  • MIL-OSI Security: FBI San Francisco Releases Local Data from 2023 Cryptocurrency Fraud Report

    With Cybersecurity Awareness Month in full swing, the FBI urges the public to stay vigilant

    The FBI’s 2023 Cryptocurrency Fraud Report reveals that California experienced the highest cryptocurrency-related losses in the nation, totaling $1.15 billion. Within the FBI San Francisco Field Office’s territory, losses amounted to $260,313,902, with 1,226 victims across 15 counties, including Alameda, San Francisco, and Santa Clara. Nationally, the FBI’s Internet Crime Complaint Center received more than 69,000 complaints from the public regarding cyber-enabled crime and financial fraud involving the use of cryptocurrency, with over $5.6 billion in reported losses.

    Criminal actors exploit cryptocurrencies for all schemes, to include tech support, confidence and romance, investment and government impersonation scams. Investment fraud was the most reported cryptocurrency scheme in 2023, and also saw the most reported losses, with about $3.9 billion lost.

    “Cryptocurrency’s rapid adoption has made it a prime target for fraudsters,” said Special Agent in Charge Robert Tripp. “We urge the public to stay vigilant and to report any suspected fraud to the FBI through the Internet Crime Complaint Center at ic3.gov.”

    FBI San Francisco encourages the public to submit reports of fraud, or suspected fraud, through ic3.gov, even if a financial loss did not occur.

    Below are some tips to protect yourself from cryptocurrency schemes:

    • Criminals will seek to instill a sense of urgency and isolation.
    • When receiving an unsolicited call by an unknown caller claiming to work for a well-known company or government agency, hang up, independently research the company or agency’s publicly published phone number and call it to confirm authenticity of the original call.
    • No legitimate law enforcement or government official will call to demand payment via a cryptocurrency kiosk.
    • Never give personally identifying information to anyone without verifying the person is who they say they are.
    • Verify the validity of any investment opportunity strangers or long-lost contacts offer on social media websites. If you have never met an individual in real life, be very cautious of accepting investment advice or opportunities.
    • Be on the lookout for domain or website names that impersonate legitimate financial institutions, especially cryptocurrency exchanges.
    • Fraudulent businesses often use website addresses that mimic real financial institutions, but are often slightly different, to convince people the fraudulent website is legitimate.
    • Do not download or use suspicious-looking apps as a tool for investing unless you can verify the legitimacy of the app.
    • If an investment opportunity sounds too good to be true, it likely is. Be cautious of get-rich-quick schemes.

This was the second event with an integrated Onshore and Offshore focus, and it was held at NBP Green Heights in Mumbai. 

    The event witnessed active participation from over 280 attendees of different companies, including 130 online participants from offshore and onshore E&P installations in the Indian subcontinent. Attendees included leaders and key executives from ONGC, drilling companies, and other organizations, demonstrating a shared commitment to safety in drilling operations across the region.

    The safety moment by the HSE Manager of Greatship emphasized the role of human factors in incidents and highlighted the importance of compliance with safety management systems and procedures in the workplace.

    DOIRC Chairman Shri VV Prasad expressed his gratitude to IADC SCAC Chairman & Director (T&FS) ONGC Shri OP Singh for his continuous guidance and support in establishing DOIRC as a structured platform for engagement and collaboration on safety issues in the Indian Drilling Industry. He emphasized that the goal of zero incidents is achievable when safety becomes a shared responsibility.

    In his inaugural address, Sh. O.P. Singh appreciated the continuous efforts made by IADC in collaboration with ONGC to create a safe culture and a safe work environment. A more efficient work environment can be achieved by integrating the guiding principles of the Five M’s – Men, Machine, Material, Method, and Management. He emphasized that digitalization plays a pivotal role in the transformation to latest technologies. The industry needs to support a digital safety culture, enhancing its safety protocols and being prepared for future challenges.    

    The Head of HSE ONGC Mumbai presented an action taken report on previous DOIRC recommendations, their compliance status along with initiatives taken, milestones achieved, and HSE statistics for Quarter-1 of FY 2024-25. Eight incidents from the last quarter were presented by respective rig managers, sharing their root cause analysis learnings from these incidents and corrective actions implemented.

    In his concluding address, Chief of HSE at ONGC advised that the learnings from the incidents discussed at DOIRC should be effectively communicated and implemented across all ONGC installations.

    Mr. Narendra Jindal, Vice chairman of IADC SCA Chapter & Country – Head of Operations at Shelf Drilling, offered the closing remarks and vote of thanks.

    Salem, OR – Today, Congresswoman Andrea Salinas (OR-06) announced new legislative actions she is taking to address the fentanyl and addiction crisis in Oregon. Rep. Salinas was joined by local law enforcement, county officials, and patient advocates for the announcement, which follows her successful post-Measure 110 listening tour earlier this year.

    “Throughout my first term, I have been working to stop the flow of fentanyl into our communities and provide law enforcement with the tools they need to keep us safe, while also expanding access to treatment and recovery services. That is why I decided to embark on a “Life After Measure 110” listening tour earlier this year,” said Rep. Salinas. “During that tour, I met with law enforcement, district attorneys, county commissioners, and patient advocates to hear directly from the folks who know best how I – as a Member of Congress – can support their efforts and help them tackle this problem at the federal level. As a result of those conversations, I am proud to announce a series of new actions that I am taking to solve this problem and continue moving Oregon forward.”

    During her announcement, Rep. Salinas outlined policies, letters, and funding efforts that are the product of conversations she had with local officials during her county-by-county listening tour. These actions include:

    • New legislation to increase the size of in-patient facilities that are eligible for Medicaid coverage and provide funding for facilities to subsequently increase their capacity.
    • Additional legislation that Rep. Salinas has cosponsored to help stop the flow of fentanyl and other dangerous drugs into our country and improve our mental and behavioral health infrastructure.
    • Letters to state and federal partners to convey concerns related to the implementation of House Bill 4002, as well as the lack of federal resources for the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA).

    Several local officials and law enforcement officers joined Rep. Salinas for her announcement, expressing gratitude for her listening tour and bipartisan approach to solving the fentanyl and addiction crisis. 

    “I want to thank you for the listening tour, with listening being the key word,” said Marion County Sheriff Nick Hunter. “This is not just one layer that we need to address. This is multiple layers, from the prevention side to the treatment side, but also the vulnerability of our addicted population and truly addressing the enforcement side of trying to get those drugs off our streets. I appreciate the direction you’re taking with this bipartisan approach [of] “we need to do this for our state” – because this is a health crisis, not a law enforcement crisis – and everybody is involved in what that solution or pathway to get better looks like.”

    “I really appreciate the Congresswoman’s visit to our county and getting the perspective of multiple counties. This bottom-up approach to policymaking is going to bear a ton of fruit in communities across the United States,” said Polk County Commissioner Jeremy Gordon.

    In addition to the new actions announced today, Rep. Salinas already supported several other policies prior to her listening tour that would help law enforcement combat and prevent fentanyl from entering our communities. Rep. Salinas voted with Republicans and Democrats to pass the HALT Fentanyl Act, which would increase criminal penalties for fentanyl-related substances and help save lives. She also supports the Smart Border Protection Act, which would deploy additional personnel to our Southern Border and prevent these dangerous drugs from entering the United States. Beyond legislation, Rep. Salinas consistently meets with local law enforcement to discuss how Congress can better support their efforts to get fentanyl under control.

    At the same time, Rep. Salinas has championed bills that would expand access to affordable treatment and supported more funding for school-based and community health centers that often help people who are struggling with substance use disorders. She also recently requested federal funding for the Beaverton Behavioral Health Court, which provides wraparound services to prevent people with substance use disorders from entering the criminal justice system if it can be avoided.

  • MIL-OSI USA: Deluzio Announces Nearly $600,000 to Provide Transitional Housing for Domestic Violence Victims and Survivors in Beaver County

    CENTER TOWNSHIP, PA — Today, Congressman Chris Deluzio announced that a $594,500 federal grant has been awarded to the Women’s Center of Beaver County to support their efforts to provide safe, transitional housing for people experiencing domestic violence. The Women’s Center supports victims and survivors of domestic and sexual violence in Beaver County, providing crisis intervention, emergency shelter, counseling, legal and medical advocacy, and prevention education. This grant comes from the U.S. Department of Justice, as part of the Transitional Housing Assistance Grants for Victims of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program. 

    “Far too many people, especially women, face the horrific consequences of abuse in daily life,” said Congressman Deluzio. “We must make sure that everyone fleeing domestic violence has somewhere safe they can go. I’m glad to see this federal funding come to the Women’s Center of Beaver County to support their important work of caring for the survivors and victims of domestic abuse.”  

    The Women’s Center will use these funds to move survivors of domestic violence, dating violence, sexual assault, or stalking who are homeless or in need of housing assistance to permanent housing. With this funding, the Women’s Center will provide 35 scattered site, private landlord housing residences for 35 survivors and their families. In collaboration with partner Beaver County Rehabilitation Center (BCRC), the Women’s Center will provide a holistic, victim-centered, and multidisciplinary approach. The project will help clients for at least six months, and a maximum length of two years.  

    Services will be specifically tailored to historically underserved communities: communities of color, people with disabilities, older adults, individuals with limited English proficiency, individuals who are Deaf/hearing impaired, and LGBTQ individuals. Support services include rental and utility assistance, case management, safety planning, transportation, career counseling, financial and credit counseling, support groups, individual counseling, job training, education attainment, and housing advocacy. One additional staff member will be hired to implement the program, and once people find permanent housing, the program will provide follow-up services to participants for at least 3 months. 

    The Women’s Center of Beaver County is the only comprehensive domestic violence and sexual assault resource center in Beaver County. The organization’s mission is to promote cultural change and end violence through supporting and sheltering victims and survivors of abuse, as well as advocacy and education.

  • MIL-OSI Security: Eight Charged in $68M Social Adult Day Care and Home Health Care Scheme

    An indictment was unsealed today in Brooklyn, New York, charging eight defendants for their alleged roles in a scheme to defraud Medicaid of approximately $68 million through the operation of two social adult day cares and a home health care financial intermediary that were paying kickbacks and bribes for services that were not provided.

    According to court documents, Zakia Khan, 53, of Brooklyn, and Ahsan Ijaz, 27, of Brooklyn, owned two social adult day cares, Happy Family Social Adult Day Care Center Inc. (Happy Family) and Family Social Adult Day Care Center Inc. (Family Social), and a financial intermediary, Responsible Care Staffing Inc. (Responsible Care), for the New York Medicaid Consumer Directed Personal Assistance Services Program (CDPAP), which permits family members of Medicaid recipients to receive payment for assisting Medicaid recipients with activities of daily living. Beginning in approximately October 2017, in exchange for kickbacks and bribes, marketers Elaine Antao, 45, also known as Aleena, of Brooklyn, Omneah Hamdi, 61, of Brooklyn, and Manal Wasef, 44, of Brooklyn, allegedly referred Medicaid recipients to Happy Family, Family Social, and/or Responsible Care. The marketers in turn allegedly paid kickbacks and bribes to Medicaid recipients for social adult day care and CDPAP services that Happy Family, Family Social, and Responsible Care billed to Medicaid but were not provided or were induced by kickbacks and bribes. Ansir Abassi, 38, also known as Zaib Abassi and Ansir Zaib, of Brooklyn, and Amran Hashmi, 53, of Brooklyn, allegedly managed Happy Family and Family Social and the marketers. To carry out the kickback scheme, Khan, Antao, Ijaz, Abassi, and Hamdi allegedly used business entities to launder the fraud proceeds and generate the cash used to pay kickbacks and bribes. Seema Memon, 30, of Brooklyn, an employee of Happy Family who was previously charged by complaint on July 1, was also indicted.

    “As alleged in the indictment, these defendants orchestrated a years-long scheme to defraud Medicaid of tens of millions of dollars for social adult day care and home care services for seniors that they did not provide,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “The defendants allegedly paid cash bribes and kickbacks to recruiters and Medicaid recipients as part of a scheme to enrich themselves at the expense of vital programs for senior citizens. Today’s charges make clear that the Criminal Division will not tolerate schemes that brazenly steal from federal health care programs.”

    “Social adult day care and home health services are meant to help seniors, but as alleged, the defendants allegedly turned their businesses into a brazen cash grab of millions of dollars from the Medicaid program,” said U.S. Attorney Breon Peace for the Eastern District of New York. “My office is committed to investigating and prosecuting those who plunder taxpayer-funded, federal health care programs dollars while purporting to offer health care services.” 

    “HHS-OIG is committed to working with our law enforcement partners to investigate allegations that bribes and kickbacks are paid with Medicaid monies,” said Special Agent in Charge Naomi Gruchacz of the Department of Health and Human Services Office of Inspector General (HHS-OIG). “Individuals and entities that participate in the federal health care system are required to obey the laws meant to preserve the integrity of program funds and the provision of appropriate, quality services to patients.”

    “The crimes outlined in this indictment took advantage of a network that offers essential health care and other services to those in need,” said Interim Commissioner Thomas G. Donlon of the New York City Police Department (NYPD). “Let it be clear: anyone who attempts to profit by defrauding the system will face consequences, as these schemes drain already limited resources and deprive beneficiaries of crucial funds. I commend our NYPD investigators and federal law enforcement partners for their successful and continued collaboration.”

    “As alleged, the defendants saw nothing beyond the dollar signs associated with their crimes, and in turn defrauded the U.S. government of $68 million in welfare funds meant for one of our country’s most vulnerable populations,” said Special Agent in Charge William S. Walker of Homeland Security Investigations (HSI) New York. “Today’s announcement underscores the HSI New York El Dorado Task Force’s unrelenting focus on dismantling and disrupting financial fraud schemes that exploit the American public and hurt our economy.”

    Khan is charged with conspiracy to commit health care fraud, three counts of health care fraud, conspiracy to defraud the United States and to pay and receive health care kickbacks, paying health care kickbacks, conspiracy to commit money laundering, and money laundering. If convicted, she faces a maximum penalty of 20 years in prison for each count of conspiracy to commit money laundering and money laundering, 10 years in prison for each count of conspiracy to commit health care fraud, health care fraud, and paying health care kickbacks, and five years in prison for conspiracy to defraud the United States and to pay and receive health care kickbacks.

    Abassi, Antao, Hamdi, and Ijaz are charged with conspiracy to commit health care fraud, conspiracy to defraud the United States and to pay and receive health care kickbacks, conspiracy to commit money laundering, and money laundering. If convicted, they face a maximum penalty of 20 years in prison for each count of conspiracy to commit money laundering and money laundering, 10 years in prison for conspiracy to commit health care fraud, and five years in prison for conspiracy to defraud the United States and to pay and receive health care kickbacks.

    Hashmi is charged with conspiracy to commit health care fraud, three counts of health care fraud, conspiracy to defraud the United States and to pay and receive health care kickbacks, and paying health care kickbacks. If convicted, he faces a maximum penalty of 10 years in prison for each count of conspiracy to commit health care fraud, health care fraud, and paying health care kickbacks, and five years in prison for conspiracy to defraud the United States and to pay and receive health care kickbacks.

    Memon is charged with conspiracy to commit health care fraud, conspiracy to defraud the United States and to pay and receive health care kickbacks, and paying health care kickbacks. If convicted, she faces a maximum penalty of 10 years in prison for each count of conspiracy to commit health care fraud and paying health care kickbacks and five years in prison for conspiracy to defraud the United States and to pay and receive health care kickbacks.

    Wasef is charged with conspiracy to commit health care fraud and conspiracy to defraud the United States and to pay and receive health care kickbacks. If convicted, she faces a maximum penalty of 10 years in prison for conspiracy to commit health care fraud and five years in prison for conspiracy to defraud the United States and to pay and receive health care kickbacks.

    HHS-OIG, NYPD, and HSI are investigating the case.

    Trial Attorney Patrick J. Campbell of the Criminal Division’s Fraud Section is prosecuting the case. Assistant U.S. Attorney Tanisha R. Payne for the Eastern District of New York is assisting with forfeiture matters.

    The Fraud Section leads the Criminal Division’s efforts to combat health care fraud through the Health Care Fraud Strike Force Program. Since March 2007, this program, currently comprised of nine strike forces operating in 27 federal districts, has charged more than 5,400 defendants who collectively have billed federal health care programs and private insurers more than $27 billion. In addition, the Centers for Medicare & Medicaid Services, working in conjunction with HHS-OIG, are taking steps to hold providers accountable for their involvement in health care fraud schemes.     The Biden-Harris Administration continues to both make urgent and life-saving preparations for Hurricane Milton and carry out response and recovery efforts for communities impacted by Hurricane Helene.
    Today, President Biden and Vice President Harris received a briefing from members of their Administration about updates on the latest forecast for Hurricane Milton, expected impacts for the State of Florida, and the robust pre-landfall preparations underway. They also received an update on the ongoing response to the impacts of Hurricane Helene across the Southeast and Appalachia. President Biden will address the Nation tonight regarding Hurricane Milton.
    President Biden has spoken to Florida Governor Ron DeSantis, Tampa Mayor Jane Castor, Clearwater Mayor Bruce Rector, and Pinellas County Chairwoman Kathleen Peters to get firsthand reports on recovery efforts for Hurricane Helene and to discuss preparations for Hurricane Milton. The President told each of the officials to call him directly if they need additional assistance on response and recovery efforts.
    More than 8,000 Federal personnel are on the ground across the Southeast, including in Florida, to continue Hurricane Helene recovery efforts and respond to the impacts of Hurricane Milton.
    At the direction of President Biden, FEMA Administrator Deanne Criswell will travel to Florida tonight to join the personnel on the ground and ensure every Floridian gets the help they need when this storm passes.
    Additional updates on our efforts for Hurricanes Milton and Helene include:
    Hurricane Milton Pre-Landfall Preparations
    Pre-Landfall Outreach and Emergency Declarations
    President Biden granted pre-landfall emergency declarations for the State of Florida and the Seminole Tribe of Florida for Hurricane Milton, enabling FEMA to provide direct assistance to the state, local and Tribal response, preposition supplies and response assets and mobilize hundreds of personnel in the state, many of whom were already in place supporting the Hurricane Helene response.
    The White House has been in contact with more than 60 Florida officials from all 51 counties that fall under the pre-landfall Emergency Declaration approved by President Biden. We remain in close communication with officials in the 16 cities and counties that will likely be in the direct path of the storm.
    Surging Resources and Personnel to Florida
    FEMA has over 1,000 responders on the ground in Florida supporting Hurricane Milton preparations and recovery efforts from previous disasters. There are over 1,400 search and rescue personnel pre-staged to support Hurricane Milton response efforts.
    The U.S. Coast Guard has 1,300 personnel stationed in Florida ready to immediately assist with life-saving and life sustaining search and rescue operations throughout the State. The Coast Guard also has personnel ready who will work directly with the U.S. Army Corps of engineers to assess and open the critical lifeline of the Port of Tampa as quickly as possible to ensure necessary supplies and fuel can start to flow into the impacted areas again.
    The State of Florida has activated over 6,000 members of the National Guard and expects to bring on an additional 3,000 National Guard members from Florida and other States to support State response activities.
    The Federal government has pre-positioned resources to support local and state response efforts ahead of Hurricane Milton. FEMA pre-staged seven FEMA Incident Management Assistance Teams, eight federal Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, 10 HealthCare System Assessment Teams, two U.S Army Corps of Engineers temporary power teams, debris experts, Environmental Protection Agency wastewater experts, over 500 ambulances, 20 helicopters prepared to support media requirements following landfall, and 60 High Water Vehicles with ladders from the Department of Defense.
    Additionally, FEMA has five incident staging bases with commodities including food and water. Right now, FEMA has 20 million meals and 40 million liters of water ready to deploy to address ongoing Helene and Milton response efforts with capacity to expand as needed.
    The Department of Defense is ready to support air search-and-rescue efforts, support urban search-and-rescue teams, provide helicopters to move personnel and equipment, and provide high water vehicles. The U.S. Army Corps of Engineers is staged across the area of impact and is prepared to support debris management, assessments of infrastructure and water/wastewater facilities, temporary power installations, and flood/water mitigation efforts.
    Additional Efforts to Support Pre-Landfall Preparations and Protect Communities
    The National Oceanic and Atmospheric Administration (NOAA) is leveraging state-of-the-art technology to keep communities safe throughout the southeast. NOAA’s fleet of “Hurricane Hunter” aircraft gather vital data to help improve track and intensity forecasts, supporting the 24-7 work of the National Weather Service (NWS). NWS provides the real-time, accurate information that assists local meteorologists and emergency operations leaders protect their communities and combat weather misinformation. Additionally, data from reconnaissance planes and drones used to survey damage following Hurricane Helene’s landfall will help us better prepare for post-Milton recovery operations.
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department has been coordinating continuously with energy sector partners on both the ongoing Hurricane Helene response and potential impacts from Hurricane Milton.
    The Department of Housing and Urban Development (HUD) has notified local public housing authorities and owners of its assisted multifamily and heath care properties within the State of Florida to immediately implement all appropriate safety protocols for residents and workers. HUD is committed to ensuring that residents of its assisted homes and properties receive critical information that can save lives during extreme weather events. HUD is also conducting outreach and communications on the programmatic flexibilities and waivers that can be utilized to assist communities and survivors. Additionally, HUD is working with communities, shelter operators and homelessness services providers to prepare and support them—in collaboration with FEMA and disaster assistance organizations such as the Red Cross—as they provide life-saving assistance before and after the storm.
    The Department of Health and Human Services’ Administration for Strategic Preparedness and Response (ASPR) is assessing potential critical supply chain disruptions following Hurricane Helene’s impact on the IV solution supply chain. ASPR is coordinating with B Braun, an IV solution manufacturer with a facility in Daytona Beach, Florida, to move their product out of the path of the storm and facilitate other activities that will mitigate potential impacts on future distribution. ASPR and HHS partners are committed to continue working with public and private partners to support the supply chain as facilities address return to full operational capacity. ASPR is encouraging manufacturers, wholesalers, and distributors to evaluate product allocation and healthcare providers to implement product conservation strategies to maximize available supply. ASPR is in communication with stakeholders to reduce disruption and facilitate product allocation.
    Protecting Impacts to Power and Travel Infrastructure
    The Department of Transportation is deploying a Federal Aviation Administration (FAA) Air Traffic Field Incident Response team to Florida and pre-staging operations in Jacksonville to support any impacted towers and airports. The team will work with the State and local authorities and the Department of Defense within the established Emergency Operations Center. The Department of Transportation is also deploying the FAA Communication Support Team (CST), which plays a critical role in restoring communications at impacted air traffic management facilities. Specifically, the CST will set up Starlink and Mobile Phone Bonding kits, which increase signal stability and data throughout the region. The FAA Air Traffic Organization Technical Operations Team is on-site and leading the restoration efforts for communications at air traffic facilities. The FAA is placing aircraft on standby to transport personnel from various agencies, mobilize resources, and support damage assessments to infrastructure.
    The FAA granted permission to the utility Florida Power & Light to use large Teros drones to assist with damage assessments and power restoration after Milton passes. These 1,800-pound drones can fly in harsh conditions and operate in winds up to 70 mph before crewed aircraft are able to fly.
    The Department of Transportation’s Federal Highway Administration is coordinating with the Florida Department of Transportation (FDOT) and is prepared to rapidly process Emergency Relief (ER) funding requests from FDOT. The ER program helps pay for long-term, permanent repairs, and other immediate emergency repairs, such as protecting remaining facilities and restoring essential traffic. It reimburses State, local, federal, Tribal, and territorial governments for eligible expenses associated with damage from natural disasters or other emergency situations based on their requests.
    Hurricane Helene Response and Recovery
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting temporary emergency power installations, infrastructure assessments, and debris management oversight.
    Mobilizing Financial Assistance and Surging Additional Personnel and Resources
    Over $344 million in assistance has been provided to Hurricane Helene survivors. President Biden approved a 100 percent Federal cost-share for Florida, Georgia, North Carolina, South Carolina and Tennessee to assist in those States’ response efforts. In North Carolina alone, FEMA has approved over $60 million in aid for more than 51,000 households.
    FEMA personnel and other Federal partners, including FEMA’s Surge Capacity Force, remain on the ground supporting impacted communities, with over 17.2 million meals and 13.9 million liters of water delivered and ensuring information is accessible, including resources in preferred languages and ASL.
    Over the course of the last two weeks, 1,000 Urban Search and Rescue personnel have assisted over 3,200 survivors. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods in all Helene-affected States helping survivors apply for assistance and connecting them with additional State, local, Federal and voluntary agency resources.
    Supporting Infrastructure Recovery
    The U.S. Department of Transportation’s Federal Highway Administration announced over $130 million in Quick Release Emergency Relief funding to support North Carolina, South Carolina, and Tennessee. The funding represents a down payment to address the immediate needs to restore vital transportation systems in these states. Additional funding will flow to affected communities from the Emergency Relief program.
    The Federal Aviation Administration (FAA) worked with partners to ensure the national airspace returned to steady state operations and all airports across impacted states reopened. The FAA’s Security and Hazardous Materials Safety Communication Support Team was deployed to restore communications to impacted airports, including delivering satellite communications kits to the Asheville Regional Airport in North Carolina and ongoing work at Valdosta Regional Airport in Georgia. The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported FEMA with two aircrafts to conduct flyover assessments and transport emergency personnel and gear, such as satellite communications kits.
    Additionally, the Federal Motor Carrier Safety Administration issued Regional Emergency Declarations for Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. This Declaration affords emergency regulatory relief from Federal Motor Carrier Safety regulations, including maximum driving time for property- and passenger-carrying vehicles from the date of declaration. This allows truck drivers to get essential supplies to affected areas. The FMCSA Regional Declaration eliminates the need for each individual state to request a 14-day extension and allows FMCSA the ability to manage one declaration that includes all eight states and does not expire until October 27.
    NOAA continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. NOAA is currently repositioning to support Florida and the impacts of Hurricane Milton. NOAA’s aerial imagery captures damage to coastal areas caused by a storm and aids safe navigation. Aerial imagery is a crucial tool to determine the extent of the damage from flooding, and to compare baseline coastal areas to assess the damage to major ports and waterways, coastlines, critical infrastructure, and coastal communities. This imagery not only supports FEMA and the broader response community, but the public at large.
    Supporting Students and Student Loan Borrowers
    The U.S. Department of Education is lifting up a series of resources for students, families, and borrowers impacted by these hurricanes. These resources include guidance, in person support, technical assistance, and peer-to-peer connections for state and local leaders; resources for recovery needs such as mental health support for students and educators; flexibilities to help institutions of higher education continue to manage the Federal financial aid programs; and automatically enrolling affected borrowers with missed payments into a natural disaster forbearance. Thanks to regulations issued by the Biden-Harris Administration, this forbearance will count toward Public Service Loan Forgiveness (PSLF) and income-driven repayment forgiveness.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The Department of Housing and Urban Development is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. The moratorium and extension are effective as of the President’s disaster declaration date in each state. When homes are destroyed or damaged to an extent that reconstruction or complete replacement is necessary, HUD’s Section 203(h) program provides FHA insurance to disaster victims. Borrowers from participating FHA approved lenders are eligible for 100 percent financing including closing costs. HUD’s Section 203(k) loan program enables individuals to finance the purchase or refinance of a house, along with its repair, through a single mortgage. Homeowners can also finance the rehabilitation of their existing homes if damaged. FHA is coordinating and collaborating with the Federal Housing Finance Agency, Department of Veterans Affairs and the Department of Agriculture to ensure consistent messaging and policies for single family loans regarding foreclosure moratoriums and repayment/arrearage agreements. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene, including the entire states of Alabama, Georgia, North Carolina and South Carolina and parts of Florida, Tennessee and Virginia. Taxpayers in these areas now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments. In addition, the Internal Revenue Service is providing more than 1,000 employees to help with FEMA disaster relief call lines and intake initial information to help disaster victims get federal relief. IRS Criminal Investigation agents are also on the ground in devastated areas to help with search and rescue efforts and other relief work – including assisting with door-to-door search efforts.
    Protecting Public Health
    The U.S. Department of Health and Human Services activated the Emergency Prescription Assistance Program for North Carolina to aid uninsured residents in replacing prescription medicines or certain medical equipment lost or damaged in Hurricane Helene.
    The U.S. Environmental Protection Agency is working closely with state and local officials to restore drinking water service in North Carolina and across the Southeast as well as provide assistance in debris and hazardous waste clean-up efforts.
    Supporting Workers and Worker Safety
    The U.S. Department of Labor announced initial emergency grant funding to Florida to support disaster-relief jobs and training services to help respond to Hurricane Helene. Additional grant funding for North Carolina is forthcoming. The National Dislocated Worker Grant – supported by the Workforce Innovation and Opportunity Act of 2014 – allows the Florida Department of Commerce to provide people with temporary disaster-relief jobs and the delivery of humanitarian assistance to address immediate, basic needs for those displaced by Hurricane Helene. The funding also enables the state to provide training and services to individuals in the affected communities.
    Working alongside the Department of Labor, the States of Florida, North Carolina, South Carolina, and Tennessee have all announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers from North Carolina and South Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    The Department of Labor is also working alongside on-the-ground personnel providing disaster relief, recovery, and rebuilding to prevent additional workplace disasters. This includes producing a worker safety training resource for resilience workers in Florida who are continuing to clear debris, rebuild infrastructure, and prepare for Hurricane Milton. This also includes activating the Wage and Hours Division Natural Disaster outreach, education and strategic enforcement program to provide employers and workers with the information they need to ensure everyone is paid correctly under the law.

    CARLSBAD, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, took a tour with the Carlsbad Police Department to hear how nearly $1 million he secured for a forthcoming, new Mobile Command Center and operational, upgraded radio and communications equipment will improve response times and emergency coordination to help law enforcement agencies in Eddy County keep New Mexicans safe.

    U.S. Senator Martin Heinrich (D-N.M.) with the Carlsbad Police Department, highlighting planned upgrades to be included in the new Mobile Command Center, and discuss new radio and communications equipment.

    During the visit, Heinrich was briefed by the Carlsbad Police Chief Shane Skinner, Carlsbad Mayor Rick Lopez, and Carlsbad Fire Chief Tony Souza on how investments he secured through his seat on the Appropriations Committee for radio and communications equipment — currently being used by first responders and law enforcement — is keeping New Mexicans safe. Heinrich additionally highlighted funding he secured for a new Mobile Command Center.

    Background:

    Heinrich secured nearly $1 million through the Fiscal Year 2022 Appropriations process for a new Mobile Command Center and new radio and communications equipment to improve response times and emergency coordination to help first responders in Eddy County keep New Mexicans safe. 

    In addition to this investment, Heinrich secured $1 million in the FY24 appropriations bill to purchase new National Integrated Ballistics Information Network (NIBIN) ballistics testing machines for law enforcement agencies to use in Las Cruces, Farmington, Gallup, and Roswell. These machines will help law enforcement agencies quickly and effectively identify, solve, and prosecute crimes involving firearms. 

    Prior to this investment, there were only three NIBIN machines in all of New Mexico: two in Albuquerque and one in Santa Fe. The Roswell NIBIN machine will create a much closer option for law enforcement agencies in southeastern New Mexico. The intelligence gathered by all of the new NIBIN machines will go to the New Mexico Attorney General’s Crime Gun Intelligence Center where dedicated and trained analysts will use the information to trace and network firearms used in crimes across the state. The Center will then be able to feed that information back to law enforcement agencies to improve identification of suspects and support successful prosecutions.

  • MIL-OSI Australia: Suspect arrested after break-in at Gulfview Heights

    One suspect has been arrested following investigations into an incident at Gulfview Heights overnight.

    About 3.45am on Wednesday 9 October, police were called to a home on Nelson Road after reports that a group of armed males forced entry into the property and stabbed two occupants.

    The group left the scene in a vehicle which was last seen turning on Yulinda Terrace.

    A 53-year-old woman and a 17-year-old boy were both taken to hospital with non-life-threatening injuries. A third person was also taken to hospital with minor injuries after being assaulted.

    Following investigations by Operation Meld and Northern District CIB detectives, a 16-year-old boy from Pennington was arrested this afternoon.

    He was charged with aggravated serious criminal trespass and cause serious harm.  He was refused police bail and will appear in the Adelaide Youth Court tomorrow.

    Investigations are continuing.  Police do not believe this to be a random incident.

  • MIL-OSI Australia: Second suspect arrested over Gulfview Heights break-in

    A second suspect has been arrested following investigations into a violent incident at Gulfview Heights in the early hours of Wednesday morning.

    About 3.45am on Wednesday 9 October, police were called to a home on Nelson Road after reports that a group of armed males forced entry into the property and stabbed two occupants.

    A 53-year-old woman and a 17-year-old boy were both taken to hospital with non-life-threatening injuries. A third person was also taken to hospital with minor injuries after being assaulted.

    A 16-year-old boy from Pennington was arrested on Wednesday afternoon and charged with aggravated serious criminal trespass and cause serious harm.  He appeared in the Adelaide Youth Court today.

    Further investigations by Operation Meld and Northern District CIB detectives today resulted in the arrest of a 20-year-old Rosewater man.  He was charged with aggravated serious criminal trespass and cause serious harm.  He was refused police bail and will appear in the Elizabeth Magistrates Court tomorrow, Friday 11 October.

    Investigations are continuing.  Police do not believe this to be a random incident.

  • MIL-OSI Australia: Two youths arrested over Broadview break-in

    Operation Meld is continuing to investigate a break-in at Broadview in July.  Two teenagers have now been arrested.

    Police were called to a home in Beaven Avenue, Broadview after four males wearing balaclavas forced their way inside the address about 11.30pm on Tuesday 23 July.

    The suspects were armed with a firearm and machetes and threatened the four occupants.  There were no reported injuries.

    Following investigations by Operation Meld detectives, a 15-year-old boy from Kilburn was arrested on 30 August and charged with aggravated serious criminal trespass.  He was refused police bail and appeared in the youth court.

    Yesterday, Wednesday 9 October, a second suspect, a 17-year-old boy from Adelaide, was arrested.  He was charged with aggravated serious criminal trespass and firearms offences and appeared in the Adelaide Youth Court today.

    Investigations are continuing to identify and locate the two outstanding suspects.

    Leeds rolled out the red carpet last night as it honoured the local stars of the 2024 Olympics and Paralympics with a civic reception.

    The event was organised to recognise the inspirational achievements of competitors from the city and the rest of West Yorkshire on the global sporting stage in Paris earlier this year.

    Guests at the reception – held in the banqueting suite at Leeds Civic Hall – included athletes Hannah Cockroft, Guillaume Junior Atangana and Donard Ndim Nyamjua, gymnasts Harry Hepworth and Luke Whitehouse and divers Lois Toulson, Jack Laugher, Anthony Harding and Yona Knight-Wisdom.

    They gave the 100-strong invited audience some intriguing insights into their Games experiences during a series of interviews with sports commentator and former international gymnast Lisa Gannon.

    The Lord Mayor of Leeds, Councillor Abigail Marshall Katung, had earlier welcomed attendees to the event, organised by Leeds City Council with support from the West Yorkshire Combined Authority.

    Other speakers included Ed Anderson (HM Lord-Lieutenant of West Yorkshire), Councillor Salma Arif (Leeds City Council’s executive member for adult social care, active lifestyles and culture), Mariana Pexton (interim chief executive of Leeds City Council) and Alison Lowe (West Yorkshire’s Deputy Mayor for Policing and Crime).

    Together they congratulated the assembled Olympians and Paralympians on their achievements and thanked them for further enhancing West Yorkshire’s status as a powerhouse of sporting talent and ambition.

    There was recognition, too, for the crucial part played by coaches, volunteers and other unsung heroes in delivering the kind of world-class performances seen in Paris.

    Stewart Ross, chair of Triathlon Leeds, Dave Murray, director of performance at Leeds Gymnastics Club, and Marc Holdsworth, head coach at City of Leeds Diving Club, were among those sharing the spotlight with the competitors.

    Local competitors have also enjoyed notable recent success at some of the world’s biggest sporting occasions, with Yorkshire famously outperforming countries such as Jamaica, Spain and Brazil with its haul of seven gold, two silver and three bronze medals at the London 2012 Olympics.

    Last night’s event came just over a month after the end of the 2024 competitions in Paris, with the date being picked to fit in as best as possible with the busy diaries of West Yorkshire’s various Olympians and Paralympians.

  • MIL-OSI United Kingdom: Property Developer fined £400K following Council prosecution for breach of planning control | Westminster City Council

    Freehold company HAAB Development Limited and company director Sheikh Behaeddin Adil have pleaded guilty for failing to comply with a planning enforcement notice for a property in the Queen’s Park Estate Conservation Area in the North Paddington area of Westminster.

    At the sentencing hearing at Southwark Crown Court on Tuesday 10th September, HAAB Development Limited and the director of the company, Mr Adil were ordered to pay £415,101.13, for particular criminal conduct under the Proceeds of Crime Act, within three months.

    Westminster City Council sought an inspection of the property in Harrow Road after receiving a complaint about a first-floor extension. In May 2015 Officers from the council’s Planning Enforcement team found that the property was converted from a shop with three residential flats, to a shop with seven inadequately sized studio or one-bed flats. This involved rear extensions to the ground floor and first floor as well as many internal rearrangements.

    The local authority issued an enforcement notice in April 2016 which was required to be complied with by 18th November 2016. The notice required the removal of unauthorised works and internal rearrangements to convert the property back to how it was.

    In January 2020, the requirements of the notice were still not complied with, and Westminster City Council decided it was in the public interest to prosecute the freehold company and its director.

    The enforcement notice was finally complied with in February 2023, with the company and director contesting the prosecution claiming that they were not aware of the central London authority’s concerns about the breach of planning control, despite employing a planning agent to respond to the council’s concerns as early as October 2015.

    Following the sentencing hearing on 10th September 2024, both were required to pay fines of £9,750 each and contributions towards the City Council’s prosecution costs in the sum of £50,000 (£25,000 each) within 3 months. This is in addition to the proceeds of crime order.

    The Council understands that planning enforcement can be challenging due to the time it requires, but we are pleased to have reached a resolution after a lengthy process.

    Planning Enforcement is there to protect and prevent harm to our historic built environment such as the much loved Queens Park Conservation Area.”

  • MIL-OSI Global: Though home to about 50 white extremist groups, Ohio’s social and political landscape is undergoing rapid racial change

    The first time many Americans heard about Springfield, Ohio, came during the September 2024 presidential debate when Donald Trump falsely claimed that Haitian immigrants in the city were eating other residents’ cats and dogs.

    Though shocking, these harmful rumors had been spreading on social media since the beginning of the summer and had gained more notoriety when JD Vance, a U.S. senator from Ohio and Trump’s running mate, made similar statements on X, the social media platform formerly called Twitter.

    But what has gone mostly overlooked is the effect these racist lies have had on energizing Ohio’s nearly 50 white extremist groups.

    Members of the white supremacist group Blood Tribe marched through Springfield on Aug. 10, 2024, with with swastikas on their signs.

    Since then, members of the Ku Klux Klan and the right-wing extremist group Proud Boys have each marched in separate demonstrations through Springfield.

    As scholars of extremism who live in Ohio and work at the University of Dayton, we have seen these events unfold at a time when city officials have received multiple bomb threats targeting local government offices and schools since Trump’s false and racist claims against Haitian immigrants.

    The changing landscape

    In our research, we have found that the rapidly changing social conditions in Ohio have played a significant role in the growth of extremism.

    Between 1990 and 2019, for instance, manufacturing jobs shrank from 21.7% of all employment in the state to 12.5%, a loss of nearly 360,000 jobs. As a result, income disparities between the professional and working classes have widened – as has the heightened sense among some alienated white men that white conservatives are the real victims of bias in a society growing more racially and culturally diverse.

    For many of these alienated men, particularly those in rural areas that lack significant numbers of Black and Hispanic residents, extremist ideologies offer easy answers to complex questions that involve their sense of disenfranchisement.

    In 2020, for example, the population of Springfield was about 60,000. But over the past three years, city officials estimate that the population has grown by about 25%, partly fueled by the arrival of as many as 15,000 Haitian immigrants during that time. Many of them are legally living in the U.S. under a special federal program.

    Similar demographic shifts are occurring throughout the state. Between 2010 and 2022, the percentage of the white population dropped from 81.2% to 77.3%, a loss of about 250,000, putting the state’s white population at about 9.1 million. During the same time, the Hispanic population, for instance, grew from about 357,000 in 2010 to nearly 525,000.

    For some of these white extremists, these population changes will lead to an inevitable race war between white people and nonwhite people. We have found that the attraction of belonging to a group that promises strength, protection and a source of identity can be particularly compelling.

    The Ohio connection

    In recent years, white extremism in Ohio has received attention as a result of the extremist rhetoric of and often violent crimes committed by white men who call the state home. Consider just a few examples:

    Born and raised in Ohio, Andrew Anglin founded the Daily Stormer, a popular neo-Nazi website, in 2016.

    James Alex Fields Jr., a white nationalist from the Toledo area, was sentenced to life in prison in 2019 for the murder of Heather Heyer in Charlottesville, Virginia. Fields was convicted of driving his car into a crowd of counterprotesters during the white nationalist Unite the Right Rally in August 2017.

    Prior to the attack, Fields frequently posted the hashtag #Hitlerwasright on his social media accounts and called for violence against nonwhites and Jews.

    In the summer of 2022, Ohio law enforcement officers shot and killed Ricky Shiffer after the armed Navy veteran fired a nail gun at the FBI field office in Cincinnati. On his social media accounts, Shiffer had called for violence against federal law enforcement officials after the FBI searched Donald Trump’s residence at Mar-a-Lago as part of the federal probe into Trump’s handling of classified documents.

    Tres Genco, a self-described incel – short for “involuntary celibate” – who hated women and believed he was owed sex from them, was from the Cincinnati area and pled guilty in 2022 to plotting a mass shooting of women at Ohio State University. Law enforcement officials in Ohio stopped the planned attack before it happened.

    On April 21, 2023, Christopher Brenner Cook, 20, of Columbus, Ohio, and others were sentenced to nearly eight years in prison for his plan to attack power grids across the U.S. Cook and his accomplices believed that they were starting a race war and used neo-Nazi propaganda and white supremacist ideology to recruit young people to join their group.

    Online recruitment tactics

    Leaders of white supremacist and militia groups often use both traditional outreach and digital platforms to recruit people to their groups. Traditional outreach includes recruitment in conversations, attending events, and sharing books, pamphlets, flyers and posters.

    At the same time, social media has become a critical tool for extremist groups to spread their message, recruit members and organize events.

    These online platforms create echo chambers that reinforce extremist beliefs in debunked conspiracy theories, such as the assumption that the federal government is part of a plot to eliminate the white race.

    In addition to the increased traffic on social media, we have seen a rise of extremist groups in Ohio known as active clubs, where members engage in physical fitness, combat training and emotional support that encourages the development of a warrior mentality in preparation for what followers believe is an inevitable race war.

    Countering extremism in Ohio

    Though the emergence of white extremist groups goes far beyond the borders of Ohio, we have found that community-based, educational initiatives are effective in understanding and ultimately eradicating the root causes of racial and ethnic hatred on the local level.

    In our view, community engagement that emphasizes dialogue and understanding across different racial groups is crucial for demonstrating the dangers of intolerance – and the benefits of diversity.

  • MIL-OSI Security: Teenager jailed for murder in Newham

    A Met detective has called on parents to make sure they are aware of their children’s online purchases after a youth, who murdered a teenager in Newham with a knife bought from a website, was jailed.

    Following a five-week trial at the Old Bailey, a jury found the 17-year-old male, who cannot be named for legal reasons, guilty of the murder of 16-year-old Rahaan Ahmed Amin.

    He was sentenced at the same court on Wednesday, 9 October to life imprisonment, to serve a minimum of 15 years.

    Detective Chief Inspector Kelly Allen, the lead investigator from the Met’s Specialist Crime Command, said: “The defendant’s claim that he acted in self-defence was completely rejected by the jury. Rahaan was murdered in cold blood after the 17-year-old cycled up to him and stabbed him within seconds of arriving, giving him no opportunity to react.

    “This case demonstrates how easy it is for young people to purchase deadly knives online. I would urge all parents to be aware of their child’s online activity and what purchases they are making. It is also important for parents to keep their ID documents secure to ensure they are not misused by their children.”

    The court heard Rahaan was fatally attacked in West Ham Park on 9 July 2023 after the 17-year-old cycled up to him and stabbed him in the chest. Rahaan died in hospital the next day.

    Homicide detectives launched an investigation immediately and a long red knife was found in a tree in the park. Forensic testing recovered the 17-year-old’s fingerprint and Rahaan’s blood.

    A number of eye-witnesses were also spoken to and CCTV was collated to piece together what had happened.

    A photograph was also identified on a Snapchat account linked to the 17-year-old that showed a collection of nine knives lined up on a bed. One of those knives was identical in appearance to the knife found in the tree at West Ham Park – and also identical in appearance to a knife ordered on the internet through an online shop on 12 June 2023.

    Detectives traced the transaction details of that order, along with two similar orders, which had been placed using the name of the father of one of the 17-year-old’s friends. When the police told the man about these transactions, he had no knowledge of them at all. The last of the three orders for knives had a delivery address the same as the 17-year-old’s.

    The 17-year-old was arrested on suspicion of murder two days after Rahaan died in hospital (12 July) and he was charged on 13 July.

  • MIL-OSI USA: Smart New Laser Technology Can Monitor Greenhouse Gases Faster, More Sensitively

    Scientists at the National Institute of Standards and Technology (NIST) have developed a new laser-based technique that could dramatically improve our ability to analyze a variety of materials and gases, including greenhouse gases. This new method, called “free-form dual-comb spectroscopy,” offers a faster, more flexible and more sensitive way to analyze substances in the air and other materials.

    In this specific study, published in Nature Photonics, researchers demonstrated that their laboratory-based system could detect a single gas, in this case the potent greenhouse gas methane, with 22 times higher sensitivity than a traditional dual-comb system. This increased sensitivity could one day help identify small leaks or emissions that might otherwise go unnoticed, potentially aiding in efforts to combat climate change.

    Technological Advancements

    Spectroscopy is a sophisticated technique that allows scientists to identify and measure different materials by observing how they interact with light. Just as a prism separates white light into a rainbow of colors, spectroscopy separates the light coming from or passing through a substance, revealing its unique “fingerprint” and providing valuable information about its properties and composition.

    The NIST researchers have created an improved version of a laser-based measurement technique called dual-comb spectroscopy. Dual-comb spectroscopy is a particularly high-resolution form of spectroscopy that allows many colors of light to be examined at the same time and in fine detail.

    The new laser measurement technique improves on older methods by allowing scientists to control the timing of laser pulses with incredible precision. This precise control lets them focus on the most important parts of a sample’s fingerprint and ignore areas that don’t provide useful information. As a result, the smarter system can detect and measure substances much faster than before.

    This new approach can be used in several ways. For example, scientists can use it to quickly create images showing how the gas is distributed in space. Alternatively, if researchers don’t know exactly what kind of gas is in the area they are investigating, they can use a generic technique called compressive sampling. This is a “smart” method of making measurements, concentrating on areas likely to have important information and taking fewer measurements elsewhere. This strategy makes the whole process 10 to 100 times more efficient than traditional methods.

    Visualizing Gas Plumes

    This technology can create fast, detailed images of a variety of gas clouds. In this study, researchers created real-time images of methane plumes. Methane is a potent greenhouse gas that contributes to climate change, so being able to detect and address these leaks efficiently could one day help protect the environment and improve air quality. By quickly generating images of methane plumes, scientists could quickly identify where gas is escaping.

    Researchers use free-form dual-comb spectroscopy to make videos like this 2D methane cloud. Dark areas mean there’s little or no methane present, while brighter colors show where there’s more methane. Because it can take pictures very quickly, this technology can show how the methane cloud creates swirling patterns and changes in real time, which wasn’t possible previously. This technology can be easily adjusted to look for different gases, not just methane.

    This technique is useful not only for detecting greenhouse gases but for any situation in which scientists need to identify and measure gases.

    Two Lasers Are Better Than One

    Free-form dual-comb spectroscopy may be a mouthful to pronounce, but understanding how this technology works can be more easily digested by breaking it down into several parts that work seamlessly together.

    The heart of this method lies in the Nobel Prize-winning optical frequency comb, a laser tool that produces light at a series of equally spaced, precise frequencies that resemble the teeth of a comb. These frequency combs are used for a variety of purposes, from precision timekeeping to medical diagnostics and even the search for elusive dark matter.

    The “dual-comb” aspect of this technology refers to the use of two optical frequency combs working together. This approach enables rapid, precise measurements of substances by analyzing how they interact with the light from both combs. This technique is much faster than a single comb and can provide more detailed information than many traditional spectroscopy methods.

    “Free-form” refers to the flexibility in highly precise frequency comb control that has recently become possible. The frequency combs emit light pulses that are just 100 femtoseconds in duration. Inside each of these brief light bursts, there’s an electric field that vibrates extremely rapidly, millions of millions of times per second. The ability to quickly and accurately control this fast light allows researchers to improve and adjust how they take measurements.

    Dual-Comb’s Next Big Leap

    As the world grapples with environmental challenges and the need for improved safety measures, this innovative laser technology offers a promising new tool. By enabling smarter detection of gases and other substances, it could play a crucial role in protecting both public health and the environment in the years to come.

    The researchers plan to continue improving their system in the laboratory, making it even faster and adapting their approach to work with a wide range of laser wavelengths.

    “The flexibility of our system means it could be adapted for a wide range of applications,” said NIST researcher Esther Baumann. “In the future, we might see more versatile and efficient sensors based on this technology in everything from air quality monitors to food safety detectors to studying how materials burn or assessing muscle health noninvasively.”

  • MIL-OSI Security: Tobique First Nation — One individual arrested following firearm and drug trafficking investigation

    A 51-year-old man from Tobique First Nation, has been arrested in connection with a firearm and drug trafficking investigation in Tobique First Nation, N.B.

    On October 3, 2024, the Western Valley Region RCMP executed a search warrant at a residence on New Road, in Tobique First Nation. During the search, police seized firearms, a quantity of suspected cocaine and drug trafficking paraphernalia.

    The 51-year-old man was arrested at the scene and later released. He is scheduled to appear in court at a later date.

    Members of the West District Crime Reduction Unit, Police Dog Services, and Emergency Response Team assisted with the search.

    The public plays an important role in helping to reduce, prevent and solve crime, including the trafficking of illegal drugs. Anyone with information about, or who suspects, illegal drug activity in their neighbourhood is asked to contact their local police.   • MIL-OSI Security: Met identify man that died following stabbing at a house in Canning Town

    Detectives have launched a murder investigation following a stabbing at a house in Canning Town at the weekend.

    Raish Ahmed, 50, died following the assault and two other people were also injured.

    Police were called to a residential property in Hartington Road shortly after 16:30hrs on Saturday, 5 October to reports of a stabbing.

    Officers attended along with paramedics from the London Ambulance Service where they found Mr Ahmed with stab wounds.

    A teenage boy was also found with a slash injury, whilst another man, aged 41, was also assaulted. Both injuries were assessed as not life-threatening.

    Mr Ahmed was taken to hospital for treatment, but despite the best efforts of emergency services he sadly died in hospital on Monday, 7 October.

    A murder investigation was then launched by officers from the Met’s Specialist Crime Command.

    His next-of-kin have been informed and are being supported by specialist officers.

    Daniel Whybrow, 46 (03.10.78), of Hartington Road, E16, was charged on Sunday, 6 October with attempted murder, the charges of which will now be reviewed by the CPS following Mr Ahmed’s death.

    Whybrow was also charged with grievous bodily harm, threats to kill, racially aggravated assault and possession of an offensive weapon.

    He will next appear at Isleworth Crown Court on Monday, 4 November.

    Police are not looking for anyone else involved in this attack.

  • MIL-OSI Security: North Carolina Physician and Medical Practice Agree to Pay $625,000 to Settle Kickback Allegations

    Dr. Eric Troyer, of Landis, North Carolina, and his medical practice, Troyer Medical Inc. P.C. (TMI), have agreed to pay $429,254 to the United States to resolve alleged False Claims Act violations arising from their involvement in laboratory kickback schemes. Troyer and TMI will pay an additional $195,746 to the State of North Carolina, which jointly funded claims paid by the North Carolina Medicaid program. Troyer and his practice have agreed to cooperate with the Justice Department’s investigations of other participants in the alleged schemes.

    “Kickbacks to healthcare providers can undermine the integrity of taxpayer-funded healthcare programs and medical decision making,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “We will continue to pursue those who pay or receive illegal financial inducements, including unlawful inducements for laboratory testing.”

    The Anti-Kickback Statute prohibits offering, paying, soliciting or receiving remuneration to induce referrals of items or services covered by Medicare, Medicaid, TRICARE and other federally funded healthcare programs. The Anti-Kickback Statute is intended to ensure that medical providers’ judgments are not compromised by improper financial incentives and are instead based on the best interests of their patients.

    The settlement announced today resolves allegations that, from August 2015 to November 2021, Troyer and his medical practice received kickbacks from a laboratory in Anderson, South Carolina, in return for Troyer’s referrals to that laboratory. According to the settlement, the kickbacks to Troyer and his medical practice allegedly were disguised as payments for purported phlebotomy services, rental of office space and the lease of a chemistry analyzer machine and resulted in the submission of false or fraudulent laboratory testing claims to Medicare, Medicaid and TRICARE in violation of the False Claims Act.

    “Patients should be able trust that their healthcare provider’s recommendations are for their well-being and not for the provider’s financial gain,” said U.S. Attorney Adair Ford Boroughs for the District of South Carolina. “We will continue to hold accountable those who undermine the integrity of the healthcare system by giving or receiving kickbacks.”

    “This resolution demonstrates the FBI’s dedication to addressing violations that undermine the public’s trust in our healthcare systems,” said Special Agent in Charge Steve Jensen of the FBI Columbia Field Office. “The FBI, along with our law enforcement and regulatory partners, remains committed to ensuring healthcare professionals provide transparent and ethical standards of service.”

    “Kickback arrangements aimed at improperly influencing medical decisions will remain a top investigative priority for our agency,” said Special Agent in Charge Tamala E. Miles of the Department of Health and Human Services Office of Inspector General (HHS-OIG). “Our ongoing enforcement efforts in this area are focused on protecting the integrity of taxpayer-funded healthcare programs like Medicare and Medicaid, and preventing schemes that could improperly manipulate the healthcare decisions of patients and their doctors.”

    “Improper financial relationships between physicians and laboratories undermine patient healthcare and trust,” said Special Agent in Charge Christopher Dillard of Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS) Mid-Atlantic Field Office. “Kickbacks should never be a consideration in a medical practice selecting a company for laboratory testing. DCIS will continue to bring to justice medical providers who illegally enrich themselves at the expense of the American taxpayer and wellbeing of our Warfighters.”

    The settlement was the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section, and the U.S. Attorney’s Office for the District of South Carolina, with assistance from HHS-OIG, DCIS, FBI and the Medicaid Investigations Division of the North Carolina Attorney General’s Office.

    Senior Trial Counsel Christopher Terranova of the Civil Division’s Commercial Litigation Branch, Fraud Section, and Assistant U.S. Attorney Beth C. Warren for the District of South Carolina handled the case. The United States previously resolved allegations that other physicians in South Carolina, North Carolina and Texas received kickbacks from the same laboratory.

    The government’s pursuit of this matter illustrates the government’s emphasis on combating health care fraud. One of the most powerful tools in this effort is the False Claims Act.
