  • MIL-OSI Security: Shamattawa — Update 2- Shamattawa RCMP searching for missing child

    It is with great sadness that we share the following information on the search for Johnson Redhead.

    Earlier this evening, at 7:45pm, searchers located 6-year-old Johnson deceased. His body was found in a marshy area, approximately 3.5km from the school where he was last seen.

    We extend our deepest condolences to his family, the community of Shamattawa First Nation, and to everyone grieving his loss.

    RCMP Police Service Dog Phlex has arrived in the community with his handler and is involved in the search. Two drones are now in the community and being used and a helicopter will be en route as soon as the weather allows. In addition, more officers out of Thompson are also on their way to join the search.

    “This search has not stopped in intensity from the moment we received the report up to the present,” said Sergeant Mark Svaren, Shamattawa RCMP Detachment Commander. “Within minutes of the report, Shamattawa RCMP officers were engaged with the community in the search, and I cannot stress enough how community involvement has been strong and steady from the moment it was realized that Johnson was missing.”


    On September 18, 2024, at approximately 12:30 pm, Shamattawa RCMP received a report that a six-year-old boy was missing. Johnson Redhead had attended the local school and attended the breakfast program until 9:00 am, but did not arrive in class after the program ended.

    A large-scale search was immediately initiated by community members and RCMP. Searchers combed through wooded areas, trails, roads, sheds, and construction equipment looking for the child. RCMP officers obtained video footage from the school in an attempt to ascertain which direction Johnson went or the circumstances surrounding him leaving school property.

    ATVs and vehicles are being used to search as well as searchers covering areas on foot.

    The RCMP Search and Rescue Team as well as the Office of the Fire Commissioner, with several volunteers from Winnipeg Volunteer Search and Rescue (WinSar) are en route to the community via air to assist with the search. The Canadian Rangers have also been engaged and will attend the community to assist with the search.

  • MIL-OSI Security: Grand Falls-Windsor — Grand Falls-Windsor RCMP investigates break, enter and theft at Glen’s Ultramar in Bishop’s Falls, seeks public’s assistance identifying suspect

    Grand Falls-Windsor RCMP is investigating a break, enter and theft that occurred during the early morning hours of September 24, 2024, at Glen’s Ultramar and Convenience on Main Street in Bishop’s Falls.

    At approximately 3:45 a.m. on Monday, a lone suspect arrived on the parking lot of the business, operating what appears to be a moped motorbike. The suspect obtained a fire extinguisher from the outside property and used it to smash a window of the business. The suspect stole two boxes of Jack Link’s pepperoni product that were located inside the store, within reach of the broken window, and departed the property.

    The suspect was wearing a sweater with two colors, black or a darker color on the top portion and grey or a lighter color on the bottom portion. The suspect was wearing a helmet, possibly blue in color.

    The investigation is continuing. Residents are asked to check all available surveillance footage around the time of the crime for a matching vehicle or other suspicious activities.

  • MIL-OSI Security: Defense News: Remarks by Chief of Naval Operations Admiral Lisa Franchetti at the Inter-American Naval Conference

    Buenos días.  Good morning.  Hello, heads of Navy.  It is so wonderful to be here and an honor to be back here in beautiful Rio de Janeiro.

    Obrigada, Admiral Olsen and his team – your entire team – for hosting this extraordinary gathering, the 31st Inter-American Naval Conference.  This has been so crucial to strengthening our bonds of friendship, collaboration, and partnership for more than half a century.

    You know, it is really great to be here among friends who are all united by our shared values, our shared geography, and our shared stake in the continued stability, security, and prosperity of the Western Hemisphere and our world.

    This year’s theme could not be more relevant or more important to the United States, this hemisphere, and the global community.  I know that all of the navies represented here understand well that these are very turbulent times, and we’ve been talking about that through your presentations today.  We understand that the international system that has provided security and stability for over three-quarters of a century is under threat in every ocean.

    We’ve all scanned the horizon, and we see the forces that are making our world and our hemisphere more unstable and more dangerous.  We’ve all experienced the devastation of natural disasters, which have been intensified by a changing climate:  flooding, fires, droughts, cyclones, landslides, and rising seas.  And we’ve all witnessed the impact of illegal, unregulated, unreported fishing, and transnational crime – drugs, weapons, human trafficking – and the impact this has on our societies and on our populations.

    And as I take in this changing environment, I know that my Navy must take action to get ahead of the changing character of the work and the additional challenges we are all facing in ship construction, maintenance, challenges we’re facing in recruiting and maintaining our infrastructure, all while acknowledging – in my case – the industrial and budgetary constraints that complicate my Navy’s ability to get after these challenges.

    We see advancements in battlefield innovation; like we were just talking about, the profound implications for the changing character of war.  We see cheaper, more accessible technology is pushing asymmetric capabilities at a lower cost to state and nonstate actors alike.

    Over the past two years, as we’ve all seen, the Ukrainian navy has used a combination of missiles, robotic service vessels, and agile digital capabilities to deny the Russian navy the use of the western Black Sea and to threaten Russia’s supply lines to its occupying forces in Crimea. And Houthi forces, equipped by Iran and emboldened by Hamas’ horrific attack on Israel nearly a year ago, have repeatedly targeted innocent merchant shipping along a key maritime chokepoint and created (vast/mass effects ?) through a mix of ballistic missiles, cruise missiles, and drones against the United States Navy and all of the partner navies that are serving in that part of the world today.

    We’ve all learned a lot about the future of war at sea, including the role – as we were just talking about – of robotic platforms, of proliferated weapons, and disaggregated forces in gaining and exploiting the sea.

    In this increasingly turbulent and unpredictable world, security through partnership is critical because no one navy, no single nation can handle all of these challenges alone, and because all of our safety, security, and prosperity are tied to the seas. And as I’ve seen in the briefings we’ve had here already this week, all of our navies are right there on the front lines – right there on the maritime front lines every single day with more tasks than resources that we often have available.

    So I think it’s really important that we, the global maritime community, work together to align our efforts in a way that can benefit us all.  And we need to do this thoughtfully, deliberately, and collectively.

    So whether you are charged by your nation with countering drug trafficking, human smuggling, illicit weapons transfers, IUU fishing, piracy, policing your territorial waters, delivering humanitarian aid and assistance to people in need, assisting mariners at sea, escorting cargo transports/tankers, or you’re deploying your forces all around the world, I believe that each nation here is the vital link in the chain of our maritime security network.

    You will have no stronger partner in this endeavor than the United States Navy and the United States Marine Corps team, who will work with you tirelessly to find common ground and common cause to address our common challenges.  And you will have no more committed teammate than me, because I strongly believe that friendship is strength; and that allies and partners collectively, we are each other’s true strategic weapon.  Together, we can collaborate and build a unifying framework where there is no south, no north, no east, no west, but really just a coalition of countries who participate in and engage on matters of common interest to promote continued stability in this hemisphere and beyond.

    As I look ahead, I really see us doing this as part of what I call a warfighting ecosystem.  It’s a concept that I introduced last week when I talked about my Navigation Plan for America’s Warfighting Navy.  It’s my overarching strategic guidance that will make my Navy more ready for potential conflict across all time horizons, across the spectrum of operations both today and in the future.

    As the Chief of Naval Operations, I’m compelled to do more and to do more faster to ensure that our Navy is more ready despite all these challenges, despite the changing security environment, the changing character of war, and our own industrial base challenges.  I can’t stand still as we work to secure the long-term investments we need for our Navy to grow our work.

    My Navigation Plan will raise America’s Navy’s baseline level of readiness and put more players on the field.  Players are things like platforms that are ready with their requisite capabilities, weapons, and sustainment; and the people that are ready with the right mindset, the right tools, skills, training, and the relationships.

    We will be doing that by, first, implementing Project 33, seven key areas that my Navy needs to accelerate.  And they’re areas where I will put my personal time, my personal attention, and my resources, and really put my thumb on the scale to urgently move the needle.  It is a reference to my place as the 33rd Chief of Naval Operations in a continuum of naval leaders past, present, and future.

    Second, by expanding my Navy’s contribution to the warfighting ecosystem.  Where every country has a seat at the table and a role to play no matter the size of their forces or the extent of their capabilities, we can come together to counter our share of the challenges.

    So I’ll talk to you just a little bit about this ecosystem.  I think it’s probably better explained as a global security ecosystem.  We saw a little preview of this as we were just talking about – in the presentation on Orion (ph).  It’s another version of an ecosystem.  It’s where participants can plug in and contribute their capabilities, their information, their logistics, their people, their maritime domain awareness; and create compounding, outsized effects in service of an open, safe, and stable maritime domain.  It is a system in which the layered capabilities of each of our navies, coast guards, marine corps, marine maritime police forces, and interagency partners enable and then are enabled by each other.

    And in this area of operations, in the Western Hemisphere and its adjacent seas – an area that is critical to global security and stability – I believe there are some key opportunities where we can collaborate and cooperate to expand our collective contribution to this ecosystem.  And this is a great place to have these conversations, at this kind of conference.

    So let me just highlight a few of them today.

    I think the first opportunity is about building interoperability and accelerating our naval integration to work more seamlessly together.  In order to support our mutual requirements, we can work together coherently, effectively, and efficiently to achieve our tactical, then our operational, and then our strategic objectives.  We can do this through education, exchanges, through our officers and our enlisted leaders, whether it’s in the United States – maybe at the Naval Academy, the War College, Navy Postgraduate School – or in the many programs that you offer to us and to each other across the hemisphere.  Through these exchanges, we can plant the seeds to grow our long-term relationships, create long-term shared understanding, and develop approaches to address the common challenges we face.

    And we can build that interoperability through exercises.  We’re coming off a great year of many, many exercises.  And earlier this year we conducted the 29th Rim of the Pacific exercise with 29 nations, 25,000 people from across the Pacific Ocean, Europe and all around.

    In August, our Navy supported the 10th Southern Seas deployment, and the third with the Aircraft Carrier Strike Group George Washington, conducting at-sea operations and building our collective operational planning capability.  One of the ways we did that this year was through the deployment’s first-ever embarked international staff made up of 29 maritime officers from your navies and your coast guards.  And I want to thank you for that support.  Together, our staffs briefed, planned, and executed 35 bilateral and multinational exercises, further strengthening our interoperability and our enduring partnerships.

    In August, as well, our navies conducted the latest iteration of Continuing Promise, 2024, growing our collective capability to provide health and veterinary care, execute professional military exchanges, conduct construction projects, and enhance our collective disaster relief preparedness and ability to cooperate in the face of a crisis.

    Two weeks ago, our navies wrapped up – and thank you to all of you for participating in a highly successful UNITAS, the most recent in the longest-running multinational maritime exercise in the entire world.  It was at a meeting like this, at the first Inter-American Naval Conference in 1959, that UNITAS which conceptualized, agreed upon, and brought to life.

    This year, for the first time ever, our navies conducted that exercise at the operational level, executing full maritime operation center processes to synchronize efforts across all domains, including cyber.  And as you may have seen better resourced in my NAVPLAN, I talk a little bit about the importance of a maritime operation center.  Resourcing our MOCs is a critical part of my plan and a critical part of integrating with each of you, linking our commanders to the wide range of sensors and platforms that are distributed across the seas.

    You know, if you step back and you think about everything that has happened in our world since that Inter-American Naval Conference back in 1959, each of us here has remained committed to our UNITAS exercise, knowing well it is part of our maritime heritage.  It is part of our critical, sharing partnership.  And so, as the United States look forward to hosting UNITAS in 2025 in Mayport and participating in future exercises, I know we will continue to build our collective interoperability.

    I think our second opportunity is continuing to deepen our cooperation with maritime law enforcement and by aligning our authorities to help counter transnational organized crime.  Everyone today, as – (inaudible) – just talked about, is challenged.  And I think by synchronizing our efforts with our authorities, we can accelerate our progress against the forces that are working hard to destabilize our region.

    We’ve seen success in this with the Joint Interagency Task Force South, where the United States, alongside many allies and partners, as well as interagency partners, has been able to interdict vessels carrying drugs and other contraband.  And right now, as part of Campaign Martillo, our navies are working together to deny transnational criminal organizations the ability to use regional sea lines of communication for the movement of these illicit goods.

    And then, finally, I’ll pick up where I left off in our previous discussion.  I think the third opportunity is to enhance our collaboration on robotic and autonomous systems to help especially improve our maritime domain awareness.  As I said earlier, we can use these technologies to do things that are dirty.  We can free up our sailors to do the things that only they can do.

    So whether it’s tasks that are dirty – I think about, many of you who have been at sea, cleaning a bilge.  That would be great to have technology to do that and not our sailors.

    To do the things that are dangerous.  Many of us have worked with technologies to defuse mines and destroy mines.  Where else can we have autonomous robotic technology do the things that are dangerous?

    And things that are dull.  This is going on a patrol for weeks on end and maybe never even seeing one of the things that we’re looking for.  But can we do that through a robotic and autonomous platform on the sea, above the sea, under the sea, and then free up our people to go and see what is that anomalous behavior that an autonomous platform has detected in a pattern of life?

    Again, we can free up our people to use their talents and use their creativity for the things that only they can do.  And I think that we could partner together to leverage our respective innovation bases and invest in some of those advanced technologies and prototypes to ensure that our – we have this advantage today and we have it in the future.

    Integrating robotic autonomous systems into our daily business of operations is a key part of my Navigation Plan.  I think it is an area of great opportunity.  And I’m going to invest my time and resources to help, again, raise that baseline level of integration and the baseline level of readiness of our fleet by expanding, extending, and bolstering the reach and resilience, as well as potentially the lethality, of our conventionally manned fleet by integrating unmanned technologies.

    We’re already seeing the positive effects of these systems across our force and with allies and partners through the Fleet Experimentation series – or called FLEX series – that’s been sponsored by NAVSOUTH for the last several years.  In fact, today, in the Hybrid Fleet Campaign Event in Key West, Florida, there are sailors in companies from across our navies.  They are working together to operationalize new capabilities, to enhance maritime domain awareness, and to detect and monitor illicit trafficking – again, working towards a more stable future for our hemisphere.

    So, fellow leaders, this week we have an opportunity to discuss our shared challenges and chart our course to increase the resilience of our forces, to strengthen security, and promote prosperity as partners, building on our already very sound foundation.  Each of you here has an important role and provides valued expertise in this ecosystem that I believe is critical to tackling our common values.  Together, we can ensure the security and stability of our region while working to ensure that our shared values, our cultures, and our way of life can be shared by generations to come.

    So I thank you all very much for the opportunity and the honor to be with you today, and I hope we can do this next year at Mayport for UNITAS.  I also invite you to come to our International Seapower Symposium, which will be next October in Newport, Rhode Island, and then help me celebrate the nation’s 250th birthday.  I know that’s young for some of the other navies here, but 250 for us.  We’ll be celebrating that birthday also in October, in Philadelphia.  And I look forward to seeing you at those events if I don’t see you before.  Thanks very much.  Again, it’s an honor to be with all of you today.

  • MIL-OSI USA: Rhode Island to Receive $500,000 to Improve DNA Evidence Processing & Bring Justice to Victims of Cold Cases

    WASHINGTON, DC – In an effort to help Rhode Island’s law enforcement community close cases on violent crimes that, in many cases, have been left unsolved for decades, U.S. Senators Jack Reed and Sheldon Whitehouse and U.S. Representatives Seth Magaziner and Gabe Amo today announced that the Office of the Rhode Island Attorney General Peter F. Neronha will receive a $500,000 federal grant for the office’s cold case unit of investigators and prosecutors.

    The federal funds are administered by the U.S. Department of Justice (DOJ) Prosecuting Cold Cases Using DNA Program. The Attorney General’s Office will utilize the funds for its “Closure Project” to strengthen the state’s DNA analysis capabilities and search capacity, better inventory cold cases, and review and select cases that have developed DNA suspect profiles to assist investigators in prosecuting suspects. The Rhode Island Department of Health will also receive funding from the grant, which will help provide additional capacity for DNA analysis in cold cases.

    “This federal funding for Attorney General Neronha and his skilled team of prosecutors, investigators, and law enforcement personnel will help make Rhode Island safer and will bring justice to victims of violent crimes and their families who have gone too long without answers and deserve closure,” said Senator Reed, a member of the Senate Appropriations Committee.  “Modern technology is constantly adding new tools that are incredibly useful to investigators. By strengthening Rhode Island’s ability to efficiently process and inventory DNA evidence, we’re making a smart investment in public safety, reducing violent crime, and bolstering our ability to pursue justice.”

    “No victim of a violent crime should have to wait decades for justice to be served,” said Whitehouse, a senior member of the Senate Judiciary Committee and former U.S. Attorney and Rhode Island Attorney General.  “This federal investment will strengthen the state’s ability to process DNA evidence and prosecute violent cold cases, bringing justice and closure to victims and their families – a high priority of Attorney General Neronha’s.”

    “We must always remain dogged in the pursuit of justice for victims of violent crime and their loved ones,” said Rep. Seth Magaziner. “This federal funding will be used to help identify suspects through modern forensic analysis, make Rhode Island safer by holding offenders accountable, and bring closure to families who have been waiting for answers.” 

    “Justice delayed should never be justice denied for victims of violent crime and their loved ones,” said Congressman Gabe Amo. “As technology advances and techniques improve to help identify perpetrators, I support investing in our state’s forensic capabilities to pursue cold cases and protect public safety. I’m pleased to join my colleagues in announcing that this grant will support the tireless efforts of the Rhode Island Attorney General’s ‘Closure Project’ initiative.”

    “Cold cases tend to be unique in their complexity, and yet they all have at least one thing in common: delayed justice for victims and their loved ones,” said Attorney General Peter F. Neronha. “New scientific and investigatory advancements have reignited hope in the hearts of those waiting years, sometimes decades, for answers. Since the creation of our Cold Case Unit, a talented team of investigators, prosecutors, and analysts has been working diligently to solve these cases, and already seeing results. I want to thank Senators Reed and Whitehouse and Representatives Amo and Magaziner for their support, and to Rhode Island House Speaker Shekarchi and Senate President Ruggerio for helping to fund this important work on behalf of Rhode Islanders.”

    The DOJ Prosecuting Cold Cases Using DNA Program provides resources and support for the prosecution of violent cold cases where a suspect of the crime, known or unknown, has been identified through DNA evidence and analysis. Funding from this program can also be used to support investigations and crime and forensic analyses when a DNA profile has been attributed to a known or unknown suspect.

    Last year, Rhode Island Attorney General Neronha launched a new Cold Case Unit within the Office to advance investigations that could benefit from the application of modern DNA analysis. The Unit is comprised of two prosecutors, four investigators, an intelligence analyst, and a Bureau of Criminal Investigation (BCI) employee currently in training at the University of New Haven for Forensic Genealogy.  Since its inception, the Unit has worked with more than 12 municipalities in actively investigating 18 cold cases. These federal funds announced today will assist the unit in strategically improving its ability to identify potential cases ready for prosecution, and when DNA profiles of suspects have been established, can also help to advance investigations.

  • MIL-OSI Security: Browning Man Admits Assaulting Woman with Belt on Blackfeet Indian Reservation

    GREAT FALLS — A Browning man accused of beating and then using a belt to assault a woman on the Blackfeet Indian Reservation admitted to an assault charge today, U.S. Attorney Jesse Laslovich said.

    The defendant, Briar Joseph Crawford, 29, pleaded guilty to assault with a dangerous weapon. Crawford faces a maximum of 10 years in prison, a $250,000 fine and three years of supervised release.

    Chief U.S District Judge Brian M. Morris presided. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing was set for Jan. 29, 2025. Crawford was detained pending further proceedings.

    The government alleged in court documents that on Aug. 6, 2023, Crawford went to Twin Lakes go fishing with the victim, identified as Jane Doe. They got into an argument, and Crawford began to severely beat Doe over several hours as they traveled from Twin Lakes to the East Glacier Cut Across Road. At one point, Crawford removed his belt, wrapped it around Doe’s neck, grabbed it and lifted her weight off the ground until she blacked out. Doe suffered numerous injuries from the prolonged assault.

    The U.S. Attorney’s Office is prosecuting the case. The FBI and Blackfeet Law Enforcement Services conducted the investigation.

  • MIL-OSI Security: Billings Man Admits Arranging for Commercial Sex with Minor Girl in Undercover Investigation

    BILLINGS — A Billings man accused of texting with undercover law enforcement to arrange for sex with a minor girl and showing up at an agreed-upon location admitted to a racketeering crime today, U.S. Attorney Jesse Laslovich said.

    The defendant, Christopher Lynn Cliburn, 60, pleaded guilty to use of facility in interstate commerce in aid of racketeering as charged in a superseding information. Cliburn faces a maximum of five years in prison, a $250,000 fine and three years of supervised release.

    U.S. Magistrate Judge Timothy J. Cavan presided. A sentencing date will be set before U.S. District Judge Susan P. Watters. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Cliburn was detained pending further proceedings.

    In court documents, the government alleged that on Nov. 16, 2023, law enforcement placed an ad on a website depicting a fictious 14-year-old girl. The ad suggested that the “girl” was willing to engage in sexual conduct for money. On Nov. 19, 2023, a phone number, later connected to Cliburn, responded to the ad. Cliburn and an undercover officer then engaged in a series of text communications in which the parties discussed meeting for commercial sex, potential sexual acts that the “girl” would perform and how much money Cliburn had. On Nov. 20, 2023, Cliburn indicated he was at the agreed-upon location in Billings and confirmed his presence by sending law enforcement a photograph.

    The U.S. Attorney’s Office is prosecuting the case. The FBI conducted the investigation.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Oakhill — Lunenburg District RCMP charge a man with multiple offences, including impaired operation and assault

    Lunenburg District RCMP has charged a man with multiple offences after he struck several vehicles attempting to flee police. There were no injuries reported from this incident.

    On September 23 at approximately 12:15 p.m., officers responded to a report of a suspected impaired driver who was observed hitting a parked tractor in Mader’s Cove.

    Officers located the vehicle, a beige Lincoln Town Car, in Blockhouse, and attempted a traffic stop but the driver refused to stop for police and fled the area.

    At approximately 12:50 p.m., officers again located the vehicle, now pulled over on the side of Hwy. 103 near Oakhill. Officers took steps to prevent the driver from attempting to flee again and putting the public at risk. The driver struck and damaged two of the police cars involved, and continued to resist arrest after exiting his vehicle. He was safely arrested and later refused to provide a breath sample.

    Adam Vanderzwaag, 40, of Conquerall Mills, has been charged with the following:

    • Impaired Operation of a Conveyance
    • Flight from Police
    • Dangerous Operation of a Conveyance
    • Assault Peace Officer With a Weapon (2 counts)
    • Resist Arrest
    • Obstruct Justice
    • Failure or Refusal to Comply with Demand
    • Disarming a Peace Officer

    Vanderzwaag appeared at Bridgewater Provincial Court on September 24. His next court appearance is scheduled for October 23.

    Highway 103 was closed between Exits 12 and 11 following this incident, but was reopened after approximately one hour.

    Police appreciated calls from the public that assisted in identifying and locating this vehicle. Road safety is a shared responsibility. If you suspect an impaired driver, it’s an emergency; call 911.

  • MIL-OSI Security: North Port Man Sentenced to 70 Years in Federal Prison for Producing and Possessing Child Sexual Abuse Videos

    Fort Myers, Florida – U.S. District Judge Thomas P. Barber today sentenced Raul Colon-Ocasio (32, North Port) to 70 years in federal prison for production and possession of videos depicting the sexual abuse of children. Colon-Ocasio was also sentenced to a term of supervised release for life and ordered to register as a sex offender. A federal jury found Colon-Ocasio guilty on June 5, 2024.

    According to court documents, between December 2021 and May 5, 2022, Colon-Ocasio used two minors to produce numerous videos of sexual abuse. 

    In 2022, a parent of Minor Victim 1 reported her daughter missing to law enforcement in Charlotte County. While investigating, law enforcement uncovered communications on social media between Colon-Ocasio and the child that were sexual in nature. In October 2022, an FBI Task Force Officer assumed the social media account of Minor Victim 1 and began communicating with Colon-Ocasio. On October 18, 2022, instead of Colon-Ocasio meeting Minor Victim 1, he encountered law enforcement. Colon-Ocasio’s cellphone was seized. Subsequent to a search warrant for his cellphone, law enforcement located sexually explicit videos that Colon-Ocasio had produced of Minor Victim 1.

    Additionally, law enforcement located numerous videos that Colon-Ocasio had produced of another child engaging in sexually explicit conduct. Subsequent to further investigation, Minor Victim 2 was located by law enforcement. 

    This case was investigated by the Federal Bureau of Investigation, Fort Myers Child Exploitation and Human Trafficking Task Force, with includes the Charlotte County Sheriff’s Office that assisted with this investigation. It was prosecuted by Assistant United States Attorney Yolande G. Viacava.

    This is another case brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.   • MIL-OSI Security: Two Men Sentenced to Prison for Armed Robbery of a Check-Cashing Business

    ALEXANDRIA, Va. – Two men have been sentenced to prison for the armed robbery of a check-cashing business in Chantilly.

    According to court documents, on Nov. 18, 2023, Antonio Chester Lewis, 49, of Oxon Hill, Maryland, and Al Gibran Taylor, 42, of Reston, entered the store intending to rob it of its cash. Lewis had entered the store previously to survey it. Lewis was armed with a .223/5.56 mm caliber semi-automatic rifle, which he pointed at customers and ordered them to put their hands in the air. Taylor attempted to open a cashier booth, which contained the store’s register and safe. When Taylor found the booth locked, Lewis identified the store’s cashier, grabbed her by the neck, and brought her to the cashier booth. The cashier opened the booth, and Taylor removed a large amount of cash from the store’s safe.

    Lewis was arrested on March 26. That day, law enforcement conducted a search of Lewis’ residence and recovered the rifle used during the robbery as well as a privately made firearm with no serial number, a shotgun, and ammunition. On April 4, law enforcement also searched Lewis’ vehicle and recovered a handgun and additional ammunition.

    On June 13, Lewis pled guilty to interference with commerce by robbery and unlawful possession of a firearm. Lewis was sentenced on Sept. 3 to 15 years and eight months in prison.

    On June 21, Taylor pled guilty to use of a firearm in furtherance of a crime of violence. Taylor was sentenced today to 25 years in prison.

    Both Lewis and Taylor have multiple prior convictions. On Aug. 9, 1994, Lewis was convicted of possession with intent to distribute cocaine. On May 30, 1997, he was convicted of possession with intent to distribute cocaine while armed. On Oct. 20, 2005, Lewis was convicted in the Eastern District of Virginia for conspiracy to distribute and possess with intent to distribute 50 grams or more of cocaine base. As a previously convicted felon, Lewis cannot legally possess a firearm or ammunition.

    Taylor previously was convicted in the Eastern District of Virginia on Dec. 21, 2006, of possession of a firearm in furtherance of a crime of violence during which the firearm was discharged. On June 30, 2006, Taylor was convicted in the Eastern District of Virginia of possession of a firearm after having been convicted of a felony.

  • MIL-OSI Security: Independence Man Sentenced for Fentanyl Trafficking, Illegal Firearm

    KANSAS CITY, Mo. – An Independence, Mo., man was sentenced in federal court today for his role in a conspiracy to distribute fentanyl and for illegally possessing a firearm.

    Wiser Key, 25, was sentenced by U.S. District Judge Roseann Ketchmark to 25 years in federal prison without parole.

    On March 27, 2024, Key pleaded guilty to one count of conspiracy to distribute fentanyl and one count of possessing a firearm in furtherance of a drug-trafficking crime.

    Key admitted that he engaged in drug transactions with an undercover law enforcement officer. In one transaction, for example, the undercover officer paid Key $8,500 in exchange for 1,000 counterfeit oxycodone tablets, which contained fentanyl. In another transaction, an undercover officer paid Key $6,000 in exchange for 750 counterfeit oxycodone pills, which contained fentanyl.

    On April 30, 2021, law enforcement officers executed a search warrant at Key’s residence. Officers found multiple plastic bags that contained tablets, approximately 8 kilograms of suspected THC wax, approximately 39 grams of suspected cocaine, multiple bags of suspected marijuana, an FN handgun, a loaded Glock .40-caliber handgun, a loaded Springfield 9mm handgun, a loaded Sig Sauer .40-caliber handgun, a Harrington and Richardson 20-gauge shotgun, and $24,676 in cash.

    According to court documents, Key distributed at least 120,000 counterfeit pills, which contained fentanyl, during the conspiracy. He and a co-defendant purchased 4,000 to 5,000 pills at a time from sources in Mexico.

    Key is the first defendant to be sentenced in this case. Co-defendants Nilolas Albright, 30, of Cameron, Mo., and Demasjiay Cruse, 25, of St. Joseph, Mo., have pleaded guilty to their roles in the drug-trafficking conspiracy and await sentencing.

    This case is being prosecuted by Assistant U.S. Attorneys Maureen A. Brackett, Stephanie C. Bradshaw and John C. Constance. It was investigated by the U.S. Drug Enforcement Administration; the FBI; IRS-Criminal Investigation; the Kansas City, Kan., Police Department; the Kansas City, Mo., Police Department; the Buchanan County, Mo., Sheriff’s Department; and the St. Joseph, Mo., Police Department.

  • MIL-OSI Security: Champaign, Illinois, Woman Sentenced to 324 Months in Prison for Conspiracy to Distribute Methamphetamine

    URBANA, Ill. – A Champaign, Illinois, woman, Malaia A. Turner, 36, was sentenced on September 23, 2024, to 324 months in prison, to be followed by eight years of supervised release, for conspiracy to distribute 500 grams or more of a mixture or substance containing methamphetamine.

    At the sentencing hearing, the government presented evidence that Turner was a leader in a conspiracy responsible for obtaining large quantities of ice methamphetamine and other drugs from suppliers in California, Texas, and Illinois and transporting those drugs to the Central District of Illinois. After hearing that evidence, U.S. District Judge Colin S. Bruce concluded Turner was a leader of the conspiracy and faced heightened penalties due to her leadership role.

    Turner was convicted following a four-day jury trial in May 2024. She has been in the custody of the United States Marshals Service since her arrest in August 2022.

    At sentencing, Turner faced statutory penalties of ten years’ imprisonment up to life imprisonment, a fine not to exceed $10 million, and not less than a five-year term of supervised release upon her release from custody.

    The case was investigated by the Federal Bureau of Investigation, Springfield Field Office; Illinois State Police East Central Illinois Task Force; and the United States Postal Inspection Service. Assistant U.S. Attorneys Rachel E. Ritzer and Timothy J. Sullivan represented the government in the prosecution.

  • MIL-OSI Security: Fayette County Man Pleads Guilty to Federal Drug Crime

    BECKLEY, W.Va. – John Gray, 39, of Oak Hill, pleaded guilty today to distribution of a quantity of methamphetamine.

    According to court documents and statements made in court, on March 28, 2023, Gray sold approximately 2 pounds of methamphetamine to a confidential informant in Oak Hill. Gray admitted to the transaction and further admitted to selling approximately 848 grams of methamphetamine to a confidential informant in Oak Hill on May 1, 2023.

    Gray also admitted to selling 3 grams of fentanyl on May 3, 2024, and another 3 grams of fentanyl on May 6, 2024, each time to a confidential informant in Oak Hill. During a March 1, 2024, interview with law enforcement officers, Gray admitted that he had been distributing approximately 3 grams of fentanyl three times per week from April 2023 until his arrest in March 2024.

    Gray is scheduled to be sentenced on January 24, 2025, and faces a maximum penalty of 20 years in prison, at least three years of supervised release, and a $1 million fine.

    United States Attorney Will Thompson made the announcement and commended the investigative work of the Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the Central Regional Drug and Violent Crime Task Force.

    United States Magistrate Judge Omar J. Aboulhosn presided over the hearing. Assistant United States Attorney Andrew D. Isabell is prosecuting the case.

  • MIL-OSI Security: Pittsburgh Resident Sentenced to 108 Months in Prison for Receipt of Material Involving the Sexual Exploitation of a Minor

    PITTSBURGH, PA – A former resident of the Western District of Pennsylvania has been sentenced to 108 months of imprisonment, followed by ten years of supervised release on his federal felony conviction pertaining to his receipt of material involving the sexual exploitation of a minor, United States Attorney Eric G. Olshan announced today.

    United States District Judge W. Scott Hardy imposed the sentence on Shawn Michael Hoffman, age 41, following his guilty plea to this violation of federal law. In imposing the sentence, Judge Hardy emphasized the extremely serious nature of this federal offense and the harm the defendant caused to the minor victim.

    The one-count Information named Shawn Michael Hoffman, age 41, formerly of Pittsburgh, Pennsylvania, as the sole defendant.

    According to the information presented to the court, in September 2019, Hoffman initiated online communications and solicited sexually explicit visual depictions of the minor. Hoffman also received visual depictions of the minor engaged in sexually explicit conduct using the internet and cellular phone.

    Assistant United States Attorney Nicole A. Stockey is prosecuting this case on behalf of the government.

    The Federal Bureau of Investigation and the Pennsylvania State Police conducted the investigation leading to the Indictment in this case.

  • MIL-OSI Security: Repeat Offender Imprisoned for Having Over 6,000 Child Pornography Images

    McALLEN, Texas – A 43-year-old McAllen resident has been sent back to prison for possession of child pornography, announced U.S. Attorney Alamdar S. Hamdani.

    Rene Javier Sarmienta pleaded guilty March 20, 2023.

    U.S. District Judge Randy Crane has now ordered Sarmienta to serve 120 months in federal prison. In handing down the prison term, the court noted it was unfortunate Sarmienta relapsed and needs therapy. Sarmienta was further ordered to pay $3,000 in restitution to each of 12 victims and will serve five years on supervised release following completion of his prison term. During that time, he will have to comply with numerous requirements designed to restrict his access to children and the internet. The court also noted his previous conviction of possessing child pornography in 2002 and that he would be spending another significant amount of his life in prison.

    The investigation began when law enforcement discovered Sarmienta had been purchasing child pornography using a PayPal account. He also failed to report having several social media accounts to local authorities as required due to status as a sex offender.

    A forensic examination of Sarmienta’s cell phone revealed 6,300 images of child pornography. Several of the images included prepubescent minors and sadomasochistic conduct.

    He will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

    The FBI conducted the investigation with the assistance of the McAllen Police Department.

  • MIL-OSI Security: Thompson — Update – Thompson RCMP respond to shooting

    RCMP have identified one of the suspects involved in the shooting and are asking for the public’s assistance in locating him.

    Tyrell Malique Porter, 21, from the Waterloo, Ontario area is described as 5’6′ tall and 132 pounds with black hair and brown eyes.

    Porter is wanted on a warrant for multiple firearms offences and is considered armed and dangerous.

    Police believe that the female suspect also involved in the incident is still in the company of Porter.

    On September 15, 2024, at approximately 10:15 pm, Thompson RCMP received a report of a two-vehicle motor vehicle collision that occurred on Perch Avenue in Thompson. While en route to the call, police were informed that a possible gun shot was heard.

    When officers arrived on scene, a 47-year-old male was found injured. Officers immediately provided emergency care. The male was transported to local hospital, where he was treated and has since been released.

    Investigation determined that the male had been driving a pickup truck that was in a collision with a SUV. The SUV followed the victim to a residence and a male suspect exited the SUV, produced a firearm, and shot at the victim. A neighbouring residence was also struck by projectiles from the firearm, but nobody inside was physically injured.

    After the shooting, the SUV fled the scene and was located soon after by police on Pike Crescent. The male suspect and a female suspect were seen by witnesses going into the residence. The residence was surrounded, and three individuals were taken into custody. However, none of the three individuals were determined to have been involved in the incident and were released. The two suspects were not located inside the residence.

    Thompson RCMP continue to look for the two suspects involved in the shooting. At this time, police do not have confirmed descriptions to provide.

  • MIL-OSI USA: Governor Polis and Division of Criminal Justice Announce $3 Million in Crime Prevention and Crisis Intervention Grants Awarded to 15 Colorado Organizations

    LAKEWOOD — Governor Polis and the Division of Criminal Justice announced the 15 Colorado organizations across ten counties who are the recipients of the State Multidisciplinary Crime Prevention and Crisis Intervention funding (CPCI), a total of $3 million. 

    From Boulder to La Plata County, these grants will support agencies over a 21-month funding period and contribute to implementing community-based programs focused on crime prevention and crisis intervention strategies. 

    “We are committed to making Colorado communities safer for everyone, and that includes investing in the organizations on the ground who are doing effective work to prevent crime. Congratulations to all the recipients and keep up the great work,” said Governor Jared Polis. 

    The CPCI Grant Program aims at improving public safety and creating one of the safest states in the country by investing in crime prevention and crisis intervention programs. Recipients of the grant are based in rural counties and urban areas. 

    “Grants play a crucial role in enhancing the safety of our communities by providing essential resources for crime prevention and intervention programs,” said Matthew M. Lunn, Colorado Division of Criminal Justice director. “They empower local communities to address public safety challenges through innovative solutions and collaborative efforts. By investing in these initiatives, we strengthen the foundation of a safer, more resilient Colorado for everyone.” 

    Here are a few examples of how grant recipients are working to prevent crime. 

    Axis Health System received a CPCI grant in collaboration with the La Plata County Sheriff’s Office to expand its co-responder program. The program dispatches a deputy and a clinician to address mental health and behavioral health crises, and connects individuals to wrap-around services to meet their needs for food, clothing, shelter, and other resources. 

    Similarly, the Public Health Department in Rio Grande County received funding to implement two programs, Botvin’s Life Skills Training and Strengthening Families, in the San Luis Valley. These evidence-based programs are proven to prevent or reduce youth delinquency by targeting known risk and protective factors. This rural, multidisciplinary project involves public health, behavioral health, public schools, Colorado State University (CSU) Extension, CSU prevention researchers, youth and family service providers, and local families, among other stakeholders. 

    The Latino Coalition for Community Leadership (LCCL), a CPCI grant recipient, is known for building collaborative partnerships among some of Metro Denver’s Black and Latino-led grassroots groups that serve communities hardest hit by violence. Through their Violence Interruption and Healing Collaborative project, targeting Denver, Adams, and Arapahoe Counties in areas with high rates of violent crime, LCCL will provide training and technical assistance, as well as subgrants, to violence interruption organizations to build their capacity to implement Community Violence Intervention Strategies, an approach that uses evidence-informed strategies to reduce violence through tailored community-centered initiatives. LCCL will also facilitate working relationships between the organizations and local government agencies, with a focus on public health organizations and local law enforcement.

    The Colorado Division of Criminal Justice’s 2024 CPCI awards are based on the State’s FY 2025 appropriation for HB24-1421, Modifying Public Safety Program Funding.   • MIL-OSI Security: Dauphin — Dauphin RCMP make large seizure after traffic stop

    On September 22, 2024, at approximately 6:45 pm, Dauphin RCMP conducted a traffic stop on a vehicle on Mountain Avenue in Dauphin as part of an ongoing investigation. When the officer attempted to stop the vehicle by activating the lights and sirens on the police vehicle, the suspect vehicle fled at a high rate of speed.

    The suspect vehicle ran a red light on Main Street and struck another vehicle, and then spun and struck a 26-year-old male pedestrian. The suspect vehicle then continued and struck a parked vehicle. At this time, the driver and passenger fled on foot. The passenger was taken into custody a short while later.

    An RCMP drone operator and Police Service Dog Marook were engaged to track the driver, and located him after a track that led them across the Vermillion River.

    A search of the vehicle resulted in the seizure of a loaded shotgun, a large sum of Canadian currency, and a substance believed to be cocaine.

    An RCMP Forensic Collision Reconstructionist attended the scene where the vehicle and the pedestrian were struck to assist with that part of the investigation.

    The pedestrian was transported to local hospital with non-life threatening injuries, and the driver of the vehicle that was struck was not physically injured.

    Samuel Flatfoot, 26, of Dauphin, was the driver and is charged with charged with Dangerous Operation of a Motor Vehicle, Flight from Peace Officer, Resists/Obstructs Peace Officer, and Possession for the Purpose of Trafficking.

    Marcus George, 22, of Swan River, was the passenger. He is charged with Possession of a Weapon for a Dangerous Purpose, Resist/Obstructs Peace Officer x2, and Possession for the Purpose of Trafficking.

    Both have been remanded.

    NEW ORLEANS – United States Attorney Duane A. Evans announced that LEESSA AUGUSTINE (“AUGUSTINE”), age 46, was indicted on September 20, 2024 for her involvement in multiple fraud schemes while employed as a Sewerage & Water Board of New Orleans (“S&WB”) Senior Special Agent, a position tasked with investigating the alleged misconduct of other Sewerage & Water Board employees.

    In one alleged scheme, AUGUSTINE, who was also a New Orleans Police Department reserve officer, billed a police detail customer for hours not actually worked.  It is alleged that during some of the times AUGUSTINE was supposed to be working the police detail for the Downtown Development District, she used her S&WB-issued computer to conduct a second fraud scheme, that involved obtaining a mortgage loan and federally funded assistance for low-income homebuyers.  In that home-purchase scheme, AUGUSTINE allegedly created fake documents, including a fake W-2 form, fake pay stubs, and fake bank statements.  In a third alleged scheme, AUGUSTINE obtained federally funded unemployment benefits by concealing her Senior Special Agent income. Finally, in a fourth alleged scheme, AUGUSTINE obtained federally funded emergency rental assistance from the City of New Orleans, by submitting a fake lease and a termination letter from a fictitious employer.  At various times during the schemes, AUGUSTINE allegedly provided her S&WB-issued cellphone number as a contact number for three different persons she impersonated.

    AUGUSTINE is charged with four counts of Wire Fraud (one count per each fraud scheme).  AUGUSTINE is also charged with two counts of Aggravated Identity Theft for allegedly misusing two persons’ identities.  Finally, AUGUSTINE is charged with making False Statements for allegedly lying to investigators.

    The wire fraud charge related to the police detail is punishable by up to 20 years’ imprisonment. The other three wire fraud charges are each punishable by up to 30 years’ imprisonment due to enhanced penalties for fraud related to emergency benefits and fraud affecting a financial institution.  Each aggravated identity theft charge is punishable by two years’ imprisonment.  The false statement charge is punishable by up to five years’ imprisonment.  Each count may include a fine of up to $250,000, a term of supervised release following imprisonment, and the payment of a mandatory $100 special assessment fee.

    U.S. Attorney Evans reiterated that the indictment is merely a charge and that the defendant’s guilt must be proven beyond a reasonable doubt.

    U.S. Attorney Evans thanked the New Orleans Office of Inspector General and the New Orleans Police Department for their valuable assistance in this case.

    This case was investigated by the Federal Bureau of Investigation, the Office of Inspector General – U.S. Department of Housing and Urban Development, the Office of Inspector General – U.S. Department of Labor, and the Office of Inspector General – U.S. Department of Homeland Security.  Assistant U.S. Attorney Chandra Menon of the Public Integrity Unit is in charge of the prosecution.

  • MIL-OSI USA: Congressman DeSaulnier Submits Testimony to United States Senate Committee on the Judiciary on FCI Dublin and Efforts to Eliminate Sexual Assault in Federal Prisons

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10) submitted testimony to the United States Senate Committee on the Judiciary Subcommittee on Criminal Justice and Counterterrorism for its hearing entitled “Sexual Assault in U.S. Prisons Two Decades After the Prison Rape Elimination Act (PREA)” to highlight the history of sexual abuse at Federal Correctional Institution (FCI) Dublin as evidence that additional reforms are needed to protect inmates. This hearing comes after Congressman DeSaulnier, along with Senator Laphonza Butler (D-CA) and Chair of the Senate Judiciary Committee Dick Durbin (D-IL), sent a letter to the Bureau of Prisons demanding answers about the botched closure of FCI Dublin, mistreatment of inmates while they were being transferred to other facilities, and BOP’s mismanagement of investigations into the staff-on-inmate abuse at FCI Dublin and other federal BOP facilities.

    In his testimony, Congressman DeSaulnier wrote, “Federal Correctional Institution (FCI) Dublin, which until April was one of a small number of women-only federal correctional institutions in the United States, demonstrates the many shortcomings of PREA. For years, incarcerated women at FCI Dublin reported staff sexual misconduct to prison officials and independent agencies alike, but abuse continued unabated. In 2022, an Associated Press investigation found a permissive culture of toxic sexual misconduct and cover-ups at FCI Dublin…Dublin is now the subject of pending class action litigation, and over 100 individual survivors of staff sexual assault have filed damages claims.”

    He continued, “In June of this year, I, along with Senator Laphonza Butler, Chair Dick Durbin, and 18 members of the U.S. House of Representatives and Senate sent a letter to BOP requesting information on the closure of FCI Dublin. Our goal was, among other things, to determine whether BOP’s decision to abruptly close the facility was an attempt to evade accountability and transparency, whether the agency had adequately planned the closure in a way that respected the rights of the many abuse victims at Dublin, whether the facility had complied with court orders, and if BOP has taken steps to ensure that cultures of abuse are not permitted to develop at other facilities. It has been over 100 days since we sent that letter, and the Bureau has yet to provide a response. I am troubled by BOP’s apparent disregard for its obligations to both Congress and the federal courts, and I am deeply concerned that the agency has handled neither the abuses at FCI Dublin nor the mandates of PREA with the seriousness they deserve.

    If PREA is going to fulfill its mission of eliminating prison rape, inmates must be given truly independent reporting avenues and strong protections against retaliation. Additionally, the federal government must guarantee that facilities are fulfilling their legal obligations under PREA, with significant material consequences for those that are not.”

    Congressman DeSaulnier concluded, “I look forward to continued collaboration between both chambers of Congress on strengthening PREA and protecting the civil rights of incarcerated individuals so that they can focus on rehabilitation and successful reentry.”

    FCI Dublin is located in the district that Congressman DeSaulnier represents. In addition to his letter to BOP, Congressman DeSaulnier has acted on behalf of those who have experienced and witnessed abuse at the facility by meeting with attorneys representing inmates at the facility and hearing from whistleblowers, visiting the facility to see the conditions firsthand, and sending a letterurging FCI Dublin to immediately fulfill its constitutional obligation to provide meaningful access to legal counsel and provide essential healthcare services to inmates who suffer from serious sexual abuse. Congressman DeSaulnier also sent a letterto Attorney General Garland regarding the closure of FCI Dublin and Prison Rape Elimination Act (PREA) implementation at the facility, and sent a letterto the House Judiciary and Oversight and Accountability Committees asking them to investigate and hold hearings on the recent closure and transfer of inmates from FCI Dublin, the facility’s past pervasive culture of abuse, and BOP facilities and their treatment of inmates more broadly as such action is essential to answer outstanding questions and provide much-needed oversight of BOP.

  • MIL-OSI Global: B.C.’s plan for involuntary addiction treatment is a step back in our response to the overdose crisis

    British Columbia Premier David Eby recently announced that his government plans to open highly secure facilities where people struggling with mental health, serious brain injuries and severe addictions will receive involuntary care.

    The B.C. government describes the move as a new phase of its response to the addiction crisis that includes a promise to change the law to “ensure that people, including youth, can and should receive care when they are unable to seek it themselves.”

    Unregulated drugs kill an average of six British Columbians every day. Since a public health emergency was declared in 2016, more than 15,000 people in B.C. have died from consuming unregulated drugs.

    Interventions and services

    Policymakers along with affected communities are struggling to identify, implement and scale up necessary interventions and services. Many highlight that we need all the tools in our toolkit to respond to this unprecedented crisis.

    Currently, involuntary admissions to care facilities are possible for people with a “disorder of the mind” through B.C.’s Mental Health Act. Between 2011-12 and 2020-21, the number of voluntary admissions in B.C. remained relatively stable (10,000 to 12,000) but involuntary admissions increased from 11,000 to more than 17,000 during this time period.

    Expanding involuntary care to people with addictions is intuitively appealing to some. Supporters of the idea position it as compassionate intervention that keeps the most vulnerable safe. But drug addiction and treatment are complex.

    While parents, policymakers and others rightfully want to do everything they can to protect young people from harmful drugs, in the long run, involuntary treatment will cause more harm than good.

    Involuntary treatment is dangerous

    Scientific evidence is lacking that supports involuntary addiction treatment as an effective approach for reducing substance use and related harms among vulnerable populations. A 2020 study of more than 3,000 people who use drugs in Vancouver found no significant improvements in substance use outcomes among those who were coerced into addiction treatment compared to people who received no treatment.

    We also know that substance dependence is a complex chronic condition and relapse is common. Relapse after a period of abstinence is a particularly dangerous time due to reduced tolerance. Indeed, the risk of overdose death has been found to be highest immediately after discharge from compulsory care, voluntary treatment and hospitals, as well as upon release from prison.

    A lack of effectiveness paired with serious increased risk of a fatal overdose, particularly in the era of illicit fentanyl, are not the only weaknesses of involuntary treatment for people with addictions.

    Involuntary treatment can undermine trust

    Accounts from young people who have experienced being coerced into treatment highlight that involuntary care can be counterproductive and risks pushing vulnerable young people away from the very services they need most.

    After consulting with young people who use drugs, the B.C. Representative for Children and Youth in 2021 cautioned that involuntary care “may create distress in young people to the extent that they may come to distrust the health-care system and be less inclined to seek support when it is needed.”

    Research scientist Danya Fast, who has more than a decade of experience working with young people who use drugs, has described seeing “the lengths that some young people would go to in order to evade or escape from [institutional] places, often with devastating effects. I knew that even the threat of involuntary hospitalization could lead some to avoid calling 911 if someone was overdosing and needed help.”

    Furthermore, a 2023 qualitative study with parents who resorted to involuntary treatment in Alberta describes how for some, forcing their child into treatment harmed their relationship, and for many, did not result in improvements in their children’s risky substance use behaviours.

    Addiction treatment in the era of fentanyl

    In the context of forced addiction treatment, it’s important to recognize that the effectiveness of current medications for opioid dependence (typically methadone and suboxone) is limited, particularly for young people.

    In a study among young people who used opioids in Vancouver between 2005-2018, initiating an opioid agonist therapy (primarily methadone or suboxone) was not found to be protective for non-fatal overdose. In addition, 60 per cent of young people who initiated methadone prematurely discontinue their treatment.

    This is consistent with emerging evidence from B.C. indicating that retention on methadone and suboxone have both been consistently declining over the last decade, which corresponds to the emergence of illicitly manufactured fentanyl in the province.

    Given the volatility of street drugs and increasing exposure to and dependence on highly potent fentanyl, the clinical management of opioid dependence is increasingly complex. This reality makes forcing people into addiction treatment against their will particularly concerning.

    There is also widespread evidence that the existing voluntary addiction treatment system is inadequate and fails to provide appropriate care. It is our view that resources are better directed towards improving the existing voluntary treatment system and ensuring there are comprehensive supports available throughout the continuum of care.

    Alternatives to involuntary treatment

    The safety of our children and communities would be enhanced if governments strengthened and expanded the voluntary treatment system and evidence-based prevention programs. Substance dependence is a chronic relapsing condition. Therefore, accessible harm reduction programs and addressing the toxic supply of drugs are critical steps to prevent overdose deaths and other drug related harms.

    B.C.’s provincial health officer issued a report in July 2024 outlining how a public health approach could be leveraged to provide alternatives to the toxic drug supply.

    While some may think we have already tried drug regulation, current prescribed “safe” supply programs include less than five per cent of the estimated 115,000 people in B.C. with an opioid use disorder.

    Analyses of overdose fatalities also indicate that the majority of people who died from drug poisonings did not have a diagnosed opioid use disorder or use opioids on a daily basis. These individuals would not have been eligible for existing prescribed safe supply.

    This underscores that current initiatives are not reaching the vast majority of the population at risk of a toxic drug poisoning. There are also many different approaches and models that could be considered for drug regulation.

    As we have outlined previously, innovation and transformational policy action to strictly regulate the production, distribution and consumption of currently illegal drugs is a promising way forward.

    We empathize and relate to parents and caregivers who want to do everything possible to protect their children. However, we cannot “treat” our way out of our current crisis and involuntary treatment is a particularly risky and harmful tool.

    Evidence-based interventions across the pillars of early prevention, voluntary treatment and harm reduction, along with rigorous drug regulation that tightly controls the production, distribution and consumption of currently illegal drugs, will give us the most control over the toxic drug supply. This mix of foundational and innovative public health tools will be best positioned to reduce risky substance use and related health and social harms.

  • MIL-OSI Security: Maryland Woman Sentenced for Conspiring to Destroy the Baltimore Region Power Grid

    Sarah Beth Clendaniel, 36, of Catonsville, Maryland, was sentenced today to 18 years in prison and a lifetime of supervised release for conspiring to damage or destroy electrical facilities in Maryland and a concurrent sentence of 15 years in prison and three years of supervised release for being a felon in possession of a firearm.

    “Those who seek to attack our country’s critical infrastructure will face the full force of the U.S. Department of Justice,” said Attorney General Merrick B. Garland. “Sarah Beth Clendaniel sought to ‘completely destroy’ the city of Baltimore by targeting five power substations as a means of furthering her violent white supremacist ideology. She will now spend the next 18 years in federal prison. The Justice Department will continue to aggressively counter, disrupt, and prosecute those who seek to launch these kinds of hate-fueled attacks that target our critical infrastructure, endanger entire cities, and threaten our national security.” 

    “The defendant plotted to disable the power grid around the entire Baltimore region and cause harm to thousands of people in pursuit of a racially motivated violent extremist agenda,” said FBI Director Christopher Wray. “Her plan failed thanks to the great work of the FBI and our law enforcement partners. Today’s sentencing should serve as a warning to others that you will be held accountable if you attempt to carry out violent attacks on our infrastructure or threaten the safety of those in our communities.”

    “Such cowardice, designed to disrupt and endanger the lives of Maryland’s citizens, will not be tolerated,” said U.S. Attorney Erek L. Barron for the District of Maryland. “My office remains committed to protecting the security and well-being of the community by prosecuting such conduct to the full extent of the law.”

    According to her plea agreement and other court documents, in 2018, Clendaniel became acquainted with Brandon C. Russell, a Florida resident, who is currently charged with conspiracy to damage or destroy electrical facilities in Maryland and is awaiting trial. Clendaniel and Russell espouse a white supremacist ideology and advocate a concept known as “accelerationism.” To “accelerate” or to support “accelerationism” is based on a white supremacist belief that the current system is irreparable and without an apparent political solution, and therefore violent action is necessary to precipitate societal and government collapse.

    According to court documents, from at least December 2022 through February 2023, Clendaniel conspired with Russell to damage energy facilities involved in the transmission and distribution of electricity and to cause a significant interruption and impairment of the Baltimore regional power grid. The intended monetary loss associated with the planned attacks would have exceeded $75 million.

    As set forth in her plea agreement, Clendaniel admitted that she communicated and planned over encrypted communication applications (ECA) to carry out attacks against energy facilities. Russell and Clendaniel communicated their plans to commit an attack on the Baltimore region power grid to a confidential human source (CHS-1).

    Their plans began to coalesce on Jan. 12, 2023, when CHS-1 and Russell discussed the planned substation attack in Maryland with a goal of working with Clendaniel to “maximize impact” and “to coordinate to get multiple [substations] at the same time.” Later that same day, Clendaniel, using the moniker “Nythra88,” sent a message to CHS-1 on ECA confirming her support of the attack.

    In the ensuing conversation, which continued through Jan. 14, 2023, Clendaniel told CHS-1 that she lived near Baltimore. She also stated that she was a felon, and had previously, but unsuccessfully, attempted to obtain a rifle. She asked CHS-1 to purchase a rifle for her, stating that she wanted to “accomplish something worthwhile” and that she wanted the rifle “within the next couple of weeks” to “accomplish as much as possible before June, at the latest.” On Jan. 18, 2023, on ECA, Clendaniel told CHS-1 that she had identified a few potential locations to target in her attack. CHS-1 stated that CHS-1 would have to be the “driver” and Clendaniel would have to be the “shooter” in the attack. Clendaniel confirmed that she was “determined to do this” and stated she would have done something earlier on her own if she had not lost her rifle “a few months ago.” The conversation continued with CHS-1 and Clendaniel discussing the specifics of the desired rifle and agreeing that Clendaniel would send CHS-1 a “wish list,” which she did the following day.

    At various times from Jan. 21, 2023, through Jan. 29, 2023, CHS-1 exchanged encrypted messages, separately with Clendaniel and with Russell, in which they discussed in detail the rifle and specific firearms accessories that Clendaniel wanted and potential targets for their attack.

    On Jan. 29, 2023, Clendaniel told CHS-1 that the five substations she planned to target included “Norrisville, Reisterstown, and Perry Hall.” Clendaniel described how there was a “ring” around Baltimore and if they hit a number of them all in the same day, they “would completely destroy this whole city.” She added that they needed to “destroy those cores, not just leak the oil . . . ” and that a “good four or five shots through the center of them . . . should make that happen.” Further, she stated that: “[i]t would probably permanently completely lay this city to waste if we could do that successfully.” When CHS-1 asked if it would accomplish a “cascading failure,” Clendaniel replied, “[y]es . . . probably” and that the attack targets are all “major ones.” Clendaniel also said that the most difficult target that they would have to do together has “fire walls on three sides.”

    During that conversation, Clendaniel sent CHS-1 five links to the “Open Infrastructure Map” which showed the locations of five specific Baltimore, Gas and Electric (BGE) electrical substations in Maryland. BGE is an energy company that utilizes substations, like the five targeted sites, to produce, convert, transform, regulate and distribute energy. Three of the five substations were located near the towns of Norrisville, Reisterstown, and Perry Hall. The remaining two substations were in the vicinity of Baltimore City. Each location is a BGE substation with significant infrastructure.

    On or about Jan. 31, 2023, Russell discussed with CHS-1 the attack of the targeted substations on ECA, including how to “make sure it’s done right,” how “it has been studied,” and how to make it “cascading” so as to maximize damage. Russell and Clendaniel believed that attacking these five electrical substations in the greater Baltimore area would serve accelerationism.

    On Feb. 3, 2023, law enforcement agents executed a search warrant at Clendaniel’s residence in Catonsville, Maryland. During the search, law enforcement agents recovered from Clendaniel’s bedroom various firearms and hundreds of rounds of ammunition. Federal law prohibits Clendaniel from possessing these items because she is a convicted felon, including convictions in Cecil County, Maryland, for robbery in 2006 and robbery and attempted robbery in 2016.

    The FBI investigated the case.

    The U.S. Attorney’s Office for the District of Maryland is a partner in the Justice Department’s United Against Hate community outreach program. The United Against Hate initiative seeks to directly connect federal, state, and local law enforcement with traditionally marginalized communities in order to build trust and encourage the reporting of hate crimes and hate incidents. Attorney General Garland announced the nationwide launch of the initiative and its expansion to all 94 U.S. Attorneys’ Offices.

Bredar sentenced Sarah Beth Clendaniel, a Catonsville, Maryland resident, to 18 years in federal prison, followed by a lifetime of supervised release, for conspiring to damage or destroy electrical facilities in Maryland, in violation of 18 U.S.C. § 1366(a), and a concurrent sentence of 15 years for being a felon in possession of a firearm, and 3 years of supervised release, in violation of 18 U.S.C. § 922(g)(1).

    The sentence was announced by Erek L. Barron, United States Attorney for the District of Maryland and Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation, Baltimore Field Office.

She asked CHS-1 to purchase a rifle for her, stating that she wanted to “accomplish something worthwhile” and that she wanted the rifle “within the next couple of weeks” to “accomplish as much as possible before June, at the latest.” On January 18, 2023, on ECA, Clendaniel told CHS-1 that she had identified a few potential locations to target in her attack. CHS-1 stated that CHS-1 would have to be the “driver” and Clendaniel would have to be the “shooter” in the attack. Clendaniel confirmed that she was “determined to do this” and stated she would have done something earlier on her own if she had not lost her rifle “a few months ago.” The conversation continued with CHS-1 and Clendaniel discussing the specifics of the desired rifle and agreeing that Clendaniel would send CHS-1 a “wish list,” which she did the following day.

    At various times from January 21, 2023 through January 29, 2023, CHS-1 exchanged encrypted messages, separately with Clendaniel and with Russell, in which they discussed in detail the rifle and specific firearms accessories that Clendaniel wanted and potential targets for their attack.

    On January 29, 2023, Clendaniel told CHS-1 that the five substations she planned to target included “Norrisville, Reisterstown, and Perry Hall.”  Clendaniel described how there was a “ring” around Baltimore and if they hit a number of them all in the same day, they “would completely destroy this whole city.” She added that they needed to “destroy those cores, not just leak the oil . . . ” and that a “good four or five shots through the center of them . . . should make that happen.” Further, she stated that: “[i]t would probably permanently completely lay this city to waste if we could do that successfully.” When CHS-1 asked if it would accomplish a “cascading failure,” Clendaniel replied, “[y]es . . . probably” and that the attack targets are all “major ones.” Clendaniel also said that the most difficult target that they would have to do together has “fire walls on three sides.”

    During that conversation, Clendaniel sent CHS-1 five links to the “Open Infrastructure Map” which showed the locations of five specific Baltimore, Gas and Electric (“BGE”) electrical substations in Maryland. BGE is an energy company that utilizes substations, like the five targeted sites, to produce, convert, transform, regulate and distribute energy. Three of the five substations were located near the towns of Norrisville, Reisterstown, and Perry Hall. The remaining two substations were in the vicinity of Baltimore City. Each location is a BGE substation with significant infrastructure.

    On or about January 31, 2023, Russell discussed with CHS-1 the attack of the targeted substations on ECA, including how to “make sure it’s done right,” how “it has been studied,” and how to make it “cascading” so as to maximize damage. Russell and Clendaniel believed that attacking these five electrical substations in the greater Baltimore area would serve accelerationism.

    On February 3, 2023, law enforcement agents executed a search warrant at Clendaniel’s residence in Catonsville, Maryland.  During the search, law enforcement agents recovered from Clendaniel’s bedroom various firearms and hundreds of rounds of ammunition.  Federal law prohibits Clendaniel from possessing these items because she is a convicted felon, including convictions in Cecil County, Maryland for Robbery in 2006 and Robbery and Attempted Robbery in 2016.

    U.S. Attorney Barron commended the FBI for its work in the investigation and thanked Assistant U.S. Attorneys Kathleen O. Gavin and Michael Aubin who are prosecuting the federal case.

    The U.S. Attorney’s Office for the District of Maryland is a partner in the U.S. Department of Justice’s United Against Hate community outreach program.  The United Against Hate initiative seeks to directly connect federal, state and local law enforcement with traditionally marginalized communities in order to build trust and encourage the reporting of hate crimes and hate incidents.  Department of Justice Attorney General Merrick B.   • MIL-OSI Security: Eight arrested in connection with Tower Hamlets murder

    Detectives investigating the murder of a man in Tower Hamlets have made eight arrests.

    Joshua McLean, 31, was fatally shot at about 20:27hrs on Tuesday, 6 August in Weavers Fields, Wilmot Street, E2.

    On Wednesday, 25 September, detectives from the Met’s Specialist Crime Command arrested eight males – all aged between 17 and 56 – on suspicion of murder. All eight suspects remain in police custody.

    Detective Inspector Jonny Newell, from the Met’s Specialist Crime Command, said: “Our thoughts remain with Joshua’s family who are absolutely devastated by this tragic incident.

    “I am grateful to those who have spoken to officers and provided information that assisted us in our enquiries, but would like to appeal to anyone who was in the area at the time of this incident to get in touch with police if they haven’t done so already.

    “If you have any information concerning this murder, we would like to hear from you.”

    Detective Chief Superintendent James Conway, responsible for policing in Hackney and Tower Hamlets, said: “The arrests today are a significant development in this detailed and painstaking investigation. I do not underestimate the impact Joshua’s murder has had on the local community and I am grateful to those who supported us in our enquiries.”

    WASHINGTON – On Wednesday, U.S. Sen. Ron Johnson (R-Wis.), Ranking Member of the Permanent Subcommittee on Investigations, along with U.S. Senators Gary Peters (D-Mich.) and Rand Paul (R-Ky.), Chairman and Ranking Member of the Homeland Security and Governmental Affairs Committee, and Richard Blumenthal (D-Conn.), Chairman of the Permanent Subcommittee on Investigations, released a bipartisan interim report on the U.S. Secret Service’s (USSS) security planning, communications and coordination failures that contributed to the July 13 assassination attempt on former President Donald. J. Trump in Butler, Pennsylvania. The interim report includes key findings and recommendations to address those failures and ensure the Secret Service can effectively carry out its protective mission.   
    “Shortly after the July 13, 2024 assassination attempt on former President Trump in Butler, PA, I released preliminary findings detailing some of the significant security failures that occurred on that day,” said Ranking Member Johnson. “Today’s interim report expands on those security failures, but the investigation is not complete. Federal agencies like the Secret Service, FBI, and DOJ continue to withhold records that are vital to this Committee’s work. There is still much more information that the public and Congress deserve to know. Going forward, this Committee must be prepared to use compulsory process to ensure that the American people have a complete and thorough understanding of the security failures that resulted in the multiple attempts on former President Trump’s life.” 
    “From planning missteps, to the siloed and flawed communication to the lack of effective coordination between law enforcement, to the breakdowns in technology, the Secret Service’s failures that allowed an assassination attempt on former President Trump at his July 13 rally were shocking, unacceptable, and preventable – and they led to tragic consequences,” said Chairman Peters. “Moving forward, our bipartisan interim report makes recommendations for needed reforms to address these serious failures, provide accountability and transparency for the American people, and ensure that the Secret Service has the tools and resources they need to prevent another disaster like this from happening.”  
    “Our initial findings clearly show a series of multiple failures of the U.S. Secret Service (USSS) and an inexcusable dereliction of duty,” said Ranking Member Paul. “Not only did USSS fail to ensure the AGR roof was adequately covered, they were also aware of a suspicious individual with a rangefinder for at least 27 minutes and did not delay proceedings or remove former President Trump from the stage, even after being informed that the suspicious individual was on the roof of the AGR building. Someone needs to be held accountable for these egregious failures by the USSS, and despite USSS, DHS, FBI, ATF, and other federal agencies’ continued obstruction of our bipartisan investigation, I will continue to push for answers and accountability.”    
    “What happened on July 13 was an accumulation of errors that produced a perfect storm of stunning failure,” said Chairman Blumenthal. “It was a tragedy and completely preventable from the outset. There was both a failure to provide resources – like a working radio, drone detection system, or counter surveillance team – and lack of an effective chain of command. Looking forward, we need structural reform in the agency itself. The Secret Service is filled with dedicated and skilled men and women who serve our country at great risk to themselves and personal sacrifice, and they deserve better leadership. Today’s report is only an interim step, and I look forward to our continuing pursuit of evidence to help understand what went so catastrophically wrong and how we can prevent an event like this from ever happening again.” 
    READ THE INTERIM REPORT: “Examination of U.S. Secret Service Planning and Security Failures Related to the July 13, 2024 Assassination Attempt” 
    The interim report’s key findings of failures include:   
    USSS failed to clearly define responsibilities for planning and security at the July 13 rally: USSS personnel responsible for planning in advance of the July 13 rally denied that they were individually responsible for any planning or security failures and deflected blame. USSS Advance Leads told the Committee that planning and security decisions were made jointly, with no specific individual responsible for approval.      
    USSS failed to ensure the AGR Building was effectively covered: USSS identified the AGR building as a concern due to the line-of-sight from the roof to the stage, but did not take steps to ensure sufficient security measures were in place. USSS knew that local snipers planned to set up inside the AGR building and USSS did not express objections or concerns about that placement. USSS personnel, including the USSS Counter Sniper Team Leader, did not enter the AGR building or go on the roof prior to the shooting. One USSS counter sniper team, whose responsibility included scanning the area around the AGR building for threats, had an obstructed view of the AGR roof.   
    USSS failed to effectively coordinate with state and local law enforcement: USSS did not give state or local partners any specific instructions for covering the AGR building, including the positioning of local snipers. USSS did not adequately consider state and local law enforcement operational plans. Communications at the July 13 rally were siloed and USSS did not ensure it could share information with local law enforcement partners in real time.   
    USSS failed to provide resources for the July 13 rally that could have enhanced security: USSS denied specific requests for additional Counter Unmanned Aircraft Systems capabilities and a Counter Assault Team liaison. A USSS Counter Surveillance Unit – which could have helped patrol the outer perimeter that included the AGR building – was not requested by USSS Advance Leads.    
    USSS failed to communicate information about the suspicious person to key personnel and failed to take action to ensure the safety of former President Trump: At approximately 5:44 pm, USSS personnel were notified that local law enforcement observed a suspicious person with a rangefinder near the AGR building. By 5:52 pm, at least eight USSS personnel had been informed. Approximately two minutes before shots were fired, the USSS Security Room, located on the rally grounds, was told that there was an individual on the roof of the AGR building. Shortly before shots were fired, a USSS counter sniper observed local officers running towards the AGR building with guns drawn.   
    USSS’s counter drone system experienced technical problems that left it inoperable for hours: With no backup system, the USSS agent responsible for overseeing the C-UAS capabilities at the July 13 rally called a toll-free 888 tech support hotline “to start troubleshooting with the company,” which took several hours.  That agent had only three months of experience working with that equipment and lacked knowledge about it.   
    Several USSS officials reported experiencing technical problems with their radios at the rally, and told the Committee such problems are common for USSS: A USSS Hercules 1 counter sniper was offered a local radio on July 13 but said he did not have time to pick it up because he was occupied fixing technical problems with his USSS radio.  In addition, at the Pittsburgh airport before the motorcade left for the rally, the USSS Special Agent in Charge (SAIC) of the Pittsburgh field office gave the Lead Agent his radio because the Lead Agent’s radio was not working.   
     The interim report’s key recommendations include:   
    Planning and Coordination: Congress should require USSS to identify defined roles and responsibilities for USSS personnel responsible for advance planning of any protective event. For all protective events, USSS should improve coordination and specify roles and responsibilities between and among federal, state, and local law enforcement partners. USSS policies and protocols should require advance planning leads to request and review state and local operational plans in advance of any protective event to ensure a shared understanding of security responsibilities and vulnerabilities as well as other critical planning and security components.  
    Responsibility: In advance of each protective event, USSS should designate a single individual responsible for approving all plans, including the responsibility for approving security perimeters.  
    Communications:  DHS and USSS should ensure communications plans between federal, state, and local law enforcement agencies and first responders are properly executed and should ensure records retention capabilities. Congress should require that USSS record its radio transmissions at all protective events. Congress should require DHS and USSS to evaluate the steps it needs to take to ensure communications plans with state and local partners are fully executed when conducting law enforcement and/or first response activities at a given location.  Congress should require that DHS and USSS report to Congress any steps taken to remedy past failures to execute communications plans and to ensure compliance with those plans in the future.    
    Intelligence: USSS should consider sending additional assets, including counter snipers, to all future outdoor protective events as it evaluates intelligence and threats against protectees. USSS should also ensure that the appropriate agents working protective events are informed of relevant intelligence and threats against protectees.  
    Resources:  Congress should evaluate USSS budget and resources. Security requirements should be determined depending on various threat levels, ranging from less severe threat environments to the highest level of security at National Special Security Events.  Congress should require that USSS allocate assets and resources based on the threat level, not the position or title of the protectee.

    “Wadee Alfayoumi and his mother were violently attacked for no apparent reason other than their religion and their ethnicity. Targeting someone based on their ethnicity or religion is wrong, and targeting an innocent child based on those characteristics is pure hatred. Nearly a year after Wadee Alfayoumi’s young life was taken too soon, our nation continues to mourn with his family,” said Durbin. “By passing this resolution, the United States Senate is honoring and remembering Wadee’s life and condemning all forms of hate.”
    “My heart breaks for the family of Wadee Alfayoumi, the precious, innocent 6-year-old who lost his life in an unimaginably cruel way, just because of his Palestinian Muslim identity,” Duckworth said. “This barbaric, cold-blooded murder was a chilling act of hate against the Palestinian community in Illinois, and we must do everything in our power to denounce and stop more hatred and violence.I’m proud our resolution passed honoring Wadee’s life and legacy.     Last week, Durbin chaired a Senate Judiciary Committee hearing entitled “A Threat to Justice Everywhere: Stemming the Tide of Hate Crimes in America.”  The hearing examined the threats facing marginalized communities and how the federal government can better protect the civil rights and safety of all Americans, including Jewish, Arab, and Muslim Americans. During his opening remarks, Durbin recognized the family members of those who were victims of hate crimes in attendance, including Hanaan Shahin, Wadee’s mother.

  • MIL-OSI Security: Leader of Gorilla Stone Mafia Gang Convicted of Two Murders on Staten Island and Drug Distribution

    While in Jail, the Defendant Wrote About the Murders: “I Feel Like the Reaper”

    Today, a federal jury in Brooklyn returned a guilty verdict against John Pena, leader of the Gorilla Stone Mafia (GSM), a subgroup of the Untouchable Gorilla Stone Nation (UGSN), which is a faction of the nationwide Bloods street gang. The jury convicted Pena, also known as “Tragedy,” “Don Tragg,” “Last Don” and “Money Baggz,” on all six counts of a second superseding indictment charging him with racketeering; murder in-aid-of racketeering; causing death through use of a firearm; unlawful possession, brandishing and discharge of a firearm; being a felon in possession of ammunition; and conspiring to distribute and possess with intent to distribute marijuana and crack cocaine.  Pena was convicted of murdering Mark Bajandas on March 10, 2021, and Francisco Gonzalez on June 22, 2021, on behalf of GSM.  The verdict followed a seven-day trial before United States District Judge Ann M. Donnelly.  When sentenced, Pena faces a mandatory sentence of life in prison.

    Breon Peace, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), and Thomas G. Donlon, Interim Commissioner, New York City Police Department (NYPD), announced the verdict.

    As the evidence proved, Pena was consumed by seeking revenge against rivals and maintaining his leadership position in the Gorilla Stone Mafia gang by any means necessary,” stated United States Attorney Peace.  “Killing a man as he slept in bed and shooting another man with a dozen bullets are shocking examples of Pena’s ruthlessness.  Today’s verdict ensures he will spend the rest of his life in prison for his direct role in the extreme violence and drug trafficking wreaked on a Staten Island community.” 

    Mr. Peace thanked the U.S. Marshals Service for their assistance.

    “Today’s guilty verdict is a direct result of the focused and collaborative efforts of dedicated investigators from the NYPD, FBI, and the office of the U.S. Attorney for the Eastern District of New York,” stated Interim NYPD Commissioner Donlon.  “Gang activity, especially the carrying and indiscriminate shooting of illegal guns on our streets, instills fear in the daily lives of New Yorkers. It is crucial that we and our law enforcement partners continue to target and dismantle these criminal groups, and work toward preventing the violence that is so often associated with their activities.”

    As proven at trial, Pena committed the crimes of conviction in connection with his leadership of GSM, which operated out of the Stapleton Houses, a public housing development on Staten Island.  Members of GSM use intimidation, threats of violence and acts of violence to preserve and protect GSM’s power, territory and criminal activities.  They also use drug trafficking as a means of obtaining money.

    In the early morning hours of March 10, 2021, Pena fired multiple gunshots from close range at Mark Bajandas, also known as “Drama,” a former GSM associate and perceived rival, killing him.  Bajandas, a former GSM member who had defected to the rival Bugatti set of USGN, suffered at least 12 gunshot wounds.  The murder occurred after Pena and Bajandas had attended a memorial earlier in the evening to commemorate the death of Avanti Brock, a former GSM member who was murdered allegedly by Bugatti approximately one year earlier. 

    On June 22, 2021, Pena murdered Francisco Gonzalez, a former GSM member, by shooting him three times in the head while Gonzalez was asleep in bed next to Pena’s ex-girlfriend. 

    Law enforcement recovered writings from Pena’s jail cell at the Metropolitan Detention Center that included statements in which he took responsibility for the murders of Bajandas and Gonzalez, such as: “Kuz I Turn all my opps into ghost / Francisco I mix them N / Mark / A … shhh / Gotta chill … they don’t Know / Lately how I feel / Like the reaper / If I spot em I’m snatching his soul.”  Pena also wrote about killing Gonzalez, including: “left his brains on them sheets man what was he thinkin’?,” referring to the fact that he had shot Gonzalez in the head while Gonzalez was asleep in bed.

    Witness testimony and evidence obtained from cell phones proved that GSM members enriched themselves by selling controlled substances in and around the Stapleton Houses and also in Vermont, and that Pena was involved in the sale and distribution of marijuana, crack cocaine and heroin.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone.  As part of the program, U.S. Attorney’s Offices work in partnership with federal, state, local and tribal law enforcement and their local communities to develop effective, locally based strategies to reduce violent crime.

    The government’s case is being handled by the Office’s Organized Crime and Gangs Section.  Assistant United States  Attorneys Dana Rehnquist, Andrew Roddin and Elias Laris are in charge of the prosecution, with the assistance of Paralegal Specialist Elizabeth Reed and Assistant United States Attorney Matthew Galeotti.

  • MIL-Evening Report: Netflix’s Monsters is ‘murder porn’ at its worst. It comes at a cost to real victims – and the truth

    Are we products of nature or nurture?

    That’s the age-old question at the heart of Ryan Murphy and Ian Brennan’s new Netflix release, Monsters: The Lyle and Erik Menéndez Story. The show focuses on the 1989 murders of José and Kitty Menéndez by their sons Erik and Lyle.

    The prosecution convinced a jury the two brothers were cold-blooded killers, driven by the desire to access their parents’ wealth. The brothers, meanwhile, claim to be victims of physical, emotional and sexual abuse at the hands of their parents – and say the killings were therefore self-defence.

    What’s the truth? Perhaps both.

    Creating the image of a ‘monster’

    The case details are well known. In fact, I have taught this case to my own criminology students as an example of the victim-offender overlap, as clearly these brothers existed in a very dysfunctional family.

    On August 20 1989, brothers Lyle (then 21) and Erik (then 18) shot and killed their parents in their Beverly Hills mansion. They faced two trials. The first one in 1993 saw the brothers tried separately and ended in two hung juries and subsequent mistrials.

    In the second trial, which began in 1995, the pair were tried together. In 1996 they were found guilty of first-degree murder and conspiracy to commit murder, and sentenced to life in prison without the possibility of parole.

    Interestingly, the prosecution raised new objections to the admission of a large amount of defence evidence in the second trial, so the judge consequently excluded much of the evidence of abuse.

    This essentially dismantled the brothers’ entire defence, which was predicated on the fact they killed their parents out of fear, after they threatened to expose their father for serious and protracted physical, sexual and emotional abuse.

    In their second trial, Erik and Lyle were found guilty of murdering their parents and sentenced to life without parole.

    The Netflix series has created significant controversy. It documents a version of events leading up to the murders, including detailed histories of both Lyle’s and Erik’s sexual abuse, as well as the crimes themselves and subsequent trials.

    In the series, the brothers are portrayed in a homoerotic and incestuous way. For context, back in 1995 Lyle testified that he sexually offended against Erik, but this was against the background of the alleged sexual abuse from their father.

    Monsters, on the other hand, shows the brothers having an incestuous relationship as adults. The brothers deny this and there’s little evidence to support it.

    While the pair is sometimes painted in a sympathetic light, at other times the viewer is led to question whether greed was their true motive.

    Erik Menéndez has slammed the series, saying it walks back on decades of understanding of the devastating impacts sexual abuse has on male victims.

    I have to agree.

    The brothers didn’t just kill their parents and call it a day. These murders were incredibly brutal. As a criminologist, it looked to me like they were trying to obliterate their parents.

    José was shot in the back of the head, execution-style, while Kitty was shot a total of ten times, including one shot directly to her face. Such crimes are generally not motivated by money; they tend to be driven by something much deeper.

    After their parents’ deaths, the Menéndez brothers appeared to be spending their inheritance extravagantly – a point that later contributed to the prosecutor’s case against them.

    Murder porn at its worst

    This case can be seen through the ghoulish eyes of “murder porn”. The first trial, which was televised in 1993, went viral on TikTok in 2021, engaging a new generation of fans.

    Watching the footage from the 1990s, some of us will remember the legions of screaming girls who welcomed the handsome brothers to court. It was more like a scene from a boyband concert than a brutal double-murder trial.

    Whether you believe the brothers are cold-blooded and opportunistic killers, or victims of serious child abuse, will influence your take on the ongoing interest in the case and the portrayal in Monsters.

    Monsters isn’t the first example of Ryan Murphy and Ian Brennan cheapening real tragedies by turning them into voyeuristic and fictionalised television.

    The first instalment of the same series focused on Jeffrey Dahmer, a serial killer and sex offender who killed 17 men and boys between 1978 and 1991. Dahmer also engaged in necrophilia and cannibalism, so his brutal crimes were rich fodder for Netflix.

    Dahmer’s victims were openly critical, saying the retelling of the offender’s story diminished their loved ones’ suffering and revictimised them by opening old wounds.

    Regardless, Dahmer achieved critical acclaim with 13 nominations at the 2023 Emmy Awards, no doubt spurring the creators’ enthusiasm to further develop the franchise.

    The way forward

    The path to ethical true crime depiction lies in establishing facts and veering away from embellishing or glorifying the criminal or their crimes.

    Ideally, true crime should be victim focused and should achieve a purpose beyond entertainment. We have a lot to learn from criminal history, but these stories should be told in educational ways that respect and honour victims’ lives.

    While the real Menéndez family was dysfunctional, their portrayal in Monsters can only be considered sensational.

    We each have a responsibility to consume ethically produced true crime. Whether it’s TV series, films, podcasts or books, we vote for what we want through our engagement. My maxim is to choose content that reflects how I would want my story told, were I to ever become the focus of a true crime production.

    The report examines three key themes outlined below, summarising Control Risks’ and Oxford Economics Africa’s views on Africa’s trajectory in the year ahead.

    Bridging the generational divide – a new era for African politics

    The report’s first theme focuses on how African political leaders are increasingly mindful of their young, growing populations. Recent events have shown that young people are becoming more frustrated with governance, impatient with development, and disillusioned with political establishments. This discontent has manifested in some surprising election results, youth-led protests, and some policy shifts.

In Senegal, the opposition candidate achieved a resounding victory, further illustrating the changing political dynamics in the region. In Kenya, young people organised nationwide protests that led the president to dismiss the entire cabinet.

    Businesses must now operate in a less predictable security and policy environment, as governments strive to balance investment attraction with rising societal demands.

    White elephants and lifelines – the megaprojects reshaping the continent

    Over the past decade, Africa has witnessed a significant surge in infrastructure investment, with large-scale energy, port, and rail projects taking centre stage. These megaprojects are often seen as catalysts for transformative economic growth, addressing long-standing deficiencies in trade corridors and enhancing connectivity across the continent.

    However, these ambitious projects are not without their challenges. Questions about these ventures’ true cost, long-term utility, and the transparency of the deals underpinning them have sparked heated debates across the continent. Many of these megaprojects have been financed through government-to-government agreements, often accompanied by concerns over opaque terms, lack of local involvement, and the potential for unsustainable debt burdens.

    Geopolitical dynamics also play a significant role in shaping Africa’s infrastructure landscape. While China has historically dominated infrastructure investment on the continent, other global powers are increasingly vying for influence. The US, Gulf countries, and other geopolitical actors are stepping up their efforts to fund and develop critical infrastructure projects in Africa, driven by competition for access to natural resources and strategic positioning in the global economy.

    This has resulted in a more complex and competitive environment, where African governments and businesses alike have to carefully navigate competing interests and align their infrastructure needs with their long-term goals.

    Emerging technologies – supercharging economic development

    The advent of artificial intelligence (AI) is poised to unlock new opportunities for innovation across Africa. AI applications in agriculture, climate adaptation, healthcare, and education offer the potential to accelerate economic growth. However, African governments risk lagging their global counterparts in regulating these technologies. Countries like Morocco, Rwanda, and South Africa are taking proactive steps, but others may adopt a more cautious approach, leading to a fragmented regulatory landscape.

    The Africa Risk-Reward Index is defined by the combination of risk and reward scores that integrate economic and political risk analysis by Control Risks and Oxford Economics Africa.  Risk scores from each country originate from the Economic and Political Risk Evaluator (EPRE), while the reward scores incorporate medium-term economic growth forecasts, economic size, economic structure, and demographics.

  • MIL-OSI Russia: The government will allocate almost a quarter of a billion rubles to support fisheries enterprises operating in the Black and Azov Seas

    In 2024, fisheries organizations operating in the Azov and Black Seas will receive funding to partially cover their operating expenses. The order to allocate 234.1 million rubles for these purposes was signed by Prime Minister Mikhail Mishustin.

    Subsidies are intended for fishing organizations and fish farms operating in the Donetsk People’s Republic, the Republic of Crimea, Krasnodar Krai, Zaporizhia and Kherson regions, as well as the city of Sevastopol.

    With the help of federal funding, companies will be able to cover part of the costs of paying employees and social contributions (insurance contributions for mandatory pension, medical and social insurance). The size of the subsidy will be 20% of the cost of the average annual volume of marine aquaculture products caught by a fishing organization or produced in a fishery over the previous three years. At the same time, companies must retain at least 80% of their employees compared to the previous year’s figures.

    The work is being carried out within the framework of the state program “Development of the fisheries complex”.

    Earlier, in 2022, among the measures to ensure economic stability in the context of external sanctions, the Government provided financial support to fishing enterprises operating in the Sea of Azov. Such enterprises received transfers to support current expenses to maintain financial stability and jobs.

  • MIL-OSI Global: Business confidence in South Africa: how a 70-year-old survey has given early signals of the economy’s pulse

    Business tendency surveys provide very useful indicators of trends within an economy. The information is available well before the official statistics, such as GDP growth, and provides insights into business dynamics that cannot be found elsewhere.

    For 70 years the Bureau for Economic Research at South Africa’s Stellenbosch University has been conducting business tendency surveys. Indeed, South Africa remains one of the few countries where these surveys are conducted by a non-state agency.

    The surveys cover a range of questions, tracking everything from activity to demand, selling prices to inventories, investment and also the constraints holding back investment. But the most important question is very simple: are you satisfied with prevailing business conditions? Respondents can only respond with a yes or a no. There is no scale, no maybe, no but. It is a pure gut feeling. This is the only true measure of business sentiment in South Africa.

    While it can be argued that at times of fast production growth sentiment is more upbeat (and vice versa during a recession), sentiment typically turns before you see production growth. Respondents to Bureau for Economic Research surveys know their business like the palm of their hand. They sense when something starts changing and know when they can turn cautiously optimistic about conditions even though activity is not there (yet). As illustrated in the figure below, confidence often turns before the business cycle phase changes from an upward to a downward phase (and the other way around).

    Changes in sentiment tell us a lot about investment intentions, as well as the potential for faster economic growth and job creation in the economy. If business people in South Africa are downbeat about business conditions, it is near impossible to see growth accelerate. Why build a new factory or employ workers if you are not, at the very least, satisfied with the environment you have to operate in today?

    While the survey process has changed over the past seven decades, the value of the insights has not. South Africa’s new government of national unity has promised to tackle the country’s structural constraints, with reforms aimed at improving electricity, infrastructure, water and logistics. By providing a reliable measure of sentiment, the survey will go a long way in assessing whether they are successful.

    Business confidence ahead of economic shifts

    While we survey a range of sectors, only the responses of a specific set of sectors are compiled into the so-called composite Business Confidence Index. This index is sponsored by Rand Merchant Bank (RMB) and is known as the RMB/BER BCI.

    The index looks at the responses of manufacturers, retailers, wholesalers, new vehicle dealers and main building contractors. These sectors represent the productive sectors of the economy and tend to lead the rest of the economy.

    So, if something changes here, one can be fairly sure that it will soon start changing in the rest of the economy. Manufacturers, for example, have a feel for both domestic and export demand conditions, which later trickle through the rest of the economy. New vehicle dealers will be the first to know when local consumers start holding their purse strings.

    In most sectors the survey also asks respondents about constraints to business conditions. We ask the same set of questions each quarter and have been doing so for decades. This gives us a very powerful, long-term time series of data. For example, over the last ten years, manufacturers have almost consistently seen the general political climate as the most serious constraint on business conditions.

    The Absa Manufacturing Survey shows that it’s a more serious constraint than insufficient demand or the short-term interest rate, despite the latter being at the highest level in 15 years. Interestingly, the political climate constraint fell sharply in the third quarter of 2024, following the formation of the government of national unity. The disruptions at local ports were also picked up by our surveys, with load-shedding top of mind for many respondents in 2023 (and before).

    The graph below shows a long-term series of business confidence. A reading of 100 would signal extreme optimism with every respondent satisfied with business conditions – this has never happened before. A reading of zero means not a single respondent is satisfied with business conditions. This, too, has not happened before, but we did see confidence fall to just 5 index points in the second quarter of 2020, the worst of the COVID-19 lockdowns, with many businesses forced to close temporarily. The BER surveys provided invaluable information about business dynamics in the formal economy during the pandemic and the recovery.

    The RMB/BER BCI edged up by three index points to 38 in the third quarter of 2024. This was the first survey after the formation of the new government, and some may have hoped for a bigger boost to sentiment. Still, underlying results suggest respondents are turning cautiously more optimistic about the future. For the first time since early 2022, most respondents across the different sectors expect business conditions to improve in 12 months’ time, instead of deteriorating (further).

    Current demand conditions, however, remained tough, which held back a bigger recovery in sentiment.

    A firm commitment by the new government of national unity to continue with structural reform aimed at alleviating the constraints on the South African economy and an effort to bring down the cost of doing business (by lowering the administrative burden, for example) would go a long way in supporting a more pronounced recovery in business confidence.

    Higher confidence will translate into faster economic growth over time.

    How the index is compiled

    Taking a step back, in 1954, and for many decades after that, everything at the BER was done by hand. The surveys were sent by post, and indices were painstakingly calculated as the responses trickled in. Some graphs were even drawn up by hand. Over time, more electronics became involved. South African postal services deteriorated to such an extent that relying on them was no longer feasible.

    The little pigeonholes for the postal letters at the BER offices were removed earlier this year and all survey responses are now received via email. Responses are weighted for firm and sector size, and we try to keep the survey as representative of the sectors as possible.

    It is becoming increasingly difficult to expand our panel in a world where inboxes are flooded with fly-by-night surveys and spam. Our close relationship with international bodies such as the Centre for International Research on Economic Tendency Surveys and our academic footing as a university research institute ensures that we continue to follow global best practices.
