surveyed.

    Ease of use and accessibility emerge as a top priority that influence the large majority (76%) of consumer decisions to opt for or stay with a vehicle brand or mobility service, whereas only 51% of organizations consider it as a priority: consumers surveyed expect seamless and hassle-free functionality across apps, dashboard screens, battery charging, and insurance claims (77%), best-in-class digital experience (59%), and eco-friendly options (51%).

    According to the report, only 29% of automotive brands and mobility services customers rate consistent experiences across channels as extremely good or good. The vast majority (90%) report dissatisfaction with the integrated services – pre-purchase to aftersales – provided to them, for instance, the availability of a single app for all vehicle or transport needs.

    Seven in ten organizations consider CX as a C-level priority, with opportunities to be seized in digital experiences and post-purchase services
    Fewer than one in five (17%) organizations surveyed involve IT or digital teams in CX initiatives while three-quarters of customers are feeling dissatisfied with digital experiences.

    In 41% of organizations surveyed, CX is limited to a few functional areas, such as sales, customer service and support. Only one-third (27%) involve marketing and communications, in contrast to research and development for nearly half of them (49%).

    Overall, the report highlights that CX initiatives are disproportionately focused on the pre-purchase and purchase phases in contrast with the post-purchase stages of the customer journey, like servicing and maintenance and end of life of vehicle, including reselling, renewing subscriptions, and refurbishing. 57% of consumers surveyed who are planning to switch brands within 6-18 months express dissatisfaction with their post-purchase service and maintenance experience.

    “Amid constant industry change, focusing on customer interactions is essential. But, when it comes to delivering a consistent customer experience ‘one size does not fit all’,” said Laurence Noël, Head of Global Automotive Industry at Capgemini. “Mobility consumers demand the same level of experience than the one offered by other sectors that is hassle-free, digitalized, and sustainable. A cultural shift is underway, notably among Gen Z, millennials, and Gen X consumers in Europe from vehicle ownership to on-demand access to transportation. Automotive organizations should seize the opportunity offered by CX-enhancing digital solutions to create true end-to-end customer journeys focusing the full lifecycle, beyond pre-sales/sales offerings, that include maintenance, software updates, and personalized services. In this fast-changing highly competitive market, a full-mobility experience across the customer journey until the end-life of the vehicle, can be seen as a top priority for brands to differentiate themselves.”

    Report Methodology
    The Capgemini Research Institute surveyed 600 senior executives from large automotive OEMs (including passenger cars, two- and three-wheelers, trucks, and buses), fleet service organizations, dealers, aftersales organizations, and Mobility-as-a-Service (MaaS) providers (e.g., car rental, taxi, and ridesharing providers). The surveyed automotive passenger-car OEMs and dealers each have an annual revenue exceeding $1 billion, while the OEMs producing two- and three-wheelers, trucks, and buses, as well as the fleet service and aftersales organizations, and MaaS providers each have annual revenue over $300 million. These executives are based in 10 countries across North America, Europe, and Asia-Pacific. The global survey took place in August 2024.
    The research also included a global survey of 10,000 consumers over the age of 18 across 11 countries. To complement the survey findings, the Institute also conducted in-depth discussions with 32 CX experts from automotive and MaaS organizations, as well as from other consumer-facing industries, such as hospitality and hotels, consumer products and retail, luxury goods and retail, consumer electronics, airlines and transport, and banking and insurance.

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in Chile, Canada, Japan, Cuba and Benin, whose reports will be considered during the second and third weeks of the session.

    In relation to Chile, speakers raised concerns regarding gender-based violence, abortion, and the treatment of trans people.

    Those speaking on Canada raised topics including the treatment of indigenous women and girls, femicide, and harassment of migrant workers. 

    On Japan, speakers addressed the selective surname system, Japan’s military sexual slavery, and women’s pensions.

    Speakers for Cuba raised issues including legislation on femicide, women in poverty, and the treatment of lesbians. 

    In relation to Benin, speakers addressed human trafficking, attacks on lesbian, gay, bisexual, intersex, queer and transgender people, and discrimination of sex workers.

    Opening Remarks by the Committee Chair

    ANA PELÁEZ NARVÁEZ, Committee Chairperson, said this was the second opportunity during the session for non-governmental organizations to provide information on States parties that were having their reports reviewed during the second and third weeks of the session, namely Chile, Canada, Japan, Cuba and Benin.

    Statements by Non-Governmental Organizations 

    Chile

    Non-governmental organizations speaking on Chile said sexual violations had increased drastically between 2019 and 2023.  Protection measures continued to be deficient.  It was concerning that violence against girls and adolescents was increasing. As of June 2023, there were 42 pregnant women and 100 children living with their mothers in prison systems. There needed to be a cultural change in the community, whereby gender-based violence was no longer acceptable. There needed to be a comprehensive sexual education law to ensure rights for women and adolescents.  The abortion regime based on legal grounds was insufficient and there were barriers to accessing contraceptives in primary health care.  Warnings had been issued about six defective contraceptive pills with no steps taken to investigate or provide reparations to those affected.  In Chile, around 800,000 migrant women faced violence and hate speech, especially those with irregular migration status.  The humanitarian visa for migrants was not implemented well in practice. 

    Since 2019, there had been a Constitutional Legal Reform Act, establishing the State’s duty to fight gender equality.  The State’s anti-discrimination law had been in congress for five years and was in danger of being rejected.  Chile had yet to fulfil its obligation to repeal laws discriminating against married women or subordinating them to their husbands.  The comprehensive law on violence against women did not include protection measures for women in penitentiary institutions who had suffered violence.  Violence against trans-people had increased by 145 per cent, and trans-femicide was not recognised as a crime.  The State showed no willingness to address issues faced by trans-people.  Women and girls with disabilities in Chile experienced discrimination.  A report by the Office of the High Commissioner found that there were 163 suspicious deaths in short-stay mental health facilities.  There had been reports of electro-shock therapy on girls with disabilities. 

    Canada

    Speakers on Canada said there were genocidal consequences for indigenous women and girls in the country.  These violations were tied to colonial policies. In its 2015 inquiry, the Committee found that indigenous women and girls suffered from the worst socio-economic conditions, as well as systemic racism and violence, which manifested as pervasive poverty, lack of access to housing, high rates of child apprehension, and disproportionate criminalisation.  The Committee had found that sex discrimination in Canada’s Indian Act was a root of violence, marginalising women and their descendants, excluding them from their lands, cultures and communities, and disentitling them to full personhood.  The 2019 National Inquiry into Missing and Murdered Indigenous Women and Girls issued 231 Calls for Justice.  To-date, only two were complete, and more than half had not been started. Colonialism and the legacy of Residential Schools continued to impact indigenous girls’ access to education. Racialised communities faced oppression in Canada, with Black femicide and forced sterilisations of Black and indigenous women erased due to data gaps and under-reporting. 

    Canada was failing to take serious action on gender-based violence.  Femicides were increasing, with a woman killed every 2.5 days.  But this was not taken into account in the national action plan. Survivors of gender-based violence needed stronger protections and support services.  Law enforcement and judicial officers must receive proper training on these violence dynamics.  Canada needed to ensure survivors were not criminalised for self-defence, and strengthen protections against coercive control and litigation abuse.  In Canada, women who used drugs and indigenous women were disproportionately impacted by HIV/AIDS and faced increased risk of violence and barriers to healthcare.  Migrant workers and migrant sex workers in Canada faced significant oppression due to restrictive work permits, increasing their vulnerability to workplace abuse, harassment and sexual violence. Canada must remove these restrictions, decriminalise these groups, and establish policies that ensured safe working conditions.

    Canada was also implicated in exploitative deep-sea mining, as Canadian companies sought financial gains through predatory partnerships with some Pacific Island States.  These companies must be investigated.  Pacific women and Canadian indigenous women deeply opposed these projects, as they threatened the ocean and marine life.  Canadian resource extraction projects had also increased violence in Ecuador against indigenous women, which would be exacerbated by a proposed free trade agreement.

    Japan

    Speakers on Japan raised issues including objecting to separate surnames after marriages, which could destroy family unity and have negative impacts on children.  The immediate adoption of a selective surname system for married couples was needed.  The ruling party’s promotion of expanding the use of maiden names did not address gender discrimination.  Half of single-mother households lived in relative poverty, as 70 per cent of them did not receive child support and were unable to escape poverty, due to the significant wage gap between men and women. 

    The issue of Japan’s military sexual slavery had been raised 30 years ago before the Committee in 1994. Measures taken by the State were not victim-centred, and therefore failed.  The Government of Japan was called on to recognise that the “comfort women” issue remained unresolved and to fully implement the previous Committee recommendations.  The Status of Forces Agreement between Japan and the United States should be revised to eliminate violence against women linked to United States’ military bases in Okinawa and elsewhere.  There had been seven cases of gender-based violence against women and girls by the United States’ military within the past 11 months.  Since 1954, over 210,000 crimes and accidents by the military had occurred.  There needed to be comprehensive actions taken to end the culture of impunity. Japan needed to accept that the “comfort women” system was one of sexual slavery, and that it had a legal responsibility to provide reparations to all victims. 

    The ratification of the Optional Protocol should be expedited, and there should be a comprehensive anti-discrimination law.  Japan was also urged to create a permanent gender equality committee, to monitor the implementation of the Convention’s concluding observations.  There was an urgent need for the establishment of an independent, national human rights institution in line with the Paris Principles. It was crucial to eliminate low wages and pensions for women due to the gender wage gap, non-regular employment, and unpaid work.  The Japanese Government was also urged to rescue all abductees from the Democratic People’s Republic of Korea.  The Committee was urged to recommend that Japan stop dumping radioactive wastewater in the Pacific Ocean and take immediate steps towards safely disposing the waste on land. 

    Cuba

    Those speaking on Cuba said Cuban women were calling for a robust legislative change of gender-based violence. The State needed to work to coordinate actors on gender issues.  The State should systematically assess the impact of legislation and public policies on gender equality.  The Committee was urged to pay special attention to the devastating impacts of the embargo which had a detrimental impact on women’s organizations. 

    There was a comprehensive law against gender-based violence, but the act of femicide should be defined.  The rate of femicide was occurring in Cuba more than 10 times that which was occurring in Spain.  Cuba had serious deficiencies in the reparation system of gender-based violence.  The legislation should be reformed to establish provisional payments which provided immediate support, particularly to women of African descent or those with low income.  The State should strengthen mechanisms for the prevention and punishment of gender-based violence, and redouble efforts to deconstruct gender stereotypes. 

    Poverty in Cuba today had the face of a woman, particularly that of an Afro-descendent, elderly woman.  Social rights had been cut by the State and women were further exposed to food insecurity and poverty.  The health care system lacked regulations to protect lesbians from phobic treatment.  There needed to be training and awareness raising for health professionals to provide care, free of stigma and phobia. 

    Benin

    Organizations speaking on Benin said women were economically and sexually exploited in Benin as part of human trafficking.  Legislation on this was vague.  Benin was a country of origin, transit and destination of women and children for human trafficking.  It was recommended that the definition of procuring be outlined in the Criminal Code. 

    In Benin, lesbian, gay, bisexual, intersex, queer and transgender people underwent verbal, physical and sexual attacks. Discrimination undergone by these women worsened their economic positioning.  No specific healthcare programme took these people into account, despite their vulnerability.  Lesbian women were not seen as key members of the population.  Religious beliefs and fear of side effects prohibited access to abortion, despite it being decriminalised in 2020.   It was recommended that Benin set up mobile clinics all over the country to facilitate access to sexual and reproductive services. Safe abortion should be accessible without the need for authorisation from a third party. 

    Sex workers continued to be discriminated against in Benin.  The only existing instruments were oppressive in nature.  The national health development plan excluded the healthcare of sex workers.  Today, some services did not cover the medicine for sexually transmitted diseases for sex workers.   If a sex worker underwent an act of violence, victims were required to submit a medical certificate which came at a cost that was prohibitive for these women.

    A Committee Expert said since there had been a reshuffle in the cabinet in Japan, what was the status of the Gender Ministry?  Who was heading it?  Was there a COVID-19 response plan that covered gender-based violence?  On Canada, was female genital mutilation still an issue?  What was the gravity of the occurrence of femicide? 

    Another Expert asked if the Japanese organizations had information around restricted access to abortion, including that permission was required from a spouse or partner?  Could information on the lack of sexual reproductive education for young people be provided?

    An Expert asked Cuba what services were available for persons deprived of liberty, which were not available to lesbian, gay, bisexual, transgender and intersex persons?  What were the rules related to internal migration in Cuba? 

    A Committee Expert asked Chile if the benefits of the Judicial Academy, which aimed to avoid bias and victimisation of women, were being reaped?

    Statements by the National Human Rights Institution of Chile and the Children’s Rights Ombudsman of Chile

    CONSUELO CONTRERAS LARGO, National Director, National Human Rights Institute of Chile, began by referring to gender-based violence.  According to figures from the National Service for Women and Gender Equity, in the last 10 years, there had been 423 femicides in Chile, with figures per year that fluctuated between 34 and 46 femicides.  In 2024, there were already 29 femicides.  In the last two years, there had been a sharp increase in attempted femicides.  In its 2018 and 2021 Annual Reports, the Institution indicated statistical difficulties in recognising violence that affected women in different contexts, since the State did not disaggregate the information into characterisation variables. Consequently, the treatment of violence against women was addressed in a uniform manner, which homogenised the situation of discrimination and violence, preventing the design of public policies capable of responding to different needs.  The State should implement disaggregation of data, particularly for rural women, women with disabilities, and other groups. 

    The Programme for the Comprehensive Prevention of Violence against Women had a budget which was 2.38 per cent of the budget of the ministerial portfolio, which was limited considering the magnitude of the task.  For the 2024 budget, the authorities announced a growth of 5.2 per cent, as part of their programmatic redesign.  The institution remained concerned at the main task defined in the programme.  The programme did not involve any kind of follow-up and it was not possible to discern if those who received the training continued to develop prevention activities. The programme also did not have a territorial focus without taking into account the different realities of women. It was concerning that the courts did not recognise the identity of trans-women in their sentences, according to current gender identity law. 

    The regulatory framework for violence against women had been bolstered.  On 4 March 2020, law no. 21,212 came into force, which redefined and expanded the concept of femicide in Chile.  On 9 May 2023, law 21,565 was published, which established a regime of protection and comprehensive reparation in favour of victims of femicide and their families; and on 14 June, law 21,675 came into force, which established measures to prevent, punish and eradicate violence against women, based on their gender.  There were other legal bodies that had been approved and had entered into force in the country.  Draft bills were moving slowly through the legislature.   Discussions were underway on the bill to reform conjugal partnership and the bill to combat discrimination.  In 2019, a bill was presented that sought to establish the mandatory nature of comprehensive sex education in schools.  This draft was rejected in October 2020 and archived, with no plans for it to be brough back into legislation. 

    As of August 2024, the National Human Rights Institution had registered 19 complaints for human trafficking. During a visit to border regions, the Institute was able to verify the low number of resources of the police units destined to combat trafficking in persons.  The Institute had established the duty of the executive branch to develop and implement a public policy to combat trafficking in persons.  It should also continuously and systematically monitor and evaluate the implementation of new legislation through data collection and analysis and research on internal and cross-border trafficking. 

    ANUAR QUESILLE VERA, Children’s Rights Ombudsperson of Chile, underscored that sexual violence against children and adolescents continued to be one of the most urgent and complex challenges facing the country.  Despite efforts and progress in other areas, the data showed that girls and adolescents continued to be the main victims of this problem.  Between January and June 2024, the Public Prosecutor’s Office of Chile reported a total of 25,352 victims entered into its registries for sexual crimes, of which 59.40 per cent were females under 18.  The State addressed sexual exploitation in a disconnected way, with gaps in areas of prevention, criminal prosecution, punishment and reparation for victims.  It was alarming that, despite the growing incidence of this phenomenon, the State had not prioritised this problem in a systemic manner, which reflected in the limitations faced by the different services and institutions.

    The fate of children in the care of the State was concerning.  There were also new challenges in relation to the security of digital environments. Online platforms and digital spaces had become fertile grounds for the perpetration of sexual violence and abuse. Comprehensive regulation that protected children and adolescents in these spaces was essential.  In view of these challenges, since the beginning of 2024, the Children’s Ombudsman’s Office had urged the Government to adhere to the Council of Europe’s Lanzarote Convention, which was seen as a key tool to protect children and adolescents against sexual exploitation and abuse. Unfortunately, no significant progress had been reported in this regard. 

    In terms of sexual and reproductive rights, the limited perspective on the progressive autonomy, ownership of rights, and agency of girls and adolescents continued to affect their access to the benefits of the law on abortion.    Adolescents were mostly seeking abortion due to being raped.  The Committee was called on to prioritise legislative strengthening and intersectoral coordination of State institutions, with a focus on increasing resources and adequate training to respond effectively to the challenges posed.

    Responses by the National Human Rights Institution of Chile and the Children’s Rights Ombudsman of Chile

    In response, JUAN ENRIQUE PI, International Adviser, said the Anti-Discrimination Act did not reform the Constitution; the Constitution of 1980 still prevailed.  There seemed to be no movement to further prohibit discrimination. In 2020, there had been an attempt to bring about an act on comprehensive education, to prevent sexual violence against girls and boys.  However, this bill was rejected by a majority and had been shelved.  There was currently no bill in Chile to address sex education in schools.  There was no initiative under discussion. 

    ANUAR QUESILLE VERA, Children’s Rights Ombudsperson of Chile, said Chile had raised the age of marriage to 18.  However, one of the key problems being faced by the country had to do with informal unions in rural areas.  It was difficult to obtain figures on these. 

    JAVIERA SCHWEITZER GONZÁLEZ, International Affairs Coordinator, said when it came to the law on abortion, there was an information gap.  Almost 99 per cent of cases of young girls and adolescents undergoing abortion did have some support.  When it came to conscientious objection, this was of particular concern.  There was no protocol providing for a lack of equipment and there were no available teams. Civil society said the law enforced did not cover training and guidelines and the rights which should protect medical teams.  Furthermore, in the case of rape, few people went to health centres because of revictimisation.  Some headway had been made in comprehensive sex education, however, there were restrictions in terms of its effective implementation.  There had been a drop in the number of teenage pregnancies, but this was due to a use of contraceptives and not comprehensive sexual education. Teenagers had also identified a gap in comprehensive sexual education.

    On 10 October 2024, ICC Prosecutor Karim A.A. Khan KC was honoured to provide the keynote address at the “Nuremberg Forum 2024 – For Every Child: Protecting Children’s Rights in Armed Conflict”.

    In his speech, he outlined a renewed approach by the Office of the Prosecutor to crimes against and affecting children. If heard and seen, children can be powerful partners in delivering justice for international crimes.

  • MIL-OSI Australia: Serious crash at Lower Light

    Police are investigating a serious crash at Lower Light earlier this morning.

    Just before 2.30am on Tuesday 15 October, police and emergency services were called to the intersection of Port Wakefield Highway and Richardson Road at Lower Light after reports a truck collided with a pedestrian.

    The pedestrian, a 29-year-old woman from Osborne, was taken to hospital where she is being treated for critical injuries.

    The driver of the truck, a 38-year-old man from Unley Park, was uninjured and was taken to hospital for mandatory testing.  The man is assisting police with their investigation.

    Port Wakefield Highway is currently closed for southbound traffic from Richardson Road and diversions are in place. Motorists are asked to avoid the area.

  • MIL-OSI USA News: Statement by President Joe  Biden Marking One Year Since the Killing of Wadee  Alfayoumi

    On October 14th, one year ago today, six-year-old Wadee Alfayoumi, a bright and cheerful American Muslim boy of Palestinian descent, was brutally killed in his family’s home in Plainfield, Illinois. The attacker also repeatedly stabbed and seriously wounded Wadee’s mother, Hanan Shaheen, resulting in murder, attempted murder, and hate crime charges in Illinois. After this heinous attack, Jill and I spoke with their family, as did Vice President Harris. We joined Americans from across the country in expressing our horror and offering our condolences and prayers.

    One year later, we continue to think about them. We are grateful for Hanan’s recovery and her powerful voice for peace. But we know the hole in their heart that remains without their beloved son. Days like this are hard because it brings it all back. We keep them in our hearts.

    On this day, let us all take steps that honor Wadee’s memory and reaffirm together that there is no place for hate in America, including hatred of Palestinians, Arabs, and Muslims. We can all reject hatred and expose misinformation and disinformation that is cynically aimed at turning us against one another. We can all reach across divides of background and belief to create greater understanding and unity in our country. No one in this country should be subjected to violence or hateful and dehumanizing rhetoric simply because of who they are. No one of any background in this country should be made to feel unsafe in America.  

    Today, we also reaffirm our commitment to mobilize government to counter hate in all its forms. In May 2021, I signed into law the COVID-19 Hate Crimes Act, which includes the Khalid Jabara and Heather Heyer NO HATE Act, to enhance hate crime data collection and provide community-centered solutions to assist hate crime victims and their communities. The Federal Bureau of Investigation has elevated hate crimes and criminal civil rights violations to its highest-level national threat priority, which has increased the resources for hate crimes prevention and investigations and made hate crimes a focus for all of the Bureau’s field offices. My Administration will continue to spare no effort in countering hate in all its forms.

    Together, we must work to end acts of senseless violence and stand united in support of all of our fellow Americans, no matter their race, ethnicity, or creed. May we summon the courage and the strength to do so.

  • MIL-OSI USA News: FACT SHEET: Biden-⁠ Harris Administration Takes New Actions to Counter Islamophobia and Anti-Arab  Hate

    Over the past year, the Biden-Harris Administration has continued to take action to fight hatred and violence against Muslim and Arab communities. Members of these communities, including Palestinian Americans, have been murdered or wounded in hate-fueled attacks; shot and subjected to other assaults as they simply walked down streets; bullied at schools, including by having their religious head coverings ripped off; and denied jobs, harassed, or demoted at work merely because of their faith or ethnicity.

    President Biden and Vice President Harris are leading efforts to bring about much-needed change and have repeatedly condemned such violence, discrimination, and bias. These efforts are part of a larger Administration initiative to counter hate in all its forms, to keep every community safe, to promote equal justice, and to afford all Americans a fair shot at success. For generations, Muslim and Arab Americans have contributed to the enrichment and prosperity of our nation through their public, military, and community service, in addition to many other invaluable contributions. And like all Americans, they are entitled to the promise and opportunities of our great nation.

    Today, the Biden-Harris Administration is highlighting some actions taken as part of its forthcoming National Strategy to Counter Islamophobia and Hatred Against Arabs in the United States, including important steps to address daily concerns regarding safety and discrimination, as well as issues related to travel. The Administration will continue to lead a whole-of-government and a whole-of society effort to counter hate.

    Completed executive branch actions that are part of the forthcoming Strategy include:

    Improving Safety and Security

    • The Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI) and the National Counterterrorism Center (NCTC) have completed an unclassified assessment on violent threats facing Muslim and Arab communities in the United States. The assessment will be published this week, and is the first of what will be an annual assessment by these agencies regarding threats facing these communities.
    • Since 2021, DOJ has awarded over $100 million in grants to law enforcement and prosecution agencies, community-based organizations, and civil rights groups to address hate crimes through outreach, investigations, prosecutions, community awareness and preparedness, reporting, hotlines, and victim services. This figure includes nearly $30 million in grants announced last month.
    • DOJ continues to support law enforcement agencies’ transition to the National Incident-Based Reporting System (NIBRS). Beginning in January 2021, NIBRS became the national standard for law enforcement crime data reporting in the United States and the transition to NIBRS represented a significant improvement in how reported crime is measured and estimated by the federal government. Since 2015, DOJ’s Bureau of Justice Assistance and the FBI have provided more than $150 million to law enforcement agencies and state Uniform Crime Programs to support their transitions to NIBRS.
    • The DOJ Civil Rights Division continues to prosecute Islamophobic and other hate crimes, including hate crimes directed at students on campus. Last week, a New Jersey man pleaded guilty to a federal hate crime for breaking into the Center for Islamic Life at Rutgers University in New Brunswick, New Jersey, during the Eid-al-Fitr holiday and damaging and destroying religious artifacts because of the Islamic faith of those associated with the facility.
    • DOJ’s United Against Hate initiative, led by all 94 United States Attorneys’ Offices (USAOs), combats unlawful acts of hate by teaching community members how to identify, report, and help prevent hate crimes and by building trust between law enforcement and communities. To date, at least 45 USAOs have engaged directly with Muslim communities.
    • Attorney General Garand directed the Federal Bureau of Investigation (FBI) and all 94 USAOs across the country to work with local law enforcement and community leaders to protect communities from hate-fueled violence in the last year and recently reaffirmed DOJ’s commitment to combat the disturbing rise in the volume and frequency of threats against Muslim, Arab, and Palestinian as well as Jewish communities here in the United States. DOJ created a webpage aimed at raising awareness of resources for addressing these threats, and it will continue to publicize its efforts.
    • During the September 2024 Protecting Places of Worship Week of Action, the DHS Center for Faith-Based and Neighborhood Partnerships and White House Office of Faith-Based and Neighborhood Partnerships hosted workshops to encourage partnerships to take collective action against hate-based violence, including Islamophobic violence and hate crimes against Arabs. This emphasis included promotion of a guide to applying for Nonprofit Security Grant Program funding.
    • DHS has announced that it will distribute $210 million in Nonprofit Security Grant Program funds as the second tranche of additional funding the Biden-Harris Administration secured to protect faith-based institutions and nonprofit organizations against targeted attacks. This funding opportunity will be made available in late October.

    Tackling Discrimination and Bias

    • The U.S. Office of Personnel Management has published the Workplace Rights Federal Toolkit, a compilation of resources for employees of the federal government regarding their workplace rights, including information about their rights to nondiscrimination and religious accommodation.
    • The Department of Labor sent a letter to American Job Centers and other public workforce entities reminding them about their legal obligations to enforce prohibitions on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics — including Islamophobia, Antisemitism, and related forms of discrimination – in federally funded activities and programs. The letter also included a fact sheet with examples of these forms of discrimination in the workforce development system.
    • DOJ issued a fact sheet titled Confronting Discrimination Based on Religion in Schools: A Resource for Students and Families, which discusses scenarios involving students’ rights to pray and wear religious attire in schools.
    • ED’s Office for Civil Rights (OCR) issued a Fact Sheet on Harassment based on Race, Color, or National Origin on School Campuses, reminding schools of their federal civil rights obligations under Title VI of the Civil Rights Act of 1964 (Title VI) to take prompt and effective action to respond to harassment that creates a hostile environment. ED OCR continues to investigate and resolve claims of shared ancestry discrimination under Title VI at schools. For example, ED OCR recently entered into a resolution agreement with the Ann Arbor Public Schools in Michigan to address concerns about a hostile environment for students based on shared Muslim/Arab Palestinian ancestry.
    • The Department of Housing and Urban Development (HUD) issued a letter to the over 200 federally-funded Fair Housing Initiatives Programs and Fair Housing Assistance Programs on how to identify and counter Islamophobia, Antisemitism, and related forms of bias and discrimination in housing. Also, HUD created a webpage on protections against housing discrimination on the basis of religion, shared ancestry, or ethnic characteristics, which include the Fair Housing Act of 1968 and Title VI of the Civil Rights Act of 1964.
    • The Department of Transportation (DOT) provided a number of resources related to travelers’ rights and opportunities to file a complaint when there may be an instance of discrimination by airlines or recipients of federal funding, including discrimination on the basis of religion or national origin. The Passengers’ Right to Fly Free from Discrimination is a guide designed to explain DOT’s role in protecting aviation passengers from unlawful discrimination. Similarly, the Guidance for Airline Personnel on Non-discrimination in Air Travel assists airline personnel in understanding their legal obligations not to discriminate against passengers. For example, this guidance notes that it is impermissible to remove a passenger from a flight simply because he is holding a book that appears to be a Quran.
    • DOJ sent a letter to state, county, and municipal officials reminding them of the obligation of public officials to comply with the land use provisions of the Religious Land Use and Institutionalized Persons Act (RLUIPA) and to inform them about documents issued by DOJ that may be of assistance to them in applying this federal civil rights law. RLUIPA is a federal law that protects people and religious institutions from discriminatory and overly burdensome land use regulations. For example, DOJ recently filed a complaint and consent decree in United States v. Hendricks County, settling allegations that Hendricks County violated RLUIPA and the Fair Housing Act by twice unlawfully denying zoning approval to an Islamic educational organization that sought to develop a religious seminary, school, and housing on land in Hendricks County.
    • Some Americans, including many Muslims and Arabs, have documented how financial institutions use de-risking, a practice to terminate or restrict business relationships indiscriminately with broad categories of clients rather than analyzing and managing the risks of clients in a targeted manner. To help address de-risking, the U.S. Treasury Department has published its National De-Risking Strategy. The Treasury Department also has issued a proposed rule to improve the effectiveness of how banks manage potential risks associated with anti-money laundering and counter-financing of terrorism in a risk-based manner, while avoiding one-size-fits-all approaches that can lead to financial institutions declining to provide financial services to entire categories of customers.

    Addressing Issues Related to Travel

    • On January 20, 2021, President Biden rescinded the previous administration’s discriminatory Muslim Ban, which included many Arab countries and was inconsistent with our nation’s foundation of religious freedom for all. At President Biden’s direction, the U.S. Department of State conducted a review of visa applications and has taken various corrective actions to process applications that were impacted by the prior travel ban, including reconsidering previously denied applications and implementing a one-time fee credit for certain applicants.

  • MIL-OSI Australia: Pennington shop deliberately damaged

    Detectives are investigating after damage was caused to a gift shop and then deliberately set alight.

    Just before 5am on Tuesday 15 October, a member of the public reported a shop on fire on Addison Road at Pennington.

    MFS crews attended and extinguished the flames believed to be caused by accelerant used on a mattress at the front of the business premises.

    It appears that a vehicle may have been driven into the front of the shop prior to the building being set alight, causing significant damage to the building structure.

    Crime Scene officers will be attending to examine the scene this morning.

  • MIL-OSI Australia: Arrest – Death – Lajamanu

    Northern Territory Police are investigating an alleged domestic violence stabbing death that occurred yesterday in Lajamanu.

    Around 6:20pm, police received a report of a seriously injured 42-year-old woman at the local clinic with a large crowd gathered. Police attended the location and the woman was declared deceased a short time later.

    It is believed she was stabbed with an edged weapon.

    The 46-year-old male partner of the woman was arrested nearby after being allegedly assaulted by unknown community members. He suffered non-life-threatening injuries and remains in custody.

    Two crime scenes have been declared, and Major Crime detectives have taken over the investigation.

    The 46-year-old is expected to be charged in relation to the death later this evening.
